So what is Endometriosis?
Endometriosis happens when the tissue that lines the inside of the uterus grows outside it. This tissue acts the same way that the tissue inside the uterus does during your period: It will break apart and bleed at the end of the cycle. But this blood has nowhere to go. Surrounding areas may become inflamed or swollen. It may also form scars. Endometriosis is most common on your ovaries but other organs like the urinary bladder and the large intestines may also be affected.

What are the symptoms of Endometriosis?
You might not notice any symptoms. When you have them, they can include: back pain during your period, severe menstrual cramps, pain when pooping or peeing, especially during your period, unusual or heavy bleeding during periods,
blood in your stool or urine, diarrhoea or constipation, painful sex, fatigue that won’t go away, and difficulties getting pregnant,

What causes Endometriosis?
We don’t know for sure what causes endometriosis. Some think menstrual blood that contains cells from the inner lining of the uterus may pass back through your fallopian tubes and into your pelvis, where the cells stick to your organs. This is called reverse (retrograde) menstruation. Genes could also play a role. If your mother or sister has endometriosis, you’re more likely to get it. It has been observed shown that it tends to get worse from one generation to the next. Some women with endometriosis also have immune system disorders. But the relationship with immune system disorders is still not clear.

What are the complications of Endometriosis?
Severe endometriosis pain can affect your quality of life. Some women struggle with anxiety or depression. Almost 40% of women who have difficulties getting pregnant have endometriosis. It has been observed that inflammation damages the sperm or egg or makes it harder for them to move. Or scars might block your fallopian tubes that is why in some cases surgery may boost your fertility. It may also raise your risk of ovarian cancer or another cancer called endometriosis-associated adenocarcinoma.

How is Endometriosis diagnosed?
After taking a careful history your doctor will examine you looking for masses and characteristic abnormalities around your uterus. He/she will order a full blood could because you have might have been losing a lot of blood. Then your doctor will send you for imaging (could be ultrasound, or CT scan or MRI depending on what you can afford). To be absolutely sure your doctor will order a laparoscopy (here they make a small hole on your abdomen and push in a small camera for direct visualisation) and biopsy.

How is Endometriosis Treated?

Police in Lusaka arrested two people for the offence of Obtaining money by false pretenses.

The two suspects are alleged to have swindled a woman of Livingstone of money amounting to K23, 000 on pretext that they were selling a motor vehicle which they advertised on their Facebook page.

The woman, aged 31, agreed with the suspects to transact and travelled to Lusaka where she met the two and paid them the money. In the process of waiting for the vehicle, a Funcargo as arranged, the two suspects disappeared and immediately their phones were switched off.

The incident occurred on February 22, 2023 in Lusaka.

The suspects immediately advertised another vehicle on their Facebook page using different phone numbers which the victim’s brother aged 36 of Luapula Province noticed and engaged the suspects. They agreed to meet in Lusaka at Heroes Stadium on February 25, 2023 around 16:00 hours where the two suspects appeared driving a Toyota Allion. Police officers together with members of the public were on alert with the victim who immediately identified the two suspects as they were negotiating with her brother for another transaction.

During apprehension of the two suspects, one of them attempted to speed off using their car and as a result he ran over his friend breaking his left leg.

Both were apprehended and when interrogated, they identified themselves as Golden Chibwe aged 50 of Lilanda compund and Justine Muyange also aged 50 Chalala area.

Golden Kabwe is detained in Police custody whilst Justine Muyange is admitted to the University Teaching Hospitals for treatment.

Police impounded the Toyota Allion bearing two registration numbers ADE 3001 and ADE 3031.

Investigations are ongoing.

And Police received a report of an abandoned motor vehicle which was parked and abandoned by unknown people in Kabanana Mai Chola area.

The vehicle was abandoned on February 24, 2023 around 21:00 hours.

Police officers were alerted and rushed to the scene where they found a Toyota Landcruiser registration number ABV 5498 blue in colour parked in front of someone’s gate. It was towed and currently parked at the Police Station.

An Inquiry File has been opened.

Mpezeni wants Great East Road Named Umodzi Highway as recognition for his 40 years reign

Chief Mpezeni of the Ngoni people celebrated this year’s Nc’wala ceremony with a plea to Government to honour his 40th anniversary on the throne by granting him three wishes.

During the climax of the celebrations in Mtenguleni in Chipata District on Saturday, Paramount Chief Mpezeni requested among other things the declaration of February 5 a national holiday.

Mpezeni requested Government to rename Mwami border post as Singo Mpezeni border post. He also requested that the Great East Road be renamed the Umodzi Highway.

In a speech read on his behalf by Nc’wala national organising chairperson Besty Nkhoma, Chief Mpezeni said Ngoni culture must always be kept alive with the correct records of its history.

He said it is the reason Ngonis want its heroic ancestor Prince Nsingo Mpezeni to be remembered better than is currently the case.
“His bravery in the Anglo -Angoni war from December 1889 to February 1890 cannot be reduced to a few paragraphs in history. I propose that 5th February becomes known as national Nsingo day and be declared a national holiday as this is the first recorded battle for freedom in our country by any leader and a people,” Chief Mpezeni said.

“To signify peace and unity among our people, I am proposing the renaming of the “Great East Road ” from Lusaka to the border here to “Umodzi Highway”. This is because we want that road to demonstrate our desire for unity as people drive to the border, ” the paramount chief said.

Chief Mpezeni urged Ngonis to live in harmony with other tribes of this country and beyond and be quick to reach out in unity, peace and love.

He expressed gratitude to Chieftainess Nawaitwika of the Namwanga people for preserving the burial site of Ngoni great ancestor Inkhosi Zwangendaba Ka Hlatswayo in Nakonde.

“I have been to this site and we appreciate this,” he said.

The event attracted thousands of people who included Government leaders, representatives of political parties, business houses, traditional leaders from within Zambia and their counterparts from Malawi, Mozambique and South Africa.

The country’s first traditional ceremony celebrated to mark the harvest, it mimicked a trade fair as business houses which contributed to the successful staging of the event exhibited their goods and services.

Rwanda-UAE Trade Passes $1 Billion in 2022

Trade between Rwanda and the United Arab Emirates (UAE) grew to over $1 billion (roughly over Rwf1 trillion) in 2022, a ten-fold increase in a decade, officials say.

The revelation was made by the Rwandan envoy to the Arab country, Amb Emmanuel Hategeka, on Wednesday, February 22, at the UAE-Rwanda Business Forum underway in the Arab country.

“Trade between our two countries crossed the $1 billion mark in 2022, a ten-fold increase from around $100 million back in 2012,” Hategeka said.

He said investments by UAE companies in Rwanda reached $248 million (over Rwf273 billion) at the end of 2022.

“Where our trade will be in the next 10 years depends on how best we use opportunities like this Business Forum to build trust, forge business partnerships, initiate and even conclude deals for increased trade and investment flows,” Hategeka said.

He called for a win-win, two-way investment model.

“We have a good baseline that challenges us to set ambitions even higher.”

Rwanda continues to recover from the impact of the pandemic, with a projected 7.8 per cent growth in 2023, according to the African Development Bank.

The forum involves trade and investment roadshows organised in the Emirates of Abu Dhabi, Sharjah, Ras Al Khaimah, and Dubai.

According to the Rwanda Development Board (RDB), business deals will be inked during the forum and the roadshows will be concluded with a Visit Rwanda Golf Tournament.

“Building on this existing partnership, it is important to continue creating platforms such as this forum to collectively share insights and opportunities that will enhance trade and investments between our two countries,” RDB chief executive Clare Akamanzi said.

At the forum attended by more than 200 senior business executives from Rwanda and the UAE, the Rwandan Private Sector Federation is represented by its acting chairperson Jeanne Mubiligi.

African economies predictions for 2023

Consisting of 54 countries, the African continent is a very diverse and interesting region to cover. To predict the future trends and tendencies of African economies, we will need to analyze certain current developments and global trends. In this article, we will provide our educated guess for 2023 African countries’ economies.

African region’s current status

Africa consists of developing countries with diverse economies, cultures, and social structures. The region’s main characteristics are abundant natural resources and significant development challenges. Because of these, many Africans try to flee their countries and learn for free online. Trading financial markets seems attractive for Africans to make a living without leaving their country. In 2020 Nigeria exported $30 billion worth of oil, about 4.68% of the global value.
  • Global Demand: The global demand for African exports, particularly minerals, and agricultural products, can have a significant impact on African economies. Here, the demand will only grow as major food and energy suppliers are at war, started by an unprovoked Russian invasion in Ukraine.
  • Global Economic Conditions. The European energy crisis and continuous war will only make oil prices rise, and the African region is a minor exporter of crude oil, which should be positive for the region. Since Nigeria is the 7th in the world by crude oil exports, the revenue from this sector is expected to only increase in 2023 as the war is still going on and doesn’t show signs of stopping.
  • Geopolitical Instability. The current global political situation is extremely tense between the west and Russia, constant sanctions are hitting the Russian imperial machine. These global tensions are always reflected in economies negatively.
  • Exchange Rates and currency risks. Inflation in the USA forced the Fed to increase interest rates. Since USD is a world reserve currency, this will have major negative effects on developing countries and especially in the African region. Since Africa is exposed to USD debt, it is going to have a tremendous negative impact on their economies in 2023.

What to expect in 2023 for African economies

Overall picture doesn’t seem bleak for African countries. From the exports point of view, the prices are only going to rise for commodities and agricultural products. The only threat is that cars and machinery prices could rise because many manufacturing countries are expected to cut manufacturing machines and cars since energy prices have risen. Prices are going to rise on all sophisticated technology equipment as a result of the energy crisis and increased logistics costs. It is difficult to predict what to expect in 2023 in these uncertain times, but one thing we can tell is that the African region’s economic growth is likely to increase.

Summary

In a diverse and challenging region consisting of 54 countries, the future of African economies can be analyzed by examining current developments and global trends. With abundant natural resources and significant development challenges, African countries have a high potential for economic growth. Main exports products include oil, minerals and ores, agricultural products, textiles and clothing, and raw materials. Clayson Hamasaka’s Position Is Illegal- Amb. Emmanuel Mwamba

HAMASAKA’S POSITION IS ILLEGAL

I noticed an interesting debate between Mr. Clayson Hamasaka and Mr. Harry Kalaba.

Citizen First President Harry Kalaba has charged that the positions held by Clayson Hamasaka at State House and Thabo Kawana at Ministry of Information and Media do not exist in Government’s Establishment managed by Cabinet Office and Public Service Management Division establishment.

Mr. Kalaba has also disclosed that the former Special Assistant for Press and Public Relations, Mr. Anthony Bwalya was made to submit hand-over notes to the President, Deputy Secretary to Cabinet and to Mr. Clayson Hamasaka wondering in what capacity a junior officer like Hamasaka would be copied in such communication.

Mr. Kalaba has called on President Hichilema to regularise the illegal position of Mr. Clayson Hamasaka.

HAMASAKA RESPONDS

On the other hand, Mr. Hamasaka has responded emphasising that his position is legally established and enjoys treasury authority from the Ministry of Finance.

Hamasaka has stated that if his position did not exist in the Establishment at State House, then it has since been created by President Hakainde Hichilema using Article 92(2) (f) of the Republican Constitution.

He has cautioned Mr. Kalaba not to discuss public matters from what he alleges as a point of ignorance.

MY TAKE

Let’s confine ourselves to the media section at State House as provided for and as it exists in the State House establishment approved by PSMD and Ministry of Finance in the last 30 years.

The head of the section is the Special Assistant for Press and Public Relations. Like other Special Assistants to the President, the structural position is equivalent to the position of Deputy Secretary to Cabinet.

POSITION OF SPECIAL ASSISTANT FOR PRESS AND PUBLIC RELATIONS

The office holder has to be sworn-in by the Republican President.

This position was recently held by Mr. Dickson Jere, Mr. George Chellah, Mr. Amos Chanda and Mr. Isaac Chipampe.

Under the Special Assistant, is the position of Chief Analyst, who is also sworn-in by the President.

CLAYSON HAMASAKA’S POSITION IS ILLEGAL

When President Hakainde Hichilema appointed Anthony Bwalya as Special Assistant for Press and Public Relations, Bwalya took Oath of Office and was sworn-in.

But later Hamasaka came in the picture, and the mechanism of his appointment remains opaque.

The Press Office under State House Establishment as created by Management Development Division (MDD) and PSMD is as follows:

1. Special Assistant for Press &Public Relations.

2. Chief Analyst(s).

3. Presidential Photographer.

4. Photographers.

However, Hamasaka called himself State House Director of Media and recently Chief Communications Specialist.

We must note thay Hamasaka has not been sworn-in by the President.

This may mean that his position is far junior than that of Special Assistant or Chief Analyst.

This is where the problem arises.

Because of their proximity to the Head of State, it is mandatory that both Special Assistants and their deputies take Oath and are sworn-in by the President for the purposes of securing state secrets, classified information and because of their access to presidential meetings such as Cabinet Meetings that are classified.

To allow such unsworn-in officers that have not taken the Oath of Office to work in the inner Office of the President presents serious technical challenges to institutions such as Cabinet Office and the Zambia Security Intelligence Services (ZSIS) that guide and man the Office of the President.

Hamasaka claims that the President has created his position. It must be stated that the President’s constitutional powers are not Carte Blanche but are embedded and guided by subsidiary legislations, rules, regulations and practice.

Further the President does not create positions for individuals.

He creates positions that can be filled by any person qualified to hold such an office and in exercising his discretion, he must cast wide his net to pick the best candidate informed by other values such as balancing gender, age, and diversity.

Having persons as officers at the heart of State House without taking oath and without being sworn-in is dangerous and careless for the Presidency and the country.

CONCLUSION

Earlier in his Presidency, President Hichilema created a constitutional crisis when he created new ministries and appointed Ministers to those new ministries without the approval of Parliament as directed by the Constitution.

Their taking of office and swearing-in was delayed until Parliament ratified his propasals.

However, Hamasaka is not the only stranger at State House as the lawlessness extends to other officials from Brenthurst Foundation and Tony Blair Africa Governance Initiative (now called Tony Blair Institute for Global Change).

If the President has recreated the Press Office establishment, it will be interesting to see what authorities he has used and the subsequent approved structure.

I agree with Hon. Harry Kalaba that President Hichilema must respect the constitutional guidelines of his office and flush out these strangers freely interacting with state secrets, confidential materials and attending classified meetings.

My dearest young friends.

First and foremost, I must congratulate you for being brave enough to follow your hearts even as I know you are scared and worried… As you should be.

I will not lie to you. The road you are on now is a tough one and you will experience so many bumps and twists and turns. But it is worth it in the end.

Even as you just begin, you will face doubters and detractors, you will face hardships and challenges not even your parents may have undergone, brick walls. People will not understand you, some will mock you, you will loose friendships and relationships, but it’s a sacrifice that you need to make.

You need to know that the deck is stacked against you. The odds are not in your favour because you are going against the tide and convectional wisdom. That’s why only the strongest and bravest will make it to the end.

I have also seen my fair share of challenges and I feel if there is anything I can give you, which I needed the time I was you age and at your time in development, it was a heads up of things to come and some tips on how to manuever and survive. Some of the biggest challenges you’ll face are with capital.

The money market as it is, is oriented towards salaried workers, the conditions for entrepreneurs are by all measures insane. The interests are unbeareble, availability is a nightmare, and the the demands are just unattainable for anyone who doesn’t have money already.

The other challenge is that newcomers in the market have to dislodge the already existing titans, who already have loyalties and a much bigger financial muscle. Very eager to squash you before you even make the first step.

To survive, you must offer a service 10 times better and in most cases at a cheaper price. So be very innovative and take advantage of technology. Be ready to put extra hours of work and hire people with the same motivation as you.

Do not underestimate the value of mentorship and apprenticeship. Learn from the people doing what you want to do at least for a few years even if you are not getting paid. As an entrepreneur, you must know that money is secondary. Knowledge and a good network are worth more than gold. And to top it all, you must realize that there is some knowledge which only comes with age.

Collaborate with one other, keeping in mind that you need to set up a solid legal framework in terms of terms of service and contract to one another so that you don’t have any problems in the end.

Keep your ears to the ground, bid for everything you can, look for new opportunities day in and day out. Take advantage of NGO and government programs. Things like CEEC and CDF and bank offers orientated towards CSR. Something one day will surely work out for you if you have the mental fortitude to keep pushing and not give up.

I genuinely wish you well in your endeavors. Put God first and just keep on trying. I shall try to guide you where I can just as many others I have realized are willing. Your Fellow youths such B Flow and accomplished business leaders such as Mizinga Melu and many many more.

Lastly, I advise you to hold on to your faith. Sometimes things will go so sour that the only saving grace from giving up is knowing that God is in control and he will be there with you. Be brave. Be courageous. Be tenacious.

AT LONG LAST: JUSTICE FOR CLAYSON HAMASAKA!

The Zambian political establishment has a very cruel culture. From UNIP to UPND, innocent Zambians have suffered indescribably and unjustifiably, often in silence because to complain publicly only yields ridicule. Clayson Hamasaka suffered this ordeal – losing his job while his wife, in mysterious ways, equally lost her job. A young family squeezed by the cruel hand of the state simply because Clayson chose to identify himself with a party of his choice, a perfectly legal and democratic thing to do. Thank God that finally justice has prevailed: the court has agreed with him and accordingly ordered the state to compensate him for malicious prosecution.

Clayson’s experience is an experience shared by hundreds, if not thousands of Zambians – from the government of the late Kenneth Kaunda to the present government of Hakainde Hichilema. It is a cruel culture of politics presided over by elected men devoid of the moral courage to change the corrupt system they inherit. Tragically, they are cheered on by supporters who sustain this system by swiftly suppressing any call for reforms. For victims of this culture of politics, who thought August 12, 2021, truly ushered in a new dawn, the often-cited absence of rule by political cadres and political violence is but a superficial cover under which lies the true monster – a culture of political victimization which has continued to claim its victims.

A few with the courage to share their experiences have decided to brave ridicule holding onto the strength of their convictions. Always called bitter by supporters of the current regime, they have and will continue to remind President Hichilema that he has done and continues to act unjustly towards thousands of innocent families across this country. Offloaded from the payroll even before their terminal benefits are paid, President Hichilema, like his predecessors, has thrown innocent men and women onto the streets not bothered where their next meal will come from. I would have thought that Mr. Hichilema would have known that God allowed him to suffer injustice at the hands of his predecessor so that he applies his presidency to justice for all.

Clayson is but one of the few Zambians that will ever get justice. The majority has and will go down their graves without one. Under the veneer of a Christian nation and a new dawn lies a predatory political system that continues to claim its political victims while the rest of the country stands idly by or cheers on entertained by the sight of the suffering of fellow citizens whose only crime is their perceived association with a political party loathed by the victors of the day.

Hon Nkombo said Government will consider all the requests for review as requested by his Majesty Mpezeni such as renaming the Great East Road to Umodzi Road for unity and prosperity.

In his speech His highness Paramount Chief Mpezeni iv said from the time he ascended on the throne he has served all the 7 Republican President and crowned himself the longest leader for the Ngoni-speaking people of Chipata and the entire Eastern Province.

His Majesty said he gets injured and worried when he sees or hears certain politicians taking the peace the country has been enjoying for granted. He said peace must continue in order for the nation develop well.

His Majesty has expressed concern on the number of scandals going on such as smuggling of maize to other countries when the stable grain needs to be subsidised to bring meali meal prices down. He has appealed to the the defense Chiefs through the government to tighten the security so that Zambia’s for security is not compromised.

Mpezeni iv also said appealed to the youths in his kingdom and around the Province to get educated and urged parents to stop early marrieges.

CHIPATA, Saturday February 25,2023 — It has been a day well spent Lusaka from morning right through to this evening when we ended the festivities of magnificent Ncwala ceremony of the Ngoni people.

When I paid my courtesy call on His Royal Highness Nkhosi Ya Ma Khosi at his palace at Feni Village, I could not help but reflected deeply on the King’s pre ceremony major statement on Friday in which he attibuted his longevity and fairly successful reign to God and respect for his subjects.

Indeed nothing captures this wise King’s imagination of the feelings of his subjects more than this.

This, indeed, is the essence of leadership– one’s ability to immerse oneself within and around the collective aspirations of one’s followers.

Nothing defines the true meaning of loyalty more than this, whether that loyalty is vertical or lateral!

People are loyal to those who are loyal to them. This wise chief has been loyal to his subjects, and they too have returned their loyalty to him. The result has been this very successful reign in abundant harmony with his people.

In all facets of leadership, those of us in politics have alot to learn from this remarkable success of the Nkhosi. He has carried his people along with considerable honour.

He has reigned with distinction in judgment on the aspirations of the Ngoni Nation.

Across various contemporary issues, the Mpezeni has demonstrated good judgement down the decades since his ascension to the throne 40 years ago.

He has navigated the often treacherous political contours with admirable success, striking healthy working relationships with all the seven different administrations that have ruled this country since independence.

Nkhosi, we honour you for this. We congratulate you wholeheartedly for this inspirational leadership and the seamless guidance you continue to provide to your subjects and all of us.

Liverpool’s Jurgen Klopp admits his club has to do better in the summer

In light of his team’s struggles this year, Liverpool manager Jurgen Klopp asserts that “it is clear we have to do something in the summer.”

Tuesday’s first leg of their Champions League match in the round of 16 saw Real Madrid defeat the Reds 5-2.

Despite having games in hand on some of their rivals, Liverpool is eighth in the Premier League despite having an erratic season.

“We know we have to improve and change things, and we will,” said Klopp.

“We cannot do it now but it’s already clear that we have to do something in the summer. For now, we just have to go through this and fight back.”

Liverpool midfielders James Milner, Naby Keita and Alex Oxlade-Chamberlain will be out of contract in the summer along with forward Roberto Firmino.

A number of players have also been struggling for form this season, with Klopp’s side seven points off a top-four spot in the Premier League heading into a game at Crystal Palace (19:45 GMT) on Saturday.

‘A few people are speeding up a little bit and you can’t ignore that’
Liverpool have played in the Champions League for the past five seasons, during which time they won it in 2018-19, while losing to Real Madrid in the 2017-18 and 2021-22 finals.

“It’s not helpful [if we don’t get in the Champions League],” said Klopp.

“We have to start doing work earlier before we know where we will end up position wise and European competition wise. These things are clear.

“We played five years in a row in the Champions League and went through to the final three times, which is massive from a money point of view.

“We built a stand and training ground – the club is in a really good place – but around us a few people are speeding up a little bit and you can’t ignore that. You cannot ignore these kinds of things.

“It’s still about finding in the right players. It’s not about bringing a lot, it’s about right [players].”

Injuries have also had an impact for the Reds during the current campaign but their exploits are in stark contrast to last season when they played every game possible, making 63 outings in pursuit of the quadruple.

They won the FA Cup and League Cup – competitions they exited at the fourth-round stage this season – but missed out on winning the Champions League and Premier League.

And, while Klopp said “this team has a wonderful history”, he added “one of the main reasons” he signed new contract until 2026 was because he knew there would be a period of transition.

“The way that this club is led is by not splashing the money. Our transfers always have to be on point. That makes it really tricky,” he said.

“We cannot make four transfers before we know who will leave the club and these kind of things.

“Last year was not a season for a big change. We played until the last moment and, if you want to change at this club, we cannot just bring in players and realise later that no-one wants to leave. It doesn’t work like that.

“It’s not possible to start it early because we have final after final, played the season until the last minute, played the Champions League final, then we had a short break, then a lot of injuries, and then the World Cup.”

Klopp’s comments follow Liverpool owner John Henry’s statement that he is not selling the Merseyside club.

“We have to make our own plans, and that’s what we do, but based on the way this club is led,” said Klopp.

“It’s obviously different to other clubs, that’s how it is. It worked out so far and we have to see if it will work still or if we have to adapt.

“That’s something for us in the offices when we are not on the training pitch and for my conversations with the owners and all these kinds of things.”

Women ISIS devotees held in Syrian detention camps have forced boys as young as 13 to serve as sex slaves to impregnate them and help boost the population of the “Caliphate,” the Daily Beast reported on Thursday.

At least ten boys at Camp al-Hawl in northeast Syria were conscripted to have intercourse with dozens of women, the US media outlet said, citing unidentified Syrian Defense Force (SDF) officials. The Syrian government has detained about 8,000 ISIS-affiliated women and children since the terrorist group’s defeat in 2019. Adult male ISIS members are held in separate camps.

“We are being forced to have sex with the ISIS women, to impregnate them,” two teens identified as Ahmet, 13, and Hamid, 14, told a guard at Camp al-Hawl. “Can you get us out of here?” One of the boys was required to have sex with eight ISIS women in just a few days.

Security forces confirmed that teen boys at Camp al-Roj, also in northeastern Syria, had been subjected to similar exploitation, the Daily Beast said. In fact, one of the boys collapsed and was hospitalized after being given a Viagra-like substance to make him perform. Mothers at al-Roj, seeking to protect their sons from sexual enslavement, have begged camp authorities to transfer their boys to rehabilitation centers.

Syrian defense officials have recently adopted a policy of moving boys who have reached puberty to such rehabilitation facilities, where they receive anti-extremism counseling and are prepared for reintegration into society. The United Nations decried the policy last week, calling it “unlawful” and suggested that they may be “forcibly disappeared” or sold.

Many of the ISIS women have refused repatriation to their home countries for themselves and their children. Others, such as “ISIS bride” Shamima Begum of the UK, were stripped of their citizenship and barred from returning.

SDF officials said many women have become pregnant in the camps, though the Damascus government doesn’t know the exact number. Some give birth in secret with hopes of boosting the population of the Islamic State, which they believe will be re-established when their men arrive to break them out of the camps.

Zelensky plans to meet China over a said ‘peace plan’

To discuss ideas for putting an end to the conflict in Ukraine, Volodymyr Zelensky intends to meet with his counterpart in China.

The Ukrainian president said he was willing to take some of Beijing’s 12-point “peace plan” into consideration when speaking on the first anniversary of Russia’s invasion.

In reference to China’s efforts to mediate peace, he stated at a news conference in Kyiv, “It’s a significant indication that they are preparing to take part in this theme.”

‘So far, I see this as a signal – I don’t know what will happen later.’

Zelensky, who stressed Russia-allied China did not offer a concrete plan but some ‘thoughts’, also warned Beijing against providing Moscow with arms.

‘I very much want to believe that China will not deliver weapons to Russia, and for me this is very important. This is point number one,’ he added, striking a receptive tone.

But any plan that did not include a full withdrawal of Russian troop would not be acceptable to the Ukrainian government.

Zelensky said he planned to meet Chinese President Xi Jinping but did confirm if and when such a meeting has been scheduled for.

STATEMENT BY HON. CHUSHI KASANDA, MP, MINISTER OF INFORMATION AND MEDIA AND CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 3RD CABINET MEETING HELD ON TUESDAY, 21ST AND WEDNESDAY, 22ND FEBRUARY, 2023.

THE President of the Republic of Zambia, Mr. Hakainde Hichilema, called for the 3rd Cabinet Meeting in the Year 2023, on Tuesday, 21st and Wednesday, 22nd February, 2023, at State House, to deliberate on policy matters and in particular, legislative matters, as the current sitting of Parliament is dedicated to enactment of Bills submitted to Parliament by the Executive arm of Government.

Cabinet approved, for publication and introduction in Parliament during the current sitting, six (6) Bills and made four other policy decisions. The details are as follows:

1. The Rural Electrification Bill, 2023.

Cabinet has observed that the law governing the Rural Electrification Authority is archaic in relation to corporate governance issues particularly that, currently, the law does not provide for a clear distinction in the performance of functions between the governing Board and the Authority.

The objectives of the Bill, therefore, are to promote and enhance rural electrification; continue the existence of the Board and the Rural Electrification Authority and re-define its functions and continue the existence of the Rural Electrification Fund.

2. The Environmental Management (Amendment) Bill, 2023.

In addressing issues pertaining to management of the environment, going forward, Cabinet has found it necessary to introduce a Bill in Parliament to amend the Environmental Management Act No. 12 of 2011, so as to revise the functions of the Zambia Environmental Management Agency; harmonise the provisions relating to solid waste management with the Solid Waste Regulation and Management Act No. 20 of 2018; domesticate the Kigali Amendment to the Montreal Protocol on substances that deplete the ozone layer; provide for the registration of pesticides or toxic substances; and revise the provision on summary imposition of penalties.

3. The Controlled Substances Bill, 2023.

Cabinet has observed that currently, the law is inadequate in providing for the granting of a licence to deal in manufacture, import and export of a controlled substances; regulating the use, dispensing, manufacture, wholesale, transfer, supply, sell, distribution and possession of a controlled substances for medicinal, scientific and research purposes; and in granting sufficient authority to the Zambia Medicines Regulatory Authority to regulate a controlled substance.

Therefore, it has been found necessary to repeal and replace the Dangerous Drugs Act, 1967, in order to deal with these issues and provide sufficient regulation of controlled substances.

4. The Examination Council of Zambia Bill, 2023.

Cabinet has realised that The Examinations Council of Zambia Act, 1983, is inadequate in dealing with the many issues relating to the governance structure of the Examinations Council of Zambia, accreditation of examination centres and the administration of examinations.

Therefore, it has been found necessary to repeal and replace the Act in order to, among others, re-define the functions of the Examinations Council of Zambia; constitute the Board of the Examinations Council of Zambia and provide for its functions; provide for the accreditation of examination centres; provide for the administration of examinations; and repeal and replace the Examinations Council of Zambia Act, 1983.

This is also on realisation that the education sector in general, and the Examinations Council of Zambia in particular, have a critical role to play in moulding the human resources of this country. Invariably, they hold the key to unlocking the country’s socio-economic development, hence the need to repeal the current law.

5. The Teaching Profession (Amendment) Bill, 2023.

Cabinet also approved for publication and introduction in Parliament “The Teaching Profession (Amendment) Bill, 2023.”

The main objective of the Bill is to amend the Teaching Profession Act No. 5 of 2013 in order to align it with the Higher Education Act No. 4 of 2013 with respect to the provisions providing for training of teachers, registration of colleges, and accreditation of learning programmes and qualifications.

6. The National Pension Scheme (Amendment) Bill, 2023.

The last Bill to be approved by Cabinet for publication and introduction in Parliament, during the Cabinet Meeting, was “The National Pension Scheme (Amendment) Bill, 2023.”

The objective of the Bill is to amend the National Pension Scheme Act, 1996 so as to provide for members to access a pre-retirement benefit. This is a policy decision which has received a lot of public support since the pronouncement was made by the New Dawn Administration regarding the partial withdrawal of pension benefits by members of the National Pension Scheme Authority.

The current legislation does not provide for access to contributions by members before retirement. This has tended to deprive members of the scheme of an opportunity to either venture into business or own assets, hence the call to amend the National Pension Scheme Act No. 40 of 1996.

7. Hosting of the 42nd Roundtable Conference of the African Association for Public Administration and Management (AAPAM) in Livingstone, Zambia, 6th – 9th December, 2023.

During the same Meeting, Cabinet also approved that Zambia should host the 42nd Roundtable Conference of the African Association for Public Administration and Management (AAPAM) from 6th to 9th December, 2023, in Livingstone.

Zambia is a member of the African Association for Public Administration and Management which is a premier international professional organisation that promotes best practice and excellence in public administration and management in Africa through research, publications, training, seminars, consultancy, conferences and awards. AAPAM membership includes African governments, private sector, civil society, international organisations, practitioners, academicians and young professionals. Over 600 delegates are expected to attend the Conference.

8. Appointment of Members to various Boards.

Cabinet approved the appointment of Members of the following Boards:
(a) The Patents and Companies Registration Agency;
(b) The Zambia Bureau of Standards (ZABS);
(c) The Competition and Consumer Protection Commission (CCPC);
(d) National Housing Authority (NHA) Board;
(e) The Higher Education Authority (HEA); and
(f) Higher Education Loans and Scholarships Board (HELSB).

Cabinet also approved Members of the following University Councils for Public Higher Education Institutions:

(a) Chalimbana University;
(b) Kapasa Makasa University;
(c) University of Zambia;
(d) Copperbelt University;
(e) Mukuba University;
(f) Kwame Nkrumah University;
(g) Palabana University; and
(h) Mulungushi University.

9. Ratification of the Constitutive Instruments of the Africa Finance Corporation (AFC).

Cabinet further approved the ratification of the Constitutive Instruments of the Africa Finance Corporation (AFC) namely, the Establishment Agreement, the Charter of the AFC, Member States Accession Letters and the Headquarters Agreement in order to finalise the process of obtaining Zambia’s full membership to the AFC and to ascribe to shares at a time when Zambia’s fiscal position improves.

Cabinet approved the ratification as this is in line with Articles 63(2)(e) and 92(2)(c) of the Constitution of Zambia (Amendment) Act No. 2 of 2016 and the Ratification of International Agreements Act No. 34 of 2016 in order to finalise the process of obtaining Zambia’s full membership to the AFC. The AFC currently has 37 African countries as members.

10. Second Millennium Challenge Compact (MCC)

In winding up deliberations for the 3rd Cabinet Meeting, Cabinet discussed the process of developing the Second Millennium Challenge Compact (MCC) in order to facilitate the mobilisation of grant resources to support economic growth and poverty reduction through enhanced agriculture production, productivity and agro-processing. The grants provided by MCC are in the range of US$350 million to US$500 million and these resources will be able to unlock development hence, end poverty.

The first Compact for Zambia was a US$355 million grant to support the Lusaka Water Supply, Sanitation and Drainage project in select areas of the city of Lusaka. The Lusaka Water, Sanitation and Drainage project implemented under the first Compact closed in November, 2018.

Former Kabushi Lawmaker Hon. Bowman Chilosha Lusambo has described President Hakainde Hichilema’s address to Parliament on the National Values and Principles as a ‘TALK SHOW’.

Speaking when he featured on Muvi TV’s Special Interview, Hon Lusambo said there was nothing new said by the President as he merely repeated what was delivered last year.

He said the country was expectant to hear things such as measures to be put in place to curb Gender Based Violence needed.

“He needed to talk about the laws they want to put in place so that would be offenders can be deterred,” he said.

And Hon Lusambo said the protection of the girl child in unsupervised boarding Houses needed attention from the highest office of the land.

He said morals is not only on the behaviour part but also on the activities in the country.

“We saw the Appointment of Judges we wanted to know how they applied. We saw the President talking about cases being concluded in 90 days are we going to be seeing due process of the law,” he said.

He said the issues to do with fertilizer and single sourcing in which a supplier was single sourced was supposed to be tackled by the President.

And Hon Lusambo said the New Dawn Administration made a mistake in scrapping off the Ministry of National Guidance and Religious Affairs as it could have help them with issues of Values, Morality and and Principles.

“In our country, we need to be progressing not the other way round. In PF, we had a ministry Of Gender and the Ministry of National Guidance and Religious Affairs. The Issue National Values and Principle, we had a ministry handling such issues. We had officers in all the 10 provinces. It was a strategic ministry which could have helped President Hakainde Hichilema to tackle the Issues of Morality, ethics, values and Principles. It helped change the mind-set of Civil Servants and General Citizenry. Even the Ministry of Gender, it was instrumental in helping reduce numbers of GBV,” he said.

Meanwhile, Hon Lusambo said the UPND is not on the right track to reducing the cost of living.

He said President Hichilema is aware of the challenge but he is failing to do the right thing.

He wondered why the people of Zambia should struggle to buy a bag of mealie meal.

“The trick on mealie meal is just on FRA who buy maize from farmers. The FRA should not sell maize to millers at a higher price. They should sell the commodity at a subsidised fee. We pay tax so that we can cushion on the poor people of Zambia. Big Companies Such as KCM , Mopani are supposed to pay tax so that Government can use the money in field.

He also mentioned that the current Government must stop taking comfort in the Ukraine and #Russia war as the reason for their failures.

“Why are we talking about Russia war with Ukraine, let’s talk about how are we going to give our people food. We cannot allow ourselves to be cheated beyond the limit. Whether they are fighting, us we should give the people what they want. President Edgar Lungu was leader under difficult circumstances,” he said.

“It was under President Lungu’s administration that we had army-worms, we had drought, we had floods, we had loadshedding until billions of dollars was invested in the energy sectors to end it. Those were difficult circumstances. It was under President Lungu that the pandemic broke out and yet he offered leadership throughout. But this UPND government says things must get bad before they get better. What happens if people die before things normalize! Who is to benefit?”

K120,000 STOLEN FROM TWO MOTOR VEHICLES

February 25, 2023 – Police in Lusaka recorded a case in which uknown people broke into a Toyota Vitz and stole money amounting to K60,000.00 and other valuables belonging to UBABA Logistics Company.

The money and some company documents were left in the car while the owner was attending to some business at Mayfair Insurance Company along Addis Ababa Drive where the incident occurred on February 24, 2023 around 16:00 hours.

Brief facts are that the victim identified as Chundu Simfukwe aged 38 of Chelstone area withdrew money from Atlasmara Bank at Arcades and drove to Mayfair Insurance where he parked the vehicle leaving the money and other company documents in the car.

When he returned to the car, it was noticed that the rear right passenger window was broken and money stolen including the Bank cheque book and other valuables.

Police visited the scene and the CCTV footage viewed showed a Benz car, grey in colour, following the victim’s car into Mayfair premises. Two unknown male persons emerged from the car and one was seen hitting the window to gain access.

And in a similar incident, unknown persons broke into a Toyota Fortuner and stole a bag containing K60,000.00 and various documents including two cheque books.

The incident occurred on February 24, 2023 between 14:00 hours and 14:45 hours at Spoon Restaurant in Olympia park.

Initial investigations indicate that the owner of the vehicle identified as Mariajani Lungu aged 48 of Meanwood parked the vehicle at Spoons Restaurant along Parliament Road where he was having his lunch meal.

When he return to the car, he was alerted by the guard that unknown people he did not see broke his car. Police visited the scene and found that the passenger rear window was broken to gain entry.

Police have instituted investigations in both incidents.

We have observed with serious concern the increase in the number of cases involving thefts from motor vehicles. We wish to remind members of the public especially motorists that leaving valuables in the car at any point attracts criminals who will do everything possible within their means to gain access even if the vehicle is locked.

Motorists are encouraged to make good use of their view mirrors to check who is following them whenever they embark on their journeys especially after leaving Bank premises*

LAURA Miti says President Hakainde Hichilema should morally declare his assets since there is no law in the country that compels him to do so.

Miti, an Alliance for Community Action executive director and also a commissioner of the Human Rights Commission, says the Electoral Commission of Zambia even now can disclose what President Hichilema declared before coming into office.

“You see the thing with president [Edgar] Lungu, we knew the man was from Chawama, okay, so we could very easily see when millions began to move, everybody else. This President can move a few millions dollars and we won’t even know because of the wealth he already has,” she said.

During a special discussion on public finance and accountability audit report hosted by Chapter One Foundation, Miti said politicians need to understand that declaration of assets is not about them but about the Zambian people that they govern.

“But I was going to go beyond that and say, even if there is no law, I think it is morally right for the President to make a declaration. Largely because he probably is the wealthiest President we have ever had or so we are told. So he comes in with the kind of money that would allow him to hide a lot more. I think morally President Hichilema must declare his assets and also it will make it easier for us in civil society to make his ministers declare his assets, to make the MPs declare assets,” she said. “The reason we need these things done are not because we like the President, we don’t like the President. We want to know his bank account, it is not about him, it’s about the people and this is what these politicians need to understand.”

Miti said it is extremely unfortunate that the current law does now require the President to make annual declaration of assets.

She said the country has heard the President’s declaration of his commitment to accountability but he should morally declare his assets.

“That said, I would like to agree with what Linda [Kasonde] is saying that it would be advisable for this President, President Hichilema to declare his assets. The main reason is that if he does not declare his assets, let’s forget about the law because I started off by making it clear that he doesn’t have to, alright,” Miti said. “It is not about President Hichilema, it’s about the people. We want him to declare his assets so that he can help us, help Anti-Corruption Commission, help everybody protect the assets or protect public finance so that it is available for the poorest people who don’t even know anything about assets. Morally it would be nice for us to know; ‘I came in with so much, I have so much now, I have ring-fenced it therefore, when I leave, it is not that I have touched the treasury or other assets’.”

She also said there is no law that hinders the Electoral Commission of Zambia from releasing the declarations made by presidential candidates when running for an election.

Miti said the ECZ move to protect former president, Lungu, by not disclosing assets that he declared has allowed President Hichilema to get away with it.

“But there is no law for the President right now so the only law is before the elections and that was done and then Electoral Commission hid it. In fact, the Electoral Commission can still publicise. I don’t think there is any law that prevents the Electoral Commission even now telling just what President Hichilema declared before coming into office,” said Miti.

IMF deal in danger if China rejects Ghana’s debt relief – German Ambassador

The German Ambassador to Ghana, Daniel Krull, has warned that the $3 billion bailout being sought from the International Monetary Fund is in danger of not being approved if China fails to agree to a debt relief package.

Addressing the media, Mr Krull said China has so far rejected attempts by officials from Ghana to engage them to commit to the setting up of a creditors’ committee for an agreement on a debt package.

President Nana Addo Dankwa Akufo-Addo on Friday, February 3, urged Germany to “encourage” China, an ad hoc member of the Paris Club, to support Ghana’s debt restructuring efforts.

The President made the call when the visiting German Finance Minister, Christian Lindner called on him at the Jubilee House, Accra.

The Finance Minister, Ken Ofori-Atta, on Thursday, disclosed that the government’s planned high-level meeting with Chinese creditors over Ghana’s debt restructuring has been postponed to late March 2023.

According to him, this is due to the upcoming National People’s Congress of China which is scheduled for early March.

But Mr Krull has disclosed that other creditors will only play their part and help if China – the biggest creditor to Ghana – agrees to the debt relief package.

“We are prepared to live up to our responsibility as one of the major bilateral creditors to Ghana, but we are only ready to implement our solidarity only if certain criteria are met. In this first place, it has to be done in an internationally coordinated fashion, and therefore we have the G20 common framework. The G20 has agreed on how to deal with these kinds of crises, and we feel that it is important that this framework is respected.

“The second condition is that we are ready to take our part when others are ready to do that so all major creditors must be ready to help Ghana. The Big elephant in the room is China. China is the largest creditor to Ghana and so far [China] is not supportive of setting up of a creditors’ committee, where the creditors will sit down and agree on an aid package for Ghana.”

Mr Krull further appealed to MPs and politicians who have business relations with China to encourage their Chinese counterparts to agree to the aid package to help rescue Ghana’s economy.

“The President and the Finance Ministers have appealed to Germany to support Ghana in convincing China to come to the table, and we are ready to do that but at the same time, I want to appeal to all Ghanaians who have strong ties to China, who are doing nice business with China to also engage them and convince them that it is time to sit down with all the creditors and agree on a package. Time is of the essence. Without this agreement, the IMF package is in severe danger.”

Mummified ancestor of Boris Johnson did not pass away from syphilis – Scientists

Scientists were astonished to learn that a mummified ancestor of Boris Johnson didn’t pass away from syphilis.

The body, dubbed “Switzerland’s most famous mummy,” gained notoriety in 2018 when Anna Catharina Bischoff, Johnson’s sixth great-grandmother, was revealed to be the corpse.

It was presumed that she had died of syphilis since her remains, which were discovered in 1975, contained significant concentrations of mercury, which was once used as a treatment for the disease.

But now an analysis of the microbes in her mummified organs has revealed not syphilis, but high levels of a bacterium previously unknown to science.

‘The initial assumption was based on the mercury presence in her body, especially in the lungs. This might indicate inhalation treatment for syphilis, as this was the followed protocol back then,’ said microbiologist Mohamed Sarhan from Eurac Research.

‘We therefore analysed many samples from every organ in her body to see whether we can find any DNA traces of the syphilis-causing pathogen, but we couldn’t,’

‘Instead we found this new bacterium that was highly abundant in the brain tissues and correlated with the highest mercury concentration in the brain.’

Comparing the mysterious old bacteria with bacteria from today revealed that it contained similar sets of genes to those found in modern bacteria that cause bone lesions and pulmonary symptoms.

Bone lesions, which are visible in Bischoff’s remains, are a known symptom of untreated late-stage syphilis.

So she may have been misdiagnosed with the sexually-transmitted infection, when the true cause of her sickness was something unknown.

For Dr Sarhan, it’s enough to rule out syphilis as a cause of death.

‘The assumption that she might have died of syphilis can be excluded even if she had it. Syphilis at an advanced stage has very clear signs that she did not have,’ said Dr Sarhan.

‘Additionally, she died at age of 69, so not very young. Also, she had other health issues. For example, she was overweight and had gallstones, and had other issues that are currently under research,’

‘The mercury treatment might have weakened her body and immune system over time, but was not really the main cause of her death.’

Dr Sarhan’s conclusions aren’t without controversy, however.

‘This is the point where we have different opinions. In the late stages of syphilis you don’t find a lot of bacteria in the body anymore. So it was very difficult to find the old genome of the bacteria,’ said Gerhard Hotz of the Natural History Museum of Basel, where the mummy is now kept.

‘So it’s not proof that she didn’t have it – for me personally, I still think she had it. Her skull clearly shows signs of syphilis. But we can’t prove it by genomes.’

Whatever the case, Bischoff’s illness was certainly assumed to be syphilis in her time. And for the wealthy widow of a priest, that was a damning diagnosis.

‘Nobody wanted to talk about it. Normally when people died of her social class from Basel, there was a written obituary about the person, who she was and so on. We found it about everybody, but not about her,’ said Dr Hotz.

‘So we think she died, and she was very quickly and privately buried in the church.’

He said her diagnosis would have barred her from using public baths and even being treated in a normal hospital. But it didn’t necessarily indicate any illicit sexual activity.

Dr Hotz said the scrutiny of the churchgoing community would have made an affair difficult to conceal, and letters from her husband detailing his own illnesses give no symptoms of syphilis.

‘We don’t think it was an affair, either from her husband or from herself. But there’s another explanation – because she was the wife of a priest, she had to visit sick people, to console them,’ said Dr Hotz.

‘And in Strasbourg, near where she lived, there was a hospital for syphilis, so we think she was going there to visit sick people. And if somebody was newly infected, you can easily be infected.’

Bischoff was born to a wealthy family in Strasbourg, France, in 1719. Her father, himself a priest, ministered to the Swiss families of the city, but when he died aged 40 the rest of the family rejoined their relations in Basel.

Bischoff’s husband would ultimately take her father’s old job in Strasbourg, and she lived there for more than 40 years, having seven children – four of whom survived to adulthood.

Her oldest daughter, also called Anna Katharina, is Boris Johnson’s fifth great-grandmother.

After her husband’s death, Bischoff returned once more to Basel, where she died in 1787.

And when she was buried in Barfüsser Church, the mercury that had been used to treat her slowed her putrefaction and turned her into a mummy.

Nigeria 2023 elections: N32.4m new notes to be used for vote-buying intercepted

The Economic and Financial Crimes Commission (EFCC) has seized N32.4 million in fresh notes that they believe are to be used in Lagos to buy votes.

The anti-graft organization said in a tweet on Friday that authorities had also detained a suspect and were questioning him.

“The massive operation by the Economic and Financial Crimes Commission, EFCC, to deter vote trading and other financial malfeasance ahead of tomorrow’s presidential and national assembly elections may have begun paying dividends with the interception in Lagos of the sum of N32,400,000 allegedly suspected to be used for vote buying in Lagos,” the statement read.

“The recovery was made by operatives of the Lagos Zonal Command of the Commission. The suspect involved has been taken into custody for further questioning.”

Abdulrasheed Bawa, the chairman of the EFCC, urged members of the anti-corruption organization assigned to the task of election monitoring to act courageously.

Bawa also urged them to avoid creating conditions that would allow dishonest individuals to compromise the integrity of the polls by offering money inducements.

“Tactical teams of operatives are currently on the ground in all the states of the federation and the FCT. Telephone hotlines have already been circulated through social media for members of the public to share information regarding financial malpractices with agents of the Commission.

“Members of the public are encouraged to report anyone trying to buy or sell votes by making use of the EFCC financial crimes reporting App, Eagle Eye, which is available for download on the Google Play or Apple store,” the statement added.

Earlier, security operatives arrested a federal lawmaker, Dr. Chinyere Igwe, with $498,100 on suspicion of attempted vote buying and money laundering.

The lawmaker who represents Port Harcourt Federal Constituency 2 in the House of Representatives was arrested along Aba Road in the state capital on Thursday.

These incidents come amid a scarcity of the new naira notes, subjecting millions of Nigerians to hardship. The situation also triggered protests in some states with aggrieved citizens barricading major roads to register their displeasure.

Man fatally shoots woman and returns to crime scene to kill journalist reporting the story, police say

Authorities in Florida have arrested and charged a man in connection with a triple-murder on Wednesday. The suspect, identified as 19-year-old Keith Melvin Moses, is said to have initially shot and killed a woman before returning to the crime scene hours later to fatally shoot a journalist covering the story. The suspect also shot a 9-year-old girl and her mother in a nearby home, FOX 35 Orlando reported. The 9-year-old died.

The deceased Orlando TV journalist was identified as Dylan Lyons. A colleague journalist who was with Lyons also sustained gunshot wounds. The two were in their vehicle when Moses opened fire on them.

Authorities identified the deceased 9-year-old as T’yonna Major. The other female victim Moses shot and also killed was identified as 38-year-old Nathacha Augustin. Authorities also said that T’yonna Major’s mom is in a hospital in critical condition.

And though Orange County Sheriff John Mina said they are yet to establish the motive behind the shootings, he said Moses was “an acquaintance” of Augustin. Mina also said it seemed Majors, her deceased daughter, as well as, the journalists did not have any connections with Moses.

“The suspect is not saying much right now,” said Mina. “It’s hard to know if he was targeting this news crew. Again, that will all be a part of our investigation. I was out at the scene and the vehicle doesn’t really look like a news vehicle to me, but then again, there was a photographer there so that’s possible.”

Following the morning shootings, Moses returned to the crime scene around 4 pm when local news media platforms were getting ready to report live on the initial homicide incident, Mina said, per FOX 35 Orlando.

“He returns to the scene. He goes to the vehicle where the news media people are at, he shoots both the people from News 13,” Mina added.

Mina said Moses, who was later arrested, has a “lengthy criminal history to include gun charges, aggravated battery and assault with a deadly weapon, burglary, and grand theft charges.”

The incident is currently under investigation, and authorities are trying to locate witnesses. “I want to acknowledge what a horrible day this has been for our community and our media partners. I work closely with all of you and know many of you and know the very difficult job that you do and also the very important job that you do for our community,” the sheriff said.

European Commission staff banned from using TikTok

Due to concerns about Chinese eavesdropping, the European Commission has prohibited officials from using the TikTok video-sharing app.

Employees were informed that if they did not remove the Chinese-owned social media website by March 15, they would lose access to their email accounts and video conferencing systems.

“To protect the Commission’s data and increase its cybersecurity, the EC [European Commission] Corporate Management Board has decided to suspend the TikTok application on corporate devices and personal devices enrolled in the Commission mobile device services,” bosses told staff in an email message.

TikTok is allegedly intended to collect more personal data than any other social media app or messaging service, according to experts.

Potential security risk
The platform has twice as many trackers built into it than the industry average, according to Internet 2.0, a cybersecurity firm.

This has sparked fears within Western governments that TikTok poses a potential security risk because of concerns over its Chinese parent company’s close relationship with Beijing.

The EU ban will also apply to its staffs’ personal phones if they have work-related applications installed on them.

It follows a decision by the US Congress to restrict TikTok usage on federal government devices.

The Dutch intelligence agency has also launched a probe into the risks posed by government workers with the app installed on their mobile phones.

Time for UK Government ban?
But as it stands, no European government has followed the US lead in officially banning the app.

Last year, TikTok admitted that the personal data of their users could be accessed in the Chinese headquarters.

At the time, Forbes reported the application was being used to spy on journalists covering its parent company ByteDance.

On Thursday, TikTok said that a decision by the European Commission to ban the video-sharing app on its staff’s official devices was based on mistaken ideas about its platform.

“We are disappointed with this decision, which we believe to be misguided and based on fundamental misconceptions,” a spokesperson for the Chinese-owned company said, after the Commission cited data protection concerns.

Nigeria elections: Afe Babalola slams govt over nationwide closure of universities

Aare Afe Babalola, Elder Statesman and Founder of Afe Babalola University, Ado-Ekiti (ABUAD), has slammed the Federal Ministry of Education and the National Universities Commission (NUC) for ordering a mass closure of Nigeria’s universities due to the country’s upcoming elections.

Nigeria’s Minister of Education, Mallam Adamu Adamu, had on February 3, 2023, ordered the Executive Secretary of the NUC, Prof. Abubakar Adamu Rasheed, to shut down all universities in Nigeria between Wednesday, February 22, and Tuesday, March 14, 2023, on the ground of “concerns expressed on the security of staff, students, and properties of respective institutions.”

Babalola, a former pro-chancellor of the University of Lagos, was particularly incensed that the ministerial order to close all universities in Nigeria could be given to the NUC, the regulatory body for higher education in Nigeria, without any notice to or consultation with the vice chancellors, owners, and Board of Trustees of all private universities, who are significant players in the country’s educational landscape.

His words: “The forced closure of Nigeria’s universities by the Minister of Education and the NUC has done irreparable damage to students of Nigerian universities. Their problems have been worsened by the scarcity of money caused by banks and Automated Teller Machines (ATM), all of which made transportation back home more dangerous than ever before. Of course, the illegal closure has adversely affected the curriculum, particularly with respect to private universities, which are reputed for their predictable academic calendar and absence of strike actions.”

He was worried that Nigeria appears to be oblivious to the time-honoured maxim that “if you want to destroy a nation, you don’t need bayonets, bombs, or nuclear warheads. All you need is to destroy its education.”

Commending civilised nations for prioritising how not to disturb academic calendar of universities, the leading educationist recalled the events surrounding the pandemic, which shook the entire world to its very foundation between November 2019 and the better part of 2020. Keeping schools closed a moment longer than is absolutely necessary is socially intolerable, economically unsustainable, and morally indefensible. Without resumption of formal education, a generation of children is likely to have its employment and earning prospects blighted.”

Terrified by the ministerial directive which was taken by the NUC hook, line and sinker, the legal juggernaut who spoke at the induction of ABUAD’s newly qualified 123 Medical Doctors on Monday, raised the following posers: “Does the Minister of education have the statutory power to direct the NUC to close down universities on the ground of “the forthcoming elections and the concerns expressed on security of staff, students and properties of respective institutions?

“Does the NUC have the statutory authority to close all or any university in light of the upcoming election and the expressed concerns about the security of staff, students, and properties at respective institutions?”

“Are there no provisions in our law to deal with any security report by security agencies which allege concerns on security of staff, students and properties of respective institutions?

“Was the order to close down universities known to the President, the Minister of Defence, the Minister of Interior, or the Executive Council?”
In answering these questions, Babalola relied on the combined effects of the NUC Act of 1974 and the Education (National Minimum Standards and Establishment of Institutions) Act of 1985 and returned the verdict that the minister has no statutory power to issue a directive to the NUC to close down Nigeria’s universities for the adduced reasons.

Section 4 (2) of the 1974 (NUC) Act says: “The minister may give the Commission directives of a general character relating generally to particular matters, with regard to the exercise of the Commission of its functions under this Act, and it shall be the duty of the Commission to comply with such directives.”

According to Babalola, the functions in respect of which the minister can give directives under this Act are non-compliance with the regulations on academic matters and not matters connected with election.

“Clearly, the minister has no statutory power to give a directive to the NUC to close down universities.” he affirmed. Relying on Section 2(1) of the Education (National Minimum Standards and Establishment of Institutions) Act of 1985, Babalola said that: “It is abundantly clear that the NUC has no statutory power to carry out the instruction of the minister to close down all universities.”

It is also clear from the wording of the section of the Education (National Minimum Standards and Establishment of Institutions) Act of 1985 that the power of the NUC to close down a university is severely restricted to an institution which failed to comply with Section 19, 20 and 21 of Education (National Minimum Standards and Establishment of Institutions) Act of 1985 in respect of failure to comply with the NUC law on education.

Section 2 (1) of the Education Act of 1985 provides as follows: “Any institution established otherwise than in compliance with Section 19, 20, or 21 of this Act may be liable to closure by the appropriate authority, but before closing down any such institution, the appropriate authority shall afford the proprietor of the institution an opportunity to make representations for consideration by the appropriate authority not later than 60 days after receipt of notice by the proprietor from the authority of the intention to close down the institution.”

In his view, the time-honoured legal maxim of “Nemo dat quod non habet” which means, “No one can give what he does not have” should have been allowed to apply squarely in this case.

In place of the mass closure of universities, he pointed out that the government and law enforcement agents should have evoked the relevant provisions in the country’s criminal code and other legislations to deal with any person, whatever his class, who the security agents have reasons to believe as likely to put security of staff, students and properties of respective institutions in jeopardy.

Drawing an analogy to drive home his point, he said: “It would be improper to ask a landlord with his family to quit the family house because security agents are aware that some criminals want to attack his house. The prudent thing would be to beef up security around the house.”

The alternative, according to him, is that since security agents are of the view that the election will not be devoid of violence, they should have identified the problems that could engender violence during the election and evoke the law against offenders and not closure of universities.

To prevent a reoccurrence of this trend in future, the country must fashion out a new people’s constitution, which will not make politics the only lucrative business in town, but one which will allow only public-spirited and patriotic Nigerians to contest elections without the influence of godfathers and moneybags, thereby giving way to patriotic Nigerians who can serve the country pro bono or earn sitting allowances only.

Senator Graham told the UPND “you have a chance, don’t let this moment pass.”
The South California Republican Senator in an interview at Kabuyu Primary School north of Livingstone after witnessing a school feeding programme and inspecting a UNDP, FAO and WFP agriculture bulking centre on Monday said the US Congress will work on getting more American private sector to invest in Zambia.


“My Ambassador (to Zambia Michael Gonzales) believes the new government is the best partner we could have in the region potentially. That the new government offers a lot of promises on (fighting) corruption, performance systems. So what I hope we could do is get more American investments here from the private sector. There is a lot of money to be made in this part of the world,” he said. “But the challenge for this government is to deliver on the promises…this is a moment. From our Ambassador’s point of view, he is very excited for the next years in terms of partnerships with our countries. To this new government, I like what you are saying but you need to deliver and we wanna be there to help you.”


Graham noted that Zambia has a lot of agricultural and developmental needs.
“Getting the American private sector will help,” he said.


Graham said more investment into the agriculture and education sectors is needed.
He said the fight against corruption was one of the best indicators that Zambia was being graded on.
Delaware Democrat Senator Chris Andrew Coons said additional US investment will have positive impacts across Zambia.
“When we return to Washington we will be talking about what are the priorities of Zambia and how we work in partnership to deliver more positive impacts in future,” Coons said.


He said he was impressed with Zambia’s land, water and human resource abundance.
Coons said there is also need to target the best investment areas such as agriculture so as to unlock the great potential of Zambia to create jobs and to produce healthy foods.


Later at the Royal Livingstone Hotel during a meeting with foriegn affairs minister Stanley Kakubo, who was accompanied by his tourism counterpart Rodney Sikumba, Graham said Zambia and the US have a great moment to change the future of Zambia.
He told Kakubo and Sikumba that employing more teachers to reduce the teacher-pupil ratio is the best investment Zambia can make for posterity.


“Your new government is off to a good start. Word is out to the world especially in Washington [that] there is a new group (UPND) committed into reform, moving Zambia forward. This time will not last forever. We must act on the rethoric, we must actually do the reforms,” said Graham. “I have real love for your country and parts of this world. The potential here is unlimited in so many ways. The power of your people is just being tapped. You have a chance, do not let this moment pass.”


And Coons, who chairs the Senate Appropriations Committee, said he was hopeful that Zambia through the newly created Financial Corporation would be able to find high standard and transparent investment resources from the American private sector.
“You are leading the way in terms of the model in terms of private-led sector development. We hope to be a good partner in this,” said Coons.
Kakubo told the US congressional delegation that Zambia wants to do more and tabulated some successes on the CDF and public workers recruitments.
“We really appreciate the support we have gotten from the US bilaterally and through multilateral institutions. We are greatful for that,” said Kakubo.
The delegation also consisted of New Jersey Senator Bob Menendez (Foriegn Relations Committee), New Mexico Senator Martin Heinrich, Maryland Senator Chris Van Hollen, Mark Kelly (Arizona) and US permanent representative UN Agencies (Rome) Cindy McCain.

LOCAL government minister Gary Nkomo has accused opposition PF of wanting to run government through the back door.

Nkombo, in parliament on Tuesday, accused PF of collecting information from the government system adding that there is somebody within the government machinery who is feeding in.

He said there is a clear dichotomy between wanting to run a government and failing to accept that you lost elections and providing oversight role.

“But I am very concerned this afternoon and my concern is in the manner in which you are transacting business in this people’s assembly. There’s a clear dichotomy between oversight function and attempting to run a government using the backdoor,” Nkombo said. “I will ride on the standing order number 65 which compels us to be, first, factual and with verifiable information. Having said so Madam, it is clear from where I’m sitting that the honourable members of parliament from PF, the former ruling party, are collecting information from the government system. Going from what Mr Kafwaya was reading from his phone, it is very clear, there is somebody within the government machinery who is feeding in. Madam Speaker, my point of order is very serious. It’s extremely serious and is now overbearing on myself. Now I will tell you why it’s overbearing on myself. When I say there’s a clear dichotomy between wanting to run a government and failing to accept that you lost elections and providing oversight role…”

Nkombo said the PF wants to run government from the opposition benches thereby disrespecting the will of the Zambian people who voted them out.

He said the PF have an illusion that they would come back into power.

“Madam, the example I will give you in order for you to appreciate where I’m coming from, in raising my point of order, is that not so long ago, the President Mr Hakainde Hichilema transferred one member of staff in State House to the foreign mission and there was an uproar from those who were in government then,” said Nkombo. “I am giving a clear example of an administrative adjustment. In his maiden answer, the Minister of Finance was very clear that this is an administrative investigation and that if the officers who have been cited in this, which may seem to be an irregularity are found to be innocent, they will go back and resume their employment and as it is they are just transferred. Is it in order, Madam, that we can be spending one whole hour over a group of people who lost elections wanting to run government illegally, by wanting to run government from the opposition benches? Luapula Members of Parliament have demanded that the main masterminds behind the Sugilite Syndicate be revealed.

Yesterday, President Hakainde Hichilema fired Deputy Permanent Secretary for Luapula and five District commissioners over their alleged involvement in the sugilite scandal.

Addressing the media yesterday, Bahati Member of Parliament Leevan Chibombwe said Luapula Province is under siege.

Hon Chibombwe said Mansa has been taken over by UPND cadres who are after the mineral Sugilite.

He alleged that the main dealers in the sell of the sugilite are Government officials.

He said the people are being beaten by UPND cadres from elsewhere and not luapula just because of the gemstone

“They are selling it at 5000 kwacha per killo, 50,000 per tonne when the international market price is 5 million dollars per tonne,” he said

Meanwhile, Pambashe Member of Parliament Ronald Chitotela said the country has about 49 million dollars from the ten tonnes of Sugilite that has allegedly been stolen.

And Milenge member of Parliament Chonde Saka said it is sad that Luapula Province is one of the poorest in Zambia yet it has precious minerals.

“We do not want to kmport the problem that was in Black Mountain to bring it to Luapula. Government must provide direction. What is happening there is a syndicated crime perpetuated by the Government. The area is heavily guarded. If you go to the Road that leads to Muombe, it is a sorry sight. This cannot continue. This is misuse,” he said.

Speaking at the Same briefing, Chiengi MP Given Katuta Mwelwa said it is foolishness to get millions of dollars build structures elsewhere and not develop an area where the mineral is being gotten from.

In addition, Chembe MP Cliff Mpundu said people of Luapula are very anxious to start benefiting from the mine.

“Government must operationally, nationalise or give it to an investor. What people of Chambe are demanding is that Government must ensure the mine starts operating. The harvest from the mine should start benefiting the people of Chembe and Luapula Province,” he said.

Compensate Hamasaka for unlawful prosecution, court directs State

THE Lusaka High Court has ordered that State House chief communications specialist Clayson Hamasaka be compensated by the State for his malicious prosecution in 2013, which resulted into him losing employment and business.

Judge Mary Mapani-Kawimbe said Hamasaka’s arrest by the Drug Enforcement Commission (DEC) for drug peddling, defamation of the president, seditious practices and being in posession of obscene materials with intent to corrupt morals, was ill motivated because there was no complaint.

Hamasaka had sued the State seeking remuneration for wrongful prosecution, false imprisonment, lost items and loss of business and employment as a lecturer at Evelyn Hone College, on trumped up charges.

In her judgement judge Kawimbe said the search of Hamasaka’s house and personal belongings was intended to recover the alleged drugs and the officers extended the search for evidince of defamation of the president which was not within their mandate.

“While the search was done under warrant and within the bounds of the law, the charges of other offences in the opinion of the court, the search was laced malicious intent and as such I find that the critical ingredient of malicious intent had been established,” she said.

Judge Kawimbe noted that the DEC and the police acted dishonestly or erroneously because there was no case against Hamasaka compared to their actions which were ill willed as the information that the officers acted on did not disclose the source and basis upon which they were compelled to act.

“The plaintiff’s prosecution could be described as malicious because the officers could not be said to have believed that he committed the offence he was tried for and subsequently acquitted of. He has proved his claim. Consequently I award the plaintiff damages, although he had asked in his global claim of …, instead I shall grant him an opportunity before the registrar to present invoices receipts or payslips or other form of proof to substantiate his claim,” she said.

The court said Hamasaka’s evidence is not contested and the articles produced as evidence written by Daily Nation, Proud Aushi Musamba and other media outlets arose out of the State’s actions and are libelous and as a result he lost employment and business opportunity that earned him income.

“I consequently hold that the plaintiff’s claim for defamation is sucessful. However, it shall be assesed by the learned district registrar,” said judge Kawimbe

“The plaintiff suceeds in all his claims against the defendant costs are awarded to the plaintiff to be taxed in default of agreement.”

In October 2021, Hamasaka sued the state in the Lusaka High Court for false imprisonment on allegations of drug peddling, defamation of the president and seditious practices.

SPEAKER of the National Assembly Nelly Mutti says officers at Ministry of Finance who have been transferred to Cabinet Office should have been suspended so that investigations can be carried out.

“Honourable member [for Lunte, Mutotwe Kafwaya] if you are aware of the details, like some of us are, you will not even raise a finger. You would want to wait, you would want to wait to see that the investigations are carried out to the satisfaction of everyone,” Mutti told Kafwaya on Tuesday after he raised a matter of urgent public importance over an audit which has seen senior officers at Ministry of Finance and Auditor General’s office transferred.

Mutti said investigations should be allowed to proceed without any interference from anyone.

“Remember this item has made a lot of headlines in the paper. And before I even answer in detail or react in detail to the concerns that have been raised by the honourable member for Lunte today, there was an article in the paper that the director general of the Anti-Corruption Commission is prepared to show the honourable members of parliament who are disputing the wrongs that happened at the Ministry of Finance,” she said. “So it’s not something that we can condemn or tolerate just without knowing what is actually happening on the ground, the facts on the ground. So anyway, in any event, you honourable member for Lunte this matter you raised it the other day on Friday, you asked the honourable leader of government business (Vice-President Mutale Nalumango) she responded. You are again bringing it and in accordance with standing order 67 of our standing orders, repetitious questions are not allowed.”

Mutti said there is no need for worry, as government is carrying out investigations.

“In any event the government is aware investigations are being carried out as you have said they are appearing before either DEC or ACC. So the investigations are ongoing. Let’s allow the investigations to proceed without any interference from anyone. If these members are going to be found innocent, they will be cleared. There is no need for worry. I think the worry should come from everyone, the people who are supporting or who are against the removal and the people have removed. Government money has been lost and it’s not little money, it’s a lot of money,” Mutti said. “So let’s not worry about things, about unfair treatment, illegal [audit]…Unjust treatment is just the course, it is just the conditions of service that if you are found wanting you can either be transferred or suspended. In this case they have even been transferred. They should have been suspended so that investigations can be carried out. So let’s not worry about.”

And finance minister Situmbeko Musokotwane said the new dawn administration is not going to sweep any suspicions under the carpet.

“Madam Speaker, as you have said, suspicions were raised and the culture of this government is not to sweep any suspicions under the carpet. Madam Speaker, you notice that this is in big contrast to what happened before. For example, the previous government (PF) ministers would be arrested but they will be left to sit in their offices, thereby hampering investigations. Madam Speaker, you recall that under the previous government, a number of people were injured, some were even killed in cold blood. Madam Speaker, in light of this when the suspicions were raised this government could not act like the previous government where high suspicions came up and nothing was done,” he said. “It was decided under this government that something must be done. In other words, investigations. Now, if you are going to investigate people, unlike in the past…So that witnesses and other investigators are free to investigate without hinderance. And this is what has happened. But Madam Speaker, I also want to say that these transactions did not take place under this government. These transactions took place when our colleagues, the PF, were in government.”

Dr Musokotwane said people should maintain their cool and allow investigators carry out their duties.

“Madam Speaker, investigations are investigations. If it will be found that the people have no case to answer, nothing will happen to them. But if it is discovered that from the time when they were there illegal transactions took place, then obviously the due process of the law must take its course,” said Dr Musokotwane. “So there is no reason whatsoever Madam Speaker, what the concerns and to think that we are targeting people or that we are trying to molest innocent people, it is nothing like that. It’s just following the good process of good governance and there is no need for anyone to panic whether here or those who are affected. Let’s just maintain our cool, let the investigating agencies do their work.”

UPND spokesperson Cornelius Mweetwa says the Ministry of Agriculture will this Wednesday float advertisements for the supply of farming inputs for the 2023-2024 farming season.


He says the issue of high mealie meal prices is now under control.
Featuring on Prime TV’s Oxygen of democracy on Monday evening, Mweetwa said there would be no excuses this year.
“We have already settled in. This year, we don’t want to govern by excuses and you recall him (President Hakainde Hichilema) saying that , ‘those who will stand in the way of progress we will put them aside’. I would like to indicate that I am reliably informed that as a way of averting the situation which happened in the last farming season relating to FISP and agro-inputs, this Wednesday, on the 22nd of February, the Ministry of Agriculture is scheduled to flush out adverts asking suppliers to bid for the supply of fertiliser,” Mweetwa said. “Last year that was being done very late somewhere after July, August going into September but it is being done after tomorrow to ensure that this situation that plagued this farming season of 2022 -2023 is averted. And I know the determination of the Minister of Agriculture [Reuben Mtolo Phiri] with the guidance of the President to ensure that the systems, challenges of 2022 in the agriculture sector are not repeated. We know quite a number of our farmers are not happy with what transpired but it is better it happened at the start of our governance because we needed to put certain things in order. We needed to confront certain cartels that were involved in the supply of agro-inputs. Some of them that were either not supplying in accordance with their contractual obligations in terms of quantities or were supplying in terms of quantities underweight. A lot of issues have now been addressed.”


Mweetwa said Mtolo indicated during Cabinet discussions that in 2023, the issue of late delivery of agro-inputs would be a thing of the past.
“Number two, a number of people were unceremoniously removed from the FISP prgramme without notice. All those issues, your government is aware of them and due diligence is going to be performed through a rigorous [mechanism] to ensure all those deserving farmers can be on course to be recipients of FISP,” he said. “Some were not qualified and did not get their FISP packs and all those issues to do with camp officers, the administration of FISP, are being confronted head on right now. Some of the people that have made this programme have rather more challenges are our own camp officers such as officers corroborating with non-existent cooperatives and allocating huge packs.”


Mweetwa said the government would not tolerate theft of inputs by camp officers.
“Coming from Choma myself, one camp officer and another will in the next few days be arrested over this dubious activity of creating fictitious cooperatives and diverting up to 600 bags of fertiliser meant for ordinary vulnerable farmers into a private advantage,” he said. “The law may be moving a bit slow but the law will always catch up with wrong doers.”
Mweetwa said the UPND had brought transformative changes.


“I would love to indicate that contrary to the assertions that we are not ready to lead, if we were not ready to lead, firstly on the governance side of things we would not have taken Zambia on the continental and global map so high where it is. We would not have restored normalcy in the country,” he said.


“The country is insanely peaceful. No one goes to the bus stop and gets harassed by thugs. No one posts videos of commanders wielding pangas threatening citizens to an extent parents were getting worried what country we were going to live our children into. All those issues are now a thing of the past.”


And Mweetwa said the government had brought prices of mealie meal under control.
“You remember there was an issue to do with mealie meal prices and our colleagues in the opposition went to town with it, celebrating the then rising prices of mealie meal but you have seen the prices have collapsed and are hovering between 150, 170, 175 breakfast. If it is ZNS mealie meal it is at 150 breakfast and roller as meal as low as 110, 120 and so on. That is progress being made,” he said. “The mealie meal prices had gone up due to natural laws of supply and demand.”


Mweetwa said Zambia’s grain was feeding the continent hence the skyrocketing prices.
He however said export permits are being used to detect the movements of maize and mealie meal on the borders to ensure food security is sustained.


“The government is on hand. The government is working. One of the things which is interesting is the insincerity of our colleagues in the opposition. One of the candidates standing as presidential candidate for seat of PF president was in the last one month one of the net exporters of maize from FRA into Tanzania creating this situation we are in and made a lot of money,” said Mweetwa. “After making a lot of money goes to hold a press conference to say ‘mealie meal prices are skyrocketing in Zambia. Meanwhile, he is one of the major exporters of maize that should have gone to millers. It is that kind of politics that is not good for the country. The situation is now completely under control. Government has upped its game. We don’t expect any mealie meal price distortions in the near future. That has been resolved.”

A French solar energy firm is set to electrify more than five thousand households in the rural communities of Zambia by 2024.

This follows the completion of feasibility studies which were undertaken by Generale Du Solaire to determine the scope of works needed to develop, construct and operate mini solar grids in Zambia.

Generale Du Solaire is an independent electricity producer and has more than 300 solar power plants in France with an hourly production capacity of 5 gigawatts.

Benin and Togo are the latest recipients of the project in Africa while Zambia is the next investment destination.

During a tour of the solar power plant in Sodourn, France, Zambia’s Ambassador to France Her Excellency Dr. Christine Kaseba Sata was informed that preparatory works to set up solar power plants in Zambia have advanced and 9 villages across the country are expected to benefit from the project.

Generale Du Solaire Director for Africa and Middle East Alexis Rehbinder says the project has been designed to meet the demands of the people in need of accessing electricity.

Mr Rehbinder said the project of electrifying the rural community is aimed at supplementing efforts by the national utility and as such his organization will collaborate with Zesco to improve and accelerate the rate at which people access electricity.

He further said his company will closely work with the local communities with the aim of incorporating Zambians to be part of the project.

Mr Rehbinder however hoped that the Energy Regulation Board and the Rural Electrification Authority would expedite the issuance of permits to enable them commence operations by the end of 2023.

Dr Kaseba commended General Du Solaire for choosing Zambia as the best destination for foreign direct investment and assured the investors of the government’s commitment to safeguard their investment.

“This project will greatly benefit the small medium enterprises who depend on electricity for their business activities”, she added

Brenda Nokuzola Fassie was born in Langa, Cape Town on 3 November 1964, the youngest of nine children.

She was named after the American singer Brenda Lee. Her father died when she was only two years old; with the help of her mother, a pianist, she soon started earning money by singing for tourists.

When she was 16 years old in 1981, she received a visit by Hendrick “Koloi” Lebona.

As a result, she left Cape Town for Soweto, Johannesburg, to seek her fortune as a singer. Fassie first joined the vocal group Joy and later became the lead singer for a township music group called Brenda and the Big Dudes.

In 1989, she released the song “Black President” as a tribute to Nelson Mandela, a political prisoner and later the first Black president of South Africa.

Known best for her songs “Weekend Special” and “Too Late for Mama”, Fassie was dubbed “The Madonna of the Townships” by Time magazine in 2001.

In 1995, she was discovered in a hotel with the body of her female lover, Poppie Sihlahla, who had died of an apparent overdose.

Fassie underwent rehabilitation and got her career back on track.

However, she still had drug problems, and returned to drug rehabilitation clinics about 30 times in her life.

From 1996 on she released several solo albums, including Now Is the Time, Memeza (1997), and Nomakanjani?. Most of her albums became multi-platinum sellers in South Africa; Memeza was the best-selling album in South Africa in 1998.

While expressing displeasure with the current state of governance, former Lusaka and Copperbelt Provinces Minister Hon. Bowman Chilosha Lusambo has advised President Hakainde Hichilema to make former president Edgar Lungu his best friend.

Hunger, lack of medicines in health facilities, high cost of living, escalated prices of mealie meal and fuel, tax holidays to mining companies and many other retrogressive developments have characterized the governance of the UPND “angels.”

Speaking when he featured on KNC Radio yesterday in Kabwe, Hon Lusambo lectured President Hichilema that governing does not work like the running of a private company.

“Governing is hard. Governing a country does not work like you are running your company. Governing a country requires you to understand the people that you are governing. And after you understand the people you are governing, you also have to look at the country’s economy,” he said.

“Economy, from what I know, the economy is made up of people. You can’t start talking about inflation, exchange rate, debt restructuring when people are dying of hunger. You can’t say I want to fix this before I come and look at the people, what if they die? If all people die, then who are you fixing the country for?”

He argued that one doesn’t need to be a graduate to be a good leader.

Hon Lusambo lamented that people in Kabwe are wallowing in poverty.

“You don’t have to be a UNZA graduate to know how to govern the country. You don’t need degrees for you to know how to govern. Governing a country implies that one needs to use the mind and heart. People are dying of hunger. Right here in Kabwe people are dying of hunger. We have noticed that the natural resources in Kabwe haven’t and won’t help the people. What will help the people is farming. What keeps Kabwe is agriculture,” he said.

“What President Hakainde Hichilema needs to do is to make president Lungu his best friend. Because Edgar Lungu knows how to govern the country. President Lungu has served as a Deputy Minister, as a Cabinet Minister…until he became president. President Edgar Lungu has been in government for 10 years, he knows how government ought to run. He once worked as minister in the office of the Vice President. He worked one on one with late president Michael Sata. This is why he succeeded, because he was taught…”

He singled out a number of mistakes that have led to the UPND administration to have the governance challenges it is having today.

One of the mistakes he singled out is the kicking out of the experienced people from the system and replacing them with people who have no idea on how the government is run.

“President Lungu is one person who used to listen to his advisors. President Hakainde Hichilema cannot tell us that he has known how to govern because he has never been in government. And he took people who have never been in government and gave them government positions. The people that we worked with are those that we found in government. The directors, those in the ministries as well as those in the provinces.”

“An example of the people President Hichilema gave a government position to who knows nothing is the Permanent Secretary for Central Province, my friend. He is my friend; he was a cadre in the political fraternity. He used to come at my house. We would eat together and drink together because we are friends.”

AN Investigations officer at the Drug Enforcement Commission (DEC) has narrated to the Lusaka Magistrates’ Court how he eavesdropped and recorded a conversation in which former presidential spokesperson Amos Chanda allegedly confessed to having burnt a 398-paged court record.

Jones Siasamba told the court that the conversation he recorded was between Chanda and a Lebanese national identified as Walid El Nahas as well as former Road Transport and Safety Agency (RTSA) chief executive officer Zindaba Soko.

The witness said the 22 minutes audio recording also has a part where Chanda confessed to Walid and Soko that he paid a K45,000 for his immunity and was issued a receipt.

The witness was testifying in a matter in which Chanda is facing two counts of theft and destroying evidence.

In this matter, it is alleged in count one that Chanda between May 12, 2020, and October 1, 2022, in Lusaka, jointly and whilst acting together with others unknown, stole a case record No. CRMP/001/2020, the property of the government of Zambia.

And in count two, Chanda between the same dates, knowing that the case record No. CRMP/001/2020 is or may be required in evidence in judicial proceedings, wilfully did destroy it, with intent thereby to prevent it from being used in evidence.

The court record in question relates to the matter in which Chanda was jointly charged with Intelligent Mobility Solutions board chairman Walid El Nahas and former Road Transport and Safety Agency (RTSA) director Zindaba Soko, but a nolle prosequi was entered in that particular case.

When the matter came up for commencement of trial, Wednesday, before magistrate Irene Wishimanga, Siasamba testified that during the course of his duty, he eavesdropped on the trio’s conversation and decided to record them at Sarova Hotel in Lusaka.

“On September 30, 2022, I was on duty, I was based at Sarova Hotel in Lusaka. There was a live band where DJ Rae was playing live music. When we have such events in Lusaka, we go and mingle to collect data. Around 18 to 19:00 hours, in the company of two of my colleagues, we went to Sarova Hotel. I was in the company of Mr Phillip Nkhuwa and Ms Mutale Muhandu. While at Sarova, my colleague Mr Nkhuwa identified a Labenese national on phone speaking so loudly, and while on phone, he kept on making calls. He kept on mentioning names of the people he was talking to. The name I heard was a name he referred to as Soko and a name called Amos,” he said.

“Between 20:11 and 20:15 hours, while seated at a table close to where the Lebanese was sitting, I saw a gentleman enter wearing a blue T-Shirt, black jeans and white sneakers. I immediately recognised him because the position I sat was facing where he entered from. I had been to his office in the course of my duties and I interacted with him when he held a position as head of RTSA. The person is Mr Zindaba Soko. He sat where the Lebanese we identified as Walid was seated. Immediately Mr Soko reached, he never stayed more than a minute, he left. This aroused our interest because Mr Amos Chanda, Mr Soko and Walid had been rearrested”.

The witness narrated to the court that earlier on, Walid was heard making phone calls to a person he kept referring to as “Amos” before Chanda later joined him and Soko.

“I followed to see who he was going to meet. Mr Soko went to the gents. I went back to my seat when I realised he wasn’t meeting anyone. I suspected that Mr Soko and Walid were coming to discuss issues to do with the rearrest and it became a matter of our interest. I figured that the name Amos being mentioned could be Mr Amos Chanda. While seated next to Mr Walid, he was calling someone he was referring to as Amos, when he was off the call, he mentioned to Mr Soko that the person they were waiting for is almost at the hotel,” he testified.

“At this point, I took out my recorder and powered it on, and started waiting for the person the two were waiting for. Around 22:38 to 22:45 hours, I saw Mr Amos Chanda walk in wearing a bush green shirt, Khaki trousers and black shoes. He came to sit where Mr Soko and Walid sat. His seat and mine were touching each other back to back. I knew it was Mr Chanda because he is a renowned journalist and diplomat. I have watched him as presidential spokesperson. When I saw Mr Chanda entering, I pressed the recorder on and pushed it on a granite stone close to the table”.

Siasamba said Chanda and his counterparts also talked about how weak the case they were facing was.

“I started listening to the three men’s conversation. When Mr Chanda arrived, there was a complaint from Mr Soko and Mr Walid who told Mr Chanda that he never changes. While Mr Soko complained of how bad he has been treated for delaying to come to the meeting. Mr Chanda explained that on his way, he passed through the house of Valden Findlay, and he briefly explained about how weak the case he was facing was. Later on, Mr Chanda brought out the issue of their case, meaning their current rearrest and talked of them having immunity from prosecution. They went on to talk about our Director General, on how he felt that she was being used as a political tool,” he said.

“It was at that point that Mr Walid said ‘let’s talk about us’. Mr Chanda brought out the issue of their case. That there are no two ways about it that before talking about their case, they have to refer to the previous case. He said if they refer to the previous case, the file is not there. He went on to say that he got it and he has burnt it himself to ashes. That the case record had 398 pages and that he has burnt it himself. He further said that his wife (Mr Chanda’s) is a clinical psychologist and referred to issues of mental health and that she told him to tell Mr Soko that the handwritten case record of the judge is not there”.

The witness testified that Chanda also talked about his immunity agreement.

“He further talked about the issue of immunity, that he did not sign the document of immunity but paid a K45, 000 which was receipted and that receipt was evidence enough that he has immunity. He talked about Valden Findlay and how Mr Findlay told the former president Edgar Chagwa Lungu that he is only standing because Mr Amos Chanda has not said anything. Mr Soko then said that ‘hope there are no people listening’ to their conversation and it was at this point that I slowly pulled out the recorder and switched it off. Around 23:30 hours, Mr Chanda, Mr Soko and Mr Walid left,” said Siasamba.

“To my knowledge, the case that involved the trio they were talking about was the matter about speed cameras, I was aware about that. Later on, I went to the office the same night replayed the recorder and put it under lock and key. In January 2023, I was informed that the matter will be coming to court and I decided to take the recorder to ZICTA for purposes of extracting the audio that was on the recorder. At ZICTA, I signed the chain of custody”.

Police have confirmed the arrest of motivational speaker Mubita Nawa

UNITED Party for National Development (UPND) sympathiser Mubita Nawa has been detained in police custody in connection of two offences of Giving False information to a public officer and Assault Occasioning Actual Bodily Harm.

Mr Nawa is charged with nine other people who include a couple of Lusaka’s Makeni area Lukama Kanguya, 43 and Isaac Kanguya 55 who were earlier detained in Mukushi.

Mr Mubita Nawa was yesterday advised with others to hand themselves over to police of which Mr Nawa was arrested in Solwezi and is due to be transported where the alleged offences were committed.

Central Province police commissioner David Chileshe said police have jointly charged and arrested a couple from Lusaka for the offences of Giving False Information to a Public Officer and Assault Occasioning Actual Bodily Harm.

“The copule went to Mkushi Police station and lied to the officer in Charge and other Government Officials that the Governmenet of the Republic of Zambia had given Sucko Mine in Mkushi to Unknown youths and that they were free to commence mining activities when in fact this was not true. The trio whilst acting together with others unknown did also assault and occasion actual bodily harm,”

“The person’s assaulted were Bright aged 30, of a security guard, James Ndalama aged 31,a security guard, Steven Siame aged 24, of a security guard, Siwila Manase aged 30, a security guard and Hachipola Mambo aged 38 a truck driver reported that he was assaulted by Moses other names not known, Gabriel Misengo aged 38, also a truck driver, Obby Siwila aged 40, a security guard, Sunday Silungwe aged 26 a truck driver, and Kaineti Anthony aged 31 of Water Affairs Mkushi,” he said.

Mr Chileshe said other persons who are yet to be interviewed in connection with same offences are Kabangasheshe other names not known, John Smith, Lewis other names not known, Musonda other names not known,

Kolopa other names not known, Hendricks other names not known, Dominic other names not known and Mwansa Charles.

“Mr Mubita Nawa was also part of the people that were advised and urged to hand themselves over to police , but he has since been detained in Solwezi,” he said.

Basing his argument on the developmental projects the previous regime spread across the country, Former Lusaka and Copperbelt Provinces Minister Hon. Bowman Chilosha Lusambo has argued that there is nothing progressive that the UPND has done to be compared to what the PF did.

Hon Lusambo said former president Edgar Lungu had a clear economic plan for the country which he was using to implement his progressive projects.

The Buldozer said Zambia would be celebrating if president Lungu was given five more years to govern because the former Head of State knows what Zambians need.

He said this when he featured on KNC Radio in Kabwe yesterday.

“From the time they got into power in 2021 to date, 2023, there is nothing that UPND has done that we can compare to what the PF government under the able leadership of His Excellency president Edgar Chagwa Lungu,” he said.

“President Lungu had a development plan for this country. He has it, it was at his table and he used to follow it… we need to do a road in Shang’ombo, we need to do a road in Dundumwezi, we need to put communication towers in Dundumwezi and others. President Lungu had an economic plan for this country. That is why he want to diversify the country’s economy from being copper dependent to agriculture.”

He added that the president Lungu led administration started promoting agriculture “so that we start promoting it as business.”

The former Kabushi lawmaker said government official were always ready to actualize the pronouncements of the former president.

“That is what we started and we scored in the agriculture sector. We had bumper harvests. President Lungu came with bumper harvests in government. We have introduced aquaculture; we have introduced fish farming in many areas… we used to encourage students to consider taking up farming as a business. This is why you saw Prof Nkandu Luo going to different provinces seeing the livestock we have and ensure that we have people with interest in farming…,” he said.

“You saw president Edgar Lungu every Saturday would go to a fish pond showing us how he was harvesting his fish from State House… we wanted what the president was pronouncing to be practical. We did a lot of things so we cannot compare to the UPND because there is nothing that they have done in terms of economic transformation.”

Part III: Appointment Of Judges: Implications On Financing Of The Judiciary

In our first discussion of this series, we assessed the effect of continued appointment of Judges on the existing Judicial infrastructure and operations. Our conclusion was that the recruitment of new Judges will exacerbate the problem of limited courtrooms, office space, Judges’ chambers and other judicial resources.

In the second article, we examined the emerging pattern in the system of appointing and promoting Judges, and concluded the current ‘tap-on-the-shoulder’ system of promoting Judges is flawed as it is based on institutionalised political patronage and favouritism rather than seniority of Judges, experience, merit, and hard work. This final article of the three series addresses the vexing question of adequate financing of our Judiciary.

PAYING FOR AN EFFECTIVE JUDICIARY

There should be no doubt that the recent appointments of Judges of the superior courts by the Republican President, His Excellency Mr. Hakainde Hichilema have a far-reaching effect on the existing Judicial infrastructure and adds substantially to the financial burden.

Apart from the basic salaries and related allowances which will drastically increase expenditure and put additional pressure on Judicial resources, our Judges are entitled to a qualified secretary, research assistant, Marshall, security personnel, and domestic staff.

These staff will have to be employed if they are not available and also must enjoy conditions of service as stipulated in our Employment Act and Code.

Judges are also entitled to a personal-to-holder vehicle, fuel allowance, a non-private practising allowance of twenty per centum of the basic salary.

In addition, Judges, their spouse and four children are also entitled to vocational leave with travel benefits as well as medical insurance, all paid by the State.

This may appear to be somewhat excessive, but this is the price that we must pay as a country in order to insulate our Judges and those who work with them from worldly temptations.

FINANCIAL IMPLICATIONS

Before President Hichilema appointed his first 18 Judges in 2021, the emoluments budget for the Judiciary stood at K325.4m which later increased in 2022 to K359.6m.

In 2023, Government has allocated a total of K496.2 million for emoluments for the Judiciary, an increase of K84.5m from the previous year. However, only K340.4 million of this amount will be spent on salaries and wages while K68.2 million has been allocated for other emoluments.

It is this author’s humble opinion that this is woefully inadequate, considering the vital role that our Judiciary plays in upholding the very existence of our free Republic.

More resources should be allocated to ensuring that our Judicial system functions at the optimal level, which means that our Judges at all levels, must have the environment required to discharge their noble duties without undue pressure resulting from inadequate offices, inadequate staff, lack of courtrooms, lack of transport etc.

This country needs to invest far more in our Judicial system and in our Judiciary, from the Local Court, which serves our people at a level which they readily understand, up to the Constitutional and Supreme Courts, the guardians of our modern democratic freedoms and rights.

To understand the financial implications of recent appointment on the budget for the Judiciary, one has to also look at the annual salary for our Judges. As an example, a High Court Judge earns a basic salary and housing allowance totalling K521,085.60 per year.

This K521,085.60 figure has to be multiplied by 12 new High Court Judges President Hichilema appointed, giving a whooping total of K6.3 million as basic salary and housing allowance only.

The new Deputy President of the Constitutional Court will earn a total of K 705,048.80 per year while the other new Judge will receive K633,384.86 in basic salary and housing allowance.

The two Judges who have been elevated from the High Court to Constitutional Court bench each add K112,299.26 to each of their old basic salary and housing allowance totalling K521,085.60 each.

The elevated Judge President of the Constitutional Court and elevated President of the Appeals Court each receive a new basic salary and allowances amounting to K698,307.88 and K603,236.34 from K665,048.8 and K547,139.88, respectively.

The two new Judges of the Court of Appeal also increase their salaries and housing allowance from K521,085.60 each to K 547,139.88 each.

These may sound like fantastic figures but, in reality, do not reflect the enormous responsibilities placed on the shoulders of each of our Judges who spend time considering arguments from two sides and then deciding on whose side the law stands.

This is an awesome responsibility placed on each one of our judges, when we consider the level of salaries, we pay them for their enormous sacrifice for the good of all of us.

This calls for drastic measures by the government to address the question of financing the Judiciary, even though we know that it will mean higher expenditure on our Judiciary.

We should do more for our Judges and Judicial officers, as a nation. The question is, what price are we prepared to pay, as a nation, in order to realise the goal of “Justice for all?”

It is the humble opinion of this author that a so-called “bloated budget” for the Judiciary, would be fully justified in the short term, in order to address the needs and challenges which have been discussed in the first and second articles, and above.

There is of course a genuine concern of the wheels of justice turning too slowly, which President Hichilema may be attempting to address in the immediate term. The President has personally spoken for the many who remain incarcerated in detention facilities due to various reasons.

But there is another problem which some of us have argued is bigger or overshadow the question of numbers of Judges in our courts. It is the question of attitude to work or the work culture among our Judges and Judicial officers themselves.

There is urgent need for change of attitudes and work culture in the Judiciary if the available time is to be maximised to clear the backlog of cases and to attend to new ones.

With regard to the Constitutional Court, with which this author is familiar, the current numbers of Judges have been exceptionally diligent in attending to cases in a timely fashion and have therefore avoided creating a backlog of cases.

I shall readily admit that, at the Constitutional Court, it is almost always the litigants who have delayed proceedings before this court, rather than the Court itself.

Of course, very highly politicised constitutional cases come with them challenges of seeking to balance between the interest of the State and straightening the law.

There are also reports of some adjudicators who have to consult politicians whenever political cases are filed.

In recent times one would hardly fail to notice certain movements at Subordinate courts level which point to pressure being brought to bear on the courts.

Over different ruling regimes, we keep witnessing the not-so-helpful transfers of our magistrates who are perceived as not being helpful to the government of the day. It is thus not unusual that cases are stalled for months or years or have to start afresh.

The question therefore arises, as to whether the recruitment of more Judges should have been the priority of this administration, rather than the provision of adequate infrastructure for our Judiciary.

At the moment, the country is going through a difficult phase with government pleading for debt relief and restructuring of our national debt by Zambia’s creditors.

In the face of these negotiations, the administration should not be seen to be increasing the public wage bill through recruitment of civil servants and now Judges, whose wage bill may be perceived as higher.

Somehow, those who want to help Zambia will be making assumptions that Zambia has no real cash problem and does not therefore need debt relief. Our real problem may be seen as priorities and how to mobilise resources locally.

This also raises a further question as to what should have been priority expenditure for the Judiciary. Government should be working towards increasing funding so as to meet infrastructure needs and less emphasis on appointment of more Judges who add to the financial and infrastructure burden.

There is need to construct new court infrastructure and to rehabilitate existing structures in order to enhance access to justice.

There is also considerable concern about the personal emoluments of both junior and senior staff at the Judiciary; their present or current emoluments are far from being motivating at all, leading these Judiciary staff into temptation.

There is need to invest resources in completing capital projects and avoid further dilapidation of the court and other buildings which are placed at the disposal of our Judiciary, especially in rural parts of the country.

CONCLUSION

The current number of Judges is not too far from the numbers deemed sufficient to deal with the cases before them, especially if a little more motivation is provided to them. The current Judges are working under very stressful condition. If the government is serious about improving and speeding the delivery of justice, the priorities should be focused on infrastructure.

The Judiciary needs a well-motivated workforce, workers who are well-remunerated at all levels. The Judiciary has been grappling with a huge amount of unpaid personal emoluments or low salaries to employees and former employees. The failure to meet these emoluments and improve low salaries for employees is contributing to diminished morale among the affected members of staff and exposing unpaid former employees to destitution.

They Can’t Build Anything

When Engineers in Zambia chose to hire a chinese firm to build the Headquarters for the Engineering Institute of Zambia head office, their decision drew public ridicule and criticism.

It also affirmed the widely circulated assertions and held view that Engineers in Zambia are highly theoretical, and their bookish knowledge gives no practical contribution to the economy.

“They can’t build anything!”

The ridicule was made worse when one of their officials was quoted stating that the project of constructing the EIZ Headquarters at stand No. 2374, Danny Pule Road in Showgrounds area was a complex mixed-use office park with two inter-connected office blocks with an elevated carpark.

The official stated that Zambian contractors had no fidelity to work and lacked both technical and financial capacity to undertake such a job.

DELIBERATELY CREATING UNEMPLOYMENT

I have always stated that we have an education system that purposely creates unemployment as it gives skills unwanted in the job market with an informal economy, prepares graduates for jobs that are no longer available.

We have an educational system that produces graduates with no survival and life skills in the absence of a formal job and graduates leave school, colleges and universities to join a long queue of the unemployed and misery.

Let’s promote a Curriculum that gives life and survival skills and not Comprehensive sex knowledge and skills.

I was inspired when I read the story of this bike built by young engineers.

Typical bikes use chains and gears along with kinetic energy to keep moving, but this bike offers a much smoother ride.

A chain and derailleur-free bicycle blew away audiences at the Eurobike trade show in Germany. The novel prototype by CermaicSpeed won the coveted Eurobike Award, beating 365 other entries.

The team behind the bike wanted to design the “most efficient drivetrain imaginable.”

Partnering with the Mechanical Engineering Department at the University of Colorado, they created a drive shaft concept called ‘Driven’ that utilizes “21 CeramicSpeed Bearings and sets a new benchmark as the world’s most efficient drivetrain,”.

STEM SCHOOLS

Let’s fund Science, Technology, Engineering and Mathematics (STEM) schools. STEM is a term often used to address curriculum choices in schools which are critical to improving the competitiveness in science, technology and innovation.

STEM subjects are also critical in transforming economies of countries from resource based to knowledge-based ones.

We need an education system that empowers learners with knowledge, the right knowledge, gives skills relevant to the economy but also competitive abroad.

SEX EDUCATION AND LABELING INSECTS

Instead we have an education system dedicated to labeling insects, european history and other sorts of irrelevant knowledge and no emphatic knowledge about agriculture,mining, entrepreneurship, innovation and technology.

Now we have heavily funded Comprehensive Sexuality Education( CSE) and Sexual and Reproductive Health and Rights (SHR&R) orogrammes as critical and essential to the life of young learners and adolescents.

We have millions of dollars available to roll-out Comprehensive Sexuality Education curriculum, text books and teachers’ manual and no money for an education system that teaches technology, science, innovation and entrepreneurship.

They found US$110billion in months to fund the Ukraine/Russia war. To end Africa hunger, it will cost on average USD 11 billion per year of public spending from now to 2030. But this money can’t be found!
