Plans to regulate podcasts unconstitutional, illegal – Bloggers

BLOGGERS of Zambia Chief Executive Officer Richard Mulonga has described the Independent Broadcasting Authority’s intention to regulate podcasts as malicious and unconstitutional.
Last Thursday, Ministry of Information and Media Permanent Secretary Thabo Kawana said the IBA’s intention to regulate online media was meant to ease facilitation of the issuance of licences

  1. Please…is laissez-faire healthy? This is why it doesnt exist. Regulation isnt there to infringe on free speech but how free is free speech?
    One’s rights begin and end where someone else’s rights begin and end.
    Without set boundaries how do the two know? Is that not regulation?
    Even on blogs, you have an administrator who sets rules. Now the author wants to suggest that he/she must be regulated? On what grounds? He/she is as much as the members fallible. What the debate should be is…”what are the rules that will regulate the blogs? Where you feel that certain rules infringe on free speech. Articulate them, let them be debated as there is always two sides to any coin. In the end a mutally acceptable set of rules will be devised and progress will be made.
