DIEGO DISOWNS CORRUPT PPP FOR LUSAKA-NDOLA DUAL CARRIAGE WAY
In his fourth significant letter in recent days exposing the rot and corrupt practices under President Hakainde Hichilema’s Government, renowned Lusaka business mogul, Diego Cassili has distanced himself from the corruptly procured Lusaka-Ndola Dual Carriageway.
The project which now belongs to a chinese consortium, is being funded by the National Pension Scheme Authority (NAPSA) and Workers Compensation Fund Control Board (WCFCB).
Recently the chinese consortium from the National Road Fund Agency (NRFA) took over toll gates at; Katuba, Manyumbi and
Kafulafuta to raise money to help build the road.
Ocean Investment Consortium (MOIC),
On 28th February 2023, the Government
Republic of Zambia (GRZ) signed a
US$650m, 25-year Public Private
Partnership (PPP) Concession Agreement
with Macro Oceans Investment Consortium
(MOIC) to construct a 327km dual-
carriageway between Lusaka and Ndola,
one of the most important economic roads
in the country.
The PPP also included rehabilitation of the 45km Luanshya Fisenge-Masangano road.
The Agreement gave MOIC a 25-year
concession period to finance, design,
construct, operate, and maintain the two
roads.
The concession period is split into
two phases (3 years construction, and 22
years for operation and maintenance)
MOIC is a Chinese Consortium/ SPV
comprising AVIC International Project
Engineering, China Railway Seventh Group,
and Zhenjiang Communications
Construction Group.
Under the Business Coalition Taskforce (BCT), Cassili caned Hichilema’s government which has allowed the looting of public funds at institutions such as the Ministry of Health, Ministry of Education and the corrupt Zambia Police which is now ranked as one of the most corrupt police forces in the world with an unenviable ranking of 118 of 125 country police forces surveyed.
It must be noted that Cassili is touted as one of the close business associate and friend of President Hichilema and the UPND.

Yamene Ltd and Velos Enterprises Ltd would like to take this opportunity to inform the public that neither of our companies is involved in the MOIC-LN dual carriageway road project from Ndola to Lusaka.
For the sake of clarity, we would like to confirm that Yamene/Velos did tender for the project but were not awarded the Public-Private Partnership (PPP)
contract.
We reiterate that we are in no way involved in any part ofthis project.
