Fellow Citizens,

The passing of Bill No. 7, in open defiance of the clear pronouncements of the Constitutional Court, is a grave affront to constitutionalism and the rule of law in Zambia.

When Parliament proceeds as though the highest court in the land does not matter, it sends a chilling message that legal limits on power are optional, not binding.



Those who swore an oath to defend the Constitution have instead chosen political convenience over principle, power over prudence, and partisan instructions over their duty to the Republic. Where are the men and women of conscience who should have stood up to say no? Where are the representatives prepared to lose their seats rather than lose their integrity?



The disgraceful display of a dance by Madam Speaker in celebration of what is open defiance of the judiciary is nothing short of lawlessness, immaturity and a first in the commonwealth to show the leaning of a presiding officer. Quiet unprofessional.


The struggle for democracy and respect for the rule of law begins in earnest today. Citizens must now organise, speak out, and prepare to hold their leaders accountable in August 2026, when the people will have the opportunity to pass their own verdict at the ballot box. Stand up, be counted, and ensure that this abuse of constitutional order is met with a firm, peaceful, and democratic response.

  1. If the passing of Bill 7 is in defiance of the ruling by the Constitutional Court, why can’t Mr. Makebi Zulu go back to the same Court and commence contempt of court proceedings?

  2. Separation of powers of the Executive, Judiciary and Legislature. This means that there is no way Parliament can answer to the Court. So, it would be a waste of time for Makebi Zulu to take matter of MPS to Court.

    • Separation of powers doesnot mean absolute independence. The legislature makes laws, the judiciary interpretes the law. That is why the Constitutional Court ruled that the process of initiating the constitutional amendments was flawed and the executive had to redo the process by setting up the Technical Committee to gather submissions from members of the public to meet the consultation benchmark.

  3. These PF Guys are like Amoebas, no fixed direction. Now the topic has changed to “dancing by the Speaker” and in the next few weeks we will never hear the end of this, on daily basis, from each one of them, one by one, eish…. They have really mastered the Art of Diversion!!! When are they go for their Convention or it is a done Deal, Chishimba has annointed Given as the PF President, kwasila?

All what happened is as a result of the dis organisation in PF coming from the choices you have chosen as a party, one of which is the burial of ECL which would have allowed your party to settle down early and organize properly as a party, and you are one of the architects of this disorganisation so it serves you well and you carry the bulk of the blame. You are back in Zambia acting normal yet the abnormality you were part of in seeking what you called a dignified send of stares you back in the face, what dignity is there in keeping a body of the deceased for so long because of childish reasons?. What dignity is there in trying to burry a former president in a foreign land as a refugee, what dignity is there in denying the people of Zambia to pay there last respect to their departed president, what dignity is there in turnishing the reputation of your own country to the whole world using the body of the deceased, what dignity is there in you trying to seat on the presidency of a man you have not buried yet and still purport to be his families spokes person. All this is shameful and yet you still want to aspire to lead a country you have dragged through the mad because of clear selfish motives to ascend to the presidency. Kambwili would tell you that shamefulness is humanity and a person with no shame is dangerous. You are moving around as if everything is normal, no, nothing is normal until the body is put to rest, these rantings you are making fall squarely in your lap because you have the influence to have advised otherwise, shame on you and everyone involved in this historically shameful act which will stick with this country for ever.

  5. The speaker was glad that MPs voted as is expected of the MPs in a democracy. She would have not been a happy speaker if all MPs had refused to vote.

  6. I join Makebi Zulu in disapproving of Speaker Nelly Mutti’s conduct after passing Bill 7 in Parliament. It was infantile and uncharacteristic of a parliamentary presiding officer.
