Mnangagwa’s third-term bid is a constitutional impossibility: Mwonzora

Opposition leader and constitutional lawyer Douglas Mwonzora has asserted that Zimbabwe’s Constitution is designed to make it extremely difficult for anyone to amend and extend the presidential term limit.

Mwonzora was commenting on the ongoing debate about President Emmerson Mnangagwa’s alleged plan to extend his term of office beyond the constitutionally mandated two-term limit, which is supposed to end in 2028. His supporters continue to call for the extension of his rule.

But Mwonzora has cited Section 328 of the Constitution, which states that any amendments to the term limit clause must undergo the normal legislative processes and ultimately be put to a referendum.

The referendum would pose a simple question: whether or not to extend the presidential term limit. If the referendum succeeds, the amendment would not benefit the incumbent president, in this case, President Mnangagwa.

“The Constitution was designed to make it almost impossible for anybody to amend and extend the term limit,” Mwonzora said.

“So, in terms of section 328, if anybody wants to amend the clause that deals with the term limit, the amendment must go through the normal processes but end up with the referendum.

This referendum is simply a referendum with a referendum question on whether or not the presidential term limit has to be extended.

Mwonzora who is one of the people who drafted the current constitution together with Mnangagwa himself, said to allow the incumbent to benefit, a second, person-specific referendum would be required, asking voters if President Mnangagwa should be granted a third term.

“Notably, these referendums cannot be held within six months of each other.

Mwonzora emphasized that the Constitution’s design makes it nearly impossible to extend the presidential term limit.

“After that, assuming that the referendum succeeds, in the sense that people vote for the amendment, the clause goes on to say that the resulting amendment does not benefit the incumbent.

“So, if people want the incumbent to benefit, in this particular case, President Mnangagwa, then there must be another referendum in which the referendum question is simply that should President Mnangagwa have a third term or not. It will be a person specific.

“Now, these referendums must not be within six months of each other. They must be more than six months of each other. So, it is almost an impossibility,” Mwonzora stated.

Mnangagwa has, on several occasions, denied harbouring any plans to extend his term of office, calling himself a constitutionalist. He said the ruling Zanu-PF party will choose his successor at the congress in 2027.

The President has also failed to endorse his deputy Constantino Chiwenga as his successor. This has caused factionalism within the party, with war veterans allegedly backing Chiwenga.

Good Morning Fellow citizens,

Allow me to tell you a story.

There was once an envious man who rose to become a ruthless and gluttonous ruler. Day after day, he spent his time mistreating his subjects, reveling in his power and greed.
His perceived personal enemies were not spared.

One fateful day, he laid eyes on two beautiful women and typically greedy, he immediately desired them for himself. When his Kapaso informed him that the women were married, the ruler scoffed and said, “I don’t care. I want them. Now!”

The Kapaso, eager to please his master, devised a wicked plan: he fabricated crimes against the husbands of the two women in order to make them easily available to the ruthless lustful leader.

The innocent men were quickly arrested, shackled, and thrown into the dark, cold prison. Their wives and children wept bitterly as they watched helplessly. Elders murmured under their breath “akama iyishifyele.”
The women still resisted and rejected the ruthless leader

Months passed, and the ruler’s patience wore out.
He summoned his men and declared, “I want those women as my wives. Make it happen now!” According to the laws and traditions of the village, a wife and children of a prisoner could be placed under another man’s custody to protect them from poverty and suffering.

Exploiting this cruel rule, the ruler pressed forward with his plan. Yet whispers of dissent reached him—rumors
kept the subjects silent.

Unfazed, the ruler plotted another scheme to quiet the unrest. He ordered his men to prepare a grand feast, laden with food, alcohol, and every delight the villagers could desire.

When the feast was in full swing and the people were drunk and merry, the ruler rose to address them.
“SILENCE!” he commanded, his voice thundering over the drunken crowd.

The villagers froze.,“I am your supreme leader, anointed by the gods to guide you,” he began, his tone dripping with feigned benevolence. “In my great kindness, I have decided to forgive the two evil men who dared to wrong me.”

The crowd, though wary, erupted into cheers of “Long live our leader!” hoping to appease his ego.
He raised his hand, silencing them once more. “But there is one condition,” he continued.

“Their wives will now become my wives, and their children will live in my courtyard. Not as my children, but as my workers.” At this point, the crowd fell silent, the joy drained from their faces. Quiet murmurs rippled through them as they began to walk away, too fearful to speak out but too disgusted to continue celebrating. Some spoke under their drunken breath; ‘ insoka ni nsoka’!

Mwebena Luapula, Mwebana bakwa Mwata, mweba cindikwa, mwatesha? Kaneni ukumisalula lelo line, do not sacrifice your dignity at the altar of cheap thrills!

Have a good day!

Hon. Sylvia Masebo, It’s You Who Is the Propagandist, Not Ambassador Emmanuel Mwamba – Thandiwe Ketis Ngoma

An Open Letter to Hon. Sylvia Masebo

Subject: Hon. Minister, It’s You Who Is the Propagandist, Not Ambassador Emmanuel Mwamba

Dear Hon. Sylvia Masebo,

I recently watched a video in which you publicly stated that you were sorry for Ambassador Emmanuel Mwamba, accusing him of being a propagandist. You further remarked that he is young, while you are elderly with children. You also claimed that Ambassador Mwamba insulted you to gain political mileage. Most troublingly, you ominously added that both he and his family would suffer for his actions.

After reviewing your statements and Ambassador Mwamba’s posts on his Facebook page, I found none of the accusations you made. None of the statements you claimed he made were present. I am left to wonder why you chose to personally attack him, even mentioning things that were neither said nor written by him. This raises critical questions: Why did you resort to name-calling and threats? Why was it necessary to label him a propagandist?

Ambassador Mwamba: A Voice for Accountability, Not Propaganda

Ambassador Mwamba’s public commentaries—whether on governance, public health, or national issues—consistently draw from facts and public information. He does not fabricate sensationalized stories but rather highlights genuine concerns that resonate with many Zambians who seek greater accountability from their leaders.

His platform serves as a mirror to the Zambian government, reflecting not just its achievements but also its failures. In a democracy, where the free exchange of ideas is vital, voices like his play a critical role in holding leaders accountable. Instead of labeling him a propagandist, why not engage with him constructively? If you disagree with his views, as a leader, you have the opportunity to respond with facts, not personal attacks.

Furthermore, Ambassador Mwamba does not work in isolation. The issues he highlights—whether persistent shortages of medical supplies, the mismanagement of resources, or other failures in governance—are echoed by many concerned citizens across Zambia. By silencing him, you are indirectly dismissing the voices of the Zambian people who share his sentiments and desire answers.

Who Is Really a Propagandist?

To understand who is truly a propagandist, let us examine two notable cases during your tenure in government:

1. The JJ Banda Audio Saga

The JJ Banda leaked audio case is a glaring example of propaganda and manipulation. In the first audio recording, you were heard questioning Hon. JJ Banda about his alleged abduction by UPND officials. Despite the audio being in the public domain, you quickly denied any wrongdoing, presenting yourself as an innocent party and even threatening legal action against Hon. JJ Banda. You held a press briefing claiming that you visited Banda at his request and that your intentions were honorable.

However, when the second audio recording surfaced, your initial narrative unraveled. The recordings contradicted your earlier statements, exposing inconsistencies in your account.

This situation was not manufactured by Ambassador Mwamba or any other critic—it stemmed directly from your own actions. It demonstrates a clear attempt to manipulate public perception. So, who is the propagandist here?

2. The 61 Containers of Medical Supplies Scandal

Another glaring case is the scandal involving 61 containers of medical supplies found in a private residence during your tenure as Minister of Health. At a time when public hospitals were facing critical shortages of essential medicines, these supplies were hidden away, inaccessible to the people who needed them most.

I recall you assuring President Hakainde Hichilema during one of the press briefings that everything was fine. You claimed we had enough medicine according to WHO percentage standards, even though you knew deep down that this was not true. Most patients who went to public medical facilities were given prescriptions to buy medication from pharmacies or chemists.

Worse still, when the scandal of the 61 containers of medical supplies stored at a private residence for six months came to light, you were quick to claim you were unaware of the situation. How is it possible that such gross mismanagement of public resources could occur under your watch, yet you claim no knowledge?

Again, I ask, who is the propagandist here?

Abuse of Office and Intimidation

Madam Minister, your decision to twist and spin the information posted on Ambassador Mwamba’s Facebook page is not only a display of poor judgment but also an abuse of the authority vested in your office. By using your ministerial platform to attack Ambassador Emmanuel Mwamba, you have overstepped your bounds as a public servant.

Even more concerning is your use of ominous threats, suggesting that Ambassador Mwamba’s family will suffer for his actions. Such rhetoric is unacceptable in a democratic society and constitutes a form of intimidation. As a leader, your words carry weight, and threatening the family of a critic sets a dangerous precedent that undermines the principles of free speech and accountability.

Conclusion

Madam Minister, I urge you to rise above the divisive tactics you have employed and embrace the responsibilities of your office with dignity and honesty. Zambia deserves leaders who can confront criticism with facts and humility, not propaganda and threats. Our nation’s future depends on public officials who are willing to lead by example, fostering an environment of constructive dialogue and meaningful action.

Let this letter serve as a reminder that the Zambian people are watching, and they demand better from their leaders. It is time for you to step up and show the accountability and transparency that your office requires.

Sincerely,
Thandiwe Ketis Ngoma

Is Namibia going to elect its first female leader?

If things work out as Namibia’s long-time governing party hopes, the country will be electing its first female head of state this week.

But a mood of disillusionment with liberation movements in southern Africa, coupled with the anti-incumbency feeling in many parts of the world, may pose a threat to what would be an historic achievement.

Vice-President Netumbo Nandi-Ndaitwah, 72, is the flag-bearer for Swapo, which has led the country since independence from apartheid South Africa in 1990.

Tanzania’s Samia Suluhu Hassan is currently Africa’s only female president, so Nandi-Ndaitwah would be joining an exclusive club if she is victorious.

Her party, totally dominant for three decades, saw a large drop in its support in the last general election. It goes into Wednesday’s vote amid an unemployment rate of 19% – almost the same as it was 30 years ago – troubled government finances, questions about corruption and high levels of inequality.

Standing in Nandi-Ndaitwah’s way is her main challenger among the 14 other candidates – Panduleni Itula of the Independent Patriots for Change (IPC) party.

She is also up against a traditional and male-dominated political culture in the country.

But she is a trusted leader of this sparsely populated and peaceful country having served in high government office for a quarter of a century.

“I have always believed in teamwork, that is what made me achieve what I have achieved,” she has said.

Known for her hands-on and pragmatic style of leadership, the vice-president is also fiercely loyal to the party, which she joined as a teenager.

At 14 she became part of the movement resisting rule from South Africa, which had governed the country – then known as South West Africa – since the end of World War One and later introduced the racist system of apartheid.

She was recognised for her tenacity and organisational talent as leader of Swapo’s Youth League, which became a stepping stone to her political career, which has included ministerial roles in foreign affairs, tourism, child welfare and information.

She has garnered a wealth of knowledge and experience that could stand her in good stead should she get into the driving seat.

“She seems so wise and sweet and kind, even in the way she tries to say everything in such a way that even like me will understand,” Laimi, a potential voter, told the BBC in the capital, Windhoek.

Her friend Maria said: “Itula is like a new piece of jewellery with his glasses, his smart suit and his confident walk, but maybe he blinds you with his shine.”

Both are young adults who have been unable to find jobs.

A trained dentist, Itula, 67, was himself once a Swapo stalwart but was expelled from the party in 2020 after running as an independent candidate against then-President Hage Geingob in the 2019 poll.

He had also been a youth leader and spent some time in prison before going into exile in the UK in the early 1980s. He returned to Namibia in 2013.

Six years later, he charismatically came crashing into the front row of Namibian politics, challenging Geingob in the presidential election after saying the Swapo process for choosing its candidate was flawed.

Itula’s intervention in that election led to Swapo getting its lowest ever share – 56% – in the presidential election and also losing its two-thirds majority in parliament.

As someone who had a professional life outside politics, he has an appeal to the 50% of the 1.5 million voters who are under the age of 35, many of whom want economic change, a job or a measurable boost to their incomes.

His bold and at times brash style, rejecting the more staid political rhetoric of Nandi-Ndaitwah, has seen him win support among business people and the growing urban intelligentsia.

But while Itula is quick off the mark and eloquent, the vice-president chooses her words wisely, and speaks slowly and deliberately.

Nandi-Ndaitwah seeks harmony and teamwork, emphasising community, passion and care, and as such, reaches right down to the grass roots.

And as the first woman with a chance of becoming the country’s president, she carries the hope of some women who want a change from the patriarchal society.

However, Nandi-Ndaitwah represents the “tried and trusted” old school of Namibia’s liberation struggle, while Itula represents the possible “wind of change” in a political landscape needing a facelift.

According to political analyst Henning Melber, the close rivalry between the two leading candidates could mean that the presidential election will go into an unprecedented second round run-off, which is required if no-one gets more than half of the votes cast.

In neighbouring South Africa, the African National Congress (ANC), in power since 1994, was forced into a coalition following May’s general election. While in Botswana – just to the east – the Botswana Democratic Party, dominant for nearly six decades, crashed to a humiliating defeat at the end of last month.

Swapo wants to avoid the same fate.

The winner on Wednesday will be the candidate who can be most trusted on issues such as youth unemployment, corruption, health care, education and infrastructure improvement, while also being able to bolster the economy.

This will need to happen without having to sell off the country’s vast natural resources to foreign bidders – such as off-shore gas as well as lithium and other essential metals.

Itula’s IPC was not part of the elections in 2019, but has performed strongly in local elections since then and has the appearance of a credible political alternative. It has won praise for the way it has run some local governments.

Nandi-Ndaitwah’s biggest asset may be that she is, as Namibian diplomat Tuliameni Kalomoh once stated, seen as “incorruptible, both morally and materially”.

Why Liverpool have not offered Salah a contract extension yet – Jamie Carragher explains

0

Liverpool legend Jamie Carragher has explained that the club’s reluctance to offer star forward Mohamed Salah a new deal stems from concerns over the possibility of the player rejecting their offer.

Carragher clarified that contrary to the prevailing narrative suggesting Liverpool wants Salah out, the club is keen on extending the Egyptian’s stay, and discussions have indeed taken place.

Speaking on Sky Sports, Carragher stated that the delay in contract negotiations is primarily due to a disagreement over valuation.

“Of course, there have been discussions. Right now, there is clearly a significant difference in valuation. Mo Salah’s age and how he values himself, whether financially or in terms of contract length, differ from what Liverpool are willing to offer,” Carragher said.

“The reason Liverpool haven’t made a formal offer yet is that they believe Mo Salah will turn it down.”

Carragher’s comments come after Salah publicly expressed his disappointment with the club’s failure to present him with a new deal. The pundit also criticized Salah for the timing of his remarks.

“But I must say, I am disappointed in Mo Salah,” Carragher remarked. “Liverpool have a massive week ahead with Real Madrid and Manchester City, and those should be the focal points for the club. For Salah to choose now to speak out is disappointing.”

He added, “In his seven years at Liverpool, he has only stopped in the mixed zone twice to speak to the media. But he chose to stop a third time after the Southampton game, where he had just won Liverpool the match, to put this out there.”

Salah’s comments came after scoring a brace in Liverpool’s comeback victory against Southampton on Sunday, November 24, 2024. He voiced frustration, saying the delay in contract talks suggests he is likely to leave.

“I’m probably more out than in,” Salah said, as quoted by Fabrizio Romano. “I haven’t received any proposal. We’re almost in December, and I haven’t received any offers yet to stay at the club…I’m probably more out than in.”

He reiterated his disappointment, stating, “Disappointed? Yes, I’m disappointed. Of course, I’m disappointed with the situation. I have not seen any sort of proposal from Liverpool so far.”

Salah has been in remarkable form this season, scoring 12 goals and providing 10 assists in 18 games.

His contract is set to expire at the end of the 2024/2025 season, which will mark the conclusion of his seven-year tenure with the Reds.

Russian-African Media Forum 2024: Strengthening young practitioners through collaboration and innovation

0

The second edition of the Russian-African Media Forum for Young Media Practitioners was held between October 21 and October 22, 2024, at the Institute of World Economy Business Hall of the RUDN University, named after Patrice Lumumba.

This edition featured a plenary session and two roundtable discussions with two key themes: Journalism Education and Young Professionals’ Collaboration in Russia and Africa; and Media Literacy as an Instrument for Combatting Disinformation.

During the grand opening session, leading academics and practitioners in the Russian and African media markets and education sectors highlighted the essence of the forum and the need for its continuity.

Participants of the forum discussed different strategies and actions being taken by various stakeholders in both Russia and Africa to strengthen the relationship and advance the field of media, journalism and communication socially, economically and politically.

Likewise, the roundtable discussants consisted of professionals, educators, and young media professionals who discussed the menace of disinformation and stereotypes as critical issues that need to be dealt with.

The speeches and discussions dealt with challenges and solutions for critical issues that were raised.

In the end, the participants resolved the following critical points raised and pledged to collectively address them;

  1. We, the participants of the 2024 Russian-AfricanMedia Forum, gathered at the Peoples’ Friendship University of the Russian Federation named after Patrice Lumumba, reaffirm the significance of this prestigious institution in educating black people worldwide and its role in bettering African societies. The forum, designed to strengthen the capacity of young African media practitioners, has provided a platform for collaboration, cultural exchange, knowledge sharing, and training of young practitioners from Russia, Africa and beyond.

2.We laud RUDN University, for training more than 1500 professionals in Africa this year through the Center for Continuing Education of the Faculty of Philology.

3.We acknowledge that Russian and African media outlets need to work together to erase stereotypes, change negative perceptions and promote a more accurate understanding of each other ‘s regions(Russia and Africa).

4.We acknowledge that a couple of Russian media outlets have initiated training and collaboration with a series of African media outlets and established a presence in Africa like Sputnik Africa Initiative in English and French. However, there is a need to intensify efforts in using native languages for wider circulation.

5.We acknowledge that to achieve a real exchange of culture between Africa and Russia in a two-way mode, there is a need for teaching African languages in Russia and Russian languages in African schools. We, however, learnt that about six schools in Moscow have started teaching some African languages like Swahili, Amharic, Yoruba, and Arabic. Likewise, some Russian Language centres like the Russian Space Center are being established in Mali, Nigeria, Cameroon, and other African countries.

6.We acknowledged that while Russia opens its door as a land of opportunity and a training destination for media and communications training with its unique media landscape, young ones need to take advantage of these opportunities through learning and personal development to stay in Russia or return to the homeland and make good use of the knowledge and experiences they have gathered.

7.We acknowledge that the place of art and culture in shaping and promoting the Russia-Africa Relationship plays a crucial role as many contemporary exhibitions of African art have been held in Moscow recently.

  1. We laud the inclusion of a masterclass in this year’s edition for skill up on using VR and 360-degree filmmaking for storytelling through the masterclass session on “VR Film ‘Traveling Over Moscow’: How to Create Modern Media Projects Dedicated to Cultural Heritage.”

9.We acknowledge the success of this year’s edition with immediate impact as two young media professionals participants from Africa received scholarships to study master programs from the Vice Chancellor of Kaduna State University at the Kaduna State University.

  1. We acknowledge that the business meeting held at the end of the forum between the Members of Kaduna State University and RUDN University to kickstart key partnership projects as a true step in transforming the goals of the forum to reality.
  2. We laud the commitment of RUDN University in training people to become high professionals in media and journalism spheres through its programs like bachelor degree in Multimedia Journalism(English Medium), masters degree in Global and Digital Media(English Medium), and PhD in International Journalism(English Medium) at the Department of Mass Communication, Faculty Philology.

Paul Pogba’s blackmail trial begin in Paris

0

Six men linked to Juventus and France midfielder Paul Pogba go on trial Tuesday, accused of blackmail, attempted extortion of millions of euros and holding the player at gunpoint.

The case at the Paris criminal court has shocked the French football world because the alleged perpetrators include three childhood friends and Pogba’s own brother Mathias.

Tuesday’s trial comes on top of football woes for Pogba, whose career has struggled since France’s 2018 World Cup win when he scored against Croatia in the Moscow final.

He suffered repeated injuries that led to his 2022 departure from Manchester United, returning to Juventus where he remained in and out of treatment.

The Turin club this month cancelled his contract following his suspension until March 2025 for doping.

The six defendants in Paris are accused of attempting to squeeze 13 million euros ($13.5 million) out of Pogba.

His brother, Mathias was the one to go public in the case, publishing a video on social media in August 2022 promising revelations about his younger brother that were “likely to be explosive”.

In a subsequent clip, Mathias accused Paul Pogba of casting an evil spell on his France teammate, Kylian Mbappe.

Paul Pogba’s lawyers and his agent Rafaela Pimenta said in a statement later the videos “came on top of threats and attempts at extortion”.

He had already filed criminal complaints in Italy and France in July that year.

Pogba told French investigators he had in March 2022 been “tricked by childhood friends” from the gritty Paris suburb where he and Mathias grew up.

He accused them of snatching him before he was held at gunpoint by two hooded men with assault rifles, demanding 13 million euros for “services rendered” and blaming him for not helping them financially.

Pogba said at the time that he had paid them only 100,000 euros.

The footballer said he had also been pressured at the France national team’s training centre in Clairefontaine, at one of his homes in Manchester, and at Juventus’ training ground.

Pogba added that he had also paid a bill of more than 57,000 euros that the same friends had racked up at the Adidas store on Paris’ glitzy Champs-Elysees avenue.

“It’s been really difficult for me off the pitch, what’s happened, it’s been especially hard mentally,” Pogba told broadcaster Al-Jazeera at the end of the last season.

“Money changes people, it’s the truth, it can destroy a family, start a war”.

Paul Pogba’s lawyer Pierre-Jean Douvier declined to comment ahead of the case when contacted by AFP.

His friends have all denied the allegations.

They had “a friendly relationship, with chats, joking around, and alongside that, yes, maybe Paul Pogba gave them a helping hand,” said Karim Morand-Lahouazi, a lawyer for one of the accused.

TV personality Wendy Williams is now ‘permanently incapacitated’ amid dementia battle

TV personality Wendy Williams is now “permanently incapacitated” just months after her diagnosis with frontotemporal dementia and aphasia was made public.

New court documents, obtained by the US Sun, share the extent of the 60-year-old entertainer’s health deterioration as told by her legal team and guardian Sabrina Morrissey.

The filing called Williams “an acclaimed entertainer who, tragically, has been afflicted by early-onset dementia and, as a result, has become cognitively impaired and permanently incapacitated.”

The documents added that after a “pattern of disturbing events concerning [Wendy’s] welfare and finances” financial institution Wells Fargo “took the highly unusual step of initiating a guardianship” for Williams’ “financial affairs” in January 2022.

The latest filing comes amid the ongoing legal battle around Lifetime’s documentary Where Is Wendy Williams? and the documents ask the court that certain parts of Williams’ “health, familial relationships, and finances” be redacted for her privacy.

The two-part Lifetime special – which focuses on concerns around Williams and the impact of her alcohol addiction – has been contested since it was set to air in February.

Morrissey’s original request to halt the airing of the documentary was overturned as “impermissible prior restraint on speech that violates the First Amendment of the institution.”

She later filed an amended complaint in September against Lifetime and the production companies.

The suit then moved to federal court from New York Supreme Court in October.

Ahead of the Lifetime documentary airing, Williams’ care team issued a lengthy statement to the public explaining her medical condition.

It read: “As Wendy’s fans are aware, in the past she has been open with the public about her medical struggles with Graves’ Disease and Lymphedema as well as other significant challenges related to her health.

“Over the past few years, questions have been raised at times about Wendy’s ability to process information and many have speculated about Wendy’s condition, particularly when she began to lose words, act erratically at times, and have difficulty understanding financial transactions.

“In 2023, after undergoing a battery of medical tests, Wendy was officially diagnosed with primary progressive aphasia and frontotemporal dementia (FTD).”

The statement added that the condition presented Williams with “significant hurdles in [her] life”

It concluded: “The decision to share this news was difficult and made after careful consideration, not only to advocate for understanding and compassion for Wendy, but to raise awareness about aphasia and frontotemporal dementia and support the thousands of others facing similar circumstances.

Manchester United Set Top Four Target For Amorim88

Manchester United Chief Executive Officer, Omar Berrada has revealed that the target for the club’s new coach, Ruben Amorim is to get back to the top of domestic and European football.

The Red Devils appointed Ruben Amorim to replace Erik Ten Hag in October following their disastrous start to the season, which left the club in the bottom half of the Premier League table.

Amorim took charge of his first Premier League game on Sunday which ended in a disappointing 1-1 draw against Ipswich Town.

Berrada said the club is aiming to return back to the top four and to start competing for trophies under Amorim, who enjoyed a trophy-laden spell at Sporting Lisbon.

He said, “The season is now well underway for both our men’s and women’s team, and we are keen to ensure both are as competitive as possible.

“We are delighted to have appointed Ruben Amorim as head coach of our men’s team and remain committed to returning Manchester United to the top of domestic and European football.”

Amorim is expected to work with a reduced transfer budget as the club continue to align with the Premier League’s Profit and Sustainability Rules.

Berrada said, “Our cost and headcount reductions remain on track, and we are pleased to have seen further commercial traction.

“Our renovation of the Carrington Training Centre is progressing well, while the Old Trafford Regeneration Task Force continues its work.

“Once it has delivered its recommendations, we will then take some time to digest them and evaluate all our options in the upcoming year.”

Manchester United reported a smaller adjusted net loss for the first quarter of fiscal 2025, helped by cost cuts and favourable exchange rates, and maintained their fiscal 2025 core profit and revenue forecasts.

The club made a series of redundancies since Sir Jim Ratcliffe’s arrival as a minority shareholder in February in a bid to cut spending.

The Red Devils will be back in action on Thursday in the Europa League against Bodo/Glimt at Old Trafford.

HEALTH PS DENIES OWNING COMPANY, AWARDING $6.8 MILLION TENDER

HEALTH PS DENIES OWNING COMPANY, AWARDEDING $6.8 MILLION TENDER

MINISTRY of Health Permanent Secretary for Administration Professor Christopher Simoonga has parried away accusations that he awarded a US$6.8 million contract to a company he is linked to.

Reacting to a newspaper report that alleged that he awarded a $6.8 million contract to a company linked to Chreso University, where he served as Vice Chancellor, to facilitate the implementation of a programme for HIV/ AIDS prevention, Prof Simoonga said he had been maliciously scandalised.

The controversy arose from a Global Fund report dated July 29, 2024, which detailed concerns over the procurement of an NGO to implement AGYW HIV/AIDS prevention activities under a $13.4 million grant.

Chreso Ministries emerged as the top bidder through a selective tender process but the Global Fund flagged issues of conflict of interest and procedural irregularities.

The report alleged that Prof. Simoonga, as chairperson of the procurement committee, was actively involved in approving key stages of the process despite declaring a conflict of interest.

It also noted that the selective tendering excluded several qualified NGOs from the initial bidding process, raising questions about fairness and transparency.

Following these findings, the Global Fund declined approval for Chreso Ministries and recommended reconstituting the procurement committee and called for stricter conflict of I interest protocols.

In an interview with Kalemba, Prof Simoonga denied ever owning a company or awarding the contract to any company stating that his record is clear of corruption scandals.

Prof. Simoonga dismissed claims that he owns shares in Chreso Ministries or played a role in awarding the contentious contract, calling the accusations baseless and damaging to his reputation.

“My record is very clear. I have been in the Ministry of Health since 1996 and I have never taken a single ngwee from any government process,” he said.

“First of all, I don’t own a company nor do I have any shares in Chreso Ministries. It is a faith-based organisation registered by guarantee, not by shares. These allegations are false and the headline is misleading.”

Professor Simoonga explained that the procurement process in question was discontinued following objections from the Global Fund which flagged procedural concerns, including insufficient public advertisement of the tender.

“Global Fund processes require a no objection at every stage. When we sought a no objection for this particular procurement, they declined, citing inadequate advertisement of the tender. The process was discontinued and is currently under evaluation. The claim that I awarded $6.8 million is completely false, those are lies,” he stated.

“It’s an issue of the local law versus the expectations of the Global Fund but we don’t know the expectation of the Global Fund because they have never given us a document that says the following things are what we expect when you are running a procurement tender so those are the issues.”

On the decision to declare interest, the professor explained that his decision to declare interest and recuse himself was purely moral, given his previous affiliation with Chreso University and not due to any ongoing ties.

“I was Vice Chancellor of Chreso University from November 2018, until April when I joined the Ministry of Health. While Chreso Ministries and Chreso University are sister organizations under the same church umbrella, I have no official connection to either entity. I declared my interest and handed over the chairmanship of the procurement process to avoid any doubts. This is documented and transparent,” he said.

He also clarified that the cancellation of the tender was unrelated to any conflict of interest as it resulted from the Global Fund’s insistence on broader participation in the tender process.

Prof. Simoonga attributed the controversy to political interference and competing interests among stakeholders vying for control of Global Fund grants.

“The Zambia Public Procurement Act (ZPPA) allows for selective tendering, which we followed. However, the Global Fund has additional expectations beyond local law, which we discussed with them. They requested that the tender be advertised widely, leading to its cancellation,” he said.

“There’s a lot of politics behind this funding. Some people feel that if a particular NGO is chosen, others might lose out. This has created unnecessary drama,” he noted.

Proffessor Simoonga said he was considering legal action against News Diggers over the report.

Local Government to monitor CDF projects digitally

THE Ministry of Local Government and Rural Development is set to revolutionise the monitoring of Constituency Development Fund (CDF) projects through the use of advanced technology.

The ministry has recently acquired Huawei IdeaHubs’, cutting-edge interactive display devices, which will enable remote oversight of projects across the country.

HUAWEI IdeaHub S2 is a meeting room interactive display able to deliver an innovative meeting experience – building a smart office anywhere with HD video.

The two Huawei IdeaHub S2 devices, valued at US$900 each, were officially handed over to the government today.

These devices will be stationed at the Local Government headquarters, providing a centralised platform for monitoring CDF projects.

Receiving the equipment, Ministry of Local Government Permanent Secretary in charge of Administration, Maambo Hamaundu said government believes strongly in economic diplomacy and that Zambia will benefit from Huawei’s research and digitalisation.

Hamaundu added that the technology will help Zambia e-government services and actualise its goal of being 100 percent digitalised by the year 2030.

He said the IdeaHubs will help the ministry to be cost effective in its implementation of CDF projects as the money spent to supervise the progress of the projects will be better pushed to other developmental projects as some projects can be followed online, unless otherwise.

Huawei managing director, Bette Chen said the IdeaHub is Huawei’s state of the art innovative device and a mobile video conference unit designed to cater to various markets including government organisations, private companies, schools, and hospitals.

She added that it integrates the functionality of a video conferencing solution with an advanced smart white board feature, as it is a game changer no matter which institution it is placed in.

Chen said the technology will set a great example in terms of pioneering innovation and actualising Zambia’s e-governance vision.

“We believe that it will not only be a smart board but you will utilise it to the fullest by connecting to rural areas, improve effective communication and enhance service delivery,” said Chen.

Meanwhile Hamaundu called on the CDF implementing agents to ensure they now deliver timely results to the people, as there will now be no excuses to give for the delay, especially that President, Hakainde Hichilema has emphasised on a constant positive work culture.

“It’s now time for us to put on our work suits, go out there, deliver CDF, and ensure we become more and more accountable and transparent to the people of this country,” said the permanent secretary.

Drake Admits He Suffered “Economic Harm” From Kendrick Lamar Feud

Drake decided to take legal action on Monday. The superstar rapper filed a petition against his own label, Universal Music Group. He felt the label practiced deceitful promotion with the Kendrick Lamar smash single “Not Like Us.” Drake is accusing UMG and Spotify of launching a “campaign to manipulate and saturate the streaming services and airwaves” with Lamar’s diss song. A diss song which topped charts around the world and is considered to be a modern classic.

Drizzy went as far as to say that the success of Kendrick Lamar’s “Not Like Us” caused him “economic harm.” Not the kind of phrasing used by someone who is unbothered by a rap battle. “UMG’s choice to saturate the music market with ‘Not Like Us’ comes at the expense of its other artists.” Artists like Drake the petition went out of its way to note.

“As Drake is Petitioner’s sole owner, and Petitioner owns the copyright to Drake’s entire catalogue, Petitioner suffered economic harm as a result of UMG’s scheme.” The petition also tried to rationalize that the promotion of Kendrick Lamar’s song came at the expense of Drizzy’s own success.

“Streaming and licensing is a zero-sum game,” Every time a song ‘breaks through,’ it means another artist does not,” the petition states. Drake’s legal representatives also claimed that associates who were allegedly tied to the rapper were fired by UMG. “[The company] terminating employees associated with or perceived as having loyalty to Drake,” the petition read. The 6 God’s reps also referred to the tactics of both UMG and Spotify as “schemes.”

The decision to “lawyer up” instead of “squabble up,” as Charlamagne tha God put it, has not been met with much praise. Several industry insiders have mocked Drake for his decision and decreed that he has proven Kendrick Lamar’s critiques to be true. “Come on man,” Charlamagne explained on social media. “Because you lost a rap battle? I’m just here for the chaos. Let’s Discuss….. Kendrick Lamar affiliates like Rapsody, Mustard, and TDE Punch also got in on the fun. They bashed Drake for exemplifying “Not Like Us” behavior.

‘I made a mistake’ – Shyne backtracks after initially saying Kendrick Lamar’s album was ‘trash’

0

Belizean politician and former rapper Shyne wasn’t a fan of Kendrick Lamar’s debut album, good kid, m.A.A.d city, when it was released in 2012. The 46-year-old at the time gave a blunt response, saying that the album was “trash.”

But during a recent appearance on the My Expert Opinion podcast, the former Bad Boy Records signee, whose real name is Moses Michael Levi Barrow, backtracked on those comments and admitted he “made a mistake” about the Grammy Award winner, VIBE.com reported.

Shyne reflected on his initial comments when the topic of Kendrick Lamar’s beef with Drake came up. “I would say I made a mistake about Kendrick Lamar, I will admit to that. I think that was definitely a mistake [laughs],” Shyne said.

“I think Drake is nice, Drake is incredible and Lamar has obviously proven me completely wrong, but everybody got it at the time.

“But I was dealing with whatever I was dealing with and I didn’t understand it, I didn’t appreciate it. He’s obviously proven to be one of the greatest musicians in our generation. That’s one I take back.”

After the release of Lamar’s critically acclaimed debut album, Shyne took to social media to register his disapproval of it. At the time, the Commission rapper stated that though Lamar was “talented with a lot of potential,” he did not like the album.

“His album is traaaaash!” he reportedly wrote in his 2012 post on X. Shyne also doubled down on his sentiments during an interview with Cipha Sounds and Peter Rosenberg, VIBE.com reported.

“I’m not talking reckless. I said the young boy got potential and I said he was talented, but the album is trash,” Shyne told the radio hosts at the time.

“That’s tough love. I didn’t attack him as an individual, I didn’t say anything disrespectful,” Shyne continued. “It’s trash! Beats is trash, number one. And once your beats are trash, you’re finished because you can’t handle a good flow. I don’t really want to hear what you gotta say. I’ll go buy Dr. Cornel West’s album if I want to hear someone talk.”

Drake escalates his beef with Kendrick Lamar, takes legal action

0

Canadian rapper, Drake has launched legal action against Universal Music Group and Spotify, alleging they conspired to artificially inflate interest in Kendrick Lamar’s diss track about him, Not Like Us, while suppressing his own music.

In a petition filed to the New York Supreme Court on Monday, November 25, born Aubrey Drake Graham, says Universal Music Group (UMG) used a network of bots, in conjunction with a so-called pay-to-play scheme, to “manipulate and saturate the streaming services and airwaves” with Lamar’s smash hit song “Not Like Us,” all to Drake’s detriment.

The filing accuses UMG, which has deals with both performers, of paying Spotify to recommend “Not Like Us” to users “who are searching for other unrelated songs and artists,” claiming the label also paid Apple to have Siri “purposely misdirect” users requesting songs from Drake’s catalog, serving up “Not Like Us” in its place.

According to the filing, a petition by Drake and his company, Frozen Moments LLC, asking the court to order UMG and Spotify to preserve all relevant documents and communications in advance of a pending lawsuit — UMG has so far “refused to engage” with Drake over the issue, instead pointing the finger at Lamar and telling Drake to sue Lamar, not UMG.

Drake is reportedly upset with UMG’s allegedly shady business practices, not Lamar or his lyrics.

Drake hit back at Lamar with his own tracks, calling the Compton rapper a domestic abuser and casting doubt on the paternity of his child.)

In an email, a UMG spokesman said, “The suggestion that UMG would do anything to undermine any of its artists is offensive and untrue. We employ the highest ethical practices in our marketing and promotional campaigns. No amount of contrived and absurd legal arguments in this pre-action submission can mask the fact that fans choose the music they want to hear.”

UMG was one of Spotify’s earliest supporters, inking a multi-year global licensing agreement with the streaming giant in 2020, Drake’s court filing states. It cites UMG’s financial reporting, which showed some $2.3 billion in earnings from Spotify in 2023, accounting for nearly 20 percent of the label’s revenues.

In May of this year, with streaming so important to its bottom line, UMG “did not rely on chance, or even ordinary business practices,” to achieve success with Lamar’s latest release, according to the filing.

“It instead launched a campaign to manipulate and saturate the streaming services and airwaves with a song, ‘Not Like Us,’ in order to make that song go viral, including by using ‘bots’ and pay-to-play agreements,” the filing states, claiming UMG charged Spotify 30 percent less than its usual licensing rates in exchange for Spotify pushing recommendations for “Not Like Us” to “users who are searching for other unrelated songs and artists.”

“Neither UMG nor Spotify disclosed that Spotify had received compensation of any kind in exchange for recommending the Song,” the filing contends, claiming that such practices contravene the Communications Act of 1934.

In June, a “whistleblower” revealed on a podcast that Lamar’s label had paid him to set up a bot network that would generate 30 million streams on Spotify in the first few days after the May 3 release of “Not Like Us,” according to the filing. The leaker claimed he had been promised a cash payment plus a percentage of the song’s sales in exchange for his help.

The filing says UMG also paid to quietly “inflate” the number of views Lamar’s “Not Like Us” video received, paid traditional radio stations for extra airplay, and claims the label’s alleged under-the-table streaming deals extended beyond Spotify.

“Online sources reported that when users asked Siri to play the album ‘Certified Loverboy’ by recording artist Aubrey Drake Graham d/b/a Drake, Siri instead played ‘Not Like Us,’ which contains the lyric ‘certified pedophile,’ an allegation against Drake,” the filing states.

UMG, additionally, paid social media influencers to “promote and endorse” Lamar’s song, without either side disclosing the financial arrangement, according to the filing, which says the arrangement generated nearly 900 million streams on Spotify for “Not Like Us,” a record for the most streams ever in a single day for a hip-hop song, and the most-streamed diss track in Spotify history. The song was also a massive hit on radio, and became the best-selling rap song of 2024, the filing states. The motivation behind UMG’s “schemes,” according to Drake’s filing, was entirely financial. It claims the colossal success of “Not Like Us” has, in turn, juiced sales of Lamar’s back catalog, making even more money for UMG.

Drake’s filing even alleges that he has “received information that UMG has been taking steps in an apparent effort to conceal its schemes, including, but not limited to, by terminating employees associated with or perceived as having loyalty to Drake.”

Drake is accusing UMG and Spotify of violating the Racketeer Influenced and Corrupt Organizations Act (RICO), as well as the NY Deceptive Business Act and the NY False Advertising Act.

HICHILEMA’S HYPOCRISY ON WOMEN REPRESENTATION – Fred M’membe

HICHILEMA’S HYPOCRISY ON WOMEN REPRESENTATION

It is clear that Mr Hakainde Hichilema has remained adamant about changing the Constitution before the 2026 elections.

Officiating at the 16 Days of Activism Against Gender Based Violence (GBV) at Lusaka’s Mulungushi International Conference Centre yesterday, Mr Hichilema claimed that if the country continued with the current electoral processes, it would always have fewer women representatives in the councils and parliament. He insisted that the country needed to amend the Constitution and bring in more women representatives deliberately.

Where is this desperation to amend the Constitution coming from. What is he afraid of? And did Mr Hichilema have to use the launch of the 16 days of GBV to advance his unbridled appetite to change the Constitution? Why is he so deceitful and manipulative?

It doesn’t require much intelligence to know that whatever Mr Hichilema said about the need for women representation is not coming from a principled position. It is sheer opportunism and unprincipled behaviour, and it’s wrong to manipulate our women in this way.

We call it manipulation because Mr Hichilema has had an opportunity to contest elections in this country on five (5) different occasions, if he cared so much about women representation, as he claims today, why didn’t he adopt more women to contest both the local government and parliamentary seats in all the elections he has participated in? He is president, and he had an opportunity to appoint more women in Cabinet. Did he do it? He had an opportunity as president to nominate more women to parliament. Did he do it? He also had the opportunity to appoint more women in the diplomatic service. Did he do it? What about the boards of several parastatals, state agencies, and many other government departments? How many women has he appointed to serve on these boards?

All this is just manipulation and empty rhetoric from a desperate man who is trying to cling to power at all cost. Actually, we have noted that as elections draw near, it is becoming clearer every day that Mr Hichilema is determined to patronise different groups of citizens. We have seen how he has been patronising the traditional leadership of this country, the students, the youths, and now it’s the women. But it won’t work because citizens already know his deceitful and manipulative behaviour.

We want to advise Mr Hichilema to carefully examine the demands of several key stakeholders on this matter. With the latest being the Zambia Conference of Catholic Bishops (ZCCB), which ably guided in its last Pastoral Statement that: “We have noted that no roadmap on the review of the Constitution has been agreed upon to date. We accordingly urge the government to seriously consider postponing the amendment of Zambia’s Constitution to the post 2026 election period. This is because it is too late to build the kind of consensus that is required for such a serious exercise.”

The Catholic bishops are correct on this matter. The amendment of the Constitution is a very important undertaking, which can not be done without the consensus of all interested parties and citizens in general. So why is Mr Hichilema in a rush? Why is he refusing to be persuaded that he is on the wrong path? Is this what these unnecessary by-elections we are seeing are all about? To engineer Constitution amendment plans?

We urge Mr Hichilema to show sobriety and maturity in his leadership. Deceit, manipulation, and arrogance doesn’t pay. Forcing an important exercise like  amendment of the Constitution will backfire very badly.

SOMEONE PLEASE WHISPER TO BA EDGAR LUNGU: NATIONWIDE POWER BLACKOUTS ARE NOT UNIQUE TO ZAMBIA – State House

SOMEONE PLEASE WHISPER TO BA EDGAR LUNGU: NATIONWIDE POWER BLACKOUTS ARE NOT UNIQUE TO ZAMBIA

By Clayson Hamasaka
Chief Communications Specialist,
State House

Former President Edgar Lungu recently released a lengthy statement criticizing President Hakainde Hichilema over the nationwide power blackout that occurred on Sunday evening during a heavy rainstorm. However, it is important to note that this fault was not exclusive to Zambia. Neighboring countries like Zimbabwe were also affected due to a fault in the Southern African Power Interconnection system.

History shows that mass power outages are not new to Zambia or the region. Similar events occurred under the late President Levy Mwanawasa and during Mr. Lungu’s own presidency. In fact, President Lungu himself was publicly affected by a blackout while watching a football match at Heroes Stadium.

Such outages are not necessarily linked to the level of investment in the electricity sector, particularly in interconnected systems like ours. Even advanced cities like New York have experienced prolonged blackouts, sometimes lasting days before the system is fully restored.

The real issue lies in decades of neglect in diversifying the country’s energy mix—something the Hichilema administration is currently addressing. Edgar Lungu, in particular, left the sector in worse shape. He burdened Zambia with significant electricity debt to Mozambique and failed to resolve disputes between Maamba Coal-Fired Power Plant and ZESCO, resulting in costly litigation in London courts.

Moreover, Lungu’s mismanagement extended beyond electricity. His administration also created chaos in the petroleum sector, failing to remit payments to oil marketing companies despite citizens paying for fuel upfront.

Mr. Lungu claims ZESCO’s current challenges stem from removing “highly qualified engineers.” This claim is disingenuous. Under his leadership, ZESCO payrolls were bloated with ghost workers, including individuals like Francis Muchemwa (alias “America 2”), who were paid illegally. Are these the “highly qualified” individuals he wishes to defend? ZESCO became a cash cow under his administration, drained to the point of dysfunction.

Meanwhile, President Hichilema’s government is taking tangible steps to attract investment in electricity generation and supply. Below are some of the key projects under implementation or in advanced planning stages, as highlighted by Alexander Nkosi:

1. 50 MW Solar Project – Kafue District (Wendit Group)

2. 16.8 MW Chipili & 6 MW Chilongo Hydropower Projects – Kawambwa District (Virunga Power Holdings Ltd.)

3. 175 MW Waste-to-Energy Project – Chongwe District (IIB-DG Genniz Engineering Ltd.)

4. 25 MW Hydro and Solar Hybrid Project – Kawambwa District (B&W Consulting Ltd.)

5. 18.3 MW Hydroelectric Project – Mwinilunga District (Synergy Contracting Zambia Ltd.)

6. 30 MW Wamba Hydroelectric Project – Kafue District (Texxon Energy Ltd.)

7. 72 MW Chamana Coal-Fired Power Project – Sinazongwe District

8. 50 MW Solar PV Project – Sesheke District (Sevenyrds Energy Ltd.)

9. 250 MW Maposa Solar PV Project – Luanshya District (MSR Power Solutions)

10. 12 MW Kapamba Hydroelectric Project – Mpika District (Atlantic Commodities Ltd.)

11. 300 MW Solar PV Project – Serenje District (Ultra Green Corporation Zambia Ltd.)

12. 75 MW Waste-to-Energy Project – Chongwe District (IIB-DG Genniz Engineering Zambia Ltd.)

13. 150 MW Masaiti Solar and Wind Hybrid Project – Masaiti District (Upepo Energy Zambia Limited)

14. 200 MW Unika I Wind Power Project – Katete District (Mphepo Power Ltd.)

15. 25 MW Ilute Solar PV Project – Sesheke District (Western Solar Company Ltd.)

16. Phase II: 300 MW Maamba Coal-Fired Power Project – Maamba District (Maamba Collieries Ltd.)

17. 150 MW Ngonye Falls Hydroelectric Project – Sioma District (Western Power Company Ltd.)

18. 100 MW Chisamba Project – ZESCO Ltd.

These projects aim to make electricity one of Zambia’s major exports, diversify energy sources, and support industrial growth. However, even with these initiatives, nationwide power failures may still occur due to the complexities of interconnected systems.

Former President Lungu should focus on offering constructive solutions instead of politicizing issues rooted in his administration’s failures. President Hichilema is making strides to correct years of neglect, ensuring a brighter and more sustainable energy future for Zambia.

Edgar Lungu says the ‘New Doom Govt’ has ruined ZESCO

Edgar Lungu says the ‘New Doom Government’ has ruined Zesco

Fellow citzizens,

The national power blackout we experienced last night is an ultimate manifestation and clear confirmation of how ZESCO, our national utility company, has been driven into complete ruins by the New Doom government.

This once vibrant national power utility is now a shell of itself because the top managers and various competent officers were purged, after the 2021 general elections, on politcal and other grounds I will not name because Mr Hakainde Hichilema will consider them as sedition or hate speech.

Now we are paying, as a country, a bitter price for that unwarranted victimisation of competent and professional officers who knew better how to manage that sensitive national asset.

The New Doom ZESCO management announced on Sunday night that “the country has experienced a power system disturbance … at 20:15 hours, leading to the loss of power supply that affected the whole country.”

Fellow citizens, look at this incompetency from ZESCO endangering the entire country!! Clearly, this is a sheer manifestation of severe mismanagement and gross failure by the outgoing UPND government and its leader, Mr Hakainde Hichilema.

Critical installations such as hospitals were left in darkness accross the country last night. We do not know yet how many lives were lost during that period, particularly those patients that were being propelled by life saving machines.

This kind of recklessness and incompetence is unacceptable. We can’t continue risking people’s lives and businesses.

Zambians should demand accountability and immediate action from Mr Hichilema because he is the one who planted this political and ‘seditious’ seed into ZESCO which has now matured into national power blackouts.

During our time in government as PF, the longest loadshedding period did not exceed 17 hours. It is this period Mr Hichilema described as unbearable and campagined to end once voted into office.

Today, under Mr Hichilema’s watch, most households and businesses are going for more than 48 straight hours and even more in some cases without power supply.

Fellow citizens, help me to see which period is unbearable?

Surely, Zambians cannot continue to subject themselves to a leadership that sees no problem in having  delicate facilities such as hospitals and others that directly touch on the wellbeing of our citizens being load-shedded.

At what cost in terms of lost lives and businesses will this government take such matters seriously and act to ensure that the lives and businesses are protected?

I urge Mr Hakainde and his government to prioritize such critical areas in securing 24/7 power supply.

May God bless our country as we all strive to reclaim our national stability.

Tonse Alliance Presidential Candidate.

UPND WANTS TO BLOCK POTENTIAL OPPONENTS FROM CONTESTING IN 2026 BY USING COURTS – DR M’MEMBE

UPND WANTS TO BLOCK POTENTIAL OPPONENTS FROM CONTESTING IN 2026 BY USING COURTS – DR M’MEMBE

….as Bank of Zambia testifies that its system cannot capture deposits made in offshore accounts

Lusaka… Monday November 25, 2024

Socialist Party President Dr Fred M’membe has claimed that the UPND administration wants to block potential opponents from standing in an election by way of disqualifying them through the courts of law.

Dr. M’membe firmly believes that this is an abuse of Criminal Justice System.

Speaking to journalists shortly after appearing before the Lusaka Magistrate Court, Dr. M’membe said it is clear that the UPND wants their opponents to be handed with convictions so as not to contest future elections.

“Those our colleagues in government managing our country are abusing the court system. For this case today, for those who sat in there today and listened can attest to the fact that there is an abuse of the Criminal Justice System. This is not a matter for which I should have been arrested and arrayed before the court of law, this is an abuse,” he said.

“We know that our friends are desperate to ensure that potential opponents are disqualified from standing using the Criminal Justice System. They want us to be handed with convictions so that we don’t stand in the elections. It will not happen!”

It is alleged that on July 16, 2024, between 13:00 hours and 14:00 hours, Dr. M’membe published an article on his Twitter and Facebook pages titled “Tshisekedi tells DRC Catholic Bishops about the USD 20 Million Payout to Buy Zambia’s Silence.”

And when the matter came up for commencement of trial today, the State called Kiza Moses Mbozi, a Senior Analyst at Bank of Zambia to provide expert testimony on whether Central Bank monitored any electronic balance of payment between Zambia’s President Hakainde Hichilema and President Felix Tshisekedi of the Democratic Republic of Congo.

Mr Mbozi testified during cross examination that the electronic balance of payment monitoring system used at Bank of Zambia cannot capture $20m handed to the recipient after being flown into the country.

He said the system used in data support at Central Bank will not capture if money is deposited directly into a recipient’s offshore account.

Mr Mbozi told court that the Bank of Zambia does collaborate with regional central banks to monitor inflow and outflow of cash except he never advised the Zambia Police who were making an inquiry that they had an alternative to collaborate with regional central banks in their investigation.

Defense Counsel: Confirm that the electronic balance of payments monitoring system you used to search at Bank of Zambia can only capture transactions recorded electronically?
State Witness: Yes

Defense Counsel: So if $20m is flown into the country and handed to the recipient in cash, your system will not capture it?
State Witness: No

Defense Counsel: Your system will not capture if the money is transferred into an offshore account?
State Witness: No

Defense Counsel: Confirm that when you were conducting this search, you did not venture into whether the two subjects ( President Hakainde Hichilema and President Felix Tshisekedi) you mentioned had offshore accounts?
State Witness: No

Asked if he was aware of the existence of Panama papers, Mr Mbozi responded in the affirmative saying he was aware of the confidential information of individuals with established offshore companies.

Defense Counsel: Are you aware as to why Dr Fred M’membe is in court today?
State Witness: Am sure it has to do with the Police inquiry.

Defense Counsel: What did he say, which has landed him here today?
State Witness: I don’t know.

Defense Counsel: He is alleged to have incited members of the public to rise against government, do you have evidence to show members of the public that tried to rise against government based on what was written?
State Witness: NO

Defense Cousin: From your search, did you come across any evidence that he incited members of the public?
State Witness: No

The matter has been adjourned to Wednesday, November 27 for continuation of trial.

The Crucial Test for Hon. Justice Munalula: Upholding Constitutional Precedent in Former President – Thandiwe Ketis Ngoma

The Crucial Test for Hon. Justice Munalula: Upholding Constitutional Precedent in Former President Dr. Lungu’s Eligibility Case

By Thandiwe Ketis Ngoma

As Zambia braces for the Constitutional Court’s critical ruling on December 10, 2024, regarding the eligibility of former President Dr. Edgar Chagwa Lungu to contest future elections, the nation’s eyes are firmly fixed on the judges presiding over this matter. Among them is Hon. Justice Professor Margaret Munalula, President of the Constitutional Court, whose credibility and fidelity to the Constitution are now under scrutiny.

This is not the first time the Constitutional Court has deliberated on Dr. Lungu’s eligibility. On more than three occasions, the court—Zambia’s final arbiter of constitutional interpretation—has ruled that the two years Dr. Lungu served after the passing of President Michael Sata do not constitute a full presidential term. The court has consistently affirmed that Article 106(6)(b) of the Constitution is clear: a term served for less than three years does not count as a full term.

These rulings collectively established that Dr. Lungu, having only served one full term between 2016 and 2021, remains eligible to contest another term. The Constitutional Court has thus already set a firm precedent, rooted in constitutional provisions, that must guide this latest deliberation.

Hon. Justice Professor Margaret Munalula’s Role Under the Spotlight

Hon. Justice Professor Margaret Munalula, as a member of the bench, is no stranger to the Constitutional Court’s prior rulings on this matter. The question now is whether she will uphold the principles enshrined in the Constitution and the precedent established by the court, or yield to external pressures seeking to overturn these established legal truths.

This case is a test of judicial independence and the integrity of Zambia’s democratic institutions. By turning against previous rulings, Hon. Justice Professor Margaret Munalula risks undermining the credibility of the court and the trust of the Zambian people in its impartiality. Consistency is not merely a procedural requirement; it is the foundation of justice and the rule of law.

A Call to Defend the Constitution

The Zambian people demand nothing less than the highest level of integrity and independence from their judiciary. Hon. Justice Professor Margaret Munalula must remember that this case is more than a legal determination; it is a reflection of the judiciary’s commitment to its constitutional mandate.

It is essential to emphasize that the Constitutional Court has already ruled multiple times that Dr. Lungu is eligible to contest future elections. These decisions are rooted in the plain language of the Constitution, which stipulates that a president who serves less than three years of a term cannot be said to have completed a full term. Had Dr. Lungu served three years or more during his first tenure, he would indeed be ineligible. However, this is not the case, and the court has consistently upheld this interpretation.

The People Are Watching

This moment will define Hon. Justice Professor Margaret Munalula’s legacy and her contribution to Zambia’s democratic governance. Will she uphold the Constitution and remain consistent with the court’s earlier rulings, or will she succumb to pressures that could compromise the judiciary’s integrity?

The Zambian people are watching. The judiciary must stand as a bulwark against political expediency, safeguarding the nation’s democratic values and constitutional order. Hon. Justice Professor Margaret Munalula, the choice is clear: defend the Constitution and the rule of law, or risk eroding the credibility of Zambia’s highest court. History will remember this moment, and it will remember where you stood.

I’m happy I wasn’t jailed – Saboi Imboela

I’m happy I wasn’t jailed – Saboi

OPPOSITION leader, Saboi Imboela is filled with gratitude after she escaped going to jail while hanging on a thread.

Yesterday, Imboela paid off her jail fine of K25,000, a judgement she claimed was unfair, but still better than serving a jail term.

The United Kwacha Alliance (UKA) member said she managed to pay all the k25,000 that she was charged for defaming State House Specialist, Clayson Hamasaka.

However, Imboela believes the whole case was beyond the defamation and rather political, leading to the judgment not being entirely fair, especially that she was just a first offender.

“But anyway, I’m just glad I didn’t go to jail,” she told Kalemba.

Imboela was sued for defamation of character by Hamasaka and was charged with two counts of libel before the Lusaka Magistrate court.

She was then given then convicted and ordered to pay a fine last week to continue her political career or serve a nine months simple imprisonment, if she did not pay the money by yesterday.

Meanwhile, Imboela also took time to clarify on the rumors that she is being funded by the UPND government, adding that the K25,000 was raised by herself and some sympathisers from the council of presidents, and UKA members.

“No one from the UPND helped me. Just there and then when the court passed the judgement, I began receiving calls from people who told me they were willing to help me raise money. Some people from the UKA and Council of Presidents helped me raise the money. So unlike the way some people are saying that I’m being funded by the UPND, no, that is false, no member of the UPND helped me,” Imboela added.

She also criticized the current government for something she described as bad politics where Imboela accuses them of using every little opportunity to jail opposition leaders.

Imboela added that despite the Facebook rantings, she shares a normal relationship with Hamasaka..

“Hamasaka and I would even share messages on WhatsApp, we would share screenshots of posts attacking us on Facebook. So that’s why I say, my case was politically handled. But anyway, i’m just glad I did not serve a jail term,” reiterated Imboela.

Local Government $ 13 million CDF Ambulance Purchase Scandal Tabled at PAC

Public Accounts Committee ( PAC) Hearings

The Public Accounts Committee is currently sitting to consider the Report of the Auditor General accounts of the Republic of Zambia for the financial year, 31st December 2023.

The matter regarding the purchase of ambulances under Constituency Development Fund (CDF), came up for scrutiny after the Auditor General flagged the purchase for irregular procurement method used and for failure to deliver the ambulances one year after the procurement process was completed.

Below is the summary;

●THE Public Accounts Committee (PAC) heard how the Ministry of Local Government and Rural Development, the Ministry of Health, and ZAMMSA procured 156 ambulance worth K336,173,760 ($13 million) but only eleven (11) units had been delivered.

● Ministry of Health, ZMMSA , Local Government ignored open public tender process to purchase 156 ambulances under CDF Funding.

● Delay of over one year yet procurement yet procurement was under emergency method.

● ZMMSA opted to use selective (direct) bidding, a process provided for emergency procurement. Limited or direct bidding is provided for if the goods required have one or limted supplier or the goods or services required are under emergency circumstances.

● ZMMSA picked suppliers Ace Pharmaceuticals (purchase of ambulances?) and Aqueous Investments instead of official manufacturers or accredited franchise-holders or dealers of Toyota Landcruisers, Toyota Zambia especially if guaranteed after-sale-service was to provided.

● According to the contract, all 156 vehicles were expected to be delivered by June 2024, but now the delivery period has once again been extended to 31st December 2024.
● During the hearing, the Permanent Secretary Local Government sought a further extension for the delivery of the ambulances to February 2025 stating that delivery of the ambulance under 20 weeks, as provided in the contract, was impossible.

● As at today only eleven (11) units, according ZMMSA, have been delivered into Zambia one year after the procurement process was completed

● Permanent Secretaries from Ministry of Local Government, Ministry of Health and ZMMSA, who travelled to Dubai to check up on the assembly of these ambulances, failed to explain to the Public Accounts Committee chaired by Bwana Mkubwa MP, Warren Mwambazi, why they used emergency procurement method but gave a contract of one and half years and why the ambulances have not been delivered yet, by these middle-men

● Delivery period of 16 to 20 weeks for the ambulances has been breached, again, time has been extended from June 2024 to December 2024.

● Procurement process shunned manufacturers or officially accredited franchise-holders but picked third parties or middlemen to supply and deliver the ambulances on the pretext that CDF requires support to local suppliers

● Following the hearing at PAC, the Zambia Medicines and Medical Supplies Agency has issued a public statement acknowledging the unjustified delay in the supply and delivery of ambulances.

● ZMMSA has confirmed that out of the 156 ambulances ordered from suppliers, Ace Pharmaceuticals, and Aqueous Investments, only eleven (11) units have been delivered.

● According to the original delivery schedule, all 156 ambulances were to be delivered by the 31st of December 2024.

OPPOSITION TO  UPND GOVERNMENT’S ATTEMPT TO AMEND THE CONSTITUTION – ZAWAPA

Media Statement by Zambia Wake-Up Party (ZAWAPA) President Honourable Howard Kunda

Subject: OPPOSITION TO  UPND GOVERNMENT’S ATTEMPT TO AMEND THE CONSTITUTION

Fellow Zambians,

As Zawapa – Zambia wake-up Party , we feel compelled to address the growing concerns regarding the UPND government’s intentions to amend our Constitution. This issue is of national importance, and it requires careful consideration to protect the integrity of our democracy and safeguard the interests of the Zambian people.

The UPND government has demonstrated time and again that it is not a trustworthy custodian of national affairs. Their pattern of governance is characterized by deception, broken promises, and a blatant disregard for the will of the people. Allowing such a government to amend our Constitution would be akin to entrusting a fox with the keys to the henhouse.

Our Constitution is the supreme law of the land. It is not merely a tool for political convenience but a foundation that ensures the rights and freedoms of every citizen are protected. As ZAWAPA, we firmly believe that any attempt to amend this sacred document must be conducted transparently, inclusively, and with the sole aim of serving the interests of the people—not the political elite.

The deceitful nature of the UPND government is evident in their failure to deliver on key campaign promises, their lack of accountability, and their continuous manipulation of public trust. We cannot, in good conscience, allow them to tamper with the Constitution when their actions suggest ulterior motives that could undermine our democracy and centralize power further in the hands of a select few.

We urge all Zambians to remain vigilant and actively participate in discussions regarding constitutional amendments. It is our collective duty to hold this government accountable and ensure that any changes to our Constitution reflect the true aspirations of the people, not the narrow interests of those in power.

ZAWAPA stands resolute in defending the rights of Zambians and promoting a governance system built on trust, transparency, and accountability. We call upon other political parties, civil society organizations, and citizens to join us in opposing any amendments initiated by this government without proper scrutiny and consultation.

Together, let us protect our Constitution and ensure it remains a beacon of hope and justice for all.

Hon. Howard Kunda
President, Zambia Wake-Up Party (ZAWAPA)

Don’t ignore the boy child, says Hichilema as he launches activism against GBV

Don’t ignore the boy child, says Hichilema as he launches activism against GBV

President Hakainde Hichilema has called for equal attention to be given to the boy child, stating that neglecting boys could lead to societal challenges such as increased crime and gender based violence (GBV).

Speaking at the launch of the 16 Days of Activism Against Gender Based Violence at the Mulungushi International Conference Centre today, President Hichilema said the welfare of boys should not be overlooked in efforts to address GBV.

“In our homes, we should not ignore the boy child if you want to fight GBV instigated by men and boys. We must bring the boy child in the equation [otherwise] we will have them in the streets, and they will conduct more rapes,” President Hichilema said.

“They will assault their partners because they will have lost the opportunities to be given the values that we want them to have.”

The President urged families, women’s groups, civil society organisations and the nation at large to include boys in their initiatives to create a society of decent children.

He further highlighted the importance of parental guidance, particularly from fathers, in shaping boys into responsible and respectful men.

“Let’s raise our children properly. Without decency in the homes, you can’t change your children when they are 20, it’s too late. GBV is a crime whether physically or online.”

The President also acknowledged that boys and men are also victims of GBV and urged society to provide them with care and support.

“We need a society that abhors violence. You can support HH from the political angle without abusing women in the markets. Society must be fair to all. Let’s not tolerate women committing crimes against men and men committing crimes against women,” he added.

He called for a renewed commitment to ending violence against women and girls, urging Zambians to create a society where everyone feels safe and free from harm.

And the newly appointed NGOCC Chairperson Beauty Katebe praised government for revising the Anti-GBV Act to improve justice for victims.

Katebe further encouraged survivors to speak out against violence and reclaim their power by standing up for themselves.

“Let’s stand up for ourselves and boldly speak out against violence,” she urged.

The 16 Days of Activism Against Gender-Based Violence runs from November 25 to December 10 under the theme “Towards Beijing +30: Unite to End Violence Against Women and Girls.”

The campaign serves as a global call to action, renewing the fight against violence and advocating for a safer and more equitable society…https://kalemba.news/local/2024/11/25/dont-ignore-the-boy-child-says-hichilema-as-he-launches-activism-against-gbv/

Zimbabwe to Pay $331 Million to Former White Farmers as Part of $21 Billion Debt Restructuring Effort

Zimbabwe has announced plans to compensate White former farmers $331 million for land seized during the controversial land reform program initiated in 2000.

The move, seen as part of broader efforts to restructure the nation’s $21 billion debt, was disclosed during a debt conference held in Harare, the capital.

African Development Bank (AfDB) President Akinwumi Adesina revealed that the government has identified 439 former landowners as eligible for the financial settlement.

To kickstart the payments, $35 million has been allocated in Zimbabwe’s 2024 budget. Adesina explained that the compensation would be delivered through bonds, with initial payments expected to commence soon.

The land reform program under former President Robert Mugabe involved the redistribution of land from White farmers to Black Zimbabweans, aiming to address colonial-era land ownership imbalances.

However, the program was widely criticized for being chaotic, violent, and economically disruptive, leading to a significant decline in agricultural productivity.

The compensation plan is part of Zimbabwe’s commitment to addressing outstanding grievances while restoring international confidence. In 2022, President Emmerson Mnangagwa enlisted Adesina and former Mozambican President Joaquim Chissano to lead negotiations with creditors, including the World Bank and the Paris Club.

Zimbabwe’s $21 billion debt burden, much of which is in arrears, has severely limited the country’s access to international financial support. Institutions like the International Monetary Fund (IMF) have withheld funding, citing Zimbabwe’s failure to service its debt and implement meaningful economic reforms.

Speaking at the conference, Adesina emphasized Zimbabwe’s potential and the global importance of addressing its challenges:

“We can all agree that we must play our part to correct this anomaly by giving a new lease of life to this nation and its people. Zimbabwe is too critical for the world to ignore.”

The $331 million compensation plan is seen as a critical step in reestablishing Zimbabwe’s credibility with international creditors and stakeholders. The plan aligns with the government’s broader strategy to rebuild relationships with global lenders, normalize debt repayments, and attract foreign investment.

By compensating the displaced farmers, the government also aims to resolve lingering disputes over property rights, which have deterred investment in the agricultural sector.

Despite these steps, significant challenges remain. Zimbabwe’s economy continues to struggle with high inflation, currency instability, and limited fiscal space. Critics argue that the compensation process may strain the national budget further unless accompanied by robust economic reforms.

Nevertheless, the decision to settle with the former farmers signals a potential turning point for Zimbabwe. It demonstrates a willingness to reconcile with the past and chart a path toward economic recovery while addressing the grievances of both domestic and international stakeholders.

Zanu-PF rolls out ED2030 campaign drive

The ruling Zanu-PF party has initiated a series of inter-district meetings nationwide to rally support for extending President Emmerson Mnangagwa’s tenure in office until 2030, despite his current term ending in 2028.

The campaign, spearheaded by prominent Mnangagwa allies such as Midlands Provincial Affairs Minister Owen Ncube and Local Government Minister Daniel Garwe, seeks to consolidate party support while identifying internal dissenters opposed to the move.

Divisions Emerge Within the Party
The push for Mnangagwa’s extended rule has deepened rifts within Zanu-PF, particularly between factions aligned to Mnangagwa and Vice-President Constantino Chiwenga, who is reportedly positioning himself as Mnangagwa’s successor.

While Mnangagwa has publicly insisted he will step down at the end of his term in 2028, party insiders allege that he is privately backing the campaign. Speaking at recent meetings, provincial chairpersons urged members to dismiss speculation that Mnangagwa had rejected the proposal for term extension, highlighting the coordinated nature of the campaign.

Provincial Support Amid Legal Concerns
Mashonaland East chairperson Daniel Garwe downplayed the constitutional hurdles highlighted by Zanu-PF’s secretary for legal affairs, Patrick Chinamasa, who had noted the requirement for a referendum to amend term limits.

“Vision is from God that [Mnangagwa] should continue in office to build the country,” Garwe stated, emphasizing that legal compliance was a procedural task, while the party’s vision required Mnangagwa’s continued leadership.

In Masvingo, provincial chairperson Robson Mavhenyengwa acknowledged internal divisions but urged members to support the resolution for Mnangagwa’s extended leadership.

“No one disputed the resolution that the President should remain in office,” Mavhenyengwa said, adding that legal advice from Chinamasa was not a rejection of the agenda but a clarification of the procedural requirements.

Low Attendance and Strategic Challenges
Despite the coordinated messaging, meetings in Harare and Mashonaland East saw low turnout, signaling possible resistance or apathy within the party’s structures. Similar gatherings in Chitungwiza and Bikita were planned to rally further support.

However, some party insiders revealed discussions during the Harare Provincial Coordinating Committee (PCC) meeting regarding potential constitutional amendments to remove or modify presidential term limits, paving the way for Mnangagwa to remain in power indefinitely.

Official Responses
Zanu-PF spokesperson Christopher Mutsvangwa downplayed the controversy, describing the meetings as routine party activities.

“Zanu-PF usually holds these meetings to strengthen our party. We discuss issues affecting our people, and the current PCC meetings were no exception,” Mutsvangwa said.

Minister Garwe also dismissed claims that the meetings focused on the 2030 agenda, stating that their main purpose was to promote agricultural programmes such as-PFumvudza/Intwasa.

Implications for the Party and Nation
The campaign has raised concerns about deepening factionalism within Zanu-PF, with analysts warning that the push for Mnangagwa’s term extension could lead to intensified power struggles. As the debate unfolds, the party faces the challenge of balancing constitutional compliance with its internal political agenda.

51 men were charged with raping her: Gisele Pelicot gives closing statement in shocking French trial

0

Over the course of the trial, the men charged said they thought they were just participants in a husband’s sexual games, and were unaware their acts were rape.

For more than two months, Gisele Pelicot sat in a courtroom as video − shot by her husband − showing numerous men sexually abusing her played before the court.

She was asleep throughout all these rapes.

Pelicot did not leave the courtroom when these films were shown. In fact, she fought hard to have the videos shown to the public.

On Tuesday, Pelicot made her closing statement to the court in the trial of the 51 men charged with raping her after her husband drugged her and invited the men into their home to abuse her over the course of almost a decade. The case has gripped France and beyond, stirred feminist protests, and sparked a reckoning over the pervasiveness of rape and sexual violence.

Speaking before the court over the course of the trial, Pelicot never flinched from throwing full responsibility and shame back onto her accused rapists, inspiring the motto “shame must change sides” taken up by feminist demonstrators. Her closing remarks were no exception.

“It is time for society to look at this macho, patriarchal society and change the way it looks at rape,” she said.

In the courtroom were many of the accused, men from many walks of life, occupations, and backgrounds. Over the course of the trial, they said they thought they were just participants in a husband’s sexual games, and were unaware their acts were rape.

Pelicot lambasted their “cowardice” in direct terms.

“When you walk into a bedroom and see a motionless body, at what point (do you decide) not to react? Why did you not leave immediately to report it to the police?”

“For me this is the trial of cowardice, there is no other way to describe it,” she said.

The “absence of understanding what abuse is” showed how an abuser could be “anyone,” even someone “who doesn’t see themselves as an abuser,” said Violette Perrotte, director of Le Maison des Femmes, a French non-profit organization that runs health centers dedicated to women victims of violence.

‘Our family has been destroyed’
Up until she was contacted by police, Gisele Pelicot believed she had a happy marriage to her husband, Dominique Pelicot. Totally unrelated, she believed, were the memory loss and worrying symptoms she experienced for years, causing her to fear she had a brain tumor or Alzheimer’s and visit many doctors, the New York Times reported.

But the explanation came in 2020, after officials arrested her husband when he was caught filming up women’s skirts at a supermarket. On his seized electronic equipment, they found around 300 photos and videos of her being abused by 72 different men.

Dominique Pelicot connected with the men on Coco.gg, a since-shut down anonymous chat site implicated in a string of murders, rapes, and assaults.

For his part, Dominique Pelicot took direct responsibility in front of the court weeks ago: “I am a rapist, just like all the others in this room,” he said.

But in his closing statement, Pelicot maintained that he was innocent of abusing their daughter, who goes by the pseudonym Caroline Darian, or their grandchildren, despite nude photos of Darian found in her father’s possession.

“You don’t even have the courage to tell the truth!” Darian shouted in the courtroom. “You will die in a lie. You are alone in your lie.”

“Our family has been destroyed,” David Pelicot, one of her two brothers, told the court on Monday. He expects from the trial that the men charged, including his father, who he referred to as “that man,” will be punished for “the horrors they inflicted on my mother,” he said.

When his father interrupted his testimony to apologize, David Pelicot shot back, “Never!”

“It’s been four years since I lost my father,” Florian Pelicot, the couple’s other son, told the court. He said he hoped the court would slap his father with a heavy sentence to encourage other rape victims to speak out.

Perrotte said she believes the trial will have some impact, like highlighting how most rapists are already known to their victims, and that a “perfect victim” or “perfect crime” doesn’t exist. Her organization, for example, now trains professionals on “chemical submission,” the term used to describe drugging a rape victim.

“The patriarchy still has very nice days ahead of it, but it has definitely had an impact on how we view perpetrators,” she said.

AfDB and IMF Chart Clear Path for Zimbabwe’s Debt Resolution in 2024

The African Development Bank (AfDB) has outlined a clear path for Zimbabwe’s arrears clearance and debt resolution process, beginning with a staff-monitored program (SMP) led by the International Monetary Fund (IMF) in the coming year.

The Zimbabwean government is currently in talks with the IMF to finalize the SMP, which serves as an informal arrangement enabling IMF staff to monitor the implementation of a country’s economic reforms.

These programs help establish a credible track record of policy execution, potentially paving the way for financial arrangements with the IMF or resumption of suspended agreements.

Despite having cleared its previous debts with the IMF, Zimbabwe remains unable to access new lines of credit due to the pari passu principle, which mandates equal treatment of all creditors in cases of arrears.

The IMF, as part of Zimbabwe’s creditor and development partner consortium, is engaged in discussions to establish a roadmap for resolving the country’s sovereign debt.

AfDB President Dr. Akinwumi Adesina, speaking at the 6th High-Level Structured Dialogue Platform in Harare, emphasized the Bank’s commitment to providing financial support for Zimbabwe’s debt clearance.

Dr. Adesina, who champions Zimbabwe’s debt resolution efforts alongside former Mozambican President Joaquim Chissano, announced that preparations for the SMP would begin in the next year.

He highlighted that Zimbabwe’s Finance Minister will collaborate closely with the IMF on this program, which will incorporate necessary economic reforms.

Dr. Adesina also noted that the AfDB’s African Development Fund, which has previously assisted other nations in clearing arrears, could similarly benefit Zimbabwe.

A formal request for such support is expected to be made during the AfDB spring meetings.

Zimbabwe’s debt resolution efforts, backed by the diplomatic community, involve sector working groups (SWGs) that oversee reforms under three strategic pillars: economic growth and stability, governance and land tenure, and addressing compensation for former farm owners as well as resolving Bilateral Investment Protection and Promotion Agreements (BIPPAs).

Finance Minister Mthuli Ncube announced that Zimbabwe aims to complete the SMP before concluding its National Development Strategy 1 (NDS 1) in 2025. Key milestones include initiating the SMP in January, reviewing progress in July, and finalizing it by September.

This completion is intended to ensure a debt-free foundation for launching NDS 2 (2026–2030), which aims to transform Zimbabwe into a middle-income economy by 2030.

Zimbabwe’s public debt, estimated at $21 billion as of June 2024, comprises $12.3 billion in external debt and $8.7 billion in domestic debt.

Of the external debt, multilateral creditors account for $3.1 billion, including $681 million owed to the AfDB, $1.5 billion to the World Bank, and $427 million to the European Investment Bank.

To date, the AfDB has also provided over $55 million in credit lines to Zimbabwe’s private sector.

Compton Rapper Snoopy Badazz Disses Kendrick Lamar’s New Album “GNX” And Defends Drake

Not every Compton rapper is looking for a Kendrick Lamar cosign, and not everyone is a fan of his latest West Coast-centric album, GNX. Snoopy Badazz is one MC from the city who’s been pretty vocally against Kendrick, leading to a lot of pushback from Los Angeles citizens who feel like Snoopy isn’t even recognized in his hometown, as you can see based on some replies to the Twitter post below. Badazz called the album “trash” and also said that Drake is in no sort of danger in L.A. All in all, it certainly caused plenty of discussion and division among fans, but that’s been a constant for the whole year, so who’s surprised?

Interestingly enough, Snoopy Badazz reportedly signed to Death Row under Snoop Dogg, who also had some interesting thoughts on GNX. “K Dot new album GNX,” he tweeted. “It was the edibles. West West King.” Tha Doggfather made reference to Kendrick Lamar’s bars for him on the new album’s intro, “wacced out murals.” “Snoop posted ‘Taylor Made’, I prayed it was the edibles / I couldn’t believe it, it was only right for me to let it go,” he rapped on the cut. “Taylor Made Freestyle” was one of Drake’s first disses against K.Dot in 2024, infamously using Snoop and 2Pac A.I. vocals.

Other Compton or California rap peers, though, are highly supportive of Kendrick Lamar’s new album, including his longtime partner Top Dawg. “Dot is a dangerous man right now,” he shared on Instagram following GNX’s release. “Everything I thought he would be at 16 years old is here right now. Everybody stand down. I promise you.”

Meanwhile, back to Snoopy Badazz’s defense of Drake, the 6ix God seems pretty unbothered by this whole thing. After all, he’s got a collab album with PARTYNEXTDOOR coming out pretty soon, so he’s obviously got much bigger things on his mind than whatever Kendrick Lamar is up to. But just as that ruckus can’t break the Toronto superstar’s focus, the OVO-led campaign against the Compton lyricist has barely made a dent in the armor. But of course, the fanbase war will continue.

Liam Payne was trying to escape from hotel’s balcony when he fell to his d3ath

Former One Direction star Liam Payne tragically fell to his death in Buenos Aires, Argentina, while reportedly attempting to escape from his hotel room, according to witnesses, surveillance footage, and police reports.

The incident has raised serious questions about the hotel’s handling of the situation, with some alleging negligence.

Singer Liam Payne was trying to escape from hotel

Payne, known for his discomfort with being confined in hotel rooms, had a history of using unconventional methods to escape such settings. Sources close to the situation revealed that in mid-September, Payne reportedly used a garden hose to descend from a balcony after being confined in a Florida rental home during a suspected drug binge.

Surveillance footage from the CasaSur Palermo Hotel on the night of his death shows Payne visibly under the influence and disruptive in the lobby. Hotel staff carried him to his third-floor room, using a master key to unlock the door and forcibly escort him inside. According to a police report obtained by TMZ, Payne resisted, making it clear he did not want to remain in the room.

A hotel employee later called emergency services, expressing concern that Payne might try to escape via the balcony and inadvertently harm himself. The employee reportedly told 911, “He is in a room with a balcony, and, well, we’re a little afraid.” Despite these fears, Payne was left alone in the room.

Minutes later, Payne fell to his death. Surveillance footage and items recovered from the scene suggest he was attempting to descend to a second-floor balcony. Police found a bag strapped across his shoulder, which was not on him earlier in the lobby, indicating he had prepared for his escape attempt. Additionally, a leather bag containing pills, a bottle of Jack Daniel’s, and a note reading “for Liam” was discovered on the second-floor balcony below his room, supporting the theory that he had dropped it there before attempting to descend himself.

The coroner’s report noted that Payne may have been unconscious at the time of the fall, but he was evidently alert when he secured his belongings and walked to the balcony.

In the aftermath, questions have arisen about the hotel’s role in the tragedy. A source close to the investigation suggested that local authorities may be shielding the hotel from scrutiny, instead focusing on three individuals—a friend, a waiter, and a former hotel employee—alleged to have supplied Payne with drugs. Critics argue that the hotel prioritized minimizing disruption in the lobby and safeguarding its property over ensuring Payne’s safety.

“I still love Nigerian men” American woman who fell victim to romance scam says as she shares her story

0

An American woman has narrated how she fell victim to two Nigerian internet fraudsters, popularly known as “Yahoo boys”, who posed as love interests.

The woman said that in spite of the nasty experiences, she still loves Nigerian men who, according to her, are the “sexiest and most handsome men on this planet”.

In a video that went viral on Sunday, Nov. 24, the woman spoke about how she met one of the scammers in 2020 on TikTok.

She displayed the young Nigerian’s picture and the one he used for his unsuspecting victims, adding that she got to know about his real identity and his girlfriend, whom he is planning to get married to, after he mistakenly dialled her contact with his Nigerian line.

She said: “Back in 2020, I met this man, I was with him for ten months, and I got sick of him because he was always demanding money. He always wanted more and more, so I decided to say enough was enough because one day he made a mistake and called me from a Nigerian phone number, and he was trying to play it off that it was his friend’s number.

“So when I was finally done that I didn’t want to have anything to do with him again, he opened up to me. Now, he is about to get married to his Nigerian girlfriend.

“May God bless them and hopefully they have a long life together. God will bless their relationship. I also congratulated him. And I hope everything goes well for him,” she said.

Narrating her second experience, she said, “This second was a little different. He was more polite and considered my feelings, but then after a year with him, he decided to come out and tell me the truth that he was a young Nigerian boy trying to put himself through school and his mother was very sick. And he kept thanking me because I saved his mother’s life.”

She added: “That one doesn’t hurt me much because I know that the money went for good. The other guy, that’s not good because I used to see videos of him throwing money around and spending it on Nigerian hook-up girls. I’m over it. I will bounce back one day.

“I still have love for the Nigerian people, the men are the sexiest and most handsome men on this planet. I pray that nothing like this ever happen to me again because now I know all those secrets. They destroyed my life financially. Please be safe in that country because I know that a lot of the people there are struggiling. But you have to remember that a lot of American women are struggling too because it is difficult being a woman here and struggling too especially when you don’t have partner.”

Sudan in danger of becoming a failed state, aid chief warns

0

War-stricken Sudan is in danger of becoming another failed state because civil society is disintegrating amid a proliferation of armed groups, the head of a leading international aid agency has told the BBC.

As well as the two main warring parties in Sudan – the army and the paramilitary Rapid Support Forces – there are many smaller “ethnic armies” looting and going “berserk” on civilians, Jan Egeland, head of the Norwegian Refugee Council (NRC), said.

“The parties are tearing down their own houses, they are massacring their own people,” he said.

For nineteen months, there has been a brutal power struggle between the army and the RSF, that has forced over 10 million people to flee their homes and pushed the country to the brink of starvation.

“All that I saw confirms that this is indeed the biggest humanitarian emergency on our watch, the biggest hunger crisis, the biggest displacement crisis,” Mr Egeland said, following a trip to Sudan.

In September, the World Health Organization (WHO) said starvation in Sudan “is almost everywhere”.

Soup kitchens have been forced to close due to being underfunded. Egeland said the lack of humanitarian response meant remaining sources of aid are simply “delaying deaths instead of preventing them.”

“Most of Sudan is starving, it’s starving,” he said, adding that starvation has been used as a method of warfare.

Some food security specialists fear that as many as 2.5 million people could die from hunger by the end of this year.

Mr Egeland warned that the world is “failing Sudan completely” by not doing enough.

He told the BBC if Europe wanted to avoid a refugee crisis, it needed to invest in “aid, protection and peace in this corner of the world”.

“It’s an underfunded operation, even though it’s the world’s biggest emergency,” he said.

Thousands of people have been killed since a civil war broke out. Rights groups have also expressed fears that there may be ethnic cleansing and genocide in Sudan.

Despite this, peace talks between the RSF and the army have been fruitless.

“The war will stop when these warlords feel they have more to lose by continuing fighting, than by doing the sensible thing” Egeland said.

HIGH COURT ORDERS RAPHAEL NAKACHINDA  TO RETURN 26 MOTOR VEHICLES WHICH HE GAVE TO RB AS A ‘GIFT’

HIGH COURT ORDERS RAPHAEL NAKACHINDA  TO RETURN 26 MOTOR VEHICLES WHICH HE GAVE TO RB AS A ‘GIFT’.

High Court Judge, Pixie Yangailo has ordered Raphael Nakachinda to return motor vehicles to the Movement for Multiparty Democracy (MMD).

In another landmark judgement delivered on 18, November 2024 involving the MMD, the judge ordered the beleaguered faction National Secretary of the Patriotic Front to immediately return all the 26 motor vehicles that he gifted to the late Former president Mr Rupiah Banda. She further ordered that any vehicle that he will fail to deliver from that lot of 26 will be recovered from the estate of the late president.

The judgement further orders that the motor vehicles that were sold to unsuspecting buyers with any semblance of a contract will be honored by the party, while the monetary value will be recovered from Raphael Nakachinda and members of his Illegal committee.

Nakachinda has been ordered to personally account for a further 8 motor vehicles which he signed off in his ‘personal’ capacity. For the rest of the vehicles he has been ordered to to produce proof of authorisation from the illegals who would then pay the damages together as a team. Failure to produce such authority will mean that, he would pay for the proceeds alone.

The judge has also ordered the treasurer of the illegals to render an account of all these financial transactions including the movement of monies in the 2 party accounts held at Zanaco Bank. She has ordered a thorough audit of the accounts to reveal all the transactions that happened in those accounts during the time that Nakachinda held the National Secretary role illegally.

And she has ordered Zambia Police and RTSA to assist the party in the inspection of the register of Motor vehicles and in the recovery of all MMD vehicles across the country.

The National Secretary of the party, Hon Elizabeth Chitika who took out the action, as a counter claim against the membership suit of Nakachinda (which he later withdrew) has expressed great satisfaction with this outcome. She has indicated that she will immediately get to work, to recover MMD property from wherever and whoever is holding on to it illegally. She has asked all those who dealt with the illegal committee to access the motor vehicles of MMD to immediately contact her office in order to establish the status of the ownership. If within 7 days from today the 25th of November,  2024 the holders do not comply, she will report all motor vehicles as stolen from the party.

Nakachinda has been ordered to pay costs for this action.

Dr. Chitalu Chilufya’s Plea for Leniency for Hon. Nixon Chilangwa and Hon. Ronald Chitotela Exposes UPND’s Illegalities and President Hakainde’s Overreach

By Thandiwe Ketis

I recently watched a video in which Dr. Chitalu Chilufya, a PF Member of Parliament who has now seemingly become a surrogate for the UPND, appealed to President Hakainde Hichilema in Luapula Province to intervene in the incarceration of two PF Members of Parliament, Hon. Nixon Chilangwa and Hon. Ronald Chitotela. This disturbing plea raises serious questions about the state of Zambia’s democracy, the erosion of judicial independence, and the dangerous overreach of President Hakainde’s administration.

The question that begs an answer is: why should President Hichilema be the one to show leniency? Such a plea implies that the judiciary no longer operates independently and further suggests that President Hakainde is complicit in the imprisonment of these two opposition MPs.

The Injustice of Presidential Intervention

Zambia is a nation founded on the principle of separation of powers, where the executive, judiciary, and legislature operate independently to safeguard democracy. So why is Dr. Chilufya appealing to the President for leniency, bypassing the judiciary? Both Hon. Nixon Chilangwa and Hon. Ronald Chitotela are entitled to a fair judicial process and the right to appeal their convictions, which they have exercised. However, for reasons that appear to serve political interests, their appeals have reportedly been denied without just cause.

Dr. Chilufya’s plea to the President casts a dark shadow over the credibility of Zambia’s judicial system. It exposes the extent to which political influence has infiltrated the justice system under the UPND government. This is not just a miscarriage of justice—it is a blatant abuse of power, where political rivals are targeted and silenced through the manipulation of state institutions.

The Role of Dr. Chitalu Chilufya: Betrayal of Principles

Dr. Chilufya’s actions are nothing short of a betrayal of the principles he once stood for as a member of the opposition. Instead of standing in solidarity with his PF colleagues and demanding that their appeals be heard through impartial legal processes, he has aligned himself with the very administration that seems determined to suppress dissent.

By appealing directly to President Hakainde, Dr. Chilufya not only validates suspicions that President Hakainde is involved in the MPs’ incarceration but also undermines the fight for justice. His actions send a clear message: political survival is more important than standing up for the truth or defending democratic norms. This behavior is not only disheartening but dangerous, as it sets a precedent for sacrificing principles for political expediency.

President Hakainde’s Overreach and the Perils of Authoritarianism

The fact that Dr. Chilufya directed his plea to President Hichilema instead of the courts highlights a deeply troubling reality. It suggests that the President wields undue influence over the judiciary, a scenario that should alarm every Zambian who values democracy and the rule of law.

President Hakainde has repeatedly spoken about respecting the rule of law, yet his actions and the actions of his administration tell a different story. If he had no role in the imprisonment of Hon. Nixon Chilangwa and Hon. Ronald Chitotela, why is he being called upon to show leniency? The mere suggestion of such intervention underscores the perception that the UPND is using state institutions to settle political scores.

This overreach is not only a direct violation of the principles of democracy but a dangerous slide toward authoritarianism. Zambia is a country governed by its Constitution, not the whims of an individual or a political party. President Hichilema must recognize that his role is to uphold the law, not manipulate it for political gain.

The Bigger Picture: Zambia’s Democracy at Risk

The plight of Hon. Nixon Chilangwa and Hon. Ronald Chitotela is a stark reminder of the broader dangers posed by the UPND administration’s governance style. The use of state institutions to silence opposition voices, whether through questionable legal actions or outright intimidation, is a direct threat to Zambia’s democratic fabric.

True leadership demands respect for the rule of law and the independence of the judiciary. By undermining these principles, the UPND government is eroding public trust in Zambia’s democratic institutions. If this trend continues, it could set a dangerous precedent where the judiciary becomes a mere tool of the executive, and political persecution becomes the norm.

The right thing to do is clear: Hon. Nixon Chilangwa and Hon. Ronald Chitotela must be afforded the opportunity to appeal their convictions in an impartial court of law. Any interference by the executive, whether to secure a conviction or to grant leniency, is unacceptable and undermines the integrity of Zambia’s democracy.

Conclusion: A Call to Defend Democracy

Dr. Chitalu Chilufya’s plea for leniency has inadvertently exposed the troubling realities of the UPND government and President Hakainde’s overreach. This incident is a wake-up call for all Zambians who value democracy, justice, and the rule of law.

President Hakainde must come to his senses and recognize that Zambia is not his personal fiefdom. It is a democratic nation where no individual, no matter how powerful, is above the Constitution. As the leader of this nation, he has a responsibility to uphold the principles of justice, equality, and fairness—not to weaponize state institutions for political gain.

Zambia’s democratic institutions are the backbone of the nation, and their independence must be fiercely protected. It is time for President Hichilema to step back, respect the rule of law, and allow justice to take its course without interference. Only then can Zambia begin to rebuild trust in its institutions and safeguard the democratic values that have long been its foundation.

As Zambians, we must remain vigilant in defending our democracy. The cost of complacency is too high, and the consequences of inaction too dire. Let us hold our leaders accountable and demand that they govern with integrity, respect, and a commitment to the rule of law. Only then can Zambia truly thrive as a democratic nation.

Corruption at the Ministry of Lands on Archbishop Emmanuel Millingo Framland

24th November, 2024

One year ago someone made a fake NRC for Archbishop Emmanuel Milingo with the sole aim to defraud him of his farm. Everyone knows the difference between a fake NRC and a Real one.

Firstly, the NRC number was different from the original one and instead of a signature on the NRC, there was a thumb print. Ukufwantika when the old man is well learned and able to sign his signature time immemorial.

The matter was reported to the Police then but todate no arrest has been made. Why haven’t the police  arrested the person responsible for this evil act on our Archibishop?
I was very shocked when I found out that the docket and the file have been accumulating dust and no action from both the Police and the Ministry of Lands.

How is it possible that the Ministry of Lands accepted this fake NRC with a thumb stamp?
Why don’t the workers at Ministry of Lands know the difference between a fake NRC and an original one or is it that they do but part of facilitating land theft and land corruption?

Land issues are a number one corruption problem in this Country and the nation has hope that with the removal of violent cadres after 2021 when the UPND took over, land crime would stop. As many other criminal acts, non seem to have stopped if not, gotten worse.

This Country has to change beyond political rhetorics especially at the Ministry of Lands where land corruption is business as usual. The case of our Ambuya Emmanuel Milingo is a classic example of the Ministry inertia to do things correctly. It’s been one year since he applied for a replacement title deed to his farm but to date nothing been printed. Any follow up made by his lawyers it is always ‘come next week’.

If culprits in the Millingo garland saga are not brought to book, then it seems to me that no any other Zambian can be helped on land corruption and other land issues. Who helped make his fake NRC and who at Ministry of lands helped to remove the caveat with fake documents?
How did they remove the caveat to almost printing the title deed in fake names?

Not everyone at the Ministry of Lands is corrupt however, but one or two bass seeds spoil the name of the entire Ministry. The bad seeds need to be identified and removed if the Ministry of Lands will be cleansed of its bad corruption tag.

The bad corrupt people at the Ministry of Lands have caused too much suffering for the majority Zambians and most ended up losing their genuinely owned land of farms. Democracy demands equity and equal access to fair services from all government ministries and this case the Ministry of Lands. May they resolve Archibishop Emmanuel Millingo’s farmland without fear or favour and stand for the truth and justice as they help him.

Our economy was sick and Hichilema is the doctor to save it – Hamududu

Our economy was sick and Hichilema is the doctor to save it – Hamududu

PARTY of National Unity and Progress (PNUP) leader, Highvie Hamududu has likened Zambia’s economy to a human body which when sick requires treatment from a doctor and that doctor is President Hakainde Hichilema.

https://www.facebook.com/share/p/14qvTsc7Bb/?mibextid=oFDknk

Yesterday, Hamududu endorsed President Hichilema’s candidature for the 2026 general elections stating that the country’s golden years lie in the Head of State’s second term.

The opposition leader lauded President Hichilema’s policies especially on mining and energy which he said would yield fruits in the next two years.

“Your policies around the mining sector have given us hope, the investments coming through will see increased production and expose of minerals. It has many positive ripple effects on our currency. I want to say to the Zambian people that in the next two years, we will get out of our slumber because this period is enough for the mining sector to recover,” stated Hamududu.

“Secondly sir, your roadmap on the energy sector to resolve the power crisis is very clear. The improvement in the energy mix from hydro is becoming very clear your excellency, we can see investments coming in thermal.”

Hamududu also appealed to Zambians to
support President Hichilema in the 2026 general election so that the country can be developed further.

“I’m very happy to join your team and for 2026 my party and myself, we support your candidacy and as a party we have already resolved to support you in 2026 to cross over because the fruits will start to show in the next two years. Because for me, the golden years is your second term which we must defend at all costs because what you are doing now is basically planting the seeds,” he said.

“So I can appeal to Zambian people, please let’s support the reform agenda, one president at a time, this is his time, there must be consistency, we can’t be changing presidents. No country has developed by oftenly changing presidents because you lose consistency and therefore we will do everything we can in our powers to ensure that you get your second term on behalf of Zambians mr President.”

Hamududu was part of the President’s entourage together with other opposition leaders such as Chitalu Chilufya and Robert Chabinga for this year’s Chabuka Isandula traditional ceremony in Mansa.

We are not political, we just work with government of the day – Luapula chiefs

We are not political, we just work with government of the day – Luapula chiefs

THE Luapula Province Council of Chiefs has assured Zambians that no chief among the 280 chiefs countrywide is a politician or political by virtue of supporting the government.

https://www.facebook.com/share/p/18DaUcXS2W/?mibextid=oFDknk

Speaking when President Hakainde Hichilema met with chiefs in Mansa yesterday, the council’s vice chairperson Chief Nsamba of Luapula Province who spoke on behalf of all chiefs stated that every chief is mandated to work with the government of the day as that is the only way development can be attained in their chiefdoms.

He said those complaining must understand that the government and chiefs are critical partners in the country’s economic development.

“We are assuring our Zambian people, we are not politicians, we work with the government of the people. We are just 280 in number. We are not able to change the government, it’s the 20 million people that change government. Those saying chiefs are being political as we work with government of the day, we will only tell you that, we, as chiefs, don’t work with any other team apart from government,” said chief Nsamba.

The traditional leader further encouraged President Hichilema to continue delivering development to all parts of the country.

He commended government for various developmental projects being done across the country.

“We are very much appreciative for the support that you have been giving us during our traditional ceremonies. We appreciate you as government for what you are doing. The free education that you have brought about has helped most of our members in the communities. The CDF which you have increased is top notch,” he stated.

He also urged President Hichilema to look into the plight of other projects in Mansa.

“In our province we have challenges too, we had Mansa factory, it was helping lives and it created employment for our youths. We have been looking forward to somebody who can revamp it back to the purpose it was created for.”

“We also ask you to create an electricity company in Luapula due to the abundance of water such as the Luapula river. It is a request that I’m putting up for you. We also want you to look at the Mansa, Chiengi road, please look into this road, it has been a problem for some time now,” requested the traditional leader.

Satellite images show Russia giving N Korea oil, breaking sanctions

0

Statellite image shows he latest of 43 journeys made by North Korean oil tankers to Russia
Russia is estimated to have supplied North Korea with more than a million barrels of oil since March this year, according to satellite imagery analysis from the Open Source Centre, a non-profit research group based in the UK.

The oil is payment for the weapons and troops Pyongyang has sent Moscow to fuel its war in Ukraine, leading experts and UK Foreign Secretary, David Lammy, have told the BBC.

These transfers violate UN sanctions, which ban countries from selling oil to North Korea, except in small quantities, in an attempt to stifle its economy to prevent it from further developing nuclear weapons.

The satellite images, shared exclusively with the BBC, show more than a dozen different North Korean oil tankers arriving at an oil terminal in Russia’s Far East a total of 43 times over the past eight months.

Further pictures, taken of the ships at sea, appear to show the tankers arriving empty, and leaving almost full.

North Korea is the only country in the world not allowed to buy oil on the open market. The number of barrels of refined petroleum it can receive is capped by the United Nations at 500,000 annually, well below the amount it needs.

Russia’s foreign ministry did not respond to our request for comment.

The first oil transfer documented by the Open Source Centre in a new report, was on 7 March 2024, seven months after it first emerged Pyongyang was sending Moscow weapons.

The shipments have continued as thousands of North Korean troops are reported to have been sent to Russia to fight, with the last one recorded on 5 November.

“While Kim Jong Un is providing Vladimir Putin with a lifeline to continue his war, Russia is quietly providing North Korea with a lifeline of its own,” says Joe Byrne from the Open Source Centre.

“This steady flow of oil gives North Korea a level of stability it hasn’t had since these sanctions were introduced.”

Four former members of a UN panel responsible for tracking the sanctions on North Korea have told the BBC the transfers are a consequence of increasing ties between Moscow and Pyongyang.

“These transfers are fuelling Putin’s war machine – this is oil for missiles, oil for artillery and now oil for soldiers,” says Hugh Griffiths, who led the panel from 2014 to 2019.

UK Foreign Secretary David Lammy has told the BBC in a statement: “To keep fighting in Ukraine, Russia has become increasingly reliant on North Korea for troops and weapons in exchange for oil.”

He added that this was “having a direct impact on security in the Korean peninsula, Europe and Indo-Pacific”.

Easy and cheap oil supply

While most people in North Korea rely on coal for their daily lives, oil is essential for running the country’s military. Diesel and petrol are used to transport missile launchers and troops around the country, run munitions factories and fuel the cars of Pyongyang’s elite.

The 500,000 barrels North Korea is allowed to receive fall far short of the nine million it consumes – meaning that since the cap was introduced in 2017, the country has been forced to buy oil illicitly from criminal networks to make up this deficit.

This involves transferring the oil between ships out at sea – a risky, expensive and time-consuming business, according to Dr Go Myong-hyun, a senior research fellow at South Korea’s Institute for National Security Strategy, which is linked to the country’s spy agency.

“Now Kim Jong Un is getting oil directly, it’s likely better quality, and chances are he’s getting it for free, as quid pro quo for supplying munitions. What could be better than that?”

“A million barrels is nothing for a large oil producer like Russia to release, but it is a substantial amount for North Korea to receive,” Dr Go adds.

Tracking the ‘silent’ transfers

In all 43 of the journeys tracked by the Open Source Centre using satellite images, the North Korean-flagged tankers arrived at Russia’s Vostochny Port with their trackers switched off, concealing their movements.

The images show they then made their way back to one of four ports on North Korea’s east and west coast.

“The vessels appear silently, almost every week,” says Joe Byrne, the researcher from the Open Source Centre. “Since March there’s been a fairly constant flow.”

The team, which has been tracking these tankers since the oil sanctions were first introduced, used their knowledge of each ship’s capacity to calculate how many oil barrels they could carry.

Then they studied images of the ships entering and leaving Vostochny and, in most instances, could see how low they sat in the water and, therefore, how full they were.

The tankers, they assess, were loaded to 90% of their capacity.

“We can see from some of the images that if the ships were any fuller they would sink,” Mr Byrne says.

Based on this, they calculate that, since March, Russia has given North Korea more than a million barrels of oil – more than double the annual cap, and around ten times the amount Moscow officially gave Pyongyang in 2023.

This follows an assessment by the US government in May that Moscow had already supplied more than 500,000 barrels’ worth of oil.

Cloud cover means the researchers cannot get a clear image of the port every day.

“The whole of August was cloudy, so we weren’t able to document a single trip,” Mr Byrne says, leading his team to believe that one million barrels is a “baseline” figure.

A ‘new level of contempt’ for sanctions

Not only do these oil deliveries breach UN sanctions on North Korea, that Russia, as a permanent member of the UN Security Council, signed off on – but also, more than half of the journeys tracked by the Open Source Centre were made by vessels that have been individually sanctioned by the UN.

This means they should have been impounded upon entering Russian waters.

But in March 2024, three weeks after the first oil transfer was documented, Russia disbanded the UN panel responsible for monitoring sanctions violations, by using its veto at the UN Security Council.

Ashley Hess, who was working on the panel up until its collapse, says they saw evidence the transfers had started.

“We were tracking some of the ships and companies involved, but our work was stopped, possibly after they had already breached the 500,000-barrel cap”.

Eric Penton-Voak, who led the group from 2021-2023, says the Russian members on the panel tried to censor its work.

“Now the panel is gone, they can simply ignore the rules,” he adds. “The fact that Russia is now encouraging these ships to visit its ports and load up with oil shows a new level of contempt for these sanctions.”

But Mr Penton-Voak, who is on the board of the Open Source Centre, thinks the problem runs much deeper.

“You now have these autocratic regimes increasingly working together to help one another achieve whatever it is they want, and ignoring the wishes of the international community.”

This is an “increasingly dangerous” playbook, he argues.

“The last thing you want is a North Korean tactical nuclear weapon turning up in Iran, for instance.”

Oil the tip of the iceberg?

As Kim Jong Un steps up his support for Vladimir Putin’s war, concern is growing over what else he will receive in return.

The US and South Korea estimate Pyongyang has now sent Moscow 16,000 shipping containers filled with artillery shells and rockets, while remnants of exploded North Korean ballistic missiles have been recovered on the battlefield in Ukraine.

More recently, Putin and Kim signed a defence pact, leading to thousands of North Korean troops being sent to Russia’s Kursk region, where intelligence reports indicate they are now engaged in battle.

The South Korean government has told the BBC it would “sternly respond to the violation of the UN Security Council resolutions by Russia and North Korea”.

Its biggest worry is that Moscow will provide Pyongyang with technology to improve its spy satellites and ballistic missiles.

Last month, Seoul’s defence minister, Kim Yong-hyun, stated there was a “high chance” North Korea was asking for such help.

“If you’re sending your people to die in a foreign war, a million barrels of oil is just not sufficient reward,” Dr Go says.

Andrei Lankov, an expert in North Korea-Russia relations at Seoul’s Kookmin University, agrees.

“I used to think it was not in Russia’s interest to share military technology, but perhaps its calculus has changed. The Russians need these troops, and this gives the North Koreans more leverage.”
