PRESIDENT HICHILEMA CONCLUDES NORTHERN TOUR AS VICE PRESIDENT RETURNS FOR STATE FUNERAL OF DR. GUY SCOTT
President Hakainde Hichilema and Vice President Dr. W.K. Mutale Nalumango have successfully wrapped up an intensive, high impact working and mobilization tour of the Northern Province.
The outreach solidified national unity and accelerated local development across multiple districts.The successful completion of the tour is a significant stride in the ruling United Party for National Development (UPND) strategy to directly engage grassroots citizens, local youth, and traditional authorities ahead of the nation’s critical upcoming polls.
Throughout the tour, President Hichilema and Vice President Nalumango moved through several key districts, including Mpulungu, Mbala, Mungwi, and Kasama. At each stop, the Head of State held intensive engagements, listening to community challenges and detailing the central government’s economic relief plans.
Addressing mass gatherings, President Hichilema emphasized that the cornerstone of his administration’s rural transformation policy remains the decentralization of national resources. He pointed to the massive scaling up of the Constituency Development Fund (CDF) as clear evidence of bringing real wealth back to local communities.
The establishment of a public university in the Northern Province to boost higher education access. Mass employment drives slated for next month, prioritizing the recruitment of local volunteer teachers and healthcare workers who have long served their communities.
Upgrades to regional infrastructure, specifically critical road networks to link farmers to key markets.
While President Hichilema completed final administrative reviews in the province, Vice President Mutale Nalumango has since returned safely to Lusaka. Her urgent return follows the somber announcement of the passing of former Republican Vice President Dr. Guy Lindsay Scott, who died on July 15, 2026, at the age of 82.
President Hichilema has since declared a five day period of National Mourning in honor of the late statesman, who famously guided the nation through a smooth constitutional transition as Acting President following the death of President Michael Sata in 2014.
According to an official briefing from Secretary to the Cabinet Patrick K. Kangwa, the late Dr. Scott will be accorded a State Funeral. Mourners continue to gather at Belvedere Lodge in Lusaka and national flags remain flying at half mast.The funeral service will take place tomorrow, Monday, 20 July 2026, at the Anglican Cathedral of the Holy Cross. Vice President Nalumango is expected to lead government officials, foreign dignitaries and freedom fighters in paying final respects to the historic leader before he is laid to rest at Leopards Hill Memorial Park.

As long as we have mostly illiterate voters, our destiny as a country will be determined by illiterates, yes, the ECZ raised the bar a bit on those seeking electoral office to Grade Twelve but without also raising the bar on voters we as a country are back to ZERO regarding electoral improvements.
Clearly the illiterate voters we have don’t know what they want, instead of asking a candidate what that candidate will do for them in terms of development, all they ask for is how much are you giving me.
I implore the next set of legislatures to ensure they pass a law to eliminate illiterate voters from voting so that the country can begin to see meaningful development through selection of the right candidates vetted by the right voters and not these mostly illiterate useless voters that we have now. To them campaign time is Christmas instead of a chance to have the right legislatures. That is why we end up with mostly useless politicians as well because all they do is pay their way through
