IBA BOSS MURDER SUSPECT CLAIMS TORTURE

Independent Broadcasting Authority IBA accountant Francis Chipyoka claims to have been tortured by the police in order to confess murdering his boss Guntila Muleya.

Mr. Muleya was IBA Director General before being gruesomely murdered.

In a petition filed before the Lusaka High Court, one of the  detained murder suspects, Francis Chipyoka, says the police threatened him with harm and coerced him into providing self-incriminating information that the police themselves had predetermined, contrary to article 18(1) and 18(10) of the constitution.

Further, the petitioner in his petition has wondered why the state have failed to take him to court over the murder allegations that he is faced with.

He is seeking among other reliefs a declaration that his continued detention without being brought before a competent court violates Articles 11, 13, and 18 of the constitution of Zambia, and constitutes an abuse of legal process.
