Niger junta takes control of French uranium mine

French nuclear firm Orano says the military authorities in Niger have taken control of its uranium mining operations in the West African country.

After seizing power in a coup in July last year, Niger’s military rulers said they would revamp rules regulating the mining of raw materials by foreign companies.

In June, they withdrew Orano’s permit to exploit one of the world’s largest uranium deposits. Orano then suspended production.

This marks another escalation in the unravelling relationship between France and Niger, following the expulsion of French troops from its former colony.

Niger’s authorities have not commented on Orano’s statement.

The country accounts for about 5% of global uranium output, making it one of the world’s top 10 producers of a vital raw material in the generation of nuclear power.

Before the coup, Niger accounted for 15-20% of France’s uranium imports.

Orano has for months been warning of interference in the running of its local unit, Somair, in which Niger has a 36.6% stake.

The company said it had been struggling to export uranium because Niger’s border with Benin was closed for security reasons.

A total of 1,150 tonnes of uranium concentrate from 2023 and 2024 stocks haven’t been exported, according to Orano. This is worth about $210m (£165m).

Orano said it intended to “defend its rights before the competent bodies” but also wanted to work with “all stakeholders to re-establish a stable and sustainable mode of operation”.

Niger’s military rulers have made it clear they were not happy with the way foreign companies had been awarded licences and believe that the country should earn more from the minerals found under its soil.

It is possible that with France sidelined, Russian and Turkish firms will get a chance to invest.

In November, Niger’s Minister of Mines Colonel Abarchi Ousmane told a Russian news agency, that France’s lack of recognition of the military rulers had also affected relations between the two countries.

“The French state, through its head of state, has declared that it does not recognise the current authorities in Niger. Does it seem possible to you that we, the state of Niger, would allow French companies to continue extracting our natural resources?” he said.

Niger achieved independence from France in 1960 and the former colonial power managed to secure exclusive access to Niger’s uranium supply through various agreements.

But since the coup, military leader Abdourahamane Tiani has been adamant about wrestling power from the West.

Amnesty International accuses Israel of committing genocide in Gaza

Human rights group Amnesty International has concluded that Israel’s war on Gaza meets the legal threshold for genocide in a damning new report.

The report published on Thursday, titled, “You Feel Like You Are Subhuman”: Israel’s Genocide Against Palestinians in Gaza, is the culmination of months of research by Amnesty, including extensive witness interviews, analysis of “visual and digital evidence”, including satellite imagery, and statements made by senior Israeli government and military officials.

Amnesty said the Israeli military has committed at least three of the five acts banned by the 1948 Genocide Convention, including indiscriminate killings of civilians, causing serious bodily or mental harm, and “deliberately inflicting on Palestinians in Gaza conditions of life calculated to bring about their physical destruction”.

“Month after month, Israel has treated Palestinians in Gaza as a subhuman group unworthy of human rights and dignity, demonstrating its intent to physically destroy them,” said Agnes Callamard, secretary-general of Amnesty International.

“Our research reveals that, for months, Israel has persisted in committing genocidal acts, fully aware of the irreparable harm it was inflicting on Palestinians in Gaza,” Callamard said.

“It continued to do so in defiance of countless warnings about the catastrophic humanitarian situation and of legally binding decisions from the International Court of Justice [ICJ] ordering Israel to take immediate measures to enable the provision of humanitarian assistance to civilians in Gaza,” she said.

“Our damning findings must serve as a wake-up call to the international community: this is genocide. It must stop now,” she added.

Callamard said that taking into “account the pre-existing context of dispossession, apartheid and unlawful military occupation” in which the Israeli military’s crimes against the civilian population of Gaza have been committed, “we could find only one reasonable conclusion: Israel’s intent is the physical destruction of Palestinians in Gaza”.

Israel dismissed the Amnesty International report as “entirely false” on Thursday.

“The deplorable and fanatical organisation Amnesty International has once again produced a fabricated report that is entirely false and based on lies,” Israel’s foreign ministry said in a statement.

‘Seismic, shameful failure’

The Israeli military’s argument that it is lawfully targeting Hamas and other fighters who are located among the civilian population of Gaza – and that it is not deliberately targeting the Palestinian people – does not stand up to scrutiny, Amnesty said.

“The presence of Hamas fighters near or within a densely populated area does not absolve Israel from its obligations to take all feasible precautions to spare civilians and avoid indiscriminate or disproportionate attacks,” the rights group said.

“Regardless of whether Israel sees the destruction of Palestinians as instrumental to destroying Hamas or as an acceptable by-product of this goal, this view of Palestinians as disposable and not worthy of consideration is in itself evidence of genocidal intent,” it said.

Amnesty also said that it found “no evidence” that the reported diversion of humanitarian aid by armed groups in Gaza “could explain Israel’s extreme and deliberate restrictions on life-saving humanitarian aid” to the civilian population of the war-torn territory.

Officials in Israel have consistently rejected allegations of committing genocide in Gaza, claiming they are acting in self-defence following the Hamas-led October 7 attacks and that criticising their war is anti-Semitic.

The Amnesty report, however, also states that the crimes documented in Gaza were often “preceded by officials urging their implementation”.

More than 100 statements by Israeli military and government officials were reviewed in the report that “dehumanised Palestinians, called for or justified genocidal acts or other crimes against them”.

Of those statements, 22 were made by senior officials in charge of managing the war on Gaza and “appeared to call for, or justify, genocidal acts, providing direct evidence of genocidal intent”.

“This language was frequently replicated, including by Israeli soldiers on the ground” who made calls to “erase” Gaza and celebrated “the destruction of Palestinian homes, mosques, schools and universities”, Amnesty said.

Amnesty’s Callamard said the international community was also guilty of a “seismic, shameful failure” in Gaza by failing to “press Israel to end its atrocities”.

By delaying calls for a ceasefire in Gaza and continuing to send weapons to Israel, the international community’s failure “will remain a stain on our collective conscience”, Callamard said.

“Governments must stop pretending they are powerless to end this genocide, which was enabled by decades of impunity for Israel’s violations of international law,” she said.

“States need to move beyond mere expressions of regret or dismay and take strong and sustained international action, however uncomfortable a finding of genocide may be for some of Israel’s allies.”

‘I feel sorry for them’ – Prince Harry responds to Meghan Markle divorce rumors

There have been rumors about Prince Harry and Meghan Markle getting a divorce as they haven’t been seen together at some recent public events. But on Wednesday, the Duke of Sussex downplayed those speculations during an appearance at The New York Times’ 2024 DealBook Summit in New York City.

The rumors about Prince Harry, 40, and the Duchess of Sussex having marital issues stemmed from the pair not being spotted together at professional engagements, the New York Post reported. The couple were said to be going through a “professional separation” to fix up their images.

Prince Harry addressed those rumors when NYT columnist and DealBook founder Andrew Ross Sorkin asked about people being obsessed with his personal life.

“I Google News-ed you, and there were people fascinated by everything you’re doing, all the time. They’re fascinated by Meghan is in California right now, and you’re here,” Sorkin said in reference to Meghan separately attending an event in California.

“And there’s articles left and right about, you know, ‘Why are you making, doing independent events? Why aren’t you doing them together?’” Sorkin added. Prince Harry jokingly responded by saying, “Because you invited me, you should have known!”

“True,” Sorkin replied. “Is that normal for you? The second there’s an article — she’s in California, you’re in New York — they say, ‘Well, what is happening with these two, right?’ Is that a good thing for you, in a way, that there’s so much interest in you?”

“No, that’s definitely not a good thing,” Prince Harry replied. “Apparently we’ve bought or moved house 10, 12 times. We’ve apparently divorced maybe 10, 12 times as well. So it’s just like, what?’” Prince Harry continued.

“It’s hard to keep up with, but that’s why you just sort of ignore it. The people I feel most sorry about are the trolls,” he added. “Their hopes are just built and built, and it’s like, ‘Yes, yes, yes, yes, yes,’ and then it doesn’t happen. So I feel sorry for them. Genuinely, I do.”

Prince Harry also said he believed his appearance at the event “will be spun or twisted somehow against me, and maybe you yourself will be trolled relentlessly.” “For that, I can only apologize, but you did invite me, so it’s not my fault,” the 40-year-old added.

Besides addressing the divorce rumors, Prince Harry also touched on being in the spotlight from a very young age because of his status as a royal as well as the media reportage about his late mother Princess Diana’s rocky marriage with his father King Charles III.

“I’ve had a lived experience since I was a kid,” Prince Harry told Sorkin, per the New York Post. “I’ve seen stories written about myself that aren’t exactly based on reality. I’ve seen stories about members of my family, friends, strangers, all sorts of people.”

“And I think when you grow up within that environment, you do find yourself questioning the validity of the information but also what other people are thinking of that as well, and how dangerous it can be over the course of time,” he explained.

Second impeachment motion filed against Philippines VP Duterte

Activists in the Philippines have lodged a new impeachment complaint against Vice President Sara Duterte.

At least 74 left-wing complainants, including human rights and labour leaders, asked the country’s House of Representatives on Wednesday to unseat Duterte over the alleged misuse of government funds.

The request follows an impeachment motion filed earlier this week that focused on a recent public threat against the president. The incident has brought a power struggle between the pair’s powerful political clans to light.

Wednesday’s motion was over a “betrayal of public trust” concerning the misappropriation of 612.5 million pesos ($10.3m) in so-called “confidential funds”, and demanded that Duterte be permanently barred from office.

The complaint against the 46-year-old lawyer, daughter of former President Rodrigo Duterte, is the second in as many days.

On Monday, civil society and religious leaders submitted a case covering 24 alleged crimes and irregularities involving corruption and misconduct.

The complaints included the death threat that Duterte made against President Ferdinand Marcos Jr at a news conference last month, which is currently being probed by government investigators.

It also addressed her alleged role in her father’s brutal crackdown on illegal drugs while he was in office, which is under investigation by the International Criminal Court.

‘Antidote to impunity’

Duterte swept to power in 2022 in an alliance with Marcos but that has spectacularly collapsed in the leadup to elections in May, with their powerful families clashing.

Duterte has said that her instruction to have her estranged ally killed, which she revealed in late November, was not a plot to kill him but only meant to be triggered if any potential plot to assassinate her should be successful.

On Friday, Marcos drew criticism for warning that any impeachment complaint against his estranged vice president would only distract Congress and not help people.

In Wednesday’s complaint, activists said the vice president’s office spent 125 million pesos ($2m) over a period of 11 days during the Christmas holidays on suspicious expenditures, including renting “safe houses” and paying for unspecified confidential information.

The vice president, they alleged, had tried to cover up the misuse of public funds by submitting fabricated reports, receipts and documents and deliberately obstructing a congressional investigation.

“The impeachment is the antidote to impunity,” said Renato Reyes of Bayan, a left-wing political coalition. “Citizens and taxpayers need to hold public officials accountable.”

The impeachment complaints will be examined by the House of Representatives, which is dominated by allies of Marcos and his cousin and key backer, House Speaker Martin Romualdez – also targeted by Duterte in last month’s death threat – before a potential impeachment trial in the Senate.

50 Cent has doubled down on his claim that JAY-Z tried to prevent him from performing at the Super Bowl in 2022, even offering up a reason behind the alleged impedement.

The G-Unit boss came out as a surprise guest to perform “In Da Club” during Dr. Dre‘s star-studded halftime show in Los Angeles, which also featured Snoop Dogg, Eminem, Kendrick Lamar and Mary J. Blige.

According to 50, he almost wasn’t a part of the historic spectacle due to his former rival Hov — who has helped organize the Super Bowl halftime show since he partnered with the NFL in 2019 — pulling strings behind the scenes.

Sitting down for an interview with Cam’ron for his new show Talk With Flee, the Power mogul theorized that it was all down to competition — and not just in music.

Asked about the success of his Sire Spirits liquor company, which has deals with 11 major league sports teams, 50 explained: “My partnerships are with the owners direct […] I think when you have everything, the ‘cool’ is the object. It’s to figure out what’s really cool.

“And then when the really rich guys, the owners, keep seeing you around other guys that are their equivalent, they look and go, ‘Bring me that, that’s cool.’ So they want to be around me too and it starts to open up.”

He then turned his attention to JAY-Z and the NFL: “This is why I was saying I knew what old boy was doing with the Super Bowl. Because he was doing some slick shit. He was doing some wild shit, Cam.

“He was saying to Eminem that the NFL had the issue with me. And I’m like, ‘Well, what’s the issue? Why don’t they have an issue when I’m becoming a partner with the actual teams? But they have an issue with my actual performance? It makes no sense.’”

Cam then asked 50 why he thinks Jay didn’t want him to perform at the Super Bowl, posing the question: “Was he threatened?”

“Not even threatened,” Fif replied. “I think it’s just… our culture’s competitive, but I think when it goes past the music itself to blocking things in business, then I don’t understand that.

“Right now, he’s not even competing for a slot. He doesn’t have a new song out that he wants to be top 10 and he’s still competing. It don’t make sense. What are we competing for? What’s the goal?”

50 Cent previously credited longtime friend and collaborator Eminem with securing his spot at the Super Bowl, revealing the Detroit rap legend threatened to boycott the halftime show if 50 wasn’t involved.

“[Roc Nation] wanted to leave me out of it. They didn’t want me there,” he told The Hollywood Reporter earlier this year. “[But] Eminem wouldn’t do it without me. That’s how I ended up on the show because he was not coming if I didn’t do it.

“When that happens, you go, ‘Damn, so you just lost Eminem because you didn’t bring 50? Damn. All right. Bring 50 then.’ But if it was up to them, they would not have me there.”

The Cyber Security Bill has been withdrawn and deferred indefinitely

Draconian Bills Designed to Clamp Down on Freedom of Speech and Social-Media, Withdrawn

Well done MPs, well done Civil Society Groupings, well done all.

Government has deferred Bill No. 17 clamping down on freedoms of speech and expression proposing jail sentences of upto 20 years for hate speech, a bill that prolosed amendments to the Cyber Security and Cyber Crimes Act of 2021 and Bill No. 30 of 2024, Cyber Crimes Bill, a new proposed law that would clamp down on social-media.

If passed the bills would have severely undermined the freedom of speech, access to information and freedom of expression.



Minister of Home Affairs and Internal Security Jack Mwiimbu informed Parliament when the Bills came up for second reading in the House, that the Bills would be deferred for further consultations.

Below was my commentary on the same;

Cyber Crimes Bills, Government’s Crimes Against Citizen

The Government of President Hakainde Hichilema has introduced two bills of concern in Parliament;

1. Bill no. 17 of 2024 intended to raise imprisonment of up to 20 years for offenses related to hate speech.

2. Bill no 30 of 2024, a new law to tackle cyber crimes, protect persons against cyber crimes and provide child online protection.

Although the proposed laws are intended to curb hate speech, cyber crimes and privacy protection, and online protection for children, a scrutiny of these proposals immediately reveals the government’s clear intention to heavily clamp down on social media.

Similar to the Cyber Security and Cyber Crimes Act of 2021, a decent law designed to curb rising cyber crimes and provide cyber security, was sadly turned into a law to clamp down on freedom of information, freedom of expression and right to hold and express opinions.

In this case, government has sneaked in, ridiculous and repressive proposals in the bills that literally outlaw publication of data or information that may not be favorable to Government or public officials seeking to hide in privacy protection and the proposed law has provided punitive measures in form of heavy fines or imprisonment of up to twenty (20) years.

In my earlier article  I have already tackled proposed amendments in Bill no.17 of 2024.

But here are some propasals in Bill No. 30.of 2024, Cyber Crimes Bill of 2024.

The proposals are crafted in wide and undefined terms, seeking to literally prohibit freedom of expression and the right to hold opinion and commentary.

These proposed laws also literally outlaw publishing of whistle-blower material that usually exposes abuse of office, corruption, and illegalities that could be committed by public officials.

The laws, if enacted, will be the most draconian and archaic laws that have graced our Parliament and will infringe on serious freedoms and rights of citizens, especially freedoms of expression.

The provisions will likely be subject to wanton abuse by law enforcement agencies against citizens, especially critics of government.

Further, the accompanying punitive measures of upto 20 years imprisonment for hate speech and 15 years for breach of handling of private information attract jail sentences that are excessive, repressive and allow President Hichilema to literally outlaw criticism and legislate a dictatorship.

Here are some examples;

●If you access or check messages of another person (fine or imprisonment of up to five years)

● If you delete messages, information, or data of another person (fine or imprisonment up to five years)

● If you communicate, disclose, or transmit data, information, or critical information or program (fine or imprisonment of seven (7) to fifteen (15) years)

● If you release information without lawful authority ( fine or seven (7) years to fifteen (15 years) years imprisonment).

● Recording conversations without prior notice or consent (fine or two (2) years in imprisonment)

● Importation, purchase, or download of apps that can access or cause damage to another computer device (fine or five (5) years).

● If you humiliate, harrass another person online ( fine or two (2)years).

● if you publish obscene, lewd, indecent material intended to humiliate or harrass another person (fine or five (5) years)

● If you publish material that embarrasses, humiliates, public ridicule, contempt, cause embarrasment of another person (fine and two years imprisonment or both).

● Wide powers of forfeiture given to law enforcement agencies.

Other crimes cited relate to identity theft, cyber crimes, and protection of persons against cyber crimes pornography and child online protection maybe useful but its the proposals related handling of Information and punitive measures that are of serious concerns.

Mines Minister Paul Kabuswe demands K50,000,000 along with an apology from Miles Sampa

Kabuswe to scoop out K50 million from Miles’ pockets for defamation

Minister of mines and mineral development, Paul Kabuswe wants to extract a whopping K50 million from matero member of parliament Miles Sampa, for soiling his character by alleging that he amassed wealth from the clandestine manner he had sold Mopani Copper Mines on the Copperbelt, to its new investors.

Kabuswe has given Sampa a three-day ultimatum in which to retract the defamatory statements made against him, on his Facebook page.

On his Facebook page Sampa posted defamatory statements alleging that ; “The UPND government can be faulted for failure to achieve one of many things but there is one huge success they have made which I wish to commend them for. They have set the standard that no one that breaks the law gets away with it be it in Ministries, Judiciary, Parliament, ECZ, Councils etc.”

“Zambia is good with the precedent that he or she that breaks the law in the execution of their duties, will be visited by the same law someday. I have the mines minister Kabuswe in mind. From a ambo Mayor of Chililabombwe under ECL as in the pic
attached, to a now multi-millionaire in dollars after selling our Mopani mine to Delta from the Middle East at $O (zero price). Free that is.”

“The arrogance of fast big money is all over him and I have personally seen such before. I am no Zambian but can tell which other Ministers are in and not in fast money just but how they now walking and speaking.”

According to a letter of demand served on Sampa by Kabuswe’s lawyers, Leonard Tembo legal practitioners, the minister says the innuendo expressed in Sampa’s posting implies that he has violated the law in his execution as
Minister of Mines and Mineral Development,  specifically relating to the recent transaction of
Mopani Copper Mines between Government through ZCCM-Investment Holdings Ple and Delta Mining Limited.

Kabuswe says the transaction of Mopani Copper Mines by the Government of Zambia was legally conducted as the process was duly complied with and it is evidenced by the fact that no one has commenced any legal action in Court including Sampa himself, against the government or himself relating to the said transaction.

Kabuswe said he has never broken any law in his role as Mines Minister in the facilitation of the transaction of Mopani Copper Mines, as he has not been charged with any criminal case relating to the transaction of the mine.

“To that extent our client briefs us that he was flabbergasted by your statement that he is now
a multi-millionaire in Dollars which statement is totally untrue,” read the letter.

“According to our client by the said words, you meant and were understood to mean that our client has personally benefited in monetary form, through corrupt deals, from the transaction of Mopani Copper mines to the extent that he is now a multi-millionaire in Dollars.”

Kabuswe said the words imply that he engaged in illegal acts in his role as Minister of Mines and Mineral Development during the process of the transaction of the mines when in fact not.

He said the statement by Sampa that he has become arrogant because according to him, he has accumulated ‘fast big money’ from the transaction of Mopani Copper Mines is not only false, but also has potential to tarnish his political career which he serves with diligence and humility.

Kabuswe said he has spent his life building a positive reputation of his political career which spans for over 20 years during which period he has been elected or appointed among other positions, as councilor, Mayor of Chililabombwe Town Council, Member of Parliament of Chililabombwe Constituency and currently serving a s Minister o f Mines and Mineral Development of the Republic of Zambia.

He stated that he was shocked, disturbed physically and mentally and felt maliciously scandalized, as he has received numerous inquiries from workmates, family members and from his constituents in Chililabombwe Constituency in which he serves as area
Member o f Parliament.

Kabuswe contended that the words imply that he is corrupt and not fit to hold his ministerial position.

He said as minister of mines he represents government in his interactions with both local and international mining business entities and persons in the best interest of government and he strives to maintain an impeccable reputation.

Kabuswe said his reputation has been damaged by Sampa’s reckless false statements and as a politician he should have avoided posting such a preposterous and agitating statement which was well calculated to bring his political and personal reputation into ridicule, public scandal, odium and contempt.

The minister said he has been seriously injured in his character, and reputation and  has been brought into public scandal, odium and contempt.

He said as a result he is seeing redress for defamation through an apology and that Sampa desists from making libelous statements against him.

but also has a direct financial impact, which according to Tourism Council of Zambia, deprives Zambian owned businesses of approximately US$250m (ZMW7billion) in revenue opportunities.”

“In the World Internal Security & Police Index 2024, released in November, Zambian Police were ranked amongst the worst forces in the world at a shocking 118 out of 125.”

“The infamous reputation of our traftic police is massively detrimental for both local and foreign self-drive tourists for fear of harassment and being subjected to extortion.”

Your Excellency,

It is with a heavy heart that I pen this letter, reflecting on the state of governance under your administration over the past three years. The hope and optimism that accompanied your resounding victory in 2021 driven by the votes of 2.8 million Zambians are quickly dissipating. The people who believed in your promises of change and transformation are increasingly disappointed as their expectations remain unmet.

The Zambian people did not vote for political vendettas. They voted for solutions to the challenges affecting their lives high costs of living, unaffordable fuel prices, rampant corruption like you claimed, and a struggling economy. Your campaign was built on a foundation of promises to ameliorate these challenges and restore trust in governance. Sadly, the reality today tells a different story.

Your Excellency, it is disheartening to see your administration remain fixated on former President Edgar Chagwa Lungu. While you tirelessly fought him during your time in opposition, one would have expected that, upon assuming office, your focus would shift toward fulfilling your promises to the Zambian people. Instead, your government seems determined to perpetuate this political rivalry.

Let me remind you, political battles are settled at the ballot box. The Zambian people gave you their mandate in a landslide victory, but instead of focusing on the issues that matter, your administration has prioritized using constitutional amendments and the judiciary to consolidate political power. This approach undermines the trust and goodwill of the very people who voted for you.

Your Excellency, the energy and resources you are expending to undermine Edgar Lungu’s eligibility could be better utilized in tackling the corruption within your own administration. Ministries such as Health and Mines, as well as institutions like the National Road Fund Agency (NRFA), are embroiled in scandals that erode public trust. The sugilite scandal, the gold scandal that was inexplicably turned into  copper by your Minister of Mines, and the lack of accountability across sectors paint a troubling picture.

You campaigned on a platform of fighting corruption, but your actions suggest a selective approach. The Zambian people are watching, and they see double standards in your governance. True leadership begins with introspection cleaning up one’s own house before pointing fingers at others.

The challenges facing Zambians today are grave. The cost of living is unbearably high, with many families struggling to afford basic necessities. Youth unemployment remains a ticking time bomb, and small scale farmers are grappling with delayed inputs due to poor policies inorder for them to access the inputs. The much touted economic revival remains a mirage for the average citizen.

Your focus on political battles will not reduce the cost of mealie meal. It will not create jobs. It will not improve public healthcare. These are the issues Zambians care about, and they demand your attention and strategic approach not rhetoric.

Your Excellency, the introduction of the proposed Cybersecurity Bill appears to be a move to suppress dissent and stifle criticism. If you believe silencing the voices of concerned citizens will prolong your stay in office, you are mistaken. Zambians are resilient, and history has shown that attempts to curtail their freedoms only fuel their resolve.

Instead of introducing laws to silence critics, your administration should focus on delivering tangible results. The trust of the people cannot be commanded it must be earned through integrity, transparency, and service.

Your Excellency, the time has come to sober up and take full responsibility for the state of the nation. Fighting Edgar Lungu’s eligibility will not improve the lives of Zambians. It will not fix the economy, nor will it restore the hope that so many had when they cast their votes for you in 2021.

The Zambian people demand leadership that prioritizes their needs above political distractions. They demand accountability and action to address corruption in your administration. They demand solutions to the pressing issues of unemployment, rising costs, and economic instability.

History will judge your presidency not by how you silenced your critics but by how you transformed Zambia into a better nation for all its citizens. Step away from the politics of vengeance and rise to the challenge of true leadership. Focus on the mandate you were given work for the people, and let that be your legacy, you have the opportunity to create a better Zambia for all, all what you need is  putting your house in order.

ZAMBIA TO EXPERIENCE HIGH TEMPERATURES WITH REDUCED RAINFALL UP TO DECEMBER 12 – HON. MPOSHA

Lusaka, Thursday, 5th December, 2024 – Zambia is expected to experience high temperatures ranging from 36 to 43 degrees C coupled with reduced rainfall in most parts of Zambia that will last up to December 12, 2024.

Minister of Green Economy and Environment, Hon. Mike Mposha MP said during the media briefing on the outcomes of the twenty-ninth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change held from 11th to 23rd November, 2024 in Baku, Azerbaijan that some parts of Zambia like Luapula, Northern and Muchinga Province are expected to receive an improvement in rainfall level conditions starting from 11th December, 2024.

“This improvement is expected to gradually progress southwards, reaching the Copperbelt and Northwestern Province by 11th December, 2024” he said.

“Looking ahead, from 1st to 12th December, most parts of Zambia are expected to experience high temperatures, ranging from 33°c to 43°c, coupled with reduced rainfall. However, we anticipate an improvement in rainfall conditions in Luapula, Northern, and Muchinga Provinces to start around the 7th of December. “

Hon. Mposha said this improvement is expected to gradually progress southwards, reaching the Copperbelt and Northwestern Provinces by the 11th of December.

He advised the public to take precautions by consuming plenty of water in order to avoid dehydration, conserve water especially in areas experiencing water shortages.

Hon. Mposha said people should be aware of heat related illnesses and consult with health care professionals if needed.

“Limit outdoor activities during the hottest part of the day, wear lightweight, loose fitting clothing and seek shade,” he added.

He said farmers have been advised to implement water conservation techniques such as drip irrigation and mulching and crops and livestock have to be closely monitored during these times.

“Be fire-cautious: avoid open fires and be mindful of activities that could spark fires. We will continue to monitor the situation closely and provide regular updates through daily weather forecasts and 10-day agrometeorological bulletins,” he said.

Zambia Meteorological Department Director Mr Edson Nkonde said the high temperatures are as a result of the absence of cloud cover which moderates the temperatures downwards hereby causing direct insulation from the sun.

“It is very unusual during this time of the season but these are the things we are indicating on how the climate is going to change,” said Mr. Nkonde.

Zambia Army Military Police at Army Headquarters have apprehended a suspected scammer who had been posing as a Lieutenant in the Zambian Army.

The suspect, Edwin Chalenzeka, male aged 21 of Matero Township in Lusaka, is believed to have defrauded multiple victims by exploiting their trust, promising them enlistment in the Zambia Army as Regular Officers. So far, two victims have come forward to report their experiences with the scammer.

The Military Police are urging any other individuals who may have been dupped by Edwin Chalenzeka, who has been using different names and phone numbers, among them Jimmy Kamano, Jacob Maurindi and Shuko Chalenzeka, to come forward and report the matter to the nearest police station or military establishment. The suspect has since been handed over to the Zambia Police Service for further investigation and prosecution.

This incident serves as a reminder for the public to remain vigilant and exercise caution when dealing with individuals claiming to be Army personnel, especially online or over the phone. It is important to verify the authenticity of such claims and avoid sharing personal information or financial details with strangers.

The Zambia Army has emphasised its commitment to upholding the integrity of the military and taking swift action against individuals who attempt to tarnish its reputation. For the scammers out there, this serves as a reminder that our boots are on the ground, and our Military Police are coming for you.

Patriotic Front Members of Parliament have rejected the Cyber Crimes Bill and the Cyber Security Bill being tabled for the Second Reading stage in the National Assembly.

The Parliamentarians have cited the lack of wider stakeholder consultation before the two bills were rushed to parliament despite the two Committees which presided over the stakeholder engagement also not being in support of the two bills.

Speaking at a press briefing today, Kamfinsa Member of Parliament Hon Christopher Kang’ombe has cited Clause ten 3b of the Cyber Crimes Bill seeks to empower law enforcement officers like the Police, DEC, ACC to record a private conversation between citizens where they feel there is reasonable suspicion of intent to commit a crime.

Hon Kang’ombe says should these bills pass, those of who enjoy freedoms to talk to their colleagues will no longer have the same freedoms because they risk having their conversations recorded.



“If we fail the Zambian people and this law passes, our rights to privacy will be infringed upon by state officers therefore we are rejecting this Cyber Crimes Bill,” Hon Kang’ombe said.

And on the Cyber Security Bill, Hon Kang’ombe has bemoaned that the UPND are proposing the interception of communication on oral request whereby telecommunication companies can be instructed to intercept or record what citizens are discussing without court orders.

Hon Kang’ombe, who is also PF National Youth Chairperson says this goes against the Constitution which requires law enforcement officers to obtain consent from the Attorney general and a court order before proceeding to record a private conversation.

He states that this confirms what the UPND have been doing all along but the problem they are having is that the current law does not allow it so they want to find ways to legitimatise it.

“What else can make the ruling party to push for enactment of such a draconian provision of the law other than the fact that they have been intercepting our private conversations but the law does not allow them to act on it?” Hon Kang’ombe questioned.

He says this is a bad law that should not be allowed to pass and the lawmakers will be failing in their duties if they allow it to pass particularly that they represent the interests of young people in their respective constituencies.

And Lunte Member of Parliament Mutotwe Kafwaya has reminded the UPND that prior to being voted into power, they had promised to repeal the cyber laws having demonised what the PF government had enacted.

Hon Kafwaya recalls that in 2021 before parliament was dissolved, he as Minister of Transport and Communications spearheaded the enactment of three bills including the current Cyber Security and Cyber Crimes Act.

He explains that before enactment, the PF had a lot of wider stakeholder engagement and consulted at all levels and a lot of time was given to the committee to engage unlike the two days given by the UPND.

Hon Kafywaya recalls that even when over ten days was given for stakeholders to give reviews, the UPND accused the PF of rushing the bills hence it is surprising that they could allocate two days to hear stakeholder views.

He has since called on President Hakainde Hichilema to prevail over his ministers responsible so that the bills are deferred for proper stakeholder consultations.

“Both the two Committees responsible for the two bills and the stakeholders are not in support of the bills and have urged the Executive arm of government to defer it for further consultation,” Hon Kafywaya noted.

It doesn’t take a political expert to see that President Hakainde Hichilema is directly involved in the eligibility case against former President Edgar Lungu. His aggressive push to prevent former President Dr. Edgar Chagwa Lungu from contesting the 2026 elections is less about upholding the law and more about securing his own political survival. Despite his denials, all signs point to President Hichilema orchestrating this strategy—a calculated attempt to neutralize a powerful opponent in a way that undermines Zambia’s democracy and bolsters his own ego.

This approach is stoking deep political divisions, creating a narrative that President Hichilema’s leadership is driven not by confidence but by a deep fear of competition. What should be a healthy political rivalry has instead evolved into a bitter fight that risks tearing the nation apart. The case against Dr. Lungu’s eligibility is not just a legal matter—it symbolizes a larger pattern of political manipulation, where state power is used to entrench control rather than uphold the principles of fairness and democracy.

Historical Context: Dr. Lungu’s Eligibility Rulings

This is not the first time the Constitutional Court has ruled on former President Lungu’s eligibility. On no fewer than three occasions, the court—the final authority on constitutional matters in Zambia—has reaffirmed that the two years Dr. Lungu served after President Michael Sata’s death do not constitute a full presidential term. The court has consistently upheld that according to Article 106(6)(b) of the Constitution, a term served for less than three years cannot be counted as a full term.

These rulings have established a clear precedent: Former President Lungu, having only served one full term between 2016 and 2021, remains eligible to run for another term. This legal foundation is firm, clear, and based on constitutional provisions that should guide any future deliberations.

Yet, despite these established rulings, the matter has resurfaced, driven by Mr. Chizombe Michelo, a known ally of President Hichilema and a UPND cadre, who has petitioned the court to declare that Lungu is ineligible to contest future elections. This attempt raises serious concerns about political interference in the judiciary, especially as no new evidence has been presented to justify reopening a matter that the courts have already resolved. Zambia’s legal system requires compelling new evidence to revisit settled matters, and the lack of such evidence begs the question: why is this case even being considered again?

Abuse of Power and Erosion of Democratic Integrity

President Hichilema’s efforts to manipulate Zambia’s legal institutions for political gain have not gone unnoticed. His relentless pressure on the judiciary to deliver a ruling that serves his interests is eroding public trust in Zambia’s legal system. The perception that the judiciary is being used as a tool of the executive branch undermines its independence and casts doubt on the fairness of the entire judicial process.

The timing of this challenge is highly suspect. With mounting dissatisfaction among the Zambian public over unmet promises—such as economic recovery, job creation, and the ongoing energy crisis—President Hichilema seems desperate to avoid facing a strong, credible challenger in 2026. Former President Lungu still enjoys significant grassroots support, particularly in key regions, and remains a formidable opponent. If President Hichilema is truly confident in his governance record, why resort to underhanded tactics to remove a competitor? By attempting to bar Dr. Lungu from contesting, Hichilema’s government is sending a message of weakness, not strength, further damaging its claim of delivering transformative leadership.

The Will of the People

In a democracy, it is the people—not the government—that should determine who leads them. Blocking former President Lungu from contesting the 2026 elections is a direct assault on this principle, depriving Zambians of their right to choose their preferred leader. Regardless of one’s opinion of Dr. Lungu, the core issue remains: the electorate must have the right to vote for any eligible candidate of their choosing.

President Hichilema’s actions reflect a disturbing lack of faith in the Zambian people’s ability to make informed decisions. This move threatens to undermine Zambia’s democratic foundations and fosters a dangerous narrative: that the ruling party is willing to subvert democracy to ensure its continued hold on power.

President Hichilema must recognize that blocking Dr. Lungu from the 2026 elections will not guarantee his political survival. Ultimately, power lies with the people. The electorate must have the freedom to choose their leaders, and it is their collective voice that gives legitimacy to any government. Denying them that choice undermines the very essence of democracy.

The Implications for Zambia’s Judiciary

The judiciary is the bedrock of democracy, entrusted with the impartial interpretation and application of the law. Yet, the sustained effort to challenge Dr. Lungu’s eligibility is threatening to compromise the independence of the courts. If President Hichilema truly believes in his administration’s accomplishments—whether in economic reforms, anti-corruption initiatives, or governance—he should welcome competition. Democratic leaders who are confident in their record do not fear challengers; they embrace the chance to showcase their achievements in a free and fair contest.

Democracy thrives on choice, transparency, and the free expression of political will. Attempts to manipulate the electoral process only undermine these values, casting doubt on the government’s commitment to democratic principles. Instead of focusing on eliminating rivals, President Hichilema should focus on fulfilling his promises to the Zambian people and allowing his performance to speak for itself.

Conclusion: Let the People Decide

The ongoing efforts to block former President Dr. Lungu from contesting in the 2026 elections signal a troubling trend: the prioritization of political survival over democratic integrity. Mporokoso Member of Parliament Hon Brian Mundubile has challenged President Hakainde Hichilema and the UPND to desist from pushing the agenda of enacting Draconian laws aimed at prolonging their stay in power at the expense of citizens rights and freedoms granted to them by the Constitution.

Hon Mundubile states that the president must instead come out in the open to face the Zambian people and accept their mistakes as well as admit that some of the campaign promises they made were made out of wrong assumptions.



Commenting on the ongoing enactment process of the Cyber Crimes Bill and Cyber Security Bill currently being tabled in Parliament, he states that it is clear that Zambins have rejected the two bills based on the reaction from stakeholders.

“President Hichilema must know that the Zambian people would rather he faces them and admit that some promises he made were done without proper information or assumptions instead of bringing these bills to deter them from reminding him on what he promised them,” hon Mundubile said.

A lawyer by profession, hon Mundubile explains that the grand norm under Article Three of the Constitution gravitates towards protecting citizens hence the UPND’s attempts to come up with a law that seeks to take away those laws granted by the Constitution are misplaced.

He has wondered why law enforcement agencies particularly the Zambia Police should be given so much power to the extent of tapping into citizens private conversations without obtaining a court order because such goes against fundamental rights granted in the Constitution.

“Imagine the same police under the current Inspector General Graphel Musamba who have been ranked amongst the worst on international rankings being given such powers so as to deter even the young people from reminding the President about his promises” Hon Mundubile said.

The parliamentarian has wondered why the UPND are so bent on promoting clauses that seek to criminalise the practice of sending a forwarded message when people enjoy the freedoms of sharing messages for various reasons such as confirming authenticity of particular messages among other things.

He says the young people should be allowed to freely participate fully in the cyber space without gagging them hence the President must prevail on his ministers to withdraw the bills from Parliament.

The Mporokoso lawmaker states that what the UPND have embarked on to deter people from reminding them about their campaign promises by using the two bills is an expensive route borne out of poor judgement and must be withdrawn.

“At the rate we are moving, very soon in future people will start making rules aimed at gagging youths from reminding those in power about their campaign promises,” hon Mundubile has warned.

Hon Mundubile has since called upon leaders regardless of their political affiliation to exercise their given responsibility to serve to act in the interest of the people by rejecting the two bills.

Earlier, Chilubi Member of Parliament Hon Mulenga Fube said the attempt to enact the two bills is an attack on the nation by the UPND government in line with their systematic agenda to change laws so that they target the opposition and citizens with dissent views.

“Aside from these two bills, they have brought a number of controversial pieces of legislation such as those targeting hate speech with alarming punishments of upto 20 years because the president wants to use ‘lawfare’ so as to remain alone on the political space,” Hon Fube said.

He has reminded young people that the same cyber space they used to promote President Hichilema and the UPND is what he is targeting to squeeze their freedoms on the cyber space.

Hon Fube adds that there is nothing that has necessitated the change of laws at such lightning speed other than the President’s insatiable desire to remain in power.

In a move that raises serious alarms for civil liberties and democratic integrity, the Zambian Government has proposed a Cybersecurity Bill that threatens to trample on the fundamental rights of its citizens. While the Government claims that the legislation is designed to combat cyber threats and terrorism, a closer inspection reveals that it could pave the way for widespread surveillance, censorship, and the erosion of privacy—without proper safeguards or oversight.

The Law Association of Zambia (LAZ) has rightly criticized the Bill, warning that its provisions are not only dangerous but also unconstitutional. The Bill, currently under review by the National Assembly, includes disturbing clauses that give the state unprecedented power to monitor citizens’ online activities without judicial oversight. Surveillance measures outlined in Parts V and VIII could enable mass data collection, giving authorities carte blanche to snoop on personal communications, track online behavior, and access private data, all with minimal checks and balances.



These provisions come at a time when the global trend is toward curbing mass surveillance. Yet, Zambia’s proposed Bill seems intent on heading in the opposite direction, jeopardizing the right to privacy and undermining the principles of democracy. If passed, it would allow the state to monitor citizens without justification or scrutiny, effectively treating every Zambian as a suspect.



But it gets worse. The Bill introduces dangerously vague terms like “misinformation” and “national security threat”—terms that are ripe for abuse and manipulation. With no clear definitions, these terms could easily be weaponized against anyone who dares to voice dissent or challenge the Government. In a climate where political opponents, journalists, and ordinary citizens are already at risk of intimidation, these open-ended terms could be used to silence critics and stifle free expression. This is a direct assault on the right to freedom of speech, an essential pillar of any democracy.

The proposed Bill also ignores the core principle of judicial oversight. Under the new provisions, surveillance can be authorized without a court order, effectively placing unchecked power in the hands of the executive. This is a recipe for abuse. The notion that the Government could surveil individuals and collect personal data without any form of accountability is chilling.

The Law Association of Zambia, in its statement, rightly calls for clear definitions of key terms, mandatory judicial oversight for surveillance requests, and penalties for misuse of powers. The proposal, as it stands, is a clear overreach, one that could set back Zambia’s democratic progress by decades.

What is perhaps most concerning, however, is the Government’s apparent rush to push this Bill through Parliament without proper consultation. Civil society, human rights groups, and the general public are being shut out of a process that could fundamentally reshape the way Zambians interact with technology and the state. The lack of transparency is alarming. If the Government truly cares about the rights of its citizens, it should engage in an open and inclusive dialogue, ensuring that the voices of all stakeholders are heard before pushing forward with such an invasive and authoritarian piece of legislation.

In this age of digital transformation, cybersecurity is undeniably important. But the protection of national security cannot come at the cost of personal freedoms. The Government must reconsider this Bill and ensure that it aligns with international human rights standards. The Budapest Convention on Cybercrime, for example, offers a balanced approach to cybersecurity that safeguards individual freedoms while protecting national security.

The Zambian Government has a duty to protect its citizens, but it must do so without sacrificing the very freedoms that make Zambia a democracy. Until that balance is found, this Cybersecurity Bill must be shelved—before it becomes a tool for oppression rather than protection.

Zambia deserves better. We cannot allow our rights to be sacrificed on the altar of national security. The Government must take a step back, engage in genuine consultations, and create a Bill that serves the people, not the political elites.

If this Bill passes in its current form, it will be a dark day for Zambia’s democracy—and a victory for those who seek to control and surveil every aspect of our lives.

In Zambia, constitutional reform processes are always smeared with suspicion, misunderstandings, and misrepresentation. there’s always this notion that the government has a hidden agenda in Spearheading the much needed constitutional reviews and reforms, as a result from the first constitutional reform process in I think the 70s to now, no commission has successfully managed to institute a complete constitutional reform process.

Opposition parties and civil society organisations in Zambia always become suspicious and acrimonious towards such reform processes, even the UPND opposition did the exact same thing to MMD and PF, the PF in opposition did the same thing to the MMD to the extent that those seen to support the constitutional reform process  within the PF were even labelled “rebels” some were suspended others even expelled.

In government the PF pushed the bill of rights that was shot down by the UPND, robbing the Zambians of the much needed rights recognised by our National Constitution, the PF again pushed Bill 10 which was shot down again by the opposition, in 2021, the PF successful pushed the cybersecurity and crimes act that was signed into law by then President Edgar Chagwa Lungu and even that law was fought by the opposition led by the UPND.



So nothing happening today is really new, there’s serious need for us to put party politics aside and put Zambia first especially in matters such as these of constitutional reforms, we can’t always fight ourselves and hinder progressive agendas all in the name of politics and proving points.

Yes, i understand we are a young democracy and fears are all over as to whether  the agenda is personal or for the good of the zambian people. Today, it’s the PF again!! and other civil society organisations fighting the constitutional reforms process without proper cause, I wonder who will fight them IF and WHEN they form GOVERNMENT AGAIN.

Zambias’ favourite President His Excellency Dr Levy Mwanawasa was also a victim of this resistance to change when he was republican President and spearheaded a constitutional review and reform process and had this to say about the resistance.

“Sometimes I feel that I am being deliberately misunderstood and drawn into unnecessary debate over my commitment to the constitutional and electoral reforms. I would like to remind Zambians and those who seek to doubt our intentions that the 1990 struggle to multi-party democracy was all about the constitution.

I am fully committed to constitutional and electoral reforms, which are based on the will and desire of our people. I have no personal interests, neither does my government have its own interests, to serve outside those of our people and our nation. I shall, therefore, not do anything or stand in the way of a transparent and people driven process on these reforms.

Any efforts, which my government has made, and any pronouncements my government and I have made are not final. Neither are these efforts meant to lead the debate or frustrate efforts of others. We only seek to facilitate the process as a matter of duty.

In many ways, the  confrontation, conflict, and under-development in our nation can be attributed to the inadequacies in our constitution and our electoral system. I am anxious that we remove this confrontation and conflict, which will enable us to embark on social and economic development. We desire a constitution, which comes from the people and which shall stand the test of time.

Rather than engaging in misunderstandings, misinterpretations of our intentions, which really achieve nothing, but cause delays in the process. I want to appeal to all interested parties, such as the Oasis Forum, NGO’s, the  student and labour representatives, the church and others to assist Government in creating a favourable and friendly environment and vehicle through which we can successfully achieve the objective of creating a sustainable constitution.

A constitution worth the test of time can not be achieved in an environment of suspicion, acrimony, misunderstandings, and misrepresentation. It can only be achieved in a friendly, transparent environment – an environment based on confidence and mutual respect for all participants.

Let us all commit ourselves to this process!”

So the debate, suspicions, and misrepresentation over the cyber security and crimes act does not shock me as it’s simply history repeating itself.

What’s funny is that among the NGOs questioning the process today, one sued government claiming the 2021 act was an infringement on peoples rights and freedoms, government then responded to say they will relook those issues in their amendment, which I believe they have, today they are still fighting government but failing to point at the specific part of the bill that they feel is an infringement on people’s rights.

The law is specific and inorder to cure whatever they think is off with a particular bill, they need to be specific, but to demonise the entire bill without any specific clause or part that you feel will harm the rights and freedoms of the Zambian people is plain ridiculous and mischievous – and breads nothing but unnecessary suspicion and acrimony!!

Let those criticizing the Cybersecurity act, do a surgery on the bill, and help the government understand specific clauses that will do harm to the citizenry.

Now, the Million Dollar question, dear Zambians, is how do we achieve actual constitutional reforms without the unending suspicion and acrimony??

South Korea provides a compelling example of how citizens and parliamentarians can confront authoritarianism together, ensuring that no leader rises above the rule of law. The recent resistance to South Korea’s President Yoon Suk Yeol’s alleged declaration of martial law underscores the profound strength of collective action in preserving democracy.

Zambia, too, stands at a crossroads. As concerns mount over President Hakainde Hichilema’s governance and the controversial Cyber Security and Cyber Crimes Bill, the South Korean experience serves as an urgent reminder: democracy is not a gift bestowed by the powerful—it is a right earned and safeguarded by the people.

South Korea: A Bold Stand Against Martial Law

When President Yoon Suk Yeol’s government faced national and international condemnation for proposing martial law as a response to political unrest, South Korea’s democratic institutions and people rose in defiance.

This authoritarian move—seen as an attempt to suppress dissent and consolidate power—was swiftly condemned by members of parliament from across the political spectrum. Citizens, meanwhile, took to the streets in massive, peaceful protests that demonstrated their unwavering commitment to democratic values.

The combination of public outcry and parliamentary opposition forced a political retreat, proving that unity between citizens and their elected representatives can overcome even the most autocratic ambitions.

Lessons for Zambia

Zambia’s democracy is being tested. Once celebrated for his commitment to reform and transparency, President Hakainde Hichilema now faces increasing criticism for authoritarian tendencies, including the suppression of dissent, the persecution of political opponents, and a lack of transparency.

His government wants to enact the Cyber Security and Cyber Crimes Bill. This proposed legislation, in particular, has sparked alarm for its potential to infringe on citizens’ rights by enabling mass surveillance, restricting freedom of expression, and stifling dissent. If left unchallenged, this bill could mark a dangerous slide toward authoritarianism.

Ironically, President Hichilema, when in opposition, openly criticized this same law. He declared it a “bad law” and promised that repealing it would be one of his first acts upon becoming president. Yet, fast forward to his presidency, not only has he failed to repeal the law, but his administration appears determined to strengthen it.

The question that begs an answer is: Why?

Why would a leader who once decried this legislation now champion it? Is this a case of political expediency, a consolidation of power, or a divergence from his earlier principles?

1. Parliament Must Be a Guardian of Democracy

In South Korea, parliamentarians stood as the first line of defense against President Yoon’s unconstitutional declaration of martial law. Their immediate and unified opposition underscored the role of a strong legislature in countering executive overreach.

Zambia’s Members of Parliament must likewise rise to their constitutional duty and reject any legislation that infringes on citizens’ rights. The Cyber Security and Cyber Crimes Bill must be scrutinized to ensure it cannot be weaponized for political suppression or mass surveillance.

Critical questions must be asked:

Does the bill safeguard or threaten the fundamental freedoms enshrined in Zambia’s Constitution?

Could it be misused to silence critics, journalists, and opposition voices?

MPs have a moral and constitutional obligation to act as the people’s voice, resisting any legislation that threatens democracy.

2. The People Have Unmatched Power

South Korea’s citizens demonstrated the undeniable power of peaceful resistance. They did not wait for salvation from above—they organized, protested, and demanded accountability.

Zambians must recognize their own power to shape the nation’s future. Silence in the face of authoritarianism is complicity. Peaceful protests, civic education campaigns, and public forums are tools that Zambians can use to pressure leaders to respect democratic principles.

If the Cyber Security and Cyber Crimes Bill is not challenged, it could embolden those in power to suppress dissent and limit freedoms even further. The people’s voice must be loud, unified, and unwavering.

3. Unity is Strength

South Korea’s victory over authoritarianism was driven by the collective action of citizens from all walks of life. Their unity transcended political, social, and economic divides.

Zambia must reject the forces of tribalism, regionalism, and partisanship, which often serve to weaken collective action. A divided nation is easily subdued. Instead, Zambians must unite around shared values: freedom, justice, and accountability.

The fight against the Cyber Security and Cyber Crimes Bill is not about political affiliations or personal agendas—it is about safeguarding Zambia’s democracy for future generations.

4. Democratic Institutions Must Be Protected

South Korea’s independent judiciary and robust civil society were instrumental in resisting authoritarianism. In Zambia, these same institutions must be shielded from political interference.

The Cyber Security and Cyber Crimes Bill could undermine the independence of Zambia’s judiciary, media, and civil society by granting excessive surveillance powers to the executive. Zambians must demand transparency and accountability, ensuring that laws strengthen institutions rather than weaken them.

A free press, an independent judiciary, and an active civil society are the pillars of democracy. Their protection is non-negotiable.

5. Persistent Resistance is Key

South Korea’s victory did not come overnight. It was the result of sustained pressure from citizens and parliamentarians. Zambia must embrace the same spirit of persistence.

Resisting authoritarianism is not a single event—it is an ongoing struggle. Zambians must remain vigilant, holding leaders accountable at every turn and refusing to accept half-measures or empty promises.

Zambia Must Reject the Cyber Security and Cyber Crimes Bill

The Cyber Security and Cyber Crimes Bill represents a grave threat to Zambia’s democracy. While its stated purpose is to combat cybercrime, its provisions risk enabling:

Mass Surveillance: Invading citizens’ privacy under the guise of security.

Suppression of Free Speech: Silencing critics and stifling dissent.

Political Targeting: Allowing the government to monitor and suppress opposition voices.

If passed without critical amendments, this bill could turn Zambia into a surveillance state where freedom of expression and assembly are systematically undermined.

Conclusion

South Korea’s fight against martial law is a powerful reminder that democracy thrives when the people refuse to remain silent. Zambia is at a pivotal moment, and the Cyber Security and Cyber Crimes Bill is a direct challenge to its democratic principles.

Zambians must follow South Korea’s example: stand united, speak boldly, and act decisively. By resisting oppressive legislation, safeguarding institutions, and holding leaders accountable, the people of Zambia can ensure that their democracy remains a beacon of hope and freedom.

The power to protect democracy lies in the hands of the people. It is time to rise, resist, and reclaim Zambia’s democratic promise.

Let us say: No to mass surveillance. No to repression. Yes to freedom, justice, and democracy!

The Zambia Meteorological Department (ZMD) has, once again, demonstrated gross negligence and a shocking lack of foresight in its handling of critical weather-related guidance for our nation’s farmers.

At a time when agriculture remains the backbone of our economy, this institution has chosen to gamble with the livelihoods of millions of Zambians by offering contradictory and delayed advice. This is not just incompetence—it is a betrayal of the public trust.

Just weeks ago, ZMD dismissed international weather forecasts predicting El Niño-induced drought conditions for the 2024-2025 farming season.The department, through its Director, Edson Nkonde, confidently assured the public that Zambia would experience normal to above-normal rainfall.

Farmers were urged to disregard external predictions and rely solely on the department’s assurances. Today, however, the same ZMD has issued a last-minute advisory urging farmers in six provinces to plant drought-resistant crops. This sudden volte-face raises serious questions about the institution’s credibility and competence.

Agriculture is a time-sensitive endeavor. Farmers make critical decisions—such as crop selection, land preparation, and input purchases—months in advance. For ZMD to issue such advice now, when most farmers have already planted, is not only untimely but also grossly irresponsible.

This last-minute warning comes after farmers in Central Province, among others, have already planted crops that are now visibly stressed due to a prolonged dry spell.

What is most infuriating is the department’s prior dismissal of international forecasts. Advanced economies, with far superior technological capabilities and experience, predicted challenging weather conditions months ago.

Instead of engaging with these findings or preparing farmers for the worst-case scenario, ZMD chose arrogance over prudence. This outright denial of credible data is now costing farmers dearly, as their sprouting crops face drought stress with no signs of immediate relief.

Reports from the ground paint a dire picture. Farmers in Central Province, for example, have seen no rain since last Wednesday, leaving sprouted maize crops already water-stressed.

This dry spell has further exposed the disconnect between ZMD and the realities on the ground. While farmers struggle with failing crops and wasted resources, ZMD remains silent on when this dry spell might end or how farmers should mitigate its impact.

Where is the timely and actionable information that farmers so desperately need? Has the government communicated the latest weather forecast, or is ZMD continuing to operate in isolation, ignoring the plight of the very people it is supposed to serve?

The lack of clear and continuous communication is a direct threat to food security and economic stability in Zambia.

The implications of ZMD’s failures extend far beyond individual farmers. Zambia’s agricultural sector contributes significantly to employment, exports, and overall GDP.

A poor farming season does not just mean empty plates for farming households; it means higher food prices, reduced national food reserves, and increased dependency on imports. This cycle of inefficiency and neglect is unsustainable.

ZMD’s negligence also undermines public trust in government institutions. If farmers cannot rely on accurate and timely weather forecasts, they are effectively left to fend for themselves, making critical decisions based on guesswork.

This is unacceptable in a nation that prides itself on agriculture as a cornerstone of its development agenda.

It is time for ZMD to be held accountable for its glaring failures. This institution must undergo a comprehensive overhaul to ensure that it serves the public with integrity and competence.

A GIRL child born into abject poverty in a small village called Mukupa Katandula of Kaputa District in Luapula province is now Zambia’s Vice President.

Who would have ever thought such miracles happen? I guess nobody until you read the story of the country’s second female Vice President.

She is that girl who could at times sit in a corner and cry herself to sleep just so she could reflect on her life.

Today, Mutale Nalumango shares that her childhood was far from being easy. Her story is one of resilience, faith and hope for every Zambian girl child who dreams of rising above their circumstances.

In her newly launched memoir titled True to Me, the Veep captures her journey from a barefoot school girl to becoming one of Zambia’s most influential leaders.

Growing up in a grass thatched house that leaked during the rains, Nalumango knew what it meant to struggle.

Her mother, without the resources to repair the roof or buy school shoes encouraged her to focus on education.

“From not knowing the date I was born because my mother had birthed eight children before me and to losing my father at the age of six. I am the only child remaining of those born between my mother and father,” shares Nalumango.

“I went to school without shoes and even to the ablution blocks. Sometimes it wasn’t very clean and it was unheard of to go there barefoot. I was so ashamed that I would sit and cry to myself.”

Now the girl child who couldn’t afford a decent livelihood became a teacher because of her determination.

She embraced the teaching career for 25 years only as her heart ached for the injustices she saw around her such as children out of school, poor healthcare and communities struggling to survive.

With no savings or retirement package to fall back on, Nalumango made the bold decision to leave teaching and join politics.

She shares in her memoir that the motivation to join politics wasn’t power or prestige, it was to fight for her people.

“What is seen cannot be unseen. After twenty five years of service as a school teacher and being far from retirement age, the suffering of my people in Kaputa was on my mind without any savings or retirement package, yet I decided to join politics and be a voice for my people,” said Nalumango.

Today, as the second female Vice President of the country, Nalumango continues to honor the values that shaped her.

She has dedicated proceeds from her memoir towards rebuilding the school where her education began, Mukupa Katandula Primary School.

And her husband, the second gentleman, Max Nalumango, spoke of his wife’s character during the launch and encouraged the audience to trust the Veep.

In a controversial and emotional court case that has sparked heated reactions online, a man has evicted his wife and children from their family home to accommodate his new girlfriend.

Courtroom Drama Unfolds
According to H-Metro, Forward Mumango secured a protection order from Magistrate Meenal Narotam, barring his wife Primrose Mumango and their children from returning to the family house.

Mumango wants to evict his wife and children from their family home so that his girlfriend can move in.

During court proceddings Mumango alleged that his family was resisting his decision to bring his new girlfriend into the home and claimed that his wife was abusive and disrespectful.

The courtroom scene turned dramatic when the couple’s daughter, Tofara Mumango, burst into tears upon hearing the ruling. In an emotional outburst, she accused her father of selfishness and cruelty, shouting:

“How could he do this to my mum?”

“He is just doing this because his girlfriend has manipulated him, he doesn’t care about us.

“He is punishing us for not accepting his new girlfriend,” said Tofara.

Tofara had to be restrained by court officials as her emotional plea escalated.

Father Defends Decision
Mumango defended his actions, claiming that his wife’s refusal to accept his girlfriend as a part of their family left him with no choice but to take drastic measures.

“She is so disrespectful and failing to accept my second wife as part of our family,” he told the Harare Civil Court.

They are making it impossible for me to live in peace with my new wife.

I want them out of my house because they don’t want to accept my decision as the father of the house,” he stated.

Wife Speaks Out
Primrose Mumango expressed her heartbreak and betrayal over her husband’s actions.

“He is no longer in his normal senses; he has been manipulated by his girlfriend. I am heartbroken by his decision to seek a protection order against me and his plans to evict our children,” she lamented.

Social Media Backlash
The case has ignited widespread criticism on social media. Many users condemned Mumango’s actions, accusing him of neglecting his responsibilities as a father and husband. Critics argued that if he wanted to pursue polygamy, he should provide separate housing for his girlfriend instead of evicting his wife and children.

Dayane Leite never wanted to become a sex worker but at the age of 17 her husband died of a heart attack and she couldn’t pay for the funeral.

Her home town, Itaituba in Brazil’s northern Para state, is at the heart of the country’s illegal gold-mining trade, so a friend suggested raising the money by having sex with miners, deep in the Amazon.

“Going to the mines is a roll of the dice,” she says.

“The women are seriously humiliated there. They may be slapped in the face and yelled at.

“I was sleeping in my bedroom and a guy jumped through the window and put a gun to my head. And if they pay, they want to own the women.”

Dayane successfully gathered the money for the funeral, and at the age of 18 she had her first child. For the last 16 years, like many women in Itaituba, she has been returning periodically to the mines to work as a cook, a washerwoman, a barmaid and a sex worker.

She now has a family of seven to support.

“I’m not going to say that all the women in the city do it, but a fair share of them do sex work. So it’s kind of normal. We don’t really care,” says Natalia Cavalcante, who became a sex worker in a remote mining settlement at 24. Four years later, after marrying the owner of a bar, she became the madam of a brothel – a job she only gave up recently, to look after her nieces in the city.

Life in mining villages in the rainforest is harsh – most consist of just a dirt track, saloon bars and a church. But the miners themselves live even further out, in shacks made of wood and canvas, surrounded by snakes and jaguars, and in total darkness once the generator is switched off. Women working as cooks have to live in these camps, alongside the men.

The miners appear in the village whenever they have found gold and have money to spend, Natalia adds. Sometimes they have to be persuaded to have a shower before sex, women say.

Running a brothel is illegal under Brazilian law, but Natalia says she took no commission, she just employed bar staff and rented out rooms.

Young women would contact her asking for work, and she sometimes lent them money for the journey, a seven-hour drive from Itaituba. [BBC News]

United Kingdom blocks Zimbabwe’s Commonwealth readmission

Zimbabwe’s bid to rejoin the Commonwealth has been effectively blocked by the United Kingdom, which has stated that the country must first address its governance and human rights record before being readmitted. This development comes after the Commonwealth Secretariat recommended Zimbabwe’s readmission, following a consultation period in which member countries were given until November 26 to express their views.

In a written response to a question by Baroness Kate Hoey in the House of Lords, the UK’s Foreign Office stated that, while it supports Zimbabwe’s eventual return to the Commonwealth, it does not share the Secretariat’s assessment of the country’s progress or readiness. The UK emphasized that Zimbabwe must meet the values and principles outlined in the Commonwealth Charter before being allowed back into the organization.

“The UK has always been clear that we would like to see Zimbabwe return to the Commonwealth when the time is right. However, currently we do not share the Secretariat’s assessment of Zimbabwe’s progress or readiness in line with the shared values and principles laid out in the Commonwealth Charter,” the Foreign Office said in its response.

While acknowledging that Zimbabwe has made some progress, the UK highlighted several critical areas that need further improvement, particularly in democracy, governance, and human rights. The UK pointed out that Zimbabwe had not implemented key recommendations from the Commonwealth Election Observer Mission, which identified several deficiencies in the country’s electoral process.

The observer mission raised concerns about the lack of independence of the Zimbabwe Electoral Commission (ZEC), prohibitive candidate registration fees, the absence of judicial independence, and a lack of transparency in the announcement of election results. These issues, the UK government argues, must be addressed before Zimbabwe can reapply for Commonwealth membership.

In response to these concerns, the UK has called for another assessment of Zimbabwe’s progress, with a proposed follow-up mission to take place in 2025. The Foreign Office stated that it would “encourage a further Commonwealth assessment mission to Zimbabwe in 2025 to follow up on these areas.”

The UK’s stance comes amid growing calls from African nations for Zimbabwe’s readmission to the Commonwealth. However, the UK’s position underscores the ongoing challenges the country faces in meeting the democratic and governance standards expected by the organization.

135 killed in football stadium crush, Guinea rights groups say

Human rights groups in Guinea say they believe more than 135 football fans were killed in a crush at a stadium on Sunday, most of them children.

The figure, which is unverified, far exceeds the official number of deaths at 56.

The groups said the estimate was based on information from hospital, cemeteries, witnesses at the stadium, families of victims, mosques, churches and the local media. More than 50 others are still missing, it said.

The military government, however, has warned against spreading “unverified” information, saying that its investigations are ongoing into the tragedy in the country’s second largest city, Nzérékoré.

He said anyone disseminating “unverified or malicious information”, would be arrested and prosecuted.

The deadly incident followed a controversial refereeing decision during the match, which led to violence.

Police responded with tear gas, as people tried to flee.

But the rights groups blamed the deaths on the game’s organisers and Guinea’s ruling military junta, who held the tournament in honour of President Mamady Doumbouya.

The collective of rights groups in Nzérékoré said there was excessive use of tear gas in an enclosed area, adding that vehicles carrying officials leaving the stadium also hit citizens who were trying to escape.

Prime Minister Mamadou Oury Bah on Tuesday announced three days of national mourning for the victims.

Government spokesman Ousmane Gaoual told local Guineenews site that the country was “in mourning and we must respect the mourning of Guinea and the families” in response to a query about the number of victims.

“The government announces provisional figures and someone comes up with other figures, where is the contradiction? We didn’t say that these are final figures,” he was quoted as saying.

A local journalist in Nzérékoré earlier told the BBC that the stadium had been “packed to the rafters” with thousands of people before the deadly incident.

Paul Sakouvogi said the stadium had “only one exit… which was very small”, where the crush occurred as people tried to flee.

Guinea is among several African countries that are currently banned from holding international football matches for not meeting international standards.

Others barred by the Confederation of African Football (Caf) from such matches include Ethiopia, Gambia, Chad and Sierra Leone.

President Emmerson Mnangagwa has extended his congratulations to Namibia’s President-Elect Netumbo Nandi-Ndaitwah on her election victory despite allegations of electoral irregularities.

The Vatican has expelled a group of Texas nuns amid a dispute between the sisters and Fort Worth Bishop Michael Olson after he accused their Reverend Mother of breaking her chastity vows with an online love affair.

Olson recorded his April 2023 interrogation of Mother Superior Teresa Agnes Gerlach in her Arlington convent, in which she seemed to admit to a consensual long-distance phone romance with Father Philip Johnson, a retired former priest from the diocese in Raleigh, North Carolina.

The bishop claimed that by engaging in the s£xting relationship, Gerlach committed sins of adult£ry in violation of the sixth commandment and her vow of chastity, according to Chron.

By October, the Catholic leader assigned to oversee the nuns dismissed the religious order, and on November 28, the Dicastery for Institutes of Consecrated Life and Societies of Apostolic Life – a group within the Catholic Church that oversees matters relating to religious orders – issued a decree of suppression to the Discalced Carmelite Monastery of Arlington, KERA News reports.

That means that the monastery is “extinct” and no longer recognized by the Catholic Church, and the women who live at the convent are “neither nuns nor Carmelites, despite their continued public self-identification to the contrary,” Olson wrote to congregants on Monday, Dec. 2.

He said that any masses and sacraments that are held at the monastery are hereby “illicit and done so without faculties or permission to minister” within the diocese.

Olson then warned that Catholics would be “gravely wrong” and would “do harm to the Church” by attending services at the monastery.

“The actions of the former nuns have perpetrated a deep wound in the Body of Christ,” he wrote. “I ask all of you to join me in praying for healing, reconciliation and for the conversion of these women who have departed from the vowed religious life and notoriously defected from communication with the Catholic Church by their actions.”

But the nuns have apparently shrugged off the Vatican’s decree.

They have repeatedly accused Olson of wanting to gain control of their 72-acre, $3.8million Arlington property.

The nuns even sued the Fort Worth Diocese and Bishop Olson in May 2023 for $1milion for alleged violations of privacy and harming the physical and emotional well-being of the sisters.

The following month, Olson dismissed Gerlach from religious life, saying she admitted to committing unspecified s£xual conduct over video chat with Johnson but claimed no physical act ever occurred.

An attorney representing the convent has since claimed Gerlach was “under heavy medication from a procedure” after being hospitalized for seizures and did not recall her statement to investigators.

At the time, Olson tried to dismiss Gerlach from her position, and by April 2024, the Vatican named Mother Marie of the Incarnation, the president of the Association of Christ the King in the US, as “lawful superior” to “exercise full governance” over the monastery.

But the nuns instead sought to keep Gerlach as their leader, and announced their new affiliation with the Society of Saint Pius X in September.

They then called Mother Marie’s dismissal a “moot point.”

“The vows we have professed by God cannot be dismissed or taken away,” the nuns declared, according to the Dallas Morning News. “By virtue of them, we belong to Him and are His.”

“Given that we pray every day for the Holy Father, Pope Francis and Our Ordinary, Michael Olson, any claim that we have departed from the Catholic faith is ridiculous,” they continued.

Attorney Matthew Bobo, who represents the nuns, said they are now “safe from the efforts of Bishop Olson and continue their devotion to their life of contemplative prayer.”

As part of the Premier League’s Rainbow Laces campaign to support the LGBTQ+ community, top-flight captains were given rainbow armbands to wear for last weekend’s and the ongoing midweek round of fixtures.

Guehi, who is the son of a church minister, opted to scrawl the message ‘I love Jesus’ on his armband for Crystal Palace’s 1-1 draw with Newcastle, and was subsequently reprimanded by the FA.

Despite being reminded of kit regulations, Guehi chose to write a new message; ‘Jesus loves you’ – ahead of Palace’s 1-0 win at Ipswich on Tuesday night.

Guehi was not the only Premier League captain to spark controversy over the past two games, as Ipswich skipper Sam Morsy refused to wear the armband at all due to his religious beliefs.

Morsy is a practising Muslim, and was backed by his club for not wearing the rainbow armband, but Ipswich insisted they still ‘proudly support’ the Premier League’s campaign.

Morsy was not reprimanded by the FA, leading to Guehi’s father, John, accusing the FA of double standards.

John exclusively told MailOnline on Tuesday: ‘I am saying did he offend anyone? I don’t think so. I do believe in what the Bible says, Jesus loves everyone, and, in my opinion, Marc did not offend anyone with what he wrote.

‘Jesus loved everyone therefore by saying “I love Jesus” on his armband I really don’t see what is offensive and what the problem is.

‘If you look at what the LGBT community are doing, they are trying to impose on others what they believe in, it’s belief against belief, but at the end of the day everyone has the right to an opinion.

‘But if that opinion’s aim is to offend you then there is a problem but if my opinion is just to express what I feel then I think that is fine and I don’t think what Marc wrote on that armband is offensive.

‘He is talking about him, he loves Jesus and like I said he didn’t refuse to wear that armband, like Morsy, people should pay more attention to the person who refused to wear it.

‘Marc said “Yes” and did the right thing by wearing it but people are having a go at him for what he wrote, he accepted to wear the armband, he was just trying to balance the message.

‘He was saying “You gave me the armband, as a Christian I don’t believe in your cause, but I will put it on” but Morsy didn’t put it on because he said it was against his religion but more seems to be being said about Marc than him.

‘We are so thick skinned in this country, God is everywhere in this country, and I know things change because of different beliefs but it is still a Christian country. Therefore, I don’t see what is offensive.

‘He is a devout Christian; the son of a church minister and he accepted to put the arm band on to welcome everyone in football but the problem we have now is that players are being used as spokespeople now.’

Nigeria has fired some civil servants who got their degrees from Togo and Benin

The Federal Government of Nigeria has fired some civil servants who got their degrees from private tertiary institutions in Benin Republic and Togo.

The directive affected federal workers who graduated from the institutions from 2017 to date, Punch reports.

The Director of Information and Public Relations in the Office of the Secretary to the Government of the Federation, Segun Imohiosen, confirmed the development to the publication on Wednesday, Dec. 4.

Recall that earlier this year, a Nigerian journalist went undercover and acquired a degree from a university in Benin Republic in two months, which he then used to participate in the National Youth Service Corps scheme.

Following the report, the government banned the accreditation and evaluation of degrees from tertiary institutions in Benin Republic and Togo.

Subsequently, in August, the Federal Government announced that only eight universities had been accredited to award degrees to Nigerians in Togo and Benin Republic.

The Federal Government also set up an Inter-Ministerial Investigative Committee on Degree Certificate Milling to probe the activities of certificate racketeers.

The then Minister of Education, Tahir Mamman, revealed that over 22,500 Nigerians obtained fake degree certificates from Benin Republic and Togo and such certificates would be cancelled.

Mamman explained that the revelation was part of a report submitted to the Federal Executive Council by the investigative committee instituted to probe degree certificate racketeering by foreign and local universities in Nigeria.

He insisted there was no going back on the Federal Government’s decision to cancel the about 22,500 certificates awarded to Nigerians by some “fake” universities in the two francophone countries.

Although the exact number of affected civil servants could not be ascertained, it was gathered that the Office of the Secretary to the Government of the Federation (Cabinet Affairs) had issued a memo to all the Ministries, Departments, and Agencies to implement the order.

A source, who pleaded anonymity, told Punch that the sacking of the affected workers was based on the inter-ministerial committee’s recommendation.

The official stated, “There was a letter from the SGF cabinet affairs directing all ministries, departments and agencies of government to identify and terminate the appointments of workers employed with certificates obtained from the private universities in the Republic of Benin and Togo from 2017 to date.

“The decision is part of the recommendations of the committee set up to investigate the certificates of people who graduated from the universities.”

Some agencies like the National Youth Services Corps have commenced the implementation of the directive.

The NYSC Director of Information, Caroline Embu, confirmed that five members of staff had been sacked in line with the SGF’s directive.

She said, “Five members of staff were affected by the directive contained in the letter from the office of the SGF. No more.”

A missing American vlogger was shot de@d and his body dumped at sea during a botched kidn@pping in the Philippines.

Elliot Eastman, 26, reportedly d!ed on the night of his abduction from his home in the poverty-stricken town of Sibuco in Zamboanga del Norte on October 17.

It is believed he was shot in the leg while trying to resist the gunmen, who pretended to be police officers, but d!ed while being whisked away on a boat.

Speaking today, Lieutenant Colonel Ramoncelio Sawan, the Police Regional Office (PRO)-Zamboanga Peninsula acting spokesman, said: ‘Sometime late October, during our investigation, we encountered one witness who claimed Eastman had been shot during the abduction.

‘On their way to escape by sea, the abductors noticed that Elliot Eastman was already dead. They threw his body into the water.’

He said officials had treated the testimony as speculation, before it was this week verified by a suspect allegedly involved in the abduction.

He continued: ‘But then later on, sometime in November, we caught a suspect linked to the kidnapping. He himself confirmed what happened.

He confirmed Elliot had been shot and that the man was dumped overboard.

‘This suspect was able to execute an extrajudicial confession and then we submitted it to the Prosecutor’s Office where we filed the complaint. The prosecutors accepted it.’

Eastman’s family has been informed through the US Embassy, the police spokesman added.

Authorities have hoped for weeks that Eastman was alive and have been frantically searching for the missing expat.

The operation resulted in clashes with armed kidnapping groups on the conflict-torn island of Mindanao.

Police said they are yet to find Eastman’s body and have not clarified the motive behind the abduction.

The American YouTuber was reportedly in the house with his Muslim Filipina wife Karisha Jala when four armed men allegedly burst through the door around 10pm on October 17.

The attackers falsely claimed they were police and reportedly shot the expat in the leg when he tried to resist.

He was then bundled away in a speedboat off the coast of Zamboanga del Norte – one of the most dangerous parts of the notoriously crime-ridden country.

Police arrived at around 11pm and took pictures of the suspected crime scene. Blood believed to be from Elliot’s gunshot wound was smeared across a length of vinyl flooring.

An empty bullet cartridge from an M16 rifle could also be seen alongside everyday items including a hat, handbag, and food.

Former Sibuco Mayor Norbideiri Edding said kidnappers may have targetted the American because they thought he was a rich foreigner and resented that he was living with a local Muslim woman.

He also claimed Elliot had been facing financial difficulties after allegedly being scammed by his previous girlfriend whom he had planned to marry.

Just weeks before he was abducted, Eastman posted said on a Facebook livestream that he was afraid of living in the area, where he had been for about five months, according to police.

‘As long as I’m here, my life is still at risk, you know,’ Eastman said on September 22.

‘That’s the reality. especially the area that I’m in….It’s not even just the Philippines.

‘This area that I’m in is like the most dangerous are in the country so it’s literally like the red zone.’

Cyber Crimes Bills, Government’s Crimes Against Citizen

Amb. Emmanuel Mwamba wrote;

The Government of President Hakainde Hichilema has introduced two bills of concern in Parliament;

  1. Bill no. 17 of 2024 intended to raise imprisonment of up to 20 years for offenses related to hate speech.
  2. Bill no 30 of 2024, a new law to tackle cyber crimes, protect persons against cyber crimes and provide child online protection.

Although the proposed laws are intended to curb hate speech, cyber crimes and privacy protection, and online protection for children, a scrutiny of these proposals immediately reveals the government’s clear intention to heavily clamp down on social media.

Similar to the Cyber Security and Cyber Crimes Act of 2021, a decent law designed to curb rising cyber crimes and provide cyber security, was sadly turned into a law to clamp down on freedom of information, freedom of expression and right to hold and express opinions.

In this case, government has sneaked in, ridiculous and repressive proposals in the bills that literally outlaw publication of data or information that may not be favorable to Government or public officials seeking to hide in privacy protection and the proposed law has provided punitive measures in form of heavy fines or imprisonment of up to twenty (20) years.

In my earlier article I have already tackled proposed amendments in Bill no.17 of 2024.

But here are some propasals in Bill No. 30.of 2024, Cyber Crimes Bill of 2024.

The proposals are crafted in wide and undefined terms, seeking to literally prohibit freedom of expression and the right to hold opinion and commentary.

These proposed laws also literally outlaw publishing of whistle-blower material that usually exposes abuse of office, corruption, and illegalities that could be committed by public officials.

The laws, if enacted, will be the most draconian and archaic laws that have graced our Parliament and will infringe on serious freedoms and rights of citizens, especially freedoms of expression.

The provisions will likely be subject to wanton abuse by law enforcement agencies against citizens, especially critics of government.

Further, the accompanying punitive measures of upto 20 years imprisonment for hate speech and 15 years for breach of handling of private information attract jail sentences that are excessive, repressive and allow President Hichilema to literally outlaw criticism and legislate a dictatorship.

Here are some examples;

●If you access or check messages of another person (fine or imprisonment of up to five years)

● If you delete messages, information, or data of another person (fine or imprisonment up to five years)

● If you communicate, disclose, or transmit data, information, or critical information or program (fine or imprisonment of seven (7) to fifteen (15) years)

● If you release information without lawful authority ( fine or seven (7) years to fifteen (15 years) years imprisonment).

● Recording conversations without prior notice or consent (fine or two (2) years in imprisonment)

● Importation, purchase, or download of apps that can access or cause damage to another computer device (fine or five (5) years).

● If you humiliate, harrass another person online ( fine or two (2)years).

● if you publish obscene, lewd, indecent material intended to humiliate or harrass another person (fine or five (5) years)

● If you publish material that embarrasses, humiliates, public ridicule, contempt, cause embarrasment of another person (fine and two years imprisonment or both).

● Wide powers of forfeiture given to law enforcement agencies.

Other crimes cited relate to identity theft, cyber crimes, and protection of persons against cyber crimes pornography and child online protection maybe useful but its the proposals related handling of Information and punitive measures that are of serious concerns.

The Advocates For National Development and Democracy  (ANDD) has opposed the Cyber Security and Cyber Crimes Bill which, saying in its current form, represents a direct threat to the fundamental freedoms that underpin the democracy, specifically, the critical right to freedom of expression.

The organization says freedom of expression is a cornerstone of democratic societies.

ANDD Executive Director Samuel Banda says it is a fundamental human right enshrined in the Universal Declaration of Human Rights and Zambia’s own Constitution.

Mr Banda is of the view that in any thriving democracy, the ability to freely exchange ideas, critique government actions, and engage in open public discourse is indispensable.

He stated that this ensures that the voices of the people, especially those critical of the government, are heard, fostering accountability, transparency, and the promotion of good governance.

“The government of Zambia has recently tabled the Cyber Security and Cyber Crimes Bill, a proposed piece of legislation that has raised grave concerns among civil society organizations, media practitioners, legal experts, and citizens at large. The Cyber Security and Cyber Crimes Bill, as currently drafted, contains several provisions that pose a serious threat to these democratic principles. Most troubling are its vague and broad clauses, which risk criminalizing legitimate online activities such as blogging, tweeting, or engaging in online debates. These provisions give sweeping powers to government authorities, including the potential for arbitrary arrests and censorship, based on undefined or overly broad interpretations of what constitutes a “cybercrime” or a “security threat.” This bill would allow the government to regulate and control online speech under the guise of protecting national security, while in reality, it would be a tool for silencing dissent and stifling the free flow of information,” he said.

“Furthermore, the bill fails to guarantee clear protections for the right to freedom of expression, leaving individuals exposed to the risk of prosecution for simply expressing their opinions or criticizing those in power. The ambiguity of key terms like “disinformation,” “false information,” and “harmful content” is concerning, as it could lead to the arbitrary punishment of individuals based on subjective or politically motivated interpretations. This kind of overreach not only threatens the right to free speech but also undermines the very principles of justice and fairness that our legal system is built upon.”

Mr Banda firmly believed that security and freedom are not mutually exclusive.

He noted that it is possible to protect the nation from cybercrime without sacrificing the right to free expression.

“What Zambia needs is not a draconian piece of legislation that criminalizes dissent but a comprehensive and well-balanced approach to cybersecurity that ensures public safety while respecting the rights of citizens. A clear, transparent, and accountable framework for cybersecurity can be implemented without curbing the freedoms that allow for healthy debate, innovation, and the proper functioning of our democracy,” he added.

“In light of these concerns, we call on the Zambian government to withdraw this bill in its current form and engage in a genuine, inclusive consultation process with all relevant stakeholders, including civil society, the media, legal experts, and the public, to craft a more balanced, rights-respecting piece of legislation. Zambia must stand firm in its commitment to upholding the principles of democracy, human rights, and the rule of law, not by stifling voices of dissent but by fostering a society where every citizen can express themselves freely, without fear of reprisal.”

He further believed that the strength of Zambia’s democracy lies in its respect for fundamental freedoms, thats freedom of speech, expression, and the press.

KABIKA CONDEMNS MPIKA LAWMAKER FOR ABUSIVE LANGUAGE AGAINST WOMEN

The Gender Division at Cabinet Office in the Office of the President has registered its disappointment at the humiliating remarks issued by Mpika Member of Parliament, Francis Kapyanga referring to Mwandi MP as looking ‘constipated.’

Gender Division Permanent Secretary, Mainga Kabika says the Division finds Kapyanga’s behaviour to be unparliamentary and unprofessional, coming from a lawmaker.

In a press Statement issued to Zanis in Lusaka yesterday, Ms Kabika said Mr Kapyanga is supposed to push for laws to protect and respect women and fight Gender Based Violence.

“We condemn the recent instances of verbal abuse directed at female Members of Parliament which is humiliating. Such behaviour is not only disrespectful but also undermines the democratic process and hinders the progress of women in leadership positions,” she said.

She observed that verbal abuse, whether it manifests as insults, threats, or discriminatory language, creates a hostile work environment and can discourage women from actively participating in public life.

The PS stated that the Anti-Gender Based Violence Act, No. 1 of 2011 of the Laws of Zambia, provides for various forms of Gender Based Violence. Section 2 of the Act defines “abuse” as “conduct that harms or is likely to cause harm to the safety, health or well-being of a person.

The definition encompasses psychological abuse, which can include emotional abuse, this involves verbal abuse, insults, humiliation, intimidation, or threats.

She added that additionally, the Gender Equity and Equality Act, No. 22 of 2015 of the Laws of Zambia, section 38 provides for a person who subjects a woman to GBV, as provided under the Anti-Gender Based Violence Act, 2011, discriminates against the woman and such discrimination shall be an aggravated action as provided under that Act”.

Ms Mainga stated that In this case, the utterances made to the female Member of Parliament is a form of GBV (psychological/emotional abuse).

“While the Act does not explicitly define “psychological abuse,” it covers a range of behaviours that could be considered psychological abuse, such as harassment.

The Act prohibits sexual harassment and other forms of harassment, which can include verbal abuse and intimidation,” she said.

The PS wondered that if not curbed in parliament which is a governance body responsible for legislation, the problem will not be addressed and will continue to manifest in other spheres of life.

She explained that the worst is for this to manifest in the form of electoral violence, which will adversely affect the number of women participating in politics and consequently women’s participation in decision making.

“As an institution that advocates for the promotion of gender equity and equality we find his remarks totally unacceptable and a slap in the face of all women who are fighting so hard for their rights and representation in parliament, as well as in general leadership positions,” she said.

She stated that such utterances are detrimental to the promotion of women participation in politics as it discourages other women from participating in politics.

The PS has since strongly urged the Mpika MP to publicly render an apology to Mwandi MP.

“We would like to further implore the speaker of the National Assembly to take disciplinary action against this lawmaker, who has just dragged the nation backwards through his unbecoming behaviour,” Ms Kabika added.

The Gender Division remains resolute in promoting gender equality, a culture of respect, as well as inclusivity in all spheres of life including politics, and will not tolerate any form of GBV and sexism.

She further urged other lawmakers to adopt good doctrines as they debate critical matters and desist from dragging women down.

STATEMENT ON KANYELELE MINING OPERATIONS IN MPIKA POLLUTING KANCHIBIYA RIVER: AN URGENT CALL FOR ENVIRONMENTAL JUSTICE

We are deeply concerned about the ongoing pollution of the Kanchibiya River by mining operations in Mpika under the management of Kanyelele Mining. The discharge of untreated waste has turned the river water dark brown, rendering it unfit for human consumption and endangering the livelihoods of residents who depend on this vital resource. Livestock, aquatic life, and entire ecosystems are under imminent threat.

This situation constitutes a direct violation of Zambia’s Environmental Management Act No. 12 of 2011, which mandates that all persons and entities engaged in potentially harmful activities must take necessary measures to protect the environment and human health. Additionally, the Act obligates mining companies to adopt sustainable waste management practices and prevent contamination of water bodies.

Legal and Regulatory Framework

1. Environmental Management Act No. 12 of 2011:

This law prohibits the discharge of pollutants into the environment without proper treatment and provides for punitive action against violators.

2. Water Resources Management Act No. 21 of 2011:

It guarantees the right to clean and safe water for all citizens and regulates the sustainable use and management of Zambia’s water resources.

3. International Best Practices:

Best practices globally advocate for mining companies to adopt advanced water treatment technologies to eliminate pollutants and recycle wastewater to minimize environmental damage.

*Call to Action*

1. Immediate Remediation:

We urge the Zambia Environmental Management Agency (ZEMA) to act swiftly by compelling Kanyelele Mining to halt the release of polluted water into the Kanchibiya River and adopt eco-friendly waste management systems.

2. Environmental Impact Assessment Review:

ZEMA must reassess the Environmental Impact Assessment (EIA) under which Kanyelele Mining operates to ensure compliance with environmental laws.

3. Community Safety Measures:

Immediate steps should be taken to provide clean drinking water to the affected communities while addressing livestock and fisheries concerns.

*Legal Action*

In consultation with legal experts and environmental advocates, we are exploring the possibility of taking legal action on behalf of the affected residents. Section 106 of the Environmental Management Act provides for citizen suits against entities that contravene environmental regulations. We are committed to ensuring that polluters are held accountable and that reparations are made to affected communities.
