R. Kelly placed on suicide watch at NYC jail – Lawyer

R. Kelly has been placed on suicide watch at the federal detention facility in Brooklyn where he is being held following his sentencing to 30 years in prison on racketeering and sex trafficking charges.

His lawyers who disclosed that the singer will be suing the federal prison housing him, insisted that there is no reason for Brooklyn’s Metropolitan Detention Center to put the 55-year-old Kelly on suicide watch.

They added that doing so is causing “real and lasting harm” to the singer. Court documents allege that both before and after the sentencing, the singer was mentally stable and showed no signs of behavior that would justify placing him on suicide watch.

Kelly’s lawyer wrote in an accompanying affidavit;

“Mr. Kelly impressed upon me repeatedly that he was not suicidal and the conditions of suicide watch at the MDC were extraordinarily stressful and harmful.

“He expressed on multiple occasions that he did not want to be put on suicide watch and that he was not suicidal and had no thoughts of harming himself or anyone else.”

To ensure he wouldn’t be sent to suicide watch, Kelly’s lawyers told him to email them as soon as he returned to the cell after his sentencing, the documents said. When they didn’t receive an email, the lawyers said, they repeatedly tried contacting the prison but were not able to get an update on Kelly’s location until two days later, when a prosecutor confirmed he had been placed on suicide watch.

The prosecutor allegedly told Kelly’s legal team that MDC’s legal team said he had been moved “for various reasons, such as age, crime, publicity, and sentencing.”

One of the singer’s lawyers, Jennifer Bonjean told CNN;

“The irony of putting someone on suicide watch when they’re not suicidal is it actually causes more harm.

“Mr Kelly was placed on suicide watch for purely punitive reasons in violation of his Eighth Amendment rights

“MDC has a policy of placing high profile individuals under the harsh conditions of suicide watch whether they are suicidal or not. MDC Brooklyn is being run like a gulag.”

Ms Bonjean added that she had spoken with Kelly following the sentencing and he shared that he was mentally fine, but concerned that authorities would put him on suicide watch as they had after the guilty verdict.

She added;

“We are in the process of filing an emergency rule to show cause with the courts.

“MDC Brooklyn’s confinement of Mr Kelly to suicide watch is illegal, and they will be held accountable for it.”

Kelly, 55, was sentenced to 30 years in prison earlier this week for racketeering and other charges related to a criminal enterprise he ran for decades that allowed him to prey on and sexually abuse a number of his fans and others he drew into his inner circle.

Social media is reporting that the Zambian government has offered KCM to our own billionaire Mr James Ndambo.

Hard to rule in or out what social media reports these days. I however would be most amazed if this had to be true. The UPND government has made a number of blunders indeed like basing the 2022 budget on ‘ promissory notes’ revenues from the unreliable IMF and other West manipulative financial institutions. This so when we should have focused on our own home grown solutions of revenue generation especially from the Mines and Agriculture.

Giving or selling KCM to Mr Ndambo would be some additional unimaginable huge error or blunder for both the seller and buyer. The Mine is under some serious legal dispute caused by the previous government. KCM was grabbed from the owners Vedanta in the same way a tenant in a one room slam house is evicted. It all depends on the mood of the landlord on a particular morning. A slight delay in paying rent even for a day, the landlord arrives with bouncers (Cadres in Suits) and with zero discussions takes out beddings and other personal effects of the tenant before changing all entrance locks.

When smarter tenants have gone to the courts, such landlords have ended up paying reverse rentals to the tenant. The landlord tenancy laws have since become solid in favour of abused tenants.
It’s the same with the foreign investors that bring their money into African countries. Landlords cannot just wake up in a bad mood and change locks at foreign owned mines.

The government has the right to change tenancy or ownership of KCM but the due process of the law would have to be followed. The Mr James Ndambo I once met sounded like one of his strength was venturing into safe investments. I would be surprised if he has now decided to spend his hard earned money into a KCM ‘mpoto yotenta’ (Hot potato). It would be the surest way of losing his money some of which is currently being used wisely back home in his ‘My Home Town’ Choma district community projects.

The Government under ZCCM-IH as sellers would be risking even more and more protracted litigations on KCM at the expense of Chingola residents and other KCM suppliers whose lives are almost at a standstill.

ZCCM-IH under Ms Dorika Banda seems to have become more clueless of what to do on a straight forward matter of KCM. She may have been away from Zambia for too long to comprehend the gymnastics around her office. In the spirit of ‘Name and Shame’ as we have been encouraged to do by the President, the truth is that ZCCM-IH and the Ministry of Mines are on remote control from a Mr Valentine ‘Ucar’ Chitalu. He has sniffed a penalty after many years of goal drought.
He is trying to porn the captured KCM for a quick commision to his fat bank account offshore. It’s about him and not the people of Chingola and Zambia at large.

KCM needs to be given back to the rightful owners Vedanta. Basic commercial law or is it common sense law dictates that KCM is not available for resale.

Undisputed that Mr Ndambo has enough clean money to buy any mine in Zambia but I am very confident he would not want his next ‘home town’ to be KCM that is in huge political imbroglio.

Imbroglio is a word borrowed from Hon Mpombo that Oxford dictionary defines as ‘an extremely confused, complicated, or embarrassing situation.’ Best define the KCM saga.

Shall we please put our personal interest aside and get KCM to start full operations as a matter dire national urgency.

I have noticed that both the 2.8 and the 1.8 are only united on one thing. They don’t want another state capturer. They don’t want another Gupta, Valden or whoever. Ba Ucar (Valentine Chitalu et al); please don’t capture our President, our Vice President, our Mines and Finance Ministers minds in their decision making or lack of it.

Allow them to carry their electorate mandate to execute their roles in the best interest of the majority people and not one or two people be it black or white.

Chushi Kasanda has given 48 hours to Lusaka Times and Tikambeko News to retract online story alleging Cabinet Ministers want to resign

Minister of Information and Media Chushi Kasanda has given 48 hours to Lusaka Times and Tikambeko News to retract stories published on their online platforms alleging that some Cabinet Ministers want to resign from their ministerial positions. Mrs Kasanda who is also Chief Government Spokesperson described the stories published by the named online media platforms as disheartening.

Speaking during a media briefing today, Mrs Kasanda said at no point did Tikambeko News interview her over the story attributed to her on its online platform. Mrs Kasanda indicated during the media briefing that on June 30th she never had any engagement or interview with Tikambeko News. The Minister said the online publication was peddling lies to allege that she had an interview with them.

“At no point did I address the UPND members, my family or friends over the same,” stated the Minister.

Mrs Kasanda said it is saddening that some media platforms have decided to take the root of publishing falsehoods. She stated that peddling falsehoods will not take the country forward. The Minister has since directed people behind the spreading of falsehood on social media to immediately stop.

She wondered why the people behind the publishing of fake news are targeting the women folk. The Minister complained that women have continued being bullied via online a development she said has contributed to women shunning to join politics.

She said unfair attacks on women have contributed to low numbers of women participating in decision making positions. Mrs Kasanda was reacting to a story published by Tikambeko News where it alleged that Mrs Kasanda assured UPND members that she has no intentions of resigning from the party.

“Am not one of them intending to resign, says Chushi Kasanda as assures the UPND members,” she said.

Meanwhile the Information and Media Minister assured the country that no Cabinet Minister has any intentions of resigning from their Ministerial positions as reported in the media.

Reacting to a story published by Lusaka times on the 29th of June 2022, where it alleged that some Ministers are threatening to resign from their positions.

“The new dawn Ministers threaten to resign, accuse the President of undermining them.”

Mrs Kasanda said President Hichilema is not micromanaging any of the cabinet Ministers as alleged by the article published by Lusaka times.

Mrs Kasanda has since assured the country that no Cabinet Minister has intentions of resigning from the UPND government.

“I want to assure the country today that there is no single Minister that is resigning from the UPND government. No single Minister is ready to leave their Ministries or government.”

She said all the serving Cabinet Ministers are ready to work with the new dawn government. We have no intentions whatsoever.

Mrs Kasanda questioned why Ministers would want to resign when the government is delivering on its promises.

She said the UPND government is fulfilling the promises it made to the Zambian people ahead of the 2021 general elections.

The Chief Government Spokesperson has implored people publishing falsehoods to desist and accept that there can only be one Minister at time.

Mrs Kasanda has since cautioned the media to refrain from abusing freedom of expression by publishing fake stories.

The opposition Patriotic Front (PF) has implored President Hakainde Hichilema to prioritise the trip to China as he does his international trips.

Leader of the opposition in Parliament Brian Mundubile noted that the majority Zambians had their fingers crossed for the IMF to approve the bailout.

Hon Mundubile said he was aware that creditors, including China which is the biggest were negotiating in the background.

The Lawmaker said this when he and other PF MPs addressed the media today.

“We know now that the creditors are negotiating in the background with China being one of them, one of the biggest creditor. So our reasoning is that if China is very instrumental and is holding the key to this particular bailout, why should we visit all these other countries and not visit China? So our view is that the President must prioritize the trip to China,” he said.

“Him going to China is very urgent. Of course the response was that there are many other ways of communicating with the President other than physically travelling there. Then the question then is why is the President traveling to all these other countries physically? Why isn’t he meeting these other people virtually also? And of course the answers are not given but we still insist that he must accord China the same respect he is according these other countries by going there physically.”

Hon Mundubile stressed the need for the President to fly to China and make his case with the Chinese President so that Zambia improves its chances of securing the IMF loan.

“We know that a lot has not been said regarding this particular negotiation. But your guess is as good as mine. I don’t think its as smooth as we expected it to be…..otherwise by now they would have concluded,” he said.

“The finance minister also said that what we failed to do in seven years they did in four months. Its unfortunate, that statement was inaccurate because all the negotiations were done between Hon Bwalya Ng’andu and Felix Mutati then and IMF.”

My Home Town Founder, James Ndambo has clarified that he does not qualify for any political position in Zambia because he is a South African citizen.

“I was born here, was raised just by this house here. But I am no longer a Zambian. I am a South African. Meaning that, I cannot participate in Zambian politics. Please get it from me,” he clarified.

Mr. Ndambo has also hinted that he is planning to change his citizenship to become a Congolese.

The Choma born, South African based multinational businessman tycoon was responding to skeptics that have aligned his widespread donations in the region to political ambition.

“We interfere with beautiful projects simply because of suspicions. Everything is political. We can’t live like that… I cannot qualify- Even if I wanted to become a politician in this country, I would have to wait maybe for five years before I can qualify. But as I stand here tonight, I don’t even qualify to stand for any position because I am a South African,” he explained.

Mr. Ndambo added, “In fact very soon, I want to give up that citizenship, I want to become a Congolese… Meaning that I am not coming to Zambia anytime soon. Allow us to develop these places. Don’t interfere with your politics. We don’t just qualify. We mean well!”

He explained that his works in Choma seeks to inspire the district as a shining example of development by people who remember their home town.

Mr. Ndambo was speaking Friday evening when he commissioned the road and street lights from Shampande to Choma Secondary School through to his Mambushi Farms.

He also commissioned the Shampande Water Tank Project, a piece of infrastructure that was close about 30 years ago.

Meanwhile, Southern Province Minister, Cornelius Mweetwa graced for commissioning and reiterated that his presence along with the Solicitor General, Marshal Muchende signifies that government supports the work of My Home Town.

Lazarus Chakwera agreed to rule for one term – Saulos Chilima

Vice President Saulos Chilima says President of Malawi, Lazarus Chakwera, agreed to rule the country for one term and that Chilima would be the presidential candidate for the ruling Tonse Alliance in 2025.

Chilima made the remarks today at a press briefing held at UTM office in Lilongwe.

Malawi Congress Party (MCP) which Chakwera lead and Chilima’s UTM came together ahead of the 2020 for the presidential elections which they won.

Chilima said the alliance was premised on trust, mutual interests and common desire for better Malawi. He added that the alliance has borne some fruits but it’s is disheartening that some issues need resolution.

According to Chilima, one of the agreements was that Chakwera and Chilima would agree on the presidential candidate and who would be running mate

“That subject to the decision of the national executive committees or conventions, as the case may be, of the UTM and the Malawi Congress Party, the presidential candidate during the fresh presidential election of 23 June, 2020 shall not be the presidential candidate during the immediate next election and shall cede the candidacy to the running mate in the fresh presidential election of 23 June, 2020,” said Chilima.

He added that they agreed that the alliance would be for 10 years and if there were any changes to be made, a similar process to the one before the election would be required.

According to Chilima, any departure from the agreement is political fraud and against the popular will of Malawians. He then assured Malawians that every effort is being, and will be made to resolve any departures from the agreement for the sole benefit of the people of Malawi.

“However, if there is insistence from other elements within the Alliance and their advocacy for a split as we move towards 2025, the best would be to terminate the Alliance now. Of course, the instigation and termination of the Alliance by all parties now would also amount to cheating on the popular will of the people of Malawi that mandated the Alliance to form Government.

“The behaviour that seems to place some partner under the Alliance as the sole voice that swayed the popular vote of the 23 June, 2020 presidential election must be frowned upon. Indeed, if we were to terminate the Alliance, in honesty we would have to call for a fresh presidential election,” said Chilima.

The UTM leader also declared that his party is a big part of the alliance and no amount of insults or propaganda will move his party an inch. He further argued that changes should not be made because some people have realized that power which should be shared has become sweeter.

“The moments we faced death during the campaign period will not be erased by a statement made by a hungry member of the Alliance who rants because they would want to earn their space at the dinner table by spewing garbage on national or other television station,” said Chilima.

The Vice President’s remarks come days after Chakwera announced that he has withheld delegated duties from Chilima who is being investigated by the Anti-Corruption Bureau and UK’s National Crime Agency on allegations that he received money from businessperson Zuneth Sattar.

HISTORIAN Sishuwa Sishuwa says the Southern Africa region and indeed Africa is facing a huge leadership deficit.

And former Mozambiquan President Joaquim Chissano said Dr Kenneth Kaunda was the hero of the liberation struggle.

Dr Sishuwa, a University of Zambia lecturer, said current happenings on the continent were evidence of a total lack of the Pan African spirit of the Kaunda generation who envisioned an Africa free of colonial rule.

“Today, Kaunda and (Julius) Nyerere are gone. In their place is a new cadre of political leaders without any iota of nationalism in their veins and who have lost any desire to re-build the developmental state

and to identify and mobilise the social forces capable of leading the struggle for renewal and transformation such as the working-class youths from both our urban and rural social environments,’’ he told the colloquium of academicians held at Lusaka’s Mulungushi

International Conference Centre on Wednesday ahead of the inaugural Kenneth Kaunda memorial

lecture by former South Africa president Thabo Mbeki. ‘’Today, the region and indeed Africa face a huge leadership deficit. Where there was a Kaunda, a Nyerere, a Nkrumah, an Obote, a Kenyatta, a Sankara, a Mugabe, a Mbeki, a Senghor – in short, pan-African visionaries who governed through their own distinctive political and economic philosophies – there is now something else. To be specific, there is a new breed of leaders that is only too happy to receive and implement all manner of instructions in economic policy from the G7 and its surrogates. Totally lacking the pan African spirit of the

Kaunda generation, this new generation of leaders has effectively relinquished their countries’ economic direction to the so-called private sector, falsely believing that what will facilitate investment

and development is the investor from China, Canada, the EU, and the United States.”

Dr Sishua observed that the distance between them and the nationalist generation and the current leadership of Africa was far and wide.

“I celebrate Kaunda not only for believing that we Africans are full human beings capable of owning and managing our own part of the earth but also showing greater understanding, despite his limited education, that those who come here with their investment have no obligation to develop our country.,” Dr Sishuwa said. “They are doing it for themselves and their own countries and in the

process pushing us further down. We must neither subordinate our minds to others in ways that suggest that we Africans are inferior nor give

away our natural resources through poor economic policies that perpetuate our own degrading conditions. Yes, Africa must work with others and more importantly learn — from itself and its history, from China, the US, Europe, etc. But those lessons should never be the ones prescribed to us by global powers.”

He said leaders must resist the subordination of national agendas and priorities to outside forces.

“Instead, we must draw from the wealth of our distinct and accumulated experiences to chart a clear course for ourselves. I acknowledge that this won’t be easy. Today, it is almost impossible to find or identify a single African leader who is pan Africanist. The mass progressive movements of the earlier decades – be they political parties, youth,

women, or students’ organisations – are either dead, dysfunctional or lack a clear Africa policy, while the continental body, the African Union, appears to have lost direction,” he said further. “But our leaders must rebuild its resistance again. To do that, they must see the actual dangers posed by the US, European countries, and China, in the same way that we should have seen the seemingly innocuous arrival of David Livingstone as a hazard. We now have the experience to learn and respond better. As we do so, we must remember Thabo Mbeki’s warning: ‘We must free ourselves of the ‘friends’ who populate our ranks, originating from the world of the rich, who come to us, perhaps dressed in jeans and T-shirts, as advisers and consultants, while we end up as the voice that gives popular legitimacy to decisions we neither made, nor intended to make, which our ‘friends’ made for us, taking advantage of an admission that perhaps we are not sufficiently educated’.”

Dr Sishuwa described Dr Kaunda as a progressive nationalist.

“Nationalism is used here to refer to a process that restores the human being to the earth (the land, minerals, fauna, vegetation, everything that produces that human bring). Such a process culminated in the creation of not only a multi-ethnic nation but also the developmental state that provided for citizens and is now on its way

Out, thanks to the crafty efforts of those who seek and stand to benefit from the absence of such a state,” said Dr Sishuwa. “Whatever the critics say, the truth is that the developmental state was central to the significant gains that Kaunda and his colleagues recorded in different social sectors in the first decade of independence. It was as if Kaunda’s vision on the role and commitment of the state to development was spurred by the words of his mentor Julius Nyerere who once said, and I quote: ‘Don’t listen to this nonsense that the state should give up the direction of the economy. It’s nonsensical. And we have so many stupid leaders who think that somehow you can hand over the development of your country to something called ‘private enterprise unregulated’.’’

And Chisanno who served Mozambique from 1986 to 2005 said Dr Kaunda wanted to see an end to colonialism.

He said the support that Dr Kaunda gave to Mozambique and Zimbabwe in the 1970s proved crucial in bringing white minority rule to an end.

“President Kaunda thought if we change our posture, ‘we are betraying our belief. Our belief is that we cannot be independent without the independence of Mozambique, Angola, South Africa, Namibia. We have to fight’,’’ said Chisanno. ‘’President Kaunda built here, the liberation centre where each liberation movement had an office. That

liberation centre was later destroyed by the Ian Smith air raids,”

Dr Kaunda Kaunda, who led the country for 27 years, died on June 17, 2021 at Maina Soko Military Hospital where he was being treated for pneumonia.

During his 30 years as former president Dr Kaunda engaged in advocacy against poverty and HIV/AIDs.

‘UNAPOLOGETIC’ CHRISTOPHER KATONGO WEIGHS IN ON CHIPOLOPOLO

Christopher Katongo has delivered an insightful, revealing and honest opinion on our football prospects and that special attention should be accorded to his sentiments and not the arrogance that our football administrators have continued to exhibit while our football has been nose – diving in the aftermath of our triumph ten – years ago at the continent’s biggest show piece, AFCON.

There is every reason why this interview deserves our utmost attention, as we evaluate, digest and determine our future in football. I am however, vehemently, perplexed at the behaviour of ‘Football House’ to neglect the participation of individuals like, the first ever Chipolopolo AFCON winning Captain, despite having roped him in the technical committee simply put correspondence to him non – existent about the business/undertakings of the respective committee.

Truth be told, Chris is a victim of circumstances for having been part of a successful story of the Kalusha Bwalya reign while at the pinnacle of football administration.Toxicity has engulfed our football and that those in charge can literally only see beyond their noses.

In his heydays, ‘Captain Fantastic’ was a great competitor, a leader of men capable of transcending even when the mission was seemingly impossible. Subsequently, He commandeered his troops to victory in difficult circumstances. His legitimacy speaks for itself despite his status, he does not have an excessive ego like those in charge of our football currently.

On the field, he did not hesitate to put us back in place very frankly if he felt that we were getting out of our match.He is a true definition of resilience.

Consequently, Football House should introspect and focus on his positive attributes rather than, who he associates with because those doing so are robbing the country of his expertise and value addition to the country’s football prospects.

He laid bare his frustrations of not taking part in the game he dearly loves doubting the country’s chances of making it to the next AFCON. Katongo blames it on poor transition after 2012 AFCON victory, politicized or toxic football environment, lack of leadership in the team, experience or orientation.

I further sympathize with his observations that the country has for many years now been on a trajectory of construction or rebuilding a team without consistency . Listening to the BBC 2012 Footballer of the year, l will not be faulted or accused of being a sadist to conclude that those in charge of football have little or no understanding of the game.

His observations for instance of allowing people to invade the dressing room after a game is unacceptable or indiscipline of the highest order. I have personally indicated time without number that the Andrew Kamanga led administration lacks chemistry with the game although Chris contends in his submission that football is ‘Spiritual’ anyway, your guess is as good as mine, what that means!

I am further optimistic that his mention of Kalusha Bwalya, as a great organiser leading to the success of the team then will not earn him further rejection but as he said history can never be erased.

M’membe asks HH to cancel AFRICOM deal

Socialist Party president Fred M’membe has asked President Hakainde Hichilema to rethink and cancel the agreement signed to set up AFRICOM in the country, adding that it cannot be in the interest of Zambians.

In a letter dated June 24, 2022, Dr M’membe also asked President Hichilema to make the signed agreement available to the public so that people can make an informed judgement about what it entails.

“…It is now public knowledge that the United States Department of Defence (DoD) is about to set up an Office for Security Cooperation at the Mission in Lusaka and that you have been party to its facilitation. According to the United States doctrine document of 2017 that provides the policy context under which AFRICOM operates, ‘Security Cooperation encompasses all DoD interests, programs, and activities with foreign security forces (FSF) and their institutions to build relationships that help promote US interests, enable partner nations to provide the US access to territory, infrastructure, information and resources; and/or to build and apply their capacities consistent with US defence objectives’,” he said. “Subsequently, the tasks of AFRICOM as outlined by General Steven Townsend are: Maintaining America’s strategic access and influence, To counter threats to the United States that emanate from Africa, To counter narratives from China and Russia – United States’ strategic competitors and To respond to crises – humanitarian assistance, disaster relief, threats to US embassies.”

Dr M’membe added that given the tasks of AFRICOM, it is a mistake to go ahead and set up the planned office in the country.

‘’Given this understanding of the doctrine behind ‘Security Cooperation’ and the tasks of AFRICOM, it is a serious mistake to go ahead with the setting up of the planned office. ‘Security Cooperation’ is a United States imperialist agenda and AFRICOM is a tool for its execution,’’ he said. ‘’Since its creation, AFRICOM has slowly increased its creep throughout the continent, establishing agreements with countries like Niger, Ghana, Mali, Equatorial Guinea, Nigeria, Kenya, Senegal and a host of others to use airfields and bases to refuel aircraft, deploy troops and conduct surveillance operations. These sorts of technical agreements and outposts are what anthropologist David Vine and others refer to as “lily-pad” bases. According to Joeva Rock (2018), recent intelligence suggests that there are about two-dozen “lily-pads” across 20 African countries.”

He explained several other activities AFRICOM conducts which many nations disagree with.

“Even though in collaboration with national, international and regional partners, AFRICOM conducts Military Information Support Operations (MISO) to support the US Department of Defence’s communication efforts specifically designed to improve regional stability and security cooperation. Critical information provided by these partners, which goes a long way to be beneficial to counterterrorism operations or contributes to the force protection of the US, is not reciprocated, aside from limited non-lethal assistance,’’ Dr M’membe said further. ‘’So far, AFRICOM’s operations, exercises and security cooperation assistance programmes with African governments have supported US Government foreign policy in areas of trade, economy and defence, and do so primarily through military-to-military activities and assistance programmes rather than yielding dividends to the cooperative countries. In the follow-up discussions that arose after the official announcement of the setting up of the Office for Security Cooperation, both the US Mission and your Minister of Defence unsuccessfully belaboured to make a distinction between the setting-up a ‘military base’ and an “office”.

Dr M’membe said since independence, Zambia has followed a non-aligned approach in its military doctrine and foreign policy and therefore should act with caution.

He added that the peace that the country has enjoyed is because it has chosen to be nonaligned.

“Since gaining independence in 1964, Zambia has followed a non-aligned approach in its military doctrine and foreign policy. This is about our existence, dignity and sovereignty. Non-alignment has allowed Zambia to avoid the trappings of big-power global politics. The relative peace our country has enjoyed is to a large extent because we chose to be non-aligned in a world that was dangerously divided. As the geopolitical landscape moves towards a multipolar world, it becomes even more important that Zambia acts with great caution in how it navigates this landscape,” Dr M’membe said.

“The step you have taken on AFRICOM is therefore retrogressive and has the potential to diplomatically isolate Zambia in the region as well as endanger the security of our people in the medium and long term. Zambia and our defence forces must not be used to: Maintain United States’ imperialist economic and political access and influence, Serve as battleground to counter threats to the United States that emanate from Africa, Counter narratives from China and Russia. These two countries are not our enemies. If anything, they have been on our side when our continental liberation required support and also when Zambian security was at stake. Zambia and our defence forces must not be used to Play a role in AFRICOM’s double-edged sword of humanitarian assistance, disaster relief, and other responses.’’

He has since requested President Hichilema to cancel the AFRICOM agreement.

‘’We therefore sincerely request you to: Rethink and cancel the agreement that has been signed. It cannot be in the interest of the Zambian and African masses. Make the signed agreement available to the Zambian public so people can make an informed judgement about what it entails,” said Dr M’membe.

‘’We must not trust any military arrangements made with the US on our continent. The imperialist interests of the US cannot be similar to those of the African masses… Ironically, this is the same argument that has been used in all other countries where US military presence became a reality. Since the setting up of bases is politically problematic, as evidenced by the resistance of the African masses since 2008, the setting up of offices and other ‘soft approaches’ (joint military exercises, training support, scholarships, disinformation campaigns, etc) have become the preferred hybrid approaches for AFRICOM. These approaches are the ‘Trojan horses’ that allow and enable a scope creep that is politically easier to manage. With such approaches, public resentment is moderated and AFRICOM can achieve its objectives with minimum public resistance. The example of Ghana and many others points to a stark reality: We must not trust any military arrangements made with the US on our continent.’’

ZAMBIA’S ECONOMY IS LIKE A PATIENT WITH A TUMOUR, AN OPERATION WILL LEAVE A TEMPORAL WOUND BUT IT IS THE SOLUTION!

Fuel prices affect both consumers and producers. High fuel prices increase the cost production and slow down economic recovery. It also increases the cost of living which slows down savings and further affects investment and production. Therefore, government would really want to keep prices down. The challenge we face is that we have limited options, and at a time we are engaging creditors over debt restructuring, we have to demonstrate we can limit our borrowing and make sacrifices.

Zambia is like a patient with a tumour. The tumour has reached a stage where it has to be removed now or never. All along the patient has been using expensive pain killers to relieve pain but this hasn’t necessary slowed down the growth of the tumour. The operation to remove the tumour is painful but necessary and it has to be done now.

The problem is not the slight adjustment in prices effected end of June 2022, but that it has significantly increased over the months. To bring prices down to a level where people feel the relief, government needs to subsidise heavily. These subsidies are like a pain killer, they offer temporal relief. In our case, as of 2021 the total cost of fuel subsidies was USD67 million. USD26 million was to cover the price differential to enable consumers buy fuel at a lower price. Government also suspended taxes on imported petroleum products and the revenue loss from this measure was estimated at USD41 million per month as of 2021. Note that the USD26 million price differential wasn’t necessarily being covered and it led to arrears accumulating to over USD700 million.

The new government inherited USD12.9 billion external debt, K189.7 billion domestic debt and K46.9 billion domestic arrears. Domestic revenue is not even enough to cover annual debt service and civil service wage bill. Government has to borrow to dismantle arrears owed to oil marketing companies. Had government opted to cover the price differential, it would have meant borrowing to dismantle arrears while covering the differential. The immediate focus was to dismantle arrears so that we don’t have disruptions in the supply of the commodity.

Note that despite prices being high, the tax waiver on imported petroleum products still remains in effect. Essentially government is sacrificing around USD41 million in foregone tax.

In conclusion: debt restructuring, kwacha appreciation, cleaning of procurement process and bilateral fuel supply agreements- will help lower the prices of fuel. This is the operation which is underway to remove the tumour.

Cabinet Approves Bill that would require Parliament Approval to Contract National Debt

Minister of Information and Media Chushi Kasanda has announced that Cabinet has approved “The Public Debt Management Bill, 2022,” that would compel the Executive Organ of Government to no longer obtain loans without the approval by Parliament.

In a statement released to the media yesterday outling a number of bills slated for tabling in Parliament which were approved at the 13th Cabinet Meeting in the Year 2022, held on Thursday, 30th June, Mrs Kasanda said that cabinet indicated that the New Dawn Administration believes in running an open Government where checks and balances in a democratic dispensation should be allowed in the overall governance of the country.

Ms Kasanasa further said that cabinet feels that the current debt burden, the country is struggling with, should have been avoided if Parliament was allowed to preside over the acquisition of the many loans the Government is owing to pay to its lenders.

The Minister said that the objectives of the Bill also include the establishment of the sinking funds and the repeal of the Loans and Guarantees (Authorisation) Act, 1969 and the General Loan and Stock Act, 1931 and that this Bill is important because it addresses the inherent weaknesses in the legal framework on Public debt management and complies with the provisions of the Constitution.

“It is in the interest of the New Administration, therefore, that as Parliament will be sitting in September, to deliberate on the second National Budget for the UPND Government, this law will be in place so that the 2023 Budget is premised on this important law, ” the statement read.

Other bills approved included the Road Traffic (Amendment) Bill, the Tobacco Bill, the Zambia Institute of Public Relations and Communication Bill, the Children’s Code, the Penal Code (Amendment) Bill, 2022 and the Probation of Offenders (Amendment) Bill.

The Road Traffic (Amendment) Bill, 2022 aims to amend the Road Traffic Act, 2002, in order to among others, revise the penalties under the Act for driving offences; revise the provisions relating to registration of a motor vehicle and trailer; revise the provisions relating to licensing of motor vehicles and drivers.Once enacted, the legislation will not only result in the efficient and effective operation of the Road Transport and Safety Agency, but will also enhance road safety in the country.

The Public Roads (Amendment) Bill, 2022 seeks to amend the Public Roads Act, 2002, in order to revise the composition of the Board of the Road Development Agency and re-define its functions and, of paramount importance, to provide for the protection of execution of judgements against the property of the Agency. It is expected that, once enacted, the legislation will improve the efficiency of the operations of the RDA Board, reduce the cost of running RDA and further, align the operations of the Board with the tenets of good corporate governance.

The Tobacco Bill, 2022 aims to provide for among others, the regulation and monitoring of the production, marketing, and packing of tobacco in the country. The Bill further, provides for the regulation of the import of tobacco in the country; continues the existence of the Tobacco Board of Zambia and re-define its functions and re-constitute the composition of the Board.

The Zambia Institute of Public Relations and Communication Bill, 2022 is for the continuation of the existence of the Zambia Public Relations Association and re-name it as Zambia Institute of Public Relations and Communication and re-define its functions; provide for the registration of public relations and communication professionals; regulate public relations and communication professionals conduct; constitute the Council of the Institute and provide for its functions.

The Children’s Code Bill, 2022 is aimed at reforming and consolidating the law relating to children, provide for parental responsibility, custody, maintenance, guardianship, and foster care, adoption, and protection of children. The Bill further aims to provide for the grant of legal aid to, and establish procedures for, the treatment and protection of children in conflict with the law, provide for the development of treatment programmes, including early intervention services and programmes to combat crime with regard to the general lives of the children.This is an important Bill because the current legal framework relating to children is fragmented and set out in different pieces of legislation, such as matters relating to children in conflict with the law contained in the Juveniles Act; the adoption of children contained in the Adoption Act; and the affiliation and maintenance of children contained in the Affiliation and Maintenance of Children Act. Additionally, these laws have varying definitions as to who can be considered to be a child.

The Penal Code (Amendment) Bill, 2022, as a consequential Bill to the Children’s Code Bill, “The Penal Code (Amendment) Bill, 2022.” is aimed at ensuring that in is in line with the Children’s Code Bill to avoid conflict of the laws. Specifically, this Bill calls for the revision of the age of criminal responsibility of a child.

The Probation of Offenders (Amendment) Bill, 2022, also a consequential Bill to the Children’s Code Bill, 2022, aims to amend the Probation of Offenders Act so as to revise the provisions relating to the probation of children in conflict with the law and provide for matters connected with, or incidental to, the foregoing.

In winding up business for the day, Cabinet deliberated on the Census preparatory activities that have since been carried out. This is following the issuance of the Statutory Instrument No. 92 of 2021 dated 31st December, 2021 and in line with the Statistics Act, No. 13 of 2018, which requires that a Census of Population and Housing be undertaken every 10 years.

So far the activities undertaken, include the mapping and listing of all Census structures and households, development and pre-testing of questionnaires and manuals, undertaking a pilot National census and preparing for logistical materials required for the Census. Cabinet decided that as part of part-time creation of employment among the youth, the Guidelines developed should facilitate the recruitment of youths who are currently not in school, college, university, or employed but available to work as Census officials which is planned to commence on 18th August, 2022.

FORMER South Africa president Thabo Mbeki has described Zambia’s founding president Kenneth Kaunda as a convinced Pan Africanist.

Addressing journalists after laying wreaths on Dr Kaunda and Michael Sata’s graves at Embassy Park on Wednesday, Mbeki also observed that recognition of the values espoused by the forefathers of leadership by the current African leadership was slipping away.

Kenneth Kaunda memorial lecture as part of the commemorations of one year since Zambia’s founding president died.

“President Kaunda was a very convinced Pan Africanist. His focus was not only about Zambia, not only about the region, the struggles in South Africa and Zimbabwe, Mozambique, Angola and so on; but also, with the challenge of the future of the continent,” he said. “I think that the current leadership should do what I have just said. To recall the memory of President Kaunda, to call the memory of other leaders like Julius Nyerere and say ‘what is it that we will do today to recall the memory of those excellent outstanding leaders’. I think it will be very important that we did that now because in reality I think Pan Africanist attention to the future of the content is slipping. I think our leaders today are not paying sufficient attention to what the leadership that was provided by President Kaunda and others on these matters that they have got to do basically with the renaissance of this content.’’

And Mbeki called for reflection on the conflict in Mozambique’s Cabo Dalgado region.
He said the government of Mozambique must look at the issue of social economic development in the Cabo Delgado region.

“The Mozambique issue, I am very glad that there is SADC troops in Mozambique, of course supported by troops from Rwanda. It is very important to deal with that matter decisively, military terms but it is also important to look at the questions of social economic development in that part of Mozambique,” he said. “I am quite certain that a lot of young people might be drawn into wrong things like that, engaging in that kind of combat with the jihadist really driven by poverty and so on. So, it would be important if the Mozambique government looks at that. It is very good that the region is making a contribution to the restitution of that particular content which must include a political reflection. That jihadism, how has it emerged here and what challenges does the continent and the region face of that, spreading to other countries. As of now it is very important that SADC intervenes to support the Mozambiquan governments’ military to trace this matter. But there are these issues that still need to be addressed.”


And Mbeki called for the attention of SADC leaders to the conflict in the eastern part of the Democratic Republic of Congo (DRC).
“The continued conflict and problems especially in the eastern part of the DRC is an old problem. I think we need to convene at some point, the African states in the region here and East Africa.

We need to convene here in Lusaka to address that particular problem of the Congo as it was then. We need a ‘get together ‘ like that again because these are all problems which have not been solved between the Congo and the Eastern Congo and between the Eastern Congo and its neighbours like Rwanda. The matter does really need to be discussed together,” said Mbeki. “I notice that our leadership from East Africa met in Nairobi to discuss, but I think we need to bring in others from Southern Africa as part of that dialogue. And if you recall what has happened in the past, and I think it is only when we recall what has happened in the past, that we will be able to find solutions today.”

He was livid with anger.

‘To hell with the CSO!’ He shouted, his eyes widening, his facial veins bulging, both full of rage, spittle drooling from the corners of his mouth.

He was referring to Zambia’s Central Statiscal Office [CSO].

‘Why?’ Innocently, I asked.

‘I feel the pain, doc. Prices are high. Vavuta vinthu. The cost of living is killing us. And these traitors are waxing lyrical about hitting a single-digit inflation! What nonsense is this?’

Having been a key part of the UPND in the past, Hakainde HICHILEMA’s own vice president, I dropped my face in shame.

A tear rolled down his face: ‘I can’t eat, doc. My GOtv is closed. I have defaulted on my rent for three months now. My family is falling apart, doc. Nibwanji so? Things are bad. Nilibe pogwila.’

CSO.
To me, when he said those words, it sounded like he was saying Compromised Silly Office.

I didn’t smile.

I felt the man, empathy became me. It is not everyday that a grown man cries. Kulila so munthu!

I was touched.

To hell with the CSO, he had said.

I was certain that indeed, if the CSO with its single-digit inflation had gone to hell, they would find a lot of Zambians there, prematurely dead from the cost of living, gnashing their teeth, suffering and all.

You see, we all understand economics. Knowledge is not a monopoly of the UPND.

Clearly, something ain’t kosher with the CSO statistics, something isn’t right. There is something fishy going on there.

Zambians are in pain.
Zambians are hurting.
Zambians are disillusioned.
Zambians are enraged.
Cause? The cost of living, and they feel conned.

The cost of living in Zambia has skyrocketed. It is so high that it is costing lives.

A textbook definition of inflation states as follows: ‘Inflation occurs when prices rise across the economy, decreasing the purchasing power of your money.’

In Zambia today, businesses are not doing well. Buyers are few, business is slow.

The sell-rate of their goods and services has critically fallen. Their profit margins have contracted.

And to break even, a number of these companies are now laying off their workers.

Hakainde HICHILEMA promised to create jobs. But the converse is happening.

Clearly, Hakainde HICHILEMA’s trickle-down economics just isn’t working. Usually, such formulae for a people’s wellbeing, ceteris paribus, takes years, which time Hakainde HICHILEMA doesn’t have.

In Zambia today, salaries have remained stagnant in the midst of a depreciated, weak Kwacha.

Imports remain expensive.
Credit in the economy is low.
Prices have risen.
The cost of production continues to rise.
And the purchasing power of citizens has severely been eroded.

This then is inflation, dear pilgrim. Tell the CSO about it.

Confused Statiscal Office indeed.

Take mealie meal, a key determinant for holding presidential power in Zambia.

In August 2021, a 25kg bag of mealie meal was at about K120. Today, 1 July 2022, it is well over K170.

Youvsee, from then todate, its price has been inflated by over 29 percent.

And never will it ever fetch K50 as promised. NEVER. Perhaps when rotten.

With stagnant salaries, as Hakainde HICHILEMA himself lamented and observed prior to the August 2021 elections, what this means is that the power of a Zambian’s money, with reference to mealie meal alone, has reduced by over 29 percent.

Meaning to purchase the same quantity of goods you now need more money than before.

This then, CSO, is inflation.

Very soon, Zambia will become the first country in the world, in the midst of a ‘falling’ inflation rate, to see citizens, fueled by anger and the need to survive, take to the streets to protest a stifling high cost of living.

Indeed, it is easy to run FOR office by it is NOT easy to run the office.

‘Doctor, these people are liars. The opposite of what they promised is what is happening!’ Another citizen, complained, poverty about him all too evident.

I wanted to tell him that God is in control, that He allowed all this to happen for a purpose, that another new dawn, a better one is coming, but I just kept quiet. Me and my modesty.

Instead, I said to him that for as long as the economy of Zambia remains in foreign hands, for as long as we the Africans abandon LUMUMBA ROAD, the path to freedom and self-determination, the path to political and economic sovereignty, Zambians will remain poor, suffering and pain will never end.

I said with utter conviction.

Impressed with my response, he said: ‘But why are you not in government, doctor? We need minds like yours there.’

There is time for everything, I replied, advising him to read Ecclessiastes 9: 11 for further guidance.

Situmbeko MUSOKOTWANE, Zambia’s finance minister says there is a Plan B for the nation’s economic recovery if the IMF route fails.

What he conveniently chooses to ignore is that the IMF route has failed for many years in many countries.

Zambia’s own route, focusing on the judicious exploitation of its own human and material resources, can never fail.

Perhaps this Plan B, assuming it is citizen-centred, should have been Plan A.

See now?
Hakainde HICHILEMA has done better than Afcons Construction to decongest Lusaka. What a trick this one! No need for road infrastructure expansion, you see. Just hike the price of fuel and all vehicles are parked! Voila!

But it is not just the price of fuel that Hakainde HICHILEMA has hiked. He has also hiked the anger of citizens. It is becoming uncontainable.

Citizens are now calling him names. Others, a tad early, have already started to say that he is a failure.

And many, like the cars that now aren’t moving, the cars he has now caused to park, are now calling for him to park as well.

They do not want to hear his name anymore. They are saying: ‘Uyu munthu nichani so? Ma years yayendeko fast!’

FIXED, the citizens are now annoyed and sad. This then is sad and shameful tale of the FIXER.

One promise I will make and keep is this one. Hakainde HICHILEMA’s reign will be a very difficult one for him, it will be one replete with pain, suffering and disillusionment for the citizens, one which no one will forget.

Calculations and tabulations failed on fuel reduction.
Calculations and tabulations seem to be failing on budget management and inflation.

For now, buckle up, fellow citizens.
A very bumpy and stormy ride lies ahead.

Compromised Silly Office indeed.
Single-digit inflation, my foot!

Use a Happiness Index instead. It is a more reliable indicator of a leader’s hold on power.
Impressive statistics that do not translate into people’s comfort and improved livelihoods are utterly meaningless. How the people feel at any given time is by far more important than any digit.

Now all citizens’ digits are angrily and disapprovingly pointing at Hakainde HICHILEMA.

More Fuel Price Increments Coming– Nalumango

VICE-PRESICENT Mutale Nalumango has urged Zambians to brace themselves for more fuel price hike in the country.

Nalumango says the UPND government has no control at all on the fuel hike as the international market dictates the pricing of the commodity.

She said this, Friday, during the Vice President question time in parliament.

“But you are saying that the prices are going up, when fuel goes up it affect other commodities, and I have explained through ERB that the increase in fuel prices is beyond our control, but there is also a good general performance of the economy by people who do business, sometimes we want to cash in, so we need some consistence. Somethings take a bit of time, and we know that the indicators we are seeing are just point at the good times that are coming and they are coming, we should brace ourselves for hiked fuel prices because it is not under our control,” she said.

Vice-President Nalumango has also assured the people of Zambia that all the promises made by the UPND while in the opposition will be fulfilled.

She said there was no way her government would apologize for the 30 000 recruitment of teachers, 11 000 recruitment of health workers, free education and other promises it made while in the opposition and have now come to pass.

“We are nine months in office and you have seen some of the promises being fulfilled, we didn’t promise that everything will be done at once, but surely there is stability in the economy even in the pricing, you are talking about the Presidential Jet, wait nobody comes and just say let it go, just wait and see. Whatever we promised shall come to pass. The promises shall be fulfilled and apologize for what? We should apologize for free education, we should apologize for decentralization, we should apologize for increasing CDF, we should apologize for recruiting 30 000 teachers, we should apologize for recruiting 11 000 health workers? All these things need money and we have managed in just 9 months, Zambians should not listen to some friends who pretend as if they have a way out,” said Vice President Nalumango.

Why Rwanda Doesn’t Celebrate Independence Day

On July 1, Rwanda marks 60 years of independence from Belgium. Unlike other African countries that celebrate with pomp and festivities, Independence Day in Rwanda is a somewhat muted affair.

Although it is Rwanda’s Independence Day and a public holiday, no national celebrations are being held to mark the occasion.

Instead, the Rwandan government says that the day is incorporated into Liberation Day — or Kwibohora, as it is known locally — three days later.

Liberation Day commemorates the victory of the Rwandan Patriotic Front (RPF) led by President Paul Kagame over the former dictatorship of Juvenal Habyarimana and the Rwandan Armed Forces in the Rwandan Civil War.

The RPF victory ultimately ended the 1994 Tutsi genocide in Rwanda, in which Hutu extremists killed an estimated 800,000 Tutsi and moderate Hutu in 100 days. As a result, more than 2 million Rwandans fled the country.

Embracing unity

According to political and social commentators, the reasons for the snub are deep and buried in the country’s history.

Scovia Mutesi, an independent journalist and commentator, told DW that shunning the independence day is deliberate as it brings back memories of division that left many Rwandans in exile for over three decades.

“Rwanda’s independence didn’t seem like independence,” Mutesi said, adding that it came with serious problems for one section of Rwandans.

“It marked the beginning of the suffering of the Tutsis. They were killed, their property destroyed, and many of them ended up in exile.”

She said Rwandans prefer celebrating Liberation Day because it preaches unity and the laws govern all Rwandans without discrimination compared to Independence Day changes that came with ethnic divisions.

Division at independence

Suleiman Muhirwa, a political analyst, told DW that the history of how Rwanda gained independence was all based on divisive politics.

He said the independence flag was handed to Hutu extremists without a fight.

“In other countries like Uganda, Kenya and Tanzania, citizens came together, and were led by revolutionaries to fight colonialists for their independence,” Muhirwa said, noting that in Rwanda, it was different.

“The colonialists divided Rwandans and by the time independence came around, some Rwandans were in exile.”

By early 1964, an estimated 150,000 Tutsi had fled to neighboring countries.

That explains why the current government of President Paul Kagame recognizes Independence Day as a public holiday but doesn’t necessarily celebrate it.

Significance of Liberation Day

“This day is not more important than the [July 4] liberation day,” Innocent Nzeyimana, a historian and researcher on social cohesion, told DW.

He explained that during the colonial era, Belgium used forced labor, and most of those enrolled were Tutsi children.

“If the work was not peformed well, they were beaten,” Nzeyimana said.

He also said during independence, Belgium sought to use Rwanda as a backup for exploiting the Democratic Republic of Congo. But they also knew that the Tutsi would not accept such a plan.

“So they [Belgian colonial regime] tried to tell the Hutu, ‘the Tusti have beaten you and made you do forced labor, so let us help you to give you independence.'”

Before independence, Rwanda was a monarchy. Someone from the Tutsi ethnic group ruled the Kingdom. The last king of Rwanda was Kigeli V Ndahindurwa (1936-2016). He reigned from 1959 to 1961, when the Hutu-led government forced him to exile in the US, where he later died in 2016.

“This shows you that the independence given to Rwanda was under the interests of the colonial government, not for Rwandans,” Nzeyimana said.

Upon gaining independence, the Party of the Hutu Emancipation Movement began a systematic campaign emphasizing the right of the ‘majority’ ethnicity to rule and assert the Hutu’s supremacy over the Tutsi. Observers say this political ideology laid the seed for the genocide.

On April 6, 1994, a jet carrying Rwandan President Juvenal Habyarimana and Burundi President Cyprien Ntaryamira was shot down above Kigali, killing all on board. It is still unknown who was responsible for firing upon the plane.

Over the following months, Hutu militia organizations and the army played a significant role in the genocide. It was only in July that Kagame’s Tutsi-led RPF could take control of most of the nation.

For regional political analyst Gonzaga Muganwa, events before and after Independence Day are to blame for the divisionism that decades later brought about the genocide in 1994.

However, he said that the leadership in Kigali today, most of whom were born and raised in exile, prefer to focus on promoting unity instead of remembering what they call ‘bad history.’

“There is no consensus on whether independence happened in the right circumstances and delivered on the great promise people had hoped for,” Muganwa told DW.

“Of course, most of the current elite was in exile, and those who were in Rwanda were being oppressed. So, it is not marked as a very important day although it is marked as a public holiday.”

But he proudly added that Rwanda as a nation had existed for more than 600 years before colonialism, with values and leadership. Unlike other countries that celebrate independence because of their founding.

“Rwanda was not founded in 1962,” Muganwa said.

…Sensele asks ECZ to disclose Lungu’s worth in 2016

PLEASE tell us how rich Edgar Lungu is as of last year compared to K2.5 million in 2015 to K23.7 million in 2016, Paul Sensele has challenged the ECZ.


Sensele who is former Livingstone district commissioner and now a member of the NDC central committee, said Zambians deserve to know if Lungu is living within his means or using suspected proceeds of crime.


In 2015 Lungu declared a paltry K2.5 million and could not afford to raise the Electoral Commission of Zambia (ECZ) presidential nomination fees, forcing late Alexander Chikwanda to bail him out.


In 2016 Lungu declared a total of K23.7 million as his total net worth, the official presidential salary was at that time estimated to have been around K37, 296.58


This meant that after 18 months in office Lungu would have saved K671,338.44.
At that time President Hakainde Hichilema as an opposition leader declared that he was worth K73.16 million.
Last year, the ECZ claimed that asset declarations could only be accessed or released by the Supreme Court.
But responding to The Mast solicitation for disclosure of declaration of assets for presidential candidates, then acting chief justice Michael Musonda said such records these were by law kept by the ECZ chairperson, in this case justice Esau Chulu.
But Sensele said Zambians deserved to know the declared assets of leaders.


“We all appreciate the efforts being made to recover stolen money by President Hakainde Hichilema and he must be commended for this effort. But one thing that the Electoral Commission of Zambia is doing is not helpful to us, they have kept the declaration of assets by Edgar Lungu a secret,’’ he said. ‘’We want to know how much worth he was in 2021 from K23.7 million in 2016. We are still alive to the fact that he jumped from K2.5 million in 2015 to this figure (K23.7 million) in just 18 months. So, how much rich did he get in five years from 2016 if he could be over K20 million in just a year and six months?’’
He added that the ECZ would do good to publish all declarations by all those who contested for the presidency as well as all those that contested as members of parliament.


“If this will be too much for them to do at once, let them do it in phases starting with the presidential candidates and split the parliamentary declarations into provinces. It is not rocket science that Zambia has not attained to just tabulate what A, B, C, D and E owned as at August 2021,’’ Sensele said. ‘’We are of the opinion that PF and Edgar Lungu told the ECZ not to publish their declarations because Zambians were going to know that his riches were possibly benefits of crime and that he was not living within his means, especially that the UPND had complained of Lungu’s 2015 versus the 2016 worthiness. Please, prove us wrong and tell us how rich Edgar Lungu is.”


He further urged Edgar Lungu to come forward and state his worthiness if the ECZ delayed.
“But if the ECZ delays I urge Mr former president to come out in the open and tell us how much he declared in 2021. If he wants, he can call me and I will relay what he is worth to Zambians,” said Sensele.

As you can see, there’s no mercy or consideration for the poor who use kerosene (paraffin). I thought the poor would have the lowest product increase.

This kamfulumende used to claim that the PF cartel used to pocket K3 per litre of fuel when it fetched K15.

Now that fuel is at K26.71, so who is pocketing nearly K12 as at now since this kamfulumende has removed all middlemen in the fuel supply chain?

Do you see that this kamfulumende is full of dealers and untruthful businessmen making a killing whilst the sun shines?

How does fuel become more expensive when all the middlemen have been removed?

And why does this kamfulumende find it right to keep lying to we the governed? Where did this kind come from?

Is this what they yearned for to lead the country in the 23 years plus they were in opposition.?

Believe me, this is a kamfulumende that obtained power by false pretence.

Today, ZNBC reports that the inflation rate has hit 9.7% single digit in 3 years… so why are prices soaring high?

Well, think critically… it is 0.3% less to claim.it is a single digit. I smell a rat in this claim. All I think they want to do is to portray that they are doing well when in fact not. They’re fidgeting with figures just to lie to the nation that they are doing well. There’s nothing like such good results on the ground.

Clearly this is a kamfulumende of fixers fixing things which are not real.

How do you say inflation is low when you’re at the same time importing fuel at a higher cost per barrel?

This is conflicting like no one has ever been to school.

Prices of essential goods are going up. And yet inflation is single digit. You can see that all positive economic factors and indicators still don’t make this kamfulumende give positive results.

Lessons we should keep learning from Malawi

To think that Malawi would still be a constant reference point for arguably what some would consider major lessons in politics, governance issues and doing the right thing for the common good, is rather unexpected but unavoidable.

It is true that the events of this tiny south-east African country make it extremely difficult for us to ignore the affairs of our neighbours since the nullification of their presidential elections in February 2020. This historical landmark decision by the Malawi Constitutional Court, which overturned the election results of May 2019, subsequently brought about the end of an era for the then ruling Democratic Progressive Party (DPP) led by Peter Mutharika. And ushered in the reign of the Tonse Alliance, which constitutes among others political parties of the current President Lazarus Chakwera from the Malawi Congress Party (MCP) and the United Transformation Movement (UTM) of the current Vice-President Dr Saulos Chilima. Both the decision handed down by the Constitutional Court of Malawi and eventually the election of the Tonse Alliance were well received by the people of Malawi, with many expressing how this new era of governance represented the hopes and dreams of all Malawians. The first lesson for Zambia from the events of February 2020, proceeding from the Malawi Constitutional Court, is that our country needs a truly independent and impartial Constitutional Court to adjudicate on all constitutional matters without fear or favour. In fact, we have to state herewith that perhaps one of the few positives that came out of the Patriotic Front (PF) regime was the 2016 constitutional amendments which established the Constitutional Court but also provided for the running mate clause in a presidential election; something that Malawi had already worked on long before we ever anticipated of such developments.

There are other indicators that clearly show that Zambia can indeed take a leaf from this seemingly smaller country in comparison to us. The people of Malawi voted for a female vice-president under the DPP, long before we thought of it as fashionable to have a female Republican Vice-President. In fact, the same female vice-president of Malawi (Joyce Banda) then went on to become the country’s first ever female Republican President from April 07, 2012, to May 31, 2014, and Zambia is yet to record her first female president. This surely is a fundamental lesson for our time in this era of gender parity.

Now, I have been to Malawi, and it is true that as you step off the plane at Kamuzu Banda International Airport, one cannot help but think that you have landed at a small airstrip in Kalulushi or some rural extension of a province in Zambia. The poverty levels of Malawi are shockingly highly, with poor infrastructure even in the heart of the country’s capital city Lilongwe. But be that as it may, Malawi definitely seems to be more advanced and progressive as a democratic society, with struggling but functional institutions of governance which by and large operate independently. And that to me is a solid foundation for development in every sense. To make this case for Malawi, we will do well to examine the recent scandals which have emerged in the current government of the Tonse Alliance led by President Chakwera.

In the last few months, allegations of senior government officials receiving bribes from a British national (Zuneth Sattar) have made headlines in Malawi and across the globe. These headlines and the report published by the Anti-Corruption Bureau (ACB) forced the President of Malawi to address the nation over the same issues of corruption. Among those implicated in these allegations are 13 top government officials, the Inspector General of Police including the current Vice-President.

This is very disappointing for many Malawians, because while in opposition the Tonse Alliance demonised their opponents, calling them all sorts of names and firmly stating that the DPP regime was corrupt. The leaders of MCP and UTM told the people of Malawi that Peter Mutharika and his government were essentially good for nothing, and unfit to lead the country. This was an effective campaign that led to countrywide protests before the courts nullified the election results of May 2019. Here we must draw parrels, and timely advise our very own United Party for National Development (UPND) and its Alliance partners, who are the present government of the Republic of Zambia that; as you rightly pointed fingers at all the corruption allegations against PF, please be sure to be without blemish collectively as you govern and move the country forward. Otherwise, anything short of this expectation will be a huge disappointment for the Zambian people and will be politically costly for you in the coming years.

However, going back to the report produced by the ACB of Malawi, what we can learn from this process is twofold. Number one, the director general of the Anti-Corruption Bureau of Malawi is a courageous woman and must be saluted. Martha Chizuma has provided what many will consider as evidence of corruption against current government officials, with the Vice-President of the country on that list. This is unprecedent and quiet revealing of the character of this woman, and the Anti-Corruption Commission (ACC) of Zambia will do well to learn from her. The ACC which will now be chaired by Musa Mwenye should be bold enough to emulate madam Chizuma’s act of grave patriotism and duty to one’s country. Already, we have begun hearing rumurs of corruption allegations creeping in within the new dawn administration, even at the level of cabinet ministers and officials at State House. Hence, Mr Mwenye, make no mistakes about this; the Zambian people are more alert now than ever and shall hold the ACC’s feet to the fire to do the needful for our country’s sake. My advice to you, sir, is simply that you do everything within your powers to bring honour to the name Anti-Corruption Commission (ACC).

For all practical purposes, the current state of affairs in Malawi demonstrates that the doctrine of separation of powers can indeed work if government institutions are void of political interference.

The head of the Anti-Corruption Bureau in Malawi is appointed by the President, but yet in executing her functions she had the courage to investigate siting government officials and presented her findings to the President, the Speaker of the National Assembly, and the Chief Justice. In reaction to this report, one could not help it but observe that President Chakwera was not so happy with the report being availed to the other arms of government (the Speaker and the Chief Justice). Nonetheless, it was the right thing to do because some of the people mentioned in this scandalous report included members of parliament which are under the jurisdiction of the Speaker; and some members of the judiciary as well appear on this report, thus the Chief Justice is with no exceptions an interested party to this matter. But after all is said and done, the people of Malawi and their collective institutions of governance have proven to Africa and the world over that they care about justice and doing the right thing for the country. This is a lesson for us, and especially for the Southern African Development Community (SADC) whose chairmanship is with President Chakwera.

In 2020, at the height of the Malawian revolution when the Constitutional Court nullified the presidential elections and the country went to an election of which the Tonse Alliance won overwhelmingly, I wrote an article for The Mast newspaper entitled “Are the winds of change from the east blowing in our direction?” This was a significant analysis to make at the time, considering that Zambia would be going to the polls the following year in August. And my conclusion, and argument in that newspaper publication was that indeed, with the corruption levels in the PF, cadreism, nepotism, and other vices at play then, Zambia was destined to catch the fever from the east (Malawi) and that meant a possible regime change for us as well.

Today, Malawi has passed a law that will now require full disclosure of all political party funding, in an attempt to arrest corruption and state capture. This too, should be one of the many lessons we should learn from the politics of Malawi, because evidently most of our politicians are captured by those who give them huge campaign contributions. Therefore, these politicians no longer serve the interests of the people who voted for them, but they become answerable to their pay masters.

Two Chienge residents jailed 24 months with hard labour for defaming President Hakainde Hichilema

Two men of Chienge district in Luapula Province were last week on Friday June 24th 2022, sentenced to 24 months imprisonment with hard labour for defamation of the President. The duo were facing one count of defamation of the president contrary to section 69 of the Penal Code Chapter 87 of the Law.

Before Resident Magistrate Luckson Mbewe, was Danny Kapambwe 28 and Justine Chimpinde 19 of Chienge district who pleaded guilty to one count of defamation of the President when the matter came up for plea.

Facts are that on June 14, 2022 around 14:00 hours ,George Mulenga Chanda of Kasoma Village in Change saw and watched a video on Tik tok were the accused persons were seen publishing insults by word of mouth whose insults were directed to the Republican President Hakainde Hichilema.

The following day around 14:00 hours Chanda reported the matter to Chienge Police and acting on the information, Detective Inspector Chilembo disseminated the information to Chipungu border post to search for accused persons.

On the same day the duo were apprehended by the Zambia Police and Zambia Army Officers based at Chipungu border post.

The accused persons were then surrendered to Chienge Police where the arresting officer recorded a warning and caution statement.

Kapambwe admitted using his phone to record the same video in which Chimpinde featured.

He then led the arresting officer where the phone was.

On the same day, the duo were jointly arrested and charged for defamation of the President.

When asked by the Resident Magistrate if they understood the statement of facts, the duo responded affirmatively adding that they did not wish to add or subtract anything as the facts were true and correct.

In mitigation, the duo pleaded with the court to exercise leniency with them as they had learnt lessons from their deeds.

“We are asking for forgiveness and leniency from this court because our families will suffer if we are given custodial sentence. We admit we were stupid and did not know what we were doing,” they pleaded.

In passing sentence, Resident Magistrate Mbewe said he took note that the accused are first offenders who readily admitted the charge without wasting the courts time but insulting the Republican President or any other person is an offence and perpetrators need to be punished to deter would-be offenders.

“I take note that the trend of insulting the Head of State with impunity is growing in this country even if it is an ordinary person. The trend of showing insults at an elderly person is not only against our culture but also an offence under our Penal Code,” he said

Magistrate Mbewe sentenced both the accused to 24 months imprisonment with hard labour with effect from June 15, 2022.

He informed them of their right to appeal.

RECRUITMENT OF TEACHERS, HEALTH WORKERS TO CONTINUE – CHIKUBA

MINISTRY of Finance permanent secretary in charge of budget and economic affairs Mukuli Chikuba says the recruitment of teachers and health workers is not a one-off exercise this year.


Speaking during the budget consultation programme with stakeholders, he explained that the process was just the beginning, adding that government wanted to upscale development and bring it close to the people.


“You will only see more of the revenues that are going down to the citizens. In 2023 CDF will be upscaled within the budget you will see more revenue going down to the citizens. Within the 2022 national budget, the social sector spending which we have increased with the recruitment of teachers and health personnel is not a onetime thing in 2022, you will see this in 2023 for the medium term… the 30,000 teachers and 11,000 health personnel is just the beginning,” he said.
Chikuba added that government would ensure transparency in the process as it was a reflection of the public officers.
He said the government was also consulting stakeholders on increasing revenue collection.


“Transparency so that we are as transparent as we can as this is the reflection of us in the offices. First, we are consulting on the revenue side of the budget, and on this side, our aim is to try and increase revenue collection. You will note that revenue collection within the region is sitting on the rate of over 22 per cent of the GDP. In Zambia if we take factors, we have ideas on what we want to achieve,” he said.


Chikuba further urged stakeholders to manage expectations, adding that not every submission would be taken by government.
“…We are looking at the 2023 national budget and 2025 expenditure framework, and the consultations are taken for the very purpose of ensuring that the budget is presented on the aspirations of the different working groups and the citizens that the budget is prudent in terms of its content. And also to ensure that there is accountability in the process of creating the budget and also implementation of the budget, because when you are part and parcel of the formulation, you will take keen interest in the matter of implementation and hold government accountable towards the undertaking,’’ explained Chikuba. ‘’The other is to attain fiscal transparency so that with public resources we are as transparent as we can; and a reflection of us who have been put in offices to run the affairs on your behalf. The idea as we are starting the consultation, is to have a fair balance between those that are asking us to give in what we are calling tax expenditures. Everything we give you an incentive, it means the public has given that money to you as the public for you to expend in a business. But I would encourage that as we are making submissions, we take into account the fact that the country needs to collect revenue that will match the revenue incentives so that we have a good balance.’’

ACC ponders creating internal body to investigate own officers

ACC chairperson Musa Mwenya says the board has resolved to set up a directorate that will have a mandate of investigating the institution’s officers for professional misconduct.


And Mwenye says there is no deterrence against corruption in just recovering money and assets from suspects like in the case of journalist Faith Chisela Musonda.


Featuring on Hot FM’s Red Hot Breakfast Show yesterday, Mwenye said currently there was no mode of vetting ACC officers on corruption and other forms of wrong doing.


“Yesterday we as a commission, I will preempt this, there maybe an announcement later to that effect, but we met as a Commission board and the first thing we did was to resolve that we establish a directorate of internal investigations. Who will investigate me if you have a complaint against me? So, we need a specialised directorate with the ACC whose job is to investigate us. And that was resolved yesterday,’’ he said. ‘’We need to clean up our house. We need to look at the ACC itself and we are committed to it. Yes, of course there could be a few problems with some staff members but the vast majority have worked under very difficult conditions and have been committed to this cause. So, it is not everyone within the ACC that is a problem. We are new: myself and the DG. The temptation is to paint everyone black and say ‘we are the good ones’ but I have given you a history. A lot of the people there have been there for a long time. And I need to make this point, one of the things that in time we will be lobbying from the government is that we incentivise these people.’’


He said no corrupt official would be allowed to work for the Commission.
“I can’t personally risk my integrity by working with corrupt persons in that institution. That is absolutely non-negotiable. Those who have compromised themselves will not stay in the Commission, finished,” said Mwenye. “I served in government. I was there in government for three years. You people in the media saw me calling for a lifestyle audit. I asked for myself to be the first one to be checked. What I had, how I acquired it and to check my tax fillings; and I think if I can talk
about myself and offer myself to be checked what more others? So, we are committed to the fight because we are a poor country.”

PF MEMBER Chishimba Kambwili says he is convinced beyond reasonable doubt that sanity will prevail at the Anti-Corruption Commission (ACC) with the coming in of new management.

Kambwili told The Mast that he was hopeful that new ACC director general Gilbert Phiri and board chairperson Musa Mwenye would not disappoint the nation.

“With both the chairperson and the director general who have been appointed, I think there will be sanity. I don’t just think, I am convinced beyond reasonable doubt that there will be sanity at the Anti-Corruption Commission (ACC), although I have been very disappointed with the behaviour of the current President,” Kambwili

Said in an interview. “From my interaction with him (President Hakainde Hichilema) and from what we used to discuss when we were in opposition, is not what is going on; he has changed. Look, when we had an alliance, and we interacted a lot of times, what we discussed about the governance of this country is not what is going

on.’’

Kambwili said he and President Hichilema discussed a lot of reforms in the governance of the investigative wings like the ACC, which he said

was used to persecute political opponents in the past.

“These unreasonable arrests of political opponents, refusing to give them police bond, detaining people for close to a week or over a week, transporting people to far flung areas where they don’t have relatives; where they don’t live are the things that we discussed and said that these should never happened in a normal society like Zambia,’’ he said. ‘’We discussed that ‘we come in office these things must be a thing of the

Past’. Do you know that my persecution by the Anti-Corruption Commission, we were given information together with my lawyers; that

is Musa Mwenye and the current DG Mr Phiri, that in fact, when the Anti-Corruption Commission told the powers that be that ‘this man

is a clean man who has not committed the offences as alleged’, they were told that ‘just go ahead arrest him and let the courts go and decide because we have over publicised these issues. And if we don’t take him to court people will not take us seriously’.”

Kambwili bemoaned the legal fees he spent on cooked up charges orchestrated by political figures.

“They said ‘just go ahead take him to court and arrest him’. If you remember very well, this is a matter where I was arrested. I ended up being in hospital when people knew for sure that I had not committed any offence at all. I suffered being in court for five years going to court and spent a lot of money on legal fees, some of the legal fees have

not yet being paid up to now,” Kambwili explained

He accused President Hichilema of failing to intervene into arbitrary arrests under his leadership.

“That is why I am saying I am so shocked that the current President is doing exactly what used to happen in the previous regime. When he took

office, the first statement he gave was very encouraging where he said ‘you cannot criticise government without looking on your

shoulders to see who is coming to arrest you’. He said things of arresting people, denying the police bond will never be tolerated by this government,’’ Kambwili said further. ‘’He said, again, the statement he issued yesterday, that people must not rush to arrest before investigations. He said,

when you arrest immediately give police bond, the question is are those things happening now? The answer is no. The question that one can ask is,

what has happened to what we used to discuss with President Hakainde Hichilema concerning these things. What has really happened?’’

Kambwili complained about common detentions without granting police bond which, to him, have continued just like in the PF administration.

‘’So, when I say I have a lot of confidence in my brother Musa Mwenye, in my brother and colleague (Gilbert Phiri), I hope and trust that they will not change like HH has changed. There is absolutely no way that sovereign President of Zambia, whose system is presidential democracy can fail to lift a phone and say ‘you have arrested Chishimba Kambwili, why is it that he is still in

detention for five days,’’ he asked. ‘’You have arrested that Nakacinda, yes, he may have committed an offence yes, there is presumption of innocence until proven guilty. He is a man of fixed abode’. If he is fearing to micromanage, why is he saying investigate before you arrest? Calling is not

micromanaging. The President has set a standard of how he wants things to be done. So, that is not interfering. If the President says arrest and give police bond and he calls an officer to tell them ‘why have you arrested without giving bond that is not interference. It is making sure that the standards that you have set are being followed. In any case, what does the law provide in terms of arrests?”

Kambwili called for an end to what he termed as extra judicial punishments against perceived political opponents.

“What is extra judicial punishment? This is where you detain someone. Detaining someone is imprisonment. So, me I was imprisoned for four

days without being found guilty; that is what is known as extra judicial punishment. And this is what my friend HH and I discussed that it should never happen,’’ Kambwili explained. ‘’Now, people are just drunk with unknown powers and become insecure because they have found that power is so sweet and they don’t want to lose it. And on top of that they feel if we fix our opponent then I will be there for life, but political power

is such a very temporal power. I hope and trust my brother Musa Mwenye and Gilbert Phiri will not let me done. I worked with Musa Mwenye as Attorney General when I was in Cabinet. I don’t think he is a man who can be interfered with and

told to do wrong things and accept. My interaction with Gilbert Phiri, who was extremely upset at the way magistrate (David) Simusamba used to behave towards me, to the extent that we had to complain to the Judicial Service Commission, I have a lot of respect for these two gentlemen just like I had a lot of respect for President Hakainde Hichilema but he has let me down really badly.’’Kambwili advised President Hichilema to be tolerant of criticism.

‘’When you are a leader, you should have a thick skin. Look at what happened to those boys. It was very unfortunate for those boys to insult the Head of State but on the other hand you must know that

they are only in grade four. They did not even understand the consequence of their action. If I were President, it’s such people that you even call to State House and let them be mentored and go home and warn not to do it again,” said Kambwili.

I’ll Speak In August … The Special Month Of New Beginnings- Bowman Lusambo

Kabushi member of parliament Bowman Lusambo has extended his “leave” from all media engagements to August, 2022, saying the eighth month is a very special month even in the Bible as it talks about new beginnings.

Speaking with Daily Revelation, Lusambo had earlier said he had gone on leave until July, 2022 but said he has extended that to August.

“I am in Parliament but I am on leave from media statements, media response. I am just working in parliament,” Lusambo said, but asked why a person who is known for talking had suddenly gone quiet, and if there was something that has gone wrong to have quietened him.

In response, Lusambo said he would answer that question when he calls off his leave.

Asked how long that leave was, he said: “Until August (2022).”

“I will answer that question in August, why August,” he said.

Asked on assertions that he was planning to defect to the ruling UPND, Lusambo said: “I will answer in August. Now I don’t want to respond to any media house, any statement, any response. Nothing. Until August.”

But asked again if it was true he was joining UPND, Lusambo insisted that he would answer that question in August, and maintained the same answer when asked if he haboured any intentions of working with President Hichilema.

“In August when I come back into media action I will answer everything from you,” he said.

Asked if there was something big he had planned for August, Lusambo said August was a very special time.

“Even in the Bible when you go back in the Bible, August is very special,” Lusambo said, put to him that the month symbolised new beginnings, he said: “The new beginning! Exactly! Exactly! That is August. Then you know what I am talking about.”

Asked with emphasis that what he meant was that there will be a new beginning for him in August, Lusambo said: “No! That is just the month, August that is what it implies in the Bible. The subject of witchcraft is one of those that most of us find extremely unsettling.

It is easy to understand why this is the case when one looks at the subject of witchcraft contextually. Our context in relation to witchcraft is that most of us today identify as Christians, and it is the case that Christianity itself is diametrically opposed to witchcraft. As a matter of fact, the Christian Bible tells us that; “Thou shalt not suffer a witch to live” (see Exodus 22:18). This is our current context. However, this context of stern opposition against witchcraft has not always been the case. Here, a brief look at history will suffice. Before colonialisation, most if not all African societies including Zambia, were epitomised by a culture that exhibited strong beliefs in matters of witchcraft and traditional medicine among others. This is not what most of us would like to hear today, but this was a way of life for our forefathers. With the European explorers, missionaries and eventual colonialisation, came the view that the larger part of African culture was primitive, savage and backwards. Of course, these perceptions extended to the practice of witchcraft and traditional medicine among others.

Because of the forgoing, the indigenous culture of our forefathers was gradually abandoned and replaced by the European way of life at the time i.e. Christianity. The whole idea of making our forefathers abandon their indigenous culture in favour of Christianity was to ‘civilise’ the so-called ‘savages’. Given this albeit extremely brief historical context, it is easy to understand why most of us today fiercely look down upon the idea of witchcraft.

Let’s face it, despite our stern opposition towards witchcraft, most of us have heard, and at times continue to hear stories about witchcraft. Growing up, some of the most fascinating stories we would hear was how the infamous Adamson Mushala used to apply witchcraft to cause a lot of trouble with authorities, particularly State House. According to the story, dubbed the legend of Mushala, the man used to invisibly dine uninvited with our beloved founding father Dr Kenneth Kaunda – only to leave a note at the end as evidence – thanking the head of state for such a sumptuous meal. According to this story line, the late Mushala gave the army, police and other law enforcement officials a run for their hard-earned money. This cat and mouse game between Mushala and law enforcement officials continued until the latter apparently used charms to be able to capture and eventually kill him.

Apart from Mushala’s story, the other story that comes to mind is that of an elderly man fondly known as Zagwa Zata. The background of the story is that Zagwa Zata wanted to sort out a small problem of having his beehive stolen by some unscrupulous persons. After making some preliminary investigations into the issue with all members of his village, everyone therein refused to have anything to do with the missing beehive. According to the story, the only thing that Zata said was “no problem at all, the thief will by tomorrow voluntarily confess to the crime and handover my beehive”.

Sure enough, the following day, there was pandemonium in the village as bees were seen accompanying a named boy to his school. These bees followed him around everywhere he went including the school’s grass thatched toilet. Apparently, this was to give the boy some kind of gentle reminder of the crimes he had committed the previous day. The boy in question, now with a swollen face from having been stung, wasted no time in rushing back to Zagwa Zata’s village on a bicycle with bees chasing him. Once there, the boy had no trouble confessing to the theft and eventually returning Zagwa Zata’s beehive. Case closed and bees disappeared without stinging anyone else. Even today, the media sometimes carry similar stories of persons engaging in witchcraft to sort out issues here and there. But what is the point of sharing these witchcraft stories here? Well, the point is to demonstrate that if it is the case that these stories are in fact true, then whether we like it or not, it would imply that witchcraft has potency.

Needless to say, the above given stories and many other similar stories on witchcraft sound extremely fictional, and it is easy on our part to simply write them off as merely being just that…stories…nothing more, nothing less. However, our aim here is not to determine whether witchcraft is indeed real, or whether it is simply a figment of our imagination. For our purposes let us take a step back and engage in a thought experiment. In this thought experiment, let us assume that indeed witchcraft is real and that it has potency.

If the forgoing is the case, can witchcraft be harnessed to solve the many problems Africa faces today? For instance, one of the serious problems faced by African countries including Zambia, is corruption and theft of public resources. Would it be possible to harness the power of witchcraft to make all those persons involved in corruption and public theft give back proceeds of their crime, in the same way that Zagwa Zata used witchcraft to make the boy voluntarily confess to his crime and return his beehive? Granted that this can work at an individual level, but how can this work at the national level, one may ask?

Well, we can have, let’s say, a department of witchcraft as part of our law enforcement agencies. This department would be responsible for casting spells, among others, on all those that have stolen public funds and probably giving them ultimatums for bringing back these. Imagine cheeky bees tirelessly chasing those crooked politicians around until they voluntarily confess to their crimes and handover the proceeds of crime to the Drug Enforcement Commission (DEC), or the Anti-Corruption Commission (ACC).

Experts are agreed that financial crimes are amongst the most expensive crimes to fight. So, imagine the huge saving that would be made in terms of investigative resources if criminals were to voluntarily hand over themselves together with the proceeds of crime.

Let us now look into the issue of transport. Most of us have heard stories with regards to how transportation works within the apparent practice of witchcraft. Assuming this were true, imagine how revolutionary it would be if these practices were to be adopted and adapted at a larger scale for everyone to use. To exemplify this, let’s for instance consider the fact that most people agree and believe that “time is money”, and that time is thus important. If that’s the case, just imagine flying from Lusaka to Vubwi, Nakonde, Mwinilunga, or the UK, let’s say, on a broom or shomeka in just a matter of seconds. This would obviously not only be beneficial in terms of speed and thus saving time, but it would also be environmentally friendly in the sense that there would be no carbon emissions resulting from this form of transportation. The forgoing would be unlike the case with the current jet fuel propelled engines that burn a lot of gas and deposit all sorts of toxic waste into our atmosphere.

Similar to transportation is the issue of communication and entertainment. At the moment, these are largely dependent on satellite or cellular technologies. As a result, telecom companies for instance pay a lot of money just to use these technologies. Of course, the financial burden of using these ultimately rests on us the consumers of these services, that is, you and me. Just imagine how much monies we pay for our satellite or cellular dependent services such as internet, phone calls or DStv services. On the flipside, most of us have probably heard a thing or two about how communication obtains within the practice of witchcraft. One thing is for sure…this kind of communication does not depend on expensive satellites hovering hundreds of meters above us in space.

In this regard, there could be a window of opportunity for us to adopt and adapt witchcraft communication and make it available for everyone in society. Imagine the joy of having DStv premium for free on a specially designed television. Imagine the joy of using free internet on an interesting looking gadget. Imagine the joy of making unlimited free calls from an indigenous cell phone made in Chiengi. Obviously, the only persons who wouldn’t be joyful if this were to be the case are those who currently make huge profits from selling the above-mentioned services.

Assuming the forgoing witchcraft practices could be harnessed and properly packaged, this would undoubtedly amount to technology that would not only develop African countries, but these countries would also export these technologies to other parts of the world. No doubt about it, such technologies would revolutionise and change the world as we know it today. Such technologies would definitely be hot cake, if you like, on the global market.

At this point it is fair to say that we have thus far assumed a lot of things. This can be forgiven if one bears in mind that this has simply been a thought experiment. The assumptions given in our thought experiment seem so bizarre and out of this world. However, you would be surprised to note that even the most industrialised countries around the world have entertained such bizarre and crazy thoughts before, or at least something similar. For instance, it is on record that one of the world’s most prestigious spy agencies, the Central Intelligence Agency (CIA) has in the past carried out experiments with witchcraft (the so-called psychics) with the aim of utilising their supposed supernatural powers for espionage purposes.

Latest FIC report could greatly contribute to graft fight, notes TIZ

TRANSPARENCY International Zambia (TIZ) says it is elated that President Hakainde Hichilema has given his word that the trends report will be forwarded to law enforcement agencies in its original form for them to take action on the issues raised.

In a statement, TIZ said the Financial Intelligence Centre (FIC) 2021 trends report shows an attempt at being comprehensive, and provides sufficient information on which government and other stakeholders can design measures to address crime concerns highlighted in the report.

“We therefore implore law enforcement agencies to demonstrate proactiveness in instituting investigations into all the issues highlighted in the 2021 trends report, and we look forward to those

involved in any impropriety in this regard being made to fully account for their actions,” executive director Maurice Nyambe said.

He said the report contributed significantly

to the fight against corruption.

“The 2021 trends report has the potential to contribute significantly to the fight against corruption and the promotion of good governance,

if law enforcement agencies take a proactive approach in following up the cases featured in the report,’’ Nyambe said further. ‘’TI-Z would like to address some more specific aspects of the 2021 report and to share recommendations we are making to government in relation to the issues raised in the report.’’

Nyambe reminisced on the various FIC reports and how the government and public reacted.

‘’The 2021 report, which was released on Thursday 23rd June 2022, is the 7th trends report to be released since 2014, and covers a critical year in Zambia’s democratic history. The year 2021 is notable due to the holding of the presidential and general elections amidst a politically volatile environment and an elevated impact of the pandemic. The report also comes after a change of regime, from one which muzzled the operational independence of the FIC – a concern we raised in our response to the release of the FIC annual report in July last year – to one that seemingly has the political will to combat corruption,” he said. “We have noted that in 2021, the FIC analysed a total of 211 Suspicious

Transactions Reports (STRs) out of which 44 intelligence reports were disseminated to law enforcement agencies. The value of the

disseminated intelligence reports was K3.56 billion compared to K3.14 billion in 2020 and K984 million in 2019, entailing that there has been an astonishing 262% increase in these transactions over a two-year period. A more detailed analysis revealed that the majority of STR received were about large or unusual cash deposits and

withdrawals, as well as large or unusual inward remittances from companies or individuals that were awarded government contracts. It is clear from the analysis that while the number of STRs received by the FIC has been increasing over the years, the number of cases analysed has reduced from 425 in 2017 to 211 in 2021, entailing a reduction of around 50% over four years.“

Nyambe noted however that the 2021 trends report was based on less than 8.2 per cent of the STRs reported.

He said this suggested that the actual losses due to corruption and other financial crimes were likely be far greater than the reported values.

“TI-Z is gravely concerned by this as we believe that it does not provide the full picture of what is transpiring in relation to financial crimes. This makes it difficult to design measures intended

to address these crimes as the full scope of the same is clearly not known,” said Nyambe.

“During the year 2021, the FIC froze a total of 55 bank accounts held with eight commercial banks to allow for further verification and analysis on suspicion of theft, corrupt activities, tax evasion and money laundering. The amounts frozen were US$ 30.3 million, K292.8 million and EUR1,685.31. While TI-Z commends the seeming proactiveness

of the FIC in this regard, we are of the considered view that the report should have gone further to give an update of the status of the verification and analysis of the suspected corrupt activities

associated with those accounts. Is the verification still going on? Do the accounts remain frozen? When will the nation be updated about the results of this verification? These are some of the questions that arise as a result of the limited information the report has given on the frozen bank.”

Sadio Mane Becomes the Highest Paid African Footballer

Sadio Mane is now the highest-paid African footballer, followed closely by his former teammate Mo Salah. The Senegalese forward topped the list after his recent move from Liverpool to Bayern Munich.

With just one year left on his contract, the Senegal star decided to end his six-year tenure at Liverpool. According to The Mirror, he will earn a staggering £250,000 per week under his new three-year contract with Bayern, which is more than double what he was earning at Liverpool.

Mane was the joint 12th highest paid player at Liverpool, earning £100,000 per week despite being one of the best players at the club and in Europe. What’s interesting is that there were quite a number of average players earning bigger salaries than him at Liverpool.

To be paid a huge salary like what Mane is getting at Bayern Munich, one must be a world-class player. The German club offered Liverpool €41 million for Mane to secure Mane’s signature, and many fans are looking forward to seeing the Senegalese star at the Allianz Arena.

Seven of the top eight African stars in terms of earnings right now are Premier League players. Riyad Mahrez of Manchester City and Thomas Partey of Arsenal are tied for third place on the list, each earning £200,000 per week. The latter moved from Atletico Madrid to the North Londoners two years ago.

Partey’s teammate Nicolas Pepe, who has had a less than stellar career since making his club-record move from Lille, is also included on the list. The Ivorian, whose weekly salary is £140,000, cost the Gunners £72 million. Just 27 goals have been scored in his three years at the Emirates.

Wilfried Zaha, a fellow countryman who has spent the last eight years with Crystal Palace, earns just slightly less than Pepe. The winger has attempted to transfer elsewhere on multiple occasions, but each time the Eagles have resisted because they are adamant about keeping hold of their star player.

The only two players on the list who play outside of England are Andre Ayew of Al Sadd and Achraf Hakimi of PSG. Ayew movef to Qatar and joined Al Sadd in 2021, a team that had previously been coached by Xavi.

A Trends Report is just that; the job of the lawyers is to represent their clients legally. If the transactions highlighted in the FIC Report were conducted with the help of lawyers; it does not make lawyers criminals. They were just performing their jobs as lawyers. It must be appreciated that even if a a suspect (who is a client) admits “guilt” to his or her lawyer; it may not possible for a lawyer to be surely certain that the client is guilty. It may be that the client could be lying in order to mask up an issue on behalf of someone else, or other factors may be at play.

However, there are safeguards and standards in place to keep lawyers honest: they cannot lie if they do know information pertaining to their client’s legal guilt, and they also cannot offer evidence they know is false. On the other hand, lawyer-client privilege protects communication between the lawyer and his/her clients. Nonetheless, the most important thing to remember is that it’s not the lawyer’s job to discern true guilt. It is the court which decides and makes judgement as to whether a suspect is guilty or not.

The Law Enforcement Agencies have the mandate to fight and stop criminality in whatever form. They must investigate, arrest and prosecute offenders within the confines of the law. The LEAs must present their evidence to courts of law and allow the courts to determine the guilt of a suspect. Thus, the due process of the law must be followed; the constitutional presumption of innocence must be observed and the prosecution must prove their cases beyond any reasonable doubt since the the burden of proof is on them: Putting the burden of proof upon the prosecution means the point of trial is all about either proving or failing to prove that a suspect is guilty of the crime that he or she has been charged – it’s not knowing whether or not that a suspect is actually guilty.

Amazingly, the FIC Trends Reports and some sections of society want lawyers to be part of the prosecution. This is like indirectly promoting injustice: Lawyers have a legal responsibility to their clients that they must uphold. It must be also be understood that in court, “factual guilt” is distinguished from “legal guilt.” Hence, “factual guilt” is not what is discussed during trial (the question of whether or not a suspect is actually guilty); rather, the issue (which is discussed) at trial is legal guilt: Is the prosecution able to present enough evidence to prove the charges presented against the suspect “beyond a reasonable doubt”?

Ultimately, the reason most criminal defence lawyers wouldn’t ask a suspect if they’re actually “guilty” is that the question is not relevant to the case. Besides, it’s not the job of the lawyer to find out; their job is to defend defend their clients (suspects), and put up a solid and fair case – The lawyer’s job is to “keep the system honest.”

UPND must forgive Kalandanya singers, pleads MMD president Nevers Mumba.
Artistes have released a new single hit tagged ‘Chalo Morale’ produced under Kalandanya Music Promotion and featuring musicians some of whom sang campaign songs for the former president Edgar Lungu in which then opposition leader Hichilema was demonised.
The song features artistes Ricchy Bizzy , Nez Long, Chester, Kay Figo, Organised Family, Dandy Crazy, JK, Shenky, Wille, and Kayombo.
The song, that is filled with praises for President Hakainde Hichilema, talks about the need to give the President the morale to work extra hard.


Neither the UPND nor President Hichilema has reacted to the song that hit social media over the weekend.
But Mumba said UPND members must emulate President Hichilema who has forgiven former president Edgar Lungu for incarcerating him on a charge of treason while he was in opposition.


“It is gratifying to know that President Hichilema forgave former
President Edgar Lungu for the unfortunate imprisonment,” he said.
“Members of UPND must emulate this gesture and forgive the Kalandanya singers whose crime was only to sing songs of praise for the then
sitting President. If these singers will be vilified, then we would be planting a seed of vengeance for anyone singing for President Hichilema after he leaves office,” Mumba said.


Mumba said in his Facebook post that uniting the nation was a huge task that called for strong and brave hearts.
“…Hearts strong enough to forgive those that have injured us in the past. It’s a project many people cannot undertake to the end. The emotions


of yesterday’s pain will always stand in the way. We remain convinced that the desired development of our country cannot become a reality until national unity is realized,” he said.


Mumba noted the mixed emotions surrounding the trending story of the Kalandanya musicians who sang praise songs for Lungu but are now singing for President Hichilema.


“Some suspect that they are turncoats who ate off the PF plate and now want to eat from the UPND plate. Others believe that a musician is a business person who can sing any song he wants depending on the prevailing situation. Whichever side you are on, I think this is a perfect example of how difficult the call to unity is,” said Mumba.


“A word to UPND members who feel these musicians are singing for purposes of ‘eating’ with the new ruling party or that they are trying to hide their offences behind their support for UPND: King David dealt with this matter during his time when he had to educate the soldiers that went with him to battle and those who remained behind. His ‘followers’ said, those who didn’t go with them should not eat of the spoils. David declared that the victory that God had granted was not just for the few who fought but for every one in the kingdom. This is how you foster kingdom unity.”

PARAMOUNT Chief Mpezeni says he has clocked 40 years on the throne because God
has a purpose for him.
He says politicians should learn that the country can only have one head of state at a time stressing that “those with ears have gotten my message. I have spoken”.


In an interview, Mpezeni, who clocked 40 years on the throne on June 19, 2022, said his tenure has not been without difficulties.
“Yes, I have clocked 40 years on the throne. I cannot say I am doing good things or what but God has a purpose for me to still remain here.
I can’t say God did not love those who didn’t rule beyond 40 years, no. God has plans for each one of us and we all have our days,” he said.
Mpezeni urged traditional leaders to respect people.


“We are leaders because of the people so we need to respect people all the time. We should learn to respect each other. Everything comes from God. I am a leader today because of God and God loves all of us,” he said.
Mpezeni urged politicians to support President Hakainde Hichilema.


“We don’t have any other President apart from Hakainde Hichilema. Politics kwamene uko, koma Mulungu etipasa kale HH. Chikuleni manje
nikumupatsa ulemu (Politics should go away. God already gave us President HH. The big thing now is to respect him). I became a chief at a young age but because of respect, I am still there. I respect people and they reciprocate that,” he said.
Mpezeni counseled politicians to avoid unnecessary confrontations which are counterproductive.


“It’s not good to be fighting all the time. We cannot be happy to see people crying. When you are a chief, you face different things and
people. You meet people who are insane, people who will always oppose you but they are all your people. So now, everything is in the hands
of Hakainde,” he noted. “Even now, HH will face different types of people and he is supposed to take care of them.”
Mpezeni said it was always difficult to foster development when people are quarreling.


“Where there is confusion there is no development. Even at home if there is confusion just know that there will be hunger in that home.
If I don’t cooperate with my wife, it means we are going to invite poverty,” he said. “Those with ears have gotten my message. I have spoken! These politicians can be there for five years or 10 years but I have been there for 40 years. It’s not a joke.”
Mpezeni reminded politicians to respect traditional leaders because they come from chiefdoms.


“Mweo banthu andale muchoka kwa a mfumu, muyenela kumvwa zokuunzyani
mafumu. Mfumu ndiye kholo lanu (you politicians you come from traditional leaders. You need to listen to them. Traditional leaders are your parents). God created us and the presidents come from us,” he said.


Mpezeni also said good traditional customs should be supported and bad ones should be discarded.
He said he recently outlawed the exposure of bare breasts by Ngoni women because it was controversial.
Mpezeni urged traditional leaders to discourage early marriages and ensure children get an education.
Mpezeni was enthroned in 1982 at the age of 25.

Whilst you’re talking to IMF, you’re also trying to pass deals in what I would consider a criminal manner, Raphael Nakacinda has told the UPND government off.

The PF Chairperson for Information and Publicity said that whilst the New Dawn Administration is pushing for the IMF deal, there is an alleged $100 million deal to do with ministry of health infrastructure in selected parts of the country which was single sourced.

He challenged Health Minister Hon Sylvia Masebo and Finance Minister Dr Situmbeko Musokotwane to update Zambians on the said deal which he termed as a hot potato sitting on the laps of the duo.

Hon Nakacinda said this when he addressed the Media at Lusaka’s Supreme Court Grounds today.

“This morning, as we continue to zoom in behalf of the Zambian people, I have come to basically challenge the Minister of Health Hon Sylvia Masebo, the Minister of Finance to be able to update the Zambian people on an alleged scandal that is a hot potato on the laps of Hon Masebo and on the laps of Hon Musokotwane who has been turned into a postman, rushing and going to…every morning going to post office to check whether there is a mail from IMF whilst there are deals that are being undertaken,” he said.

“There’s an alleged $100 million deal to do with ministry of health infrastructure in Southern, Western and North Western provinces which was single sourced. Whilst you’re talking to IMF, you’re also trying to pass deals in what I would consider a criminal manner. Because I’m this country there are no laws, regulations or any such procedure that would allow for single sourcing for any project or indeed any service to the tune of $100 million.”

Hon Nakacinda also challenged President Hakainde Hichilema to search his conscious and “peep into that hot pot whether or not that deal does not exist.”

He stressed that single sourcing for projects that amount to $100 million is a big scandal.

“So we want madam Masebo to speak to the Zambian people whether the binoculars lenses are still as effective as it was on matters to do with former KCM Provisional Liquidator Mr. Milingo Lungu,” he said.

On the court case for former president Edgar Chagwa Lungu’s aide-de-camp and Deputy Police Commissioner, Chisanga Chanda, the PF MCC said “you have witnessed what’s going on in the courts. We are hoping and continue to trust that justice will prevail.”

Mr Chanda appeared in court for allegedly aiding a fugitive and murder suspect. The 53-year-old is charged with being an accessory after the fact to a felony, and is appearing before the Lusaka High Court.

We are not apologising to anyone over any missing goat but merely stating facts as they are and our attention has been drawn to the hullabaloo surrounding attacks on State House by bitter political jackals whose holidays in the Foreign Service have been cut short by the fact that Zambians kicked out the PF that sent them there.

Recently, there has been attack after attack against people who are working at State House to a point where someone shamelessly asked President Hakainde Hichilema to replace his entire media team on account of being weak, misleading him, or just being incompetent.

We are not surprised because we know how this same goon was ever crawling to State House when Lungu was in power with only a cheap phone and a selfie stick each time Lungu had an event so that he could be recognised. These are the same chaps who turned State House into a paddock of hyenas where cadres could use the premises to shoot music videos for the ruling party.

When his friends at State House realised that they could not sustain him through handouts, they even pushed for a transaction and made him one of the so-called media consultants for the PF between 2015 and 2016 so that he would at least have something to keep him alive and stand on his own.

After the PF won, the chap positioned himself for a Foreign Service job and because the State House rank and file then was misled into believing that this chap was relevant to their cause, they sent him into Foreign Service. Do not get us wrong; we are not against any of our colleagues who were in foreign services but a few knuckleheads because of their foolishness.

When the 2021 elections neared, these are the same chaps who were recruited and used to do propaganda for the PF. Just before elections, these are the chaps who were shipped into the country and were part of the nerve system of the PF information centre which was stationed at State House to spin everything in its favour.

While the same people he wants to be fired today were ducking bullets in Western Province with HH, these are the chaps who were recruiting some useless international bodies to conduct opinions polls that favoured the PF.

When HH was sleeping in filthy cells with faecal matter, these are the hoodlums who were recruiting Lungu’s praise singers led by the Dununa choir to produce songs to insult HH. Today, they are attacking Frederick Misebenzi, Brian Mwiinga and Clayson Hamasaka.

Their bitterness of course is derived from the fact that most of those who were in the Foreign Service did not see the end of PF. They were so puffed up with luxurious lives that they thought it would rain again and never planned to come back to Zambia sooner. Up to now, they do not know what hit them. They have failed to come to terms with the fact that the same HH they despised day and night is now in State House to which they no longer have access.

They are bitter that the same young men Brian and Fred whom they wanted dead are today holding these privileged positions which they, themselves, have never held and will probably never hold for the remainder of their miserable lives on earth. These bloody job-seekers today want to become advisors to HH but just how? Why are they sympathising with HH today? What has changed?

They think that HH is dumb that by making these wild allegations against the team he has assembled to work with, he can be pushed into firing them and probably give these PF maniacs jobs. These shameless tomfooleries and tribalists seem to have a problem that those they called the minority are today walking in the corridors of power whole they are standing afar.

Today, they call themselves communication experts; making themselves more enlightened than others. They are confortable to accuse others of having failed but are not willing to tell the nation what they did in their tour of duty in the Foreign Service other than flaunting designer clothes on social media with their ambassadors. What has pained them most is that they may never have that life they led again in their lives.

The women they mokeyed around with have disappeared like mist. There is a significant dive from the expensive lives they led back to their squalors around Lusaka and because they failed to invest, they, like squirrels, have retreated into their burrows because even those who used them like borrowed guns no longer have use for them. Yes, some of them may have found jobs as communications chakuti chakuti but that cannot be compared to what they had beyond the horizon.

They thought HH is gullible that he would let them continue in their positions after he formed Government but they goofed. They are a bunch of societal misfits who are still basking in PF’s past glory where they crushed others in order to get to the top. Old as they are, having retired and wasted their retirement packages, they have come back with nothing apart from yellow teeth and Facebook accounts which they are using to write rubbish about others.

They are trying their luck thinking they may be heard and have a second shot and will not stop at anything in their quest to demonise innocent people; the same people they wished dead during Lungu’s tyrannical reign.

Today, they feel those at State House are not working because they were accustomed to the mediocrity of yesteryears where State House was used as a playing field for cutting corruption deals and propagating party functionality. Because these men at State House have no time for political gibberish and cannot be accessed by feeble-minded junkies like these rascals, the only way out is to go on social media and call them out.

This is the problem that HH himself talks about. Some people are so used to abnormality that they cannot agree with those who are trying to revert to normalcy. The people at State House are not plumbers. They are trained journalists who understand information dissemination probably better than those who are whining today.

Opportunities take us to different directions but the fact that one has worked for an international media organisation as a stringer does not make them any better than others who may not have had the same opportunity. To those who are being abused by these returnees, please, continue being professional. Do not throw stones at every dog barking at you. The sounds of frogs must not make you not to draw water at the well.

The darkness of night cannot stop the light of day. The reason children are able to get over pain is not because they have nothing else to worry about. It is because of their heart. Ignore these bitter souls and remain to the cause true, just like the needle is to the pole. We shall put them in their rightful positions ourselves.

Dear President Hichilema,

Re: The setting up of an AFRICOM office in Zambia

It is now public knowledge that the United States Department of Defence (DoD) is about to set up an Office for Security Cooperation at the Mission in Lusaka and that you have been party to its facilitation.

1. According to the United States doctrine document of 2017 that provides the policy context under which AFRICOM operates, “Security Cooperation encompasses all DoD interests, programs, and activities with foreign security forces (FSF) and their institutions to build relationships that help promote US interests, enable partner nations to provide the US access to territory, infrastructure, information and resources; and/or to build and apply their capacities consistent with US defence objectives”.

2. Subsequently, the tasks of AFRICOM as outlined by General Steven Townsend are:
(i) Maintaining America’s strategic access and influence,
(ii) To counter threats to the United States that emanate from Africa,
(iii) To counter narratives from China and Russia – United States’ strategic competitors,
(iv) To respond to crises – humanitarian assistance, disaster relief, threats to US embassies.

Given this understanding of the doctrine behind “Security Cooperation” and the tasks of AFRICOM, it is a serious mistake to go ahead with the setting up of the planned office. “Security Cooperation” is a United States imperialist agenda and AFRICOM is a tool for its execution.

Since its creation, AFRICOM has slowly increased its creep throughout the continent, establishing agreements with countries like Niger, Ghana, Mali, Equatorial Guinea, Nigeria, Kenya, Senegal and a host of others to use airfields and bases to refuel aircraft, deploy troops and conduct surveillance operations. These sorts of technical agreements and outposts are what anthropologist David Vine and others refer to as “lily-pad” bases. According to Joeva Rock (2018), recent intelligence suggests that there are about two-dozen “lily-pads” across 20 African countries.

Even though in collaboration with national, international and regional partners, AFRICOM conducts Military Information Support Operations (MISO) to support the US Department of Defence’s communication efforts specifically designed to improve regional stability and security cooperation. Critical information provided by these partners, which goes a long way to be beneficial to counterterrorism operations or contributes to the force protection of the US, is not reciprocated, aside from limited non-lethal assistance. So far, AFRICOM’s operations, exercises and security cooperation assistance programmes with African governments have supported US Government foreign policy in areas of trade, economy and defence, and do so primarily through military-to-military activities and assistance programmes rather than yielding dividends to the cooperative countries.

In the follow-up discussions that arose after the official announcement of the setting up of the Office for Security Cooperation, both the US Mission and your Minister of Defence unsuccessfully belaboured to make a distinction between the setting-up a “military base” and an “office”.

Ironically, this is the same argument that has been used in all other countries where US military presence became a reality. Since the setting up of bases is politically problematic, as evidenced by the resistance of the African masses since 2008, the setting up of offices and other “soft approaches” (joint military exercises, training support, scholarships, disinformation campaigns, etc) have become the preferred hybrid approaches for AFRICOM. These approaches are the “Trojan horses” that allow and enable a scope creep that is politically easier to manage. With such approaches, public resentment is moderated and AFRICOM can achieve its objectives with minimum public resistance.

The example of Ghana helps to elucidate this fact. When Ghanaians protested against AFRICOM presence, the US Mission in that country categorically stated, “We are NOT setting up a base in the country.” The arrangement was described as a mere “Status of Forces Agreement”. Through this agreement the US military (and its civilian and contractor force) are allowed “unimpeded” access to already existing facilities, notably Kotoka International Airport in Accra and/or Takoradi Airport, as well as others appointed either for exclusive or joint use. The agreement further allows for (i) training; (ii) transit; (iii) support and related activities; (iv) refuelling of aircraft; (v) landing and recovery of aircraft, accommodation of personnel; (vi) communications; (vii) staging and deploying of forces and material; and (viii) humanitarian and disaster relief exercises within these designated facilities. Today, there is a base at Takoradi (Ghana’s oil city and home to Halliburton and Kosmos Energy; US companies), where AFRICOM has access to deploy “rapid reaction forces across the continent”. Additionally, AFRICOM hosts courses at the Kofi Annan International Peace Keeping Training Centre in Accra. It also holds joint training with Ghanaian armed forces and conducts missions referred to as “humanitarian”.

The example of Ghana and many others points to a stark reality: We MUST NOT trust any military arrangements made with the US on our continent. The imperialist interests of the US cannot be similar to those of the African masses. If anything, it is a new form of enslaving our continent – and you, Mr President, should not go down in history as having been a party to this.

Since gaining independence in 1964, Zambia has followed a non-aligned approach in its military doctrine and foreign policy. This is about our existence, dignity and sovereignty. Non-alignment has allowed Zambia to avoid the trappings of big-power global politics. The relative peace our country has enjoyed is to a large extent because we chose to be non-aligned in a world that was dangerously divided.

As the geopolitical landscape moves towards a multipolar world, it becomes even more important that Zambia acts with great caution in how it navigates this landscape. The step you have taken on AFRICOM is therefore retrogressive and has the potential to diplomatically isolate Zambia in the region as well as endanger the security of our people in the medium and long term. Zambia and our defence forces MUST NOT be used to:

– Maintain United States’ imperialist economic and political access and influence,

– Serve as battleground to counter threats to the United States that emanate from Africa,

– Counter narratives from China and Russia. These two countries are not our enemies. If anything, they have been on our side when our continental liberation required support and also when Zambian security was at stake.

– Play a role in AFRICOM’s double-edged sword of humanitarian assistance, disaster relief, and other responses.

We therefore sincerely request you to:

1. Rethink and cancel the agreement that has been signed. It cannot be in the interest of the Zambian and African masses.

2. Make the signed agreement available to the Zambian public so people can make an informed judgement about what it entails.

SP National Mobilization Committee member Chrispin Chiinda said the country is currently in a mess adding that the UPND has proven to be a capitalist organization without home grown solutions.

Mr Chiinda said the economic challenges ordinary people are faced with don’t need speeches as the effects are felt in homes.

He said this 5FM’s “The Burning Issue” program yesterday were he was joined by other party members who shared their views on pertinent national issues.

“For how long will our copper be exploited? How long are we going to stay without enjoying our treasure? Our God given treasure is copper but for how long are we going to stay without enjoying our own natural recourses? For how long are we going to stay without depending on ourselves,” he wondered.

Mr Chiinda, alias Chris Mall, implored citizens to take time to understand the ideology of the Socialist Party.

He said the SP prioritizes the welfare and needs of ordinary citizens and that why is why the party is attractive and currently, the fastest growing opposition establishment in the country.

Meanwhile, the community leader said he would not say anything bad about the PF because as much as the former ruling party had bad eggs in it, it also had good men and women that meant well.

“We don’t want to say anything bad about the PF. PF as a political party had bad eggs but it also has good people from whom we have learnt a lot of things. And yes, it had its own weaknesses but also its own strength,” he said.

“In this country, the problem that we have is we try by all means to tarnish other people’s names. Look at what is coming out from the so called Honey B scandal. Its now coming out that the Honey Bee Scandal was a hoax – this is according to a Parliamentary committee on health led by a UPND MP and that is the information now coming out from there. So it is very unfortunate that through malice and propaganda, individuals are dented.”

Mumbi Phiri, like HH and five others, in 2017, has today counted 127 days in Mongu prison detention for murder of Lawrence Banda, without trial.

Obvious Mwaliteta and five others counted about 365 days in detention and trial before acquittal.

Mumbi Phiri played her part or commented on the two Lusaka political detentions plus the Kaoma murder of Lawrence Banda of Lusaka in 2019 among others.

Fast forward to 2021. Mumbi Phiri is not reappointed as PF Deputy Secretary General.

PF is defeated in elections by UPND and HH.

In February, 2022, six months after UPND electoral victory and about 22 months after the murder of Lawrence Banda, Mumbi Phiri is arrested in Lusaka.

Firstly, Zambia Police that arrested and detained Mumbi Phiri in Lusaka, Kaoma and Mongu was there all along when Lawrence Banda etc was murdered and is the one in charge of guns.

Further, Zambia Police was also in charge of Public Order Act (POA) or ECZ electoral policing during the by-election.

In fact, Zambia Police is in charge of firearms licensing and has since been running firearm amnesty without facing the PF militia for the firearms during the run up to 12 August, 2021 elections.

On the other hand, Mumbi Phiri, at the most is only armed with her rabid tongue and cooking stick or nails, as in the fight at Parliament with Elizabeth Chitika.

Lawrence Banda, Nsama Nsama, Mapenzi Chibulo, Frank Mugala, Vespers Shimuzhila (teargassed) were killed or shot dead by the Zambia Police firearms.

Therefore, Mumbi Phiri’s detention for the murder charge and court case shall not just indict and expose the Zambia Police for corruption and unprofessionalism but also the UPND naivety and amateurism.

Mumbi Phiri’s detention exposes UPND amateurism as police attempt to use Mumbi Phiri as scapegoat to escape from the Zambia Police brutality that even EL asked IG to restore public confidence.

Zambia Police incompetence or brutality plus politicians interference are documented in the Lisimba Commission of Inquiry into Voting Patterns and Electoral Violence 2006 and 2016.

EL rejected the report. HH has not read it.

Mumbi Phiri may have interfered or carelessly talked but could not have commanded the police to shoot Lawrence Banda. Or her command is illegal.

HH has no such commands of restoration of public confidence in the police, as EL, to his ZP IG.

HH simply promoted and reinstalled the IG.

HH is also been exposed for his promises and lies and interference.

His praisers too are exposed for praising HH even for lies and hypocrisy and human rights violations or for blaming hearers of HH lies than condemn him for lies.

HH is unforgiving of murder suspects or his defamers yet forgiving of murder convicts.

Otherwise, HH must be bound by his promise or word.

For example, when UNIP Secretary General Grey Zulu in 1990, about 32 years to this day, in quashing the coup attempt, said the coup plotter or announcer Lt Mwamba Luchembe was a lone drunk officer, Zulu’s word was used as Luchembe’s defense.

In the end, the abuse of Mumbi Phiri’s human rights, abuse of the law than restoration of rule of law and abuse of the police through exaggerated charges exactly like of HH, Mwaliteta and the Barotseland activists etc expose HH and Police complicity more than Mumbi Phiri.

FORMER PF secretary general Davies Mwila says the recent interaction between President Hakainde Hichilema and Edgar Lungu during Sikota Wina’s funeral service does not mean the two are in good books, describing the chit-chat as “public relations”.

In an interview, Mwila said people should not expect Lungu to be in good books with President Hichilema when his family was being harassed.

“If you look at the whole circus for all the investigations, they are not trying to harass the children, they are harassing former president Edgar Lungu. It is more painful to harass your children than the parent. So my own conclusion is that all those harassment, interrogations and investigations they are doing on the former president’s children, it’s the parent they are targeting. My conclusion is that we’re human beings.

Do not expect Edgar Lungu to be in good books with Hakainde Hichilema. That is a blue lie. Let us face the fact and tell the truth. I can tell you that if I was in Edgar Lungu’s shoes, I cannot attend all those state functions that he is being invited to because he is being harassed,” he said.

“It is better you go directly to him than going to the children. I agree with him when he said ‘you cannot be going to my people who are close to me. If you want me, just come straight to me’. Why is it that the UPND government is going round in circles? Harassing children is more painful than harassing himself, the former president. All these investigations and harassment are all political. People must be open and say what they want to do rather than going round in circles. Those investigations they are doing are harassing the former president because blood is thicker than water. I can tell you, that is the position.”

Mwila said as long as President Hichilema continued to harass Lungu’s family, “there will never be peace”.

He added that the recent interaction between the two was just public relations.

“A normal parent has to get concerned. If it was me, I can be more hurt if you harass my children because it is more painful than hurting me. If you go to my children, they have nothing to do with politics, it is me who is a politician. So if you go to the children, what does it mean? You take the former first lady, you harass her, you harass the bodyguard, you harass all the children and harass all those close to the former president. What does it mean? In short, you are harassing the former president. It is better you harass him than harassing the family. And you expect him to go and attend the official launch at Mulungushi International Conference Center? That is a joke,” said Mwila.

“At Sikota Wina’s funeral, were they interacting? Do we know what they were talking about? I can tell you that was a pretence. Do not pretend. Let’s face facts. HH is a bitter person. If surely they were interacting, what were they talking about?

They restricted Tasila’s property by DEC, what does that mean? Of course, when you meet at a funeral, you have to greet each other. That does not mean that you are in good books. Let’s not pretend that all is well. Edgar Lungu is not happy, even me I cannot be happy. Of course, when they are at a funeral, you don’t expect them not to greet each other, they have to show public relations but in their hearts, HH knows what he is doing. Edgar Lungu knows his position. Let’s not trivialise and say they interacted and discussed. As long as Hakainde Hichilema continues harassing former president Lungu’s family, there will never be peace.”

New Dawn Ministers threaten to quit, accuses HH of undermining them

Several Ministers working in the New Dawn administration are unhappy with President Hakainde Hichilema’s style of leadership accusing him of undermining them.

The Ministers are now threatening to rise up against President Hichilema and resign from his government if he continues running government as a “One Man Show.”

The Ministers who spoke to Lusaka Times in confidence have challenged President Hichilema to publicly deny the accusations if they are untrue.

They said they have resorted to exposing his poor leadership style as a way of getting him to change but threatened that they will resign enmass if he continues with his style.

They accuse President Hichilema of micromanaging all aspects of his government including all appointments to government and parastatal roles.

They said even in Cabinet Meetings, no one of them is allowed to even oppose President Hichilema’s position on any matter presented to Cabinet.

“On appointments, no Minister has ever made any appointments, the list of how to appoint is brought to us and we just read the names. The list is done by him alone at State House. This is why some Boards are still not done up to now because only one man is doing everything,” one of the female Ministers said.

“This is why regional balancing of this appointments is becoming very difficult because they are coming from one mind,” she added.

Another Minister complained that all the Ministers under President Hichilema are treated like children.

“He doesn’t consult us, even in Cabinet, we just go to rubber stamp his positions. Do you know that he appointed all the Press Attachés? That is how bad things are in this government,” he said.

The Ministers explained that since some of the appointees know that they were appointed by President Hichilema, they have no respect for Ministers.

“Now what is happening is that some parastatal Chiefs know that the appointment letter came from State House, we are failing to direct or instruct them. They can’t follow our orders because somehow they know that they came through State House and therefore they will only listen to the President.”

One Minister recounted how some Board Members recently paid themselves irregular allowances and when they were questioned by the line Ministry, they rushed to State House and pushed that the Minister be sacked.

“They style of leadership has made our work very difficult. We are like robots and it’s very frustrating,” a Minister complained.

The Ministers stated that their working morale is at the lowest.

“This man (President Hichilema) doesn’t know how to work as a team. He doesn’t allow us to get allowances even on our foreign trips. If the host Country or organisation doesn’t cater for your allowances, you will struggle through out your visit because he has instructed controlling officers not to say us any allowances when we travel. How can we work like Children?”

“He doesn’t listen to us. He is very distant from us. The only Minister he is close to is Stanley (Kakubo) but all of us feel like we are serving in a government that doesn’t want us.” SOURCE : Lusaka Times

Patriotic Front Member of the Central Committee and Deputy Chairperson of Information and Publicity, Amb. Emmanuel Mwamba has expressed concern that former PF Deputy Secretary General, Mumbi Phiri has not been presented before the High Court, 133 days after she was arrested.

Speaking at the Supreme Court Grounds, Mr Mwamba wondered why Mumbi Phiri has not been brought before court.

He said this was contrary to frequent assertions by President Hakainde Hichilema who says police must avoid arrests until thorough investigations were completed or that matters must be brought before court promptly.

Mr. Mwamba said the law should not be used to oppress political opponents or be used for retribution or vengeance.

And Amb. Mwamba has also expressed concern about the arrest of a lawyer hired by the Patriotic Front to disburse campaign funds to pay media houses and other service providers during the run-up to the August 12th Elections.

He said there is no law in Zambia obliging a political party to disclose campaign funds or to be regulated on the use of electoral campaign funds.

He said the Drug Enforcement Commission was abusing the laws on anti-money laundering and proceeds of crime and were abusing it to tackle the issue of electoral campaign funds.

On Monday the DEC arrested Lusaka Lawyer, Ann Mwitwa of Ann Mwitwa Legal Practitioners on charges of being in possession of property reasonably suspected of being proceeds of crime.

But Mr. Mwamba said all these actions by the DEC were designed to cripple the Patriotic Front and punish whoever was associated with the former ruling party.

He said it is for this reason that the DEC had also seized campaign vehicles of the party across the country in a clear move meant to paralyze the operations of the Patriotic Front.

He urged the DEC not be an active tool of oppression of the UPND and its desire to destroy the Patriotic Front which is an active participant of the democratic process in Zambia.

Socialist Party (SP) National Mobilization Committee member Chrispin Chiinda says he would have been an MP if he chose to go independent last year.

Mr Chiinda, alias Chris Mall, who was a member of the Patriotic Front (PF) prior to joining SP said being left out in the adoption process by the former ruling party was quite frustrating.

He joined the opposition SP after consultations and a resolve that it was time to make a progressive step in his political journey.

During 5FM’s “The Burning Issue” program today, he said that very few have done the things in their respective constituencies that he has done.

“In 2014 I joined the PF and in 2016 I applied to be adopted as a member of Parliament, I was not adopted. I was asked to support the person who was adopted who was madam Nkandu Luo. For me I accepted, it was my first time. In 2021 I went back to the community, we did a lot of things and I think my story is clear to the people of Munali and also it was very clear in the PF that the things I have done very few have done them in their respective constituencies,” he said.

“But to be left out and just to adopt someone else I think it was quite frustrating but I think I still believe in team work. I still believe that in one way or another, we should be able to deliver to our people in Munali.”

He further explained that he did not stand as an independent out of believing that “we can still work together as a team.”

Mr Chiinda said he did not want to portray a picture as if he was power hungry and selfish such that he needed to be in Parliament by all means.

And the community leader said he realized that he had been a socialist his entire life after joining the political party.

“When I went to Socialist Party, I was put in a class just to understand and when I understood it, I realized that I have been a socialist all along. Because all the community work that I have done, I have done them in the courtesy of the community and full participation of the community, and I am not claiming any on the things I have done there because we have done them,” he said.

“Even the roads that we resurfaced in Mtendere, the bridge that we built in Mtendere, the one by two classroom block that we built in Kalikiliki, the one by three classroom block that we started in Chelstone, the toilet …ablution block that we built in Kamanga at Kamanga market, all that was for the community.”

Mr Chiinda’s desire is for people to remember him for the things he has done in various communities.

THOSE who are saying we should stop referring to PF it’s like asking people to stop talking about the devil when the devil is busy tempting people to join his kingdom of hell, Cornelius Mweetwa has said.

Addressing the media at the party secretariat in Lusaka on Friday, the UPND spokesperson said people should not ask the ruling party to stop talking about the opposition PF.

Mweetwa said this following remarks by PF media director Antonio Mwanza who charged that UPND has failed to govern and has instead continued to blame everything on PF.

Mweetwa, who is also Southern Province minister, castigated Mwanza saying he has no credibility to be the one to say the UPND has failed because he cannot be trusted.

He said Mwanza was amongst the people who championed the PF propaganda, made the party unpopular and be rejected by the Zambians.

“And let me make this clear and categorical. Those who are saying we should stop referring to PF is like asking people to stop talking about the devil when the devil is busy tempting people to join his kingdom of hell. So when the devil stops tempting the people, who will talk about the devil? PF should stop talking the way they are talking,” Mweetwa said. “They must be humble enough to realise that they have been rejected by the people after 10 years of governance and economic mismanagement leading to the kind of degradation we are witnessing the consequences of now. So for as long as the effects of the decisions and actions that they took when they were in office continue to manifest, and affect the people of this country, we shall remind the people that this equation of cause….effect relationship, the PF has a role to play. So stop asking us to stop talking about PF.”

He said the UPND would stop talking about PF when the opposition party stops talking about the ruling party.

“…wanting us to look bad for the consequences of their bad decisions…when they leave mess, they should give us time to sweep the mess they have left in this country so that we can make progress,” Mweetwa said.

He said people who brutalised citizens should not be allowed to shout as if they are saints.

Mweetwa added that PF needed to repent.

Law enforcement agencies arrest up 24 pupils aged between 15 and 21 in connection with drug abuse

A combined team of law enforcement agencies in Kitwe has picked up 24 pupils aged between 15 and 21 in connection with drug abuse and alcohol abuse within school premises.

Officers from Zambia Police and Drug Enforcement Commission rounded up the 24 pupils and one school leaver during an operation conducted on Tuesday morning.

The suspects are detained at Kitwe’s Riverside Police Station.

Speaking when Kitwe district commissioner Lawrence Mwanza and Kitwe district education board secretary Christopher Nyungila visited the police station, Riverside Police Station Officer Incharge Thomas Swala said the 24 pupils are from Kitwe Boys, Mukuba Boys and Parklands Secondary Schools.

Mr. Swala said Police further picked up a school leaver from North Western Province who was found abusing drugs alongside pupils.

“A total number of 24 pupils and 1 school leaver have been picked by the Zambia police from Kitwe Boy’s secondary school for suspected drug abuse. The boys were picked up during an operation conducted at the school between 11 -12 hours on 28 th June 2022. Out of the 24 pupils, two were from Mukuba Secondary School while one was from Parklands Secondary School while the school leaver was identified as Clement Katilungu aged 20 from North Western Province. The boys were picked up in an area prone to drug and alcohol abuse within the school premises and are currently detained at Riverside Police Station,” Mr. Swala said.

Drug abuse among youths is reported to be rife in Kitwe City.

“All of them are males. The distribution is: 21 from Kitwe Boys Secondary School then we have four who are not from that school. Two are from Mukuba Secondary School then we have one from Parklands School and we have one who is a school leaver. This one Clement Katilungu completed school in North Western Province at Zambezi Boarding School. He is 20 year old. He was captured within our area of target. The age range is between 15 and 21. The oldest appears to be Katilungu. These are the boys, we have not yet booked them but we have recorded all their particulars.The operation involved the Zambia Police from Kitwe District Headquarters, and then we also had four officers from the Drug Enforcement Commission who came to work with us. They were captured from an area prone to abuse of liquor and dagga within the school premises,” he said.

Kitwe District Education Board Secretary Christopher Nyungila said the arrests and detention would help curb illicit activities in schools.

Mr. Nyungila saluted the Police officers and the Drug Enforcement Commission for carrying out the operation in schools.

Kitwe District Commissioner Lawrence Mwanza said the state is restoring sanity in the district and appealed to parents to monitor the activities of their school children.
