The man who helped Trump push the legal limits of presidential power is out.
Trump announced Sunday that White House Counsel David Warrington is stepping down effective September 1st, with staff secretary Will Scharf set to take over. Trump offered no real explanation for the timing, just months before the midterms.
Warrington’s fingerprints are all over some of the most controversial moves of Trump’s second term. He was part of the small inner circle huddled with Trump in the days before the decision to launch strikes on Iran. He advised Trump as the administration invoked emergency powers, deployed troops into American cities, deported migrants in defiance of court orders, and rolled out sweeping tariffs.
He also personally signed off on some of the administration’s most brazen ethical calls. Alongside then Attorney General Pam Bondi, Warrington gave Trump the green light to accept a $400 million Boeing 747 as a personal gift from Qatar, deciding it was “legally permissible” despite a Constitution that explicitly bars federal officials from accepting gifts from foreign heads of state without congressional approval. Trump’s own campaign manager once described Warrington’s approach bluntly, saying he never leads with the answer “no.”
Now, with midterms approaching and no real explanation given, the lawyer who helped clear the legal path for so much of Trump’s second term power grab is walking away.
