THREE CLASSIFIED PUTIN DECREES APPEAR DURING CIA DIRECTOR’S MOSCOW VISIT
Three Russian presidential decrees were concealed from public view on the same day CIA Director John Ratcliffe made his extraordinary visit to Moscow.
Russia’s published records jump from Decree No. 604 to Nos. 608 and 609, leaving Nos. 605, 606 and 607 unpublished. This numbering gap is how independent observers identify classified decrees whose contents the Kremlin has chosen to withhold.
Such documents can be significant. Russia has previously used secret decrees for military awards, pardons for prisoners recruited into the armed forces, sensitive personnel decisions and other national-security measures. With reports of mobilization preparations and possible Russian escalation already circulating, their appearance deserves attention.
There is no evidence yet that the decrees resulted from Ratcliffe’s meetings or that they authorize mobilization. It also remains unconfirmed whether Ratcliffe met Putin personally.
But three concealed presidential decisions appearing during the first known visit by a CIA director to wartime Moscow cannot simply be dismissed. The documents exist, their contents are hidden, and their timing will keep intelligence watchers searching for whatever Russia does next.
