DESKS AND UNIFORMS CONTRACTS FOR YOUTH AND WOMEN – HH.

President Hakainde Hichilema has stated that government contracts to produce desks and uniforms will be given to Zambian youths and women.

The Head of State says this is part of his business and job opportunities for the locals.

The President however says any Zambian wishing to join ventures with citizens from outside the country will do so out of their volition.

He says government’s responsibility is to ensure that Zambians and Zambian businesses are protected first.

He writes below…

We are thankful to His Royal Highness, Chief Chamuka of the Lenje speaking people in Central Province for giving us an opportunity to meet with him. During our meeting we stated that we are working round the clock to ensure that people have jobs, business opportunities and quality health care services and education.

Like earlier on, we stated that there will be no need for Zambians to go hungry under our government because food and shelter is a bare necessity.

Agriculture is key for development and this is why we call on all of you to join us in ensuring a better Zambia.

Once our budget is presented, come January, 2022, a lot of the reforms that will empower our people will be carried out.

There shall be no buying of nurses uniforms or indeed men and women in uniforms uniform from outside. These will be produced by you the youth and women. This is job creation. We will not allow such including making of desks for schools and other government needs to be produced by foreigners unless they partner with you.

We are methodical and systematic and we understand the job you gave us fellow citizens and trust the process, we will achieve this together.

People of Lufwambula in Chisamba, come 21st October, 2021 by-election, vote for Fred Choongo as Council Chairperson. He is your son and our chosen representative to help us bring development to the area.

Former South African beaten to death for allegedly stealing electricity cables

Former South African football player, Lucky Maselesele has been beaten to death, with two arrested for the crime.

The 41-year-old former Kaizer Chiefs, Maritzburg United and Black Leopards midfielder was allegedly beaten to death by community members after being accused of stealing electricity cables.

Police spokesperson, Lieutenant-Colonel Mavela Masondo, who confirmed the incident on Saturday, October 16, said police received a complaint of community members assaulting an unknown man on Wednesday night.

“When the police approached, the group ran away, and the police managed to apprehend two suspects,” Masondo said.

“It is alleged that the deceased was accused by the community of stealing electrical cables in the area. He was certified dead on the scene by the paramedics.”

The deceased had since been identified as Maselesele.

Masondo said both suspects were charged with murder, and one had since appeared in the Alexandra Magistrate’s Court. The matter was postponed for a formal bail application.

“Police are still continuing with the investigation,” Masondo added.

Maseleselewho played for Kaizer Chiefs between 1998 and 2004 having come through its youth ranks, was known for his dribbling skills and high work rate. He was capped once at international level.

After moving to Maritzburg United, the soccer player’s career spiralled downwards after being banned for testing positive for cocaine.

In 2009, newspaper The Witness reported that the midfielder received a two-year ban from the SA Football Association’s disciplinary committee.

Meanwhile, his former clubKaizer Chiefs has conveyed condolences to his family in a statement issued on Sunday, October 17.

“Kaizer Chiefs is saddened by the news of the passing of one of South Africa’s talented footballers, Lucky Maselesele,” the statement read.

Born in Alexandra township on 8 March 1980, Lucky was a product of the School of Excellence before being spotted and joining Amakhosi in 1999.

He made his debut for Chiefs in a 2-1 home win over African Wanderers, appearing as a substitute one day after Chiefs’ 30th anniversary on 8 January 2000. He was 19 years old at the time.

He featured in 12 games in his first season with Chiefs in the 1999-00 season. His first goal came on the final day of the season in a 2-1 loss to SuperSport United on 17 June 2000.

He won the BOB Save Super Bowl trophy with Chiefs in 1999-00 and featured in the Last 32 and Last 16 wins over Cape Town City and Hellenic.

He also took part in Chiefs’ triumph of the 2001-02 BP Top 8 and Coca-Cola Cup campaigns. His last appearance for the Glamour Boys was a league game away to Santos on the 20 January 2003, which was a 0-0 away draw.

In total, he played 44 times for Chiefs and contributed with 11 goals between 1999 and 2003.

He also had loan spells at Manning Rangers during his time with Chiefs. After leaving Chiefs, he went to play for several other teams in the PS

…President HH is on a campaign trail in Chisamba.

He wrote….

This afternoon we held a meeting with His Royal Highness, Chief Liteta of the Lenje speaking people in Central Province.

During the meeting, through His royal highness, we appealed to all traditional leaders across the Country to avoid selling land to foreigners at the expense of you, Zambians.

We stated that land as a matter of ownership and empowerment, must first be given to Zambians and Zambians first and that those Zambians without capital and out of their own volition can get into joint ventures with citizens from other countries.

We also stated that in order to ensure that service delivery is prompt, more funding for constituencies will be allocated and for the first time in the history of our Country, local people will be deciding on how to use the funds as this will help curtail corruption that has been unprecedented at National level.

And later we thanked the people of Liteta for voting for us but also stated that we are aware of the people’s hopes in us and that come this December, the current budget will be shut and ours will begin in January, 2022 and once we start using our own budget, all Zambians will start seeing the benefits of voting for change.

Meanwhile, we have also instructed that starting tomorrow, Monday the 18th of October, 2021, distribution of farming inputs (Fertilizer) to farmers across the country will begin.

We understand the challenges that the Agriculture is facing but these were mainly induced by the previous regime’s awarding of Fertilizer contracts to suppliers for two years without due diligence but we are on track and we will ensure that Agriculture does not die in the Country.

Dear Zambians. Take your pens and notebooks and start taking down what we are delivering as per our vision.

So far, we have kicked out caderism and this led to freedoms in public places with only a few cases of not accepting change remaining currently but we will manage this. It is a process and let’s all get involved and get it solved.

And to the people of Chisamba, come the 21st October, 2021 by-election, vote for UPND Council Chairperson candidate Fred Choongo as our tool for development.

Trust us, we will deliver! And we are thankful for the mandate you have given us to work for you.

How Edgar Lungu Shall Represent AU, Zambia And PF At Kenya Elections

HOW EL SHALL REPRESENT AU, ZAMBIA AND PF AT KENYA ELECTIONS

— EL dilemma of being former Zambian and current PF presidents when, by law, he cannot be both —

While sixth president and PF president ELreported invitation by African Union to observe Kenyan elections next year is appreciable, it doesn’t change his legacy from a corrupt dictator to beloved democrat.

EL contested three parliamentary elections in Chawama during MMD as an independent (1996) and twice as PF candidate (2001 and 2011).

EL twice (2014, 2021) conducted and contested and won unopposed the PF Presidency at PF General Conference.

He has thrice (2015, 2016, 2021) contested ECZ Presidential elections. The third being unconstitutional third term bid.

Apart from the elections he only contested, the elections EL conducted and contested and won or lost were neither free nor fair nor credible nor transparent.

The three elections are among the most shambolic elections of the nine since 1991.

The only democratic thing EL ever did was to concede election defeat and handover power.

EL did not just lower the democratic credentials but also lowered the presidency.

He lowered democracy to a mobocracy, that is, rule of the mob; militarised and politicised police for politics of the police state as well as militarised and radicalised the PF party cadres.

EL lowered the Republican Presidency to the PF party Presidency just as he lowered citizenship to cadreship.

EL and HH who lived in Lusaka and in 2016 in same neighborhood in 2021 could not share a province during election campaigns.

EL had campaigned throughout in abuse of the presidency.

To this point, when he long lost republican presidency, that qualified to the AU Kenya observation mission or African statemanship, he cannot relinquish the PF Party Presidency, that cost him the presidency and disqualifies him from the Kenyan and other assignments.

Further, the PF presidency makes him answerable for PF and EL 2021 election campaign funding

In short, by law, ELas an active partisan politician cannot travel to Kenya to represent AU, Zambia and PF itself.

(He might end up panicking like FAZ Patron HH who appointed and swore in Cabinet when Chipolopolo was playing and losing its home fixture of the FIFA Qatar 2022 World Cup qualifier or held a debut press conference when female Chipolopolo were involved and lost in COSAFA tournament.)

Therefore, let EL decide in good time whether or not he will serve Africa, Zambia or PF.

EL has no future but a past with PF and Zambia.

He may need to reconcile himself with Zambians to forget his dictatorship than attempt to launder himself as a African dictator who failed a third term bid.

For example, EL contesting 2026 elections as opposition would be more humiliated than Sean Tembo and Andyford Banda.

Now, what does he want with active politics of PF presidency?

EL’s rehabilitation, even from this assignment is to first relinquish the PF Party presidency by recognising and conceding he hurt citizens with his dictatorship.

Try to teach that to Uhuru Kenyatta and other African active or retired leaders.

Chipolopolo striker Patson Daka came off the bench to score his first goal in the Premier League as Leicester City defeated giants Manchester United 4-2 at the King Power Stadium on Saturday.

Daka was introduced in the 77th minute for Nigerian teammate Kelechi Iheanacho and went to put in an impactful 13 minute shift in which he recorded his first goal for the club deep in injury time.

The former Red Bull Salzburg star recieved a well delivered set-piece by Belgian midfielder Youri Tielemans in the box before tapping the ball into the back of the net from close range to score the Foxes’ fourth goal and opened his goal account the club to seal the victory over the record English champions.

“It meant so much for me, for my confidence and it is something that I have been looking to, still feels like a dream and I don’t want to wake up,

“I am just so excited and happy that I got to open my account for this great club and I look forward to many more” Daka said in a post-match interview.

The 23-year old striker describe the moment before putting the ball beyond David de Gea as crazy.

He added : “Well I was just praying that don’t mistake here because [Laughs], it was so crazy, I had to concentrate fully and I managed to score the goal which was very important.”

He said scoring his first goal for the club had given him confidence to find his feet in the Premier League having arrived this season from Austria.

“It was really important for me for my confidence and for the team, it was a very crazy game, very intensive and against tough opponent”

“I have recieved a lot of support from my teammates, the coaching staff and everyone at the club including the fans and to get the goal really boost my confidence.”

Daka also expressed his gratitude to Manager Brendan Rodgers for having accorded him chance feature and score his first goal for the club.

“He just told me to go and pick it up from where Kelechi left, he really did his best and it was my time now to go and to do my best because he told not have pressure and just do what I do,” he said.

I have read with keen interest the latest letter by lawyer and academician John Peter Sangwa, SC on the appointment of Chief Justice. He has, more or less, reiterated his earlier counsel that the vacant position of Chief Justice be advertised.

I argued – last week – that his progressive proposals will require some legal intervention especially that it would be the first time such proposed process will be done in our jurisdictions.

I also defended Sangwa’s right to debate these matters as it is his fundamental right to speak on matters of national importance even if it involves the judiciary.

I have, however, been taken aback with his latest letter which contains personal attack on the deputy Chief Justice Micheal Musonda, SC.

Sangwa opines that Musonda may not be a good choice of Chief Justice because he is an acquaintance of President Hakainde Hichilema and also used to be his lawyer. Sangwa mentioned that Musonda represented the President in the much-talked about purchase of the house in Kabulonga.

Here is my take.
1. Michael Musonda was plucked from private practice and appointed straight to the Supreme Court Bench (very rare cases in Zambia) under the previous government when his client HH was in opposition.

2. Michael Musonda was then appointed deputy Chief Justice by the previous government when there was a vacancy. He was, in both cases, ratified by the National Assembly to hold the position of Supreme Court Judge and later Deputy Chief Justice. He past the test!

3. In his previous life, he served as Law Association of Zambia (LAZ) President, taught at UNZA Law School and later ZIALE before he was appointed to the bench. He was also bestowed with the rank and dignity of State Counsel in 2015 by President Edgar Lungu – meaning he is worthy in the legal profession.

4. Musonda is also academically sound and well read. Apart from his legal degree from UNZA, he holds double masters degrees – one from the prestigious Oxford University in the UK. He is a Rhodes Scholar!

So, my intervention on this matter, is to state simply that Michael Musonda should not be disadvantaged in the race for Chief Justice because he was lawyer and friend of President Hakainde Hichilema. It was not HH who put Musonda on the bench and later promoted him to Deputy Chief Justice. It was under President Edgar Lungu.

Let his credentials speak for him and not the perceived bias because he represented HH in the past as a lawyer. Further, by virtue of his position, Musonda cannot publicly defend himself. Someone has to do it.
NB – there are other qualified Zambians who can hold this office even on the current Supreme Court bench but I restricted myself to Musonda because he is one who has been singled out in the Sangwa Papers.

Do you know that, Rosemary Khuzwayo has been acting as Director General of the Anti-corruption Commission since about October 2018 while the substantive Director General, Kapetwa Phiri, has been at home due to an ailment?

Yes, Rosemary was appointed by President Lungu as Deputy Director General of ACC after Mr. Phiri went on sick leave due to a stroke that he suffered in 2018. As Deputy, Rosemary took up the acting position and the status-quo has been like that till 4th October when her contract ended.

So, get the clarification, she was not fired by the “New dawn” govt as some media are reporting. However, it is true that the Commissioners refused to renew the contract, if that is the same as firing, I beg to differ.

AND WHO APPOINTED THE CURRENT COMMISSIONERS?

Let’s just say, they were appointed by the previous regime and I am wondering if President Hichilema has powers to fire them. Technically it, therefore, follows that, Rosemary refusal for her contract to be renewed has nothing to do with the current Govt.

WHO IS ROSEMARY KHUZWAYO?

I would lie if I said I know her personally, but I have interacted with her mostly, in her capacity as Acting Director General of the ACC.

ROSEMARY PROTECTED PRESIDENT HICHILEMA WHEN ASERNALS WERE POINTED AT HIM THROUGH ACC

Some of you laugh at me, that I bluffed about my evidence against President Hichilema, then in opposition, but I will tell you that, the land allegations against President Hichilema were put off like water on bush fire by Rosemary.

I will not discuss the merits of the evidence because it is water under the bridge, but I want you to know what Rosemary told me as she was escorting me out of her office.

“I know BaTayali, you work closely with some people who would want to see this man arrested and possibly jailed, or at least embarrassed, but you should know that, he also has rights which has to be respected. So the Commission will not work under pressure but work within the provisions of the law”, she said.

I can vividly remember her talking to me like a girl who wants to turn down your proposal, but politely, knowing that, your father is a big guy, and I got the message.

From that time, I had so much respect for her, because I knew that, what I may have seen as evidence, was not good enough for the ACC to arrest HH.

However, Rose was not liked by many senior Govt Officials and they wished she was out of ACC. You remember that even President Lungu complained about ACC arresting Ministers, though he didn’t engineer her firing like they did to Ireen Lamba.

For Ireen Lamba, they just concocted a fake case and had her arrested and that is how they removed her.

SO WHY DIDN’T THE PF REMOVE KAPETWA PHIRI AND APPOINT ROSEMARY AS DG?

In my opinion the PF kept the ACC in a weaker position by having Rosemary in an acting position while the substantive DG was unable to carry out his functions.

Much as she resisted some of the issues brought before her to act on, while in other cases she decided to fight corruption, by arresting some senior officials including ministers, she was still in a weaker position because she was only acting.

If Rose was FULL Director General protected by the constitution, I think, things would have been different.

HOW DO YOU REMOVE THE DIRECTOR GENERAL OF THE ACC?

Removing the Director General of the ACC is not easy at which makes me disappointed when I see these investigative wings bowling to political pressure.

According to the ACC Act a person appointed Director General, by the President, subject to ratification, may be removed from office for inability to perform the function of his office, whether arising from infirmity of body or mind or from any other cause, or for misbehaviour, and shall not be removed except by or in
accordance with a resolution passed by the National Assembly by supported by the votes of not less than two-thirds of all the members of the National Assembly.

It actually doesn’t end there, upon resolving that the DG ought to be removed, the Speaker of the National Assembly shall send a copy of such resolution to the Chief Justice who shall appoint a
tribunal consisting of a chairman and two other persons to inquire into the matter.

Only after the tribunal has recommended that, the DG must be removed, do the President come in, to fire the person.

Therefore, those of you calling for the firing of DEC Director, Director for Public Prosecution (DPP) and other constitutional officers, take a chill pill, it is not just because Bally is in office. He has to act within the confines of the law and at times it is frustrating.

WHAT SHOULD HAPPEN AT ACC?

I didn’t write this article to save face of Rosemary, but to set the record straight and let you know my opinion about her. I think she was professional, but let her go serve elsewhere.

However, there is need to strengthen ACC by appointing a new Director General, removing the current one who for a long time has not been able to discharge his duties due to infirmity.

As long as ACC is headless, the UPND can’t boast of fighting corruption, it will still be weak as it was during the PF regime.

Prominent Lusaka Lawyer and state counsel John Sangwa has written a five paged letter to President Hakainde Hichilema – HH Challenging him to raise above personal interest and avoid appointing personal acquaintances which risks the country from attaining a constitutionally desired independent judiciary.

The State Counsel has re-stated his call that the position of Chief Justice – CJ should be advertised as opposed to just making a presidential appointment in order for the judiciary to retain its independence and install the rule of law in Zambia. He also confirmed that he had gotten credible information that Deputy Chief Justice Michael Musonda was about to be appointed as Chief Justice.

Sangwa has further revealed in the same letter to President Hichilema seen by the Zambian Business Times – ZBT that the current acting Chief Justice who is the substantive deputy Chief Justice – Michael Musonda is not fit to be head of the judiciary as he is an acquaintance of HH.

The prominent lawyer who has stated in the same letter that his calls for advertising for the role of CJ is not motivated by his personal ambition or having his own preferred candidate stated that Justice Micheal Musonda does not believe in the independence of the Judiciary, a situation that renders him undesirable for establishing the rule of law in Zambia.

Sangwa revealed in the letter to President HH that “ Mr. President, I know that you and Deputy Chief Justice Michael Musonda have been acquaintances for a long time . He previously saved as your legal counsel including when you purchased property number 488a.40/a/3 serval road from the National Tobacco Board of Zambia in July 1995. Nevertheless, the appointment of the Chief Justice of Zambia requires you, Mr. President, to raise above personal ties and considerations in the interests of the public and the need for an independent judiciary”.

Sangwa further argued that “ infact, given your [HH] personal ties to Deputy Justice Musonda, it is in your [HH] best interest, and in his [Justice Musonda’s] interest, to ensure that the process relating to the appointment of the CJ is done in an open and transparent manner to avoid perceptions that you [HH] are opposed to such a process because your ally is involved”.

Deputy CJ Michael Musonda was appointed acting Chief Justice by immediate former President Edgar Lungu after the sudden and shocking death of Justice Ireen Mambilima in Egypt, in June 2021, about two months prior to the 12 August, 2021 general elections.
Zambia’s first female chief justice, Irene Mambilima died in an Egyptian hospital after being taken ill while on an official tour. Zambia National Broadcasting Corporation – ZNBC then quoted a statement issued by President Edgar Lungu’s principal private secretary Simon Miti who confirmed the death but did not give details, but said she had travelled for official duty on June 10, 2021. Justice Mambilima, 69, had been appointed Chief Justice of Zambia on February 26, 2015.

We have found something to praise and support about Hakainde Hichilema’s administration: the will to fight corruption and to restore the rule of law. While we may not agree on everything with the UPND administration, we fully support them in their desire to make past and present leaders accountable, and to fight corruption as well as other financial crimes committed by PF members and their associates. We wish to praise Hakainde particularly for restoring a sense of responsibility in our society.

Crooks, thieves of all sorts are today thinking twice before engaging in crimes. Those who are still plundering tax payers money in government institutions are doing so in secrecy knowing too well that there is a President who does not tolerate that nonsense. Corruption – not until Hakainde was pronounced a winner in the August elections – had become a normal undertaking where senior government officials in collaboration with party thieves were blatantly engaging in corrupt activities. Once again, Zambians can feel that corruption is a crime all because the President has spoken strongly against it on so many instances than not.

But as we praise and support Hakainde on this score, we are concerned with the slow pace at which things are happening. We are not rushing things, we are not impatient. We – just like many Zambians – want to see thieves jailed for plundering tax payers monies and bankrupting Zambian coffers.

It is not a secret that the past seven years there about has been a stealing spree in this country. Zambia was turned into a safe zone for all sorts of crooks, criminals. The thugery that characterized this country was embedded in the so-called infrastructure development agenda of the PF. Prices of goods and services where inflated 100 times beyond the market value , whereas, the markup ended up in the pockets of PF aligned tenderprenuers and all sorts of crooks. Look at the immorality in the procurement of 42 fire trucks and the inflating of figures therein! What justification is there, for government to spend $1 million dollars on a single truck of that nature? What is so special about those wheelbarrows for us to spend such a huge amount? Does the investigative wings need so much information to tell that, regardless that procurement procedures may have been followed, it is criminal and immoral for government officials to buy such things at that cost? Yes, the supplier met the requirements set out but, there is a very high possibility of corruption there.

We know of how government was paying for contracts of supply of goods and services to companies despite those companies not delivering anything. We know of how criminals who were working at State House were forcing Permanent Secretaries to authorize payments of huge monies to crooks of all sorts, on contracts that were not fulfilled. We know of how crooks were importing vehicles in the country without paying duty for them. We know of how ZRA was turned into a facility of criminals of all sorts. We know of the theft that was happening at Food Reserve Agency where PF thieves were getting maize from there and selling to Congo. Look at the criminality that surrounds the Government Higer Bus empowerment scheme, where much known criminals who are at party structures of the PF turned the buses into their personal cash cows!

There are people who were employed by the Local Government Service Commission as workers of Lusaka City Council (LCC) yet, the same elements where active members of the PF on structures in Lusaka Province and on the District.

We believe there is no much to investigate about some of the crookedness that took place in the PF administration, to an extent that it must not take forever for the investigative wings to deal with such.

In the beginning, we doubted the intention by Hakainde to move the investigative wings to State House but at the moment we support this move. We believe it is a move that is noble and is meant to ensure that these faulty investigative wings work to meet the satisfaction of the people. We support this and hope that it will not be abused by Hakainde.

As we support these efforts by the Hakainde led- administration, we wish to state that the UPND must always remember that they are in power on account of trust of the people. ARREST OF PATRICK MANYENI BANDA, PF MSANZALA DISTRICT COUNCIL CHAIRMAN CANDIDATE UNFORTUNATE.

GEARS Initiative Zambia describes the arrest of the PF candidate for the district chairperson for newly created Lusangazi District which houses Msanzala Constituency of Eastern Province, Patrick Menyani Banda for alleged possession of a forged Grade 12 certificate as unfortunate.

GEARS Initiative Constituency Coordinator in Msanzala confirms that indeed Mr. BANDA is in Police Custody in Petauke for alleged offence.

It is, however, sad that the two (2) ECZs-Electoral Commission of Zambia and the Examination Council of Zambia, could authentic academic papers for Mr. BANDA and validate his nomination based on forged academic papers which have landed the PF candidate into police custody.

This is great blow to the PF and competitive electoral contest ahead of the next week, Oct 21, 2021 by election in the area.

This vice of alleged possession of forged grade 12 academic papers among aspiring and contesting candidates in both rural ane urban areas is now a source of worry in the electoral process.

The practice is also a concern that must be rooted out by finding the manufacturers of such papers and bring them to book.

The fact that aspirants even with forged papers pass the ECZ (education) verification process and ECZ (election) validation exercise at nomination is a sign that the two institutions may have poor or defective vetting systems/equipment that cann detect such illegality on the papers thereby contributing to perpetuation of illegality in the electoral process.

Therefore, there is need for more investment in the installation of effective vetting systems/equipment to avoid unqualified individuals ascending to positions of influence they are not supposed to ascend in future.

It is also unfortunate that political parties fail to do due diligence when adopting candidates despite the knowledge of the existing legal requirements for any adopted candidate to have Grade 12 certificate which is must to be fulfilled.

However, since Mr. Banda is validly nominated by ECZ(Election), his case may be beyond the police arrest but a constitution breach which triggers a petition under Article 52.

This means that the complaints must have sought the attention of the Constitutional Court within seven (7) after nomination than going to police so that the Court could have interpreted the provisions of Article 52.

However, GEARS Initiative is aware that forgery is standalone offence under the relevant laws of Zambia and the case may be properly before the police.

Being a bondage and bailable offence, GEARS Initiative expects Mr Banda to be granted those facilities so that he continues with his campaigns pending the his appearence in court and also possible election petition after the election if he wins the by-election.

AG Launces Toll Free Hotline For Reporting Financial Irregularities

THE Auditor General’s office has launched a toll free hotline (5566) which will provide a platform for the public to report issues of concern regarding the management of public resources.

And Auditor General Dr Dick Sichembe has warned controlling and public officers that his office will not relent in exposing all those in the habit of mismanaging resources.

Speaking at the launch of the hotline, Friday, Dr Sichembe said the toll free hotline would enable whistleblowers to report financial irregularities in a timely and convenient manner by simply dialing the hotline.

“The purpose of setting up this toll free hotline is to provide a platform for the public and other stakeholders to report issues of concern with regard to the management of public resources which my office will follow up to examine from the audit perspective. This will not only enhance our audit reporting but also promote transparency and accountability. The toll free hotline will enable whistleblowers to report financial irregularities in a timely and convenient manner by just dialing the toll free line. The caller and the information that will be obtained will be treated with utmost confidentiality. I therefore encourage all citizens to participate in the effort of promoting prudent management of public resources,” he said.

Dr Sichembe said the toll free line was only available on MTN and Zamtel for now.

“The toll free line number is 5566. The number is active on two mobile networks namely Zamtel and MTN. Plans are underway to have Airtel come on board. The call centre will be operational from Monday to Saturday from 08:00 to 17:00. All informers or callers will be allowed to remain anonymous if they choose to. The office will devise a mechanism of giving feedback to informers or callers who choose not to remain anonymous on how the cases are progressing. This will be done so as to encourage more members of the public to report cases,” he said.

Dr Sichembe said the initiative of having the hotline would greatly help in the areas of conducting audits.

“As you may be aware, article 250 of the Constitution of Zambia amendment act no.2 of 2016 requires my office to conduct financial and value for money audits, including forensic audits in respect of management of public funds. Therefore, this initiative of having the hotline will greatly help in the areas of conducting these audits.

As a supreme audit institution in the country, we are mandated to provide oversight on the management of public resources and provide an assurance to the stakeholders and the citizens on whether the resources are being used for the intended purpose and are being used efficiently, effectively and economically. This is critical to the economic and social development of the country,” he said.

“The task of promoting accountability and transparency in the management of public resources cannot be undertaken entirely by our office, we need the collaborative efforts of the citizens. This is because citizens live in the communities where government projects, programmes and activities are implemented.

Therefore, they are better placed to provide information to my office voluntarily on any suspicious activities related to financial management with regard to the projects, programmes and activities using the platforms like the hotline we are launching today. It is my hope that citizens who are taxpayers will take keen interest in the management of public resources.”

And Dr Sichembe said his office would bring to account all those in the habit of mismanaging resources.

“Let me take this opportunity to warn controlling officers and other public officers that my office shall not relent to expose and bring to account all those that are in the habit of mismanaging resources. My office remains resolute and steadfast to protect public resources,” said Dr Sichembe.

Meanwhile, Embassy of Sweden Head of Development Corporation Susanna Hughes said fighting corruption as a development obstacle was high on the Swedish international development cooperation’s agenda.

“The purpose of the development cooperation between Zambia and Sweden is to contribute to decreased inequality, improved resilience, increased respect for human rights, democracy and the rule of law as well as environmentally and climate-resilient sustainable and inclusive economic development.

Fighting corruption as a development obstacle is high on the Swedish international development cooperation agenda. We welcome that this has also been echoed by the new Zambian Government.

Sweden considers ensuring transparent and accountable management of resources and integrity in public life, and fight against corruption to be fundamental to economic growth and development in Zambia,” said Hughes.

1. FARMERS AT MAIZE DEPOTS:

Mr President Sir, give farmers much needed empty bags so that they can put their maize and sell to FRA. Please hear the cry of thousands of farmers across the country who are crying day and night as they wait for the FRA to buy their maize. They need that money to buy farming inputs for the approaching rain season.
2. FARMERS AT HOME: Mr President Sir, please provide farming inputs to all farmers so that they can start preparing for the rain season. Fertiliser is very expensive between 500 and 800. Farmers voted for you because you are also a farmer who understand their challenges but your snail pace of doing things is greatly disappointing them. Let a bag of fertilizer be K250 as you promise.

3. SPEECHES

Your Excellency President Hichilema Sir; I strongly urge you to 20% of your time talking and 80% of your time working. If didn’t know, Zambians hate a President who is excellent at talking but poor in implementing. Your radio interviews will be total meaningless with they are not coupled with practical work. People want you to talk less (20%) and work more (80%).

4. FAVOURING PF CARDERS AT THE EXPENSE OF OTHER ZAMBIANS:

President HH sir, PF supporters are also Zambians who also need the nation cake. But the problem comes in where you prioritise to make them happy and punish people that voted for you. This is Bibilically unacceptable even you as a Church Elder knows this but its shocking how you are deliberately ignoring it. Its unacceptable to see people that campaigned for you being arrested for merely demanding employment while those that used to oppress them are fully enjoying in your government. Please provide employment.

5. BURSARIES AND MEAL ALLOWANCES

Please Mr President, if there was a clergyman that supported you for 10 years until this day its me Prophet Isaac. This means I was following and agreeing with all your political pronouncements. To this, one of your commitment was to ensure that university students are given free education and meal allowances. Now that you are on the throne please don’t annoy the expectations of the students. Give them bursaries and meal allowances as you promised. If you fail to implement this believe Mr President you will be a one term Head of State like President Rupiah Banda.

6. PF MEMBERS MOCKING UPND MEMBERS

Mr President, sorry to categorically state that its you who is encouraging PF carders to mock your supporters by sidling UPND members who suffered for the party and choosing to work with PF carders who were persecuting UPND Members. Please Mr President, have pity for individuals that greatly sacrificed for the party. Remove PF carders from strategic positions and appoint those Zambians who are loyal to you and to the people of Zambia. PF carders are in your government not to work for the Zambian People but to frustrate your good effort in developing the country. The earlier you realise this the better. Mr President, majority of Zambians are saddened that almost 2 months of you being in office, PF Tribalists who used to insult some Zambians on tribal bases for they think you are a weak President. Please sir, bring rule and order in the country by ensuring that all those that break the law are dealt with in accordance with the law. You will quickly if you become the immediate past president who used to keep a blind eye on the tribal remarks championed by his party.

8. SLOWNESS IN WORKING:

Mr President , you are too slow in executing your duties sir and this has caused a lot of anxiety among your members. In trying to do things opposite to how your predecessor was doing, you actually making more mistakes that are clearly discouraging your supporters. Sir, the only way of success is to listen to what the grassroots are saying. Please don’t be uncontrollable like the head of the defeated brutal regime. THERE IS NO COMMUNICATION CRISIS AT STATE HOUSE BUT A NEW WAY OF INTERACTING WITH VOTERS

On behalf of the NDC members under the leadership of Josephs Akafumba, we wish to defend His Excellency President Hakainde Hichilema from unfounded criticism by the usual critics in the opposition. These critics have condemned President Hichilema for holding an interactive meeting with citizens on Radio Phoenix contending that there is a communication crisis at State House.

We totally disagree with this malicious assertion and clearly state that this is actually a new and effective way of interacting with voters. President Hichilema has introduced a novel way of communicating with voters by getting their contact mobile numbers for further follow up action. President Hichilema is truly an effective communicator worth emulating by every genuine politician.

Coming to the usual malicious critics, we wish to advise Kabushi Member of Parliament Bowman Lusambo that each leader is differently gifted by our creator- almighty God.

Lusambo may wish to recall that he entered politics in a comical way by calling himself as an MMD-Die Hard. This later earned him a position in the PF where he renamed himself as Chief Bootlicker. However, Lusambo’s boot licking has no place today after the devasting loss of his hero.

As for Given Lubinda, let him not continue in this band-wagon of senseless critics. Its high time Lubinda exorcised himself from the gutter politics of the PF.

Lubinda needs to realize that he has served in key ministerial positions which include Agriculture and most recently Justice. Lubinda is actually a likeable person who is sadly messing up his presidential ambitions with his lumpenera behavior.

Fellow citizens, we are extremely concerned with the third criticizer- Raphael Nakachinda because of his public dislike for the UPND Alliance. Nakachinda has failed to accept that the PF was overwhelmingly rejected by Zambian voters. He thinks that by being nasty, the same voters may vote them back in 2026. What a miscalculation! On our part, we don’t understand why a man who claims to be pastor can be so vengeful. Let Nakachinda tone down and realize that Zambians despise such hateful messages.

Fellow citizens, we don’t have much to say about the fourth faultfinder who has not heeded our earlier advice to stop working as a lone ranger. We are referring to Sean Tembo who has continued to be a senseless critic despite failing to field a parliamentary candidate in the Kaumbwe Constituency by-election. British Lawmaker David Amess Dies After Being Stabbed Multiple Times

British lawmaker Sir David Amess, of the Conservative Party, died Friday after being stabbed several times in his Southend West constituency.

Amess, the member of parliament for Southend West, was meeting with voters at Belfairs Methodist Church in Leigh-on-Sea on Friday.

Just after 3 p.m. local time, Essex police issued a statement in which it confirmed that a man had died at the scene of the stabbing.

“A man has been arrested on suspicion murder after a man was stabbed in Leigh-on-Sea,” the force said.

“We were called to an address in Eastwood Road North shortly after 12:05 p.m. today [Friday 15 October].

“We attended and found a man injured. He was treated by emergency services but, sadly, died at the scene.

“A 25 year-old man was quickly arrested after officers arrived at the scene on suspicion of murder and a knife was recovered.

“He is currently in custody. We are not looking for anyone else in connection with this incident.”

Tributes poured in for Amess, who was first elected to parliament in 1983, as the MP for Basildon, before becoming the MP for Southend West in 1997.

Brendan Cox, the husband of the late Labour Party MP Jo Cox who was stabbed and shot to death in her Batley constituency in 2016, said: “This brings everything back.”

“My thoughts and love are with David’s family,” he tweeted. “They are all that matter now. This brings everything back. The pain, the loss, but also how much love the public gave us following the loss of Jo. I hope we can do the same for David now.”

Prime Minister Boris Johnson was due to hold a meeting of his cabinet in southwest England today, but planned media appearances by the prime minister have been canceled.

Opposition Labour Party leader Sir Keir Starmer tweeted: “Horrific and deeply shocking news. Thinking of David, his family and his staff.”

Carrie Johnson, the prime minister’s wife, tweeted: “Absolutely devastating news about Sir David Amess.

President Hakainde Hichilema’s administration is a one man, know it all government, says Chishimba Kambwili.

And Kambwili said the UPND must report their Central provincial chairperson Albert Chifita to the police for saying that former president Edgar Lungu was held under “state capture” by people from the northern provinces of the country, on account of the votes they gave him in previous elections.

Kambwili also said that he agrees with former permanent secretary (administration) in the Ministry of Foreign Affairs and International Cooperation Dr Ronald Simwinga that President Hichilema lied when he said he did not sanction all the diplomatic recalls.

Speaking with Daily Revelation, Kambwili started by first addressing the ongoing parliamentary by election campaigns in Kaumbwe, where he is currently at, saying the former ruling party was 100 percent certain of scoping the seat, as they were running against “a party that assumed power through deceit.”

“I am here. We are campaigning we are telling the people the truth. If you tell the people the truth you, more especially if you are fighting a government that came into power through deceit, which they have failed to fulfill. You can’t doubt your winning. We are dealing with a government that lied to the people in order to get into government,” Kambwili said. “It’s very easy to defeat them, because there is absolutely nothing which they say which is true. They are changing goal posts. Today the President wants to say that he is going to introduce a system where CDF will start paying for children school fees and he is saying it’s the first of its kind, it has never happened in Zambia. Where I am they say wenye, lies.”

Kambwili said he started the system of using CDF to pay for school fees for vulnerable children in 2007, claiming that 3000 students have since benefited from the facility in his former Roan constituency, and that his fellow party colleagues copied and implemented the same in their constituencies, including Joe Malanji, Bowman Lusambo, Stephen Chungu and Mulenga Kampamba.

“How can the whole of a president go to a newspaper and say I am going to put more money in CDF so that CDF can start paying for school fees, and this is the first of its kind? Wenye. That’s why we are saying our brother is not bringing anything new to the fold, he’s only doing what he found,” he said.

Kambwili challenged those in the UPND who were calling for his arrest for allegedly uttering tribal remarks to look no further than their own Central provincial chairman, Chifita who said that Lungu was under state capture of people from the northern regions of the country.

“Me I have said and I want to say it again, the UPND is a tribal party, and they can try to hide as much as they want but truth will always come out. You know a fact is a fact and nobody can run away from a fact. I mean voting regionally is not a good thing at all. I have condemned it and I am still condemning it, but if other people are doing it, why is it wrong that you can ask other people to also do it?” Kambwili asked. “But that man (Chifita) he is saying he (Lungu) was held captive by northerners and all that. That is tribalism that we should talk about. And let’s see Dante stand up to go and report that chairman from Central Province. Let’s see Mulenga the NGO whatever, Mrs Mulenga the wife to late permanent secretary Mulenga, let them, Laura Miti, raise the voice against that individual.”

He said they must not keep quiet just because it was the member of their own party involved in the matter.

“You see in Zambia the only thing that I have noticed which will not make this country develop is we celebrate leaders when we belong to that group whether they make a mistake or not,” Kambwili said. “We have already seen people, when President Hakainde Hichilema makes a mistake whether they have seen that this is a mistake they just want to justify and celebrate him. You are destroying the man right from the beginning. If he makes a mistake please let’s tell him what you are doing is wrong.”

Patriotic Front (PF) members Peter Daka and Moses Mawere have joined the United Party for National Development (UPND) campaign team in Petauke’s Kaumbwe Constituency. These two gentlemen are currently praising Hakainde Hichilema and his administration while denouncing former President Edgar Lungu.

These are elements who are PF by heart. They took part in the campaigns of the previous elections where they glorified Edgar and took part in branding Hakainde a Freemason, a Satanist who must not be given any chance to rule this country.

If you ask them why they are today supporting Hakainde, they have no meaningful explanation to that effect. What is driving these characters is nothing but political prostitution. They are unprinpled elements with no fixed scruples. In short, they are like a dog of the wind which is influenced by the direction of the wind. If Hakainde loses election in 2026, they will change and denounce him while endorsing the new winner.

We all know the political migration of Peter Daka. He left MMD when it lost power and leaped to PF. He has left PF and he is trying to find a plot in UPND. When you look very well, you realize that there is nothing worth talking about which Peter is going to contribute to UPND which the ruling party is lacking. Peter is a rejected and finished political element who has been rejected by his own people in Msanzala constituency. Equally, Moses Mawere is a failure who is not wanted by the people of Chipata where he was an MP. Ask him to tell you what his success story is while he was a minister in PF – he simply has nothing to show. He is a complete shameless failure who belongs to the pit latrine.

What then is the point for UPND to embrace such political prostitutes? What does UPND hope to achieve by admitting these elements into their party to an extent that they have been given prominence in the campaigns in Kaumbwe?

UPND is hastily turning into the very evil which people fought against. In the name of ‘politics is about numbers’, they are busy admitting known crooks, thieves and political prostitutes of all sorts. Before Zambians realize it, UPND will be home of the same hyenas that were voted out of power in the previous elections.

Of course, UPND will not be worse off if it does not admit these political prostitutes. They won an election without such characters as such, why are they going into bed with these unprincipled foolish men?

FORMER PF MPs, DAKA AND MAWERE ARE CAMPAIGNING WITH US IN KAUMBWE, SAYS UPND’S MUCHELEKA

Ruling UPND deputy secretary general Patrick Mucheleka says immediate past PF members of parliament, Moses Mawere and Peter Daka, are part of the UPND campaign team in Kaumbwe, Eastern Province.

And Mucheleka charged that the UPND will seek justice against Stephen Kampyongo over his alleged activities during the time he served as minister in the PF government.

Speaking with Daily Revelation, Mucheleka said Daka and Mawere were campaigning with the UPND in Msanzala.

But asked on reports that the people have misgivings over the involvement of Daka, fresh from losing in Msanzala, in the same Petauke district as Kaumbwe, where he stood after he was denied another run on the PF ticket in the 2021 elections, Mucheleka said he was not familiar with the matter as he was not on the ground in Kaumbwe.

“Which people are not happy? People in Kaumbwe or people in UPND or PF? Mawere is there. Daka is there. They are campaigning for UPND in Kaumbwe, and that question I can refer you to our chairman for elections Garry Nkombo,” Mucheleka said. “He’s is Kaumbwe right now. I am not on the ground. I am not familiar with what the dynamics are.”

Daka stood on the Heritage Party ticket in 2001 and lost to MMD’s Levison Mumba. However, Daka petitioned the election which was annulled by the courts, with MMD picking him ahead of Mumba to re-contest the election which he won. Daka served as a member of parliament and minister in the MMD administrations of late president Levy Mwanawasa and Rupiah Banda. He lost to independent Joseph Lungu in the 2011 elections, and also lost the subsequent by-election which followed in 2012, after Lungu resigned as independent to join the PF ranks.

Daka joined the PF prior to the 2016 elections and was adopted, retaining the Msanzala seat in that year’s election. However, he opted to contest as independent in 2021 after he was left out on the PF adoptions but lost, upon which he joined hands with the UPND.

Mawere is the former PF Chipata-Central member of parliament and minister of Youth and Sports under former president Edgar Lungu. He was left out on the adoptions for 2021 in favour of Amon Jere.

And Mucheleka said Zambians have not forgotten nor forgiven what they went through under the PF, saying he was saddened that the former ruling party had carried on as if it was business as usual in stead of showing remorse to Zambians.

“What is making them arrogant is the money they have stolen,” he claimed.

Mucheleka said justice has to prevail against people like Kampyongo and the others, citing incidences where a helicopter that was carrying former first lady Maureen Mwanawasa and Vice-President Mutale Nalumango, was almost brought down in Kampyongo’s Shiwang’andu constituency…finish reading

Unite Zambia, UPPZ’s Charles Chanda dares Hakainde Hichilema

UNITED Prosperous and Peaceful Zambia (UPPZ) leader Charles Chanda wants the Seventh (7th) Republican President Hakainde Hichilema to genuinely unite the country beyond United Party for National Development (UPND) Alliance political interests.
Making a passionate plea in a Friday 15th October, 2021 Facebook Statement themed: ‘BALLY SHOULD SPEAK OUT AND UNITE THE COUNTRY’, barely 9 (nine)days to Zambia’s 57th Uhuru (Self-rule) on Saturday 24th October, 2021, Mr. Chanda implored President Hichilema to depoliticize national unity.
Sensing a selective approach toward co-existence environment, Chanda pleaded with Mr. Hichilema to openly preach national unity, if this is to become a guaranteed policy pride and heritage.

Sought entrepreneur Chanda: “As UPPZ Zambia, we believe that as President Hakainde Hichilema is the Republican President, it is time he (Bally) stopped playing and responding to partisan politics. He needs to arise and prove to the nation that he understands what it means to have the instruments of power. When he made an oath after his party’s election victory, it was not an oath for UPND and its alliance nor the 2.8. Neither was it an oath for Southern, Western and North Western provinces but for the entire ten provinces”.

Aside from Southern, Western and North Western provinces, Central, Copperbelt, Eastern, Luapula, Lusaka, Muchinga and Northern equally deserve space in the policy and decision making process of the New Dawn administration led by Mr. Hichilema.
Making reference to Finance Minister, Dr. Situmbeko Musokotwane’s and Infrastructure Minister, Charles Lubasi Milupi’s word, emphasised by Mr. Hichilema, Chanda protested that the language of “We have borrowed money for building schools in three provinces” does not befit language of a Republican President but a party President dealing with his strongholds.
Admonished Chanda: “Are you aware that such a language from Cabinet is an insult and a slap to citizens in the seven provinces that will not have a government for five (5) years because they must suffer as the UPND Alliance New Dawn Administration punishes, former 6th Republican President, Dr. Edgar Chagwa Lungu and the rest of the Republican Presidents that have ruled Zambia”?

As much as UPPZ agrees that some provinces were left out by previous governments, Chanda maintained that it is immoral, regionalistic and segregatory bias to publicly pick just three (3) provinces.
“What message was government passing across? That those children people in Mumbi Mfumu, Kasama District, Northern Province, whose Bridge has not been built are less human beings? No government has ever done this and this statement is rather unfortunate.

It makes us to have the courage to mobilise the seven (7) provinces that now have no President to work together, so that come 2026, it will be the three (3) UPND PREFERRED PROVINCES VERSUS THE DISGRUNTLED SEVEN PROVINCES,” grieved Chanda.
Reiterating a need for inclusive nationalism, Chanda noted that the apparent selective approach, explains why Kitwe youths on the Copperbelt Province are erroneously viewed as Patriotic Front (PF) who must expect nothing from the incumbent government.

“Someone must teach Bally and his government that we don’t have PF in power but citizens who are waiting for government to deliver their promises. I expected Bally to have corrected the statement by UPND Alliance Chairperson Hon Charles Lubasi Milupi but ‘BIRDS of the same feathers flock together’. Bally sees nothing wrong in splitting the country and its academic needs. You borrow money for three provinces and want to collect taxes from the ten provinces. Who does that for real?

Looking ahead to the Thursday 13th August 2026 Presidential, Parliamentary and Local Government election, only 1, 763 days remain, from Friday 15th October, 2021, a determined Chanda conclusively implored Zambians to continue to searching for a Republican President that will unite the country.
“Indeed not all that glitters is gold. If PF failed to educate the three provinces, UPND will fail the academic needs of the seven provinces. Indeed Tomato is TOMATO and the only difference is colour,” worried Chanda.

UPND chairperson Stephen Katuka says PF should just keep quiet and avoid dictating how his party should run government because they committed a lot of crimes and atrocities.

Recently, PF secretary general Davies Mwila wondered why the UPND government had remained quiet on the Faith Musonda case, alleging that maybe the money she was caught with belongs to them.

But commenting on Mwila’s remarks in an interview, Katuka said the PF should “let the sleeping dogs lie” and allow UPND to work.

“Is it Davies to tell us to be talking or is it the PF to tell us to start talking now? It is our own decision; we want to run the party and government in the manner that we feel is good for us. So, they will not dictate to us how to run our party and government. Now that we are government, they should allow us to do what we want to do. The President said let lying dogs lie, so there is no need for somebody to continue talking to a dog which is lying, you push with your leg saying ‘talk’ it will bite you,” he said.

“So, we don’t want to be poked, they committed so many crimes and atrocities. Those guys made a lot of mess and they should just keep quiet. I don’t think it is for them to start talking about this and that, we have been quiet and accommodating them, they should give us the respect. If they won the elections, they would have killed all of us, we would have been dead by now, but God in his wisdom thought that he cannot allow these criminals to continue because they would have messed up the country. I have never seen a government that can spend taxpayers’ money to go and buy chemicals and go and gas its citizens.”

Katuka said the PF should be grateful to the UPND for not being vindictive.

“Instead of letting dogs lie, they want to start poking us, so we will end up biting them. They have stolen from government and we have proof that they have stolen but we have decided to look at them and let the law take its course. So, they should be grateful to us that we are not being vindictive. Instead of them pocking us, advise Mwila and his cronies to keep quiet. They should be the last people to talk about anything. It is because they have no shame that is why they are talking. Any normal thinking person, what PF did to this country they should be the last ones to talk. So please let them keep quiet and watch,” said Katuka.

“Let others comment and not PF because those should be the last ones to comment on governance or any other issue. Peace in this country has finally come, the rule of law has finally come to the country. People are moving freely because of this change that took place. People are enjoying their freedoms, you go on the streets, everyone is happy, please don’t let them provoke us to an extent that we are going to open the chapter where Davies Mwila is. Davies Mwila was in Luapula, he was warning his members that ‘if we lose this election we will be arrested’. Why was he saying that? He knew what he was doing as government.

President Hichilema must address nation on Foreign Affairs PS Simwinga’s sacking- Peter Sinkamba

Green Party leader Peter Sinkamba has demanded that President Hakainde Hichilema addresses the nation on the sacking of Foreign Affairs Permanent Secretary Ronald Simwinga following conflicting statements about his departure.

This week, Mr Simwinga became the latest high ranking government official to be fired for allegedly recalling and replacement of diplomats.

But in a strange turn of events, Dr. Simwinga denied any wrongdoing and claimed that he was duly instructed to do so by higher authorities.

And now Mr Sinkamba is calling on President Hichilema to clear the air on what exactly transpired with Mr Simwinga’s sacking.

“The question is: which higher authorities are these? Are there higher authorities than President Bally? Is President Bally merely pawn in this grand masters’ game of chess, or what? Who ever was involved to give instructions to Dr. Simwinga must be a very, very powerful person in the power play of UPND Alliance, perhaps even more powerful, and feared by even President Bally himself,” Mr Sinkamba said.

“For if it were merely some petty mischievous civil servant, three things would have happened: First, immediately the saga came to his attention, without beating about the bush, President Bally would have named the culprit. The fact that President Bally used innuendoes on this very serious mischief, is proof the the person involved must be mysterious master from “Beijing”.”

“Second, President Bally would have named the diplomats involved and immediately correct the situation. The fact that President Bally could not even name the recalled, or indeed identify the appointed, means that the decision of the mysterious master from “Beijing” is final and irreversible,” he observed.

“Third, Dr. Simwinga had the audacity to openly and publicly reply to President Bally. It is very, very unusual for civil servants and diplomats to do so. The fact that Dr. Simwinga did a rebuttal in that manner, is a diplomatic signal to show that President Bally was merely pretending; that he did not know beforehand the person who issued the hire and fire instructions.”

He added, “In all fairness, for the sake of the integrity of Zambisn diplomsts on the international stage, and supremacy of the Office of the President, may President Bally address the Nation, even for ten minutes, to clear the air on this very embarrassing diplomatic glitch.”

“Otherwise, Zambia risks to find itself in a situation where foreign countries will be rejecting receiving credintials of diplomats from our country, simply because in this country, anybody can appoint anyone as a diplomat, and nobody cares.”

We won’t let UPND govt scot-free, no – Chief Mukuni

WE will not let you scot-free, senior chief Mukuni warns the UPND government.

Mukuni disclosed that traditional leaders were encouraged by ‘whispers’ from police and army officers not to relent in speaking against the PF injustices.

Speaking when infrastructure minister Charles Milupi paid a courtesy call on him and chief Hamusonde of Bweengwa, west of Monze, on Tuesday at the Oriental Swan Hotel, Mukuni said if the UPND government starts making mistakes he with other traditional leaders would speak out.

“If you start making mistakes we will highlight those mistakes. We will not let you scot-free, no. You will hear from our concerns,” he said.

Mukuni added that he has no doubt that Milupi would not let the nation down as he aspires to ensure the nation’s infrastructure is equally shared.

“We have faith in you, we believe in you. You are well placed to deliver to the Zambian people,” he told Milupi. “In our fight we were actually encouraged by the interactions we had with the men and women in the armed forces and the police who each time we met, they would whisper to us to ‘please don’t relent, speak up’. With that we said we are safe if the army and police are telling us not to relent but keep up. That is what we were doing.”

In response, Milupi said the two traditional leaders suffered greatly under the PF as Hamusonde’s son was incarcerated for treason together with Hakainde Hichilema after the Mongu traffic incident.

He also recalled that Mukuni’s wife, Veronica, was detained for allegedly abducting the Hatembo’s.

“You suffered all sorts of innuendos and insults for doing nothing apart from speaking the truth. That is what chiefs should do not to be swayed by money. We would like to appreciate you,” Milupi said. “Now that we are in power we know that you will hold us to account on what we promised the people is truly delivered to make every woman and child feel part of Zambia. We want to revive the One Zambia One Nation motto. It is not a mere political rhetoric.”

He said President Hakainde Hichilema wants to rebuild the nation.

Milupi said despite the depleted coffers, the government still has to carry out infrastructure development.

“The PF distribution of wealth was lopsided. The RDA (Road Development Agency) CEO (George Manyele) can tabulate them. They are vast areas that were left out,” he said.

Milupi said in the last 10 years there was no tangible investment in Zambia.

He said by the time the UPND would leave office Zambians would have seen what they would have achieved against what they inherited.

Milupi also said high debt was choking the nation.

“We have not assumed power to do what our friends were doing. We are not here to enrich ourselves, but to serve Zambians,” said Milupi.

DEC ARRESTS NGO ICT MANAGER AND A HOUSE WIFE FOR STEALING K2,800,000 FROM NGO

In Lusaka Province, the Commission has charged and jointly arrested Lawrence Zyambo, a male aged 41 of Olympia in Lusaka, and Evelyn Supaile, a female aged 37 of the same address in Lusaka.

It is alleged that Lawrence Zyambo an ICT Manager at a named Non-Governmental Organization, jointly and whilst acting together with Evelyn Supaile a housewife and business lady, and other persons unknown, on dates unknown but between 1st January 2020 and 30th September 2021 did steal K2,857,709.00, property of the named NGO.

It is further alleged that the duo engaged in money laundering by acquiring 02 Mercedes Benz motor vehicles, 01 Toyota Vitz, 01 Audi, 01 Nissan Terran, 01 unfinished house in Mutumbi Area, 01 plot in a serviced area and 02 houses in Olympia, all of which have been seized by the Commission.

The duo have been arrested for Theft by servant contrary to section 272 and section 278 of the Penal Code Act, Chapter 87 of the Laws of Zambia, possession of property reasonably suspected to be proceeds of crime contrary to section 71 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 of the Laws of Zambia, and money laundering contrary to section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 as read with the Amendment Act No. 44 of 2010.

The suspects have since been released on Police Bond and will appear in court soon.

Meanwhile, the Commission in Lusaka has arrested and jointly charged a female, aged 25, identified as Whytock Gemma Jordan a British national residing in Zambia and Smith Nuttal, male aged 25, a South African national residing in Zambia for trafficking in 43.9 grams of High-Grade Cannabis.

The two were arrested in Lusaka’s Ngwerere Area after a search was conducted at their premises which led to the discovery of the 7 sachets of the high-grade cannabis. A further search in a motor vehicle led to the discovery of a joint and the said motor vehicle has since been seized.

The Commission has also charged and jointly arrested two suspects identified as Ian Sichone, a male aged 31, a Telecoms Analyst of Ngwerere in Lusaka and Chabala Mbewe, a male aged 30, an Architect of Kalingalinga for trafficking in 47.8grams of high-grade cannabis.

All the suspects are in police custody and necessary arrangements are being made for them to appear before court soon.

MY FAREWELL MESSAGE ~ DR. SIMON K. MITI

It Is with profound gratitude that I today, 14″ October, 2021, bid farewell to all the wonderful people working in the Public Service. Over the past Four (4) decades since I joined the Public Service, as a young Medical Doctor in NDOLA, I have had the privilege and honour to serve in various positions and capacities ranging from Local Government into the mainstream Civil Service.

My greatest honour and privilege was bestowed on me when His Excellency the former President, Dr. Edgar Chagwa Lungu appointed me as Secretary to the Cabinet and Principal Private Secretary. I, therefore, wish to thank, most sincerely, President Lungu for the honour.

Over the past few weeks as President Hakande Hichilema has methodically organized his team, it has been an honour to help facilitate the smooth transition. In this regard, I wish to thank President Hichilema for giving me a rare opportunity to share with him my thoughts about the future of the Public Service. In my meeting with the President, I indicated that ! shall be at hand to provide whatever support I can, to the New Dawn Administration when such need arises and also in my capacity as a dedicated servant of the people. As a public servant, I owe my country everything I have contributed and achieved.

Zambia through the free education policy of Government at the time, allowed me to come out of Chifubu Township in Ndola, to be the Secretary to the Cabinet. 1 shall always be indebted to my country.

I wish to thank my family for the support they have rendered to me during this astonishing journey. Without the support of my family, this journey would not have been possible. To those that may have encountered me during the course of my tour of duty, I pray that I had a positive impact on your work and indeed your lives. To those that I may have fallen short, I seek your forgiveness. When all is said and done, we must all run our own races. I have run mine.

Finally, to the civil servants all across this wonderful country, championing the development path for our country, I wish to implore upon you (Oo remain professional and non-partisan and atways serve the Government of the day in accordance with the Code of Ethics for the Public Service. Prior to becoming Secretary to the Cabinet, I as well, served in other higher positions across Government in all the three (3) previous administrations. I am a proud Public Servant who has served all the four administrations including the New Dawn Administration. This has only been possible because I remained professional and non-partisan. In some very difficult and challenging environments, it is important to always remember God and put God first.

I leave you in the capable hands of the Acting Secretary to the Cabinet Mr. Patrick Kangwa, who I worked with closely and the two Deputy Secretaries to the Cabinet, one responsible for Administration and the other responsible for Finance and Economic Development. I urge you to continue supporting them. I also urge you to ensure that the upcoming 8th National Development Plan provides hope for development and is implemented fully for the good of our Nation in our New Dawn Government.

I want to thank you all for your unwavering support rendered to me during my tour of duty. It is well and it shall be weil.

I’M COMFORTABLE…I can employ George Mpombo – Akafumba

NDC interim leader Josephs Akafumba says he can employ George Mpombo as a lawyer if the former defence minister has legal qualifications.

Recently, Mpombo told The Mast that Akafumba had been thrown to the cleaners by President Hakainde Hichilema.

This was after Akafumba asked former president Edgar Lungu to come out of hiding and apologise to Zambians for his misrule.

But Mpombo said it was time for nation building and reconciliation.

“This is the time for nation building and reconciliation. The man wants to catch the eyes of the appointing authority as he has been thrown to the cleaners. He should preach nation building and reconciliation instead of paying off old scores,” said Mpombo.

But Akafumba, a lawyer, said he did not need a job, adding that he was already comfortable with his law firms.

“I am a professional and I run law firm here [in Lusaka] and in Livingstone. So the question of food on the table does not arise,” he said. “I am comfortable, hahahaha! Mr George Mpombo must know that I am comfortable. I employ lawyers, hehehehe. If he is also a lawyer, I can employ him. I employ lawyers, Sir, so the issue of food on the table is a non-issue.”

Akafumba said he was more satisfied that Zambia was free from PF corruption and misrule, hence getting a government position was not his priority.

“Our struggle is service, have we achieved? Yes. And he must know himself, ba George Mpombo that being of value or being of service to the nation is not necessarily being a cabinet minister,” he added. “You can contribute in various ways and the fact that NDC is in the Alliance, we are contributing to governance. What more do you need? You need me just to fly a flag, that’s when you will know that we are in the Alliance?”

As an Alliance member, Akafumba explained his closeness to President Hakainde Hichilema.

Akafumba advised Mpombo to encourage Lungu to apologise instead of abating the former president’s stubbornness even when he offended people during his tenure.

“In the Alliance we have a council of presidents where President Hakainde and Mrs Nalumango are members. So isn’t that being in

government?” he said. “So, I think my brother’s comments are far-fetched. He must own up and tell Edgar Lungu to seriously consider apologising because, you know that Edgar Lungu put it very plainly and clear that if he had won these elections his first assignment was going to arrest President Hakainde for an unknown offence. But now that we have defeated that, surely, we shouldn’t tell him to come out of his hiding and come and apologise to the Zambian people?”

Akafumba said he could not imagine what Lungu would have done to the current President had he won the presidential election.

“Sometimes I even close my eyes [imagining] what would have happened to our Republican President, Hakainde Hichilema had Lungu won, because he put it very openly and clear that his first assignment was to arrest him,” said Akafumba. “Are you sure this is the

person who should not apologise to the nation, ba Mpombo? What we went through where we were being judged by the surnames that we

carried! [Shapa] Wakunguma who is back and now at State House was fired because of his name and doing the correct thing. Are you sure the PF

government should not apologise for that? How many civil servants were retired in national interest from Western, North Western and Southern provinces under PF? And you were quiet so, are you sure again that this PF government should just keep quiet about that?”

In the recent past, the former ruling party the Patriotic Front (PF) has been asking President Hakainde Hichilema to deliver his promise to the people, such as selling the Presidential jet, offering free education and many others things.

Of course Hakainde must fulfill his promises to the people. However true this is, Hakainde cannot deliver certain promises in the shortest period that PF wants him to. If one is honest with themselves, one can’t fail to tell that Hakainde is doing very well at the moment. Among the things he has done so far is restoring the rule of law. Just few months ago, one could be arrested by the Police and detained for even traffic offenses. People who committed many bondable offenses were kept in detention for weeks without the authorities even worrying or caring about it. Today, the Police are not keeping people in cells, including political opponents of Hakainde and his party. This did not happen from without. It was after Hakainde corrected the violation of people’s fundamental rights.

Again, freedom of expression was at the mercy of the PF members and its leaders. Not long ago, you could not say anything – however just and true they were – against elements in the PF administration. It was a crime to freely express yourself under the PF administration. Today, the people are free to express themselves. The media is operating in a much freer environment than it did when PF was in power. All this is because Hakainde did something about.

We know that the UPND is expected to deliver certain things but to expect them to deliver some of the things instantly is to be dishonest, by the PF and their cronies given that, when they themselves were in power, they failed to deliver the very things they want Hakainde to deliver today.

We are not here to stop people from expecting Hakainde to honor his promises. We also want to see the UPND administration honor its promises. However, as we expect this to happen, we must not expect things to happen at the blink of an eye or overnight. We know that one of the many problems which this country is facing is that the treasury is empty. The money which the PF left in the treasury is nothing worth talking about. How can one reasonably expect Hakainde’s administration to offer free education, when the money which he is supposed to be using was all stolen by all sorts of crooks in the previous administration? We all know the magnitude of plunder, theft that characterized this country in the previous seven years. The delivery of promises will only happen once our treasury’s liquidity is sorted out. Part of that entails raising money through all sorts of justifiable and right means and getting back the stolen monies by our investigative wings. This is not to say, Hakainde must rely solemnly on prosecuting crooks in order to get back the money. Of course, while there must be other ways of raising the money, we must support Hakainde in his bid to ensure that crooks who took part in plundering tax payers’ monies are made to pay and brought to book. We know that these crooks are by party affiliation members and associates of the former ruling party. Therefore, the PF has no moral right to even demand that Hakainde honors his campaign promises because they are the reason why some things can’t be honored. Let other credible people talk.

FAZ VEEP RESPONDS TO MBULAKULIMA

We have taken note of the letter written by Mr. Mwansa Mbulakulima a former two-party Member of Parliament for Milenge Constituency on the FAZ president Mr. Andrew Kamanga.

Mr. Mbulakulima, who was an executive committee member almost two decades ago and serving on the dissolved Zamsure Football Club executive then says Mr Kamanga should resign based on the performance of the Zambia Men’s National Team in the Qatar 2022 FIFA World Cup qualifiers.

“The FAZ executive committee finds it strange that Mr. Mbulakulima singled out Mr. Kamanga in a 14-member executive committee on the performance of the Chipolopolo when the problems are multi-faceted. FAZ manages five men’s national teams (U15, U17, U20, U23 and Chipolopolo while they additionally manage three women’s national teams (U17, U20 and Copper Queens. The normal scorecard of judging the executive should be on the performance of all the national teams,” says FAZ vice president Justin Mumba.

“The FAZ executive committee that was elected in February 2021 comprises 13 elected officials that manage the game collectively. The executive is only in its eighth month of their four-year mandate and would be happy to be judged after that period.”
Mumba wonders why Mr. Mbulakulima has only found his voice now when he remained quiet when the Patriotic Front government repeatedly harassed FAZ disrupting the smooth running of the game.

“Mr. Mbulakulima should also be reminded that FAZ struggled to hold elections for a year owing to political interference to an extent that Zambia almost got suspended by FIFA from all football activities.” he says.

“The claims that Mr Kamanga has been fighting to block people to challenge him is fallacious as all the changes to the FAZ constitution were FIFA directed.”

“For the record no one has ever been blocked from contesting elections as anyone who qualified under the revised constitution was allowed to stand in the polls presided over by FIFA.”
He adds: “We, therefore, advise Mr. Mbulakulima to openly express his interest to contest for the FAZ presidency as provided for in the constitution as opposed to issuing wild and misleading statements.”

Mumba says it is unfair to judge FAZ based on the performance of one of its numerous teams.
“The FAZ Executive committee has scored many successes in other areas which need to be noted like the U20 AFCON victory in 2017 for the first time ever, qualifying the Women National team to the Olympics for the first time and FAZ has set a high benchmark in terms of managing the resources which speaks to the transparency and accountability espoused by Mr. Kamanga,” he says.

“We continue operating on an open-door policy basis and invite all the those who have ideas to improve the performance of our national teams to come on board and contribute to the development of the game.”

Mumba says FAZ is continuously responsive to feedback and will continue to work tirelessly towards improving the game.
“The Chipolopolo may have suffered several setbacks but the current outlook with a lot of progressive stakeholders point to a turnaround of fortunes,” he says.

Some UPND cadres before elections approached me, a few times, to consider becoming one of HH’s advisers because the advisers around their boss were either ineffective or were only telling the boss what the boss wanted to hear.

I generally answered that it was the boss who actually chose and appointed the advisers to tell him exactly what he wanted to hear and not what he did not want to hear.

That advisers were appointees serving at the pleasure of the boss. (I was a critic and not an adviser.)

The last conversation was outside the UPND Secretariat when I went to do some political analysis for ON-TV online during the UPND General Assembly.

Now, UPND and HH are receiving praises they want to hear even for mistakes because it is what they want to hear and it is still during their honeymoon.

HH, like MCS or EL, shall dearly pay, sooner or later, for squandering the honeymoon goodwill.

FJT in 1991 was the most popularly elected president in defeating KK to one EP region as FJT ended up the most unpopular or hated former president as KK became the most popular former president.

UPND are receiving praises for mistakes because they cannot be criticised or corrected for their mistakes.

(They are conscienceless to tell a right from wrong. HH even thinks a mistake is style.)

UPND and HH are bashing and gagging criticism, dissent and opposition.

For example, HH media priorities are upside down in as far media strategy is concerned, yet he is praised for that.

Firstly, HH who as president is active online as he was as opposition president granted interviews to international media ahead of local public and private media.

Secondly, with local media, HH is in charge as a producer, running commentator, self interviewer, latecoming and overrunning, he doesn’t do with International media, I can guess.

Thirdly, he has since preferred to start with local private media to local public media.

Fourth, and importantly, if what HH says is policy and record, it has to go through mainly ZNBC especially ZANIS where it shall be transcribed and printed in a booklet, published and filed.

ZANIS is even supposed to be under the president (HH) or State House or he can re-transfer there.

Otherwise, let HH himself and his advisers be oriented even by ZANIS of how the offline public media works before he is further embarrassed or suffers backlash and setbacks.

Lastly, unstrategic ruling through the conventional and social media is a bad thing. As bad as it was to POTUS Trump who rejected defeat at one term. Trump lived in this reality and alternative facts.

HH shall suffer a media burnout or defeat he cannot reverse. Just as HH cannot speed up the slow civil service he slowed down. Or he didn’t know the public complaint against the civil service is slow speed which helps corruption that HH is fighting.

Which are those political parties that should stop contesting in the presidential elections?

I invite you to analyse with me the performance of political parties and presidential elections from the 1991 elections to the last one, which took place on 12 August 2021.

With this trend in the presidential election results since 1991, when Zambia reverted to a multiparty system of governance, some political parties and some presidential hopefuls should just be realistic and stop contesting in the presidential elections.

UNITED NATIONAL INDEPENDENCE PARTY (UNIP)

After losing to the MMD in 1991, getting only 24.24% of the valid votes cast, UNIP boycotted the 1996 presidential and general elections due to a retrogressive amendment to the Constitution. However, after resurfacing in 2001, UNIP got 10.12% in the presidential election. In the 2011 presidential election, UNIP got 0.36% of the valid votes, but gained a bit of momentum in the 2015 by-election, getting 0.59% of the valid votes. With 0.24% in the 2016 presidential election and 0.06% in the 2021 presidential election, UNIP should bid farewell to contesting in the presidential elections.

MOVEMENT FOR MULTIPARTY DEMOCRACY (MMD)

After losing the power of governing to the PF in 2011, with 36.15% of the valid votes, the MMD got a paltry 0.88% of the valid votes in the 2015 presidential by-election, and did not contest in the 2016 presidential election. With only 0.10% of the valid votes, in the just ended 2021 presidential election, the MMD should simply say “goodbye” to contesting in the presidential elections.

THE FATE OF FORMER RULING PARTIES

Since independence in 1964, the country now has three (3) FORMER ruling parties. These are UNIP, MMD and the PF. While UNIP stayed in office for twenty-seven (27) years, the MMD ruled the country for twenty (20) years, while the PF was in office for only ten (10) years.

Stating that “UNIP and the MMD are now on the verge of EXTINCTION” is not far from the truth. Their performance in the elections attest to this ASSUMPTION. The two political parties are now existing only in NAME and not in SUBSTANCE.

The latest FORMER ruling party, the PF, should watch out for this trend. If the PF does not learn lessons from UNIP and the MMD, they may follow suit and become extinct in the next few years.

Patriotic Front party vice president Hon. Given Lubinda says it is totally unexpected and unacceptable for President Hakainde Hichilema to call for an eye for an eye.

Addressing the media at the PF secretariat in Lusaka, Hon. Lubinda said it is disturbing that President Hichilema openly encouraged UPND thugs to continue hacking and harrasing innocent Zambians and PF members.

The PF vice president said it is unacceptable for the Head of State to ask his cadres to go and seek for revenge on PF members.

” President Hichilema should not reduce himself to be a partisan President. The remarks that attacks on PF are expected human nature makes sad reading. The extremely unguarded statement made by the highest office of the land must be condemned in its entirety,” Hon. Lubinda said.

” PF cadres are being attacked ruthlessly, tortured at the the hands of UPND cadres and our complaints to the Police, Human Rights Commission and the International community are being met with defeating silence,” He said.

Hon. Lubinda reminded President Hichilema that he was elected by Zambians and he is a President for all including criminals.

” On the hand President Hichilema is saying there is need for rule of law and on the other hand he is calling for a law of the jungle. I want to remind President Hichilema that he is a President for all including criminals and not only for the holy ones. He swore to defend the constitution of the country.

And Hon. Lubinda said the PF is not weak and its meekness should not be taken for granted.

He said the PF will forever not manage to tame its cadres.

” We are not weak and our being meek should not be taken for granted. We dont want to act the same way the UPND behaved while in opposition where they encouraged their members to defend themselves, because we will be adding fuel and recipe for anarchy,” Hon. Lubinda said.

” President Hichilema must not encourage Zambians to ignore the provision of the justice system. He must be reminded that if people committed atrocities against each other, there are procedures to follow and an eye for an eye is not one of them,” Hon. Lubinda said.

Betrayal of trust by Eastern Province political Gurus can never be ignored especially after ECL lost an election in a painful way.

It is embarrassing and disgusting to see high levels of betrayal of trust of former President Edgar Chagwa Lungu by Eastern Province political Gurus.

The former president thought he was well represented by Eastern Province political leaders when infact he was being stabbed in the back everyday. They never loved him nor supported him. The biggest issue was petty jelousy and luck of appreciation. Even some clergy fought their son during every mass or preaching instead of embracing him as their own.shame.

The people that ECL entrusted with leadership in the province were living double standard. It is surprising that even those that were trusted to be presidential campaign managers decampaigned the President by dinning with UPND Candidates during the general elections.

Today people like Peter Daka have the audacity to talk ill about the former president ECL just because he wants a job from HH. UPND should never trust Peter Daka,he is a snake in green grass.Even when ECL has done so much for him,he is going round Lusangazi and kaumbwe insulting ECL and the PF leadership.
The man has no sense of pride or shame, he is a shameless pathological liar who can not be trusted by anyone. He is a betrayer who deserves no forgiveness. How can a normal person betray his own brother who meant well for him? Such politicians have the potential to sell their soul to the devil just to see their own elder brother suffer more.Peter Daka is not a good example of principled leaders but one who is misleading young politicians who are just starting their political journey.

Eastern Province has always been led by elders in politics who have failed to unite it. It has always produced leaders who are always indecisive,people like Peter Daka, Panji Kaunda, Mkondo Lungu, honorable Lameck Mangani,Bizwayo Nkunika, Alexander Miti to mention but few,have failed to show proper leadership to the young generation.

We have people still serving as members of the central committee in PF when infact they are of no tangible use in the party because of their double tongued dealings. It’s no secret that honorable Vincent Mwale is the biggest political terrorist in PF and a danger to the party. He messed the election and surprisingly,was appointed elections chairperson of the prty.wherr are we going with such leaders? Is the the rebranding we want?

Many, including the former president, were deceived by his sweet eloquent talk, sugar coated with fake loyalty.

If the party has to rebrand, the party President should understand the pain of the people in the structures.

We have nothing to lose now and let us speak in a painful way because we want to correct the mistakes that made us to lose the elections. Actually I warned the party in 2019 that losing was going to be painful. Here we are now. The people or leaders that bootlicked the President are nowhere to be found.

As if that was all, Zumani Zimba, Political Advisor to the President,was the worst person we all hated with passion. Everytime that the President visited the province, Zumani behaved as tho he was President himself. He insulted and shouted at the party officials and no one had access to the President except him and a few selfish individuals around the President. We hated our own President because we felt orphans.

Zumani was the worst choice the President made to manage the political terrain of the PF. He messed up. Only God can forgive him not us. We are hurt that our president lost an election which zumani and Siyo mismanaged. The PF Secretariat was reduced to a mare office and did not even know what was happening during elections. The Secretariat was in the dark as Zumani ran the campaigns from State house.

The Goza issue that Zumani Zimba managed was an animal which ate us at the end because they used it to milk the President of millions of kwachas just to enrich themselves.The president was vulnerable because all the people he trusted had schemed against him instead.

When PF lost,only the disgruntled and distressed few individuals gathered around ECL everyday because he was lonely. Those he trusted could not pick up his calls anymore.Beyrayal of trust.

Thank God for a few bold members who have stood the test of time,people like Given Lubinda, Steven kampyongo,Raphael Nakachinda,masuaso Tembo to rebrand the party in times of tribulations.

The first person to open and operate groceries, hardware and typing business shop in Barotseland was Mr Aibae Luyanga Mufungulwa.

Brief history

The father to Aibae was Inambao Luyanga, Inambao simply means “Lion” he was one of the senior Indunas that king Lewanika had trusted. Mr Inambao was from both Nalolo village and kashiko village in mutuwambwa area of Mongu.

In 1890 during the tour of King Lewanika in Sefula and surrounding areas, he was briefed about Mr Inambao. King Lewanika came to know about mr Inambao and that’s how the Litunga requested inambao to go and live near the palace in the plains.

Mr Inambao together with his brothers and his wife Mwangala left kashiko village to Lealui Royal village.

king Lewanika gave him a village called “N’anda” just at the entrance of Mongu from Lealui. King Lewanika also gave Inambao a village called “Namweti” just in the Barotse plains but near Lealui Royal village and he was installed as Induna Inambao.

After settling in Namweti village, he expanded his village and a lot of people came to live with him because he was a good hunter, fisherman and cooperative warrior. King Lewanika always used to go with Mr Inambao for hunting in liuwa national park.

After two (2) years he married about 15 wives and had almost about 100 people who were working for him. He had slaves “batanga”. He became so strong and famous in the west side of barotseland that a lot people started to persuade him to overthrow king Lewanika and take over the throne.

But unfortunately the news reached king Lewanika so fast that his arrest was ordered. Through his allies Inambao was secretly briefed about the order of his arrest from king Lewanika , that’s how he managed to send his pregnant wife Mwangala to go back to kashiko village to protect and hide his first born child. On the same day in the night warriors arrived and there was total confusion in Namweti village as Inambao’s supporters wanted to retaliate and attack the Litunga’s army.

After his intervention to cool down his supporters, He was arrested and taken to Lealui royal village. He was tied to a big tree locally knows as Mupolota just opposite lealui police post.

Because he was famous, and that he was loved by many people in western part of Barotseland, a lot of people from the surrounding villages came to lealui to witness his pending slaughter. People gathered at the Palace grounds. Others petitioned Induna Natamoyo (justice minister) and the entire Barotse government was shaken and divided with others supporting him while others wanted him to be killed. King Lewanika then ordered for his release and that’s how king Lewanika named him as “Mufungulwa” simply means being released.

He was released and given back his Indunaship of Inambao for Namweti village which is just near Zambezi river.

Within a week king Lewanika gave him a beautiful land and also installed him as sub-chief Mufungulwa for Maala village just near Zambezi river.

His wife Mwangala shortly in 1894 gave birth to his first born son and named him “Aibae Luyanga Mufungulwa” .
Mr Inambao did not live long to see his child grow as he got sick and died when the child was still young and the mother also died after having the third born child. King Lewanika heard about the demise of his warrior and that’s how his son “Aibae Luyanga Mufungulwa” was brought to live in the Palace together with his children. Aibae grew up in Lealui Palace but at sometimes he was allowed go to kashiko and Nalolo to visit his relatives.

Aibae grew up together with king Lewanika’s 40 children among them, Sir mwanawina, yeta, Imwiko, Mbikusita etc in Lealui Palace. He was among the first people to start learning at Barotse National school in 1907 which is now called Kambule technical secondary school in Mongu.

After his education he went straight to work in Livingstone as clerk and typist. Then promoted as a company secretary until his voluntary retirement. His scope of work was involved in running the operations in Zimbabwe, Malawi, Namibia and South Africa.

Aibae attended the burial for king Lewanika and also saw the enthronement of King Yeta in 1916 who he grew up with. He went back to Livingstone.

King Lewanika has always treated him like his truely son. In 1929 he come back home and king Yeta offered him to marry his sister Princess Inonge Lewanika but he refused. Princess Inonge Lewanika was very close ally of Aibae even during the times of their stay in King Lewanika’s Palace she used to always provide him with food and fruits. Aibae told King Yeta that he did not want to become a slave because he grew up with pride and respect from the palace, hence he considered Princess Inonge Lewanika as sister and family.

Aibae married to Mwangala munembo (Ma-munembo) a subiya who was coming from Namibia. Their first born daughter is Aggness Mwangala Mufungulwa, he named her after his late mother. From that wife (bo-Ma-munembo) he had three daughters and one son called Charles Anakoka Mufungulwa. Ma-Munembo was coming from Imuba village in the Barotse plains and her mother from caprivi in Namibia. She passed away in 1940s. Mr Aibae was devastated as his children were still young. He opted to go for early retirement and married another wife (bo-izabeta) and finally come back home in 1949. From Ma-izabeta he had another two (2 men).

When Aibae retired, his workmate Mr Phiri invited him to go together to open stores in Blantyre and chipata he refused and told him that Barotseland was his business place.

When he reached Barotseland, he found that Sir Mwanawina had taken over the throne from his brother King Imasiku Imwiko as the king of Barotseland. He went to see him and told him that he wanted to come back home and start business since he had gained experience and wanted to contribute to the growth of the Barotse economy. Sir mwanawina III was among the last few children of King Lewanika who saw Aibae grew up in the palace.

He was given a land in Moombo area to settle his business empire. Despite most Indunas laughing at him. His Majesty the king of Barotseland, Litunga Sir Mwanawina III authorised him to setup and operate his businesses in the entire Barotseland, but the competition was hard because only the whites were running the shops at that particular time such as susuman stores.

He first opened his shop in Nakanya where his shop was rooted and burnt down by the local People who were mocking him that he can not sale sugar , salts and milk because he was black. He moved to Mongu and open a big shop which is currently in Mazima area, extended to Lealui, Sefula, Nalolo, Usha, Mushitwambumu, Mbanga and Nangula areas. He brought his 109 Land Rover, and bought also two tractors and 110 Land Rover. He had about 1,000 head of cattles as at 1960 and he was also a farmer.

He was approached again by his uncle who was also his former school then retired teacher from munali secondary school late Mr. Yuyi Mupatu, they opened the first ever private school in Barotseland which was called “Makapulwa” currently Mupatu primary school. And his Majesty the king, Litunga Sir Mwanawina III gave the school land and personally visited the school and encouraged people of Barotseland to go and learn as it was a night school.

Mr Aibae Luyanga Mufungulwa also helped and mentored a lot of people in Barotseland. He was Christian by faith as he used to worship at “Keleke ya Bulozi” the church of Barotseland. He encouraged other people to open their shops and conduct businesses so that the economy for Barotseland could be improved.

Later on, local people started opening theirs businesses including then king of Barotseland Litunga late Sir Mwanawina III. The people who opened were as follows; Lyambai, Ngulu and Sir Mwanawina M/Hotels, Kashumba and Mwala bakeries, Ikambwa Mukumbuta, Malala, Simandi, Mubonda, Kulwawalelo, Cheers stores.

Additionally after Zambia independence new businessmen come on scene such as; Kwaleyela Evans, Lubinda Nooyi, Kapyololo and Madzima groceries and Bottle Store.

Mr Aibae Luyanga Mufungulwa’s first born daughter Mwangala who did her education from the white missionaries taught by mr and Mrs Jalla and group in Mabumbu missionary school and went on to Finnish at chipembi was a designer and secretary by professional. She was married to a typist and accountant late Mwibea Mundia from Sefula and Naende village of mongu district, Mwangala divorced her husband in 1970 and went to start her own business empire in Limulunga. She was one among the first black women to operate businesses in Barotseland and the only one who was authorised by the Barotse Royal authorities to exchange business trade with masame “Indians” items such as groceries and hardwares as Indians were totally banned to operate or trade in Barotseland since time immemorial.

She built her business and expanded by venturing into timber trading ( she employed mbundas and luvales from Namitome, ikwichi, Makapaela, Ikabako and surrounding areas) , cattle rearing, farming, milling agents and tailoring. She opened her own biggest store in Limulunga were a lot of people were shopping from. She also opened a tailoring school centre with late mr Kasiwa Kasiwa of Nangulwe village in Moombo area, where women and men were been trained. Late Kasiwa was the only designer for Litunga late Ilute Yeta IV and Litunga Lubosi Imwiko II until his death in 2003.

Mwangala retired from doing businesses in 2014 at the age of 84 years old.

Mwangala is famous known as “Bo-Ma-Luyanga ” took over the business concept from her father.

The late Mr Aibae Luyanga Mufungulwa was born on July 1894 in Mongu and died in April 1982 at King Lewanika General Hospital in Mongu. He is buried at his village of Limulunga’s Moombo area.

He had six (6) children’s, three (3) men and three (3) women. Namely; Ms Aggness Mwangala Mufungulwa, late Ms Grace Sishwati Mufungulwa, Late Ms Mbangweta Mufungulwa, Mr Charles Anakoka Mufungulwa, late Rev. Kabakatunda Mufungulwa and late Mr Gerry Mufungulwa Mufungulwa.

Only his first born daughter Mss Aggness Mwangala Mufungulwa aged 91 years and fourth born Mr Charles Anakoka Mufungulwa aged 84 years old are still alive.

Mr Charles Anakoka Mufungulwa is Induna Mufungulwa for Maala village. He is former councilor for Mushitwambumu (1996-2000) a farmer and a businessman. Anakoka was the senior advisor to Linyungandambo freedom movement (2008-2015) who was on the most wanted list by MMD’s Rupiah Banda regime and PF government. He is retired and currently staying at his house in Limulunga Royal village.

The current UPND Luena Constituency of (Limulunga district) Member of parliament Hon Mubita Anakoka is son to Mr Anakoka Mufungulwa and grandson to late Aibae Luyanga Mufungulwa.

Road blocks should be considered again to ensure that there is enforcement of the law on public road -VP Mutale Nalumango

VICE-PRESIDENT Mutale Nalumango says road blocks should be considered again, not as a measure to inconvenience people, but to ensure that there is enforcement of the law on public roads.

Speaking during the burial ceremony of the victims of an accident which occurred last week on the Chingwere Road junction along Great North Road, Vice-President Nalumango said there was need for routine checks on the roads to ensure that people were driving properly.

“Whilst having reduced physical presence, remember there was an outcry of too many road blocks on the road and this has reduced the presence of both the Zambia Police and Road Transport and Safety Agency to conduct scaled up traffic law enforcement. This now should be considered again as something that we should look at so that there is routine check on the road to ensure that our people are driving properly, not to inconvenience the people but to ensure there is enforcement of law on public roads,” she said.

Vice-President Nalamango said government was concerned about the manner in which public transport drivers disregarded traffic rules.

“As government, we are concerned with the manner in which public transport drivers are disregarding traffic rules and regulations with impunity. A situation which has resulted in loss of lives. It is almost daily that we hear of these accidents that we could avoid if due care was taken. I wish to remind public transport drivers of their obligations to safeguard the lives of the travelling public by not over speeding considering the high level of responsibility they assume as they carry masses on board,” she said.

“We wish therefore to caution public transport drivers and operators to comply with the traffic regulations in a bid to avoid people negligently dying from road accidents which could be avoided. As a government, we wish to extend our message of condolences to the bereaved families and wish the injured a quick recovery. Let me specifically say the President sends his message of condolences to the bereaved family and to all Zambians because this is a disaster when you lose so many lives.”

Vice-President Nalumango said a dark cloud had been cast over the country by a road accident which could have been avoided.

“A dark cloud has yet again been cast over our country because we have lost our dear ones due to a road traffic accident which would have been otherwise avoided. Investigations conducted by the Road Transport and Safety Agency to establish the cause of the Chingwere turn off road traffic accident in which nine lives have been lost and several sustained serious injuries revealed that the crash was caused by the driver’s negligence and excessive speed.

The deceased are seven adults and two infants. The investigation reports indicate that the accident happened on Saturday evening 9th October, 2021 along the Great North Road. The accident’s investigations have established that the driver of the truck did drive without reasonable due care to other road users by failing to keep to his lane, failed to control the vehicle and was driving at excessive speed in built up area resulting in the loss of lives,” said Vice-President Nalumango.

It is illegal in California to remove a condom during s3x

Last Thursday, California Governor Gavin Newsom signed a new law making it a civil sexual battery offense for someone to engage in “condom stealthing”—removing a condom during sex without verbal consent from their partner. The law, authored by Democratic Assemblywoman Cristina Garcia, allows victims of stealthing to sue their perpetrators for damages and relief.

“I have been working on the issue of ‘stealthing’ since 2017 and I am elated that there is now some accountability for those who perpetrate the act,” said Garcia.

California is the first state in the country to prohibit condom stealthing, which forces another person to have unprotected sex without their consent. A law against stealthing recognizes the right to sexual self-determination—including not only the right to consent to sex, but also to the right to choose what conditions are placed on consent to sex.

“This law is the first of its kind in the nation, but I urge other states to follow in California’s direction and make it clear that stealthing is not just immoral but illegal,” said Garcia.

In a 2017 Yale study, civil rights attorney Alexandra Brodsky interviewed both male and female survivors of ‘stealthing,’ which she describes as a “grave violation of dignity and autonomy” and a “disempowering, demeaning violation of a sexual agreement.” One young woman told her partner a condom was non-negotiable and that she would leave if he would rather not use one. He agreed, but then secretly removed the condom during sex.

Survivors of stealthing experienced mental trauma as well as fears of sexually transmitted infections and unwanted pregnancies. A 2019 survey on stealthing found that “men who had a history of nonconsensual condom removal were significantly more likely to have had a sexually transmitted infection diagnosis (29.5 percent vs. 15.1 percent) or have had a partner who experienced an unplanned pregnancy (46.7 percent vs. 25.8 percent).”

The survey also found that men who engaged in stealthing had greater hostility for women and misogynist disdain toward them.

“Sexual assaults, especially those on women of color, are perpetually swept under the rug,” said Garcia. “It’s disgusting that there are online communities that defend and encourage stealthing and give advice on how to get away with removing the condom without the consent of their partner.”

Condom stealthing has received increased attention in recent years. According to a 2018 Australian study, one in three women and one in five men have experienced stealthing. Another study found that 12 percent of women ages 21 to 30 reported they had a partner engage in stealthing. Sexual assault allegations against Julian Assange included charges that he tampered with a condom during sex. And Michaela Coel’s recent series I May Destroy You portrayed stealthing as about dominance and power.

Several countries across the world have criminalized stealthing, including Switzerland, Canada, Germany and Australia. In April of this year, New Zealand prosecutors won their first successful stealthing prosecution in a case against a man who agreed to use a condom with a sex worker, then removed it during sex.

California’s law creates civil liability for stealthing, but Garcia plans to push for adding stealthing to the California criminal code as well.

“Bringing it out into the open and passing a law that makes it against the law to engage in this conduct is space for education,” said Michele Dauber, Stanford law professor and chair of Enough is Enough Voter Project. “Now it’s against the law, it’s going to have to become part of the sex education curriculum that this is against the law. The slow pace at which our investigative wings are conducting their activities in their bid to bring to book crooks is worrying. President Hakainde Hichilema has shown so much political will to fight criminality, corruption. His stance, often than not, over these vices has created a conducive environment for a robust fight against corruption and stealing of public funds by elements of the previous administration of the Patriotic Front (PF).

However, the slow pace at which investigative wings is worrying to the public. We all know that there was massive theft of public funds in our country by thieves in the previous administration. This is not a secret. And when one takes a very small investigation, it is not very difficult to trace where some of those crimes were being committed. We believe our investigative wings have enough know-how and resources to establish where corruption and thievery was taking place in the PF administration. Why are we not seeing serious arrests yet?

We are beginning to think – and we strongly believe we are not far from truth that – there is a systematic way which some compromised elements within the investigative wings in partnership with crooks are doing to undermining the corruption fight of Hakainde.

Everyone knows, including children, that PF housed a number of serious thieves. They inflated figures on tenders where most of the monies paid do not correlate with actual prices of goods or services in question. Most of that money ended up in the pockets of these criminals. It is only in Zambia where government, under the PF administration could procure a fighting fight truck at $1 million yet, fail to secure insurance for that truck at its said market price. That alone tells you that the real cost does not reflect the amount that such items were purchased on by tax payers through their representatives in government.

Further, a number of them were given contracts of all sorts and paid monies but have not delivered anything. Look at the thieving that took place at Food Reserve Agency (FRA) where a PF Provincial Chairman obtained tons of maize to sale to Congo but did not pay FRA the money! Look at the thieving that took place over the Higer Buses which PF elements on structures begun to run and manage them, and pocketed all the monies.

This country is damaged because much of the debt which the PF administration acquired ended up in the pockets of few crooks. These are very well known facts but until now, investigative wings seem to be doing nothing worth talking about despite that Hakainde has created a very fertile environment to prosecute thieves.

Ironically, thieves are regrouping and asking Hakainde to deliver certain things overnight when we all know that Zambia is broke because they stole all the monies. It is the same money which these thieves plundered which should be used to offer free education and meet other promises. If Hakainde is going to fulfill most of the promises he has made – which we all know are in the interest of Zambians – there must be a robust fight against corruption, against endemic plunder which we experienced in the PF administration. Therefore, investigative wings must not fold arms and take all their time in visiting thieves. They must do things with a sense of urgency because so much is highly dependent on them. Hakainde has provided enough leeway and support and has shown enough as well as necessary political will to ensure that what was stolen from Zambians in brought back. Do not let Hakainde down and consequently, let the people of Zambia down.- The Candidates

Teacher Accused of Having S3x with 15-Year-Old Student Is Pregnant, Police Say

A Florida teacher accused of having an inappropriate relationship with a 15-year-old former student fell under scrutiny last spring after the student allegedly showed others a cellphone video of the two of them having sex, police say.

And now, according to police, the teacher has told them that she is pregnant.

The 41-year-old teacher, Heiry Calvi, had no comment about the allegations as she was released Saturday from jail after posting bond following her Thursday arrest, reports WSVN and CBS Miami.

A Doral police spokesperson, Rey Valdes, confirmed the woman’s pregnancy to PEOPLE, and said she revealed her condition during the jail intake process after her arrest.

An arrest report said the student claimed the sexual encounters were consensual.

“A child does not have the legal authority to give consent even though the child may say ‘this is OK,”’ Valdes previously told the Miami Herald. “The responsibility is on the adult.”

An attorney for Calvi was not identified and the father of her unborn child was not revealed.

A police report said Calvi had taught the student at John I. Smith K-8 Center, and the two grew close last year when Calvi began tutoring the student at the student’s home.

The allegations first were reported by students in March to a principal and a school resource officer at J.C. Bermudez Sr. High School, which shares a campus with the K-8 Center, according to an arrest report obtained by PEOPLE.

Officers brought in to investigate searched the student’s cellphone and found “photographs that were certainly inappropriate, that indicate that there was in fact an inappropriate relationship,” Valdes told WSVN.

Along with nude pictures of Calvi and the student, investigators discovered a WhatsApp message thread in which the two texted “I love you” to each other, images of them together at locations outside school such as Miami Beach, alleged evidence that Calvi allowed her credit card to be used by the student, and an audio recording of the student advising an unknown other person to deny awareness of the relationship, according to the police report.

After Calvi’s arrest, Miami-Dade County Public Schools released a statement.

“Miami-Dade County Public Schools (M-DCPS) is disturbed by today’s arrest involving inappropriate employee behavior,” it says. “When the district was apprised of these allegations in March, the employee was immediately reassigned to a non-school site location. The district will begin employment termination proceedings and will ensure the individual is prevented from seeking future employment with this school system.

“M-DCPS will continue to review its employee trainings to ensure that our workforce is fully aware of the district’s professional expectations of them and their ethical obligation to safeguard children.”

The district did not report any prior disciplinary actions taken against Calvi, who now is charged with with lewd and lascivious battery; electronic transmission harmful to minors; unlawful use of a communications device; child neglect; and offenses against students by authority figures.

Regarding an additional charge of possession of a firearm on school property, Calvi said the Glock 43 9mm handgun recovered from her car when she was arrested belonged to her husband and is always kept in the vehicle, reports CBS Miami.

Calvi has not yet entered a plea, according to available online records.

“She was a really good teacher,” student Luigi Lopresti told WSVN. “She knew how to explain things really well. It’s just – I can’t believe that.”

Man gets double life term for killing his wife using cobra

The Kollam Additional Sessions Court in Kerala, India on Wednesday, imposed a double life sentence on Sooraj S Kumar for killing his wife using a cobra.

Sooraj had killed his 25-year-old wife, Uthra on May 7, 2020, by letting a cobra bite her in her sleep.

The crime became known widely known as the ‘Uthra murder case’ and garnered international attention.

In a case described by the prosecution as ‘rarest of the rare’, the convict was awarded life sentences on charges of Sections 302 (murder) and 307 (attempt to murder) as well as 10 years rigorous imprisonment under Section 328 (causing harm using poison) and seven years imprisonment under Section 201 (causing disappearance of evidence) of the IPC along with a fine of Rs 5 lakh.

The trial court stopped short of awarding the convict the death penalty considering his young age and no past criminal antecedents, underlining that there are opportunities for him to reform.

However, the court made it clear that the convict would undergo jail sentences of 10 years and 7 years consecutively before starting his double life sentence.

Investigating officer and former Kollam Rural SP S Harishankar told reporters that he was satisfied with the verdict.

“The quantum of sentence is decided by judicial discretion and has a lot of factors to keep in mind. The court has already found the accused guilty on all four charges arrayed by the investigating officers and the prosecution. Our efforts end there. We cannot comment on the quantum of sentence,” he said.

The victim’s mother Manimeghalai, who monitored the proceedings of the trial from her home in Anchal in Kollam district, said she was not happy with the verdict as she was expecting the court to award the death penalty to Sooraj.

“These are the flaws of the judiciary as there are loopholes. People get away using those loopholes. Had the extreme punishment given, it would have acted as a deterrent for others to desist from doing crimes. We will go in appeal,” said the grieving mother.

Indian man gets double life term for killing his wife using cobra

The case dates back to May 7, 2020 when Uthra, a differently-abled mother of a one-year-old, was found dead due to a snakebite at her home in Anchal by her mother.

The victim’s mother said her daughter and Suraj had gone to their room after dinner. On that May morning, Suraj, who was a late riser, woke up early and went out. When Uthara didn’t wake up, her mother went to her room and found Uthara lying unconscious.

The snake which was still in the room, was killed by Uthara’s parents when they returned home from the hospital after their daughter was declared dead.

Though it was initially dismissed as a snakebite death by the local police, the fact that Uthra had been bitten earlier by a viper on March 2, 2020 at her in-laws’ home, that required her to be hospitalised, and a complaint of foul-play in her death by her parents forced police higher-ups to launch a detailed investigation.

After a thorough investigation led by then Kollam Rural SP Harishanker, it was concluded by the officers that Sooraj, an employee of a private financial institution, had painstakingly plotted the murder of his wife Uthra by forcing a snake to bite her.

On May 24, the police arrested Suraj and his associate Suresh, a professional snake catcher for hatching a conspiracy to use a snake to kill her.

The police claimed that Sooraj purchased both the viper and the cobra from the snake handler with the intention of killing his wife and making it seem as a natural snake-bite.

Though the attempt by getting the viper to bite her in March, 2020 failed as she was hospitalised on time, he managed to repeat the devious act with the cobra two months later. She was under treatment for over 50 days at a hospital following the first snakebite.

According to the police version, the couple had a strained relationship and Uthra’s parents alleged that she was regularly harassed by her in-laws over dowry.

The Kollam Crime Branch, which led the probe, had filed a 1000-page chargesheet in the case, detailing the manner in which Sooraj carried out the murder, using scientific and circumstantial evidence.ssdsd

According to the police, Suresh had given Suraj the snakes. He first provided a poisonous viper for Rs 10,000. After the first attempt failed, Suresh supplied him a cobra for Rs 10,000.

The one-year-old son of the couple has been handed over to the parents of Uthra.

Never in the history of Zambia have we seen an entire Head of State take himself on radio to interact with the public and answer some questions people have on governance issues. What Hakainde Hichilema did today is impressive. You may disagree with the content of Hakainde’s interaction with the media and the people but you cannot take away the fact that what he did today was noble, honorable and worthwhile. In his address, Hakainde says there are people even in State House who want to shield him from the concerns of the people, from what the people are saying. We agree with him and we know some of the elements that have created some barricades around Hakainde to filter what reaches his ears.

We come from a background where Presidents are protected from the truth and the general feelings of the people. We saw this nonsense in the administration of Edgar Lungu. We know that Edgar is a very good person. We have no relationship with him and when we speak of Edgar, we do so on account of the things that independent people have repeatedly said about him. Of course is not difficult to tell that Edgar is not as evil as some people want to have us believe. This is someone who spent a good part of his life living among the most underprivileged people. When Edgar was President, you could easily sit and dine with him, without feeling that you were next to someone very important occupying the highest office of Zambia. If by any chance you found yourself around Edgar, he could never project himself as a President but as an ordinary people who did not need any special treatment of any kind. In fact, the security personnel who guarded him have said before that, Edgar fed from the same plates as the very people responsible for protecting him. This is Edgar – a very down to earth person. A man who always had the interest of common people at heart.

You may ask – what went wrong? What happened for people to begin hating Edgar in the manner they do today? It is the people that surrounded Edgar. Those elements took Edgar’s consideration for granted and begun to abuse his good will of appointing them into various positions. They behaved like monkeys and begun to treat Zambia like a maize field. We all know how monkeys behave in a maize field. It is the elements that surrounded Edgar that drove him into a field of hate from the people of Zambia, to warrant his removal in the previous election.

We are happy that Hakainde seems to realize that the very people he appoints into various positions have the capacity to damage him. Already, there are crooks at both State House and the UPND Secretariat who have gone into bed with corrupt elements of this country. These jackals, hyenas have obtained proceeds of crime from tenderprenuers of all sorts who have a stake in the corruption that characterized the PF administration of Edgar.

However, after today’s events, we have no doubt that Hakainde is impressive. Of course, he has his weaknesses and we know that he is not perfect but we must not rob him the praise he deserves for doing certain things right- which other past Presidents could not do.

Our appeal to Hakainde and those close to him who wish not to see him fail is that, the people of Zambia are expectant of so many things. You may not be able to deliver every promise you made but you must not fail to deliver the simple things that the public expect from you. To fail to deliver some promises is not a sin and does not mean one’s life must end. If those in previous administrations have failed to honor certain promises, then why expect Hakainde to fulfill even things that require him to recover stolen wealth from thieves of the previous administration?

We ask Hakainde to particularly do more to deal with the corruption that characterized the previous administration. We say this because we know a number of crooks stole a lot of money from Zambians through tenderprenuership, inflating figures and even getting paid for contracts they have not honored.

A few days ago, we condemned Hakainde for moving the investigative wings to State House. We regret we misjudged his fundamental intention. Having looked at the behavior of investigative wings where prosecutions of cases are concerned – Hakainde was right – he must micromanage these institutions. We support Hakainde’s efforts to recover stolen property and we shall do our part to ensure that we expose crooks, thieves. We are saying this because Hakainde spoke about the corruption and thievery that take place in government institutions where procurement of goods and services is concerned. We must never see situations where the people are made to spend $1 million to purchase a single fire truck. Never!

LUSAMBO SEES HICHILEMA’S RADIO APPEARANCE AS A WASTE OF TIME

HAVING served under a president with incurable media phobia, former Lusaka Province minister Bowman Lusambo is shocked that President Hakainde Hichilema will today “waste” two hours responding to citizens’ questions via phone on a radio program.

In his seven-year rule, the only time former president Edgar Lungu found courage to speak to the media was when he was addressing carefully handpicked journalists or when he alighted from the presidential jet which was well stocked with pricy intoxicating wines.

In complete departure from that culture of avoiding media, President Hichilema will be appearing on radio today.

But according to Lusambo, President Hichilema’s scheduled two-hour appearance on privately-owned Radio Phoenix will be a complete waste of time.

Upon switching on his mobile phone data this morning, Lusambo took to Facebook to express shock that; “For the very first time in our history, an entire President will be subjected to a two hour long radio programme to respond to people’s concerns”.

According to the Kabushi PF member of parliarment, President Hichilema’s radio appearance today will confirm a
big communication crisis in the government.

“For his team at State House, this may appear to be a big Out of the Box innovation but for some of us who understand how governments functions, this confirms that there is a big communication crisis in the Hichilema government,” he wrote.

Lusambo wondered what Chief government spokesperson Chushi Kasanda will be doing if President Hichilema was was responding to citizens’ questions.

“What we expect from President Hichilema is to get down to work. We don’t need anymore talk shows. Those close to him should tell him that time for campaign talk shows ended and now is time to work. Farmers just want empty bags and inputs distributed. Students want loans credited in their accounts and widow just wants mealie meal prices reduced. No Zambian is interested in two hours of speeches,” Lusambo wrote.

Further, Lusambo wrote that Zambians only wanted a Progress Report and the President didn’t need two hours to give them one.

“President Hichilema should be told that if his government is failing to communicate adequately, maybe he should concentrate on filling up empty positions in his government than sitting in a studio wasting time he doesn’t even have,” wrote Lusambo.

DESTROYING CHOMA DEBONAIRES DUE TO ALLEGED NON DISPLAY OF PRESIDENTIAL PORTRAIT IS MERE POLITICAL HOOLIGANISM

What happened in Choma where UPND cadres, harrassed and attacked the Choma Debonaires branch, belonging to PF MCC Kebby Mbewe, for not displaying President HH’s portait was unfortunate, barbaric and a display of lawlessness.

There is no law that requires that businesses and offices must display such as it is a mere practice and not legal requirement.

Just to remind Zambians that this is not the first time that overzealous cadres have misbehaved and misconducted themselves in this manner just to attract political attention.

On Monday 5 January 2018, then Kitwe District Commissioner, Binwell Mpundu while inspecting business houses in Kitwe, expressed disappointment that some prominent institutions were using the 2015 Presidential portrait which has been done away with.

Mpundu, ignorantly said it was an offence for any institution not to display the new presidential portrait which Cabinet Office issued to the public over a year ago further warning them by issuing a 21-day ultimatum to business to adhere to his directives failure to which government would act to enforce the non existing law.

Clearly, Mpundu acted ignorantly because perusing through several pieces of legislation including the Constitution, the Penal Code, Public Order Act and the Local Government Act, there is no section contained on presidential portrait display to that effect.

On Friday 24 June 2011, Given Lubinda then opposition PF member of parliament for Kabwata raised this issue with the Vice President and Minister of Justice, late George Kunda in the National Assembly.

Lubinda wanted to know whether or not (a) under what law the portrait of the Head of State and Government was displayed in public places; (b) if no law existed, when the practice of displaying the portrait had started and what the rationale was; and (c) whether there were any penalties for failure to display the portrait.

In response, Todd Chilembo, then Deputy Minister of Justice responded that, *there was no law requiring the portrait of the Head of State and Government to be displayed in public places.*

*It is a practice* and “the practice of displaying the portrait of the Head of State and Government in public places was inherited from the British and is encouraged as a means through which the public is made aware of who the Head of State is and who constitutes Government explaining that this practice is particularly helpful in settings where the general public may have no access to this kind of information via television, newspapers and radio.

Chilembo further guided that there could be *no penalties for failure to display the portrait of the Head of State as there was no law requiring the displaying of the portrait.*

Since this question was raised in parliament, there has been no law enacted to criminalise the no display of a Presidential portrait in public, business and govt places.

So the incident in Choma was clearly more of political one than legal and therefore, the cadres just used the presidential portrait issue to reach at Kebby Mbewe, the PF MCC whose conduct before, during and after election could have been injurious to them.

Now that barbaric conduct by cadres destroying private properties to reach at a political opponent and a place that benefited many regardless of their party affiliations is evil and must be condemned and culprits brought to book.

Civil ways of reaching at each other as politicians can be explored than destruction of property in the name of party vigilance.
