TAKE THE NAMES OF THE NEW BOARD MEMBERS OF ZNBC TO PARLIAMENT FOR RATIFICATION

By Amb. Emmanuel Mwamba

I have noted an announcement by the Minister of Information and Media, Hon. Chishi Kasanda stating that she has appointed new board members of the Independent Broadcasting Authority (IBA) and the Zambia National Broadcasting Corporation(ZNBC)
Of worry is her assertions that the Board members have to office already.

The Minister must be advised that for ZNBC, the proposed names must be taken to Parliament for ratification and approval.

Until then, ZNBC Board doesn’t exist until an Appointments Committee proposes the names, and Parliament ratifies and approves the proposed names as provided for in the law.

The ZNBC ACT OF 2002 states that;

(2) “The Board shall consist of nine part-time directors appointed by the Minister on the recommendation of the Appointments Committee, and subject to ratification by the National Assembly.”

This was done to continue to provide ZNBC as a public broadcaster with independence and autonomy.

Below was her announcement:

Hon. Chushi Kasanda writes …..

Government is confident that these teams have the competence, expertise and experience to grow both IBA and ZNBC to vibrant institutions in the broadcasting industry.

The two Boards come into office against a backdrop of high expectations from both the Government and the people of Zambia on the need for the media to exercise high ethical and professional standards in its role of informing, educating and entertaining the public.

The Boards have a mammoth task of laying a firm foundation upon which the IBA and ZNBC should grow.

I therefore, urge, the Board Members, to familiarize themselves with their mandate as provided in the law in taking these institutions to high levels of excellence.

Congratulations and we wish the Boards all the best.

I thank you.
