TO GET A 25 PERCENT BUDGET
ALLOCATION
Our current education system in Zambia was inherited from the colonial period. And the nature of this education is not liberating and does not truly serve the complex present day needs of our people and growing population.
How do we explain the gaps between those who are graduating from university and the deepening poverty in our society? Is this higher education designed to serve the needs of our people and are we producing graduates that are equipped with skills to navigate the growing complex world? These are questions we need to address as a society.
Higher education is a very key component for our national development process that requires urgent attention. The students that get into universities and colleges are the best cream we have in terms of contributing to a well equipped and developed country. In this regard, we need a system change that favours and not blame our students. A system that centres on quality education that prepares graduates to change our country, Africa and the world.
As such, not only will the SP Government ensure that university or higher education is free, but it will also build on and support processes and initiatives that are transforming our education sector to be in line with the needs of our people.
We need to invest heavily in this sector to ensure that we develop a student that can qualitatively contribute to job creation, innovation and research.
For this reason the SP will allocate 25 percent of the national budget to the education sector.

It’s always going to be a toll order considering that those who were there before you left a huge debt mountain requiring repayment , then you have a susceptible food security cover a poor health system and an ever increasing Civil Service in an under performing economy. 25% to the education sector is a good wish list only when you grow the current GDP by over 4 times . Even then thei increased GDP must be sufficiently paying treasury dividends to finance the national wishes. But then being Socialist with an inclination to consume more than you are able to consume I doubt if you will do the difficult bidding of growing the economy. Your proposition can only be attained by a Market led government such as the UPND. Socialism is all about eating and no hard work to realise the Treasury dividends.
It would also be nice for him – Fred Mmembe to give or show us his dummy Budget clearly stating where the money is going to come from and how he will share the remaining 75 % ….
Remember that we do have issues with Health, Agriculture etc…
If Health took another 25%, I have no idea how this will balance out…
So show Us Mr Mmembe…
Socialism perhaps may work on planet Jupiter. It’s a lamentable failure on earth.
Fred you chose a wrong philosophy. Look back at the ideologies that propelled you to where you are? Can socialists eat without paying taxes? We were at University before you, we know these things. Just say you amassed a lot of wealth and now to want to actualize according to Maslow’s theory of hierarchy. Your philosophy will get you more global critics. You are on the wrong side Fred.
