Police investigate officers who handled GBV complaint before Makeni Villa killings
Zambia Police have launched an internal investigation into the conduct of officers who handled a Gender-Based Violence (GBV) complaint lodged by a woman who was later shot dead alongside her brother in Lusaka’s Makeni Villa area.
Lusaka, 9 July – The move follows growing public concern over the police’s handling of the complaint made by Theresa Nyambe before she and her brother, lawyer Innocent Nyambe, were allegedly shot dead by her husband, Clifford Chileshe, who later turned the gun on himself
Police spokesperson Godfrey Chilabi said the investigation would determine whether officers complied with established procedures, professional standards and the law when responding to the domestic violence case.

“The Zambia Police Service has, with immediate effect, instituted investigations into the conduct of the officers who handled the matter. The investigations will review the officers’ compliance with established Zambia Police Service procedures, professional standards, and applicable laws in the execution of their duties, particularly in relation to the handling of Gender-Based Violence cases,” Mr Chilabi said.
He said the inquiry would establish whether there had been any negligence, misconduct or failure to follow laid-down procedures. Should any officers be found to have acted improperly, appropriate disciplinary action would be taken.
Mr Chilabi assured the public that the investigation would be conducted impartially and professionally, with its findings to be made public once the process is complete.
According to police, Ms Nyambe first reported an assault complaint against her husband at Kanyama Police Station on Monday after allegedly sustaining injuries, including a cut to her upper lip, swollen eyes, a bleeding nose and general body pains.
She later returned to the station’s Victim Support Unit, where police issued a call-out notice requiring her husband to appear before officers.
Accompanied by her brother, Ms Nyambe went to the couple’s home in Makeni Villa to serve the notice.
However, the visit ended in tragedy after Mr Chileshe allegedly opened fire, killing both siblings before fatally shooting himself.
