Saudi Arabia’s New Defense Partnerships Face a Major Test

Saudi Arabia increasingly appears to recognize that Turkey may not be prepared to intervene militarily against the Houthis in Yemen.

Saudi officials recently held talks in Riyadh with the Pakistani and Turkish military chiefs. According to claims cited in the report, the discussions did not result in any agreement to deploy troops to Yemen or conduct attacks inside Yemen.

Pakistan has also described the Mecca Pact as defensive in nature, emphasizing the protection of Saudi Arabia rather than military operations on foreign territory.

The developments could expose an important limitation in Saudi Arabia’s new defense partnerships: while Riyadh may have secured stronger security commitments, those agreements do not necessarily guarantee military intervention against threats originating outside Saudi territory.

For Saudi Arabia, the question now is whether its new alliances can provide the military support it needs without directly drawing its partners into the Yemen conflict.
