Hon Given Lubinda and Mr Raphael Nakachinda,
I refer to the caption in the Maast newspaper where you threatening me that I live in a glass house and you will expose me. No Sir my life is open secret and have zero to hide otherwise when you all yielded power you would have gladly arrested me especially in 2014, 2015, 2016 and 2017 when could not stand MMD arrivals to top seats and I declared myself solo in the DF party you later deregistered. Upon return to my village PF you proposed and put me on a 3 years waiting list before admission and to this date I stand as only human being that been subjected to that waiting list.

Others MMD or UPND defectors walked express red carpet straight to the central committee and Ministerial positions. Constitution and rules only applied or applies to me and others exempted and some still continue to be exempted even as we are candidates. Some have never even resigned from MMD but firing shots at me while you clap. The hijackers that persecuted Sata when alive but dashed into PF during his funeral now asking me to be grateful they opened doors for me into PF and yet it’s them that hounded me out.

This time they won’t manage to hound me anywhere no matter the propaganda. No it’s not President HH sponsoring me as you and others alike are peddling (have you on audio). No one is and yes you may continue laughing that I have no money last 7 years (have audio) and it’s true but only to the extent that I did not and have never had any business transaction with any government institution since I joined politics after my banking professional career. On principle never sought any government contract because I regard myself as a servant of the people and not their master and more so on their resources from government coffers. My role is to facilitate that to them and not to my pockets.

Money I don’t have and no sponsor indeed and you can keep mocking me but I have what you don’t have. The non cash payment backing of other majority people in the PF who also don’t have the money because you people marginalized and ignored them for years. These are the PF grassroots officials in all the 10 province.

Officials in the structures (not your sponsored blogs) are my strength and together We will triumph and liberate the PF from hijackers imposing themselves on the top leadership of the institution that has a constitution. The said constitution has however been ignored or abused for long just so to sustain the illegal hold to top offices and central committee seats which we will now make electable (by voting) at the next general conference. You may have managed to bully me or step on me and majority others while in government but it’s not happening this time around.

No amount of propaganda on me will sustain you in those illegal seats at the expense of the grassroot wishes be it in preference for me or other candidates like GBM and CK.

NIGHTMARE OF FOOD INFLATION.

The high cost of living in Zambia has become a topical issue. It is also a serious issue worldwide.

In the United Kingdom right now, workers are protesting against the high cost of living and are demanding for increased salaries. If in developed countries, people are complaining about the high cost of living, one can imagine the situation in poor countries like Zambia.

In Zambia, people are sensitive about food prices. They will probably complain less about the high prices of clothes or beer but when prices of food go up, it becomes a rallying point for de-campaigning government.

The UNIP government of President Kenneth Kaunda experienced food riots in the 1980s. One can also argue that the Patriotic Front Government of President Edgar Lungu was booted out of power in 2021 partly because of the unbearable high cost of living, especially high Mealie-meal prices.

Expectations were high that the UPND government will reduce the high cost of food. But people are now complaining about the high cost of food in general and Mealie-meal in particular.

Can something be done about food inflation? The answer is yes.

The UPND, while in opposition, planned to bring down the cost of food. In terms of agricultural policy, it was decided to do away with subsidies on consumption and channel the money to subsidise production. It was correctly analysed that Mealie-meal was expensive because of the high cost of inputs like seed, fertiliser and weed killer.

The solution,therefore, was to lower the cost of these inputs to produce cheap maize. This appears not to have happened in the manner it was envisaged.

Out of the over 3 million farmers in Zambia, only 1.2 million are being assisted under the Comprehensive Farmers Support Programme, popularly known as FISP. The irony of the matter is that 1.2 million farmers are getting subsidised inputs at K400 for 6 bags of fertiliser while the 1.8 million plus farmers are buying fertiliser at an average of K1000 per bag. After harvesting, all the farmers are expected to sell their maize to the Food Reserve Agency (FRA) and millers at the same recommended price regardless of the costs incurred. How do the unsubsidised farmers compete with the subsidised farmers?

The policy direction should be to bring down the cost of inputs for all farmers. This can be achieved by cutting off middle men in the supply chain, producing the inputs locally in the country, curtailing corruption in the award of tenders for the supply of inputs and progressively increase the number of small scale farmers accessing FISP.

The success of the UPND government will depend on putting food on the table; cheap food for that matter. Specific interventions are therefore needed in the agricultural sector to drive down the cost of food.

For example, the favourite relish for many people in Zambia is chicken. The rising cost of chicken is making it difficult for many families to have chicken and nshima at the table. The chicken is becoming expensive because of the high cost of maize stock feed. In order to bring down the cost of chicken, there is need to bring down the cost of stock feed. In the short-term, FRA should supply cheap maize to millers to produce cheap stock feed. Similarly, many children like eggs. The cost of eggs can come down by producing cheap stock feed from FRA maize.

Economic prosperity should be driven by agriculture. Countries like Indonesia and the Asian Tigers leaped from poverty to prosperity through agriculture. They had to embark on the agrarian revolution which later supported their industrial revolution.

Zambia is blessed with soils and climate suitable for the production of food crops like wheat and rice. Zambia is already producing wheat used to make bread. With the war in Ukraine, which produces wheat, one would wonder what would have become of Zambia if we were not producing our own wheat. Let’s face it. Children of nowadays prefer bread to porridge or kandolo for breakfast.

We need increased wheat production. Growing wheat appears not to be complicated. Some villagers in Western Province are already growing wheat. They just need government support. Some government institutions like the Zambia National Service (ZNS) also grow wheat at a small scale.

There is need for government to fund Institutions like the ZNS and Zambia Correctional Service, and instruct them to achieve desired production targets.

Similarly, Zambia can become self sufficient in rice production. Local people already grow rice. There is Mongu rice, Nakonde rice, Chama rice and Zambezi rice. The local people already have some knowledge and skills about rice production. All they need is a helping hand from government. Rice is becoming an important food item in homes to supplement the staple food, nshima.

Sunflower and soya are very easy crops to grow in Zambia. There isn’t any good reason why cooking oil is expensive when sunflower and soya are easy to grow within 3 months.

With concerted efforts,Zambia can have cheap bread, rice and cooking oil quickly as these crops get ready within 3 months .

In conclusion, the starting point for bringing down the cost of living should be tackling food prices. It can be done and it should be done. Money should be found. The priority should be to put affordable food on the table and kick out hunger.

PF—PRESIDENTIAL HOPEFUL MILES SAMPA SUSPENSION AND HIS REACTION.

I wish to add my voice to the ongoing battle within circles of Patriotic Front sighting Honourable Miles Bwalya Sampa and the top Leadership of the party.

As per fight tradition; it always has two camps—each opponent happens to have their followers in every war. But; in this battle I wish to quickly register that my argument is siding with none but the truth.

Let me quickly take you back to 26th August 2021 when beloved President Edgar Chagwa LUNGU tendered his resignation letter indicating stoping both being PF President and active politics. (Records are at Cabinet office for everyone to see)

Reading through the PF Consititution will find not anywhere it gives the former Party President powers to appoint an acting President and Secretary General. Rather, the Consititution indicates that in an event the party President dies or relinquishes powers, the Secretary General will resume the powers of party president and act. In an event that SG is not there, the party National Chairman will take the position.

Unfortunatel, all the three in a role resigned from politcs leading the party to remain like a headless chick.

So; if we were to go by that analysis you would agree with me that as a party we had illegal position bearers. An assault to the Consititution it is!

Fast forward, let’s look into what led to the suspension of Hon. Miles Bwalya Sampa.

On 27th January, he held a press conference in which he expressed his displeasure in the manner some former and current ministers use their positions to gain money from Government cofas.

This; angered the party leadership and a press conference was called to announce his suspension from the central committee.

Technically, this was a knock down from the race because our party constitution doesn’t allow a person whose in bad standing with the party to stand as president.

With all fairness, Hon. Miles’s reaction is in good faith to defending the Consititution of the party and making democracy to shine within the party.

Wherever there are elections opponents speak what’s good for them and what would make them win. The best you can do is to respond in a way that will diffuse your opponent’s remarks and not cooking up none existing offenses.

ZAMBIA-TANZANIA HOLD FIRST SESSION OF JOINT PERMANENT COMMISSION ON DEFENCE AND SECURITY

Zambia and Tanzania held the First Session of the Joint Permanent Commission on Defence and Security (JPCDS) from 6th to 9th February 2023 in Lusaka Zambia.

The Zambian delegation was led by Ambrose Lufuma, Minister for Defence as well as other senior government officials while the delegation from the United Republic of Tanzania was led by Honorable Innocent L Bashungwa, MP, Minister for Defence and National Service as well as other senior government officials.

The Commission expressed gratitude to their Excellencies, Mr. Hakainde Hichilema, President of the Republic of Zambia, and Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, for allowing the two delegations to hold the 1st session of the JPCDS.

The Commission paid glowing tribute to the founding fathers, the late Dr. Kenneth David Kaunda the first President of Zambia and late Mwalimu Julius kambarage Nyerere the first President of Tanzania.

In this regard, the Commission acknowledged the establishment of the Tanzania-Zambia Railway Authority and Tanzania-Zambia Mafuta, which to-date binds the two countries.

In addition, the Commission acknowledged the signing of the memoranda of understanding on Co-operation in Defence and Implementation Agreement on Exchange of Directing Staff at Military Academies, as well as Tourism, which was signed during the State visit by President Hakainde Hichilema to the United Republic of Tanzania in August, 2022.

The Commission also noted the continued collaboration of the two countries by the establishment of the Nakonde/Tunduma boarder and noted that effort requires to be made by both governments to decongest the boarder.

This further includes expanding and upgrading of infrastructure at the one stop boarder post and creation of the by-pass roads as well as construction of customs hoarding area on the Zambian side.

The Commission also observed with concern the growing threat of terrorism which was mainly being facilitated by other transnational crimes, such as illegal migration and human trafficking and noted that if left unchecked, may negatively affect the socio-economic well being of people of the two countries.

The Commission, therefore, implored both countries to enhance measures and strengthen capacities aimed at addressing the scourge.

This meeting was held in an open and friendly atmosphere, indicative of the excellent bilateral relations that exist between the United Republic of Tanzania and the Republic of Zambia.

He was betrayed with a hug just like how Jesus Christ was betrayed with a kiss by Judas Iscariot that is the general consensus on social media after the CCTV footage showing the moment South African rapper AKA was gunned down on Friday night emerged.

The CCTV footage showing the moment AKA was shot dead has reignited the mystery surrounding his death.

In the leaked CCTV footage which has since gone viral, AKA can be seen stepping outside of the restaurant with a group of “friends.”
Whilst outside AKA can be seen hugging one of his friends as he bids them farewell. They embrace tightly for a very long time.
The moment AKA ended the hug and was about to bid farewell to another friend that is the moment the armed assailant emerged and shot AKA in the head.

There is no doubt AKA was a hugger. Most of the pictures trending on social media show him in a happy mood, hugging or showing love to family, friends and fans.

The hug which has since been dubbed “AKA last hug” has raised sparked controversy in his murder mystery.

After watching the video, social media are now convinced that AKA death was no ordinary death but was a well-orchestrated hit on him.

Tweeps concurred that that hug cost AKA his life and the person who was hugging AKA betrayed him and sold him with a hug.

Economic Front (EF) leader Wynter Kabimba has urged opposition leaders not to emulate Hakainde Hichilema’s culture of not respecting presidents during his time as an opposition leader, saying he can’t for instance use the word crook to describe any head of state in the same manner as Sean Tembo.

Commenting on PeP leader Sean Tembo’s tweet that the country has had all sorts of characters as president, but that it was the first time that “we have a shameless crook”, Kabimba said opposition leaders must develop civil discourse as the office of president is the image for all the people in the country.

“I know that HH himself didn’t respect that office and I think that is important to point that out. For the whole period Edgar Lungu was in government he did not recognize him as head of state. I don’t know whom he thought the president of the country was. HH must realize he’s one of the architects of this discourse which is not civil and which others are copying from him,” Kabimba said. “I remember being in a meeting convened at Mulungushi by the ECZ, I remember HH making a comment that ‘the problem we have is that we have no leadership’ and ECL retorted that ‘I was voted for by people, you can’t be saying that.’ And it brought some noise. I don’t think we should copy HH’s culture and attitude when in opposition of belittling the office of President.”

Kabimba said those that were seeking to get into office should show that they wanted to bring an end to the culture of not respecting the office of President and tame down on the culture of vulgarity in the language they use.

He said the point was that people could still make a point by being respectful, saying when people who were looked as leaders needed to carry their followers along as people can only be as good as their leaders.

Kabimba said he had serious differences with President Hichilema on policy and how he was running affairs, but would not go to the extent of referring to him as a crook.

HISTORY OF THE ZAMBIA ARMY: FROM BRITISH HANDS TO OURS

The Zambia Army was formed from the remnants of the former constituent forces of the disbanded Federation of Rhodesia and Nyasaland (Malawi, Zambia, and Zimbabwe). The Federation was disbanded on 31 December 1963.

At independence, on 24 October 1964, the Army was relatively small basically for two reasons. First, its basic role was to protect the white settlers against black (Zambian) aggression of any kind. It was a protective force to maintain white class domination and supremacy.

The second reason was that the population was relatively small to manage and maintain a huge army economically. This trend was the same throughout Africa.

After independence, the role of the Army changed to the defense of the country against foreign aggression and to maintain the territorial integrity of Zambia.

The Organisation of African Unity, OAU, now the African Union masterminded this idea.

Africa was preparing itself to grow militarily because of the overall threat from the Cold War between the two superpowers of the US and the USSR.

Kwame Nkrumah, the most ardent advocate of Pan-Africanism called for the formation of a strong African Defence Force and the first republican President Dr. Kenneth Kaunda was one of the pioneers.

This meant that the UNIP government had to adopt a new strategy in the evolution of the army and other support elements. The Zambia Air Force had to be created from scratch to support the Army operations in the air. The Home Guard was created in support of the Army. The school cadet; Zambian Combined Cadet Force, training component was created and beefed in support of the Army.

From 1964 to 1970, the Army was run by British officers and men inherited from the federal forces. This meant that all units without exception were in the hands of British officers and men till President Kaunda, as Commander-in-Chief, decided to Zambianize all key positions in the Army and Air Force on 28 December 1970.

“I witnessed this process because I was then an officer cadet transiting to my commission come January 1971.” Kaunda did it in a style of a military coup. All white commanders and officers were prohibited from entering any barracks or military cantonments as of 1 January 1971. Selected Zambian officers had taken over various positions as commanders at different levels by midnight. We had a different New Year, 1971, and we rejoiced to see our own in positions of great influence and authority.

HH’S GOVERNMENT’S LOVE FOR ILLEGAL AUDITS IS SHOCKINGLY PERSISTING

After illegally subcontracting Grant Thornton and other audit firms to undertake audits in government including defense forces. Now government is relying on an ILLEGAL so called special AUDIT REPORT to Purge unwanted staff from Ministry of Finance and National Planning.

The special audit report which is the basis of this regional purge was not a sanctioned activity. It was an activity based on hate. Government does not operate on the basis of hate, but on the basis of the law.

I challenge Ministry of Finance and National Planning to demonstrate that in accordance with the provisions of section 14 of the Public Finance Management ACT of 2018, the Secretary to the Treasury did sanction this audit activity.

I dare say this audit had no authority. IT WAS ILEGAL. The officer/s who undertook this audit should be put to task for wasting tax payers money on an illegal activity. All actions of Government workers must have authority.

Can you imagine that the those who undertook this illegal special audit on allowances highlighted those allowances obtained by their colleagues who were considered enemies and removed their own allowances? What unethical behavior! Filthy and unprofessional.

The internal audit function of Government is subject to the direction of the Secretary to Treasury. Was this report sent to the ST? No. But it was just sent to some PS whose position is not even mentioned in the Public Finance Management ACT. Why? Because Yamba was a target too; who among them Dick Sichembe and others needed to be punished.

Dr. Dick Sichembe needed to be punished because he was appointed Auditor General from the Accounting Function of Government. Freedom Yamba needed to be punished because he wad assumed to have had supported Dick’s appointment as Auditor General. Remember Anna Chifungula came from the office of the Controller of Internal Audit; though this was not a legal requirement. Others were just common enemies.

What is worrying politically is that a spouse of one of the people pushing this audit is linked with UPND including TIZ. Now the tribal hegemony extending to state house staff is jumping higher to fix. How I wish all of us could just be professional. Our country will be a better place.

Can you imagine that such an unethical individual is being lined up to take over as Auditor General? A person who is capable of undertaking an illegal audit to fix his/her friends over allowances which she/he also got but removed them from the report. Deplorable!

Will this country ever receive free and fair view opinions of financial, operational and governance performance of Government with such unethical individual as AG?

CONCLUSION

Government should eliminate its love for illegal audits. All audits in Government are provided for by law.

The so called special audit should be discarded and those who undertook it made to pay for acting outside of the law.

Transferring staff out of a ministry on the basis of investigations is not provided for by law or any procedures of government. Remember that Accountant who is accused of being the owner of 48 houses. He was not transferred out of MoFND for those alleged offenses.

Government should reduce on this visible regional purge. This country belongs to all.

For government, Dr Dick Sichembe you are the ultimate target. As I said, government is worried about its poor performance, increasing maladministration and corruption. And government is desperate to instal an unethical Auditor General who can easily compromise on audit opinions to make user friendly revelations.

Sorry Dick I have to remind you that you are on your way out to pave way for this unethical individual.

YOUTHS AND POLICE CLASH OVER THE SHOT CROCODILES IN KITWE

POLICE officers in Kitwe were last night stoned by a group of unruly youths in Kitwe who caused confusion on the road after they decided to take a dead crocodile to the ZNBC Kitwe studios.

Two crocodiles have been shot dead in the Kafue River by officers from Zambia Wildlife Authority (ZAWA) after the reptiles killed a Kitwe woman and a dog a few days ago.

The crocodiles that were shot are about 2.5 and 3.5 meters long.

Copperbelt Province Commanding Officer Peacewell Mweemba said one crocodile was shot dead yesterday around 20:00 hours and after the shooting it was retrieved from the water and taken to Mufuchani Police Post.

He said shortly some youths grouped with plans to take the crocodile to ZNBC but were stopped by the police.

Mr Mweemba said the police officers who rushed to the scene were stoned by the youths before they managed to get back the crocodile.

“Some youths took advantage of the situation and they got the crocodile and started marching towards ZNBC studios disrupting the flow of traffic and public order. Police officers rushed there and they were stoned. However, officers managed to get back the crocodile much to the annoyance of the unruly youths. No injuries or damage to public property was caused during the impasse. The situation is now calm and the reptile is kept at Riverside Police Station for safe custody, “he said.

He also said the second crocodile was shot dead between 02:00 hrs and 04:30 hours in Chikwepe area of Chipata compound.

Mr Mweemba said when officers went to pick the crocodile they were stoned forcing them to discharge teargas.

“The youths threw stones at the officers for unknown reasons forcing them to discharge some tear smokes. However the situation is under control and no injuries were sustained from both camps, “he said.

On Thursday 2nd February 2023, Lusaka residents woke up to shock flash-floods that left about 40% of Arcades Shopping Mall under water including carparks of Protea Mulungushi and Protea Lusaka. All underlying areas around Arcades were inaundated with storm water.

The rains that Lusaka experienced from Wednesday 1st february 2023 and Thursday 2nd February 2023 were unbelievable!

The rains were partly caused by the after-effects of severe tropical Cyclone Cheneso, which made landfall and smashed into northeastern Madagascar and parts of Mozambique, bringing strong winds and triggering downpours that caused extensive flooding. More than 20 people died and tens of thousands were left homeless. In Lusaka, the rains lasted for more than a week.

In fact, on 22nd January 2023, the Zambia Red Cross Society activated its Early Action Protocol (EAP) for Floods after receiving a forecast that floods were likely to hit 10 districts across the country, potentially affecting more than 100,000 people.

The impact-based forecast, issued by the Global Flood Awareness System (GloFAS), predicted a flood with 20 years return period.

This means the particular magnitude of the flood that was going to be experienced at the end of January 2023 was not likely to seen again again until January 2043.

The floods were predicted to hit on 28 January. Further, a recent report by the Zambia Disaster Management and Mitigation Unit (DMMU) projected that 78 districts in all the 10 provinces in Zambia were at a high risk of flooding even as the rains continue to fall, and rivers burst their banks.

On 2nd February 2023, with the Intertropical Convergence Zone situated around Central Zambia including Lusaka, the Zambia Meteorological Department issued an alert stating that flash floods were anticipated in Lusaka and many other areas of Zambia due to continous rainfall coupled with heavy falls and already saturated soil moisture.

Later that day, it was reported that 22 districts across Zambia were underwater due to climate change-induced flooding caused by the above-average rains.

Despite the rains being above-average, the flooding around the Arcades Mall area was as a direct result of the new fly-over bridge that was built on Great East Road by the PF government towards the 2021 elections.

We haven’t seen this kind of flooding at Arcades and road cut-off in over 30 years. The Great East Road and Arcades Flyover Bridge project has been a total disaster.

To think that $289m was spent on this project and little has improved is disappointing.

The works were shoddy, and the impact in terms of traffic flow being smoother is little. It has ended up blocking access to the University Zambia and almost killed business at Arcades Mall by not giving it a proper access to the thoroughfare.And now we have to contend with this mess of flooding.

In terms of drainage, the new road and the bridge have made things worse. Based on the gradients around the area – and the history of the flow of water on the surface and also underground, the Arcades Flyover was badly designed.

The contractor did not incorporate adequate drainage in the design.

The drain is too small to quickly allow water through. With all the new buildings in the Show Grounds and Arcades area, drains are struggling even in a normal rainy season.

This is worse with storms like the one at the beginning of this month. Because of these new developments, most new drainages have been constructed in the wrong direction or in a way to overwhelm some watersheds instead of sharing the water.

From around Kalingalinga, Mass Media, Long Acres and Rhodespark, these drain push water towards East Park Mall and Arcades.

In fact people living in kalingalinga and Mass Media area pump water from their yards and this water is dumped into drains that flow towards Arcades area.

One other reason for this flooding is that now we have more efficient drainages upstream of Arcades due to the paving of new roads like Kamloops, Kelvin Siwale and Nangwenya.

So water is running fast towards Great East Road within minutes of the rain when it would takes hours or days before. In the end, this water that comes from Kalingalinga, Mass Media area and Show Grounds, flows towards Arcades area is failing to cross the Great East Road towards Olympia Townships; and eventually to Mazyopa where it joins the Bombay Drainage, which feeds the Ngwerere River.

The sheer volume of the water coming down is forcing itself against the bridge.

This has essentially made the bridge to become a dam wall. The culverts are not be big enough to allow it all under the bridge. With nowhere to go, the water causes flooding.

After heavy rains, the Arcades flyover now looks like a water feature and some people have jokingly said CEEC money could be gotten to have fish farming on the road during floods.

Proprieters of Arcades Shopping Mall, East Park Mall and Acacia Park all cautioned the Ministry of Local Government, engineers for the Lusaka Decongestion Project and indeed the Lusaka City Council.

They hired independent engineers to assess the site and propose appropriate designs. They lobbied for better drainage and when they failed to convince the leaders, they took legal action.

Still they failed. Graduare Property Development Limited, the owner and operator of East Park Mall, sought leave of the Lusaka High Court to apply for judicial review against the refusal or omission by ZEMA to enforce the compliance order it purportedly issued to the Ministry of Local Government in relation to the Lusaka Decongestion Project (LDP), which was co-financed by GRZ (15%) and Exxim Bank of India (85%) and was to be a 36 months undertaking.

They were time-barred by the courts – and in the end the road and bridge were done as they are today.

The design ended up not being an engineering problem but a political problem which required a political solution.

The drawings; engineering and otherwise were prepared and approved here in Zambia. Of course engineers are not blameless. Consulting engineers must have paid for oversight. It will be good to hear whether the engineers who signed off this project can be held fully responsible or they will blame “political influence”.

But essentially, the Arcades problem is a mess caused by politics more than engineering failure.

Authorities ignored the basic environmental requirements for water to drain.

And when populism, haste, lawlessness, politics, expediency and departure from standards becomes the norm, such catastrophes are bound to happen.

Remember also that the drainages on this project were given to PF cadres to do. These inexperienced local contractors, some of him have since been arrested for the same, did not do an adequate job.

As a country, we need to stop accepting mediocrity and start requesting meritocracy!

What is important to note is that the problem can be corrected. There is now need to make remedial action.

All that is needed is some money and some engineers to implement a correct design.

Nothing we can be done to avert these floods other than finding a way for the water to go around the structure (the flyover bridge), or through it or moving the floods into another drainage system or watershed. We may have to drill through those poorly constructed mishelemuko (so called flyover bridges) and insert culverts.

At the same time, there is need to create sumps and settling ponds at both EastPark and Arcades Malls as a long term solution.

The question and problem is at whose cost? This is why government officials should listen more to stakeholders.

A little more listening by the PF government would have helped.

The country stands to benefit more by respecting relevant laws, by having a regard for appropriate jurisdictions of institutions, while observing relevant standards. Instead the PF was in a hurry to impress.

The project, which should have ended in September 2021 was forced to finish in December 2020.

And in the end, a lot of cuts had to be cut and wrongs were committed. The design of the bridge at Arcades is one such mistake.

The UPND now needs to engage residents and business owners around the area to see what the best way forward is.

THE Anti-Corruption Commission says investigations into suspected abuse of public funds at the Ministry of Finance could take a bit longer, depending on the complexity of the matter.

On Tuesday, the Commission interviewed several senior staff at the ministry who were later suspended.

On August 24, 2022, The Mast published a story where a Transparency International – Zambia investigation revealed that a cartel at Ministry of Finance (MoF) siphoned money amounting to K100 million between 2019 and 2021 using fictitious events to draw allowances.

The newspaper followed up with another story published on January 7, 2022 in which new information emerged which revealed that about K533 million was looted from the Ministry of Finance and not K100 million as earlier reported by the same newspaper.

Corroborated evidence and information from whistleblowers within the ministry showed various names of officers in the Ministry of Finance.

At the time, names were withheld of people who had seemingly engaged in an intricate network of fictitious and organised activities.

According to the evidence, this loot seemed to be spreading tentacles to strategic ministries, commissions, and agencies.

And according to sources close to the investigation, MoF senior staff that included then secretary to the treasury Fredson Yamba, Accountant General Kennedy Musonda, controller of internal audit Chibwe Mulonda and assistant director internal audit David Kajokoto seemingly engaged in money laundering.

After The Mast published these names, Yamba, Musonda and Mulonda wrote demand letters through their lawyers, asking for retraction, apology and monetary compensation.

Yamba has gone further by suing The Mast in the Lusaka High Court over the same story.

At the time, the sources explained that once funds were obtained from MoF’s Treasury Single Account (TSA) loans and investments – a special account that is dedicated to the Government of the Republic of Zambia (GRZ’s) repayment of loans including the Eurobond and financing of investments, the funds were transferred to the respective individuals’ bank accounts through Real Time Gross Settlement (RTGS) system.

Once this money was pulled into these peoples’ accounts it was then laundered into BoZ treasury bills through deposit accounts in order to conceal its nature and origin.

Another investigation revealed that in fact more than K1 billion was stolen from the national treasury in the last four years.

Sources said the K500 million the ACC compiled was just a drop in the ocean and only related to a few individuals.

The sources said even the recoveries the ministry later instituted were just a cover up to hoodwink the public.

“More than K1 billion was looted from the Ministry of Finance between 2019 to date. The K533 million which the ACC has compiled only relates to seven senior staff…” said a source. “For the recoveries that MoF instituted, that was a stunt meant to hoodwink the public and investigators. Actually, more than 200 civil servants were receiving fictitious allowances and fuel drawn without travelling. This is where most of this accumulated total is coming from. The recoveries that MoF are doing only relate to selected junior staff.”

According to Ministry of Finance sources, Cabinet office issued suspension letters to directors, principal auditors and the other affected senior staff.

“Because of the stories The Mast was publishing, State House got interested and ordered a serious probe into the matter. Apparently, whenever questions were asked there was someone very senior at finance who was trivialising your stories. So the President got concerned and acted through other senior officers at Cabinet Office,” the source explained. “Mr Mulonda, Mr Kajokoto and all those you mentioned who are still serving have been suspended to pave way for further investigations by the ACC. The only one remaining to be thoroughly interviewed is the Accountant General Mr Musonda who is out of town. You may also wish to know that the ACC has warned and cautioned most of these people, so what is just remaining is to effect arrests.”

Another source at the ministry wondered why the ACC could not act at the time because there was still overwhelming evidence of financial misuse.

“When the ACC moved in last year we thought they would quickly effect some arrests. But we were disappointed that the matter seemed to have died until you people started writing about it,” the source said. “We expected the then DG at the ACC Mr Gilbert Phiri to quicken the process of investigations and make arrests, but that did not happen. In fact, these suspensions should have happened then at the recommendation of the ACC.”

Asked when arrests would be effected now that warn and caution statements have been recorded, ACC public relations manager Timothy Moono said the situation depended on the complexity of the matter.

“The position is still the same, we are investigating. The nature of investigations depends on the complexity of the matter. To give timelines it doesn’t work for us,” he said.

Asked if the matter is complicated, Moono responded: “No, no, no, we are investigating. I can’t tell when it’s going to finish. If it’s going to be straightforward it means that within a short time it will be done. If it will prove that there’s a lot more to be done, it will take a little bit longer. We’re investigating allegations of suspected abuse of public funds; that’s criminal.”

COMMERCE minister Chipoka Mulenga says the UPND has democratised trade as opposed to a scenario under the PF where Zambians who wanted to trade in maize were being “killed”.

Mulenga called into the Hot Seat Programme on Tuesday, which was hosting opposition Citizens First leader Harry Kalaba to challenge him over his line of debate.

“We have democratised trade. When exports of mealie meal were happening in DRC and other places you used to send ZNS (Zambia National Service) to shoot and kill Zambians if you find them with maize while exports kept going for privileged officials in PF. We have said ‘don’t ask ZNS to kill people who are trading in Maize,” said Mulenga.

But Kalaba cut in challenging Mulenga, “who was sending ZNS to kill people, Chipoka? I want clarity. Minister I want you to clarify because what you are saying on radio is very fallacious.”

In response, Mulenga said the government “that was in place and we have got many records of them shooting Zambians”.

But Kalaba challenged Mulenga to produce records of people that were shot for buying mealie meal.
“We will bring the records ba Kalaba (Mr Kalaba),” said Mulenga.

“Bring records, don’t just speak. You are a minister,” demanded Kalaba.

Mulenga said the government was not oblivious to the challenges existing in the country.

“The high cost of mealie, the high cost of fuel and other essential commodities and indeed as a responsible government we have not shied away. We are putting things in place to tackle them and I want the public to understand this.

We are committed to resolving these issues,” he said. “I am very shocked and surprised that my brother can downplay the outcome of the meeting we had with the Food Reserve Agency, with millers to see how we deal with these issues. When Kalaba was minister, they had a government which could do things in a hostile manner. Things should be done in a structured manner.”

Mulenga said that hikes of mealie meal around January and February was not a new phenomenon.
“Yes, the price of mealie has gone up and people are suffering,” he acknowledged.

“Under new dawn government we have gotten seven hammer mills. One in Southern Province and another in Central Province and these are milling the maize and it is helping to bring down the cost of mealie meal.

In Mpika, Central Province and many other places the cost of mealie meal has come down to K155. If government can reduce prices even private sector millers will reduce prices. A tonne of maize out there is fetching at K5,300 per metric tonne. When [Frederick] Chiluba came he left a free liberalised economy. When you came with PF, you left it and even us we have respected it.”

Mulenga said it was wrong for Kalaba to say some of the trips undertaken by the President so far were unnecessary.

But before Mulenga could continue, Kalaba chipped in, “You are informing the nation for a very long time on my programme. Why don’t you have your own press briefing?”

Mulenga responded, “I am a caller. What I will ask is this you the radio…Mr Kalaba is getting upset because I have started stating his lies. Facilitate a programme where ba Kalaba will sit here and I will sit here so that we discuss these issues.”

But Kalaba said Hot FM would not facilitate such a programme .

“I am not annoyed. The programme which should be facilitated Mr Chipoka is between you and Mwanawina Kwibisa (Citizens First Party spokesperson). That is your size. For me, bring President Hakainde Hichilema here, that is when I will sit with you,” he said.

Kalaba said Mulenga was speaking his lungs out on radio because he was under pressure from the President.

“He is under pressure from his boss that he should call to ‘say this. Make sure that you say that’. You can even see that it is all rehearsed but that is okay,” Kalaba said. “At my level here and with my experience I can sit here with ba Chipoka Mulenga a new comer in the government?

We have been there, we understand these issues from the finger tips. I want the President to sit with me and you also organise a meeting with Mwanawina Kubwisa our spokesperson to sit and they will thrush it out, not me because that is not the level I am at. He has however raised issues.

First of all, he has admitted the price of mealie meal is expensive. I think for me that is point of departure. Therefore, the Zambians have every right to complain when meal goes up especially that they had promised us that a bag of mealie meal will be fetching at K50 per 25 kg bag but he has however gone ahead to say I am disparaging the meeting they held with FRA. I am not disparaging the meeting, all I am saying is the method they are using of flooding maize on the market is not sustainable.”

Kalaba said Mulenga was politicking so that he could prove his worth.

“You know even when you want the boss to like you as a muzungu anikonde (bootlicker), you want to stand out so that you can preserve that which you should preserve especially. We should understand him (Mulenga).

The method through which he went into UPND is very different from those that deserve to be in UPND. So he would want to overwork himself, speak his lungs out so that the UPND can accept him as one of their own when he himself understands that they are people who should have been in the position where he is and they are not there. So he is playing politics,” said Kalaba.

Senior Immigration Officer implicated in the Croatian nationals’ case

A senior officer working for the Department of Immigration in Ndola has been implicated in the alleged attempted child trafficking case involving eight (8) Croatian nationals.

Gloria Sakulenga, 36, has been arrested and jointly charged with the eight Croatians.

She has been charged with four counts of attempted child trafficking.

It is alleged that on 7th December ,2022, in Ndola, Sakulenga attempted to traffic four child within the territory boundaries of Zambia for the purpose of exploitation.

Attempted trafficking in children is contrary to section 3A (1) and 12 of Human Trafficking Act No.11 of 2008 as Amended by Act No. 16 of 2022 of the laws of Zambia.

When the matter came up on Friday, Sakulenga pleaded not guilty to all the four counts.

Meanwhile, the eight Croatians also pleaded not guilty to the same charges, which they were earlier given.

The eight are Zoran Subosic 52, a guitarist in a well-known band Hladno Pivo or Cold beer, Immovic Subosic,41, an administrator, Damir Magic 44 an electrical technician, Nadic Magic 45, a technician, Ladislav Persic 42, a medical doctor, Aleksandra Persic 43 a hair salon attendant, Noah Kraljevic 40, a programme director and Uvona Kraljevic 36, a dog handler.

The charges alleged that on December 7 last year, the four couples acted together in attempting to traffic four children of Congolese origin.

And in an application for bail pending trial, their lawyer Kelvin Silwimba from Legal Aid Board applied for bail pending trial stating that his clients were not a flight risk.

“Their passports are with the Immigration Department and are willing to raise traceable sureties if granted bail,” he said.

However, senior state advocate
Mahape Libakeni objected the bail application in fear that the accused persons might escape from the country.

“We oppose to the application, the eight are foreign nationals and have not provided any traceable aboard. The crime charged with involves movement of people across the boarders,” he said.

However, Principal resident Magistrate Jennifer Bwalya adjourned the matter to February 14 to rule on whether or not the eight can be granted bail pending trial.

Meanwhile, Sakulenga is on police bond while the eight Croatians are in police custody.

The re-arrested eight (8) Croatian nationals were this week formally slapped with fresh charges of attempted child trafficking.

The Zambian authorities further revoked the temporary residence permits granted to the suspects last month.

On Monday this week, the State discontinued the earlier matter of attempted child trafficking of four children from the Democratic Republic of Congo (DRC) charged on the four Croatian couples.

The Immigration Department on 7th December, 2022 in collaboration with police in Ndola stopped an alleged illegal adoption involving four Congolese children who were destined for Croatia.

The four children in question are being kept by the social welfare department at a facility in Ndola.

The youngest of the four juvenile victims is only 15 months old.

Drake has been ordered to sit for a deposition in XXXTentacion’s murder trial

Drake has been ordered to sit for a deposition in the XXXTentacion murder trial.

An attorney for Dedrick Williams, one of the three men accused of killing XXXTentacion, persuaded the judge that it’s necessary for Drake to answer questions about his 2017 beef with the late rapper, according to TMZ.

Drake was originally scheduled to be deposed on Jan. 27, but failed to appear. He has now been ordered to sit for a deposition on Feb. 24 via Zoom. If he misses the date, he must appear in court on Feb. 27 or possibly be charged with contempt.

During opening statements of the trial on Tuesday, the defendants’ attorneys argued that there were others who had motives for killing the “Look at Me!” rapper including Drake.

“Before X died, he said, ‘If anybody kills me, it’s Drake,’” said Mauricio Padilla, Williams’ attorney. “Do you think sitting here years later, any detective has ever asked Drake or anybody like that? No.”

XXXTentacion once said on social media that if he ever ended up dead, Drake was the reason. He later deleted the post and said he had been hacked.

The two had a history of beef, with X accusing Drake of stealing his flow. “I’m not the first nia he bit, nor will i be the last, drake a pussy nia money don’t buy you respect,” X tweeted in February 2017, while claiming that Drake’s career was “almost over.”

Despite the far-fetched theory, prosecutors say the shooting was the result of a robbery gone wrong, and there is no evidence linking Drake to X’s murder.

XXXTentacion, whose real name was Jahseh Onfroy, was leaving Riva Motorsports in Fort Lauderdale on June 18, 2018 when his BMW was blocked by an SUV. Two masked gunmen emerged and demanded his money before one shot him. They fled with $50,000 in cash that X had in a Louis Vuitton bag. The 20-year-old rapper died at the hospital shortly after.

Williams, along with Michael Boatwright and Trayvon Newsome, are facing first-degree murder charges in connection with the deadly 2018 shooting. If convicted, all three men face life in prison.

PRESIDENT Hakainde Hichilema should take his two- day working visit in Eastern Province to explain why he has decided to give Easterners a raw deal in his government, All Peoples Congress (APC) UPND alliance partner leader Nason Msoni has demanded.

And Msoni has urged President Hichilema to explain why Eastern Province should support and believe in him after failing the agriculture sector which he promised to be an economic engine of Zambia if elected prior to 2021 general elections.

In unsolicited interview, Msoni noted with sadness how the UPND government has excluded Easterners in most decision-making positions and hoped that President Hichilema as he meets people and traditional leaders in the province, would be able to explain why he had left out easterners in his administration.

“We hope the President can use this trip to go and apologize to Easterners for maligning them in his government. The representation in this UPND government, it is at its lowest in-terms of representation compared to other regions. Whether it is at Permanent secretary level, whether it is at diplomatic service level, very few Easterners have been appointed. Despite the fact that Easterners gave Mr. Hichilema 49 percent of votes against former President Edgar Chagwa Lungu’s 50 percent votes,” he said.

Msoni observed that unlike in 1991 when Easterners remained behind with UNIP when other regions moved with the change, the 2021 general election reflected how willing the people of Eastern Province supported Mr. Hichilema who has now damped them.

He explained that Zambians and Easterners were assured that the nation will remain united but sadly, the country is divided across region looking at the appointments he has made so far both at Ministerial, Permanent Secretary level and diplomatic service level.

“All this happened because Easterners were persuaded firstly by the demand for regime change messages, secondly, Easterners and those that campaigned for him were able to convince Easterners to be part of the regime change for equity, peace and unity. And that they should not remain behind when the country needed that change to a new regime and people from Eastern Province bought into that massage and in that massage for unity, they were assured that this country will remain united and that is the change that we thought which should have reflected a national character because all regions were resolved to change government for the better,” Msoni said.

He said Easterners have been given a raw deal, a deal which is not worth their input in the 2021 general elections.

“But sadly, look at what transpired after the change, look at the character and kind of government that President Hakainde has, clearly it has excluded Easterners, more people from Eastern Province believe that Easterners have had a raw deal from President Hichilema. Easterners have a raw deal in the New Dawn government, and we hope he will use this period he is in the province to go and explain the disparities and the exclusion of Easterners from his government and what he is trying to achieve by doing that. Easterners want to know whether what he is doing by leaving out our people in his government is the way he will say thank you to you Easterners for voting for me,” he said.

And Msoni has urged President Hichilema to take time and explain his failures to distribute inputs as promised.

He said President Hichilema must realise that what people got is not what they had bargained for.

“I want to tell out President, President Hakainde Hichilema that as he is in Eastern Province, he should use his two days working period to apologize to the people of Eastern Province. Firstly, for the mishandled and botched 2022-2023 agriculture season, nkani ya fataleza was poorly done and handled by his government and a lot of people will suffer serious consequences or hunger because of the way government mishandled the distribution of inputs. And a lot of people in protest, have clearly grown other crops which means that they will be less food for the province.

And this is coming as a result of the poor handling and management of the distribution of input, people were not given inputs despite paying for them, and those that were luck to receive, got only a meda. Going forward we urge him to assure Easterners that the coming agriculture season will be handled differently and these are the issues our people will be waiting to hear from him. It is not a secret that most of our people in the province feel that they have been neglected by this regime they fought so hard for, which was not fashionable to do. The distribution of inputs was a disaster and citizens everywhere else got less than what they had bargained for. They did not get what they had been promised for by President Hichilema compared to other regions who got something, our people did not receive adequate inputs they had paid for,” said Msoni.

Msoni who is in the UPND alliance has been a serious critic of President Hakainde Hichilema and his government.

He has criticized President Hichilema on the dwindling democratic tenets in the country as well as the abuse of police and state machinery against the opposition and the general populace.

MMD president Nevers Mumba says President Hakainde Hichilema should not be in a hurry to reduce the cost of mealie meal as it is not economics.

He said President Hichilema must hold on to the difficult life for a while until the economic fundamentals are stabilised.

Mumba argued that if President Hichilema fails, “he is not going to fail because he is not doing the right thing but because his government is not communicating with the Zambian people and taking them along in resolving problems”.

“And it’s understandable they are a new government so I think for me, my support for this government is that they are dealing with the vitals to make sure that those things that have disabled the Zambian people are put back together. I think that he has not answered all the problems and he should not be in a hurry to reduce the mealie meal prices. That is not economics,” he said when he featured on Capital FM on Tuesday. “Even if he went today and reduced the mealie meal prices, and increased the salaries of civil servants, the police and everybody else to satisfy what everybody is saying, he will collapse just like the PF collapsed the economy. He is an economist and he is saying, you know what, we have to hold on to this difficult life for a while until the fundamentals of inflation, the fundamentals of interest rates, the fundamentals of our debt are dealt with and stabilised.”

Mumba said people who call him a bootlicker and a praise singer do not understand what he is doing.

And Mumba said Michael Sata was a populist president who wanted to please people and rolled out good ideas without reference to the state envelop.

“A lot of times people that are just doing simple childish politics would like to raise issues. I have been in politics for 25 years, 26, and when people try to say ‘no Nevers is a boot licker, Nevers is a praise singer’, they probably don’t understand who I am and what I am doing. When president Michael Sata became president, my opposition of his leadership was not because he was not from my region. I opposed him to the extent that I felt that he was more of a populist president who wanted to please people that if they say that mealie meal is K55, we want mealie meal to come down, without looking at the envelop of the country he goes ahead and does that. We want this to be done, we want more districts, he just rolled out good ideas which will make people clap for him without any reference to the envelop, state envelop that we were using in terms of what we had as a country,” Mumba said. “So what has been the result of that kind of leadership, that kind of leadership brought us to a place where we ended with close to 30 billion dollars, according to the World Bank, debt. This is a mess in which we are. And to me I am shocked that our colleagues in the PF can even have that strength to begin to act like they were doing the right thing. We are where we are because of them. Now that does not excuse President Hakainde Hichilema and the UPND from quickly getting to work than doing the staff that has been done against the Zambian people and against the economy of this country.”

He noted that President Hichilema and his administration are not communicating with the Zambian people.

“This President has to make sure he resolves a problem that was created by the last administration. It is going to take time and I want to make this very very clear, if President Hakainde Hichilema fails, he is not going fail because he is not doing the right thing. He is going to fail because he is not communicating or his government is not communicating with the Zambian people and taking them along in resolving the problems that he didn’t create,” Mumba said. “The only missing thing right now is that the UPND government needs to put in place a communication system which is robust, vicious and clear. Not try to speak down on people who are challenging them or condemning them but to start to tell the Zambian people ‘this is the problem we are all facing. High rentals, we are facing high commodity prices, we are facing issues of limited jobs in the economy, this is what we are doing about it and here we are with the same people that have benefited from the programme we are doing and we are going to do more’. They have got to have a robust communication system. I must say unfortunately, that is not working as fast and as well as it should.”

Mumba said the new dawn administration has a very bad culture of not communicating to Zambians.

He said ministers and permanent secretaries have disconnected themselves from the Zambian people.

“And the issue here is that if HH is going to fail, it’s not because he is not doing the right thing. He is on the right track. If he is going to fail, it’s a lack of communication with the Zambian people to take them along. There is a very bad culture of this administration and for me because President HH is my friend, I don’t include him in this issue. If I send him a message now, he may not reply now but very shortly he is going to reply to me. But I am finding the fact that this government especially the ministers, especially those in PS positions, they have disconnected themselves with the Zambian people,” he noted. “You try it, you go home, get the list of Cabinet ministers or get a list of PSs and call them. From the 24, if you get three to respond to you, you are blessed. That’s the way it is right now, they think within themselves. They need to sit down and answer the question, who are they to serve? So this government must sit down and begin to reconnect with the Zambian people. If they cannot answer my phone, who is former vice-president, what chance has a guy in Chinsali or Mulakupikwa got to be answered by a minister? Zero.”

Mumba said the government needs to talk about what they are doing to rectify the problems that Zambians are facing and explain why there is a delay in decreasing the prices of essential commodities.

He said if that is not done, “someone will take advantage of the situation”.

“It’s really bothering people because a number of people that believe that Nevers and the President are friends, so they will call me, ‘we can’t get through to his government, to his ministers they don’t reply. They don’t respond to text’. I just tell them let’s just keep trying because if they don’t respond some of them are my own sons in the Lord… since they became what they have become they don’t respond,” Mumba said. “This government needs to talk about what they are doing to rectify the problems and tell the Zambians why there is a delay in the decrease in the price of essential commodities. If they don’t do that somebody will get in there like a Michael Sata and he is going to take advantage of what people are feeling now and not what you are working on for tomorrow. I think what the President needs to do is to have a meeting with his team and tell them ‘we are here because the Zambian people trust that we can represent them and we are not here just to talk to ourselves on the phone. Talk to those people who are doing business with us, we are here to answer the ordinary phone call’.”

Mumba said a non-working cabinet is a danger to any head of state as the President cannot succeed alone.

“The problem we have now, the President doesn’t have to fire them, the President needs to sit with them and say, ‘this is the problem, we are not communicating with the people’. If they continue at this rate they will be totally cut off from the issues happening on the ground because the problems being faced by Zambians is not going to be catalogued by the so-called important rich friends that you go to the clubs with,” Mumba said. “Talk back to the people. It’s very important for Zambians to feel that their leaders can lift up their phone or can answer the phone or respond to their text messages. It is not happening now. The truth is that a non-working cabinet is a danger to any head of state and that is why the Constitution gives the President powers to reshuffle his Cabinet. The President alone cannot succeed. That is not how governance is.”

“He Had Just Eaten Supper”| Police Release More Details Following The Tragic Death Of AKA In Shooting Incident

The South African Police Service has released more details on the shooting incident that claimed the life of rapper AKA.

AKA, real name Kiernan Forbes, was gunned down along Florida Road in Morningside, Durban. He was 35.

A first responder at the scene, who spoke to News24 on condition of anonymity, said AKA was shot while standing on the pavement when gunfire rang out shortly after 10pm.

KwaZulu-Natal police spokesperson Robert Netshiunda confirmed that a “well-known rapper” was gunned down in Florida Road, on Friday evening just after 22:00.

“What we can confirm for now is that a well-known musician, 35 years old, and his bodyguard, who is said to be 34 years old, was shot and killed in Morningside on Florida Road on Friday night.

“What we have for now is that a musician and his security detail were leaving supper in a restaurant. So as they were leaving for their vehicle, two unknown gunmen came across the street on foot and opened fire on them, killing them instantly.

“Nobody else was quite injured apart from the two men who were killed. We will be investigating two counts of murder with the hope of finding the culprits and bring them to justice.”

AKA had just turned 35 on 28 January and he was having a string of birthday celebrations across the country.

The Lemons/Lemonade hitmaker was about to go perform at Yugo Durban at an event dubbed AKA Supa Mega Birthday Celebration when he was shot dead by two gunmen.

After the shooting, the club posted an urgent announcement, saying the “EVENT HAS BEEN CANCELLED DUE TO UNFORSEEN CIRCUMSTANCES.”

Patriotic Front (PF) National Chairperson for Information and Publicity Raphael Nakacinda has advised members of the party not to be dismayed by the injunction that court has issued on Hon Given Lubinda, the party Vice President and Hon Nickson Chilangwa who is the Deputy Secretary General.

Speaking when he addressed the media in Lusaka today, Hon Nakacinda explained to the general membership of the party that the legal action implies that the two will not be addressed as the acting party president and acting Secretary General respectively.

He stressed that the PF, being a law abiding party will abide by the injunction.

“We have heard and read through social media of an ex parte injunction that is alleged to have been issued yesterday. As a law abiding political party, even if it has not yet been served to us as a party, we respect orders of the court. In that way, we will abide by that injunction,” he said.

“I think it is important to have everyone understand, basically it is an injunction restrain the vice president of the party Hon Lubinda and the Deputy Secretary General of the party Hon Chilangwa from being called or saying to be acting in offices for example of President and Secretary General.”

Hon Nakacinda said PF is effectively functional under the leadership of the duo.

The MCC scorned the UPND for ignorantly celebrating what they do not even understand.

“I want to assure the members of Patriotic Front across the country and the Zambian people that Patriotic Front remains effectively functional under the able leadership of the vice president of the party, Hon Given Lubinda and the Deputy Secretary General Hon Nickson Chilangwa,” he said.

“Of course with these developments, a number of activities that were expected to be concluded and possibly get us progress on some milestone amongst ourselves, we may not be able to have that achieved until this matter is resolved. I want to reecho the resolution of the central committee, the last committee that we held that when it comes to campaigns for those who have expressed interest to vie for the position of the president, campaigns were stopped until such a time when all the processes are concluded, rules of engagement are approved, that is when the campaigns will be opened.”

FORMER Kabushi PF member of parliament Bowman Lusambo has written the EU over what he termed as systematic crackdown of political freedoms ‘being orchestrated” by {resident Hakainde Hichilema.


In a letter dated February 7, 2023 addressed to European Union Ambassador to Zambia Jacek Jankowski, Lusambo said since assuming office in 2021 President Hichilema has worked hard to clamp down on his perceived political rivals, limiting their freedoms to mobilise and free expression.


He claimed to have been a victim of “this rampant abuse” of political freedoms on a number of occasions when he served as member of parliament for Kabushi Constituency.


Lusambo said the police, while he was MP, stopped him from having indoor meetings with elected councillors.
He wrote the letter following the arrest of PF presidential hopeful Chishimba Kambwili on Monday on unlawful assembly charge.


“Many opposition colleagues have been harassed, arrested, tortured and detained for unlawfully long periods in police stations located far away from their families by the Zambia Police at the instruction of President Hichilema and those close to his office. The arrest of Hon. Chishimba Kambwili for alleged unlawful assembly for simply addressing a handful of youths who visited his home is the latest in a series of abuses that opposition leaders have faced at the hands of President Hichilema,” said Lusambo. “Your Excellency, this administration has done a remarkable job in portraying to the international community that it is a supporter of democracy. During his address to the European Parliament in June last year, President Hichilema reiterated his administration’s commitment to put people’s interests, reforms, free media, the rule of law and democratic growth on the top of his political agenda. To the contrary, his administration is becoming increasingly intolerant, autocratic and speedily closing up space for political freedoms.

We wish to warn that if left unchecked, President Hichilema has all the ingredients to transform into a full blown dictator who will take away all the democratic gains Zambia has recorded since 1991 when the nation adopted a full multiparty participatory democracy system of governance. As friends of this administration, we therefore demand that the European Commission in Zambia publicly condemns the abuse of political freedoms taking place in Zambia. We also demand that the EU office in Zambia take steps to reprimand President Hichilema’s administration for its intolerance and failure to observe and respect human rights of opposition political leaders. Your Excellency, the Zambian people are expectant that your office will respond to our demands and help restore our democracy as you have always done since 1975 when the EU Delegation first opened its office in Zambia. PRESIDENT Hakainde Hichilema must own up and tell people what is his agenda for Zambia, urges Brebner Changala.

He says while the new dawn government is geared to serve one term, “I beg them not to destroy the country” stressing that Zambians are hurting because there is so much poverty.

“The President must own up and tell the people of Zambia, what is his agenda for Zambia? What is his agenda for the youth? What is his agenda for the Constitution? What is his agenda for judicial reforms? He must call for a national indaba where every concerned citizen must attend and contribute in a manner we are going to be gathered. Not secret meetings with people that will only create suspicions and entrench serious worries as to where this country is being taken by a popularly elected government, the new dawn administration. And we need to know how a group of people can serve the agenda for the President to chair a meeting. We have been told by Jito [Kayumba] that those people that attended, they asked for that meeting and indeed they chose the agenda. And the President presided over a meeting whose agenda was set elsewhere. He must clarify this, otherwise, we are headed for doom,” he told The Mast in an interview. “And this is the more reason the Vice-President can confirm that we are here only to serve one term. Because the Vice-President is very much aware that there is no normal person who can vote for this government once again and they are geared to serve one term. But in that one term, I beg them not to destroy the country. Zambians are hurting. There is so much poverty. There is so much youth unemployment. There is economic failure which we have been entertaining from day one since the new dawn administration came to power. They have been talking about the economy and how they will uplift the people of Zambia out of poverty. They have done it at the expense of structural changes to our Constitution. At the expense of the access to information, at the expense of the operationalisation of the Public Protector, at the expense of judicial reforms…there is no inch in the positive movement of the economy.”

Changala, a good governance activist, accused the government of serving partisan interests and those of foreign investors at the expense of indigenous Zambians.

He said the new dawn regime is for the elite and those who financed the ruling party.

This follows a “secret” meeting President Hakainde Hichilema held at State House with “private sector leaders” on February 3.

The letter of invitation dated 1st February, 2023 for the same meeting which was signed by Jito Kayumba, the special assistant to the President -finance and investment, was marked secret and some 17 “economic” players were invited to attend.

Those that were invited for the same meeting included Sipho Phiri, Ana Hajduka, both from the energy sector, Grant Cumings from the wildlife and tourism sector, Mark O’Donnell from the hospitality sector, Dino Bianchi from the automotive sector, Michael Kroupnik from the retail sector and Dave Bosse from the milling sector. Others are Phesto Musonda from infrastructure, Luxminarayan Subramanian from manufacturing, Eric Stubbs from commodity trading, Ashu Sagar from manufacturing, Muna Hantuba from the financial sector and Professor Oliver Saasa from the mining sector. Diego Casilli from the property sector, Graham Ray from agriculture sector, Mark Luring from construction and David Ndopu are also among those that were invited.

Kayumba’s justification over the matter in question is that those on the list were not selected by State House but that they are the ones who requested for the President’s audience because they wanted to submit some solutions to the economic challenges the country is grappling with.

Due to failure by State House to confirm the authenticity of the letter after it leaked, Changala said the presidency has for the first time become so difficult to be accessed by Zambians.

He wondered why a meeting aimed for the good of the country could be held in secret and that the resolution of the meeting could not be made public while State House failed to confirm the authenticity of the letter.

“It is the presidency, for the first time in the history of Zambia, which is so difficult to access by all those interested citizenry. Whether it’s businessmen, whether it’s politicians, whether it’s civil society, it is a State House which decides who to see, especially men and women of foreign origin. It is a State House that is more accessible to foreigners than to the indigenous citizenry. Now, what is surprising is that they have started holding meetings…a business meeting which is supposed to be in the interest of the nation, inviting participants with State House letterhead that are marked secret, in the first place what is secret about a person being invited to State House and discuss national affairs? Especially when 98 per cent of participants are of foreign origin? And when that letter leaked, there was compulsion. People were not happy – striving on a daily basis – crying to see the President and yet they are blocked by powers that be,” he said. “And yet there’s a group of citizens who can lead the President secretly to decide the fate of the people of Zambia, to decide the economic fate of this country. That is not going to be accepted. That is an uprising against the very people that elected this regime. When that secret letter leaked, the media houses in this country had a problem to confirm the authenticity of that letter. There was a problem because everything was nothing but a secret.”

Changala fumed at the UPND government and advised them to have shame.

He charged that this is the reason Vice-President Nalumango can confirm that we UPND will only to serve one term in government.

“Not even State House could confirm that letter. Now how do you make public the resolutions of the meeting which was secret? You must have an element of shame. How do you make public a meeting which was secret? A meeting you refused to confirm or deny when there was a leakage. We are now seeing a trend that this new dawn government is there to serve partisan interests or the foreign investors,” he said.

Changala wondered why the President could chair a meeting whose agenda was set by some other people.

He stressed the need for President Hichilema to call for a national indaba where all concerned citizens would air their views.

“Now they went further, they start engaging people who do not understand our local challenges, our poverty levels and our suffering. To come and map out a rescue package which they have released in that communique, after the secret meeting held at State House, chaired by an elected President of the Republic of Zambia! Chairing a secret meeting in which an ordinary citizen is excluded because he has no input, his only input is to vote. What happens thereafter, an ordinary citizen must have nothing to do in the management of the country. That we will not accept,” said Changala.

US President Joe Biden takes Shot at China, Russia…during State of the Union address, silent on Africa

“Those who wish the United States ill should know “it’s never ever a good bet to bet against America,” President Joe Biden.

On 8th Feb. 2023, I watched US President Joe Biden hold his biggest annual political event in the nation’s capital, Washington DC live on TV attended by the ´who is who´ in the north American country and millions online.

As an international relations scholar and published author, the address was of great importance for me, especially as the ´war´ between China and Uncle Sam rages on.

The oldest President (Biden) in the history of America at 80 in 2023, of course did not miss an opportunity to take what some would call a ´cheap shot´ at arch-rival China, the rising dragon during his more than hour long speech, interrupted by several standing ovations, including heckling and booing from the opposition Republicans.

Russia was mentioned several times in the address watched by about 27 million people according to Reuters.

The State of the Nation address, the most followed ´traditional ceremony´ in America after the Super Bowl (watched by 99 million people in 2022) suddenly became a ´geopolitical´ battle ground.

The fact that it came a week after a Chinese ´spy balloon´ circled above American skies before it was gunned down only served to further ´gas light´ or heighten the tensions between Uncle Sam and the dragon in full view of world camera´s.

I read a report stating that, “amidst growing tension with China over a suspected spy balloon, US President Joe Biden said that the United States will act to protect itself if Beijing threatens its sovereignty.”

President Biden in a friendly but tough tone said, “I am committed to work with China where it can advance American interests and benefit the world.”
President Biden, however, added a warning, “but make no mistake: as we made clear last week (after shooting down the balloon), if China threatens our sovereignty, we will act to protect our country. And we did.”

The world watched the US down the suspected Chinese spy balloon over the Atlantic Ocean in February, drawing a “strong reaction from China.”

The US accused China of violating American sovereignty and international law according to media reports emanating from the balloon saga.

“Let’s be clear: winning the competition with China should unite all of us. We face serious challenges across the world. But in the past two years, democracies have become stronger, not weaker,” Joe Biden said.

President Biden, perhaps in veiled warning towards China the world at the Capitol and said, “those who wish the United States ill should know “it’s never ever a good bet to bet against America,”

On the war between the Federation of Russia and Ukraine that has been raging for over a year, President Biden said the United States and NATO, “is united in our support for your country Ukraine. We will stand with you as long as it takes.”
Biden shifted back to China again, the second largest global and military power during his address and said the following, playing mostly to the American gallery.

“Before I came to office, the story was about how the People’s Republic of China was increasing its power, and America was falling in the world. Not anymore,” said President Biden.

He revealed that he has “stressed to Chinese President Xi Jinping that the United States seeks competition with China, not conflict,” adding that, “I will make no apologies that we are investing to make America strong…Investing in American innovation, in industries that will define the future, and that China’s government is intent on dominating.”

The economic and geopolitical war between China and the US has in recent months seen an unprecedent escalation, even in our country Zambia that has been turned into a battle ground as both China and the Us thirsts for our minerals such as copper and cobalt.

One thing of special note though, as I watched the Biden address from the lens of an international relations expert and published author, I NEVER heard a mention of Afrika.

I heard Russia, Ukraine and Europe but no Africa, making me wonder whether, apart from the US Africa heads of states annual summit, does Africa matter.

My own conclusion is that with all its mineral wealth, youthful population and an over the top population of 1 billion people, Africa must rise to the plate, create wealth and hold its own State of the Union, the rest of the world can watch and marvel at.

The chronic poverty our continent suffers is mainly our own doing, but it’s nothing that cannot be turned around positively to our advantage.
China, the US and the European Union were poor once but through good leadership, resilience, they have advanced and lifted millions of their people out of poverty.

Back to Ukraine, official records show that US state spending on the war between Ukraine and Russia peaked at about US$50 billion in 2022 while another US$3 billion was approved in 2023.

That is more money than Zambia is seeking for debt relief and balance of payment support but then that’s a story for another day.

The Federation of Russia on the other hand had spent about US$82 billion on the war in Ukraine by February 2022, and rising with no solution to the end of the war yet.

Analysts, however, feel the world will soon lose appetite for the war in Ukraine as the bill of sustaining it spikes up.

Will the continued senseless war between Ukraine and Russia open a window for Africa to become a net grain grower among other things for instance?
After all there´s supposed to be a silver lining to every cloud.

Investigations into Irregular Payments at Ministry of Finance and Auditor General’s Office Lead to Transfers of Key Officials

Permanent Secretaries and Directors at the Ministry of Finance and the Office of the Auditor General have been transferred to the Cabinet office and the Public Services Management Division as part of the ongoing investigations into allegations of irregular payments. The investigations were necessitated by a special audit of the Integrated Financial Management Information System for the period 2018 to 2021.

Secretary to the Cabinet, Patrick Kangwa, issued a statement saying, “President Hakainde Hichilema has directed that the ongoing investigations must be conducted without any interference. The President is committed to ensuring that all government operations are conducted with the highest level of integrity and accountability.”

In response to reports that the officials had been fired, Mr. Kangwa dismissed the rumors saying, “No permanent Secretary or Director has been fired contrary to social media reports. The ongoing investigations require the cooperation and support of all parties involved, and the President is committed to ensuring that the process is conducted fairly and transparently.”

However, Amb. Emmanuel Mwamba, the Patriotic Front Presidential Candidate, had a different take on the matter. He stated, “Another purge! In the midst of a comprehensive government audit of books of 2021 and 2022, President Hakainde Hichilema has purged staff involved in both internal and external audit of government funds. Does he want his own men, compliant officers that will hide information? What’s the purpose of these dismissals?”

President Hakainde Hichilema has reportedly fired the Accountant General, Kennedy Musonda, as well as the Deputies of the Auditor General, Clara Mazimba and Francis Mbewe, along with several Directors of internal Audit. Mr. Chibwe Mulonda, the Controller (Permanent Secretary level) of internal Audit was also affected.

In response to the allegations of corruption, Mr. Kangwa said, “The President is committed to ensuring that all public funds are used in a responsible and accountable manner. The ongoing investigations are part of this commitment, and we will continue to work with all parties involved to ensure that the truth is uncovered and that any wrongdoing is punished.”

Amb. Emmanuel Mwamba concluded, “There is a high-level game at play. But what I can tell you is that corruption is as high or worse than it was before. The Transparency International Corruption Perceptions Index (CPI) and other reports are a testament to these assertions. We must ensure that the law takes its course and recovery be made.”

As the investigations continue, the public is urged to remain vigilant and to scrutinize the allegations being made, as the truth about the irregularities at the Ministry of Finance and the Office of the Auditor General is slowly uncovered.

The Drug Enforcement Commission through its Anti-Money Laundering Investigations Unit has arrested a Lusaka couple for money laundering involving K5 million.

The Commission has jointly charged and arrested Maxwell Chongu and Rozyna Mweemba Mumba for Forgery and Uttering False Documents contrary to sections 342 and 352 respectively of the Penal Code Chapter 87 of the Laws of Zambia, Fraudulent/Collusive Practices contrary to section 74 (1) and (2) of the Public Procurement Act No. 12 of 2008 of the Laws of Zambia and Money Laundering contrary to section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 as amended by Act No. 44 of 2010 of the Laws of Zambia.

Particulars of the matter are that Maxwell Chongu a Businessman aged 41 years and Rozyna Mweemba Mumba a Businesswoman aged 38 both of House No. 10 Sugar Street, Avondale, Lusaka jointly and whilst acting together with other persons unknown on dates unknown but between 1st January 2020 and 30th November 2021 did forge two quotations for FMC Farms Ltd and Simuliya Trading Investments Ltd bearing K7 million and K9 million respectively which were later uttered to the Ministry of Health for the supply of 100,000 KN 95 face masks. This fraudulent and collusive practice resulted in the award of a K5 million contract to Greenside Suppliers and Investments Ltd, a company in which the couple are Directors/Shareholders.

The couple further engaged in money laundering involving the K5 million proceeds of crime and acquired among others, one unregistered Toyota Landcruiser. They are currently on bond and will appear in court soon.

In another matter, the Commission in Lusaka has arrested seven people for illicit drug trafficking.

The Commission has jointly charged and arrested James Mwewa Makuliki, a Businessman aged 46 of Chalala, Lonas Mativenga, a Businessman aged 34 of John Laing, Morgan Chavula, a male aged 29 of Kanyama for trafficking in 2, 544 bottles of Benylin with Codeine Cough Syrup contrary to section 15 of the Narcotic Drugs and Psychotropic Substances Act No. 35 of 2021 of the Laws of Zambia.

The Commission has since seized a Green Honda CRV with registration number ABZ 8344 and a multicolour Toyota Hiace Panel Van with registration number BAP 4973 that were carrying the contraband.

In another incident, the Commission has jointly charged and arrested Elizabeth Kamaloni, a Businesswoman aged 41 of Chilenje South, Oliver Jere a male Bio-Chemical Engineer aged 41 and Douglas Mwanza, a male Taxi Driver aged 30 both of Kaunda Square and Bwalya Chewe a female aged 31 years of Matero for trafficking in 1, 056 bottles of Benylin with Codeine. The Commission has also seized a Silver Toyota Allion bearing registration number BLA 4980 that was carrying the consignment.

The suspects were apprehended in a special operation conducted in Lusaka’s Makeni area.

Kamaloni is believed to have been selling Benylin with Codeine illegally as a search of her house led to the discovery of a further 864 bottles.

The suspects are detained in lawful custody and will appear in court soon.

Socialist Party (SP) spokesperson Frank Bwalya says the claim by UPND that there is money in circulation is cheap propaganda.

And Bwalya says the government has not been paying contractors under the guise of auditing them. On Tuesday, UPND spokesperson Cornelius Mweetwa said contrary to public sentiments, there was money in the country.

In an interview, Wednesday, Bwalya said it was cheap propaganda for UPND to claim that government was funding institutions 100 percent.

“The arrogance and insensitivity of President Hakainde Hichilema and his ministers is something that Zambians never expected. When they say in response to complaints of a reality that there is no money in circulation by saying that the government is able to pay teachers, is able to pay retirees and so on, they are in fact not responding to the concerns raised. What the people mean when they say there is no money in circulation is that they are suffering, it is very difficult to get money. For a person who sells chickens, rear chickens; broilers for argument’s sake, he is saying that they are not selling enough to buy feed in order for their business to thrive as it used to in the past, and why is this person saying there is no money in circulation? It’s because the reality is that people don’t have the money to buy as they used to buy before,” he said.

“When they say that they are funding 100 percent institutions that receive government funding including schools that are grant-aided, that is not true. It is just cheap propaganda coming from a regime that has become arrogant and insensitive to the suffering of the people. The truth of the matter is that there is no money in circulation and people are suffering. You can see even in town how people are hustling, not just street vendors but everyone is hustling because the economy is biting, and the cost of living has gone up. As the Socialist Party, we don’t agree with those statements”.

And Bwalya said government had not been paying contractors under the guise of auditing when the truth of the matter was that it didn’t have the money to pay them.

“The UPND has not been paying contractors under the guise of auditing but the truth of the matter is that they don’t have the money to pay contractors. That also is contributing to the lack of liquidity in the economy, and the people who work with these contractors are not getting paid because the contractors themselves are not getting the money from the government and it is very clear that it won’t be soon when government begins to pay these contractors under the guise of course, auditing. The raising of the statutory reserve ratio has been contributing to mopping up liquidity in the economy, the government is borrowing money from banks to pay salaries for teachers and so on. That also is contributing to mopping up liquidity in the economy,” Bwalya said.

“The government needs to fulfill their election promises to stimulate the economy, to put in place policies to lower the cost of living. As long as they continue to increase fuel to almost K30 per liter now which they found somewhere at K15 and having promised themselves that it was going to reduce. There is no way the suffering of the people is going to be alleviated because that fuel has a repo effect on almost everything. As we speak now, everyone is struggling; those civil servants they are saying they are paying every month, they have to get on a bus, if they don’t have to get on a bus, they have to put fuel in their vehicle to drop school kids and so on. So, just being able to pay civil servants is not enough to stimulate an economy and lower the cost of living”.

Meanwhile, Bwalya said people could not afford the roller meal which government was calling cheaper.

“The price of mealie meal for instance is skyrocketing, out of the reach of an ordinary Zambian. They [UPND] need to put in place policies to ensure that the price of mealie meal is stabilised. They have been saying of late that they offloaded enough maize from FRA and therefore there was no justification for the price of mealie meal to go up but that is on one side of the mouth. On the other side of the mouth, they are saying that people should in fact just abandon breakfast and go for the cheaper roller meal, and the people are saying they can’t even afford that roller meal which they themselves [government] are calling cheaper; it’s not cheap for the people”.

Miles Sampa dismantles PF makeshift leadership

MILES Sampa has dismantled the PF makeshift leadership of Given Lubinda and Nickson Chilangwa which suspended him last week.

The Matero PF lawmaker was suspended from the former ruling party on accusations of using insulting language against other party members who are seeking to replace Edgar Lungu as president.

But following the suspension, Sampa sued Lubinda and Chilangwa in their acting capacities as party president and secretary general respectively.

He argued that Lubinda and Chilangwa were illegally occupying their positions as their appointment by former president Lungu were not in accordance with the party constitution.

High Court judge Timothy Katanekwa has granted Sampa an ex-parte order for an interim injunction stopping Chilangwa and Lubinda from posing as PF bosses and ejecting him from the party which was founded by his late dear uncle Micheal Sata.

Judge Katanekwa has also prohibited the duo from assassinating Sampa’s character until the matter is determined or until he issues another directive.

The former deputy minister of commerce took issue with his technical knock out from from the PF presidential bout slated for March this year and escalated the brawl to the Lusaka High Court.

Sampa has sued Chilangwa and Lubinda seeking an order of injunction preventing the duo from temporarily hounding him out of the party until the matter relating to his suspension is determined.

He wants the Court to order the PF to expeditiously select leaders of their party by holding a convention which has been retarded by acting party president Given Lubinda and acting secretary general Nickson Chilangwa whom he says are illegally holding their positions.

The PF presidential aspirant stated that his suspension from the central committee has been made in bad faith as it is a ploy to prevent him from participating in the general conference slated for march 2023 were new office bearers of the party will be elected.

In his statement of claim Sampa who is the member of the central committee stated that following Edgar Lungu’s defeat in the 2021 general election on August 26 the latter relinquished his position as PF president and illegally appointed the defendants to run the affairs of the party.

He said at the time of Lungu’s resignation on September 6 Davies Mwila was occupying the position of party secretary general and was supposed to assume the position of acting party president pursuant pursuant to Article 53 of the party constitution.

Sampa stated that in breach of the party constitution Chilangwa and Lubinda have been making various irregular decisions to suspend him for six weeks effective January 30,2023.

He said his rights and privileges have been affected by Chilangwa and Lubinda’s actions as he is unable to participate in meetings convened by the party and campaign for himself.

Sampa claims that the duo defamed him during the announcement of his suspension, when they alleged that he does not champion unity in the party and the nation at large.

He said the words in their ordinary and natural meaning imply that he is disorderly and promotes confusion and anarchy in the party.

The fomer Lusaka mayor said he has incurred a loss in his personal business as a result of the defendants’ defamatory words and his political image has been dented as the words were maliciously uttered with intentions to disparage him and hinder him from contesting as a PF presidential candidate at the forthcoming general conference.

He wants the court to annul his suspension as Chilangwa and Lubinda have been illegally holding their positions.

He is further seeking damages for slander and libel among other reliefs.

The matter comes up for hearing on February 16,2023.

FORMER State House occupant, Edgar Lungu, yesterday emerged from the political exile imposed on him by voters in the 2021 General Elections to throw political jabs at his successor, Hakainde Hichilema.

Bored in retirement and recovering from terminal political disappointment, Lungu opted to keep himself busy by escorting his adult son, Dalitsoul, to the Joint Taskforce on Corruption offices to answer just slightly under ten questions on his relationship with government money during the time his dad was running the country and jiving to ‘Alebwelelapo’.

However, the escort walk was not without incident.

Mobbed by a lonely crowd of about eight of his former government officials including PF provisional president Given Lubinda, afro and beard-raring Raphael Nakacinda and one directionless opposition leader, Lungu decided to showcase his newly-acquired skill in Stand Up comedy.

With PF presidential aspirant Emmanuel Mwamba on hand to laugh his lungs out at every joke as a demonstration of loyalty, the former leader wasted no time to throw in tired lines about load shedding, fuel and mealie-meal, jokes which almost sent Mwamba rolling on the ground in forced laughter.

One would be forgiven for mistaking the walk for a show at the Lusaka Play House.

More embarrassing, however, was to see the sixth republican president who at one time shared conversations with global leaders, now reduced to funny conversation with Chilufya Tayali who is rumoured to be an opposition leader jilted by his wife.

Tayali, assigned himself the role of presidential psychiatrist, and ‘briefed’ Lungu that President Hichilema suffered from ‘mythomania’ which is compulsive disorder to lie for no benefit, and that he had infected all his government.

However, seemingly embarrassed by the show, former first lady Esther Lungu, asked the cameras to be shut off, asking if they had not filmed enough.

The last time Lungu appeared in the media was in 2022 when a pair posing as his supporters snatched his beloved televison sets denying him chance to enjoy his retirement by watching intriguing content on GO TV Super.

Meanwhile, some social media pundits have predicted that if the former Head of State continued on this trajectory, the eagle will fly off from the Zambian flag to avoid further embarrassment.

Kankoyo MP Heartson Mabeta Urges the Rejection of Bizwell Mutale’s Offer to Purchase Mopani Copper Mines

Mufulira’s Kankoyo Member of Parliament Heartson Mabeta has rejected the proposed offer by South African-based company owned by a Zambian, Bizwell Mutale, to purchase Mopani Copper Mines. The rejection was made in a letter addressed to Rothschild and Company, the appointed consultants who are helping Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) find interested parties. The letter, which was dated December 30, 2022, proposed that US $2.8 billion would be offered for an outright purchase and ownership of Mopani Copper Mines in Kitwe and Mufulira, with $1 billion channeled to Mopani Copper Mine internal operations as recapitalization.

However, Mr. Mabeta has charged that Mr. Mutale’s offer to take over Mopani should be ignored. The Kankoyo lawmaker stated, “A company registered just a few months ago has no capacity and experience to revamp operations at Mopani for the benefit of the people of Mufulira for the next 40 years to come.” He added, “The New Dawn Government is working on something that will not only make the people of Mufulira and Kitwe proud but a base on which other mining companies will strive to achieve.”

Mr. Mabeta also noted that as the government is getting closer to the conclusion of the deal on Mopani, “enemies of progress are not sleeping as they know that what is coming to Mopani will automatically declare them politically dead forever.” He encouraged the consultants to “ignore the 2.8 billion dollars cash to invest in Mopani by Mr Bizwell Mutale with his MKP South Africa United Kingdom Ltd registered on 9th July 2021.”

ZCCM-IH acquired 90% of the shares in Mopani Copper Mines (MCM) from Carlisa Investment Corporation, owned by Glencore and First Quantum Minerals, following approval by ZCCM-IH shareholders at an Extraordinary General Meeting on 31 March 2021. The amount negotiated was $1.5 billion to be repaid annually over a period of 10 to 17 years. Then ZCCM-IH Chief Executive Mabvuto Chipata said, “With increased ownership, ZCCM-IH would now be an active participant in the global industry as copper becomes a critical metal.”

In conclusion, the proposed offer by Bizwell Mutale’s company to purchase Mopani Copper Mines has been rejected by Mufulira’s Kankoyo Member of Parliament Heartson Mabeta. The New Dawn government is working on a plan that will benefit the people of Mufulira and Kitwe for the next 40 years and beyond. ZCCM-IH remains committed to finding a new investor for Mopani by the end of 2021 as it looks to boost copper output from a little more than 34,000 tonnes to 150,000 tonnes.

EMBATTLED PF presidential aspirant Miles Sampa has celebrated the High Court experte Order granted to him to stop party acting president Given Lubinda and party acting secretary general, Nickson Chilangwa from suspending or expelling him.
This is after the Lusaka High Court judge, Justice Timothy Katenekwa, reversed Sampa’s suspension and ordered that neither Lubinda nor Chilangwa or any of their agents should remove, suspend or expel the Matero PF parliamentarian from the party until the court orders so.
The court, further ordered that neither Lubinda or Chilangwa should continue acting as party president or secretary general until the final determination of the matter by the court.


Sampa pulled a quick one after Lubinda and Chilangwa suspended him for speaking out on matters the party felt he was against the leadership and a collective position on national issues.


In granting Sampa an experte order, Justice Katenekwa ordered that, “ Upon hearing counsel for the plaintiff and upon reading the affidavit it filed in support and the plaintiff undertaking to pay for any damages which may legitimately arise or may be suffered by the defendants by reason of this order of interim injunction, it is hereby ordered that the interim injunction be is and hereby granted in the plaintiff and the defendants are hereby restrained either by themselves, servants, agents or any party superiors or member/s from, suspending or expelling or taking any action adverse to the plaintiff’s position as a member of the central committee and / or member of the Patriotic Front (PF) until the determination of the matter or further order of the Court.”


Further, Justice Katenekwa ordered that Lubinda and Chilangwa should stop acting as leaders of the PF until the final determination of the matter by the Court of law.


“From holding themselves out as acting president and party secretary general respectively of the Patriotic Front (PF) until the final determination of this matter or further order of the Court. From further defaming the plaintiff directly or indirectly or through innuendos,” the court ordered.
Justice Katenekwa has also set 16th February, 2023 as date for the interparte hearing of the matter.

CONVERSION OF TAZAMA PIPELINE FROM CARRYING CRUDE FEEDSTOCK TO REFINED DIESEL PROGRESSING WELL

During last Friday’s press briefing held at Government Complex, I reiterated that, through the efforts of The New Dawn Government, the conversion of the TAZAMA Pipeline from transportation of commingled crude oil feedstock to transportation of Diesel has reached an advanced stage.

The TAZAMA (Tanzania-Zambia-Mafuta) Pipeline, is a 1,710-kilometer pipeline that was transporting raw crude oil (comingled feedstock) material for refining from the port of Dar-es-Salaam in Tanzania to the INDENI Petroleum Refinery in Ndola from the 1960s until 2021. The TAZAMA Pipeline was constructed to transport fuel at an affordable, sustainable economic cost. When installed in 1968, the pipeline had a carrying capacity of 1,100,000 tonnes annually. But the pipeline has suffered wear and tear over the years and some of to its equipment have been obsolete.

The plan is for the TAZAMA pipeline to be rehabilitated, cleaned up and reconfigured to start pumping finished products instead of comingled crude. First steps are cleaning it up. Preparatory works for this conversion process, including the cleaning of storage tanks, have been undertaken. The pipeline conversion process begun on 24th January 2023, and so far, 15% (percent) of the pipeline has already been cleaned.

The conversion process should be completed within the first quarter of this year and at the latest the beginning of the second quarter.

The New Dawn Government is commited to ensuring sustainable fuel supply, an important catalyst in the economic development of the country. Further, the Government, through the Ministry of Energy, will continue working on measures to stabilize and reduce the cost of petroleum products on the Zambian market.

Once the government is done with cleaning and converting the TAZAMA pipeline, it will be able to pump 90 million litres of diesel per month. This will ensure reliable supply of diesel into the the Country at a reduced cost. The conversion of the pipeline can result in a reduction in the cost of transportation of diesel of up to 60% (percent). This will also reduce on the damage to the roads. Invariably, this saving on the cost of importing diesel will translate into a reduction in the pump price of diesel.

Speaking when he received Leader of the Opposition in Parliament Hon Brian Mundubile at his Ependukeni Palace earlier today, Chief Mpezeni said as father of many Zambians it concerns him they face hardships.

The Nkosi Yama Kosi urged Hon Mundubile to continue playing his role as leader of the opposition in parliament to speak for all the people of zambia.

The Paramount Chief reiterated that as a father he has the duty and responsibility to champion national unity.

And his Royal highness said that equally, it concerns him as a senior tradition leader when citizens face hardships like exorbitant prices of food.

He lamented that it is impossible for him to be comfortable when the citizens are facing social and economic hardships.

Mpezeni said he shall continue to play his role as a unifying factor in Zambia’s political and governance space for as long as there is people to speak for.

Meanwhile Hon Brian Mundubile who is also PF Party Presidential aspiring candidate thanked Paramount Chief Mpezeni for his warm reception and urged him to continue to accommodate all citizens.

Hon Mundubile said insisted that traditional leaders are some of the most important stakeholders in the work of representing the marginalized in any society.

Catholic Bishops has opposed the Comprehensive Sexuality Education materials in the current form

The Zambia Conference of Catholic Bishops (ZCCB) has opposed the Comprehensive Sexuality Education (CSE) materials in the current form.

ZCCB says Comprehensive Sexuality Education (CSE) materials in their current form cannot be taught in Catholic Schools in the country.

Recently, pictures emerged on social media allegedly extracted from the yet to be introduced school text books on Comprehensive Sexuality Education.

The pictures showed families of same-sex marriage.

ZCCB National Education Secretary Fr. Leonard Namuhuma says the Catholic church holds on the biblical understanding of family as designed by God and its definition of a family ‘as those of the same household’, and as the pairing of a man and a woman, along with their children.

He explained the other five well-known types of families as nuclear, single-parent families, extended families, childless families, stepfamilies and grandparent families.

Fr. Namuhumba said the text books need to be revised so that there is the right material for the right age.

Fr. Namuhumba added that the books that have been published do not stress the role and place of cultural and Christian values on family, marriage, sex and sexuality.

“Sex and sexuality education need to be contextualized in such a way that only the right material is given to the appropriate age group unlike a situation where pupils are being exposed to unnecessary information,” he said

Fr. Namuhumba further explained that the Catholic church’s teaching on family structure, gender and family life is not by human design, a reason it cannot be changed.

Fr. Namuhumba revealed that ZCCB submitted a number of suggestions to the Ministry of Education which included careful consideration of teaching of children in matters of sexuality in social, cultural, religious and political contexts as the issue has been a challenge.

He said while the curriculum is well intended, and has always been taught in carrier subjects, the framework and all the learners’ books must be re-packaged and made age appropriate, and introduced diligently and gradually.

“Care must be taken not to sexualize the children which may lead to moral degradation of the learners and allow room for perverts to take advantage of the created ‘fertile’ mind to abuse them. All efforts must be made to protect the cultural, traditional and religious fibre of our society,” Fr. Namuhumba said.

The Ministry of Education (MoE), through its Curriculum Development Centre (CDC) with the support from UNESCO and the Swedish International Development Agency (SIDA) has produced a curriculum in life skills that focuses on the Comprehensive Sexuality Education (CSE).

The curriculum framework was developed to enrich the provision of Reproductive Health and Sexuality Education (RHSE).

In its introductory comments of the framework, the MoE explains that this curriculum framework was prompted by data from research indicating high alarming numbers of school dropouts due to pregnancies.

The Catholic Church teaches that a family naturally springs from marriage of man and woman. And this marriage is “ordered to the procreation and education of children.”

The harmony of the couple and of society depends in part on the way in which the complementarity, needs, and mutual support between the sexes are lived out.In creating men ‘male and female,’ God gives man and woman an equal personal dignity.Man is a person, man and woman equally so, since both were created in the image and likeness of the personal God.Each of the two sexes is an image of the power and tenderness of God, with equal dignity though in a different way. The union of man and woman in marriage is a way of imitating in the flesh the Creator’s generosity and fecundity:Therefore a man leaves his father and his mother and cleaves to his wife, and they become one flesh. Croatian nationals formally slapped with a fresh charge of attempted child trafficking

The re-arrested eight (8) Croatian nationals have been formally slapped with a fresh charge of attempted child trafficking.

And the Zambian authorities have revoked the temporary residence permits granted to the suspects last month.

On Monday, the State discontinued the earlier matter of attempted child trafficking of four children from the Democratic Republic of Congo (DRC) charged on the four couples.

Lawyer representing the Croatians Kelvin Silwimba confirmed that his clients have been charged with attempted child trafficking, the same charges they earlier faced.

The suspects are Damir Magic, Nadia Magic, Subosic Zoran, Azra Immovic Subosic, Ladislav Persic, Aleksandra Persic, Noah Kraljevic and Ivona Kraljevic.

Mr. Silwimba from Zambia National Legal Aid Board said law enforcement officers have recorded warn and caution statements from the suspects.

“Yes I can confirm that officers recorded warn and caution statements from our clients and have been since been charged. Their temporary residence permits have also been taken away,” he said.

He said the eight were apprehended shortly after they purchased their air tickets to leave for their country.

Mr Silwimba said his clients are in custody at Kansenshi Correctional Facility in Ndola.

Department of Immigration Public Relations officer Namati Nshinka earlier confirmed the department received instructions from the National Prosecution Authority (NPA) to have the 8 Croatians re-arrested.

“The Department of Immigration has re-arrested the Eight (8) Croatian nationals Damir Magic, Nadia Magic, Subosic Zoran, Azra Immovic Subosic, Ladislav Persic, Aleksandra Persic, Noah Kraljevic, and Ivona Kraljevic, after the case in which they were alleged to have attempted to traffic Four (4) Congolese children aged between one and three years was on 6th February 2023 discontinued by way of Nolle Prosecqui. The Croatians were on 7th February 2023 re-arrested by Immigration Officers and detained pending prosecution on reconstituted charges but still related to attempted child trafficking. They are likely to re-appear in Court on 9th February 2023,” Mr. Nshinka said.

The eight were arrested at the Simon Mwansa Kapwepwe Airport Ndola on 7th December, 2022 on suspicion that they were attempting to traffic four children aged between one and three years old.

Zambian authorities on Monday ordered the eight discharged Croatians to leave the country within 48 hours.

When discontinuing the case, State advocate Mahape Libakeni, who made the application on Monday morning, stated that the matter was discontinued pursuant to section 88(a) of the Criminal Procedure Code chapter 87 of the laws of Zambia.

In response, lawyers from the Legal Aid Board representing the eight Croatian nationals did not object to the application from the state.

Ndola Chief Resident Magistrate Dominic Makalicha in delivering his ruling on the application granted the application with an emphasis that a discharge was not an acquittal.

In this case, it was alleged that on December 7, last year, Damir Magic, an electrical technician and Nadic Magic, a chemical teacher,jointly and while acting together, attempted to traffic a child namely Beatrice Magic.

It was further heard that this was within the territorial boundaries of Zambia for the purpose of exploitation.

In count two, another couple namely, Subosic Zoran, a musician and Immovic Subosic, a Constitutional Court administrator, on the same date attempted to traffic a child namely Mariella Kalinde Immovic Subosic within the territorial boundaries of Zambia for the purpose of
exploitation.

Further, Ladislav Persic, a veterinary doctor and Aleksandra Persic, a dog beauty stylist on December 7, this year allegedly attempted to traffic a child namely Jona Asnate within the territorial boundaries of Zambia for the purpose of exploitation.

It was also alleged that Noah Kraljevic, a human rights activist and Ivona Kraljevic, a proxy woman at that country’s national theater, were also alleged to have attempted to traffic a child namely Jean Val Kraljevic within the territorial boundaries of Zambia for the purpose of exploitation.

The Croatian nationals were on 23rd January, 2023 released on bail pending trial.

On 12th January, 2023, Magistrate Makalicha granted bail to eight (8) Croatian nationals charged with the offence of attempted trafficking in four children of Congolese origin on the Zambian territory.

Earlier on 23rd January, 2023 continued trial failed to take off as Magistrate Makalicha was not available.

Monday, 23rd January 2023, was supposed to be the second day of trial and more witnesses were scheduled to testify before Magistrate Makalicha.

Trial in the old case started on January 12 in the Ndola Magistrate’s Court with three witnesses testifying during a three-hour long court session.

On 10th January, 2023, the eight suspects pleaded not guilty to the offence of attempted trafficking in four children of Congolese origin on the Zambian territory.

The Immigration Department on 7th December, 2022 in collaboration with police in Ndola stopped an alleged illegal adoption involving four Congolese children who were destined for Croatia.

FORMER president Edgar Chagwa Lungu says the Join Investigations Team (JIT) should not hide in summoning members of his family when it is a known fact that the scheme is aimed at arresting him.

According to officers who attended the interviews of Dalitso Lungu, the son to the former Head of State, former president Lungu told the officers that they should not persecute his family in the manner they were doing things, when it was a well-known fact that the person, they were after is him.

“The former president was not happy about the whole thing, because if you have been following these cases involving the former first family, Dalitso had his vehicles about 10 of them seized by the Drug Enforcement Commission (DEC). And DEC indicated that they are investigating the same matter. Two weeks ago, officers from DEC called Dalitso to report over the same vehicles and he told them that the vehicles in question were still with DEC. Last week it was Zambia Police who called and were inquiring about the same vehicles, and the officers were told that they should get all the information they were looking for from DEC who are in custody of the vehicles they are talking about. Surprisingly, this week, it was the Anti – Corruption Commission (ACC) who summoned Dalitso to appear before them, but before he could go to ACC, Police summoned him, and that is how we found ourselves at the Ministry of Home Affairs. This is despite them knowing that DEC was the one carrying out the same investigations,” said one of the officers that attended the interview.

He explained that there was no proper coordination in the manner they were carrying out the investigation, adding that the conduct forced former president Lungu to speak out about the probe to be a scheme to arrest him.

“It was at this point where now the former president spoke out that it is not his family we are after for any alleged wrong doing but him. Even the statement by our office suggesting that Dalitso had petitioned ACC, DEC and Zambia police to release the vehicles is not true. We called him,” the officer said.

And Zambia Police has confirmed investigating Dalitso over property suspected to be proceed of crime.

Police deputy public relations officer, Danny Mwale said Zambia Police had instituted investigations in a company, Saliod Traders Limited where Dalitso is a director.

“The Police Investigations Team is investigating Saliod Traders Limited in connection with being in possession of properties reasonable suspected to be proceeds of crime contrary to section 71 (1) of the forfeiture of Proceeds of Crimes Act number 19 of 2011 where Dalitso Lungu aged 35 of Kanakatampa area in Chongwe District is one of the Directors.

On February 9, 2023 around 10:00 hours, Dalitso Lungu appeared before the Investigations Team in Lusaka demanding the release of the seized assets which are currently under investigations. He was advised that the matter is still under investigations and that he will be communicated to as soon as investigations are concluded,” said Mwale.

Lusambo reports UPND Govt to the European Union

BOWMAN Lusambo has reported the UPND government to the European Union (EU) over the continued political harassment of opposition leaders, most of whom have been victims of police arrests and detentions and the shrinking democratic space the country is experiencing.

Mr Lusambo in the letter to EU Ambassador to Zambia Jacek Jankowski said most of his colleagues in the opposition, particulars those from the Patriotic Front (PF) had been harassed, arrested, tortured and detained.

Mr Lusambo has accused the UPND government and President Hakainde Hichilema of detaning citizens unlawfully and for long periods in police stations, which were often located far away from their families.

He warned that if left unchecked, President Hichilema had all the ingredients to transform into a full blown authoritarian ruler who would take away all the democratic gains Zambia had recorded since 1991after the country reverted to multiparty democracy.

He said the recent arrest of PF president Chishimba Kambwili for alleged unlawful assembly for simply addressing a handful of youths who visited his home was the latest in a series of abuses that opposition leaders had faced at the hands of the UPND.

“Your excellency the UPND administration has done a remarkable job in portraying to the international community that it is a supporter of democracy. During his address to the European Parliament in June last year, President Hichilema reiterated his administration’s commitment to put peoples interests, reforms, free media, the rule of law and democratic growth on top of his political agenda,” Mr Lusambo said.

Mr Lusambo said to the contrary the President Hichilema’s administration was becoming increasingly intolerant, autocratic and speedily closing up space for political freedoms.

“As friends of the UPND administration, we therefore demand that the EU in Zambia publicly condemns the abuse of political freedoms taking place in Zambia. We also demand that the EU office in Zambia take steps to reprimand President Hichilema’s administration for its intolerance and failure to observe and respect human rights of opposition political leaders,” he said.

Mr Lusambo said that the people of Zambia were expectant that the EU would respond to his demands and help restore the country’s democracy as they had always done since 1975 when the EU delegation first opened its office in Zambia.- Daily Nation

CONCOURT JUDGE MUNALULA RECUSES HERSELF FROM MILINGO LUNGU CASE

CONSTITUTIONAL Court Judge Professor Margarete Munalula has recused herself in a matter involving former Konkola Copper Mines (KCM) provisional Liquidator Milingo Lungu, after her conduct of court was put under question.
During the last sitting, when the court was set for trial, two applications were made to amend the application by Milingo Lungu and the State to dismiss the petition.
However, Milingo’s lawyer from Makebi Zulu Advocates, Jonas Zimba argued that the matter cannot proceed before the contempt proceedings are done.


When the matter came up today, Judge Prof. Munalula asked whether the Court should proceed to render the ruling on the two applications made in the last sitting before the adjournment.


Milingo’s lawyers comprising State Counsel Sakwiba Sikota and Jonas Zimba indicated that they had something they wanted to air out but not in an open court, a request which was granted and a meeting was convened in chambers together with the State.


When the Court reconvened, the State through its lawyer, State Counsel Robert Simeza argued that a Judge cannot recuse herself or himself based on the ruling made in the last sitting as that was her opinion.


However, Zimba submitted that the judge contravened the code of conduct as she seemed to be biased and therefore, cannot continue sitting and preside over the matter.


Zimba insisted that the law and the code of conduct on judicial officers was very clear on the procedure, and therefore, Judge Prof. Munalula could not sit and make a decision when her conduct is under question.


He submitted that the best the Constitution Court could do was to reconstitute itself.
“This court will not that the question asked today emanates from a decision in a pervious sitting relating to two applications before this court. The minority decision of the court is clear that they had their fate sealed. What then can we say, can the court proceed to consider those applications with such? My answer is no. My I also add that for the court to continue with a member that has asked a question as regards the qualification or disqualification both parties must consent. The effect of such consent is that there is no weaver and the only way out is to exclude such members. What can be a bad precedent is for the court to continue with such a member. I submit that the application made by the defence is anchored at law and in the interest of justice it could be prudent for the panel to reconstitute,” submitted Zimba.
Judge Prof. Munalula ruled that with the questions raised she would recuse herself from the proceedings.

Jay-Z and Nicki Minaj have been ranked by Billboard as the best male and female rappers of all time.

The publication released its ‘Top 50 Greatest Rappers of All Time’ on Wednesday, in honour of hip-hop’s 50th anniversary.

When it came to naming the GOAT rapper, Billboard put none other than Jay-Z, whose real name is Shawn Corey Carter, at the top of their list.

Meanwhile, Nicki came in at number 10, officially making her the only female in the top ten list and therefore the greatest female rapper of all time.

Rapping legends such as Tupac, Eminem, The Notorious B.I.G, Snoop Dog and Nas also made it into the top 10.

Billboard claimed that Nicki, 40, who hails from South Jamaica, has earned her crown as the modern-day Queen of Rap with her fierce, braggadocious spirit.

The publication wrote: ‘She’s undeniably blazed the trail for the next generation of female MCs, while at the same time, building a legacy whose impact is hardly limited to the hip-hop world.

Legal troubles continue to pile on PF Intercity commander, as ACC slaps fresh charges

LEGAL troubles have continued to pile on the once-feared PF commander of Intercity Bus Terminus battalion Francis Muchemwa.

Three weeks after the Anti-Corruption Commission (ACC) confiscated what they believed were Muchemwa’s dubiously-acquired houses in Silverest area for which he is being prosecuted, the anti-graft body has slapped him with two more fresh charges.

ACC believes Muchemwa acquired the property, worth K12 million, by impersonating the Zambia tax authority and harassing bus owners and council workers who operate from intercity.

Now ACC also accuses Muchemwa of being a ghost employee at Zesco where he drew an illegal salary during Edgar Lungu’s reign.

Muchemwa has joined the dismantled bulldozer Bowman Lusambo, Clint Sichamba and Hibeene Mwiinga, among others, at the top of the list of those labelled as the “most corrupt” by the ACC, as his corruption charges have accumulated to 10.

The once-feared commander is facing six counts of possessing suspicious property worth over K12 million, two counts of tax evasion, one count of failing to comply with the provisions of the tax income act and obtaining money pecuniary advantages.

He is charged with five counts of possession of property suspected to be proceeds of crime which includes a house in Silverest valued at K2.5 million and apartments valued at K4.5 million in the same area which were all acquired between the period of 2015 to 2022.

Muchemwa is alleged to have possessed two Faw trucks pocketing worth more than K1. 4 million as his gross earnings between June 2015 to August 31, 2021 as a Security Sergeant at Zesco Limited with the state arguing that he never worked for the loadshedding implementing power utility.

He is further accused of dishonestly obtaining pecuniary advantage in the sum K141, 400 as subsistence allowances from ZESCO on the pretext that he undertook official trips when in fact not.

The dispirited Muchemwa could not take plea in the new counts as his lawyer from Messrs Tutwa Sandani Ngulube and company ditched him for well to do clients who were appearing before the High Court.

He is expected to take plea today before Lusaka chief resident magistrate Davies Chibwili.

HOW MOF K500M LOOT WAS SHARED

SOME names of people have come out in the investigation involving the sharing of about K533 million from the Ministry of Finance.

On January 7, 2022, The Mast published a story in which new information had emerged which revealed that about K533 million was looted from the Ministry of Finance and not K100 million as earlier reported by the same newspaper in August 2022.

On August 24, 2022, The Mast published a story where a Transparency International – Zambia investigation revealed that a cartel at Ministry of Finance (MoF) siphoned money amounting to K100 million between 2019 and 2021 using fictitious events to draw allowances.

Corroborated evidence and information from whistleblowers within the ministry showed various names of officers in the Ministry of Finance.

At the time, names were withheld of people who had seemingly engaged in an intricate network of fictitious and organised activities.

According to the evidence, this loot seemed to be spreading tentacles to strategic ministries, commissions, and agencies.

According to sources close to the investigation, MoF senior staff that included then secretary to the treasury Fredson Yamba, Accountant General Kennedy Musonda, controller of internal audit Chibwe Mulonda and assistant director internal audit David Kajokoto seemingly engaged in money laundering.

The sources explained that once funds were obtained from MoF’s Treasury Single Account (TSA) loans and investments – a special account that is dedicated to the Government of the Republic of Zambia (GRZ’s) repayment of loans including the Eurobond and financing of investments, the funds were transferred to the respective individuals’ bank accounts through Real Time Gross Settlement (RTGS) system.

Once this money was pulled into these peoples’ accounts it was then laundered into Bank of Zambia treasury bills through deposit accounts in order to conceal its nature and origin.

“The matrix was that apart from receiving monies directly, Yamba, Musonda, Mulonda and Kajokoto would receive monies which on IFMIS showed junior officers’ names, but information technology was manipulated to pull funds into Yamba, Mulonda, Musonda and Kajokoto’s bank accounts,” the sources narrated. “When the junior officers were interviewed by investigative wings, they were like, ‘I’m not aware I had monies raised in my name’.”

The sources disclosed that money drawn would have a description, “security and audit operations”, which made IFMIS operators believe the money was meant for high level state security operations.

The sources further said the Anti-Corruption Commission (ACC) in their investigations searched the above named MoF senior staff and discovered that Yamba in one year obtained sitting and daily subsistence allowances estimated to be K100 million and later shared over K300 million.

After investigation, the ACC established a case of defrauding government with double payment of gratuity.

According to the public finance management Act of 2018, even officers who processed such payments are liable.

The investigation further revealed that Mulonda obtained over K100 million, while Kajokoto obtained over K50 million.

On the other hand, Musonda obtained about K69 million from the transactions.

Another source revealed that by July 2022, there were only two months before the restrictions on the money in the Bank of Zambia treasury bills could expire.

The ACC had earlier placed restrictions on Chibwe, Musonda, Kajokoto, and Yamba’s bank account and BoZ treasury bills.

However, despite all the evidence linking the investments in treasury bills to the allowances that were siphoned from MoF, the ACC has been dragging its feet for unknown reasons.

The sources said then ACC director general Gilbert Phiri had a full report on the same but they wondered why he could not effect arrests and take the matter to court.

“This was quite frustrating to the officers that were carrying out the investigations because their superior did not seem to be interested in this public matter,” the sources said.

They disclosed that trends in allowances on Yamba together with Kennedy Musonda, and Mulonda would be on all trips to North-Western Province, Western Province, and the Copperbelt Province – “all happening either the same day or same week”.

The sources also revealed that in some instances, these officers never even travelled.

The sources said around September 2021, controller of internal Audit Chibwe Mulonda issued a circular to the effect that no internal auditor outside MoF would view the Integrated Financial Management System (IFMIS) transactions of MoF.

The sources said this was against the original design of the IFMIS where an internal auditor of any ministry or government terminal could view transactions of any government ministry.

They said the restriction was met with an uproar from internal auditors countrywide.

And the sources said in August 2021, Bhaitonie Namwaanga, one of the first staff to train and implement IFMIS, wrote to Yamba expressing concern that internal auditors’ roles in the system were deleted.

They explained that shortly after receiving the report from Namwaanga, Yamba was caught up with other issues and was relieved of his duties by President Hakainde Hichilema.

The sources said the biggest concern was that critical information and transactions were deleted from the system.

They said IFMIS was designed to keep logs on time to show who logged in and what they did in the system.

The sources said ACC later received reports on this sabotage from the Ministry of Finance, but the Commission still failed to act.

They further explained that on the other hand, when current secretary to the treasury Felix Nkulukusa received the same report from Namwaanga, he despised the officer, saying the man knew nothing.-Koswe
