South Africa’s Minister in the Presidency, Khumbudzo Tshavheni, has sparked debate after pointing to Zimbabwe’s business ownership rules during a government briefing.

Tshavheni said that in Zimbabwe, non-citizens cannot own hair salons, using the example to argue that many countries have laws reserving certain sectors of the economy for their own citizens.

Her remarks came during discussions on immigration, local business ownership and economic transformation. She suggested that South Africa should continue examining how its policies compare with those of other countries while balancing economic opportunities, investment and constitutional obligations.

The comments have generated widespread reactions on social media. Some South Africans agreed that certain sectors should be reserved for citizens, while others argued that South Africa should remain open to investment and entrepreneurship regardless of nationality, provided businesses comply with the law.
