WHETHER WE ARE IN GOVERNMENT OR IN OPPOSITION, THE MEANING AND IMPORTANCE OF DEMOCRACY SHOULD REMAIN EXACTLY THE SAME

STATEMENT BY DR VERNON J MWAANGA GOEZ. 7TH AUGUST, 2O22.

Our country has gone through a number of governance phases since independence in 1964. We had multi-party from 1964 to 1973, when we then had a socialist one party system, which lasted the next 18 years, when we reverted to multi-party system. Each of these systems was called a democracy. The one party socialist system subsequently became unpopular with a great majority of our people, because it failed to put food on the tables of a great majority of our people. We even experienced ugly food riots which started on the Copperbelt.

The country went through a dark period. Our mothers spent hours on end, queuing for mealie meal, cooking oil, bath soap, sugar, washing powder etc. Fanta, Coca-Cola, Sprite had disappeared and poor alternatives had hit the market in the name of Tip Top, Tarino and Quench. When in 1991 the people of Zambia, overwhelmingly voted for change , the MMD took over a country which was riddled with domestic and external debt. Nearly 80% of the national economy was under State control, including the mines. The people of Zambia developed a culture of fearing their leaders , instead the leaders fearing their masters- the people who elected them. The people were afraid to tell their leaders what was going wrong in the country, for fear of retribution. Citizens should not fear their leaders. They should fully respect their leaders and leaders must earn this respect, through their words and deeds.

When UPND was voted into power in August, 2021, they did not expect to find the debt burden obtaining and the general government mess. It will not be easy to clean-up the mess they found. Key areas of milking government, was largely through faulty tender procedures for fertiliser and fuel procurement. Care must be taken to avoid mistakes of the past. Fertiliser under the Fertiliser Input Supply Programme (FISP) , enables small scale farmers to produce the bulk of the food consumed by our citizens. Fertiliser supply in good time and distribution to the rural most parts of Zambia is critical. Local companies with the capacity to supply and distribute, must not be ignored at the expense of local companies, even if it invokes the old adage which says that ” the devil you know, is better than the angel you don’t know”. Politics is a commitment to serve the country and people. Politics is not for people who want to make money. President Hakainde Hichilema, has set very high standards of anti-corruption and those under him must follow or be relieved of their government duties. UPND was nationally elected to make a difference from PF and President Hakainde Hichilema defeated the incumbent President by a Whooping margin of one million votes, something never done before. There will always be critics, even after implementation of a number of key election promises like free education, ending cadrerism, paying retirees, recruiting over 30,000 teachers and 11,000 health personnel among others. People are now free to criticise the government and the President. Those who are misguided seem to think that the democracy reintroduced by the New Dawn Government, has no limits. Even in the oldest democracies, there are limits in the form of laws which must be observed without exception by all citizens. Demoracy is not price neutral and carries citizen’s rights as well as responsibilities. Both must be given equal emphasis.

Most importantly, we should remember that our belief in democracy must always be consistent. We should avoid believing in democracy only when we are in opposition, but forget its importance when we are or were a ruling party. This important warning applies to all political parties, and they are well advised to heed this call.

Whether we are in government or in opposition – the meaning and importance of democracy should remain the same.

‘The time is coming’ – Donald Trump drops hint of potential 2024 presidential run

Donald Trump has dropped a major hint about a potential 2024 presidential bid while blasting President Joe Biden’s withdrawal from Afghanistan.

The former president told fellow Republicans ‘the time is coming’ for him to make a formal announcement about his next bid for the White House.

Trump said he believes ‘people are going to be very happy’ with his decision while noting that America has ‘lost everything’ under Biden’s leadership.

The Republican also confirmed during his address at the Conservative Political Action Conference (CPAC) in Dallas, Texas last week, that he will be making his plans to run for office public in the near future.

‘It’s certainly not a very long period, the time is coming,’ Trump said Saturday when Fox News asked when Republicans could expect a formal announcement.

‘I think people are going to be very happy, our country has never been in a position like this, we’ve lost everything.’

He argued the nation was facing both domestic and foreign policy crises, stating America lost its ‘prestige’ when Biden withdrew US troops from Afghanistan last year.

‘Our country has never been at a worse point,’ Trump said.

‘They gave away $85 billion worth of equipment, dead soldiers, you still have Americans over there probably as hostages, eventually will be hostages, there has never been a time like this.’

He also claimed the US is a ‘nation that allowed Russia to devastate a country, Ukraine, killing hundreds of thousands of people, and it will only get worse.

‘Trump complained that Biden turned ‘the safest border in US history by far’ into ‘the worst border ever in history.’

‘Just last month, an illegal alien here in Texas was indicted for the cold blooded murders of four elderly women throughout the state. And he’s been linked to the deaths of at least 24 people,’ he said.

‘What we do in the next few months and the next few years will determine whether American civilization will collapse and fail or whether it will thrive, frankly like never before.’

He added: ‘We’ll be making an announcement in the not too distant future.’

Trump also commented on the 2020 election, which he continues to maintain was ‘rigged and stolen.’

‘The election was rigged and stolen, and now our country is being systematically destroyed. And everybody knows it. … I ran twice and won twice,’ he declared.

‘America is on the edge of an abyss. And our movement is the only force on Earth that can save it. We have to seize this opportunity to deal with the radical left socialists and fascists.’

His remarks came shortly after the CPAC unveiled a poll showing the former president as an ‘overwhelming favorite’ for the 2024 Republican nomination.

Trump captured nearly 70 percent of the ballots cast at the conference. DeSantis was a distant second at 23.7 percent.

Shebo Nalishebo Appointed As Alternate Executive Director Under The African Development Bank (AfDB)

Mr. SHEBO NALISHEBO APPOINTED AS ALTERNATE EXECUTIVE DIRECTOR UNDER THE AFRICAN DEVELOPMENT BANK (AfDB) GROUP 1 CONSTITUENCY

The Minister of Finance and National Planning Dr. SITUMBEKO MUSOKOTWANE, MP, has congratulated SHEBO NALISHEBO on his deserved appointment as an Alternate Executive Director for the African Development Bank (AfDB) Group 1 Constituency for the period 1st August, 2022, to 31st July, 2025.

Dr. Musokotwane says “the New Dawn Administration will continue to support #Zambians who have requisite qualifications and experience to take up assignments, employment and leadership opportunities in regional and international organizations such as the African Development Bank.”

The Minister has thanked the #AfDB for considering a Zambian national for the role and attests that “Mr. NALISHEBO has unique talents which will add value to the work of the Bank through the AfDB Group 1 Constituency.”

The appointment was communicated to Mr. NALISHEBO by AfDB Africa Group 1 Constituency Executive Director, GERARD BUSSIER; who is responsible for Botswana, Malawi, Mauritius and Zambia. Mr. BUSSIER congratulated him for the appointment and explained that he (Mr. NALISHEBO) will among other tasks, be required to attend Board meetings and Annual Meetings of the Bank.

Although Mr. NALISHEBO will not be based at the AfDB Headquarters in #Abidjan, Ivory Coast, he shall be expected to perform responsibilities assigned by the Board, through the Executive Director to ensure that the Bank’s policies, directives and guidelines are properly implemented and, as a Government representative, to raise the issues with the AfDB, through the Executive Director, on the Bank’s work in the Constituency.

In his portfolio, Mr. NALISHEBO will also be required to direct enquiries or issues needing appropriate consideration from member countries to the Africa Group 1 #Constituency Executive Directorate, for necessary action by the Bank. The position of Alternate Executive Director is a strategic position in the Bank’s efforts to contribute to the economic development and social progress of member countries.

Just visit when you want, stay as much as you want and go after your visitation. Don’t live with me pls!

 La Liga reject attempts to register Lewandowski, Raphinha and other signings

FC Barcelona have had one of the best transfer windows football fans have ever seen. TWO mourners stripped to their birthday suits before embarking on a steamy sex romp on top of a grave at Dangamvura Cemetery in broad daylight last week on Thursday as the funeral of a Mutare brothel owner degenerated into a reincarnation of the Biblical Sodom and Gomorrah.

The appalling incident happened just after the interment of the late Maroni Mazvita Karinda.

The shocking episode has since gone viral on various social media platforms after other mourners filmed the act in two separate videos.

The videos start with the lady, a well-known commercial sex worker only identified as Tatenda or Mai Keisha, undressing while asking if anyone is willing to be intimate with her.

All this happens in full view of mourners who had just finished laying to rest the 45-year-old Sakubva brothel operator, Karinda.

Tatenda’s invitation was gladly accepted by a middle aged man who is understood to be a loafer who frequents the area near Sakubva Roundabout.

Mourners are then heard shouting “bvisa, bvisa, bvisa, bvisa” (remove your clothes), and the man started removing his clothes.

Onlookers started showering the protagonists with US dollar notes as they finished undressing.

Just as the two were almost ready to engage in the act, the drama was forced to a temporary halt as Tatenda insisted on using protection, which was not readily available.

Finally, protection was secured and Tatenda started caressing the man before the two got intimate in the full view of the cheering mourners.

A brother to the deceased, Fungai Mazvita Karinda told The Weekender that the family is not happy with what transpired during Maroni’s funeral.

“We are not happy at all with what happened during the funeral of our departed brother. These people started their uncouth behaviour while we were still at home.

“As a family, we tried by all means to stop them, but they turned a deaf ear to us. We told them that while they were his friends, they should respect us, but they never relented,” he said.

Fungai said the culprits must be arrested in order to set a precedence for would-be offenders.

“We hope and pray that these people will be arrested because they literally hijacked my brother’s funeral to parade their shamelessness.

‘‘Up to now we are yet to come to terms with what we saw during our brother’s funeral,” he said.

Efforts to get a comment from Tatenda and the man she engaged in the immoral act with were fruitless as she was said to have gone to another city brothel where she is understood to be staying.

He partner could not be located at his usual workplace.

When contacted for comment, Manicaland provincial police spokesperson, Inspector Nobert Muzondo said the culprits will be brought to book.

“We thank you for bringing this matter to our attention. We will pursue it until the culprits are brought to book. Those who engaged in the act, those who filmed it and the ones who paid the two people to engage in it have cases to answer. This is a serious matter that deserves our attention.

“We surely cannot tolerate such wayward behaviour. People cannot be intimate in public, let alone on a grave during a funeral with onlookers cheering as if they are watching a soccer match. It is unacceptable,” said Inspector Muzondo.

When asked about the religious implications of such behaviour from a Christian perspective, Pastor Davies English said the end times are near.

“It is very strange. I suspect heavy duty Satanism (hurombwa). Obviously, the end times are truly upon us because Jesus warned us that in the last days, iniquity shall abound (Matthew 24:12).

“These kinds of things never used to be done in public, let alone during funerals, but when people are shameless to this extent it only shows that things have really gone haywire. So this should be a clarion call for everyone to repent and give their lives to Jesus Christ and get ready for the eternal life,” said Pastor English.

Zimbabwe Traditional Healers’ Association president, Mr George Kandiero said: “This is sheer lack of discipline, typical of touts, sex workers and hooligans.

“At the same time, this could be rituals that are common at graves or during funerals. At times, some people do things that they would have been instructed by the deceased to do upon their death.

“It might also be a result of the global interconnectedness whereby we have adopted foreign and weird cultures.”

Lending credence to Mr Kandiero’s sentiments, the late Harare Ximex Mall dealer, Boss Pangolin, real name Tafadzwa Russel Murengwa, is alleged to have left bizarre burial instructions for his family to carry out.

The bizarre burial instructions were included in his alleged suicide note.

In the leaked note, Boss Pangolin is alleged to have instructed his family to call famous sangoma, Sekuru Banda, to come and collect some undisclosed items from his bedroom. ManicaPost

Nigeria threatens to leave ECOWAS over nepotistic recruitment

Nigeria has issued a threat to withdraw its membership from the Economic Community of West African States (ECOWAS).

The threat of withdrawal according to Nigeria is due to what it alleges to be lopsided staff recruitments.

Nigerian representatives at the ECOWAS Parliament in Abuja claim some principal officers in the regional bloc have allegedly defied a directive to suspend the ongoing recruitment exercise.

The directive was issued by at the 2022 First Ordinary Session of the ECOWAS Parliament.

But Nigerian representatives say the said illegal process of some principal officers recruiting their relatives and cronies is still ongoing.

Nigeria currently houses the headquarters of ECOWAS and remains a major financial contributor to the regional bloc.

The Nigerian lawmakers said the West African nation is yet to realize any significant gains despite its major support to ECOWAS since its inception in 1975.

Leader of the Nigerian delegation to the Parliament and the First Deputy Speaker of the ECOWAS Parliament, Ahmed Idris Wase is reported by local media to have said that it has become imperative that Nigeria reviews its relevance and membership of the bloc.

“If you are in a system, and you are not getting the right results where you are investing your money, it pays best to walk out of the union.

“In a situation where we are having an infrastructural deficit and witnessing security challenges, why should we continue to invest our money where it will not benefit our country.

“Yes, we will pull out if we don’t get the desired result from this,” Wase is quoted as saying.

He said the lawmakers “are asking for justice not just for Nigerians alone, but for the entire ECOWAS community. That is what MPs are asking for. There are few countries that want to run ECOWAS like a cabal but we will not tolerate that.”

In July this year, the Nigerian Permanent Representative to ECOWAS, Musa Nuhu, wrote to the Speaker of the ECOWAS Parliament, Sidie Mohamed Tunis, to complain about nepotistic employment scandal at ECOWAS.

The letter was titled, “Formal Complaint About Unfair Treatment and Confirmation of Staff at the ECOWAS Parliament.”

Nuhu wrote in the letter that, “I have the honour to refer to our verbal discussion on the above subject matter and formally inform you that the attention of the Permanent Mission of Nigeria to the ECOWAS Commission has been drawn to a number of complaints by Nigerian staff working at the ECOWAS Parliament. The grievances border around stagnation and overlooking of staff already working in the parliament in favour of outsiders in the ongoing recruitment for divisional heads and professional staff.”

The also indicated that “This action directly contravenes the recommendations of the 30th meeting of the ECOWAS Administrative and Finance Committee as well as the position of the Council of Ministers, which directed that internal candidates should be prioritised in filling existing vacancies in ECOWAS institutions, as recommended in the Staff Skills Audit Report.”

ABOUT THE PUBLIC-PRIVATE-PARTNERSHIP MODEL TO INFRASTRUCTURE DEVELOPMENT: THE GOOD, THE BAD AND THE UGLY

1. The New Dawn administration has decided to embrace the Public-Private-Partnership model for infrastructure development, which is often just referred to as PPP or triple P. But what really is the PPP model? Where has it worked? Where has it failed? What are it’s advantages? What are it’s disadvantages? And perhaps more importantly; can it work for Zambia as envisaged by President Hakainde Hichilema and his Government?

2. The PPP model to infrastructure development is where, as the name suggests, Government enters into a partnership with the private sector for the private sector to finance the construction of particular public infrastructure, and in return the private partner or partners charge Government some kind of rent for the entire life of that particular infrastructure. The most common type of PPP is where the private partner charges the public for the use of the particular infrastructure asset. Recently, Government shortlisted two private companies for the PPP construction of the Lusaka-Ndola dual carriage way road. If awarded, what this will mean is that the private companies will try to recoup their investments through collection of road tolls at various toll-gates.

3. The advantage of the PPP model is that Government usually does not need to spend a single Ngwee and yet is able to develop various public infrastructure. To most Governments, such an approach to infrastructure development brings less headaches as they do not have to worry about sourcing funds to develop infrastructure. They just need to let private companies undertake infrastructure development. But if the PPP model was that simple and beneficial, then why is it that most African Governments shy away from it and instead prefer to just go and borrow from China to undertake infrastructure development? Where is the catch? Well, like they say; the devil is in the details.

4. The starting point to truly understanding the PPP model is to appreciate that when the private companies invest to undertake public infrastructure development, they first need to recover the cost of financing the project at commercial lending rates, and then they also need to make a sound profit and return on investment for their shareholders. On the other hand, when Government gets a bilateral loan from say China to develop public infrastructure, it is not at commercial lending rates but at discounted rates because it is a state to state loan, and there is no profit component. Therefore, in as much as the PPP model might appear to be attractive at the beginning, it is usually three to four times more expensive in the long run. And that is the primary reason most African Governments have decided to shy away from it.

5. However, it is worth noting that the PPP model has worked well in western countries largely because commercial lending rates out there are extremely low; as low as 3 percent in the United States. Also, most construction companies in western countries are not exploitative and will not seek to make supernormal profits in a PPP project. The end result is that in western countries, the cost of public infrastructure development using the PPP model is not significantly different from the cost when a Government makes a direct procurement. The same cannot be said for most African countries including Zambia, where commercial lending rates are as high as 35 percent per annum, and that financing cost has to be incorporated into the project. Also, most of the private companies in Africa in general and Zambia in particular tend to be glutinous when dealing with a Government, and will often seek to make supernormal profits. Therefore, the incorporation of high lending rates and supernormal profits makes the PPP model unsustainable in most African countries including Zambia.

6. With regard to the proposed Lusaka-Ndola dual carriage way PPP model project, what will happen is that for the private companies to recover their initial capital investment, recover the financing cost at existing commercial rates and also be able to make a sound return on their investment, they will need to set up at least give toll-gates between Lusaka and Ndola, and will have to charge at least K300 for a small car which currently pays a toll fee of K20, for each of the toll-gates. That means for a small car to travel from Lusaka to Ndola, it needs to pay a total of K300 x 5 toll-gates = K1,500 and that is only one-way. This scenario actually happened in South Africa in one of the last PPP model projects that the Government undertook for roads, before they realized that it was not a sustainable model. Those who have driven through the Bakwena Toll Plaza in the North-West Province of South Africa will agree that it is the most expensive toll-gate in Southern Africa where a small car pays about ZAR230.

7. However, in the Zambian scenario it is unlikely that the New Dawn administration will allow the private company that will develop the Lusaka – Ndola dual carriage way using the PPP model to charge motorists as high as K300 per toll gate, and to establish as many as five tollgates on this route. Otherwise it would make them extremely unpopular and could even lead to public protests and a potential uprising. So what the New Dawn administration would do is to subsidize the private company so that instead of the private company charging motorists K300 per toll gate, they will only charge say 10 percent which is K30 and the Government would then pay the remaining 90 percent or K270 to the private company. This would have to happen for the entire life of the road which is 40 to 50 years. Meaning that for the next 50 years or so, the private company would bill Government billions of Kwacha per month to subsidize the toll fees for motorists. If Government fails to pay, then the private company will just make the motorists pay the full 100 percent of the toll fees, which would be about K300 per small car.

8. Evidently, the route of PPP model might appear to be attractive on the onset, but we would essentially be digging a grave for ourselves. The nation would be enriching a few privileged individuals at the expense of the masses. President Hakainde Hichilema should reconsider his newly acquired appetite for the PPP model because it is not in the national interest. In as much as the PPP model works in western countries, it cannot for Zambia for the reasons affore-mentioned. Also this habit of copying and pasting economic models from western countries and thinking they will work here in Zambia should come to an end. Government should develop home-grown economic solutions, otherwise we shall take several steps backwards during President Hakainde Hichilema’s five year tenure in office. If the New Dawn administration would like evidence of the failure of the PPP model in Africa, the examples are abundant including South Africa and their experience with the Bakwena Toll Plaza. We are better off getting a bilateral loan at 5 percent to undertake the Lusaka-Ndola dual carriage way project than the current PPP model route in which we shall definitely pay 4 to 5 times more in the next 50 years. What kind of a country are we going to become, where Government is renting public infrastructure from a private company and paying billions of Kwacha per month in rent? Zambians, let us wake up and stop this attrocity before it happens.

Tithing Is Not A Christian Doctrine- Pastor Mungandi Mubita

TITHING IS NOT A CHRISTIAN DOCTRINE

The verse most often cited in support of the tithe is from the Old Testament, found in Malachi 3:8-10:

8. “”Will a man rob God? Yet you rob me. “But you ask, `How do we rob you?’ “In tithes and offerings. 9. You are under a curse–the whole nation of you–because you are robbing me. 10. Bring the whole tithe into the storehouse, that there may be food in my house. Test me in this,” says the LORD Almighty, “and see if I will not throw open the floodgates of heaven and pour out so much blessing that you will not have room enough for it. Many preachers shorten Malachi 3:8-10 to just “Bring the whole tithe into the storehouse”, and almost always with the inference that their church is the “storehouse”. For purposes of this paper, the Lord had me concentrate on the passage: “Bring the whole tithe into the storehouse, that there may be food in my house”. From that passage, the Lord had me research several questions:

1) What is the tithe?
2) What was the tithe for?
3) What is the storehouse?
1) What is the tithe? The tithe is 10% of the increase, established in Leviticus 27:30-33 as an offering Holy to the Lord. The scripture identifies the tithe as grain and fruit, herd and flock. The tithe is food! An example of the tithe can be seen in a shepherd with a flock of 100 sheep who is blessed with the birth of 50 lambs in the spring. Five of the lambs must be offered to the Lord as a tithe. The tithe was brought to the temple in Jerusalem in acknowledgement and appreciation of God’s provision for His people.

2) What was the tithe for? God doesn’t need the food – God doesn’t eat. God doesn’t desire sacrifices or offerings ( Psalm 40:6 and Hosea 6:6 ) – He desires mercy. God doesn’t need us to give Him a 10th of everything – when He already owns everything ( Psalm 24:1 and Job 41:11b ). The tithe was used to feed the Levite priests (and their families) who were required to work in the temple day and night ministering to God on behalf of God’s people ( 1 Chronicles 9:33 ). Without the tithe, the Levite priests would have needed to raise their own food, thereby taking them away from ministering before God. Hence the reference in Malachi 3:10 “…that there may be food in my house”. Nehemiah 13:10-13 records a time when the Levite priests were not receiving the tithe wherein they abandoned their daily temple responsibilities to work the farms to feed their families. The reference to ‘robbing God’ in Malachi 3:8 is in fact robbing God of ministry and worship by failing to take care of God’s priests through the tithe of food items. Unlike the other tribes of Israel who were given land as their inheritance, the Levites were not given any land – only a few cities in which to live. God was their inheritance ( Numbers 18:20-21 ). Thus, the remaining tribes were obligated to provide the Levites with food since they had no land on which to grow their own.

3) What is the storehouse? 2 Chronicles 31 teaches that the storehouse is the Temple in Jerusalem. When the tithe was re-instituted under King Hezekiah, the king gave orders to prepare storerooms in the temple to hold the tithe. Apparently the grain “tithe” was heaped up in the streets, which caused a traffic jam of sorts. King Hezekiah had the storehouse built to relieve a bad case of urban congestion in ancient Jerusalem.

Having established the original purpose of the tithe, the Lord prompted me with several more questions.

Q: “What happened to the temple (storehouse)?”
A: It was destroyed in 70AD and has not been rebuilt.

Q: “Why?”
A: The old covenant system of animal sacrifice to atone for sin is finished. The new covenant is in the blood of Christ who is the final and everlasting sin sacrifice.

Q: “Where is the temple now?”
A: 1 Corinthians 6:19 says WE are the temple of the Holy Spirit. God no longer resides in a stone temple, but in the hearts of his children through the Holy Spirit.

Q: “What happened to the Levite priests?”
A: The Levite priesthood is no longer necessary as the old covenant system of animal sacrifice in the temple was superceded by the everlasting covenant of Christ’s blood.

Q: “Who is the priesthood now?”
A: 1 Peter 2:5 and 9 says those who have received Jesus as Lord and Savior are the priesthood.

Come On Laity, Let’s Do The Twist

Burdening the Body of Christ with the Tithe requires several twists and reinterpretations of scripture.

1) The tithe must be imported from the OT law of Moses to the new covenant of grace by Christ’s blood.
2) The tithe must be redefined from “flocks, herds, fruit and grain” to “money” and often “time”.
3) The storehouse must be redefined from the temple in Jerusalem to the local church building.
4) The Body of Christ must buy into the ordained clergy as the new priesthood, thereby replacing the Levite priesthood as the rightful recipient of the tithe.
5) The Body of Christ must forfeit their own priesthood and buy into the notion that they are the “laity”.

The tithe has been introduced to the Body of Christ using 2 tactics of the enemy.

1) Sowing guilt and shame into the Body of Christ by quoting Malachi 3:8 “Will a man rob God? Yet you rob me. But you ask, `How do we rob you?’ In tithes and offerings.” What devoted Christian wants to rob God? The net effect of sowing guilt has been to extort money from the Body of Christ, thereby robbing the Body of the joy and blessing of giving as God leads. The practice ignores Paul’s instructions to the church at Corinth: “Each man should give what he has decided in his heart to give, not reluctantly or under compulsion, for God loves a cheerful giver ( 2 Corinthians 9:7 ).”

2) Blaming the “laity” for the financial troubles in the Body of Christ , by telling the Body they are not blessed by God because they do not tithe. Often Malachi 3:10 is emphasized “Test me in this, says the LORD Almighty, and see if I will not throw open the floodgates of heaven and pour out so much blessing that you will not have room enough for it.” In so doing, believers are challenged to tithe, with the promise that God will bless them if they do. Such giving is not out of love for God, but out of selfishness. It implies a reward for works, which contradicts Ephesians 2:8-9 , and completely ignores our status as sons of God by faith in Christ ( Galatians 3:26 ) and joint heirs of God with Christ ( Romans 8:17 ). The practice also ignores Christ’s words in Matthew 4:7 “Do not put the Lord your God to the test”.

If you read this post and you dont know how to manage time,am sorry to put it in your face that you are the most indicipline human being.

The culture of poor time management has become so bad that the disciplined people are punished for keeping time while the indisciplined ones are celebrated.
A meeting is expected to start at 8hrs and all those disciplined persons who arrives on time are punished by being made to wait until the indisciplined ones comes and when these indisciplined ones arrives for a meeting they are immediately rewarded by starting the meetingvas soon as they take their sits.

You invite me to grace your function starting at 14hrs and you keep me waiting for you for 2 hrs.The question is do you think I’m that stranded that i dont have things to do but to wait for you??

You are invited to grace a function and you keep people waiting for you for an hour,like seriously you now think you are a god who has to be waited for the same way we have been waiting for God?

Let me tell you friends ,if you elect a leader who cant keep time and always keeps you waiting for him,then he or she is too bossy and thinks you are less important and you have to wait for him/her because he or she is more important than you.

When you have a boyfriend who doesnt keep time, my dear sister just know that he thinks you are less important to him and you can wait for him while he attends to very important things and people after all the thinks you cant do without him so have no choice but to wait for the most important person in your life (him).

So let me put it to you that if you are always late for appointments,for meetings for functions sir or madam you are a very indisciplined human being and i have no appology to make to you and let me tell you that you should stop thinking you are more important than the people you keep waiting for okay.
Just who do you think you are to be comparing yourself to God that we should wait for God’s coming and we should also be waiting for you..

Useless people likes to comfort themsleves by saying a boss is never late,fuseke iwe you are just an indisciplined fella who cant manage himself well thats why he or she cant even manage time.
You cant continue giving excuses of having so much to attend to .Do you know how many things God attends to yet he has not missed a second of supplying you with the air you breath.
Even if you have 10 programs on your itinerary you still can be in time for all the programs for as long as you choose to be disciplined.

So let us start practicing to manage our time today ,if you going to church at 9hrs wake up at 7 and press your clothes withing 30 minutes ,then take 20 minutes to bath if you are a crocodile like me from luapula,then take the next 20 minutes to dress up and leave 40 minutes to walk to drive to your church.make sure you are seate in church 5 munutes before church starts and offer a good prayer to God .

Fireman called to tackle fire only to find out the 10 victims are his family

A fireman called to tackle an inferno discovered his family were among the 10 dead as he tackled the flames.

The fire started Friday morning, August 5, and Harold Baker arrived at the house in Nescopeck, Pennsylvania, US, where he found his son, daughter, father-in-law, brother-in-law, sister-in-law, three grandchildren and two other relatives, dead.

Pennsylvania State Police has confirmed the names of six of the victims, but not yet the youngest who are understood to be children aged just five, six and seven.

The tragedy is now being treated by the authorities as suspicious with a criminal investigation launched into what sparked the fire at around 2.30am local time (6.30am GMT) on Friday morning.

Nescopeck Volunteer Fire Company firefighter, Harold said his kids were at their aunt and uncle’s house for a swim.

Bereaved Harold told local media: “When we turned the corner up here on Dewey [Street] I knew right away what house it was just by looking down the street.

“I was on the first engine, and when we pulled up, the whole place was fully involved. We tried to get in to them.

“The kids that were there and my two kids were just visiting their aunt and uncle.

“Those were the ones who own the house. They were there visiting and going into the pool and all that.”

Once the fire had been brought under control, police sent sniffer dogs into the destroyed building to help retrieve the bodies.

Three adults managed to escape to safety.

Initial evidence suggests flames started to roar from the building’s porch.

Victims have been identified by police as Dale Baker, 19, Star Baker, 22, David Daubert Sr, 79, Shannon Daubert, 42, Laura Daubert, 47, and Marian Slusser, 54.

Pennsylvania Governor Tom Wolf wrote on Twitter: “Frances and I are heartbroken after seven adults and three children lost their lives in a house fire today in Luzerne County. Our prayers are with their loved ones.

“Thank you to the many first responders who rushed to the scene.”

Kenya’s election wrestling match: Dynasties v Hustlers

In a move akin to a Trump backing a Clinton in a US election, Kenya’s outgoing President Uhuru Kenyatta wants to hand the political crown to his foe-turned-friend Raila Odinga – only to see his deputy William Ruto trying to snatch it in the 9 August election.

It has led to a political drama that has seen Mr Ruto cast himself as a “hustler”, fighting what he regards as an attempt by two of Kenya’s biggest dynasties – the Kenyattas and Odingas – to hang on to power.

Trying to evoke the sympathy of Kenyans, he has prayed, wept and made the incendiary claim that President Kenyatta was threatening him.

“As long as you don’t kill my children I shall face you but please let’s respect each other,” Mr Ruto said, at one of his final campaign rallies as a crowd cheered him on.

Rebutting his allegation, Mr Kenyatta said: “You have insulted me for close to three years. Has anyone touched you?”

Their exchange showed how personal and bitter Kenya’s election campaign has become, as Mr Kenyatta came out in support of Mr Odinga as his successor.

“The president has diverted the focus of Ruto, to exchange words with him, and to forget about his competitor,” Kenyan political analyst Prof Masibo Lumala told the BBC.

“The president has managed to bring out a side of his deputy that shows his anger, which is not a good thing,” he added.

Another analyst, Prof Macharia Munene said these sharp exchanges made Mr Odinga “look like the sober one” during the campaign, though he also landed some blows on Mr Ruto, questioning his hustler claim by labelling him “a man of lands” – a reference to the long-running controversy over how the deputy president became a big landowner in Kenya. He denies acquiring land illegally.

President Kenyatta’s move to back Mr Odinga has been seen as an attempt by him to secure his legacy by reuniting two families that jointly fought British colonial rule – only to fall out in 1966, three years after independence, and to remain at loggerheads until his second and final term.

It meant ditching Mr Ruto, with whom he formed an alliance in the 2013 election to fight off charges they faced at the International Criminal Court (ICC) over the deadly violence that hit Kenya after the 2007 poll.

“What had united them disappeared,” Prof Munene said, adding: “Now Ruto wants to be elected and Uhuru wants his legacy so their interests have collided.”

Mr Kenyatta first made overtures to Mr Odinga after the disputed 2017 polls. Rejecting the results, Mr Odinga had called for a boycott of several companies, including one associated with the Kenyatta family, and declared himself the “people’s president” at a huge rally in the capital, Nairobi.

“Uhuru had to accommodate Raila because he was able to create instant trouble and hamper his work,” Prof Munene said, adding that the 77-year-old veteran politician accepted Mr Kenyatta’s olive branch as it bolstered his chances of becoming president after four failed attempts.

“Mr Odinga is appearing to be more desperate because of age, and this appears to be his last chance,” Prof Munene said.

The Kenyatta and Odinga families are extremely rich. What their fortunes are worth is unclear, but the public got a glimpse of the Kenyattas’ wealth when the Pandora Papers linked them to offshore investments, including a company with stocks and bonds worth $30m (£22m).

Mr Ruto is also wealthy, but he has portrayed himself as someone who – having once sold chickens and groundnuts by the roadside – understands the plight of the poor, and will champion their interests if elected.

“While we are busy planning how the lowest Kenyan will be uplifted, some other operatives are busy in hotels planning how to install a puppet president who they will control, as they want, so that their selfish interests continue being served,” Mr Ruto once said at a rally – lines that he often repeated and which were dismissed as untrue by his opponents.

With women making up nearly half the number of registered voters, Mr Odinga, unlike Mr Ruto, has chosen a female running-mate, former Justice Minister Martha Karua.

Prof Lumala described her as a breath of fresh in a male-dominated campaign, and said she had given Kenyans their “Kamala Harris” moment on the campaign trail.

“We could see an element of motherhood [in her]. She maintained her sanity and even when hitting, she was measured in her language,” he added, though she too attacked Mr Ruto in the final days of the campaign by saying he should “stop trying to be Deputy Jesus” by crying at prayer meetings.

Mr Ruto has focused heavily on winning over the youth – not surprising as the official rate of unemployment among those aged between 18 and 34 years is nearly 40%, and the economy is not creating enough jobs to absorb the 800,000 young people joining the workforce every year.

Mr Ruto has therefore coined the phrase “Hustler Nation” to refer to the young people struggling to make ends meet, and has promised a “bottom-up approach” to the economy, saying it will benefit the poor.

Mr Odinga’s manifesto is relying on manufacturing and industrialisation to create jobs.

He has also promised two million needy households a monthly stipend of 6,000 Kenyan shillings ($50; £40) from a new social protection fund if he is elected president.

Two lawyers are also running for the presidency:

George Wajackoyah, whose central pledge has been to create jobs through the production of marijuana for industrial use and David Mwaure, who has campaigned on a platform of tackling corruption in government.

Both the front-runners spent huge amounts of cash on the four-month-long official campaign period, crisscrossing the country in their convoys – including luxury choppers – to win over voters.

“It’s a show of might and in the midst of rising poverty – it looks like mocking people,” Prof Munene said.

But, he added, the crowds did not mind as they were often paid to attend rallies, giving them an opportunity to make some money.

No-one knows whether they will double-cross their paymasters by secretly voting for another candidate on Tuesday.

But what is almost certain is that Tuesday’s vote will not end the political drama involving Mr Kenyatta, Mr Ruto and Mr Odinga.

Some pundits predict that neither candidate will cross the magical 50% mark, forcing a run-off.

Others believe that a clear winner will emerge, but the result will be challenged by the defeated candidate.

The 2017 election was so marred by irregularities, including rigging, that Kenya’s highest court annulled the result – and ordered a fresh one that Mr Kenyatta won after Mr Odinga boycotted it.

This time around the electoral commission says it is better prepared to ensure a free and fair poll, which will see Mr Kenyatta handing the reins of power to either his foe-turned-friend, or friend-turned foe.

Over 1,400 girls pregnant between January 2021 and mid-year 2022 in the Eastern Province

Eastern Province recorded over 1,400 pregnancies among girls aged below fifteen from January 2021 to mid-year of 2022.

This is according to Eastern Province HIV and AIDS Coordinating Advisor, Emmanuel Chama.

Mr Chama has said that a total of 922 girls under the age of 15 fell pregnant in 2021 while 491 girls were pregnant between January and June this year.

He said in 2021 Katete recorded the highest number of teenage pregnancies, with 144 girls falling pregnant while in the first half of 2022, Lumezi was in the lead with 66 pregnant girls below the age of 15.

“I am sad to report to you some of the challenges we have with regards to adolescents’ health. We are concerned that the age category has dropped to below 15, which is defilement by law,” he said.

He further expressed worry that these cases are mostly not reported to the police.

Mr Chama elaborated that statistics this year Lumezi is in the lead with 66 cases, followed by Katete with 46, Lusangazi 45, Petauke 42, Sinda 42 while Vubwi is the lowest with 2 cases.

“In 2021, Katete topped with 144 cases, followed by Chama district with 108, Petauke with 101 and the lowest was Vubwi with 23,” he said.

The Province HIV and AIDS Coordinator appealed to parents to report cases to the police so that a measure to curtail similar behaviour is achieved when the process of the law is followed.

Meanwhile, Eastern Province Deputy Permanent Secretary Beauty Phiri has described the statistics as a shocker.

She said it is a very disappointing route that children are being curtailed from their normal lives due to the greed in society.

“The lives of these children are being destroyed. More needs to be done by all stakeholders, including the police, parents and traditional leaders, among others to ensure that these cases are curtailed,” she said.

A total number of 1,413 girls under the age of 15 are reported to have fallen pregnant in Eastern province between January 2021 and June 2022.

US, Russia jostle for President Museveni’s attention while courting Africa

President Museveni is in the eye of the US-Russia storm over the war in Ukraine, with top envoys from both countries making trips to Kampala within eight days of each other, and the veteran Ugandan leader looking to gain from both global powers.

On the third leg of his tour of four African countries, Russian Foreign Affairs Minister Sergei Lavrov flew to Uganda and met with President Museveni on July 26. And on August 3, US representative to the United Nations Linda Thomas-Greenfield arrived in Entebbe to “counter Russia’s misinformation” over the war in Ukraine.

The Russian and US envoys’ itineraries took them to different African countries, but Uganda was the common factor. Both powers see President Museveni as key to building alliances for their geopolitical interests in Ukraine.

“The US and Russia know that Museveni has followers who happen to be other African leaders. And these followers matter in terms of the numbers that these powers need to take positions against the rest of the world,” said Ibrahim Ssemujju Nganda, an opposition legislator in Uganda’s parliament.

Ssemujju argues that while the superpowers jostle for Museveni’s support, the Ugandan leader also sees an opportunity to benefit from both to keep his grip on power – for instance, asking Washington to relax sanctions imposed on his top security officials for human rights abuse allegations while he continues to get subtle backing and military equipment from Russia.

“If the Americans and Europeans cite human rights abuse and don’t want to keep him leading Uganda, he knows the Russians will keep him in power. He knows that Bashar al-Assad in Syria is surviving because of Russia,” said Ssemujju.

In Uganda, President Joe Biden’s ambassador to the UN toured USAid-supported investments before holding discussions with President Museveni on internal matters that include US sanctions against top commanders of Uganda Peoples Defence Forces, as well as regional security. After Kampala, she flew to Ghana and Cape Verde in West Africa.

Meanwhile, on July 28, Lavrov concluded a tour of four African countries – Uganda, Ethiopia, Egypt and the Congo Republic – where he met leaders and rallied the continent to become Moscow allies.

In a subtle message to the West while hosting Lavrov, President Museveni said Russia had stood with Africa for the past 100 years and that African countries would only condemn Moscow when it makes mistakes.

“How can we be against somebody who has never harmed us?” Museveni asked. “If Russia makes mistakes, we tell them.”

In an interview with the BBC on August 3 ahead of his meeting with Ms Thomas-Greenfield, President Museveni said he understood Russia’s reasons to start the Ukraine war saying it had been provoked by the West’s advances to breach existing security pacts by having Kyiv join Nato.

The Ugandan leader said the Russian war in Ukraine is similar to the provocation of the US in 1962, when then-President John F. Kennedy nearly declared war after the Soviet Union parked its missiles in Cuba, America’s neighbour.

Countering Moscow

Ahead of her trip, Ms Thomas-Greenfield said in a special online briefing to journalists on August 2 that Africa was buying Moscow’s rhetoric about the war in Ukraine, and her mission was to counter the Kremlin’s propaganda, without asking the continent to choose between the US and Russia.

“We want African countries not to buy into Russia’s disinformation and misinformation campaign to indicate that somehow this is a war between the United States and Russia. Let’s be clear. Russia attacked Ukraine. Russia started this war,” she said.

ACC will start background checks to ministers’ asset declarations – Phiri

ANTI-CORRUPTION Commission (ACC) director general Gilbert Phiri says the institution will begin looking at ways on how background checks can be done on declarations made by ministers and other public office holders to ensure they are authentic.
During a media breakfast meeting at Lusaka’s Sarovar Hotel yesterday, Phiri said the manner declarations were being done was part of law reforms promised by the current administration.


“Law reform is actively being looked into and I think in the process of looking at reforming, we will look at best practices elsewhere. And one of the best is Rwanda where there is actual background check on what you declare, and there are deadlines,” he said. “And there are serious penalties. In fact, those ones you do not declare you forfeit to the State. So, the law reform process is on-going.”
Phiri said the Commission shall do everything possible within its power to vigorously pursue any case of corruption that may come to its attention.


He said the Commission would continue to restrict and seize properties suspected to be proceeds of crime and investigate them to their logical conclusion.


“The Commission will not hesitate to prosecute these matters in the courts of law and to also ensure that properties or assets tainted with crime are forfeited to the State through available legal channels for the benefit of all Zambians,” Phiri said.
He however assured that this would be done in a professional manner and within the confines of law.


Phiri also announced that in the last quarter of the year, the Commission received 169 reports of corruption, out of which 124 contained elements of corruption


He said 94 of the 169 were authorised for investigations as 30 did not have sufficient grounds for corruption to warrant prosecution.
“The Commission had 10 cases before the courts of law. One case was pending judgment, one case was pending appeal and one acquittal was recorded during the quarter,” he explained.


Phiri said so far, the total number of cases concluded this year was 188 out of 1,160, with 17 arrests.
“There were 35 cases before the court and one acquittal. A total of 338,984 have been sensitised on corruption throughout the country,” he said.


Phiri said the Commission also received a total of six reports in the first half of this year from the Financial Intelligence Centre about suspicious transactions, which it was investigating.

FORMER Kabushi PF member of parliament Bowman Lusambo says he will embarrass the system that will be employed by UPND to scoop the seat.

He says “for me, Kabushi Constituency is a family matter. Me, I will not be fighting UPND or that nonentity guy”.

But UPND spokesperson Cornelius Mweetwa says the party will ensure it wins the Kabushi parliamentary by-election so that plunderers are not allowed back on the seat.
Lusambo had his election as Kabushi member of parliament nullified by the Constitutional Court last Thursday on grounds of political violence
and other malpractices.
Lusambo has since declared interest to
recontest the seat on the PF ticket.


He said he had information that the UPND would employ government machinery to win the seat.

“Kabushi is not a constituency where just go and say ‘I am going to win Kabushi’. It is not possible. It is a very different constituency because we have invested in the people by creating a relationship with the people. The relationship is too strong and there is no one who can destroy it. If you go with the history of Kabushi, there is no one who has
retained Kabushi Constituency for a second time. I was the first one since independence. And it was not by accident. It was because I have created a relationship with the people which is very strong. I have heard people saying that they will get the government machinery in Kabushi. People in Kabushi Constituency don’t care about the system,” Lusambo said. “We had a very strong government system in this country, not the current system which is non-existent. We had a very strong system like the [Levy] Mwanawasa [administration], it was very strong. Kabushi Constituency then still voted for an independent in the name of (Nedson) Nzowa. Again
Msichili was there under opposition. There, we will embarrass the system. Us we embarrass the system. People don’t bribe us. We do what
our hearts are telling us. That is the biggest problem that is there is in Kabushi.”
He said he would focus his campaign on the minors in the area.


“If you go there, the support base for any strong politician in the world, the support base starts with kids. If you don’t have support from kids, forget. There is nothing that you will do in politics.


Those kids represent families, which means the things those kids say is the thing which they say in their homes where they are coming from,” said Lusambo. “For me, Kabushi Constituency is a family matter. Me, I will not be fighting UPND or that ka (the) nonentity guy (petitioner). You cannot
compare that guy to me. You cannot.”
But speaking at a briefing on Tuesday, Mweetwa said the UPND would win Kabushi because the people were appreciative of the party’s governance.


“We are ready to move into Kabushi. We are ready to win the by-election. I also would like to indicate that we have already unleashed our
investigative machinery on the ground to ensure that the people of Kabushi are given the best candidate. We think that this particular by-election will be competitive but easier,” said Mweetwa. “We are putting in everything for Kabushi. There should be no secret. The reason is we do not want to give an opportunity for people who plundered this country by some miracle then come up and say people still love him. Yes people love them but they don’t want them in government period.”
Lusambo was until the nullification of the election serving his second term.
Lusambo won by slightly over 5,000 votes ahead of UPND’s Bernard Kanengo.

The Electoral Commission of Zambia (ECZ) is expected to conduct fresh election in the constituency within 90 days from the day of

GOOD governance activist Brebner Changala has urge the new dawn administration to honour the youth who took them into government.
Commenting on the high turnout by the youth on Wednesday for census recruitment aptitude tests in Lusaka and other parts of the country, Changala said the multitude revealed how much the new dawn government has neglected the youth.


“The census which began today (Wednesday) has exposed and revealed one dynamic essence of what has transpired in the last 11 months which has been building up over the years. The chaos that has been exposed and revealed by the recruitment of census enumerators. I was in Lusaka. The turnout was so overwhelming such that they had to change the venue [from Lusaka Trades School] to Heroes Stadium,” he noted. “I am now in Kafue. The entire Kafue is paralysed. The youth and young generation has assembled at the NCZ Club looking for a temporary job of enumerators. And this, other than looking for employment, is sending a serious signal that as a government and as a people of Zambia we are sitting on a time bomb. The signal that has been shown on two occasions: 12th August [2021] and today the 3rd August [shows that] August is a revealing month to the new dawn. And the new dawn must accept and honour the young generation. It’s their time, it’s not our time. Anybody above 50 it’s not their time. Please accommodate the youth and peace shall return to our land.”
Changala reminded the new dawn administration that they came to power through the youth vote.


He however, noted that the youth have suffered under the current administration, hence the scramble for temporary jobs such as census enumerators.


“The new dawn administration came to power courtesy of the youth. Courtesy of the vibrancy, tenacity and commitment of the youth to liberate themselves. But the youth in this administration have suffered imaginable dislocation from the very administration that they elected,” Changala said. “It’s high time the new dawn administration clearly spelt out the agenda for the youth – how they will participate in our governance system. And most importantly, the agenda on job creation to absorb the massive human resource. Not only massive human resource but massive energetic human resource that is day-in and day-out lying unrecognised. And yet they formed government. It is their government.”


Changala outlined several programmes that the government should implement to absorb the youth.
He warned that if the youth are not taken care of they will rise and cause chaos in the nation.
“One way or the other we need to start national service. We need to develop capacity in industry. We need to energise our meagre resources to benefit the generation that, although not in charge, is indirectly in charge. The day they’ll rise and say enough is enough it will be a recipe not only for anarchy but for total chaos,” Changala said. “I urge the new dawn administration to take these signs that are coming out clearly. Not a rumour but signs coming out clearly that the youth is desperate to take its position. And this is the more reason the Cabinet of Mr Hakainde should have at least been half the youth, those below 35. The permanent secretaries of the new dawn administration at least half should have been those below the age of 35. The boards that have been littered all over and full of those that are considered loyal to the UPND should have been littered with a generation that is at the moment calling the shots. Creating boards full of retired men and women, especially recycled politicians, recycled permanent secretaries, recycled directors just because they supported you one way or the other will not ameliorate the impending catastrophe. The chaos that awaits us will be worse than the war in Ukraine.”


He said the youth are a resource that the African continent needs so much, hence the need to utilise it effectively.
“Africa is shot of food security and yet we have the human resource that can be energised and inspired to work on the land, to work in our industries, to work in our education sector, health sector; and most importantly to contribute to the development of this country,” said Changala.

Copperbelt-based Catholic Priest Fr. Augustine Mwewa has charged that the fight against corruption under the United Party for National Development (UPND) led Government is selective and defective.

Fr. Mwewa of St. Ignatius Parish in Tug Argan, Ndola said government wings such as Anti Corruption Commission (ACC) and Drug Enforcement Commission (DEC) are not investigating fresh cases linked to UPND Ministers and technocrats.

He observed that ACC and DEC are mute on corruption allegations levelled against some UPND government officials.

Fr. Mwewa said investigative wings are receiving instructions from the State House on whom to investigate or arrest.

He said the crusade against corruption under the New Dawn Government is flawed.

“We have seen the fight against corruption under the new Government. The fight against corruption was even there under PF especially when we had ba Sata. Ba Lungu at one point lost the fight against corruption especially since some political cadres seemed to have more power and I think this is what cost them to lose power. The current fight against corruption has its own weaknesses. The fight against corruption is selective. I stand to be challenged. We have a minister who has had his own wife appointed Ku Zesco Limited. When are we going to investigate that? That appointment has not been denounced,” Fr. Mwewa said.

“As we are fighting corruption let us be professional and your conscience will tell you, you are investigating me because you have been sent by the President. Your conscience must prick you. The selective fight against corruption or any other abuse should stop. It must stop.”

“We have the political advisor to the President and a permanent secretary trying to come in the open to say the President sent them to destroy Democratic Party and they have managed to destroy the party for Harry Kalaba. That is fighting democracy and nothing has been done. We have seen people declaring their assets, they are not being investigated. If we can investigate 15 flats when I compare the amount of money I can spend on 15 flats and then people declaring 100 plus million and all those dollars or thousands in their accounts. When are we going to investigate them? So you can tell DEC, ACC are receiving instructions from the State House on whom to investigate. The Presidential Spokesman (Anthony Bwalya) was on Diamond TV and when he was asked why they had not arrested people accused of corruption in the new government; he refused to say I am not a police officer. But is he an economist because he had earlier tackled economic issues in the same interview? So he was playing double standards. We see questionable acts within UPND they are not being followed, they are not being investigated but these others are being followed. Those are the defects in the fight against corruption,” Fr. Mwewa said.

He said even the recently conducted recruitment of teachers and health workers was marred with corruption despite the presence of ACC officers on the recruitment panel.

Fr. Mwewa said he has information that some government officials were bringing names of people to recruit without the following procedure.

He emphasised that the recruitment of government workers is good but transparency was needed in the process.

“Another area, we have seen our youths being recruited and still being asked to pay a lot of money. People are looking for jobs because they have no money and yet you are demanding money from them. Was the teacher recruitment really transparent? Despite them promising us that ACC and what will be part of the recruitment, corruption is still rampant. Corruption is still happening in the recruitment of government workers. Yes the recruitment of government workers is good but we need to be assured that things will be done as transparently as possible and we want ACC and DEC to come out on these matters. This is why I propose that the President should stop appointing Directors for these institutions like ACC and DEC,” Fr. Mwewa added.

FORMER commerce minister Robert Sichinga has strongly questioned the monthly inflation statistics being churned out by Zambia Statistics Agency.


He says they do not appear to be in tandem with the economic variables on the ground.
On debt, he says “you know there is ego to be massaged… If we had the President going to China it would have been completely different. It would have been much easier to sort out that creditor’s issue.”


Dr Sichinga said when he appeared on Hot FM’s beyond the Headlines programme on Wednesday evening that all the prices of commodities and services had been going up throughout and that it was difficult to understand the argument by the ZamStats indicating that inflation had dropped.


“What we are seeing at the moment is the expenditure that was made last year under the PF is impacting what is happening now. In order regularise the situation and bring back to normality you would have to take money out of the system meaning that people do not have the liquidity, the money to spend. It means there is not enough money. It has got a negative effect to the extent that you don’t have liquidity. If I cannot pay you because I am owing you money, what happens to you? You can’t pay the other guy. If you can’t pay the other people what happens? There is no expenditure. There is no multiplier effect. Also you would expect it to reduce prices. In our case prices have gone up. Fuel has gone up and because of the ripple effect of that fuel into the economy, you cannot say the prices have come down. Hardly. All the prices have been going up throughout and this is why my argument has been you cannot expect that the prices will drop therefore you say inflation dropped because when prices are going up inflation is a reflection of the rising prices. You cannot say the prices are coming down. It is not mathematically possible,” Dr Sichinga said. “Let us take the value of fuel just as an example. It was at K17 in August last year. What is the price now? K23 now. Last week it was K26. So when a price goes up like that, at K26, in other words its gone up by K10 (from K17). That is a very high percentage. You cannot then have a reduction in inflation. It is not possible. How do you have a reduction in the inflation rate when fuel is hitting the entire economy and I have just used that as example? So over the months your graph which reflects changes in your pricing is going to go upwards not lower. In this case when you say inflation has come down to a single digit, it means the graph is no longer going up. It has come down from a higher figure to a lower figure. Now how does it come to a lower figure when the fuel has gone up from a lower figure?”


Dr Sichinga said in his 50 years of doing business, it was not possible to record single digit inflation under the prevailing economic variables.
“As far as I am concerned, it is an unrealistic claim. You would have to be doing something else. I have just given an example. I am talking about fuel. This has impacted so many other items. If you go in the market, talk to people and ask them, ‘do you have cash to do this?’ Consumers are having difficulties meeting their obligations and when that happens it means you have got prices people cannot afford. So there is no way that you can talk about a lowering of inflation to single digit figures. So that particular manoeuvre for me, based on my knowledge, experience, is not possible. However, you should invite those that claim that this is possible, I am talking about our friends from central statistics, let them come and explain how they achieved that,” he said.


Dr Sichinga also said the monthly review of fuel was disruptive as it made it difficult for businesspeople to plan.
Asked if the appreciation of the kwacha would cushion the impact of the monthly review of fuel prices, Dr Sichinga called for honest.
“There is no strengthening of the currency. Let us be honest about it. It is good to want it to strengthen. It is good for the country if the price was genuinely lower,” he said. “The issue that is taking place is not because of the performance of the Zambian economy. It is because the US dollar has weakened against other currencies in general. We are beneficiaries of it. It is not because we are producing more. It is not because of the prudent management on our side. It is not because our exchange rate has been favourable because it has been at K17 (to a dollar) until just now. It is today that it dropped to K15. No currency drops at that rate because of good management. It does not happen like that. It is because there is a specific incidence that has taken place in the marketplace globally. We appreciate that we are going to benefit from this exchange rate difference which is favourable to Zambia.”


Dr Sichinga said it was important to aim for a favourable exchange rate based on production.
“I hope my friends in the UPND will not think that they are being bashed, no. All I am saying is we need to be realistic in terms of the effect. If we don’t do that we will not have identified the problem that we need to address,” he said.
Dr Sichinga advised the government to get on a homegrown economic recovery programme with focus on restoring resources from the mining sector.


“We can now develop a homegrown economic plan because right now there is no recovery plan other than the one that was done by the PF, which is the 2020-2023 revival of the economy. That is what we have,” he noted. “We cannot drive a recovery programme without resources. Therefore, we have an opportunity to do that not to give it to Anglo American, no! That for me is a no go area. They were here before. All they are interested in is what they will get from the mines just like Glencore. Just like Vedanta.”
On debt, Dr Sichinga said whether “you like it or not China is an issue you cannot ignore”.


“Our biggest debt, of the US $21 billion that was being owed to the creditors, we are told that US $10 billion of that is with China. Shouldn’t that be the first call? Shouldn’t you deal with that first? And start looking at the small ones?” asked Dr Sichinga. “You know there is ego to be massaged… If we had the President going to China it would have been completely different. It would have been much easier to sort out that creditor’s issue.”

“Increasing in order to reduce” thats the mantra on the fuel prices. I guess on the exchange rate it’s “reducing in order to reduce”.

The current strengthening of the Kwacha last six months from 17 to circa 15.5 is indeed superdupa news for our importers. The recent new Copper investments, Nickel investments and progress on the long awaited IMF loan has indeed enhanced confidence in the Kwacha and become bullish.

I am brave enough to strike on any topic seemingly going wrong with the current government but equally not too condescending to ignore any aspect of the economy that is making progress. The Kwacha is definitely doing some wonders on the monetary arena of the Country.

However and not to be a party spoiler to those ululating on the strengthening Kwacha, I have a small reminder. The flip side to a very strong Kwacha is that it’s not user friendly for the export based companies as it erodes their earnings from abroad. This more so to the Mines that are a blood line for our Treasury. Currently they must be posting huge exchange loses from their projected Copper export sales.

Current levels of around 15 is about as much as it should go down so as to balance an equilibrium that is good for both importers and exporters. Otherwise in the nearest future jobs being created by importers will simultaneously be subtracted by job losses in the export industry due to a very strong Kwacha.

Incidentally and as it is some odd tradition in the Zambian economy, huge appreciation of Kwacha does not lead to reduction in prices (DSTV & Talk Time) while a slight depreciation of the Kwacha guarantees increases in prices (fuel, cars).

The key point is that a fast depreciating or fast appreciating currency in any Country is not good for business.

It’s a stable and predictable Kwacha that both Importers and exporters desire. Industry, Commerce and the trading sector of Zambia should be able to have a good idea of what the Kwacha rate will be tomorrow and after 1, 3, 6 and 12 months.

If currency is stable banks can even quote fixed forward rates or options so importers and exporters can plan or hedge their business costs and sales respectively.

SINDA district commissioner David Tembo has urged Census applicants not to commit suicide if they aren’t picked.
Addressing a thousand-plus youths who gathered at Chassa Marist Brothers Secondary School on Wednesday, Tembo said there is no need for anyone to kill oneself when there is no recruitment in the grave.


He assured them of better things ahead giving the example that soon the government would be recruiting soldiers and others.
“If you are not picked, don’t behave like those nurses and teachers who went and killed themselves. You kill yourself kumanda kuliye (at the cemetery there is no) recruitment. Don’t do that! We will be recruiting soldiers and other recruitments soon. So if you are not picked it’s for a reason,” Tembo said.

On Tuesday defence minister told ZNBC that the government would soon recruit 5,000 military personnel.
And Tembo noted that the applicants for the Census were too many yet the district was given a small number of 577 compared to a thousand-plus that gathered.


“…this day might not be your day but I want to assure you that there are greater greater things coming your way. You may not be picked for a reason,” he said.


Tembo asked civil servants who applied for the census programme to withdraw and leave it to those who are not in the civil service.
He said any civil servant who would attempt “this means they choose census than being a civil servant”.
Tembo warned them that they can’t hide because they are using the same national registration card.


“If you are a teacher, a nurse, a doctor, a cleaner or you were recruited last week, please may you start walking out of this place because this isn’t your show. Why are you too selfish that you don’t want others to benefit? In new dawn we follow order. So if you don’t want, then we won’t cooperate,” he said. “There was a ministerial statement and when the President speaks, when the minister speaks, ours is to obey. If we don’t obey then we invoke the law. Mind you, census is for a month so choose to lose employment or not.”
Tembo also challenged those that would be picked to work diligently and in an honest way.


“Those of you who will be picked we want you to serve people of Sinda so diligently and in a honest way. This thing has a timeframe so,” said Tembo.

MAN CAUGHT WIFE CHEATING, SUED BY HER LOVERS FAMILY

With technological innovations, it is easier to track people and their movement. So let’s say you have tracked your wife/gf to a hotel room at the time that she is not supposed to be there, the first thought that comes to one’s mind is, understandably, that she is cheating.

Husband’s Reaction

As stated above, Charles Chibesa from Lusaka was able to track his wife’s movement to a hotel room in Jesmondine and found that she was with a man surnamed Mulundika Mukelebai in the middle of the night.

He would later pinpoint his wife’s exact location, in the room on the sixth floor of the hotel. He went on to call 3 other people to serve as witnesses while he catch the cheating wife and the man in action.

Naturally, hotel staff refused to give them the room key so they headed over to the room and started knocking.

After knocking for a while, his wife opened the door and Chibesa pushed his way into the room to catch the cheater. The problem was that after searching for a while, he was not able to find the so-called cheater in the room.

As he was trying to apologize to his wife for the misunderstanding, his friend who stayed on the first floor told him that there was an accident—he found a lifeless body of a person who seemed to have fallen from the building.

After calling the police emergency number, 110, and police confirming that the man who fell down from the building is indeed the person who entered the room with Chibesa’s wife, Mr. Chibesa, his wife, and the other three people were taken to the police station for questioning.

The Wife’s Story

Chibesa’s wife told police that she had gone to the hotel room with Mulundika Mukelebai that night. At around 1am, they heard knocking on the door and realizing that the man knocking was her husband they both quickly put on their clothes.

Mulundika opened the room’s window and saw an air conditioner’s heat exchanger, he climbed the window and stood on the heat exchanger to avoid getting caught.

“At the time, I told him to get back into the room because it is too dangerous, but he insisted that there is a pipe that he can use to climb down the building.” The wife told the police.

After assurance from Mulundika, she closed the window and curtain and she never anticipated that Xia would fall down.

Mulundika’s Family sue Mr Chibesa for K1,300,000

While this case would have been over by now, with all the evidence such as the wife admitting of cheating and Mulundik climbing out the window on his own accord, his family had another theory and decided to take the case to court, suing Chibesa, his 3 friends, the hotel, and the wife for a total of 1,300,000.

The family argued that it’s because Chibesa and his friends surrounded Mulundika and threatened him, forcing him, who at the time had no other way to flee to safety, to make a decision to climb out of the window so he can flee. They said this directly caused his death.

They also argued that the hotel must also pay for their loss because as the proprietor of the business establishment hey must ensure the safety of their paying customers.

They further mentioned that Mr. Chibesa and his friends were neither customers nor hotel staff so they were not supposed to be allowed to enter the corridor before registering and paying at the counter.

“How were they able to enter the hotel and go to a certain room? Isn’t this a security breach at the hotel?” Asked one of the family members.

In conclusion, the family argued that Mulundika’s death would have been avoidable if the hotel had better management and security measures.

Hotel’s Statement

The hotel argued that they had taken every management and security guidelines in accordance with the country’s rules on hotel management. Furthermore, by forcing the window open to jump outside, Mulundika broke several blocking measures meant to keep clients from getting out through the window.

Apart from physically blocking clients from getting out of the window, the hotel had also put clear signs of warning to alert clients not to go out of the window, Mulundika ignored all the warnings anyway.

As an adult, Mulundika should have paid attention and be responsible of all the violations he had caused during his stay at the hotel.

The statement concluded that the hotel will agree to every fine and punishment if found liable by the court.

The Judgement

The judge who presided on the case expressed sympathy for Mulundika’s family and also acknowledged that his death was brutal. He added that it is understandable that the family was upset for his death and their loss of a family member.

However, citing evidence, he found that Mulundika climbed out of the window on his accord and conscience before Liu and his friends entered the room.

As an adult, Mulundika should have known better than climbing out of the 6th floor window which comes with unintended consequences. His death can only be ruled as an accident by him climbing out of and falling from a sixth floor window but not forced by others to fall.

The death was caused by the individual’s poor choices and can not be blamed on any other person, be it Chibesa, Chibesa’s wife, or His friends or the hotel management, they can not be held liable to his death.

In essence, there is no legal protection for Mulundika’s action on the current law and rules of the country.

The judge dismissed the case and no 1.3M was offered to the cheating man’s family.

President Hichilema won’t punish Mary Chirwa, says Thabo Kawana

The embattled boss of the Drug Enforcement Commission (DEC) Ms Mary Chirwa aka Mary Banana, recently embroiled in a series of viral hard-core pornographic videos shall not be punished or censured by President Hakainde Hichilema says Thabo Kawana, a spokesperson of the Ministry of Information in a radio interview.


Kawana sparked a bitter debate Friday when asked pointedly by Radio Phoenix interviewer Chimweka Chileshe what government would do regarding the alleged indiscretion Ms Chirwa in the pornographic videos that has kept Zambian tongues wagging for more than a week now given her position as a law enforcer.


“You want my position on that (porn) the government position is that she (Chirwa) is not going anywhere,” Kawana arrogantly told Chileshe, “lots of people especially in PF (Patriotic Front) want her fired. The position is that we have heard you but she (Mary) is not going to be fired.”


Ever since a series of pornographic videos featuring a naked woman with a striking resemblance of Ms Chirwa surfaced on social media, calls for her to resign have reached a crescendo with government staying silent until today´s bombshell interview and subsequent revelation that has shocked many.


Kawana who arrogantly dodged and ducked questions from a tenacious Chileshe suggested that the person that must be punished instead of Chirwa is the person that filmed and distributed the dirty video.
He expressed ignorance of the existence of the video.


But the interviewer kept his cool, even under open intimidation and arrogance from Kawana saying the DEC Chirwa heads is responsible for among other things ´policing´ pornography so therefore how can she be entrusted with the duty to police pornography when she is a star in a series of porn videos.


In the past, social media personality Iris Kaingu went to court and later jail for being in the exact same position as Chirwa now aka Mary Banana.


President Edgar Lungu during his tenure took less than 12 hours to sack then Education Minister David Mabumba, accidentally caught in a position similar to Mary Banana.


The police on the other hand have not moved an inch to arrest or prove the identity of the woman in the video believed to be Ms Chirwa.
Observers state that in her current form, Chirwa has no moral right to remain the office of the head of DEC given the obscene material linked to her. This is a developing story.


Ostensibly, the civil society that was overly vocal under President Edgar Lungu have remained silent, including the diplomatic community.

Listening to former Foreign Affairs Minister Joseph Malanji boast about retaining Kwacha Parliamentary seat without campaigning reminds some of us of the English fantasy story of the race between the Rabbit and the Tortoise.


For the uninterested in politics and are unaware of what has happened to the man popularly known as Bonanza, Mr Malanji is no longer a law maker, or simply Kwacha-less of the constituency.


The Constitutional Court has upheld the High Court ruling that Mr Malanji lacks a Grade 12 certificate, which is one of the qualifications required to contest a Parliamentary election.


But like in the aftermath of High Court ruling, the former Kwacha law maker has maintained that he possesses the academic qualification and he is assured of being picked as the candidate on the Patriotic Front ticket.


This therefore brings to the fore debate on how the bench arrived at its judgement of Mr Malanji lacking the vital document.
And the controversial debate is not about to end soon as the date of final judgement will be on the appointed day of filing nomination papers within the coming 90 days.


If Mr Malanji will finally make it on the ballot paper, then students of law and other political stakeholders will forever have a laugh at the majority verdict in court without falling in the ditch of contempt of court.


But as stated, the warning shots are about Mr Malanji taking for granted the English fantasy story of the Rabbit and the Tortoise.
For the uninitiated, one day the Rabbit and the Tortoise decided to race from the chosen starting point to the finish line.
The boastful Rabbit ran very fast leaving the Tortoise far behind.


The Rabbit knew that the Tortoise was a slow walker and decided to rest under a tree and complete the race later.
The resting resulted into the sleep which produced a race result in favour of the slow walking Tortoise.
Indeed, Mr Malanji is not known Bonanza for nothing and he boasts of having the support of the electorate in Kwacha such that he will not need even a poster. `


The Zambians electoral process allows Mr Malanji or any other contestant to campaign as they wise as long as thry are within the law.
But not too long ago, former President Edgar Lungu was boasting in the August 2021 general election that he would hand over power to himself because the unprecedented infrastructure planted by the Patriotic Front had already campaigned for him.
The rest is history as the Tortoise in the name of the UPND is now commissioning the unprecedented infrastructure project much to the displeasure of the Patriotic Front.


Moreover, the UPND as the ruling party appears to be curving themselves a record of implementing that which the PF considered unimportant when it is important to the electorate.


Time will tell whether Mr Malanji will retain Kwacha without campaigning.

A few years ago, the person that I was dating decided that we should get married. I wasn’t for the idea but just began thinking of what my life would be with him. With these thoughts in mind, I approached my mother to ask her how much they would charge this person if we decided to get married. My mother told me K40,000. Before the guy could even know I was the one who started complaining and telling my mother that it was too much. I told my mother that remember I am divorced, with 3 children and just turned 40.

My mother totally refused citing things like I was very educated, was making good money, then other personal attributes that I can’t write here lol. I asked some uncles and relatives and they also gave me the same range. I was so freaked out. The person I was with at the time had no much money and I knew that he would not even afford it. I never mentioned this to him, but later on it’s one of the reasons which made me not continue with the relationship. My relatives could have embarrassed him in front of his relatives had we gone ahead.

I also remember how my ex husband had bitterly complained after the lobola negotiations, but his father told him that ‘she’s Lozi, that’s how they charge.’ God bless that man, he always knew how to resolve issues lol. But again, using the wisdom from our traditions and culture, relatives are clever when they do that, because indeed when you get married, the monetary value and contributions that a woman makes when she has those attributes, actually surpass what is paid as lobola in just a few months. So the man indirectly gets his money back and so much more lol.

We Lozis and Tongas charge in terms of cows.
Today a cow is roughly about K12,000, so if they tell you to bring 5 cows, already that’s over K50,000. We are not like my other mbuyas the Kaondes who love chickens, to the extent of respecting a chicken ati ba Nzoro. So give them 5 chickens and my little sister is gone lol.

Our culture and traditions are very clear, a man that can’t afford to pay your bride price can’t afford to look after you well as a woman. A person should add to what you already have and not reduce it. After that lesson and knowing the thoughts of my relatives, I was very strict with the person I dated next because I never wanted to date a person that would not be able to meet my family’s expectations. Added to my CV are so many things that were not even there that time.

But at least I now chose well, even if they charged my spouse K100,000 he’s a person that can afford it. And the guy already has cows so he will just get from his farm lol. However, I know what is expected of a wife and I am not ready for that just now. I am ok being someone’s woman but not being someone’s wife. My job takes me to so many places and demands so much of my time, time which a man would demand from a wife, but as a woman, I can decide what my priorities are and which ones are not. I decide how to spend my time and on what.

I learnt something from my previous marriage, that domestic burdens will always be on the woman no matter how much you bring into the relationship. So culture and traditions are very much in order to charge the men as they do. Because apart from having a wife, a husband also gains a maid when he gets a wife. So consider lobola as maid services, unless you don’t want a woman who does the very things that you want from a wife.

In good times and in bad times, China has always been on the side of progressive Africa:

Nkrumah reacts upon recieving information that he had been overthrown.

His plane was still in the sky over China When he was overthrown in a CIA backed coup. He, therefore, knew nothing about it.

At the Beijing Airport, was the Chinese Premier Zhou Enlai, standing in the cold wind, waiting to receive the Ghanaian leader

Enlai had already recieved the news, and was not only worried how to break it to his guest but also how to receive and handle this diplomatic problem.

When Nkrumah’s plane finally landed in Beijing, he was warmly recieved by Zhou Enlai who took him to state Guesthouse. After the guests and the host sat down in the reception room, the Chinese leader whispered to him that a coup had taken place in Ghana and showed him a message from the foreign news agency.

At first, Nkrumah rejected this reality. But when he read the message, the reality slowly dawned on him. He bowed his head in his trembling hands, but he was very calm.

As soon as the rumours were confirmed, the huge delegation made up of 90 Ghanaian officials, quickly disintegrated as they nolonger wanted to be associated with a leader and a government that had been overthrown.

Even the Ghana embassy in Beijing also shifted its position and announced its allegiance to the new military government.

Also with Nkrumah in Beijing was the Minister for Foreign Affairs who was quickly sent to Ghana to assess the situation. But he too shifted his allegiance and expressed his support for the coup leaders immediately he arrived in Accra.

Nkrumah left Beijing for Guinea and never returned to Ghana. In Guinea President Sekou Toure gave him political asylum and made him co-President of the Republic of Guinea.

On April 27, 1972, Nkrumah died of an unspecified but apparently incurable illness in Bucharest, Romania where he had gone for treatment. It was a lonely death, far from his green and lovely native land and from his own people.

Shortly after Nkrumah’s death some squabbles erupted between president Sekou Toure of Guinea and Colonel Ignatius Acheampong the leader of Ghana military government which had come to power in another coup in January 1972.

Touré, who had granted Nkrumah political asylum in his country wanted to bury Nkrumah in Guinea while Colonel Acheampong desired that Nkrumah’s body be returned to Ghana where, he said, the former President would be given a dignified burial.

Nkrumah’s mother, Madam Elizabeth Nyaniba, made an impassioned plea to President Toure to allow the body to be returned to Ghana: “I want to touch the body of my son before he is buried, or I die.”

Sékou Touré refused to release the body until he had extracted from the Ghanaians important concessions. And, since the Romanians had sent the body to Guinea, Toure was in a strong position to dictate his terms of releasing Nkrumah’s body. They were as follows:

1.) NKRUMAH’S COMPLETE REHABILITATION IN THE EYES OF THE GHANAIAN PEOPLE (LIFTING ALL CHARGES THAT HAD BEEN PENDING AGAINST HIM)

2.) THE RELEASE OF ALL OF NKRUMAH’S ALLIES STILL HELD IN GHANAIAN JAILS.

3.) REMOVAL OF THE THREAT OF ARREST WHICH HUNG OVER ALL OF NKRUMAH’S FOLLOWERS WHO HAD CHOSEN TO REMAIN WITH HIM IN EXILE.

4.) AN OFFICIAL WELCOME BY THE GHANAIAN GOVERNMENT OF NKRUMAH’S REMAINS, WITH ALL THE HONORS DUE A DECEASED CHIEF OF STATE.

On May 20, 1972, it was revealed that Touré had imposed even further conditions on the Ghanaian government. He now insisted that Nkrumah’s tomb be placed in front of Ghana’s Parliament building, and that all of the men who had occupied ministerial appointments and high positions in his civil service be restored to their former posts.

Touré’s argument for holding the body was that he had granted Nkrumah asylum and made him co-President of Guinean Republic when he was “betrayed” by his own people who overthrew him.

With the quarrel, attracting attention from the non-African press African leaders approached Toure to persuade him to release the body. They were Presidents William Tolbert of Liberia, Siaka Stevens of Sierra Leone, and General Yakubu Gowon of Nigeria. They argued that it was in the best interests of African dignity, and Africa’s image abroad, that the body be returned to Ghana.

Nkrumah’s body was eventually released by Toure and buried in Ghana.

Former president Edgar Lungu has detested gender based violence.

The former president said men who are strong and powerful do not beat their wives.

He said called for behavioural and attitude change among all Zambians.

The former Head of State stressed the need for Zambians to become more responsible as he assured that his Foundation will remain a partner in the fight against early child marriages and gender-based violence.

Dr Lungu said this on Thursday when the Edgar Lungu Foundation (ELF) donated assorted items to orphans and vulnerable children of Ubuntu Royal Community School in Chibombo District.

“I am a Champion and will remain a Champion against early child marriages. Strong and powerful men don’t beat their wives,” he pointed out.

Former president Lungu has also implored Zambians to go back to traditional way of living in which communities took responsibility in raising orphaned and vulnerable children.

He said there is need for Zambians to work with government and all stakeholders in creating a conducive environment aimed at making the lives of the citizens better.

Meanwhile, the former Head of State said bemoaned the rising number of orphaned and vulnerable children.

He also bemoaned the increased deaths of young people of productive age due to HIV/AIDs, excessive intake of alcohol, gender-based violence and malnutrition due to changing climatic condition.

And Chieftainess Mungule applauded former president Lungu for his focus of transforming lives and promoting peace in Africa through his Foundation.

Chieftainess Mungule thanked the Edgar Lungu Foundation for uplifting the lives of rural children, youth and women.

The traditional leader said meaningful development of rural areas can only come about if all stakeholders work together for the benefit of society.

She has since invited President Hakainde Hichilema to visit and collaborate with stakeholders to change the lives of orphaned, vulnerable and afflicted children in her chiefdom.

Among the items the former President donated include technical teaching staff, teaching aides, chairs, footballs and uniforms for the learners including a feeding programme to cover the rest of the year 2022.

The Edgar Lungu Foundation will also restock the Ubuntu Poultry project with village chickens and feed aimed at enhancing the sustainability programme of the school.

Chavuma District Commissioner, Geoffrey Kasonda has appealed to the newly recruited teachers and health workers to desist from writing the 2022 census of population and housing aptitude test.

Hundreds of youths, women and men in Chavuma district of North-western province yesterday gathered at Chavuma day secondary school in a bid to attempt to write the 2022 census of population and housing aptitude test.

Some newly recruited teachers and health workers had applied to be part of the census exercise and some were spotted attempting to take part in the 2022 census of population and housing test.

Mr. Kasonda advised them to leave room for other unemployed youths in the district so as to alleviate poverty levels in the district.

“I am appealing to the newly recruited brothers and sisters to leave room for other youths who are unemployed, as this exercise is meant for those that are unemployed so that we can support our youths and by doing so we will develop our district economically,” he said.

Mr Kasonda has since called on all youths in the area that qualify to show up in numbers and participate in writing of the aptitude test to prove that they are capable of undertaking such a task diligently.

“We are not favoring anyone, we want to ensure that our youths participate at their own cost and pick the right people who qualify so that they will be able to do the work according to the expectation,” he said.

Meanwhile the District Commissioner has thanked the new dawn government for providing all the necessary materials for the 2022 census population.

“I would like to thank the new dawn government for the manner that they have conducted the 2022 census as this is the first ever electronic census of population. We just want to thank the new dawn government for the provision of these materials as they will make the exercise run smoothly,” he said.

Chavuma district has a target of 125 target people for the exercise but thousands of youths in the district showed up at Chavuma secondary school in a bid to be among the best to be selected for the training.

Mr. Kasonda has therefore advised the youths that will not be picked not to lose hope but engage themselves in other ventures as they wait for more opportunities that the new dawn government will bring.

Fred M’membe criticised for saying that Zambians should not celebrate the imminent IMF deal

Copperbelt-based good governance activist Peter Mulenga has castigated Sociality Party leader Dr. Fred M’membe for saying that Zambians should not celebrate the imminent IMF deal because the country is losing millions in uncollected mine taxes.

Dr. M’membe this week said going for an IMF deal while giving tax breaks to investors was not adding up.

Dr. M’membe’s comment came as IMF Managing Director Kristalina Georgieva said. “The support from the Official Creditor Committee for Zambia’s envisaged IMF-supported program, together with its commitment to negotiate debt restructuring terms, provides the IMF with official financing assurances.”

Reacting to Dr. M’membe’s negative comment against the IMF deal, Mr. Mulenga said the mining taxation system in Zambia was not bad as portrayed by the Socialist Party leader.

Mr. Mulenga also questioned how Dr. M’membe arrived at $3bn he thinks Zambia losses.

“This is my reaction to the article by Dr. Fred M’membe, President of the Socialist Party claiming that Zambia can’t celebrate scoring the IMF deal of $1.4bn because the country loses $3bn in mining taxes. Can I just say that mining houses are paying their fair share of taxes in Zambia. Yes there are still loopholes in tax collection but I feel the Government is fixing all loopholes in tax collection. Mining taxation policy is ok in Zambia. Equally important is that these same mining firms are also operating in other countries and they are contributing their share in their respective countries. However, let’s not talk about what other countries are collecting from these same firms. If you look at Alexander Nkosi’s analysis, you will find Dr. M’membe wanting on this issue. I think on the 3bn US Dollars he missed the point or the research was short,” Mr. Mulenga said.

“If you begin examining the tax policy in Zambia, you will notice that our taxation is better than other countries. Now let’s look at what Dr M’membe talked about; are we giving away $3bn in mine taxes in Zambia? The question is, how did he arrive at that figure, what research did he conduct and who conducted that research? This is the biggest problem with some politicians in Zambia, who are only serving their selfish interest. Is the Socialist Party focusing on discrediting the Government on IMF loan for political mileage or doing checks and balances? Is this a political game of putting more numbers on your side or hardening Zambians to the extent that they demand for regime change? The general public would have wanted President M’membe to be asking how the Government intends to utilise the IMF loan facility,” Mr. Mulenga said.

“Alexander Nkosi has asked and I will be asking again. Is there $3bn lost in mine taxes in Zambia? If truly there is, then please we need him to help to recover that amount by reporting to the ZRA to investigate. This will be the prudent thing to do. By doing so, measures will then be put in place for this country to collect the lost income for the betterment of Zambia. The general public would want him to do this I think. From the look of things, the mine ministry together with their counterparts in the Finance ministry have been putting up very good policies to maximize revenue collection in the mines.

The question which Mr Bob Sichinga has asked is the question the general public expected Dr M’membe to have been asked. ‘’ What is it for, recurrent expenditure? Is it to reignite, stimulate the economy, and in what areas?”

Mr. Mulenga said the IMF loan facility would benefit Zambians if utilised on things like road construction.

“Renovating the road network could be one good economic stimulus the Government can look at. Roads in Zambia are one of the killing machines. So I feel investing in roads is not a bad idea. Zambians should not be cheated by cheap propaganda. What Zambians need is an improvement in the quality of living. This Government is on course and very soon Zambian will start seeing results of the efforts the government is making. We cannot judge them in a year; remember Rome was never built in a day or two. On the Copperbelt, we can see green lights already; there are positives in the mining sector worth pointing at. Again, I salute the Mines Minister Mr. Paul Kabuswe and the Provincial Minister Elisha Matambo for their efforts in facilitating meaningful development. Zambians will soon see why President Hakainde Hichilema appointed these young ministers in his cabinet,” Mr. Mulenga said.

There has been widespread rumours that i have been appointed new Chief Electoral Officer (CEO) at the Electoral Commission of Zambia (ECZ).I have not been APPOINTED CEO at ECZ

This is all falsehoods and must be DISMISSED with the contempt these falsehoods deserve.

For the sake of those who dont know how the CEO is recruited and appointed, this position is not a presidential appointed position.

It is a civil service appointment and the employment procedures in the civil service apply through the Commission.

The electoral Act guides that the Commission (ECZ) appoints Electoral officers to assist the CEO buttressed by the provisions of the Electoral commission of Zambia (ECZ) Act that empowers the Commission, as it may determine, appoint such other staff and officers of the Commission as are necessary for the purposes of this Act.

Section 9 (1) of Electoral Commission of Zambia No. 25 as amended by Act No 5 of 2019 guides that there SHALL be a CHIEF ELECTORAL OFFICER of the Commission who SHALL be APPOINTED by the Commission

The Chief Electoral Officer SHALL be the chief executive officer of the Commission, and subject to the general and specific directions of the Commission.

The Act prescribes the statutory duties and functions of the CEO as thus; the CEO shall be responsible for the daily administration and management of the Commission; be an ex-officio member of the Commission; and exercise the functions conferred upon the CEO by, or under, this Act.

*As can be seen, CEO at ECZ is a recruitee and appointee of the Commission and subservient to the direction, authority and control of the Commission.

It is the Commission through the Commissioners manages and conducts the elections and not the CEO while the CEO is responsible for the daily administration and management of the Commission.

As for as i know there has been no public advert for the vacant position of the CEO from ECZ or the Civil Service Commission.

Regrettably, the Commission has not yet been given Chairperson and Vice-Chairperson by the President to undertake such a task of the recruitment and appointment of the CEO.

There are only three ordinary Commissioners currently at the ECZ out of the required number of five (5) full-time Commissioners.

So for those who burn with strong to desire to see me at the ECZ, please hold your patience. It is not yet time and once any appointment comes, it will be public knowledge.

As of now, am firmly the Executive director of the Mighty well lubricated GEARS Initiative Zambia and also Chairperson for the Council of NGOs in Zambia.

Therefore, the rumors, speculations, innuendoes and congratulations are all false. Time not yet come for those congratulations.

Nullification of Malanji’s seat unfair and senseless

THE nullification of Honourable Joe Malanji’s election as Kwacha member of parliament is senseless and unfair in many ways. In the English language, there is a naughty expression which states that “The law is an ass”. When we look at the circumstances surrounding the nullification of Honourable Malanji’s seat, it is appropriate to say that in this case, the law has indeed proved to be an ass. Apart from being an affront to justice, this development, in the manner that it has occurred, presents a dilemma on the institution of Electoral Commission of Zambia and exposes serious flaws in its management of elections and the adoption process.

Honourable Malanji is not our darling. There are several areas where we have differences of opinion. In fact, we consider him a criminal suspect because there are a number of financial transactions his companies are involved in which he has not succeeded to explain. It is this newspaper that published the “Turkey Money Heist” headline where we alleged that Honourable Malanji, while serving as Foreign Affairs Minister, flew to Turkey with the Presidential challenger jet to collect money believed to have been sent to the Zambian Mission for purchasing an embassy building in that country. Not long after our story was published, the Drug Enforcement Commission (DEC), in collaboration with the Anti-Corruption Commission (ACC) jointly charged and arrested Malanji and former Secretary to the Treasury Fredson Yamba for influencing the transfer of K154,201,197 to the Zambian mission in Turkey without following the law on Supplementary Expenditure as provided by Article 203 of the Zambian Constitution Act No. 2 of 2016.

Our point is that we are not Honourable Malanji’s praise singers or fanatics. But when the law is applied unfairly on him, we need to stand up and condemn the justice system for circumventing the delivery of justice. If Honourable Malanji’s election was nullified on grounds that he was involved in vote-buying (corruption), violence or any other related malpractice, we would not be saying what we are saying about his removal from parliament. But we have a problem with the way in which he has been treated.

According to the law as prescribed under Article 70(1)(d) of the Constitution, the minimum academic qualifications for a person wishing to contest the position of member of parliament is a grade twelve (12) Certificate. In order for that certificate to be considered valid, the Examinations Council of Zambia Director will write a letter to the Director at the Electoral Commission of Zambia, attesting to the fact that the applicant’s grade 12 certificate has been reviewed and confirmed to be legitimate. The Examinations Council will indicate the name, surname, National Registration Card and Examination number of the applicant to help the Electoral Commission in ascertaining that the individual applying to be on the ballot is the same person whose credentials have been certified.

When we read the ruling in Honourable Malanji’s case, especially from the dissenting position held by Justice Mungeni Mulenga, we see a problem that has been swept under the carpet. Justice Mulenga contends that the petitioner did not prove to the high standard the allegations that Honourable Malanji did not possess a grade 12 certificate. Justice Justice Mulenga did not agree with the high court’s decision to transfer the burden of proof to Mr Malanji when the petitioner was the one with the duty to prove his allegations. She said that in the case of the Electoral Commission of Zambia (ECZ) which was the second respondent, and was expected to tender the documents (grade 12 school certificate) which Honourable Malanji had used to file his nomination, it was unfortunate that this was not done.

This is what we mean when we say that the Electoral Commission of Zambia has sacrificed Honourable Malanji for its own incompetence. It is clear to us that the Commission found itself in an awkward position and was not able to adduce the much needed document because had it been found to be valid, Honourable Malanji’s election would have been upheld, but at the same time, had it been found to be invalid, they would have found themselves guilty of admitting an unqualified candidate.

Our opinion is that an election petition based on qualification credentials should not be a matter for the winning candidate but the institutions charged with the responsibility of scrutinising and validating qualifications. It must be made clear in the law that once the Examinations Council and the Electoral Commission has endorsed your qualifications, you cannot be challenged after elections, otherwise the process of validating qualifications is useless.

It is expected that if the Electoral Commission has examined the documents supporting your qualification to contest the parliamentary seat, or indeed any other position, and validates those documents, then you are allowed to contest elections. If contesting elections after the Commission has validated your qualifications can be against the law, then the law is in fact, a big ass.

What this nullification of election does is that it confirms that the Electoral Commission of Zambia is a porous institution which takes instructions from politicians. It has confirmed that the Commission bends towards the demands of political candidates who have some form of power – political or financial. This is an embarrassing development to the Commission and our brothers and sisters who work there must not walk tall after this. They should be ashamed that they failed to do their job and they have used the court process to punish someone else for their incompetence.

In our view, it is only fair that Honourable Malanji recontests the seat in Kwacha, and wins the election. We say this because the nullification of his election was a waste of time and public resources. This will be a by-election which could have been avoided if the Commission did its job. This would have been avoided if those appointed to manage elections were firm and operated autonomously. Shame on ECZ!

I HAVE done my part, says outgoing ECZ chief electoral officer Patrick Nshindano.
The Electoral Commission of Zambia (ECZ) yesterday announced the “mutual separation” of Nshindano from the ECZ effective August 7.
According to statement issued by ECZ public relations manager Patricia Luhanga, the agreement between ECZ and Nshindano was reached at a meeting held on August 2, 2022.


“Mr Nshindano served the Commission since August 2019 has been instrumental in a number of innovations that have seen the commission transform and deliver credible elections, “ said Luhanga. “The commission would like to advise all electoral stakeholders and the general public that it will notify them of consequent appointments once these are effected.”
And Nshindano told The Mast that running an election was not an easy undertaking.


“Why the mutual separation? I think, firstly it is just the realisation that I have done my part. I did joined the commission almost three years ago and I was scheduled to have a new contract but I
decided not to, mutually… We thought that I have run my race. We have been able to achieve and have a very successful election as a country.


I think I now need to move on to another chapter. And I am quite excited for the prospects that the future holds. But also to be able to give chance as you know, we are going to have new leadership
and the new leadership will have its own thinking of how things should be done.”

Nshindano said at the centre of the decision was to make sure that the ECZ won at the end of the day.
“This institution is extremely a critical institution. It must be guarded jealously and that we need to ensure that it succeeds and remains independent. It remains autonomous in the way it functions
and we hope that even the new government, administration, will accord it the required support,” he said.
Nshindano said this was key to enhance and build on what he and his team achieved.


“So I have run my race and we have mutually agreed that it is the right time for me to step aside,” he said.
Nshindano, whose contract comes to an end this month, described his stint at ECZ as a great achievement.
“Not just for me but I can also attribute to the country and the team that I had at the commission who were supportive of what we were doing. It is not easy to run an election. I always tell people. It is easy to comment when you are outside,” he said. “The ruling government will always look at you as anti-government, the opposition will also think you are working with the ruling party.
So you are basically that orphan. The only thing you have if you are spiritual, your God. In my case as a Christian but also what is the mandate giving to you as prescribed in the Constitution. You
apply it whether or not…”


Nshindano thanked Zambians for the opportunity to serve and the support given during his tenure.
On the pressure faced to announce the August 12, 2021 election results coupled with some of the social jokes, Nshindano said “to the public it was unnerving.”

“But inside it is not as unnerving because
you have the information with you. You know how the process is running. I think the only anxiety comes in when you are saying and
hoping citizens will remain calm so that basically the anxiety does not escalate,” he said. “You need to manage it. Internally we knew how the process was running and we knew very well that we would deliver the results by a given timeframe of 72 hours which we were able to beat to 68 [hours] and things were moving internally like a well-oiled engine. Of course from an external perspective that is where the problem is.


You need to manage that.”
Nshindano added that “I also need to go and spend a little time with my children.
I have little children.”
He said he was proposing electronic voting to enhance transparency, credibility and “reduce accusations that come around as a result of anxiety”.

JOSEPH Malanji has lashed out at the Constitutional Court saying people will lose confidence in the courts following nullification of his election yesterday on grounds that the former Kwacha PF member of parliament did not have a grade 12 school certificate.
He has vowed to recontest the seat and win adding that he would also take the nullification of his election to the Judicial Complaints Commission.


The Constitutional Court upheld the nullification of Malanji’s election as Kwacha member of parliament bringing the number of annulled polls on the Copperbelt to two after the court last week nullified the election of Bowman Lusambo as Kabushi PF member of parliament.
Reacting to the development, Malanji charged that the nullification of his election was an attack on democracy.


“This is how you can see that we no longer have courts. We don’t have integrity in the courts. This will force people to lose confidence in the courts,” Malanji charged. “The same court ruled in the case of Nkunika versus Nyirenda that matters of eligibility do not count after seven days. Yet the same court nullifies my seat under similar circumstances. By this ruling, the court has rendered article 52 which says matters of eligibility brought seven days after filling do not stand. I will recontest the seat and definitely win it. But I will take this matter to the JCC even if they don’t act on it, at least it will be on record and this is a challenge on you journalists to check the conduct of the courts.”


He wondered why the seat was nullified on account of a grade 12 certificate when the same was produced in court further alleging that the petitioner [losing UPND candidate Charles Mulenga] never produced any document to suggest otherwise.


The Constitutional Court has affirmed the decision of High Court judge Kazimbe Chenda to declare Joseph Malanji’s election as Kwacha Constituency PF member of parliament void for not possessing a grade 12 certificate during his re-election


Constitutional Court vice-president Margaret Munalula on behalf of the majority ruled that judge Chenda cannot be censured for determining Malanji’s eligibility to contest in the August 12, 2021 general elections as he did not possess the requisite academic qualification when filing in nomination papers in line with Article 70(1)(d) of the Constitution.


She said Malanji had a chance to prove that he had the school certificate (Form 5) at the time of his re-election but did not do so neither is there evidence on the record of appeal.
Judge Mungeni Mulenga has dissented the decision of the majority.

Wife kills husband after marital dispute

A 41-year-old man of Nakonde who is also a ZESCO employee has died after a marital dispute with his 26-year-old wife.

The two are who got married in 2016 are believed to have only enjoyed one year of a peaceful marriage, as after that they have been having altercations.

Alice Nakaonga has since been arrested for the alleged murder of Wesley Bwalya who is believed to have suffered head injuries after allegedly being hit with a stick.

Zambia Police Spokesperson Rae Hamoonga said police received a report of murder which happened today at 07:00 hours in Nakonde.

He said the incident was reported by Isaac Chapolokio a ZESCO employee that his workmate Mr Bwalya died after being allegedly murdered by his wife Nakaonga

“Susan Namuchimba who is the elder sister to the deceased’s wife told police that her sister has been married to the deceased since 2016 which is about five years now and had three children .She explained that just after a year of her sister being in marriage, the couple started having marital disputes, a thing which continued despite several attempts to solve the problem,” he said.

Mr Hamoonga said that she explained that yesterday at around 19:00 hours whilst at home,she saw the couple coming from the market going to their house and her brother in law , the now the deceased was in a drunken state.

“At around 21:00 hours, she over heard the couple fighting and she rushed to go and stop them .She further explained that upon reaching the house, she found the couple outside the house and the deceased was lying on the ground while her sister was sitted by the door .She stated that her attention went to her sister who was bleeding as there were no visible injuries on the deceased,” he said.

He said that the suspects sister also explained that she saw a deep cut on the upper lip of her sister,suspected to have been sustained after being beaten by her husband,the now the deceased and that was when she took her sister to the police station to report the matter.

“She was issued with a medical report form and advised to go to the hospital. At around 23:00 hours whilist still at the clinic as her sister was admitted, she saw the deceased being brought to the clinic by his workmates in a critical condition and he was also admitted as well. Unfortunately this morning around 07:00 hours, he passed away and the matter was reported to Nakonde police station,” he said.

He added that police officers rushed to the clinic and found the body of the deceased lying on the bed facing up ward and when it was inspected, he had a swollen right hand and head and it suspected that the deceased was hit on the head by his wife during the fight with a stick.

“The body of the deceased has been posted in the mortuary awaiting postmortem,” he said.

On Thursday, August 4, a Russian court found WNBA player Brittney Griner guilty of bringing illegal narcotics into the country and sentenced her to nine years in prison.

Since her detention more than five months ago at Moscow’s Sheremetyevo Airport, where customs authorities allegedly found vape canisters containing cannabis oil in her luggage, the two-time Olympian and Phoenix Mercury player has been imprisoned abroad. She was charged with purposefully bringing drugs into the nation, where it is prohibited to consume marijuana either for medical or recreational purposes.

Griner pleaded guilty in July to possessing the substance but has also maintained that she did not mean to break the law, telling authorities that she mistakenly put the cannisters in her suitcase as she rushed to pack for her return to Russia, where she plays for the UMMC Ekaterinburg basketball team during the WNBA’s offseason.

Griner’s lawyer, Maria Blagovolin, also noted that Griner was prescribed medical cannabis two years ago to treat severe chronic pain and presented a doctor’s note in court as proof. Blagovolin last month also provided a series of tests the American athlete received as part of an anti-doping check, none of which turned up any banned substances in her system.

The court “found the defendant guilty” of smuggling and possessing “a significant amount of narcotics”, judge Anna Sotnikova told a court in the town of Khimki just outside Moscow. The player was also fined one million rubles ($16,300).

Since her arrest, Griner’s relatives, teammates and supporters have been calling on the US government to put its full weight behind the case to push for her release.

Griner, a two-time Olympic gold medalist and a Women’s National Basketball Association (WNBA) star, was arrested at Moscow’s Sheremetyevo airport on February 17, a week before Russia invaded Ukraine, when she entered the country with vape canisters containing cannabis oil.

“I never meant to hurt anybody, I never meant to put in jeopardy the Russian population, I never intended to break Russian law,” Griner said through a translator while standing in the metal cage reserved for defendants in Russian courtrooms. She apologised to her family, teammates, and her spouse

Griner’s lawyers said they plan on appealing the verdict, accusing the court of ignoring the evidence presented by the defence.

“Taking into account the amount of the substance – not to mention the defects of the expertise – and the plea, the verdict is absolutely unreasonable,” her defence team said in a statement.

John Legend ended his friendship with Kanye West over his 2020 White House bid and support of former President Donald Trump.

Legend said they couldn’t remain friends because “we publicly disagreed on his running for office and supporting Trump.”

Speaking on CNN’s “The Axe Files” podcast with David Axelrod, the singer-songwriter said they are no longer “friends as much as we used to be.”

Legend added that West didn’t appreciate the lack of support he received from loved ones while on the campaign trail. He said;

“He was upset that I didn’t support his run for presidency of the United States of America — for understandable reasons.”

The singer further said the brotherhood was straining for him. “I think it became too much for us to sustain our friendship, honestly,” he said.
