Sad women are being sexually manipulated to get CDF – Rev Mulenga … It’s become a conduit for corruption

Ndola based clergy Chilekwa Mulenga has expressed disgust that women are being sexually manipulated to access the Constituency Development Fund, demanding an audit of the programme he says has become one of the means for deep corruption.

Speaking in an interview with Daily Revelation yesterday, Rev Mulenga, senior pastor at Ndola Chapel, commended President Hakainde Hichilema for increasing the CDF allocation from K1.6M to K30.6M per constituency this year, but regretted that there was mismanagement of the funds as people were not benefiting from the funds in constituencies.

Rev Mulenga said CDF had not changed the majority constituencies in terms of serious development, but a few connected to those in power or committee members.

  1. Hichilema and Upnd are just waisting money and time funding development of the country with a lot of money through CDF! This is because CDF has just increased levels of corruption in the country, and the money is just going to waste. It’s better that funding of projects is done through respective professional ministries, than using councils which have no capacity to implement various projects! After 5 years Upnd will find out that they have no projects to talk about like their predecessors! So Hichilema will still be talking about employing teachers and nurses as achievements! Those are just liabilities to the government! And as an economist, Hichilema, should know better! But he thinks the opposite of that! Employing teachers has no direct benefit to increasing revenue for the country, for it’s only increased revenue that will bring the Kwacha-dollar rate to single digits! Upnd and Hichilema are a failed project because they think they are cleverer than anybody else in the country, when actually they are not! Buchushi!

    • You are right. As for corruption, council officials are spearheading it countrywide as far as CDF is concerned. Big thieves are not only in Lusaka now. They are in every district of the country. Given the zero effective monitoring and auditing there are now more monkeys in the maize field.At the end of the day it will be part two of the story of the Zambia Credit Union. I am afraid jail awaits many officials when auditors start looking at the books.

    • It’s a cultural problem. We should look at the cold hard facts and realize we are a corrupt and rotten society. Nothing in the Civil service moves without a bribe. Put politics aside and for once speak the truth

  3. This is not an HH problem. It’s a cultural problem. We corrupt everything we touch no matter how well intentioned. This is meant to help our communities but as usual selfish individuals bend and twist the whole thing to their selfish needs. You can’t get a government job or contract without some civil servant wanting to get rewarded for merely bring there. It’s no wonder the richest people in this country are foreigners coz they have money to pay bribes. Deplorable and disgusting
