CONCERNED citizens under the banner Social Revolution Movement on Friday, November 5, 2021 gave President Lazarus Chakwera seven days to immediately address economic problems facing the country or step down.

The grouping hinted that the Office of the Cabinet and President should respond to their concerns regarding social-economic challenges Malawians are going through.

The demonstrations which was endorsed by Centre for Democracy and Economic Development Initiatives (CDEDI) started from Lilongwe Community Ground via Mchesi up to Civic Offices was under the theme “Reclaiming a better Malawi.”

Speaking after the demonstrations, Movement leader, Phunziro Mvula, said they will hold mass demonstrations if their grievances will not be answered.

Mvula added that they want the office to address the rise in cost of living due to heavy taxes and levies and the newly imposed Value Added Tax (VAT) on banking services.

He further said that government should also fulfill its promise of creating jobs and also uplifting local farmers.

“We want our government to condemn corrupt activities by Malawians of Asian origin and to stop offering jobs to retired personal at the expenses of young and vibrant youthful professionals. They should address its failure and uplift health and education services.

“We also protested against failure by government in the fight against corruption as evident by the abuse of MK6.2 billion and the issue of creation of new constituencies which will just put another burden on our already frail and fragile economy should be addressed,” he explained.

The group also wants Chakwera and his administration to address the issue of cabinet and unwanted presidential advisors.

Lilongwe City Council (LCC) Deputy Director Administration Hudson Kumphanga received the petition therefore assuring the group that their concerns will be sent to the office of the president and cabinet as soon as possible.

OPEN LETTER TO MR. ANTHONY BWALYA

In Kabwe, Sunday 7th November 2021.

With Due Respect Mr. Bwalya I write to request you to please read this and discuss it with the President. I want to request you Sir to familiarize yourself with the Cabinet Handbook. Sir, whatever the President or Minister says becomes government’s policy.

Remember that you are not Chief Government Spokesperson and you are not Information Minister and you must remember that State House is just an Office and not government.

Sir, at Parliament which holds the Executive accountable, there is a Committee on Government Assurances. It takes stock of all the promises you make and will summon your vice president and Ministers to account and all their answers will be put in a book called “Action Taken Report”.

Sir, we don’t want to see your President’s name in that book because he accused predecessors of theft. We urge you sir, to differentiate between his position as Party President and his Position as Head of State( HE)

As HE, He is in Charge of all the State institutions including Defense Forces. Sir, he has so much power that even his joke can land someone in Jail.
Sir, of let your President has been Quoted as having attacked his predecessors and also the that you inherited empty coffers.

We crave your President to please desist from attacking his predecessors or former government officials for three reasons:

1. Collective responsibility
2. Oath of office.
3. Oath of Secrecy

By Collective Responsibility, Your President and his cabinet are bound by all government decisions made by the past regime and he can’t escape or attack such publicly. Some information that he comes across is not meant for the public. Let him strike a balance between National duty and personal wishes.

Kindly also desist from clarifying every statement the President makes. Right now our main Problems are not staments but Zesco, fertilizer, roads, jobs e.t.c

I hope and trust that this letter will find you in good health and in a mood that will enable you to be at peace with me. Your supporters will not see sense in this today but when the sun rises they will remember this.

We shall continue to educate you in the spirit of One Zambia One Nation.

Bally’s Observations Are On Point- MCQueen Zaza

Bally’ sentiments pertaining “a clique of thieves” was a correct and sober observation. Perhaps, the use of the term “thieves “ was an overstatement. In total, there is credence in Bally said. His sentiments, however, are in no way referring to past presidents but those surrounding the presidency.

Indeed, from independence, we have had the same people and families ruling this country at the expense of other people with better or greater capacities. A careful look at all cabinets and those around the presidency since independence show that it’s the same families ruling the country and some how that is the reason for their fortunes in terms of education and riches. This is what HH wants to bring to an end.

Every Zambian regardless of tribe and family should have an equal opportunity in the governance of this country provided they are Zambians and have qualifications. This is the proper context’s sentiments. The rest of the talks regarding what he meant are illusions meant to paddle lies and ridicule the President. He , in my humble view , meant well . Let all families with or without connections also have an equal opportunity in the affairs of this country. For instance, From Independence, have you ever heard of a zaza in cabinet, Ps or even presidential aid in zambia? Yet we have had very educated Zazas in the history of this country. Go to ministry of lands and see which families own the biggest chunks of land dotted all over the country and then you will appreciate Bally’s observations.

Equally check which families are holding on to key or influential government positions since independence. Further Check which families are holding on to big positions in banks and parastatals. Then you will appreciate Bally and his observations. However,this is not to say that individuals in those families are not hard working and educated but have had good connections in one way or the other.

What Bally is saying is that all families should have an equal share in his plans and those of this country. Equal opportunities means families in kalabo or shangombo without connections in government can also have their children appointed in key government positions. Poor families should also have an opportunity to tour the world when such opportunities or luxuries were a preserve of families of a clique as was the case in the past.

THERE’S NO WITCH HUNT, LET THOSE THAT COMMITTED CRIMES FACE THE MUSIC

What is happening now should have happened much much ealier. We have always demanded good governance, the reason was to avoid the current rantings that the opposition has embarked on to try and seek public sympathy.
They have ordered murders of opposition members and stole our resources with impunity.

Today when they are visited by the law they claim tribe and that they are being persecuted because of it, NO. Do we remember that Kambwili as an operative for PF had millions of dollars in his house whose source is not known. This is the man who wants to champion tribe as a way of hidding his own criminality.

The claim by PF leaders of being persecuted on tribal lines is nonsensical. Criminals will be treated as Criminals irrespective of one’s Tribe. Some PF officials ordered their cadres to murder and brutalize those who held divergent views on national issues. Today, they want to hide in tribe as their immunity, NO. Laws of the land knows no tribe, it is blind

The issue of Dr Kambwili inciting tribal war is big and the law will visit him accordingly.

In 2016 he insulted the people of Southern Province and later apologized. The traditional leaders accepted his apologies and treated him like their own son. But because he was convicted and PF government told him to campaign for his freedom.

He was instructed to insult other tribes again as tribal campaign was PF strategy in destroying the UPND. Many times we strongly complained about this strategy which was sponsored by state house. This is why former president Mr Lungu never bothered to reprimand his ministers and officials from insulting other tribes.

Davies Chama former minister once told Tongas to go and multiply themselves by having more children if they want to produce a president. Where were these people coming out today claiming Kambwili is being persecuted?

Today there is no tribe in Zambia that has no links of other tribes. This is why some of us want all criminals behind tribal campaign to be prosecuted because in our families we have children, girlfriends, boyfriends,husbands and wives from all ten provinces. We don’t need such retrogressive minds like Kambwili and friends to mislead our children. We need to protect the nation.

Edgar Lungu and PF launched anti Tonga, Lozi, Luvale etc campaign. Insulted these tribes on daily basis and at the same time expecting them to vote for PF. He used his presidential prerogative to fire public workers from the regions PF hated. On the other hand Hakainde Hichilema lowered himself before all the ten provinces by speaking Unity and peace which prompted all Zambians to trust him and voted for him. PF lacked reasoning and thank God as Zambians we did the right thing.

HH has demonstrated quality leadership by balancing the appointment of public office bearers and we will give him credit for this reason.According to PF even if I have demonstrated beyond reasonable doubt to my subjects and the nation at large that I’m not capable of holding the top job they should give me votes to balance tribes.

What stupidity is that? This is worrying, and I have reported Kambwili already to the police, judiciary and home affairs. We will also look into previous elections how votes were distributed to different candidates from different regions and see if Kambwili will give reasons to tag others tribal.

Secondly I’m appealing to the UPND government through the minister of justice to introduce a piece of legislation that will provide for a severe punishment up to life imprisonment for any individual who will insight tribal hatred in our politics. We need to compete on ideas and merits no taking advantage of the illiterate citizens.

We are all Zambians and we have all the rights to take part in our Governance system without being ridiculed like PF did to others during their reign.

Let’s follow all the criminals irrespective of tribe. Law is blind and no way shall we as Zambians expect thieves to elude the law by insulating themselves in tribe. The only caution is, treat them as innocent until proven guilty by a Court of law.

We commend the police for going after any offender. Let there be sanity please.

Climate Change Is A Very Serious Religious Issue- Fred M’membe

CLIMATE CHANGE IS A VERY SERIOUS RELIGIOUS ISSUE

Following last week’s COP26 in Glasgow the issue of climate change is still very much on my mind. And this Sunday I turn to the religious for leadership and guidance on this very serious and urgent challenge facing humanity.

There is a long history of religious thinking and attention to the role of humans as stewards of the earth and the environment. These theological underpinnings stem from the idea that God created earth and humans, therefore, God’s children have a responsibility to care for his creations. This perspective is shared across a number of faiths.

In June 2015, Pope Francis issued an encyclical urging Catholics and all people on earth to focus on a broad range of issues and problems in the environment including pollution, climate change, biodiversity and global inequality of ecological systems.

In February 2006, a group of 86 evangelical leaders, under the auspices of the Evangelical Climate Initiative, challenged the Bush administration on global warming. Other religious groups and leaders in the USA, and other countries, have taken positions as well.

A robust policy strategy – regarding support in the religious community – should pay careful attention to the effects of both climate change and climate policy on the poor in both developing nations and the developed world itself.

Understanding the cultural dimensions of climate change requires understanding its religious aspects. Insofar as climate change is entangled with humans, it is also entangled with all the ways in which religion attends human ways of being.

Religious leaders should continue to call for bold action in defense of God’s creation.
Pope Francis, who attended the Earth Day summit, encouraged the leaders of the world’s largest economies to “take charge of the care of nature, of this gift that we have received and that we have to heal, guard, and carry forward.”

These words are increasingly significant because of the challenge the world faces. As Pope Francis said, “We need to keep moving forward and we know that one doesn’t come out of a crisis the same way one entered. We come out either better or worse. Our concern is to see that the environment is cleaner, purer, and preserved. We must take care of nature so that it takes care of us.”

Meeting the scale and scope of the climate crisis will require all religious leaders and activists, along with political leaders of all faiths and no faith, to unite around climate justice priorities.

The moral case to address the climate crisis is resounding in faith communities around the world. It’s up to political leaders to make the investments and changes necessary to safeguard and secure humanity’s survival and protect God’s creation.

HH: A SAINT AMONG THIEVES?

The statement issued by President Hakainde Hichilema upon arrival from the United Kingdom that Zambia has been run by a clique of thieves since 1964 cannot pass without comment.

Having listened and watched the video of Mr Hichilema clearly uttering those words has left a very unpleasant taste in the mouth.

The statement is highly unfortunate coming from a Head of State. It is divisive, irresponsible and an insult to the collective history of our great nation.

The few weeks that President Hichilema has been in State House with nothing to show for should not allow him to start thinking he is the most righteous Zambians alive. He should not believe that he is the only saint to have ever occupied public office.

This country was founded by great men and women who sacrificed a lot to get us to where we are. Even the education that Mr Hichilema boasts of today was paid by the sacrifice of humble Zambians.

Through out our 57 year old history, this country has seen great men and women work very hard to get us to the level we are today. It is therefore disingenuous on the part of President Hichilema to use the airport tarmac and cast aspersions on the people that were there before him.

A look at his cabinet and his advisory team shows a number of men and women who served in previous administrations. From his Vice President Madam Nalumango, his Principle Private Secretary Brad Machila to his Ministers Felix Mutati, Sylvia Masebo and Elijah Muchima to Green Economy P.S John Msimuko just to mention a few, by this illustration, is President Hichilema telling the world that he is working with a clique of thieves?

If that is the case, we are left with no choice but to call on those that have been deemed thieves by President Hichilema and are serving in his administration to tender in their resignation letters within 24 Hours. It is a basic principle that if your employer does not trust you and considers you a thief, the only moral thing to do is resign the position.

Using his yardstick, we are left with a question for President Hichilema. Does this then mean that even those who participated in the privatization exercise qualify to be called clique of thieves?

We believe that with his checkered past, President Hichilema should be the last person to call other people thieves.

Granted, some mistakes were made by people who served previously but it would be an insult to trash all the good things that Zambia has achieved since 1964 simply to stroke someone’s overrated ego.

Hakainde Hichilema is scheming to have me arrested, says Chishimba Kambwili.

And Kambwili has challenged Inspector General of Police Lemmy Kajoba to also arrest Ackson Sejani for saying that only a Tonga could lead the UPND, Kafue mayor Buumba Malambo, Larry Mweetwa and Mulonde Muzungu for the tribal remarks.

Speaking with Daily Revelation, Kambwili said those plotting to arrest him would only be publicising him, saying there was nothing like bad publicity in politics.

He charged that President Hichilema should not be scheming what the other administration did to him, saying he and the president suffered together during their time in the opposition, having been arrested for offences they did no commit.

“I am so shocked that my brother and colleague President Hakainde Hichilema can be scheming to make me go through the same things he went through. Surely can you doubt that this is politically motivated? Can you doubt? Look at what Buumba Malambo said openly, and there is a video ‘iswe swe ba Tonga we vote for a Tonga President, we vote for our Tonga MP, Tonga councillors’,” Kambwili said. “No case has been opened against her, then for me just to compare ‘people in this region they vote for their own all these years, and in order for us to teach them that this is wrong we should also vote (the same way)’. And you say tribalism and you want to arrest me. can you have any doubt that HH has got a hand in it, unless you are foolish. Every reasonable person will know that this is politically motivated. And the president is involved in it.”

Kambwili said the matter had been brought up on account that people were saying that he should be PF president, saying the President was trying to intimidate him and deter PF from “electing me to say, oh no he has got cases. That is what thy are working on.”

Asked if he felt former president Edgar Lungu was involved in his earlier court cases in the same manner he was accusing President Hichilema, Kambwili said: “I have no comment on that. I am only saying my arrests were politically motivated. And even this one is politically motivated. I cannot say president Edgar Lungu was involved, no. You see in life sometimes the leader may not know what the juniors are doing.”

However, Kambwili also consistently accused president Lungu of having been behind his cases during his NDC days.

“If he (President Hichilema) is going to allow it for me to be arrested then just know that he is involved. What I have gone through when I become president and people start doing the same I will tell them don’t do that,” Kambwili said. “Why do they want to target Chishimba Kambwili, they leave all these people like Sejani, Buumba? You want to arrest Chishimba Kambwili because you feel he’s a political threat. He’s a political opponent.”

Kambwili maintained that even if he did not like what he was suggesting, other regions must vote in the same manner as Southern Province, as they “must be taught other people can also do it if you don’t stop it.”

“I am actually helping this country to avoid regional or tribal voting…I can only tell my brother HH, what is wrong with you? Political power is not in perpetuity,” he said.

He said Kajoba, whom he accused of being a UPND cadre, wants to use his position to arrest him, saying it was only after the IG said he would arrest him that the UPND cadre reported the matter to police, which he said showed a glaring political hand by also copying the complaint to the ministers of Home Affairs and Justice.

“Surely how can you be arrested for three months, going into four months in prison, like HH and you also start arresting you political opponents as if you were admiring to come and revenge?” Kambwili asked. “Do you need to copy to a minister of justice? Immediately you start copying letters to the politicians then you know that there is a political hand.”

Kambwili said people voted for change, and President Hichilema should live up to his promise when he said that freedom had come for all Zambians on his inauguration.

It’s An Appeasement Budget … You Can’t Run A Country By Appeasing People- Faustina Sinyangwe

The 2022 National Budget is an appeasement budget, says Faustina Sinyangwe.

In an interview with Daily Revelation, Sinyangwe, who is former Matero member of parliament, said the UPND needed a year in government before making the policy pronouncements that they have made in the national budget.

“They have only been in government for a month and they start saying that they are going to employ 30,000 teachers, they are going to abolish tuition fees, they will abolish examination fees and PTA fees. I personally think that they needed a year in government so that they are well informed before they can implement these policy pronouncements; before rushing making these decisions in the budget,” explained Sinyangwe.

She observed that the removal of tuition fees and PTA fees entails that the government has to start spending huge sums of money in form of grants to schools.

“They have to pay money to the Examination Council of Zambia to print examination papers, they have to pay teachers to mark exams, invigilators have to be paid plus transportation of examination papers to various districts. All these are costs,” said Sinyangwe, who is also an educationist. “When you are making a budget, you look at estimates in terms of your income and expenditures. But situations change; you can have the pandemic, for instance, and the money you were expecting does not come in. You need to factor in all those issues. So when I analyse this budget; I personally look at it as an appeasement budget. The 2022 National Budget is an appeasement budget. And you cannot run a country by appeasing people; you have to do things that are realistic.”

And Sinyangwe is doubtful if the UPND will sustain the recruitment of 30, 000 teachers.

“I have worked in the ministry of education for a long time and I know that inadequate teachers is the biggest challenge that has been facing the education sector. You know education is anchored on three things namely; access, quality and equity,” she explained. “So recruiting 30,000 teachers means that access will be attained because more pupils will be enrolled and they will have teachers to teach them. But I only have one worry… my worry is whether they are going to sustain the 30,000 teachers that they are going to recruit. Mind you, it’s not only the 30,000 that they intend to recruit; there are those that are already employed.”

NAREP President Stephen Nyirenda Has Described The 2022 National Budget As Disaster

…as he describes the 2022 national budget as a disaster.

National Restoration Party (NAREP) PRESIDENT Stephen NYIRENDA has described the first UPND National budget as disaster.

In statement to the media, Mr. NYIRENDA said he has taken a lot time studying and analyzing the 2022 UPND National budget and it clearly looks attractive but its a disaster for Zambians.

Mr. NYIRENDA explained that the budget presented by Finance Minister Situmbeko Musokotwane is another beggars budget, affirming that it does not speak to or for the indigenous Zambian.

A beggars budget is one that is made with money’s derived from credit.

And Mr. NYIRENDA said it is very disappointing that UPND can present such a budget to the nation after spending over 20 years in opposition.

He said it is now clear that the UPND led Administration do not have the vision for a Zambian owned economy.

The NAREP PRESIDENT explained that the UPND 2022 National budget is still funding useless things like Food Support Initiative Program so called FSIP.

He said FSIP is a failed project started by people who did not finish thinking.

“The so called New Dawn UPND government should research on how many or which farmers actually benefit from such a useless program, maybe they will have answers which we doubt because they are overshadowed by those individuals who benefit from this killer program aimed at maiming our hard working farmers.”

“We have from day 1 stated that you cannot produce and invest in a budget without taking into consideration how much you are getting from funding some projects.” Mr. NYIRENDA said.

Meanwhile, Mr NYIRENDA says the over 30,000 civil servants to be employed in 2022 was a joke of the century because Government should not be the biggest employer as portrayed by the UPND led Administration.

Mr. NYIRENDA said
President Hichilema should first create a progressive private sector that will not only suck in all the unemployed graduates, but help educate the nation by providing an environment for every individual in their respective fields and area they come from.

“Example, let’s have Zambians from and in Western learn to produce from their environment (by the way, the sand in western province is very good for glass manufacturing). Lecture on how to trade with Eastern Province where most food products are farmed. We say again, Government should not be the biggest employer but the biggest facilitator for private companies to Excel.”

“We believe in Zambians and that’s why we keep saying Zambia is for Zambians and Only Zambians will develop Zambia.” Mr. NYIRENDA said

Ignore Social Media at Own peril

Prior to finally winning the August 12, 2021 general elections, President Hakainde Hichilema was constantly lampooned by his critics and opponents alike that he was good at winning elections on Facebook. The man who is fondly referred to, as Bally, by his ardent followers probably better understood use of Facebook as an effective tool to reach-out to the masses more than anyone else.

In as much as the dictatorial and intolerant regime of Lungu tried to throw spanners into Bally’s campaigns by restricting his movements and denying him permits to conduct rallies; the more he resorted to Facebook. And when the outcome of the polls was finally declared by ECZ, Lungu was left in shock! This is testimony enough that one can only ignore social media at their own peril.

According to Wikipedia, as of January 2020, there were 2 280 000 active Facebook users in Zambia, accounting for 11.6% of its entire population. The majority of them were men – 56.3%. People aged 18 to 24 were the largest user group (810 000).Now, translate this into potential votes…..it’s more than enough to usher a candidate into plot 1 Independence Avenue, provided they may have already secured additional votes elsewhere!

Former US President Barack Obama is probably one of the foremost modern-day leaders who put social media to better use. According to a case study by the Stanford Graduate School of Business; early in his campaign, Barack Obama was a little-known senator running for president against Democratic nominee and household name, Hilary Clinton. But on November 4, 2008, Obama made history as the first African American to win the election against Republican candidate, John McCain, thus becoming the 44th president of the United States.

The study goes on to highlight that many factors contributed to his success, but a major one was the way Obama and his Chicago-based campaign team used social media and technology as an integral part of their campaign strategy, not only to raise money, but also more importantly, to develop a groundswell of empowered volunteers who felt that they could make a difference.

The other leader who appreciated the effectiveness of social media in influencing public opinion was 45th US President Donald Trump. Speaking on CBS’ 60 Minutes programme shortly after being declared winner of elections against Hilary Clinton, the president-elect specified that social networks helped him win without him needing to spend as much as the Clinton campaign on advertisement.

According to a 2016 report by the United Nations Population Fund in Zambia, young people aged 15-35 made up of 36.7% of Zambia’s population (4.8 million). By this time, this segment of the population may have doubled or tripled! A good number of them are obviously technologically savvy investing much time on social media including podcasting, Twitter, Myspace, Facebook, and YouTube, as opposed to listening to the radio or watching TV.

Well……if you are a politician in Zambia and want to remain relevant in the eyes of this significant portion of the population, you better up your game and hone your social media skills!

Will Smith Wanted To Kill His Father

The American actor Will Smith is about to release his memoir titled Will. This is expected to be a tell-all kind of a book, as his fans will get to know all the trials and tribulations that he has faced thus far.

At the same time highlights all his wins and losses that have made him a better person. Even though he has had his dirty laundry publicized that involved his wife Jada Pinkett-Smith, it seems like he’s willing to open about his traumas.

After all, many people view the Smiths as an ideal black family that had everything in order. Hence, in most cases, they’ve been used as references in life by other fellow people.

One thing that has caught people’s eyes is that Will contemplated killing his late father. As there were a lot of issues within his household, that made his childhood difficult.

After Will’s parents battled back and forth with their marriage, they ended up calling it quits in the year 2000. This affected him as a child as he had to make sound decisions that were going to determine where his life was headed.

President Hakainde Hichilema says he is not a hurry to appoint Permanent Secretaries as fixing the economy is his administration’s topmost priority.

President Hichilema says rather than appointing Permanent Secretaries as expected by sections of society, his administration will not be rushed into making haphazard decisions.

Speaking to journalists shortly after arrival at Kenneth Kaunda International Airport from the United Kingdom, Mr Hichilema said government is managing time and decisions being made are well orchestrated.

Responding to concerns over the delayed appointment of Permanent Secretaries, Mr Hichilema said from the time he took over office in August this year, his preoccupation has been to work on the economy.

“What’s your priority? It’s to get this economy going, the economy goes on. The Budget was one of the key issues,” he said.

The Head of State added that he will not appoint Police Commissioners as this will be the responsibility of the Police Command.

“We want to reduce the direct number of presidential appointments in the Commission. That was an anomaly which was not normal but already you believe it was normal. This was only altered a few years ago,” Mr Hichilema said.

And responding to criticism by sections of society which saying the increased Constituency Development Fund (CDF) from K1.6 million to K25.7 million per constituency is illegal, President Hichilema explained that the budget is legal under the Budget Act.

He further expressed surprise with such levels of debate.

“Sometimes it’s difficult to understand where people come from, what their conceptualization in their mind when they raise issues like that. How can there be no legal framework. How can anyone argue like that,” he said.

And President Hichilema dismissed suggestions that most appointments and reinstatements are being done on a tribal basis stating that his administration has unprecedentedly created inclusive appointments representing all the regions of the country.

And the Emirates aircraft plane carrying President Hichilema and his entourage touched down Kenneth Kaunda International airport from the United Kingdom at 14:50 hours.

The President arrived back home after he attended the World Leaders Summit of the United Nations Framework Convention on Climate Change (UNFCCC) in Glasgow Scotland.

During his visit to the United Kingdom, President Hichilema held high level meetings in London with members of the House of Commons and UK policymakers, potential investors, as well as the Eurobond holders.

And the President told journalists that his Government will continue to engage the Eurobond holders until a lasting solution is reached.

ZAMBIA has continued to witness unproven allegations of public service workers being dismissed based on tribal and political reasons. The Acting Secretary to Cabinet Patrick Kangwa owes the nation an explanation on how that was under the past regime and is now being done under the new Dawn Administration,
Center for Constitutionalism and Legal Justice Director Isaac Mwanza has said.

Mr Mwanza said there is a growing public perception that Government under the administration of late President Michael Sata and Edgar Lungu and now Republican President, Hakainde Hichilema, had been and continues to dismiss civil servants based on political and tribal grounds.

These allegations, he said, against Government are usually started by politicians themselves or affected civil servants and carried through social media for political purposes or to gain sympathy.

He said these allegations have now being authenticated by the Head of Civil Service through his recent statement inviting those who were dismissed on such unsubstantiated grounds.

Mr Mwanza said Mr Kangwa was part of the civil service establishment when public service workers were allegedly dismissed based on the alleged tribal and political lines by the previous regime.

“He is still part of this establishment when allegations are emerging workers continue to be dismissed based on tribal and political lines by the New Dawn Administration.

Mr Kangwa must provide an explanation on these dismissals so the public can know what has caused such a rot in the management of the public service.

“The Center does not believe any public service servant was or has recently been dismissed by Government because of one’s tribe or politics. However, owing to the subtle admission by Head of the Civil Service through his recent statement, it is more desirable that a public inquiry should be made to ascertain the truth and allow justice to run its full course,” he said.

“It is nevertheless absurd to expect Mr Kangwa and his top civil service team, they very people who dismissed those public service workers, to hear appeals unless the strategy is to hide the truth from the public and apportion the blame on immediate political leaders through processes conducted in the dark. No truth will come out from such a process,” he said.

Mr Mwanza said “We finally call upon the Republican President, His Excellency Mr Hakainde Hichilema, to set up an inquiry led by an impartial judge on the dismissals that went on and are currently going. The Inquiry, as opposed to appeal processes done in darkness, will help determine whether dismissals were based on tribe and political reasons.

The Centre Director said the failure to inquire into this matter and allow dark corner process to happen at Cabinet Office will strengthen some growing perception that President Hichilema is silently using his arm in a vindictive of wanting to paint the predecessor administration as having been tribal.

“We urge the President to allow dismissed public service workers to publicly testify, show that they were indeed dismissed based on tribal and political reasons and give room to those accused of carrying out those dismissals to defend themselves. This is what the rule of law means and not those dark corner processes being led by people, many of whom must stand accused as having conducted the dismissals,” he said.

It is a basic principle of taxation that tax is an appropriation and therefore one tax expense cannot be deductible in the computation of another tax.

The only exception to the above rule is when a “tax” is used as a collection mechanism for another tax, and such a tax is referred to as a Withholding Tax (WHT).

Therefore, by making Mineral Royalty Tax (MRT) a deductible expense in the computation of Income Tax (ITX), MRT has ceased to be a tax and has been converted into a collection mechanism for ITX. MRT has been converted into a WHT.

The total effect of the above policy change is that when mines prepare their provisional ITX returns at the beginning of a charge year, and they are not in a tax payable position, they will not be charged “MRT” for the rest of the year. In other words, the charging of “MRT” will now depend on the mines being in an ITX payable position, and we are know that mines are experts at declaring losses.

The original principle behind MRT was that we are charging the mines for extracting our minerals, regardless of whether that extraction is done at a profit or loss. The mere fact that these mines are extracting our minerals means that they should pay us something. Also remember ladies and gentlemen that the making of a profit when you are mining, is dependent on a number of factors including the competence of the management team for the mine.

That is the reason why MRT was introduced so that the country can get some money for as long as a mine is extracting our minerals, regardless of whether they are making a profit or loss. But what the New Dawn administration has done is to change MRT from a tax, to a collection mechanism for income tax. And remember that income tax is only chargeable when a mine makes a profit. The loss of revenue arising from removal of MRT will be billions of dollars.

Eventually all our minerals will be depleted with nothing for us as a nation to show for it. Not a single patriotic Zambian can support such a policy. The New Dawn administration needs to reconsider this.

The young people who voted for him in a majority understand his exceptional leadership and are confident he is going to deliver and be judged in his tenure of office as a responsible leader”Mr Liswaniso said.

And the UPND National Youth boss said the proposed 2022 budget presented to the nation by the Finance Minister is answer to the aspirations of the Zambian people.

He said that the K173 billion budget effective January 2022 is a gift of the UPND led government to all the people.

”The budget is inclusive and community based which calls for all Zambians to be part of as resources are decentralised.

Here in Western Province the area can develop if everyone participates in developing all areas.

CDF is allocated to all the constituencies and you are mandated to be part of it to ensure development is delivered” He said.

Meanwhile, a UPND die hard activist has implored youths in the province not to lose focus on reuniting and rebuilding Zambia.

“Among important issues that the young people confidently voted for UPND and President Hichilema is to rebuild and reunite Zambia, zero tolerance to corruption.

I hope and trust that The LORD is blessing you and the first Family with more knowledge, wisdom, strength, peace, success and good health. Mr. President Sir! It has come to my attention that a good number of UPND MEMBERS (Both in Government and Structures) are slowly becoming arrogant and foolish and I am afraid that this will begin to affect your character and reputation locally and then internationally. Many people UPND MEMBERS have taken it upon themselves to distance from the people and ignoring them. They are now portraying themselves to be masters over others with impurities. Mr. President Sir! The struggle to kick-out the previous regime was a battle fought by all Zambians from all walks of life and corners with the assistance of other sympathizers and stakeholders regardless of age, achievements, knowledge, wisdom, strength, health status, doctrines, backgrounds, standards, ethic, tribe, race, profession, height, weight, skin-complexison, academic certificates or not, wealth, money, power etc… Mr. President Sir!! Your PRESIDENCY will be greatly appreciated and renewed in the next mandate but please take note of arrogant Members of Parliament, Ministers, Mayors, Council Chairpersons, Councilors and those in the Structures because some are acting foolishly and making the Party lose votes and recognitions. There more these people become arrogant the more we shall be losing votes.

Mr. President Sir! I understand that its too early to act against these that seem incompetent but please, the earlier the better, tame them and if you continue to receive reports of their arrogance and foolishness then please relieve and retire them in National Interest before they destroy your hard earned Global Respect and Love.

These UPND MEMBERS despite working with them, they now look down on us and are foolishly saying that they did more than others of which is a nonsensical because we all and equally a big part in the struggle. Mr. President Sir!! He who sows, He who waters and He who harvest all play their role to have food on the table. I have witnessed and also been receiving complaints about UPND MEMBERS throwing out the youths off the bus of which in some way I respond to the youths that they should exercise patient because the President and the NEW DAWN ADMINISTRATION are currently cleaning up the mess caused by the Lungu Administration but come 2022 which is a few weeks away, everything shall be ok. Jobs shall created. The NATION shall be transformed into a sweet fruit paradise. Creation is on it’s way. Innovation is on it’s way. Transformation is on its way.

Some UPND MEMBERS have lost respect and fear for GOD and the People.

Last but not the least!! Corruption and asset recovery fight in full gear, HH tells Zambians in diaspora

PRESIDENT Hakainde Hichilema has invited Zambians in the Diaspora to invest their resources back home.

And President Hichilema has told the Zambians that the corruption and asset recovery fight is in full gear and that soon results will begin to show.

He writes:

Our message to fellow citizens living in the United Kingdom was simply that they are welcome home anytime. Home is where the heart is. They may have left for many reasons but they are citizens and have an equal stake in the country.

We assured our brothers and sisters out there that we are determined and reigning in the economy so that we create space and opportunities for all.

We equally stated that come January, 2022, non of them will be sending school fees to children from Grade 1 to Grade 12 back home in Zambia for school because that is our job now but we encouraged them that the resources they raise since the responsibility of taking less privileged and orphans to school has been passed onto us, their income should be invested back home.

We have to rebuild and grow Zambia together. On their part, they have committed to be Ambassadors to sell Zambia’s potential in the UK and Europe at large.

Economic diplomacy is very important and while on this journey, we have made sure that this is top on the agenda.

It’s not magic but methodical, systematic and one button after another and eventually Zambia will no longer be a landlocked Nation but land-linked and will be turned into a production and processing point for goods in transit and out of it, we shall earn revenue for our people.

We Didn’t Fund The PF- Zambia Sugar

Zambia Sugar PLC has dismissed the story published by the Zambian Watchdog alleging that the company, together with Shoprite, Indo Zambia Bank, and other corporates have pledged about $10 million funding to the opposition Patriotic Fron (PF) by running expensive adverts in PF aligned newspapers.

In a statement released to the media, Zambia Sugar said that the Company is apolitical and cannot engage itself in the matter that was referred to in the Zambia watchdog.

President HH has attended two big world meetings in New York (USA) and Glasgow (UK) and in both has been consistently in touch with his people at home briefing them of all his engagements and activities while there through social media.

Surprisingly, the man has used these two meetings to market Zambia’s trade and investment potential and political stability of the country key to safeguarding that investment and trade for the world to appreciate.

This is transparent and accountable leadership which has been lacking for years now in Zambia as such trips’ knowledge ended at leaving the country, attending the meeting and coming back from.the meeting and issuing statements when going out and coming in the country from such meeting, everthing else was a secret.

While his fellow leaders left the meetings countries immediately after these two meetings, President HH remained behind lobbying for his country and winning potential investors to the country as seen by the newly signed agreement on green economic growth between UK and Zambia.

Which other country did that when they left immediately after the meeting others might have gone shopping instead of marketing their countries.

Those who have been used to running secret and unaccountable government systems are even complaining when President HH convene a media brief to feedback the nation of his activities and account for his time abroad.

The August 12, 2021 general elections were eventful and historical

The Civil society Organisation’s (CSO’s) have launched an election report which has revealed that the recently held August 12, 2021 general elections were eventful and historical.

Swedish Ambassador to Zambia, Anna-Maj Hultgård pointed out that the country had an intense pre-election environment filled with shrinking space and freedoms for CSOs and those with divergent views, and incidents of violence between supporters of opposition political parties in various localities.

Ambassador Hultgård added that disinformation and hate speech in the media, unequal application of laws that limited the opposition political party’s ability to campaign equally, with restrictions on campaigning for the opposition parties due to the pandemic.

Ambassador Hultgård observed that even against such an uneven level playing field, she was impressed and moved by the dedication of Zambians who still went out in huge numbers to exercise their democratic right to vote.

She also mentioned the announcement of the winner and concession by the then incumbent leader marked an impressive third smooth transition of power in Zambian history.

Ambassador Hultgård said this cemented the country’s reputation as being a beacon of peace and democracy in the region and beyond.

“Despite these challenges and in the middle of a global pandemic, Zambians turned out to vote in large numbers, with many waiting in long queues for hours to ensure they cast their vote and make their voices heard,” Ambassador Hultgård.

She praised the valuable role of the young people, who followed the process till the voting day, coined the election process revolutionary.

Ambassador Hultgård said the Embassy also applauds the coordinated approach by the CSO’s and partners assuring to continue supporting and facilitating such coordinated efforts.

ActionAid Zambia Country Director Nalucha Ziba said the election report, was in relation to Zambia’s democratic governance space towards the important role of young people in the electoral process.

Ms Ziba said this included the various activities and events that led up to the successful elections and peaceful transfer of power.

She revealed that the CSOs noted from the experience that the importance of public participation in electoral participation as records had shown a registration of seven million Zambians who registered to vote at various polling stations.

Ms Ziba stressed the need for Civil Society Organisations to continue protecting and expanding political space for likeminded CSOs to participate in democratic decision making, to influence and hold the government and corporates accountable.

She said peacebuilding and electoral monitoring will continue to play a major role in ensuring that citizens fully understand their voting rights and democratic power and mandate to choose leaders that they know will deliver on their social and economic services.

“As ActionAid Zambia, one of our priority areas of focus is civic participation and state accountability and in order for us to achieve a just, equitable and sustainable Zambia for every person to enjoy the right to a life of dignity, we recognized the need for voters’ participation in this year’s elections,” Ms. Ziba stated.

The report has recommendations for improvement in Zambia’s electoral processes including a betterment of advocacy strategies that CSO’s can take up to further consolidate the gains of their dedicated work in governance.

It also includes the need to provide an equal opportunity for various political parties to engage with the public, among other recommendations.

Kelly Khumalo Cancels Zimbabwe Gig in solidarity with Somizi

There have been mixed feelings on Zimbabwe’s refusal of entry to Somizi Mhlongo on grounds that he is homosexual.

Somizi had planned visit to Zimbabwe however, his visit was blocked by the government because of his sexual orientation.

Somizi was scheduled for a visit to Zimbabwe, following an invitation by Garwe Restaurant, a prime eatery in Harare, for an exhibition cooking event this coming weekend.

However, the Apostolic Christian Council of Zimbabwe (ACCZ) wrote to the president’s office and other ministries, including tourism and foreign affairs, saying: “Somizi is a homosexual, hence according to our people driven constitution, Zimbabwe doesn’t tolerate homosexuality,”

The restaurant had closed doors in 2018 for extensive renovations, it is reported following a US$2 million capital injection.

Garwe owner Mandy Mvukwe-Chimhini is said to be a personal friend of Somizi , and had invited the former Idols judge and host of a celebrity cook-off show on South African TV.

Mandy Mvukwe-Chimhini was contacted directly by the ruling party ZanuPF and asked to cancel Somizi’s invite.

Zanu PF’s youth league confirmed it had made direct contact with Mvukwe-Chimhini and demanded that she uninvites Somizi or face protests. Faced with this situation the restaurant dropped Somizi and opted for yet another South African artist Kelly Khumalo.

However, the South African singer Kelly Khumalo made a last-minute cancellation of her scheduled appearance at the Garwe restaurant opening in solidarity with celebrity chef Somizi Mhlongo.

Khumalo had recorded a video confirming her expected appearance at the re-opening of Garwe Restaurant in Eastlea, Harare, before learning that she had been drafted in as a replacement for her friend, Mhlongo.

Khumalo was eventually a no-show, and guests at the event were told exactly why the Empini-hitmaker had decided to stay away.

Garwe Restaurant, with a capacity for 200 diners, is famed for its signature traditional dishes.

MINISTER NZOVU CALLS FOR STRENGTHENED GLOBAL PARTNERSHIP TO ACCELERATE CLIMATE FINANCING.

Minister of Green Economy and Environment, Hon. Collins Nzovu, has called for strengthened global partnerships and renewed commitment to accelerate climate finance access.

Mr. Nzovu made the clarion call when he delivered country perspective remarks during the Commonwealth-organised side-event, dubbed “Accelerating Climate Finance Access for Nature-based Solutions in Supporting Climate, Land and Biodiversity Targets” at the on-going COP26 Conference in Glasgow, Scotland.

“For us, accelerating financing efforts on climate, land and biodiversity is critical to ensure we achieve our aspirations of achieving a green economy,” Mr. Nzovu said. “It is our shared hope that through this exchange, we will strengthen our partnerships and realise a renewed commitment by the Commonwealth Secretariat, and the three Rio Conventions: United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (UNCBD), United Nations Framework Convention on Climate Change (UNFCCC), to continue working collectively in supporting our countries in addressing land degradation issues.”

The Minister informed the delegates from across the world that Zambia has set ambitious targets on climate change.

He said the country recently revised and updated its Nationally Determined Contribution (NDC).

The NDC embody efforts by each country, which is a State Party to the Paris Agreement, to reduce national emissions and adapt to the impacts of climate change.

On biodiversity, Mr. Nzovu said Zambia subscribes to the Aichi Targets and is actively engaged in formulating a new post-2020 Global Biodiversity Framework.

“Similarly, we are working towards achieving a no net loss on land degradation by 2030,” Mr. Nzovu informed the delegates. “However, we are constrained to achieve most of these targets in time due to inadequate financial resources, making it difficult for us to make our fair contribution to global efforts in addressing these multiple challenges.”

Other participants at the side-event were the Minister of Environment Forestry and Tourism of Namibia; the Minister of Finance, Economic Planning and Trade of Seychelles and the Minister for Climate Change and Special Assistant to the Prime Minister of Pakistan.

State House has no hand in the Arrest of people who were in the Previous Govt- Anthony Bwalya

State House has refuted allegations, suggesting that it orchestrated the recent arrests of people, that served in the previous government.

Special Assistant to the President for Press and Public Relations, Anthony Bwalya, says President Hakainde Hichilema has made it clear that law enforcement agencies will operate independently and without interference from the government.

Mr. Bwalya said the new administration has since allowed the law enforcement agencies to carry out their duties professionally.

“State House has no hand in the arrests,” Mr Bwalya said during a press briefing today.

He said government will however support the law enforcement agencies to fulfil the constitutional obligations.

Meanwhile, Mr. Bwalya has explained that the 2022 national budget will not add to the accumulation of the debt which Zambia is grappling with.

He revealed that increased allocations of funds to various sectors of the economy, will not trigger an accumulation of more borrowing.

Mr Bwalya told journalists at State House today that the 2022 national budget was a responsible and fully costed budget which will, in the contrary, help reduce the debt.

He reiterated that the government was, through the budget, planting a seed that will yield positive economic results.

He described the 2022 national budget as transformative and one which will trigger remarkable economic development.

On President Hakainde Hichilema’s recent trip to Scotland where he attended the COP26 summit, Mr Bwalya said the move shows Zambia’s resolve to fight climate change.

He noted that Zambia, like many countries around the world, should take responsibility by finding measures that will mitigate the effects of climate change.

Zambia has since signed the COP26 Leaders’ pledge to end deforestation by 2030.

And President Hichilema has assured eurobond holders that government was committed to honour its debt obligations.

Mr Bwalya said the President made assurance during his meeting with eurobond holders in London this week.

He further explained that government will put a stop to reckless borrowing, saying any borrowing which the government is considering is meant to refine the current debt stock, as well as avoid a crisis that might arise if nothing is done.

IT is erroneous for anyone to accuse the Zambia Police Service of witch-hunt when arresting people who are suspected of committing crimes with impunity against fellow citizens under the guise of politics and power.

During the last regime, if you were not a member of the ruling party reporting a case against any official from the ruling party to the police, it would be a miracle for that case to be attended to by police.

Police were scared of dealing with cases related to the conduct of cadres, party officials and ruling elites.

In other words were they were untouchables, a trend they want to perpetuate even in the new dawn government.

This frustrated many leading to many ignoring the police whenever confronted with attacks, insults and hate speech from the ruling party cadres.

A number of killings, assaults, tribal campaigns etc were committed by the ruling party cadres even in the the Govt Report on the Commission on Electoral Violence and Voting Patterns mentioned some PF leaders as instrumental in triggering violence and hate tribal speeches and campaigns.

However, the police have never investigated and followed those findings and recommendations todate and no one has been brought to book.

The new administration must follow these findings and recommendations and ensure those who thought were above the law are made to account for their misdeeds.

No amount of crybabying politics should be tolerated or entertained under the guise of tribe, party and religion because those who committed crimes did it own their own not that they were sent by their tribes and political parties.

If indeed they were, then crimes is crime and an offence is an offence whether committed today, yesterday or decade ago or more or sent by a tribe or party to commit it, it is still crime.

This is why some people in Rwanda, Yugoslavia among other countries that were engulfed in civil war are still being arrested and tried for crimes committed decades ago.

What is special about those politicians and cadres who broke the laws of Zambia with impunity just because they were close to the powers that be?

To the police, don’t be discouraged but be encouraged to bring to book all regardless whether they are sitting politicians or retired and let them account for crimes omitted or committed.

Many Zambians are with you except those who survived on lawlessness and disorder to earn a living who maybe unhappy and agitated.

To our chiefs, stay clean of politics because as these politicians are nabbed, they will, for the first time, crawl to your palaces soliciting for sympathy but tell them to clear themselves with the courts.

UK and Zambia sign landmark Green Growth Compact to drive billions in sustainable investment, create jobs and strengthen economic partnership.

On Thursday in London, the UK and Zambia signed a new landmark partnership to drive sustainable economic growth and build on the momentum created by the historic COP26 climate summit. The Compact was signed in London by the UK Minister for Africa, Vicky Ford and Zambian Minister of Foreign Affairs, Stanley K Kakubo.

The Compact sets targets for delivering billions of pounds of new investment, doubling trade volumes between the two countries, and channelling over £100m of new financial resources to small and medium sized enterprises. It will strengthen coordination between the entire UK business community and the Zambian Government, as well as opening up financing opportunities for Zambian businesses. It provides the framework for collaboration with UK institutions that are researching and innovating in renewable energy, urban planning, trade connectivity and more.

The signing followed a reception hosted at the Houses of Parliament by the Prime Minister’s Trade Envoy to Zambia, Laurence Robertson MP, attended by UK Parliamentarians and a wide range of major UK businesses and investors. The Presidential delegation also held meetings to discuss new investments with UK-Government backed investors such as CDC Group and Private Infrastructure Development Group (PIDG) and UK Export Finance.

While in London, the President and his team are also meeting with the Lord Mayor and representatives of the City of London, the London Metal Exchange and the London School of Economics.

UPND’s FIRST NATIONAL BUDGET REASONABLE BUT DARING- SILAVWE JACKSON

“Reasonable in the sense that it has captured the imagination of our people, daring because it ventures in unchartered territories never tested before which can work for or against the new dawn government.”

In the words of the Minister of Finance, Hon. Musokotwane “Growth is low, debt has reached unsustainable levels, fiscal space or public finances are constrained and the cost of living has escalated beyond the reach of many Zambians.”

As Golden Party of Zambia (GPZ), after a careful study of both the budget oral presentation in the national assembly and the 2022 yellow book, we render the following pros and cons devoid of any biasness;

Pros
a. Recruitment of 30,000 deserves commendation. Zambia has in excess 5.5 million unemployed people. 65 thousand of those are qualified teachers.

b. Recruitment of 11,000 health personnel is a welcome move.

c. Increment in the constituency development fund from K1.6m to K26.5m. Properly implemented, this measure will accelerate development in constituencies never seen before in the history of Zambia.

d. Free education in public schools up to secondary level.

e. 4,300 kilometers of rural feeder roads.

f. Review of the multiplicity of licenses in the tourism sector.

g. Increased production in the mining sector.
h. Removal of borehole tax for residential.

Cons
1. Over 60% of the 2021 national budget is consumptive, not productive.

2. Zambias economy will still remain in foreign hands under the in under review. At 57 years, every budget must be an attempt towards local economic development.

3. Government is silent on the informal sector job creation. Government cannot employ all the jobless people, it needs a clear and detailed strategy to create jobs outside Government.

4. PAYE remains the biggest domestic resource earner surpassing company tax. ‘Individuals don’t make real money; companies do’.

5. Cost of living will still remain high in 2022. The 2022 national budget lacks tangible strategies in the short, medium and long term to address the high cost of living.

6. Corporate tax at 30% percent remain very high. Externalisation of money remains rampant among foreign owned companies and multinational corporation. A reduced corporate tax will attract more foreign investment and reduce tax invasion.

7. Tax holidays for foreign owned companies thinning the country’s fiscus. The new dawn government should have done away with tax holidays for foreign owned companies to allow real money to start flowing into the treasury.

8. The changes in the mining tax regime will witness a loss of revenue from the mining sector while mining companies make supper profits through transfer pricing.

Notwithstanding the cons, it is a good attempt by the UPND Government at turning the wheels of our static economy. This budget lays a good foundation for the future economic prosperity of our country once implemented away from political rhetoric and populism.

Kambwili Is A Big Threat To UPND- Paul Moonga

Chishimba Kambwili is a big threat to UPND, I just hope they won’t start finding cases against him, says Paul Moonga.

And Moonga has saluted President Hakainde Hichilema for what he said was a beautiful speech made by the President on climate change at COP26 in Glasgow.

Speaking with Daily Revelation, Moonga said the UPND were scared of Kambwili, whom he described as vicious, saying other PF members must be as courageous to come out and declare their interests too.

“I like his courage, he’s courageous, he has the courage and he’s able to follow up political matters. He’s a threat, I hope they won’t start finding him cases to answer…they won’t start witch-hunting him. But they will end up building him up. The more they will fight him the more they will build him up,” Moonga said. “Elections are over, you can’t come back now to say ‘no they were using tribal remarks he will be arrested’, what nonsense. We were in campaign mood and things were said here and there. Let’s bury the past and move forward. We lost, we admit by 1 million votes, but those in power should not look back but forward like their own slogan. By opening wounds we won’t move forward.”

Moonga also addressed arguments by Kambwili’s supporters that without him at the helm, the PF was as good as dead.

“Those are opinions, they could be right. I am saying he is one of the strong candidates but there maybe other strong candidates than Kambwili. For now we only have one that has appeared, yes. So if Kambwili will go I will support him myself. He has come in the open,” Moonga said, adding that he could not talk about Given Lubinda because he has not made his intentions known. “I think he’s comfortable as vice-president…Only one has mentioned to become president. So the one, niwamene uyo tizamusapota…He’s a Zambian, he’s qualified. Munyolinyoli.”

Aside from discussing Kambwili and other PF matters, Moonga also took time to praise President Hichilema for the speech he delivered at the world leaders conference on climate change.

ZAMBIA, UK SIGN COOPERATION AGREEMENT

LONDON, Friday, 5th November 2021- Minister for Africa, Foreign, Commonwealth and Development Office for the United Kingdom of Great Britain and Northern Ireland, Vicky Ford has said the UK will support the Zambian government’s return to a position of debt sustainability, so that the country can grow its economy, attract investors and create jobs.

And Zambia’s Minister of Foreign Affairs and International Cooperation, Hon. Stanley Kakubo and Minister Ford, on 4th November 2021, signed a Green Growth Impact framework for cooperation agreement at the Foreign, Commonwealth and Development Office in London.

Minister Ford said the UK Government believes that Zambia’s strategically located position, history of good financial regulation and the skills of its people can allow it to become a future trader and investment hub for the wider Southern African region.

“In the week of the COP26, we re-enforced our commitment to green economic development, development that supports our climate ambitions and protects Zambia’s precious national assets, like its wildlife and forests. There are economic changes to overcome, the UK will support your government’s return to a position of debt sustainability, so that Zambia can grow its economy, attract investors and jobs,” she said.

The Minister further said, “We welcome the commitments that you have already made, to increase transparency and improve the operation of Government. And we recognize that you have also made moves within your first budget to improve the environment to both local and international investors and finally, this agreement reminds us of not leaving anybody behind. To ensure that every Zambian benefits from Zambia’s growth and economic development, we look forward to working closely with you and your government in the coming years towards an exciting future.”

And on signing the Green Growth Impact framework for cooperation agreement, Minister Ford said, “the agreement we are signing today symbolizes strengthening of our countries’ relationship and our commitment to trade and investment for sustainable and long-term economic development.”

And Hon. Kakubo said the joint initiative between the Zambian and UK governments signifies the long friendship between the two countries.

“The economic frontier is now in the new government and our position is to front economic diplomacy and we are looking forward to the UK to being our frontliner partners in all this. Economic recovery as you have stated is key to Zambia’s economics recovery program. We are looking for jobs as a major statistic in our economic development, and key to this, of course, is the trade and investment that will happen between your government and the Zambian Government,” he said.

Minister Kakubo said “Our two governments commit to work together to build a stronger, more diversified and inclusive Zambian economy that delivers economic opportunities for the majority, while delivering a stronger relationship and mutual economic benefits to Zambia and the UK.”

PF A BUNCH OF BAD LOSERS – MUCHELEKA

UPND deputy secretary general Patrick Mucheleka says it is retrogressive for PF to describe the 2022 national budget as a hoax.

Commenting on PF vice president Given Lubinda’s remarks that the budget was a hoax and not tenable, Mucheleka said Zambians would hold the PF accountable if they did not support the budget.

“Why should they not support something that is so progressive? It means that the PF is very retrogressive and that is why they were removed by the people. Now that we have done something that is so progressive, why shouldn’t they support? If they do not support, the people of Zambia will take notice of their behaviour. Ultimately, what we are doing is to enhance service delivery to our people. Why should someone honestly be against the employment of 30,000 teachers?” he said.

“If you employ 30,000 teachers who under PF were roaming the streets, you will have put money into their pockets. I remember at one time, the PF had a slogan of putting money in people’s pockets, why didn’t the PF do that?

This employment will improve the education sector. Let us make progress. This is why you see that the budget is focused on growth and bringing development closer to the people and that is what we have done.”

Mucheleka argued that for the first time after many years, people had been empowered through the budget.

He added that youths and women would be able to participate in economic activities.

“The issue is that those in PF got so used to stealing and engaging in corruption. Corruption became the order of the day and it became a norm. They wanted to entrench poverty among the people so that people can be dependent on handouts of t-shirts, chitenges. These are the things PF was doing and they never wanted to empower the people.

For the first time after so many years, people have been empowered through the budget. If you put K25.7 million in a rural constituency, that is going to have a serious positive impact on the livelihoods of the people. The youths and women for the first time will be able to participate in economic activities through which they can generate income,” Mucheleka said.

“Any serious Zambian should commend the steps that the UPND government has taken. Mind you, in this country, the majority of people that are affected by poverty, 65 percent of them are found in the rural areas and that is where the UPND has been able to take the money through the budget.

Deliberately, the President restructured Ministries and for the first time we have the Ministry of Local Government and Rural Development which is meant to pay serious attention to the issues of rural development and poverty.”

Mucheleka said he expected PF to provide proper checks and balances.

“What I expect Mr Lubinda and his colleagues to do is to be able to provide proper checks and balances by asking the Ministry of Finance that ‘you have allocated this kind of money, how do you hope to implement it?’ They must ask how government, and what measures have been put in place to build capacity in local authorities, who will be the custodians of this money.

What extent do the controlling officers, town clerks and council secretaries ensure that these resources are used for the intended purposes? That is what I expect the PF to be doing and then I would say they are offering proper checks and balances other than saying that the budget is a hoax,” he said.

“This is something that is completely new to the PF and it is something that they never talked about. What the UPND has done is to think about the people. It is an issue of ensuring that the majority of Zambians that under the PF were not able to participate in any economic opportunity have an opportunity to contribute to wealth creation at household level. And as you do that, you are actually creating wealth for the nation and you will find that overtime, we will have more resources in the country. That is what the 2022 budget aims to do.”

Meanwhile, Mucheleka said the UPND government intends to grow the economy above 10 percent.

“I can assure you that overtime, should we continue on the same trajectory within four or five years, during the Levy Mwanawasa days, the economy was growing at an average of 6.7 percent GDP per annum. And obviously the economy in 2022 is projected to grow at 3.5 percent GDP but that is not good enough. Our intention as UPND is to see in the medium term that our economy begins to grow at not less than 7 percent,” said Mucheleka.

“We want to get back to that trajectory and we want our economy to be growing at double digit, 10 percent and above. That is the only way we are going to effectively combat poverty and create wealth. Anything else that PF is talking about, they are just a bunch of jokers and bad losers for that matter.

That is why they are making such noise because they do not know what it means to work for the people. No wonder they were supplying expired drugs and being paid for something they never delivered. Some of them should actually be answering for corruption.”

UPND GOVERNMENT IS JUST COMPLICATING THINGS FOR ITSELF, BY EVERY MOVE THEY MAKE, THIS ONE INCLUSIVE

The Secretary to Cabinet has announcement that all former Public Service employees that were retired on political, tribal or any other unfair grounds and wish to be reinstated in the public service should send their appeals to PMSD for consideration, will backfire in the face of UPND Government.

Since taking office two months ago, President Bally has terminated jobs or retired hundreds of public service employees. All of them were fired either for political or unfair grounds.

None of them were accorded any hearing. They were fired through TV announcements, and up to now, none have been given reasons why their jobs were terminated.

Clearly, this move by Government is intended to employ UPND members and sympathisers. It is purely a partisan move.

For, if this move were not partisan, the UPND Government should have first of all reinstated all public service employees who have been fired by President Bally in the last two months, and then advise all those who were fired in similar manner during PF, MMD and UNIP to reapply.

Without reinstating those fired under UPND administration, then sadly, it is fair and just to conclude that the whole scheme is nothing but a manupilation and abuse of power by the New Dawn Government for partisan, tribal and regional ends.

THE CASE FOR THE CONSTITUTIONAL COURT

In recent weeks, the institution of the Constitutional Court and particularly its existence, has been the subject of much debate. Several stakeholders have cited a host of reasons why the institution should be done away with completely. While there is merit in some of the arguments calling for the complete scrapping of the Court, there exist equally compelling alternative arguments in support of its subsistence. By adding its voice to this discourse, Chapter One Foundation seeks to promote analytical public engagement on matters of public interest.

The need for a specialized court to consider matters of a Constitutional nature is well appreciated. Several jurisdictions around the world have adopted the institution of constitutional courts in some description or other. Zambia was not far behind when the court was created and it is mostly agreed that the intention of establishing a constitutional court and its eventual establishment was well received. However, the institution of the court and its structure have since fallen into disaffection culminating into some calls for it to be done away with.

One of the criticisms leveled against the Court is the blurred limits of its jurisdiction due to the dichotomy between rights contained in the Bill of Rights and those rights and duties contained in the rest of the Constitution caused by the failed referendum of 2016. Although the Constitutional Court has jurisdiction to hear matters relating to the interpretation of the Constitution, this jurisdiction does not extend to matters involving the Bill of Rights which are in the exclusive jurisdiction of the High Court. While this is a valid critique, it is a problem of structure and particularly the interaction between courts which can be rectified by a constitutional amendment.

The Constitutional Court can still therefore be maintained albeit in a different form which rectifies the problem of overlapping jurisdictions of all existing courts. By way of example, in Kenya the Constitutional Court and Human Rights Court is a division of the High Court while in South Africa the Constitutional Court is not a court of first instance but is the highest appellate court on constitutional matters despite the existence of a Supreme Court of Appeal.

Another point made in favour of abolishing the Constitutional Court is the fact that it is the first and final court to determine all constitutional issues outside the Bill of Rights. As such, there is no appeal from a decision of the Constitutional Court. Some stakeholders have raised concern over the lack of oversight over decisions of the Constitutional Court and the lack of opportunity for review of a decision of the Constitutional Court once made. Litigants who do not agree with the decision of the court or hold divergent views have no recourse. However, the unique jurisdiction of the Court enables it to dispense with matters of constitutional nature with the speed and finality which they deserve. The need for justice to not be delayed cannot be overstated and ought not to be overlooked. In any case, the subordination of the Constitutional Court to a more superior court can be achieved by Constitutional amendment without abolishing the court altogether. Further, if the main concern over the continued existence of the court is the quality of judgments emanating therefrom, neither subordination of the court nor merely abolishing it altogether will address the issue as this does not guarantee an improvement in the quality of decisions.
The common thread holding together calls for abolishment of the Constitutional Court is disenchantment with the perceived shortcomings of the Court since its inception and/or individual qualms regarding one decision or other. While these are valid concerns, it is widely accepted that at its inception the Constitutional Court was viewed as a well-meaning step in the right direction and one with potential to improve the jurisprudence. We ought not to loose sight of this intention even as we forge a path towards holistic development.

Exactly 6 days after MinFin Head Dr. Situmbeko Musokotwane presented a $10 billion (K173 billion) budget that would steer Zambia to economic rebound, Zambia’s Chief Investment Officer, the Head of State Hakainde Hichilema courted dollar bond holders in London, on the sidelines of the Glasgow COP26 climate change conference. This is yet another testament of Hichilema’s usage of foreign policy intelligently to market the copper producing nation which is currently in the labyrinth of a debt restructure whose success is linked to a bailout deal with the Washington based lender, the International Monetary Fund (IMF).


“We have today met Eurobond creditors who we assured of our commitment to resolving credit agreements entered into by the previous administration. The creditors and ourselves remain optimistic that matters shall be resolved to mutual satisfaction in due course bearing in mind that we have only been in office for just over two months. We are doing everything possible to stabilize and grow the economy in order to create jobs and business opportunities for the youth, women and men who elected us into office. We continue to engage other stakeholders including fellow Zambians based here together we shall make Zambia a better place again.”

Dr. Situmbeko hinted in his Friday budget session that the Zambian authorities targeted to reach an agreement with the IMF by end of November and urged citizens to rally behind him. The MinFin also set an optimistic debt restructure target for end of 1Q22. Hichilema’s session with the creditors continues to signal the strong will and closes the uncertainity asymmetries in clarity which his predecessor grappled with.

Zambia’s Head of State Hakainde Hichilema’s usage of foreign policy is earning the nation dividends in greater confidence with the outside world. In the picture UK Prime Minister Boris Johnson and UN Secretary General Antonio Guterres shares a light moment with Hichilema at the COP26 climate summit.

The new regime under Hichilema has shown immense political will and commitment towards restoring fiscal fitness with key steps including courting multilateral chiefs namely Kristalina Georgieva the IMF Managing Director and David Malpas the World Bank Head in Washington DC on the sidelines of the New York United Nations General Assembly meeting earlier last month. This was the first time in the history of the copper producer that a sitting President was meeting multilateral chiefs. Hichilema and his lean delegation also had an opportunity to meet Vice President Kamala Harris at the White House. In addition to these meetings the trip to Europe has seen Zambia’s head of state court British Prime Minister Boris Johnson and most recently met Ms. Huey Gay Evans the Chairperson of the London Metal Exchange, a bourse that prices it’s copper.

“During our address at the Houses of Parliament, we spoke to members of the House of Commons, House of Lords and UK businesses. We illustrated how Zambia’s trade and investment environment is readily available with much emphasis on joint ventures,” Hichilema said.

Zambia is expected to grow by 3.5% in 2022 as the red metal hotspot reorganizes its fortunes through a clearer debt redemption strategy and greater focus on the private sector through various tax changes (especially in the mining faculty), economic decentralization and trade initiatives.

MINISTER STILL IN DISBELIEF…I haven’t understood what it is to be minister

LET’S not be greedy, we need to have consensus on how the K25.7 million Constituency Development Fund (CDF) will be utilised, tourism minister Rodney Sikumba has advised Livingstone councillors.


Sikumba, who is also Livingstone UPND member of parliament, caused laughter among his councillors when he said: “when I last met you, I was just Rodney Sikumba, member of parliament for Livingstone. I went away and when I came back I was wearing a different hat, that of a Cabinet Minister. Quite frankly, I did not know how to treat myself as a minister. I haven’t understood what it is to be a minister.”


Speaking when he met UPND councillors at Livingstone Lodge, Sikumba said there is appetite to develop the city of Livingstone.
“What is important is that we come up with a business plan for Livingstone for 2022 before the end of the year. Ward Development Committees (WDF) need to come up with development plans and forward then to the CDF committee which I will set up by the end of the week,” he said. “You need to lock heads and prioritise projects that will be worked on. If project one is in Libuyu, it is Libuyu. If project two is in Namatama, it is in Namatama. If project three is in Shungu, it is in Shungu. We need to have a consensus. We need to be seen to be growing the (tourism) sector. In the absence of consensus, we are going to have ourselves to blame. Let’s not be greedy.”


Sikumba caused further laughter when he said: “Suddenly I have somebody behind me. I just can’t do what I need to do, but this time around I have just decided (more laughter) yes! I can’t seem to be my life anymore.”
He said the CDF which has been increased from a meagre K1.6 million to K25.7 million will not be divided among the 20 Livingstone wards but utilised as per prioritised projects.


Sikumba said “there is no reason we can’t develop our city”.
He said there was some money that has not been utilised from the 2021 CDF and asked the councillors to suggest if “these funds can be used to complete the already approved projects or go towards new ones”.


And Sikumba said only ward leaders know which child in their area needs bursary.
He noted that in the past the challenge had been leaving out children who really required bursary.
Meanwhile, Sikumba said the David Livingstone College of Education (DALICE) has carpentry equipment which is not being taken advantage of by youths to attain carpentry skills.


He said given that situation, he wonders who would produce school desks for schools in his constituency.
“We will be scratching our heads,” Sikumba said.
He warned that in 2026 when he and the councillors will be subjected to elections, “I will line up all of you and say this person did not bring development to you.”

“Amos Chanda rejects IG role”

AMOS Chanda has rejected the crown of
Insultant General (lG) being given to him by the Anti-Corruption Commission (ACC) telling the Lusaka Magistrates Court that he is neither guilty of insulting officers from the anti-graft body or obstructing them from performing their duties.

The Chandas have gained instant social media notoriety with some calling them the Zambian Bon & Clyde of insults based on events of 27 October, 2021.

On the said date, officers of Zambias top corruption watchdog strayed into the couple’s home with a search warrant sniffing for evidence of corruption but the ACC officers claim that Chanda’s wife Mable with backing vocals from sister in law Ruth, did not like the officers’ nosey behaviour and reportedly ordained them with insults.

The trio have been charged with insulting language and obstructing ACC officers from performing their duties – charges they all denied yesterday.

The couple is said to have lectured the officers in a human biology naming the officers’ body parts, especially reproductive organs, in the local icibemba language.

Meanwhile, one victim recounted the ordeal prior to adjournment of the case.

William Chilufya an investigations officer at ACC told the court that himself and other officers led by senior investigations officer Friday Tembo were tasked to search Chanda’s properties in different residential areas of Lusaka.

He said himself and other officers obtained a search warrant from the Magistrate’s Court and it was signed by a magistrate.

Chilufya said himself and others went to Njolwe farm belonging to Chanda and when they reached at the said Farm Chanda was not at the premises and only his farm manager was present at the farm.

He said the team served the search warrant on the farm manager and the officers explained the purpose for their visit to which the farm manager signed the search warrant.

“The farm manager requested that he contacts Mr Chanda and the request was granted by our supervisor. The farm manager put the phone on loud speaker and Mr Chanda requested to speak to one of the officers and as he spoke to Mr Tembo I heard him questioning the legality of the search and Mr Chanda told Tembo not to be stupid,” Chilufya claimed

“He was challenging that the search was illegal and after Mr Tembo explained to him about the legality of the search and many words were uttered. The phone conversation ended and the search was conducted smoothly in the presence of Mr Chanda’s farm manager who was not against the operation apart from him asking for a phone number for any of the officers and I was instructed to give him my phone number.”

Chilufya said the officers went to Chanda’s property in state lodge area and on their way to the said property he called him and owing the bickering which they encountered earlier he decided to record the phone conversation.

The investigation officer said Chanda inquired about the search but he refused to disclose why the ACC was searching his properties to avoid jeopardizing investigations and he hanged up on him.

The said conversation was played in court but Chanda did not use vulgar language as he questioned the officer if the Commission would ask him to follow the said officers to his other properties which are located in other towns across the country.

He said when the team proceeded to Chanda’s home in Woodlands area the latter in the presence of his lawyer a Mr Mulongoti suggested that he conducts a body search on the ACC officers before they could enter his house.

“He said we are criminals, foolish, rubbish and that the said inquiry was a mere witch hunt. I felt so offended and so were my colleagues and we encouraged each other not to take action against him to avoid being swayed against the entire goal for the search,”said Chilufya.

“Whilst the search was ongoing we were divided in different groups and a lady (Ruth) came with a man to challenge the legality of the search and forced herself in the premises, we told her that she could not enter and she uttered the words idiots to myself and Swithern Lusaka she uttered the word “Ba**”(penises) and forced her way in. I wanted to confine her but there was restraint by my colleagues.”

Chilufya said he attempted to search the bedrooms but the accused told him that the keys to the bedrooms were with somebody else on the Copperbelt to which himself and others were forced to break the doors.

He said Ruth tried to stop one of the officers from searching one of the bags which contained a first aid kit belonging to her father.

“Mable hurled insults saying “Bakolwe ( you monkeys) you grade twelves, you are poorly paid and if it’s employment you want I can employ you.”

In cross examination Chilufya confirmed that himself and other officers followed procedure in the ACC Act before searching Chanda’s property.

He said it was an insult for Mable to say that she could employ him.

Asked if he was poorly paid Chilufya denied and clarified that his salary was above K10,000.

UPND on PF path, lacks innovation – M’membe

DR FRED M’membe says the UPND has continued on the same PF path of lack of innovation, generation of new ideas and strict adherence to the same modus operandi.

Reacting to the 2022 budget that was announced in Parliament last Friday, Dr M’membe, the Socialist Party president, said from their posturing, boasting and unending promises of a paradise – a heaven on earth – the UPND government was expected to do better in their first budget than what they have done.


“But it seems they are still in their unending campaign mode of making unnecessary promises of being MacGyver who will easily fix this and that. They have promised heaven but they seem to have serious difficulties delivering even purgatory,” Dr M’membe said.
He said the 2022 national budget was expansionary yet with tax concessions given to mining corporations, a clear demonstration that they were about to surrender Zambia’s sovereignty to capital and not the people.


“Suffice to say, we are known as the second largest producer of copper in Africa. By implication, the copper industry is the most important part of our economy. Be that as it may be, this sector has only been contributing an average 13 per cent to our GDP (gross domestic product) before the pandemic hit and around 25 per cent after the pandemic hit us due to disruptions in trade and global supply chain,” he said. “Ironically, it’s the retail business and PAYE (pay as you earn) that have been the major contributors to our GDP, meaning our country’s economic prospects are funded by poor people for the benefit of the rich.”
Dr M’membe explained that out of the eight major mining corporations operating in Zambia, only two companies had been paying Company Income Tax (CIT) in the last 25 years.


He said the rest have been declaring losses as the Zambian tax authorities had no capacity to find loopholes in their tax declarations.
Dr M’membe said base erosion and profit shifting (BEPS) seemed to be very easy for the mining corporations.
He said to maximise value from “this sector”, the Zambia Revenue Authority (ZRA) proposed the introduction of Mineral Royalty Tax (MRT) to bring certain “loss making” companies on the tax base.
He added that MRT was not a fee, but a tax.


“Currently, it’s paid as final tax by both loss-making and profit-declaring mining corporations as a final tax. So, it is net tax income to the Zambian people,” Dr M’membe said. “At the time when the copper prices are historically high, the UPND government has proposed in the 2022 budget that MRT becomes a deductible tax. Meaning whatever loses they make off CIT can be netted off MRT.”


He added that such may result in a significant resource mobilisation loss.
“In the end, the only benefits we may get from the mining sector are only business and job opportunities and PAYE,” he noted.
Dr M’membe said a named mine which the UPND government was targeting to benefit from under the concessions would make super profits and externalise the money.


“There is no law that will hold them accountable for the promise of the US $2 billion [that] a named mine has promised to invest in Zambia. Moreover, in the unlikely event that decency prevails, the named beneficiary mine will use the same extra money saved from tax concessions after exporting Zambian minerals to reinvest in Zambia,” he said. “It’s public knowledge that only a named corporation had a legitimate complaint regarding double taxation with non-deductible MRT and Company Income Tax.”
He asked why the brains in the government could not address that specific issue, instead of mutilating the revenue base from the industry.


Dr M’membe said one option was to reduce income tax to five per cent from 35 per cent or even reduce to zero per cent and compute MRT at a level that protects Zambians.
“Why do mining corporations love income tax? Simple transfer pricing and exaggeration of costs to declare lower taxable income! Why do they hate MRT? It’s based on extracted minerals and easy to administer by ZRA and difficult to cheat,” he said.
Dr M’membe urged Zambians to remember that countries with deductible MRT and lower taxes in mining had higher stakes or even controlling shares in private mining corporations.


“So, they collect lower taxes and get dividends. In Zambia some mining companies are 100 per cent privately owned. Why such concessions? If Parliament has any spine, this is the time to show it,” he said. “Moreover, government just added K4 billion non-discretionary expenditure by hiring 40,000 people at one go. It looks good on paper as a percentage of GDP, but that is a lot of pressure on the treasury given that our wages plus debt service is equal to 114 per cent of domestic revenues.”
Dr M’membe continued, saying: “at the very least, pretty much all non-wage expenditure is coming from borrowing, which is unsustainable.”


He noted that given the UPND promises on debt contraction, one would have expected them to match their words with action by reducing on both domestic and foreign debt.
Dr M’membe said if the UPND government were going to borrow $4.2 billion in one year yet reducing on the tax base, then they were further plunging the country into a vicious debt cycle.


“Like PF, the UPND are continuing on the path of funding their budgets through debt. When you start funding education – the building of schools – from borrowings – then you know you are on a very dangerous path,” he said. “For many reasons – economic, cultural and otherwise –
education should be funded from your own generated resources no matter what the difficulties or challenges.”
Dr M’membe said the UPND government seemed to have no ideas on how to reduce the budget deficits yet they had unnecessary think-tanks on their payroll like the Zambia Institute for Policy Analysis and Research (ZIPAR), Policy Monitoring and Research Centre (PMRC) and National Economic Advisory Council, “who get paid for doing nothing and don’t even apply for competitive consultancy works for sustainability.”


“You have 14 grant-aided institutions under the Ministry of Health that are embroidered in the duplication of efforts,” he said. “You have unnecessary courts, unnecessary service commissions and other grant aided institutions that can be merged and leverage on the usage of IT, Internet of things and block-chain for less cost and less time while having more impact on productivity.”
Dr M’membe also noted a significant increase in Constituency Development Fund (CDF), with no systems in place to manage that.
“As Socialist Party, decentralisation is one of our key pillars but it has to be done in a well thought out manner, beginning with the transfers of key officers from the ministries that have been merged so that Lusaka only plays an oversight role. What has been assured is the what; the how has not been clearly stated,” he said.


M’membe said the Socialist Party expected the UPND government to give a clear policy direction on the importation of fuel, especially through some government-to-government arrangement or private sector participation.
“In a word, they have continued on the same PF path of lack of innovation, generation of new ideas and strictly adherence to the same modus operandi,” said Dr M’membe.

This woman is perhaps one of Zambia’s most misrepresented people.

The government of the day claimed she and her followers were a cult that drank urine and climbed trees to ascend to heaven.

They also claimed she was a powerful witch operating with ancestral powers!

These were LIES!

The truth is tragic, but for the sake of her legacy and the Lenshina Church I shall summarize

👉🏾 She operated in the prophetic and had many visions that led to a clear presence of a powerful healing ministry

👉🏾 Her reputation and ministry were so profound that in 1964 her church already had over 150,000 members

👉🏾 She had more influence than the Scottish missionaries (later UCZ)

👉🏾 She was revered by many because of how simple and profound she was, yet commanded such a profound message that resonated with people of her day

👉🏾 She chose to not back UNIP then, and that led to skirmishes between her followers and the youth league of that day led by Kapasa Makasa

👉🏾 These skirmishes became a concern for the Northern Rhodesian Government and with Kaunda as Prime Minister, this had to be brought under control

What follows is a tragedy:

👉🏾 A contingency of police and security forces were sent to “control” the situation and instead led to a massacre (700 people killed in 3 days)

👉🏾 Many Lumpa church members fled into Congo and Mama Lenshina was arrested

👉🏾 She then spent many years being moved around from one prison to another from 1964 until 1975 (not too sure)

👉🏾 The Lumpa church was banned and members prohibited from meeting until after 1992

👉🏾 She then spent the remainder of her life under house arrest until her death (late 70s)

👉🏾 It is not until 1992 when the MMD government under Chiluba worked to try and get many Lumpa church members back to Zambia

Because history painted the Lumpa church so bad, it never really went back to it’s former name, adopting newer names now (Jerusalem Church)

In spite of many write ups like “They have Blood on their Hands” and a comprehensive series in the Daily Mail back in the 90s, this woman and her legacy still hasn’t been rectified.

My aim is to help add my voice to history and ask that those whom it is within their power to do so correct this long lasting injustice.

Indeed Mama Lenshina was in fact the pioneer of powerful women led ministry who’s impact cannot be ignored.

May God bless her family and those who were impacted by this gallant servant of God!

South Africa’s ANC heads for worst poll result since end of apartheid

South Africa’s African National Congress (ANC) on Wednesday was heading for its worst election result since taking power in 1994, taking less than half of votes in local polls a top party official described as a “message to shape up”.

With results in from over 80 percent of more than 23,000 polling stations, the ANC had 46 percent of the national vote, down from 54 percent in 2016, itself the worst result yet. Party officials acknowledged public anger over poor services and corruption.

Turnout was at a new low of 47 percent – though still higher than in many Western countries’ municipal elections – from 58 percent in 2016, initial electoral commission figures showed.

“These results, and the turnout, is a message to our movement to shape up,” ANC Deputy Secretary General Jessie Duarte told a news conference at the results centre.

Twenty-seven years after triumphing over the racist apartheid system, the ANC has failed to significantly reduce South Africa’s stark inequalities between rich and poor, or to consistently provide services like electricity, water and sewerage.

“It is an unambiguous signal to the ANC from the electorate: … people are disappointed in the ANC,” Duarte said, adding that party officials would discuss their plans for building coalitions in places where they did not win outright.

Fikile Mbalula, the transport minister who oversaw the ANC’s election campaign, told reporters the outcome could have been worse.

“We’re not politically obliterated… That could have happened,” he said.

Despite the disappointing showing for the former liberation movement of Nelson Mandela, results as of Wednesday afternoon showed its two nearest rivals far behind.

The Democratic Alliance (DA) stood second on 22 percent and the Marxist Economic Freedom Fighters third with 10 percent.

The ANC had been hoping to wrest back control of key metropolitan areas which it lost to opposition-led coalitions in 2016 like Johannesburg and Pretoria, but both cities were neck-and-neck by 1600 GMT on Wednesday.

In Johannesburg, the ANC was on 31 percent and the DA 30 percent, based on results from 55 percent of polling stations, and in the municipality that includes Pretoria it was on 33 percent versus 34 percent for the DA with results in from 36 percent of polling stations.

In the municipality that includes the port city of Durban, which in July was rocked by some of the worst civil unrest since the end of apartheid, the ANC was on 43 percent; the DA, 27 percent. In 2016, the ANC won 56 percent of the vote there. – Reuters

While I agree 100% that the PF government victimised a lot of citizens based on a lot of factors, including tribal, I also feel the UPND government should have taken its time to study and understand the damage tribalism has done to our country and the impact of what of will happen if they execute premature redress to the tribal dilemma covering only the PF era.

One way or the other, we all have been affected by tribalism and not only during the PF regime, but since democracy was reintroduced in 1991.

For a long time, since around 1996, politicians in Zambia from both spectrums of the divide, “the ruling and the opposition” have been exploiting tribal loyalty to advance party and personal political gain and this where we find ourselves today, at a very dangerous crossroad.

Extreme insanity is a description that can fit the events and activities that have come to define Zambian politics today, particularly in relation to tribal forces that could quickly bring the country to the brink of a halt.

It is evident that the challenge to democracy in Zambia is not the prevalence of ethnic diversity, but the use of identity politics to promote narrow tribal interests, which in every context is tribalism.

And in the absence of candid efforts to build genuine political parties that compete on the basis of philosophies, Zambia has reverted to tribal identities, which are a result of arbitrary post-colonial boundaries that have forced different communities to live within artificial borders.

It is these very ethnic communities that have reinforced ethnic competition and made the country lose focus on building the nation around ideas rather than clan identities. This has caused political leaders to exploit tribal loyalty to advance personal gain, parochial interests, patronage, and cronyism.

Tribal interests have played a major role in armed conflict and civil unrest across Africa, yet the extent to which it blunts efforts to deepen democracy has received little attention in Zambia mainly because much of the attention has been focused on winning elections.

In Zambian today, trends cannot conceal the influence that tribal politics exert on the democratic process. During any elections, leaders of the different politcal parties are primarily focused on winning while pursuing their tribal interests rather than uniting around a common political programme.

Today, it is a known fact that to win an election in most parts of Zambia save for metropolitan constituencies, one must hail from that specific area or region and that they should be able to build tribal alliances based on this premise.

This narrative is true for all political parties and that is why they field candidates in certain areas based on the fact the such candidates have tribal roots connecting them to such constituencies.

Inarguably, this trend was not the case during the First and Second Republic when politicians could vie for political office in areas where they did not hail from. During Kenneth Kaunda’s times, political players did not seek political office only in areas where they had tribal pedigrees. For instance, the late Mainza Chona – Zambia’s former Prime Minister – served as Member of Parliament for Kaoma, an area where he did not hail from.

In the Kaunda years, potential candidates and candidates alike founded their decisions to vie for political office based on development ideas and not tribal bonds. For this, competition for political power was anchored on development platforms and not tribal hegemonies.

This would explain why KK and his colleagues then, thought it wise to opt for the one-party system which to some extent helped to curb tribal divisions that had emerged prior to Zambia’s independence and immediately thereafter.

This is, however, not to say that the country should revert to the one-party system, as this is not only archaic but also undemocratic to the core. As a country Zambia needs to develop trends where people can easily criss-cross the country as they seek political office.

Currently, it is inconceivable that a political party would dare field a Bemba candidate in Western Province or vice versa – lest they want to lose. No political party can dare adopt a Tonga candidate for a seat in Northern or Luapula Province or the other way round.

The current trend of adopting candidates based on their ancestries is in no way preserving tribal identities but it is rather escalating the tribal divisions that exist in this country today with political parties are shunning the development agenda and overtly co-opting campaign messages such as “this person is your own, vote for him or her!”

There are ways of negotiating power, jostling for it and even fighting over it besides what the enslavers and colonisers taught us, that is, to use tribe as a conduit.

Olympics of interpersonal and interparty humiliations and insults anchored on one’s tribe cannot be a performance of leadership in any developmental state, in any land where freedom and dignity are important.

Tribalism cannot navigate Zambia from the abyss of the underdevelopment, backwardness and misery that colonialism normalised. The Zambian population gets robbed when elected leaders become captives of anger and hatred based on tribe, which is becoming a norm.

Indeed, a close look at the theatre of the Zambian parliament easily betrays the cruel truth that all the noise, the kicking and screaming has really nothing much to do with the lives of ordinary drinkers of water and eaters of bread in the land.

Something worse than political antagonism and enmity is at play; both the ruling party members and the opposition will exit the political stage naked, shorter than they came and indeed less of human beings if they continue on the tribal path as no one will come out unscathed.

It is for this reason that I urge all well meaning Zambians to support the initiative that has been launched called “Zambian Citizens Truth and Reconciliation Commission of Inquiry Into Tribalism (ZCTRC)”.

This is the only way Zambia will solve this tribalism demon that has grow and my reach uncontainable levels.

KAMBWILI’S FALSEHOOD OVER POLITICAL VICTIMIZATION OF PF MEMBERS BY THE UPND-ALLIANCE

On behalf of the National Democratic Congress [NDC] party president Josephs Ricky Akafumba, we wish to react to allegations by PF aspiring president Chishimba Kambwili that the UPND Alliance is allegedly victimizing former ruling party members.

Fellow citizens, we wish to strongly condemn Kambwili over his falsehoods and ingratitude. Kambwili should actually be grateful to His Excellency President Hakainde Hichilema who has restrained his cadres from avenging the terror they experienced at the hands of these PF vandals.

President Hichilema has genuinely exercised his Christian values by extending a hand of amnesty to these vandals that used the State to terrorize political opponents and also to plunder public resources.

Fellow citizens, you will recall that from the onset President Hichilema stated that his mission was to re-introduce the rule of law that was lost during the PF reign. The Republican President went further to advise the Police to arrest suspects based on evidence and not hearsay.

Fellow Zambians, we in the opposition then, always advised the PF leadership including Kambwili that a day of reckoning would come and they would answer for their evil deeds. The PF leadership and their cadres acted with impunity and violated the law while thinking that they would rule Zambia forever. Fortunately, the God we worship is very merciful as He heard our cries and rescued us from these cruel insensitive politicians in August 2021.

As NDC, we were consistent in warning the likes of Kaizer Zulu, Chanda Kabwe, Amos Chanda, Bowman Lusambo and others that they did not have immunity to violate the law with impunity but they ignored our warning.

Today, Dr Kambwili wants to defend such behavior and blame the Police for following up these suspects. We wish to advise Dr Kambwili that if he continues along this path, he risks losing the PF presidency.

We also wish to caution Dr Kambwili that if he wins the PF presidency and continues to support such criminal behavior which was unanimously rejected by voters in the August 12 Elections, he will have little chance of winning the 2026 Polls.

We further wish to advise Kambwili that going forward, he should learn to support the will of the people which is to abhor corruption. The people rejected the PF corruption and will again reject anyone who supports criminals in 2026.

As NDC, we do not understand how a person, who holds a doctorate degree, can continue to support wrong things and also to use falsehoods to gain the sympathy of the people. Sorry Dr Kambwili, the people of Zambia have no sympathy for sycophants.

In fact, most citizens are looking forward to the immediate arrest of all these known vandals regardless of how the Police probe them.

By the way, fellow citizens, who is Kambwili going to blame if the Police decide to follow up that recording between himself and former Bank of Zambia Governor while discussing possibilities of syphoning Government bonds worth millions of kwacha?

Dr Kambwili, stop hallucinating and take time to reflect on your political life and avoid being a public nuisance.

Dr Kambwili, learn to tame your tongue especially that you are still vying for the presidency.

WE have all woken up to the rude reality of voting for a deceitful government which has the greatest tenacity to breach its promises, says PF vice-president Given Lubinda.


Giving a PF position on the 2022 budget, Lubinda described it as a hoax, an illusion, a façade or a deception, retrogressive, a breach of the fundamental campaign promises upon which the UPND was voted, and that it was pro-capital and against the poor.
Lubinda said the budget had a discrepancy of K37bn on the expenditure side.


He noted that the UPND proposes to grow the budget from K119bn this year to K173bn in 2022 yet they had suggested increases in consumption and reductions in revenue such as Mineral Royalty Tax, corporate tax, and customs duties.
“As though this is not enough they have decided to utilise a onetime revenue stream in the form of the Special Drawing Rights (SDR) of $1.2bn to finance recurrent expenditure. We challenge the UPND government to explain how these recurrent expenditures to be financed by this one-time gift shall be paid in 2023 and subsequent years. Has anyone assured them that this gift shall be perennial?” he asked.


Lubinda asked how the SDR, which was meant as balance of payment support could be transformed into budget support.
He said the SDR could only be used to finance foreign exchange payments outside the country after the government had provided the kwacha equivalent to the Central Bank.
“As you can see this is an illusionary budget which cannot be implemented,” Lubinda said.
On the Constituency Development Fund which has been increased from K1.6m to K25.7 million next year, Lubinda said this was poor dramatics attempting to deceive MPs and the general citizenry that UPND would introduce fiscal decentralisation.
“First decentralisation by those of us who understand it is an organic process which is done gradually and systematically to allow for development of capacity and systems to support it. It does not happen like magic – that you get power from the centre and immediately send it to the most peripheral of the development hierarchy,” he said. “Secondly reading the budget speech critically, you will realise that the central government is simply abdicating on its development responsibilities and its fiduciary responsibility. It has passed on numerous central government responsibilities to constituencies without taking into account the lack of capacity in the constituencies. Actually the financial burden passed on to the constituencies outstretches the K 25.7m by leaps and bounds. It is a clear deception aiming at passing blame for government failure to MPs.”
Ludinda said if spending K1.6m was such a time consuming process marred with irregularities, he wondered what would happen with K25.7m and with increased scope.
“Now that MPs are going to superintend over and get directly involved in the implementation of government projects, who shall perform the oversight function?” Lubinda said. “This move is contradictory to the dictum of separation of power and must be stopped to curtail the intentions of diluting effectiveness of Parliament in its oversight role.”
Lubinda said the UPND won the 2021 elections on a number of promises made to Zambians, among them debt management.
He said the UPND criticised the PF government on the debt contraction.
“They promised that they will be frugal and will not borrow but will instead pay back debt to make it sustainable. Shockingly, if not insultingly, we see a direct breach of the confidence the Zambian people reposed in this regime. Whereas the PF government borrowed $11bn in 10 years an average of $1.1bn per year, this regime in only one year shall borrow $4.6bn,” Lubinda noted. “This is against the campaign gibberish from their President who stated that we had reached the ceiling in borrowing and we could borrow no more. Truth be told, Zambians voted on the basis of well-orchestrated deceit – ‘ba na ti gona’.”
Lubinda said with the desire to fulfill their “lofty promises”, the UPND regime would have borrowed $23bn in five years – double what PF borrowed in 10 years.
“What is striking and saddening is that there is no mention in the budget speech of how this regime intends to handle the amortisation of the first Eurobond which falls due next year. The minister should have spent some time explaining this matter rather than hiding in the name of donors and the IMF,” he said.

On free education from nursery to university promise, Lubinda expressed shock that it would only cover primary and secondary schools.
“What has happened to the promise to our university and college students? Where are the much talked about meal allowances?” Lubinda asked.
“We have all woken up to the rude reality of voting for a deceitful government which has the greatest tenacity to breach its promises.”
And Lubinda said in 2011, the PF doubled salaries for all civil servants and introduced minimum wage structures to ensure more money put in people’s pockets.
“In addition, we increased the tax free threshold from K1,000 to K4,000 to ensure that we reduced the tax burden on individuals and on households. We did this because we are pro-poor in our policies and we pledge to continue being so,” Lubinda said. “Conversely, the UPND having been nurtured by capitalists have done the exact opposite…. This regime has increased the tax-free threshold by a meagre K500 which translates in[to] savings of only K50! At the same time they have reduced standard corporate tax from 35 [per cent] to 30 [per cent] and have made Mineral Royalty Tax deductible thereby introducing a revenue loss of more than $600m (more than K10.2bn) in 2022 alone.”
Lubinda noted that this amount given to capital owners was almost double what the UPND had allocated to Social Cash transfer (K3.1m), Public Service pension fund (K2m) and Food Security Pack (K1m).
“This is money they are putting in the owners of capital at the expense of the poor Zambians. Going further, this regime has decided to subsidise the export of maize to the eventual benefit of the importers by removing 10 [per cent] export duty on maize,” he said.
Lubinda also noted that whereas the PF government was constantly narrowing the gap between the revenues collected from individuals and from corporations, the UPND had projected to collect K17bn from Pay As You Earn as opposed to K16bn from Company Tax.


He said individuals would be paying more to run government than the businesses.
“As though this is not painful enough, the UPND government is threatening to increase the cost of both electricity and fuel by introducing cost reflective tariffs. One wonders how small, medium enterprises shall thrive with high costs of production,” Lubinda said.


Meanwhile, Lubinda said only Kansanshi and Kalumbila mines had been declaring profits and paying Mineral Royalty Tax and company income tax.


He said with the reckless concession given to mining companies, even the two mines would stop paying tax.
“This will lead to the others such as Lumwana and Lubambe which are at the verge of making profits to also not pay tax simply because MRT will now be tax deductible. This is a scandal especially at a time when prices of copper are at the highest and should have benefited Zambians,” Lubinda said. “Are we losing this money for having elected a government that is puppets of capital? For how long shall foreign direct investors call the shots and continue to milk the poor Zambian children of their blood facilitated by stooges of capital?”


Lubinda said he was aware that one of the mining companies had sold a cheap story that if MRT was made deductible, they would in turn invest $2bn and increase production to 2m tonnes per year. “This is the song that you have heard the New Disaster Government singing about,” Lubinda said.


He wondered why the UPND were giving mining companies tax holidays when the price of copper was at its highest.
“How do you expect to raise K173bn to finance the budget when you are giving concessions to your business friends who have money at the expense of the poor?” asked Lubinda.


“When will you come clean on the fact that you did not come to fix the economy as you purported because by all your actions you are fixing the Zambian people?”
