TAKE CHARGE OF MINES: Bob “Bashi Nono” Sichinga Urges Zambians To Increase Ownership In Mining

By Anthony Mukwita

Zambia Must Increase Mining Shareholding
…to create wealth Bob Sichinga says

Mr Bob Sichinga, the former Commerce and Trade Minister has encouraged Zambia to take full reign of the mines or increase its ownership in the industry to reduce poverty and create jobs.

Mr Sichinga said its common sense that you only plough back in profits as a country or a company, what you put in through ownership.
“If you have10 pc shareholding in the mines in Zambia that are currently earning about US$84 billion, you only earn back 10pc,” said Mr Sichinga who also worked as group financial controller for ZCCM said.

He was speaking at the Leadership Conference Foundation at Pamodzi Hotel in Lusaka on Wednesday following a keynote address by Paul Kabuswe, the Minister of Mines.

“I heard you say there will be no nationalisation. I would be careful with my words because ownership is everything and Zambia should own at least 50pc or more of the mines,” said Mr Sichinga.

Whatever the government does on behalf of Zambians regarding the mines Mr Sichinga said bringing back companies such as Glencore AG and or Vedanta would be a fatal economic decision because of their insecurity.

“You are talking about companies (Vedanta and Glencore) that have been posting losses since they started operations years ago and yet they keep expanding globally beyond Zambia. They must not be allowed back,” said Mr Sichinga.

Up to now, Zambia still owes money it borrowed from the World Bank to pay terminal benefits to mine workers laid off by Anglo said Mr Sichinga. Some of the workers are yet to be paid their terminal benefits.

Mr Sichinga, in the presence of Mines Minister Kabuswe bemoaned the fact that the UPND government had brought back Rothschild & Co to advice it on making mining profitable in Zambia which he sys is wrong.

In his defence, however, Mr Kabuswe said, “we inherited a confused mining sector, we were shocked which are trying to fix right now through major reforms.”

The Minister, without specifying a number said Zambia would soon “increase” its shareholding in the mining sector but ensure that the economy remains liberal.

He also declared that the UPND government is “Not a Puppet government” amdist major criticism from several sections of the opposition and pundits. This is a developing story.

My Brother, Mark, Didn’t Kill Himself, That Narrative Is Not Making Sense- Chilufya Tayali

MY BROTHER, MARK, DIDN’T KILL HIMSELF, THAT NARRATIVE IS NOT MAKING SENSE

Though he spoke about killing himself due to various challenges he encountered, facts and circumstances don’t point suicide.

Yes, the autopsy suggests, death by hanging, but who hangs himself in that seating position with a shot belt as if he went for training on best suicide techniques.

Be it that, as it maybe, but how did he tire that belt, on that short metal bar, with a short belt and turn around to that sitting position considering his height and weight.

Tafilapanga sense.

And don’t talk about depression, the guy had moved on and he was even hunting with very good kills.

Mark liked fresh chili and a few of them where found in his pocket, which he got from Avondale where he went for the wedding, if he knew he was doing to kill himself, would he be packing chili in a small plastic?

Did he want to go eat them in heaven or he was looking forward to another meal with that chili?

And how did he find himself in Obama when all those who saw him last were with him in Garden at night.

I am saying all this here, because a narrative is being peddled that he committed suicide and l may not be able to meet all of you to explain this. So I use this platform.

I also want those involved in my brother’s death to know that, they can fool others but not me. I know you did something to him. I ask you to pray very hard that God put my heart at peace otherwise nkamilyolyosha.

Mark, my brother, you were a cool man, never knew how to fight for anything, and you couldn’t even fight for your life, I am upset with you, anyway rest in peace as you lived in peace.

RESTARTING THE DECORDER TO REBOOT AND ENJOY THE FILMS.
By Thabo Kawana

One early morning during the school holidays,I was roughly awakened by my son who enjoyed watching a certain cartoon early in the morning. It was his favorite cartoon that he caught every morning during school holidays because he is not allowed to start with TV early morning during school days.

He came in our room and shook me like a 2kv voltage electric cable put on me “Dad, the TV wont show, fix it I am missing my cartoon” he shouted as he was shaking me.

I woke up and went to check the TV, it appeared frozen with a stuck picture on it. So I unplugged the power cable from the wall socket, removed the smart card from the decorder and waited for two minutes. In that two minutes I quietly waited, my son gave me that look as though to say “do you even know what you are doing?”.

After two minutes, I put back the smart card into the decorder, plugged in the power cable into the wall socket and switched it on. It started resetting, then said rebooting, then said uploading channels and boom! It started showing normally again. I could see the happiness of my son through his smile as he threw himself onto the sofa and said “thank you Dad” as he got hold of the remote control to get to the channel he wanted.

I walked back to our room to try and catch some more sleep or whatever was left of it, I got thinking…….. My son didn’t know what to do with the decorder and TV when he found it was not working, all he wanted was to watch his cartoon and he came to me knowing that whatever the problem was, Bally will fix it. He grew impatient during that two minutes wait and must have even thought I didn’t know what I was doing but in the end, it was fixed and he was happy to catch his cartoon and held the remote.

This is exactly where we are as a Nation. The people of Zambia woke up and found their country was not working for them, the Cadres had taken over everywhere and everything. They couldn’t access any services or empowerment without going through Cadres. They couldn’t complain or protest peacefully without Cadres even in police uniform brutalizing them.

So they came to the Upnd Alliance and sought the help of Bally. He came in and did exactly what I had done for my son on the TV and decorder.

The unplugging of the power cable from the wall socket was the removing of the brutal PF regime from Office via the ballot.

The removing of the smart card from the decorder was the getting rid of certain Office bearers like the President, Finance Minister and Police IG who presided over a brutal regime, run down economy and Police “Force” instead of Police Service respectively.

And now faced with an insurmountable debt and broken economy, and just as I did, Bally too has come in to fix the problem.

In doing so, he too came and unplugged the power cable and removed the smart card from the decorder. He waited for two minutes (methodical approach). During that two minutes, Zambians grew impatient and wondered if he knew what he was doing.

The plugging back the power cable into the wall socket and putting the smart card back into the decorder meant change of guard. New President, new Finance Minister and new Police IG among others.

Restarting the decorder meant a fresh start with fresh air of democracy and freedoms. Cadres are no more, freedoms are back and the people are free to express themselves without being harassed hence even president Chishala Kateka could peacefully carry out a lone protest in a congested Central Business District (CBD) with no Cadres or police brutalizing her.

Now we are at a stage of rebooting, this is where the creditors are being engaged, the IMF is on board, the International community is paying attention to us with respect and admiration, we are talking to our neighboring countries and even being invited to address the European Parliament when others failed to show up even for a simple BBC interview because they had nothing to tell the international community.

Soon, it shall start loading channels as we are confident our creditors will play ball as they have now come to the party with a possibility of them agreeing to take some “hair cuts” and some headroom over our debt burden shall be achieved as our country’s credibility is being restored.

So just as my son threw himself onto the sofa with the remote control in his hands to continue enjoying his cartoon, so shall it be with our country as we begin to rebuild our economy and controlling it back into our hands as prosperity is guaranteed for a better Zambia for all, a Zambia we all want.

Hear me and hear me well fellow Zambians, we have the right team in place, the right attitude towards our challenges, the right leader at the helm of our country and we are on the right trajectory to recovery.

It shall not be easy as the damage is too deep and too far gone. It may appear as though our leaders don’t know what they are doing and the wait may feel as though it’s too long a time to wait but trust and believe me, this too shall pass.

We brought in Bally, he is here and is doing what he knows best, to bring us to a place of prosperity and enjoyment.

What is important now is not to doubt, not to grow impatient and most of all, we must TRUST THE PROCESS.

Bally will fix this.

Is homosexuality a choice, or are people born homosexual?- Dr Emmanuel Phiri

0

By Dr Emmanuel Phiri

Before answering this question, let us talk a little bit about why this is such an important question. Firstly, the question is important because a lot of us hold strong feelings about the subject of homosexuality. These feelings can either be negative or positive. Negative in the sense of perhaps having feelings of disgust towards those that identify as such. Positive in the sense of having feelings of sympathy, or perhaps indifference, towards those that identify as homosexual. These feelings are so strong that they tend to make most of us shoot from the hip whenever issues of homosexuality come up. This is especially the case on those of us who hold negative feelings on the subject. It is thus unsurprising that some of us would comment on this topic even before reading or hearing through what anyone has to say about it. This largely speaks to our nature as human beings…that we do not usually approach issues with a Tabula Rasa (a mind devoid of preconceptions), but as people with minds that are loaded with preconceptions. The forgoing also holds true when it comes to the topic of homosexuality. It is the case that most of us approach this topic heavily loaded with preconceptions emanating from various sources including religion, culture, and hearsay, among other things. It is thus expected that these preconceptions make us look at this topic in those lenses. Let us pause here to introspect for a moment. What are my preconceptions, if any, with regards to homosexuality? What is the basis for these preconceptions?

Anyone familiar with scientific or social research will tell you that a good researcher is one who, when conducting research, deliberately puts aside their various preconceptions, and does not allow these to taint their research findings. Just think about it for a moment. What would be the point of conducting research if one already has a predetermined conviction about the results of that particular research even before conducting it? This is why researchers are admonished to conduct research with an “open mind” and let the results speak for themselves. Of course, we know that in reality this isn’t always the case especially when it comes to social and political research. We have for instance seen politicians sponsor political polls where poll results are decided in advance of conducting any actual polls. Of course, the aim here is to try and crookedly gain political mileage by misleading potential voters that a particular candidate is more likely to win an election, when in actual fact they are not.

Back to the issue of preconceptions, researchers are admonished to be aware of these, and not to let these preconceptions taint research results. The idea here is to let the research itself determine the results, and not for our preconceptions to determine these. Similarly, even though it is such a difficult thing to do, I invite us to look at the question of whether homosexuality is a choice with an open mind, and to let research results speak for themselves.

The second reason why the question of whether homosexuality is a choice is such an important question is because of the legal and moral implications which the answers to the forgoing question may have. Let us look at some of the legal and moral implications that we would have if it were the case that homosexuality was a choice. Firstly, it would obviously imply that homosexuals are the way they are as a matter of choice. Because they have a choice on the matter, they can therefore be held both legally and morally culpable for their choice. They would be held legally responsible for the reason that they deliberately choose to do that which is illegal (homosexuality) when they can choose that which is not (heterosexuality). Just to buttress this point, we can give an example of a thief. Typical exemplars of thieving are such that a thief has a choice whether to steal something or not to steal. If he/she goes ahead to steal, then we hold him/her legally and morally accountable. The underlying reasoning for doing so is that the thief has chosen to do that which the laws and society in general shun-upon, when he could have chosen not to do so.

The second implication is that if homosexuality is a choice, then it would be easy to provide what is referred to as Transformative Therapy and Conversion Therapy among others, to those who identify as homosexual. This hinges on the idea that if someone makes a “life-choice” on something, they can easily be helped through therapy to let go of that “life-choice” in favour of another.

At this point let us say something about what the possible implications would be if it were the case that homosexuality was determined by birth. Firstly, this would turn on its head our current understanding of legal and moral culpability with regards to homosexuality. Just how would you criminalise a condition upon which persons have no control over, bearing in mind that legal and moral culpability assumes “choice” on the part of the subject? Imagine if people could be criminalised and morally blamed for being born black. Most people would agree that doing so would be a great injustice for the reason that people do not choose the circumstances of their birth, which includes skin colour. Another implication related to the forgoing is that most people would be sympathetic towards persons that identify as homosexual, and it is easy to see why this would be the case. How can one blame someone for having an orientation for which they did not choose? Here, even the harshest of homosexuality critics would definitely soften, if not change their minds, on how they perceive homosexuality, if it is indeed the case that homosexuals are born that way.

Having looked at some of the implications of whether or not homosexuality is a choice, let us now turn to briefly look at what scientific research tells us with regards to whether homosexuality is a choice, or indeed, whether homosexuals are born that way. As a way of reminding us of the question at hand: is homosexuality a choice or are homosexuals born that way? Luckily for us, we are not left to our own devices in answering this question. Respectable scientists the world over have spent a lifetime trying to scientifically figure out answers to the forgoing question. Let me say at this point that most of us will find the answer to this question disappointing. This is so for the reason that the answer is not as clear-cut as one might expect. Given the important implications the answer to this question has, one can imagine the typical Zambian reaction here, which would most likely go like … iwe (you) tell us…tell us… tell us iwe…is homosexuality a choice, or are homosexuals born that way? Tell us…we want to know…yes, we want to know.

Well, the honest answer to the forgoing question is that at the moment we do not know with absolute certainty of any particular factor that causes homosexuality. What we know for sure is that homosexuality, just like heterosexuality is not a choice. However, scientists cannot at the moment point to one singular factor that solely determines sexual orientation. Most credible scientific data points to a complex combination of biological and environmental factors as responsible for shaping our sexual orientations. Let me mention at this point that this is a position taken by respectable scientific communities including the Royal College of Psychiatrists, American Academy of Pediatrics, American Psychological Association, and the Australian Medical Association, among others. For instance, the Royal College of Psychiatrists had this to say in 2007: ‘’Despite almost a century of psychological speculation, there is no substantive evidence to support the suggestion that the nature of parenting or early childhood experiences play any role in the formation of a person’s fundamental heterosexual or homosexual orientation. It would appear that sexual orientation is biological in nature, determined by a complex interplay of genetic factors and the early uterine environment. Sexual orientation is therefore not a choice…’’

What is clear from the forgoing is that sexual orientation is not a choice. In other words, research shows that it is not the case that people choose to either be homosexual or heterosexual. What is not clear is whether sexual orientation is determined by any single factor. At the moment, most reliable scientific data points to a complex combination of biological and environmental factors as being responsible for shaping sexual orientation. So, to answer our question, is homosexuality a choice, or are homosexuals born that way? The answer here is two-fold: firstly, it is clear that homosexuality is not a choice, secondly it is likely that homosexuals are born that way, though it is not clear as to what specifically causes this. These answers also apply to other orientations including heterosexuality.

In closing, in as much as religion is extremely important to most of us, we have deliberately avoided talking about religion when answering the forgoing question primarily for two reasons. Firstly, religion signifies a particular conception of the “good life” to which the majority, albeit not everyone, subscribes to. Secondly, we are not experts on religion and it would be unfair to try and bring in a religious angle here.

CiSCA Condemns both Insults against the President and Torture by the Army

The Civil Society Constitution Agenda of Zambia has condemned the torture of a group of Zambian youths by the Zambian military for allegedly insulting Zambian President, Hakainde Hichilema.

Civil Society Constitution Agenda called it undignified.

PRESS STATEMENT
FOR IMMEDIATE RELEASE

CiSCA Condemns both Insults against the President and Torture by the Army

Lusaka, 22 June 2022:

The Civil Society Constitution Agenda (CiSCA) strongly condemns the unpalatable insults on the Republican President by a group of youths, and also the subsequent torture carried out by the army personnel on the suspected youths. Both these actions are seriously wrong and a danger to our society and go against our Bill of Rights and therefore unconstitutional.

Two wrongs do not make a right. Violation of human rights is not a response or a solution to violation of human rights!

Freedom of expression does not include un-dignifying another person. Calling out private parts of a person is not criticism but unruliness and just acts of primitive savagery.

But the fact that the youths were hurling such insults at the Republican President and his parentage is even more reprehensible in a so-called Christian Nation!

Therefore, the youths should face the law as currently provided for in Section 69 of the Penal Code.

CiSCA is appalled by the reaction of the Zambia Army personnel who brutalized the suspects.

It was a violation of Article 15 of the Zambian Constitution which protects without any derogation any person against torture, inhuman, degrading treatment or punishment.

The High Court ruling in the John Banda vs the People of 1999 put a stop to this debate. The Judge ruled that caning someone as a punishment for someone who has broken the law is contrary to Article 15 of the Constitution and constitutes torture, inhuman and degrading treatment and punishment. Further, the army usurped the role of the police in carrying out the arrest.

The army’s role is clearly defined in both Article 197 of our Constitution and the Defence Act, chapter 106 of the laws of Zambia.

The provisions therein do not include torturing persons who are suspected or alleged or even found committing a cognizable offence.

We find Zambia Army Director for Civil Military Affairs’ statement that a “few slaps from soldiers is not brutality as even he felt like melting when he heard the insults,” dangerous for a democratic country with proper viable state institutions and laws.

State institutions should be above such emotional reactions or justifications as this is a recipe for militarization of our law and order which would lead to Zambia becoming a military state.

Zambia ratified the International Covenant on Civil and Political Rights from which Article 15 of our Constitution is derived as far back as 1984!

The Human Rights Committee that supervises the States Party’s implementation of the Covenant defined torture as inflicting physical pain by state agents for the purpose of eliciting information! It is our considered view that the video of the soldiers represents all these elements.

We urge human rights lawyers to, on pro bono basis, sue the State for compensation on behalf of the youths as happened in the Captain Stephen Lungu alias Solo case of torture, even as the youths too face consequences of their actions.

Will The Skull Of Broken Hill Man Ever Return To Zambia?

WILL THE SKULL OF BROKEN HILL MAN EVER RETURN TO ZAMBIA?

The town of Broken Hill (modern day Kabwe) was once the largest mining centre in Northern Rhodesia (modern day Zambia). The Broken Hill mine produced Lead, Zinc and many other minerals. On the morning of 17th June 1921 (over 101 years ago), mine workers who were carrying out mining operations at a mine site in Broken Hill discovered a human skull buried in the caves of Mutwe Wa Nsofu Area. The skull was pulled out of the caves by an African miner whose name has not been recorded in history and is not credited with the discovery. The credit for making this discovery was given to a Swiss miner named Tom Zwigelaar who was present when the African miner made the discovery. Alongside the skull, there were also some limb bones that were discovered which were associated with the skull. In regards the skull, the most accurate way to describe what was found was that it was only the cranium (the upper part of the skull) which was found.

After careful analysis of the fossilized skull by a doctor from Broken Hill Hospital, it was established that the skull did not belong to a modern human being; it belonged to an ancient human being. The skull was then shipped to Britain and a British paleontologist named Arthur Smith Woodward examined the fossilized skull and classified it as having belonged to “Homo rhodesiensis”. In recent times, contemporary scientists have classified the skull as belonging to “Homo heidelbergensis”. This ancient human being is believed to have lived about 300,000 years ago. Today people have a range of nonscientific names which they use when referring to this skull. Some of these names are “Kabwe 1”, “Rhodesian Man”, “Broken Hill Man”. To the local people, it is called “Kasanda Malombe”. The name “Kasanda Malombe” means “The wealth multiplier”.

This fossilized skull was a very significant discovery in the field of Archaeology because the skull provides important clues in tracing certain aspects of the evolution of mankind from “Homo erectus” to “Homo sapiens”. This discovery made Broken Hill (Kabwe) an important centre in the study of the theory of evolution. The skull was the first early human fossil discovered in Africa. This skull provides supporting evidence to the theory that asserts that human beings came out of Africa and that Africa is the cradle of humankind.

Today this very important artifact that tells an important part of the story of humankind sits in London’s Natural History Museum. Because the discovery of this skull happened during the colonial period, The Rhodesia Broken Hill Development Company who were the owners of the mine in which the skull was found claimed ownership of the skull and sent it to the British Museum in 1921. While the original artifact sits in a British Museum, Zambians who are the rightful owners of this artifact only have a replica of the original artifact displayed at the Museum in Zambia. In the town of Kabwe, there is a monument that commemorates the discovery of the skull.

Since the 1970s, the Zambian government has expressed the desire of the people of Zambia for the Broken Hill skull to be returned to its country of origin. To this effect, numerous efforts of dialogue and lobbying have been made for many years to try and repatriate the fossil back to Zambia. To this day, none of these efforts have yielded any fruit. The United Kingdom has a notorious record of not returning artifacts that it acquired during its colonial days, especially those artifacts they feel have tourism/economic value in their museums.

With over 101 years passed since its discovery, the question that looms large is “Will the skull of the Broken Hill man ever return to Zambia?”

South African Firm Makes Africa’s first Lab-grown Meat

Africa’s population is predicted to increase from 1.3 billion to 2.5 billion people by 2050, resulting in an increased demand for meat. However, increasing livestock production to meet the demand has negative environmental consequences, as studies have shown that livestock emits a lot of greenhouse gases.

A South African startup, Mzanzi Meat, has become the first on the continent to make lab-grown meat in an effort to reduce the environmental impact of animal husbandry. The company was established in 2020 and is mostly supported by South African and international investors, the majority of whom are concerned about the environment and animal welfare.

According to Mzansi Meat’s Chief Financial Officer, Tasneem Karodia, the conventional manner of rearing animals has become inefficient because many of the animals live in cramped, unclean conditions. Every year, more than 60 million land animals are slaughtered around the world, and the process is frequently carried out in brutal and stress-inducing ways.

The Process

The procedure starts at an organic local animal farm, where vets carefully harvest small tissue cells from free-roaming donor animals. The cells are usually taken from the shoulder, where there’s a lot of muscle and fat. The procedure is simple, and it only takes five minutes. After that, the animal is ready to go.

After the cells are harvested, a sample is placed in a nutrient-rich medium and transported to the Mzansi Meat labs, where they are isolated and grown in a culture medium, which is a special type of food that contains vitamins, salts, and proteins that allow them to develop and divide.

The company creates conditions similar to those found in a cow, but without the cow. Since the harvested cells are from a mammal, they are processed at a temperature of 37 degrees.

The cells will grow. Once they are big enough, a few additional spices and flavors will be added and the meat will be ready to cook.

According to Mzansi Meat Co., the method of generating cell-based meat is identical to that of brewing beer.

Company Growth

Mzansi Meat is ready to release the first beef burger in the region in a few months. Over the next few years, the brand wants to expand beyond burgers, introducing minced beef burgers, sausages, nuggets, steaks, and possibly poultry to the South African market.

The company hopes to receive approval from the South African government to sell its products to restaurants in the next 12 to 18 months. The company’s target market is South Africa, but it is also looking at other parts of the continent.

Many people have shown an interest in trying the produced meat when it is commercially available. However, some buyers have expressed reservations. Customers have asked questions about the impact that lab-grown meat will have on people’s health. Sure, it’s better for the environment, but what about people’s health?

Analysts believe that if this method of meat cultivation is to be pursued, the South African government must develop clear laws and procedures that can be legislated to ensure that all safety concerns are addressed.

Loyana obtained 12 loans, witness tells court in 51 houses case

By Mwaka Ndawa

A SENIOR accountant in charge of expenditure at the Ministry of Finance has told the Economic and Financial Crimes Court that senior accountant at the same ministry Charles Loyana obtained 12 loans accumulating to K530,000 between 2006 and 2016.

This is in a matter where Loyana and his wife Susan Sinkala, an assistant accountant at the Ministry of Works and Supply, are facing charges of possessing and concealing 51 properties worth K37.9 million suspected to be proceeds of crime.

Testifying before magistrate Faidess Hamundu, Sharon Chunga, a senior account in charge of expenditure at the Ministry of Finance said sometime in 2020, the Anti-Corruption Commission (ACC) requested for information relating to the loans obtained by Loyana from the same ministry.

“I instructed my junior to compile the information. After information was compiled, it was discovered that Loyana acquired 12 loans between 2006 and 2016; the loans amounted to K530,000,” Chunga testified. “Out of the 12 loans he got, 11 were car loans and only one was a household loan amounting to K30,000.”

In cross examination by Loyana’s lawyer Willis Muhanga, Chunga confirmed that there was no application form for the loans filled by Loyana before court to support her evidence.

Chunga said she did not know how many cars Loyana purchased or whatever he really used the funds as intended.
She said she would not know whether he bought plots using the loans he obtained.
Asked if the loan facility was the only income that Loyana generated, Chunga said she would not know.
Chunga said she did not know any civil servant who owned property in her entire 12 years of practice in the civil service, neither had she obtained a loan.

She further said she had not bothered to inquire whether the loans obtained by Loyana had been used for the specific purpose.
Asked if civil servants were at liberty to obtain loans from different money lending companies and whether there was no condition for them to get house loans specifically to build houses, Chunga responded in the affirmative.

She said she did not know other businesses which Loyana was engaged in.
In re-examination Chunga said she did not produce other documents before court as the ACC requested for information regarding the loans obtained and the dates they were acquired; and that was the reason she only produced specific documents.
Earlier in cross examination, businessman Lombe Bwalya told the court that Loyana legally purchased plots from him, neither was it wrong for him to buy the pieces of land for his children.

“It was not illegal for Loyana to buy land for his children but I advised him that the children were minors and could not hold property. He then instructed us to register them under Mr Chali Chitala, I don’t know his intentions but we do what we are instructed to do as the reasons were known by himself,” Bwalya said.
He told the court that the plots were advertised in The Post newspaper which is now defunct and brochures were sent to different institutions and distributed office by office.

He said it was an open market and anyone who qualified purchased the plots for their children, relatives and parties of their choice.
Asked if there were any requirements to report any anomalies to an agent of the State or investigative wings before selling property to his customers and whether the customers are required to report to the ACC that they had purchased land from Lombe Bwalya Associates, the witness responded in the negative.

“There was no limit on the number of houses a person would purchase. We were issuing designs of the houses to be built as we wanted to have a standard for the structures, but others decided to do something else,” Bwalya said. “I didn’t know Mr Loyana was a civil servant and civil servants were not restricted from buying property, in fact many civil servants bought land from me.”
Asked if he was concerned about his clients’ source of income Bwalya declined.

“Mr Loyana had a customer account for payments. In 2012 he paid K60,000 and it was allotted as follows: K30,000 to plot H and K30,000 plot I. The modes of payment were three either by cash, cheque and electronically,” he said. “The properties were purchased in phases and not at the same time. On the bare land he only paid 20% and he owes K540,000. The reason I said I have an interest in the 12 plots is because the sale was not concluded as there was a restriction by ACC.”

He confirmed that land could be held in trust for another person and that buyers were not restricted from holding land in trust for other people.

Bwalya said he was not concerned about title deeds that the buyers held after purchasing land whether by transfer, gift or trust.
Asked if Loyana’s wife purchased land, Bwalya denied.
“The purchaser can choose to do anything with the property as long as it’s within the law. Mr Loyana paid in cash for the plots himself and not Mr Chali Chitala,” said Bwalya.
Trial continues on July 23.

KAMBWILI BEATEN BY OWN SUPPORTERS WHILE IN POLICE CUSTODY

By Koswe Editors
Senior Chief tribalist Chishimba Kambwili has been badly beaten by his own supporters while in Police custody, Kasama, Northern Province.

Kambwili who is well known for his promoting tribal war in Zambia has been in detention as there is overwhelming evidence that he wants Zambians to rise against each other.

Today, he went to court to seek bail pending appeal and later posted on his Facebook that he is ready for 2026.

It was at this stage that he angered his supporters who begun kicking him from right, left, back and front with uncaring messages.

Several of his supporters stated that they are happy to see Kambwili in jail as his mouth diarrhoea was venomous enough to even break marriages brought together and never knew tribal nonsense.

Attached is a snippet of how the Senior Chief tribalist Chishimba Kambwili is being beaten and we understand that immediately he survives this one which we doubt because laws are clear on anyone wanting to divide Zambians on tribal lines, he will go in for telling lies to a public officer as he told the world that Bowman Lusambo killed Obed Kasongo.

In the Obed Kasongo case: Senior Chief tribalist Chishimba Kambwili after being paid 1.8 million Kwacha by Lusambo he decided to change his position and said he is not aware of what he was saying on the video recording.-

Kambwili arrest is political – Davis Chama

0

CHISHIMBA Kambwili should have been given a call-out rather than being driven in the dead of night to Kasama like a common criminal, PF National Chairperson Davis Chama has said.

Mr Chama said it was illogical and unfortunate that the police humiliated Mr Kambwili by denying him bond when the matter was bondable and had they presented a call-out he would have presented himself

He said the arrest of Mr Kambwili was political and aimed at fixing him after being co-opted in the party’s Central Committee,.

Mr Chama that Mr Kambwili’s consequent detention and charging in Kasama was politically motivated because people wanted to silence him.

“We expect such maneuvers which started immediately it was announced that Mr Kambwili was a member of the MCC,” he said.

On Monday Mr Kambwili was detained in Lusaka before being whisked to Kasama where he was officially charged him with the offence of Expressing or showing hatred, ridicule or contempt for persons because of race, tribe contrary to Section 70 (i) and (ii) Chapter 87 as read with Act No. 2 of 2021 of the Cyber Security and Cyber Crimes of the Laws of Zambia.

But Mr Chama said the vocal opposition member was whisked off to Kasama where he was later slapped with the charge.

“This is a clear case of political persecution because the flimsy charges were only slapped at Mr Kambwili after he was appointed member of the Central Committee of the party,” he said.

He said what was shocking was that Mr Kambwili was bundled to Kasama like a criminal instead of just giving him a call out.

He said that his colleague was not a criminal and had the police served him with a formal call out he would have presented himself in Kasama not the way they did.

Mr Chama said in the recent past the opposition leader once travelled to Nakonde where it was rumoured that some people wanted to report him over similar charges.

He said that it had now become a normal trend because he and other PF members were in similar predicament as they were bundled to far flung areas.

Mr Chama said this was unfortunate and an infringement on human rights as people who were not flight risks were being treated like criminals.

He urged Mr Kambwili not to despair and continue being strong as this was just a passing phase that would soon be over.

“This is just a waste of resources. How can the police waste fuel like that ferrying people to areas over flimsy charges,” he said.

According to the police Mr Kambwili during a radio programme on Radio Mano between May 2021 and August 2021 uttered words that expressed hatred towards a certain tribe.

And police are yet to react to public demands that Kafue Town Council chairperson, Buumba Malambo, be arrested for uttering tribal remarks during campaigns last year.- Daily Nation

BRENTHURST FOUNDATION HAS SPONSORED PUPPETS HERE IN ZAMBIA…I say it without reservation and I can prove it, says Dr Fred M’membe

BRENTHURST FOUNDATION HAS SPONSORED PUPPETS HERE IN ZAMBIA

…I say it without reservation and I can prove it, says Dr Fred M’membe

LUSAKA, Wednesday, June 22, 2022 (Smart Eagles)

Leader of the Socialist Party (SP) Dr. Fred M’membe has charged that Anglo America has a Foundation that is attempting to sponsor governments in Africa because of interest in minerals.

Dr M’membe named the Foundation as the Brenthurst Foundation and charged that it has sponsored a puppet regime in Zambia.

He said the same organisation is now supporting Odinga Raila in the forcoming elections in Kenya.

The opposition leader said this during the Leadership Conference Foundation on Mining in Lusaka today.

“Anglo today has a Foundation that tries to sponsor governments across the continent, for what? For minerals. They are trying to support puppets in South Africa itself, they are trying to sponsor puppets in Zimbabwe, they have sponsored puppets here in Zambia and I say it without reservation. And I can prove it,” he said.

“If anyone wants to challenge me for calling them puppets, I am ready. We can sit on a table and discuss. They are trying to sponsor puppets in Kenya, in the for coming elections, the Brenthurst Foundation has gone to Kenya with some Zambians from State House.”

He charged that Anglo American is getting heavily involved in the governance of our country now.

“We have to resist like our own ancestors, we have to resist. This territory is all that we have. They have shown us that they are brutal, they are not kind to us. They have been mining for 100 years, what do they have for us? What have they left for us? What did we have to show for a 100 years of mining?

“Anglo American is getting heavily involved in the governance of our country now. They governed Zambia some time back and even after stopping governing directly they still governed. Even when we took over ZCCM they still ran ZCCM-IH. Don’t be deceived, it was still their mining. Yes, we got some little concessions, a little favours because we had a stronger voice but Anglo was still judge,” he said.

Dr M’membe expressed worry that with the strategic minerals located in the region, “we are going to see much more trouble.”

He also charged that it’s not just the investors but that armies are also coming to the country.

“They are supporting Odinga Raila, they are supporting Bobby Wine in Uganda. Why should a cooperation be interested in who governs the country? It’s because they have been doing that for centuries, they have been governing for centuries, directly and indirectly,” he said.

“And now with the strategic minerals located here in this region, we are going to see much more trouble. It’s not as peaceful as it seems, it’s not just a matter of talking to the investors here and there, there are armies behind that. They are coming.”

We are not a puppet government- Mines Minister Paul Kabuswe

0

Mines Minister Paul Kabuswe has charged that it is unfair to label the UPND administration as a puppet government. Mr. Kabuswe said it is the policy of the UPND government to listen to all experts including both local and foreign ones.

He said embracing policy advice from foreign experts does not make the UPND administration a puppet of the West. Mr Kabuswe was speaking when he delivered a Key Note speech at the opening of the Mining Indaba under the theme, “Mining for Change,” organized by the Leadership Conferences Foundation.

Mr. Kabuswe’s comments follows a statement by Socialist Party President Fred M’membe who has labelled the UPND government as a puppet of the West.

Mr M’membe who was in attendance at the Conference did not respond to Mr Kabuswe’s defence of government.

“We will listen to all experts, we will listen to local ones and foreign ones too. As the New Dawn government, we will not discriminate where knowledge will come from, that doesn’t make us a puppet government.”

And Mr. Kabuswe says has urged Zambians to put their heads together and start greenfield mining projects instead of leaving the sector to foreigners.

“We have been managers and supervisors for a long time its time we became mine owners. Apply for licenses now and we shall give you,” Mr. Kabuswe said.

Mr. Kabuswe lamented the fact that only 50 percent of Zambia has been explored for mining while the rest remains unexplored.

“We need to do a comprehensive audit of our mineral resources, this has never been done before and now is the time we got to know exactly how much wealth we have in the ground,” he said.

The Mines Minister also cautioned would be foreign investors against flouting Zambian laws.

“Don’t come to Zambia and misbehave. We also want investment pledges to translate into the well being of Zambians in the mining localities.”

Earlier, Fred Mmembe, the President of the Socialist Party reiterated the call for Zambians to wake up and call the UPND government to check for being western “puppets”.

Dr Mmembe said this during the mining indaba organised by the Leadership Conference Foundation in Lusaka today, also restating that the US combatant arm aka AFRICOM will bring nothing but instability to Zambia.

“I challenge them (government) to face me and deny that they are not puppets because I am saying it again that they are puppet government sponsored by the west,” said Dr Mmembe.

Dr Mmembe cautioned that the same way the west, Belgium to be specific killed DRC (Zaire) Prime Minister 60 years and melted his body in sulphuric acid is the same way they will harm the ones that will oppose them in Zambia.

He said the return of Anglo and entry of AFRICOM is “not in the interest of Zambia its in the interest of themselves as seek our mineral resources such as copper and cobalt.”

Dr Mmembe said, “we were duped over privatisation, duped over liberalisation and today we are being duped about the return of the so-called investors through the puppet governments such as in Zambia and Kenya which they are sponsoring.”

Dr Mmembe said it is a shame that Zambia continues to allow foreign mine companies to continue tax evasion while Zambians go hungry without food or money to educate their children.

“They (so called investors) take you to Cape Town, fund your election and you feel indebted to them. They (government) can ignore my statement its ok, we will also have our time and they won’t manage to ignore us.”

Police Recruitment Exercise To Commence Soon- IG Lemmy Kajoba

POLICE RECRUITMENT EXERCISE TO COMMENCE SOON

Inspector General of Police, Lemmy Kajoba has disclosed that the much anticipated recruitment exercise will commence soon to beef up security in the country, he said this has he assured officers on the Copperbelt that next
week they will receive new fleet of vehicles to easy operation
challenges.

ZANIS reports that Kajoba says the vehicles will mitigate the operational challenges his officers have been facing in the execution of their duty.

The Inspector General said this today when he called on Copperbelt Province Permanent Secretary Augustine Kasongo that his officers have serious mobility challenges in the execution of duties due to lack of motor vehicles.

“A lot of officers have been acting in various positions without confirmation and that others have saved as constables for over 20 years without promotion.

Kajoba has, however, expressed happiness the newly approved expanded establishment for the Zambia police will address such challenges.

The establishment will allow officers especially those that have been acting to be positioned in their right portfolios.

Kajoba said this will boost morale in the officers as the service works hard to rebuild what he termed as, “seemingly low image of the Zambia police” by instilling confidence in the members of the public.

“I wish to inform you that even as we speak, the government is mobilising a number of vehicles and starting next week we will be receiving a fleet of new vehicles and Copperbelt will benefit,” he said.

And Copperbelt Province Permanent Secretary Kasongo said the vehicles will go a long way in enhancing the operations of the police in the province.

Mr. Kasongo said lack of transport has negatively affected operations of the police who he added are working hard to provide law and order.

“The issue of transport in the police is of great concern. We have stations like Masala where a vehicle from traffic section can’t go beyond 60 kilometers per hour,” Kasongo said.

He expressed happiness that the new dawn government is working tirelessly to address the challenges men and women in uniform have been facing.

The law has adequate punishment for tribalism, says Charles Kakoma

The law has adequate punishment
for tribalism, says Kakoma

By Fanny Kalonda

UPND member Charles Kakoma says the tribalism card should have been buried a long time ago as forefathers like Kenneth Kaunda succeeded in uniting the country through the One Zambian One Nation motto.

On Monday, deputy police public relations officer Danny Mwale announced that Kambwili had been warned and cautioned, and later detained for hate speech and tribalism which he peddled ahead of the August 2021 elections.

“Police have warned and cautioned Dr Chishimba Kambwili aged 53 of Woodlands in Lusaka for the subject offence of expressing or showing hatred, ridicule and contempt for persons because of race, tribe, place of origin centrally to section 70 subsection 1 and 2 chapter 87 as read with Act number 2 of 2021, of the Cyber Security and Cyber Crimes of the laws of Zambia,” said Mwale.
Commenting on the matter, Kakoma said tribe should not be seen as a tool to discriminate against others.

“Chishimba Kambwili’s case is sending a signal that it is an offence to use tribe or tribalism to campaign or to do anything in Zambia to disadvantage other groups in society. In fact, this is in the Penal Code of the laws of Zambia, which makes it an offence to make any utterances that border on tribalism. So, I hope that my good friend Chishimba Kambwili is able to exonerate himself to clear his name. Otherwise, if he fails to do so, there is adequate punishment,” Kakoma said.

“…I think that there are so many issues politicians can talk about to convince Zambians or people to follow you. To vote for you. There are so many issues like poverty, health, roads, agriculture, food. There are so many things that politicians can talk about instead of the tribe. This issue of the tribe is just used to steer up hostility among voters. Otherwise, it is an issue that should have been buried a long time ago. If you have issues that should not surface again, they should not. Founding fathers like Kenneth Kaunda succeeded in uniting this country through the One Zambia One Nation motto. And therefore, we should all stick to that kind of ideology that we are all one regardless of where we come from, regardless of the tribes we speak.”
He said the bottom line is that “we are all Zambians”.
“Our tribe is Zambia. Tribes should not be seen as things that can be used to discriminate fellow Zambians,” said Kakoma.

Court orders woman to compensate former hubby with K12,000

THE Lusaka Boma Local Court has ordered a 35-year old woman of Ng’ombe compound to compensate her husband with a K12, 000 for initiating a divorce.

The amount, according to the court, should be paid in monthly installments of K500.

This is in a matter where Rebecca Sakala took to court her husband, Isaac Tembo, 37, of Ng’ombe area for divorce because she no longer loves him.

Appearing before senior presiding magistrate Martha Tembo, Sakala explained that their marriage was in an on and off situation, something that made the couple to sometimes live apart.

“Our marital problems began the very year and month we got married; a pregnant woman came home shouting that my husband should have married her, not me,” Sakala narrated.

She narrated that in the process, she lost love and respect for her husband and now wants divorce to be granted.

In defence, Isaac Tembo said they used to have problems because each time they had an argument, his wife would chase him in the middle of the night.

He said his wife took advantage of the fact that she found the house they were living in and was financing most of the bills.

Tembo added that Sakala lost respect for him, to the extent of delegating a young dependent to wash his clothes, including underwear.

He, however, said he still loves his wife and children.

“I want my children to live under the same roof with both their parents and I feel we can work out our differences, instead of throwing away a 10 year old marriage,” said Tembo.

In passing Judgment, magistrate Tembo dissolved the marriage, noting that there is no love between the parties.

Magistrate Tembo said both parties lack seriousness and commitment in their marriage, hence her move to dissolve.

Magistrate Tembo ordered Sakala to financially sustain her struggling husband because he is unable to pay rentals or buy food to sustain himself with the piecework that he is currently doing.

As for the couple’s two children, a boy aged eight and another one three, the magistrate ordered Tembo to be paying monthly child support of K300.

HON. MILES SAMPA CLARIFIES

PICTURES LIE SOMETIMES

Below is a well captured picture and not one whose optics made me look like was in the centre and the President was slightly on the edge. Not at all. The thing is when you are his guest, President HH is highly courteous to all even if you are his junior or from opposition.

When our Pan African meeting finished in the Boardroom, as a delegation leader Statehouse handlers asked me to lead other MPs and walk out first with the President. When coming out of the boardroom door, there was instant turn to the right. The President allowed me milliseconds of space so as to align ourselves onto the passage to walk where the press was. Hon Menyani Zulu can be seen right behind me about to turn right.

I may not agree on some policy matters of the current government led by President HH, but one has to give him credit on the gift of making those below him feel comfortable and important when around him. I remember a similar occurrence some years back about early 2016 when I first met him for a meeting. Upon entering his office, he left his office desk chair and asked me to sit on it while he sat on one of the two guest chairs across his table.

That said Hon Mulenga Kampamba and I where at Statehouse to meet the republican President on a non political matter that cuts across party lines and of national interest.

Upon return from South Africa, our Pan Africa MPs non partisan committee may request Statehouse to brief the President on outcomes of our international tour of duty. If we lucky appointment maybe granted to see Sir HH again not as UPND President but in his capacity as President of the Republic of Zambia 🇿🇲.

Pictures with incumbent or past Presidents of Zambia are memorable.
I always look forward to taking some for my children photo albums.

OVER K1.4 BILLION RELEASED FOR CDF – NKOMBO

OVER K1.4 BILLION RELEASED FOR CDF – NKOMBO

LUSAKA – 22/06/22

MINISTER of Local Government and Rural Development Gary Nkombo says over K1.4 billion has been released to his ministry for the constituency Development Fund (CDF), since January this year.

In the 2022 national budget, President Hakainde Hichilema’s new dawn government increased CDF from a trivial K1.6 million to an unprecedented K25.7 million.

Updating the nation on the implementation of CDF at a media briefing at his office in Lusaka today, Mr Nkombo said K1, 402, 484, 355 is what has been released for CDF so far, since January 2022.

Mr Nkombo was flanked at the media briefing by ministers Elvis Nkandu (youth, sports and arts), Doreen Mwamba (community development and social services) and Elias Mubanga (small and medium enterprise development).

The minister said a total of K1, 003, 656, 525 has since been disbursed to respective constituencies for secondary boarding school pupils and skills development bursaries, community projects and empowerment funds, representing 25 per cent of the total allocation for the CDF for all the 156 constituencies in Zambia.

“This entails that each constituency has so far received K6, 433, 695.67 for CDF, which includes five per cent of administrative component,” Mr Nkombo said.

He also said 216 community projects have been approved for implementation in 38 constituencies at an estimated cost of K125, 856, 383.83.

Mr Nkombo further noted that over 10, 200 pupils in 88 constituencies have accessed secondary school bursaries at an estimated cost of K21, 140, 304.68 while over 6, 173 youths in 95 constituencies have accessed skills development bursaries at an estimated cost of K32, 856, 734.00

He added that 536 cooperatives consisting of youth, women and vulnerable community members in 10 constituencies have accessed the empowerment grant at an estimated cost of K10, 121, 690.35.

“Government is cognisant of the need for the CDF disbursement to reach its intended beneficiaries in good time to allow for effective and efficient implementation in line with the CDF guidelines,” Mr Nkombo said.

In this regard, the guidelines outline the clear process and criteria for prioritisation, appraisal and approval of the community projects, and the process of selecting beneficiaries of the bursaries and the empowerment funds.”

Mr Nkombo further said proposed projects and beneficiaries, under CDF, cannot be submitted to his ministry without consideration by the CDF committee.

He singled out Kanchibiya and Kalomo Central constituencies in Muchinga and Southern Provinces, respectively, as constituencies which are doing exceptionally well in CDF implementation.

Meanwhile, Mr Nkandu cautioned youths in the country not to fall for political trickery that CDF is a hoax.

HRC STRONGLY CONDEMNS ILL-TREATMENT OF YOUTHS ….suspected to have defamed President Hichilema by the Zambia Army officers in Chiengi

HRC STRONGLY CONDEMNS ILL-TREATMENT OF YOUTHS

….suspected to have defamed President Hichilema by the Zambia Army officers in Chiengi

Lusaka… Wednesday June 22, 2022 (By Daily Mirror Reporter)

The Human Rights Commission (HRC) has strongly condemned the ill-treatment of youths suspected to have defamed President Hakainde Hichilema by the Zambia Army officers in Chiengi District of Luapula Province on 15th June 2022.

The Commission is shocked and gravely concerned at the apparent lack of remorse by the Zambian Army as evidenced by the justification of the cruel, inhuman or degrading treatment or punishment of the youths through a media report attributed to the Director General for Civil Military Affairs, Brigadier General Genoh Muke.

HRC Chairperson Mudford Mwandenga says torture and other Cruel, Inhuman or Degrading Treatment or Punishment is absolutely prohibited under international and regional human rights instruments that Zambia is a party to as well as under Article 15 of the Constitution of Zambia, Chapter 1 of the Laws of Zambia.

“For the avoidance of doubt, the Commission is of the view that even a “few slaps” can and do amount to brutality contrary the position taken by the Zambia Army. It is, therefore, deeply regrettable that the Zambia Army can attempt to justify a violation of the Constitution and human rights, in a democracy such as Zambia,” he stated.

He explicitly stated that the Commission does not support any form of hate speech such as insulting language, expression of hatred, discrimination and any form of expression that violates the rights and reputation of any individual because that is outside the ambit of freedom of expression and opinion.

“However, respect for the rule of law, human rights and constitutionalism, which the New Dawn Government espouses to uphold, demands that suspects should be subjected to the due process of the law. In this case, Law Enforcement Agencies are mandated to apprehend or arrest suspects and facilitate their appearance before the courts of law within twenty-four hours or as is reasonably practicable or consider granting them bond as provided for under section 33 of the Criminal Procedure Code, Chapter 88 of the Laws of Zambia. It is only the courts of law that are legally mandated to hand down prescribed punishment/s to suspects (which incidentally does not include a “few slaps”) when they are convicted of an offence, as guided by Article 18 of the Constitution,” he added.

“Finally, the Commission is closely monitoring the case involving the youths with a view of ensuring that their rights to liberty and to secure protection of the law as enshrined under Articles 13 and 18 of the Constitution are upheld and protected.”

Former Cell For President HH Renovated At The Mukobeko Maximum Security Prison

0

FORMER CELL FOR PRESIDENT HH RENOVATED.

The Zambia Correctional Service has renovated and upgraded President HAKAINDE HICHILEMA’S former cell at the Mukobeko Maximum Security Prison.

The cell is now self-contained.

In the Isolation area where President HICHILEMA and his Senior Private Secretary WALLACE CHAKAWA spent the bulk of their 1-hundred and 27 days in incarceration, the room has been provided with a flushable toilet and a bed.

In April 2017, President HICHILEMA and five others including Mr. CHAKAWA, were arrested and charged with treason before being released through a nolle prosequi in August of that year.

Zambia Correctional Service Commissioner General FREDERICK CHILUKUTU says room four of the Isolation Area is like a national monument because President HICHILEMA and Mr. CHAKAWA spent time there, sleeping on the floor without access to a toilet.

Mr. CHILUKUTU says the room and others in the Isolation Area are now cleaner and habitable because his Command decided to give Mukobeko a better environment.

He adds that even Dormitory Two were President HICHILEMA spent a lot of time with over 100 other inmates, has also been supplied with new bunk beds and mattresses.

Speaking when Chief Government Spokesperson CHUSHI KASANDA toured the cells, Mr. CHILUKUTU said inmates no longer sleep on the floor in most dormitories because bunk beds are now being fabricated by inmates in the metal workshop at Mukobeko.

And Ms. KASANDA said the days President HICHILEMA spent at the Mukobeko Maximum Security Prison were difficult times for most people.

Ms. KASANDA, who is also Information and Media Minister, said it was difficult to visit President HICHILEMA at the time as the previous government put in place measures to stop visitors from accessing the then opposition leader.

She was impressed to see the cells transformed and made habitable.

In this year’s National Budget, government has allocated 40 million Kwacha for the transformation of the Correctional Service.

The Service is now renovating its facilities and buying 25,000 mattresses and making bunk beds for all its correctional facilities across the country.

2022 Budget Implementation: Recruitment Of Health-workers And Teachers

Ministry of finance wrote…

2022 BUDGET IMPLEMENTATION: RECUITMENT OF HEALTH-WORKERS AND TEACHERS

…the recruitment of teachers and medical personnel and the provision of funds under the Constituency Development Fund (CDF) will proceed as scheduled…

www.mofnp.gov.zm

We appreciate the positive feedback on the implementation of the 2022 National Budget and on other matters of national interest such as the International Monetary Fund (IMF) Supported Programme (Extended Credit Facility) but wish to clarify on some issues of concern and in other cases clear misinformation generated by certain quarters of the society.

We assure the nation that as indicated in the 2022 Budget Speech by the Minister of Finance and National Planning on Friday 29th October, 2021, the larger part of financing for the 2022 Budget is from domestic (locally generated within the country) revenues.

The 2022 Budget financing portion that is from external sources is mainly from the IMF through the US$ 1.3 billion Special Drawing Rights (SDR) allocation (disbursed by the IMF to the Government in August, 2021), and the rest of the financing is through ongoing project disbursements and recurrent expenditure, mainly from the World Bank.

This means that in the 2022 National Budget, WE DID NOT AND HAVE NOT YET INCLUDED FINANCING FROM THE ANTICIPATED IMF PROGRAMME.

IN VIEW OF THE FOREGOING, THE RECRUITMENT OF TEACHERS AND MEDICAL PERSONNEL AND THE PROVISION OF FUNDS UNDER THE CONSTITUENCY DEVELOPMENT FUND (CDF) WILL PROCEED AS SCHEDULED to attain Government objectives of having solid human development upon which the country’s long-term growth will be anchored. The responsible wings of the Government will continue to update the nation on the issues of recruitment’s of teachers and medical personnel and on the CDF and other matters, as and when milestones are reached.

We will do more once financing assurances and IMF resources are in place and debt relief, which will lessen the amount of internally generated resources being used to repay debt, is provided. It is our expectation that with the due processes followed, we will get an IMF Supported Programme this year and not only place our debt on a sustainable trajectory but also unlock resources from investors in many sectors of our economy who have been holding back because of uncertainty.

FELLOW CITIZENS, TRUST THE PROCESS.

Chilima is politically falling: Faces impeachment

Malawi Vice President Saulos Chilima is likely to face impeachment following his boss Reverend Lazarus Chakwera’s announcement of stopping delegating duties to him.

Chakwera decision comes after using Anti-Corruption Bureau (ACB) Director General Martha Chizuma’s substandard report on corruption by public officers in Malawi government.

By withholding Chilima’s delegating duties, means that he is constructively fired from the position. But due to constitution of the land that guides presidency office, Chilima remains First Malawi Vice President.

“As for the Vice President, his office is unique,” the president said adding “as such, the best I can do for now, which is what I have decided to do, is to withhold from his office any delegated duties,” says Chakwera.

However, politically, Chakwera’s Malawi Congress Party (MCP) has found a gate way to remove Chilima for succession, therefore will use the same constitution on section 88 (2) to impeach Chilima and replace him with their favorites for Chakwera’s easy ride in 2025.

As political vultures may be out in the jungle now, what the vice president can expect, if this is his moment of fate, is inserted in section 86 of the constitution.

“The President or First Vice-President shall be removed from office where the President or First Vice-President, as the case may be, has been indicted and convicted by impeachment.

“The procedure for impeachment shall be as laid down by the Standing Orders of Parliament, provided that they are in full accord with the principles of natural justice…”

At this point, it will be about the game of numbers.

Section 86 (2) reads: “indictment on impeachment shall require the affirmative vote of two-thirds of the members of the National Assembly…”

Politics, as we can all testify, is a slippery field. If this will not work, MCP will use the same constitution to appoint Second Vice President who might be given duties while Chilima remains idle while waiting another Chizuma substandard report.

Interestingly, Chakwera has not given Chizuma timeline on final report for Chilima and others as he did with the one released on Tuesday, June 21, 2022.

Chakwera and his cohorts have played smart game to eliminate Chilima in their circles which will be difficult for him to defend.

The best way for Chilima now is to honorably resign that Chizuma’s substandard report be vindicated later.

Chris Brown Responds To Michael Jackson Comparisons

0

CHRIS BROWN RESPONDS TO MICHAEL JACKSON COMPARISONS

Chris Brown is calling cap on the Michael Jackson comparisons.

For years, the internet has tried to compare the talents of the two superstars, with some even suggesting that Chris is better than the King of Pop.

But while some fans may argue otherwise, Chris is shutting down the comparisons. “That’s cap,” he immediately responded when Big Boy brought up the topic during an interview to promote his new album Breezy.

When asked how he deals with the conversations, he responded, “I stay the hell up out of it. I’ma keep it a hundred. I kinda back off it.”

He gave props to his idol for inspiring him and said he will never be able to compete. “My personal take on it is I wouldn’t even be breathing or even be able to sing a song if that man didn’t exist,” he said. “I don’t know if they look at it as a Jordan-Kobe thing, but I couldn’t even look at it. He’s light years ahead. There is no competing with him.”

Chris revealed that he has “shrines of this man hanging up in my house,” adding, “Hell no, I ain’t better than him.”

The CB-MJ debate was recently reignited following a viral tweet from Ryan Clark. “Chris Brown is more talented than Michael Jackson… there I said it! Have a great week,” tweeted the former NFL star before social media weighed in on the controversial statement.

This is not the first time Chris has drawn comparisons to his idol. In 2019, 50 Cent declared CB “better than MJ.”

Justin Bieber has also celebrated his “Don’t Check On Me” collaborator, likening Brown to a combination of Jackson and Tupac Shakur. “Everyone wants to wait til people die To give them the credit they deserve,” said Bieber. “I’m calling it now when CB passes away after a long full life, you will miss what you had in front of you the whole time … trust me watch you will see.”

During the Big Boy interview, Chris once again weighed in on a potential Verzuz. In the past, he said that he was only interested in battling himself, however, that may have changed.

“I’ma keep it a hundred. I’ve been talking to the people so we might figure something out but I ain’t gon’ say nothing yet,” he teased.

President Putin makes fresh threat to deploy new Satan II nuclear missile which can reach Britain in just three minutes by the end of 2022

0

Vladimir Putin has threatened to deploy Russia’s new Satan II nuclear missile, which can reach the UK in just three minutes, by the end of 2022.

The Russian president was speaking at an event with military academy graduates at the Kremlin on Tuesday, June 21, when he made the threat, The Telegraph reports.

He also said the country will continue to boost its military following damage suffered during its ongoing invasion of Ukraine and praised his troops for battling ‘like heroes’.

Putin said Russia will place the first batch of Sarmat ballistic missiles on combat duty by the end of the year as part of the efforts, The Telegraph reports.

The Sarmat missile, or ‘Satan II’, is said to be the world’s longest-range intercontinental ballistic missile, capable of striking a target 11,200 miles away, meaning it could easily strike targets in the US and Europe.

The Russian president previously described the development of the missile, which was successfully test-fired in April, ‘a big, significant event’ for Russia’s defense industry, saying the Sarmat will ‘ensure Russia’s security from external threats and make those who try to threaten our country with aggressive rhetoric think twice.’

Western military experts have said the Sarmat is capable of carrying 10 or more nuclear warheads and decoys – easily enough to wipe out territories the size of Britain or France in a single strike.

Commander of Russia’s strategic missile forces, Colonel Sergei Karakayev told Kremlin state television last month that they can fly with different trajectories and evade missile defence systems.

He said: ‘There is no existing air defence for the Sarmat missile systems, and it will probably not exist in the coming decades.’

Among other new additions referenced by Putin in his speech are S-500 missile defence systems that he has claimed to be ‘unmatched in the world’.

It comes after last month saw a state TV broadcast suggest Britain should be bombed back to the Stone Age ‘in ten minutes’ with an attack by new nuclear-capable Zircon – or Tsirkon – missiles.

Politician Aleksey Zhuravlyov and TV propagandist Dmitry Kiselyov had earlier advocated striking Britain with Satan-2.

And Russian state TV pundit, Yaakov Kedmi, a Moscow-born former Israeli diplomat, said Russia’s new hypersonic Zircon missile should be deployed to wipe out 50 or 60 power stations in the UK ‘in ten minutes’, plunging the country into darkness.

Woman who drove man who killed rapper Nipsey Hussle testifies that she unknowingly served as getaway driver

The trial for Eric Holder, the man accused of killing rapper Nipsey Hussle, is underway, and the woman who drove his killer Holder to and from the crime scene has given her testimony, insisting that she didn’t realize she was acting as a getaway driver.

Bryannita Nicholson, 35, said that when she and Eric Holder, with whom she had been in a casual relationship for about five weeks, pulled into a South Los Angeles shopping center on March 31, 2019, she was surprised and gleeful to spot Hussle, whose music she loved.

“I said, ‘Ooh, there goes Nipsey, he fine,” Nicholson testified, “I want to take a picture with him.’”

She went on to say Holder got out of the car and approached Nipsey Hussle while she was still looking for a parking spot. When she joined Holder and Nipsey, the two men were already engaged in conversation, Nicholson testified.

“I just thought he was trying to beat me to go see him before I saw him,” Nicholson said. “Eric was asking Nipsey, ‘Did you tell somebody I snitched?'”

According to Nicholson’s account, she returned to the car to post her photo to social media while Holder went into the burger joint to get food. After emerging with his meal, Holder reportedly told Nicholson to pull her car around the back of the shopping center, where he allegedly pulled out a handgun.

“I was like, ‘What are you doing? You put that away. You ain’t going to shoot nothing outside my car,'” Nicholson testified. “He did put it away.”

After instructing Nicholson to pull into an alley so he could eat, Holder reportedly exited the vehicle before finishing his food and told Nicholson he would be back. After hearing gunshots, Nicholson testified she saw Holder powerwalking toward her car.

“I was like, ‘What happened?'” Nicholson testified. “He said, ‘You talk too much. I ought to slap you.’ And he was just like, ‘Drive! Drive!'” she said.

Nicholson said after later seeing news of Nipsey Hussle’s death, it occurred to her that Holder may have committed the crime. Even with that knowledge, she drove Holder from Long Beach, Calif. to L.A. later that night upon his request.

Eric Holder has been charged with first-degree murder and attempted murder in connection with Nipsey Hussle’s killing and the shooting of two other bystanders. Nicholson is reportedly getting immunity in exchange for her testimony.

Woman who drove man who killed rapper Nipsey Hussle testifies that she unknowingly served as getaway driver

Last week, Deputy District Attorney John McKinney detailed Nipsey’s killing. Deputy D.A. McKinney said the rapper was shot around 10 times “from the bottom of his feet to the top of his head.” The jury was also shown video of Holder running from the scene holding two handguns.

Bill Cosby found liable over sexual assault of teenager in 1975 as judge award $500,000 in damages

0

Disgraced American stand-up comedian/actor, Bill Cosby sexually assaulted a teenager at the Playboy Mansion in Los Angeles in 1975, a jury has found.

The victim, Judy Huth testified to the civil trial that Cosby, 84, had forced her to perform a sex act on him at the venue when she was 16 years old.

Jurors in Los Angeles County ruled in favor of Judy Huth, who is now 64, awarding her $500,000 in a legal defeat for the once-beloved comedian and star of The Cosby Show.

Jurors found that Cosby intentionally caused harmful sexual contact with Huth, who he reasonably believed was under 18, and that his conduct was driven by unnatural or abnormal sexual interest in a minor.

In court filings and in testimony at the trial, Huth said she and a friend met Cosby at a park, and that the actor later took her and her friend to the Playboy Mansion. She testified that Cosby, who was 37 at the time, assaulted her, forcing her to perform a sex act without her consent, a claim the actor has denied.

Huth, who first filed a lawsuit against Cosby in 2014, initially said the incident took place in 1974 when she was 15, but later concluded she was mistaken about the year and that it happened in 1975.

The decision brings to a close one of the final remaining legal claims against 84-year-old Cosby, who more than 50 women have accused of sexual assaults over nearly five decades.

Less than a year ago, Cosby walked free from prison after his sexual assault conviction was thrown out after more than 50 women came forward with abuse allegations against the man once known as America’s Dad, charges he denies.

The civil case against Cosby in Santa Monica, California, was the first to go to trial and represented one of the last remaining legal actions against him. Filed in 2014, it was delayed for years by Cosby’s criminal proceedings.

Ms. Huth’s suit alleged that he brought her and another underage friend to the infamous mansion, lured her to a bedoom, and forced himself on her. When she resisted, he forced her to perform a sex act on him, she testified.

In tears on the stand, Ms. Huth told the court she felt “mad, duped and foolish” after the incident, as her lawyers presented a photo of her and Cosby inside the mansion.

Cosby was not required to appear in person at the trial and never did, but the court saw a 2015 deposition by Ms Huth’s attorneys, in which the comedian said he did not remember her and would not have pursued sex with a minor.

Lawyers for Cosby sought to poke holes in Ms Huth’s claims, noting she had initially said she was 15 at the time of the incident, but changed that detail weeks before the trial.

They claimed Ms Huth had offered her photo with Cosby to tabloids and others in search of a payout.

Jurors were also shown a videotaped 2016 deposition of late Playboy founder Hugh Hefner – a close friend of Cosby in the 1970s – who said it would have been “very unusual” for underage girls to be allowed inside the mansion.

Known to millions for his portrayal of TV dad Cliff Huxtable on The Cosby Show, the comic has faced accusations of sexual assault, misconduct and rape stretching back to the mid-1960s.

In 2018, he was convicted of drugging and molesting a woman at his home in 2004 and sentenced to three to 10 years in prison.

The conviction, however, was overturned by the Pennsylvania Supreme Court last year. He was released from prison after serving nearly three years.

According to science, Amber Heard has one of the world’s most beautiful faces

0

Amid the controversy that trailed her ex-husband Johnny Depp’s defamation case against her and judgement passed in his favour, Golden Ratio has reported that Amber Heard’s face is almost perfect.

First described by the ancient Greeks, the Golden Ratio (numerically: 1.618) refers to a formula of proportions that have been purported to identify the most mathematically perfect visage.

According to science, Amber Heard has one of the world?s most beautiful faces

British cosmetic surgeon Dr. Julian De Silva shared his rationale for declaring Heard’s face exactly 91.85% close to perfect, about as good as it gets by using digital facial-mapping technology.

The Golden Ratio, alternatively signified by the Greek letter phi (Φ), can be observed in all manner of life and design. And the closer the proportions of any given object are to phi, the more perfectly balanced they appear.

De Silva analyzed 12 points on Heard’s face, using a red carpet image from 2016 to measure between her eyes, nose, lips, chin and overall head to get the nearly 92% score.

According to science, Amber Heard has one of the world?s most beautiful faces

He doctor told US Weekly;

“The Greeks discovered that the ratio occurs everywhere in nature, and for thousands of years it has been thought to hold the secret formula of the world’s most beautiful faces.

“The phi ratio of 1.618 has long been thought to hold the secret for beauty, but now with the computer mapping, we can calculate how it applies to real women.”

De Silva, who runs the Centre for Advanced Facial Cosmetic & Plastic Surgery in London, has applied the same formula to countless well-known beauties. According to his research, Kim Kardashian has the most perfect eyebrows in the industry; Emily Ratajkowski has the most enviable lips; Kate Moss has the right forehead; and Scarlett Johansson has the most fetching eyes.

But it’s Bella Hadid who scored highest of them all overall, with 94.35%, followed by Beyoncé (92.44%), Heard and, in fourth place, Ariana Grande (91.81%).

As for the fellas, Robert Pattinson is the “phi”-nest of all, inching just above Heard’s score at 92.15%

Sadio Mane breaks silence on Liverpool exit and explains decision to join Bayern Munich

0

Mane has revealed that Bayern’s approach was too difficult to reject and the idea of playing for another European heavyweight was the kind of project he jumped at the chance of being involved in.

“When my agent first told me about Bayern’s interest, I was immediately excited,” Mane told BILD. “I saw myself there right away. “It’s one of the biggest clubs in the world and the team is always fighting for every title. So for me it was a very good idea and the right decision to come here.

Sadio Mane’s six-year stay at Liverpool is set to come to and end imminently

“My agent told me that there were enquiries from other clubs. That’s part of the business. But I got the feeling right away when Bayern presented their plan to me. I found myself in Bayern’s plan more than anyone else.”

Mane’s final game in a Liverpool shirt was last month’s Champions League final defeat at the hands of Real Madrid. And having lifted the trophy once with the Reds he now has desires of doing the same with the 2020 winners.

Asked about winning Europe’s biggest prize again, he added: “I don’t want to say no. Every kid wants to win the Champions League, every football player in the world. I’m with a very, very competitive team now.

Mane admits he hasn’t focused on whether Robert Lewandowski will be his teammate or not

“But it’s still a bit early to talk about the Champions League final, we haven’t even played a game together yet. Nevertheless we will give everything to get into the final.”

His arrival at the Allianz comes amidst a backdrop of uncertainty over the club’s most important player, Robert Lewandowski. Like Mane on Merseyside, the Poland international has intimated he won’t extend his contract and would like to depart – with Barcelona desperate to land the forward.

But Mane suggested Lewnadowski’s saga hasn’t played on his mind too much, with his full attention on winning titles with the players who will stick around. “I’m not a player who focuses on things like that. I’m here for FC Bayern. And I will do everything to win titles with my teammates!”

MALICE, LIES ‘LL NOT HELP UPND
… Just face the angry Zambians you lied to.

By Edwin Lifwekelo

THE Patriotic Front Party is dismayed at the blatant lies and malicious propaganda the UPND is publishing on social media using its rogue online publications run by its secretariate and State House.

We want to make it clear to the peaceful Zambian people that our Chairman for Information and publicity Hon. Raphael Nakachinda, our former Secretary General Hon. Davis Mwila and our Acting Secretary General Hon. Nickson Chilangwa have never issued any statements to any reporter from the unethical UPND online publications.

These childish and poorly written false articles and fabricated statements being circulated on social media are aimed at tarnishing the names of PF leaders and creating a false perception that there is division in the biggest opposition party.

They must be ignored as pure rubbish from a desperate regime.

We are fully aware that the lies are aimed at weakening our party, which is an illusion.
Even non-political observers are laughing at the clueless regime’s desparation.

It’s shocking that a political party in power enjoying massive technical and financial support from its foreign masters who funded its campaign and continue to bankroll it has failed to come up with an effective and decent communication strategy to maintain the support of voters.

A party that has been boasting of being the best government ever is lamentably failing to use communication to deal with the growing public anger against its pathetic rule and the high cost of living.

We are aware that the fact that the PF is still strong and is getting stronger by the day is giving the UPND and its foreign masters sleepless nights.

This is why it has resorted to using its amartuerish online media outlets such as the Zambian Watchdog, Koswe and others to circulate falsehoods and fake social media conversations against the PF and its leadership.

It is not a secret that the media teams at State House and the UPND Secretariate are under the full control of foreigners who do not understand the people of Zambia. Zambians have been relegated to the sidelines.

Our resolve as PF is to foster unity and love among members and ensure that we go to the convention as a united force.

The only reason these desperate sections of the UPND party and State machinery are publishing lies and malice is that they are scared stiff to see that we have remained a united PF as the flagship of the opposition yet they had declared it dead and buried after the elections.

We have remained formidable and a force to reckon with. The UPND is confused and frightened that the massive support it enjoyed from Zambians, especially the youth, in 2021 is rapidly evaporating after failing to honour the promises it made.

The PF is not interested in the divisive and regional politics the UPND continues to thrive on. The ruling party is publicly pontificating about peace and national unity while at the same time using its rougue online publications to sow disunity and hatred against individual opposition leaders and their parties.

Our simple advice to the failed regime is: go and face the angry Zambians you lied to. Stop wasting your time on lies and hate mongering which will not save your failed regime from their wrath.

Honestly can you replace HH with Wynter, M’membe – Mweetwa

By Kombe Mataka

UPND spokesperson Cornelius Mweetwa says the party does not expect much hustle and hurdles in winning the 2026 elections.

He says there is no replacement this far, adding that “honestly can you replace HH with Wynter Kabimba, Fred M’membe?”
Mweetwa, who is also Southern Province minister, said he was amazed that even politicians that dragged the country into economic malaise wanted to appear as saints who could save it by condemning President Hakainde Hichilema and his government.

“We are very confident that the way President HH has gone ahead in governing this country this far, we do not expect so much hustle and hurdle in 2026. Because truth be said, this far we cannot see any formidable political grouping let alone any formidable political leader. Those who are projecting themselves, some of them when you look at them and their parties, they don’t have even a single councillor but they contested in 2021 countrywide. They could not win not even a councillor. Then you now say ‘you want to be the next president because of the cost of living’ instead of telling people why the cost of living is like this. Instead of telling the people that it is where we have come from – 10 years of political and economic turmoil which cannot be fixed over 10 months,” Mweetwa, who is also Choma Central member of parliament, said. “In fact that whole conglomerate, that group of opposition, called opposition alliance, when you look at all of them they opposed HH’s administration and they opposed his ascendance to power. They did not vote for him. So even when they can talk the way they are talking, saying ‘we should remove this government’ remove this government and replace it with what? Because there is no replacement this far. Honestly can you replace HH with Wynter Kabimba? Fred M’membe? We don’t know in PF whether it is Emmanuel Mwamba or Chishimba Kambwili. Chishimba Kambwili already told the nation that don’t go to PF. PF is poison. If you take poison, you will lose your life. What the opposition alliance can do is to begin to identify someone unblemished. It may take long. The way it took long for UPND to form government but it is possible.”

He said many political party leaders were parading themselves as potential presidents because they could insult more than others.

“It is not just as easy as waking up to write stories to become president. Your history will walk ahead of you, to pave way ahead of you, and tell people you are a wrong character all together. People who enjoyed denouncing others who have become presidents, you should prepare also to be scrutinised and we are equal the task,” he said.
“But they are not yet electable. Are you sure the Zambians can stomach the idea of going back to PF and reinstitute political thuggery? So PF is out of the picture whether they rebrand or repent. Fred M’membe, Wynter Kabimba and others are still in the political nursery. This far there is no strong opposition. The time of attacking HH recklessly is over. I will be here to respond to you as and when duty calls. So we need to be realistic as citizens. So when people who have destroyed our economy want to be the ones to speak the loudest, that is an act of political mockery to the citizens. It is like citizens don’t know what they did when they went to vote and citizens don’t understand why we are where we are as a country.”

Mweetwa noted that the cost of living is high, “but it is being fixed”.
“There is prudence. We have a President who has gone 10 months without pay. Unprecedented! We have a President who goes out of the country many times go-come not for leisure because there is a lot of work at hand. And true to his election promise, he said once we form government it will be work not party after party like we saw,” said
Mweetwa.

HH to blame For Deaths In Hospitals – Dr Canisius Banda

DEATH
AT THE HOSPITAL
[The Important Case of Supply Chain Management]

UNAVAILABILITY of essential commodities, be they laboratory, medical or surgical, is a ’cause’ of death at health facilities.

A cogent case can be made that such deaths have occurred in Zambia since August last year.

It takes a lot of factors, amongst them tact and time, for a drug to move from a factory to the body of a patient.

Zambia is an imports-dependent country, thanks to the post-1991 mal-privatisation and subsequent collapse of its industrial base.

What this means is that most laboratory, medical and surgical supplies used to keep Zambians alive are imported.

A precarious existential condition, a veritable threat to national security.

This reality then demands that the supply-chain of these life-saving essentials is managed very well indeed.

Threats to supply chain management include quantification, order placements, factory challenges as occurred in the last two years of the manufactured pandemic, transportation, and distribution.

Fortunately, Zambia has among the best supply-chain managers in the world.

Ask the UN.

So what then explains the current, protracted, non-ending and life-threstening shortages of drugs, medical, surgical and laboratory supplies in our public health facilities?

The answer is simple: Hakainde HICHILEMA.

In August 2021, Hakainde HICHILEMA happened. He became Zambia’s seventh Republican President.

Full of beans, and seeing corruption in every procurement process before his reign, he began to audit everything.

Grant THORNTON.
History is everything in understanding the present.

Though audits are a required starting-point, undertaking for any newcomer, new manager to any organisation, they need NOT disrupt ongoing supply-chain management.

This is where he failed.
His accoubting intervention led to chaos.

His government, fueled by emotion and vindictiveness, bearing a jaundiced view of existing government systems, gravely disrupted the supply-chain management of these commodities for Zambia.

This political interference, though somewhat well-intentioned, is now the explanation why someone has died and has been buried in Zambia today.

Responsible officers were fired.
Supplies were stalled.
New orders were not placed in time.
Old suppliers were not paid.
Procurement relationships were soured.
Suspicion and fear became the norm.
Ad infinitum.

Sensing danger, the reaction of the Ministry of Health to this healthcare crisis in Zambia was inept, ill-informed and at best farcical.

Each health facility on its own should buy these commodities, that was the directive from our seemingly mentally challenged Ministry of Health.

For how could these facilities do what they were being told to do when for years they relied on central planning, procurement and provision?

For how could they when, for reasons of limited capacity in resources, planning and source-contacting, they just could not?

In addition, the Ministry of Health, seems not to know that bulk purchases, centrally done are more economical and better for a resource-mismanaged country like Zambia.

Instead, a government seeking economic recovery, paradoxically embarked on a path that promoted fiscal indiscipline, costly expenditure for a poorly funded government spending agency.

You see, change of government should NOT directly translate into change of quantifiers, procurement officers, transporters or suppliers.

Purity of well-inspired thought is required in the management of people especially when dealing with sensitive areas like healthcare.

The quality, since August 2021, of Zambia’s public healthcare has worsened, if at all, it is still there.

Things are bad.
Very bad.

Zambians today are more afraid of public health facilities than they are of disease.

More and more are now reporting late at our health facilities, as more and more of them are resorting to trooping to mountains for prayers as an initial alternative, others are self-medicating and others still, desperate, are turning to all sorts of charlatans and quacks for help.

Both morbidity and mortalities, that, under different circumstances could be managed well, are now endemic and rising in our communities.

Coupled with low credit levels in the economy for reasons of high base and lending rates, capital flight, low national income flows and failure to dismantle the local debt, the quality of life of the Zambian today has plummeted.

It is now in a crisis.

‘Immediately you vote us into office, we will lower the cost of living,’ Hakainde HICHILEMA steadfastly promised prior to August 2021.

The opposite has now happened.

Laura MITI, a CSO pro-regime change activist, this year: ‘The cost of living is now killing citizens.’

There we are, Hakainde HICHILEMA.

The cost of living is now killing citizens.

But then, you see, before they die, citizens become angry, unruly and disruptive, and difficult to govern.

This is where we now are.

The country has gone eerily quiet. The calm before the storm.

This then is what happens when politics fails, when leadership is misleading and, when the world in general is falling apart and changing its order.

Meanwhile, Belgium 2.0 here we come! Next? Rwanda. Fiscal discipline?

Not all civil servants are corrupt, sir.
And NOT all, merely exercising their right, voted for the PF, but are competent should be fired.

Beware, political ill-perception of service structures, can lead to process collapse, and citizens’ ill-health and death.
Leave vengeance to God.

Surely, we can do better.
Aluta continua!

HH should fire Muhanga,
urges Mtayachalo

By Ernest Chanda

CHAMA North PF member of parliament Yotam Mtayachalo has asked President Hakainde Hichilema to dismiss tourism permanent secretary Evans Muhanga for cancelling safari hunting concession agreements against Attorney General Mulilo Kabesha’s advice.
Mtayachalo said if the President himself is not involved in the cancellation, then he should prevail over Muhanga to reverse it or dismiss him.

“The appointing authority should fire PS Muhanga because what he did is illegal. If he (President Hichilema) continues to keep quiet on this matter, then he is involved and he supports that illegal decision because he cannot allow an illegality in this manner. This is an illegal decision that was done against the advice of the chief legal advisor to the government, the Attorney General,” Mtayachalo said.

“The affected people will sue government, and government will lose a lot of money. PS Muhanga is not going to pay from his pocket. It will be the people of Zambia paying for his wrong decision. So, I urge the appointing authority to fire Muhanga and reverse this decision because it’s illegal.”
He said the UPND was going against the rule of law in the decisions made so far.
“The UPND always stand on anti-hills claiming that they are observing the rule of law. Now, if they are a government of laws, why did they cancel those hunting concessions against the advice of the Attorney General?” Mtayachalo asked. “They cannot claim to be promoting the rule of law when they are doing the opposite of what they are saying. When you say you are a government of laws it should apply everywhere. They should not be claiming to be upholding the law on one hand while breaking the same on the other hand.”

He bemoaned the trend of reversing decisions made by the previous administration for political reasons, adding that it was retrogressive.

Mtayachalo said the country would always remain behind because of such mindset from politicians.

“You cannot say that every decision made by the previous government was illegal. This is the problem with Zambian politics where every decision made by your colleagues you deem it as illegal. You want to undo everything that your colleagues did. It doesn’t work like that,” said Mtachalao. “This is why in other countries they have continued with the same political parties in government for continuity. What is happening in Zambia now is retrogressive. It’s not taking us anywhere. UPND cannot tell us that every decision made by PF was wrong or illegal. It’s not true.”

In April this year, Muhanga cancelled safari hunting concession agreements signed in 2020, against the advice of Attorney General Mulilo Kabesha, as the hunting season opened on May 1.

Instead, he ordered a readvertisement of the same in his memorandum to director of national parks and wildlife in the Ministry of Tourism Chuma Simukonda dated April 22, 2022.

And on May 13, 2022, Muhanga terminated the contract for Dr Simukonda who is believed to have advised him against ignoring legal advice from the Attorney General.

According to the Attorney General’s advice in a letter dated January 5, 2022 addressed to President Hakainde Hichilema on tender No. MTA/SP/001/2020, there was nothing illegal about the tender and that cancelling it would attract law suits against the government.
The Anti-Corruption Commission (ACC) has since said it has taken keen interest in the matter.

Several stakeholders, including good governance activist Brebner Changala, Socialist Party president Fred M’membe, acting PF president Given Lubinda, State Counsel Sakwiba Sikota and chiefs in affected areas have advised Muhanga against the cancellation, warning that government would pay heavily when bidders sue.

Meanwhile, Muhanga told The Mast, recently, that the hunting “licences will be advertised very soon. It will be very soon.”

PRESIDENT HICHILEMA’S BUSINESS TRIPS ARE BENEFICIAL TO THE COUNTRY

PRESIDENT HICHILEMA’S BUSINESS TRIPS ARE BENEFICIAL TO THE COUNTRY

Unlike the days when leaders used to travel just to go have fun (boat cruising) or to play with Eswatin girls, President Hichilema is traveling strictly for business.

Because of President Hichilema’s trip we have seen Zambians Businessmen clinching a lucrative oil deal in Saudi Arabia, hass avocado from Zambia will now be exported to europe, soon our country will start manufacturing electric car batteries in partnership with DRC.

Because of President Hichilema’s business trips First Quantum Mining has announced a 1.3 billion dollars investment which will create Job opportunities for our people. Recently the President signed a trade MOU with Kenya which will create a lot of business opportunities through ZDA. These are just a few of the benefits of the President’s trips. Hakainde Hichilema means business and his major focus is to revamp our country’s economy.

It is unfortunate that those who traveled just to impregnate teens in Eswatin want to down play the seriousness of the President’s trips. Those who traveled for boat cruising and lied to us about cheaper fuel and goats deal have no moral right to question a leader whose results we can all see. Those who lied about rice from India should not down play the efforts of a President who has secured a deal for electric car batteries.

President Hichilema is only trying to mend that which was broken and he needs our support. As father of the nation he has the responsibility to fly around the world to look for food for his children. Even wild animals travel long distances to look for food, why would you want the President to just sit in the country when things are not ok. Do you want the President to just sit in the country and be arguing with Tembo or Tayali? Definitely he is above that.

We are very happy that in less than a year Presidential trips are yielding positive results. We appeal to all Businessmen to take advantage of all these bilateral agreements that President Hichilema is making just like some took advantage of the Dubai expo. Our Farmers must take advantage of european market for avocado

We wish President Hichilema traveling mercies and God’s speed in his quest to revamp our country’s economy.

Malawi president Lazarus Chakwera stops delegating duties to Vice President Saulos Chilima

President Lazarus Chakwera has announced that he has stopped delegating duties to Vice President Saulos Chilima who is alleged to have received money from businessperson Zuneth Sattar.

Chakwera announced his decision tonight after receiving a report from the Anti-Corruption Bureau (ACB) on investigations into businessperson Zuneth Sattar who is accused of giving bribes to public officers in exchange for securing government contracts.

Chakwera said a total of 53 current and former public officers received money from Sattar between March 2021 and October 2021. There are also 31 individuals from the private sector, media and civil society who allegedly received money from Sattar.

Chakwera said the officers include those from Office of the President and Cabinet, Malawi Police Service, Office of the Vice President, State House, Reserve Bank of Malawi, ACB, Malawi Broadcasting Station and various ministries.

Chakwera, however, said apart from Chilima, there is no other member of his cabinet who has been mentioned on the list.

The president added that the bureau has found that among the 84 individuals accused of receiving money from Sattar, there are 13 who have been extensively investigated such that the bureau has concluded that they “conducted themselves corruptly.”

“Four of the 13 hold offices over which I have some constitutional powers, namely the Vice President, the Inspector General of Malawi Police [George Kainja], the Chief of Staff for State Residences [Prince Kapondamgaga] and Chairperson of Public Procurement and Disposal of Assets Authority [John Suzi Banda],” said Chakwera.

He, however said the bureau did not provide any information on what Chilima, Kapondamgaga or Suzi did though it explained that Kainja was recorded discussing kickbacks with Sattar.

On action he is taking, Chakwera noted that the constitution does not provide for the suspension of the Vice President or his removal from office by the president.

“The best I can do, and what I have done, is to withhold from his office any delegated duties while waiting for the bureau to substantiate its allegations against him and to make known its course of action,” he said.

Chakwera also announced the removal of Kainja as well as the suspension of Suzi Banda and Kapondamgaga.

Despite taking the action based on the report, the president described the bureau’s report as substandard work due to some gaps and absence of some information on the bureau’s next course of action.

“On a matter as serious and sensitive as this, Malawians deserve better,” said Chakwera.

Socialist Party Copperbelt Leadership Lectures Wynter Kabimba

SP COPPERBELT LEADERSHIP LECTURES WYNTER KABIMBA

By Faston Mwale

It is not unusual for unprincipled and failed political elements to attempt to ramp themselves through tarnishing the image of others.

This is what Mr. Wynter Kabimba is attempting to do. But attempting to vulgarize the standing of the Socialist Party will not revive his tattered political image. Although a seasoned politician, Mr. Kabimba’s political trajectory is one troubled with a streak of more failures than successes.

He failed as Secretary General of the Patriotic Front, he failed as Minister of Justice, he failed as Rainbow Party President and is failing as leader of the Economic Front.

In politics, Mr. Kabimba pitches as a classic illustration of dangerous forms of envy laced with a ferocious greed for power.

It is this trait that pitted him against the rank and file of the Patriotic Front when he served as Secretary General and was ultimately thrown out of the party.

He later founded the Rainbow Party and that again failed.

Although the Rainbow Party has been re-branded as the Economic Front, its state, form and substance has remained the same – a social democratic party or an inferior form socialism.

Casting aspersions on members leaving the Economic Front to join hands with the progressive forces is not a transgression at all.

Everyone had a democratic right to belong to a party of their choice.

Alleging that the Socialist Party is funded by the LGBT is stupidity of first degree.

A leader of his magnitude and stature must not take to idle speculation but must be truthful if he is to attract members.

Can he name the LGBT organizations that are funding the SP.

To resort to the use of dirty propaganda as a means to stem the exodus of members from his party is in itself a failure to grasp the current political dynamics.

Comrade Helen Mulala and many others must not be demonized for joining the bandwagon for progressive change.

There are many young people today looking up to seasoned and experienced politicians for learning leadership but what would one learn from the leadership of Mr. Kabimba?

It is not arguable that the Socialist Party is the only Party that is today offering young people an unfettered opportunity to experience leadership and is opening up the horizon for new opportunities for the youth.

The Socialist Party is not just a political party, it is a people’s platform uniting the masses in the struggle for justice, equity and peaceful co-existence.

A simple concrete analysis of the current context shows that the mass influx towards the Socialist Party is a reaction triggered by politics of deception to which our people have been subjected to for over three decades now.

People are simply fed up with politics of manipulations and deceit and have intensified the search for a new political direction and the Socialist Party stands as the best of the available alternatives.

Secondly, the Socialist Party has an attractive manifesto which has become a must-read document of nowadays.

Thirdly, the Socialist Party has a tested leadership that is without a lust for personal glory, prestige or an appetite for material gain but endowed with a leadership to advance, serve and service the expressed needs of our people.

The wind of change that is blowing across the country is no ordinary wind.

Ex-Egypt coach criticises Liverpool star Mohamed Salah for ‘lack of effort’

0

Mohamed Salah must put more effort into his performances with Egypt, according to the Pharaohs’ legendary former manager Hassan Shehata.

Salah has made 85 appearances for his country since making his debut in 2010, scoring 47 goals, including two at a World Cup finals, but he is yet to win a trophy with Egypt.

That has not been the case at club level with the 30-year-old becoming one of the game’s most coveted stars as a result of achieving Premier League and Champions League glory with Liverpool.

Salah added to his collection last season as the Reds won the FA Cup and League Cup. But that double triumph came after Egypt lost the African Cup of Nations final in February on penalties to Senegal, taking their wait for the trophy into a 12th year.

Further heartbreak was to follow the next month as Senegal once again got the better of the Pharaohs on spot-kicks to qualify for the World Cup in Qatar later this year.

And now Shehata, who won three consecutive AFCON titles during his time in charge of Egypt, has launched heavy criticism of Salah, who captains the national team.

“Salah is a world-renowned football star because of all of his individual achievements,” he said speaking to Sada El-Balad.

“From a technical point of view, Salah did not achieve anything with the national team so far. He is a worldwide star; he should have an impact whenever he plays with the national team.

“He also has to put in more effort, as the national team was playing with a strategy that always puts pressure on him on the field.”

Salah was influential in helping the Pharaohs qualify for the 2018 World Cup, their first since 1990. The Liverpool superstar scored a stoppage-time penalty against Congo in October 2017, which secured the team’s qualification and sparked wild scenes of celebration back in his homeland.

But after being injured by Real Madrid defender Sergio Ramos in the Champions League final in May 2018, Salah’s impact on the tournament was not what he would have hoped, scoring twice but seeing Egypt exit after the group stage.

“Salah wasn’t in the best shape in many games with the national team,” said Shehata, reflecting on the finals in Russia.

Shehata also cited the quality drop-off between Liverpool and Egypt’s squad as the potential stem of Salah’s ‘problems’: “He [Salah] cannot choose the players for the national team, but he has to talk with the officials about that.”

Chirundu district to be realigned back to Southern Province

0

Lusaka Province Permanent Secretary, Robert Kamalata has disclosed that a roadmap has been developed aimed at actualizing the re-alignment of Chirundu District from Lusaka to Southern Province.

Mr. Kamalata says the roadmap will include the preparation of necessary documentation of both moveable and non-movable inventories among others.

This came to light today when the Lusaka Provincial Permanent Secretary addressed Heads of Government Departments and Heads of Quasi-Government Institutions during the maiden preparatory meeting for the handover of Chirundu District from Lusaka Province to Southern Province.

Mr. Kamalata explained that the handover of Chirundu to Southern Province is premised on the declaration by President Hakainde Hichilema on November 17, 2021 that the district should be re-aligned back to Southern Province.

And speaking at the same meeting, Lusaka Province Director of Finance, Raphael Sinfukwe said the provincial administration wants to ensure a smooth handover and avoid disruption of implementation of government’s developmental agenda.

Mr. Sinfukwe reiterated that the handover processes will require that certain processes be undertaken such as the preparation of necessary documentation among many others.

Earlier, Lusaka Province Planning Unit (PPU) Assistant Director, Tiszah Katowe said in line with the provisions of the budgeting cycle, the budget for Chirundu District is expected to move to Southern Province for the 2023 Medium Term Expenditure.

Chirundu District Commissioner, Patrick Kasambila and Chirundu Town Council Secretary, Laura Munkanta were also in attendance.

So far only Chirundu District Education Board Office and the Chirundu Town Council have successfully been handed over to Southern Province while the entire district is expected to complete the exercise by 31st December,2022 in line with the current budget cycle.

The preparatory meeting for the official handover of Chirundu District to Southern Province marks the beginning of the handover process which involves a number of activities that will culminate to the handover ceremony between two provinces.

There had been calls from Chiefs under Chirundu District, to have the district taken back to Southern Province from Lusaka.

Chirundu district was realigned to Central by late President Michael Sata in 2012.

Ramaphosa, associates implicated in USA illegal money transfer

As the controversy rages on over the origins of the millions of US dollars stashed at South African President Cyril Ramaphosa’s Phala Phala farm, it has been revealed that the head of state and those close to him may have violated aspects of the international money transfer laws of the US.

An investigation carried out by the Daily News into the US Code (USC) title 18 of 1957, which focuses on money laundering as well as engaging in monetary transactions in property derived from specified unlawful activity, strongly indicates that Ramaphosa and his co-accused are in breach of the US laws.

This is after the damning allegations submitted by former spy boss Arthur Fraser, which exposed a potential cover up when $4 million was allegedly stolen at the president’s private farm in Limpopo.

The US International money transfer laws in accordance with the US code title 18 of subsection 1957, states that:

“(a) Whoever, in any of the circumstances set forth in subsection (d), knowingly engages or attempts to engage in a monetary transaction in criminally derived property of a value greater than $10 000 and is derived from specified unlawful activity, shall be punished as provided in subsection (b).

“(b) (1)Except as provided in paragraph (2), the punishment for an offence under this section is a fine under title 18, United States Code, or imprisonment for not more than 10 years or both.”

In addition, Code 1957 of the US international money law provides that a US court may impose an alternate fine of not more than twice the amount of the criminally derived property involved in the transaction.

“(c) In a prosecution for an offence under this section, the Government is not required to prove the defendant knew that the offence from which the criminally derived property was derived was specified unlawful activity.

“(d) The circumstances referred to in subsection (a) are – (1)that the offence under this section takes place in the United States or in the special maritime and territorial jurisdiction of the United States; or (2) that the offence under this section takes place outside the United States and such special jurisdiction, but the defendant is a United States person (as defined in section 3077 of this title, but excluding the class described in paragraph (2)(D) of such section,” reads the US Code 1957.

Furthermore, it stipulates that violations of this section may be investigated by components of the Department of Justice as the Attorney-General may direct, and by such components of the Department of the Treasury as the Secretary of the Treasury may direct.

The US Code subsection 1957 also indicates that the term “monetary transaction” means the deposit, withdrawal, transfer or exchange in or affecting interstate or foreign commerce, of funds or a monetary instrument (as defined in section 1956(c)(5) of this title.

“(2) The term ‘criminally derived property’ means any property constituting, or derived from, proceeds obtained from a criminal offence; and that the terms ‘specified unlawful activity’ and ‘proceeds’ shall have the meaning given those terms in section 1956 of this title.”

Pressed to respond, Ramaphosa has defended himself regarding the millions stolen from him and has reportedly said that the money was the proceeds from selling animals.

This raised questions about who the clients were and whether the transaction was declared to the SA Revenue Service and other key institutions.

Two weeks ago, Fraser laid a complaint against Ramaphosa, accusing him of breaching the Prevention of Organised Crime Act by not reporting the theft of the money.

He claimed the suspects who broke into the president’s property were subsequently kidnapped, interrogated, and paid off to keep silent.

Ramaphosa’s spokesperson, Vincent Ngwenya, said that he would no longer comment on the matter because it was the subject of investigations.

Law expert Francois Botes weighed in and stated that the president needed to take the people of South Africa into his confidence before it was too late.

“The president is duty-bound to explain the situation and to disclose the origin of the foreign currency that was allegedly stolen from his farm. It will not be beneficial for the president to play hide and seek with the public.

“The public trust the president and have confidence in the president to combat corruption and money laundering. The president should therefore do the honourable thing and come clean on this issue,” said Botes.

Political analyst Professor Tumi Senokoane shared this view, saying that Ramaphosa must take the country into his confidence.

“The farmgate scandal has a lot more questions than answers. This is because Ramaphosa decided to respond by pre-empting a legal process and not providing many details.

“All we do now is speculate but he should have taken the country into his confidence and not choose a different path knowing that the media and business are on his side,” argued Senokoane.

Trump might face criminal probe as January 6 panel set to show he allegedly plotted to get fake electors in order to overturn election

0

The US House of Representatives select committee investigating the January 6 Capitol attack is expected to show at its fourth hearing on Tuesday, June 21 that Donald Trump and top advisers coordinated a scheme to send fake slates of electors as part of an effort to return him to the White House.

The panel will also examine Trump’s campaign to pressure top officials in seven crucial battleground states to corruptly reverse his defeat to Joe Biden in the weeks and months after the 2020 election, according to Washington Post reports.

At the Tuesday hearing, the select committee is expected to focus heavily on the fake electors scheme, which has played a large part in its investigation into Trump’s effort to overturn the results of the election at the state level.

The panel will show how the fake electors scheme which may have been illegal – was the underlying basis for Trump’s unlawful strategy to have his vice-president, Mike Pence, refuse to certify Biden’s win in certain states and grant him a second term in office.

On 14 December 2020 when the authorized Democratic electors met at statehouses to formally name Biden as president, in seven battleground states, illegitimate Republican electors arrived too, saying they had come to instead name Trump as president.

The Trump electors were turned away. However, they allegedly proceeded to sign fake election certificates that declared they were the “duly elected and qualified” electors certifying Trump as the winner of the presidential election in their state.

The fake electors scheme was conceived in an effort to create “dueling” slates of electors that Pence could use to claim the election was in doubt and refuse to formalize Biden’s win at the congressional certification on 6 January.

The select committee will also show, that the fake election certificates were in part manufactured by the Trump White House, and that the entire fake electors scheme was coordinated by Trump and his top advisers, including former chief of staff Mark Meadows, according to Washington post.

“We will show evidence of the president’s involvement in this scheme,” congressman Adam Schiff, the select committee member leading the hearing alongside the panel’s chairman, Bennie Thompson, and vice-chair, Liz Cheney, said to CNN

Members of Trump’s legal team insist this is a distorted characterization of the scheme, saying the so-called alternate slates were put together and signed in case that states did re-certify their election results for Trump and they needed to be sent right away to Congress.

According to the report the fake electors scheme is important because it could be a crime. The justice department is investigating whether the Republicans who signed as electors for Trump could be charged with falsifying voting documents, mail fraud or conspiracy to defraud the United States.

If Trump was involved in the scheme, and the justice department pursues a case, then the former US president may also have to face a criminal trial.

Among other key flash points that the panel intends to examine include Trump’s now-infamous 2 January 2021 call with Georgia secretary of state Brad Raffensperger – who will testify live at the hearing – when Trump asked him to “find” votes to make him win the election.

“I just want to find 11,780 votes, which is one more than we have,” Trump said during the conversation, a tape of which was obtained by the Washington Post and House investigators working for the select committee.

The select committee will also reportedly describe Trump pressuring other state officials to investigate election fraud claims his own White House and campaign lawyers knew were false, relying on testimony from Arizona House speaker Rusty Bowers.

On what was supposed to be the happiest day of our lives ended in irreversible heartbreak. I feel like I have cried an ocean. We never made it to the alter; or got to say our vows, or dance our first dance, but I know you know that you were my entire world and the best thing that has ever happened to me, Danielle. I will wear this ring that I was always supposed to wear as a sign of my unconditional love to you.

“I am completely broken trying to process this and I honestly don’t know where to go from here, but I do know I need to use any strength I can muster for our little boy. I will not be a mark on the parent that you had already become but I promise I will do my everything to raise Bowie just the way we always wanted. I promise you he will know how amazing his mummy was. I promise to make you so so proud.

“The most beautiful person inside and out. The most incredible soul. We have lost such a special person and I am sure we are about to see an abundant outpouring of love that reflects that. I will try to find peace in your messages and comments, but right now I am grieving and I will be for a very, very long time.

“My darling Dani, the brightest light in any room, my world is nothing but darkness without you. I will miss you forever.”

Concourt has refused to overturn President HH’s decision to remove Joshua Banda as High Court Judge

0

By Mwaka Ndawa

THE Constitutional Court has thrown out an application by former High Court judge Joshua Banda to halt President Hakainde Hichilema’s decision to dismiss him.
Judge Ann Sitali has ruled that Banda has already been relieved of his duties as an adjudicator and there is nothing to stay.
This is in a matter where Banda has petitioned the State in the Constitutional Court over his dismissal.

Recently, President Hichilema dismissed Banda for professional misconduct following a recommendation from the Judicial Complaints Commission (JCC).

But Banda sought an order of the court to stay President Hichilema’s decision to dismiss him, arguing that it contravenes Articles 143 and 144 of the Constitution.

He wants a declaration that the justification of the JCC to hear complaints against judges does not extend to matters that happened prior to a judge’s appointment to the office of judge as it is the preserve of the President, Judicial Service Commission and the National Assembly.

The State opposed the Banda’s application to put the President’s decision to drop him on hold.
Principal State advocate Kaumbi Ndulo-Mundia submitted that Banda had not provided any good reasons for special circumstances why the stay should be granted as there was nothing to stay.

She said the reasons advanced by Banda that he would be ruined and the office of judge would be reduced in dignity were not good reasons on which a stay must be granted.

Mundia said although the facts of the case raised alleged constitutional violations, the action had been commenced using the wrong mode of commencement and before a wrong court.

In his response, Banda argued that he was still a judge of the High Court until the petition was finally determined and the letters patent constituting him as judge were properly surrendered and destroyed.

He said the decision of the President had not yet been effected and should be stayed as there was no evidence that the public would be prejudiced if he continued performing his duties as a judge whilst awaiting the final determination of the petition.

Ruling on the matter, judge Sitali said the case was not appropriate in which she should exercise her discretion to stay the President’s decision on reasons that the decision which the latter sought to stay had already been implemented and there was nothing to stay.
The issues raised in the petition relating to whether or not the JCC and the President contravened Articles 143 and 144 of the Constitution in the manner they removed him from office could not be resolved at preliminary stage.

“For this court to grant an order to stay the decision to remove the petitioner from office of judge of the High Court at this stage would have the effect of taking a position against the decision by the President without having heard the substantive case,” said judge Sitali. “The petition ought to be heard and determined before any remedies can be awarded, should the petition be determined in the petitioner’s favour. That being the case, I decline to exercise my discretion to grant the petitioner’s application for an order to stay the Republican President’s decision to remove the petitioner from office as judge of the High Court. The application is accordingly dismissed.”
