Lungu is heartless – Kalala

JACK Kalala says President Edgar Lungu is a sadist, whose conduct is beneath that of Republican President.

Kalala is former special assistant to president Levy Mwanawasa for policy and project implementation and monitoring.

President Lungu would turn exactly six years in State House on January 23 this year.

In a statement, Kalala stated that one would expect that President Lungu would mature and develop some presidential qualities and conduct himself accordingly.

He said it was unfortunate that such has not been the case with President Lungu.

“He continues to exhibit the uncultured mentality of incivility and cadreism,” Kalala stated.

Last Thursday, airport authorities at Kenneth Kaunda International Airport in Lusaka blocked UPND leader Hakainde Hichilema from flying to Ndola.

Hichilema was scheduled to attend the burial of Copperbelt Province UPND youth chairman Ronald Bwalya Manenga in Kitwe.

Manenga died in a road accident on the Ndola-Kitwe dual carriageway, on his way to Ndola.

President Lungu was visiting some Copperbelt Province towns from Thursday to Saturday.

Kalala complained that instead of showing sympathy and empathy, at least for the sake of the bereaved family, President Lungu directed the police to block Hichilema from attending Manenga’s funeral.

“He also decided to travel to the Copperbelt on the pretext of inspecting projects. This conduct is not only inhumane and inconsiderate under the circumstances but also unbecoming of a Republican President,” he stated. “One wonders whether he consults his advisors for advice and guidance before taking certain actions.”

He stated that the illogical conduct only exposed President Lungu to be a failed leadership project.

Kalala noted that national leadership was a serious undertaking that required serious mindedness, purposefulness, magnanimity and selflessness.

“Unfortunately, President Lungu lacks these fundamental qualities of leadership. He has lamentably failed to provide the necessary leadership needed in our democratic dispensation,” Kalala stated.

He wondered how the President could fly to the Copperbelt, “wasting public resources, for the sole purpose of blocking a citizen to attend a funeral of a fellow citizen?”

“Isn’t this being inhumane, heartless, insensitive and inconsiderate? Isn’t this lacking love for the neighbour?” Kalala asked. “It is barbaric and disgusting that a Head of State should engage in such mean and despicable conduct for political reasons.”

Kalala added that President Lungu’s irrational conduct showed that he was happy at Manenga’s tragic death, for having been a UPND youth official.

“To President Lungu, Manenga’s death was good riddance and it gave him satisfaction and pleasure,” he stated. “He even found it right to undertake an unnecessary trip to the Copperbelt to block HH from attending the funeral so that HH could be seen in bad light and as not caring for his deceased party member and the bereaved family. This is being sadistic and beneath the conduct of a Republican President who should be there for every citizen.”

Kalala stated that President Lungu has proved beyond any doubt that he has failed to provide the necessary leadership to the nation.

He added that the best that Zambians could do was to retire President Lungu in national interest on August 12 this year.

“In any case, he has already served six years out of the 10 years provided for in the Constitution. To elect him for another term of five years would lead to a constitutional crisis,” stated Kalala.

Museveni maintains lead as Uganda awaits final election results

Polls opened and ended Thursday, paving way for a rather delayed vote counting exercise in Uganda’s hotly contested election as the country climaxes a deadly election that has so far claimed over 50 people in poll-related violence.

Incumbent president Yoweri Kaguta Museveni Friday morning made a leap towards sealing stay in office beyond 35 years after he steadily stretched lead over ten other candidates eyeing Uganda’s presidency, including closest challenger and National unity Platform (NUP) presidential candidate Robert Kyagulanyi aka Bobi Wine.

Mr Museveni, 76, eclipsed 1.8 million votes (83.92%)while opposition front-runner and NUP presidential candidate, Bobi Wine had gained but was still trailing with 821,875 votes (28.36%), according to Electoral Commission’s (EC)  third batch of provisional results.

The race remains tight and too early to call with results in- accounting for just 3, 023,711 total votes representing 16.0% of registered voters. Bobi Wine Thursday hinted on possibility of rejecting results in election that was marred by gross irregularities.

 

“The results the EC boss Simon Byabakama puts out are his business. We are in this to win,” Bobi Wine told the press in Magere, Wakiso District, shortly after voting.

Parts of Kampala metropolitan, a traditional opposition swing territory, reported cases of delayed voting and technological difficulties in using Bio-metric Voter Verification Machines. Also, a ballot box was Thursday stolen in Ntungamo.

“EC had over four years to prepare for this election. They say they delivered voting materials to areas over 500km away from Kampala but failed to deliver in their own backyard. There must be a wrong plan,” voter Kenneth Kanaabi, 25, said.

The social media, digital trends and citizen journalism evolution were faced with unfamiliarly heightened forces of a complete shutdown as heavy security was also maintained throughout the country.

Several other opposition figures all week-long expressed intent to trash results, should they swing in veteran leader, Mr Museveni’s direction by any chances of electoral malpractices.

“We warn Byabakama. He should know that he has an obligation to Ugandans not just Museveni,” FDC presidential candidate, Mr Patrick Amuriat said Thursday.

NRM presidential candidate Museveni- who has been in power since 1986, has a historical cycle of winning in elections that have overly been rejected by opposition and at some point international observers highlighting irregularities.

Independent presidential candidate Ms Nancy Kalembe said she was optimistic that “Museveni would surrender and allow peaceful transition after election defeat.”

The January 14 election is largely seen by opposition figures as a crucial ‘revolution and referenda vote’ on whether Mr Museveni who has been in power since 1986 can extend his rule to four decades or not.

“This election is significant for a country that has to be set free from a reckless regime,” ANT presidential candidate, Gen Mugisha Muntu said.

Uganda went into elections still in the aftershock of deadly November 18/19 protests that claimed over 50 people following the arrest of Bobi Wine in the eastern district Luuka District. The protests exposed Uganda’s electoral violence and scores of people have gone on to die with thousands of opposition supporters in detention.

According to Mr Byabakama, Thursday’s election had been conducted “largely peacefully across the country.”

The electoral body he leads is now tasked by the constitution to declare final results within 48 hours after closure of polls.

HONEYBEE WELCOMES ACC, HRC INTEREST INTO MEDICAL KITS CONTRACT

*…but vigorously dismiss defective drug allegations & collusion as malicious propaganda*

Lusaka, Zambia — Honeybee Pharmacy Limited has welcomed the Anti Corruption Commission
(ACC) and Human Rights Commission interest in the fallacious allegations of defective drugs
supply, pledging to fully cooperate with all investigate and regulatory agencies.

Honeybee Limited wishes to inform the public that we have been cooperative with all
regulatory bodies and the ACC ever since this matter was brought to the attention of the ACC
last year.

We wishes to reaffirm our position that we have not supplied any defective drugs, gloves and
condoms to the Ministry of Health (MoH) as alleged by some ill-intentioned people.

We therefore draw the attention of the public to the following:

• That we so far supplied 5000 medical kits at a net worth of $3,990,700.00 (USD) and no
amount of money has been paid to us by MoH;

• That our medical kits are of high-quality grade and meets World Health Organisation (WHO)
standards. These medical kits were sourced from reputable manufacturers in India;

• That the allegation that Honeybee Pharmacy Limited was paid $17,000,000.00 (USD) is
patently false. Our contract was awarded based on good faith and we therefore invested own
money to supply the medical kits without any advance payment as we told the ministry did not
have money at the time;

• That Regulatory Bodies acted outside the established drug supply protocols and in violation of
our rights under this contract by making unsubstantiated claims against us;

• That upon shipment arrivals, we were informed that only one batch of Paracetamol was dis￾colouring, we immediately replaced the tablets in question at our own cost of more than
$600,000.00. (USD);

• Our contract was undertaken on November 22, 2019, for the supply of 22,500 medical kits and
presently we have supplied 5000 medical kits for which the MOH owes us $3,990,700.00
(USD) and no amount was reimbursed for our costs and expenses;

• The health kit contract has a clause that states that if a party has a dispute or disagreement with
regard to product quality, it must be witnessed in the presence of both the supplier and the
contracting party.

This was not verified in our presence contrary to contractual provisions.

• That the purported tests on our condoms and gloves by ZABS were done in our absence and
WITHOUT notice to us as stipulated in the contract.

Therefore, the said faulty kits in question
cannot be linked to our supplies without reasonable evidence.

And unfortunately, these purported results were incorrectly claimed as Honeybee Pharmacy Limited’s product at the PAC
meeting on 6 January 2021.

*We now have in our possession, results of a re-analysis test that was done in India at a WHO approved laboratory showing nothing irregular that would suggest the products are unfit for use*.

Members of the public are therefore reassured the medical kits we supplied are safe for use and
not defective as alleged.

FOOTBALL Association of Zambia says the time when coaches used juju to win games is long gone.

During the opening of the CAF C coaching course on Monday, FAZ general secretary Adrian Kashala said football depends more on technology than anything else.

He urged coaches to update themselves on modern coaching methods through technology instead of magic.

“We are talking about technology, not using the ancient way of doing things because you will be doing things in a much [better] way. You will be expected to do some analysis, you need to be computer literate; those are things to acquaint yourselves with,” Kashala said. “In today’s football there is nothing like magic. It is all about what you know and how much you are going to apply yourselves. How much knowledge you have, how you are going to analyse the game, where are the weakness that you have noticed from your opponent. So, the days of going to see those juju men are long gone. Today it is about sitting on your computer and planning how your game will be and get the game to yourself.”

And Kashala noted that most of the time, coaches were the first ones to incite bad behaviour towards match officials during games.
He added that the seven-day coaching course would not only give participants football knowledge but also administrative skills.

“The knowledge that you are going to acquire from here is not only the coaching knowledge, but other skills bordering on football and administration in general. In many cases we have seen coaches being the first inciters when there is a dispute during a game,’’ said Kashala. ‘’I think you should be the last person to raise, maybe, your fist or become angry when an unpopular decision has been made by the match officials who maybe a referee. I think football is about being calm and football is about being professional. There is no need for you to become physical because we are there to entertain the world. It is not about creating enemies; it is about creating friendship amongst ourselves as a football family.”

The training course, undertaken in full collaboration with the Confederation of African Football (CAF), is being implemented at the back of a successful year in which 1,231 coaches were trained in each of the 10 provinces.

Consequently, 20 FAZ D licences were issued, targeting grassroots coaches.

The incessant appetite by Koswe to write half-truths, propaganda and innuendos about innocent people should caged immediately. This rogue social media page is a danger to the safety, stability and security of our beautiful nation. They have continued propelling nasty propaganda that does very little to contribute to the growth of our nation.

I wish to warm Cheelo Katambo, the principle owner of Koswe to be very careful on how he is abusing his privileges in this country. As a democratic nation, Zambia has allowed the exchange of diverse views unfettered even on social media. This right however is not absolute and should not be abused in the manner the likes of Cheelo are doing. If Koswe doesn’t not turn the corner and change its approach, Cheelo and team will soon meet their waterloo.

I know Cheelo very well. I know his home address and I know all the people he works with. I knew Cheelo from the time he was at Joy FM, as a media friendly news source, I have interacted and made friends with hundreds of Journalists in Zambia and in the region who have now become part of my family. So I know a rogue Journalist when I see one.
It is a pity that Cheelo has decided to destroy his life and young career by working as a propaganda machine for the UPND when its leader Hakainde Hichilema is a well-known stingy man who cannot even take care of his family and party supporters.

It’s unfortunate that Cheelo keeps writing the trash he writes when Mr Hichilema cannot even pay his bus fare from his Libala Stage 3 House to the party Secretariat in Rhodespark and the young man has to foot his way to go and write the rubbish he writes.

I have compiled everything that Cheelo and his team have published about me and other innocent Zambians over the years and I will soon be taking action. We cannot allow the likes of Koswe to continue tarnishing the images of innocent people in the name of internet freedom. If Facebook, Twitter, You Tube and all these internet giants could ban Donald Trump for posting negative content, why should ZICTA allow such pages to continue existing?

In an election year with so much at stake for Zambia and its future, Koswe and its kind should be thrown down the rabbit hole and be made to stay there-for good

WE HAVE VERY DANGEROUS SECURITY INEFFICIENCIES

IT IS always very important to do things the right way, even if it calls for our greatest efforts.

If things were done the right way, it wouldn’t have required four days for the police to give the President a report on the shooting and killing of two innocent and unarmed people.

If things were done the right way, the report on it would have been instant – 24 hours at most.

If things were done the right way, all the commands up to the shooting would have been documented.

I have not been in the police but I believe the procedures for crowd, riot, or protest control are similar to those followed by military units.

No field commander disperses a crowd without a written order. When that order is given, snipers are chosen, usually one per platoon. These are the only soldiers with live ammunition. And the number of bullets each sniper is given is recorded. No one just jumps out of a troop carrier and starts shooting. The crowd is told using loud speakers to disperse. They are intimidated in all sorts of ways.

The unit responsible for dispersing the crowd should also have a banner clearly instructing the crowd to disperse.

If that fails, the field commander should seek further orders about the next move. The order to shoot and disable the ringleaders, who have been identified in the crowd, should come from on high. All these orders are well recorded.

The snipers will be given specific orders by the field commander to shoot. When the crowd had been dispersed, the unit is regrouped to take stock of the arrests and injuries or deaths on both sides. And each sniper accounts for the ammunition given to him. In this way it is not difficult to know who fired his gun and how much ammunition was used.

Crowd dispersal of that magnitude could not, therefore, be a low-level command issue.

What is also shocking in this case is that the shooting took place in front of the police headquarters and ministries of home affairs and defence. And this is where the Vice-President’s office is and where the chief of military intelligence works. What was his report to the President?

What did the army commander, who is the chairman of the Joint Security Committee, know and tell the President?

What did the chief of intelligence know and tell the President?

We have all pointed fingers at the Inspector General of Police, but what about all these other people, including the Minister of Home Affairs, who had been issuing so many “orders” and statements in relation to the issue?

The picture that emerges here is one of an inefficient, ineffective and disorderly security system – veritable chaos.

And to top it all, the Minister of Home Affairs tells the nation that an opposition party brought in mercenaries to disturb the country’s peace and should have left or been arrested. What madness is this? Why were they not arrested if they were there? This is a very cheap and poor way of trying to divert public attention from the regime’s crimes.

But those with responsibility for these killings shouldn’t kid themselves that the matter is over. This will come back to haunt them in the future. These are very serious human rights violations, which can cause someone to be rejected as an ambassador to some countries. This happened to former Inspector General of Police Mateyo, who was rejected as ambassador to Germany in similar circumstances. There are also some officers from our security agencies who have been rejected by the United Nations for various postings on similar grounds.

They can be protected today, but that protection won’t last forever. One day they will have to account for their part in these killings and human rights violations.

This is a matter of great public interest and the President must release the report of the findings to the public. He can’t simply sit on it. All, especially the families of the two innocent citizens who were killed, deserve to know what really happened and who were responsible for those deaths

REVOKE CHILUFYA’S MEDICAL LICENCE…he’s gone against the sacred Hippocratic Oath – Chifire

WE for a long time advised President Edgar Lungu to fire corrupt ministers like Chitalu Chilufya but in his usual style he dismissed our advice with arrogance because he thinks that anyone who advises him is his enemy, says Gregory Chifire.

He asks the Health Professionals Council of Zambia (HPCZ) to seriously consider revoking Dr Chilufya’s practicing certificate because he “doesn’t deserve to be among those given responsibility to save human life – he has gone against the sacred Hippocratic Oath”.

Commenting on President Lungu’s dismissal of Dr Chilufya, Chifire said had the President listened to advice, people would not have consumed rotten Panadol or used defective condoms that may have resulted in them being infected with life-threatening diseases.

“He only wants ba kandile, ba mushanina bwali who tells him what he wants to hear. Mr Lungu should learn to listen to the voices of those he considers critics because we tell him the truth, we mean well. In fact, it’s the people that are around him that are toxic and don’t mean well for Zambia. They just want to eat, that’s all,” he said. “For us we genuinely love him, though we may not support some of the things happening in his government under his watch.”

Chifire, the Southern Africa Network Against Corruption (SANAC) director, said the dismissal of Dr Chilufya as health minister should mark the beginning of a quest to get justice for the many crimes he and his cartel at the Ministry of Health, Medical Stores, the Zambia Medical Regulatory Authority (ZAMRA), HoneyBee Pharmacy and others have committed.

He insisted that Zambians want to see justice served.

“The crimes that Chitalu Chilufya and his cartel committed are too serious to be ignored. All those civil servants that were involved must be fired and prosecuted jointly with Chilufya so that a serious message is sent to would-be culprits. HoneyBee promoters and associates should also be prosecuted speedily,” Chifire said.

He added that Dr Chilufya’s actions deserve the highest level of punishment there is in the law, saying the former health minister was “a terrible human being” who deserved to be in jail for corruption, racketeering and crimes against humanity.

“It is so heart-wrenching to imagine the number of lives that have been destroyed due to his actions. The damage that has been caused by his action is very huge, some of it is irreversible. He should thank his god that he has lasted this long, otherwise he should have been fired long ago,” Chifire said.

He said Dr Chilufya had brought shame to the medical fraternity.

“With a heavy heart, I humbly ask the Health Professionals Council of Zambia (HPCZ) to seriously consider revoking this man’s practicing certificate because he doesn’t deserve to be among those given responsibility to save human life. He has gone against the sacred Hippocratic Oath. He has failed to live by the principles for which he was trained. Everyone’s eyes are on the HPCZ on the action they will take,” Chifire said.

He said Zambians are waiting to see how the law enforcement agencies would handle the matter.

Chifire warned that Zambians were also watching how President Lungu would address the matter, stating that it is either he serves the interests of the people or that of his colleagues.

He said Dr Chilufya was not the only minister that deserved to be sacked, stressing that there were many others who are known to be “corrupt to the teeth”.

“But because their corruption does not involve distribution of leaking condoms that leads to public uproar, the President is comfortable with them. It seems the President will only consider firing those whose actions directly affect his stay in office. It is clear that had the public not revolted, the President could not have fired Chilufya,” he said.

Chifire said President Lungu had “a very strange approach to serious national issues”, noting that he only acts when it’s convenient to him and not for the benefit of the people.

“Anyway, Zambians are watching closely how this and many matters are going to be handled. Mind you, this is a year of reckoning,” said Chifire.

Chapter One Foundation requests for tribunal against 40 ministers over failure to make asset declarations

CHAPTER One Foundation has lodged a complaint to and asked Chief Justice Irene Mambilima to institute a tribunal to probe 40 ministers including Speaker of the National Assembly Patrick Matibini for failure to declare assets and liabilities between 2016 and 2020.

In the letter dated January 13, 2021, and signed by executive director Linda Kasonde, Chapter One Foundation took notice that annual asset declarations made in accordance with the Parliamentary and Ministerial Code of Conduct, Chapter 16 of the Laws of Zambia are submitted to the Chief Justice’s office and kept on a register that members of the public could inspect.

“We inspected the said register on the 9th of December 2020. Arising from the inspection, we wish to complain of non-compliance in respect of the members listed in the annex of non-compliance to section 10 of the Parliamentary and Ministerial Code of Conduct attached hereto and seek your ladyship to institute a tribunal pursuant to section 13(1) and (3) of the Act,” reads the letter seen by The Mast.

“The relevant parts of section 13 of the Parliamentary and Ministerial Code of Conduct states as follows: 13. (1) An allegation that a member has breached part II may be made to the Chief Justice by any person, in writing giving particulars of the breaches or breaches alleged, signed by the complainant and giving the complainants name and address. (3) The Chief Justice shall [emphasis ours] notify the President and the Speaker of the allegation and shall appoint a tribunal in accordance with section fourteen to investigate the allegation. (4) The tribunal shall, within forty-five days after its being appointed, submit a report on its findings to the President and to the Speaker and shall furnish a copy to the Member concerned.”

Chapter One Foundation said failure to comply with the requirements of the code of conduct seriously falls below conduct expected from members of the legislature holding portfolios meant to lead the country diligently.

It noted that according to section 10 of the Parliamentary and Ministerial Code of Conduct, an officer is required to submit to the Chief Justice annual declarations of their assets, liabilities, and income.

It said section 10(2) provides that an officer shall within 30 days after his appointment; and within 30 days after each anniversary of his appointment to the office concerned submit to the Chief Justice an annual declaration of assets, liabilities and income.

“An annual declaration shall fairly state – (a) the value of the assets (other than personal and household effects) and liabilities of the officer as at the declaration date and (b) the total income of the officer, together with his income from each source for the twelve months preceding the declaration date,” reads the letter.

Chapter One Foundation said the officers were expected, in mandatory terms, to state fairly the value of their assets, liabilities, and the total of their incomes together with their income from each source.

It said the members listed in the scheduled had not complied with the legal requirements as they had not stated the value of their assets, liabilities, their income, the sources of their income and their income from each source to the standard required by section 10 of the Parliamentary and Ministerial Code of Conduct.

“We therefore seek an investigation into these breaches by way of section 13(3) of the Parliamentary and Ministerial Code of Conduct Act and that a tribunal be instituted,” reads the letter.

The ministers involved are Davies Chama (defence), Lawrence Sichalwe (chiefs and traditional affairs), Ronald Chitotela (tourism and arts), Lazarus Chungu (Northern Province), Sydney Mushanga (Central Province); Charles Banda (local government), Godfridah Sumaili (religious affairs), Michael Katambo (agriculture), Stephen Kampyongo (home affairs), Speaker Patrick Matibini, Matthew Nkhuwa (energy), Elizabeth Phiri (Gender), Nathaniel Mubukwanu (North Western Province), Dora Siliya (information minister and chief government spokesperson), Jean Kapata (lands), Joseph Malanji (foreign affairs), Olipa Phiri (Office of the Vice-President), Dr Chitalu Chilufya (former health minister), and Alexander Chiteme (national development planning).

In a statement confirming the development, Chapter One Foundation stated that accountability, transparency, and respect for the rule of law were central tenets of democratic governance.

“It is for this reason that Section 10 of the Parliamentary and Ministerial Code of Conduct Act Chapter 16 of the Laws of Zambia states in mandatory terms that any person holding a ministerial and/or other specified public office must make annual declarations of their assets, liabilities, total income, and the sources of their income,” reads the statement. “These declarations are to be entered in a register which is under the custodianship of the Chief Justice of the Republic of Zambia and which register may be inspected by members of the public.”

Chapter One Foundation noted that while the standard of declarations was clearly spelled out by the parliamentary and ministerial code of conduct Act, several public office holders who were obligated to make declarations had either made inconsistent declarations that did not comply with their statutory mandate or had not made any declarations at all since their appointment to public office.

“The failure of public officers to make declarations of their income and the sources of that income to the standard required by law is a breach of their statutory duty,” reads the statement. “In this regard, Chapter One Foundation has made an official complaint to her Ladyship the Chief Justice of the Republic of Zambia citing the ministers who have been non-compliant and requesting that an investigation be launched into these breaches by holders of public office.”

Chapter One Foundation commended justice minister Given Lubinda for consistently making declarations to the standard required by the law.

“Chapter One Foundation urges holders of public office to abide by the standard to which the law holds them and make declarations that comply with the provisions of section 10 of the parliamentary and ministerial code of conduct Act. We remain committed to protecting the Constitution and the rights of Zambians to demand accountability and transparency in the governance of their country,” stated Kasonde.

ZABS Must Retract Threats, Untrue Statements Against My Client, Demands Honeybee Lawyer Tutwa Ngulube

Honeybee Pharmacy Limited lawyer Tutwa Ngulube has written the Zambia Bureau of Standards (ZABS) demanding that it retracts threats and what he has termed as untrue statements made against his client to the general public.

And Ngulube has also written the Zambia Medicines and Regulatory Authority (ZAMRA) demanding for immediate retraction of threats against Honeybee Pharmacy Limited.

According to a demand letters dated January 12, 2021, Ngulube stated that ZABS has continued to utter false remarks to the general public that his client supplied medication and other medical related products that are defective.

He stated that based on condition 9.1 (c) of the contract between the Ministry of Health and his client, as well as the acceptance certificate from Medical Stores Limited, issued in favour of Honeybee Pharmacy Limited, it was clear that the goods were proper and fit and subjected to standardized testing by the procuring entity.

Ngulube argued that if the medical supplies were defective, it was not at the moment of supply or hands of Honeybee Pharmacy Limited as they supplied proper goods as the evidence indicates.

“In the premise, we write to advise you that you have a legal duty to protect our client’s reputation and not drag it through unfounded claims. Without further delay as per instruction from our clients, we demand for a public apology, retraction and halt of the statements you have made known to the general public about the medical supplied by our client within the next 48 hours. We shall not hesitate to commence costly legal proceedings against yourselves,” Ngulube stated.

In another letter dated January 12, addressed to ZAMRA, Ngulube stated that Honeybee Pharmacy Limited informed him that persuant to special condition 9.1(c) of the contract, the goods contracted to be sold were subjected to a test and confirmation procedure and the same were accepted by Medical Stores Limited by issuance of an acceptance certificate under invoice no 051 and 052.

He stated that his client further informed him that ZAMRA acting on an unscientific speculations had resorted to issuing disparaging statements against Honeybee Pharmacy Limited.

Ngulube referred to a statement which appeared in the News Diggers online publication on September 17, 2020 under the heading “ZAMRA orders Honeybee to recall damaged paracetamol.”

“We must hasten to mention from the onset that your organization was not party to the contract herein and as such all the rules against privity of contract are totally against you. We write to advise you have an inescapable and inexcusable obligation under the law to respect our client’s reputation as the converse amounts to breach of law whose consequences are dire,” Ngulube stated.” “In the premise, we have been instructed to demand as we do that you issue a public apology and retract the statement published within 48 hours in default of which, we shall commence legal proceedings against you whose ghastly costs you will be compelled to bear.”

NDOLA BISHOP EMBROILED IN ADULTERY SCANDAL AS MAN CITES HIM IN DIVORCE PETITION

 

A Ndola man has sued his wife for divorce in the Ndola High Court to dissolve his marriage because her alleged adulterous relationship with Beacon of Hope Tabernacle Church Bishop Donald Chirambo.

Christopher Mulenga wants the court to dissolve his marriage to his wife Susan Mulenga whom he says has been having an affair with Bishop Chirambo.

Mr Mulenga is alleging that Bishop Chirambo is having an adulterous relationship with his wife, who is a member of Bishop Chirambo’s church.

He said on one occasion, he was told by an unknown man that his wife was involved in an adulterous relationship with Bishop Chirambo and that the evidence could be found in her phone.

He said he was also informed by his domestic worker that on several occasions, the his wife and Bishop Chirambo were seen in compromising and romantic positions such as kissing.

“At one time during sexual intercourse, the petitioner was able to sense that the respondent just had sexual intercourse with someone else,” Mulenga claimed.

He said when he checked the wife’s phone amid protests, he came across unsavory details about their affair and also pornographic materials which she shared with the Bishop.

He said when he confronted the Bishop about the affair with his wife, he denied the claims but only admitted having the affair with Mrs Mulenga in the presence of the domestic worker.

“The respondent unreasonably allowed the petitioner’s niece aged 18 to take her pornographic pictures after she was found taking pornographic photos of herself in her bedroom and subsequently requested to take such photographs which she proceeded to do,” the petitioner stated.

Mulenga further said he discovered a dairy in which the wife was keeping and making entries of the illicit affair.

He further claims that the wife has a tendency of using traditional herbs and other substances on him, adding that on one occasion, he found her with strange substances while family members and domestic workers have found her smoking strange substances around the home.

“Furthermore, much to the petitioner’s distress, the respondent has acted unreasonably by adding unknown substance and chemicals to the petitioners food. On one occasion, the petitioner’s niece witnessed the respondent add substance to his food. Upon being made aware, the petitioner hid the food,” Mulenga stated.

He said intervention by the family to resolve their marital problems have proved futile as the respondent is always disrespectful, abusive, bulish and threatens violence.

He has prayed that the court dissolves the marriage as the wife’s behavior has taken a toll on his physical and mental well-being thereby causing him to suffer poor health.

He further wants the court to give him prime custody of the children while his wife be given reasonable access to the said children.

“The respondent’s unreasonable behavior has caused the petitioner immense embarrassment and mental anguish and has adversely affected his religious faith and spiritual growth,” Mulenga stated.

Ugandans opt for VPN after govt bans social media

By Wednesday afternoon, a number of Ugandans were able to access the blocked platforms using Virtual Private Networks (VPN) with also an option of using Wi-Fi in some places, a proxy website or a Tor browser for access as the nation braced for an election that will decide who the next president will be.

This followed a Tuesday night confirmation by incumbent president Yoweri Museveni of the blocking of the platforms.

“I am sure government has already banned this social media,” he said during a national address.

Facebook which Mr Museveni suggested and used as a scientific electoral campaign tool is now being accused of being politically segregative and promoting left-wing agenda.

“If it is going to operate in Uganda, It should be used equitably. If they want to operate against the ruling National Resistance Movement (NRM) – that group (Facebook) will not operate in Uganda,” he said, just hours after he had used the platform.

Facebook on January 9 deleted pages of pro-government elements, equally accusing their operators of violating their content dissemination policies.

Mr Museveni’s revelation through a Tuesday address in the shadows of a heated election, generated troll postings across digital platforms with the President also saying the government was extensively moving towards permanently banning the “anti-government” Facebook and other social media platforms.

Museveni added, “We cannot tolerate this arrogance of anybody coming to decide who is good or bad.”

Mr Museveni however admitted to using the platforms, “One of the international groups, a social media channel where people spend a lot of time; even me when I had time, I used to interact with you on that social media.”

Popular mainstream tech giants like Twitter and Facebook are still rising from the dust of worldwide divided opinions after they indefinitely suspended US president Donald Trump’s account last week.

These international groups such as Facebook, Mr Museveni says, “don’t know the history of Uganda” adding that, “We don’t need lectures from anybody because there is nothing we don’t know.”

Government’s desire to block Facebook is widely seen as denial of fundamental freedoms of expression and access to information contrary to Article 41 (1).

“Blocking social media really shows that there is no democracy in Uganda. What are they trying to hide?” said internet user Micheal Oketch.

According to Uganda Revenue Authority(URA), over 17 million Ugandans subscribe to social media channels. There have been efforts in the past by the ruling government to restrict mainstream social media like Instagram, Facebook and Whatsapp by taxing the use of the platforms but that has not registered as much progress.

Uganda’s tax body, Uganda Revenue Authority, says about 7.6 million people evade social media tax, commonly known as Over The Top (OTT) tax, earning government less by over 350 billion of its target annual 400billion collection by the time the bill was approved in June 2018. -Daily Monitor

WE can’t afford to lose 2021 to President Edgar Lungu, says NDC vice-president Josephs Akafumba.

He says opposition political leaders should not be lone rangers like movie star Rambo (Sylvester Stallone).

The former justice permanent secretary said his close associates in the government of Malawi are worried that unless the opposition political parties in Zambia unite as one force the PF will win the August 12 Presidential and General Elections.

“As NDC and our alliance partners we are working together and invite other political parties to work with us. Let’s have a new crop of leaders to govern this country. We can’t afford to lose 2021 to Edgar Lungu and the PF. Just close your eyes for a moment and imagine Edgar Lungu in office up to 2026. There will be no country to write home about and some people may opt to go into exile,” Akafumba said.

He said Zambia under the leadership of President Lungu was not a normal democracy.

Akafumba said PF leaders need to be fired because they are tired.

He said all political parties want only one thing in August which is regime change.

“The opposition political party leaders should not feel shy to join the alliance. The PF has taken us for a ride and we feel that they need to be retired. This is the goal that all opposition leaders want apart from the surrogate political parties of the PF. We need to realign our manifestos so that we can work together,” Akafumba said. “If you look at the list of political parties at the Registrar of Societies, they are over 100 – all looking to unseat the PF who have messed up the economy, the police and even the judiciary. So we don’t need over 15 presidential candidates in August. It’s time all opposition leaders put their selfish interests aside and face reality that this lone ranger approach of Rambo in politics won’t help the suffering masses.”

He said opposition leaders cannot be, “Rambo in politics and claim that you alone are wise enough to redeem this country”.

Akafumba said there was need to listen to Malawians because they made a mistake of being divided and only united during the re-run.

“However, they are still complaining because they delayed to unite. So they are telling us not to be selfish as politicians. If all of us mean well, then we should not have problems because no individual can defeat the PF with all the scheming they have have put in place,” he said.

Akafumba said the Zambian people have suffered a lot to afford a divided opposition.

“They have no food, no jobs, so if we are speaking on their behalf then we should work together. Let’s sing from one hymn,” urged Akafumba.

Statement by U.S. Ambassador Natalie E. Brown on Cancellation of U.S. Diplomatic Observer Mission of Uganda’s Elections

It is with profound disappointment that I announce U.S. Mission in Uganda’s decision to cancel our diplomatic observation of Uganda’s January 14 elections due to the decision by the Electoral Commission of Uganda to deny more than 75 percent of the U.S. election observer accreditations requested. With only 15 accreditations approved, it is not possible for the United States to meaningfully observe the conduct of Uganda’s elections at polling sites across the country.

Despite multiple requests, the Electoral Commission provided no explanation for its decision, which it communicated mere days before the elections. The purpose of a diplomatic observation of elections is to demonstrate our interest in a free, fair, peaceful, and inclusive electoral process.

Diplomatic observers are not participants or advisors in the electoral process. Rather, they informally observe the conduct of elections, following strict standards of impartiality, non-interference, and compliance with local laws.

The Government of Uganda has supported such U.S. observer efforts in multiple previous Ugandan elections. This makes the decision now to deny accreditation to all but a small, randomly selected handful of our observers all the more troubling.

As we have stated previously, the United States takes no side in Uganda’s upcoming elections. We support a free, fair, peaceful, and inclusive electoral process.
For Uganda’s 2016 elections, the U.S. Mission dispatched 88 diplomatic election observers. For the January 14 election, the U.S. Mission complied with all Electoral Commission accreditation requirements, as we had in previous elections in Uganda, but the vast majority of our requests for 2021 were not approved.

We are further concerned by reports that the Electoral Commission has denied accreditation requests from members of other diplomatic missions and large numbers of Ugandan observers. Numerous civil society organizations planned to observe the elections, but many have not heard back from the Electoral Commission on their accreditation applications.
Among those civil society organizations which already had organizational accreditation, the vast majority of their individual observers have not yet – two days ahead of elections – received accreditation badges.

Absent the robust participation of observers, particularly Ugandan observers who are answerable to their fellow citizens, Uganda’s elections will lack the accountability, transparency and confidence that observer missions provide.
Uganda will also miss the opportunity to benefit from observers’ insights to improve and inform future elections.

Honeybee Responds To What It Has Termed “Malicious Media And PAC Allegations Sponsored By Business Competitors.”

Honeybee Pharmacy Limited has denied supplying any defective drugs contrary to the contractual terms. Management has since stated that its fellow Zambian citizens were not defrauded or put at risk of their health and safety.

In its press statement, Honeybee says the false allegation that competitors and hostile media have created that Honeybee Pharmacy Limited was paid US$17,000,000 is an erroneous claim and it would like to confirm that there was no financial transaction between the Zambian government and
Honeybee pharmacy Limited.

“We want to point out from inception, this is an attempt to assassinate our character and corporate reputations by hostile business competitors. The Ministry of Health (MOH), awarded various contracts relating to the supply of health kits within the same emergency supply contract involving two other suppliers which were, Pharmanova and Artemis. These two entities have never supplied what they were awarded leading the MOH to cancel the two contracts,” read, in part, the statement.

Honeybee has stated that Pharmanova’s contract is worth US$3,554,100 and Artemis is valued at US$14,139,450. Neither company has delivered any medical kits. Honeybee Pharmacy Limited’s priority was the health and safety of its fellow Zambian citizens and provided the medical kits, yet, was defamed and slandered in the media. It is further wondering why it was only the Honeybee contract that was included in the Auditor General’s report when the other two were contracted in the same manner.

Honeybee has equally bemoaned the secrecy surrounding the testing of its Indian supplied medical kits by ZABS stating that it does not understand why testing was done in its absence contrary to contractual obligations.

Lusaka, Zambia— Honeybee Pharmacy Limited has followed the debate and fallacious controversy regarding our medical kits supply contract with the Ministry of Health (MOH) and denies all allegations. Honeybee Pharmacy Limited has not supplied any defective drugs contrary to the contractual terms. Hence our fellow Zambian citizens were not defrauded or at risk of their health and safety.

Thus far Honeybee Pharmacy Limited has supplied 5000 medical kits at a net worth of $3,990,700.00 (USD). These are of high-quality grade and are following the World Health Organization (WHO) standard. These medical kits were sourced from reputable manufacturers from India. We have not been paid any monies for reimbursement or costs and expenses incurred for these medical kits.

The false allegation that competitors and media have created is that Honeybee Pharmacy Limited was paid $17,000,000.00 (USD). This is an erroneous claim and we would like to confirm that there was no financial transaction between the Zambian government and Honeybee pharmacy Limited. Our contract was awarded based on good faith and trust. We at Honeybee Pharmacy Limited have taken the financial burden for all the medical kits supplied and provided for the Zambian government.

Upon shipment arrivals, we were informed that only one batch of Paracetamol was discolored. This batch was immediately replaced at our own cost of more than $600,000.00. (USD) None of these costs have been reimbursed.

We have listened attentively and observed how this contention concerning the medical supply kits and our contract agreement has been discussed in the media.
All those statements constitute misleading information and have caused defamation of our integrity and reputation based on hearsay.

This is our statement and position on this matter:

The contract was undertaken on November 22, 2019, for the supply of 22,500 medical kits and presently we have supplied 5000 medical kits for which the MOH owes us $3,990,700.00 (USD) and no amount was reimbursed for our costs and expenses incurred.
We want to point out from inception, this is an attempt to assassinate our character and corporate reputations by hostile business competitors.

The Ministry of Health (MOH), awarded various contracts relating to the supply of health kits within the same emergency supply contract involving two other suppliers which were, Pharmanova and Artemis. These two entities have never supplied what they were awarded leading the MOH to cancel the two other contracts.

Honeybee Pharmacy Limited’s priority is the health and safety of their fellow Zambian citizens and provided the medical kits, yet, were defamed and slandered in the media.
Oddly enough, the Auditor General’s reports do not mention the contract awarded to the other two entities who have not supplied any medical kits.

It is evident this is a confrontation aimed at eliminating the other competitor. Honeybee Pharmacy Limited is the casualty of a politically-motivated conflict directed towards our former honorable Minister of Health Dr. Chitalu Chilufya by his rivals within and outside the government.

It will be noted that the contract was awarded to Honeybee Pharmacy Limited, a Sole Proprietor in 2019. The documents for the application/ tender all reflect this sole proprietorship.

The MOH decision was confirmed to award the contract to Honeybee Pharmacy Limited. Due to a typographical error that was noticed later and brought to the attention of MOH. The final contract had to include, “limited”. Rather than delaying the process, Honeybee Pharmacy Limited’s legal team advised Honeybee Pharmacy to incorporate itself into a limited company. The contract was legally novated, and a novation agreement was issued.
Therefore Honeybee Pharmacy always was in existence despite the false claims by the news and social media outlets. This financially compensated media campaign by journalists will no longer be tolerated nor will we be silenced.

Honeybee Pharmacy was registered in 2016 and after careful thought, we decided to expand our business into a wholesale operation.

Applications were made to ZAMRA, and the official fee was paid for this purpose and inspections were done for purposes of approving the license. At the first visit, minor discrepancies were found and there was an instruction to correct the same. The discrepancies were immediately corrected. The re-inspection fee was paid to ensure everything is according to procedural requirements.

We confirm the license was granted two weeks after the re-inspection was completed. This can be verified from the records at ZAMRA.

The news and media allegations are false regarding that the license was issued to ourselves before the re-inspection was done. The dates on documents at ZAMRA are under their control. Honeybee Pharmacy Limited followed ALL procedures and the mandatory fees were paid. Upon license issued, the client signs in the book when collecting the license and this evidence is there at Arbaccus House with ZAMRA. It is incorrect to assume that procedure was not followed and our license was issued irregularly

The health kit contract has a clause that states that if a party has a dispute or disagreement with regards to product quality, it must be witnessed in the presence of both the supplier and the contracting party. This was not verified in our presence. Nor were we informed before the media leaking this news. Also, the test results were being revealed in the media and the parliamentary accounts committee. We were not notified regarding the condoms and the gloves being substandard. This is contrary to the requirements of the contract. The purported tests on our condoms and gloves by ZABS were done in our absence and WITHOUT notice to us as stipulated in the contract. Therefore, these faulty kits in question have no evidence that it is linked to our supplies. Unfortunately, these purported results were incorrectly claimed as Honeybee Pharmacy Limited’s product at the PAC meeting last week.

The products that were so-called discovered to be substandard should be available for honest testing at a laboratory with both parties present. The products we supplied were tested at the point of origin by our manufacturers according to WHO standards.
Our medical kits were supplied in batches and the complaining parties have not stated which batch has the purported problems. We maintain that the products supplied are of a high standard and not expired. We met the specifications that were required at the point of contracting.

We have also received results for a re-analysis test that was done in India and at another WHO lab and we found nothing irregular that would suggest the products are unfit for use.
The complainants did not refer to the name of the laboratory that executed the purported tests and made a conclusion based on what evidence that it is our product. According to our contract, we did not mutually agree on the unnamed laboratory nor were our representatives present to ensure the testing was completed with our products in trust. We have no evidence that these products tested were ours nor were we shown any test results.
The Auditor General’s report discussed Honeybee Pharmacy Limited, Pharmanova and Artemis regarding the medical kits supply contract, but PAC only summoned Honeybee Pharmacy Limited, the only firm that has initiated the process to deliver the kits.

Pharmanova and Artemis have not delivered any kits. MOH cancelled the two firms’ contracts based on failure to perform but Pharmanova got the cancellation reversed but still has not delivered a single item. Neither PAC nor the government agencies paraded at PAC have raised any questions on the two.

Thus far Honeybee Pharmacy Limited has supplied 5000 medical kits at a net worth of $3,990,700.00 (USD). These are of high-quality grade and are following the World Health Organization, (WHO) standard. These medical kits were sourced from reputable manufacturers from India. We have not been paid any monies for reimbursement or costs and expenses incurred for these medical kits.

The false allegation that competitors and media have created is that Honeybee was paid $17, 000,000.00 (USD). This is an erroneous claim and we would like to confirm that there was no financial transaction between the Zambian government and honeybee. Our contract was awarded based on good faith and trust. We at Honeybee Pharmacy Limited have taken the financial burden for all the medical kits supplied and provided for the Zambian government.

This has become an unfortunate business competition that’s reached despicable levels of risking the integrity of the country’s National Assembly, through PAC which constituted itself into a makeshift court without giving us any rights to defend ourselves.
This is a business downfall and we are casualties of an orchestrated campaign by rivals., The media outlets and few government officials were financially compensated to malign us and are colluding with our competitors.

It is therefore morally wrong for competitors and some ill-informed government agencies to falsely use the emotive issue regarding the integrity of medical kits and alarm the innocent members of the public.

For your reference, Clause nine (9) of the contract states as follows:
“9.1: The procuring entity or its representative shall have the right to inspect and or test the Goods to confirm their conformity to the Contract specifications. The SCC and the Technical Specifications shall specify what we did not receive any query on the products we supplied; we did not receive any request to test the product and there was no demand to replace the product.”

Paramount chief of the Ngoni people, Mpezeni has reacted angrily to information that he had instructed headmen not to entertain UPND campaigns in their areas, saying asking him about meeting his headmen is tantamount to as asking if he had met his own wife.

Well placed sources in Mpezeni’s traditional leadership have told Daily Revelation that the paramount chief ordered the headmen under him, during a meeting held two weeks ago where he admonished them against entertaining UPND campaign activities in their areas.

“He told them that he doesn’t want to hear anyone talking about ba red (UPND) in their villages and that if he hears he will dethrone that headman who allows such activities. The meeting was held two weeks ago at his palace,” the sources said.

But Mpezeni when contacted for comment on the directives to the headmen said: “Ni boza yabantu chabe, sinina iteko ma headman kubauza choncho. Bana boza bakamba chabe I never told them that (Those are lies coming from the people. I never called the headmen to tell them that. It’s just people’s lies).”

But asked if he had met the headmen, Mpezeni got upset, saying asking him about such was tantamount to asking him if he had met his own wife.

“Why munikonshe kuti yayi kuti ningakumane nama headman (Why are you if I met my headmen)? Why munikonsha choncho (why are you asking me that)? There is no need kuti muzinifunsa kuti yayi mwakumana nao akazi banu kapena bwanji bwanji ah nivanga vamu nyumba (There is no need for you to be asking that did you meet your wife or what. Those are matters for my own household),” Mpezeni said and cut the line immediately.

A few minutes later, Mpezeni called back sounding more angry, telling this journalist never to call him again for asking him if he had met his own headmen.

“Hallo iwe asoti ukanitumileko phone asoti ukazinifuntsa chitechi mau opusa ukumvwa (Hello you you must never call me again, you must stop asking me stupid questions. Do you hear)? How can you ask me that did you meet your headmen? Nibako ma headmen olo pena niyangu (Are they your headmen or they are mine)? Don’t ask me such, you hear?,” said Mpezeni angrily.

The Health Sector In Zambia Will Never Be The Same Because Of Dr. Chitalu Chilufya.

Before we discuss his weakness, let’s discuss his strengths. For example, you may not realize that Lusaka has not had a cholera outbreak since 2017 despite the floods and congested drainage systems. It is for this reason that I wish to recognise and appreciate Dr. Chitalu Chilufya and his commitment to resolving Zambia’s longstanding weaknesses in its public health systems.

Dr. Chitalu was a transformative leader that has changed forever, the health sector in Zambia. He helped dramatically increase the number of doctors, physicians, mid-wives, nursing staff and laboratory assistants that government has trained and employed to respond to a critical health worker shortage in the country’s national health programs.
He helped establish new nursing schools in all provinces. He transformed the University Teaching Hospital (UTH) by splitting it into five separate hospitals to be headed by five senior medical superintendents. The five hospitals created are; the Women and New Born hospital, the Eye hospital, the Emergency hospital, Paediatrics and the Adult hospital.
The Women and New Born hospital is responsible for mothers and new-borns while the Adult hospital attends to adults’ medical needs and treatment. The Paediatrics hospital treats children while the Eye hospital is in charge of eye diseases. The Emergency hospital, on the other hand, sees to it that emergency cases are attended to as quickly as possible.
He promoted the transitional of township clinics into First Level Hospitals by upgrading equipment, buildings, staffing and administrative capacity thereby reducing referral cases of patients to big hospitals.

He wrestled with Ministry of Labour and brought to the Ministry the Health-for-all coverage and created and ensured that the National Health Insurance Scheme was supported by a legal framework, became law and functional.

He has helped create the Copperbelt University School of Medicine and the the School of Medicine (SoM) Branch Library located at the Ndola Central Hospital.

In 2016, the government of Zambia began the expansion of Lusaka District Hospital into what is now the Levy Mwanawasa Teaching Hospital with 850 bed capacity. At the same time, construction started on a training annex, with student capacity of 3,000 adjacent to the hospital which has become the Levy Mwanawasa Medical University (LMMU).
Dr. Chilufya has been instrumental in establishing the Levy Mwanawasa Medical University. The University is the country’s first ever specialized University for health studies.
Dr. Chitalu also aggressively implemented the universal access to water, sanitation, and hygiene (called Wash) in hospitals and other health facilities. This was a critical step for patients and staff; and for tackling antimicrobial resistance and disease prevention.
Dr. Chilufya implemented for the first time a new concept towards health. He introduced policy framework for Health Security.

He created the Zambia National Public Health Institute, a national public health Institute designed to soley focus on survey, research, coordinate public health emergencies and preparedness and equip the national surveillance system with high quality data on all national notifiable, epidermics and priority diseases.

It is for this reason that he collaborated with the World Health Organisation Country Office, the US Centres for Disease Prevention and Control (CDC) and Africa CDC to provide financial and technical support to the Ministry of Health through the Zambia National Public Health Institute (ZNPHI) to strengthen capacity for prevention, detection, investigation and response to epidermics.

Dr. Chitalu recognised government’s overall agenda to health and well-being and implemented programmes not seen in Zambia the last 56 years.

So while the country, grapples with the strong and recent corruption allegations against him and the Ministry of Health, and the alleged abuse of accounting and procurement processes at the Ministry, in the heat of things, there is a tendency to forget the remarkable achievements that government has scored in the health sector with the insightful help of Dr. Chitalu Chilufya.

I thought I could provide you with a balanced reflection.

THE LATE Patriotic Front (PF) Copperbelt Provincial Vice Chairlady Ms Beatrice Kapansa who died at Kitwe Central Hospital after a short illness on Sunday will today be put to rest in Mufulira district.

And on behalf of His Excellency, President Edgar Chagwa Lungu, PF National Chairperson MCC. Samuel Mukupa has led a delegation of senior party members for the late Ms Kapansa’s burial service.

It is with a heavy heart and great sorrow that the Head of State who is also PF leader learnt of the tragic passing away of madam Kapansa.

Chairman Mukupa will announce that President Lungu remembers the late Copperbelt PF Provincial Vice Chairlady as somebody who used her various party positions not to amass personal wealth or to indulge in the excess that at times come with power; instead she used her positions to respond to the needs of the communities and to give hope and direction to all those that looked up to her for guidance and protection.

That he cherishes her memory as an embodiment of true servant-leadership and that her works and contribution to governance has left behind an indelible mark that should serve as an example and yardstick to those who yearn to hold public Office.

And that to everyone that was close to Bana Kapansa, there is no better way to honour her memory than to continue their union of friendship and comradeship with her surviving husband and their Children.

Meanwhile, according to a statement made available to Smart Eagles by Copperbelt PF Provincial Chairperson MCC Nathan Chanda, madam Kapansa was a seasoned politician who served and rose through various positions within the ruling party.

MCC Chanda described Bana Kapansa, as she was fondly referred to by many, as a gallant PF founder member who was very hard working, loyal, frank, courageous and dependable.

“She was appointed Patriotic Front (PF) Branch Chairlady within Mufulira district in 2002. In 2005, she was elected Ward Chairlady for David Kaunda Ward in Mufulira. In 2010, she was elected Kantanshi Constituency Chairlady and in 2011, she was elected David Kaunda Ward Councillor,” stated MCC Chanda.

“In 2014, she was elected Mufulira District Chairlady. In 2016, she was re-elected as David Kaunda Ward Councillor. In the same year, she was elected as Deputy Mayor for Mufulira Municipal Council and in 2018, she was elected PF Provincial Vice Chairlady of the Patriotic Front on the Copperbelt – a position she held till her death.”

Chilufya’s firing not enough, money should be returned, prosecution initiated, Socialist Party

The opposition Socialist Party has said that the termination of the appointment of Dr. Chitalu Chilufya as Minister of Health by President Edgar Lungu was long overdue.

In a statement to the media, Socialist Party General Secretary Dr. Cosmas Musumali said that the termination of Dr. Chilufya’s appointment is however not sufficient and demanded that all the money spent on the procurement must be paid back to the people of Zambia.

Dr. Musumali further said that prosecution must also be initiated against the entire team that was involved in this procurement, including the suppliers of the fake medicines and defective supplies.

Press Statement of the Socialist Party on the termination of appointment of Dr. Chitalu Chilufya as Minister of Health

The Socialist Party views the termination of Dr. Chitalu Chilufya’s appointment as Minister of Health by President Edgar Lungu as action that was long overdue.

At the centre of the current corruption scandal is a procurement of USD 17 million worth of fake medicines, leaking condoms and gloves. Apart from the immense amounts of money involved. Thousands of lives of our citizens are endangered by this act of greed and impunity.

The termination of Dr. Chilufya’s appointment is however not sufficient. All the money spent on this procurement must be paid back to the people of Zambia. Criminal prosecution must also be initiated against the entire team that was involved in this procurement. This includes the suppliers of the fake medicines and defective supplies.

This procurement scandal is just one of the many involving the Ministry of Health. Easier access to donor funding, a glaring lack of internal controls, a compromised role of the Ministry of Finance and an Office of the President that has continually been co-opted in a parasitic relationship with the Ministry of Health have all contributed towards the never-ending decay of this key Ministry.

The issue at hand therefore goes beyond Dr. Chilufya. We are dealing with a government agency, like many others, that has nurtured corruption and made it part of its culture.

The newly appointed Minister of Health, Dr. Jonas Chanda, will end up the same way. The greediness and individualism embedded in neo-liberal capitalism compromises the chances for accountability and a leadership that is answerable to the masses of our people. It creates arrogant and little monsters out of would be leaders.

On Thursday 14 January 2021, Ugandans will return to the polls for the umpteenth time to cast their votes in an effort to unhorse and dislodge an entrenched dictator, Yoweri Museveni, who’s ruled that country with an iron fist for 35 years.

Facing Museveni will be 38 year old Robert Kyagulani aka Bobi Wine, singer turned Politician, first as MP, and now as Presidential candidate and favorite to win in a country of 40 million people, the majority of whom are under 35 and are rooting for a Bobi win under the popular hashtag #weareremovingadictator.

However, Ugandans are not the only Africans who will be sweating and keeping their fingers crossed for a Bobi Wine win come Thursday 14 January. About 1,000 miles south of the Ugandan great lakes region, Zambians will be squaring-off against Museveni’s political protégé, Edgar Chagwa Lungu, whom they hope to remove on August 12, and replace with the favorite candidate to win, UPND leader Hakainde Hichilema (HH), who’s stood twice against Lungu, and has twice been robbed of an election using Musevenis tried and tested rigging formulae, among them, the removal of presidential term limits which Lungu has done thus far, forcing himself on the 2021 ballot.

Zambians will be hoping and praying that a Bobi Wine victory can give them a divine signal and an assurance of their own candidates pending victory, that it’s possible to ‘beat the system’ and remove a dictator through the ballot box though the escalation of violence and threats on HH will most certainly need him to wear body armor – a military-grade helmet and Kevlar bullet proof vest capable of stopping succesive AK47 rounds fired from point-blank range. HH survived an assasination attempt on 23 December 2021 which left two Zambians dead.

In a continent where poverty, hunger, youth unemployment and political violence is on the rise, and democracy and the rule of law is retreating on the back foot as elected leaders turn into bloody tyrants trying to cling onto power by hijacking all institutions of power – most of all the police, army, treasury, Judiciary, electoral bodies and the army; leading political think tanks like the Economic Intelligence Unit (EIU) have written that African opposition parties need charismatic leaders like Bobi Wine to also have a militant mindset akin to that of Julius Malema of the EFF in South Africa if there’s any chance of ousting leaders who came to power, or are holding onto power, through the barrel of the gun.

Though critics of Bobi and political analysts say he doesn’t have a clear cut platform message on economic policy apart from he’s clarion call for unity and change, the biggest concern for voters, supporters, analysts and sympathizers of Bobi Wine, is by what miracle and which God will a ‘boy musician’ and newcomer to the brutal reality of predetermined African elections outwit an experienced National Resistance Movement (NRM) guerrilla commander, Museveni, at a game he’s been playing and mastered before 85% of Ugandans were born, and when his opponent was only 2 years old?

Pollsters are predicting a rigged 55 – 65% victory for Museveni. The question is what will Bobi do afterwards? His predecessor opposition leader Dr. Kizza Besigye was arrested immediately after Museveni announced himself winner in 2016, and yesterday Bobi’s house was raided by Museveni forces.🤔

I don’t believe Lungu is innocent in this MoH scandal – Kalaba

HARRY Kalaba says President Edgar Lungu has worked very hard to weaken institutions of governance and that he has managed.

On the Ministry of Health scandal, Kalaba said, “It is difficult for me to separate him (President Lungu) from this thing. I don’t want to believe that the firing of a minister is going to answer the issue of defective condoms, the [sub-standard] drugs that have been given to innocent people. The best person that should even step-down on this matter is the President himself.”

He also says Sunday’s firing of Dr Chitalu Chilufya as health minister came quite too late.

Kalaba, the Democratic Party (DP) president, was speaking on a Diamond TV programme dubbed COSTA, hosted by Costa Mwansa, on Sunday night.

“One thing that the President has managed to successfully do is that he has managed to weaken the institutions of governance,” Kalaba said.

“He has worked to weaken the institutions of governance. But that is working to his own detriment.”

On the dropping of Dr Chilufya, Kalaba explained that while the firing of anybody was not something that one would celebrate, “I can say with confidence that the action has come quite too late.”

“A lot of damage has been done in the Ministry of Health and the President chose silence. I can only speculate that it is Honeybee [that has made Dr Chilufya] to be fired. But there have been so many scandals in the Ministry of Health,” Kalaba said.

“Donor confidence has just plummeted in the Ministry of Health because the way they have been handling issues there has just been something else. He (President Lungu) has taken his time – it’s four months before Parliament dissolves. It’s a mockery – the firing.”

He recalled that last time Dr Chilufya was appearing in the courts of law the President refused to fire him, saying “‘I cannot fire somebody before he is found guilty’.”

“But I was surprised that the permanent secretary [for administration] in the Ministry of Health [Kakulubelwa Mulalelo], who was involved in the same Honeybee scandal, was relieved of her duties (suspended) before she was even taken to the ACC (Anto-Corruption Commission),” Kalaba noted. “So, where was the presumption of innocence there? So, they are playing double standards!”

Kalaba pointed out that if it was the issue of sub-standard drugs and defective condoms and gloves supplied by Honeybee Pharmacy that the President fired Dr Chilufya for, “then it is something that will be very interesting.”

“I don’t want to believe that the President himself is innocent of this thing. Look, expired drugs were sent on the market and some people probably have died, as a result of those expired drugs,” he noted. “Defective condoms sent on the market! Probably some people have contracted various infections as a result of that. That level of negligence amounts to genocide!”

He argued that President Lungu’s firing of Dr Chilufya could not even be said to be: “cracking the whip!”

“It is difficult for me to separate him (President Lungu) from this thing. I don’t want to believe that the firing of a minister is going to answer the issue of defective condoms, the [sub-standard] drugs that have been given to innocent people,” Kalaba said. “The best person that should even step-down on this matter is the President himself. The way he does things just baffles me!”

Before Dr Chilufya’s sacking, Kalaba told The Mast in an interview that he feared that corruption could now be allowed to directly affect people’s lives.

“You can’t have defective drugs on the market and the President elects silence. The permanent secretary, Kakulubelwa, could not have acted alone. If you remember, she was a director in that ministry and then promoted. Do you think she could be involved in this scandal alone?” Kalaba noted. “This government is full of jokes and the people of Zambia should see for themselves, just on this particular scandal. What about things we don’t know? What about the malaria drugs we are swallowing? How well do we know if these malaria drugs we are swallowing are defective or not?”

Kalaba pointed out that when he becomes President, “the auditors must brace themselves, the lawyers must brace themselves.”

“They have a lot of work to do after August! Ciliba calunsambu nsambu cikesa muli cino icalo (there will be a broad trap in this country), noushalimo akabamo muli ifi (even he who wasn’t part of this will be caught up) because we can’t allow people to be dying like flies in this country, simply because somebody is making money,” he said.

“Ministers cannot be touched by the President for reasons best known to himself (President Lungu)! Just tell me why! Not even a transfer [of Dr Chilufya]. We have been seeing scandal after scandal in that ministry.”

Meanwhile, on PF secretary general Davies Mwila’s announcement that some well-wishers (individuals and companies) of the ruling party have refunded the State, on behalf of illegal ministers and deputies who remained in office in May 2016, Kalaba responded that: “if that is not corruption, then what is it?”

“How can a company stand up and say we are going to pay for a serving minister? That is already conflict of interest! That company that is paying for you…There is nothing like free lunch,” Kalaba noted. “Again, as always, the President has permitted that because corruption in his government has become endemic. And I’m telling those companies [that paying on behalf of former and serving ministers] that not all days are Sundays. Things change! And we are taking stock of this behaviour.”

Kalaba asserted that: “corruption now is the new normal in the PF government.”

“They can even now announce on TV and say ‘some companies and some friends of the PF.’ Thank God [that] I have been removed from that sham arrangement of being paid for,” said Kalaba.

Mwila said Chishimba Kambwili and Kalaba were the only former ministers who had to pay back their debt.

He said the goodwill of PF’s well-wishers did not cater for the duo.

Kalaba already refunded the State K60,434.88 last year.

Kambwili is the president of another opposition political party, the National Democratic Party (NDC).

I speak as a citizen of this great Republic of Zambia.
For many years, I have consistently made the argument, that the Patriotic Front (PF) of Mr. Edgar Lungu is a bonafide criminal organization, anchored on a relentless agenda of committing mass crimes of grand theft, corruption, violence and terrorism against our own country and our people as a way of prolonging its stay at the helm of political power.

I have also consistently made the argument that all those who claim to be proponents of the PF agenda, an agenda of proven and unhindered criminality, are not only criminals themselves, but they are enemies of the Zambian people.

I have further and consistently argued, that the culture of organised crime being perpetrated by persons who are members, officials, agents or sponsors of the PF is in fact aimed at directly benefitting the PF and President Edgar Lungu.

The public resources being stolen by these various actors are the same resources being used to fund the mobilization activities of the PF at all levels.
It is, therefore, not even remotely possible, to isolate to a single individual, the crimes being carried out under the leadership of the PF without indicting the whole party and the government they run.

Here are a few examples:
1. The $3bn Mukula saga
It has been well established, that since 2012, Zambians have been swindled out of over $3bn in unbanked Mukula revenues, arising from revenue under declarations and sheer smuggling by PF officials.

This money has ended up in our communities as mobilization money for the PF.
2. $4m Social Cash Transfer theft

We all remember how the PF, using the ministry of community development and ZAMPOST, diverted SCT money to party campaigns in Luapula province

3. $42m Firetender scam
The country is still in possession of financial intelligence center information linking known and named political party figures and ministers in the PF regime to millions of dollars in kickback payments in respect of this sordid theft of public resources

4. The botched speed cameras corruption syndicate
This went inside state house, where a Presidential aide received hundreds of thousands of dollars, including the minister at the ministry of transport and communications, as well as the CEO of RTSA.
All these are PF actors and agents.
5. $2m Alick Nkhata Bridge
Have we forgotten how they got public pensions money from PSPF and gave it to PF aligned contractors to build a “flyover” bridge in a place that defies all logic?

6. $500m fertilizer scam
The PF literally take this money and give it to their principal funders in contracts. A substantial portion of this money is funneled right back to the PF for party activities
7. $100m tax free export of gold per month

Under what law does the PF regime allow mining companies to export this much gold every month without a single Kwacha paid in tax on it? Except, the PF get at least 15% every month out of this money.
8. Ministers’ illegal stay in office

Each and every single minister who remained in office knew they were breaking the law but they still went ahead and occupied office illegally because this act of constitutional sabotage was necessary to help the PF and President Lungu stay in power.

9. $17m Honeybee scandal
This money has literally gone into the party activities of the PF. Dr. Chilufya and his team put the health of the whole nation on the line for the benefit of the PF and President Lungu.
So, fellow Zambians, whatever you think about Dr. Chitalu Chilufya, know that his motives represent the motives of each and every actor, member, official and sponsor of the PF who will go to every length in order to ensure the PF remains in power.

The money you see in “empowerment schemes”, Chitenges and other regalia for the PF, the donations etc, all these are just proceeds of crime.
In August, do not forget this.

Honeybee scandal speaks to the extent of the rot in PF government

Show me one citizen who has been taken aback by the latest revelations at the Ministry of Health, and I will show you a hypothetical liar. At the rate this country has been regressing into what it has ended up into. We must be prepared to see anything and everything coming because that is the new normal under this regime.

Vantage Point has been criticised and vilified many times for criticising the irresponsibility with which the PF-led government has governed this country in every sense of the word since it took over power from the MMD almost a decade ago.

But because the criticism is not one motivated by anything else other than truth, objectivity and reason, the insults and threats aimed at silencing Vantage Point are nothing more than an exercise in futility because there is no fear in the truth.

Those who have been following the way the PF has gone about conducting national business will agree with me that for the longer part of the period they have been in power, kerfuffle has reigned supreme.

The latest inclusion to their long and relentlessly growing list of scandals is the procurement and eventual distribution of subpar drugs, condoms and other medical paraphernalia between the Ministry of Health and the little-known Honeybee Pharmacy.

But since this is Zambia, Vantage Point is aware of the fact that, just like other big sagas that the PF-led government has committed against the people it governs and gotten away with, the PF thinks it is just a matter of time before this one too goes the way of many, even bigger scandals: into the history books.

However, this may not be business as usual for the PF government as has always been the case with other scandals in the past for a number of reasons as Vantage Point will endeavour to elucidate.

Surely, even if we Zambians are known to be a forgetful people that pays very little, if not, attention at all, to issues that should be keeping us awake at night, the preponderance of jaw-dropping sagas committed by the PF is unprecedented by a government ever.

Though not the first of its kind, and just a tip of the ice burg of the total institutional rot under the PF government, perhaps the timing of this particular one puts it at odds with the rest of the atrocities that the PF government has subjected Zambians to.

With only a meagre seven months remaining before Zambia goes to the polls this year, it would be out of sheer spite and not that they will have forgotten, in the very highly unlikely event that the people of Zambia voted to retain the PF in power this year.

Another aspect of the Honeybee saga, and perhaps the one that brings the biggest sense of worry to every would be victim, is the issue of faulty condoms that were supplied and distributed countrywide. It is disturbing how in pursuit of riches, human beings can go to the extent of putting other people’s lives in danger in that manner.

It was unbelievable to hear the confessions of the responsible officers to the Public Accounts Committee, of their fore knowledge of the problem. This kind of heartlessness borders on terrorism, doesn’t it?

Furthermore, unlike with other scandals whose offenders cannot clearly be pointed at, the perpetrators of the Honeybee saga do not need any special investigation to identify, other than the good job that was done by the Public Accounts Committee, to which they confessed their guilty.

Right now, many are expecting heads to roll over this matter. Question is: which heads and who will roll them anyway? Definitely not the President. If the questionable way the President has handled previous issues is anything to go by, everyone can rest in my assurance that this too, is only one of those issues over which we should not expect much from our humble leader.

I say so because in a normally functioning society where people are serious about matters of national interest, all the people involved in this matter would have been remanded in prison awaiting the final verdict of their offence from the courts of law.

But because of the unbridled corruption that is endemic in the PF regime, some of us will not be surprised if this saga, like many others in the past, both recent and distant, registers no meaningful arrests at all.

In any case, how can there be arrests over matters similar to those over which the ministerial head was exonerated and acquitted not too long ago? Would that not be a direct indictment to the very institutions that could not see corruption even where it was literally palpable?

The one and only time we shall see heads roll seriously is when we all get involved and show these selfish leaders our displeasure about the whole catalogue of issues is through the ballot.

August 12 this year presents a once in every five years chance for us citizens to have our say about our national leadership. If only we shall vote wisely, all the things we have been complaining about will come to an end, ‘fikapwa’.

Incorruptible Mpundu, a victim of political attacks by PF – M’membe

FRED M’membe says retired archbishop of Lusaka Telesphore Mpundu is incorruptible and intelligent.

In a statement yesterday, Dr M’membe, the Socialist Party president, explained why he thought Archbishop Mpundu is a victim of political attacks by those in the ruling party.

He titled his long-winded statement as: “in defence of my friend and all those who preach the good news.”

Dr M’membe acknowledged that of late, Archbishop Mpundu has come under a lot of attacks from leaders, cadres and supporters of those in power.

“I must point out from the outset that I don’t like Archbishop Mpundu – I love him. He is an exceptionally very intelligent, humble, honest and religious man,” Dr M’membe stated. “Material possessions, luxuries don’t move him. He’s incorruptible.”

He added: “but why is this nice friend of mine so hated by these people?”

“My own and only explanation is that genuine goodness is threatening to those at the opposite end of the moral spectrum,” he said. “Preaching is increasingly getting a lot tougher. Today even words like kindness seem to have political implications.”

He asked if preachers and their congregations ought to seek to transcend politics or if that was an impossible or even illegitimate goal.

Dr M’membe also asked if there was a difference between being political and being partisan.

He said preaching was being complicated by the fact that politics had now come to mean any contemporary issue on which people might disagree.

Dr M’membe explained that in times “like these”, the preacher’s task was to remind the congregation that the basic tenets of faith – grace and mercy, radical hospitality, love of neighbour – went beyond politics but had political implications.

“Can we call our preachers and their congregations call themselves followers of the Prince of Peace and not condemn injustice, intolerance, violence and corruption born of bigotry, hate and greed?” he asked. “Likewise, I don’t see how they can read the story of Jesus welcoming the children and not have something to say about the children suffering on our streets, not going school, not accessing healthcare and food.”

Dr M’membe said in “these polarising times, it’s easy to vilify our preachers and their congregations.”

He added that good preaching in divisive times reminded people of the importance of nuance.

“It also reminds news-weary preachers that their faith claims mean something about how they live in a country in which being a good person is directly connected to our political systems and structures,” Dr M’membe said. “My prayer is that even as we disagree, we’ll stay true to the gospel call to welcome and to love.”

He further said one might expect the obligatory nod to the challenge of preachers preaching in polarised climate – except for the fact that their congregations were comfortably partisan and had been engines of polarisation, not some lingering holdout against it.

“We don’t want to avoid being predictably partisan by falling prey to the illusion that the gospel is politically “neutral.” If some partisan stands align with biblical concerns for justice, we shouldn’t soft-pedal biblical themes just to avoid appearing partisan,” he said.

He outlined how the lectionary was a gift.

Dr M’membe said biblical themes confronted people.

He said preaching was not dictated by the pet priorities of a party but by the worldwide curriculum of the body of Christ at worship.

“And some days, by grace, that Word will come as a challenge to our own preferences,” Dr M’membe said. “Nor does the unique ‘politics of Jesus’ give us licence to sequester ourselves in alternative communities. Policy is how we love our neighbours, and purity doesn’t release us from the Great Commandment. The illusion of being non-political is a luxury of privilege that only leaves the vulnerable exposed.”

Dr M’membe said the problem with the Christian political imagination today was not simply that it was predictably partisan but that it had ceded its elasticity and expectation to: “the here-and-now.”

He said everybody was a functional utopian who over-expect from the present and under-expect God’s sovereign grace.

“But the kingdom of God is something we await, not create. And while we hope for policy that bends the systems of society toward justice, we won’t legislate our way to the Parousia,” Dr M’membe noted. “We need to recover a wide-eyed Augustinian realism to counter cultural Pelagianism. Our utopianism is nourished by an over-confidence in our own powers and a blinding self-righteousness, coupled with a generic belief in the goodness of human nature (at least our human nature).”

He noted that the result was a political outlook that did not expect – or know what to do with – disagreement and disappointment, charging ahead with the frightening scowl of someone with good intentions.

Dr M’membe said whenever words were deployed, especially in the service of God, “we are acting politically.”

He argued that there was no such thing as non-political language, especially when that language was bold to assert itself: “theologically, homiletically, or ecclesiologically.”

“The Church is a praying, singing, preaching, witnessing body. We witness to the in-breaking of God’s reign of love, justice, beauty, and abundance in time and space,” he said. “We lament brokenness, evil, and violence. We proclaim that these dastardly realities are ending even as we groan and press toward God’s redemption of humanity and all of creation. Our prayers, songs, sermons, and testimonies are acts of political speech.”

Dr M’membe said servants of the Church who claimed that they were not political were indeed political.

“However, they are often servants of a politics contrary to a Christian understanding of God’s reign. Our speech is political because it is the speech of God’s new creation,” Dr M’membe said.

“The Church’s language is not spectator language. It does work, and it has work to do. The Church’s language has the ambitious agenda of making all things new. And that is political.”

Dr M’membe said the goal of a preacher should never to be non-political.

He said preachers bore witness through language and action that the God they serve is the author of the politics of abundance.

“There is more than enough of the physical, economic, and spiritual requirements for human flourishing in this nation and the world,” he said.

“We cannot transcend politics. The gospel is a word that was used to declare the birth of a new emperor. Our speech heralds a new ruler, one hated by the Caesars and Herods who continue to kill innocents and crucify dissidents in an attempt to hold onto their power and thwart God’s reign.”

Dr M’membe said preachers must be bold to advocate the politics of God’s realm in the Church and outside of the Church.

He noted that people could afford good, free and socialised education because God requires it.

“We can afford good, free and socialised healthcare because God requires it. We can pay a living wage because God requires it,” Dr M’membe said. “The Church has often abandoned these politics for access and power. Like Jesus they shouldn’t fear to live and to die for the politics of God’s reign. If these politics do not animate their prayers, songs, sermons, and testimonies, their speech is reduced to sounding brass and tinkling cymbals.”

He said their faith stood in judgment of the nation’s political leaders – “of whatever ideological stripe – when they fail to uphold the values implicit in the gospel demands for justice.”

Dr M’membe added that preachers should always view criticism of their preaching as an invitation for deeper dialogue and relationship rooted in the divine gift of unity that binds people together as followers of Jesus.

He said if preachers do not talk about politics in the church setting, they were giving their congregants permission to compartmentalise their lives.

“Jesus Christ is Lord of all of life, including our political life, and that includes the decisions we make in the voting booth,” said Dr M’membe.

Disclose ‘well-wishers who paid illegal’ ministers’ debt, demands Chipenzi

MCDONALD Chipenzi says Zambians must demand to know who the well-wishers who are posturing to have refunded the State, on behalf of illegal ministers, are.

At a media briefing in Kitwe on Saturday, PF secretary general Davies Mwila said Chishimba Kambwili and Harry Kalaba were the only former ministers who had to pay back their debt.

He said the goodwill of PF’s well-wishers did not cater for the duo.

Kalaba, who is president of the opposition Democratic Party (DP), already refunded the State.

Kambwili is also president of another opposition political party, the National Democratic Party (NDC).

Mwila disclosed that former ministers who illegally stayed in office when Parliament was dissolved in May 2016 have had their debt paid for by individuals and companies sympathetic of the PF.

However, Governance, Elections, Advocacy, Research Services (GEARS) Initiative Zambia executive director, Chipenzi, said Mwila should not end at announcing that the payback of allowances and salaries by former and serving ministers were done by PF well-wishers.

He said Zambians want to know who those well-wishers were, who paid the K4 million bill at a go: “for these able persons.”

Chipenzi added that accountability and transparency were important in managing public affairs.

“Further, we demand this because government recently reviewed national laws to include monitoring money laundering and terrorism financing activities in the country,” Chipenzi said, in a statement availed to The Mast. “We don’t want our people to speculate that the money may be from money launderers and terrorism financiers. Therefore, like Peter Sinkamba disclosed as the funder of Stephen Kampyongo and Musenge Mwenya’s payback, there is no need for the SG (secretary general Mwila) to hide the well-wishers if their help was in good faith unless it is not.”

He is shocked that Mwila, unlike the Secretary to Cabinet Simon Miti or Secretary to the Treasury Fredson Yamba, is the one making such an announcement of paying back.

Chipenzi has since demanded for proof of payment, not only verbal communication from a party functionary – Mwila

“We also aware that over 40 out of the 64 former ministers took the matter back to the Constitutional Court to allow them pay back in monthly instalments of K10,000 each for those still serving as ministers and K5,000 for those [who are] no longer in government,” Chipenzi stated.

“At what point did the Constitutional Court pronounce itself over this? How did government accept payment and conclusion of the matter when it is still active before the courts of law?”

He further stated that if the act of former and serving ministers refunding the State, when over 40 of them had taken back the matter to court, was not contemptuous, “then we don’t know what constitutes contempt of court.”

Chipenzi challenged the Secretary to Cabinet or the Secretary to the Treasury to inform the nation on the matter.

“The Attorney General is also called upon to clarify some of the salient issues on the legality of paying [back] before the case is withdrawn from court,” stated Chipenzi. “The repayment, without disclosing [who the well-wishers are], stinks of corruption.”

There is a product that is called “Rural Health Centre Kit”. In Medical Stores, that’s what it is called. It is a kit that comprises of up to 60 different drugs and other pharmaceutical products like surgicals as well. For over two decades, this has always been supplied by a company called Mission Pharma from India. There has always been a framework contract for the supply of this Kit. Over the years, MoH has been failing to make full payments for this product but supplies from the supplier have always been done.

Fast Forward. In 2018, Mission Pharma told MoH that they were not going to supply the next scheduled consignment until they made a payment of what they were owed for the past deliveries. The Ministry relaxed and never took this very serious until hospitals and clinics completely ran out of this commodity. That is when they decided to do an emergency procurement. Note that at this time they were doing the emergency tender for this quick procurement, Mission Pharma had stocks of up to 40,000 Kits in the Industrial Area warehouse on Mungwi Road. Generally, the supply has always been of 11,600 Kits per delivery by Mission Pharma to MSL.

Now because Mission Pharma had asked MoH to pay something towards what they were owing, they (MoH) decided to change supplier of the Kits. This is how they did the emergency Tender and was awarded to HoneyBee Pharmacy, which is a retail shop apparently. You will also need to note that HoneyBee quoted $17m while Mission Pharma quoted $12m for the same bid. However, MoH saw it fit to award HoneyBee disregarding all the rest of the bidders. MoH and ZAMRA did everything they could in there power to make sure that HoneyBee got the tender. This is the reason why HoneyBee only got a Pharmaceutical License 6 days before the tender was advertised. This license was approved and delivered to HoneyBee on a Sunday when they were not supposed to be working in ZAMRA. In fact, inspections and award of license were done on a Saturday and Sunday, despite having found 17 defects of the HoneyBee warehouse.

Fast Forward. When HoneyBee was awarded the $17m tender, the Kit they supplied had certain drugs missing inside like Diazepam. There was also a product whose strength was half the full dosage required. Gloves and condoms failed QC. There were 3 batches for the glove of which 2 failed. There was also 2 batch numbers for the condoms which both failed QC. But you see, at the time of these laboratory tests at ZABS, MSL had already started distribution of these Kits to the facilities.

When ZABS had completed the tests, they sent the results back to MSL and ZAMRA. ZAMRA then decided to do other tests for a second opinion by sending samples to Zimbabwe. They never informed MoH, for whatever reasons, that they had decided to send more samples to Zimbabwe. They chose to inform MoH that they were also still waiting for the Lab results.

So to answer your question as to what happened to the condoms, They failed QC but were still delivered to hospitals and clinics. Note also that the gloves failed QC as well but were still supplied to the hospitals and clinics. Gloves in hospitals and clinics are used by our medical personnel handling all types of patients and hazardous stuff. Imagine the defective condoms. One Kit alone contains up to about 600 pieces of condoms. Just one Kit is capable of putting 600 lives at risk of HIV and other infections.

A couple of months ago, Chiza slipped some good news my way. He informed me he had just bought one of his dream cars.
I was excited for Chiza. A young man I lived with in Lusaka’s Libala area about 15 years ago was living a life he had worked hard for. It was a joyful moment. Congratulations were and are in order.

We shared a light moment on the phone. And I teased him; ‘from our little flat now to a tycoon,’ I said.
Chiza laughed and responded, “ni lesa fye mukamba (it’s only God bigman).” That’s just an extract from one of our many conversation.

And yes, it can only be God. Chiza has both a touching and inspiring story to tell. Hopefully, he can share it soon.
In brief, he has risen from a situation of virtual hopelessness to an embodiment of determination and hardwork.

By the time he completed his grade 12, both his parents were deceased and the hope for tertiary education vanished. His only means for survival was hustling on the streets of Lusaka.

He had no fixed abode. And I was privileged to be one of the many to share a roof with. I have been in a position where others have shared their space with me. To do it to another is an honour and a humbling experience. Our detailed personal journey is not necessary for purposes of this contribution.

What matters in the wake of misinformation surrounding a gentleman I know very well is giving a correct and fair position to dispel a vicious pull him down campaign orchestrated by some frustrated individuals that have turned into his business adversaries. And I am certain Chiza will have a moment to discuss his inspiring business journey.
It’s equally incumbent upon those of us who know someone to vouch for them especially where misinformation and false narratives are fronted in an attempt to destroy someone’s business career.

Yes, Chiza Gondwe has recently bought a Rolls Royce. Ironically, when he mentioned his latest acquitision to me, news he had been awarded a million dollar contract to supply Nissan Hardbody cars by the government through the Ministry of Justice had just broke.
I raised an observation founded on fears that are a reality today. The purchase of the Rolls Royce is being misconstrued for a benefit off the profits of the contract with the Ministry of Justice.

Our discussions that day concluded with him revealing his decision to bid for the Ministry of Justice contract was more about the profile of his company rather than the profit.
And it explains why his company appeared to have been one of the lowest (if not the lowest) bidder. As we speak, Chiza’s company Sarago General Delears has not received a dime from the Ministry of Justice.

So as his Rolls Royce rolls into Zambia, the contract with the Ministry of Justice is yet to be executed. This means no money has exchanged between Chiza’s Sarago General Dealers and the Zambian government.
Nonetheless, why a Rolls Royce? I asked him.

“You know what? I think buying cars is my guilty pleasure,” he responded.
True, we all have our guilty pleasures. He then went on to list the number of other veichles he has rewarded himself with. Yes, vehicles may not be a good long-term investment. But for someone in motor vehicle business, a guilty pleasure can work as a strategic value addition.

Before we crucify the man for a deal that has not been executed, it’s best to know him.
Well, I am not very good at cars, my knowledge about these machines is equally limited (if not poor). It has never been my area of interest. But our youngman likes cars and has invested in some good machines over the years.

From a relic red VW JETTA (it made quiet some noise every morning he started off for the car wash) which we jokingly referred to as a sunka mulamu (we pushed it to jump start), to owning a fleet of flashy cars is no mean achievement. I am proud of his journey.
And although his adversaries link him to Burma Car Wash only, it is important to note that in addition to a car wash, he also runs Sarago General Dealers, Amaris Luxury Homes and Burma Fitness Center.

This is one youth who woke up at 4:30 AM and retired to be bed at about 22:00 hours or later when he launched his Car Wash business on Chilimbulu Road opposite St. Patricks School in Kabwata.

He leads a relatively reserved life, away from social media but because of the falsities being peddled by his business adversaries, it is important to peep into some of the toys, as boys call them, to his name.

PROSECUTE DR CHILUFYA NOW THAT HE HAS BEEN FIRED – KATUKA

As UPND, we salute the people of Zambia for joining our cause to compel President Edgar Lungu to crack the whip by firing his right hand man, Dr Chitalu Chilufya from his Ministerial portfolio for recklessy subjecting millions of Zambia to various Sexually Transmitted Diseases(STIs).

While this decision is long overdue, we expect appropriate institutions such as the Anti-Corruption Commission to come in and nab him for acting contrary to Section 34(2)(a) of the Anti-Corruption Act No. 3 of 2012 which provides ,in part:

“…a person commits an offence if the person fraudulently facilitates or makes payment from the Public revenue for (i) sub-standard of defective goods….”

It is also a culture under the Patriotic Front( PF) government not to prosecute perpetrators because they are all birds of the same feathers.

If Mr. Lungu is serious with the decision he has made, let Dr. Chitalu Chilufya be prosecuted with immediate effect.

Further, We demand that HoneyBee Pharmaceuticals and HoneyBee Pharmacy to be investigated have their licenses cancelled with immediate effect.

We also want the Permanent Secretary ,administration and the Board Chairman for Zambia Medicine Regulatory Authority to be fired too. We believe he is an accomplice for failing to discharge his administrative role.

We also call upon the Health Professions Council of Zambia to withdraw the licenses of all the aforesaid with immediate effect. They are a danger to human life.

We also note with concern the manner in which the PF government has continued to endorse corruption by blackmailing citizens on some government officials who are appearing in court for various offences without convictions.

It is very evident that Edgar Lungu is not serious with his fight against corruption.

We have known criminals like Kaizer Zulu ,Stephen Kampyongo, Spax ,Muchima, commonly known as America two who are still living lavishly when they are supposed to be in prison.

Many Zambians know that under Kampyongo, there are so many extra-judicial killings yet he still continues to draw public funds.

The negligence by Dr Chilufya to put expired drugs and leaking condoms amount to crimes against humanity.

It is a fact that his removal from the Ministry will not erase the effect of expired drugs and licking condoms on peoples lives therefore we shall hold President Edgar Lungu as a leader responsible for killing Zambians with expired drugs and exposing Zambians to STI’s, HIV/AIDS and unwanted pregnancies later alone illegal abortions.

Zambians, who are the true owners of the resources being enjoyed by PF hoodlums, want answers as to why a Minister, who swore an oath to protect life, could allow a non-existent, questionable medical supplier to supply leaked condoms, gloves and fake medicines at an exorbitant US$17 million.

This scandal and delay by President Lungu to act clearly indicates that PF government cares less about people’s lives hence the need for people of Zambia to elect President Hakainde Hichilema a leader with interest to build better lives for all.

President Lungu’s leadership is an embarrassment to the international community; USA spends millions of dollars on Zambia’s health and characters like Dr Chitalu Chilufya would only secure defective medical supplies to millions of Zambia? God forbid!

He and others must face the wrath of the law. We shall not rest until justice for Zambians is done.

This is just the beginning,as UPND we shall not allow corruption and other ills to continue.

Women in Petauke are up in arms against information minister Dora Siliya for allegedly telling them to stop bearing children in the hope that she will provide chitenges for them to wrap their children

And random interviews conducted by Daily Revelation (as shown in the video below) across the vast Petauke-Central constituency where Siliya is member of parliament have revealed the animosity and anger towards their member of parliament for the unsafe drinking water, poor roads, general lack of development and the fact that she has overstayed.

However, some of those interviewed still appreciate the work their MP has done in helping some to benefit from the Farmer Input Support Programme (FISP) and other developments in the area, with Siliya also using her opponent’s suspended sentence slapped on him by the courts in the campaigns.

During random interviews conducted in Petauke, it is very clear that Siliya has an uphill battle to get re-adoption going by the popularity being enjoyed by her opponent, the suspended PF Eastern Province youth chairperson Emmanuel Banda, popularly known as Jay Jay, from the general population to the traditional leadership, except that most senior chiefs are careful not to come out and declare who they support.

The main complaint in the vast Petauke-Central constituency is the insufficient boreholes that were dug in the area, have dried up and there has been very little action to have them repaired, plus the inaction even on the K1500 paid by each of the over 750 headmen in the area after they were asked to contribute the amounts over two years ago.

The sentiment is being echoed in several of the meetings involving the headmen.
Women too, who have been known be Siliya’s backbone over the years are angry over what they term as Siliya’s sarcasm. The point was made on record more clearly by the PF’s Wongolwe Ward chairlady Mbangose Tembo.

“She told us ‘I have given you these chitenges to wear, not for you to start giving birth and hoping that Dora will bring us (more) chitenges. She said don’t start bearing more children. Me, I only have one child whom I have educated’. And she gave us K100s, transport and food inclusive when we spent the whole day without eating (during the time she called us for a meeting in town),” Tembo, who also accused Siliya of referring to them as pigs. “She says, ‘my pigs are not difficult, I just knock and they come. How can they fail to come?’ We are very angry and upset.”

Another lady named as Rachel Banda from Mpamba village said Siliya should have done more for the people particularly that she has been serving as cabinet minister for almost the entire political life as member of parliament.

“When they introduced the voucher system A Dora was supposed to know that my people are farmers. We don’t have fertilizer tililile pati kuti tili naba MP batu (where are we gong to cry to that we have an MP here?). There is no development here, and tell madam Dora Siliya there is no development here, we don’t see it. The vote for 2021 is in our hearts,” Banda said. “Ati ‘villagers are not difficult they just need materials of chitenge, they are going to vote for us’. But we, in the village are angry. Dora Siliya won’t get any vote.”

Headman Agab Zulu of Isaac village, less that two kilometers from Petauke town center and a few kilometers from Siliya’s Petauke house and also the house for the aspiring MP Banda, said the people were no more different from animals in terms of the water they drunk, wondering why the people should not change leadership given the circumstances.
Pointing to the filthy well, still with muddy water and frogs swimming in there, headmen Zulu said he and the community around that area drink the water from the same well.
He said they experienced a reprieve when a borehole was dug, but once it dried up a few years ago, no one has been able to come to their aid despite their area member of parliament and other relevant authorities knowing the dire situation. Zulu was not the only one to complain about the dried boreholes and generally lack of clean water in the constituency, as that has been a reoccurring theme.

While the overwhelming majority have no problem with President Lungu, they seem resolved to change guard in lower positions. However, just a few of those interviewed, are of the position that the poverty levels are too much in the country, which was enough to warrant a change of government.

Nevertheless, Siliya is not without her own supporters, particularly those trading in markets who have been privileged with her monetary donations, something which has not sat kindly with others who feel that is a sideshow to the underdevelopment in the area during the time Siliya has served as member of parliament.

During a meeting with fellow headmen in chief Mumbi’s area, senior induna Kalapuka prodded his fellow headmen, who clapped in approval, to speak to the people that have vowed to change the member of parliament, saying Siliya promised to address a lot but has delivered little, including in 2016 when she promised to work on the bad state of the roads like the one leading to senior chief Mumbi’s area, that takes around one hour to travel despite the short distance from the town center.

The adoption contest between Siliya and Banda is one of the most hotly contested battles, with Siliya using the suspended sentence slapped on Banda against him, and Banda claiming that he was cleared as he was not the one who was involved in the fracas, plus also using Siliya’s own record as member of parliament against her.
Sources have said State House has been providing resources to both campaigns, in an effort to tap support from both bases

Lungu is part of the rot at MoH…FIRE THE THIEF…who can’t fire other thieves – Elias Munshya

ZAMBIAN lawyer Elias Munshya says President Edgar Lungu is the problem to Zambia’s problems.

Munshya is based in Calgary city, Alberta in Canada

He says Zambians must “fire the thief” in August this year, who can’t fire other thieves.

In a live video on his Facebook page on Thursday night, Munshya said there was no way that: “the President’s closest friend can win this tender at the Ministry of Health, and supply sub-standard medicines and steal money from the people of Zambia without the knowledge of the President.”

“The one who owns and knows about this Honeybee contract is President Edgar Lungu. This is the reason why this theft continues in the Ministry of Health – it is orchestrated by the President himself,” Munshya said. “He is part of the rot that is happening at the Ministry of Health. The President is the problem to the problems that have as a country.”

He argued that there was no way that a company that was registered days before it won a tender could go ahead to perpetrate fraud on Zambians, without the knowledge of politicians.

“The problem with Honeybee lies at the doorstep of State House; it’s President Lungu’s problem. Honeybee is just a front that the President has used to steal from the poor people of Zambia,” Munshya said.

Honeybee Pharmacy is a shop in Kamwala, Lusaka that won a US $17 million tender to supply drugs to the Ministry of Health.

It has turned out that the drugs, including condoms and gloves, they supplied are sub-standard.

A viewer, Wiseman, called-in and complained that what was happening in Zambia was sad and very emotional.

“The issue of Honeybee; it’s a pity that we have 70 per cent of people who are cowards. The issue of Honeybee, if it was some other country like South Africa, Honeybee this time should have been closed by the citizens themselves,” said Wiseman.

“The leaders are the thieves themselves. So, why should we wait for the thieves to catch their fellow thieves? So, I was hoping that us, the youths of this country could gang up and go to Honeybee and close Honeybee or tell the Minister of Health to resign, if he can’t be fired.”

Munshya, however, advised Wiseman that the best thing was to continue talking about Zambia’s challenges.

“The President can’t fire Chitalu Chilufya. No! He can’t fire any thief,” Munshya argued. “So, the only thing that the Zambians can do in August, [is to] fire the thief.”

He further countered that 70 per cent of Zambians could be cowards.

“Most Zambians are courageous! That’s why in my Mast column…I write for The Mast every Thursday, I said it’s difficult to create a long-standing dictatorship in Zambia – no matter how much you try,” Munshya said.

On President Lungu’s visit to Lubambe mine in Chililabombwe on Thursday, Munshya said it was a show of crookedness and deceit.

“Ifyo ba Lungu bacilacita ku Chililabombwe lelo fyabu kelenka (what Mr Lungu was doing in Chililabombwe is all about crookedness). Bufi (it’s lies),” Munshya noted.

Meanwhile, Munshya condemned President Lungu for vicariously blocking UPND leader Hakainde Hichilema from flying out of Lusaka, via Kenneth Kaunda International Airport, to the Copperbelt where he was due to attend a funeral of a party member on Thursday.

When a Regulator becomes a danger to public health: The case of ZAMRA in the Honeybee pharmaceutical supplies “saga” – Part 1

A day before the incident of the drama, Tuesday, 5th January 2021, it was easy to tell. You just needed to look straight into her eyes. She looked to have watery eyes as if she had an eye infection. Although her face was covered with a blue medical facemask, the uncovered part of the face said it all. She looked fatigued, exhausted and timid, as if something was bothering and weighing heavily on her mind. But what was it? I don’t know! One would think that the army of muscular, potbellied, well dressed and educated top officials that would accompany her “unknown destination” the following day would offer her some form of security, but alas, this was not going to be the case.

Anyway, she had every reason to be uncomfortable. She knew what was ahead of her, tough and throbbing questions that would expose anything hidden under her control. The last time she appeared before them, it was dire. She struggled to answer questions for which they required proper feedback. Anyway, their questions were not friendly. It was almost a court-room experience, with a tense atmosphere. To imagine going through that again, no! It was a thought that was sending cold shivers down her spine. Worse still, what was going to be discussed was known by the public through the power of technology – television and social media. This meant the whole world was converging at her ministry. What can one do in this kind of a situation? This was a loud silent inner question from the heart of hearts – the four chambers of a human heart.

Who did not hear of the questionable awarding of the contract for the supply of medicines/pharmaceuticals to the Ministry of Health (MoH) by Honeybee Pharmacy and the standard of some of the products? Unless you do not live in Zambia. Spare a moment and read the Auditor-General’s Report of 2019 (the Report) on the Accounts of the Republic of Zambia for the financial year ended 31st December 2019. The Report, a public document, was prepared pursuant to Articles 212 and 250 of the Constitution (No.2) of 2016 and the Public Finance Management Act (No. 1) of 2018 of the Laws of Zambia (LoZ) was shared with the public on 2nd November 2020 by the Office of the Auditor-General. Well, if you are lazy to read, at least, you may do some catch-up on the Zambian Parliament Television. Everything was live and recorded.

Tuesday, 6th January 2021 around 10:28 hours, I sat in the comfort of my small sitting room watching the proceedings of the Parliamentary Accounts Committee (PAC) on Parliament Television. PAC is constituted in accordance with the National Assembly (Powers and Privileges) Act, Chapter 12 of the Laws of Zambia to scrutinise whether the funds approved by Parliament or raised by government and disbursed had been accounted for. PAC was doing the honours, grilling officers from institutions assumed to have knowledge of medicines/pharmaceuticals supply contract “saga” of Honeybee Pharmacy. The event was beamed live from 10:28 hours to 15:37 hours. Before PAC were officials from the MoH led by the permanent secretary for administration, Zambia Medicines Regulatory Authority (ZAMRA) director of Laboratory Service who was acting director-general, Medical Stores (MSL) managing director, Zambia Bureau of Standards (ZABS) executive director and the two directors from Honeybee Pharmacy (one attending the meeting via zoom).

The officers were appearing before PAC to answer to the queries raised in the Auditor-General’s Report regarding the alleged supply of some defective pharmaceutical products to MoH by Honeybee pharmacy in 2020 in the Health Centre Kits (kit/s). According to the Report, the Kit contract was worth USD$17,958,150, comprising of 22,500 kits to be delivered to MoH within eight to 12 weeks.
The findings of the report from page 88 to 91 and as at the time of its compilation may be summed up as follows under heading (d) (iii) of the Report: the questionable responses on ZAMRA registration, failure to avail quality control tests (paracetamol tablets, lubricated latex condoms and latex medical examination gloves – holes in some batches of condoms and gloves), questionable supply of unregistered goods, failure to provide power of attorney written by a lawyer, and sourcing medicines and medical supplies from unapproved manufacturer.

Other findings were: Diazepam was missing from the kits, 4 mg of Tetracycline HCL 1% eye ointment tube was supplied instead of 5% and soap bar in the kits did not have a trade and a manufacturer’s name.
At the end of the proceedings, I was impressed with the honest way ZABS and MSL representatives responded to the questions posed to them by PAC members. However, ZAMRA and MoH officials, appeared to have been in defensive mode. If I were in their shoes, I would simply apologise and wait to receive a slice of appropriate punishment because the defense that was being advanced by the officials, in my view, was without merit.

Additionally, at the end of the programme, I also realised how unsafe we are as citizens of this country under the current leadership of ZAMRA and MoH. The explanations and answers that were being given by officers from these two institutions left a lot of gaps that cannot be ignored. One could easily see that they had pre-meditated answers that failed to survive after subjection to intense questions from PAC members.

ZAMRA representative was lost at sea. He seemed unprepared and appeared to have rehearsed on what to say, in the process revealed how dangerous ZAMRA is to this wonderful country. Since when did ZAMRA start to conduct inspections of official pharmaceutical outlets over the weekend and who authorised that inspection? Was it necessary for ZAMRA to conduct a second inspection over the weekend in August 2020 as he claimed, since Honeybee Pharmacy according to the report before PAC had already gotten licence for the tender and which officers conducted the inspection? Which law supports ZAMRA’s postulation that a licence can be issued from day one up to one year? How does ZAMRA fail to recall some of the defective holed Lubricated Latex Condoms and Latex Medical Examination Gloves over three months down the line, when ZABS, a credible and reputable institution had shared its test results (certificate of analysis) with ZAMRA and MSL on the two commodities by 23rd September 2020? What is it the Medicines Control Authority of Zimbabwe can test on condoms and examination glove that our dear ZABS cannot do?

Which law supports ZAMRA’s preposition that an applicant who fails inspection can be given a licence whilst deficiencies are not yet fully addressed as the officer attempted to suggest? Do ZAMRA officials read the Medicines and Allied Substances Act (No.3) of 2013 to understand its mandate? Aren’t condoms and gloves allied substances according to the ZAMRA Act? Does ZAMRA know how many lives have been exposed to dangerous diseases like HIV/AIDS due to some of the unsafe Lubricated Latex Condoms and Latex Medical Examination gloves that may be in circulation after failing a test at ZABS? In whose interest is ZAMRA doing things? In addition, where is the ZAMRA Board in all these kinds of irregularities to happen under its watch? Is it an issue of “I get an allowance while ifyashala does not matter?”

What changes should be made at the MoH to preserve the integrity of the institution in light of scandal after scandal that has been happening? The scandalous conduct of ZAMRA as revealed on a live television programme before PAC should not go uncensured. Certainly, ZAMRA management and MoH leadership are a danger to public health in the nation.

My leaving will wake people from slumber, expose the happenings in PF – Munir

PF cadre Munir Zulu has ditched his party stating that his decision will make some people wake up from slumber and expose the happenings in the ruling party.

Announcing his decision as he exited a PF WhatsApp group, he said among other things that he can’t stand the harassment, hatred and pressure he is receiving from Eastern Province PF leadership.

Zulu however said he would continue to pursue his candidature for Lumezi Constituency as an independent.

“Fellow cadres, friends and comrades, Good morning. I am doing this voice note purely to say goodbye to those I consider friends. I’m saying goodbye to those I consider comrades within the PF. Comrades, I reached a stage where I have got to make a political decision. A decision that will injure some people, a decision that will make some people wake up from slumber, a decision that maybe will expose the happenings in our party,” Zulu said.

He warned that his departure would also show that lies have short legs.

Zulu said he still cherishes the ideals of the PF and believes in the leadership of President Edgar Lungu unreservedly but was sure that he had made the best decision.

“Comrades, I am afraid that some of you will distance yourselves away from me because of the decision I am making. I have prayed and I think this is the best decision,” he said. “I do not like to fight. I have been fought by the likes of Andrew Lubusha [Eastern Province PF chairman] for so many years when in fact I am not his business competitor but the only sin I have committed is not to refer to Andrew as boss.”

Zulu said while he had been receiving phone calls from various political parties, he would not apply for adoption on any party ticket.

He bragged that he is in the position with the entire basic requirement to stand as member of parliament for Lumezi, Lusaka Central, Nalolo or any other constituency but opted to stand as an independent.

Zulu said he would not apply for adoption under the PF ticket because it would make his job to stand easier.

He said Lubusha was fighting him because he has declared interest to aspire as member of parliament for Lumezi Constituency.

“Aspiring for public office should not make one create enemies but it seems that my candidature has brought more enemies than friends. For the love of fellow human beings, those that have the privileges of having power and those that do not have, I will stand as me so that people who are in a perpetual habit of causing confusion do not bring me in their equation. So I leave this group knowing well that I have tried my level best to bring peace,” said Zulu.

RELEASE NSAMA, KAUNDA REPORT…Lungu can’t simply sit on it, says M’membe

FRED M’membe has observed that the country has an inefficient and disorderly security system.

Dr M’membe, the Socialist Party president, says that is why it has taken long for police to release the report on the killing of State prosecutor Nsama Nsama and UPND member Joseph Kaunda on December 23, 2020.

“If things were done the right way, it wouldn’t have required four days for the police to give the President a report on the shooting and killing of two innocent and unarmed people. If things were done the right way, the report on it would have been instant – 24 hours at most,” he said in a statement. “If things were done the right way, all the commands up to the shooting would have been documented. The picture that emerges here is one of an inefficient, ineffective and disorderly security system – veritable chaos.”

Dr M’membe urged the public not to blame police Inspector General Kakoma Kanganja alone.
He said there were so many actors in the security system who should know what exactly transpired that day.

“We have all pointed fingers at the Inspector General of Police, but what about all these other people, including the Minister of Home Affairs [Stephen Kampyongo], who had been issuing so many ‘orders’ and statements in relation to the issue?” Dr M’membe asked. “And to top it all, the Minister of Home Affairs tells the nation that an opposition party brought in mercenaries to disturb the country’s peace and should have left or been arrested. What madness is this? Why were they not arrested if they were there? This is a very cheap and poor way of trying to divert public attention from the regime’s crimes.”

He however warned the people responsible that the matter would not just die.

Citing examples of security officers who have faced consequences of such actions, Dr M’membe said the said would happen to the current culprits.

“But those with responsibility for these killings shouldn’t kid themselves that the matter is over. This will come back to haunt them in the future. These are very serious human rights violations, which can cause someone to be rejected as an ambassador to some countries,” Dr M’membe said. “This happened to former inspector general of police [Ephraim] Mateyo, who was rejected as ambassador to Germany in similar circumstances. There are also some officers from our security agencies who have been rejected by the United Nations for various postings on similar grounds. They can be protected today, but that protection won’t last forever. One day they will have to account for their part in these killings and human rights violations.”

Dr M’membe asked President Edgar Lungu to immediately release the report on the killings.

“This is a matter of great public interest and the President must release the report of the findings to the public. He can’t simply sit on it. All, especially the families of the two innocent citizens who were killed, deserve to know what really happened and who were responsible for those deaths,” he said.

“I have not been in the police but I believe the procedures for crowd, riot, or protest control are similar to those followed by military units. No field commander disperses a crowd without a written order. When that order is given, snipers are chosen, usually one per platoon. These are the only soldiers with live ammunition. And the number of bullets each sniper is given is recorded. No one just jumps out of a troop carrier and starts shooting.”

Dr M’membe wondered what other security wings were doing when the shooting happened near their offices.

“What is also shocking in this case is that the shooting took place in front of the police headquarters and ministries of home affairs and defence. And this is where the Vice-President’s office is and where the chief of military intelligence works. What was his report to the President?” asked Dr M’membe. “What did the Army Commander, who is the chairman of the Joint Security Committee, know and tell the President? What did the chief of intelligence know and tell the President?”

Munir Zulu bringing confusion in PF, says Lubusha

EASTERN Province PF chairman Andrew Lubusha says Munir Zulu was bringing confusion among PF structures in Lumezi’s Kamimba ward.

Munir Zulu has since ‘ditched’ the ruling party citing harassment and hatred from Lubusha.

In an audio message he posted in a PF WhatsApp group, Zulu accused Lubusha of peddling lies against him.

Zulu further said he would challenge the PF for the Lumezi seat on an independent ticket.

But Lubusha said Zulu had risked the victory of PF candidate in the just ended Kamimba ward by-election in Lumezi Constituency by distributing T-Shirts with the message “Vote for Munir Zulu”.

He explained that Zulu refused to heed his advice.

“The offence that I committed is that I had gone to drum up support for our councillor in Lumezi. I was there for a week and on the sixth day just three days before the voting day, we had a rally at some place in Lumezi within Kamimba Ward. And before we go to a rally Munir got there. He just got into Kamimba the previous night and distributed T-shirts bearing his portrait saying ‘Vote for Munir Zulu’. And when the rally began, voters were confused. They provincial chairlady spoke to the voters and as usual in the traditional way she was asking the voters. Now that we have delivered the good message from Edgar Chagwa Lungu to you, so who are you going to vote for as your councillor on Monday 4th of January and the entire crowd responded that it was going to vote for Munir Zulu,” Lubusha said. “And before then, I had even sent the test message where I was advising Munir that out of the nine wards in Lumezi, he is free to go in any other wards or in that ward he can attend but he should not distribute his T-shirts because of the message saying ‘Vote for Munir Zulu’. You know our colleagues in the rural setup, it is not all of them who can understand. Others got confused. We were risking the victory of our candidate and I guided my colleague Munir Zulu that voters may get confused. It would be very important if we would stop distributing the T-shirts and start that after the by-election because we were only remaining with three days.”

And Lubusha explained that Zulu wanted him to announce the seven bags of mealie-meal he had bought for the seven campaign camps set during the ward by-election.

He said in his political life he had never heard of any announcement on internal donations at the public rally because it had nothing to do with the voters.

Lubusha said according to his understanding everything in the party was done in the name of the party president and not individuals.

“And the other thing is he had bought seven bags of mealie meal which I never saw but he told me that he bought seven bags to feed the seven camps in Kamimba Ward. He distributed to the campaign centres according to him. So at a rally, he walked to me and told me, ‘chair, please announce at this function that I have bought food for the campaigns, that as long as you don’t mention what has been bought but just mention that Munir is the one feeding the camps’,” he narrated. “So I advised Munir that things coming from well-wishers we cannot announce. Just like me I have been helping foot soldiers who have been helping us to go and campaign. I am telling them that that is from the President. What comes and what we do in the party, we do it in the name of the President. But it did not sit well with him.”

Lubusha said people were not interested to know where the contribution was coming from but the message on how we would develop their lives.

“The voters want to listen on how you will take care of their needs in their various communities. How you will develop their lives. So afterward he sent me the message on why I failed to announce his contribution, that I was undermining him. I tried to reason with him but he wouldn’t get it. In our conversation he sounded to have understood but I was just surprised with the way he is doing things – as if there were differences,” said Lubusha. “Believe you, me, I never differed with him in anyway. We were talking that same night. I was telling him that gentlemen, let’s increase youth representation in parliament. Up until now I am in a shock. I have listened to his voice note and see what he is writing. I have failed to coordinate them. He is trying to create an impression as if we differed in any way. There was nothing like differing in any way. And for me, I have no time to fight. My duty as a provincial chairperson is to unite people, not to scatter them.”

But Munir said he had been pushed too far and that he would prove a point that he was not a small boy by standing against the PF in Lumezi Constituency.

He said the Kamimba ward by-election had shown inefficiency levels in PF.

“I’m saying goodbye to those I consider comrades within the PF. Comrades, I reached a stage where I have got to make a political decision. A decision that will injure some people, a decision that will make some people wake up from slumber, a decision that maybe will expose the happenings in our party,” said Zulu.

LAZ contemplates suing defiant ‘illegal’ ministers

THE Law Association of Zambia says it will take legal action against the defiant ministers and their deputies to ensure they pay back the money they illegally acquired when they continued their stay in office after their mandate had expired before the 2016 elections.

After the 30-day ultimatum which they were given by the Constitutional Court to repay K4.2 million to the treasury expired, 43 out of the 64 former PF ministers asked the court to allow them to pay back the money in monthly instalments.

They claimed that they were unable to pay their debts in a lump sum due to financial challenges.

However, LAZ in a statement issued by honorary secretary Sokwani Chilembo said it would ensure the ministers honour the court judgment.

“LAZ has established that out of the 64 former ministers, a total of 43 have made an application to the Constitutional Court seeking an order to pay the assessed amounts of money in instalments. This application is yet to be heard and determined by the court,” said Chilembo. “LAZ is making efforts to determine which of the remaining 18 former ministers have made direct payments to the treasury and which ones have elected to ignore the ruling of the court altogether. Once this information is in hand, LAZ will proceed to take all legal steps necessary to ensure that the ruling handed down by the Constitutional Court is respected by all the former ministers.”

And former LAZ president Eddie Mwitwa in an interview said the former ministers by publicly declaring that they would not pay are liable for contempt of court.

He said the former ministers were undermining the rule of law as they were part of the National Assembly that came up with the Constitutional Court and they proposed the laws that were drafted to regulate issues in Court.

“It is incumbent upon them to lead by example and obeying court because not doing so will not auger well with other citizens who may be faced with similar consequences when they go to court,” Mwitwa said.

He urged Zambians to condemn such utterances and conduct by the former ministers.

“Depending on the court that the matter is in for example, there are provisions in the High Court rules that talk about anybody who has an adverse judgment against them which concerns money going back to court to apply to pay in instalments. I am not sure whether those provisions exist in the provisions of the Constitutional Court rules. The Court will have to determine such,” Mwitwa said. “Even courts that permit payment of judgment sums in instalments give conditions on certain things which you have to prove. You have to demonstrate your level of income, other obligations you have that may impact negatively on your ability to pay the amount at once or within the time frame stipulated in the judgment.”

Meanwhile, Zitukule executive director Nicholas Phiri has blamed the citizenry for their docility as they do not take national issues seriously.

“From the word go the ministers that illegally drew allowances were not willing and are not committed to paying back the money neither are they willing to respect the courts of competent jurisdiction,” Phiri said. “Some ministers including Given Lubinda are on record saying ‘I don’t have money, am not going to pay’ and yet these are the same ministers you see flashing money around but when it comes to public money they are not willing to pay.”

He said the ministers cannot argue that they are unable to pay and set conditions on how they would repay to the national treasury when they were not entitled to the said money.

“This thing indicates how much the culture of stealing and impunity has gone in our leaders. This whole issue of applying to pay in instalments, they are just trying to buy time because we only have five months before the general elections and they might not be in office after August 12 this year and the status quo will come back to what it is,” Phiri said.

He charged that the leadership of the country was rotten to the core and part of the problem was the citizenry for being accomplices to corruption and the ministers not paying back as they have celebrated thieves.

“Thieves have been cheered on, people who rose from rags and were wallowing in absolute poverty today are stinking rich and we are celebrating them without asking them where they got that money,” Phiri said. “So we have become part of the problem and they are not afraid of the citizens. We have given a job to the President, to the ministers and everyone appointed in government. We the citizens are the bosses and they are coming to you the boss and saying this money I stole from you illegally I can pay it in instalments. What kind of impunity is that?”

He noted that the ministers had the courage to say they would not pay back because they knew the citizens were ineffective and cannot do anything.

“My appeal to the people of Zambia is that when you are looking at issues of national guidance put aside tribalism and Zambia first. And when you go to vote these are the issues you must remember. Don’t get leaders that will become bullies against you when they get into power,” Phiri urged.
He suggested that the best way to deal with the ministers was to deduct the money from their earnings for those who are still serving and cite those who are retired for contempt of court.

ARREST CHOMBA KAOMA. HONEY BEE CORRUPTION MUST HAVE BEEN WITH LUNGU’S BLESSINGS.

Zambians this week have been treated to some bizarre revelations courtesy of the all too familiar corruption that takes place at the Ministry of Health. At the center of the Public Accounts Committee hearings was the little known and professionally unqualified kantemba company called Honey Bee Pharmacy which was not only awarded a $17million contract to supply health kits but also ended up supplying expired drugs and defective condoms & gloves to the Zambian people.

The genesis of how a company that had failed all the 20 ZAMRA mandatory test was awarded this contract is now public knowledge. However, what people appear not to be making a connection of is the involvement of Chomba Kaoma a very close associate of President Edgar Lungu. Social media is replete with images of the president going for jogging or state functions with Chomba Kaoma in tow. There is also a video which shows this very Chomba Kaoma talking about how he and his partner Honey Bee Director Zakir have been awarded a contract by ministry of health to supply drugs.

We hereby call for the immediate arrest of Chomba Kaoma who happens to be the friend to the President. Isn’t it a wonder that President Lungu, despite public outcry, has blatantly refused to even just comment on this scandal and daylight theft of taxpayers money? In a functional country even Dr Chitalu Chilufya and all his permanent secretaries would have long been fired. All those involved in this scandal would have been arrested and appearing in court. The only reason why president Lungu is not taking action over the Honey Bee saga is because it is too close to home. He probably has his fingers in the $17million through Chomba Kaoma.

This is the kind of theft and corruption that the zambian people must say no to. People’s lives have been put in grave danger by those defective condoms and gloves that were supplied. We cannot even begin to imagine the harm that has been occasioned by the expired drugs that were distributed by President Lungu and his friend.

As a country, we cannot allow this to continue unabated, we should all say no such criminality by making sure that come elections time in August this year we vote out this heartless regime which is rotten to the core and elect in UPND so that we redeem our country from these looters and plundered.

UPND On The Copperbelt Condemns State For Blocking HH

UPND ON THE COPPERBELT CONDEMNS STATE FOR
BLOCKING Mr. HAKAINDE HICHILEMA.

The United Party for National Development (UPND) on the Copperbelt Province is highly disappointed and dismayed by the action of the state taken to cancel all flights to copperbelt by instructing airports management on Thursday 7th January, 2021 to block Mr. Hakainde Hichilema from flying into the Copperbelt Province for the burial of the late Copperbelt Provincial Youth Chairman, Ronald Bwalya Manenga. This was despite ZAF having cleared the flight earlier on.
It is further disappointing that the state released a battalion of state security who completely sealed off the airport in Kalulushi where Mr. Hakainde Hichilema was scheduled to land. The state security also sealed all the major roads in Kalulushi, Kitwe and Ndola as a way of intimidating the UPND.

We take great exception on the behaviour of the state for issuing instructions to airport authorities to block the UPND President Mr. Hakainde Hichilema from flying to the Copperbelt for the burial. We could have been very happy if our President Mr. Hakainde Hichilema was allowed to attend the funeral. We know the closeness that comrade Manenga had with President Hichilema.

The conduct of the State to block Mr. Hichilema from attending the funeral is shameful and unzambian. We are left to wonder why the PF and President Edgar Lungu are so scared to allow Mr. Hichilema walk freely and exercise his constitutional right to association, freedom of movement and speech.

The undemocratic behavior by the PF régime of using the States machinery to intimidate and harass innocent citizens will not be allowed going forward. Such tendencies and forms of intimidation. should not be be allowed to continue.

President Hichilema is a citizen and leader of the biggest opposition party in Zambia and therefore, should be allowed to meet and interact with the Zambian people anytime and anywhere in the country.

Let the truth be told and PF should know that the UPND has gained so much ground on the Copperbelt and *nothing* will change the, status quo.

On behalf of the people on the Copperbelt, I would like to assure President Hichilema that the party and people of Copperbelt will protect him anytime he visits the Province.

Lastly, great appreciation go to all the party members for remaining resolute to work and ensure that in the next few months, victory for the people of Zambia through the UPND is
achieved. As President Hakainde Hichilema keeps on saying, ” it is always dark before dawn.”
