Understanding the 50+1 Threshold: What HH’s 59% Means
As the presidential results continue to be announced, the key question many voters are asking is what the 50+1 threshold means for the final outcome.
In simple terms, the 50+1 rule is determined by the valid votes cast. It is not calculated from the total number of registered voters, and rejected or invalid ballots are not included in the valid-vote total
For example, if there are 100 valid votes and a candidate receives 51 votes, that candidate has achieved the required 50+1 and would be declared the winner.
Therefore, if the current position showing Hakainde Hichilema (HH) at 59% remains the same when all valid votes are counted, HH would have crossed the 50+1 threshold and there would be no presidential re-run.
However, if the final results were to change significantly and no candidate reaches the 50+1 threshold, a re-run would be required between the top two candidates.
For example, if the final valid votes were:
HH – 49%
Brian Mundubile – 39%
Other candidates – 12%
Neither HH nor Mundubile would have reached 50%+1. In that situation, the election would proceed to a re-run between the two candidates with the highest number of votes.
The important thing to remember is that being in the lead is not enough to automatically win under the 50+1 system. A candidate must cross the required threshold based on the valid votes cast.
As the Electoral Commission continues announcing results, the final valid-vote figures will determine whether the 50+1 threshold has been reached.
