WARD COUNCILLORS TOLD TO STOP USING THE TITLE ‘HONOURABLE’
The Ministry of Local Government and Rural Development has directed civic leaders across the country to strictly use titles officially assigned to their respective offices.
In a circular dated 30th September 2026, Permanent Secretary for Administration Dr. Gabriel Pollen says Ward Councillors should not use the title “Honourable,” as the style is reserved for Members of Parliament and Judges of the Superior Courts.
Dr. Pollen has also clarified that the title “Mayor” is restricted to presiding officers of City and Municipal Councils.
He says individuals presiding over Town Councils should officially be addressed as “Council Chairperson” and not “Mayor.”
Dr. Pollen has directed all civic leaders currently holding office to immediately stop using unauthorised titles, warning that continued use could amount to impersonation and undermine the formal hierarchy of the Local Government system.
Town Clerks and Council Secretaries have been instructed to ensure the correct titles are reflected in official correspondence, signage and public introductions.
The Chalimbana Local Government Training Institute has also been directed to include the protocols in the orientation and training of civic leaders.

What about honourable convicts like Chishimba Kambwili,Munir Zulu and Iris Kaingu
Hahaha, We tin be Dis. Take a title from a black man and you have stripped him of the only thing he may feel he owns. It’s not only in government, it’s even in Pentecostal churches: look at their business cards.
One person: apostle, prophet, Reverend, Dr, pastor Fimo Fimo. We even have archbishops in Pentecostal churches, not to mention major 1, seer 1, the fixer and all that nonsense, not to mention commanders during the PF days. It’s the only time some people feel alive.
Go to a Zambian embassy…some people whose job is…want to also be address as “your excellency.”
So, Dr Roy Pollen, your instructions are very clear, but how many “honourables” will heed them.
Title issue happens almost everywhere, for example in health, all those who treat and give medicine to people are referred to as Doctors including some renown traditional healers.
