Singer Tom Mann devastated as fiancee dies suddenly on morning of their wedding

X Factor singer Tom Mann has been left devastated after his fiancee Dani died suddenly on their wedding day.

Tom, who appeared on the X Factor singing show in 2014, announced the sad news of his partner’s death on social media.

The couple share an eight-month-old son together.

He wrote in a heart-breaking post that he had lost the “love of his life” on what should have been the happiest day of their lives.

Tom declared that his fiancee was the “best thing to have ever happened” to him and that he would continue to wear his engagement ring as a “sign of unconditional love” for her.

He added that he will raise their son as a single dad and hopes he will make her proud.

He wrote: “I can’t believe I am writing these words but my darling Dani – my best friend, my everything and more, the love of my life – passed away in the early hours of Saturday morning, 18th June.

On what was supposed to be the happiest day of our lives ended in irreversible heartbreak. I feel like I have cried an ocean. We never made it to the alter; or got to say our vows, or dance our first dance, but I know you know that you were my entire world and the best thing that has ever happened to me, Danielle. I will wear this ring that I was always supposed to wear as a sign of my unconditional love to you.

“I am completely broken trying to process this and I honestly don’t know where to go from here, but I do know I need to use any strength I can muster for our little boy. I will not be a mark on the parent that you had already become but I promise I will do my everything to raise Bowie just the way we always wanted. I promise you he will know how amazing his mummy was. I promise to make you so so proud.

“The most beautiful person inside and out. The most incredible soul. We have lost such a special person and I am sure we are about to see an abundant outpouring of love that reflects that. I will try to find peace in your messages and comments, but right now I am grieving and I will be for a very, very long time.

“My darling Dani, the brightest light in any room, my world is nothing but darkness without you. I will miss you forever.”

Concourt has refused to overturn President HH’s decision to remove Joshua Banda as High Court Judge

THE Constitutional Court has thrown out an application by former High Court judge Joshua Banda to halt President Hakainde Hichilema’s decision to dismiss him.
Judge Ann Sitali has ruled that Banda has already been relieved of his duties as an adjudicator and there is nothing to stay.
This is in a matter where Banda has petitioned the State in the Constitutional Court over his dismissal.

Recently, President Hichilema dismissed Banda for professional misconduct following a recommendation from the Judicial Complaints Commission (JCC).

But Banda sought an order of the court to stay President Hichilema’s decision to dismiss him, arguing that it contravenes Articles 143 and 144 of the Constitution.

He wants a declaration that the justification of the JCC to hear complaints against judges does not extend to matters that happened prior to a judge’s appointment to the office of judge as it is the preserve of the President, Judicial Service Commission and the National Assembly.

The State opposed the Banda’s application to put the President’s decision to drop him on hold.
Principal State advocate Kaumbi Ndulo-Mundia submitted that Banda had not provided any good reasons for special circumstances why the stay should be granted as there was nothing to stay.


She said the reasons advanced by Banda that he would be ruined and the office of judge would be reduced in dignity were not good reasons on which a stay must be granted.


Mundia said although the facts of the case raised alleged constitutional violations, the action had been commenced using the wrong mode of commencement and before a wrong court.


In his response, Banda argued that he was still a judge of the High Court until the petition was finally determined and the letters patent constituting him as judge were properly surrendered and destroyed.


He said the decision of the President had not yet been effected and should be stayed as there was no evidence that the public would be prejudiced if he continued performing his duties as a judge whilst awaiting the final determination of the petition.


Ruling on the matter, judge Sitali said the case was not appropriate in which she should exercise her discretion to stay the President’s decision on reasons that the decision which the latter sought to stay had already been implemented and there was nothing to stay.
The issues raised in the petition relating to whether or not the JCC and the President contravened Articles 143 and 144 of the Constitution in the manner they removed him from office could not be resolved at preliminary stage.


“For this court to grant an order to stay the decision to remove the petitioner from office of judge of the High Court at this stage would have the effect of taking a position against the decision by the President without having heard the substantive case,” said judge Sitali. “The petition ought to be heard and determined before any remedies can be awarded, should the petition be determined in the petitioner’s favour. That being the case, I decline to exercise my discretion to grant the petitioner’s application for an order to stay the Republican President’s decision to remove the petitioner from office as judge of the High Court. The application is accordingly dismissed.”

Zambian Youth Bombshell: Survey finds 84 % dissatisfied with New Dawn Job Creation efforts

The New Dawn administration -UPND- was ushered into power in August, 2021 by the Youth who voted in unprecedented numbers to get rid of the Patriotic Front (PF), in what was essentially an electoral revolution. The Youth placed their hopes for quick jobs in President HH under the mantra: “Barry will fix it”, but this, has not yet happened, and there are no promising signs. The Opposition and other Critics have accused the government of having no clear roadmap for the creation of jobs for the Youth. They allege that the administration has forgotten about the Youth and put them at the backburner in preference to foreign interests.

To date, there has not been anybody who knew how the Zambian Youth felt about the New Dawn administration’s ten months in power. However, for the first time, there is some independent empirical evidence suggesting that they are on a wrong path to youth job creation. This is a very important feedback that needs to be reacted to by government and taken seriously by the President.
Zambia and African Youth Perception of their Governments

According to the Africa Youth Survey (AYS) 2022, sponsored by Ichikowitz Family Foundation of South Africa, 84% of Zambian Youths are dissatisfied with the government’s job creation efforts. And in a bar chart illustration, 90% think the country is heading in the wrong direction. It is the first time since the election of 12th August, 2021, that the degree of Zambian Youth discontent or dissatisfaction has been scientifically highlighted.
Zambia was among the 15 African countries in the sample surveyed. The scientific data was gathered by the consulting firm Penn Schoen Berland (PSB) Insights of South Africa. In general, the majority of African youth have lost confidence in their own countries and the continent as a whole, to meet their aspirations, and a rising number are considering moving abroad, Kaamil Ahmed reported in the UK Guardian Newspaper.

“According to the survey published on 13 June, 2022, by African Youth Survey, in 15 countries, almost all countries at least two-thirds of young people surveyed believed their nations were going in the wrong direction, apart from Rwanda and Ghana, where 60% and 56% were optimistic about their country’s direction. Only 32% of the 4,500 young people interviewed, aged 18-24, were optimistic about Africa’s prospects. Ivor Ichikowitz, whose South African family foundation commissioned the report, hopes the survey’s data will be used by governments to support the aspirations of their young people,” The Guardian Newspaper reported.

The Lagos-based Pan-African business news provider, Business Insider Africa, whilst commenting on the survey, observed that: “The Africa Youth Survey (AYS), thanks to the depth of these interviews, has become an authoritative source for understanding the opinions of Africa’s rising generation.”

The AYS suggests that Africa’s Youth want to see their governments prioritising job creation and not foreign direct investment, which they put at 6% as a priority, because it does not benefit them sufficiently or the local economy.

“Six in ten believe foreign companies have been allowed to take advantage of their country’s resources without sufficiently benefitting or contributing to the local populations. In order for the African continent to progress and move forward, youth think that the top priority should be creating new, well-paying jobs, followed by reducing government corruption. More than two-thirds (69%) say they are dissatisfied with how their national government is performing on creating new employment opportunities for people like them. Youth in Nigeria (87%), Zambia (84%) and Malawi (82%) are particularly dissatisfied with job creation efforts in their country,” the Survey noted.

Zambia’s Youth unemployment Conundrum


In order to put the Zambian Youth unemployment problem in context, a few numbers can give the reader the magnitude of the problem. According to the United Nations Population Fund, 82% of Zambian population is below the age of 35 years old. In 2018, Zambia’s Youth unemployment rate was last officially put at 41.2% but many analysts believe it could be between 60-70% now given the last two years of the pandemic. It is estimated that between 300,000 and 350,000 youths enter the job market from education institutions yearly. The formally employed are estimated at 1.2million (6.67 % of population),whereas informal employment is about 6.8milllion.The former Commerce Minister, Bob Sichinga claimed that there were about 7.5million Zambian Youths unemployed. The reality is that the number of Youths unemployed are in millions and any solutions ought to be based on these numbers.

President HH is urged to take immediate action. He should personally pursue this youth unemployment issue by intervening with the same vigour as he is doing with trade, investments, debt restructuring and mining incentives. These strategies will take time to produce any results. Youths need immediate results. In any case, the aforementioned strategies will not create the critical mass of jobs required. Strategies for solving Youth unemployment that the Author is privy to, are not mutually exclusive to the pursuit of foreign direct investments and trade promotion. The two strategies could be implemented in parallel. There are latent jobs out there in the economy that just need activation with a bit of common sense and innovative thinking plus looking outside the inner circle for solutions.

Suggested Solutions to New Dawn Administration


In order to change the Zambian Youth’s perception as per Africa Youth Survey (AYS), and regain their confidence, the New Dawn government needs to take two major steps immediately to give the Youth hope. First, they need to quickly design a Road Map for Youth Job Creation. It should be credible, comprehensive, coordinated and communicated to Zambians. The President himself should communicate it to the nation for it to be taken seriously. The Comprehensive Road Map should include outlining the seven major causes of Youth unemployment and how the planned interventions will solve them; identify the four main youth demographics and the different solutions applicable to them; provide short-term, medium-term and long-term solutions for solving Youth unemployment. The Roadmap should also be cross-cutting among the four Youth cluster Ministries. The one size fits all approach to resolve Youth unemployment like the Constituency Development Fund (CDF), Youth Development Fund (YDF) etc are unlikely to be successful. Secondly, the New Dawn should quickly implement shovel ready short term initiatives for fast-tracking youth job creation.

While in Opposition, about two years ago, President HH wrote a Youth job creation policy brief on his Facebook page. He mentioned one brilliant and practical idea capable of fast tracking the creation of hundreds of thousands of jobs. The President may have forgotten about the idea due to his busy schedule. My associates bought into the idea and decided to extensively research on it. They found its validation in the African Development Bank documents relating to the Bank’s Jobs for Youth in Africa (JfYA) Strategy (2016-25). Together, we subsequently designed a technology-based, practical entrepreneurship programme for implementing President HH policy idea in practice. It is called the “Digital Entrepreneurship Value Addition (DEVA) programme. The solution is mobile technology-based and is capable of transforming the Youth job market the way mobile money has done to financial inclusion. It is one of the quickest solutions to solve youth unemployment and a possible game-changer. We would recommend it to any African government struggling with Youth unemployment. The proposed initiative could easily create over 100 000 jobs within the next six months by tapping in the blue ocean of latent jobs that only require activation with smart technology and innovative practical ideas.

Conclusion


In the light of the findings in the Africa Youth Survey(AYS), it is advisable for the New Dawn government to press a reset button, and recalibrate its priorities as the Youth have clearly given them unequivocal feedback. They should not make the same mistake that the PF made of ignoring the voices of the youth, as well as some of us, who are passionate advocates for youth employment creation, who offered solutions based on empirical evidence, hands on experience and exposure, as we are doing now.

It would be in the spirit of cooperation between the public and private sector, as per recently set up Public Private Dialogue Forum, that we could easily assist in crafting a Youth Employment Creation Roadmap and implement a fast track youth job creation initiative with our partner, the 3 million member Zambia National Marketeers Cooperative Association (ZANAMACA) in a tripartite Public Private Partnership with government. All the President has to do, is to intervene by giving us the signal and support, because the Civil Service on its own, from our experience, is full of inertia and bureaucracy and nothing urgent like this will ever be done without the Presidential directive.

To conclude, it would be useful to quote the AYS Sponsors comments’ on the Survey results so that our government and other African governments are guided and avoid being complacent about their security of tenure in office given this demographic’s power.

“The 2022 African Youth Survey provides us with an indication of how our next generation of African leaders will respond to new demands. I have no doubt that this can become one of the most critically important development tools for the continent. The youth won’t stand by idly. The era or one man, one vote, once, is long gone on this continent. This has emerged in both surveys – then in full sight in Zambia in 2021.The youth want to preserve the natural resources that are their heritage. They will start their own businesses and they will move to where they believe those greatest opportunities lie.

“African youth remain focused on their personal and entrepreneurial ambitions, they want to be in charge of their own destinies. Three-quarters of youth know what they want to do with their lives, and a similar proportion have plans to start their own business within the next five years despite challenges for both their personal and professional ambitions – lack of access to capital and widespread and affordable internet limit entrepreneurial ambition,” Survey comments Suggest.

The Constitutional Court must be disbanded or a Constitutional Court of Appeal erected over it- Dr Munyonzwe Hamalengwa

It is my considered view that the Constitutional Court of Zambia must be dismantled or a Constitutional Court of Appeal must be erected over it to be the final Court of Appeal in Constitutional matters. This is a newspaper article so there is no space to do a thorough literature review that would buttress my conclusion and recommendation; thus, I will simply launch into my own opinion as to why I am submitting this recommendation. And I have written severally from different angles on this issue.

There are many reasons the ConCourt should be disbanded, mainly because its jurisprudence is unhinged from correct precedential jurisprudence. But the reason I recommend what I have stated above is the court’s refusal to entertain Zambia’s three foreign based law professors’ application for amicus curiae status in the third term eligibility case last year. Amicus applications are not filed to support or oppose the principal application in issue, they are applications to be a friend of the court, to assist the court in canvassing the most on-point jurisprudence that would help the court to not miss small or significant points, and therefore come to a reasoned and reasonable decision based on solid jurisprudence from across the world. Amicus applications are one way for the public to participate in the legal democratic governance of their country. This democratic participation is provided for in the Zambian Constitution as amended. There is no need to quote the numerous relevant constitutional provisions on this, the learning process involves each one reading the Constitution for active learning.

The Professors: Chaloka Beyani of the London School of Economics, Melvin Mbao and Cephas Lumina both based in South Africa, submitted one of the most powerful amicus brief I have ever read in the ConCourt to assist the court in one of Zambia’s most historically, politically and legally important case of public interest: the third term eligibility case involving among others Dr Sishuwa Sishuwa. I do not need to rehearse how important that case was. The debate was raging like a wild fire and that case nearly tore the country apart. No one, except those with short memories, can forget the debates going on whether the Danny Pule case was correctly decided and what precedent it was setting for Zambia.

The amicus brief was ably filed by the law firm of Messrs Mwenya and Mwiitwa Advocates in the case of Legal Resources Foundation Limited, Dr Sishuwa Sishuwa, Chapter One Foundation, Petitioners And Edgar Chagwa Lungu, the Attorney General, Respondents ( 2021/CCZ/0025 and 2021/CCZ/0027). The filing was pursuant to Section 12 of the Constitutional Court Act and Order 9, rule 20 of the Constitutional Court Rules.

There was an election to be held on August 12, 2021 and the outcome was somewhat tied to the outcome of the decision of the court on the eligibility case. So, the case was of overwhelming national interest which could forever foreshadow the democratic ethos of the country’s future. At that time, the country’s political and legal temperature was boiling. It was not a theoretical or academic exercise. It was not like in hindsight where it felt like a bad dream from which one has just woken up. It was real. Public lectures on the third term eligibility were being disrupted by the government of the day through political cadres. Lawyers like John Sangwa, SC, and Linda Kasonde, former president of the Law Association of Zambia were being harassed and threatened. Dr Sishuwa was hounded and even harassed by his own university and even by a Zambian ambassador. Everybody should remember that period.

It was at that time that the three eminent Zambian professors launched their amicus application to be friends of the court. They canvassed helpful jurisprudence from all over the world on the issue of the third term and on matters of constitutional interpretation jurisprudence. The professors urged the court to read that jurisprudence for guidance and assessment and that jurisprudence pointed to one conclusion only: Danny Pule was wrongly decided and that the president would be entering a third term, unquestionably a third term which was prohibited by the Constitution as amended.

How did the ConCourt react to this powerful amicus filing which, if considered and digested, would have led to a different ConCourt decision than the one it eventually came to? The ConCourt completely ignored the amicus application. The ConCourt never responded to that amicus application. The professors wrote a letter asking why their application was not being adjudicated on. The ConCourt never responded even to that letter. I have that amicus application and I have that letter as the ConCourt and perhaps hundreds of people in Zambia. One of the professors informed me that the amicus application was never dealt with, nor was the letter asking for a response from the court. It is one thing to dismiss an application for amicus standing, it is another thing to completely shut out the application and therefore public interest, barring the doors of the court to the public. It is at the discretion of the court to dismiss applications after assessing them, but that discretion must be exercised judicially. Refusing to assess and to make a ruling on an application properly before the court is not acting judiciously. It is injudicious and conduct unbecoming of the judiciary.

It is my opinion that the reason the ConCourt did not entertain and indeed shut the professors’ amicus brief is that if the court judiciously assessed that brief and the overwhelming jurisprudence contained therein, they would have come to a different decision which would have gone against the president of the day. The ConCourt did not want that. The ConCourt had already prejudged the case and didn’t want to be swayed any other way. Thus, the only way was to ignore and not entertain the amicus application in anyway.

It has taken me a long time to consider whether I should write this article until now. It is something I take seriously. I believe circumstantial evidence is on my side and the professors’ cited jurisprudence and my discussions with learned legal and political professionals is on my side. It is not like there were overwhelming applications for amicus standing and that the professors’ application was superfluous. It was the only amicus application and if entertained would have been the most on point and the most helpful. The amicus application must be distinguished from applications for intervenor status in support or in opposition to the application or petition before court. Amicus is neutral friend of the court with powerful recommendations based on careful review of the relevant jurisprudence. I have never seen such jurisprudence from diverse jurisdictions being placed before the court in Zambia before. And I practiced law in Canada for 25 years and attended court at the highest levels and courts entertained amicus and intervenor applications without reserve. The courts there prefer all the assistance they can get in overwhelming national, public or international interest litigation. I have read a lot of amicus and intervenor applications in Canada and the US and elsewhere and these are done in good faith to help the court.

Here we had the most helpful amicus application shut out of court in the most pressing case of national importance, by a young inexperienced court! A court that relied on its own Pule case which had no jurisprudential foundations whatsoever! I have at hand the decisions of the Malawian courts allowing amicus standing to the law society of that country and other parties. I have decisions of the Kenyan courts doing the same.

Courts all over the democratic world allow amicus and intervenor status. The ConCourt’s decision is an anomaly, and given the disturbing rationale for this anomaly, it is my submission that the ConCourt must be disbanded or a ConCourt Court of Appeal be erected over that court in order to prevent further miscarriages of justice. If the ConCourt behaved that way in shutting out an important amicus brief in 2021, the ConCourt can do it again at the sufferance of Zambian democracy. The shutting out of the professors’ amicus brief means that the ConCourt has prevented the development of Zambian jurisprudence on constitutional interpretation and has prevented the role of eminent jurists and scholars from being a source of law. Learned jurists and scholars create law from their writings and submissions in court. The ConCourt by preventing the professors from contributing to the creation and development of constitutional law jurisprudence in the impugned area of law has committed an act unbecoming of the judiciary. If there is anything I have forgotten or misstated, I stand to be corrected. I rest my case.

Is HH honest in praising Chiluba today – Davis Chama

PF national chairperson Davis Chama says he finds it deceitful for President Hakainde Hichilema to praise late Frederick Chiluba whom he disliked.


He wondered if the President’s praise for Chiluba at the 11th memorial service on Saturday was honest because he had strongly condemned him in the past.


Chama also noted President Hichilema’s lamentation that he never imagined that the country would slide into a US $20 billion debt, after Zambia’s foreign debt was written off through the efforts presidents Chiluba and Levy Mwanawasa.


“Is he being honest in praising Chiluba today, because he strongly condemned president Chiluba? He was insulting the MMD government. President Chiluba was a visionary leader. People insulted him and called him all sorts of names. So for me who understands the dynamics of politics, I have said I will never insult him or any leader because any leader that we have had from Dr Kenneth Kaunda to president Lungu was a nationalist. They meant well,” Chama told The Mast. “Yes they are humans, they can make mistakes. But they had cabinets which meant well. Every cabinet means well as they deliberate and they have technocrats who advise them but this tendency where you want to insult every person that ‘they didn’t mean well; they were criminals is not the way we are going to develop the country. When there are mistakes, you can correct those mistakes because those are not intentional mistakes. You can generate a policy and it fails but along the way, you can correct it and perfect it. If they (UPND) will just be condemning at the rate they are doing, they will not do anything.”
Chama said the UPND was seemingly contradicting itself in many respects.


“I heard this Minister of Infrastructure [Charles Milupi] saying ‘us we will be borrowing to invest in the economy’ but the same President when he had an interview on Diamond TV with Costa Mwansa while in the opposition, he said when the UPND takes over, they will not borrow – they stop borrowing completely,” he recalled. “According to him, we over borrowed and reached the celling but for them to go to IMF to go and borrow $1.4 billion, you’re borrowing to sell bonds…As we are talking now, they are borrowing locally. Maybe they are not borrowing externally or maybe they are borrowing externally without informing the nation but locally they are borrowing on a monthly basis. When you auction treasury bills it means you are borrowing internally.”


Chama insisted that he did not see anything strange about the $20 billion debt that had accrued.
“Us (PF), we were borrowing and we were paying. That is why there was confidence which was built. Ask people who were lending us money. We were paying. They are not paying,” he claimed. “He does not understand anything. If you look at highly indebted countries in the World, Zambia is not on top of the 100 countries of highly indebted countries. The number one country that is high indebted is the United States of America. It is in trillions of dollars. The top 10 are the most developed countries including Britain, Germany, Japan. The most developed countries are in the top brackets. Even China is one of the top borrowers. You can’t tell me you can run a country without borrowing.”
Chama added that “we were borrowing to grow the economy”.
“The Airport (Kenneth Kaunda International Airport), Kazungula Bridge where he took President [Paul] Kagame [of Rwanda]. If he knew that we had borrowed to build that Kazungula Bridge, if he has any shame at all, he wouldn’t have taken President Kagame there. Look at the green airport we built on the Copperbelt in Ndola, the Mwansa Kapwepwe International Airport. Look at the expansion of Kenneth Kaunda International Airport. We borrowed to develop roads because you cannot develop an economy without a linkage of the land,” he said.
Chama said it was not true that the borrowing had been done without a compensating asset as implied by President Hichilema.
“We knew when we were borrowing that we had necessary revenue because we had a strategy. They have no strategy. We borrowed to build the Momboshi Dam and many other dams so we expand the agriculture sector in terms of exporting the non-traditional exports. We were not just borrowing recklessly like people who were not thinking. We knew what we were doing. I was acting minister of finance and minister of defence but I understand why we were borrowing. And I supported the borrowing because I knew that the borrowing was necessary,” he said. “The most highly indebted countries are developed countries. Why do you think they borrow? And these are countries Africans are admiring and running to. So when people are in government and they don’t understand these dynamics in terms of how you develop the country, he can talk the way he is talking. So on top of the US $20 billion he is talking about, why is he borrowing an additional US $1.4 billion from IMF? So let us not be insincere.”
Chama challenged the UPND to show how they would develop using locally generated resources.
“I can tell you, I can bet with anybody, analyse the budget. Internally generated resources cannot be used to finance all the civil servants’ recurrent expenditure, the personal emoluments and then later on do infrastructure development. But along the months, along the years, this infrastructure that we have built is deteriorating and we need to expand it into the rural sector,” said Chama.

Chinese fugitive wanted for racist videos of Malawi children arrested in Zambia

A fugitive Chinese national wanted in Malawi for filming children singing racist chants in Chinese has been arrested in Zambia, an immigration official said Monday.

“He was arrested in Chipata, Zambia after fleeing the country through uncharted routes,” Malawi immigration spokesman Pasqually Zulu said.

Mr Zulu said the two countries were now liaising to have the Chinese national sent to Malawi for the authorities to continue their investigation.

Lu Ke is accused of exploiting children in Malawian villages by filming them making racist remarks about themselves, in Chinese phrases they did not understand.

These videos can be bought for up to $70 (£55) on Chinese social media and internet platforms.
Lu Ke denied making derogatory videos.

“We want him to stand trial in Malawi,” police spokesman Harry Namwaza said, adding that his country would seek Lu’s extradition.

In one video, a young child aged about nine is heard saying: “I am a monster with low IQ.”

In a statement last week, the Chinese Embassy in Malawi condemned the acts of racism by one of its citizens.

“It shall be stressed that the Chinese government has zero tolerance for racism,” it said.

“China has been cracking down on unlawful online acts in the past years and will continue to do so. The embassy will closely work with the Malawi side and see to it that this unfortunate issue be properly addressed.”

Malawi’s foreign affairs ministry said it would engage its Chinese counterparts on the issue.

“We are trying to manage whatever aspect of this that involves us working with the Chinese government. For the rest of the other aspects, those are internal issues that are being handled by internal state organs,” the ministry’s spokesman John Kabaghe said.

Malawi and China have had diplomatic relations since 2008, when Malawi established ties with China over Taiwan.

Since 2000, China has funded 21 development projects, including a US$70 million highway linking Malawi and Zambia.

An US$80 million loan from the Export Import Bank of China paid to construct a new university, a new parliament building, and a national stadium.

Those who want to smear socialism often try to equate it to dictatorship. In a world in which peace truly reigns, democracy can take many forms of expression in a fair society. In a world in which the world hegemony of the mightiest imperialist power reigns and the peoples’ sovereignty, territorial integrity and independence are threatened, democracy won’t have many forms of expression. For instance, China, Cuba and Vietnam – in their exceptional circumstances – have each found their own form of expression of democracy, and we believe it suits their own conditions ideally. Given what they have gone through, they couldn’t have withstood the imperialist hatred, onslaught, blockade, threats, acts of aggression if their people weren’t politically aware and united.

For us, democracy means that governments are closely linked to the people, have the support of the people and devote themselves entirely to working and struggling for the people and the people’s interests. Democracy implies defense of all the rights of citizens, including the right to independence, freedom, national dignity and honour. For us, democracy means fraternity and true equality among men and women and equal opportunities for all men and women, for every human being who is born.

Capitalist or bourgeois democracy doesn’t contain any of these elements. How can they talk of democracy in a country where a minority has immense fortunes and others have nothing? What kind of equality or fraternity can exist between a beggar and a millionaire or billionaire? What rights do the poor, the dispossessed and the exploited have? In capitalism, it’s an old trick, an old tale, an old story. What they have done is establish a system of domination with all the resources of wealth, publicity and everything else in the hands of a class that maintains discrimination and excludes the rest of society from any real participation and from any real possibility of exercising their rights.

What they usually call democracy is a mechanism that serves as a tool; it’s a system that includes not only the political but also the economic and social ideas of imperialism. For us, democracy is something else. We think that the exploitation of one human being by another must disappear before you can real democracy. We are absolutely convinced of that. As long as there is enormous inequality among human beings, there isn’t – there can’t be – any democracy. And where there’s subordination to another country, that must disappear, too, before democracy can exist.

If lack of democracy in the world were the preamble to social change, capitalism would have disappeared already, because capitalism was developed on the basis of force, repression and slavery, especially of Africans. True democracy can exist only in fair, just and humane social system, a socialist system. In the conditions of our country – Zambia – we believe we can achieve our goals through a multiparty political dispensation. And it shouldn’t be forgotten, or if it is not known it should be known, that the July 1990 return to a multiparty political dispensation project was a socialist project initiated by socialists Akashambatwa Mbikusita-Lewanika and Mbita Chitala. And both are still alive to testify to this. I can speak about this with absolute confidence because I was a participant in that project.

Drivers’ association sues RTSA over Ulendo Taxis

THE discourse aimed at crippling the operations of Ulendo Taxis Limited for operating online without a road service licence as a ride-hailing company and disadvantaging other taxi operators in compliance with the law, has escalated into a legal suite.
Ride-hailing refers to an act when a customer orders a customised ride online usually via a smartphone application.


Public Passenger Drivers Association of Zambia secretary general Sydney Mbewe has sued the Road Transport and Safety Agency (RTSA) and Ulendo Taxis Limited in the Lusaka High Court for failing to abide by the Road Traffic Act No. 11 of 2002 by allowing Ulendo to carry passengers on public roads at a fee without a road service licence.


Ulendo is a car-hailing company which allows customers to hire a taxi through a smartphone application and the taxi driver takes them to their destination and charges them based on the distance covered, unlike other taxi drivers who place a fixed amount for a specific destination regardless of the distance covered.


On June 16, 2022, RTSA issued a public notice directing vehicle owners who have subscribed to online car-hailing services to obtain road service licences by June 30, failure to which their vehicles will be impounded and they will be prosecuted.
However, Mbewe wants the Lusaka High Court to declare that RTSA has breached its statutory duty by failing to enforce the provisions of Section 102 of the Road Traffic Act No. 11 of 2002.
He wants an order to compel the agency to enforce the dictates of the law and an order compelling it to make public announcements on radio, television and its social media platform regarding suspension of Ulendo’s operations.
Mbewe also wants the court to permanently restrain Ulendo or its agents from operating online taxis as they are in conflict with the Road Traffic Act by granting his organisation a permanent injunction.
In his statement of claim, Mbewe said Ulendo operates taxis and its services are procured online through an application as well as coordinate other taxis through the online application.


He said RTSA was mandated to issue road service licences to Ulendo and any other persons engaged in the business of operating taxis upon meeting the criteria set out by the law.
“RTSA has not granted any road service
licences to Ulendo that permits it to carry passengers on public roads for a fee,” Mbewe said.
“RTSA is and has always been aware that Ulendo operates and coordinates taxis without a road service licences which permits it to carry passengers on public roads at a fee.”


He stated that he engaged the agency to enforce the provisions of the Road Traffic Act and it assured him that it was addressing the issue but RTSA has up to this date failed refused or ignored to enforce its mandate.


Mbewe said the failure by RTSA to enforce the provisions of the Act against Ulendo was in contravention of the statutory duty imposed on it to enforce the provisions of the road traffic Act.


He said particulars of breach of statutory duty are that RTSA has failed to censure, intervene, or impound the vehicles belonging to and managed by Ulendo for operating without a road service licence and aiding and abetting the operations of Ulendo.
Mbewe contended that his organisation has suffered loss and damage due to the low rates charged by Ulendo against the greed business standards and practice within the industry.
“The plaintiff’s members have been laid off from work by their employers for failure to meet their weekly and/or monthly obligations,” said Mbewe.

Woman ‘marries’ ragdoll her mum made for her and ‘starts family’ with him

A woman has married a homemade ragdoll after she fell in love with it and she now claims that they have a “baby” together.

Meirivone Rocha Moraes, 37, says it was love at first sight when her mother crafted a ragdoll named Marcelo and introduced her to it.

Her mum made the doll after listening to her complaints about being single and having nobody to dance with.

A whirlwind romance quickly ensued and Meirivone decided to tie the knot.

They got married during a “beautiful” ceremony, with 250 guests in attendance.

The 37-year-old describes family life with Marcelo as “wonderful”, although she does admit her husband can be “lazy.”

She said: “It was because I didn’t have a forró dancer. I would go to these dances but wouldn’t always find a partner.

“Then he entered into my life and it all made sense. The wedding was a wonderful day for me, very important, very emotional. It rained a lot but it was wonderful.

“From the moment I walked down the aisle to the end, it was just beautiful. Then went to the wedding night with my husband Marcelo and we enjoyed our wedding night a lot.”

Recalling their wedding day, Meirivone, who lives in Brazil, said: “It was a wonderful day for me, very important, very emotional. He is a man I always wanted in my life. Married life with him is wonderful.

“He doesn’t fight with me, he doesn’t argue and he just understands me. Marcelo is a great and faithful husband. He is such a man and all women envy him.”

However, Meirivone complained that she is left struggling to pay the bills as the sole breadwinner.

She admitted: “He has so many great qualities but the only downside is he’s lazy. He doesn’t work at all. But I am a warrior and I keep it going for us.”

After the wedding, the newlyweds then spent a week-long honeymoon at a Rio de Janeiro beach house, before “welcoming” a child together.

The pair welcomed their doll-baby Marcelinho into the world on May 21, 2022, with the help of a nurse and doctor.

Meirivone live-streamed the “home birth” before an audience of 200 people.

She added: “It really upsets me when people say this is fake. It makes me so angry. I am a woman of character. My father, and my mother taught me to be honest, to be a good person, and not want to take advantage of anything.”

SOUTHERN Province minister Cornelius Mweetwa says the high cost of living in the country has nothing to do with the UPND government.

Mweetwa informed Southerners that the 2022 developmental programme in Southern Province and Choma particularly, “very little will happen this year going by what is in the budget.”

Responding to callers during a governance interactive programme on Choma Maanu Radio dubbed Cikoye Kohuna Liso anchored by Cornhill Choolwe, Mweetwa said the PF left a huge mess in economy.

“The high cost of living we are experiencing in the country has nothing to do with the UPND but purely effects of a bad governance system of PF which left us with huge debts,” he said.

Mweetwa said it was not right for citizens to force a new government to fulfill all its campaign promises in a short period.

He explained that development was a programme that can’t be done in one day.

“When you take up leadership, it does not mean you start doing things you want just there and then but instead you follow what is in the national budget. When you take over leadership you just fulfill programmes that are approved in that year’s budget,” Mweetwa explained.

He reminded people that resources allocated in the national budget does not mean everything was readily available but had to be raised through revenue and other sources.

“As people of Southern Province and particularly Choma, yes you are within your rights to demand for development, especially to do with township roads. But please bear with us the new dawn government. We found a huge debt hence very little development will happen this year. The 2022 developmental programme in Southern Province and Choma particularly, very little will happen this year going by what is in the budget,” explained Mweetwa. “The budget for roads is K2 billion but unfortunately PF left us with a huge debt of K12 billion under local government ministry meant for roads only and as per requirement when you assume government you take over everything. So we took over this K12 billion. No wonder very little is happening in terms of roads because we are servicing the loans.”

Local government minister July Moyo on Monday faced fresh accusations of circumventing the public tendering system by ordering rural and urban councils to divert devolution funds to pay for fire engines from a Belarusian company owned by President Emmerson Mnangagwa’s associate, Alyaksandr (Alexander) Zingman.

The murky arrangement, which Moyo said was a “government-to-government” agreement, could cost the councils over US$32 million, according to a ZimLive tally.

The fire tenders are hugely overpriced at US$464,296 each, according to available evidence.

Moyo’s latest directive comes after he foisted a US$320 million waste-to-energy contract on the City of Harare with a company registered in the Netherlands, but with no history of undertaking similar projects. The company is owned by an Albanian businessman with links to President Mnangagwa’s twin son, Sean.

In a letter to town clerks, secretaries and CEOs dated June 20, Moyo’s local government ministry said each “rural local authority” would get one fire engine while “urban local authorities” would get two and “metropolitan local authorities” are in line to get three each.

“Metropolitan authorities” refers to the major cities of Harare, Bulawayo, Mutare, Masvingo, Gweru, Kwekwe and Masvingo, which will be due three fire engines each at a cost of about US$2.8 million.

Urban local authorities, which includes towns like Victoria Falls, Beitbridge, Bindura, Gwanda, Marondera, Kadoma, Kariba, Redcliff, Chitungwiza, Chinhoyi, Zvishavane, Chegutu and Zvishavane would receive two fire engines each.

There are about 50 “rural local authorities”, each set to receive a fire tender at a total cost of over US$23 million. The order will top US$32 million for around 70 fire engines.

Justifying the fire engines order without consultations with the municipalities, Moyo said they would “alleviate capital equipment shortages in local authorities.”

“The government of Zimbabwe will procure fire tenders from Belarus on a government-to-government agreement… The funds to procure the equipment will be deducted from the 2022 devolution allocations and will be done over a period of 12 months starting in March 2022,” the local government ministry said.

Zvinechimwe Churu, the secretary in the ministry, said it was “advisable for local authorities to reprioritise the devolution funds to accommodate the cost of the fire tenders.”

Government sources told ZimLive that the ultimate beneficiary of the tender contract is Zingman, a controversial Belarusian tycoon who has met Mnangagwa and members of his family more than a dozen times.

Zimbabwe has already bought 11 fire engines to fight forest fires from Zingman’s AFTRADE DMCC, a dealer selling Belarusian machines in Africa. Zingman personally delivered the equipment in June last year. The consignment also included five Toyota Hilux vehicles and 30 motorcycles.

At a ceremony attended by defence minister Oppah Muchinguri-Kashiri in Mutare, Zingman said his company was “working with Zimbabwe to ensure it has the right equipment it needs for the sustainable development of its
forests.”

A close associate of Belarusian strongman Alyaksandr Lukashenko, Zingman was named by Mnangagwa as Zimbabwe’s honorary consul in Belarus in 2019.

The controversial businessman previously linked to the arms trade has put together opaque deals which have seen Zimbabwe import agricultural equipment and buses worth tens of millions of dollars from Belarus.

A photograph published online showed Zingman meeting Mnangagwa and his son, Emmerson Junior. It is thought the photo was taken between 2019 and 2020. Emmerson Junior is a business partner of controversial petroleum tycoon Kudakwashe Tagwirei, according to multiple sources.

Anti-corruption watchdogs have sounded the alarm over the Zimbabwe government’s procurement systems allowing ministers to by-pass the open tendering system to benefit dubious companies owned by politically-linked individuals.

Harare residents have dragged Moyo to court after he pushed through a contract for a waste-to-energy project at the Pomona dumpsite at a cost of €304,000,000 (about US$320 million). The deal was signed with Netherlands-registered Geogenix BV, a company which has no prior experience in a similar project and has questionable financial capacity.

Geogenix BV is owned by Albanian Mirel Mertiri, who is under investigation in his own country for million-dollar corruption involving an incinerator project. Mertiri’s Zimbabwean partner is Dilesh Nguwaya, a controversial businessman with links to Mnangagwa’s twin sons Sean and Collins.

Realising the City of Harare might not be able to finance the deal, Moyo inserted a clause which said Geogenix would be paid from devolution funds, whose distribution the treasury manages on instruction from the local government ministry.

Harare mayor Jacob Mafume on Monday told ZimLive that Moyo’s latest directive “does not make sense at all.”

“We will obviously review it and consider our options,” Mafume said.

Local authorities argue that the concept of devolution adopted in a 2013 constitution was to allow them to plan their budgets at the local level, considering their most pressing projects. Harare residents who took Moyo to court over the Geogenix deal argued that the use of devolution funds without consulting residents or their elected representatives was a reversal of devolution, which the minister now appears intent on repeating with the fire tenders.

Before they were ambushed with the fire tenders, local authorities submitted budget proposals for approval by the local government ministry, but the erratic disbursement of devolution funds has stalled most projects.

Only Z$100 million of the Z$3 billion allocated to City of Harare as its devolution share in January had been disbursed by this month, according to the local authority.

Local authorities across the country will be keen to scrutinise their imposed Belarus financial obligations, in particular the mouth-watering US$464,296 quoted for each fire engine.

The fire engines marketed by Zingman’s AFTRADE DMCC are manufactured by Belarusian company, LLC Pozhsnab. The company does not list prices for the equipment on its website.

In 2020, Mongolia bought 71 fire tenders from Pozhsnab for €13.1 million (about US$13.8 million) – translating to about US$194,000 per unit. With the US$464,296 for each truck quoted by Moyo’s local government ministry, Zimbabwe would be paying US$270,000 more for each truck under Zingman’s deal.

THE ignorant attempt to smear socialism and socialists to hide their greed and corrupt quest to become billionaires won’t do, says Dr Fred M’membe.


But he notes that most leaders today who are a product of free education and other socially oriented programmes “want to ridicule a system that moved them from poverty and then support imperialist policies that only benefit a few foreign interests”.
He reminds President Hakainde Hichilema that “socialism is not about or synonymous with shortages of cooking oil and other essential commodities”.
Dr M’membe said capitalism has for centuries failed “our people”.

“Let them show us where capitalism has succeeded in Africa,” he demanded

On Saturday, during late president Frederick Chiluba’s 11th memorial service at Embassy Park, President Hichilema praised the second president and his courage for liberalising the economy.

“The new dawn government is proud of the vision that president Chiluba had for this country. One of the things Chiluba and his team did was to drive the liberalisation of this country’s economy. Remember one party state: Socialism, Communism, which failed. There is no question about that. Communism and socialism failed,” said President Hichilema. “It did not just fail here, it failed even in the heart of communism. So when I see advancement of those issues, sometimes I say, ‘do we want to go back to shortages. We heard of the cooking oil, queuing for cooking oil’. When I got married to that lady seated (points at his wife Mutinta) there was no juice in the shops because we married in the late eighties. We couldn’t organise drinks. The Coca-Cola you take for granted today, was not there. So, I remember one of the parastatal leaders called Mantanyani tried to concoct Tip Top to try and take the space of Coca-Cola and Fanta; and even that Tip Top we had to queue to buy a crate or two. We should not lose those memories and start propagating things that can destroy the economy. Dr Chiluba was courageous to move the economy into a liberal sphere, an open economy and almost automatically things started happening. And Coca-Cola reappeared. You who love Coca-Cola, if you were born in the eighties you wouldn’t have it because it was not there because of the economic policies. So, I think you must learn lessons. We must build one legacy to another and carry on.”

But Dr M’membe said it’s very sad that some key political leaders of “our country don’t know or understand what caused shortages of cooking oil and other commodities during the last part of Dr Kenneth Kaunda’s reign”.


“These leaders are out of ignorance attributing the shortages of many consumer goods under the Kaunda era to socialism. Firstly, the Kaunda government was not a socialist government. At most, Dr Kaunda can be said to have been a social democrat. And these were extremely honest leaders who cared more about their people than self-enrichment. They had opportunities to enrich themselves like their colleagues did in Kenya and other African countries who robbed their people of land,” he noted. “The period of shortages was at the height of the liberation struggle in Southern Africa when the country was totally blockaded – with no dealings with South Africa, Namibia, Rhodesia (now Zimbabwe), Angola, Mozambique, and Botswana was not the prosperous Botswana of today. Tanzania was also not the Tanzania of today. And [crude] oil prices had shot up worldwide. They had to start companies to produce their own cooking oil and other commodities. And these were the companies some of these leaders denigrating them today came to privatise at very exorbitant fees or commissions and enriched themselves.”

Dr M’membe said “thanks to the very high sacrifices our leaders and our people had to make that made it possible for our leaders today to go to South Africa and do deals with representatives of corporations that colonised, exploited and humiliated us for centuries”.

“People who claim to be economists should have a better understanding of things than this. This is really an exhibition of crass ignorance and dishonesty. Socialism is not about, or synonymous with, shortages of cooking oil and other essential commodities. How can someone in this era and age think having or drinking Coca-cola is a big achievement, an indicator of economic and social prosperity? What is Coca-cola anyway? A mixture of carbon dioxide, water and caffeine! Of what nutrition value is Coca-cola? It is actually dangerous for the human body,” he reminded President Hichilema who is an avid Coke taker.

“And what is wrong with our people coming up with their drinks? Is this how empty and pro-imperialist they are? What will remain of this country at the end of their rule? Coca-cola will be everything! They will own everything. What will remain under the ownership of our people?”

Dr M’membe said socialism is about a better life for all “our people anchored on equity, solidarity, humility and honesty”.

“And socialism has shown how poor nations can get out of poverty in the shortest historical times. Look at the achievements of Cuba – a country fought and blockaded for over 63 years. Without the minerals Zambia has, Cuba in 2020 had a GDP (gross domestic product) of around 107.35 billion US dollars. GDP is an important indicator of a country’s economic power. GDP in Zambia was expected to reach US $24 billion by the end of 2021. In the long-term, the Zambian GDP which has been pursuing unbridled neoliberal capitalist policies for more than 30 years is projected to trend around $27 billion in 2023, according to some econometric models,” he noted. “India’s socialist state of Kerala is leading in many economic and social indicators and scientific achievements. Whatever their attempts to credit China’s achievements to capitalism, that is a great socialist state pursuing socialism with Chinese characteristics. And this what its leaders say. They attribute their economic successes to socialism. We also have the successes of Vietnam.”

He stressed that the ignorant attempt to smear socialism and socialists “to hide their greed and corrupt quest to become billionaires won’t do”.

“No matter what they say or do socialism will one day triumph in our homeland. Capitalism has for centuries failed our people. Let them show us where capitalism has succeeded in Africa? And more interesting is the fact that the most achievements scored in Zambia can be attributed to certain socialist inspired principles that were implemented in the country. The creation of free education, infrastructure development, creation of state owned enterprises that employed many and some which still stand today are as a result of having a human face towards national economic development which in itself is socialism,” Dr M’membe said. “Most leaders today who are a product of free education and other socially oriented programmes want to ridicule a system that moved them from poverty and then support imperialist policies that only benefit a few foreign interests. Zambia definitely needs a citizen-led economic development agenda which under a socialist government will be attained. We want Zambians to have genuine businesses and not these crooked dealers, tenderpreneurs calling themselves businessmen. Like China, Zambia will manage to free its people from poverty through socialism with Zambian characteristics. It’s socialism and only socialism that can guarantee our sovereignty, dignity and prosperity.”

Antonio Rudiger has been officially unveiled as a Real Madrid player after leaving Chelsea.

The German centre-back agreed on a four-year deal at the Bernabeu after leaving the Blues at the end of his contract.

Earlier in the day, the 29-year-old completed his medical at the Sanitas La Moraleja University Hospital.

It has been revealed that Rudiger will wear number 22 at Real Madrid, which is newly vacant following Isco’s departure this summer.

The President will immediately after his Address, travel to Kigali, Rwanda to participate in the 26th Commonwealth Heads of Government Meeting (CHOGM) scheduled for 23rd to 25th June, 2022.

In addition, the President will participate in a Roundtable Discussion on the Relationship between Trade and Food Security.
Through his engagements in Brussels, President Hichilema will consolidate the New Dawn Government’s efforts to unlock the country’s economy through forging meaningful partnerships for collaboration, particularly in trade and investment for the betterment of the people of Zambia. Such collaborations were manifested at the Inaugural EU Zambia Economic Forum that was successfully held in Lusaka, Zambia, May 2022.


At the Commonwealth Heads of Government Meeting, which will be hosted by His Excellency Mr. Paul Kagame, President of the Republic of Rwanda, President Hichilema will be accompanied by the First Lady, Mrs. Mutinta Hichilema. This will be the President’s inaugural Commonwealth Summit and it will be the first time, since 2011, that Zambia has attended the Commonwealth Heads of Government Meeting at the level of Head of State.


On the margins of the Summit, the President is expected to hold bilateral consultations with different leaders of Member States of the Commonwealth on pertinent issues aimed at exploring areas of economic and social cooperation.


The CHOGM, which is held every two years, presents an opportunity for Commonwealth Member States to review international political and economic developments; examine avenues for Commonwealth cooperation, and explore ways of pooling resources and innovations to help transform common challenges into opportunities.


President Hichilema’s international engagements continue to be underpinned by his Administration’s unwavering commitment to transform the country’s economy and create equitable opportunities for the Zambian people, especially women and the youth. The Government is actively designing and implementing interventions aimed at enhancing productivity in agriculture, mining, energy, financial services, tourism, technology, health, education, as well as supporting the growth of micro, small and medium enterprises.


In view of the foregoing, the President’s high level engagements of addressing the EU Parliament and participation at the Commonwealth Heads of Government Meeting, will provide valuable opportunities for increased cooperation with international partners, which is vital to Zambia’s economic transformation agenda.
The President is expected to return to Zambia on 25th June, 2022.

It is an open secret that President Hakainde Hichilema has continued to value coexistence in promoting democratic tenets.

We have seen him embracing even those who made him feel less of a Zambian through torture of the mind and physical abuse during the time he was in opposition.

Today, during the funeral service of the veteran politician and late freedom fighter Honourable Sikota Wina President Hakainde Hichilema lightened with serene interacted with his predecessor, Edgar Lungu to.the amusement of his fellow citizens including the international community.

This must be a lesson or demonstration of unity of purpose in the consolidation and upholding of the One Zambia, One Nation motto, as espoused by founding fathers President Kenneth Kaunda and the late Honourable Sikota Wina himself.

President Hichilema reminded the Zambian people that the late Honourable Dr. Sikota Wina, was the last man to have died from a generation of patriotic citizens and youthful leadership having served the country in various portfolios diligently.

We are also called as young people in the history of Zambia who turned up in large numbers to usher in President Hichilema to change the face of Zambia to peace and a path to economic recovery.

It is important for the youth to engage actively in meaningful politics and governance issues.

Since his ascendency to the presidency, Mr Hichilema has always insisted that those who propagate hate, violence and divisive sentiments are on their own.

It is on record that under the new dawn administration, Zambia has experienced unprecedented levels of tolerance, oneness and restoration of one’s dignity, which were unheard of not too long ago.

Military etiquettes,customs and traditions!

Unlike many other professions, the military profession is both a calling and a way of life. As such, the military life is premised on customs and traditions, many of which have been established as a result of this long history.

Within the military, Etiquettes, Customs and Traditions are simply the display of good manners, politeness and respect from both subordinates and seniors to each other. They are regular, expected actions which help maintain order and enforce military discipline.

In the Zambia Army, where most military personnel live and work in cantonments, Military Etiquettes, Customs and Traditions are practised both on and off duty and are considered more or less a way of life.

Here are the three (03) military customs and tradition found in the Zambia Army:

1. The Salute

The salute is a custom deeply rooted in tradition and is a symbol of respect and a sign of comradeship. The most common form of salute is the hand salute which began in the days of chivalry when it was customary for knights dressed in armour to raise their visors to friends for the purpose of identification.

In the Zambia Army, Soldiers salute all Officers, and Officers salute their Seniors. Salutes are returned by persons saluted except when in civilian clothes or when in uniform but uncovered (without headdress). If a junior salutes a group of seniors, the senior most in the group returns the salute simultaneously. The salute is accompanied with an articulate, ‘Good morning Sir/Madam; Good afternoon Sir/Madam, and Good Evening Sir/Madam’ according to the time of day.

2. The Senior Place of Honour

According to this custom, seniors will always walk and sit on the right of their juniors. The position of honour originated from the medieval swordsmen who always wore their weapons on the left side and drew them to their right. The strongest and most experienced warriors were given the place of honour (right) to allow them easy access to their weapons. Another military custom is coming to attention.

3. Call to Attention

When a Senior enters a room of Juniors, the room will be called to attention and the Senior-most among the Juniors will pay compliments. In the Zambia Army all military personnel are also addressed properly by either their appointment or their rank and surname. It is common for Seniors to address Juniors by their first names but never vice versa. Being a former British colony, it is also common for Seniors to call Juniors ‘Old Chap’, which is a British affectionate term.

China appeals for approval of Zambia’s $1.4bn IMF package

CHINA says it is willing to work with other international partners in Zambia to contribute to the country’s economic growth and people’s livelihoods.

Speaking when he paid a courtesy call on President Hakainde Hichilema at State House on Friday, China’s department of African affairs director general Wu Peng said the Asian country had since urged the International Monetary Fund (IMF) to quickly approve disbursement of the 1.4 billion dollar package to Zambia.

“We congratulate your administration’s already achieved success within very short time. The Chinese side is willing to strengthen bilateral strategic communication. We also the Chinese side appeal for an early approval and disbursement of the 1.4 billion dollars to Zambia. China is willing to work with other international partners of Zambia to contribute our share on your economic growth and your people’s livelihoods, living standards,” said Wu. “Today is Memorial Day of president Kenneth Kaunda who passed away, he is well known in China. We remember his contribution and others. The Chinese side is very satisfied and appreciate your agency’s new administration since Your Excellency took office from last year. We are glad to see you committed to holding national solidarity, economic growth, social equality, fighting corruption and better Zambian people’s livelihoods.”

And President Hichilema said it is important for Zambia to unlock the debt situation, adding that ‘’it is like a python, that debt is really strangling us’’.

He said the quicker the country resolved the issue and release revenues towards development expenditures, the better.

“It is important for us that we unlock the debt situation because it is like a python, that debt is really strangling us, and the quicker we resolve that issue and release revenues towards development expenditures the better. We hope that Zambia will continue to be supportive of the process, we appreciate that. We appreciate your commitment to supporting Zambia’s social economic agenda,” he said. “You coming here is as a result of the seriousness attached to that telephone conversation. And to underscore, since you are visiting, I wish to reiterate and confirm the warm relations that Zambia and China enjoy over a period of time; a long period of time in our difficult days during the liberation struggle. China was able, Your Excellency the director general and Ambassador, to give us support; to give us this country and the people of Zambia support in those difficult times and we appreciate that. And while we were facing such challenges, you as a country came forward, for example, to assist us open a trade route to the sea.’’

President Hichilema highlighted some the challenges Zamb9ia had post-independence.

‘’At the time it was very crucial to us because of the political situation that we were facing, I’m sure you remember. We had the Rhodesian side and China came to our side with Tanzania to construct the TAZARA railway. Director general, this shows the strength of our relationship; therefore, it is important for the two countries to continue living,” he said.

And President Hichilema said TAZARA was an important aspect, adding that there was need to find another way of organising the rail line.

“As our founding fathers, you know chairman Mao and president Kaunda, and the relationship they built needs to outlast all of us. TAZARA still remains important to us and we are hopeful that we can find another way of reorganising TAZARA; giving it a new life, it is the world’s asset. Zambia remains committed to this agenda of TAZARA.”

CAF Officially Confirms 2022 Champions League and Confed Cup Slots

Following communication from CAF, the Football Association of Zambia (FAZ) wishes to inform its membership and stakeholders that Zambia will only field two teams in the 2022-2023 season. CAF has formally notified its membership on the revised continental slots that will see 12 countries eligible to field four teams comprising two in the CAF Champions League and the same number in the Confederation Cup.

Arising from this communique, Zambia will be represented by Red Arrows in the Champions League while Zesco United will be the flag carriers in the Confederation Cup.
FAZ General Secretary Adrian Kashala says the development was sad but also a call for Zambian clubs to step up their performances in CAF competitions.

“We wish to inform our football family of the communique from CAF that the inter-club competitions representation has been revised after a four-year cycle. Zambia will have two clubs in CAF competitions for the 2023 season,” Kashala says.
“The development is regrettable but also a wake-up call to our clubs to work extra hard to reclaim their respectable status on the continent.”

He adds: “We just have to pull our socks up and ensure that our representatives do better when they win the right to fly our national flag on the continent.”
“Kindly find below the list of the 12 highest ranked national associations, according to the CAF’s ranking, who are allowed to engage 2 teams in the TotalEnergies CAF Champions league 2022/23 and the TotalEnergies CAF Confederation Cup 2022/23,” reads part of the CAF Circular.

The 12 countries that will field four teams are: Algeria, Angola, Congo DR, Egypt, Guinea, Libya, Morocco, Nigeria, South Africa, Sudan, Tanzania, and Tunisia.
CAF has set September 9-11 for the preliminary round matches of the 2022 season while return legs will be on September 16-18. The second round will run from October 7-9 for the first legs with return fixtures on October 14-16.

Only death will end my relationship with the people of Ndola Central Constituency- Former Ndola Central Emmanuel Mulenga

Immediate past Minister of Youth and Sports Emmanuel Mulenga has said only death will end his relationship with the people of Ndola Central Constituency.

Mr. Mulenga served as Ndola Central Member of Parliament from 2016 to 2021 under the Patriotic Front.

Prior to the 2021 General Elections, the Patriotic Front didn’t adopt Mr. Mulenga as it picked Brenda Chilufya, who lost to UPND’s Frank Tayali.

Speaking when handing over the ablution block he has built at United Church of Zambia (UCZ) St. Paul’s Congregation in Chipulukusu Compound, Ndola on Sunday, Mr. Mulenga said he will continue working with the people of Ndola Central Constituency even though he was no longer their MP.

Mr. Mulenga said he created a strong bond with the people of the constituency after they entrusted him with the role of Member of Parliament from 2016 to 2021.

He pledged to continue sharing what he has with the people.

“I am happy to be with you today. I came here to firstly pray with you knowing too well that we all come from God. I have come to share what I have with you saying the people of Mapalo and Chipulukusu will be able to use this ablution block. When we give it doesn’t mean we have a lot to waste. When you have money and you do not share it with your friend then you are worse than a witch. I repeat, when God blesses you with money and you are not sharing with your friend then you are worse than a witch. God has blessed you so that you become a blessing to others,” Mr. Mulenga said.

“People of Mapalo, Chipulukusu and Ndola Central you entrusted with the position of Member of Parliament in 2016 up to 2021. 2021 I didn’t contest the elections. Since you entrusted me with the seat of a king and people started calling me honourable, the confidence you showed in me made former President Edgar Lungu give me a ministerial position because you trusted me. Because of your trust I will never stop working with you. Whether I am in government or not, whether I am Member of Parliament or not I will always work with you. We have created a family. Family relationships do not end. This family we have created will only end when we die,” he said.

Mr. Mulenga thanked the church for allowing him to help fund the construction of the ablution block.

“My parents, I am thanking you on behalf of my wife for allowing us to be part of history here at the United Church of Zambia (UCZ) Chipulukusu. You allowed us to share with you and today we have shared what we have. I won’t say much. May God in heaven bless you! When God is with you, remember me, my wife and my family in prayers. Pray for us,” Mr. Mulenga said.

St. Paul’s Minister Incharge Derrick Kalanga thanked Mr. Mulenga and his family for the gesture.

The Mopani $1.5 billion deal must be investigated, says ZCCH-IH

The minority shareholders of ZCCM-IH are calling for investigations into the purchase of the 90% shares of Mopani Copper Mines (MCM) by ZCCM – Investments Holding from Carlisa Investment valued at $1.5 billion last year.

The minority shareholders of ZCCM-IH have already written to Chairperson of the Anti-Corruption Commission Board Musa Mwenye and Director General Gilbert Phiri over their proposed investigations into the transaction.

The group has further written to Attorney General Mulilo Kabesha asking his office to review the detailed sale agreement.

Spokesperson of minority shareholders of ZCCM-IH Thierry Charles said buying Mopani at $1.5 billion in 2021 was too exorbitant.

“The Mopani $1.5 billion deal must be investigated in the light of the above-mentioned elements which we question, we ask Chairperson of the Anti Corruption Commission Board Musa Mwenye, Director General Gilbert Phiri and Attorney General Mulilo Kabesha to launch investigations regarding the conditions under which the contract for the purchase of shares in MCM was negotiated and drafted: to look for any undisclosed adverse clauses that explain the inconsistencies in the figures and to question all those who negotiated the exorbitant $1.5 billion deal,” Charles wrote.

“Contrary to the false claims of former Vice-President Inonge Wina, the acquisition of the 90% stake in MCM was not the best deal of the year but rather appears to be the worst ZCCM-IH deal of all time. We are well aware that other ongoing ACC investigations to track down the looters of the clique are very busy. However, the sums involved in Mopani are colossal, not only for the purchase but also for the financial consequences of the deficits, and therefore deserve a strong mobilisation of ACC and AG services to investigate this deal which seems to us to be leonine,” Mr. Charles stated.

He continued:”The Mopani $1.5 billion deal must be investigated In a letter dated 6 June 2022 to Chairperson of the Anti-Corruption Commission Board Musa Mwenye and Director General Gilbert Phiri, our shareholder group wished to express our questions and concerns regarding the purchase of the 90% shares of Mopani Copper Mines (MCM) by ZCCM – Investments Holding from Carlisa Investment Corporation. In a letter dated 8 June 2022 we also asked Attorney General Mulilo Kabesha to review the detailed sale agreement. 1. Background On 31 March 2021, ZCCM-IH acquired 90% of the shares in Mopani Copper Mines (MCM) from Carlisa Investment Corporation, owned by Glencore and First Quantum Minerals, following approval by ZCCM-IH shareholders at an Extraordinary General Meeting. The amount negotiated was $1.5 billion to be repaid annually over a period of 10 to 17 years.”

Mr. Charles expressed the misgivings of minority shareholders of ZCCM-IH in the deal.

“An appalling sale price Carlisa intended to put MCM into care and maintenance, so the $1.5 billion price for a company that had been making losses for many, many years was totally unjustified. The minority shareholders were in favour of ZCCM-IH finally becoming a full-fledged mining operator, and the takeover of Mopani seemed a good opportunity given the figures and information presented in the Circular to Shareholders issued on 9 March 2021. Opaque sales contract The detailed sale agreement was not disclosed to the minority Shareholders of ZCCM-IH, but we were given information in the Circular to shareholders. MCM’s copper production would be sold to Glencore at LME prices. Catastrophic and inconsistent figures .Visibly biased data and arguments put forward in the Circular to shareholders it was stated: Assuming current copper prices are maintained, it is forecast that the company will generate sufficient cash inflows to finance capital expenditure internally,” he said.

“The average expected Copper price average was US$ 7,000 yet, when copper prices are around US$ 9.500, the Management of ZCCM-IH indicated that the company is currently not generating free cash flows owing to the fact that the company requires capital investments in order to increase productivity during the Virtual Shareholder Open day on 27 April 2022. There have even been Press reports about MCM’s inability to pay suppliers on time, while the largest repayments to Carlisa have not even begun. Inconsistency of figures while copper production is in line with or above expectations and copper prices are very high, EBITDA is completely at odds with the figures presented in the Circular. The problem is not technical, copper production is indeed satisfactory.”

“The problem is elsewhere and the detailed contract seems to be the cause. Questionable verification of the sale contract by former Attorney General Likando Kalaluka Like any contract involving a parastatal company, the contract for the sale of the 90% stake in MCM had to be supervised by the Attorney General for compliance and to ensure that the interests of the Zambian people were safeguarded. However, former Attorney General Likando Kalaluka validated an illegal deal between Milingo Lungu and ZCCM-IH for the suspicious bonding of a loan to KCM just before the 2021 presidential elections. Likando Kalaluka’s competence and seriousness therefore raise questions about the quality of the audit and the legality of the contract signed with Carlisa in early 2021.”

THE United Party for National Development (UPND) administration must quickly put in place practical measures aimed at alleviating the suffering of citizens instead of wasting resources on vengence.

It is important to remind the UPND that it promised the nation that it would fix the economy immediately it formed government.

But it is no longer a secret that ordinary Zambians are grappling with the harshest living conditions in decades.

Many families are barely surviving as they do not know where their next meal will come from because of the high cost of food.

The prices of essential commodities and basic household consumables are beyond the reach of an average household.

Their groans are too audible to be ignored. They need relief, not promises. Instead of relentlessly harassing and persecuting political foes the New Dawn government should ensure that food and household consumables are affordable to the poor.

Besides the unaffordable prices of household consumables travel has become a luxury as a result of the exorbitant price of fuel.

Workers and traders are walking long distances to and from their work and trading places as they can no longer afford the bus fares under this incompetent government.

We urge President Hakainde Hichilema to stop his tourism foreign trips and deliver to Zambians what he promised them. He should stop claiming that his government needs more time to honour those promises because Zambians will not take that excuse.

When he was making the promises he did not tell the voters that they would wait for one year before he could start delivering.

As a reminder President Hichilema publicly declared that after being sworn in as head of State at 10:00 hours the rate of the kwacha against the dollar would drop by 14:00 hours.

He said by 15:00 hours of the same day he would have sold the Gulfstream presidential plane and channelled the proceeds to education.

The President promised that every family would immediately start enjoying three decent meals every day.

He said the price of mealie meal would immediately drop from K170 to K50 while the price of fuel would drop from K17 to K12 or K13.

The list is long. But he has fulfilled none of these promises which enticed Zambians to vote for him.

It is disappointing that the President and his party do not have the courage to go back to the Zambians they deceived and apologise that they had had no idea of what it would take to fulfill those promises.

People are suffering everywhere and are not interested in empty speeches.

Tunisian Judges Continue National Strike Against President Saied

Judges in Tunisia have continued their nationwide protest into the third week. The senior judiciary officials say that their protest is a fight against ‘judicial interference’ by the president of the country, Kais Saied.

The strike action began after the president ordered the sacking of 57 judges on the grounds that they were promoting terrorists in the country.

In their defense, the judges claim that the action of the president is a threat to the rule of law and the independence of the judiciary.

They claim that the president is trying to intimidate the judiciary into becoming a rubber stamp of the executive to go after political opponents.

Critics who favour the actions of the judicial officials say that the actions of the president show traces of authoritarianism. Saying that he has no right to sack judges in the country, as the judiciary is an independent arm of government.

Speaking on the accusations that the judiciary was protecting terrorists in the country, the critics believe it is better for the country to have a corrupt judiciary than an overly powerful executive.

The strike action began on June 4, but social commentators said they were surprised it had entered into the third week. They claim it showed defiance on the part of the judges, especially as they were standing toe to toe against the president of the country.

You will recall that President Kais Saied tightened his grip on the overall control of the country in July last year when he sacked the Prime Minister and froze parliamentary activities in the country.

Reacting to the development, Mourad Massoudi, the head of the Young Judges Association, told the media that “the judges decided unanimously to extend the strike for a third week to hold a day of rage in which the judges will protest in the streets in their uniforms.”

He said members of judges had decided to take things to the next level by staging a hunger strike against the decision to dismiss them.

Upon assuming the position of the president, Saied has taken actions that many critics claim to prove that he is attempting a one-man government in the country. He set aside the 2014 democratic constitution to rule by decree and dismissed the elected parliament.

Speaking on his actions after sacking the 57 judges, President Saied said that the decisions were needed to cleanse the judiciary of rampant corruption and that he does not aim to control the judiciary.

In February this year, President Saied dissolved the Supreme Judicial Council, which had acted as the main guarantor of judicial independence since Tunisia’s 2011 revolution.

At the time, Tunisia’s Judges Association called for a two-day strike for all courts in the country in protest against Saied’s move to dissolve the top judicial watchdog amid growing fears of a return to authoritarian rule.

However, the president’s supporters remain defiant; they claim he is standing up to elite forces whose bungling and corruption have condemned Tunisia to a decade of political paralysis and economic stagnation.

Farm Scandal Threatens Cyril Ramaphosa’s Re-election Bid

Cyril Ramaphosa, South Africa’s president, is facing the most serious personal test of his four years in office, following allegations that he attempted to cover up the theft of millions of dollars from his game farm.

The controversy, dubbed “Farmgate” by the South African media, has the potential to undermine Ramaphosa’s bid for re-election and destabilize Africa’s most industrialized economy.

Although Ramaphosa has not been charged with a crime, a police spokesperson stated that an investigation into the charges leveled against him had begun.

According to the former head of South Africa’s intelligence service, Arthur Fraser, burglars stole at least $4 million in cash from cushions on sofas after breaking in at Ramaphosa’s commercial game farm in the north-eastern state of Limpopo in February 2020.

According to reports, the heist suspects had been tracked down, kidnapped by Ramaphosa’s presidential protection team, interrogated, and then bribed to keep quiet about the cash.

Ramaphosa recently acknowledged the theft and claimed that it was for a far lower sum of money from genuine sales of animals produced on his farm. He stated that he wanted a thorough inquiry to be conducted. “A criminal complaint has been filed in connection with the robbery that occurred on my farm Phala Phala in 2020, and the law must take its course.”

“We want the police to investigate any crime, against whomever it is committed, without fear, without favor, and on an unbiased basis.” Ramaphosa added.

The claims might lead to tax evasion charges or other criminal charges, which would be exceedingly embarrassing for the president and undercut any efforts to combat pervasive graft in the country.

The 69-year-old labor leader turned tycoon was elected on an anti-corruption campaign in 2018 but has been unable to implement reforms. He now has to fight to keep his position as leader of the ruling African National Congress (ANC) later this year, followed by national elections in 2023.

The claims have created a chance for foes both within and beyond the ANC, which has long been plagued by bitter factional disputes. If Ramaphosa is found to have infringed the law or the ANC’s ethics code, the ANC committee might ask him to resign as the party’s leader or suspend him, which could be the first step toward parliament impeaching him.

Supporters of President Cyril Ramaphosa claim the allegations are politically motivated and that the former spy chief has a grudge against Ramaphosa, who fired him for allowing South Africa’s intelligence services to serve the interests of Zuma, who was forced out in 2018 amid allegations of systematic corruption.

Opposition leaders have blasted Ramaphosa for this crime. The leader of the opposition Democratic Alliance, John Steenhuisen, stated that “he has to stop hiding behind the false cover of a ‘pending investigation’ and explain to the people why he neglected to report this major crime and why he used state resources to try to reclaim his dirty dollars.”

Nigerian Pastor’s SPAC Nation Church Ordered to Shut Down Over £1.87 Million Fraud

The UK government has shut down the very controversial SPAC Nation church after it has failed to account for over £1.87 million of expenditure amongst other fraud allegations.

Salvation Proclaimer Ministries Limited, better known as SPAC Nation, was wound up in Court on June 9 after enquiries into its activities were made by The Insolvency Service, a government agency.

The Insolvency Service had received a number of complaints about SPAC Nation before launching a full-blown investigation.

After the enquiries, the agency found that the church did not fully meet statuary requirements, such as providing data to back up claimed donations and account records in support of spendings to the tune of £1.87 million.

The church’s recent financial statements showed £610,000 earmarked for rent, even though it did not have a base and would hire various venues across London to hold its services.

During interviews that formed part of the investigation, Dapo Adegboyega, one of the company’s directors claimed that the church had over 2,000 members and 200 ordained ministers and pastors, but was unable to provide supporting information.

The court heard that SPAC Nation was established in 2012 as a charity set up for the advancement of Christianity. The church’s charitable work was mostly focused on the vulnerable and young people of London as well as rehabilitating past offenders.

It was also stated that the information the company provided to the Insolvency Service and Charity Commission was inconsistent.

The court concluded that SPAC Nation operated with a lack of transparency, had suspicious or inaccurate account filings, and was insolvent at the time of the hearing.

The chief investigator of the Insolvency Service, Edna Okhiria spoke about the concerns the court had about SPAC Nation’s dealings.

“While SPAC Nation claimed it had noble intentions to support vulnerable and young people, our enquiries uncovered a different side of the charity. There were clear concerns around how the church group managed its affairs and SPAC Nation failed to properly account for income received from donations and other expenditure. The court recognised the severity of SPAC Nation’s actions and this sends a strong message that proper records and accounts must be maintained, even if you’re a charity,” said Okhiria.

A Deep Dive into SPAC Nation Controversy.

SPAC Nation has gained a reputation for pushing the “Prosperity Gospel” on steroids and establishing what many term a cult membership, majority of whom are young Black people from poor communities.

With ostentatious displays of wealth from its leaders on Instagram and YouTube, and several recurring accusations of exploiting vulnerable young people, the church has received a lot of backlash.

Trap houses – safe houses where many young members live – run by the church leadership have also fuelled the perception of a cult membership.

The church’s founder, Pastor Tobi Adegboyega is often seen moving in luxury cars and clad in expensive designer clothing – even adopting the “offending with Fendi” catchphrase which he allegedly retained the rights to in a legal case made against him by Fendi.

SPAC Nation, however, has not always been the subject of public scrutiny. Shortly after the church was established, it was praised by UK politicians for its efforts to rehabilitate ex-gang members, taking them off the streets and integrating them into the church community.

The church has also carried out a lot of evident charitable work in the past.

However, most of the praises for the church were quickly swallowed up by numerous allegations of financial exploitation and abuse.

Alleged victims came out to say that the church’s pastors pressured youths into taking out hefty loans to give to the church. Perhaps the most bizarre of the allegations was that the church leaders had encouraged members to give money earned from blood donations to the church, a practice they called “bleeding for seed”.

Following months of public criticism, the church rebranded as “Nxtion Family” in June, 2020. This was a month after Pastor Tobi Adegboyega publicly stepped down as the leader of the church, a move that was seemingly inconsequential as he is still the face of the church.

‘I WAS CONNED BY MY HUSBAND FOR 10 MONTHS – HE TURNED OUT TO BE A WOMAN’

A new bride said that she was conned by her ‘ husband ‘ – as ten months into their marriage, she discovered he was actually a woman.

The victim, who is referred to as NA in legal documents, entered into a relationship with a man she met through online dating, who is identified by the initials AA.

AA claimed to be a man who was a trained surgeon in the coal business, and the pair got married in a secret ceremony and NA was moved away from her family.

Over the course of their relationship, NA claims that she and her family were conned out of £16,537 and now AA has appeared at the Jambi District Court in Indonesia on Tuesday, June 14, 2022.

NA has shared her story on social media after the court case made national news in her home country of Indonesia.

She said that AA had said they had recently converted to Island and was looking for a wife, and after three months the pair were wed in a nikah Siri arrangement.

The phrase translates to ‘secret wedding’, and is used in the country for unregistered marriages – and while it’s not recognized by law it is by religion.

NA said this was because AA couldn’t produce the civil documents required for a legal wedding, and the pair lived together in NA’s parents’ house.

But while there, NA’s parents became suspicious of AA – as they kept asking for money despite their impressive sounding career.

To get out of the spotlight, AA then moved out with NA to live in South Sumatra, where the victim was then confined to the house for several months, as local publication Coconut reports.

NA said that AA controlled the pair’s finances, and in April the victim’s mother contacted the police who tracked the pair down.

During a police interview, AA sensationally revealed that she was a woman whose real name began with the initials EY.

After sharing her story online, AA was asked about her sex life and she said that her partner would always turn off the lights and insisted on blindfolding the woman before sex.

NA’s parents reported EY to the police for educational record fraud, and claim they were conned out of IDR 300 million (around £16,537).

Ugandan Officials Hold Talks With A Team From Facebook Aimed At Enhancing Revenue Sharing And Tax Collection

Officials from the Office of the President (diaspora affairs) have commenced talks with a team from Facebook aimed at enhancing revenue sharing and tax collection.

During the meeting, Uganda was represented by Isaac Kigozi, the head of trade and investment in the diaspora affairs section of the Office of the President, while Facebook was represented by Julie Wenah, the associate general counsel, Facebook Global.

The meeting happened on the sidelines of the three-day 2nd Annual Africon Conference that brings together global Black diaspora people from the music, food, innovation, activism and education backgrounds.

The event, which coincides with Africa Day, aims to celebrate the diversity of Africa and the diaspora through entertainment, media, technology and leadership.

“We have had a fruitful meeting with the associate general counsel of Facebook Global. The meeting was aimed at initiating discussions that would enhance the setting up of a mechanism to ensure revenue sharing and tax collection,” Kigozi said.

The Ugandan official also held a meeting with Ukonwa Ojo, the global chief marketing officer Amazon Prime Video & Amazon Studios, as well as TJ Adeshola, the head of global content partnerships at Twitter.

The conference, which took place in Los Angeles, California in the US, attracted prominent blacks across the globe.

The senior presidential advisor on diaspora, Abbey Walusimbi, said President Yoweri Museveni was ready to discuss the future of a united African diaspora with the event organisers.

“On behalf of the President of Uganda, I welcome you all and seek that we enjoy responsibly and network around what we can do together, especially for our children.

Africa is now the future of the world. We are the food basket of the world. We are the source of all minerals in the world and all industries survive because of Africa.

“I trust that you know that Africa must become great again. To achieve this, we must do it collectively by finding a problem to solve. As you know, everything was destroyed when colonialists arrived and ruled Africa. We lost our formulas to them, including artefacts and our documented history about our great specialisation,” Walusimbi said.

The ambassador stressed the need for all Africans in the diaspora to participate and be part of a united Africa economically, socially and politically.

“Kindly come back home with the 21st century skills and opportunities so that we rebuild the foundation of Africa, your motherland. We are created special, talented and we do not give up. Our resilience is unmatched and we are the original people created by God,” Walusimbi said.

UPND Has Failed Too Early, But Academics Have Let Zambian Down By Not Speaking Against The Ills Of The Leadership- Joseph Chirwa

Where are the academics and other praise singers who sang for the new dawn?

1. Introduction

The United Party for National Development (UPND) is one of the only two political parties that enjoyed support from academics and other thinkers.

The other party is the Movement for Multi-party Democracy (MMD). With the Patriotic Front (PF), the support was not as overwhelming as that enjoyed by the UPND and MMD in their ascension to power. For starters, most academics and thinkers were not sure of the PF and only few supported it between 2001 and 2011. For the MMD we can simply say that it is the biggest beneficiary of support from academics and thinkers. There was a mass revolt against Kenneth Kaunda and his United National Independence Party (UNIP). Frederick Chiluba rode on the support of academics and thinkers. This is the same of President Hakainde Hichilema and UPND. Academics and thinkers sacrificed it all to see him win especially in 2021. The question is where are they now?

2. We are not career critics

A debate raged on social media when prominent estranged supporters of HH and UPND (previously anti-ECL and PF) asked very pertinent questions. The questions were very genuine from persons who are true patriots and who still have their souls intact. They asked as to where the elites in the name of thinkers, academics and others are in times of trouble. They questioned the deafening silence at the time of politics of tribe characterised by appointments based on tribe, nepotism and cronyism. They asked as to why renowned critics of the PF regime were silent when what they criticised against the PF was happening and happening at a high frequency under the UPND. They asked as to why it is now better for a region or regions to appoint themselves at the expense of others. They asked as to why police brutality is now acceptable in the eyes of those critics of the PF when the previous government did the same. They asked as to why corruption is now acceptable but under the PF it was condemned. They asked as to why the President now cannot be held accountable by academics and thinkers who have effectively been gagged or gagged themselves. In response, they were called names such as dogs and fools to mention a few. But one striking answer from one of the charlatans and praise singers caught my attention: we are not career critics. One of them added on his live Facebook feed that we shall continue to praise sing even if HH fails.

3. An educated cadre is a dangerous one

An educated cadre is a dangerous cadre. As Michael Sata once said educated people are cowards. They are opportunists. They exist in two kinds: those already appointed to positions and those awaiting appointments. Those already appointed to positions have effectively sold their souls. Very few can contradict their master. They never condemn government even when things are bad. They are gagged forever or until they are fired. Then there are those awaiting appointments. They are burning with anxiety from expectation. Each day it builds up and no appointment. Nine months since they helped the ‘new dawn’ ascend to power nothing. They are boiling and it is just a matter of time. They cannot talk now because they fear that they may lose out or be removed. Both of these types of academics and thinkers are sellouts. They are not patriotic Zambians. They either criticised ECL and the PF using tribal lenses or personal hatred as a result of them not being appointed. They have no loyalty to the flag. They are hired guns.

4. The silence continues

Some of these praise singers and goofballs masquerading as academics and thinkers are now silent because they have sold their conscious. It happened to me during the PF era. I stopped to think and I lost my conscious. I promised to be independent and never again to sell my soul to politics. I am ever inspired by the words of Ray Bradbury who once said that “I hate all politics. I don’t like either political party. One should not belong to them, one should be an individual, standing in the middle. Anyone that belongs to a party stops thinking.” I am now a liberated mind and I pray for my colleagues at local universities and in the diaspora to put Zambia first. Let us be like Sishuwa Sishuwa and speak the truth no matter how unpopular it is. Let us all be like Laura Miti who tells it as it is regardless as to whether one is in government. The truth shall set you free. Remember, all truth passes through three stages. First, it is ridiculed. Second, it is violently opposed. Third, it is accepted as being self-evident.

5. It starts small and gets bigger

The wisdom that small injustices become big must be borne by our esteemed praise team. This is how it starts. Reporting and transporting suspects to godforsaken areas. Using state machinery to kill other political parties. Threatening judicial officers in the discharge of duties. Bragging about purging those seemingly loyal to the previous regime. Presidential gatekeepers going unpunished for leaked conversations undermining the rule of law. Killing the opposition to build a one party state. Political parties are the foundation of our democracy and we need them. Henry Clay advised that “political parties serve to keep each other in check, one keenly watching the other.” It starts small then it manifests into calamity and disaster. Let us not tolerate small injustices because these will soon manifest. Let the UPND put to stop all shenanigans that made the PF being voted out of power. The arrogance that we will serve straight terms must not be repeated. It was the PF that said never UPND, remember? Where is the PF now? Where is the MMD? Where is UNIP?

6. Blind loyalty must be to God, country and family

George McGovern’s counsel may be timely to these academics and thinkers who have grown cold feet at the altar of expediency. The great American stated that “the highest patriotism is not blind acceptance of official policy, but a love of one’s country deep enough to call her to a higher plain.” The Idealist warned that “cataract is the third biggest cause of blindness. Religion and politics remain the first two.” I am not advocating for academics and thinkers to avoid politics. They must be active. They are the soul of the nation. They are the voice of reason because without them, Plato warned that one of the penalties for refusing to participate in politics is that you end up being governed by inferiors. That is why we need patriotic academics and thinkers to help sound the alarm and offer solutions when our servants in government bully us or betray our beliefs, faith and trust. When it comes to issues of government and the governed, we must always take sides. Eric Wiesel guided that “neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented. Frederick Douglass also warned that “the limits of tyrants are prescribed by the endurance of those whom they oppress.”

7. Conclusion

Wake up son of Africa. Wake up son of Zambia. Use your education to the benefit of all and not self-aggrandisement. Use that voice to speak for the voiceless because that is what education is all about. Never betray your conscious because it will haunt. The deafening silence of those critics of the previous regime is a betrayal to those people they inspired to vote for UPND and against PF. Same wrongs must be condemned equally. Remove the cataract that is making you see injustices differently. The UPND must be wary of these academics and thinkers because they are the most dangerous. Let us support this President especially that he had a popular vote and mandate. Over two million Zambians voted for him. We can only do that by being salt to the menu. By being light in times of darkness. By being a voice of reason when charlatans, goofballs and praise singers want to derail him. We can do that by offering criticism and critical thinking as academics and thinkers.

The Angola-Zambia Oil Pipeline Project Picks Up Pace

THE ANGOLA-ZAMBIA OIL PIPELINE PROJECT PICKS UP PACE

Last week I hosted stakeholders of the Angola-Zambia Refined Petroleum Multi-Product (AZOP) Project at my office as we discussed plans to speed up the implementation of the project. Representatives of the Angola’s oil company Sonangol and the Zambian firm BBRL attended the meeting which was called to analyse the new terms of reference for the project.
The project idea and negotiation have been ongoing for about 10 years, since it was kickstarted by the Zambia Development
Agency (ZDA) in 2012. We now want to see this project moved from paper to the field.

The Head of the Angolan Diplomatic Mission in Zambia, Ambassador Azevedo Francisco, brought to me a message from Angolan Minister of Natural Resources, Oil and Gas Diamantino Azevedo of commitment to move forward with the agreements signed by the previous Zambian government in the energy field and particularly the AZOP project. “We just need to give life to the agreements already signed”, concluded the Angolan diplomat.

The meeting was also attended by Zambian Ambassador to Angola H.E Lawrence Chalungumana, who was also the Zambian envoy at the signing the agreements under the previous government.

The AZOP project will see the culmination of a petroleum pipeline and a Liquefied Petroleum Gas (LPG) pipeline built to transport oil products and gas from Angola to the Zambian market. 2020 estimates suggest a cost of USD 5 billion for the construction of the “pipeline” for the multiple transport of oil products from Angola. Initial ideas suggest that the petroleum pipeline will carry multiple products like diesel and kerosene while the gas pipeline will have turbines placed at intervals to take advantage of the Liquefied Petroleum Gas (LPG) velocity and kinetic energy as its pumped to Zambia to generate electricity in forms of combined cycle gas turbine units. However, the final designs and costs will depend on final feasibility studies and its only expected to be commissioned in more than 3 years time due to the complex engineering design solutions that have to be derived first.

May I reiterate here that the plan is to have the private sector develop the pipeline, with state-owned petroleum Angolan company SANANGOL and the Zambia state company Industrial Development Corporation (IDC) being strategic equity partners. This may be through a Build Operate and Transfer (BOT) basis under the Public-Private Partnership (PPP) initiatives. Finer details will be availed to you all soonest.

May I also disclose that the Angolans look at the construction of the petroleum pipeline to Zambia as part of their strategic plan in the petroleum sector. Angola will have excess fuel for exports soon since it has been developing a 100,000 barrels per day refinery in Cabinda, a 100,000 barrels per day refinery in Soyo, a 200,000 barrels per day in Lobito and is increasing the refinery capacity of the already existing refinery in Luanda by 3 times. Angola wants to take advantage of the privileged geographical location of our country, which borders eight countries and which can be a strategic transit point for oil products from Sonangol to other country once they land here through the pipeline.

Consequently, our Angolan counterparts conducted studies and came up with a plan that a storage station for oil products shall be built in one of the provinces of eastern Angola, from which the fuels can then be supplied to different countries in the Southern Africa, including Zambia.

Though the original plan was to bring the pipeline all the way to Lusaka, the feasibility studies will determine the best route – either through North-western Province or Western Province – and the best location for the pipeline terminus.

Once works start, this could be the first pipeline built in Zambia since the TAZAMA pipeline between Zambia and Tanzania built in 1969 by the UNIP government.

Hundreds of jobs are expected to be created for many Zambians and Angolans during construction and after commissioning. Further, this project is expected to help reduce the cost of landed petroleum products in Zambia by cutting off shipping and other middle men costs when the oil is imported from Angola as opposed to the current sources in the Middle East.

Socialism failed in Zambia, says HH

PRESIDENT Hakiande Hichilema says socialism has failed in economies where it was being propagated and that those propagating the ideology must be careful not to propagate things that don’t work for the economy.

Speaking at late president Frederick Chiluba’s 11th memorial service held yesterday, President Hichilema praised the second president and his courage for liberalising the economy.

“The new dawn government is proud of the vision that president Chiluba had for this country. One of the things Chiluba and his team did was to drive the liberalisation of this country’s economy. Remember one party state: Socialism, Communism, which failed. There is no question about that. Communism and socialism failed,’’ he said. ‘’It did not just fail here it failed even in the heart of communism, so when I see advancement of those issues, sometimes I say, ‘do we want to go back to shortages. We heard of the cooking oil, queuing for cooking oil’. When I got married to that lady seated (points at his wife Mutinta) there was no juice in the shops because we married in the late eighties. We couldn’t organise drinks. The Coca-Cola you take for granted today, was not there. So, I remember one of the parastatal leaders called Mantanyani tried to concoct TipTop to try and take the space of Coca-Cola and Fanta; and even that Tip-Top we had to queue to buy a crate or two. We should not lose those memories and start propagating things that can destroy the economy.”

President Hichilema aulogised Chiluba as a courageous person who took bold economic decisions.

“Dr Chiluba was courageous to move the economy into a liberal sphere, an open economy and almost automatically things started happening. And Coca-Cola reappeared. You who love Coca-Cola, if you were born in the eighties, you wouldn’t have it because it was not there because of the economic policies,’’ President Hichilema told the audience. ‘’So, I think you must learn lessons. We must build one legacy to another and carry one. The policies of a liberal economy do deliver if managed properly. The policies that we had led us to a debt contraction; leading us to a HIPC to a point where by the time president [Levy] Mwanawasa came in officer he concluded a debt write-off. Our country’s debt came down to just a billion dollars. And it is unimaginable in my ingenuity, I just couldn’t believe that we are in another debt crisis…because we don’t learn lessons. We have returned into a big hole.”

The President said it was shocking how the country had attained a debt worth over $20 billion in seven years, exclaiming that “…umm no, it’s not right. Let us learn lessons so we can serve the people better.”

He said Chiluba stood for debt reduction and that as a way of honouring him, the new dawn government would ensure the debt problem was dealt with.

“I must say I am sure he will hear the message. Yesterday, the day before yesterday, we had the first creditors meeting where all the key creditors attended. China chaired the meeting and we are on our way to restructuring the debt,” said President Hichilema. “We apologise that we messed you up along the way. What you had resolved returned with venom. You can count on us; we won’t let you down.”

And former vice-president Enock Kavindele who served under Chiluba said he was a determined person and one that could not be challenged easily.

He said Chiluba could not have died at an early stage had it not been for the pressure that had come from being prosecuted.

Former president Edgar Lungu who was invited did not attend the event.

Former first lady Vera Chiluba was also missing at the event.

Rise of Witchcraft Courses in African Universities Raise Concerns

In 2016, reports flooded the internet of plans by prominent universities In South Africa to begin offering courses in witchcraft and wizardry.

The reports sparked mixed reactions across the continent and many critics called for sanctions on institutions such as the University of Venda, Limpopo, South Africa. The reports claimed that the public educational institution was already offering courses in witchcraft, with specialization in the use of lightning and thunder.

There were also unconfirmed comments from an unnamed head of faculty in the school who was quoted as saying what they have seen so far is “way beyond science” and that students will be equipped to “open portals to other dimensions that are not known by scientists”.

In what appeared to be a confirmation that African universities were getting huge financial support from international organizations to offer courses, a 2019 article published by the Lusaka Times claimed the University of Zambia had commenced courses in witchcraft.

According to the report, the University of Zambia had received US$340,000 from the United Nations Educational, Scientific and Cultural Organization (UNESCO) to develop a Degree Programme to train students in witchcraft.

“The Zambia National Commission for UNESCO has explained that Intangible Heritage comprises of practices such as Witchcraft, Social Practices such as expression through music, Knowledge, skills – as well as the instruments, objects, artifacts, and rituals;” the article read.

It also stated that courses in witchcraft had commenced with the first intake comprising 20 students.

The reports were coming a year after the then Higher Education Minister of the country, Professor Nkandu Luo announced that Zambia should consider research and the study of witchcraft as a science that can be used productively for the benefit of the country.

Professor Luo said Zambian scientists can learn from their South African counterparts who have commenced studies in witchcraft in some universities.

“I could not help but think of witchcraft when I saw a mobile phone put into a box and it turned into a lady’s pant!” she said during the commemoration of the World Science Day for Peace and Development dubbed: ‘Recreating interest in science, technology, and innovation’.

However, an October 2019 article by Africa Check debunked the reports about the University of Venda, and pointed out that the article, which has been tagged as fake news by Facebook was actually a satirical piece.

According to Africa Check, “the article was flagged as possibly false by Facebook’s fact-checking system. But it’s not false – or true. It’s satire.” Well, as the famous African proverb goes, ‘there is no smoke without fire.’

In 2020, another news report shared the information that Machakos University in Kenya is set to launch a Degree in witchcraft.

Speaking during the launch, the Vice-Chancellor of the University said that the course had already attracted tens of applicants and the University was aiming at exploiting local resources to make the course a success.

“We have a lot of indigenous knowledge in the wider Machakos County which can be harnessed for the good of the society and this is the first step towards mainstreaming this knowledge. We hope that young people and the new generation will take advantage of this course so that important historical and cultural information is not lost.”

The university further went on to reveal that the four-year course which was billed to commence last year would be housed under the School of Humanities and Social Sciences.

Today, there are hundreds of free online courses on witchcraft and wizardry, which offer certificates upon completion. There are also various schools of witchcraft and wizardry which claim to have strong roots in Africa.

Critics believe that the continuous reports about such courses in African universities and the rise in online provision of same means there is a growing industry for it in the continent. Thus, there is a need for increased concern and measures to prevent normalizing witchcraft and wizardry in the African society.

Some others however believe that the structuring of African cultural beliefs, albeit in witchcraft and wizardry would boost the continent in the area of technology and science. They claim that technological advancements in developed countries have footprints of witchcraft and wizardry.

As the numbers on each side of the divide continue to increase, one thing that remains crucial is whether such courses should be offered in universities.

“My phone was jammed with congrats, you have done well we are all coming. That’s what we have been waiting to hear. We are all coming. My line was jammed like telephone exchange until I had to switch off my line. Phones were ringing as late as 02:00 hours. The last last person who called me was councillor Lungu in Kamwala South at 02:33 hours,” Moonga said to Daily Revelation, and that several serving members of parliament and members of the PF central committee have indicated willingness to join him in SP.

He claimed that he did not play politics when asked if he was just playing the usual political games with his claims.

However, Moonga said the PF remained strong, saying they were the biggest opposition in the country going by the constitution, with 60 members of parliament and controlling a number of councils in the country, which he said was not a joke.

He said what mattered was how they would organise themselves.

But asked why he had left the party he said was still the biggest opposition, Moonga said they may be big now but the future was pointing towards SP.

“You must look at future, future, future. I was using a binoculars like my brother Nakachinda, in your head, five senses you must have a sixth sense which shows you the future, the direction. And I am convinced that is the best direction I have done,” Moonga said. “The Socialist Party is a government in waiting. And I like the way my president (Fred) M’membe comes up with national matters. You must talk about issues and see if the party in power can get these ideas. Don’t just give an open blanket, you call off HH. What has he done? You say he has done the following, he can’t listen and by so doing our President will destroy our economy.”

He dismissed any chances of going back to the PF saying he was 64 years old now and living his last days in politics.

THE DEBT RESTRUCTURING PROCESS AND THE IMF SUPPORTED PROGRAMME

Lusaka, Sunday, 19th June 2022 – In light of public statements by certain sections of society on the status of the International Monetary Fund (IMF) Supported Programme and the debt restructuring process, the Ministry of Finance and National Planning considers it necessary to clarify on some matters of concern and on others that have been misrepresented.

The New Dawn Government reached a Staff Level Agreement (SLA) with the International Monetary Fund barely three (3) months after assuming office in August, 2021. This was on the backdrop of futile efforts previously pursued for more than five
(5) years. The Government’s anticipation was for the IMF Supported Programme to be agreed by June 2022, however, there are some finalisation steps, mainly related to the debt restructuring process, that still need to be undertaken before the IMF Management and Board considers and approves the programme.

The consideration of Zambia’s application for an Extended Credit Facility by the IMF Board and the country’s debt restructuring process, are interrelated. Therefore, getting the IMF Board approval is centered on getting financing assurances from the Official Creditor Committee (OCC) under the G20 Common Framework for Debt Treatment. Their pace of progress, however, is not entirely dependent on the Zambian Government’s efforts. Notwithstanding, it is our expectation that with the due processes followed, we will get an IMF Supported Programme this year and place our debt on a sustainable trajectory, once again.

For the information of stakeholders, negotiations with our Creditors under the Common Framework are supported by an independent Debt Sustainability Analysis conducted by the IMF and the World Bank, accompanied by reforms, to ensure the future sustainability of public debt through an IMF Supported Programme (in Zambia’s case a 3-Year Extended Credit Facility). The whole process is systematic and entails substantial traction as we move towards attainment of credible assurances on how the country’s debt will be treated by the Official Creditor Committee before the IMF staff submit Zambia’s case to the IMF Management and the Board for consideration.

Some key milestones are as follows:

  1. Finalisation of the Debt Sustainability Analysis (DSA) with the IMF and the World Bank. This has been done;
  2. Pledges by multilateral lenders to provide concessional financing to Zambia as part of the effort to resolve the country’s financing limitations based on the DSA results;
  3. Convening the OCC (mainly bilateral related lenders) to discuss Zambia’s request for debt relief under the G20 Common Framework for Debt Treatment. This action has commenced; and,
  4. Convening, immediately after the OCC, a committee of Commercial Lenders (Eurobonds, Commercial Banks, and Private Lenders etc). This is pending completion of discussions by the OCC.

Pursuant to some of the milestones listed above, the Government has regularly engaged both Official Creditors and Private Creditors. They have been provided with economic policy and debt data, with a view to facilitate decision-making and successive meetings of the two creditor groups.

High-level bilateral discussions have been held, too. One such engagement was the virtual summit meeting between Mr. XI JIPING, the President of the Peoples Republic of China (Zambia’s biggest bilateral creditor and the world’s second biggest economy) and Mr. HAKAINDE HICHILEMA, the President of the Republic of Zambia (Currently one of Africa’s best investments destinations). The engagements resulted in the first successful meeting of the OCC on Thursday 16th June, 2022, under the auspices of the Paris Club and the G20. The meeting with private creditors will follow-through after consensus is reached by Official Creditors.

The Government has been engaging multilateral partners for concessional financing as part of the effort to resolve Zambia’s fiscal limitations. As announced before, the engagements have culminated in several benefits such as the pledge by the World Bank to support the national budget through a Development Policy Operation. As soon as the IMF Supported Programme is approved by the IMF Board, it is envisaged that the World Bank will supply funding amounting to US$275 million over the next three (3) years.

Furthermore, the Bank is providing sizeable positive net flows to Zambia. Under IDA19, the Bank is committing approximately $959 million to support Zambia’s recovery from the multiple debt and economic crises and help to institute reforms for inclusive growth and poverty reduction. Of this, U$$294 million has already been committed for scaling up social cash transfers and projects to strengthen the pandemic response, including vaccination and emergency health financing to improve service delivery.

The remaining U$$665 million will be presented in three operations to the World Bank Board for approval within June 2022. The program includes two results-based operations, the first to reinvigorate growth in agriculture and support reform of the agricultural subsidy regime and the second to strengthen decentralized public service delivery while enhancing public financial management, accountability, and citizen engagement and will support the increased resource allocation towards Constituency Development Fund. The third operation will finance additional social protection spending in response to various shocks.

Furthermore, upon agreement of the Country Assistance Strategy during the second half of 2022, financing is also expected from the Africa Development Bank (AfDB) over the next 3 years. This implies that over the medium-term, an estimated US$500 million or more will be available to Zambia (through the Africa Development Fund), for economic and social development. This is another demonstration of a functional and cordial relationship between Zambia and her multilateral partners.

Going forward, the Government will continue to work tirelessly towards returning the country to a state of fiscal stability that will facilitate sustainable growth. Through the soon to be launched Eighth National Development Plan (8NDP), the Public Private Dialogue Forum and other development delivery frameworks, the New Dawn Administration will continue to make sincere efforts targeted at trending the living conditions of our fellow citizens towards equal opportunities, sustained prosperity and poverty reduction, on the platform of a stabilized and transformed economy that inspires improved investor confidence, facilitates more local and foreign investments, creates more opportunities and jobs, and nurtures the economic freedom of the people of Zambia.

ABOUT A TOTAL BREAKDOWN IN THE RULE OF LAW: A CASE OF TORTURE AND MOCK EXECUTIONS

1. Yesterday l was double shocked. Firstly l was shocked that in this day and age, men of our country’s disciplined forces could torture innocent young boys and undertake mock executions with so much impunity in front of a video camera and within the precinct of a police station. All because the boys were suspected of defaming President Hakainde Hichilema. Secondly and perhaps most importantly, l was shocked that this incident had happened more than 2 days earlier, and despite the ample video evidence, no media outlet had aired the story, no civil society organization or opposition leader had condemned the act and the Government had not issued any statement to explain why the men of our disciplined defense forces were captured on video torturing and carrying out mock executions against young innocent citizens.

2. Look here ladies and gentlemen, our Government needs to make a decision on whether it is going to adhere to the rule of law or not. If the New Dawn Government decides that it is going to adhere to the rule of law, then it must respect all laws. Both those that favor it and those that do not. Today, Mr Hakainde Hichilema is recognized as President of Zambia because the Constitution says so. Today Zambia Army soldiers carry firearms because the Constitution of Zambia says so. Without the force of the Constitution, Mr Hakainde Hichilema would just be a common citizen and no one would be compelled to follow his orders. Without the Constitution, Zambia Army soldiers would not be recognized as such and any citizen would be entitled to challenge them.

3. However, the same Constitution that gives Mr Hakainde Hichilema the power to be President of Zambia and for his orders to be carried out by the defense, security and civil service, also provides that an accused person is innocent until proven guilty by the courts of law. In article 12, the same Constitution of Zambia further protects all citizens from torture or any cruel or inhuman treatment such as mock executions.

4. In the video in question, soldiers wearing Zambia Army fatigues and carrying assault rifles are clearly seen assaulting young boys who look no more than 15 years of age. The assault is carried out with an object that appears like to horse pipe. Further, one of the soldiers is clearly seen pointing his rifle at the head of one of the boys and mimicking an execution. All this took place in what appears to be a police station, based on the signage on one of the doors that is visible in the video.

5. We are fully cognizant of the fact that the Zambia Army is a big institution, and like all big institutions, it is difficult to control the conduct and behavior of each and every member. However, given the sensitive role that the Zambia Army plays in our constitutional democracy, we expect this institution to be disciplined. In that regard, we expect the Zambia Army to have rigorous systems for identifying and addressing even the slightest incidents of indiscipline. Therefore, the fact that a video of Zambia Army soldiers violating the Constitution by torturing and undertaking mock executions of innocent teenagers, had been circulating for more than 2 days on social media, and yet we did not hear of any statement on this violation of the Constitution from the Zambia Army or Ministry of Defense or indeed the Presidency, should be a source of great worry for any well-meaning citizen.

6. Our expectation is that by now, those erring soldiers should have been suspended from the disciplined forces of our country, pending further disciplinary action. Further, they should have been arrested and charged accordingly. The fact that none of the above has been done can only mean one of two things. It is either our displaced defense forces are not as disciplined as we are made to believe, and that they do not have rigorous systems in place for identifying and addressing indiscipline, and that the Zambia Army Command is still unaware of the torture and mock executions of innocent teenagers by their members. Or it could mean that the Zambia Army in particular and the New Dawn Government in general, are fully aware of the torture and mock executions against innocent teenagers and that they endorse such a gross violation of the Constitution. We are more inclined to go with the later than the former.

7. Suffice to mention that Zambia is currently not at war or any armed conflict. However, even for countries that are at war, they appear to enforce greater discipline on their armed forces than we appear to do here. About two weeks ago, three soldiers of the Democratic Republic of Congo Army were arrested in the North Kivu Province for assaulting alleged illegal miners, after being exposed by France 24 television station. Now, we are all aware that the eastern DRC is a conflict zone. It has been a conflict zone for some decades now. Are we saying that the DRC Army has better disciplinary standards than we do, despite the fact that their army is operating in a conflict zone and ours is not?

8. Despite the loud silence by other opposition leaders, civil society, the church and traditional leaders on this gross violation of the Constitution, may it be known to all men and women of this Republic that we do not have the slightest intention of letting this matter die a natural death. The reason is simple; if this incident of torturing and carrying out mock executions of innocent teenagers is tolerated, it will only be a matter of time before we have our own version of Gukurahundi here in Zambia. It is unacceptable to have a situation whereby the New Dawn administration wants to cherry-pick which provisions of the Constitution to respect and which ones to disregard. The same Constitution whose operation makes Mr Hakainde Hichilema President is the same one that protects those teenagers from torture or any cruel or inhuman treatment. It is either we collectively embrace the entire Constitution and live as lawful citizens, both the weak and the strong, or we throw away the Constitution and live in anarchy. What we shall never allow is for the strong to cherry-pick provisions of the Constitution that favor them and that gives them power, and yet abandon provisions of the same Constitution which protect the weak.

9. In the premises above, we demand, as we hereby do, that all the soldiers who were involved in the torture and mock execution of innocent teenagers be immediately arrested and charged accordingly. Yesterday we had given the New Dawn administration a 72 hour ultimatum. However, in retrospect and looking at the pace of decision making in Government, we have decided to extend the ultimatum from 72 hours to 14 days. The reason is simple; we want Government to have the opportunity of making the right decision, so that when they make the wrong decision, it will not be because they did not have an adequate opportunity of making the right decision.

10. If at the expiration of our 14 day ultimatum, the soldiers who were involved in the torture and mock execution of innocent teenagers are not arrested and charged accordingly, we will take it that the said torture and mock execution was undertaken with the blessings and at the instance of President Hakainde Hichilema, who is their Commander in Chief. It will further mean that the New Dawn Government is sponsoring terror against its own citizens on the basis of political affiliation, which is a prosecutable crime against humanity under the International Criminal Court, to which Zambia is a state party. We will further carry out any and all necessary campaigns to let the international community know that President Hakainde Hichilema’s regime is sponsoring terror against its own citizens, and we have the video evidence to back up our assertions. We shall further approach and bring to the attention of all upright bilateral and multilateral institutions including the International Monetary Fund (IMF) about these state-sponsored human rights violations and the fact that any funding subsequently given to the New Dawn administration might be used to fund further violations of citizen’s human rights. Indeed, the President has 14 days to chose his poison.

a) ROLLING OVER:

If it can find new buyers for a new Eurobond, the Government would aim to issue another Eurobond in September 2022 upon maturity, with a total value of US$750 million and use the money raised to pay the holders of the current Eurobond. However, given the low credit rating and the current debt sustainability levels, it would be a challenge to find buyers of a new Eurobond at maturity. This is not an option that the Government should be considering. At worst, it is unfeasible; at best it is extremely expensive.

b) REFINANCING:

Under this option, the Government would seek to change the terms of the 2022 Eurobond before maturity, including extending its duration so that it does not have to be redeemed in September 2022. This could be challenging as it would mean negotiating with a wider range of players, and could be a long process – perhaps too long given the precarious nature of the Zambian Government’s position. As a first step, Zambia needs to establish who holds the country’s bonds and understand their priorities before entering any negotiations.

c) RDEDEEMING:

Under this option, the Government would pay the Eurobond when it became due in September 2022. This requires the Government to have US$750 million available at the time. The main issue is where these funds would come from. Basically, there are three options: higher taxes or increasing other revenues (or cuts to other spending), further borrowing or selling assets. The sale of some assets seems to be the most viable of the three options, but it is not a costless option. The Government would permanently lose control of these assets and any future dividend payments on them. The Government may also have to sell the assets at below their market value to ensure a successful sale in a short period of time, particularly if the assets are a large stake.

d) BOND BUYBACK:

If the Government chooses to redeem the Eurobond in September 2022, it would have to find US$750 million to do so. A bond buyback would allow the Government to pay for the principal at the current market value of the Eurobond which is only around US$500 million. To avoid default or refinancing the Eurobond, it would appear to make sense, therefore, for the Government to start buying back the Eurobond before redemption because of its lost value. But with no sufficient sources of financing for this option, the Government would need to raise funds for a buyback. Options for this are limited, but include trying to issue a new bond (though this will encounter the same challenges as a roll over) or the sale of assets.

It is, at its core, about making life fairer and accounting for structural scaffolding that rigs the system in favour of the few, one of the ills of capitalism. ZAMBIA – AFRICA UNION SIGN AGREEMENT TO HOST FOURTH CONTINENTAL SUMMIT

Government has signed a host agreement of the Fourth African Union ( A.U ) Coordination Summit with the African Union (AU) Commission which is slated for 14thto 17th July,2022.

Speaking during the signing ceremony at Mulungushi International Conference center today in Lusaka, the Minister of Foreign Affairs and International Cooperation Stanley Kakubo indicated that the summit will bring together 13 heads of state and government.

Mr. Kakubo explains out of the 13 heads of states and government, five heads of state and government form the bureau of assembly of the AU and eight heads of state and government chair eight regional economic communities on the continent.

The summit will be preceded by the 41st ordinary session of the executive council from 14th to 15th July, 2022 and it will be attended by the Foreign Ministers of all 55 member states of the African Union.

The event will allow Zambia to build a solid foundation of cooperation with countries on the continent based on shared history and values, respect for the rule of law and rule-based multilateralism.

‘’The last time Zambia hosted a meeting of the African Union was in 2001,in this regard this event is an important undertaking as the country has not hosted a meeting of this magnitude in a long time.
“ It is absolutely crucial that Zambia takes advantage of this opportunity to promote our beautiful country, our hospitality and numerous opportunities in Tourism, Trade and investment among other areas,’’ noted Mr.Kakubo.

Government has been seized with preparations for the summit and the process is being facilitated by the ministerial organizing committee which is chaired by the minister of Foreign Affairs.

And the AU Commission Ambassador Ratebaye Tordeta congratulated the government of Zambia for accepting to host the AU summit and for the satisfactory work so far following assessment by the AU team.

Dr. Tordeta added that the AU is also ready in terms of preparedness and all pending issues will be finalized soon.

‘’For us all the pending issues will be finalized as soon as possible. On behalf of the team, may you convey our deep gratitude to President Hakainde Hichilema,’’ said Dr. Tordeta.

Kaseba Bay; KK’s favourite working destination

Kasaba Bay is one of the places in Zambia that is synonymous with the country’s late founding father Dr. Kenneth David Kaunda.

Situated in the Nsumbu National Park area in Nsama District of Northern Province along the shores of Lake Tanganyika, Kasaba Bay was one of Dr. Kaunda’s favourite working holiday and private retreat destinations.

National Heritage Conservation Commission (NHCC) Northern Region Director, Kagosi Mwamulowe explained that Kasaba Bay is of great significance to Zambia’s history and heritage due to its link to the late first President.

Mr. Mwamulowe said during his presidency, Dr. Kaunda often travelled to Kasaba Bay, which was a Presidential Lodge, for retreat where some historical decisions and policy directives where announced.

He revealed that cabinet re-shuffles were also among the major announcements made from the tourist destination during the founding president’s tenure of office.

“Kasaba Bay is very significant to Zambia’s history because the late first President could go there for his retreat and each time he was there, the whole nation was early attentive because key announcements were made from that side including cabinet reshuffles,” Mr. Mwamulowe said.

Mr. Mwamulowe disclosed that the Kasaba Bay had chalets arranged according to hierarchy of the presidential entourage and had a number of facilities for hosting of high-ranking meetings.

He said the then Presidential Lodge is also important to historical events between Zambia and her neighbouring countries including the liberation of Southern Africa.

The Regional Coordinator cited the hosting of the meeting by Dr. Kaunda with former President of the then Zaire Mobutu Seseko and Mozambique’s Samora Machel on 19th October, 1986 to discuss matters of peace.

He disclosed that it was after the said meeting late former Mozambique President Machel took off with his plane from the Zambia Air Force Base in Mbala before his death in a tragic air crash.

“On 19th October in 1986, Dr. Kaunda hosted former President of the then Zaire Mobutu Seseko and Mozambique’s Samora Machel at Kasaba Bay to discuss matters of peace concerning the guerrilla fighters in Mozambique and it was after that meeting that President Machel died in a plane crash,” he said.

Mr. Mwamulowe has since revealed that plans are underway by the Ministry of Tourism through NHCC to declare Kasaba Bay as a National Monument and preserve its rich historical importance.

And with the New Dawn Administration having identified tourism as a key sector in the economic transformation agenda plans are underway to develop Kasaba Bay as a major tourist resort in the Northern Tourism Circuit.

Northern Province Minister Leonard Mbao said government is aware of the rich history of Kasaba bay as well as its tourism potential and wants to ensure that the area is given a befitting status.

Mr. Mbao said promoting the Northern Tourism Circuit cannot be done without the mention of Kasaba Bay based on its historical background and connection to First Republican President late Dr. Kenneth Kaunda.

“He held cabinet meetings from there and other African countries were critical decisions were made and the best way for us as a province to honour our founding father is to rekindle Kasaba Bay,” said Mr. Mbao.

The Provincial Minister said the allocation of K150 million in this year’s budget towards the development of Kasaba Bay Airport is an indication of government’s commitment to the actualization Northern Tourism Circuit.

He added that government has also sourced for funds from the World Bank towards the development of Kasaba Bay.

Mr. Mbao, who is also Mpulungu area Member of Parliament, said the money is expected to facilitate the planning and development of the tourist resort.

These leaders are out of ignorance attributing the shortages of many consumer goods under the Kaunda era to socialism.

Firstly, the Kaunda government was not a socialist government. At most, Dr Kaunda can be said to have been a social democrat. And these were extremely honest leaders who cared more about their people than self enrichment. They had opportunities to enrich themselves like their colleagues did in Kenya and other African countries who robbed their people of land.

The period of shortages was at the height of the liberation struggle in southern Africa when the country was totally blockaded – with no dealings with South Africa, Namibia, Rhodesia (now Zimbabwe), Angola, Mozambique, and Botswana was not the prosperous Botswana of today.

Tanzania was also not the Tanzania of today. And oil prices had shot up worldwide. They had to start companies to produce their own cooking oil and other commodities. And these were the companies some of these leaders denigrating them today came to privatise at very exorbitant fees or commissions and enriched themselves.

Thanks to the very high sacrifices our leaders and our people had make that made it possible for our leaders today to go to South Africa and do deals with representatives of corporations that colonised, exploited and humiliated us for centuries.

People who claim to be economists should have a better understanding of things than this. This is really an exhibition of crass ignorance and dishonesty.

Socialism is not about, or synonymous with, shortages of cooking oil and other essential commodities.

How can someone in this era and age think having or drinking Coca-cola is a big achievement, an indicator of economic and social prosperity? What is Coca-cola anyway? A mixture of carbon dioxide, water and caffeine! Of what nutrition value is Coca-cola? It is actually dangerous for the human body.
And what is wrong with our people coming up with their drinks?

Is this how empty and pro imperialist they are? What will remain of this country at the end of rule? Coca-cola will be everything! They will own everything. What will remain under the ownership of our people?

Socialism is about a better life for all our people anchored on equity, solidarity, humility and honesty.

And socialism has shown how poor nations can get out of poverty in the shortages historical times. Look at the achievements of Cuba – a country fought and blockaded for over 63 years. Without the minerals Zambia has, Cuba in 2020 had a GDP of around 107.35 billion U.S. dollars. GDP is an important indicator of a country’s economic power.
GDP in Zambia was expected to reach 24.00 USD Billion by the end of 2021. In the long-term, the Zambia GDP which has been pursuing unbridled neoliberal capitalist policies for more than 30 years is projected to trend around 27.00 USD Billion in 2023, according to some econometric models.
India’s socialist state of Kerale is leading in many economic and social indicators and scientific achievements.

Whatever their attempts to credit China’s achievements to capitalism, that is a great socialist state pursuing socialism with Chinese characteristics. And this what its leaders say. They attribute their economic successes to socialism.
We also have the successes of Vietnam.

The ignorant attempt to smear socialism and socialists to hide their greed and corruption quest to become billionaires won’t do. No matter what they say or do socialism will one day triumph in our homeland.

Capitalism has for centuries failed our people. Let them show us where capitalism has succeeded in Africa?

And more interesting is the fact that the most achievements scored in Zambia can be attributed to certain socialist inspired principles that were implemented in the country. The creation of free education, infrastructure development, creation of state owned enterprises that employed many and some which still stand today are as a result of having a human face towards national economic development which in itself is socialism.

Most leaders today who are a product of free education and other socially oriented programmes want to ridicule a system that moved them from poverty and then support imperialist policies that only benefit a few foreign interests.

Zambia definitely need a citizen led economic development agenda which under a socialist government will be attained.

We want Zambians can have genuine businesses and not these crooked dealers, tenderpreneurs calling themselves businessmen.

Like China, Zambia will manage to free its people from poverty through socialism with Zambian characteristics.

It’s socialism and only socialism that can guarantee our sovereignty, dignity and prosperity.

Yesterday, our friends in PF came up with two lies about the Ndola-Lusaka Dual Carriageway project and the shortlisting done by RDA. Firstly they said Velos is a South African company associated with the UPND. Secondly that Casilli’s company was chosen because he is friends with Bally or that he funded UPND.

In this posting let me address Velos. I will later in the day address Casilli and even later AVIC.

The reality is that Velos Enterprises Ltd is a Zambian construction company. The company website states that Velos was founded in 1975 and is “”Zambia’s leading Construction Company. It says it is a local Zambian company with all its directors permanently resident in Zambia.

Over the past years, Velos has been working in all parts of Zambia on Construction projects ranging from Schools, to Housing, through to industrial buildings.

A casual perusal of their website and their Facebook page showed me that they have done the following projects: the Standard Charted Bank HQ building as part of Novare Central Project on Addis Ababa Drive at the cost of US$ 30,000,000.00, Leopards Hill Shopping Mall aka Bauleni Shopping Centre where The Cartel is at a cost of US$ 8,000,000.00, Bonanza Golf Resort at a cost of USD 20,000,000.00 including the Protea Hotel Bonanza Project at the cost of US$ 28,000,000.00, Pinnacle Mall Kabulonga at US$ 14,000,000.00, Novare Great North Shopping Mall at US$ 21,500,000.00, Twin Palm Mall at US$ 7,000,000.00, Kawambwa Housing Project, Chichele Presidential Lodge, Kazembe District Hospital in Luapula Province, Nchelenge District Hospital near the shores of the beautiful Lake Mweru, and Mambwe District Hospital site near Mfuwe town. It has also done works for Spar Zambia, Baobab College, Hitachi, SDV Bollore in Chingola, ZESCO substations, Melissa Supermarket, Toyota Zambia Nangwenya Showroom at US$5,200.246.00 and FNB HQ at Acacia Park at $500,000.00.

Velos also constructed the Mosi-ou-Tunya Square Shopping Mall in Livingstone and Barotse Mall in Mongu.

I also remember from my memory that Velos is the company which constructed Protea Hotel Mulungushi Towers at a cost of USD12,000,000 and Protea Lusaka, who are both at Arcades Mall, also done by Velos at US $8.5M. In fact the company’s offices are located in the Office Suite on the 8th floor of Protea Hotel Lusaka at Arcades Mall, as a result.

Now is this the profile of a firm that is to be associated with UPND? No. Aracdes was opened by Mwanawasa, many projects were done in Sata and RB times and yet more were done under ECL. Its a Zambian company. The bulk of the money they make off the Dual-Carriageway will remain in Zambia.

The interesting thing is that our PF friends, who sing songs that UPND are puppets of the West and give business for foreigners, yesterday and today, switched to singing that on this Ndola Dual carriageway, this Zambian company should not get the business. They are not singing their usual anthem of supporting local suppliers so we can keep all the money within the country. They have been advocating for contracts to be given to Zambians that are capable. This is now happening on this road and they are still complaining. Finshi mufwaya!

This is a competent firm which you hired as PF many times. Besides lets empower our very own people if they win the bid.

Oh by the way, they have road construction experience. In these malls and projects they do, there are many roads they have done with bituminous standards. Road design is done by RDA and supervision can be done by others. Besides they can also sub-contract others where need be.
