POLAND PROPOSES THREE-NATION PATRIOT MISSILE PRODUCTION

Poland has proposed a three-country partnership with the United States and Ukraine to produce PAC-3 interceptor missiles for Patriot air-defense systems on Polish territory.

Polish Deputy Defense Minister Magdalena Sobkowiak-Czarnecka presented the proposal during a visit to Washington on July 24. Poland argued that locating production there would address American concerns about constructing such a sensitive factory inside Ukraine, where Russia would almost certainly attempt to identify and strike it.

The plan makes practical sense. Ukraine would contribute the battlefield experience and growing defense industry that have made it one of the world’s most knowledgeable countries in countering Russian missiles. The United States would provide the technology and licensing, while Poland could offer a comparatively secure NATO location close enough to supply Ukraine quickly.

Poland would benefit as well. A PAC-3 production facility would create skilled employment, strengthen its defense industry and provide closer access to the same interceptors needed to protect Polish territory. This would not simply be aid for Ukraine—it would expand the missile-production capacity of NATO’s entire eastern flank.

PAC-3 interceptors are among Ukraine’s most important defenses against Russian ballistic missiles, but global production remains far below demand. Every additional production line would help Ukraine preserve its limited stockpile while reducing the strain on American factories.

The United States has already agreed to establish a European PAC-3 maintenance capability involving Poland, Germany, the Netherlands and Sweden, while leaving open the possibility of eventually producing the missiles outside America.

No final agreement to establish the Polish production line has been announced. But if Washington approves it, Poland offers the logical middle ground: Ukrainian participation, American technology and production located beyond the immediate reach of Russia’s daily attacks.
