South Africa is getting more roadblocks

Some provinces and the national Department of Transport have launched or plan to launch stricter policing campaigns targeting cars with specific defects to improve the safety of South Africa’s roads.

South Africa’s road safety crisis has reached critical levels, with unroadworthy vehicles significantly contributing to the high number of accidents.

To address this growing concern, the government is ramping up its efforts through more frequent roadblocks and stricter enforcement of traffic laws.

By 2025, the Department of Transport (DoT) plans to implement a 24/7 traffic policing system, which will increase the visibility of officers and enhance law enforcement across the country.

One of the most notable initiatives is the Johannesburg Metro Police Department’s (JMPD) new “three-strike” system.

Under this policy, any vehicle found with three or more critical defects during a roadblock will be immediately impounded.

This includes vehicles with issues such as:

These faults make vehicles unsafe for the road and contribute to many avoidable accidents.

The JMPD’s firm stance underscores that compliance is non-negotiable, and drivers must ensure that their vehicles are properly maintained to avoid legal consequences and protect public safety.

The push for stricter enforcement comes amid troubling road safety statistics in South Africa.

Although there has been a slight decline in road fatalities—from 12,554 in 2020 to 11,883 in 2023—the numbers remain alarmingly high.

Approximately 34 people die each day on South African roads, and human error accounts for 80% of fatalities during peak travel times like the festive season.

The condition of vehicles is also a major contributor, with around 10% of registered vehicles deemed unroadworthy.

With an average vehicle age of 11 years, many are poorly maintained, posing serious risks not only to drivers but also to pedestrians and other road users.

To tackle these issues, the DoT has committed to expanding the 24/7 shift system for traffic officers.

By March 2025, this system will be operational nationwide, ensuring continuous law enforcement and aiming to curb the lawlessness that has plagued the country’s roads.

Currently, only the Western Cape and the National Traffic Police have adopted this shift schedule, but the plan is to extend it across all provinces, particularly in high-accident zones.

This continuous policing will target both reckless driving and unroadworthy vehicles, aiming to reduce fatalities and make the roads safer for everyone.

In addition to these measures, the Road Traffic Management Corporation (RTMC) is focused on professionalising traffic law enforcement.

A new training initiative will require officers to have a post-matric diploma, raising the standard of policing.

The RTMC also emphasised the economic cost of poor road safety, which is estimated to drain R200 billion annually from the South African economy.

The Automobile Association of South Africa (AA) has welcomed the decline in fatalities but insists that more needs to be done.

The association has repeatedly called for increased law enforcement and year-round public education campaigns to address reckless driving and vehicle safety.

The government has responded by allocating budget resources for recruiting and training new officers and enhancing road safety campaigns.

In summary, South Africa is facing a serious road safety crisis, with unroadworthy vehicles being a key factor in the high rate of road accidents.

Gunmen kill two Mozambique opposition officials before election protests

Gunmen in Mozambique have killed a leading opposition politician’s lawyer and another opposition official, according to their party, before protests against a disputed election result.

The attackers chased the car of Podemos party’s lawyer Elvino Dias and party representative Paulo Guambe and fatally shot them late on Friday night in the capital Maputo, the party said on Saturday.

Videos on social media showed a BMW SUV in the middle of the road with numerous bullet holes in the bodywork. Some of the videos showed what appeared to be the bodies of two men, one with blood on his chest, in the front seats. The other body was slumped over.

The killings came with tensions already high in the southern African country as it waits for the results of an October 9 election that has drawn more allegations of vote-rigging and clamping down on dissent against the 49-year rule of the Front for the Liberation of Mozambique (Frelimo) party.

Podemos has rejected provisional results showing a win for Frelimo and called for a nationwide strike on Monday. Although Venancio Mondlane ran for president as an independent, he was supported by Podemos.

“They were brutally assassinated [in a] cold-blooded murder,” Adriano Nuvunga, director of Mozambique’s Center for Democracy and Human Rights (CDD), told the Reuters news agency by telephone.

“The indication [is] that around 10 to 15 bullets were shot, and they died instantly.”

Human Rights Watch also issued a statement confirming the attack.

According to the latest election tally, Frelimo is leading in all 11 provinces and its candidate Daniel Chapo is widely expected to win the election. Chapo is expected to be announced as successor to President Filipe Nyusi, who has served a maximum of two terms.

Podemos and other opposition parties have accused Frelimo of electoral fraud. Western observers have also cast doubt on the polls, citing reports of vote-buying, intimidation, and inflated voter rolls in Frelimo strongholds.

Mozambique has struggled with these issues since Frelimo first introduced democracy in 1994 after two decades in power. The election’s final results are expected on October 24, but there are fears Monday’s protest could be violent.

Mozambique’s security forces have opened fire on political protesters in the past, including after last year’s local elections, according to rights groups.

Nuvunga, the NGO director, wrote on social media that the killing of Dias was a “political assassination”.

Trump says China respects him because Xi knows he is ‘crazy’

Donald Trump has said that if he returns to the White House, China would not dare provoke him because President Xi Jinping knows the Republican is “crazy”.

Speaking to the Wall Street Journal’s editorial board, Trump said that if elected president next month, he would impose tariffs on China if it sought to blockade Taiwan.

“I would say: if you go into Taiwan, I’m sorry to do this, I’m going to tax you at 150% to 200%,” he said.

On the campaign trail, the Republican candidate has argued that America’s adversaries would not act against US interests under a new Trump presidency because they would fear a forceful, even unpredictable, response.

He told the Wall Street Journal’s editorial board he would not have to use military force to prevent a blockade of Taiwan because President Xi “respects me and he knows I’m [expletive] crazy”.

“I had a very strong relationship with him,” Trump said of President Xi. “He was actually a really good… I don’t want to say friend – I don’t want to act foolish, ‘he was my friend’ – but I got along with him great.”

“He’s a very fierce person,” Trump added.

The former president also cast his relationship with Russian President Vladimir Putin in a positive light, saying: “I got along with him great.”

But Trump – who has previously been criticised for praising the Russian leader – said he had threatened him not to invade Ukraine.

He told the Journal that he said to Putin: “’I’m going to hit you right in the middle of fricking Moscow.’ I said, ‘We’re friends. I don’t want to do it, but I have no choice.’ He goes, ‘No way.’ I said, ‘Way.’

“I said, ‘You’re going to be hit so hard, and I’m going to take those [expletive] domes right off your head.’ Because, you know, he lives under the domes.”

With his vows to wage trade wars and end US involvement in the Russia-Ukraine war, Trump has branded his foreign policy America First, though detractors say it is isolationist.

‘We’ll never forget’: Town grieves after deadly Nigeria fuel tanker blast

Days after a fuel tanker explosion killed 170 mostly young people in Majia, a farming town in northern Nigeria’s Jigawa State, the close-knit community is still reeling from the overwhelming loss.

“It was a terrible situation that we have never witnessed in this town; many people lost their lives,” local businessman Mustapha Abdullahi told Al Jazeera.

“In my family, we lost about 52 people – all blood relatives.”

It was about 11pm on Tuesday when a tanker that was transporting fuel from neighbouring Kano State swerved to avoid an oncoming vehicle, then overturned, according to witnesses.

The petrol started flowing out of the tanker, and passersby and residents rushed over with bottles to collect what had spilled on the ground and through nearby drains.

The driver, who escaped the crash, tried to warn the crowd to leave the area for safety, witnesses said, but most did not listen. Then at about midnight, there was a big explosion, followed by a fire that ripped through the surrounding area.

The flames engulfed the dozens of people who were gathered near the tanker, as well as others who had arrived to try and help them. Authorities and locals said some 100 people died on site, and others later at the hospital.

“Those that were injured are being taken care of in various hospitals across the state and neighbouring state,” Abdullahi said, thankful to those who provided help.

Uzairu Musa Mainama, a local butcher who went out to help after the initial accident, sustained serious burns but survived.

“I was at home when I heard people screaming and calling for help,” he recounted. At first, he stayed home, but said he then thought the injured may need help. “[I thought] that there will be people involved which may need to be rescued. But after reaching the place, in less than three minutes, the fire started.”

Though he could not recall all the details, he remembered being “pushed away from the fire”.

“I quickly got up and removed my burning shirt, I took myself to the clinic and there we were, more than 100 that were injured.”

Some 70 people are still in intensive care in hospitals, police spokesman Lawan Shiisu Adam said on Friday.

‘Very dangerous’

In health facilities in Jigawa and neighbouring states, doctors, nurses and other support staff continue to work to save the lives of critically injured victims.

Residents said almost every family in Majia and adjoining communities has been affected by the tragedy – directly or indirectly.

On Friday, Adam said the death toll had increased to 170 – up from about 150 on Thursday.

Rescue personnel and survivors said the casualty figure could rise, considering that some of the victims sustained third-degree burns with vital organs affected.

In Majia, residents told Al Jazeera 120 people had been buried at a mass gravesite we visited on the outskirts of town, while 50 others were buried elsewhere.

Malam Hamza was among those grieving the loss of several family members.

He said his son Hassan went to the scene of the explosion while people were scooping up petrol, to try and usher them home for their safety. But instead, he was consumed by the fire and ended up losing his life.

“Hassan was indeed a very nice boy. I have never seen him fighting with anyone,” Hamza said.

His son had just obtained a diploma in pharmacy and was working with a clinic in Majia, Hamza added. Hamza’s three other sons, Yusuf, Saidu and Mustapha, also died in the fire. Hamza’s younger brother, Ilyasu Ibrahim, also lost his son, Yahya, while another of his sons, Abbas Ilyasu, was rushed to hospital with severe burns.

A few metres away from Hamza and Ibrahim’s homes, Muhammad Sabitu Haruna was also mourning the death of his son, Sani Sabitu, who ran a business centre in Majia.

Sani left behind two wives and eight children, his father said. Like Hassan Hamza, Sani went to the scene to usher away his younger siblings who were scooping up the fuel.

“He was here after Maghrib [sunset] prayer and when the truck fell, his mother asked him to go and chase his younger ones from the scene,” Haruna said. “But as fate would have it, he died while some of his siblings sustained severe fire burns.”

Most of the victims of the explosion were young people – 16 to 25 year olds – witnesses in the community said, explaining that they were the ones who rushed to the site to gather the spilled fuel.

Malam Ibrahim Lawan Majia, a Quranic school teacher, said five of his pupils died in the incident. “It is a terrible lesson for people not only here in Majia,” he said. “When something like this happens, people should refrain from scooping fuel. It is very dangerous,” he said.

Another resident, Abdullahi Salisu, said he lost his uncle, Tsoho Umar, while two brothers, Habun Salisu and Murtala Ado, sustained burns in the fire.

US imposes first sanctions on Chinese firms for making weapons for Russia’s war in Ukraine

The United States has imposed sanctions on two China-based drone suppliers and their alleged Russian partners, the first time it has penalized Chinese companies for supplying complete weapons systems to Russia for its war in Ukraine.

Washington has long accused China of supporting Russia’s war effort by supplying dual-use goods and components that could be used in the manufacture of weapons, which Beijing denies. But in an announcement Thursday, the US Treasury Department accused the Chinese firms of direct involvement in arms supplies to Moscow.

The Chinese companies had collaborated with Russian defence firms in the production of Moscow’s “Garpiya series” long-range unmanned aerial vehicles, the department said in a statement. The drones were designed, developed and made in China before being sent to Russia for use on the battlefield, it said.

“The Garpiya has been deployed by Russia in its brutal war against Ukraine, destroying critical infrastructure and causing mass casualties,” it said.

“While the United States previously imposed sanctions on (Chinese) entities providing critical inputs to Russia’s military-industrial base, these are the first U.S. sanctions imposed on (Chinese) entities directly developing and producing complete weapons systems in partnership with Russian firms.”

The statement accused Xiamen Limbach Aircraft Engine Co., based in the coastal city of Xiamen, of producing drone engines for the Garpiya series.

When reached by phone by CNN Friday, a sales representative for the company denied it produced engines for Garpiya drones nor exported its products to Russia.

The US accused the other sanctioned Chinese company, Redlepus Vector Industry Shenzhen Co., of working with a Russian defence firm to facilitate the shipment of the drones to Russia.

The Treasury Department said Redlepus had also sent shipments to Russia of components that can be used in drones, including aircraft engines, parts of automatic data processing machines and electrical components through Russian defence firm TSK Vektor.

Redlepus hung up the phone when CNN called for comment.

The US also imposed punitive measures on the owner of TSK Vektor, a Russian national, and another company he owns. The US previously sanctioned TSK Vektor last December for helping Russia to acquire attack drones.

“We have seen for some time Chinese companies providing components to Russian companies that Russian companies then use to turn into machinery, weapons, other components that Russia could use in its war,” State Department spokesman Matthew Miller told reporters Thursday.

“This was the first time we actually saw a Chinese company manufacturing a weapon itself that then was used on the battlefield by Russia.”

Beijing has previously denied supplying weaponry to Russia and maintains it keeps strict controls on such goods.

The Chinese embassy in Washington denied the latest accusations and said China was handling the export of military products responsibly, according to Reuters.

“The U.S. makes false accusations against China’s normal trade with Russia, just as it continues to pour unprecedented military aid into Ukraine,” embassy spokesperson Liu Pengyu said in a statement, according to Reuters. “This is (the) typical double standard, and extremely hypocritical and irresponsible.”

Russia defence chief touts ‘common understanding’ with China in Beijing talks

China’s support for Russia as the Kremlin wages war in Ukraine has become a key point of tension between Washington and Beijing as they seek to stabilize rocky relations.

Beijing has claimed neutrality in the more than two-and-a-half-year-long conflict even as it has deepened political, economic and military ties with Moscow. China has become Russia’s top trade partner, offering a crucial lifeline to its heavily sanctioned economy, and the two nuclear-armed neighbors have ramped up joint military exercises in recent months.

In the latest sign of their deepening alignment, Chinese and Russian defense officials vowed to strengthen their cooperation during meetings in Beijing last week.

The two countries have “common views, a common assessment of the situation, and a common understanding of what we need to do together,” defense chief Andrey Belousov told Zhang Youxia, vice chairman of China’s Central Military Commission, according to Russian state-run news agency Tass.

First and foremost my heart bleeds to lose two special people at the same time and on the same day, the pain I feel is totally indescribable, it’s a pain I have never felt before. Let me start with my elder brother Pastor Mutale Kambwili, my life long best friend, my womb mate and my confidant, Mutale was extremely special to me and anyone who knows me knew exactly how important Mutale was in my life. I lived my life side by side with my brother, we did everything together, we played, we fought, we laughed, we cried, we did business together literally everything Mutale and I did together. Mutale growing up was always my protector, my big brother who would do anything for me, Mutale and I got to share and experience the pure the love of brotherhood. During our adulthood Mutale and I continued to flourish together and we achieved so much despite our humble beginnings. I fondly remember feeling extremely safe wherever I was because everyone knew I had a big brother who loves me so much. Mutale wouldn’t allow a single soul to step on me or to belittle me, he stood by my side all the way up until his death. A part of me has died with my brother but I am strengthened by the beautiful memories we made together. Mutale died a hero, he died a brave man and a man who loved his brother, he always used to tell me Chishimba it will always be me and you my brother, I’d die for you mwaiche wandi, those where just words but now that has become a reality, the love my brother had for me made him want to support me during my difficult times especially through illness and court cases. My brother only came on this particular trip because of the sheer love and care he had for me, I actually insisted that he stay back, but Mutale was an overpowering individual. He insisted that he needs to be there because we always had each others backs, my brother Mutale I am extremely sorry for what has happened, my brother you have not died in vain and everything will now be okay, I hope losing you will change the way certain matters are handled. Mwamba, my little brother in whom I was well pleased, Mwamba the most calm and collected person I ever came across, again my brother who loved me so much he walked with me in my most troubled times. Despite our age gap Mwamba and I enjoyed a wonderful brotherly relationship, he was someone I could trust and he was someone anyone could rely on. Mwamba was a breath of fresh air, losing Mwamba in the manner I have lost him is extremely painful, Mwamba was just my innocent little brother, a little brother determined to be there for his brother, Mwamba’s only crime was his desire to be there for me, and now he is gone…. I am still deeply shocked and troubled, my little brother was an incredible incredible human being who had no problems or qualms with anyone. Like Mutale … Mwamba was also always concerned whenever bad things would happen to me, he would leave what he is doing to be by my bedside if I am unwell, he would come to the cells when I am incarcerated and he would attend most court sessions, Mwamba believed in my innocence and this motivated him to constantly be there as a source of support. Ba poor mwalufyanya you have broken me my young brother, Mwamba I lived with you for a long period of time in the same house, not a single day did I ever have a problem with you, Malaika wesu, Mwamba wesu I loved you so much I gave my own son your precious name. Mwamba thank you for standing by me in my darkest moments, your loyalty and love resulted in an unfortunate death. I will miss you Mwamba and my brother I promise to be there for Jackson and the rest of your family. To lose a brother is one thing, but to lose two brothers at the same time is a pain that I can’t wish on my worst enemy. My brothers were peaceful people, they lived a life of Christ and they stood by me through thick and thin, I am broken by the fact that i will not physically be there to put my brothers to rest, but I trust in God and I believe everything is ordered by the almighty.

The case were our former Vice President and Secretary General Mr. J. Akafumba and Mrs. B. Atanga, respectfullly, sued our former President hon. C Kambwili that he is not NDC President is still in court.

All of the three, are no longer members of NDC and the matter has been overtaken by events, but this is the vindictiveness of this government. Wanting to see everyone in court for the most ridiculous of cases.

Imagine being sued that you are not President of a party by the very people that you actually appointed in those same positions that they are using to sue you in? Mrs Atanga, as the person who sued, vowed never to go to court after realizing her mistake and she has never been to court even once. But Mr. Akafumba and his colleagues in government have sustained this case using all sorts of gimmicks, from 2021 to date.

All the people involved in this case, from the plaintiffs, defendants, lawyers from both teams and even witnesses, live in Lusaka. But we always have to travel to Ndola to just attend this case. This is the case I was actually traveling to when I had that minor accident last month.

Making people attend cases in far off places other than where they live has a lot of consequences and sadly the Kambwili family has suffered the worst case scenario after losing two brothers. This could have been avoided. This lawfare is now fatal.

I urge the UPND government to ensure that people attend police and court cases in the areas they live in. For the NDC case, they even buy air tickets, pay legal fees, transport, accommodation and food for people that are not even supposed to be part of the case. While UPND cadres cry of hunger and neglect, they waste money on these people from NDC and other parties just to sustain court cases that have even been overtaken by events.

We can do better as a nation, the hate and vindictiveness is too much and will certainly boomerang on you.

LUSAKA – The just released AFRO BAROMETER report to mark the International day for the eradication of poverty that places Zambia as the highest ranked African country whose efforts aimed at improving people’s living standards are gaining ground qualifies our long held position that Zambia under the leadership of the UPND and President Hakainde Hichilema is on course with its people centred development agenda.
The report which covers the period between 2021 and 2023 and covers a total of 39 African countries gives Zambia the highest score at 54 percent followed by Tanzania at 51 percent has not been achieved by chance but serious planning in line with our manifesto as a party contrary to insinuations from some sections of society.



Despite inheriting an economy reeling under heavy debt and mismanagement, the UPND led administration has demonstrated an impressive capacity for managing its resources wisely in the face of adversity. By reducing domestic financing needs and implementing proactive spending reprioritization, Zambia has been able to contain fiscal pressures that could have further exacerbated economic challenges.


This disciplined approach has allowed the government to maintain essential services and sustain critical developmental projects despite the economic slowdown. Initiatives such as the Social Cash transfer, Emergency Social Cash transfer, Constituency development funds and now the newly launched Cash for Work are some of the initiatives that places this government above the rest in terms of people centred policies that have a common person at the core of its planning and implementation.


The introduction of free education and skills training initiatives under the Constituency Development Fund have led to a reduction in household and community poverty levels as families no longer worry about the cost of educating their children as government has taken over that burden as part of its community poverty reduction strategies and as a party, we are excited to note that our manifesto which has been translated into the 8th National Development Plan is being carefully implemented for the benefit of the country’s citizens.


We wish to assure the nation that despite the challenges being faced currently, the Zambian economy shall continue to offer significant opportunities for growth, particularly in sectors like agriculture, mining, and renewable energy because the government’s proactive policy measures are key to ensuring future stability and resilience. By managing short-term risks effectively, Zambia is laying the groundwork for a stronger and more diversified economy. We call on Zambians not to be derailed by prophets of doom but rally behind President Hichilema and the UPND as they address the challenges being experienced.


It is further exciting to note that the AFRO BAROMETER survey report places Zambia above some of the continent’s stronger economies in terms of poverty reduction efforts, an assurance that the country’s development trajectory is on course. Our agriculture policies that have placed the rural small scale farmer at the centre of national food production and security through timely distribution of inputs as well as payments for the crops supplied, have greatly helped in placing enough disposable income among our people.
The increase in CDF allocations and creation of a Ministry specifically for rural development has further placed greater emphasis on the development of critical poverty alleviation infrastructure in rural areas such as feeder roads leading to productive areas, schools, health facilities and safe and clean water points further goes to show the UPND’s resolve to ensure that imbalances in national economic growth between rural and urban areas are addressed equitably in line with our 2021 campaign message. The diversification and increase in budgetary allocations for key sectors such as agriculture and livestock as well as aquaculture are all aimed at improving the livelihood of its citizens especially those in rural areas.
The UPND is glad to note that the fundamentals of Zambia’s economy remain strong despite the drought and resultant electricity shortages which are but temporal shocks, and with efforts being made to diversify Zambia’s energy mix, including investments in renewable energy and more efficient grid management, the country is poised to address its energy challenges in the medium to long term.

I have only lived with one wife and I’m satisfied – Hichilema

PRESIDENT Hakainde Hichilema says despite coming from an extended family, he has only lived with one wife for years whom he is satisfied with.

Officiating at this year’s National Day of Prayer and Fasting yesterday, President Hichilema said this to encourage young couples that marriages can work if only there is mutual respect and tolerance in the home.

“I come from an extended family but I have only lived with one wife, one wife and I’m satisfied with one wife.”

“I want to help young couples. There must be mutual respect in the home, there must be tolerance in the home but we ask the church since it helps these people before they marry,” he said.

The President also urged parents to teach children from a young age to love those who may speak a different language from theirs.

President Hichilema said children must be taught from a young age that even those who speak different languages from theirs are children of God and should be treated with love and respect.

“This ethnic issue we keep on squabbling about is because we have not taught our children early in the homes that there will be people who speak a language different from yours but they too are children of God in a Christian nation.”

“The church must continue to intercede for the nation, guiding leaders not just politicians traditional leaders, church leaders and other leaders. Embrace everyone from diverse backgrounds,” he said.

President Hichilema also addressed the fights that get to happen amongst churches stating that the conflicts or divisions are not necessary as there is only one God.

“I do hear churches squabbling because that church does not do things like my church. Isn’t that a source of conflict? We are all worshiping one God. If some sing different from the way your church sings that shouldn’t be [an] issue.”

“The church must continue performing those roles. We may be Catholics, Evangelical, SDA but the body of Christ is one. We must continue preaching social justice,” he said.

SENIOR assistant commissioner of the Drug Enforcement Commission under the Anti- Money Laundering Unit, Kwaleyela Mukelabai says former minister of foreign affairs Joseph Malanji is in Court for third party laundering as some of his suspected tainted property is not registered in his name.

During cross examination by lawyer Makebi Zulu, Mukelabai informed the Economic and Financial Crimes Court that Malanji possessed a helicopter the Bell 430 ranger, which is still registered under the National Airways Corporation of South Africa.

When he was quizzed before principal resident magistrate Irene Wishimanga if Malanji purchased the aircraft in his personal capacity, Mukelabai said Malanji purchased it through his company Gibson Power Systems to which he is a sole signatory to the company accounts.

He said the bank statements were proof, of the correspondence between NAC and Gibson Hotels and the invoice issued to Royal Gibson Hotels because, Malanji requested so.

Asked if Gibson Air Charters is the owner of Bell 206 jet ranger, Mukelabai responded in the affirmative.

“The aircraft has never been registered in Mr Malanji’s name we are here because of third party laundering,”the investigator said.

Asked if he had charged Malanji for concealing property and third party laundering, Mukelabai responded in the negative.

Asked if Royal Gibson Hotel owns any property as a legal entity, Mukelabai denied.

He said there was nothing irregular about the purchase of the hotel in Kitwe.

“Malanji is a beneficial owner in the hotel and money in the accounts went to him. I found a transaction of US$105, 000 in Gibson Air Charters sitting in the account. The money was withdrawn by Malanji who was the sole signatory,”Mukelabai said.

“There’s no withdraw from the counter there was a transfer to Safari…., transfer for helicopters and a swift transfer. The money was not transferred to Joseph Malanji,” Mukelabai said.

Earlier during cross examination by Fredson Yamba’s lawyer Luckson Mwamba, Mukelabai said the budget estimate under head 17 was not tampered with.

He said after former ministry of foreign affairs permanent secretary Ronald Simwinga reversed the money for the purchase of property in Turkey, it was moved to head 21.

He confirmed that according to the Auditor General’s report Ministry of Finance (MoF) spent less than what parliament had approved under head 21 in the national budget.

Mukelabai said Yamba was part of procurement of the properties in Turkey because he was the chief controlling officer and he breached Section 4 of the Public Procurement Act

He confirmed that since he appointed Simwinga as the controlling officer, the latter was accountable to ensure that everything was done in accordance with procurement Act.

“That’s why he (Simwinga) reversed the K108 million. Simwinga’s procurement entity started the procurement process,” Mukelabai said.

He confirmed that the money was disbursed to Turkey and Yamba was not responsible for how it was used.

In this case Yamba and his co-accused Malanji, are accused of failing to adhere to guidelines relating to the management of public resources and possessing property suspected to be proceeds of crime.

Yamba is alleged to have abrogated the law relating to the management of public property when he approved the transfer of K154, 201, 197 for the purchase of a chancery in Turkey.

Malanji is accused of possessing two helicopters, BELL430 and a BELL 206 Jet Ranger helicopter, and houses suspected to be proceeds of crime.

The matter comes up on October 25.

Critical Analysis of the 2025 Zambia National Budget: A Missed Opportunity for Sustainable Growth and Social Equity

Critiquing the 2025 budget from an opposition standpoint requires a focus on areas where the government’s plans may fall short, where there could be inconsistencies, or where the budget may not fully address key issues. Here is a critical analysis of the 2025 budget presented by Honourable Dr. Situmbeko Musokotwane, from the perspective of an opposition party:

1. Unrealistic Economic Growth Projections
The government’s projection of 6.6% GDP growth for 2025 seems overly ambitious, especially considering the slowdown in global growth and the domestic economic contraction due to the severe drought in 2024. With the Zambian economy only expected to grow by 2.3% in 2024, a jump to 6.6% within one year seems optimistic at best. This optimism is built on hopes of a recovery in agriculture and mining, but these sectors have historically been volatile and susceptible to external shocks, particularly climate change. There is little in the budget to suggest how these ambitious targets will be met in a practical and sustainable manner.

2. Debt Servicing Burden
The allocation of K37.3 billion to domestic debt servicing and K16.7 billion to external debt paints a bleak picture of Zambia’s fiscal health. This means over 25% of the budget is being used to service debt, rather than to directly benefit citizens. While the government claims progress in debt restructuring, the real impact of debt on the economy is still significant. This massive debt burden continues to limit fiscal space for social services, infrastructure development, and job creation.

Additionally, the government’s borrowing plan raises concerns about the sustainability of Zambia’s financial future. Borrowing K34.7 billion (16% of the budget) may solve short-term liquidity issues, but without clear long-term strategies for economic growth and revenue generation, this could lead Zambia back into a debt trap. The opposition should demand a clearer and more sustainable debt management strategy.

3. Inflation and Cost of Living Crisis
The budget acknowledges high inflation, with a rise to 15.6% in 2024, primarily due to the drought and depreciation of the Kwacha. However, the government’s target to reduce inflation to 6-8% seems overly optimistic given the economic realities. The budget does not offer sufficient measures to address the cost of living crisis that Zambians are currently facing. While efforts such as the Social Cash Transfer and Cash for Work Programme are commendable, they are temporary fixes and do not address the root causes of inflation, such as food and fuel prices. There is little in the budget to suggest a sustainable plan for tackling inflationary pressures or cushioning households from rising costs.

4. Agriculture Sector – Overreliance on Drought Recovery
The government places heavy emphasis on agricultural recovery, projecting it to be a significant driver of economic growth in 2025. However, this fails to take into account the deep structural problems facing Zambia’s agriculture sector, including climate vulnerability and poor infrastructure. The measures outlined in the budget, such as irrigation development and dam construction, are not enough to transform the sector, which is still largely dependent on seasonal rainfall.

The Farmer Input Support Programme (FISP) continues to be marred by inefficiencies, and there is a lack of clear plans on how to reform it beyond a shift to the e-voucher system. Without addressing issues like limited access to markets, post-harvest losses, and low mechanization, the sector is unlikely to achieve the desired growth.

5. Overreliance on Mining
While mining remains a key sector for Zambia’s economy, the government’s reliance on it for future growth is problematic. The budget speaks of a recovery in the mining sector and mentions investment in new projects, yet there is insufficient discussion about the long-term sustainability of mining and diversification. Copper prices are highly volatile, and Zambia’s overdependence on this single commodity exposes the economy to global shocks.

Additionally, the environmental and social costs of mining are not adequately addressed in the budget. The government seems more focused on reviving mines without offering strong environmental protections or addressing the inequitable distribution of mining revenues to local communities.

6. Education and Healthcare Underfunding
While education and healthcare receive significant allocations (14.5% and 10.7% of the budget, respectively), the amounts may still be insufficient to meet the growing needs of the population. Zambia’s education system, for instance, suffers from overcrowded classrooms, poor infrastructure, and inadequate teacher training. Despite an increase in teacher recruitment, the teacher-pupil ratio remains high, and the quality of education continues to decline.

Similarly, the health sector has long faced challenges such as drug shortages, inadequate facilities, and overburdened healthcare workers. The K23.2 billion allocated to the health sector may not be enough to address these issues comprehensively, especially when the majority of funds will likely go to maintaining current facilities rather than expanding access to healthcare, particularly in rural areas.

7. Constituency Development Fund (CDF) Issues
The Constituency Development Fund (CDF), allocated K5.6 billion, has been hailed as a game-changer. However, its implementation has been inconsistent across the country, with many constituencies experiencing delays and bureaucratic inefficiencies in accessing and utilizing these funds. There is also a concern about transparency and accountability in the disbursement and use of CDF, raising fears of potential misuse for political gain. The opposition could argue that more stringent oversight mechanisms are required to ensure equitable distribution and effective utilization of the CDF.

8. Environmental Sustainability – Lack of Ambition
While the budget includes measures related to environmental protection and climate change resilience, the allocation of just 0.7% of the budget to environmental protection is inadequate, especially in light of the drought and climate vulnerabilities Zambia faces. The National Green Growth Strategy seems more like a token gesture rather than a comprehensive plan for environmental sustainability. More ambitious climate adaptation and mitigation strategies are required, especially for a country heavily dependent on climate-sensitive sectors like agriculture and hydropower.

9. Social Protection – Insufficient Coverage
The government’s Social Cash Transfer program and other social safety nets, while helpful, may not be sufficient to cover the vast number of vulnerable households affected by the drought and economic hardships. The K400 emergency transfer for drought victims, though welcome, may not significantly change the lives of those suffering from food insecurity and loss of income.

Conclusion:
The 2025 budget, while presenting some promising interventions, falls short in critical areas such as debt management, agriculture reform, social protection, and inflation control. The ambitious growth targets appear disconnected from the realities of Zambia’s economic challenges, and the budget does not provide sufficient safeguards to ensure inclusive and sustainable growth. More focused, long-term strategies are needed to address the deep-rooted structural problems in Zambia’s economy.

Kampyongo Backs Motion for Mining Companies to Generate 50% of Their Power Needs

Shiwang’andu Member of Parliament Hon. Stephen Kampyongo, MP, has thrown his weight behind a motion in Parliament aimed at compelling large-scale mining companies to generate at least 50% of their own power needs. The motion, brought forward by Hon. Christopher Kang’ombe, MP for Kamfinsa, is seen as a crucial step to ensuring the continuity of mining operations, which are vital to Zambia’s economy.

During the debate, Hon. Kampyongo highlighted the importance of innovative solutions to address the ongoing energy crisis, which has negatively impacted the country’s industrial and mining sectors. He pointed out that the idea of companies generating their own electricity is not far removed from previous government pronouncements encouraging individuals to install solar panels to contribute to the national grid.

“Madam Speaker, what this motion is teaching us is that mining companies should utilize our country’s resources, like uranium, to invest in reactors and other renewable energy solutions to meet at least half of their consumption needs,” Hon. Kampyongo said.

He added that such measures would alleviate the burden on ZESCO, allowing the national power utility to focus on supplying power to underserved rural areas.

Hon. Kampyongo drew comparisons to past energy initiatives, referencing the now-defunct nuclear endurance program and the production efforts of Maamba Collieries.

He noted that the current energy crisis, exacerbated by climate change and worsening weather patterns, demands bold, forward-thinking strategies.

“Madam Speaker, this crisis is not new, but it has escalated to a point where we must act decisively. The mining sector cannot continue to depend solely on ZESCO for power when we have alternative options that can be explored,” he said, citing examples of companies burning through thousands of liters of diesel daily to run generators, further straining their operations.

The former Home Affairs Minister also dismissed arguments against the motion as shortsighted, asserting that it was in line with the government’s own push for renewable energy solutions. He emphasized the need for the government to provide a clear policy framework that would enable mining companies to take on the responsibility of generating their own power without going through ZESCO.

“The motion, Madam Speaker, is about offering progressive solutions. It’s not just about Christopher Kang’ombe; it’s for the entire nation,” he stressed. “People are suffering, companies are shutting down, and workers are losing jobs due to power shortages. We have a collective responsibility to support ideas that will see us through this crisis.”

The lawmaker also casted out the Members who thought this motion was meant to satisfy the opposition stating that “yes you can question because you don’t know own that people out there are suffering” he reminded them that not all Zambians can afford to buy solar energy.

In his closing remarks, Kampyongo urged the government and Parliament to embrace the motion, cautioning that failure to adopt such innovative solutions would lead to further economic hardships.

It is with alarm and great concern that we note that the IMF forecasts a downgrade of GDP growth to a mere 1.2%. The consequence of this will likely lead to increased hardships Zambians face in their daily lives.

As we continue to advocate for a private sector-led economy in Zambia, we acknowledge that we are in agreement with the UPND leadership on the policy direction they have set for the country. The policy statements are clear. Zambia should be a private sector led economy.

Unfortunately, this has not been translated into action by the civil service administration and therefore has not yielded the desired results.
We remain deeply concerned about the current state of the Zambian economy. In particular, is the failure to implement agreed policies. Policies that would lead to enhanced GDP growth. Our economy continues to be strangled by bureaucracy, licenses, controls, and restrictions. Initiatives like the PPDF have failed to bring about meaningful change, as they themselves are impeded by the same bureaucratic quagmire!

The private sector plays a vital role in driving economic growth, and it’s essential the private sector is given the support needed to bring about the economic changes they are capable of achieving. The private sector has huge capacity to create jobs and wealth for the people of Zambia, providing over-regulation and the heavy hand of government is removed.

Unfortunately, our experience has been marked by entrenched resistance from deep within the Civil Service that hinder our ability to contribute effectively to Zambia’s economic development.

We again urge the UPND government to action agreed policies, recognizing the mutual benefits of a private sector- led economy. We stand ready to provide meaningful input that will help address the country’s economic challenges.

Our commitment to Zambia’s economic prosperity remains unwavering, and we look forward to forging a more productive partnership with the GRZ. We strongly believe that working together, we will be able to navigate our way out of this economic disaster.

PRESIDENT Hakainde Hichilema has reiterated that any marriage other than one between a man and a woman is unchristian and unAfrican.

Officiating for the first time at this year’s National Day of prayer, Fasting, Repentance and Reconciliation in Kitwe yesterday, President Hichilema stated that Zambia shall continue to be a Christian nation noting that being a Christian nation alone comes with its obligations.

He said one of those obligations is to ensure that all the Christian values are maintained.

“If we are a Christian nation then marriages should be between man and woman. We agreed that we must be a Christian and so there are obligations. Marriages must not be on any other concoctions. Any marriage that is not between man and woman is not a normal marriage, it is something else.”

“Why should you make me repeat this message over and over. Anything else, any marriage other than man and woman is unchristian, it’s unAfrican,” said the President.

The President added that not allowing homosexuality in the country does not mean that he does not respect human rights.

“I have said to colleagues, global leaders on this subject that as partners, as independent countries governed separately for our people, we share common values. Out of 10, maybe we share eight, but if we are different on two including the issues of homosexuality, we shouldn’t fight each other. To say what I have said does not mean we don’t respect human rights. We do respect human rights,” he noted.

President Hichilema further urged the church to help promote decent marriages anchored on religious values in the country.

“I want to help young couples. There must be mutual respect in the home, there must be tolerance in the home but we ask the church, [to help] these people before they marry,” he said.

President Hichilema also called on the church to support the fight against corruption and take part in bringing the culprits to book.

And as part of Zambia celebrating 60 years, President Hichilema offered to the church 60 female cows and two bulls.

PRESS STATEMENT BY THE CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 19TH CABINET MEETING HELD ON 15TH OCTOBER, 2024.

The President of the Republic of Zambia, Mr. Hakainde Hichilema, called for the 19th Cabinet Meeting in the Year 2024, on Tuesday, 15th October, 2024, at State House, to deliberate on policy and legislative matters aimed at enhancing socio-economic development for the people.

Cabinet made the following decisions:

1. Legislative Matters – Bills approved for Publication and Introduction in Parliament:

(a) The Plant Health Bill, 2024.

Cabinet approved “The Plant Health Bill, 2024,” for publication and introduction in Parliament.

The objectives of this Bill include among others, to protect plant resources; provide for the registration of pest controllers and plant-related structures; and regulate imports and exports to prevent the introduction or spread of pests.

The implementation of the Bill shall improve Zambia’s ability to prevent and manage plant pests and diseases, which will safeguard agricultural productivity and plant health.

(b) The Zambia Institute of Quantity Surveyors Bill,2024.

“The Zambia Institute of Quantity Surveyors Bill, 2024,” was approved for publication and introduction in Parliament by Cabinet.

The objectives of this Bill include to, provide for the registration of quantity surveying professionals; quantity surveying organisations and quantity surveying units and regulate their practice and professional conduct.
Currently, the legal framework is not comprehensive in regulation to the conduct and practice of quantity surveying professionals.  The Bill, once enacted, will result in the effective operation of the Zambia Institute of Quantity Surveyors and the effective delivery of services by quantity surveying professionals.

(c) The Green Economy and Climate Change Bill, 2024.

Cabinet also approved for publication and introduction in Parliament, “The Green Economy and Climate Change Bill, 2024.”

The objectives of this Bill are to provide for climate change adaptation and disaster risk reduction; provide for climate change mitigation, low emission development, green economy and related actions; regulate carbon markets; and provide for environmental and social safeguards in climate change actions.

Currently, the regulatory framework on green economy and climate change is inadequate in responding to green economy and climate change issues in the country.  The Bill, once enacted, will facilitate the effective implementation of green economy and climate change programmes in all sectors of the economy.

(d) The Local Authorities Superannuation Fund (Amendment) Bill, 2024.

Another Bill approved for publication and introduction in Parliament is “The Local Authorities Superannuation Fund (Amendment) Bill, 2024.

The objectives of this Bill are to, revise the accrual rate of a retirement benefit and revise the commutation factors.

Currently, the Local Authorities Superannuation Fund Act Cap 284 of the Laws of Zambia, does not provide for a comprehensive legal framework to compute and pay benefits for retirees at 60 and 65 years.

The proposed Bill, once enacted, will enable the Local Authorities Superannuation Fund to accurately compute and pay retirement benefits for members retiring at 60 or 65 years and, therefore, ensuring that the retirement benefits align with the revised retirement age policy.

(e) The Penal Code (Amendment) Bill, 2024.

During the same Meeting, Cabinet also approved “The Penal Code (Amendment) Bill, 2024.”

The objectives of this Bill are to amend the Penal Code, so as to strengthen the law on the offence of expressing or showing hatred, ridicule or contempt for a person or group of persons; provide for the offence of stealing medicine, allied substances, medical supplies, medical equipment, critical information infrastructure and electronic communications apparatus; redefine the word “vandalism;” revise the penalties relating to vandalism; and make the possession, conveyance and receipt of vandalised property or material an offence.

(f) The Judiciary Administration (Amendment) Bill, 2024.

Cabinet also approved for publication and introduction in Parliament, “The Judiciary Administration (Amendment) Bill, 2024,” in order to harmonise the Judiciary Administration Act of 2016, with the Judicial Training Institute of Zambia Act No. 14 of 2023.

Currently, the Judiciary Administration Act of 2016, empowers the Judicial Service Commission to make regulations with respect to training courses for the judicial service.  However, with the enactment of the Judicial Training Institute of Zambia Act No. 14 of 2023, whose functions include providing and developing judicial education and professional training for judges, judicial officers and judicial staff, it has become necessary to amend the Judiciary Administration Act of 2016, so as to remove from the Judicial Service Commission, the power to make regulations relating to training courses in the Judicial Service.

The proposed Bill, once enacted, will ensure that the mandate to provide judicial education and professional training for judges, judicial officers and judicial staff, is solely vested in the Judicial Training Institute, thereby, avoiding a duplicity of functions between the Judicial Training Institute and the Judicial Service Commission.

2. Legislative Matters approved in Principle:

(a) Lands (Amendment) Bill, 2024.

Cabinet approved in principle, to the introduction of a Bill in Parliament to amend the Lands Act Cap 184 of the Laws of Zambia, in order to align the law to the National Lands Policy of 2021, allow for the use of information and communications technology in the delivery of services and to make the law more responsive to the needs of the people of Zambia.

The Lands Act is the Principal Act that guides land administration in Zambia, however, since its enactment in 1995, the Act has not had substantial review to respond to persistent and emerging challenges in land administration such as, an increase in unauthorised occupancy of land, leading to litigations, and in some instances, clashes between land invaders and rightful owners.

The proposed amendments will enhance equitable access to secure land rights for all, in a cost-effective way, for government and beneficiaries, reduce unauthorised occupancy, as well as improve Government’s fiscal position.

(b) The Zambia National Broadcasting Corporation (ZNBC) Bill, 2024.

Cabinet also approved in principle, to the introduction of a Bill in Parliament to repeal the Zambia National Broadcasting Corporation Act Cap 154 of the Laws of Zambia, in order to designate the Corporation into a public service broadcaster which will, provide balanced, diverse, innovative and independent Broadcasting Services; inform, educate and entertain the public; and enhance revenue sources and accountability in fulfilling its mandate.

The repeal of the Act will also provide for enhanced public accountability; facilitate for alignment with other pieces of legislation and provide for the establishment of state-owned broadcasters, such as the Parliament TV and radio, ZANIS TV, Education TV, and LIMA radio.

(c) The Independent Broadcasting Authority (IBA) Bill, 2024.

During the same Meeting, Cabinet approved in principle, to the introduction of the Bill in Parliament to repeal the Independent Broadcasting Authority Act No. 17 of 2002, in order to provide for mechanisms that will strengthen the functions, administration and regulation of the broadcasting industry in Zambia and enhance professional, ethical and independence of the media industry.

Since 2002, a number of developments have taken place which have necessitated the proposed repeal of the current Act.  Some of the major developments include advancements in technology, the need for comprehensive and consolidated legislation and alignment with other pieces of legislation.

3. Legislative Matters – Statutory Instrument:

The Insurance (Tribunal) Rules, 2024.

Cabinet approved the issuance of the Insurance (Tribunal) Rules, 2024, in order to operationalise the ad hoc Insurance Tribunal, which was established under the Insurance Act of 2021.

It is necessary to issue the rules, as without them, the Tribunal would remain inoperative which would have the effect of depriving a person, aggrieved by a decision of the Pensions and Insurance Authority to exercise their right of appeal.

The Insurance Act No. 38 of 2021, establishes the ad hoc Insurance Tribunal.  However, the Tribunal cannot be put into operation as there are no rules to govern the procedure that the Tribunal will follow in presiding over appeals against the Authority’s decision.

The tragic One Direction star opened the email and shouted ‘f* this st mate!’ and broke his laptop, a young woman told MailOnline.

She was staying at at the same hotel as Liam, the Casa Sur hotel in Palermo, when she had what she called a ‘disturbing’ run-in with the One Direction star just minutes before he fell to his death from his balcony on the third floor.


In her account, the lady said she had seen the pop star lying on sofa in the lobby reading through his emails, before becoming visibly upset and declaring: ‘I used to be in a boy band – that’s why I am so f***ed up’.

‘He opened his emails and saw one which obviously upset him,’ Rebecca, 28, exclusively told MailOnline. ‘Suddenly he took the computer, shouted “fk this st mate!” and started bashing the computer on the ground.’

Less than half an hour later, ambulances and police had arrived, after the star had plunged 45ft from a balcony on the hotel’s courtyard.

It is unknown at present who had sent the email or what its contents were, however, it came amid a tough period for the popstar.


A mobile and laptop from his hotel room have been seized by police who are to analyse the devices for clues.

Just two weeks ago, he was dropped by his record label Universal Music, putting an end to his plans for a second solo album.

And on Monday, his ex-finance Maya James, who claimed the star had ‘predicted he would die early’, started legal proceedings against Payne, accusing him of obsessively contacting her and ‘weaponising’ his fans against her.

It came after the 23-year-old Texan model had already served the singer cease and desist papers last week after accusing him of repeatedly contacting her and her family.

Rebecca, an IT consultant from Washington DC, took haunting photographs of Payne in the lobby shortly before the terrible incident.

She said his bizarre behaviour and its horrific aftermath had left her ‘shaken’.

The 28-year-old had a surprise 30-minute-long encounter with Payne took place in the foyer of the hotel, where she was staying for a wedding.

Payne had been due to check out on Wednesday morning, but still had not done so by late afternoon, she claimed.


Rebecca took her photos from 4.26pm local time (8.26pm UK time) – which is also when Payne made the ‘boy band’ comment. Just 36 minutes later, hotel staff raised the alarm at 5.04pm following Payne’s fall. An ambulance arrived at 5.11pm and Payne was then certified dead.

She told MailOnline in an exclusive interview: ‘One of my friends was due to get his suite, so the hotel staff were a little on edge because he still hadn’t checked out at 4.30pm, but also because of his behaviour.

‘I came into the hotel, and he was waiting by the elevator, and it was so clear he wanted someone to recognise him, there was something a bit desperate about him.

‘I was with my friends and we did know who he was, but none of us were that bothered.

‘When the lift came he suddenly said to us without any prompting: ‘Yes, I’m Liam!’ really drawing it out, and then said ‘All right come on you lot, get in the elevator with me, I love a cuddle’.

‘I decided against it and waited for the next one, but some of the other girls got in with him and half way up, he started saying ‘Oh, you’re Americans, I live in West Palm Beach.

‘I know Americans. You guys are fing crazy! You guys are fing dangerous!

‘And then he grabs a girl who I think was with him and starts fake choking her, only lightly, but the others thought it was really disturbing.’

Rebecca said she returned to the lobby ten minutes later and shortly afterwards, Payne arrived back, dangling his open laptop nonchalantly from one corner.

He then began reading emails after flopping onto a sofa, wearing a white vest, cargo pants and trainers.

‘I have a blind relative and I realised he had the laptop on its accessibility setting, for some reason, so that each time he moved the mouse, hovering over something the machine spoke out loud to say where the cursor was,’ said Rebecca.

‘I assumed he was doing that for the attention too. Then he opened his emails and saw one which obviously upset him. Suddenly he took the computer, shouted ‘fk this st mate!’ and started bashing the computer on the ground.

Everyone, especially the staff was really shocked. It’s a high-end hotel and his behaviour was so out of place – people were just chilling.

‘I went over, asked ‘are you OK?’ But he just kind of grunted. Then he said ‘I used to be in a boyband. That’s why I’m so f**ked up.’

‘I couldn’t believe he’d just come out and said something like that. There was a lot more swearing and he took the laptop over and went to get back in the lift.

‘After he’d gone, the British guy from his entourage, who I think was called Roger, came over and apologised on his behalf, saying ‘I’m sorry, he just gets so high sometimes’.

‘I did wonder what these people with him were doing to help him, but maybe they had tried and failed. The hotel staff were freaking out and watching him really nervously. I could see one of them was on the phone to what I assumed was security or the police.

‘I’ve never taken cocaine, but he was behaving exactly as I’d imagine someone would on the drug – he wasn’t focusing, and his pupils were dilated, and he was behaving in aggressive way – though not to anyone in particular.’


Rebecca couldn’t figure out why Payne was hanging around the lobby but wondered whether he was planning to meet someone to resupply his drugs.

Then after a few minutes, he returned to the lobby, she recalled.

Rebecca said: ‘He walked in again and just tripped and fell flat on his face, sprawling across the floor. The staff came to help him and get him back in the elevator, and that’s when I took the last photo.

‘You can just see the arm of the English guy who was with him, holding the lift door open before taking them up to the third floor again.

‘It wasn’t long after that when the police arrived and initially, we thought they were just going to kick him out, but then when the staff started running around like crazy, we suddenly realised the seriousness of what had happened.

‘Some of my friends had seen him falling, it was awful, and at first they thought he might have just injured himself, but then we saw the body out in the courtyard, and later they brought him out on a stretcher, it was all so horrible.’

Rebecca said that after the horrific experience, she spent Wednesday night with friends away from the hotel, partly because of what had happened, but also the noise of teenage fans outside in the street singing and crying.

She added: ‘They were playing his music all night and someone actually brought along a Ouija board to try and communicate with Liam, it was crazy.’

Payne, who rose to fame with One Direction on The X Factor, died after falling from a third-floor balcony of the Casa Sur Hotel on Wednesday.

He died of multiple traumas and ‘internal and external haemorrhage’, a post-mortem examination report said.


Argentina’s National Criminal and Correctional Prosecutor’s Office No 16 said it was investigating the incident as an ‘inconclusive death’ following the report.

Payne’s family said they were ‘heartbroken’, adding: ‘Liam will forever live in our hearts and we’ll remember him for his kind, funny and brave soul.’

A joint statement from his One Direction bandmates said they were ‘completely devastated’ and will miss the singer ‘terribly’, adding the ‘memories we shared with him will be treasured forever’.

Ivory Coast dissolves powerful student unions after deaths and a police raid

Ivory Coast’s government has announced a ban on all student unions following the deaths of two students and the arrest of 17 suspects in a confrontation between police and a student association with connections to some of the most powerful people in the country.

The ban on Thursday (Oct. 17) came after a government raid on student housing controlled by a student union, known by its French acronym FESCI, that the government says was connected to the deaths.

The National Security Council said that officers discovered large caches of weapons as well as several “illegal businesses” within the student housing complex on the main campus of the University of Abidjan.

The arrests targeted FESCI’s leadership, including the general secretary, Sié Kambou, who was arrested in connection with the killings, according to a filing by chief prosecutor Koné Oumar.

“No crime can be committed in the FESCI environment without the named Sié Kambou being informed of it,” the court filing said.

In a statement on Friday (Oct. 18), FESCI called the decision “a flagrant violation of the right to association, assembly and peaceful demonstration conferred by the Constitution” and denied any involvement in the deaths.

The ban was the culmination of a government response to the death last month of FESCI member Agui Deagoué. According to the statement from the public prosecutor’s office, Deagoué was Kambou’s main rival within the union and was kidnapped off the street on his way to a meeting with him.

FESCI was created in 1990 as a student association, but the group soon found itself at odds with then President Félix Houphouët-Boigny, who had its leaders arrested for what he deemed illegal meetings and demonstrations.

After Houphouët-Boigny’s rival, Laurent Gbagbo, came to power in 2000, FESCI enjoyed a privileged status, and authorities looked the other way as members attacked opposition supporters on and off campus.

In 2011, Gbagbo lost a presidential election, but refused to concede defeat, triggering an outbreak of violence in which FESCI and its former leaders allegedly attacked the outgoing government’s opponents.

Former famous FESCI leaders include Charles Blé Goudé and Guillaume Soro.

Charles Blé Goudé, faced trial for crimes against humanity at the International Criminal Court in The Hague, Netherlands, but was acquitted in 2019.

Soro, a former president of National Assembly and fighter during the 2010’s war.

“FESCI was an avant-garde association serving students and pupils in Cote d’Ivoire,” Julien-Geoffroy Kouao, an Abidjan-based political scientist, told The Associated Press, using the French name for the country. “Unfortunately, today it has deviated to become an association whose instruments of action are violence.”

FESCI took control of much of the student housing across the country from the mid-2010s, and according to students, has been charging exorbitantly high rates for rooms that were often crowded or poorly maintained.

But the union, whose 100,000 members make up a third of the Ivory Coast’s student body, has been defended by some. FESCI as an organization shouldn’t be blamed for the actions of some of its members, Désiré N’Guessan Kouamé, a local politician, told the AP.

“Today, some people call it a criminal (organization). Fine, but we must recognize that in any organization or society, there are black sheep,” Kouamé said.

Following the decision by the National Security Council, government workers began to demolish the group’s headquarters, but given FESCI’s role in administering student housing, some students expressed doubt it would be enough to force the organization to close or even to dent its power significantly.

According to Mirror UK, the pair were located and questioned by police and prosecutors and were partially named on a national TV programme.

Before prosecutors confirmed they had questioned five people, including two women who had been with Liam in the hours before his death for a “reconstruction of his last hours.

‘’He was with two women in his room where there was access to drugs. I won’t say they’re surnames, but they are well-known,” she added:

It’s reported that the women left the hotel prior to Liam’s fatal fall and have been labelled as “key witnesses” in local media reports rather than suspects in his death, which prosecutors have described as “duduso”. ‘Dudoso’ literally translates to “doubtful.”

In their initial official statement today, prosecutors confirmed they had questioned five witnesses, stating two were women and three were hotel employees, and also confirmed Liam had 25 separate injuries.

In the detailed statement, they also confirmed they had removed “several substances” from Liam’s room that they believed would indicate he had taken drugs before falling to his death from a third-floor hotel balcony.

It remains unclear who the police suspect could have provided him with the drugs.

In a recent statement, the first since Liam’s tragic passing at Hotel CasaSur Palermo, prosecutors disclosed key findings from the autopsy that was actually performed late last night.

“The National Prosecutor’s Office for Criminal and Correctional Matters N°16, under the interim charge of Marcelo Roma, can confirm that the autopsy on British musician Liam James Payne, 31, determined that the former member of the boy band One Direction died of multiple injuries and internal and external haemorrhaging as a result of the fall he suffered from the balcony of the third-floor room of the hotel in the Palermo neighbourhood of Buenos Aires where he was staying.

“The National Prosecutor’s Office for Criminal and Correctional Matters N°16, under the interim charge of Marcelo Roma, can confirm that the autopsy on British musician Liam James Payne, 31, determined that the former member of the boy band One Direction died of multiple injuries and internal and external haemorrhaging as a result of the fall he suffered from the balcony of the third-floor room of the hotel in the Palermo neighbourhood of Buenos Aires where he was staying.

“The prosecutor’s office pointed out that, as a matter of protocol, the circumstances of the case are being investigated as a ‘doubtful death’, although everything suggests that the musician was alone when the fall occurred and was going through some kind of psychotic episode as a result of substance abuse.

“According to the reconstruction by the prosecution, the incident occurred at 17:07 yesterday.

“Minutes earlier, the Hotel Casa Sur, located at 6000 Costa Rica Street in Palermo, requested help through the 911 emergency line for a guest who was under the influence of drugs and alcohol and had destroyed some objects in the room.

“On the arrival of the same medical emergency response service and members of the 14B Neighbourhood Police Station of the Buenos Aires City Police, Payne had already fallen from the balcony of his room and died on the spot due to the seriousness of his injuries.

“Payne’s body was taken to the Judicial Morgue where forensic doctors from the Forensic Medical Corps performed the autopsy between 21:45 and 23:05 local time.

“The autopsy protocol sent to the prosecutor’s office and signed by Santiago Maffia Bizzozero and Roberto Víctor Cohen concluded that ‘the cause of death of Liam James Payne macroscopically determined, has been poly traumatism, internal and external haemorrhage’.

“The forensic doctors clarified that ‘the complementary studies requested could confirm, rectify and/or complement the above macroscopic conclusions’, and in this sense, they reported that histopathological, biochemical and toxicological studies were requested.

“On this point, the analysis of stomach contents, alcohol, and toxins in blood, as well as vitreous humour, bile, nasal swab, and urine for alcohol and toxins, was requested.”

The forensic experts have concluded that the 25 injuries found on the deceased during the autopsy are consistent with a fall from height, and they also noted that the head injuries were severe enough to cause death. The internal and external bleeding in the skull, chest, abdomen, and limbs also played a role in the fatality.

“In their medico-legal considerations, the forensic experts reported that the 25 injuries described in the autopsy are compatible with those produced by a fall from height. They also pointed out that the cranioencephalic injuries were sufficiently suitable to cause death, while the internal and external haemorrhages in the skull, thorax, abdomen and limbs contributed to the mechanism of death.”

“The forensic experts also considered that having analysed his hands, no defensive injuries were found, that all the injuries on the body were life-threatening and produced at the same time, and that no injuries were observed that would suggest the intervention of third parties.”

The prosecutor’s office has suggested that Payne may not have been conscious during the fall due to the position of the body and the nature of the injuries.

“The prosecutor’s office indicated that, due to the position of the body and the injuries sustained in the fall, it is presumed that Payne did not adopt a reflexive posture to protect himself and that he may have fallen in a state of semi-or total unconsciousness.”

Initial investigations by prosecutor Roma and secretary Florencia Lavaggi led to the discovery of potential narcotics, alcohol, and destroyed furniture at the scene.

“The prosecutor Roma and the secretary Florencia Lavaggi ordered the first measures, among them the summoning of the experts of the Mobile Criminalistic Unit of the City Police who surveyed the scene and found inside the room substances that at first glance – and pending the confirmation of the experts – would be narcotics and alcoholic beverages, as well as several objects and destroyed furniture.”

“Also, last night, at the headquarters of the National Prosecutor’s Office for Criminal and Correctional Matters No16, five testimonies were taken from three hotel workers and two women who, in the previous hours, had been with the musician in his room, but who had already left the hotel when the event occurred.”

“The prosecutor’s office said that beyond reconstructing the circumstances of the musician’s death, the investigation is also aimed at determining the possible involvement of third parties in the events leading up to the victim’s death.”

Jurors at the Old Bailey wept as they were shown horrifying footage of the vile attack carried out by 35-year-old Mohamed Noor Iidow.

According to Mail Online, the fiend overstimulated the nerves at the back of her throat in the horrific attack on July 17, 2021, and caused her to have a cardiac arrest.

Ms Shotter laid d£ad for hours before finally being found by a passer-by.

Ms Shotter’s mother, NHS cardiology practitioner Dr Cas Shotter Weetman, said that the family is celebrating Iidow’s conviction.

She said: ‘We’re delighted for her children and that we finally, finally, after three and a half years, have got justice for Nat,’ adding that she was a ‘beautiful soul’.

Dr Weetman added: ‘We’re celebrating, obviously we’re jubilant, absolutely jubilant about the outcome, I can’t tell you what it means to us.

‘She was a beautiful, beautiful girl, an NHS worker, worked for charities, mother of three, just the most amazing soul, (and) kind. She had so much to give, so much more to give.’

Initially, police treated Ms Shotter’s death as unexpected before arresting Lidow on August 4, 2021.

The victim’s mother, cardiologist Dr. Cas Shotter Weetman, criticised the Met Police after two officers allegedly told Ms. Shotter’s friend they could do nothing to help her.

She led a campaign for justice for her daughter and believes that a culture of misogyny in the Met contributed to her death.

Lidow was charged with manslaughter and rape on December 21, 2023 and convicted of both charges by the jury of eight men and four women.

Ms Shotter’s family sobbed in the well of the court as lidow was found guilty by a unanimous verdict.

The court heard lidow has previous convictions relating to ‘online sexual offences.’

The Common Serjeant of London, Judge Richard Marks, KC, adjourned sentence until December 14.

Jurors wept as prosecutor Alison Morgan narrated harrowing CCTV footage.

The court heard Natalie had been drinking and taking poppers before she lay down on the bench.

‘At 23.41 her arm can be seen moving, swinging a little bit, she is lying down along the bench,’ she said.

‘Natalie is lying down and there’s nothing to suggest a sudden falling down to the ground dead, or that she’s having a seizure.

‘Consuming alcohol and consuming poppers might make her lie down in that way, she must have been drowsy and semi-conscious.

‘The prosecution’s case is that even if she had consumed those substances, there was no reason for her to die before this point.

‘She may very well have been lying down on that bench thanks to what she consumed.

‘What was the defendant doing there? What was he seeking to do, walking up and down the paths in the middle of the night?

The prosecutor added lidow was ‘seeking out a vulnerable woman to rape.’

But Lidow’s barristers argued that he may not have caused the death- or that Ms Shotter was dead before he came across her.

Peter Glenser, KC, defending, told jurors: ‘There is no evidence that Ms Shotter moved after 23.41, you cannot exclude the possibility that she is dead.’

Detective Chief Inspector Wayne Jolley, who led the Scotland Yard investigation, said: ‘Iidow’s predatory attack on Natalie was disturbing and shocking.

‘This man drove to the park that night and took advantage of a vulnerable woman who should have been safe.

‘Even after his arrest, Iidow attempted to claim that his actions were consensual.

‘This case has deeply affected those involved, due to its rarity and tragic details.

‘We needed to prove Natalie’s death was caused by being raped and that involved diligent work using experts in this field to charge and now convict Iidow.

‘I commend the strength of Natalie’s friends and family who have had to listen to these details throughout the trial. Iidow is now facing a long term of imprisonment.’

ARE WE IN CHARGE OF OUR COUNTRY OR IS IT IMF?

The International Monetary Fund (IMF) conducted a staff visit between October 2-15, 2024, according to the Bloomberg article published on October 17, 2024.

Prior to the IMF visit, our very own Minister of Finance, Dr Situmbeko Musokotwane, delivered a 2025 Budget speech on behalf of the President of the Republic of Zambia to Parliament. During the budget speech, no mention was made about the state of our economic growth in 2024. By inference, Dr Musokotwane maintained the 2.3% GDP growth projection. In addition, he promised a bullish growth estimate of 6.6% in 2025. Literally, all economic commentators have expressed significant reservations on whether this is a practical target. Similarly, the 3 million tonnes copper production by 2031 has been questioned by many commentators, but the government has insisted that this is achievable.

Come October 17, 2024, the IMF has issued a statement downgrading the GDP 2024 outlook to 1.2%.

We need serious introspection on whether this country is in safe hands. Do you mean the Ministry of Finance and the Bank of Zambia, which conducts its own internal estimates, did not foresee and factor this GDP downgrading in the 2025 budget? No mention of this critically important downturn in our economic fortunes was mentioned in the budget speech. How is that so that if we have economic experts starting from the Minister of Finance, the Bank of Zambia Governor and their entire technical staff miss this? We can only conclude that they were aware but decided to pay a blind eye in order to paint a Rossy picture for political expediency.

This undermines the credibility of data presented by government controlled institutions. Can we even now believe the inflation numbers produced by the Zamstats? Not too long ago, a reknowned US professor had indicated that our true inflation rate is around 24%.

Now that the IMF has announced the projected GDP growth at 1.2%. What is the government number? Or will the government simply revise their estimates to 1.2% because IMF has said it? Did we surely have to wait for IMF and not mention the GDP downgrade in the 2025 budget? In terms of budgeting, 2024 is the base year for building the 2025 budget. By implication, if the base year is inaccurate, then the 2025 numbers will also be inaccurate.

We as SP questioned whether the effect of the drought had been factored in the 2024 GDP growth estimates and generously downgraded the growth to 1.7%.

It is extremely worrying that we have to wait for IMF to tell us what our growth prospects look like when we are the ones managing our economy. Note that the budget was presented at the end of September 2024, and the IMF review was conducted 2-15 October 2 – 15, 2024. So, nothing much changed between these two events for Dr Musokotwane not to have foreseen this and presented it during his budget speech.

This is as clear as day light that we have a failed government, which we can not entrust to superintend over our economic affairs. Most importantly, one is now forced to doubt the economic data churned by this government.

The  fall from grace of any country does not happen abruptly or even in a big way at once. It  happens slowly, and often in ways that seem small, random, or unconnected.  One victimised group. One compromised profession. One captured  institution. One abused individual. One at a time. In the end, it is the  silence, inaction, and indifference of many that makes all the  difference.

There is quote that is attributed to the prominent German pastor Martin Niemöller that best illustrates this point:

“First, they came for the socialists, and I did not speak out—because I was not a socialist.

Then, they came for the trade unionists, and I did not speak out—because I was not a trade unionist.

Then, they came for the Jews, and I did not speak out—because I was not a Jew.

Then, they came for me—and there was no one left to speak for me.”

Niemöller is today rightly remembered as the  pastor who defied Nazism. His words have enduring resonance and appeal in today’s world. What many do not know is that he started  off as one of its greatest supporters and was therefore its enablers. His quoted words reflect not just his later change of heart and breakup with the party and leadership he supported but also his guilt and  responsibility. The  lesson from his experience and the essence of his message is that it is never too late to change course, for the better.

I hope that many of  us in Zambia today will have no need to wake up tomorrow and adapt his words to our situation:

First, they came for the Archbishop and a priest, and I did not speak out — because I was not an Archbishop or a priest.

Next, they came for a former president, and I did not speak out—because I was not a former president or his supporter.

Then, they came for the judges, and I did not speak out—because I was not a judge.

Then,  they came for opposition leaders, members of parliament, and a civil  rights campaigner, and I did not speak out—because I was not an  opposition leader, MP, or a civil rights campaigner.

Then,  they came for members of other ethnic groups and regions, and I did not  speak out—because I did not come from those ethnic groups or regions.

Then  they came for me—and there was no one left to speak for me, because  they had, by then, succeeded in co-opting several news media outlets,  the church, civil society, the intellectuals, and other actors and institutions.

Were that to happen, then I pray that we too will soon experience or have a moment that will inspire a change of heart so that we can point to that specific experience or moment as our turning point.

Each one of us would then be able to say that it  was at that point when I realised that I was complicit in our continued  fall from grace, in nurturing the hate, the division, the intolerance,  the injustice, the corruption, the constant violations of human rights,  and the erosion of our democracy.

Each one of us would then be able to regret to ourselves that I chose to remain silent when I should  have expressed outrage at the ill-treatment of others including those who drew public attention to these ills.

Each one of us would then be able to regret to ourselves that I  remained quiet when I should have spoken out on behalf of others whose  plight I ignored simply because I was not affected.

Each one of us would then be able to tell ourselves that it was at that point  when I realised that I secure my rights by standing up for the rights  of others, including those I neither like nor support.

That it was at that  point when I realised both the cost and the danger of silence, inaction, and indifference.

For  when all the bad things were happening or being done to others, I,  without much thought, identified with the perpetrators, saw absolutely  nothing wrong with their actions, and easily called the victims all  sorts of names. Now I can see clearly that I was wrong all along. 

Now I can see clearly that my silence, inaction and indifference have helped to create a country whose character I no longer recognise. Now I understand why there is no certainty about our future with regard to any of our known challenges. Now I understand why Zambia continues to fall apart, to drift into a deplorable, dangerous, and unacceptable situation.

It is because of the acute lack of empathy and awareness of people like me.  It is because of my indifference to what is happening around me, to the  plight of others. One  victimised group. One compromised profession. One captured institution.  One abused individual. One at a time.

Mottley, a key voice on the global stage, recently underscored the urgency of reparations during her address at the United Nations, stating, “The time has come to address the issue of reparatory justice.” In the lead-up to the Commonwealth summit, she met with King Charles III during a visit to London, where she praised the monarch for acknowledging the significance of the reparations debate.

“This is a conversation whose time has come,” Mottley remarked. Although Buckingham Palace has not disclosed the specifics of their discussion, the meeting highlights the increasing pressure on the UK to confront its colonial past.

King Charles has previously expressed personal sorrow over Britain’s role in the transatlantic slave trade. During a 2022 Commonwealth reception in Rwanda, he said, “I cannot describe the depths of my personal sorrow at the suffering of so many, as I continue to deepen my understanding of slavery’s enduring impact.”

The monarch has since supported efforts to examine the British monarchy’s historical links to the slave trade, with the royal archives releasing key documents. One recently uncovered 17th-century ledger revealed that King William III held shares in the Royal African Company, a major player in the slave trade during that period.

While the current reparations demand stands at $261 billion, some economists argue that the true figure could be far higher. The Brattle Group, an economic consulting firm, has estimated that Britain’s debt could reach as much as $24 trillion for its three-century participation in the slave trade. Reverend Dr. Michael Banner of Trinity College, Cambridge, has similarly assessed that the UK owes £205 billion ($261 billion) to the Caribbean for the damages inflicted by slavery.

The push for reparations is not new but has gained renewed momentum in the wake of the global Black Lives Matter movement. In 2023, Mottley called for the UK to pay $4.9 trillion in reparations, adding her voice to a chorus of activists and political leaders who argue that Britain must take responsibility for its historical actions. At the recent UN General Assembly, Mottley also urged an additional decade to address the legacies of slavery and colonialism, emphasizing the unresolved struggles faced by former British colonies.

However, UK officials have historically resisted calls for reparations. Former Prime Minister Rishi Sunak, during his tenure, declined to apologize or offer reparatory payments, stating, “Trying to unpick our history is not the right way forward and is not something we will focus our energies on.” This position reflects the broader reluctance of the British government to engage with reparations, though the persistence of the issue suggests it will remain a point of contention.

International advocates for reparations, such as UN judge Patrick Robinson, have continued to press the UK for action. Robinson has argued that countries responsible for historical injustices must provide compensation to the descendants of those affected, especially as new research uncovers the extent of the damage caused by the transatlantic slave trade. In April, he stressed that Britain cannot ignore the growing calls for reparations.

Britain’s involvement in the transatlantic slave trade began in 1562, and by the 18th century, the country had emerged as the world’s largest slave-trading nation. Although the slave trade was officially abolished in 1807, and slavery itself ended in British colonies in 1833, the legacy of this brutal practice continues to cast a long shadow over former colonies, particularly in the Caribbean.

The upcoming Commonwealth summit, scheduled for October 21, is expected to bring these calls for reparations to the forefront. With King Charles III and Prime Minister Starmer in attendance, the UK will face increased pressure to confront its colonial past and address the deep economic disparities left in its wake. Whether Britain will take meaningful steps toward reparatory justice remains to be seen.

Billions ‘wiped off’ Zimbabwe banks

Bankers in Zimbabwe have attributed a significant downturn in revenues to frequent changes in the country’s functional currency, as first-half financial statements revealed a staggering loss of billions in Zimbabwe Gold (ZiG) due to economic distortions.

As companies reported their earnings for the period ending June 30, 2024, it became evident that revenues had plummeted by nearly 50% compared to the same timeframe in 2023. This stark decline highlights the ongoing economic turmoil that Zimbabwe has faced for nearly 25 years, with little hope for resolution.

Chief executive officers across the banking sector expressed frustration over the complexities introduced by hyperinflation in early 2023 and the subsequent volatility experienced in 2024. Financial statements from 15 commercial banks and mortgage lenders indicated that the difference in revenues between the first halves of 2023 and 2024 was approximately ZiG10 billion, which coincidentally matches the sector’s total profit for the same period.

Lawrence Nyazema, president of the Bankers Association of Zimbabwe (BAZ), explained that the drastic fluctuations in currency and inflation have made it challenging to rely on absolute figures for investment decisions. “Given the different currency and inflation regimes between 2023 and 2024, comparison would need some expertise in determining and undertaking adjustments or conversions,” he noted.

Nyazema further pointed out that the perceived revenue drop primarily stems from exchange rate and conversion issues rather than actual business performance. “The basic issue is institutions are using different accounting treatments and rules. There is no common basis for comparison,” he added.

The introduction of ZiG, a currency backed by gold and other high-value commodities, initially appeared to stabilize inflation when it was launched on April 5, 2024. However, financial reports revealed that the underlying challenges—such as power shortages and limited access to foreign currency—have continued to hinder industrial productivity.

During the final quarter of the review period, banks suffered severe losses, with write-downs varying from ZiG1.8 billion to ZiG39,025,036, depending on the institution’s size. Notably, First Capital Bank, listed on the Victoria Falls Stock Exchange, reported a revenue increase, making it the only lender to experience positive financial performance during this tumultuous period.

According to Nedbank, the switch from the Zimbabwe dollar (ZWL) to ZiG on April 5, 2024, effectively ended the hyperinflationary environment that had plagued the country. As a result, the bank noted that its financial statements for the first half of 2024 were not adjusted for price changes, complicating comparisons with prior years.

Sibongile Moyo, managing director at Nedbank, emphasized that while current financial numbers align with International Financial Reporting Standards, they remain difficult to compare with those from 2023 due to the impacts of hyperinflation accounting.

In a recent monetary policy statement, Reserve Bank of Zimbabwe governor John Mushayavanhu revealed that banks collectively earned ZiG10 billion in profit during the review period. However, BAZ cautioned that the sector continues to grapple with significant challenges, including a liquidity crisis and the lack of a lender-of-last-resort function for U.S. dollar-indexed transactions. This environment has prompted banks to adopt a cautious approach to lending, further exacerbating the economic difficulties faced by Zimbabweans.

Morgan Tsvangirai had a team of CIO officers for protection

On March 6, 2009, serious tensions erupted between the Central Intelligence Organisation (CIO) and medical staff at Avenues Clinic in Harare following a tragic road accident involving then-Prime Minister Morgan Tsvangirai, which resulted in the death of his wife, Susan. Happyton Bonyongwe, former CIO Director-General, provided insights into the chaos that ensued in his memoir, One Among Many: My Contribution to the Zimbabwean Story.

The accident occurred approximately 50 kilometers south of Harare as Tsvangirai was en route to his rural home in Buhera along the notoriously damaged Harare-Masvingo highway. A foreign aid truck collided with Tsvangirai’s Land Cruiser, causing it to overturn and tragically killing Susan, who had been married to Tsvangirai for 31 years.

Bonyongwe recounted the immediate fallout from the incident, revealing the high level of suspicion among medical staff who feared the accident might have been an assassination attempt on Tsvangirai. “Tsvangirai had with him a team of CIO officers for protection, and therefore I was one of the first people to know about the event,” Bonyongwe wrote. “I contacted the late former President Robert Mugabe and briefed him. He then asked me to make arrangements for him to visit Tsvangirai in the hospital.”

The situation at Avenues Clinic was charged, as the hospital had been a base for Doctors for Human Rights, leading to strained relations between the medical staff and the CIO. “Senior doctors who supported the opposition all descended on the hospital. They wanted to save Tsvangirai, whom they suspected had survived an assassination attempt by the CIO,” Bonyongwe recalled, describing the tense exchanges with the doctors late that night. “Their view was that the CIO security details should have taken the bullet for the chief.”

Bonyongwe attempted to explain the impracticality of their demands, noting, “This was not possible; otherwise, CIO vehicles would ram all oncoming traffic, not knowing which one would hit the principal’s car. My rationale was rejected.”

Fortunately, the atmosphere shifted when it was revealed that the vehicle involved in the collision was an American Embassy vehicle. “Before Mugabe’s arrival, information came through that it was an American Embassy vehicle that had hit the MDC leader’s car. As the Americans were trusted allies of the MDC, this information put the CIO in the clear,” Bonyongwe stated.

Mugabe and First Lady Grace Mugabe arrived at the clinic to express their condolences to Tsvangirai. Bonyongwe noted that their presence provided a sense of comfort to the grieving opposition leader. Mugabe later attended Susan’s funeral service at the Methodist Church in Mabelreign, Harare, offering heartfelt words of sympathy.

Reflecting on the broader implications of the incident, Bonyongwe remarked, “This would have been inconceivable before the Global Political Agreement (GPA), which went a long way toward lowering tensions in Zimbabwe.” He highlighted the importance of a functional civil service and the need for security to be provided based on assessed threats rather than as a status symbol.

As the nation grappled with the loss and the political ramifications of the incident, Bonyongwe’s insights shed light on the complex dynamics of security, politics, and the struggle for unity in a divided Zimbabwe.

´The Best of Enemies´ on Dialogue

Our local media was this week flooded with news of a hitch in a proposed meeting or dialogue between President Hichilema and predecessor Edgar Lungu, the sixth President on Zambia.


It has been a long-awaited proposition as political tensions rise high while the two leaders trade political punches with a possibility of gas-lighting the whole political field of Zambia.


As tensions escalated, the Oasis Forum, an influential civil society organisation credited for being a huge reconciliatory body in Zambia since the return to multiparty democracy in 1991 stepped up to the plate.


They called for a cease fire—let’s have a dialogue between Don H and ECL they said.

FROM ´BEST ENEMIES´ TO ZAMBIA

The development vividly reminded me of one of my favourite movies available on Netflix fight now—´The Best of Enemies´.
It’s a 1991 American movie based on real events around civil rights activist Ann Atwater and local Ku Klux Klan leader, C.P Ellis, who regard each other as enemies.
It’s an acrimonious and fractious American conflict race movie story, you must watch it.


As tensions mount, conflict experts put Atwater and C.P Ellis together to co-chair a meeting to discuss racial desegregation of schools and dialogue so that racial tensions in the south can simmer down.


Now remember that this is like telling ice to love fire, black people and white people hated each other immensely back in the day but nevertheless, CP Ellis and Atwater agree to this ´charade´ to find peace.

BACK TO THE OASIS AND DIALOGUE

I believe this is the bridge the Oasis Forum is trying to build between our two leaders Edgar Lungu and Hakainde Hichilema hence the reason I personally feel sad that the dialogue road seems to have hit a road-block before it even gets tarred.
The Oxford English dictionary defines dialogue as ‘a conversation carried on between two or more persons ‘.
According to my research, ´the ancient meaning of the word dialogue (dia lagos) is a” flow of meaning” which stands in stark contrast to the word ’debate’ which means to ‘beat down’, or even the word ‘discussion’ which has the same route as ‘percussion’ and ‘concussion’ or simply to break things up.


The author proceeds to say ´dialogue is a process where the participants commit to listen, reflect and question with a curious mindset to seek a shared understanding.´
A ´resolution dialogue´ has the purpose of ´resolving conflict through dialogue.´
Enough of the academic stuff, back to life and back to reality in Zambia, the case between UPND president and state President Hichilema aka Don H and Edgar Lungu aka ECL.


The sixth President agreed to a proposition to dialogue initiated by Oasis Forum, ECL agreed but with two conditions, the major one being ´set PF free from legal shenanigans.´ Shots fired!


The response from the Don H was ´no conditions´ let’s just meet and your asking for conditions borders on being ´contemptuous and preposterous.´
I thought that got off on a bumpy start because it had no tone or iota of willingness to dialogue or reconcile, the dice was loaded from the start.

THE PARRALEL OF ISRAEL AND GAZA

What happened between Don H and ECL is not very different from what is happening between Gaza and Israel where Israel has racked up a 42k dead bodies in a year against 1.2k Israelis just because they can’t dialogue around the table with the UN et al..


International mediators fostering dialogue and conflict resolution seeking a ceasefire have hit a brick wall for a year now as children and women in Gaza die needlessly because Israel says ´we wont leave Gaza, we shall keep dropping the bombs until we annihilate the human animals in Palestine called Hamas.´
Palestine conversely says we will hold onto Jew hostages from Israel until Israel totally vacates Gaza and the West bank.
Way to dialogue or ending a conflict, right?
As along as Israel holds its hard line and Hamas hankers on its own line, no peace deal is in sight in the middle east, thousands more Arabs shall find their death as Israel bombs rain on.
It is the same thing back home in Zambia for as long as Don H holds his own and refuses to agree to pre dialogue conditions, the political stalemate remains in Zambia and tensions escalate.
Its at this point that with my limited humble common sense, I ask the esteemed Oasis Forum not to give up on dialogue and give peace a chance.

WHAT NEEDS TO BE DONE

Please put together a committee that shall look at what ECL wants and what Don H wants before they can meet and sign a potential truce because nothing development wise succeeds amid tension, hatred and dispute.


The onus in my view is ON Don H, he is the Big Kahuna here, the boss at State House.
He can end this stand-off with a blink of an eye lid, I am willing to help just as the Oasis Forum is. But does he want an end to the conflict?


I recall reading once that the absence of war doesn’t necessarily mean there´s peace in a country.


The onus to dialogue and bring peace lies right on Don H´s table and nowhere else hombres and amigos.


Zambia has crossed much more dangerous bridges and baptisms of fire, this too can be crossed, only if Don H has the will. ECL has laid his cards on the table.
Put that team together to find peace through dialogue, expand the economy and create jobs.


Poverty levels in copper rich Zambia at more than 64 pc is criminal if I may say so myself, it cannot be tackled while leader’s fight.


But then even as I preach this peace message, I realise that it might end up as a dream because I am a dreamer ´we chiloto ukwama.´


Make love not war and good luck to the ´best of enemies´ in Zambia as we grapple with prolonged days of lack of electricity in our houses. The darkness of Zambia.

ECZ is breaking the law on Kawambwa Council Chairperson Election. A court order from the Chinsali High Court remains active against that election!

Following his conviction in the Kawambwa Magistrate Court, the Kawambwa Council Chairperson, Mr. Kalumba Chifumbe Council Chairperson, obtained an injunction when the Electoral Commission of Zambia called for a by-election.

Kalumba Chifumbe was sentenced to 60 months for malicious damage to property, 18 months for threatening violence, and 11 months for Assault. He has since appealed against both the sentence and conviction as he was not on the scenebas alleged by the State.

The Electoral Commission of Zambia has announced that it shall proceed to hold the nominations for the Kawambwa District Council Chairperson by-election on 19th October, 2024 and will conduct the polls on 27th October, 2024.

ECZ says in its Judgement delivered on 15th October, 2024, the Constitutional Court has guided that the election process once triggered by a vacancy must run its course until the election and there is no provision for its extension or re-alignment outside the provisions of the
Constitution.

ECZ further assets that the Court also guided that once the Electoral Commission of Zambia receives notification of a vacancy having arisen it is under compulsion to set in motion the by-election process and conclude it within the 90 days as specified in Article 57.

ECZ is expected to urgently seek the high court intervention and present the Constitutional Court Judgment to argue that the court may consider lifting the injunction in light of new facts.

It is illegal to ignore court orders and court orders can’t be invalidated through a media statement in the manner ECZ is seeking. The Court has shown in the past as in Kabushi and Kwacha parliamenrary by-elections that ECZ has a tendency of misinterpreting both the Constitution and court judgments or ignore the law totally.

ECZ must take the matter to a court which is seized with this matter and where orders to stop the Kawambwa Council Chairperson exist.

Court throws out Changala’s application to subpoena Hichilema

THE Lusaka magistrates court has ruled that Brebner Changala has not described the type of evidence that he wants President Hakainde Hichilema, senior government and UPND officials among others; to produce in his seditious case.

Lusaka chief resident magistrate Davies Chibwili said if Changala’s intended witnesses had documents in their possession or power, he was supposed to specify or sufficiently describe them in his summons.

Changala had asked the Court to subpoena President Hichilema, senior UPND officials, leaders of opposition parties, Academicians, and police officers among others to testify and produce evidence in his seditious case that will prove him innocent.

Changala said he could not proceed with his defense without conducting a pre-trial with his intended witnesses, hence the Court should summon them on his behalf so that they can aid his defense.

Ruling on the case, magistrate Chibwili said the affidavit in support of application has not specified nor described any evidence or documents that are in the possesion or control of the intended witnesses which will assist the case.

“The applicant has merely submitted a list of names without indicating what evidence he hoped to get from each of those individuals on that list, which will assist his defence,” magistrate Chibwili said.

“It was not sufficient for the defence to only submit a list of names of their potential witnesses. They were required by section 143 to make it appear to the court that the material evidence can be given by or was in the possesion of those individuals.”

He said Changala should have specified the documents in the summons.

“If, for arguments sake, the court was inclined to summon the Republican President as prayed by the defence, was he expected to come with the whole presidential library to court ? The same applies to all those on the list,” magistrate Chibwili said.

“Section 143 of the Criminal Procedure Code states that the documents or writings must be specified or otherwise sufficiently described in the summons.The defence have not done so nor attempted to do so. It follows that their application to subpoena witnesses can therefore not succeed. It is dismissed forth with.”

Magistrate Chibwili further ordered that Changala should be the first one to open his defense, before his intended witnesses.

As the nation observes the National Day of Prayer, Fasting, Repentance, and Reconciliation, former President Edgar Lungu has urged all Zambians to come together in prayer for mercy and healing over the country. In a heartfelt message to the nation, President Lungu emphasized the power of prayer in fostering national unity, peace, and spiritual renewal, calling for citizens to join in seeking God’s face.

“let’s all pray for Zambia,” the former head of state said.

“I am praying for you and I ask you to pray for me too. Together, let’s seek God’s face for mercy and healing in our country on this day of national prayer and reconciliation. Stay blessed!”

The call comes as the country continues to face numerous challenges, including economic difficulties, and political tensions. President Lungu’s message seeks to unite Zambians in collective repentance and reflection, urging them to lean on their faith during these trying times.

Instituted in 2015, the National Day of Prayer and Reconciliation has become a key event on the Zambian calendar, bringing together people from all walks of life, regardless of their political or social affiliations. The day is marked by prayers, church services, and moments of reflection aimed at promoting peace, love, and harmony in the country.

President Lungu’s appeal for prayer follows his continued involvement in matters of faith. Despite the numerous political challenges surrounding him, his family, the PF party and opposition political parties, he has remained a vocal advocate for national unity and has consistently used his platform to encourage Zambians to hold on to their faith and seek God in every situation.

Philippians 2:10-11: “That at the name of Jesus, every knee should bow, in heaven and on earth and under the earth, and every tongue acknowledge that Jesus Christ is Lord, to the glory of God the Father.” This verse serves as a reminder that, no matter the differences or challenges, every heart will ultimately recognize God’s sovereignty.

As Zambia gathers in churches, homes, and communities for this solemn occasion, President Lungu’s message resonates with many who view prayer as a crucial tool for healing the nation’s wounds and bridging divides.

May we have a genuine repentance and reconciliation and MAY EVERY KNEE BOW.

To Participate or Not to Participate? – National Day of Prayer, Fasting & Reconciliation

One of the most persistent reasons that has been raised against this day has been that of saying, how can people that are sinning daily, persecuting opponents, being accused of corruption and vice, insulting each other in the media daily claim to call on God and even declare a day like this one a “prayer and fasting” day?

They claim its hypocrisy.

The same opponents also opposed and still oppose the declaration of Zambia as a Christian nation on the same basis, claiming that a Christian nation must live by Christian standards of justice, mercy, faith and equity for all.

Well…

– Last time I checked, no one can meet that standard. Last time I checked, the church is full of hypocrites, drunkards, prostitutes, liars, murderers, haters, thieves, adulterers and idolaters.

-Last time I checked, it’s the penitent who accept Christ and struggle daily with their flesh to overcome it by denying it daily (and in the process failing many times) and following Christ that constitute the church.

-Last time I checked, our righteousness is not as a result of our ability to be so, but as a result of “putting on Christ” who is our righteousness, and then striving daily to live by that standard because we love Him and are obedient to Him.

-Last time I checked, the righteousness of men are but filthy rags before our Holy God.

– Last time I checked, a broken spirit and a contrite heart shall not be rejected by God. For He is seeking those who will worship Him in Spirit and in Truth.

-Last time I checked, God always “hears” the prayers of His children when prayed sincerely and genuinely from a heart of humility.

So, is everyone who is praying at these prayer centers genuine? Only God knows, but I know that God said

“if My people who are called by My name will humble themselves, and pray and seek My face, and turn from their wicked ways, then I will hear from heaven, and will forgive their sin and heal their land”

So, please pray, fast and reconcile to the best of your ability. Seek the face of God today. Call on His name and be reconciled to those whom you are not. Do not let those who criticize this day bring your spirit down.

Remember that it is those who choose to do what is right that activate the blessings of this nation, not those who throw stones at even things that have nothing to do with politics.

Let us learn not to throw out the baby with the bath water.

God bless this great nation of Zambia and its people!

HARRY MWAANGA NKUMBULA FOUNDATION TO RE-EXAMINE ZAMBIA’S HISTORY NEXT WEEK

The Harry Mwaanga Nkumbula Foundation says Zambia’s history has been predominantly narrated from the perspective of those who assumed leadership at independence, often overlooking or distorting the contributions of others.

Foundation Chairperson Ompie Nkumbula Liebenthal announced that the organization, in collaboration with the Southern African Institute for Policy and Research (SAIPAR), will host a conference on October 21 and 22, 2024, at the Mulungushi International Conference Centre to address these historical inaccuracies.

The event will be held with support from the Government of Ireland – International Development Programme and the UK International Development.

She stated that following the official launch of the Foundation by President Hakainde Hichilema, in April this year, the Foundation has drawn up programs and activities to be implemented this year, next year, and in the years to come.

Liebenthal said the activities will include an annual lecture, a scholars program, public seminars and conferences, and research.

She added that the Foundation may award educational bursaries, especially to the girl child, in honor of Harry Nkumbula’s lifelong support for education.

Liebenthal said plans are also in place to establish a library and documentation center on the life and legacy of Harry Nkumbula.

She, however, said the Foundation is still in its infancy and is fundraising to get its projects off the ground.

Liebenthal noted that the conference coincides with Zambia’s commemoration of its 60th year of independence next week on October 24, 2024.

The theme of the conference is “Forgotten Heroes and Heroines of Zambia’s Independence Struggle.”

Liebenthal added that the Foundation will host an exhibition on the struggle for independence at the National Archives in Lusaka, starting on October 27, 2024.

She emphasized that the conference aims to revisit narratives of the independence fight for political freedom.

Liebenthal said there will also be reflections on how the legacy of the struggle for independence has impacted current Zambian politics, especially regarding tribalism, politics of exclusion, the habit of hero-worshipping leaders, and the building of personality cults.

She stressed that conversations on the lessons to draw from Zambia’s independence struggle have been ongoing for a very long time but are rarely coordinated or even counter-narratives to the role played by such names.

Liebenthal highlighted the need to democratize history so that diverse narratives on the nationalist movement and the struggle for independence are embraced and become part of the collective memory.

LUSAKA: The Ministry of Local Government and Rural Development (MLGRD) wishes to provide clarification regarding the exercise in which Ndola City Council (NCC) Management removed some mobile money Booths in the Central Business District (CBD) in Ndola.

The Ministry wishes to update the Nation that the Council management on 15th October, 2024, undertook an exercise to remove about 100 mobile money Booths in the CBD in line with a Council Resolution No. PHS/110/12/2023 and following months of engagements with the mobile money traders and operators.

The decision to remove mobile money booths was made way back in December 2023 to prevent the spread of diseases following the outbreak of Cholera and make Ndola Clean. This was because a huge number of booths were not in use, while many were being used for other purposes rather than mobile money transactions. Some booths are also used as toilets by unknown members of the public especially at night, and Council workers are made to clean the mess every morning.

In December, 2023, during the Cholera outbreak, the Local Authority under Minute Number PHS/110/12/2023 resolved to remove mobile money booths and directed that all mobile money transactions should be conducted under umbrellas and tables as one of the measures to curb and prevent diseases such as cholera.

The Department of Public Health, however, did not remove the booths in that particular month in order to allow for engagements and sensitisation of the affected people to give them room to adjust.

From January 2024, the Ndola City Council has engaged in THREE (3) PUBLIC MEETINGS with mobile money traders in which it communicated the decision to remove mobile money booths and further emphasised that mobile money trading would continue while using other means rather than booths.

The Local Authority also engaged the public through radio, Press release and media engagements. A Public Notice was issued in May 2024 communicating designated areas of operations and that mobile money booths were no longer permitted in the CBD.

Ndola City Council management undertook the exercise to remove all the booths that had not been removed by the owners and all those abandoned on 15th October, 2024. It is, however, regrettable that during the exercise, some booths were damaged.

Following the exercise and concerns raised by mobile money traders, a meeting was held on 15th October, 2024 addressed by the Town Clerk in which it was tentatively agreed that booths remained unaccepted in the CBD and that all mobile money traders could continue operating with umbrellas and tables.

A committee of concerned stakeholders was established to take stock of damaged booths and to do a report to the Town Clerk so that in cases where it was confirmed that the action by Ndola City Council officers was excessive and that the booths could not be recovered, the Ndola City Council management may replace the booths with the view of owners relocating elsewhere other than the CBD.

As at the time of this publication, mobile money traders are normally trading in the CBD.

As a Ministry, we wish to reiterate our support for all businesses, large and small, including mobile money trading in the Country.

Further, we wish to assure all residents and businesses that Ndola City Council, like any other Local Authority, is committed to providing an enabling environment through efforts to promote a cleaner, healthier and sustainable trading environment including in residential compounds.

Archdiocese of Los Angeles agrees to pay $880 million to over 1,300 victims who were s3xually abused by Catholic priests

The Archdiocese of Los Angeles in the US has agreed to pay $880 million to victims of clergy s3xual abuse dating back decades, in what an attorney said was the largest single child s3x abuse settlement with a Catholic archdiocese.

The announcement of the agreement in principle was made on Wednesday, October 16.

After the announcement, Archbishop José H. Gomez said in a statement, “I am sorry for every one of these incidents, from the bottom of my heart.”

“My hope is that this settlement will provide some measure of healing for what these men and women have suffered,” the archbishop added.

“I believe that we have come to a resolution of these claims that will provide just compensation to the survivor-victims of these past abuses.”

Attorneys for 1,353 people who allege that they suffered horrific abuse at the hands of local Catholic priests reached the settlement after months of negotiations with the archdiocese, the Los Angeles Times reported.

The agreement caps a quarter-century of litigation against the most populous archdiocese in the United States.

Attorneys in the Plaintiffs’ Liaison Committee said in a joint statement, “While there is no amount of money that can replace what was taken from these 1,353 brave individuals who have suffered in silence for decades, there is justice in accountability.”

Under the settlement, the plaintiffs will engage in a process that will not involve the archdiocese to allocate the settlement amount among the participants.

The archdiocese has previously paid $740 million to victims in various settlements and had pledged to better protect its church members, so this settlement would put the total payout at more than $1.5 billion, the Times said.

Attorney Morgan Stewart, who led the negotiations, said in a statement that the settlement is the largest single child sex abuse settlement with a Catholic archdiocese.

These survivors have suffered for decades in the aftermath of the abuse. Dozens of the survivors have died. They are aging, and many of those with knowledge of the abuse within the church are too. It was time to get this resolved,” Stewart told the Times.

The settlement will be funded by archdiocese investments, accumulated reserves, bank financing, and other assets.

According to the archdiocese, certain religious orders and others named in the litigation will also cover some of the cost of the settlement, the Times said.

Large Professor has shared his true feelings about Nas’ post-Illmatic catalog, admitting that he isn’t a fan of some of the material.

The legendary producer-rapper stopped by Math Hoffa’s My Expert Opinion and discussed his relationship with his fellow Queens, New York native.

Addressing Nas’ evolution following the release of his classic 1994 debut, Large Pro — who produced several songs on the album and helped assemble its all-star production squad — said: “Some of it I didn’t agree with. I’m like, ‘Damn, I didn’t like where my man was taking it musically.’”

Despite his critique, the Mad Scientist praised Nas’ more recent work with Hit-Boy and clarified that he has nothing but love for his former protégé, whether or not they work together in the future.

Tributes paid to former Zambia coach Poulsen

Former Zambia coach Roald Poulsen, who helped rebuild the side after a plane crash which killed most of the squad, has died at the age of 73.

Eighteen Chipolopolo players lost their lives on 28 April 1993 when the plane taking them to a Fifa World Cup qualifier in Senegal crashed off the coast of Gabon.

Poulsen initially spent six weeks coaching the squad and was on the bench when Zambia beat Morocco 2-1 just 67 days after the disaster.

The side failed to qualify for the 1994 World Cup finals but the Dane returned for two further spells in charge of the national team, from 1994 to 1996 and a stint in 2002.

He led Zambia to a third-placed finish at the 1996 Africa Cup of Nations in South Africa.

“Mr Poulsen holds a special place in the hearts of many Zambians for the role he played in the rebuilding of the team,” Football Association of Zambia spokesman Sydney Mungala told BBC Sport Africa.

“The post-Gabon disaster era cannot be honoured or remembered without his name coming at the top.”

Poulsen also spent time coaching in South Africa, including a role as technical director of Cape United.

‘A new national team was born’

Poulsen had coached Odense BK to the Danish championship in 1989 and the domestic cup in 1991 before being asked to step in and help Zambia.

“Approximately three weeks after the disaster, I got calls from the Ministry of Foreign Affairs and the Danish Football Association [to ask] if I could help over a period of six weeks in Denmark,” he told BBC Sport Africa last year, speaking to mark the 30th anniversary of the plane crash.

However, the scale of the task in front of him became apparent when the side arrived in Europe and started training.

“I could see this was going to be a big job,” said Poulsen.

“I felt the ability of the players was not really there, that they didn’t have any confidence. All quite understandable given they were in foreign country with strange food and accommodation, far away from families.

“The main thing is that the common language of football is so strong.”

Poulsen was asked to take charge of the 1994 World Cup qualifier against Morocco in Lusaka on 4 July 1993 as the Chipolopolo players took to the field for their first competitive encounter since the crash.

Kalusha Bwalya captained the side, having avoided the crash because he was due to make his own way to Senegal.

The 1988 African Footballer of the Year was on the scoresheet as Zambia came from behind to beat their North African opponents.

“That was fantastic, mission accomplished,” Poulsen said.

“The whole nation accepted our work. It took hours for us to leave the stadium as people ran alongside the bus, singing.

“After less than six weeks, a new national team was born.”

Ukrainian President, Volodymyr Zelenskyy has presented his ‘victory’ plan to the Ukrainian parliament and says its aim is to seek a just peace
to the war.

The plan consists of five main points and three secret annexes.

“Ukraine’s victory plan is a plan to strengthen our state and strengthen our positions. To be strong enough to end the war,” Zelenskyy said, adding: “If we start moving with this concrete plan of victory now, we may manage to end the war no later than next year.”

There is a race to get traction on the prospect of ending the war on favourable terms for Ukraine at a time when Russian forces are making slow but steady progress along the front lines, and future support for Ukraine is in doubt thanks to next month’s U.S. presidential election.

The idea of the victory plan is to ensure that Ukraine gets iron-clad security guarantees from its allies and is well-armed to prevent Russia from using any pause in the fighting to rearm and then attack again.

“This plan can be implemented. It depends on the partners … it certainly does not depend on Russia,” Zelenskyy said.

Zelenskyy has already presented his plan to U.S. and European leaders although so far the reaction from Kyiv’s allies has not been encouraging.

The Kremlin has said that “the special military operation must end with the fulfilment of all our previously set objectives,” according to spokesperson Dmitry `Peskov.

Moscow’s conditions amount to Kyiv’s capitulation, demanding Ukraine withdraw from Russia-claimed areas, abandon intentions to join NATO, guarantee rights to Russian speakers, demilitarize and “denazify.”

  1. Invitation to join NATO Even though actual membership is still an issue for the future, an invitation to join would send a strong signal to Russian leader Vladimir Putin.
    “An invitation is a strong decision that requires nothing but determination,” the Ukrainian president said.

However, NATO Secretary-General Mark Rutte would not say if he’d rally allies to support Zelenskyy’s push for an invitation.

“The victory plan is not only about an invitation to become a member of NATO. The victory plan has more elements,” Rutte told reporters on Wednesday. “The next steps [are] not just on this issue, but on the general content of the victory plan.”

  1. More weapons faster with no restrictions on their use

Ukraine has prepared a list of weapons to protect itself and to bring “war close to home for the Kremlin.”

It includes training and air defence capabilities to deter Russian attacks, real-time satellite data from allies, ending all restrictions on the use of donated weapons to strike inside Russia and help from allies in shooting down missiles and drones over Ukrainian territory.

Many of those steps have been blocked over Western fears of crossing Putin‘s red lines, but Zelenskyy argued that Ukraine’s advance into Russia’s Kursk region showed that Putin was fluffing.

“Thanks to the Kursk operation, we saw that Putin doesn’t have enough strength to hold his own when we push really hard,” he said.

Ukraine proposes to deploy on its soil a comprehensive non-nuclear strategic deterrence package that will be sufficient to protect Ukraine from any military threat from Russia. Faced with that, Moscow would either join an honest diplomatic process for a just end to the war, or it would face no longer being able to continue to fight thanks to the aid being given to Ukraine.

The exact weapons were not revealed by Zelenskyy in his speech to parliament, but he said leaders in the U.S., Germany, France and the U.K. know Kyiv’s asks.

Ukraine proposes partners from the European Union and the U.S. sign a special agreement on common use of Ukraine’s critical resources, like lithium, gas, titanium and others, and produce energy together in the future.

GBM PUSHES FOR BAIL, APPEALS 5 YEAR SENTENCE

AFTER a week in jail over corruption-related charges, former defense minister Geoffrey Bwalya Mwamba is now pushing for his release.

Mwamba has applied for bail pending appeal against his jailing to the Economic and Financial Crimes Court (High Court division).

On October 9, 2024 Mwamba alias GBM was jailed five years by the Economic and Financial Crimes Court on eight counts of conflict of interest, four counts of possession of property suspected to be proceeds of crime, and fined home K50, 000 for money laundering.

Mwamba was facing 24 criminal charges among them; eight counts of conflict of interest, one count of money laundering and 15 counts of possessing property suspected to be proceeds of crime.

In his judgment magistrate Stanford Ngobola said Mwamba, having held the senior most position in the ministry as minister of defence, he was not supposed to allow his companies nor relatives to engage in business with the ministry he superintended over.

Magistrate Ngobola said Mwamba as a public servant owed his fiduciary duties to the public.

GBM has filed eight grounds of appeal on which he wants to challenge his conviction.

He argues that magistrate Ngobola erred in law and fact when he convicted him on eight counts of failure to declare interest contrary to section 28 (2) and (3) of the Anti-Corruption Act No.3 of 2012.

Mwamba said the trial Court erred in law and fact when it failed to attach any evidential weight to his declarations of interest which clearly demonstrated that such interest had been declared and the matter was previously closed after investigation by an earlier Joint Investigation Team in 2013.

“The learned trial magistrate erred in law and fact by holding that declaring interest in writing as required by section 28(2) is not enough to be absolved from the offence created by Act No.3 of 2012, thereby falling to appreciate that the law by itself declares an absolute defence against prosecution once an accused declares such interest,”he said.

“The trial Court erred in law when it relied on provisions of the Public Procurement Act in convicting the appellant in relation to Section 28(2) and (3) of the Anti-Corruption Act No. 3 of 2012.”

Mwamba stated that the trial court misdirected itself by convicting him on one count of money laundering and four counts of possessing property suspected to be proceeds of crime, when the source of the money was from government, which cannot be termed as
“tainted” or money laundering, or indeed proceeds of crime.

He said magistrate Ngobola misdirected himself and failed to appreciate that the contracts in question had all been perfected with the goods delivered to the Government of Zambia.

“The trial Court erred in its failure to appreciate that the payments to Curzon Global, HongKong was as a result of the High Court Judgement which is still valid to date,” argued Mwamba.

“The lower court also erred in law by ignoring the evidence of the accused and his witnesses when they put it before court that the accused was not involved in the running of his family businesses when he was holding public office.”

Hearing for his bail application has been adjourned to Wednesday .

The last time I visited Chishimba Kambwili in hospital in South Africa was the same day he was discharged. The brother was at his bedside as I would always find him. Later in the afternoon, I met both of them and two security men at the airport. It turned out we were on the same flight back home.

After the immigrations check point, we headed to one of the business lounges upstairs. CK used his Zanaco credit card to have himself and brother access the business lounge inside the airport as both had boma economy tickets. I was on a sponsored trip and had a business class ticket. I think the 2 policemen that were placed on CK during his time in hospital and then with him on the trip back, he swiped for them aswell.

So we all accessed the business lounge and in no time lined up for buffet lunch. The Pastor prayed before we had the meal.

On the plane once in the skies, I looked back to check on them. The Pastor was next to CK and both were fast asleep. Exhausted I guess from the many days spent at Milpark hospital and discharge processes that day. They had been in the hospital for close to 2 months. One a patient and the other a caretaker.

Upon landing I was first to come out as I was on seat #2. I noticed a lot of soldiers by the stairs and adjacent was an ambulance. I stood by to wait for CK and his brother (plus 2 policemen in plain clothes).

The Pastor was holding CK they disembarked down the stairs. I said bye to them as they were led to the ambulance. So the this attached picture of CK from a plane straight onto the ambulance is seen for the second time by me first in person some months back at KK airport and now as happened yesterday at City airport. Dejavu.

Turns out the meal we had inside the business lounge at OR Tambo airport in Johannesburg was the first & last lunch (supper) I would have with Pastor Mutale Kambwili. He was as good as a siamese twin of CK. He was ever by his side.

Through CK, ba Pastor became my brother aswell. We would chat often on phone about PF and general stuff. He had asked and was working on footballs for his youth team he owned in Chingola.

Accident injuries aside, the real pain on CK must be the emotional one of losing his Pastor elder brother and his other younger brother. CK needs everyone of us to support him in whichever way possible during this difficult time in the Kambwili family. May the souls of Pastor Mutale and other brother rest in peace. May God give the Kambwili family strength and comfort during this difficult period.

● Medical Status

Upon arrival at Maina Medical Centre, Hon. Chishimba Kambwili underwent a minor surgical procedure to relieve the pain in the chest and to assist in treating and arresting the bleeding which was caused by the injuries to his ribs.

He continues to recuperate in the ward. His lawyer, Mr. Kennedy Mambwe and driver Kennedy Mwila also continue to receive medical treatment and care at the University Teaching Hospital (UTH).

● Wreckage removed from accident

The vehicle a Toyota Hilux registration number BBA 7542,.has since been removed from the accident scene at Lubushi area about 65 kilometers from Luwingu on the Luwingu-Kasama road and taken to Kasama.

● Court Case before the Kasama High Court

Remember that, Hon. Chishimba Kambwili was travelling to Kasama to attend to his appeal case before the Kasama High Court which was scheduled for Wednesday, 16th October 2024.

Remember the Director of public Prosecutions (DPP) had appealed against the 5-months sentence meted on Hon. Kambwili by the Kasama Magistrate Court. The DPP is appealing ckaiming that the sentence was too lenient and he is seeking to have it increased in the hate speech case. Hon. Kambwili had also appealed against both the conviction and sentence insisting he was unfailry convicted. The appeal was heard last week before a panel of 3 high court judges and was coming up for Judgment on Wednesday 16th October 2024.

In light of the circumstances, the Kasama High Court has since adjourned the matter to a later date to be communicated to the parties.

● Details of the Accident

The accident was fatal and killed Hon. Kambwili’s brothers (Mr. Mwamba Kambwili and Pastor Mutale Kambwili). The bodies of the deceased are in Luwingu Hospital mortuary awaiting repatriation to Luanshya for burial.

Hon. Kambwili, his lawyer Mr. Kennedy Mambwe and driver, Kennedy Mwila survived the crash which was caused by a tyre burst.

● Evacuated to Lusaka, Maina Soko Medical Centre

The three have since been evacuated from Munkonge Mini Hospital, to Kasama General Hospital, and finally to Maina Soko Medical Centre in Lusaka.

Let us continue to pray for the recovery of the survivors and for God’s strength for the bereaved family during this difficult period.

● Media and Blog Statements

While giving the family privacy and avoiding insensitive statements, it is important to recognise that Hon. Chishimba Kambwili is a a long-time senior member of the Patriotic Front and currently serves as Member of the Central Committee. The Party will be involved in all activities to provide solidarity and support for the Kambwilis. We are encouraged to wait for official or family statements on the matter to provide as a firm guidance to all and we encouraged to avoid publishing unverified statements.

● Role of Government

We respect and recognise the role government is playing in these sad circumstances that Hon. Kambwili, especially that he is former Cabinet Minister.

We have however, condemned in the strongest terms the attempt to politicise the matter.

During the arrival of the evacuated, the Vice President of the Party, Hon. Given Lubinda, the Secretary General, Hon. Raphael Nakacinda and the Chairperson of Information and Publicity, Amb. Emmanuel Mwamba were stopped and barred from entering the City Airport. Zambia Airforce officers at the gate regretted that we could not be allowed to enter as they had received firm instructions not to allow us.

This incidence was regretable and we hope that this will not repeat itself.

We hope that as our leaders including President Edgar Chagwa Lungu go to visit Hon. Kambwili at Maina Soko Medical Centre, there will be no such unjustified, dramatic and political restrictions.

In light of the week commemorating Day of National Prayer and Reconciliation, we expect exemplary and reconciiatory treatment and conduct to help unite this country and restore it to God Almight. We hope that this period and Hon. Kambwili’s circumstances can be an opportune time to foster reconcilation and unity, and use it to better the conduct of mature politics in our country.
