Tagwirei Cabinet Post Fuels Succession Tensions as Mnangagwa Sidelines Chiwenga Rival

HARARE — The elevation of sanctioned businessman Kudakwashe Tagwirei to a key Cabinet post has intensified Zimbabwe’s ruling-party succession struggle, handing President Emmerson Mnangagwa’s preferred ally formal control over investment policy just as the president’s camp seeks to lock in power until 2030.

On Thursday Mnangagwa split the finance ministry and named Senator Tagwirei Minister of Economic Development and Investment Promotion, the appointment is being widely read inside ZANU-PF as a deliberate strengthening of Tagwirei’s position ahead of the party’s 2027 congress.

Professor Mthuli Ncube, who previously oversaw the combined portfolio, was left with the narrower Ministry of Finance.

Tagwirei, the Sakunda Holdings founder long regarded as a major financier of ZANU-PF, now holds his first Cabinet seat and direct influence over the levers that attract foreign investment.

The move comes after he was co-opted into the party’s Central Committee last year and appointed to the Senate under recent constitutional changes that also extended Mnangagwa’s potential tenure.

Vice President Constantino Chiwenga, the former military commander who led the 2017 ouster of Robert Mugabe and was once seen as Mnangagwa’s natural successor, had previously blocked Tagwirei’s faster ascent within party structures.

Loyalists of the president view Tagwirei’s Cabinet entry as a clear signal that the businessman is being positioned to inherit the party leadership and, ultimately, the presidency — effectively marginalising Chiwenga.

Both the United States and United Kingdom maintain sanctions on Tagwirei over alleged corruption and his close ties to senior officials.

Government statements on Thursday framed the ministerial reshuffle as a practical step to accelerate economic development and advance Vision 2030 targets.
