ZELENSKYY: $16 BILLION IN AGREED US AID NEVER REACHED UKRAINE
President Volodymyr Zelenskyy says the United States stopped and failed to provide Ukraine with $16 billion previously agreed upon—assistance Kyiv must now fight to unblock.
Zelenskyy did not identify the specific funding stream, but the figure may largely relate to the Ukraine Security Assistance Initiative. Unlike emergency transfers from existing US stockpiles, USAI funds are used to order weapons, ammunition and services from American manufacturers.
Congress allocated approximately $33.5 billion through the program, yet only $19.2 billion—about 57 percent—had produced delivered equipment by March 2026. The remaining difference is not necessarily missing money: much of it is tied to contracts, production schedules and weapons that have not yet reached Ukraine. However, federal oversight found that approximately $910 million was no longer available for new commitments after the Pentagon failed to use it within the permitted period.
This is where accountability becomes unavoidable. Every contract delayed can mean fewer interceptors protecting Ukrainian cities, less ammunition reaching soldiers and more time given to Russia. Ukraine was promised this assistance while fighting a war for survival—it should not have to repeatedly ask where the weapons are.
Defense Secretary Pete Hegseth is now facing growing political pressure over the delayed assistance and the war with Iran. Democrats are preparing investigations after winning Congress, while some Republicans are also searching for accountability following their election defeat. His removal remains possible, but it has not been confirmed, and President Trump continues to defend him publicly.
The new Congress begins work in January. It will have the authority to investigate the delays, demand records from the Pentagon and place Ukraine’s assistance back on the agenda. For Kyiv, the immediate objective is clear: determine what happened to every dollar, unblock every lawful commitment and finally deliver the weapons Ukraine was promised.
