Technical Committee recommends 112 more members of parliament
The Technical Committee appointed by President Hakainde Hichilema on the amendments to the constitution has recommended parliamentary seats to be increased by 112, from the current 164 to 276.
The committee proposed to increase constituency held seats from 156 to 226, while the number for proportional representation has been proposed at 40 members of parliament, made up of 16 women, 12 youths and 12 for persons with disabilities, and the number of nominated MPs pegged at 10 from 8.
The justice Christopher Mushabati (retired) led committee also recommended for constitutional amendments to provide for the appointment of ministers from outside Parliament, subject to ratification.
The report dated November 25, 2025, suggested the establishment of a mixed member proportional representation system and increase in the number of constituencies.

So which bill is being Debated in Parliament by the Select committee?
Is it the Illegitimate and Unconstitutional Bill 7 or the Technical Committee Draft bill?

When things are hurried you end up with nonsense..70 additional Constituency based Parliamentary seats?
There is NOTHING like “Illegitimate and Unconstitutional Bill 7”; there is only Constitutional Bill 7, and is currently in Parliamentary Select Committee Review.
The Technical Committee Draft bill is NOT presented in Parley, but together with the Technical report serves as input to the Review process.
NOTHING is confusing here….If you really want to be objective, and NOT looking for loopholes so you can blame or attack the government.

Why is the Technical Committee Draft Bill not presented in Parliament when the clsuses are not similar to the illegitimate and unconstitutional Bill 7 , and it was one of the Terms of Reference that a draft Bill be produced.
The Technical Committee Draft Bill is talking about a lot of issues… appointment of Ministers out of Parliament, 286 Members of Parliament..etc
Why is this being sneaked into Parliament through the Parliamentary Select committee?
When ZLD made submissions on Thursday , the Technical Committee Report wasn’t with the Select committee… Yesterday, after pressure, the report is now with the committee… without even passing through cabinet!

Sir, just be quiet. Your voice will just be hoarse and your eyes red from crying. This Bill will pass and be enacted, but its lifespan will only be 7 months to August 2026 and you and HaaIndigo Tyrol, as you claim, UPND will be voted out, then you can reverse it, you can even bring the corpse to bury in HaaIndigo’s “open grave”. What is your problem, now? Why kick “an open door?” to open?
Why should I be quiet sir?
Once the illegitimate and unconstitutional Bill 7 passes, that’s it..It will take another generation, or a revolution to change the status quo.
The Bill will change the Balance of power and the Legislature in Zambia, with legislative power resting in 3 regions. It will be extremely difficult to change the Constitution , or make any reversals on the law which the illegitimate and unconstitutional Bill 7 will bring.
So I don’t mind my voice getting hoarse.. Will shout until Bill 7 falls.
It’s a free country, Sir. It is your voice that will be hoarse and eyes that will turn red, not mine! Governments come and go but Zambia will remain with its future Generation continuing to quarrel either on tribal lines or not, and making their own mistakes. That is what is called Life. Prejudice is part of Human nature.
And if Bill 7 is illegitimate and unconstitutional, (null and void) why will it be difficult to reverse it and must take a Generation to reverse it after August 2026 when your Party assumes Government? I struggle to follow your circular logic, Sir?

The logic is this.
Bill 7 creates the foundation which will be cast in Concrete for the Legislature to be owned by 3 regions of Zambia.
If in August, another party assumes the Presidency, the Legislature will still be owned by 3 regions, and it will be difficult to change the Constitution unless the 3 regions agree..and so it will be for generations. Am not being Tribal . Am talking about the structural realignment of legislative power which the illegitimate and unconstitutional Bill will bring..
The ECZ will on Monday be appearing before the Parliamentary Select committee debating the illegitimate and unconstitutional Bill 7.
Are we finally going to lay our hands on the Secret Delimitation Report???

That’s the Unholy grail in the Bill!
Mr. Nkuku man, this is the reason why people don’t understand your argument. The way you are debating gives an impression that Bill 7 is just for 3 regions, meaning it’s just for Northwestern, Southern and Western Provinces, which is not true. This claim does not make sense to anyone apart from yourself Sir. The Constitution is is not made or amended for an individual or some few regions, it is made and amended for the whole country. HH and the 3 regions that you are talking about can not amend a Constitution for their regions, it doesn’t even exist, we only have one Constitution in Zambia, the national one and that is one they are amending. If it were for three regions, why did the Technical Committee go to 10 regions of Zambia? This is where you are missing it, and this is where you are misleading people.
The only point I agree with you is the inclusion of other clauses which were not in the original Bill 7. As a nation, we were told and shown in written that Bill 7 had only 13 clauses which needed to be amended and for now, it’s better we restrict ourselves to those 13 clauses and not more. Even the submissions people made were looking at those 13 clauses in Bill 7.
