ConCourt -11th June 2021 Judgement Day in Edgar Lungu Eligibility case!

Court to deliver Judgment on President Lungu’s Eligibility on Friday.

Lusaka… Monday, June 07, 2021

(Smart Eagles)

The Constitutional Court has reserved the judgment om President Edgar Lungu’s Eligibility to Friday, 11th June, 2021.

Earlier, the Court dismissed an application by three foreign-based Zambian lawyers, Professor Chaloka Beyani, Melvin Mbao, and Cephas Lumina, who are, and wanted to be joined to the matter as friends of the court.

The foreign-based academicians who are known to have no known track record in arguing constitutional issues in Zambian courts were to be represented by former LAZ President Eddie Mwitwa.

In a less spirited argument, John Sangwa argued the matter on behalf on behalf of Legal Resources Foundation Limited, Sishuwa Sishuwa and Linda Kasonde’s Chapter One Foundation Limited.

No new arguments were brought by Sangwa except him giving a historical background of the Constitutional provision on two terms. He urged the Court not to follow the Dan Pule Case and the decision in Bampi Kapalasa and Joseph Busenga.

In reaction, four state counsels comprising Attorney General Likando Kaluluka, former Deputy Chief Justice Bonaventure Mutale, Eric Silwamba and Sakwiba Sikota described the arguments by Sangwa as academic and lacking any basis as the court has already pronounced itself on the matter in the famous Dan Pule case.

State Counsel Sakwiba Sikota, citing various authorities from the Supreme Court, asked the court to have state counsel Sangwa personally bear the costs of the case as he was also counsel seized with handling the Dan Pule case which was determined by the Court and settled the same issues being litigated in the petition. The request unsettled State Counsel Sangwa who put up a general argument why the Court must never award costs in Constitutional issues.

Meanwhile, the court also reserved the hearing of a matter in which Sishuwa Sishuwa committed contempt against the court through his article published on Lusaka Times online media.

The concern against the contemptuous remarks by Dr. Sishuwa was brought to the attention of the Court by lawyers representing President Lungu and the State. Dr Sishuwa Sishuwa was survived an on-spot hearing as he was reportedly out of the country.

The hearing of the case today attracted at least 25 lawyers from different law firms and was attended by various political and civil society leaders in a fully packed courtroom.

Wind Of Change Is Loud And Clear In Rural Areas- Colonel Panji Kaunda

By Kamuti Muyambela

Ruling PF member Colonel Panji Kaunda says people in rural areas have embraced the desire to change government on August 12.

And Col. Panji described as cheap propaganda Joseph Malanji’s claims that about 700 people from opposition UPND in Vubwi district had joined the Patriotic Front (PF).

He told Daily Revelation that PF should not blame anyone on August 12 when they leave office because the people of Zambia particularly in rural areas have been governed on lies.

Col. Panji, a PF member observed that lies have short legs and therefore any government that thinks could deceive the people in perpetuity was merely chasing the smoke. He said Zambians were not stupid or dull that they cannot see PF lies.

He cited Vubwi as one the districts which had been on the receiving end of PF lies.

“A lot of things were promised (by the PF government) in the district. There was a promise about the roads that haven’t been done; schools they started haven’t even been finished; as usual there are no medicine in hospitals and clinics. A lot of things that people were promised haven’t been delivered. So, life here is as difficulty as everywhere else including towns,” Col. Panji said. “The traders are struggling to take their goods and produce to the market (because) the cost of transport has become unbearable. Roads are in deplorable state. So, life is very difficult in rural areas and voting for PF is a nonstarter.”

He said even bribing and enticing voters with money would not work because people have come to a realisation that the trend was perpetuating impoverty.

“What is even more interesting is that people say, ‘okay, you bring money, give us: we will eat but we won’t vote for you’. That’s what is on the ground. The ‘don’t kubeba’ is backfiring on the PF,” he noted. “If I were them (PF), I would think twice on dishing out money to the electorate.”

Col. Panji said people of Vubwi like many others in rural areas are calling for change, adding that the ‘wind of change’ has become a household name among rural voters.

“The wind for change is very much alive and kicking in favour of the UPND Alliance. Everyone in Vubwi (district) is calling for change: they are in full support of president (Hakainde Hichilema), the MP, councillors and everyone contesting on UPND Alliance ticket. I am PF, but I can see change coming,” he said. “This change is not hiding at all; it’s in black and white that everyone here can see and smell very closely. The people calling for change are ordinary Zambians; villagers; youths; women who want real change.”

And Col. Panji said all UPND structures in Vubwi were intact and no one had defected to PF as claimed… continue reading via this link http://www.dailyrevelationzambia.com/?p=808

3 PF Cadres Hospitalized After Being Clobbered By UPND For Disrupting HH Road Show

3 PF CADRES HOSPITALISED AFTER BEING CLOBBERED BY UPND FOR DISRUPTING HH ROAD SHOW

THREE PF cadres are admitted in the Ndola Teaching Hospital after they were mercilessly beaten after they attacked a UPND camapign roadshow.

This happened on Saturday immediately after UPND Leader Hakainde Hichilema left Mushili SDA Church and went for a road show in the township.

However, as the entourage moved through the market, a group of PF cadres, calling themselves security officers, showed up and attempted to stop the roadshow by throwing stones.

This forced UPND supporters to descend on the PF members and unleashed a thorough beating, leading to the victims being hospitalised.

Copperbelt Police Commissioner Elias Chushi confirmed in a statement that three PF ‘security officers’ where attacked by UPND cadres and sustained serious injuries before they were admitted to Ndola Teaching Hospital.

The regionalPolice boss however said the UPND procession was illegal and that the victims were attacked from their party office.

“Police in Ndola District received a report of unlawful wounding and malicious damage to property which occurred on 5th June, 2021 around 16:00 hours along Mushili Road in which suspected UPND cadres unlawfully wounded during an illegal road show in Mushili and Masala Townships. The three PF cadres were at the PF Security office located along Mushili Road in Mushili Township when they were attacked by UPND cadres and sustained serious injuries and currently admitted to Ndola Teaching Hospital,” said Chushi.

He identified the injured PF cadres as Mike Kasongo 43, of Kansengu Area in Ndola who was stabbed twice on the right ribs using a screwdriver, and is in a critical condition in the Intensive Care Unit.

Chushi said Felix Kaputungu 47, of New Mushili Township in Ndola was hacked in the head and sustained a deep cut, adding that a machete is alleged to have been used.

He also said Aggripa Ngoma 29, of Masala Township in Ndola was hit on his left shoulder and suffered a suspected fracture of his collarbone, as his attackers used an iron bar.

“Additionally, three motor vehicles have been damaged, Fan Cargo Registration Number BCB 7154, front and rear screens have been smashed. Toyota Caldina Number plates, side windows, front and rear screen have been smashed. Toyota Crown, ACX 7394 had its front and rear screens, smashed. Total value of property damaged is not yet ascertained. No arrests made yet,” said Chushi in a statement.

GBM’s daughter Sibongile Mwamba advises Zambians against Experimenting with Leadership

Patriotic Front (PF) Kasama Central parliamentary candidate and GBM’s daughter, Sibongile Mwamba, has cautioned Zambians against experimenting with national leadership in this year’s general elections if the country is to continue on its sound developmental trajectory.

Ms Mwamba says President Edgar Lungu’s leadership is exhibited by the many development projects across the country and therefore deserves to continue in power after the August 12 general election because of his visionary leadership.

Ms Mwamba said in an interview said President Lungu is a tested leader with a heart for the poor.

“It is important that the electorate vote for President Lungu so that the ruling party continues with its developmental programmes. It will also be beneficial to have a President of my party so that Kasama Central can benefit from government projects.

“It is extremely difficult to access projects or programmes when you have an opposition leader,” Ms Mwamba said.

President Lungu is a listening leader and wants the best for the citizens and the country through the provision of result-oriented leadership.

The aspiring candidate said the challenges the country is facing are not insurmountable and that the PF administration under the leadership of President Lungu has already put in place a robust economic recovery programme.

Ms Mwamba also urged the youths in Kasama to conduct themselves in a peaceful manner to avoid political violence.

“To the youths of Kasama Central, I am appealing to them to conduct themselves in a peaceful manner. We are one family and politics should not divide us.

“ Let us conduct issue-based politics. Let us allow peace, love and unity to continue in our country,” she said.

Ms Mwamba further cautioned the electorate against using emotions to vote for wrong people who have nothing to offer when given the instruments of power.

“We have heard your cries and it is time you also consider the global happenings. Change is not the solution. Continuity is the way to go,” Ms Mwamba said.

She pledged to perform to the best of her abilities if elected Member of Parliament for Kasama Central on August 12.

” Kasama Central will for the first time have a female MP and a mother to you all. I pledge to do my best. I commit myself to be a servant of my people.

“ I will not make a lot of promises but l will deliver according to what the electorate will desire in the various communities,” Ms Mwamba said.

She advised the electorates in Kasama and the entire country to give President Lungu maximum votes to ensure a resounding victory in this year’s polls.

She urged the voters to also vote for PF at all levels.

UPND must stop relying on public sympathy as the main campaign tool – Sean Tembo

PeP STATEMENT No.42 ISSUED ON MONDAY, 7th JUNE 2021: FOR IMMEDIATE RELEASE

1. As Patriots for Economic Progress (PeP) we are disappointed with the conduct of the PF Government in general and the Zambia Police Service in particular for preventing the main opposition UPND and its leader Mr Hakainde Hichilema from undertaking their roadshow campaigns in Chingola yesterday. As previously posited, this constitutes double standards because the PF themselves are able to do their roadshow campaigns in all parts of the country without let or hindrance. We therefore stand with the UPND and wish to encourage them to ignore the wanton intimidation of the Police and proceed with their roadshow campaigns unabated.

2. As Patriots for Economic Progress we however do not believe the claims by the UPND leader that there was an assassination attempt on his life in Chingola. Based on the photographs that were shared which showed nominal damage to the vehicle that Mr Hichilema was said to have been traveling in at the time, it is evident to any reasonable observer that such nominal damage could not have been caused by a bullet, whether small or high caliber.

3. As Patriots for Economic Progress, we wish to take this opportunity to advise fellow political leaders especially in the opposition to show responsibility and desist from issuing alarming statements which have the potential of creating anarchy during this volatile election season. Anyone aspiring to lead this country as a Republican President must have a high moral standing and integrity and should not peddle lies and innuendo in order to gain cheap political mileage through unwarranted public sympathy.

4. As Patriots for Economic Progress we wish to take this opportunity to issue two pieces of advice; one to the PF and another to the UPND. To the PF and its Government, we say stop the ongoing intimidation of the opposition. You cannot say that campaigns should be by roadshows and door-to-door and then when the opposition do exactly that then you send the Police to stop them. Such kangaroo behavior will not be accepted by any reasonable Zambian. To the UPND we say stop relying on public sympathy as your main campaign tool. Take this opportunity to tell the Zambian people what you will do for them sector by sector. Your over reliance on public sympathy as a campaign tool is what is making your President to make unfounded assassination allegations. Such exaggerations and lack of regard of their consequences on public peace is making your President to lose credibility in the eyes of reasonable Zambians.

5. As we head towards the 12th August general elections, it is our hope and wish that all players will exercise maturity and restraint and allow peace and tranquillity to prevail. The Zambian people should be allowed a fair opportunity to chose who should lead them after 12th August. Their choice should not be unduly influenced by intimidation of the opposition nor undue public sympathy through fake assassination claims.

Thank You and May God Bless the Good Citizens of the Republic of Zambia and Our Ailing Nation.

YOURS SINCERELY

A BIT OF HOW I HAVE LIVED THE BEATITUDES – Chilifya Tayali

0

A BIT OF HOW I HAVE LIVED THE BEATITUDES

Chilifya Tayali the married man.

This picture was taken in 1998 in Kampala – Uganda, where I was doing my fourth year as a student to become a Comboni Missionary Priest. The stage is called Novitiate and mostly you have Spiritual classes about the Congregation and you go out in the Community to help, in what is called apostolate.

Together with 4 of my other friends, we used to go in the streets of Kampala to help street children. The child in my arms was born from one of the street girls and I was so fond of him. If he is alive, he should be about 23/24 years old now.

The other boy is Moses and he was given that name because he was literally picked from a garbage site, in Nakasero. I love children so I naturally connected to these babies and all the street-children.

Unfortunately, I could not go far in my desire to become a Priest, I was kicked out for being controversial and critical. But I don’t regret my actions of standing up for the truth and those I feel are unjustly treated.197274907_181191124008302_8144105981302411921_n

However, I have tried (or continued) to live a life of prayer and serving others, including speaking out against injustices. Many times I risk my own life to help others. At times I give out the last of what I have to help others.

In a way, I have tried to live the Beatitude of Jesus written in Matthew 5:1-12

“When Jesus saw the crowds, he went up the mountain,
and after he had sat down, his disciples came to him.
He began to teach them, saying:

“Blessed are the poor in spirit,
for theirs is the Kingdom of heaven.
Blessed are they who mourn,
for they will be comforted.
Blessed are the meek,
for they will inherit the land.
Blessed are they who hunger and thirst for righteousness,
for they will be satisfied.
Blessed are the merciful,
for they will be shown mercy.
Blessed are the clean of heart,
for they will see God.
Blessed are the peacemakers,
for they will be called children of God.
Blessed are they who are persecuted for the sake of righteousness,
for theirs is the Kingdom of heaven.
Blessed are you when they insult you and persecute you
and utter every kind of evil against you falsely because of me.
Rejoice and be glad,
for your reward will be great in heaven.
Thus they persecuted the prophets who were before you.” ”

The Beatitude does not literally mean we have to suffer to be blessed, but to be sensitive to the needs of others. You may have everything and comfortable, but be sensitive, empathetic, compassionate and gracious to others, who may be going through difficulties.

Though I have failed in many other things, I feel consoled that, at least I try to serve or help out others.

I don’t know about you, how are you living your life? May the Lord help us to see the need of others and help them.

HAVE A BLESSED DAY THAT WE HELP OUT OTHERS WHILE WE GET HELPED IN OUR OWN NEEDS

I will provide 2 million plots to Zambians, pledges UPPZ President Charles Chanda

By Derrick Sinjela in Kasama, Northern Province

AS ZAMBIANS continue to lack descent housing, manifested by a 1.5 million deficit, United Prosperous and Peaceful Zambia (UPPZ) President Charles Chanda will provide two (2) million plots to off set this shortfall.

In a Monday 7th June 2021 Media Statement, Mr. Chanda says once voted into office in 68 days time on Friday 13th August 2021, the UPPZ Government will provide each Zambian with a piece of land by Saturday 13th August 2022.

Stressing a ‘One National Registration Card (NRC) for One Plot’ policy, Chanda says there access to land is non-negotiable citizenship right.

“When I am voted into office on Friday 13th August 2021 as Zambia’s Seventh (7th) Republican President, land will rain on Zambian citizens. Zambia is land and you cannot be a Zambian without having a piece of land. Here is the deal, between Friday 13th August 2021 and Saturday 13th August 2022, my Government will allocate 2 million Zambians with plots. One NRC One Plot’,” assured Chanda, seeking the Zambian presidency with Running Mate, Simon Katimba Mbulu.

The UPPZ leader says Zambians must graciously grant him an opportunity to lead as without political office, he has more land than all the 119 local authorities in Zambia.

Stated Chanda: “If without any political office, I have more land than any City I Council in the entire country, what can stop me from fulfilling this small promised of a ka 2 million plots. Vote CC 2021 and increase the possibility of One Landlord in Zambia,” pledged Mr. Chanda.

According to Zambian Developmental Media Alliance (ZADEMA) statistics, the approximately 20 million Zambian population spread in ten (10) provinces; Central Copperbelt, Eastern, Luapula, Lusaka, Muchinga, Northern, North-Western, Southern and Western is governed by only 1, 896 politicians translated as 116 Mayors, 1,624 Councilors and 156 Members of Parliament (MPs).

And has 288 Chiefs categorized as follows:
Four (4) Paramount Chiefs, forty-three (43) Senior Chiefs and 241 ordinary Chiefs.

The Zambian House of Chiefs (HOC) is established under Article 169 of the Constitution of Zambia (Amendment) Act No. 2 of 2016.

The HOC is required to meet at least twice a year although the President of the Republic of Zambia may summon it when need arises. With a Secretariat headed by the Clerk, a Deputy Clerk, the HOC has 50 members and a 5 year mandate.

Membership is drawn from all the 10 Provinces with each province being represented by 5 Chiefs selected by the Provincial Council of Chiefs.

Chanda formed the United Prosperous and Peaceful Zambia on
Tuesday, October 25, 2016 in Pretoria, South Africa, as a diverse civic awareness and political platform uniting the nation whose clearly spelt goal is fixing the economy through improving tax collection, removal of a class society, increasing
access to land,
educating citizens and earning more from minerals.

UPPZ has been firm on
restoration of moralsand family values in line with Proverbs 22:6: “Train up a child in the way he should go: and when he is old, he will not depart from it”.

The UPPZ leadership has placed high premium on the Bill of Rights, decent housing, modernizing markets, encouraging small scale businesses, decongesting cities through elaborate transportation, establishing a Manufacturing and Industrial Development Ministry, regulating liquor selling hours and informal sector participation in economy and with certainty granting tax relief to civil servants.

ABUBAKAR SHEKAU: BOKO HARAM LEADER IS DEAD, KILLED HIMSELF….SAYS RIVAL MILITANT GROUP

ABUBAKAR SHEKAU: BOKO HARAM LEADER IS DEAD, KILLED HIMSELF….SAYS RIVAL MILITANT GROUP

Story by BBC

The leader of the Nigerian militant group Boko Haram, Abubakar Shekau, has killed himself, rival Islamist militants said in an audio recording.

In audio obtained by news agencies, the Islamic State West Africa Province (Iswap) said Shekau died detonating explosives on himself after a battle between the two groups.

Shekau was reported dead last month and has been reported killed before.

Neither Boko Haram nor the Nigerian government have confirmed his death.

What did the recording say?

In the undated audio recording, a voice thought to be that of Iswap leader Abu Musab al-Barnawi said Shekau “killed himself instantly by detonating an explosive”.

Iswap fighters hunted down the warlord and offered him the chance to repent and join them, al-Barnawi said.

“Shekau preferred to be humiliated in the afterlife than getting humiliated on earth,” he said.

Army spokesman Brig Gen Mohammed Yerima told the BBC at the time the army was looking into what happened, but that it would not issue a statement until it got definitive proof.

One journalist with close links to security agencies said that Shekau died when Iswap attacked Boko Haram positions in the Sambisa forest, north-east Nigeria.

He has been reported dead numerous times before, only to resurface.

Who is Abubakar Shekau?

After taking the reins of Boko Haram after its founder died in police custody in 2009, Shekau led its transformation from an underground sect to a deadly insurgency that has swept north-east Nigeria.

Believed to be in his early- to mid-40s, Shekau backed a bloody jihadist campaign in propaganda videos that drew comparisons to Osama Bin Laden.

“I enjoy killing… the way I enjoy slaughtering chickens and rams,” he said in one 2012 video.

Since he took charge, more than 30,000 people have been killed and over two million displaced from their homes.

The group gained global attention after its 2014 kidnapping of hundreds of girls from a school in Chibok, in Borno state, sparking the #BringBackOurGirls movement. Many of them are still missing.

media captionBoko Haram has been active in northern Nigeria for over a decade
Soon after, the US declared Shekau a “global terrorist” and placed a $7 million (£4.9m) bounty on his head.

Shekau’s agenda was so radical that he was rejected by Islamic State, which split from Boko Haram to form Iswap in 2016.

What next for Boko Haram?
Should Shekau’s death be confirmed, it is uncertain it would spell the end for Boko Haram, analysts say.

Since breaking away, Iswap has displaced Boko Haram as the dominant insurgency in the region.

Some predict Shekau’s death could lead to the end of the violent rivalry between the two groups, enabling Iswap to absorb Boko Haram fighters, but others say they will remain loyal to his ideas.

“There’s division among Shekau’s followers about whether to join Iswap now or fight Iswap,” Jacob Zenn, editor of the Jamestown Foundation Terrorism Monitor, told the BBC

“There was never a plan for the dictator of the group meeting his demise. It appears there will now be a chaotic period.”

Lusaka Youths Protest Against The Attempted Assassination Of HH In Chingola

LUSAKA YOUTHS PROTEST AGAINST THE ATTEMPTED ASSASSINATION OF HAKAINDE HICHILEMA IN CHINGOLA

The opposition UPND youths leadership in Lusaka jas directed its followers to protest against continued harassment of the party leaders HH by the police wherever he goes to meet electorates ahead of the August 12 presidential and general election.

Provincial youths chairperson Anderson Banda told journalists at a media held at the youths command centre in Lusaka that his executive will today begin a match to Copperbelt in solidarity of the party leadership who the police allegedly shoot at in an attempt to take him out of the presidential race.

Banda said Hichilema has not committed any crime to merit the treatment he is receiving from the PF administration.

He said the country now at the heart of the campaign period and wondered why the PF does not want hichilema to meet the electorate using the prescribed methods, including roadshows and church visitations.

He warned that the youths in only in Lusaka but also countrywide will not allow anything bad to happen to hichilema.

That is the reason why his administration not only direct all the youths in Lusaka to match in solidarity to Hichilema in their jurisdiction while the main body will match to Copperbelt to ensure his safety.

He dared the police to arrest all the youths that will protest in solidarity with hichilema if they can do so.

He said the police does not have the power tk stop campaign apart from providing security to competing parties.

He warned, should anything happen to Hichilema, the police and the PF will be the ones to blame and will have to bear the wrath of the youths.

He advised the PF to win the heart of the people back then using understanding underhand methods to win the elections.

He said elections in Zambia are constitutional matters and wondered why the PF want to take it as though they are doing it a favour to the people of Zambia.195853242_347437690130143_2027932384575530649_n

Police Statement Over The HH Incident In Chingola

POLICE STATEMENT OVER THE HH INCIDENT IN CHINGOLA

06TH JUNE, 2021 -The Inspector General of police, Mr Kakoma Kanganja is displeased with the conduct of the UPND on the Copper belt and has called on the police officers to continue being firm on the ground and ensure that law and order is maintained.

The Inspector General has further warned political parties taking part in the election that at no point will the police allow them to orchestrate or perpetuate their ill intentions aimed at disturbing public order.

He has further dispelled irresponsible statements circulating on social media that the police attempted to shoot at the UPND leader Hakainde Hichilema whilst on the copper belt such are efforts trying to hoodwink the public for political reasons. He has advised all those worth their salt to stand on the truth as the general public expect to hear the truth from them and not the propaganda being perpetrated on social media.

At no point did the police fire live ammunition to disperse crowds during the time when the UPND leader was conducting the illegal activities as all the officers were only armed with tear smoke canisters.

Political parties have always been advised to notify the police on their intended activities as per law requirement but some political parties have dared that they would go ahead even without notifying the police. Such conduct is uncalled for and shall not be entertained.

Coming to what transpired on the Copperbelt, the UPND did not notified the police of their activities in Ndola, however police learnt that the UPND leader who is in the Province was going to attend a church service in Mushili on Saturday and whilst at Church, bus loads were seen offloading cadres which resulted in a crowd forming and they later had a roadshow forcing their way into markets where they had illegal rallies.

Considering the area being a compound, Police were patient enough and allowed them to conclude their activities at about 18 00 hours after which police sealed the route passing through town forcing them to use alternative routes.

Later in the day, Police received reports that cadres who were among the illegal crowd attacked any person that was seen wearing other political party’s regalia. Such reports include:

1. A report of unlawful wounding in which a victim was injured using a screw driver and is admitted to hospital,

2. A report of assault OABH where a victim was hacked in the head. A machete is suspected to have been used in the act and

3. A report of assault OABH in which a victim was hit with an iron bar and sustained a fractured collarbone.

At the time when the opposition leader was proceeding to Kitwe in a convoy of more than 100 motor vehicles, Police attempted to stop some motor vehicles for purposes of conducting security checks but they budged through a roadblock and stoned some traffic police officers using catapults. This resulted in Police discharging tear smoke at the unruly cadres and dispersed them.

This morning, the said opposition leader attempted to go to a local Catholic Church in Chingola District and police only allowed 10 motor vehicles to proceed. However, more motor vehicles joined leading in an unlawful procession. Police officers discharged tear smoke to disperse the crowd and at no point was live ammunition used as being insinuated in some statements circulating.

Officers were only armed with riot guns and professionally dealt with the situation.
As opposed to allegations that police are stopping the opposition party from campaigning, on Friday the same UPND political party campaigned in Ndola from 13 00 hours to 19 00 hours and Police Officers were patient enough to allow them conclude their activity. All what the police are calling for is for political parties to conduct their activities within the confines of the law.

Following disturbing reports that political cadres are carrying stones on their motor vehicles and catapults among other offensive weapons, the Inspector General has directed that all Police Officers should intensify snap checks on all motor vehicles and sternly deal with anyone who will be found carrying offensive weapons. It has become evident from the reports received so far that some cadres have resorted to using catapults with the aim of causing harm on other persons, the conduct which the police shall not allow.

Any conduct that is antagonistic in nature shall be received with an equal repelling force from the police and no one should label the police of using force. All political parties have been advised to conduct themselves peacefully and responsibly. Any conduct to the contrary will be dealt with accordingly.

90% public service teachers are heavily indebted, says NAQEZ

THE National Action for Quality Education in Zambia says most teachers today are resorting to borrowing as a means of survival.

Executive director Aaron Chansa has appealed to the government to fulfill the promise of debt swaps for teachers and all civil servants.

During the launch of a national campaign against heavy indebtedness among Zambian teachers on Thursday, Chansa said a survey had revealed that more than 90 per cent public service teachers were heavily indebted.

“Their pay slips are chocked. They owe banks, financial institutions and individual money lenders a lot of money. The above has negatively affected teachers and has direct effects on the delivery of lessons in classes,” he said. “It has further adversely impacted households, creating untold disharmonies which has undoubtedly lowered productivity.”

Chansa said because of owing too much, teachers cannot make economic ends meet but become unable to concentrate on teaching, always looking for ways away from the classroom to cover for their insignificant net pays.

“This sad state of affairs must be of great concern to the banks, the Teaching Service Commission, the Ministry of General Education, the Public Service Management Division, parents and Civil Society Organisations. We must all get worried because teachers are the engines that drive the education system. Whatever affects this engine vandalises the quality of education in the country. And no country can develop with poor quality of education,” he said. “The reasons for this disturbing indebtedness among teachers in Zambia are various. While we shall prescribe immediate and medium term solutions, the lasting and long term solution to this social and economic cancer, in our highly considered view, is empowering teachers with financial literacy skills. Currently, financial literacy among teachers is terribly low.”

Chansa said financial literacy was the cognitive ability to understand and effectively use various financial skills including debt management, saving, planning and investment.

He said it was a powerful foundation of one’s relationship with money.

Chansa said financial literacy enables people to clearly understand what was needed to achieve a lifestyle that was financially and socially balanced, sustainable, ethical and productive.

He said it was a life skill that one must grasp for good financial well-being.

“Lack of financial literacy affects one’s ability to provide for themselves, family, and community and impairs attitudes towards money and investments. To mitigate against this ugly state of affairs among our most important human resource, the teachers, NAQEZ is today announcing a national campaign against indebtedness among teachers,” he said. “From today, teachers should look out for our electronic and physical financial literacy literature and seminars in districts, provincial centres and at national level. Once we equip teachers with financial literacy skills, we strongly believe that they will borrow economically and make better and beneficial financial decisions. They will effectively manage money and debt, will greatly be equipped to reach their financial goals, will reduce expenses through superior planning and regulation and will have less financial stress and anxiety.”

Chansa said NAQEZ cannot fold its arms and allow teachers get stuck into financial ruin.

“We refuse to see them hanged at the altar of unbearable and toxic debt. For some of our teachers, because of debt, committing suicide becomes an option. Having laid bare, the danger that financial debt has brought to our hard working teachers, we now ask ‘why are banks, lending institutions, government and teacher unions not shaken about this sad reality?’” he said. “We ask again, ‘why is it that banks charge very high interest rates without rendering financial literacy education to these struggling servants?’ We continue to ask why trade unions are not interested in equipping their members with financial management skills, and why the Teaching Council of Zambia cannot include financial management data into the CPD of teachers.”

Chansa said the matter was a time bomb and asked all stakeholders not to bury their heads in the proverbial sand.

“Time to act is now. As we embark on this mammoth exercise of empowering our teachers with important financial literacy and debt management skills, we again invite all banks and lending institutions to join us,” he said. “These institutions have a corporate moral responsibility to provide financial literacy to their clients. We also call upon all teacher unions to take up this noble and crucial duty to prioritise and give financial and entrepreneurial literacies among their languishing members.”

Chansa said as NAQEZ continues to press for upgrading of salary scales for deserving teachers as well as confirmations in substantive positions, “we appeal to the government to fulfill the promise of debt swaps for teachers and all civil servants”.

“If well done, this initiative has the capacity to rescue thousands of our debt trapped and impoverished public service workers. All banks, lending organisations, the Teaching Council of Zambia and all teacher unions are hereby called upon to significantly invest in financial literacy education of teachers in Zambia. The time to empower our teachers is now and not tomorrow,” said Chansa.

Zambia’s unsustainable debt: inter generational inequity is against the law

By Nkonkomalimba Kafunda

It is clear from the latest figures on the country’s external public debt that it stands at, what is for an economy Zambia’s size, a colossal mind-boggling US$12.7 billion. What is not clear. however, is how this debt was accrued, what the money was used for, and most important who is owed what and under what conditions.

It must be stated from the outset that examinations by the government that the money was spent on infrastructure projects will never be satisfied without individual audits of all debt accumulated since 2011. Simply put there must be detailed breakdowns showing 1. When the money was borrowed 2. Who the money was borrowed from. 3 What the money was used for 4. How much is still outstanding and 5 The terms and conditions of the debt

It is also important to explore how we got here in the first place. When MMD left office in 2011, there was in excess of USS2 billion in reserves, how did that, in ten years of PF rule, turn into US$12.7 billion in debt. According to Bank of Zambia Governor Chris Mvunga reserves as at May 27 stand at around US$1.4 million or 3.5 months of import cover. Needless to say reserves have, in the recent past, been used to service debt.

At the end of the UNIP Era figures of around US$4 to 6 billion were being bandied about as the total debt left after 27 years in government, but the origins of that debt are not shrouded in mystery. Here a short history lesson will suffice.

In October 1973, four Arab armies invaded Israeli and almost wiped the Jewish state off the face of the Earth, in what is now known as. the Yom Kippur War. Yom Kippur is the holiest of holidays in the holy land and no Jew, including soldiers, is supposed to work. The Israelis were caught off guard and the Arabs were close to achieving their objective when the West particularly the United States intervened driving the Arabs back and saving the Jewish state from imminent extinction.

In retaliation, the Arabs used their most potent weapon, Oil. Through the Organization of Oil Producing and Exporting Countries (OPEC) under the stewardship of Saudi oil minister Sheikh Zafir, the vanquished Arabs increased the price of oil by 400% overnight. The intention was to punish western economies heavily reliant on Arab oil, but the action also affected third world countries also heavily dependent on oil. The oil crisis-hit countries like Zambia a severe economic blow.

At around the same time, the Vietnam War was coming to an end, and demand for bullets and by extension copper and copper prices fell drastically. So for Zambia, the price of its largest import increased fourfold while export earnings diminished in an almost similar fashion, leaving huge budget deficits for the immediate and medium-term future. In practical terms this meant all projects which were being financed mostly from the country’s own resources were now in disarray, the import bill for not only oil but an array of other requirements ranging from industrial equipment to essential drugs became unaffordable.

The Arabs, now flash with the new extra cash, filled with guilt and what could only be termed misplaced benevolence offered loans to Zambia and other countries facing similar predicaments to help them tackle their deficits, even though the borrowing countries had no capacity to pay back.

By the beginning of the 1980’s the debt had become so unmanageable that the west through the World Bank and the International Monetary Fund bought third world debt from the Arabs, not as an act of altruism but to keep Arab influence on the third world particularly Africa, in check.

To cut a long story short the UNIP regime failed to pay the debt and in 1986 broke off relations with both Benton Woods institutions causing severe hardship for Zambians which led to food riots in the cities and was a major, but not the only, catalyst to end Kaunda’s iron-fisted grip on the country.

When MMD came into office in 1991, they inherited this debt and a highly centralized economy. World Bank and IMF inspired Structural Adjustment Programs followed. Conditionalities for IMF/World Bank assistance included liberalization of an economy that had no capacity to compete with outside products forcing the closure of many industries and the retrenchments and redundancies that followed. The restructuring also involved the privatization of viable industries, shifting the means of production from the state to the private sector.

Efforts were made, significantly, through the Catholic-led Jubilee 2000 coalition to force debt fogginess or cancellation on the one hand, and on the other, the structural adjustments had led to the completion of the Highly Indebted Poor Country (HIPC) initiative allowing the country to be literary debt-free by 2005. That, in a nutshell, was the genesis and resolution of our first debt crisis. Note that it took upwards of 30 years to incur and resolve, not repay as most of the debt was forgiven.

As we now grapple with the second debt crisis the questions asked above will continue to linger. What was the money used for? Who is owed what and under what conditions?

As we ponder these questions let us put into consideration that irresponsible borrowing leading to unsustainable debt is against article 98 of the constitution which addresses issues of intergenerational inequity.

President Lungu has cautioned military personnel to remain non-partisan as the country heads to the polls

PRESIDENT Edgar Lungu has cautioned military personnel to remain non-partisan as the country heads to the polls.

And the Head of State has direct that the Defence Command and Staff college be recognised by the Higher Education Authority as the highest military operational learning institution in Zambia under the Ministry of Defence.

Speaking when the college celebrated its silver jubilee, President Lungu said officers should stay away from politics but remember their noble duty of maintaining peace and security in the country.

“The general election will be held on 12th August, 2021. I, therefore, wish to caution you to remain non-partisan. remember your noble duty of maintaining peace and security in our nation.

He said the officers have a duty to ensure that the country hold peaceful elections.

President Lungu further called on the military personnel not to compromise themselves in any way as that would endanger the nation.

And the Head of State commended the college for its contribution to military academic.

“The Zambia defence services command and staff college is recognised as a centre of military and academic excellence in the region and the African continent at large. Its vision is to be “a center for military academic excellence for selected officers from the army, Airforce, Zambia National Service and the police service including, officers from other countries in the region and beyond. I am aware that the college came into existence through President Chiluba’s declaration on 28th December, 1995. However, there was no official statutory instrument to recognise it as the highest military training institute for the Zambia defence force,” he said.

President Lungu also said government acknowledges the efforts of men and women in uniform hence its dedication to uplifting their conditions of service.

He said government will ensure that, the officers are equipped with adequate knowledge to enable them execute their national and international duties and tasks professionally.

“The task of training officers locally has been a cost-saving measure to the government. before this college was established, sending officers abroad for advanced training for senior staff came at a huge cost to government. i, therefore, acknowledge the economic benefits to have the staff college in our nation,” he said.

President Lungu said government is also constructing a new command and staff college, which will be co-located together with the national defence university in Makeni area.

WHAT IS HAKAINDE BENEFITING POLITICALLY FROM HIS SOCIAL MEDIA ANTICS?

WHAT IS HAKAINDE BENEFITING POLITICALLY FROM HIS SOCIAL MEDIA ANTICS?

The Candidates’ Comment

To be foolish is to rely on your opponent’s weaknesses for an election victory. To think that the Patriotic Front(PF) is ready to let go of power easily is to be stupid. To think that PF is weak in this election is perhaps naive. Make no mistake, PF is in this election stronger than they were in 2016.

Of course the tides are against PF. Many people are hungry and therefore angry. While there are chauvinistic people who still believe in anything about PF, a good number of conscious people have realised that PF has diverted from it’s fundamental intent of serving the suffering masses to being a party that serves a few politically connected. A party that once represented the interest of poor people now serves the interest of glutonous characters, cabals and crooks of all sorts. Whereas, majority people are struggling to put three decent meals on their tables, the few in the ranks of the PF are filthy rich.

But while this is so, it appears the main opposition party that stands to benefit more from the tides against PF, is doing things in the wrong way.

With the exception of the Socialist Party, there is no party in Zambia that has a pragmatic and workable way of mobilising real voters.

The United Party for National Development (UPND) seems to be doing things in the same manner they did in previous elections where they lost. We all know that real voters, real numbers are mostly in rural parts of Zambia. For Michael Sata to win the 2011 elections, he spent the greatest time talking to people in rural parts of Zambia. It took Michael 10 good years to be able to achieve that. Currently only Fred M’membe and his party seems to understand that the people in Metropolitan provinces like Lusaka and Copperbelt are hyped. Today, people are following Hakainde’s convoy and flashing the UPND symbol but those same people will be following Bowman Lusambo’s convoy and flashing a PF symbol tomorrow.

What Hakainde is doing moving in those convoys with a string of cadres following him around has very minimal political benefits. How many does Hakainde think are convinced to vote for him among the people that cheer for him and flash UPND symbol as he does his stunts?

We do not want to believe that Hakainde think that PF has lost the election already. PF has not lost the election yet and still has the election to win. Look at how the members of PF have been littered around the country campaigning in rural parts of Zambia!

Has Hakainde gone to Vubwi yet? Has Hakainde gone to Shang’ombo yet? These and indeed many other rural areas are where the votes are and where victory is. Whatever Hakainde is doing in Copperbelt is a waste of time on his part.

Those stunts will get you many facebook likes and comments but will not get you victory. If Hakainde doesn’t change his tactics as soon as yesterday, let him forget about winning this election

NEW RULES (PROCEDURES) FOR PRESIDENTIAL ELECTIONS PETIONS

NEW RULES (PROCEDURES) FOR PRESIDENTIAL ELECTIONS PETIONS

By Dickson Jere

The Chief Justice of Zambia has promulgated new rules for the Constitutional Court to govern presidential election petition in an attempt to manage the “short” 14-day period in which to hear and determine such a case ahead of the August 2021 General Elections.

Chief Justice Irene Mambilima, in the new Constitutional Court (Amendment) Rules, has ordered that presidential election petition should be served on the Respondent within 24 hours after being filed. This is certainly aimed at “case management” of the 14 days following the 2016 fiasco where the Petitioners had difficulties even to serve the documents on time.

“A Petition shall be served on the Respondent within twenty-four hours of filing the Petition,” reads the Constitutional Court (Amendment) Rules of 2021 issued under Statutory Instrument No. 29 of 2021.

If you fail to serve within 24 hours, you go back to court to seek permission to serve the petition via substituted service which can be by way of newspaper advertisement.

The Respondents have been given four (4) days in which to respond by way of Answer and the same should be served on the Petitioners within 24 hours after filing it in the Registry.

“The Petitioners may reply to the Respondent’s Answer within 24 hours of being served with the answer,” the New Rules further reads.

The new Rules further require that the Court should give its decision at the end of the 14 days but may reserve the reasons for later date but that should not exceed 60 days from the day of the last hearing. This, again, is aimed at remedying the situation of 2016 when the Concourt time elapsed after 14 days before it could hear and determine the merits of the presidential petition.
“The Court, shall at the close of a hearing, give its decision and may reserve its reasons for its decision on a later date,” the rules reads on part.

When all is said and done, 14 days still remain tight for petitioners to gather evidence across the country and adduce it in court through witnesses while the Respondent will require almost same time to present its side of the story.

There was an attempt to expand this period in Bill 10 but that is water under the bridge. Nevertheless, the new rules are welcome to help manage the presidential petitions.

MICHO BELIEVED TO BE TAKING A SENEGAL FRIENDLY AS AN EXPERIMENT AGAINST A VERY SERIOUS OPPONENT

LOOKING at his selection, it is difficult to tell whether national team coach Milutin ‘Micho’ Sredojević is preparing for anything.

After the disappointment of failing to make it to the Africa Cup of Nations, it is understandable if Micho goes back to the drawing board, as they say in the business. But whatever the case, any drawing board should ideally have the core of his team. No prizes for guessing who these are.

But any Zambia national team should currently be constructed around Patson Daka and Enock Mwepu. Yet, when Zambia faces Senegal tonight, those two names will not be part of the team.

Also missing out is forward Fashion Sakala, who is expected to move to Steven Gerrard’s Scottish champions Rangers for the new season. Contrast Micho’s selection with that of his Senegal counterpart Aliou Cisse.

The former Birmingham City and Portsmouth defensive midfielder has named a strong squad that will be led by England-based trio Sadio Mane, Édouard Mendy and Cheikhou Kouyate.

It has been an exhausting campaign for all of them in the English Premiership with Mane finally hitting top for Liverpool towards the end. His brace against Kouyate’s Crystal Palace ensured that the Reds finished third.

For Mendy, his campaign only ended last weekend when his Chelsea side beat Manchester City to lift the Champions League. But there is no time to rest. There are World Cup qualifiers to look forward to in September.

That is why Cisse also has Napoli centre back Kalidou Koulibaly as well as PSG midfielder Idrissa Gana Gueye in the squad. With Micho missing key players for the friendlies against Senegal, Benin and Sudan, it means by the time the World Cup qualifiers start, Micho will still be searching for his best team. Hardly an ideal situation. Anyhow, focus will be on Cardiff City forward Ntazana Mayembe and Lusaka Dynamos defender Makabankiso Magenge, who are the debutants in the team.

Zambians have already decided Lungu’s fate – Mwaliteta

ZAMBIANS have already resolved to offer the presidential seat to a new leader who has a heart and love for people and not the PF candidate Edgar Lungu, says Obvious Mwaliteta.

The Lusaka Province UPND chairman says the PF campaign song Alebwelelapo pa mupando which attempts to reposition their presidential candidate (Lungu) as a good and caring leader stands no chance in resuscitating his dwindled political fortunes.

Mwaliteta, in a statement, said President Lungu and those around him practicing politics of the tummy may amuse themselves with the song and try to lure the electorate into supporting the party.

“Unfortunately, it is an issue of too little coming too late. Zambians have already decided Mr Lungu’s fate,” he said. “Not even a political earthquake can save the PF presidential candidate from being retired by the Zambians come August 12. Mr Lungu will be repatriated back to Chawama for presiding over a regime associated with the most corrupt medical supply scandal which has sent many of the country’s citizens to an early grave.”

Mwaliteta said it was wishful thinking for the PF to expect votes from the citizens they made to swallow useless medicine and use defective condoms.

He said the PF presidential candidate should have proved his love for Zambians by ensuring those directly or indirectly linked to the scam were prosecuted.

“However, the culprits as we all know it, have never been visited by the long arm of the law. They have been left scot-free and enjoying life. Where is the PF presidential candidate’s love for Zambians here? The PF government under the leadership of Mr Lungu is very much aware that putting patients on medication when the drugs are expired is the worst crime against humanity,” Mwaliteta said. “And if we may ask, alebwelelapo pa mupando (he is going back to the presidential seat) to finish what? Where does the leadership of this regime get the courage to even move round the country and beg for votes ahead of the August 12 general elections. Alebwelelapo pa mupando to serve who? What is the PF under Mr Lungu taking Zambians for? The writings are already on the wall that this time around, no amount of singing and dancing by the PF inclined local orchestra musical outfits can attract people into believing they can carry on with the party into another five years with Mr Lungu as President of this country.”

He said President Lungu and his party are headed for a rude shock if they think Zambians who have experienced the pain and suffering would easily forget and support them.

Mwaliteta said citizens are fatigued by the scandals in the PF government.

Zambia safer in PF hands – Kennedy Kamba

KENNEDY Kamba says Zambia is safer in PF hands than in those of any other political party.

Kamba, the Lusaka Province PF chairman, charges that some political parties have sold out to foreign interests, hence they would not serve Zambians if they formed government.

“Zambia is safe in the hands of the ruling PF that has demonstrated true patriotism to the country and its people through an all-inclusive governance system that does not want to leave any Zambian behind,” he said in a statement. “Fortunately, Zambians know who is who in this election and will definitely vote for President Edgar Lungu and his progressive leadership. We want to appeal to Zambians as the PF, the party that has driven the pro-poor agenda to reject these selfish politicians to protect the future of this country from outside vultures that want to loot the country’s resources through dirty deals.”

Kamba alleged that some political parties had cut deals with foreign financiers whom they have promised to give business once they are in government.

“It is sad to discover that opposition political leaders contesting this year’s general elections have gotten huge sums of money from their foreign friends and business partners under the pretext that they will win and in turn facilitate businesses for them,” Kamba added. “We ask Zambians to be wary of these desperate politicians in the opposition who do not mean well for this country apart from pushing their narrow and selfish interests. Given chance, most of these desperate political party leaders are willing to sell Zambia to the highest bidder as long as they takeover government power.”

He further charged that some political parties were not there for service but business interests.

Kamba also accused the opposition of being desperate to be in government.

“Most of these political leaders want to come into power not because they want to offer a service but because of the funding they are busy getting secretly from abroad and the money has serious conditions attached that Zambians must be wary of,” said Kamba. “Most of these politicians being in that political space is a matter of survival and enriching themselves and their families. They are getting money from abroad and they are using Zambia as collateral, as a bargaining chip. Zambia cannot progress with the crop of desperate political leaders that want to get government power by whatever possible means.”

Zimbabwe Electoral Commission cries foul over Jonathan Moyo’s rigging expose`in Excelgate book

The Zimbabwe Electoral Commission (ZEC) is crying foul over the contents of a book published by former cabinet minister Jonathan Moyo, the “Excelgate” which exposes how President Emmerson Mnangagwa allegedly solicited the commission to rig the 2018 presidential elections.

In his book titled, “How Zimbabwe’s 2018 Presidential Election Was Stolen”, Moyo accuses Mnangagwa and the military of leading a military coup that led to the ouster of late former president Robert Mugabe and eventually rigging elections a year later.

Moyo went on to reveal the anatomy of electoral fraud and forces that were deployed by the Joint Operations Command (JOC) using state institutions and individuals that worked in its “political captivity and command”.

He argues that at the zenith of the 2018 election rigging process ZEC reportedly turned the National Command Centre in Harare, a verification and announcement of results site, into a “giant polling station” where a combination of soldiers and Central Intelligence Organisation (CIO) details “in excess of 20” went on “punching in what was identified as V11 data into an excel spreadsheet for close to two days” in a ‘daring violation of electoral laws of the country.’

In the Excelgate page 70 to 72, Moyo accused a woman named Mavis Matanga, of being an active Divisional Intelligence Officer deployed in ZEC’s operations division to rig elections.

He alleges that in 2018 Matanga was deputised by retired major Chivasa after being seconded to ZEC by the Zimbabwe Defence Forces to “manage” election operations and logistics.

On Thursday, ZEC took to its microblogging Twitter handle to dismiss Moyo’s sentiments. The commission argues that the parties that were aggrieved after the election went to court and the issue was resolved.

MDC Alliance leader Nelson Chamisa alleged that Mnangagwa, who was declared winner of the 2018 presidential election with a wafer-thin 50,8% of the total vote, was the beneficiary of a calculated vote rigging mechanism by ZEC. He went to the Constitutional Court and lost.

“We have seen some damaging allegations against the Commission in a book called Excelgate by Prof. J Moyo. Take note that the election was conducted in 2018 and aggrieved parties followed the constitutionally laid down procedures to challenge the election.

“The Constitutional Court made a definitive ruling which concluded the matter. The Commission will not be drawn into any brawls on issues that have been concluded by the country’s highest court.

“The Commission is busy with important work of stakeholder consultations on how to map 2023 election delimitation and will not be distracted from its constitutional mandate by unfounded allegations,” ZEC said.

Responding to ZEC on Twitter, Moyo accused the commission of having little knowledge about the Excelgate despite it being given to its Chairperson, Justice Priscilla Chigumba in 2019.

“You pretend that you have just seen Excelgate’s contents yet your Chairperson, Justice Priscilla Chigumba, was given a copy in Dec 2019.

“The ConCourt case was one process; Excelgate is based on researched and verifiable facts. Your Mavis Matsanga is CIO and your Major Chivasa is ZDF!,” he said. Nehanda Radio

Do We Have More Of The Jason Chipepo Musonda Kind Of Officers To Redeem Zambia?

DO WE HAVE MORE OF THE JASON CHIPEPO MUSONDA KIND OF OFFICERS TO REDEEM ZAMBIA?

Every country has a police department that is mostly used to provide internal security to its citizens. In civilized nations they call it a service. Meaning it is there to serve people and not to kill as it is the case with our nation Zambia today with the Zambia police service turned into an extension security wing of the PF regime. Which in reality, is not a service but a force which has gone after its own citizens who try to express their displeasure in the way national affairs are managed.

Today in Zambia a lone protester like former officer Jason Chipepo Musonda who resigned due to unprofesionalism in the police as a result of poor leadership by those in high office is treated like a hardcore criminal with a battalion of officers for simply calling a spade a spade. On the other side, we have ministers stealing $17 million dollars, then go to India to beg for expired drugs and condoms for free and pocket the money being escorted to courts in a GRZ vehicle with a flag and acquitted.

The last seven years I have been actively writing about our nations’ governance system. I have had an opportunity to interact with many civil servants including those in various security wings. I may say, I’m always humbled to meet with high profile civil servants in our beloved mother Zambia. In every conversation I ask them why they don’t act in the interest of the country. The response I get in most cases is that we are just working, nothing we can do. This always makes me sad. It means our civil servants are made poor deliberately so that they cannot voice out on any wrong things. We see cadres and ministers throwing money at our poor citizens like they are dogs. This is the money that they ( PF) and Lungu have stolen from Zambians.

Today I want to appreciate my brother Jason Chipepo Musonda who said no to that bloody salary and choose to be on the right side of history for our nation. I think this is what we call true patriotism for mother Zambia.

Zambia should not forget the likes of Shapa Wakunguma, Boniface Lengwe and constable Mukela (M.S.R.I.P) who served the poor people of Sesheke from a state sponsored terrorist attack all coordinated by the state. These patriots were then retired in someone’s wicked interest, a situation that saw the young constable Mukela losing his life due to depression of losing a job at a tender age. The death of Mukela I still blame it on us ordinary Zambians besides masterminds in his death who happen to be the state key suspects Kanganja and Lungu. When these patriots who decides to stand with the country gets in trouble with dictators, we shun them. We don’t show solidarity as per requirement. If we had that spirit of solidarity, the young constable immediately he was fired someone out there was going to give him even a simple peace work to ensure that he doesn’t lose hope but we all failed Mukela till he said bye bye to Zambia. If we had the spirit of patriotism in us HH was not going to spend 127 days in Mukobeko yet murderers were roaming the streets beginning for expired condoms to poison the country.

May I also recognize all our gallant men and women in uniform who have been fired and retired in perceived national (PF) interest from various security departments by those who want to hold this nation at ransom. It is my hope that immediately there is a change of government these citizens should be given their dues with due respect for unlawful dismissal and have them go honourably because they are honourable has it not been for Mr Lungu and his dictatorial tendencies.

I also wish to remind all those officers currently serving that we know your daily struggles our dear brothers and sisters. It is our wish that one day you’ll work as professionals and serve your nation with diligent and dignity. We want to see you being given back your respect as law enforcers after August elections. Not only giving back your dignity but also ensuring that your working conditions are improved so that when someone tells you to do a wrong thing you will say no Sir, that’s unlawful against the people of Zambia or retire yourself just like officer Jason Chipepo Musonda did. Many of you are great people but you work under difficult circumstances that we know very well as Zambians. We know that even after being abused some of you get paid K3000 per month yet a thug or criminal is using millions of dollars as his pillow case. This is unacceptable.

This year let us unit and defeat injustice so that we build a better Zambia for all Zambians and not only for a few criminals, murderers, thugs and thieves. Let us not give up on our country Zambia which is in fear of the tin pot dictator.

May God bless you all our men and women in uniform who want to see a better mother Zambia.

4 Eden University nursing students die in road accident

4 Eden University nursing students die in road accident

FOUR Eden University nursing students have died in a road traffic accident that happened in Serenje District of Central Province this morning.

The Road Transport and Safety Agency (RTSA) head of public Relations Fredrick Mubanga has confirmed the death of the four students in a statement to #Kalemba.

Mubanga explained that the accident happened after the driver of the bus registration number BAJ 2919 belonging to Chibeka Bus Services, carrying students from Lusaka for practical, to Mpulungu hit the rear side of the Zambia – Malawi Bus and in the process lost control and flipped, killing four students on the spot.

And in another development, Mubanga said four more people have died in a fatal road crash involving a Toyota Hiace Bus registration number AEB 2691 and a Daf truck registration number AJE 2360 along the Chirundu – Lusaka.

Mubanga said the four died on the spot due to dangerous driving after the driver of the truck improperly overtook and collided head-on with the on-coming Hiace Bus.

He said RTSA have since dispatched the accident investigations teams to establish the detailed causations of the two road traffic crashes to ensure that such incidences are mitigated in future.

“The Road Transport and Safety Agency (RTSA) is saddened by the death of eight people who died in two separate road traffic accidents today, morning. The Agency recorded a fatal road crash involving a Toyota Hiace Bus registration number AEB 2691 and a Daf truck registration number AJE 2360 along the Chirundu – Lusaka Road in which four passengers from the bus died on the spot,” said Mubanga.

“And four students of Eden University have died in a road traffic crash in Serenje District of Central Province. The accident happened today at around 10:30 hours after the driver of the bus registration number BAJ 2919 belonging to Chibeka Bus Services, carrying students from Lusaka to Mpulungu hit the rear side of the Zambia – Malawi Bus and in the process lost control and flipped, killing four students on the spot.”

GO VOTE PA CHIBWATO …UPND will handover Zambia into foreign hands – NAWAKWI

By Ethan Zulu

FDD president Edith Nawakwi has warned Zambians against voting for UPND president Hakainde Hichilema saying electing the alliance leader will be a greatest mistake the country will ever make in its history.

Addressing party officials, Friday, at the party secretariat, Ms. Nawakwi said the FDD will support and campaign for the Patriotic Front (PF) and President Edgar Lungu in the August election.

Ms. Nawakwi explained that voting for Mr. Hichilema will be a greatest mistake because such a decision will be like voting for high levels of poverty, disrespect for women and young people and foreigner power to take over the resources.

“He has no experience, he has never been a councilor for Munali Ward, he has never run public office, he has multitude of problems, where have you ever heard that Professor Nkandu Luo is embroiled into issues of land in Chinsali with her people? but we have heard many stories of land grabbing by Hichilema in Southern Province,” asked Ms. Nawakwi.

She explained that the only ticket that has a future for Zambia, Zambian women and youths is the PF and President Lungu.

Ms. Nawakwi explained that President Lungu is the only leader who has a heart for women and youths among all individuals contesting the election.

She warned that Zambians will have to blame themselves if they made a mistake of electing Mr. Hichilema and his UPND alliance in August.

“I want you to go in villages and say that the only winning ticket is Edgar Chagwa Lungu and the PF. Brothers and sisters where we are going, if you make a mistake you will cry and when you cry don’t think that God will look at you and count your tears, God will reject you that you made a choice. So when you are told the truth, carry the truth forward.”

She implored her members to be peace and development message bearers ahead of the August 12 general election.

“Our structures as FDD you know how we campaigned, I know how you do your foot work, you need to mobilize your group, you need to motivate them, respect them, carry the spirit of peace to this campaign. You are the flag bearers for peace. You need to tell every family that this election is about Agriculture, Education, health.

Ms. Nawakwi said Zambians have a choice to make between the PF and the UPND, adding that their choices would define the future of the country and that of their children.

Meanwhile, Ms. Nawakwi has informed her members and the nation atlarge that her party will support the PF ahead of the August election.

She explained that enemies of the nation have regrouped wanting to take the country into foreign hands, hence the decision for the FDD to support President Lungu in order to give him maximum votes.

“The enemies of this republic will be in the ditch and you know them, the enemies of our country and the enemies of the women of Zambia are those that abduct women and hid them for political expedience. We decided as your executive that in this election we should not give the enemy a chance, the enemy is that enemy who thinks that this country was just made for that person, the enemy of our people is that person who thinks for political expedience they must hijack and hold hostage a woman,” she said.

Ms. Nawakwi said the August election will spell doom to the UPND and its leader as the FDD is ready to expose the evil behind the UPND.

“I want to say that this year, this election will spell dooms day for UPND, because you and I must make sure that each family in this county is told about their evil doing and therefore, for this moment I thought my desire to be leader of this country should be on the shelf for at least this moment, I want us as the FDD to support those amongst us who fear the lord, who have the interest of the country at heart. If you allow HH to be president he will sell our land for money, you have heard his supporters are foreigners, you have heard what they are saying that if they win they will hand over the mines to Angro American, this is a company that impoverished this country up to the point where they asked me to liquidate the mines and these young men that are calling themselves presidents they were there.”

She explained that Zambia can only rebuild under President Lungu who has shown willingness for inclusiveness.

Kambwili says his job is to sell PF, but readers refuse to ‘buy’

[By Parkie Mbozi]

On 26th May 2021, News Diggers published an article titled, “My job is to sell PF to the people – Kambwili.” The article ran on both print and online editions of the paper. A debate ensued about Chishimba Kambwili’s popularity and the value he takes to the Patriotic Front (PF) election campaigns since he rejoined the party on Saturday 1st May 2021.

In the article titled, ‘Umwine wa cisushi – Kambwili puts PF and judicial system in spotlight’ published in The Mast on 21st May 2021, I argued that Kambwili’s influence on voters was neither here nor there depending on who one asked. In this era of interactive media where media audiences have a say, I decided to dedicate this article to gauging the readers’ views on the matter. I used the online (digital version) of the News Diggers article to gather the readers’ reactions as they appeared on 27th May 2021, by midday.

This story attracted 98 comments, which we publish below. They are unedited and in the order that they appear on the site. The names of the authors are also provided as published. Both the story and ALL the 98 comments can be accessed on:

Here go the reader views:

Sylvester Moomba: With all that long essay on how bad the leadership of PF was in the eyes of Kambwili. Who is going to join his selfdeclared state of Lunas, because he clearly made a public statement that going back to PF under leadership of president Lungu is being a Lunatic. Patricia Phiri: His not even one of the managers

Richard Chisalaba: kwena politicians have no shame. what are u going to tell people?

Difference Between Political Relevance And Political Being

For Immediate Release

DIFFERENCE BETWEEN POLITICAL RELEVANCE AND POLITICAL BEING.

Copperbelt 4th June 2021

The best example in my analysis is Dr Chishimba Kambwili when he featured at a radio station in mkushi last night. The issues he was shamelessly uttering were a complete definition of the last kicks of a dying horse. Who doesn’t know in this country that CK is politically impotent despite his fake fainting gimmicks?

If I never knew the strength of CK stretching a point when speaking, I would say he was a born again Christian. Did you observe him when talking that his face continuously pointed downwards? Would you believe those were signs of cowardice? Knowing the vulgar CK, if he was truthful enough, he can’t and can never demean President Hakahinde Hichilema and worse still utter tribal remarks. Bamudala is a green snake in green grass.

Today he is busy going personal in terms of tribe yet he kept visiting our founding father Kenneth Kaunda who totally promoted One Zambia one Nation. Does it mean he never did the right thing?. Then where is his concious?
Is Southen province and tonga speaking a threat to CK and his cohorts? Could this be true about CK that he is an apologist pretender?

KAMBWILI apologetic stunts:-
-He insulted chiefs or rather tongas and later went to apologise in southern province
– He insulted President Lungu several times and later said he was sorry and that he was simply politiking
– He insulted Mr Valden Findlay and later apologized
– Insulted Mrs Atanga and Mr Akafumba lead team who actually assisted him when he was completely found himself in total mess as his mouth is his worst enemy, and later apologized and called them mother and elder brother respectively.

As we speak, he owes many Zambians who believed in him as equal to NDC and vice versa (NDC is CK and CK is NDC) But later ditched NDC and went back to his own vomit PF which he consistently vowed never to rejoin.
So if one said CK has been directed and working under a political spell, would they be lying?

As things stand, Dr Kambwili’s Relevance in politics has lost even it’s last drop hope which was left in him. This is so because what he hoped for in his return into PF has been completely shadowed. With sympathy in my statement, I still forsee my elder brothers nose smelling the gates of Kamfinsa anytime soon because he swims in alot of cases as his mouth and evil doings landed him into. Sorry big bro, How I wish you could tone down and re-seek the Lord’s face in truth.
Maybe there is a certain coalition of your inner belief???

As a youth, a brother, and a fellow Zambian I wish CK well as he needs to differentiate between his political Relevance against his political Being.
If his political Being was genuine, today he wouldn’t be where he is. Am sure many readers of this article today would wonder why I have pondered much on CK. The reason is very simple. He is the best example of the Zambian politicians who doesn’t mean what they say and as such makes the current and next generation lose hope and trust in real politics.

I want to urge Zambians across that let’s stand firm and promote the ONE ZAMBIA ONE NATION slogan because that’s the unification of our true being.

Politics of tribe are easily connected to evil, hate and lastly killing of one another. Let’s promote peace and love.

God bless mother Zambia.

Prof Nkandu Luo Has Never Been Our Enemy, CBU Students

0

STUDENT leaders on the Copperbelt Province have spoken out over their purported unhealthy relationship they shared with ruling Patriotic Front (PF) Presidential running mate in the August 12 general elections Professor Nkandu Luo.

The purpoted unhealthy relationship was said to have emanated from the closure of the University of Zambia (UNZA) and Copperbelt University as well as the abolishment of meal allowances at the two public institutions of higher learning when Prof Luo served as Minister of Higher Education a few years earlier.

The students have said through their elected leaders that the alleged resentment between the two parties was just a sponsored manoeuvre by some bitter members of the opposition political parties who used social media to champion their selfish agenda of pitting the student populace against the government.

Speaking when student leaders from various institutions of higher learning on the Copperbelt met and interacted with Vice-President Inonge Mutukwa Wina in Kitwe, Thursday, Copperbelt University Students Union (COBUSU) president Lawrence Kasonde said there was never a time when he or his colleagues in the union shared an unhealthy relationship as propagated by some people with malicious intent to cause hatred.

“When I was expelled from CBU sometime back, there was never a day when Professor Luo turned me down everytime I reached out to her. She has always been there to counsel us throughout till we got back in school,” Mr. Kasonde said.

He commended Prof Luo for having a motherly heart and not giving up on the students whenever they had differences when she served as Higher Education Minister.

Mr. Kasonde said it was in that regard that the student populace was in total support of President Edgar Lungu’s choice of Prof Luo as his running mate ahead of August polls.

He highlighted the increase in the number of public universities from two to 19 and the extension of government loans and scholarships to students from privately owned tertiary institutions as some of the milestones which Prof Luo scored.

“It is so unfortunate that the opposition are always wanting to capitalise on the abolishment of meal allowances yet they are paying a blind eye to the achievements in the education sector by the Professor Luo under the Patriotic Front government. How about that student from a privately owned college who could not afford a place in a tertiary institution?” Mr. Kasonde asked.

Meanwhile, Prof Luo who was also part of the meeting expressed gratitude to the student populace for holding her in high esteem and considering her as a mother figure despite the differences they experienced in the past.

Prof Luo advised the students to remain steadfast in standing up for the truth and not fall for the cheap lies propagated by the opposition aimed at bringing confusion.

“Those people know another Professor Luo and not the one that you the students know. I can confidently tell you that the Professor Luo that you know is the correct one so don’t be swayed by their malicious talk,” Prof Luo advised.

Meanwhile, Vice-President Inonge Wina has commended the student leadership for taking part in programs that contributed to the sustainable development of the nation.

“You are no no longer the leaders of tomorrow. You are leaders of society today because you’re providing the needed leadership at your level today and that should be commended,” Mrs Wina said.

Kambwili Should Retire From Politics After He Gets His Acquittals, He’s An Unapologetic Tribalist – NDC

0

KAMBWILI SHOULD RETIRE FROM POLITICS AFTER HE GETS HIS ACQUITTALS, HE’S AN UNAPOLOGETIC TRIBALIST

Mr Chishimba Kambwili never learns, in 2016 after he was expelled from PF, he went on an apology tour of Southern Province.

He went to see chief after chief to apologize for his many tribal remarks he had made on the campaign trail in 2016.
The chiefs in Southern Province were magnanimous enough and forgave him.

Soon after the PF charged him with various court cases of corruption and forgery related to his companies.
It was the UPND leadership that spoke for him and gave him moral support.
When Kambwili remained a loner in parliament, it was the UPND under the leadership of Jack Mwiimbu that gave him a helping hand.

When the PF killed NDC Member Obed Kasongo, it was the UPND that provided support and encouragement.

When Kambwili was expelled from parliament and his political career seemingly dead, it was UPND that sacrificed to keep him alive politically by supporting him in Roan, had UPND fielded a candidate in Roan Kambwili would have been finished a long time ago, infact he would be in prison today.

When Kambwili was dragged out of a hospital bed by Kanganja and taken to jail, it was UPND that spoke for him.

When Kambwili was imprisoned at Kamwala, it was UPND and other opposition leaders that visited him.

Where was PF? The only person from PF that attempted to visit him was Miles Sampa.

When the police were stripping his wife and daughter naked at the Magistrates Court, it was the other opposition leaders that demanded their release, where was PF ?

PF have over the last 5 years punished Kambwili with various court cases, imprisonment, beatings, destroying his businesses and more.

Today Kambwili has gone back to his old ways, preaching hatred and tribalism against the people who helped him and praising those who oppressed him.
He’s doing all this because he wants President Edgar Lungu to free him from his court cases before the August 12th election.

This is the epitome of greed, this man is willing to inject the poison of tribal politics into Zambia just for him to get an acquittal.

We advise Mr Kambwili to retire from politics and rest, he is of no value to the people of Zambia, he has lost his credibility.
The best he can do is enjoy his new found freedom and wealth with his family and leave the people of Zambia to find their way out of these problems that Kambwili and PF created.

LUBINDA GIVES M´MEMBE LOVE OVER LOSER HH

LUBINDA GIVES M´MEMBE LOVE OVER LOSER HH

“you cant trust someone who has lost five times says M´membe”

Lusaka, June 4, 2021

Given Lubinda, a long serving parliamentarian and former Cabinet Minister has hailed opposition leader Fred M´membe for calling out the bluff of Hakainde Hichilema, the president of opposition UPND.
Mr Lubinda said M´membe a harsh critic of the Patriotic Front (PF) was “on point” when he warned Zambians to not waste their vote on a “five-time loser” in the name of Hichilema.

“HH and UPND have lost elections five times,” M´membe said in a live radio programme taped for Hot FM, “he has lost more times than MMD and PF put together in an election.”

M´membe asked Zambians to not think that he was taking a “personal hate swipe” at Hichilema saying, “He (HH) has lost elections five times, not intermittently but consecutively which means he is just a loser that cannot be trusted…not even MMD or PF in opposition lost that many times.”

M´membe who was speaking a paid for programme on Hot FM, a widely followed programme said Hichilema is disillusioned to think that he would win the 12th of August poll given his stellar record of loss.
M´membe, a former newspaper editor and owner of the defunct Post newspaper that crumbled under the weight of a more than K200 million (almost $10 million) government debt in taxes said given a choice on whom to align with between President Edgar Lungu and Hichilema, he would be on Edgar Lungu´s side because he has a history with him.

“I know President Edgar Lungu because we attended UNZA (University of Zambia) about the same time but I don’t know Hichilema,” M´membe said.
The former newspaper publisher who passes himself as Socialist or Communist Politician, however, said he did not sympathise with either Mr Hichilema or President Lungu despite his soft spot for Mr Lungu over Mr Hichilema.

In the forthcoming 12th August poll, Mr M´membe, a tax defaulter who owes the government about $10 million has showed no love for Hichilenma.
“We are not in alliance for me to support or love Mr Hichilema,” M´membe said.

Mr M´membe warned Zambians not to back the Hichilema ticket saying the majority of Zambians are young and poor and must not support rich and selfish politicians in an apparent reference to Mr Hichilema.
Mr M´membe is a controversial political figure in Zambia whom analysts have described as a Capitalist that masquerades as a socialist or communist.
At the peak of his journalism career when he was an influential political player in Zambia, M´membe refused to honour government obligations such as paying Pay as You Earn (PAYE) for his 400 strong employee force, Value Added Tax (VAT) to the Zambia Revenue Authority (ZRA) and Income Tax totalling to more than $10 million.

M´membe refused to honour taxes that led to almost 400 workers get to hang in the dry after ZRA finally found its teeth to shit shut him down, a case he fought all the way to the Constitution Court against prominent Lusaka lawyer Lewis Mosho and still lost with costs of about K15 million.

The 400 workers M´membe collected money from purporting to pay the government are now jobless and many have either been evicted from homes and their children from school while M´membe splashes millions of Kwachas on political billboards.
Apart from the more than $10 million M´membe owes ZRA in taxes, he also owes money to banks such as Investrust, Zanaco and Investrust running in millions of kwachas.

Lawyer Lewis Mosho who was appointed Liquidator for The Post has since recovered assets M´membe hid locally and abroad and is holding title to the house M´membe lives in on Nangwenya Rd in Lusaka and a house in Chinsali whose construction in deemed suspicious and currently occupied by Zambia police.

Mr Lubinda, however, said whatever weaknesses M´membe, Zambia´s richest communist has, he has been right on one thing—spelling out to the Zambians that HH is a five-time loser that must most be entertained by Zambian voters on 12th August.
“Fred M´membe must be given credit for one thing by all Zambians as we approach the polls…for exposing Hichilema as a fraud,” said Mr Lubinda.

Several local and international analysts have constantly wondered what kind of good the more than K200 million M´membe owes the government would have done to ease the strain on medicine in hospitals or paying teachers and other public workers.
Mr Lubinda cautioned that, “Mr M´membe´ s mantra has been accountability, yet he has never wanted to be accountable to anyone. There´s a thin line between M´membe the man and his friend Hichilema. Zambians must take note of these Siamese twins.”

Running Mates Not Required To Pay Fees, Provide 100 Supportes – Argues Attoney General

By Mwaka Ndawa

ATTORNEY GENERAL Likando Kalaluka has argued that running mates depend on the requirements met by presidential candidates when filing in nomination papers, therefore they are neither required to pay nomination fees nor provide 100 supporters from each province in the country.

This is in a matter where Historian and Political commentator Sishuwa Shishuwa and Lusaka lawyer Alfred Kanda have petitioned running mates for 16 political parties participating in the August 12 general elections for not adhering to procedure stipulated in the constitution when filing in nomination papers.

The petitioners are seeking a declaration that the running mates’ failure to adhere to Article 100(1)(i)and (j) and 110(2) renders their nominations to contest in this year’s election to the office of Vice-President a nullity and void.

They want an order of certiorari that the running mates’ nomination papers be removed from the constitutional court for purposes of quashing.

In his answer to the petitions, Kalaluka said running mates’ votes were not independent from those cast for the Presidential candidate.

He argued that 16 running mates have not contravened the provisions of Articles 100(1) (i) and (j) because they are not candidates in the nominations in issue and they are not amenable to be challenged under article 52(4) of the Constitution.

Kalaluka said the petitioners were not entitled to the reliefs prayed for.

In an affidavit in support of notice of motion to raise preliminary issues to dismiss matter on points of law, the Attorney General said Sishuwa and Kanda cannot bring the action pursuant to article 52(4) of the Constitution challenging the nominations for election to the office of vice-president.

He urged the court to dismiss the matter in its entirety.

Presindent Lungu’s running mate, Nkandu Luo, in her answer, stated that there was no position of ‘running mate’ created under the Constitution.

Prof. Luo whose answer to the petition is partially a copy and paste of Presindent Lungu’s answer in his eligibility petition, said that the chairperson of the Electoral Commission of Zambia Justice Esau Chulu, who is the returning officer in an election to the office of President, is the only person vested with the authority or power to reject, or accept a nomination of the Presidential candidate and his or her running mate.

She suggested that the nomination fee required to be paid under article 100(1)(i) and (j) of the constitution must be prescribed or provided for in an Act of Parliament.

“The Electoral Process Act of 2016 and the Electoral Process (General) Regulations 2016 as amended by the Electoral Process (General)(Amendment) Regulations 2021 do not prescribe any election fee to be paid on nomination of a running mate or Vice-President,” Prof. Luo claimed.

She charged that a challenge to the legality of the Electoral Process (General) Regulations 2016, specifically Regulation 11(3) cannot be made at this late stage as the petitioners were hopelessly out of time.

Prof. Luo said the assertion by the petitioners that she was not supported by the required threshold of registered voters from each province is not factual.

“The petitioners are not entitled to any reliefs because the petitions do not raise any cause of action against the first respondent as the determination that her nomination as running mate was and is valid was made by the returning officer,” Luo said.

“The declarations sought by Sishuwa and Kanda are incompetent and untenable as the determination of the retuning officer is now final and conclusive in the absence of a competent challenge.”

The former member of parliament for Munali Constituency said the remedy of certiorari sought by the petitioners cannot lie against her.

“The petitions do not disclose any reasonable cause of action against the first respondet’s nomination as vice-presidential candidate in the forthcoming general elections which is valid and was properly declared so by the returning officer,” said Luo.

“The petitions are non-justifciable, incompetent, frivolous and vexatious and the respondent therefore prays that the petitions be dismissed and the petitioners be ordered to pay costs of these petitions.”

And John Brown Harawa of UNIP said he was selected as running mate to Bishop Trevor Mwamba.

He claimed that he met all the qualifications in the constitution as required by ECZ for his selection as runningate and that none of the disqualifications apply to him.

“These petitions are non-justifciable, incompetent, frivolous and vexatious and they shouy be dismissed with costs because a running mate is not a candidate in elections for which nominations are in issue before court,” said Hara.

Development Takes Time, Where We Havent Been, We Will Get There – President Lungu

DEVELOPMENT TAKES TIME, WHERE WE HAVENT BEEN, WE WILL GET THERE – PRESIDENT LUNGU

PRESIDENT Edgar Lungu says he has got something to point to the Zambian people regarding the developmental projects he has done.

Speaking when he toured Chembe mini hospital, Thursday, President Lungu insisted that there was no finishing line to development.

“This is what we are saying, universal health service delivery to all and then some are saying we have to change this game, it is not good enough’ so you have to ask yourself sontapo epo tulesonta (point where we are pointing). I keep emphasising during this tour of duty that development is not a one day event or one night wonder. It takes a process. And I think where we haven’t been, we will be there. Those who are still anticipating and waiting for this kind of facility to just hold their breath because we will reach them. Rome was not built in a day. And I think it takes nine months for the baby to develop fully in the belly,” he said.

“Similarly, it takes a while for development to reach all corners but ultimately we will get there. And as I keep saying, there is no finishing line to development. After this hospital, these doctors will say ‘we need something better’. After all, science and technology is always evolving and getting better all the time. So for me, I have got something to point to the Zambian people that this is what we are doing, this is where we are coming from, this is where we are going. Those who are hallucinating allow them to continue dreaming.”

And a doctor at the hospital, Cardson Kabwe said a theatre would help in surgical procedures in the area.

“To start with, in Chembe, we never had a theatre here so most of the cases we used to refer them to Mansa and that was costly on our part. So you would find that there is an emergency, we never had a theatre and we had to refer to Mansa. So with the coming of this facility, we are very happy because we will be conducting all the surgical procedures here at this facility. We have a mother who is recovering from the anesthesia, we operated this night and she is recovering,” said Dr Kabwe.

Youths Engaged To Mount UPND Mayoral Candidate Attacked, Abducted

YOUTHS ENGAGED TO MOUNT UPND MAYORAL CANDIDATE ATTACKED, ABDUCTED

FOUR unemployed youths of Lusaka’s Kamwala South had their piece work cut short when suspected Patriotic Front (PF) thugs attack and subsequently abducted them, on Wednesday 2nd June 2021.

The self-reliant youths were employed to mount posters for the United Party for National Development (UPND Alliance) Lusaka Mayoral Candidate Victor Nyasulu, a rowdy gang of PF cadres took them hostage, though by Press Time, three youths had been rescued with a colleague still yet to be retrieved.

Addressing a Thursday 3rd June 2021 Media Briefing in Lusaka, a worried Mr. Nyasulu bitterly regretted the ordeal that confronted the innocent four unemployed youths experienced, merely on account of accepting to mount his (Nyasulu’s posters.

“At around 21:00 hours, the hired youths were contracted for work leaving their families, behind as the diligent young people braved the cold, so they could earn a little for their families. While working, a mob of suspected PF cadres pounced on them, had the self-reliant individuals brutalised and adjucted,” Nyasulu narrated.

On condemning the violent action, Nyasulu said the spirit of violence and intolerance is foreign to Zambia.

“The matter was reported to Zambia Police and we are hoping the law to take its course,” noted Nyasulu.

But Nyasulu vowed never to be intimidated by the ‘PF thugs’ emphasising that the Zambian people want political and economic change.

“The wind of change is in Zambia, people are tired of violence, they are tired of intimidation tired of a dirty city and unemployment that is why they are saying come Thursday 12th August 2021 Zambia forward, Hakainde Hichilema for Republican President

Two of the victims, Joseph Kabengele and Paul Menda narrated that they were approached by ‘PF thugs’ who asked them why they were mounting posters, and eventually attacked them grabbed a phone and K400 cash.

And on his part, Mr. Menda is happy with the piece work pasting posters for the UPND Lusaka Mayoral Candidate, despite the horrific experience of being abducted.

“My colleagues and I were bundled in the vehicle and taken to an unknown location, where we were tortured. In the morning after l escaped l started looking for the boss (Nyasulu) and found him was taken to the police to report the matter and a medical report has been issued,” narrated Menda.

Meanwhile, UPND Lusaka Mayoral Candidate Nyasulu in his thematic approach for Lusaka is emphasising safety once voted by residents.

“In our thematic approach for the Lusaka We Want, we will address the issue of safety in Lusaka. Lusaka must be safe for all people, property and animal life,” advised Nyasulu.

Petition against Lungu is a watershed moment for Zambia – Sishuwa Sishuwa

Sishuwa Sishuwa says even in Zambia’s continuing fall from grace, the petition against the nomination of Edgar Lungu as a candidate for election presents a watershed moment for the country.

In a wide-ranging interview, Dr Sishuwa observed that countries where judicial independence and presidential term limits have been ignored have slid into disorder, authoritarian rule, and dictatorship.

‘The judges on the Constitutional Court must surely feel the weight of history on their shoulders. It is no exaggeration to say that the fate of Zambia’s Constitution and democracy lies in their hands’, he said.

Alongside Chapter One Foundation, the historian has filed a petition in the Constitutional Court of Zambia challenging the constitutionality of the nomination of Lungu as a candidate for election to the office of President in the forthcoming 12 August General Election.

The petitioners’ action is based on Article 52 (4) of the Constitution of Zambia, which states that ‘A person may challenge, before court or tribunal, as prescribed, the nomination of a candidate within seven days of the close of nomination and the court shall hear the case within twenty-one days of its lodgement.’

Dr Sishuwa and Chapter One Foundation are represented by Lusaka lawyer John Sangwa.

Meanwhile, Lungu, the ruling Patriotic Front presidential candidate, has retained six law firms. These are Makebi Zulu Advocates, Eric Silwamba, Jalasi and Linyama Legal Practitioners, Ferd Jere and Co. belonging to Bokani Soko, Ellis & Co. (the firm where Attorney General Likando Kalaluka was partner before his appointment to public office), DH Kemp, and Central Chambers. The Attorney General has also joined the matter in opposition to the petitioners.

The matter comes up for hearing in the Constitutional Court on 8 and 9 June at 09:00hrs.

News Diggers caught up with Dr Sishuwa for an interview, and below is the full Q and A.

What is the essence of the petition?

The essence of the petition is to protect the sanctity and supremacy of the Constitution of Zambia. It is important to recall that Edgar Lungu was first elected in 2015 following Michael Sata’s untimely death in office. He was then re-elected in the controversial August 2016 polls. Zambia’s Constitution contains a clear two-term limit for the presidency, but Lungu and his supporters argue that his first term of just 18 months should not count towards this total and that he should therefore be allowed to stand for another term. What is being suggested – that Lungu can stand for a third term – is an act of violence against the Constitution. The law says one can only hold office twice.

What Lungu is trying to do is to push for a bogus interpretation of the Constitution to allow him stand for a third term. The simplest way he could have stood for a third term is to do what his friends in Uganda and Rwanda have done: remove term limits. But removing term limits would have required an amendment to the Constitution. Since his party lacked a two-thirds majority in parliament essential to making any changes to the Constitution, he has now turned to the courts. Using the courts, what Lungu is trying to do is destroy the Constitution by achieving a third term without an amendment. The essence of the petition is to ensure that this does not happen, that Lungu is limited to two terms, having twice been elected to the presidency and twice held office.

Since Zambia returned to multiparty democracy in 1991, no president has ever contested an election more than twice, and we would like to uphold that record and achievement. To allow Lungu to succeed is as good as shredding the entire Constitution. So, our petition is not an intellectual or individual pursuit; if we destroy Zambia’s Constitution, we destroy the very soul of the country. This is the gravity of the situation. We cannot sit idly and watch this act of barbarism being commissioned against the Constitution of Zambia.

What motivated you to challenge the nomination of President Lungu?

Before I answer the substance of your question, please allow me to clarify that we have not challenged the nomination of President Lungu. We have challenged the nomination of Edgar Chagwa Lungu, the presidential candidate of the Patriotic Front, for election to the office of president using the law and the facts that are specific to him. It is important to make that distinction.

To the substance of your question, my action was motivated by two considerations. The first is that of civic responsibility. The Constitution of Zambia imposes on all citizens the obligation to defend it. Article 2 (a) and (b) state that ‘Every person has the right and duty to defend this Constitution; and resist or prevent a person from overthrowing, suspending or illegally abrogating this Constitution’.

I believe that Lungu is not eligible to stand for another term of office for the reasons stated in the petition. This has absolutely nothing to do with whether I support or like him as a person. It has everything to do with defending the Constitution. Allowing Lungu to stand would violate the Constitution. Other people have a contrary opinion, and I respect that. We have presented our differing positions before a competent authority for determination. The Constitution mandates the courts to do substantive justice. Whatever they decide will be the record that time will forever recognise.

The second motivation is that of moral responsibility. All Zambians of goodwill have a moral responsibility to protect term limits and prevent the return of one-man rule. Zambia has suffered before because an individual bastardised the Constitution and perpetuated themselves in power. It should terrorise every sane Zambian who has any sense of history when any person begins to act in a manner that threatens to take us back to that horrible past. As a historian, I am perhaps better placed than many to understand the significance of this point and our moral responsibility to prevent us from drifting into that dark hole.

My expertise and intimate knowledge of Zambian political history makes it impossible for me to keep quiet when I see anyone taking a path that risks dragging us down that dangerous route. I care about history and about Zambia. It worries me greatly that we have low regard for history in this country. We need to learn from it. Term limits have a history. We have the responsibility to not only understand that history but also to help preserve term limits and refuse to succumb to the vulgarities of fear.

I do think that we become accomplices to the violations of the Constitution if we do nothing when they occur. In the process, we allow a culture of impunity, undemocratic rule, authoritarianism and eventually dictatorship. It is a citizen’s responsibility and obligation to constantly be alert to violations of the Constitution.

If we do not challenge wrongs before constitutionally established institutions, we are abetting lawlessness that may eventually lead to dictatorship. It is the law that prevents us from being savages. When we stop demanding that everybody respects the Constitution and rule of law, we invite violence in our lives. So, I acted out of moral responsibility.

How do you respond to those who say you are being sponsored by the opposition or paid to do this?

Efforts to discredit and devalue my work to protect the Constitution and rule of law by falsely accusing me of being sponsored by the opposition are as sick as the heads in which they are manufactured. I do not need the opposition or ruling party to do my duty for my country. It says a lot about the collapse of our value system as a society that one cannot be seen to be acting in defence of principle or conviction unless there is a monetary or political consideration to their efforts. Well, I am different. I am sponsored by my conscience and the only weapons at my disposal are my brain, ideas, and principles.

The problem with crooks or those who long ago lost the ability to act honestly is that they judge everybody by their rotten standards. The assumption that everybody acts because they are a mercenary is just that: an assumption. There are still many Zambians who could have acted as we have done. They are just afraid of the risks.

The charges that I am being paid to do this are coming from crooks and unprincipled people who are using their own low standards. I am not paid by anybody to do this. I am moved by duty, my conscience, and the urgent desire to prevent the country sliding into anarchy because the Constitution and the rule of law are no longer respected. I do not want that to happen to a country I love dearly, but crooks think everybody is like them. I have nothing but contempt for such people because their warped thinking implies that we are a people incapable of doing anything good unless we are paid.

Are you not afraid of the risks to your life for undertaking this petition? There has also been talk that your job at the University of Zambia is on the line.

I recognise that the degree of poverty in Zambia makes it very dangerous to undertake these things, but a greater terror awaits us if we do not stand up to defend the Constitution and do the things that matter most. Failed states do not attain that dubious distinction in a day or a year. The steps towards that status are gradual, incremental, but they all coalesce around the same thing: undermining the key institutions that offer the long-term hope for democratic consolidation – elections, the Constitution, the judiciary, etc.

So, I am more afraid of what might happen to Zambia if we do not respect the Constitution than what might happen to me. They can do whatever they want to me. But the visons of mothers running with children on their backs, of countries that have descended into chaos and lawlessness because they allowed the destruction of their most important institutions, make it impossible for me to keep quiet. Those reversals do not happen overnight. They happen because good people keep quiet for far too long.

It is unwise for anybody to think that all of us have a price or are incapable of seeing the perilous nature of the current trajectory of politics in our country. Honour, duty, love for my homeland and civic responsibility are what motivate me to do these things. The threat from the accumulating destruction occurring around us is far scarier than the threat of being arrested or killed. If they killed me, they would only do that to one citizen. I am out to prevent many citizens, the whole country, from being affected.

Believe me when I say I fear no one, human or divine. I know that if I die in the struggle, others will take my place. We must hold our leaders to account, irrespective of the consequence that may come our way. It would be nice to have more people like John Sangwa, Linda Kasonde, Musa Mwenye, Laura Miti, Chama Fumba, and a few others who defend democracy, speak truth to power and campaign against the erosion of democratic institutions. But we must find comfort in the fact that we are enough. We are enough because at its core, our job is very simple. It is to be the pinhead of the needle of justice and clean governance. Our job is to give courage to those who are scared. We do not have to be too many for that; we are enough. The cowards will join eventually; they always do.

As for my university job, I have no illusions. I know that it is on the line, but my conscience is very clear. The way the university administrators behaved when a government official accused me of publishing seditious material shows that they are just cowards. They have already demonstrated that they are actively looking for ways to get rid of me because they lack the capacity to protect the rights of academics to freely produce knowledge. Their problem right now is that they cannot find anything to pin on me.

It is unheard of for a university to disown any of their academic members of staff in the heat of a debate in the public domain. It has never happened since the University of Zambia was established in 1966. If the university management cannot stand up to the authorities, they should enter the fray and differ with my ideas. Although I do not hesitate to urge my opinion on a given subject where I am informed, I retain that intellectual integrity of one who is both respectful and willing to abandon their position if its weaknesses could be shown. Intimidation will not work.

Any institution that pretends to be a university but cannot protect its intellectuals’ right to think and publish does not deserve to be called a university.

What is the expected outcome?

There are two possible outcomes. One is that we lose the petition. This outcome would mean that Lungu would be allowed to stand for another term of office. In effect, we would have destroyed the two term limits. If his party wins a majority in parliament, Lungu could change the Constitution and either extend term limits or remove them altogether. Once this happens, we are back to one-man rule and Zambia would descend into a complete state of lawlessness and a dark hole that we have never known since the achievement of independence in 1964. And there would be no recovery. All the democratic gains or achievements scored since 1991 will be reversed.

So, this petition is far more important than the actual election petition. An election petition addresses a suspected wrong committed against a fellow political competitor. The harm that will be done by allowing Lungu to stand will be against the country and cannot be undone. Everything we have struggled for since 1991 will be reduced to rubble. We would be setting a very bad precedent.

Even amidst Zambia’s continuing fall from grace, the petition against the nomination of Edgar Lungu as a candidate for election is a watershed moment for the country. Zambia’s judges on the Constitutional Court must surely feel the weight of history on their shoulders. Other countries where judicial independence and presidential term limits have been ignored have slid into disorder, authoritarian rule and dictatorship. It is no exaggeration to say that the fate of Zambia’s democracy lies in their hands.

The alternative outcome is that we win the case. If we manage to prevent Lungu from standing for a third term, our democratic credentials, including Zambia’s standing as a constitutional democracy, would be elevated to unprecedented levels. Term limits and the supremacy of the Constitution would be upheld. The country may be poorly managed economically but, constitutionally, we would cement our standing as a democratic country.

Are you not afraid of costs in case you lose the case?

Like the respondents, I am expecting a positive outcome from court. If we lose the case, I pray that the court will not condemn us to costs because we are raising questions of a constitutional nature that are in the public interest. It is counterproductive to impose punitive costs in constitutional matters of public interest such as this one. If such punitive costs are imposed, we might as well strike out Article 2 (a) and (b) from the Constitution that imposes on every citizen the duty and right to defend it.

It would be sad if the courts decide to punish me rather than celebrating the fact that I am actively playing my civic duty. These are matters that concern every citizen of the country. I am very sure that there are many Zambians out there who are very happy that some Zambians have taken this matter up to the Constitutional Court. I am optimistic that the court will follow its previous precedence where it has not made cost orders in constitutional matters of public importance such as the ones we have raised.

What can others do to support your cause?

I know that many Zambians support us, and we are very grateful for their support. And by us, I mean our lawyer John Sangwa and my co-petitioner, the Chapter One Foundation. Others can support us by attending court on the date of the hearing. This includes the media. That would make a huge difference. Such an action would highlight the significance of the matter and bring a wider eye to what is happening.

Thank you very much for the interview.

You are most welcome.

Jailed Kabanshi asks court to release her on bail to allow her to campaign, vote

INCACERATED former minister of community development and social services Emerine Kabanshi has asked the Lusaka Magistrates’ Court to admit her to bail so that she can campaign for her party, the Patriotic Front, and exercise her right to vote.

Kabanshi wants the court to temporarily free her pending appeal to the High Court challenging her two-year jail term which was imposed on her by the Lusaka Magistrates’ Court on May 28, 2021 on two charges of willful failure to comply with the law, applicable procedure or guidelines relating to procurement for the social cash transfer program.

According to her three grounds of appeal, Kabanshi said Lusaka chief resident magistrate Lameck Mwale erred in law and fact when he found that her office was tasked with the management and administration of the Ministry of Community Development and Social Services.

She said the trial court erred in law and fact when it found her guilty in both counts against the weight of evidence on record.

Kabanshi further stated that magistrate Mwale erred in law and fact when he found that she willfully failed to comply with the law and applicable procedure or guidelines relating to procurement by extending the scope of coverage between Zampost and the ministry to include the provinces and two districts on the social cash transfer programme and re-engaging Zampost as the payment service provider for the social cash transfer programme after the contract was terminated.

When the matter came up for hearing of the bail application before magistrate Mwale, Kabanshi’s lawyer Jonas Zimba submitted that his client’s appeal discloses exceptional circumstances therefore the court should exercise its discretion in her favour and grant her bail.

He said the matter raises issues of public importance because the court in its judgement placed reliance on the provisions of the cabinet handbook when on the other hand Act no.2 of 2016 Article 166(1)(2) had different provisions from the cabinet book.

“We are constrained to discuss provisions of the constitution before this court and test them accordingly. We will have a flavor of the cabinet handbook under the 1996 constitution compared to that of 2016,” Zimba said.

He submitted that there was a likelihood that by the time the appeal is heard the convict would have served a substantial part of the sentence.

“This appeal has very high prospects of success. Where an application for bail pending appeal discloses special circumstances, the court’s discretion ought to be exercised in favour of the appellant. The affidavit in support of the appeal has not been opposed by the state and special circumstances disclosed which are a matter of fact have not been contraverted by the state,” Zimba said.

“The court should take judicial notice that the appellant (Kabanshi) is a politician and it is an election year where she desires to exercise her political desire to participate in the campaigns and decision making on August 12. It is our prayer that the applicant be admitted to bail.”

And Katindo Mwale submitted that Kabanshi was on bail during trial and religiously attended court without fail.

In response, Tyson Mudenda of the Ant- Corruption Commission said Kabanshi’s grounds of appeal do not disclose exceptional circumstances.

He said no doubt has been cast on the correctness of the conviction.

Mudenda said the fact that Kabanshi was on bail pending trial does not amount to exceptional circumstances.

Ngwira said the finding of the court that ministers are responsible for the management and administration of their ministries was made on the basis of evidence.

He said the argument that the trial court erred in law and fact when it found Kabanshi guilty in both counts against the weight of evidence on record was self-defeating and lacks merit because unsworn evidence weighs less than sworn evidence.

Ngwira said there was nothing on the face of the record to show that the court made a finding of fact in a vaccum.

He said Kabanshi’s call on the court to exercise discretion in her favor ought to be dismissed.

In response, Zimba argued that the court evaluates the grounds of appeal and not the state.

“The conviction and sentence is what is being challenged and we submit that there is a proper appeal that speaks to the same,” he said.

Magistrate Mwale stood down the matter to 14 hours for ruling in order to have sight of the citations availed to him by the defense and the state.

The classic Kabanshi, who has not dropped her standards despite being sent to prison, requested the prison warder to allow her to be ferried to Lusaka correctional facility commonly known as “Chimbokaila in her beautiful car (VX).

WE DISRUPTED UPND RALLY…it could have been very huge, huge –Copperbelt PS Nundwe

BRITISH High Commissioner to Zambia Nicholas Woolley says it is unacceptable to have violence just for elections.

Meanwhile, Copperbelt permanent secretary Bright Nundwe says, “We disrupted the rally that was to be held by our colleagues [UPND] which could have been a very huge, huge rally. But we said for now, we need to follow the rules to protect the people”.

High Commissioner Woolley says freedom of assembly is a prerequisite for a free, fair and transparent elections.

He said this in Ndola when he called on Nundwe at his office.

He said peace in any country was a natural good.

“We have a duty to speak out on violence during the elections. It is unacceptable to have violence just for elections. All parties should have the opportunity to display their posters, billboards, to put their messages across to the people,” High Commissioner Woolley said.

He said the recent order to ban public gatherings should be sanctioned on all but that freedom of assembly should prevail.

“Recent ruling on banning campaign gatherings… freedom of assembly is paramount in an election, for democracy, even in the UK. We want to see that the restrictions are applied equally to all. That is what the UK wants to see – all parties under the Constitution of Zambia are having equal access,” High Commissioner Woolley said.

He said media freedom was important during an election period.

“Media freedom is important during this election period as it is paramount to have equal coverage for peaceful, fair and transparent elections. As a close partner in Zambia, there is need to ensure that the restrictions are applied equally to all. This is what the UK government wants to see,” stressed High Commissioner Woolley. “All political parties should be given equal coverage in both public and private media because this is paramount for free, fair and transparent elections.”

And Nundwe said there was no single component of segregation on media coverage on the Copperbelt.

“We have worked well with all the media both private and public. We have no single component of segregation on the media coverage on the Copperbelt. The media on the Copperbelt is very objective,” he said.

He said the lives of people were more important than elections.

Nundwe said police had been instructed to be fair with political parties.

But he noted that the UPND rally which was slated for Kitwe last Saturday, May 29, 2021, was cancelled.

“The life of people is more important than the elections. Elections come and go and there is absolutely no need to have violence. I have told the police to be very fair during this time,” said Nundwe. “The police need to reason with political parties. We will try to ensure that there is no need to have huge gatherings. We disrupted the rally that was to be held by our colleagues which could have been a very huge, huge rally. But we said for now, we need to follow the rules to protect the people.”

Kanganja is the real PF Secretary General – Former Police Officer

Kanganja is the real PF Secretary General, says protestor

INSPECTOR General of Police Kakoma Kanganja is the real ruling Patriotic Front secretary general according to a protesting former sergeant of the Zambia Police Service.

Sergeant Jeyson Chipepo Musonda took to the streets yesterday to protest against what he sees as intimidation, harassment, suppression of freedom of expression and selective application of the law which he blamed on Kanganja.

Kicking off his solo protest from the Lusaka High Court, the placard-carrying Musonda who resigned from the Zambia Police Service last year July said Kanganja was the worst Inspector General of Police ever.

As he took the short walk to the Lusaka Police Force Headquarters where Kanganja’s office is housed, Musonda who was swarmed by journalists punctuated his walk with running commentary denouncing his former boss.

Musonda’s placard read: “Kakoma Kanganja is the real secretary general for PF. Threats and intimidations are tools used by men. Afraid of reasoning. Stop abuse of police! You are the worst IG ever!”

Clad in a blue jeans and black trainers, Musonda’s t-shirt declared; “The real criminal is in the state Bond!! NOT Me!!”

On arrival at the Police Force headquarters, startled gun-wielding officers who were manning the entrance watched in shock as Musonda denounced their boss openly and in broad daylight.

“Kanganja nifwe tumulipila. Nechisote pakweba ati chimukwane, nipiya shesu alya. Kanganja this is not your country alone. I have come here to see him [Kanganja], bring him out we talk. When you are grieved you are supposed to protest, not the other way round. UPND, DP all those are all Zambians, they must be heard when they say something. We cannot have the IG there misbehaving, this is our country as well. And we have to continue talking like this until we are free. I strong believe that that man, I don’t even know where he was trained from. Under the democratic police there is no such a thing. In democratic police there is neutrality, transparency, accountability and promotion of human rights, that is the responsibility of the police officer. You have to be accountable and promote human rights,” said Musonda as onlookers watched in disbelief.

“I wonder why you are politicising the police, you have made the police to be puppets of [political] cadres. I am talking like this because instructions comes from this office here, the police headquarters. So this is the reason we have come here, because this is where the instructions comes from. So this protest will be on this week, this is your country, speak. Don’t allow the police to intimidate you. This is your country, that gun there is there to protect you and me not to harm me. This is not the country for the PF alone, no! every citizen is a Zambia, and should be allowed to voice out. If doctors want to say something, let them say something.”

But Musonda’s protest lasted only 12 minutes.

As he ranted his criticism on Kanganja, a vanful of police officers arrived on the scene and in movie-style, grabbed Musonda by his belt, dragged him to the reving landcruiser were he was tossed like a bag of groundnuts landing head first and legs in the air.

After catching his breath and composure in the van, Musonda continued his rants warning that Kanjanja’s intimidation would continue if Zambians did not stop him.

Musonda’s speech was however faded off as the van cruised him away to detention at Kabwata Police Station.

UPND INSULTS ON CHITIMUKULU NOW ANGERS SENIOR CHIEF MWAMBA

UPND INSULTS ON CHITIMUKULU NOW ANGERS SENIOR CHIEF MWAMBA

Senior Chief Mwamba of Kasama is appalled that the United Party for National Development (UPND) has continued demeaning Mwine Lubemba Paramount Chief Chitimukulu Henry Kanyanta Manga Sosala II of the Bemba speaking people.

The Senior Chief is disappointed that the UPND through its Deputy Secretary General Patrick Mucheleka has continued its offensive language against Paramount Chief Chitimukulu and the entire Bemba Chiefdom all but for political reasons.

He has charged that Mr Mucheleka had become a messenger of vile politics against the Bemba traditional leadership and is worried that should the UPND be given a chance to form government, there was a danger that the traditional governance in the country would be destroyed.

Senior Chief Mwamba said it was shocking that Mr Mucheleka chose to be hostile towards the Mwinelubemba for endorsing Prof Luo as President Edgar Chagwa Lungu’s running mate for the August 12 general elections.

The traditional leader stated that it was traditionally and politically unwise for Mr Mucheleka and the UPND to adopt an antagonistic attitude towards the traditional leadership in Northern Province, stating that mature politics should be based on issues and not on demeaning chiefs.

Mr Mucheleka, the UPND Deputy Secretary General was last week quoted by a prominent online publication, the Daily Revelation, as having said that Paramount Chief Chitimukulu has sold out the Bemba Chiefdom for endorsing Prof Luo as President Lungu’s Runningmate.

But Senior Chief Mwamba has advised Mr Mucheleka and the UPND to desist from insulting the Mwine Lubemba and the Bemba speaking people on account of their decision to welcome President Lungu’s decision to choose Prof Luo as his running mate.

He said traditional leadership was an ordination of God and that it was customarily and culturally bad-mannered for Mr Mucheleka to begin to mischaracterize the Bemba Chiefdom for political gain.

“This is not the first time Mr Mucheleka has attacked and disparaged the Chitimukulu. And it would appear Mr Mucheleka and the UPND have made it their campaign to continue insulting Paramount Chief Chitimukulu. It is politically and traditional unwise for the Mr Mucheleka to adopt continue maligning and attacking the Mwinelubemba as a strategy to win elections. It is annoying that the Mwinelubemba has become a victim of vile politics from Mr Mucheleka and the UPND,” Senior Chief Mwamba said.

And Senior Chief Mwamba has called for peaceful campaigns devoid of insults and violence in his chiefdom.

He advised political parties to avoid violence and insults during their campaigns and concentrate on what they would do for the people if elected.

He said Zambia was a Christian nation and that those seeking votes from people should use language that was respectful and issue-based.

CiSCA condemns arrest of peacefully protesting former police officer, demands his immediate release

Lusaka, 03 June 2021: The Civil Society Constitution Agenda (CiSCA) condemns the unconstitutional arrest of former police officer, Jeyson Musonda Chipepo for staging a peaceful one man protest at the police headquarters.

On Wednesday 2nd June 2021, Mr. Chipepo staged a one-man protest which he said was against what he considers the intimidation of citizens and the abuse of the police service by the Inspector General of Police, Mr. Kakoma Kanganja.

As a movement which advocates for and promotes the supremacy of our Constitution and the rights and freedoms contained therein, and in this instance the right to freedom of assembly and expression for everyone, CiSCA wonders why the Police arrested someone who was simply exercising these rights and was in no way riotous? Article 26 of the Zambian Constitution guarantees the right to freedom of peaceful assembly. The article warrants all citizens “the right, without carrying weapons, to assemble, demonstrate, protest and present their demands to the government”. It is this justiciable right that Mr. Chipepo was exercising and as far as we could see, he was not carrying any weapons and so his was a very peaceful demonstrations against a public officer, Mr. Kakoma Kanganja.

Mr. Chipepo was also exercising his right to freedom of expression as enshrined in Article 20 of our Constitution. The freedom guarantees one the right to say what they want to say and includes the freedom to express one’s opinion on a matter. As pronounced by one of the supreme courts within the SADC region, the freedom of expression is “one of the most precious of all guaranteed freedoms and it has four broad purposes to serve: i) It helps an individual to obtain self-fulfillment. ii) It assists in the discovery of truth. iii) It strengthens the capacity of an individual to participate in decision making and iv) it provides a mechanism by which it would be possible to establish a reasonable balance between stability and social change”. By arresting Mr. Chipepo, the police are denying him the opportunity to exercise what the supreme law of our land guarantees him. His arrest is therefore nothing but an infringement of his rights as a human being and CiSCA condemns this gross violation of his human rights in the strongest terms.

The same Constitution that guarantees Mr. Chipepo’s rights also places upon the Zambia Police Service the responsibility to “(a) protect life and property; (b) preserve peace and maintain law and order; (c) ensure the security of the people; (d) detect and prevent crime; (e) uphold the Bill of Rights; (f) foster and promote good relationships with the Defence Force, other national security services and members of society; and (g) perform other functions as prescribed”. Which of these functions does the arrest of an unarmed, non-violent individual like Mr Chipepo serve?

CiSCA notes that the Executive and its agents continuously deny its deliberate squeezing of the civic space while we Zambians wake up to and witness these arbitrary arrests and illegal detentions every single day! Explanations of police conducting investigations are trite since Zambia has had a police service since before Independence and we have never seen this rate of wanton depravation of liberties and extrajudicial killings too!

CiSCA wishes to remind the Police that the Constitution which guarantees the rights of freedom of assembly is the supreme law of the land. Therefore, the Public Order Act cannot be superior to the Constitution. Under the Public Order Act the police are only under a duty to regulate public meetings, assemblies and processions strictly for the purpose of preserving public peace and order. There was no breach of peace and order during Mr. Chipepo’s exercise of his Constitutional rights and so the Police are in breach of the Constitution for arresting him. CiSCA therefore demands the immediate release of Mr Chipepo.

Why HH Is A Favourite Candidate In The August 12, 2021 Elections

For Immediate Release

WHY HH IS A FAVOURITE CANDIDATE IN THE AUGUST 12, 2021 ELECTIONS.

Chingola June 3,2021

The fear that has suddenly erupted in the ruling PF has continued to multiply as Zambians eyes keeps opening every coming moment.

Today marks exactly sixty nine days (69) days before August 12th the day set for Zambians general elections. The panic mode which has been coupled by all evil activities that has happened in the past four plus years has made the PF to have sleepless nights despite having their pillows as tusaka twandalama.

The seasaw can’t balance between what they call developmental projects against the illegalities and sufferings the people of Zambia have experienced. The MMD refined PF ( full of MMD members infiltrated the PF) regime of 8 years has been hell compared to the UNIP regime of 27 years.

In this regime, we have seen: The cost of fire tenders whose price is now roaring in the guinesse book of record, FIC reports not being responded to, Expired drugs being approved by a trained medical doctor, road projects whose cost is first class but the actual work standing at third grade whose useful life is something you can’t even declare.

We have witnessed of all the 2016 campaign promises not being fulfilled, Youths lingering in extreme poverty because the job promised has never materialised, high prices of commodities worse still food stuffs while cadres are riding on our men and women in uniform without fear and shame.

UPND Alliance President who is also our candidate Mr Hakainde Hichilema and Madam Mutale Nalumango, a focused and inspirational lady who is the running mate will sure carry the day. The reasons are very simple. We can all see the graph of votes from the past general elections. The question is, is the graph upward or downward? The answer must be coupled by the consistency in the way they have conducted themselves politically as well as business wise.

Every well meaning Zambian will agree with me that HH is an upright man who is equal to the task. He is capable of revamping Zambia’s messed economy, legislature, agriculture, mining and any other important factors that have been in disarray.
Have u ever noticed that President HH is a threat in every aspect. Even when u hear a fly sitting on President Lungu, a propanga against HH will be raised saying it’s HH who sent the fly. Such a man is our saviour and he will save Zambia from the current level of suffering.

Yesterday’s funeral in Ndola for the late Joshua Mutisa where President HH equally attended and subsequently with the love from people, proved that Copperbelt which used to be a PF bedroom has shifted camp to be now a UPND headquarters. Joy was all over as if it was the aftermath of 12th August, 2021, the whole Ndola was painted RED.

Finally, i want to urge all the youths countrywide to reflect on the toture we have endured especially if u haven’t aligned yourself in the cadre circles. Let’s save ourselves and the generation to come by NOT involving ourselves in Political violence. let’s use a vote to remove PF because that’s the only great tool we have.

God bless Zambia.

HUNDREDS GATHER TO BID FAREWELL TO MRS MOMBOTWA

Wednesday, 02 June 2021 | By News Editor, Barotseland Post

Mrs Emetrude Situmbeko Mwanangombe, incarcerated Barotseland campaigner Afumba Mombotwa’s wife, who died at the hands of Mukobeko Prison Serial Killers in Kabwe, central Zambia, has been put to rest in her homeland of Barotseland.

She met her cruel end when she went to visit her husband at Kabwe’s Mukobeko prison where he continues to serve a 15-year treason sentence for his peaceful campaign for Barotseland’s self-determination.

At the maximum prison, she was lured by the assailant who pretended to be a prison warder and called her on her personal mobile phone, supposedly to update her on the pending release of her husband from jail through a presidential pardon.

Unbeknownst to Mrs Mombotwa, James Chiteta, the supposed Prison Officer, was nothing but a cold-blooded killer inmate who had been luring female relatives of fellow inmates in the same elaborate criminal scheme and would go on to rape and murder his unsuspecting victims including her.

In total, the assailant with his co-accused, Miles Malaya, has raped, murdered, and buried at least nine female victims and a six-month-old baby around the prison farms where they were entrusted to work the fields as reformed inmates since February 2021.

And hundreds of Barotzis turned up to pay their last respect to Mrs Mombotwa in a solemn funeral procession that took place in Limulunga, the royal capital of Barotseland.

The procession, which involved the church, civil societies, and political activists started with a church service at the New Apostolic Church, Limulunga Central Congregation, where she was a member, ended up at the Limulunga cemetery where she has been put to rest.

Her funeral and national mourning will continue until 8th June 2021.

Meanwhile, the Linyungandambo, Barotseland’s main independence movement founded by her husband to peacefully push for Barotseland’s self-determination, have called on the Zambian state to thoroughly investigate Mrs Mombotwa’s death to make sure that all those involved in her gruesome murder and that of the other nine victims are brought to book.

Speaking at Mrs Mombotwa’s funeral, the Linyungandambo General Secretary, Samuel Kalimukwa, appealed to the government to investigate the matter thoroughly and ensure that all the people behind the Mukobeko criminal syndicate are dealt with accordingly.

Meanwhile, an inquest has been opened to determine how James and Miles had acquired access to their fellow prisoners’ spouses and relatives’ private information to carry out such an elaborate murderous scheme.
