ZIMBABWE: Chamisa complies with Supreme Court ruling, steps down as MDC President

OPPOSITION leader Nelson Chamisa has, in some rather subtle way, apparently complied with the Supreme Court ruling which declared him illegitimate leader of the MDC, after he edited his Twitter bio to remove the descriptive term ‘MDC President’.

Chamisa replaced the MDC presidency title with the text: “What must be, shall be… The future is set.”

The Supreme Court on 30th March ruled that Chamisa’s appointment to the MDC Vice Presidency in 2017 by the late party founding President Morgan Tsvangirai was ultra vires the MDC constitution, and that his subsequent rise to the top post was annulled.

As a result, the Court ordered the party to hold an extraordinary congress with the sole purpose of electing a President, using the 2014 party structures.

While Chamisa’s supporters have been resisting the judgement and declaring that it has nothing to do with them, he himself has completely avoided making a direct comment.

However, a few days ago, his followers noticed that he had edited his Twitter bio to remove the title of MDC President which he had added after February 2018 when Tsvangirai died.

Meanwhile, efforts to obtain a comment from Dr. Nkuleko Sibanda, Chamisa’s spokesperson, were futile.

MDC spokesperson, Daniel Molokele, was not picking up his call as well. –

GBM JUSTIFIES GOVT SQUEEZE ON KAMBWILI…when you are in politics you must always support govt

Ruling PF member Geoffrey Bwalya Mwamba (GBM) says the government squeeze on Chishimba Kambwili is expected because when one is in politics they must always support the government of the day.

Speaking with Daily Revelation on National Democratic Congress (NDC) leader Kambwili that he had been squeezed to such an extent that he was even failing to pay school fees of 27,000 British pounds (approximately K567,000) per annum for his three children studying in the United Kingdom, GBM said the only solution from Kambwili’s predicament was to rejoin the ruling party.

“When you are in politics you must always support the government of the day, unless you are very much sure that you can actually fend for yourself. So it’s a pity that as early as this my brother starts crying foul, that is expected, not only in Zambia, I think all over the world,” GBM said. “So under opposition how do you expect to get favours from the government?”

He accused Kambwili of having played a role in squeezing him during the time he served as vice-president for the opposition UPND.

“When he was in the government I am sure he was one of those who made sure that GBM was squeezed, now it is his turn,” GBM said. “Fortunately GBM alisungapo, ena whether in the opposition or ruling party he’s still comfortable. So my brother that is expected, it’s so unfortunate that he cannot even afford to pay even school fees for his children, but that’s why I think it’s just important that the brother just comes back into the fold where he belongs.”

GBM said Kambwili must rejoin PF and start supporting President Lungu, saying even in homes people differed, but it did not mean that they were enemies. He said President Lungu did consider Kambwili as an enemy, adding that the NDC leader must not be comfortable with running his little party that would not even take him anywhere.

“Because I have discussed with my brother the President the man has no grudge against anyone. Look at me, I went away, I am back and I have been welcomed by my brother and the PF officials. So he should just swallow his pride and come back, we are one,” GBM said. “He did so much actually to see to it that PF formed government and so today why does he want to be running his own little party which will not even take him anywhere?”

GBM urged Kambwili and the “other brothers” to consider their political standing by swallowing their pride, saying even when they knew that they would not win they still wanted to cling to their parties like tics.

“We shall welcome him and I am sure even the President will welcome him, even our brothers and sisters will welcome him into the party,” said GBM. – Daily Revelation

PF PLANS COVERT OPS …training intelligence unit members and manage a fully-equipped PF media centre with permanent bloggers, hackers, reporters

THE PF, according to its strategic plan 2018 to 2021, aims to establish a media intelligence unit for covert operations.

It says such a unit shall manage a fully-equipped party media centre supported with permanent bloggers, hackers, reporters and others.

The governing party strategises to: “determine our own narrative” by, inter alia, procuring of Centre working tools like radio sets, TV sets, smart phones, computers, cameras, recorders, office furniture, among other necessities.

“[We shall] constitute a team of talented reporters, videographers, writers and editors,” the anomalous PF strategic plan states, adding that there shall be registration and operationalisation of covert radio, TV and newspaper outlets, all for the party.

“[We shall] manage a fully-equipped PF media centre supported with permanent bloggers, hackers, reporters etc.”

The Plan also notes that there shall be an identification of trainers in covert operations and training of intelligence unit members in covert operations.

The other strategy highlighted in the document is effective communication of what the PF government is doing well and better for Zambians.

The activities for showing the goodness of the PF government include compiling and documenting the identified success stories, and identifying media partners and platforms to share the success stories (public and private media, social media).

Others are procuring of media recording and editing equipment for producing content, developing a booklet for success stories and availing it to all party members, and identifying and utilising influential people to speak during fora, campaigns, TV, radio and newspaper interviews on success stories.

These strategic objectives are highlighted under the aspect of solidifying media engagement and improving communication effectiveness and impact.

Meanwhile, the same strategic plan points out that the PF will enhance community outreach and stakeholder engagement.

It notes that there shall be sponsored pro-PF community musical concerts and comedy shows.

“[We’ll also] conduct road shows to spread the party message. [We’ll also] register shadow NGOs and/or support and partner with already existing pro-party independent ones,” stated the PF.

The strategic plan, with outrageous contents, is titled ‘towards an industrial, prosperous, peaceful, stable, united, democratic and inclusive Zambia under One Zambia, One Nation.’

The foreword is written by PF president Lungu while the next page has remarks by party secretary general Davies Mwila.

To finalise party re-structuring and strengthen overall administration/management, the PF aims to have party members who understand and abide by its ideology, to establish the Michael Chilufya Sata School of Politics, to operationalise its research bureau and to harmonise central committee sub-committee functions with that of government ministries’ functions.

The strategies for achieving those objectives include engagement of the party’s central committee members to debate and approve the reforms, identification and engagement of experts and development of school programmes, operationalisation of the research bureau by the central committee and the secretariat, and engagement, adherence, mobilisation, selection and training of election monitors and agents and harmonisation between the party and Cabinet ministries on policy-related matter.

The activities, the strategic plan highlights, are compelling all Cabinet ministries and State agencies to engage relevant party sub-committees before developing and pronouncing government policy, mobilising resources to fund the operations of the aforementioned school of politics, recruit staff for the school, developing the courses and finalise accreditation, developing PF ideology short courses, producing the PF ideology documentary, launching the school and starting to enroll party members for trainings, recruiting of research bureau director and other supporting staff, allocating resources and funds for research undertakings at the bureau, among others activities.

On one page, the party highlights its strategic objective on media usage and explains its goals, objectives, strategies and activities, in that respect.

The PF, as a goal, shall: “solidify media engagement and improve communication efficiency and impact.”

The strategies include team work within the media unit and partnership among party structures, consolidation of party counter response team against fake news, propaganda and misleading stories, establishment of structured and coordinated collaboration with the media, among others.

The objectives are to streamline the party’s media committees/groupings, to build capacity among media officers at provincial and district levels, to invest in cyber warfare (techniques to counter negative and malicious coverage), to hold the PF interactive forum at provincial and district levels, and to develop cordial working relationships with both the private and public media at all levels.

The ruling party’s activities, regarding the goal of solidifying media engagement and improving communication efficiency and impact, are setting up media teams in all the districts and at provincial centres, mobilisation of information and publicity secretaries (IPSs) at provincial and district levels, establishing PF virtual structures and support groups (WhatsApp blogs, Twitter and Facebook groups), identifying key blogs or online media which normally attack it, inviting media houses to different activities of the party, holding media workshops for media houses, and organising familiarisation tours and workshops with media houses.

Other activities are production of user manuals for media teams, identification and hiring of media trainers/experts, identifying key people to respond on different social media platforms in the provinces and districts, and conducting training for district and provincial publicity secretaries, inter alia.

The PF further seeks to foster and engage resource mobilisation and finance all the operations of the party.

It aims to develop a comprehensive investment strategy.

Some of the earmarked activities, according to the strategic plan, are the construction of party headquarters in Lusaka, construction of provincial party buildings, regularly invite ‘friends of the party’ to key functions, holding regular fundraising activities at lower levels and developing a recognition scheme for members who volunteer their skills and assets to the party, among other activities.

Kanye West Is Officially A Billionaire

Kanye West is a billionaire, and he wants the world to know.

After months of requests, the hip-hop superstar shared his financial records with Forbes. “There’s only one number that West cares about. A billion, as in dollars. And he cares a lot,” writes the magazine.

Kanye was featured on the cover of Forbes last summer, which detailed his successful Yeezy empire. But the magazine didn’t declare him a billionaire at the time, much to his dismay. He blasted them while speaking on an industry panel in November and in private said Forbes was “purposely snubbing” him.

When Forbes released its annual billionaires list earlier this month, West was absent. “You know what you’re doing,” he texted. “You’re toying with me and I’m not finna lye [sic] down and take it anymore in Jesus name.” He also claimed Forbes was “purposely a part of a group of media” that was trying to undervalue his self-made success because of his race.

So he decided to make it official. On Thursday, West told his team to provide Forbes with “what we feel is an authentic numeric look into Kanye, Inc.”

He claims in his words and through paperwork that he’s worth more than $3 billion. West owns 100% of Yeezy, which is contractually tied to adidas for at least five-plus years. The Yeezy apparel division is not believed to make money. Based on documents, Forbes estimates the final revenue number for the shoes is closer to $1.3 billion.

West’s agreement calls for him to receive a royalty around 11%, which would put his Yeezy royalties over $140 million from last year. Forbes notes that West’s “aggressive” $3 billion self-appraisal is based on the idea that the business is infinitely portable, but separating Yeezy from adidas is “almost prohibitively cumbersome, if not contractually impossible.”

In conservative terms, a 10x multiple applied to West’s Yeezy cut of $140 million makes his stake worth about $1.4 billion. Due to the fact that the asset is not very liquid, Forbes reduced the value by 10%, arriving at $1.26 billion.

Kanye’s statement of assets supplied by his team lists just $17 million in cash and $35 million in stocks. The largest assets are $81 million in “buildings and improvements” and $21 million in land, including the Hidden Hills mansion he shares with his wife Kim Kardashian and four children, and a pair of $14 million Wyoming ranches. Documents reveal West’s G.O.O.D. Music label, his own recorded music, and publishing rights to be worth at least $90 million.

In the end, Forbes estimates Kanye’s current net worth at $1.3 billion, $300 million more than his sister-in-law Kylie Jenner and JAY-Z, who was declared hip-hop’s first billionaire in 2019.

Still, Kanye claims he’s worth triple that amount. “It’s not a billion,” he texted Forbes last night. “It’s $3.3 billion since no one at Forbes knows how to count.”

‘Edgar Lungu is our own son, it will be difficult for any Easterner to ascend to power again if he loses’

EASTERN Province PF information and public secretary William Phiri says losing power will be regrettably the most painful thing for easterners as they would have failed their son, President Edgar Chagwa Lungu.

And Phiri says Eastern Province political gurus such as Colonel Panji Kaunda, George Kanyamula Zulu, Colonel Bizwayo Nkunika, Johabie Mtonga, Mike Tembo and Lucas Phiri, among others, should not mislead easterners.
In a statement issued on Tuesday, Phiri urged the political gurus to stop dividing the people but to unite behind President Lungu whom he said means well for the province.

“As long as these gurus are divided, the young upcoming politicians will continue to lose political direction. These old but brains of wisdom should come on board and help ECL to win the 2021 elections. Being silent or playing double standards will not help the region gain political recognition,” he stated.

“Losing power will be regrettably the most painful thing for easterners because we would have failed our own son. It will be us to blame.”
Phiri stated that what was happening in the province was a shame considering the fact that President Lungu hails from the region.

“What is obtaining on the ground now in Eastern Province is a shame, especially that President Edgar Lungu hails from the same region but most political gurus, if not all, have chosen to betray him with impunity.

Sad to point to the likes of Col Panji Kaunda, George Kanyamula Zulu, Col Bizwayo Nkunika, Johabie Mtonga, Mike Tembo, Lukas Phiri and the list is endless. These are the men who should be driving the agenda of Edgar Chagwa Lungu and the Patriotic Front in the province. We expect them to be engaging traditional leaders in the region to help the PF win power and subsequently help to unite the party,” he stated.

“I therefore urge all well-meaning political gurus to stop fighting the PF but join hands with Edgar Chagwa Lungu and make the campaigns easier for the party.”

Phiri stated that current political gurus should emulate the old political gurus who were loyal to Dr Kenneth Kaunda.

“History has proven beyond any reasonable doubt that all former political heavy weights in the Kaunda regime were loyal and focused, making UNIP the strongest political party in the history of this country.

We had the likes of Reuben Kamanga, Grey Zulu, Bizwayo Nkunika, Mkondo Lungu, Col Panji Kaunda, George Kanyamula Zulu, Lucas Phiri, just to itemise but a few. All these were loyal to KK and UNIP, hence making Eastern Province the hub of KK,” he stated.

“They believed in oneness of purpose and the young pioneers were motivated and had confidence in their political leaders because they gave them direction. It was a marvel to see the Eastern Province political gurus sticking together no matter where the political wind was blowing from.”

And Phiri urged traditional leaders in the province to emulate Paramount Chief Chitimukulu for urging his subjects to be serious when it comes to voting and ushering in a president of their choice.
He agreed with Chitimukulu that Bembas have the numbers.

“I should not be accused of tribalism here because Bembas and the Easterners have the capacity to cancel Southern and Western provinces votes respectively in terms of numbers and it is in this vein that our political gurus in the region should work hand-in-hand with the chiefs to ensure victory for their own son, Edgar Chagwa Lungu.

If we lose the Presidency now, then we should all forget about another Easterner ascending to power anytime soon. We will all suffer the consequences and repercussion because HH wants vengeance. Let’s unite easterners for once. Give us direction and stop fighting your own son. Edgar Chagwa Lungu means well for us all,” stated Phiri.

“Our political gurus should come out in the open and support Edgar Chagwa Lungu or we will not support their decision to impose any other candidate on us. Political differences are there in politics but what defines a true son of the soil is loyalty. Isaiah 1:18, the Bible says, ‘come let us reason together’. There is room for reconciliation and forgiveness in PF.”

Disclose all you know, Chitimukulu dares Mwale

CHITIMUKULU, paramount chief of the Bembas, has challenged senior citizen Joe Mwale to disclose whatever he knows about him.

On Wednesday, Mwale was quoted in The Mast alleging that he has a damning dossier against the Chitimukulu.

He said what he knew about the traditional leader borders on a foreign power and that he was set to expose him.

Over the past few days, Chitimukulu has dominated the media over what he could have said, not said, meant or not meant on Kasama radio, in Northern Province, about the voting pattern of the Bemba people.

Other people are denouncing Chitimukulu as having made ‘tribal remarks’ while others are defending him that he only encouraged Bembas to vote en-masse, like the way the people of Southern Province do.

“If I had to reveal something about Chitimukulu, the whole country will rise against him. There’s something that I have, with tangible evidence, about his plans and if I were to expose him…One day I’ll expose him and the whole country will have to know the true character of Chitimukulu. It’s something serious but I’ll keep it for another day,” promised Mwale. “I’ll expose him and say ‘this is you, this is what you said to me and not anybody else.’ What he said is very serious and involves a foreign power. He said it and the witness I have is that foreign power. But I’m keeping it for another day. A day of reckoning will come when he will be exposed. I don’t want to engage with His Royal Highness Senior Chief Mukuni in the public but I’ll meet him. He doesn’t know what I know about Chitimukulu.”

But Chitimukulu called this reporter on Wednesday and said: “I want you to write that I want Joe Mwale to disclose!”

“I knew him through my brother Colonel Chanda and then through BY (Benjamin Yoram Mwila) when he was [a] member of Zambia Republican Party. I have never had some close relationship with him (Mwale),” said Chitimukulu.
“So, I want him to disclose to the nation what he knows about me. Tell him to disclose so that the nation knows about me. There are no secrets he must hold – he must disclose everything he knows about me so that the nation can know. He says he has even witnesses in foreign powers, isn’t it? So, tell him to disclose and also disclose those foreign powers.”

How Chikwanda borrowed over US$9 billion for Zambia

“I AM not responsible for the debt crisis. I ran the economy very well under the difficult circumstances. I made my own contribution. I tried to prevent financial irresponsibility and so on,” says Mr Alexander Bwalya Chikwanda in reaction to a letter authored by his predecessors addressed to the President and the incumbent Minister of Finance on Zambia’s debt position.

Is the retired senior citizen being sincere? Is he now distancing himself from the excessive borrowing that Zambia was subjected to under his reign. As Minister of Finance, all the loans that the PF government procured between 2012 and 2016 have his signature. Therefore, it is our view that Mr Chikwanda cannot distance himself from Zambia’s current debt position.

This is a not a matter of speculation. We have taken time to collect data that shows how many loans this former minister procured in five years. Data shows us that he contracted a total debt of over US$9 billion. Our readers may also find the audio embedded at the bottom of this article interesting.

We are not financial experts, but we are here today with a detailed research that shows exactly the names of the lending institutions, purpose of the loans and the amounts that Mr Chikwanda borrowed on our behalf.

The cumulative total of money borrowed over the above five-year period under Mr Chikwanda is US$9.8 billion, and the former minister is welcome to point out which of the loans we have listed he did not sanction.

So now we ask our readers; is it fair for Mr Chikwanda to distance himself from all the above listed loans which he contracted on our behalf? The second question we need to ask is where did all this money go? People would be interested to know how money borrowed for Sesheke University was utilised.

How govt loans were used for PF campaigns

We have outlined all the official loans that Zambia contracted between 2012 and 2016. Our research data shows that during the period under review, the current Patriotic Front chairman for finance, Mr Alexander Bwalya Chikwanda, was responsible for contracting more than US$9 billion external debt on behalf of taxpayers.

If Zambia today is in a desperate financial crisis with US$11.2 billion in external debt, it has been demonstrated that there is one person who cannot distance themselves from this crisis, and that is the PF Central Committee Chairman for Finance, Mr Chikwanda. When the former Bank of Zambia Governor, and former finance ministers wrote to the President of the Republic of Zambia and his incumbent Minister of Finance, giving advice on what government could do to come out of this crisis, there is one person who should not describe that advice as nonsensical, and that’s the PF Central Committee chairman for Finance, Mr Chikwanda.

We are saying, there is a very good reason why the incumbent Finance Minister Dr Bwalya Ng’andu must listen to his predecessors like Ng’andu Magande and Situmbeko Musokotwane. Our research went a little further to look at how much government borrowed under the two past ministers.

In 2007, under Magande, government contracted six loans amounting to US$140.2 million. In 2008, President Levy Mwanawasa died in the middle of the annual budget cycle, meaning we had a new finance minister taking over from Mr Magande to implement the remainder of the cycle from November 24, and thus Mr Musokotwane. Ministry of Finance data shows that in the whole of 2008 government procured five loans only, amounting to US$132 million. In 2009, Musokotwane contracted seven loans amounting to US$233.3 million.

We are not here to eulogise these former ministers who are advising government today. They, too,have their own skeletons in the closet. We have not forgotten how they contracted a US$53 million Chinese loan to buy helpless mobile hospitals. We have not forgotten how government under them procured 100 hearses from China, to escort taxpayers to the grave. But the debate today is about who is responsible for the reckless borrowing that has crashed Zambia in this debt mountain.

Our research shows that between 2007 and 2009 government borrowed US$0.5 billion under these two ministers whose advice is being described as nonsensical today. Compare and contrast that with how much Zambia borrowed in 2016 alone. How can we believe that a man who borrowed US$3 billion in one year tried to stop financial irresponsibility? We don’t mean to be rude to ba shikulu ba Chikwanda, but if this is not reckless borrowing, then he must tell us what is. To us, it does not make sense to claim that you pushed for fiscal discipline yet you went out to borrow more whenever the country ran out of money to waste.

The PF argues that there is nothing wrong with borrowing as long as it is for a good purpose, and we agree absolutely. But can they explain to the taxpayers of this country, what is the return on investment for all these loans? Can they show us how much profit we’ve generated from the Eurobond money invested in Zesco and Zambia Railways? We are saying it’s better NOT to borrow if you don’t have a profitable plan with the money, than to borrow and plunder the money through corruption, leaving substandard infrastructure for political expediency.

You claim to have built infrastructure, that’s okay. But your tax revenue base has not increased as a consequence of those loans you borrowed. You didn’t think about investing in the productive sector so that you use the profit to build infrastructure like police houses and roads. Now you have to pay back the loans plus interest from the same tax revenue sources as before. Does that make economic sense?

Look at the loans contracted in 2016. A whooping 24 loans, amounting to US$3.4 billion. Look at the 72 loans contracted between 2012 and 2016. How much of that money was spent on its intended purpose? We borrowed US$80.4 million from AfDB for the construction of Kazungula bridge and another US$36.7 million from JICA for the same purpose. But the news from Kazungula is that the contractor had to suspend work because Zambia was not paying its share of the cost. Where did the money go? We borrowed hundreds of millions of dollars for the Kariba North Bank, but Zesco is reducing in generation capacity instead of increasing. How many unemployed citizens benefitted from the hundreds of million borrowed under “Youth and Women” empowerment loans?

It goes without saying that this is the reason why the PF will never commit to an IMF programme, especially with the next election looming. This is why they don’t want parliamentary approval before borrowing. That’s the plan. If they don’t borrow, they will not have money for campaigns and they will lose in 2021. So expect more loans this year and next year.

Remember how the PF presidential candidate went round the country to launch fake investment projects in 2016, like the reopening of Mulungushi Textiles in Kabwe? That is the same way that they acquired loans that ended up as campaign expenditure for the ruling party. From our research data, one can tell that some of the loans that the PF government contracted in 2016 were for campaigns. Some of the projects mentioned in the loans never even took off, meaning the money was diverted towards unaccounted for expenditure.

Governance has collapsed under Lungu, says Kaingu

FORMER education minister Michael Kaingu says the levels of governance in the country have dwindled to alarming levels.

And Kaingu described his former party, MMD, as a dead party.

In an interview, Kaingu, said during the MMD reign, cabinet ministers were made to account for any wrong decisions which was not the case under President Edgar Lungu.

“What is to blame really are our institutions. Our institutions seem to have collapsed, that is what is clear. That is what is most worrying for me; the institutions are not as such as effective. You remember in our time, at least Minister Dora Siliya appeared before a tribunal and she was suspended but we are not seeing these things happening. Ministers are being investigated whilst they are still in office. So I think it’s the institutions which are not effective,” Kaingu said.

“You see, to govern, you must have strong institutions. These are things that you should put yourself. Just like in school, for a school to run properly, it is not the head master, for the school to run properly it’s the rules that you put; it’s the school rules. For instance, if the head master would be guided by rule number one; if you went out of bounds and you aware that you cannot go out of school premises without permission there, ‘we are punishing you, go and dig that trench’, that is how it is. So, institutions are fundamental in terms of governance you cannot govern without strong institutions. These are the ones the Judiciary, the Anti Corruption Commission all these institutions of governance.”

He urged PF officials to work hard on losing the corruption tag.

“I don’t think everyone is happy with the governance levels. There is quite a lot to be done before 2021. Our colleagues in government have to put our institutions in order because we have seen in the by elections that we have had we have seen situations which were extremely out of control. As for corruption, it is the perception that almost everybody has and it will be up to the government really and the people in office to clean themselves. We may not argue because we don’t have resources to investigate our colleagues but the President has institutions and resources that can see for him,” he said.

When asked to comment on the current status of the MMD, Kaingu said it was a dead party.

“You aware that I was the vice president in that party. For me, I think that party finished that time. When me and my other colleagues vice president Brian Chituwo the other members of the national executive when we were expelled by president Nevers Mumba; for me that time is when the party ended. The rest was just struggling coming out of the mud because it is too late. There is no MMD really to say I don’t think it can make an impact in anything. I don’t see serious existence in the MMD. As a party, I don’t see how effective it can be in anything,” said Kaingu.

Greed, confusion is daily weakening PF – Max Chongu

SELFISHNESS, greed, hatred, confusion and divisions seem to be weakening the PF on a daily basis and if left unchecked will pose a direct threat to our party ahead of 2021, says Maxwell Chongu.

The self-styled ‘PF die-hard’ supporter says the ruling party seems to have reached a “dead end with ideas” on how to improve the welfare of its structures at the grassroots.

Chongu comments were made in a write-up titled ‘PF must urgently devise a system that will see its cadres and party structures benefit or risk making the party weak at grassroots level’, which he posted in a WhatsApp group on Tuesday.

He said the strength of the PF was in the “massive support” it enjoys with the grassroots.

“However my heart bleeds to see that we seem to be having difficulties in coming up with a plan that can see our cadres, supporters and party structures benefit, furthermore feel protected by the party,” he said. “Selfishness, greed, hatred, political infights, confusion and divisions seem to be weakening our party PF on a daily basis and if left unchecked will pose a direct threat to our party ahead of 2021.”

Chongu said what was more worrying was the fact that the PF did not seem to have a direct plan to benefit its cadres, supporters and the lower organs of the party’s structures, including the branches and sections.

“Worse off, we seem to have reached a dead end with ideas on how to improve the welfare of our grassroots mainly the youths,” he said. “Zambia as a country has been blessed with several opportunities which clearly only need those with ideas to turn them into reality that can be used to empower and employ majority of our youths.”

Chongu said it was “laughable” to see that the PF had “developed a tradition of looking at those with the technical know-how and ideas as threats hence sidelining them” while those without ideas had been embraced and looked as loyalists.

He quoted late PF founder and president Michael Sata as saying “ichikalika pansaka musumba wa bwali (There should be a purpose for continuing to stick to something or to wait for it)”.

Chongu added that PF leaders entrusted with key responsibilities in improving the welfare of the youth should “learn to be selfless by sharing opportunities with the grassroots” or risk making the party weak at grassroots level ahead of next year’s general elections.

“As leaders we ought to understand that it’s either we choose to eat in large quantities only few of us at the expense of majority party supporters and be kicked out of power come 2021, or we eat in smaller quantities with majority party supporters and rule for many more years to come,” he said.

“Truthfully speaking, the gap between the party leadership is rapidly widening up at the speed of lightening (sic) posing a direct threat to our party as we approach 2021 which clearly it’s an election year.”

Chongu wondered how the PF was expected to grow and continue dominating the political corridors if it was neglecting its “cadres and party structures when it comes to both business and employment opportunities”.

“Let’s have people in positions that can deliver in the best interest of the party PF and President Edgar Chagwa Lungu and not safeguarding personal interests,” said Chongu. “We have to quickly devise a strategy that will see to it that our cadres and party structures benefit because that’s the only way we can motivate many and make our party attractive. Stop this rot of looking at the young and talented as threats but use their strength to benefit the party PF and President Edgar Chagwa Lungu.”

I am extremely saddened and disappointed by the response from my elder brother Chitambala Mwewa after I genuinely wished him well on his 20th anniversary in his marriage.

I reiterate that I know that marriage can be very challenging and I attest to the fact that I once failed in my first marriage. Certainly, Mr. and Mrs. Mwewa deserve an applaud in spite of our differences.

However, since that article Mr. Mwewa has write 3 or 4 articles, with countless comments on the same articles against me.

A lot of people like to refer to this exchange as a beef between us which we need to resolve, unfortunately this is more from him than me.

If you count articles I have done about him, they are far less than those he has written about me, And whatever I could have written was in response to his provocation.

I never started this, he started it and he tries hard to sustain it.

I never spoke to Chitambala, he is the one that came to me but I turned him down on whatever advice he was trying to give because I didn’t need it.

Most of the things that Chitambala writes are not true including the conversation I had with his mother. He said, I called her, yet she called me to help us.

He says that I said Verspers died because he was UPND, this is not true.

Now he has dragged my daughter in this and it has offended me deeply, such that, I am only thanking God for being with me otherwise my emotions would want me to go die in his hands, if he is fast enough.

I never celebrated nor did I want Verspers dead, and I feel bad that we are discussing her out of whatever hatred Chitambala has, but whatever it is why bring my daughter in.

Is Chitambala wishing my daughter dead like Verspers? Did I kill Verspers? Why is this man behaving this way.

I don’t know who is going to help us because this is getting out of hand and I don’t know how it may end. But I feel scared of myself.

Chitambala has gone to court, why not respect that process than keep on provoking me.

I appeal to those close to him to help him control himself because when one insists on such provocations, you never know how the other may react small or powerless the maybe.

I kind of fall into temporary insanity when it comes to my family so please keep them out of it.

Please BaChitambala, namipapata, may God restrain you and allow us to look after our families instead of this, I don’t want it because I may not handle it well in future.

Lungu’s Love For Fish Farming Shall Be Put To Test In 2021

EDGER Chagwa Lungu got to plot one too easy. The opportunity came by as convenient as a yellow taxi in American movies. Hey, taxi and it stops; Lungu became president that easy in 2015.

And by the time the 2016 presidential and general elections came, people had not yet known Lungu’s kaja kamusango (the dark side of his character).

The only thing Lungu has achieved from a widely believed ‘stolen’ victory is ‘fish farming,’ from a pond at the State lodge which he believes shall be his retirement home.

We wish to remind him that Zambia’s first president, Kenneth Kaunda lived in State house and loved playing golf. Super Ken was a good golfer with a relatively low handicap.

But when KK’s time was up in 1991 at the dawn of a new democracy in Zambia, he left behind his pride; the most loved and treasured golf course at State house.

And when late President Frederick Chikuba aka FTJ took over the reins of power, he bragged that he was a tennis lover and would not utilise KK’s golf course at State house.

We do not recall witnessing FTJ playing tennis to prove his love for the game, but we remember seeing him at a netball tournament christened after one young female politician.

Fast forward; the late president Levy Patrick Mwanawasa beats Lungu as a good lawyer, a great president, a passionate famer and a visionary leader of a political party.

Instead of setting up a banana field at State lodge which is an official residential place for any sitting president, Mwanawasa grew bananas at his Teka farm in Masaiti district on the Copperbelt province.

But why did Lungu decide to set up his fish farming business at State lodge knowing too well that it’s a property of the Government of the Republic of Zambia?

If Lungu is considering State lodge as his favourite retirement home after the forthcoming humiliating defeat by Hakainde Hichilema and the United Party for National Development, he better wake up!

By now, everybody knows how ECL prides, loves and treasures his fish pond at State lodge with the same passion KK had for the golf course at State house.

Unlike Dr Chiluba, when the son of the soil, Hichilema takes over as President of the Republic of Zambia in 2021, Lungu’s fish ponds will be safe in a real farmer’s hands.

It’s not too late for Lungu to consider putting up some fish ponds at his farm, not a government property. We repeat, if he thinks State lodge will be his retirement home, he better think again.

NAREP: Can UPND Show us a Ward or Council they have Developed Using their so called Connections and Management Skills

We read with interest what RPP President Mr James Lukuku also (opposition alliance spokesperson) had to say about NAREP President Stephen Nyirenda’s stance on political violence involving The UPND. Mr Lukuku should desist from using the opposition alliance to pursue his personal agenda or please his masters. RPP is a political party that should be able to stand on its own feet propagating its own agenda. We as NAREP will not waste our valuable time responding to individuals with questionable character.

In response to UPND Monze MP, Hon Jack Mwiimbu’s allegations against NAREP, we want to state categorically that we fully support our president’s statement that UPND is one of the oldest opposition political parties in Zambia and is directly participating in ruling Zambia through its representatives in council chambers and parliament. Hon Mwiimbu represents Monze where all councilors are UPND – can he point at one basic example of a single ward that has been developed using their so called connections and management skills, a ward that UPND can use as a prototype of how they would develop Zambia if given the mandate to run the affairs of the country. What is there to expect from an MP who has allowed an Agricultural hub of only about 200,000 people to be begging for relief food.

We want to remind Hon Mwiimbu that development should not only happen when one is in state house, NO! Not all development has to be initiated or delivered by the central government. For Hon Mwiimbu to say that they depend on central government for funding for them to develop their constituencies is a joke, lack of seriousness and visionary leadership just like their counterparts the PF! As NAREP women, we know from our simple survey that Hon. Mwiimbu is he himself not a people person who can engage with the people but thrives on casting aspersions on those that are a threat to his continued hold on the constituency. As a matter of fact, besides his legal contribution to UPND, there is nothing we can see tangible from the honourable MP.

We are fully aware of constitutional provisions that mandate the central government to deliver development. The constitution has not stopped anyone to identify projects and lobby funding for the same, but this can only be done by leaders who have a heart for the people. With all the land, the youthful human resource in thousands right in his backyard, Hon Mwiimbu and the UPND have guts place all the blame the central government for their failure to realise development. Our humble advice to hon Jack Mwiimbu of the UPND is that the he has overstayed as MP. It’s now time for new energy, youthful energy, new people with new ideas and solutions to not only represent Monze, but to inspire development.

The Honorable has done his part in his capacity and interest and must be respected and appreciated in that regard. This is the best he can do in all the years he has been an MP for Monze! NAREP will never be a surrogate of any political party, whether UPND or PF. NAREP shall otherwise interact with political parties that are bringing not only progressive ideas to the table but also practising them for the good of the Zambians. Leaders of the likes of Hon Jack Mwiimbu have failed to inspire! Mr. Mwimbu must desist from dragging Zambia’s hope in President Nyirenda into his politics of mudslinging. Mr. Nyirenda is a leader with his own plans for Zambia and must not be expected to be a praise singer for anyone whether ruling or opposition. He shall continue to call things by their known name at any forum, and this we know the Hon is aware. The president’s comment on Prime TV is a candid and experience driven professional observation that Mr. Mwiimbu also understands but maliciously choose to malign.

We wish to render timely warning to Hon, Mwiimbu that the people of Monze Central will soon be tired of his empty promises and inconvertible leadership. NAREP through a visionary Leadership of one Stephen Nyirenda has already started rolling out ideas for the youth, that includes those of Monze Central constituency.

Lastly, we the NAREP women call on all well-meaning women and youths in Zambia and in the diaspora, to rally behind true leadership that is visionary, has integrity, is able to inspire, plan and deliver meaningful development. Zambia is for Zambians, and will only be developed by Zambians.

Zambia being led by the worst dictators, says Bishop Mambo

ZAMBIA is being led by the worst dictators, Chikondi Foundation president Bishop John Mambo has charged.

And Bishop Mambo says Michael Sata has been betrayed by chancers who took over from him.

In an interview with The Mast, Bishop Mambo, who is also chairperson of Civil Society for Constitutional Agenda (CiSCA) wondered what vision PF government had for Zambia.

He said the closure of private media institutions by PF government was embarrassing to the freedom fighter who sacrificed for the Zambia’s freedom.

“It is not Gerald Shawa [owner of Prime TV] that will suffer but our young brothers and sisters, our children because they will not be able to go to school. What country do we want; where you want to fix every media?” Bishop Mambo wondered.

“The government on this one they have misdirected themselves. International community must help us to speak out and stop this dictatorship. This dictatorship is the worst in the world I have ever known and it is not right for a small country like Zambia, a principled nation and Christian nation for that matter.”

Bishop Mambo said PF, under President Edgar Lungu, has used a good name of Michael Chilufya Sata in vein.
He said Sata’s vision had been written off by chancers who had forgotten where they came from.

“Zambia is led by the dictators because collectively, the cabinet chaired by the President [Edgar Lungu] he has a right to say this is not the right way. What has been happening now has not happened in the last 27 years. We are seeing the worst now…this is why I have said that Sata has been betrayed, he has been totally write off because if you knew him, he had his own weakness but he was a people person. If you make a mistake, he would correct you and forgive you,” he said.

“Now in this case, the chancers, those who have come, because the ones that started PF are no longer in the PF, but those who joined on the way, some of them from the UPND, they are now the ministers, they are now in government. They have forgotten that they came from UPND and join PF. Sata gave them an opportunity to be leaders but they have proved to be dictators.”

Bishop Mambo added that Dora Siliya and Amos Malupenga should not be used by evil to close media institutions in Zambia.

He said Zambia’s politics were not adding value to anything because it was off democratic principles.
“Currently, I do not know which vision they are carrying. I do not know whether they have love for Sata! If they love Sata, they would have served the people of Zambia on principles that Sata stood for,” Bishop Mambo said.

Bishop Mambo said Zambia needs ideas to fix the economy, not citizens and their businesses.
He said the closure of Prime TV was similar to how those in power closed The Post.

“The shutting down of Prime TV, for those who are rejoicing, it is the beginning of the clampdown of the media institution before 2021 so that there will be no voice of Mambo, there is no voice of any person apart from them and ZNBC,” he said.

“Who is watching ZNBC now? We are paying a levy to ZNBC but they are not doing their obligation of equal coverage. It is a mouthpiece of those in government and their friends. I cannot be covered by ZNBC unless I am dancing to the tune of praising government for the things they have not done.”

Bishop Mambo said Zambians must graduate from Stone Age politics of fixing each to political of ideas.
He wondered what legacy those in office would leave for Zambia if their job was to fight every Zambia with divergent views.

“Let’s go to politics where we can differ but still we agree that we are a family. The way it is now, it is sending a very wrong signal. Everyone has spoken about the closure but the government is not listening. My appeal is that with such arrogance, if they have money to spend during 2021 election, let us eat their money. But let us go in massive numbers to go and vote for people that would see us to the promised land in 2021,” said Bishop Mambo.

“What legacy will my brother and sister leave to this nation once they are out of power? Because they must be remembered for something good but it appears that they are destroying everything. Anyone that was a friend of Michael Chilufya Sata is either his business has been closed or gone under. This is what we refused in 1991, we don’t want one party state.”

Mwale threatens to expose Chitimukulu

SENIOR citizen Joe Mwale alleges that he has a damning dossier against Chitimukulu, the paramount chief of the Bemba people.

He says what he knows about the paramount traditional leader borders on a foreign power and that he is set to expose him.

Meanwhile, Mwale notes that once he shares what he knows about Chitimukulu, senior chief Mukuni of Southern Province will realise that: “he was backing a wrong horse.”

Over the past few days, Chitimukulu has dominated in the media over what he could have said, not said, meant or not meant on Kasama radio, in Northern Province, about the voting pattern of the Bemba people.

Other people have denounced Chitimukulu as having made ‘tribal remarks’ while others are defending him that he only encouraged Bembas to vote en mass, like the way the people of Southern Province do.

To join Chitimukulu’s critics, on the aforesaid issue, Mwale called The Mast on Monday.

He said senior chief Mukuni of Livingstone, Kazungula and Zimba districts defended Chitimukulu’s statement because of not being aware about the paramount chief’s stance.

“But out of respect, I said let me not engage my royal highness, senior chief Mukuni, in the media and seem as if I’m rebuking him. I’m very close to senior chief Mukuni and I have been very close to him for many years. I have got a cordial relationship with senior chief Mukuni,” Mwale stressed.

“There are certain things that senior chief Mukuni is not aware of, about Chitimukulu, which if I had to spill the beans, the whole country will be in shock of what Chitimukulu is all about.”

Once Chitimukulu had made the remarks on Kasama radio, and they went viral, senior chief Mukuni on April 13 issued a statement to the effect that Mwinelubemba was misunderstood.

But Mwale countered.

“If I had to reveal something about Chitimukulu, the whole country will rise against him. There’s something that I have, with tangible evidence, about his plans and if I were to expose him…. One day I’ll expose him and the whole country will have to know the true character of Chitimukulu. It’s something serious but I’ll keep it for another day,” Mwale promised.

“I’ll expose him and say ‘this is you, this is what you said to me and not anybody else.’ What he said is very serious and involves a foreign power. He said it and the witness I have is that foreign power.”

He stressed that what Chitimukulu ‘could have said’ was: “serious and it could in fact end up at the ICC (International Criminal Court).”

“But I’m keeping it for another day. A day of reckoning will come when he will be exposed. I don’t want to engage with his royal highness senior chief Mukuni in the public but I’ll meet him. He doesn’t know what I know about Chitimukulu,” said Mwale.

“When I tell senior chief Mukuni and give him the evidence that ‘this is the real Chitimukulu, the one you were defending’, that’s when he will realise that he was backing a wrong horse.”

The constitution has not stopped anyone to identify projects and lobby funding for the same, but this can only be done by leaders who have a heart for the people. With all the land, the youthful human resource in thousands right in his backyard, Hon Mwiimbu and the UPND have guts place all the blame the central government for their failure to realise development. Our humble advice to hon Jack Mwiimbu of the UPND is that the he has overstayed as MP. It’s now time for new energy, youthful energy, new people with new ideas and solutions to not only represent Monze, but to inspire development.

The Honorable has done his part in his capacity and interest and must be respected and appreciated in that regard. This is the best he can do in all the years he has been an MP for Monze! NAREP will never be a surrogate of any political party, whether UPND or PF. NAREP shall otherwise interact with political parties that are bringing not only progressive ideas to the table but also practising them for the good of the Zambians. Leaders of the likes of Hon Jack Mwiimbu have failed to inspire! Mr. Mwimbu must desist from dragging Zambia’s hope in President Nyirenda into his politics of mudslinging. Mr. Nyirenda is a leader with his own plans for Zambia and must not be expected to be a praise singer for anyone whether ruling or opposition. He shall continue to call things by their known name at any forum, and this we know the Hon is aware. The president’s comment on Prime TV is a candid and experience driven professional observation that Mr. Mwiimbu also understands but maliciously choose to malign.

We wish to render timely warning to Hon, Mwiimbu that the people of Monze Central will soon be tired of his empty promises and inconvertible leadership. NAREP through a visionary Leadership of one Stephen Nyirenda has already started rolling out ideas for the youth, that includes those of Monze Central constituency.

Lastly, we the NAREP women call on all well-meaning women and youths in Zambia and in the diaspora, to rally behind true leadership that is visionary, has integrity, is able to inspire, plan and deliver meaningful development. Zambia is for Zambians, and will only be developed by Zambians.

UPND councilors ditching party because leadership is outdated -Tutwa Ngulube

PF deputy chief whip Tutwa Ngulube says more UPND members of parliament and councilors will ditch the opposition party because the party has outdated leadership.

And the Kabwe law maker says he is in talks with the Ministry of Health to have Kabwe on lock down to ensure that mass screening is done.

On Saturday, UPND chairperson for elections Garry Nkombo said that the party had dissolved the Western Province Provincial committee and accused the PF of bribing its councilors to resign from the party.

Nkombo said the party established an interim committee headed by Nkeyema UPND member of parliament Kapelwa Mbangweta in a bid to stop the PF from buying and targeting councilors in that province.

“For this purpose, we have observed that Western Province has become a hype of activities of the PF buying councilors and causing unnecessary by elections. Consequent to that, our journey for intra party elections will begin with Western Province. Though the authority that has been designated to me by the secretary general of the party, I am here by announcing pursuant to the requirement of the law that we should have elections; I am announcing the dissolution of Western Province provincial committee in order to pave way for election activities that will culminate countrywide. Once we are done with Western Province, we will go to other provinces,” said Nkombo.
“In view of the misbehavior of the PF buying councilors and targeting that province, we have decided that we are going to put a care taker committee which will be strictly there for administrative purposes only. Having said so, the dissolved committee will be at liberty to re-contest their positions as dictated by our own party constitution of the UPND. We want to make an appeal to foster unity as we go through this process of revitalizing ourselves in readiness for the upcoming general election in 2021.”

But commenting on this in an interview, Ngulube said people were defecting because the UPND leadership was outdated.

“The UPND has been losing councilors since time immemorial and you see they have this cry of actually claiming their people are being bribed we want to know who is bribing these people and how much is he paying them? You see, the UPND should realise that their leadership is outdated; starting from the President he has overstayed; he has actually failed to provide a succession structure at all levels. He has even failed to appoint a vice-president so he should not say or they should not accuse anybody of bribing the councilors,” Ngulube said.

“The councilors are just fed up and tired! You can imagine being a councilor not getting any help from anyone. When you want to work with government which can bring development, they are suspending you. They have frustrated a lot of government projects even places where government wants to bring development, they are actually threatening their councilors with expulsion. So those councilors that are actually resigning from UPND are actually waking them up they must realise that their leadership is outdated and that time is up let them just fold up and continue working with government.”
He predicted that more UPND MPs and councilors would ditch the party.

“We anticipate that even most members of parliament will ditch the UPND, most councilors will ditch the UPND and more council chairpersons because they failed to provide leadership. You cannot have a leadership that is always insulting government; you cannot have a leadership that is always wanting to fight when it is not necessary. The people are sick and tired of an opposition that has failed to criticize government based on policies they should be saying ‘we as an alternative government we are going to do this’, they should be in a position to show what will do as an alternative as opposed to just embarrassing government and accusing government of corruption. Other than that, there is nothing, they have nothing to offer even today even if they came into power the UPND will not offer any solutions to the people of Zambia,” he said.

“The Patriotic Front has actually done everything the people wanted to be anticipating to be done, how the President himself has actually dealt with most of these challenges that he has faced. In a short period of time the President has actually been tested by droughts, by floods and gassing and everything. He has shown spirited leadership. The UPND has not shown how they could have dealt with the gassing if they were in power. They have not shown as how they could have dealt with the load shedding when they in power. They have not shown us how they could have dealt with all these other challenges that the country is facing. So to us an opposition that has no vision is as good as a dead opposition!”

And Ngulube said he was negotiating a Kabwe lockdown with the the Ministry of Health.

“We have spoken to the Minister of Health and we are calling for a lock down of all those areas where the virus came from. We are just not calling for a lockdown, we are also going to make sure that we distribute food and the necessary requirements. For instance, I have organised through DMMU 4,000 bags of mealie meal which I intend to distribute to all those people who will be affected by the lockdown. We are just waiting for clearance from the Ministry of Health then we can quickly move in and shut down Kamushanga and all those other compounds and allow the Ministry to conduct mass screening and contact tracing while people are in their homes. We won’t allow anyone to leave until the Ministry has done their job,” said Ngulube. -ND

BEING IN OFFICE BUT NOT IN POWER: THE CASE OF THE OFFICE OF IG IN ZAMBIA

There’s a phrase that you can be “in office but not in power” often quoted when referring to Africa and its power relations with the west.

This is where the African leaders pride in being in office but are not in actual sense in power as power is execised and lies in those western powers and institutions controlling it through the their footholds on the economy, elections, technology, politics and innovation.

This is the case of the Office of the Inspector General of Police in Zambia and perhaps many countries in Africa.

Many of these IGs are in office to supervisor someone’s appointees but not in power as the power lies in the appointing authorities.

How does one explain a situation where all the provincial police commissioners are appointed by the President so is the IG and his/her deputies?

Who reports who to who? Who disciplines who to and against who since both the IG and his deputies on one hand and the provincial police commissioners on the other are all appointees of and can be transferred, redeployed and fired by the President at any time?

Where does loyalty of these commissioners lie, to the IG or the President? Of course the President.

No wonder since 2011, the IGs have looked ineffective, incompetent and without public confidence or commanding power because of this set up.

The IG cant fire or transfer an inept Commissioner at tbe province and can’t even hire an effective commissioner.

The IG can’t transfer a commissioner from one province to another despite his/her incompetence but live with such a person until the appointing authority decides otherwise.

This scenario potentially leads to serious bootlicking of these commissioners and do muzungu anikonde to the President so that those appointed to head provinces such as Lusaka and Copperbelt find means to remain there while those commanding little busy provinces may have no chance to test the busier one even if they may be more capable.

In my view this has undermined the office of the IG in Zambia. The poor IG is indeed in office but not in power.

There is need to make the IG not only be in OFFICE but also wield power over the entire police Command.

Tanzania President cancels $10billion Chinese loan; Refers to the Terms and Conditions As One That Can Only be Accepted by Drunkard Person

Is Magufuli a demigod or the general African leadership has started stepping up to Chinese Killer loans? Let’s digest it. A few years back, African leaders developed a sudden inexplicable craze for Chinese killer loans with terms and conditions that beats logic.

They sign Chinese loan agreements that they know very well they cannot pay back within the agreed time frame but mostly proceed with the loans just for the kickbacks attached and the benefits some individual politicians stand to get from such contracts to the detriment of the development of their respective nations. In most cases, the defaulted loans lead to the seizure of major facilities to make-up for the amount involved.

Following a series of constructive criticisms by reputable organizations and general outcry by concerned African citizens about the dire consequences of these killer loans on the continent, some of the leaders seem to be taking certain commendable actions to save their dying reputations.

Prior to the enlightenment and outrage by the African citizenry, the least was heard of African leaders or governments confronting China to loosen up their terms or face suspension of contracts but in recent times, they are building some courage to do the needful.

The Tanzanian head of state, John Magufuli canceled Chinese loan of ten billion US dollar (US$10billion) agreement signed by his predecessor, Jakaya Kikwete with Chinese investors to construct a port at Mbegani creek in Bagamoyo, just north of Da es Salaam.

The Chinese investors initially agreed with the erstwhile Tanzanian administration to build the said port on condition that, they will be granted a 30years guarantee, 99years uninterrupted lease with an attached outrageous demand that, the Tanzanian government will have absolutely no power to raise concerns on whoever invests in the port during the period stated.

This sounds very ridiculous, but it was actually signed by a certain government which raises the question of whether our lead negotiators read and understand agreements before appending their signatures. In the words of Magufuli, the above terms and conditions could only be accepted by mad people. in effect, He initiated a renegotiation with the investors to bring down the lease period to 33 instead of the initial 99 years negotiated.

The government equally stated clearly that there will be no tax or utility exemption for the investors as has mostly been the case in the parasitic China-Africa trade relations. Additionally, the investors will need the approval of the government in order to operate any new business at the port. The government issued a time frame which the investors failed to meet, resulting in the suspension of the agreement.

Aside Tanzania, it could be remembered that, the Julius Maada Bio lead administration in Sierra Leon equally suspended a $400 million airport construction agreement in 2018. He was quoted to have said that: “it is uneconomical to proceed with the construction of the new airport when the existing one is grossly underutilized”.

Additionally, there have been several other resistances to Chinese backed contracts in Africa. The cancellation of a USD2 billion coal plant contract in Kenya, among few others, are typical examples of the growing awareness.

Does this imply that there are no countries in Africa that are still taking these killer Chinese loans? No! some countries still sign such agreements, mostly at the blind side of the public and the consequences will soon be seen.

The acknowledgment of the above bold steps taken is mainly to encourage the African leadership to move away from the killer Chinese loan mindset which is a looming neocolonial trap and focus more on transformational ideas to make good use of our resources. ‘My child won’t be baptized by black man’ – Nigerian priest leaves German parish after death threat

A Nigerian priest in Germany has been forced to leave his parish over concern for his safety after his car and house were attacked and he received a death threat. Catholic officials in Germany say the priest, Patrick Asomugha, who is the head of a parish in Queidersbach, a small municipality in western Germany, will leave his post this week.

“Concerns for the safety and wellbeing of pastor Asomugha makes this step unavoidable,” Andreas Sturm, vicar general for the Speyer diocese’s bishop, said in a statement. “It would be irresponsible to continue exposing pastor Asomugha to the threat.”

Asomugha has been head of the parish in Queidersbach since 2017 but his worries began last year after his parish house was broken into by unknown persons.

He subsequently faced racist remarks during church services. According to reports from local media, parents last June were overheard saying: “I won’t let my child be baptized by a black man.”

During communion service, one parishioner is also reported to have said: “I’m not taking anything from those dirty black hands.”

Last fall, Asomugha’s car tires were slashed and this followed with a death threat posted on his garage door. Two days later, unknown persons smashed bottles against the door of his parish house.

“The attack against me have made it almost impossible to lead a normal parish life in Queidersbach,” Asomugha said in a statement.

Church officials say that he had earlier called for peace among people in the community in the wake of racist attacks. Last October, his church even held a “solidarity mass” over these concerns to drum home the need for unity. Nevertheless, the attacks continued.

“Under these circumstances, I can no longer fulfil my duties as a pastor in Queidersbach,” Asomugha said in a statement.

The diocese of Speyer said he would be given a new role during the course of the summer. The local Catholic youth organization, which expressed its “deep shame” over the development, said it was “horrified to see that because of their skin color, origin or other characteristics, people can no longer exercise their professional activity or have to leave their employment”.

In recent years, there have been concerns that Germany is failing in its anti-racism efforts, given the many recent racially motivated attacks in the country.

In 2016, Congolese priest Olivier Ndjimbi Tshiende had to leave his post in Bavaria, Germany, after threats on him due to his race and his work with refugees.

NAREP has become a PF surrogate – Mwiimbu

MONZE Central UPND member of parliament Jack Mwiimbu says National Restoration Party (NAREP) president Steven Nyirenda has lost direction and has become a surrogate of the ruling party PF.

Speaking on Diamond TV’s COSTA programme last week, Nyirenda said he did not want to join the UPND because that party lacked a vision.

“UPND has been actually ruling for the past 15 to 20 years. UPND has more than ten constituencies, districts, they should have shown us just one, turn it upside down they have the muscle to do it. When I talk to my friends I say ‘a district or a city council is the richest society in any country’ because they own everything in that city, the roads, the land they can turn that into anything and change how it looks and UPND has not changed not even one single, for me that’s why I say there is no vision. If there was vision, they would have turned one constituency and showed us that this is how I’m going to run this country. The other time a person was telling me about CDF you can’t run a district using CDF K800,00 is for other people they use to shop at Shoprite you need proper resources, and the resources are the youths, number two; the land number three; the brains to make sure what you have you create wealth,” said Nyirenda.

But in an interview, Mwiimbu said Nyirenda was ignorant.

“It is unfortunate that Mr Nyirenda would utter such statements against the UPND. He has to realize that the UPND has never been in government. We would like to forgive Mr Nyirenda for the ignorance he has exhibited. If he doesn’t know that the provisions in the constitution in terms of providing developmental activities rests squarely in the government of the day, and the government of the day is PF. We do not understand why he can start attacking a political party which is in the opposition like himself? Him and ourselves are supposed to offer checks and balances to the government. If he continues attacking us then we realize that he is a surrogate of the PF and he is trying to be a good boy to the PF,” Mwiimbu said.

Mwiimbu wondered why Nyirenda was siding with the PF when they destroyed his Television station.

“Even the attacks he has done against Prime TV just shows he has lost direction. He was running Muvi TV and it has been brought down by the PF themselves how can he now praise the PF? And put the blame on us? He is ignorant about the role of the MP, my role is to be an advocate to speak on behalf of the people I represent which is Monze and I also represent the country on issues that affect them and I can proudly say I have not failed the people of this country. And if he comes to Monze, he will see a number of developmental projects contrary to what he is saying,” he said.

Mwiimbu said local councils lacked the resources to implement any projects without government’s support.

“Even the little that the councils make, if they make any money, it goes towards payment of salaries and wages. The financial constraints in the current local payment system were created by the MMD at that time and have been perpetuated by the PF itself. Despite the provision in the constitution which states ‘that road taxes, road tolling and motor vehicle license are supposed to be the responsibility of the local authorities’ the government has refused to give those powers to the local authorities to enable them to generate funds. It is also important to note that during the MMD era, all the houses that w ere held by the councils were sold to individual residents, the councils now don’t have any base whatsoever. The base that they can have is the road taxes, motor vehicles licenses which have been taken away again by the Central government. We therefore recommend that the central government must give back the powers to the local authorities and be independent, and provide developmental duties in the constituencies,” said Mwiimbu.

Kambwili Backs Chitimukulu’s ‘freedom Of Stupidity’ Charge Against Those Attacking Him

National Democratic Congress (NDC) leader Chishimba Kambwili says it cannot be better than the Chitimukulu put it that those attacking him on what he said are engaging in freedom of stupidity.

Speaking with Daily Revelation on paramount chief Chitimukulu’s response that there was freedom of stupidity, in reaction to those criticising him over his recent comments on Radio Mano, where he said that Bembas have been liberal kingmakers in the election of non-Bemba politicians like Dr Kenneth Kaunda, Levy Mwanawasa, Rupiah Banda and Edgar Lungu, Kambwili said there was nothing tribal in what the paramount chief said, as he was merely addressing his tribesmen to up their game in terms of voting. He said in doing so, Chitimukulu never even urged his people to vote for any particular president, and neither did he mention any tribe.

Kambwili said he was defending Chitimukulu not because he was a Bemba himself, but that he had always respected the royal tradition in the country, saying he was even on record as having condemned the attacks on chief Mukuni of the Toka Leya people by PF officials Stephen Kampyongo and Sunday Chanda.

He said he distanced himself from the recent statement by opposition alliance spokesperson James Lukuku, if he made the remarks condemning the Chitimukulu on behalf of the alliance.

“I don’t think we can tolerate anybody to insult chiefs from any part of the country. I hold all chiefs in high esteem,” Kambwili said.

On Chitimukulu’s exact statement that those criticising him were engaging in freedom of stupidity, Kambwili supported the chief’s assertions.

“It can’t be better than the chief has put it,” said Kambwili.

Speaking with Daily Revelation, Chitimukulu said there was nothing he could do about people who were criticising him over his statements as there was also freedom of stupidity.

“Nomba nchite shani (So what should I do)? They have got their own opinion Kabila naimwe ni freedom of stupidity nomba tuchite shani (so what should I do)? Eeh nomba nchite shani? That is their own opinion. Nomba nchite shani?” said Chitimukulu. “They have got their own opinions, because when I speak it must be criticised because we have got different opinions. So I accept what they are saying. There is nothing wrong. Ok”

Micho To Honour Mweene With Exit Home Match

WITH national team goalkeeper Kennedy Mweene considering to hang his gloves and pave way for others, national team coach Milutic Sredojevic says he wouldn’t mind giving the veteran ball stopper his last game in front of home fans.

Speaking on diamond TV’s Sports Cafe programme, Micho described Mweene as a legend in Zambian football, as he had brought joy and pleasure to Zambia.

For close to two decades with 120 caps for the national team, Mweene has been an undisputed number one choice between the sticks, such that he continued to get the nod ahead of others even when he was second choice at his South African Premier Soccer League side Mamelodi Sundowns where he won the CAF Champions League title in 2016.

“Kennedy Mweene deserves a footballing legend [award] in Zambia because his saving of those penalties has brought joy and pleasure. He is needed to the game, he has served, he is there,” Micho said.

“I can’t allow, to be the national coach here, and such a legend and he is also my personal friend; is not going in the most honourable way with a match where he will retire in front of his home people that he has served so that we pay back for the pleasure to Zambia and Zambians.”

Micho also revealed that a goalkeeper academy would be formed to groom more goal minders.

“With what I have told you, we are setting an academy for goalkeepers. Practically, we are setting [up] 10 goalkeepers in Zambia that we shall put full attention [on]; there are those that are present, are performing and there are those in a way future goalkeepers,” he said.

Micho further hinted on coming up with a goalkeepers’ coaching course.

Meanwhile, with his contract yet to be signed by government, the Serbian said it was not the financial aspect that had attracted him to Zambia.

“I didn’t come here driven by financial aspect because elsewhere I would have probably have more than what I’m getting here. What I’m getting is unbelievable,” said Micho.

“Passion of supporters is a driving force, an injection and getting talented, quality players and with support of all the stakeholders. I personally believe that together we could be part and contribute to the team with all of us 17 million, coaches and assistants.”

A museum in China put on an exhibit called “This is Africa” that compares Africans to animals

On exhibit at the Hubei Provincial Museum is a photo series meant to celebrate the harmony between man and nature, as captured by a photographer and businessman during his travels to Africa over the past decade. The exhibition, “This is Africa,” includes the typical shots of elephants, cheetahs, and sunsets over the savanna, but makes one crucial miscalculation. A section titled, “One’s heart makes one’s appearance” features portraits of African children and adults next to animals.

 

In one, a photo of an elderly man is placed next to that of a monkey. In another, the image of a young African man looking over his shoulder sits next to a photo of a cheetah in the same pose. A child with an open mouth is placed next to a gorilla. Among photos of the exhibit circulating African student groups in China is one of Chinese children posing underneath the image, making similar expressions. The student who shared the photos asked not to be named for fear of being targeted by immigration officials.

 

After receiving complaints from the African community, the museum removed the photos. African students complained to their university deans while others petitioned their embassies, according to students and professionals in these circles. The exhibit has been on display since late last month in honor of China’s eight-day National Day holiday when the museum received some 133,000 (link in Chinese) visitors.

“It’s not shocking. Africans are not strangers to racism here in China or elsewhere. But it is sad that despite deepening economic connections and interactions between Chinese and Africans, there’s still clearly so much racism and lack of cultural understanding,” says Zahra Baitie, a Ghanaian master’s student at Tsinghua University studying global affairs.

In a statement sent to Quartz today (Oct. 13), the exhibit’s planner Wang Yuejun said “the museum fully understands” the complaints. He also tried to justify what he sees as a cultural misunderstanding. “The exhibit’s main audience is Chinese. In the Chinese esthetic, comparing people to animals is not offensive,” he said.

Wang pointed that the Chinese have worshiped animal totems and that in the Chinese zodiac system, one’s birth year is associated with an animal. Defending the photographer’s decision to compare the facial features of animals with that of humans, he said. “It’s to remind people that we shouldn’t forget where we come from.”

The photographer, Yu Huiping who is also the chairman of a local construction company, has previously said the goal of his work is to explore the connections between nature and man. Reflecting on his visits to Africa, he told Chinese media ahead of the exhibit’s opening, “I often wonder, how do we build an order and balance the ecology system between human and nature? I think, record, explore, and communicate with the unique perspective and sensitivity of a photographer.”

This isn’t the first time that racism towards Africans has reared its head in China. WeChat apologized earlier this week after users discovered the app’s translation for hei laowai, or “black foreigner,” into English was “nigger.” Last year, Qiaobi, a home care company famously ran a television ad in which a black man put into a washing machine comes out Asian, thanks to Qiaobi’s extra strong detergent.

Not everyone believes the exhibit should be taken so seriously. Sam Haguru, a teacher who tried to go see the exhibit after the photos had already been taken down, says that while he disagreed with the exhibit, it shouldn’t color people’s perceptions of the entire country.

“China is a great country and an individual’s mistake should not be used to castigate the whole of China. China remains a second home to me,” he says. “Personally, I have been treated with respect and love by the Chinese people whom I have met.”-Quartz

 

Made in Nyasaland: The Enduring Influence of Malawian Diaspora over Zambia

Of Zambia’s neighbours, no country has had more economic, religious, educational, political, and cultural influence over Zambian than Malawi. First Republican President Kaunda was born from parents who came from modern day Malawi. The current president of our Republic, Rupiah Banda, also has parentage descent from what was then Nyasaland. Beginning from presidency to copper mine labourers, the Malawian diaspora have left an indelible mark. And they continue to do so.

Malawian influence however, is not just unique to Zambia. Other Southern African countries do have a huge Malawian diaspora among its citizenry. People of Malawian descent can be found in South Africa, Namibia, Mozambique and Tanzania among others. In fact, in Tanzania a leading politician is facing accusations that in spite of his Tanzanian citizenship he is in fact a Malawian. There is no doubt that Malawians are the most travelled peoples in Southern Africa. They have spread to several Southern African countries more than any other nation has done.

In this article I wish to show reasons why Malawi remains so prominent.

According to historian Rotberg, Malawi’s clout hails from the quality of European missionaries that it received. Contrasted with the missionaries sent to Zambia, Rotberg states that those sent to Malawi were more educated than their Zambian counterparts. While Malawi received medical doctors, teachers and lawyers from the Church of Scotland, Zambia received characteristically charismatic evangelicals who took their evangelical mandate more seriously without social or community consciousness.

Several Zambian historians have shown that European styled education was first established in Western Province, but many years before that Malawi had already received her first schools. The missionaries influenced Malawians to the extent that the natives themselves started making the initiative to spread the gospel and education to their surrounding tribes. It was during one of these evangelistic pursuits, that a Malawian, named David Kaunda, moved from Livingstonia Mission in Malawi to Chinsali, Zambia where he started to preach the gospel to a people that had not yet believed. David Kaunda’s ministry among the Bemba became so successful that he established a church and a school there. In fact, David Kaunda even adopted Chinsali as his own home and put himself under a Bemba chief Nkula.

David Kaunda is significant for Zambia not only because he was father to Zambia’s first president Kenneth Kaunda, but also because he became a pioneering native evangelist. David Kaunda demonstrates that Christianity had been adopted by Africans as their own religion such that they did not see it as a white man’s religion but as their own religion. David Kaunda shows that in addition to those Europeans who brought the gospel, are Africans who equally should share in that history. Additionally, from David Kaunda we see a pioneer who started the Malawian influence over Zambia and over Southern Africa.

Malawi is also influential due to the fact that for some reason, during the colonial era, Malawi supplied easy labour for mines in Zambia, Congo DR and South Africa. Most of the Malawian men and women who travelled to other countries settled there and became a very influential part of the population. History does show that usually, populations that are used or exported to other countries as labourers become rulers of those countries with time and assimilation.

The world is always dominated by labourers. China is becoming a leading economy today not because of its scientific or technological innovation, but simply because of its labour. When the West went to China to make goods and exploit cheap labour they had very little understanding that labour is a major key to China’s economic development. No nation can prosper without labor. For Malawi, it provided labour to Southern Africa, and that labour has resulted in tremendous power and clout over Southern African affairs.

In pre-independence politics, especially during the debate over the Federation, some Bemba speaking politicians on the Copperbelt did not like the Federation because they were concerned that it would only lead to domination from the Nyasas. That was because the Nyasas where more educated and Europeans found them easier to work with.

After independence, Malawi’s Kamuzu Banda was a very shadowy figure to understand. For certainty, Banda never got along very well with Zambia’s Kaunda. As a person with doubtful Malawian credentials (there are stories that Kamuzu Banda spoke very little chiChewa) Banda knew that Kaunda as a man of Malawian descent could easily influence Malawian politics. Kamuzu Banda had to be shrewd and this ingenuity saw him align himself with apartheid South Africa. Alignment with South Africa meant first that he could get South African economic benefits and he could easily supply South Africa with an African black labour that would be politically less toxic in South Africa. Second, it emboldened and ostracised Malawians already in the diaspora who felt betrayed by Banda’s actions. These Malawian diaspora could include President Kenneth Kaunda himself and several influential figures in Zambia.

It is rather telling that in keeping with the adage that “blood is thicker than water” President Kaunda never stationed armies along the Malawian border. Instead of Malawi, Kaunda stationed more soldiers along the Congolese border. For Kaunda, the Congo was more “the other” than Malawi was. Kaunda is perhaps responsible for the marginalization of Zambians of Congolese origin—a tradition than Chiluba continued. After independence, Kapwepwe and several other politicians accused Kaunda of favouring Malawians over Zambians in political appointments.

For his part Kaunda had to reject Malawian citizenship only in the 1970s. This action would latter haunt him, as Remmy Mushota used it to have the High Court declare Kenneth Kaunda as a stateless person. This High Court decision was indeed quite bizarre such that the Supreme Court had to reverse it swiftly. It was going to have serious repercussions for Zambians of Malawian descent who in fact may have included the judges of the High Court itself.

Malawi’s influence can be derived from its geography as well. It is about five times smaller than Zambia and yet has a comparable population to Zambia. This geography means that Malawian tribes are geographically closer to each other than is the case in Zambia. This geographical proximity means that tribal problems would not be as toxic as they would be in Zambia. Proximity also means that the people would have less tribal misunderstandings. For example, In Zambia the distance between Nakonde (a Namwanga stronghold) and Mongu (a Lozi stronghold) is 1500km whereas the distance between Karonga and Blantyre is only 800 kms.

All else being equal a person can drive through Malawi from its furthest two points in a day, whereas that would be impossible to do in Zambia. The consequence of its size and its population means it is far much easier for Malawians to spread out looking for greener pastures outside their country, and once they cross the border, it is easier for these Malawian tribes to stay together. One study has even suggested that even if the Tumbukas and the Chewas seem to be rivals in Malawi, they become tribal allies in Zambia.

Chiluba’s citizenship policies dented Malawian diaspora influence temporarily. He deported John Chinula and William Takere Banda. He in fact, wanted to deport Kaunda himself. What saved Kaunda and eventually many other Zambians of Malawian origin was the Supreme Court. Such a deportation was going to destabilise Zambia. Malawian influence is too pervasive to be dispensed with in the manner Chiluba wanted.

Zambia cannot do without its influential section of Malawian origin. When Chiluba defeated Kaunda in 1991, some sections felt that a Malawian had been defeated. But in 2008, another Malawian story got written and State House welcomed another occupant who is truly a Zambian citizen of unquestionably Malawian heritage. The “Made in Nyasaland” stamp over Zambia is here to stay. And the best thing Zambians can do is to embrace and respect the contribution of Malawi to the Zambian nation. NDC gives Chitimukulu benefit of doubt

CHITIMUKULU never told the Bemba speaking people to vote for a Bemba president but anyone capable, says National Democratic Congress spokesperson Saboi Imboela.

Commenting on the outpouring of anger directed at Chitimukulu following his condemnation of his subjects’ apathy towards elections and lack of a strong political stand in national politics like their Southern Province counterparts, Imboela urged all chiefs in Zambia to encourage their subjects to take interest in national politics.

She stated that it was fact that Bemba speakers were the majority, going by the seven-tribe categorisation and therefore their votes make a difference on the Zambian political landscape.

“Before we judge words and what we think they mean, it is always important to look at the audience, media and context in which someone says something. So to me, the good chief is probably guilty of using mass media to say something that we all know most people say in private – but such talk should probably stay that way- private. There are many things that the Chitimukulu said which are very true which cannot be ignored and being overly sensitive about them will not change anything,” Imboela stated.

“…Whether you like that or not, it is a fact. The only problem would be if they use that vote to only vote for their fellow Bembas and not objectively look at who really is best for the job. But of course we know how tribal our politics are, so that is a story for another day. But the Mwine Lubemba never told his people that they should only vote for a Bemba but clearly said anyone who was capable. To me, all traditional leaders should actually encourage their subjects to vote. He said Bembas should vote in big numbers because they are 21 per cent [of the population] and they should be the ones to determine who the leader should be. Actually, from the last time I checked, the Bembas are even more than 21 per cent, so their hegemonic influence on the population and the vote is undeniable. The Chitimukulu said, ‘there is no segregation, we are the ones that chose Kaunda from Malawi, Chiluba and R.B.’ He further went on to say that anyone could lead as long as they played their games right. He lamented about his subjects’ lack of care about how things were going and stressed that people did not realise that it was that same vote that could change things. How right he is! And this is something Zambians need to take seriously; our vote determines how we live, or at least it should,” she added.

Imboela stated that Chitimukulu’s call to Bembas to end voter apathy and vote enmasse like their Southern Province counterparts should not be misconstrued to be tribal as the traditional leader was doing what should be done all over the country for people to exercise their rights to vote.

She stated that even the people of Southern Province who Chitimukulu praised do not vote in large numbers as they were largely perceived because most of them were not even registered voters.

“In 2016, there was an active drive to engage the people of Southern Province to vote and it worked out. In 2021, all political parties, traditional leaders and non-state actors should actually go out there and encourage people to vote. It is not only their right, but also duty to vote. People died for our generation to be able to vote, so people should never take such rights and responsibilities lightly. So the Chief must actually be commended for telling people to vote as long as he does not tell them to vote on tribal lines. And from that audio, he did not say that.”

Imboela stated that Chitimukulu’s complaints of lack of development in the area were everyone’s cry that there must a correlation between the way people voted and the way they lived.

She stated that the fact the Chitimukulu acknowledged that there was a problem of some traditional leaders selling land which would be a problem attracting investors was an indication that he looked at the whole development agenda holistically than it had been perceived.

Imboela also stated that traditional leader also talked about the problem of drinking by political leaders.

She stated that to prove his argument that there was lack of respect to traditional leadership by political leaders, Chitimukulu cited the diversion of development funds meant for Chinsali district and the K2 billion meant for the Kasama-Luwingu road that the MMD government then diverted to its convention.

“He complained that his subjects lacked commitment to usher in a leadership of their choice. He mentioned that out of a registered number of 150,000, only 50,000 would show up to vote and that was not good. He referred to this scenario as that of a useless majority that did not take advantage of the big numbers they had to elect the leaders that they wanted. He said it is not about begging and insults but the Bembas should use their 21 per cent wisely,” she stated.

“I will still give him a benefit of doubt that even these strong Bemba words did not mean putting the Bemba people above all else but simply a call for his people to turn up in large numbers to vote, especially that they were a majority. That said, the chief said that the Tonga voting patterns showed that they knew what they are doing but the Bembas were saying ‘olobatuteke bambi’ (this certainly needs further clarification). ‘Mukalila’- does he mean the Bembas will cry when they choose someone from another province or if they simply allow a bad leader to arise due to their voter apathy? This indeed needs further clarification. The people that have gone to town calling him a tribalist have already concluded that he meant the former. ‘Let me warn you, if this is the way you will be living, ‘the Bembaness’ will finish’- whatever that means. Do people also need clarity on ‘Kulanga bu Bemba kushipa’ or they have concluded that it is a tribal statement? Is that something inciting tribalism or a call for his subjects to be strong, or resolute, or what?”

Siliya Ordered Prime Closure – Sichinga

The former Minister of Commerce Robert Sichinga has accused Minister of Information Dora Siliya as being behind the decision taken by the Independent Broadcasting Authority (IBA) to suspend Prime Television’s licence.

“I can tell you that it is not IBA that has decided, this is a directive from the Minister herself,” Sichinga is quoted as stating.

“Prime TV must be opened… And then they tell Prime TV to appeal to the same minister that ordered for its closure, that is against the rules of natural justice; you cannot be the judge and jury at the same time,” he continued.

Sichinga warned the PF to “stop this nonsense” stating, “Honestly, we can’t carry on like this. And we’ve got a lawyer for a President, he knows these are human rights. So can’t he stand up and stop this? Because no minister can issue such a statement without the President knowing.”

NDC leader Chishimba Kambwili previously alleged that two members of the Independent Broadcasting Authority (IBA) had reliably informed him that Prime TV was closed by State House.

“First and foremost I am reliably informed by two board members that the decision was not done in the interest of the nation neither was it backed by law but it was just an instruction from State House and the Ministry of Information. The board must resign because instead of following the laid down procedures and the law, they decide to succumb to pressure by the minister and State House. What they have done has no backing of the law,” Kambwili stated.

“Let us learn to coexist and accept divergent views. If you just want people to be listening to your own voice always then you are a wrong leader because a good leader listens to criticism and is able to make amends based on the criticism,” he continued.

The NDC leader claimed that the IBA has abused its authority by invoking Section 29 of the IBA Act without evidence.

“If you read the letter that they wrote to Prime TV it will even show you that the letter was irregular. Prime TV has not been charged with any case which they included in their letter. Now how do they write that in the letter? Even the way the letter was written was all illegal and wrong. We call upon the President, Edgar Chagwa, Dora Siliya, Amos Malupenga to advise the board to rescind that decision and give back the licence to Prime TV,” Kamwbili argued.

Chibamba Kanyama: Is Zambia in a Debt Crisis?

Over a lunch discussion with the IMF Mission Chief to Zambia Tsidi Tsikata when I was still at the Fund, I learnt about how desperate he was about helping Zambia be on an economic path of recovery following the 2015/16 economic crisis. He considered putting Zambia on a programme would be the best retirement success for him as he turned 59 that year. I believed his genuine intentions, a Ghanaian national desperate to help another African country. For a mission chief who succeeds to put a country on a programme and gets it on a path of economic recovery and growth, it is a huge achievement. What stood in the way was how to get the Zambian government to cooperate by understanding the gravity of the problem and request a programme.

IMF is a very difficult institution to deal with though over the years, it has made significant reforms, among them the need to listen more to the needs of the authorities, involve the private sector and civil society in programme negotiations and place the protection of the vulnerable (poor communities) as part of the programm conditions. In other words, a programme should accommodate domestic needs unlike the case during the Structural Adjustment Programmes.

Recently, former ministers and advisors called for among other things the urgent need to resolve what they termed, ‘debt crisis’. I cannot doubt their intent; some of them managed the two post HIPC IMF programmes that the public never came to hear about. They managed them well, enabling the country to pay back the loans while the country grew an average 6.7 percent per year. Hardly any national asset was sold during that period (just as the case was with Ghana that just completed an IMF programme worth US$918 million; with an interest rate you cannot get from the capital markets).

However, there is another school of thought by citizens that given that our GDP is $27.5 billion, and our external debt is $11.2 billion we are not in a crisis. In my engagements with economists in their day-to-day work, I appreciated the need to have a thorough diagnosis of the health status of an economy. In medical terms, health experts will only determine the next course of action for a patient after thorough tests: body temperature, weight, heartbeat, blood pressure, etc. The doctor will not rush to ask the patient to go home because the temperature is 36.9 degrees or normal.

A debt crisis simply means that you are or fast approaching a situation in which you will not be able to honor your current and future financial obligations – without having almost all your national budget spent on servicing your debt and just the essential items like paying civil servants. Economists have their own way of determining whether a country is in a crisis or not. The first step is an assessment of the country’s face and nominal value of its debt portfolio (both domestic and external debt). Face value is what is repaid at maturity and the nominal value is principal sum borrowed plus interest accrued and not yet repaid. Both face and nominal value will be the same at maturity. In the case of Zambia, our external debt is $11.2 billion. When we add domestic debt, it comes to around $20 billion. So, the face value of Zambia’s debt is $20 billion.

The deal breaker even rating agencies use for Zambia is the nominal value. The requirement is that you outline the terms on which you borrowed your loans – this helps determine what the interest payments will be. When institutions say your debt numbers are opaque, they simply mean you have not provided enough information on your loan agreements (and I suspect this was what concerned Tsikata during the lunch discussion and the issue has continued to date). Without this input, even debt restructuring becomes a huge problem.

For example, if and we are paying interest rate of 10 percent per year for 10 years for the $11.2 billion with Eurobonds today amounting to $3 billion, it means the nominal value of your Eurobond debt is $6 billion. This means the nominal value of our total debt is already $23 billion before we know the terms you borrowed the other $8.2 billion (the non-eurobond money). Assuming you borrowed the $8.2 billion interest free, your face value debt-to-GDP ratio will be 74.0 percent and your nominal debt-to-GDP ratio will be 85.1 percent.

The second criteria to determine debt crisis is your debt service-to-revenue ratio. Revenue is what Zambia Revenue Authority collects in taxes and the non-tax by other ministries. According to economists I talked to, if your nominal value debt-to-GDP, face value debt-to-GDP, and debt service-to-revenue ratios are above 60 percent, 40 percent and 20 percent respectively then you are in a crisis.

In short, in the 2020 budget, Finance Minister Dr. Bwalya Ng’andu planned to raise K71.9 billion from domestic revenue and spend K33.7 billion on debt service (K21.1 billion on external debt and K12.6 billion on domestic debt). Therefore, our debt service-to-revenue ratio was projected to be 46.9 percent when the budget was unveiled in September 2019. And face value debt-to-GDP ratio is way above 40 percent threshold. The nominal value debt-to-GDP is higher than the 60 percent threshold given that even the face value is way above the same ratio. This surely is of concern to technocrats at the Ministry of Finance, that we are in the face of a crisis but how we come out of it is the question now.

CONCLUSION
When faced with uncertainty, the key question of leadership is, ‘Do we know enough about the situation? Given the various scenarios, what is the best option to take under the circumstances? What price are we paying and how do we prepare the people for it before we reap the benefits? As Dr. Mbita Chitala stated, the IMF route can be dehuminising. However, IMF route or not, a decision must still be made (still being aware that without an IMF letter of comfort, that strategy will need some unique approach).

Muvi TV revenues plummeted from K7m to K0.8m a month after closure, laments Nyirenda

NATIONAL Restoration Party (NAREP) president Steven Nyirenda says closing down a media institution is deadly because once reopened, it may never recover financially.

And Nyirenda has advised media houses to be careful with politicians because they all disappear in times of turmoil.

Meanwhile, Nyirenda says he can’t join the UPND because it lacks vision.

Speaking when he appeared on Diamond TV’s programme dubbed COSTA, Monday, Nyirenda lamented that Muvi TV’s revenue plummeted from K7m to K800,000 a month after closure, on similar grounds as Prime TV, in 2016.

“Muvi TV used to have revenue up to even above K7 million per month. When they closed, our revenue dropped from K7 million to K800,000 and up to today, Muvi TV is suffering from that, it hasn’t recovered. If you close media for even one day, one hour, it goes down just like that. It made people lose employment, it made other services that we were giving, we had to close them and personally I have to come and bail [out the station],” Nyirenda, who is also Muvi TV proprietor, lamented.

And Nyirenda warned media houses to be careful with politicians.

“But I want to put a caution here I am in the opposition now, any one who is in media right now be very careful with us politicians especially us in the opposition, we will be with you [but] when you have problems, we will not be there to help you or bail you out,” Nyirenda said.

“I saw it with Muvi TV. When Muvi TV went down, up to now we lost revenue not even a single politician whether from the opposition or sympathizer of the ruling party came forward to say ‘you guys can I help you’? In fact, they even withdrew their adverts which were there because you become partisan of the ruling party it is a very tough battle.”

In apparent reference to former information minister Chishimba Kambwili, who is now NDC president, Nyirenda said it was unfortunate that the people who were in the forefront of closing Muvi TV were now running to the private media.

“The problem that we have here is that the politicians want to run the economy, it can’t work like that. Now they have gone into the media, they are looking at the media, any little thing that you are going to do, they are on you, they will write you a letter, they will tell you this, they intimidate the media, it is pure intimidation! What has just happened, I never thought it would happen again. You know they closed Muvi TV because they were afraid that Muvi TV will keep on putting the true picture of what was going on. within those 14 days of [the closure]. And they closed it unfortunately, some of the people who were part and parcel of closing Muvi TV, Komboni Radio and Ithezhi-tezhi radio they are now found in the opposition. They are the first people to run again to Muvi TV to, to run to Prime TV,” Nyirenda said.

“Me if I had a proper way of doing it, I would tell those people who are in government who closed Muvi TV to say ‘go and find other media to do than the ones you are closing’ but to answer to your question I think this is time that government should leave the media alone. It should just be able to guide if they make mistakes, they are like their children, get them, put them aside and tell them ‘look, this thing is not supposed to run like that, you have made a problem here, can you correct it’. You just don’t go and kill even your own child at home when he makes a mistake, you don’t go and kill.”

Nyirenda said he had warned Prime TV proprietor Gerald Shawa over the way he ran the station.

“At my time, I fought with journalists every day because whether it is poverty or not politicians want to give money to journalists and then they will sneak in news items that are favoring a specific person or specific individuals. They are not actually following the ethics, the code of conduct in journalism and that is what you see every day. Truth be told, I spoke to Mr Shawa several times. You see, what was now of Prime, Prime became like a voice for the opposition, it’s wrong. Not that I want to commend Muvi TV, even here where I am sitting because I don’t differentiate between Muvi TV and Diamond TV, we are coming from the same tree, they at least try to balance and even if Muvi TV was closed, it used to balance,” Nyirenda said.

“I would advise Mr Shawa not to go the legal way. It’s wrong, it’s better to seek dialogue and exhaust everything else before you want to go to the Judiciary. I want to tell the government that Mr Shawa is running an institution where a lot of people directly or indirectly who are giving services to the nation and we need them. I would also want to say that Mr Shawa is like a child of the government, sit him down give him specific punishment, but not to close him up. Government have a soft heart, talk to him and open Prime TV, it is the good of the nation.”

Meanwhile, when asked why he did not join UPND because he was close to its leader Hakainde Hichilema, Nyirenda said that party had no vision.

“UPND has been actually ruling for the past 15 to 20 years. UPND has more than 10 constituencies, districts, they should have shown us just one, turn it up side down, they have the muscle to do it. When I talk to my friends, I say ‘a district or a city council is the richest society in any country’ because they own everything in that city, the roads, the land they can turn that into anything and change how it looks and UPND has not changed not even one single, for me that’s why I say there is no vision. If there was vision, they would have turned one constituency and showed us that this is how I’m going to run this country. The other time, a person was telling me about CDF, you can’t run a district using CDF. K800,00 is for other people, they used to shop at Shoprite, you need proper resources, and the resources are the youths, number two; the land number three; the brains to make sure what you have you create wealth,” said Nyirenda.

Nyirenda predicted that he would win next year’s general election.

“I am the president of NAREP. I bring in a new vision, I bring in principles I am bringing in direction. If we don’t make it in 2021, then I’m not worth it to be a leader. I am telling you in 2021, we are winning these elections. I know where I am stepping. A lot of people out there are teaming with us,” said Nyirenda.

HEAVY POLICE PRESENCE AT MOPANI COPPER MINES CEO`S RESIDENCY

Mopani Copper Mines Chief Executive Officer Nathan Bullocks residency in Kitwe is surrounded by police officers amidst public discontent towards the mine for placing its Kitwe and Mufulira mines on care and maintenance and sending close to 15000 employees on forced leave.

But Mines Minister Richard Muskukwa has clarified that the Mopani CEO is not under house arrest and that the heavy presence of police at Mr. Bullocks residence is purely for security reasons especially that Zambians are agitated after his failed attempt to flee the country earlier this week.

Mr. Musukwa revealed this at a media briefing in Kitwe today and emphasized that trust between government and glencore is key if the current situation at Mopani is to be resolved amicably but has warned that provisions of the mines and minerals act of 2015 will be invoked after the 7 day ultimatum issued to Mopani by government elapses without the mine justifying its recent decisions.

And the Small Scale Miners Association of Zambia has accused Mopani copper mines of operating a gold smelter secretly and is calling for a thorough audit of Mopani operations in both Kitwe and Mufulira by the team of technocrats recently assembled by government.

Small scale miners’ Spokesperson Samson Mpembwe revealed this to phoenix news and further appealed to President Edgar Lungu to direct the ministry of mines to ensure that Mopani is thoroughly and extensively audited by experts.

Meanwhile, hundreds of miners and allied mine workers have been supplied with face masks and sanitizer and to take part in a huge protest from katilungu house to Mopani central offices and led by the three mine unions namely MUZ, NUMAW and UMUZ, the patriotic front copperbelt provincial leadership, local contractors and mine suppliers against the presence of glencore in Zambia.

In a related development, opposition upnd leader Hakainde Hichilema has called for an immediate resolution of the dispute between government and Mopani copper mines for the benefit of all stakeholders.

Mr Hichilema says the Zambian economy cannot afford to have over 11,000 losses following the decision by Mopani copper mines to put the mining firm on care and maintenance.

He says the upnd economic and mining team are on standby to help government navigate through the current situation.

Mr Hichilema says his party fully sympathizes with the plight of workers, mine suppliers, contractors, other stakeholders and the copperbelt community at large.

Investors have confidence in HH, claims Andrew Banda

ANDREW Banda says the exchange rate will automatically improve once UPND forms government because investors have confidence in Hakainde Hichilema.

Featuring on Smooth FM’s Forum programme recently, Banda boasted that the UPND government would be different from the current PF government.

“This country is wasting a lot of money in less important things instead of putting money into production. As UPND if we form government, we are going to do things differently. The first thing starts with leadership, the day there will be a change of government in this country and for instance when HH goes in [State House], believe me you, we’ll see how much confidence will have in this country. All of a sudden even the exchange rate will improve because of the confidence that the investors have in him,” he said.

Andrew said Zambia was renowned for not paying back debt and that no one wants to lend Zambia money.

He said he was confident that Hichilema was the right person to lead Zambia.

“Here is a villager from Bweengwa and when he came to University of Zambia, he didn’t even have shoes, he started wearing shoes in Lusaka. God gave it to him, he runs his own affairs, he is a God-fearing man, he is a man who doesn’t drink, here is a man who doesn’t socialise unnecessarily. To put it in simple terms, HH is a living example of how a leader should be,” Andrew said.

He said the UPND once in government would renegotiate debt repayment.

Andrew also said UPND would respect public money.

Asked what UPND would do to close the gap between the rich and poor, Andrew said the UPND would have zero tolerance to corruption.

“First of all, it starts with the citizens themselves; you know the tragedy of our country, we even salute people that have stolen money from us. You will find that in the same environment other people find money while others fail because there is a very small clique that has held this whole economy captive. The first thing we are going to do is to invest in education. When you invest in education, you will produce engineers, doctors, agriculturists, pharmacists and many others. You produce all kinds of professionals and that’s what grows an economy,” he said.

Andrew said Hichilema was one of the examples of people that were educated by the State.

“There are so many people that benefited from free education provided by Dr Kenneth Kaunda’s government. For us, how we are going to bridge the gap between the rich and the poor; we’ll first of all have zero tolerance to corruption, then we’ll increase production in every industry. We’re also going to take advice even from those opposing us,” he said.

Andrew said the UPND would create opportunities for all the citizens.

“We are going to set up financial institutions that will look at the youths because we know that we should army the youths with skills through education. Marketeers should have facilities where they could borrow with low interest rates. We are not going to borrow money from kaloba with hundred percent interest rates,” said Andrew.

You can’t call this a government. 99% of Ministers are from northern provinces and Chipata. 99% of Permanent Secretaries are from northern provinces and Chipata. 99% of Ministry Directors are from northern provinces and Chipata. 99% of management board compositions are from northern provinces and Chipata.

How can the Secretary to the cabinet be Simon Miti, and his deputy Henry Mtonga and both of them from Chipata. This is applied, tried and tested tribalism.

Look at the IBA which has shut down the Prime TV. It is headed by Mapoma that woman, and almost all others are from chipata and northern provinces. This is day light applied tribalism in black and white. Let’s unite our country and let’s embracing inclusiveness.

Don’t forget about that teacher recruitment selection, where out of 2000 applicants picked, only less than 200 came from western, northwestern and southern provinces.

Twakana. This is not acceptable. This is tribalism of the patriotic front.

This is applied tribalism which all chiefs should stand up and condemn.

You can’t call this a normal government which is lacking of representation from other provinces. That Vice President from western province is nothing but a pf rubber stamp without any power or influence.

For the sake of shame, let Edgar Lungu reshuffle his government and include other tribes because we are one Zambia one nation.

These are selective and segregative tribal and regional politics that Edgar has introduced in Zambia which none of his predecessors ever did. All other governments from sata down to Kaunda have been tribally balanced governments. Edgar Lungu is the only one who came and introduced these tribal and regional arrangements.

Let him reshuffle and formulate a tribally balanced government so that all tribes and regions are represented.

How can you even call this a government when it lacks inclusiveness. This is just a Weimar republic that represents a single region and block with out conscious for other regions of our republic. We have to break this Bemba hegemony and replace it with a system that represents all Zambians with justice.

Shame upon you Mr Lungu and all those who support your tribal government of northerners and those from Chipata like Dora Siliya. Shame.

A government that has no Luvales, Kaondes, Lundas, Tonga and Lozi’s can not be said to be a government in Zambia, especially that even our officially recognised languages are seven.

Shame upon this tribal government. Shame!

It’s Each One For Himself In The Case Of Amos And Zondaba Soko As Co-accused Walid Offers To Turn Into State Witness

Lusaka businessman Walid El Nahas has threatened to offer himself into a State witness in a case where he is jointly charged with Amos Chanda and Zindaba Soko.

In this case, El Nahas is jointly charged with President Edgar Lungu’s former assistant for press and public relations Chanda and former Road Transport and Safety Agency (RTSA) chief executive officer Soko on allegations of corrupt practices ans possession of 21,000 USD.

Their case is being heard by Lusaka Chief Resident Magistrate Lameck Mwale and so far two witness have testified.

After the witness on stand concluded giving his testimony, the state applied for an adjournment.

After application was granted, Walid hurriedly walked out of court and told prosecutor Sipholiano Phiri that he wanted to be turned into a State witness.

Phiri got interested in the offer and invited the accused outside where they could talk about it.

However, before Phiri could even reach him, Walid jumped into his vehicle and sped off.

When reached to state the position on Walid’s offer, Phiri said there was no position yet.

He said he could not make a decision in his individual capacity on Walid’s offer.

Phiri added that the accused decision was made out of anger.

Ealier, a witness informed the court that on July 19, last year, he was approached by Drug Enforcement Commission (DEC) officers who wanted to know the location and ownership of two properties that he had worked on in Kafue.

Gabriel Mushinge, 52, of Chilanga said after the officers phoned him, he drove to their offices where he was interviewed.

“They wanted me to assist them know where exactly the properties are located and the person who owned them,” he said. “I told them that I did not know the person who owned the properties because my job ends at producing a layout and I handed over to the council.”

Mushinge said they also asked him to give them a print out of the layout, which he did.

He also said the officers asked him to give them estimates of the dimensions of those properties which he did.

” I produced a map which showed the dimensions. There were two properties namely HV/P/58 and HV/P/59 in Kafue. They told me they wanted to establish who owned them and where they were located,” he said.

Mushinge said the officers had ealier gone to Kafue District Council to make an inquiry when. Petersen Mvula, a freelance property layout consultant, told them that he had worked on the said layout and would know who could be the owners of the properties.

He said after he printed the layout, he signed, added dimensions of the two properties in question and handed it over to the officers.

“I worked with Mvula. On the layout initiated by members of Ministry of Agriculture in Kafue District. They were people I tought how to produce the layouts upon the request of the council secretary when they wanted to be allocated the properties,” he said.

In cross examination by the defence lawyers, Mushinge said he was not a registered surveyor and was not registered with any regulatory institution.

He also said he was not an expert in surveying properties.

In re-examination, he told the court since he was not s registered surveyor or registry with any institution, his work had to undergo a process with some government departments including the surveyor General for approval.

The case has been adjourned to May 11 for contuation of trial.

Mr. Hichilema And The Opposition Alliance Have Insulted Paramount Chief Chitimukulu – GBM

The PF National Mobilization Vice Chairman Mr. Geoffrey Bwalya Mwamba, commonly known as GBM, has challenged the Opposition Alliance to state its position over the attacks on Paramount Chief Chitimukulu by its spokesperson James Lukuku.

Addressing journalists in Lusaka on Thursday morning, Mr. Mwamba wondered why Alliance members such as the UPND and NDC have remained quiet after Mr. Lukuku went on a rampage to discredit the Paramount Chief of the Bemba speaking people. Mr. Mwamba said Paramount Chief Chitimukulu did nothing wrong to encourage people to vote in large numbers saying voter apathy is common in the northern part of the country.

“There was nothing wrong for him to say our people should wake up and start voting like our brothers and sisters from Southern Province. What was wrong with that? As for me, I didn’t see anything wrong with that statement, in fact all well meaning Bembas didn’t see anything wrong with that,” he said.

Mr. Mwamba stated that what Paramount Chief Chitimukulu was trying to do was to encourage the people in the northern circuit to emulate their counterparts from the south to vote in numbers and avoid voter apathy.

And PF Media Director Sunday Chanda said it is hypocritical that the UPND leader Hakainde Hichilema has not apologized to ‘Mwinelubemba’ on behalf of the opposition alliance. Mr. Chanda said it is unfortunate that members of the Alliance have remained quiet on this matter despite their Alliance Spokesperson showering insults on Chitimukulu.

James Kasanda Lukuku, the Opposition Alliance spokesperson, said, among several despicable statements that, “It is irresponsibility of the highest order for the Chitimukulu to publish sectarianism, regionalism and tribalism on a radio program from a radio station called Mano in Kasama. Being a chief is not a passport for segregating our people away from the spirit of One Zambian One Nation, and neither is it a passport for you not to expect to be challenged.”

He went on to claim that Paramount Chief Chitimukulu was a PF cadre who was on the party’s payroll.

“We have swallowed enough of our PF oriented Chief Chitimukulu, a chief on the PF payroll.Chief Chitimukulu must realise that in most East African countries there is nothing like chiefs and he is purely existing on the discretion of we the Bemba people. We can rise up one day and say to hell with chiefs, and he can have no platform to preach divisional, segregative and tribal politics,” continued the Opposition Alliance spokesperson.

The Alliance spokesperson did not spare the Head of State either.

“Twakana. Lekeni HH alubule ichalo namano yakwe nobutungushi bwakwe. How honestly can Chitimukulu support a hypothetical christian, a dictator and drunkard, at the time our country is in ICU? Every moment State House hosts chiefs and the Chitimukulu, what follows are tribal remarks either from the Chitimukulu or his surrogates. Why That is why Sata was opposed to the ordination of this Sosala as a paramount chief of us the Bembas. Sata knew this Sosala has questionable morals and principles and he has questionable values,” he continued.

He went on to claim that Bembas have a wrong and misplaced Chief. And that the Chitimukulu is corrupt as he is the same chief who is reportedly selling land to the Chinese and sharing all the proceeds with his own children without regard for his subjects who are lacking salt in their homes.

But Senior Chief Mukuni strongly condemned all those who have intentionally chosen to misunderstand the message by the Paramount Chief.

“The Chitimukulu expressed displeasure at his subjects who were not critically using the power of the vote in choosing quality and responsible leadership that would bring development to his Chiefdom, and that they were usually duped by empty promises made by politicians. That’s a cry of every traditional leader who wishes to see economic and social advancement for his or her people,” he started.

“The Paramount Chief therefore merely counseled the Bena Lubemba to emulate the Southerners better known as the people of Chuundu, who recognize the importance of voting than follow the false fantasies of politicians. He actually never cited any political party in which his subjects must particularly identify themselves with. As a matter of fact, he encouraged them to make their own choices, but based on quality leadership that would deliver and also protect their interests,” he continued.

Senior Chief Mukuni went on to describe Paramount Chief Chitimukulu as an intellectual and an accomplished historian who appreciates the established norms and resolve of Southerners in using the vote, to resoundingly register a grievance against any unjust establishment.

“In 1991 and 1996 the Province registered a high turn out in support of the late Fredrick Chiluba, a Bemba speaking candidate, who twice in the above years, polled a 100% parliamentary vote in Southern Province, more than in his own home region of Luapula, and the MMD strongholds of Northern and Copperbelt Provinces, that still had pockets of UNIP.”

It’s wrong for Bembas, any tribe to think they’re kingmakers – Kalala

JACK Kalala says it is wrong for Bembas or any other tribe to think they are kingmakers in Zambia.
But chief Mukuni of Southern Province says the Paramount Chief Chitimukulu was misunderstood on his comments on the Bemba and voting remarks.

Kalala said tribal remarks attributed to Chitimukulu that Bembas determine who should govern the country because they comprised 21 per cent of the Zambian population lacked substance and were capable of causing a national strife.

“The tribal claims attributed to chief Chitimukulu on Radio Mano were unfortunate and regrettable to have come from a traditional leader of his status. They were not only irresponsible and devoid of substance but also dismaying and injurious to national unity,” Kalala said.

“He is said to have claimed that Bembas composed 21 per cent of the Zambian population and had therefore always decided who became president of Zambia since 1964. He went on to claim that Bembas needed to organise themselves for 2021 and ensure they once more put a man of their choice who should serve the tribe’s interests.”

Kalala said it was a fallacy to allege that Bembas constitute the largest tribe and that they have played a decisive role in deciding who becomes president in Zambia.

He disputed claims that Bembas constitute 21 per cent of the country’s population as the statistics are false and cannot be a decisive factor in making a person a Republican President.
“It is not true that all the people from Northern and Muchinga provinces are Bembas. That is why all the chiefs in Northern and Muchinga provinces do not celebrate the Ukusefya pa Ng’wena traditional ceremony because they don’t consider themselves part of the Bemba tribe that celebrates it,” Kalala said.

“It is also not true that president Chiluba was Ushi but a Lunda from Mwata Kazembe. It is not all the people who come from Luapula who are Ushi.”

Kalala indicated that it was a misapprehension to praise Bembas or any other tribe to choose who should govern the country.

“It is a misconception to give credit to Bembas or any one tribe to be kingmakers in Zambia. Mr Simon Kapwepwe became vice-president with the support of Tongas and Lozis. President Mwanawasa won a landslide victory in 2006 without the support of Bembas who had opted to vote for Sata,” Kalala recalled.

“Upon being elected, president Mwanawasa said he was a president of all Zambians, regardless of how they had voted. He even proceeded to build a bridge at Chembe for the people of Luapula because he felt duty bound to do it for them as they were entitled to it and deserved it. Although Sata had the full support of Bembas in 2006 and 2008, he failed to win. He only won in 2011 when he had the support of the majority of Zambians from across the country.”

He said no tribe could claim to dominate in the country with different ethnic groups.

“With 72 tribes in the country, there is no single tribe that can claim to be singly in the majority. We are all segmented into small numbers to create a rainbow nation of different tribes,” he said.

“With the development of the inter-marriage culture across tribes, Zambia is increasingly becoming a nation of tribal crossbreeds. Gone are the days when people used to marry from their own tribe. There is no one Zambian at the moment that can claim to have no blood relatives from other tribes. We are becoming more and more interlinked which is healthy for the unity of our nation,”

Kalala also highlighted that he once dealt with a case of a young person who applied for a passport with the application form stating that her tribe was Lamba and that the district was Kasama.

“The application was initially rejected but I explained to the then deputy chief passport officer that the girl’s father was Lamba from Lufwanyama while the mother was from Kasama. The passport was eventually issued bearing the same details,” Kalala said.

He said it was unacceptable for Chitimukulu to promote tribal discord among his subjects.

Kalala added that people should be encouraged to vote for leaders who consider the plight of those that they govern.

“It is therefore unbecoming of chief Chitimukulu to be promoting tribalism among his subjects. He should instead be encouraging them to engage in productive economic activities for wealth creation and development of his chiefdom. Promoting tribal divisions or tribal hegemony does not add value to people’s good fortune or bring about progress. People need ideas that are progressive, constructive and beneficial to their society,” Kalala said

“People should be encouraged to vote for persons with reputable and impeccable leadership qualities and progressive ideas. Zambia needs leaders with a heart for the development of the entire country and the wellbeing of all Zambians regardless of their tribe, region of origin and the colour of their skin or political affiliation. Zambia needs inspiring leaders who will work to promote the interests of and for all Zambians, not of a particular tribe only.”

He said the tribal remarks uttered by Chitimukulu were not in national interest as they are offensive.

“Zambia needs progressive and constructive ideas. The chief needs to preach love and unity,” Kalala indicated

“We are all created in God’s image. We are all Zambians and equal. We should live in harmony and work together to develop our beautiful country endowed with abundant resources. We need collective national, not tribal or regional, solidarity to build and develop our country.”

“If we work together in unity, powered by love for one another, we can overcome, together, the many challenges that our nation is facing,” said Kalala.

Meanwhile, chief Mukuni says politics must conjoin Zambians and not divide them.

Butm chief Mukuni in a statement said Chitimukulu was misunderstood.

He said the cry of any traditional leader was that his subjects should never be duped by false promises made by politicians on economic and social development.

“Fellow citizens, the past few days have had a diversity of media platforms inundated with debate over what my personal friend, His Majesty the Chitimukulu, is claimed to have said or not said. This is a health debate that underscores why a robust media in a democracy must be harnessed than harassed. It encourages a wealth of ideas to be interrogated and competed for, and a way forward shaped for posterity. This is the way it should be,” he said.

“However, let me also add my personal opinion as a traditional leader, but most importantly as a citizen who wishes to exercise freedom of expression. His Majesty Kanabesa Mwinelubemba, of the Bena Lubemba traditional grouping, appeared to have been quoted out of context in some questions that were in most cases prompted and crafted by clever journalists that were interviewing him. The Chitimukulu expressed displeasure at his subjects who were not critically using the power of the vote in choosing quality and responsible leadership that would bring development to his chiefdom, and that they were usually duped by empty promises made by politicians. That’s a cry of every traditional leader who wishes to see economic and social advancement for his or her people,” chief Mukuni said.

He said that the Chitimukulu merely counseled the Bemba speaking people to emulate southerners better known as the people of Chuundu, whom he described as people who recognise the importance of voting than follow the false fantasies of politicians.

Chief Mukuni added that Chitimukulu actually never cited any political party which his subjects must particularly identify themselves with.

“As a matter of fact, he encouraged them to make their own choices, but based on quality leadership that would deliver and also protect their interests. Chitimukulu Mwinelubemba is an intellectual and an accomplished historian who appreciates the established norms and resolve of Southerners in using the vote to resoundingly register a grievance against any unjust establishment. In 1991 and 1996, the province registered a high turn out in support of late Fredrick Chiluba, a Bemba speaking candidate, who twice in the above years, polled a 100 per cent parliamentary vote in Southern Province, more than in his own home region of Luapula, and the MMD strongholds of Northern and Copperbelt Provinces, that still had pockets of UNIP,” he said.
Chief Mukuni added that it was from this historical perspective that he viewed the basis of the remarks by Chitimukulu to his people.

“…and instead of needlessly condemning him for other gaffes that were made, due to reporters’ prompting, let’s applaud His Majesty for the timely advice to his people, and as a matter of fact to all Zambians. The 21 per cent majority population the Paramount Chief may have made reference to, which has also drawn a lot of debate, is a combination of Luapula and Muchinga provinces, which are viewed as Bemba speaking, but not necessarily Bembas,” he said.

“As a follow up to the above assertions, it would therefore be very important to read history in its proper perspective in order to be correctly guided. The book ‘The tribes of Northern Rhodesia’ by W.V Brelsford, 1956 on page 31 may help to arouse further discussion: The Bemba numbering 145,000 are the second largest tribe in Northern Rhodesia. The Tonga, the only tribe to outnumber the Bemba are very mixed, whereas the Bembas are a homogeneous tribe’. Obviously to draw a correct and proper understanding of such a statement, one has to read the whole book and other books on the subject in question. The underlying factor however is that there’s no one tribe that is bigger than the rest of the nation,” chief Mukuni said.

He advised Zambians to strive to live as one people who celebrate their rich diversity and multifarious culture and languages as one nation under one God.

“Politics must not divide us but must instead conjoin us,” said chief Mukuni.

Open Letter From Addis Ababa! On How We Love Foreign Things!

Our most eminent persons in the economic sector have issued an uncharacteristic open letter and in summary said Zambia should rush back to the IMF to obtain a financial package and programme and halt any borrowings as a panacea solution to our “economic crisis”.

So one would be persuaded to respond to this missive in a similar manner. When you invite the gallery through an open letter, anyone can respond to the issues raised.

So I’ve taken the privilege to respond. Let’s start with the assertions that have gained factual foothold. That Zambia is in a debt crisis.

Our foreign debt is $11.2 billion, and our GDP is $27.5 billion. A simple standard calculation of the debt to GDP ratio will show that we are not in a debt crisis? But we are in an economic recession as growth is projected to fall to 2% from 3.2%.

Even when you include our local debt of $5billion to the calculation, it still doesn’t give you a debt crisis tag, that they band around as a matter of fact! But by now it is evident that as a people, we like giving our own country a negative narrative, we tell the worst stories about ourselves and praise anything foreign as good!

Coming to the economy, we routinely overlook and underestimate the domestic potential of our economy and our people. Yet so far our government has demonstrated that we can run our national budget from domestic resources and service both our local and foreign debts from domestic revenue (taxes and fees).

Yet we are so obessesed with Foreign Direct Investment (FDI) and splash attractive tax and other incentives to foreign firms to the detriment of growing our own local investors. The culprits who crafted most of these policies are those eminent persons that took time to sign that open letter.

Despite repeated evidence to show that these incentives to foreign firms have been regularly abused and we have had minimal developmental impact or return to our economy, the incentives are deceptively encouraged as the only way to exploit and develop our own resources.

In Zambia, the mines produce about $5billion worth of minerals annually! Mining accounts for 12% of Zambia’s GDP and 70% of our total export value. Yet our tax returns on this huge natural resource are extremely poor because these eminent men signed treacherous mining agreements that protect the mine houses from paying any reasonable taxes.

We actually have to pay VAT Refunds in millions of dollars on items mine houses purchase. Infact a mine house does not need to invest in the mine but merely wait for his VAT refunds and run mine operations from this source!

The mine agreements prevent mine houses from paying electricity at commercial rate, and are allowed to externalize all profits. Their liability to the natural environment they decimate and the toxic hazards and pollution they produce, is actually a xtoken!

And above all, we relaxed labour laws that casualise almost the entire workforce of the industry, removing pension benefits and job security from the mine workers.

We produce $5billion worth of minerals annually, but these men tell us that we should beg for a $1.5 billion financial package?

Lets talk about 2020, the composition of the sources of the revenue measures for the 2020 Budget are: 67.9% from domestic revenue, 29.2% financing from domestic and foreign sources, and 2.9% from cooperating partners.

So these men should advise us on how to maximize return on our resources and national assets, instead of pointing us to a foreign source for solutions. And didn’t these foreign sources make us sell and give away our entire industrial and manufacturing estate and complex? And plummet the formal employment sector to insignificant levels overnight?

Didn’t these foreign sources prescribe economic solutions and structural adjustment programmes that they are now ashamed and embarrassed to acknowledge as a failed disaster of policies that brought wide-scale poverty and widened the inequality gap in Africa? Isn’t this period of structural adjustment programmes in Africa now referred to as a dark period by the Bretton Woods Institutions?

I expected these eminent men to state that Zambia obtained a raw deal from the sale of mines – as not much income comes from these national assets. I expected these eminent men to propose reforms to this sub-sector that would benefit the country.

I expected them to acknowledge that Zambia still has a lot of potential from its other economic sectors especially the agriculture and tourism sectors. For instance: We need to cap profit externalization by all big and small investors. What did I expect to find in the open letter to the Head of State?

1) I expected them to say that Government must move quickly to operationalize the new gold mining company under ZCCM-IH and help reorganize the new gold industry.

2) I expected them to say that Government should re-organize and restructure the civil service as up to 52% of domestic revenue is spent on remuneration for 200,000 civil servants.

3) I expected them to encourage government to invest in agricultural activities and increase agri-processing and formalize exports.

4) I expected them to encourage Government to continue to develop its energy sector, open energy markets access, generate power and sale to any client through ZESCO transmission Lines and pay wheeling charges to ZESCO. And urge Government to quickly develop the renewable energy sector.

5) I expected them to urge Government to exploit the central location of Zambia as a market for products for the region.

6) I expected them to encourage the development of the tourism sector aggressively and encourage wide local participation by our business persons.

Bane let us grow our own people, let us maximize benefits from our natural resources, let us grow our economy, because some of the ‘ifikolwe fyesu’ are taking us backwards with their antiquated proposals.

Why PF is Opposed to Multilateral Debt Resolve Proposals

Let’s be clear: Zambia’s bonds are junk. They are trading at close to 65% discount right now. It means investors are willing to dump them for only 35% of their original value because they do not believe they will ever get their money back.

But there are consequences to this.

Restructuring Zambia’s public debt through Capital Markets will cost close to 60% more than the initial cost of this debt. That is close to $600m more debt to restructure the existing debt

At the height of the Bill 10 debate, just when the PF was proposing to put a dagger in the back of our Republican constitution,one Garry Nkombo took the house to the task and raised a point of order tied to the court action that one Dipak Patel had commenced against the PF regime; questioning the LEGALITY of all public debt contracted after 2016.

Now, I speak confidently on the legality of all debt contracted after 2016 by the PF regime because my thoughts have always been in the public domain and there are numerous records to corroborate my stance on this.

The PF regime has been contracting public debt without the approval of Parliament, contrary to relevant sections under Articles 63, 114 and 207; the same sections they are now trying to remove using Bill 10. You can refer to my historical positions on this matter and note that I have always called it illegal borrowing.

This is problematic for the PF. Firstly, it demonstrates a lack of patience and discipline in planning for public borrowing, to the extent that they were prepared to disregard the Constitution just to get their hands on expensive capital markets, and they did.

The only motivation for the lawlessness and commission of illegality by the PF regime is corruption and the need for people to get paid commissions just to tie our country into debt. This has happened before in Mozambique and there was consequences. See the links herein:

In fact, high ranking members of the PF regime are most likely to have received hefty kickbacks, running in hundreds of millions of dollars just to commit our country to capital markets’ debt.

Zambians must weary of the appetite for corruption and illegality by the PF regime.

An IMF bailout demands discipline, the credibility of political leadership and a real commitment to sober public expenditure patterns. This is something that capital market operatives are not interested in because they make their money in commissions on the loans issued, that is all.

It is foolish for the PF regime, to turn their backs on multilateral initiatives and run into the hands of loan sharks.

A few things should happen right now:

There will have to be a process of reassessing the legality of Zambia’s public debt so that the state can void all such debt and individual members of the regime be held personally accountable for the criminality
Zambia to institute a credible, talented team of negotiators to engage multilateral partners and negotiate an alternative rescue package away from capital markets.
Zambians must commit to a change of government because a lot of this depends on it.
We are about to lose our country to political greed.

WE have sat and reflected on the comments made by Henry Kanyanta Sosala, the current Paramount Chief Chitimukulu regarding the politics and particularly the Presidency of this country. The Mwinelubemba made an appearance on Radio Mano in Kasama where he claims that it is only the Bemba speaking people who must decide who becomes the President of Zambia.

We as a publication ae short of the befitting words to use to describe the Chitimukulu’s conduct but we won’t hesitate to call as utmost stupidity by those subjects who have gone ahead to defend the divisive and shameful remarks attributed to Mwinelubemba.

It is not long ago when Nkandu Luo, Chanda Nyela and Bizwell Mutale went on separate trips attacking tribes other than Bemba, Tonga speaking people were particularly singled out and their remarks appear to be duplicate of what the Mwinelubemba was saying. “Mukesa chula, nebo ninkota nkamisha,” the Chitimukulu said. As an older and exposed man, we expect the Chitimukulu to be above such pettiness. This country is a united nation and requires healing from the stupidity that has been induced upon us by the Pf leadership.

Some zealots like PF’s oral diarrhoea and mental castration patient Sunday Chanda have gone to defend the Chief’s remarks. What nonsense! They claim that the Chitimukulu was addressing his subjcts, really? Kanyanta sosala is an exposed chief and well established communicator so it is folly for one to think like the zealots are thinking. Let us for a while absorb the stupidity that th zealots have taken, yes assuming he was addressing his subjects, but which wise parent gives such divisive advise to a child? Are they implying that as soon as the Chitimukulu leaves his Kingdom boundaries, the Lalas in Serenje must start treating him as an ordinary Northerner? Shoulald the Swakas and Lenjes around kapiri Mposhi also treat him as an ordinary person? Should the Lenjes and Solis in Lusaka where he frequently visits also treat him as an ordinary person from Mungwi? Apali imfumu epali Isano!

It is not so long ago when Sata, Luo and Edgar Lungu blocked Kanyanta Sosala from ascending to become Mwinelubemba. Maybe they had seen through the man and were right! The Mwinelubemba must stop throwing himself into the political mud, he is dressed in snow white royal gowns and living in a glass mansion, surely he won’t enjoy the mud and stones being thrown back to him.

Our collective conclusion is that the Chief is behaving so selfish, it is not so long ago when he embraced the idea of having a committee of four chiefs under the notorious Bill 10.

The comments by the Mwinelubemba, no matter how much they will be laundered will never make any national sense. He we wish he would find it within his heart and retract them.

CHITIMUKULU WANTS NG’ANDU PRESIDENT…but other Bemba chiefs unhappy with his partisan position – Mucheleka

PATRICK Mucheleka has advised Chitimukulu, paramount chief of the Bemba people, not to be caught up in PF partisan politics.

He accuses the paramount chief of strategising to have finance minister Bwalya Ng’andu either as President Edgar Lungu’s replacement or as the running mate.

Meanwhile, Mucheleka says “my uncle” Geoffrey Bwalya Mwamba has ‘stopped making noise’ because he is of no value to the ruling PF now.

Mucheleka is the UPND deputy secretary general-politics and a former Lubansenshi independent member of parliament (2011 to 2015) in Luwingu district, Northern Province.

Mucheleka explained that some Bemba chiefs had confided in him their dissatisfaction with Chitimukulu’s political stance.

He stressed that Chitimukulu was pushing for Dr Ng’andu’s presidential candidature.

Asked if his allegation was mere conjecture or a statement of fact, Mucheleka answered: “are you forgetting that I’m a member of the Bemba royal family?”

“I’m saying Chitimukulu is now pushing for Bwalya Ng’andu…I speak to so many chiefs, except the chief I got this information from declined to be named. I speak to so many chiefs, other than Chitimukulu and there are other Bemba chiefs who are not happy by the partisan position that Chitimukulu has been taking on these issues. They (Bemba chiefs) are the ones who are even encouraging me…I advise my paramount chief not to get up in PF politics. Leave that to them as they continue to fight…” Mucheleka said. “When I tell my uncle (GBM) that what he is doing is not good for the Bemba kingdom, I’m not speaking for myself. I speak for many chiefs who cannot openly open up for fear of being victimised. They are not happy! When I spoke against Bill 10, as it relates to chiefs, I went to radio Mano; I received so many phone calls from Bemba chiefs to commend me and to encourage me to continue.”

Mucheleka underscored that Chitimukulu’s actions mainly border on self-interest.

“It has nothing to do with him liking Bwalya Ng’andu. Has he (Chitimukulu) ever liked anyone, anyway? It’s about himself! He has thrown himself into the political arena to an extent where he is so much afraid of the unknown. This is why you see him quite often coming out and saying ‘no, the UPND wants to remove me from my thrown once they come in power.’ No! We can’t,” Mucheleka explained.

“He has mentioned me that ‘they are using Mucheleka, my own nephew, to try and remove me.’ But there is no truth whatsoever to what the paramount chief is alleging, that once UPND comes into power, he will be removed. No one will remove him!”

He added that the policy of the UPND, now and in government, is to respect their royal highnesses, “including Chitimukulu.”

“He has thrown so much mud at himself by engaging in partisan politics. Therefore, he thinks that each time he makes a statement defending PF and I rebut, which I often do, then we want to remove him. No! We are not going to remove him and we don’t have that intention,” he emphasised.

“Our intention is to respect the chiefs. He has gone into PF partisan politics of wanting to decide who should be Lungu’s running mate or who should take over. There is confusion in the PF to an extent that even Lungu himself has become a lame duck – he doesn’t know what to do. This thing will just explode! You haven’t seen anything yet in PF.”

Mucheleka further complained that in Northern Province, “out of all those things that [president Michael] Sata promised or started, there is no single project the Lungu presidency can point at and say ‘this is what we have done as PF in the last 10 years.’”

“If you talk about anything, it is just how they are pleasing Chitimukulu through perhaps the favours they are extending to him. Those favours have nothing to do with the people of Northern Province. If it was not for speaking for the people, if it was about self-interest, I would have been behaving perhaps worse than my uncle GBM,” Mucheleka noted, further stressing his sadness about how Mwamba was “manipulated” to re-join the PF.

“They have manipulated my own uncle, GBM. They took advantage of his temperament – he snaps whenever there is a little issue. There he is now!”

Mwamba, a former defence minister and one-time UPND vice-president, is now PF national mobilisation committee deputy chairman.

Mucheleka appealed to Mwamba: “to just come back to UPND and stop insulting HH (Hakainde Hichilema).”

“HH has never said anything against GBM. This is politics and so, let him come back. I’m against anyone who tries to talk about tribalism,” Mucheleka said.

He further regretted that Mwamba had allowed himself to be manipulated by some people in Northern Province.

“If you recall in 2011 when PF formed government, GBM was very powerful. He was defence minister under Sata and he was calling the shots in Northern Province, controlling the politics in the north. But now Freedom Sikazwe has been the most powerful person in the north, calling the shots. He (Sikazwe) has managed to have most of his relatives appointed as permanent secretaries,” Mucheleka explained.

“Are you telling me that Freedom Sikazwe may like to see a strong GBM in PF again? That is wishful thinking. But GBM, being who he is, they manipulated him by using three people – Chitimukulu, Samuel Mukupa and another young fellow in the Northern Province politics Everet Chela.”

Mucheleka charged that those in the PF had now put Mwamba: “where they think he deserves to be.”

“The people he went with to PF when he resigned from UPND have since abandoned him. That is why you see that he is so quiet today. Do you see him making the same noise he has been making?” said Mucheleka.

“GBM has been abandoned and Chitimukulu is now pushing for Dr Bwalya Ng’andu either to take over from Lungu or as the running mate. The chiefs in Northern Province are quietly making disparaging remarks about GBM. GBM is now alone!”
