ZRA INTRODUCES 100% WAIVER ON ACCRUED PENALTIES AND INTERESTS UPON SETTLEMENT OF PRINCIPAL TAX DUE

Government, through the Zambia Revenue Authority (ZRA) has introduced the Extended Voluntary Disclosure Scheme (EVDS), an initiative to support voluntary compliance and enable taxpayers meet their outstanding obligations.



The Extended Voluntary Disclosure Scheme will run between 17th September 2026, and 31st December, 2026.

The Scheme is a nationwide initiative designed to give taxpayers who may have accumulated outstanding principal liabilities, penalties or interest over time, an opportunity to regularize their tax affairs.



EVDS offers a 100 percent waiver of accrued penalties and interest, upon settlement of the principal tax due.

The Minister of Finance and National Planning, Dr. Situmbeko Musokotwane has officially launched the Extended Voluntary Disclosure Scheme at an event held in Lusaka today.



Dr. Musokotwane said the Scheme provides an environment for taxpayers and businesses to thrive.

He described the initiative as an important step in strengthening tax administration, improving voluntary tax compliance and  providing a fair and transparent environment for taxpayers and businesses to thrive.



“It is important to note that the EVDS is not a reward for non-compliance. It is a carefully designed compliance intervention that gives eligible taxpayers a structured opportunity to correct past omissions and begin meeting their obligations consistently,” said Dr. Musokotwane.



And Dr. Musokotwane said tax revenues promote national development by financing the national budget and called on all eligible taxpayers to contribute their fair share of taxes.

Earlier, the Zambia Revenue Authority (ZRA) Commissioner General Dingani Banda observed that non-compliance to tax obligations remains a challenge in tax administration.



Mr. Banda said the Extended Voluntary Disclosure Scheme reflects ZRA’s commitment to strengthening voluntary compliance across the tax system.


In a presentation made during the launch, the Commissioner General explained ZRA’s drive towards Voluntary Disclosure and the progress the Authority is making towards supporting Domestic Resource Mobilisation.



The Launch of the EVDS was attended by Government officials, ZRA Staff and Management, Tax Professionals, representatives from Civil Society, Tax Associations and other taxpayers, among others.



Taxpayers are encouraged to take advantage of Voluntary Disclosure to regularise their tax accounts.
