Ruling Patriotic Front (PF) Secretary General Hon Davis Mwila has hit back at the critics questioning his degree. Internet in Zambia went ablaze following the photos of the PF SG in a cavendish university graduation gown captured in the office. When the photos made it online mixed reactions rose as others wondered how someone who obtained his GCE qualifications last year in 2019 could be be a graduate in 2020.

Cavendish university has received wide condemnation and doubts about it’s educational credibility to explain how a 4 years degree program in any field could be obtained in one year. Other bloggers say there is a possibility of his enrollment in 2016 so that by the time he graduates in 2020 he cleared his GCE. But deep thinkers are still questioning the qualification bar for one to enroll if at all any non qualified citizens are free to enroll while studying with the university they are rewriting their papers. CIC is trying to get an official position of the matter with Cavendish university.

But Hon Mwila has said people questioning his degree are being sponsored by HH the UPND president to demean and undermine him but says he won’t be distracted.

Hon Mwila has accused CIC of being sponsored by the UPND leader to spin online dust over his graduation, he said if CIC had not covered his story most Zambians would not have heard about it or said bad things about him because he genuinely acquired his degree.
Meanwhile CIC Public Relations officer Ms Maureen Chanda has said that CIC has nothing to do with the PF SG graduation neither was it sponsored by any opposition leaders as named by the PF SG. Ms Chanda says people are curious and CIC as the online tabloid of press information was as curious as any Zambian because certain people trust it hence they asked.

“Hon Mwila would do justice by just answering simple and straightforward question when he enrolled at Cavendish university and what was the status of his qualification by then. If he answers that people will move on instead of politicizing a non political issue as you are aware fun or jokes as it maybe Hon Mwila is a public figure and Cavendish university is a global university heard quartered in the UK with branches worldwide but their credibility is now in public domain hence as a media house it’s our duty to provide an interactive platform for discussions” says Ms Chanda.
Hon Mwila is officially a graduate in Bachelor of Science in Project Management.

Chief Mukuni urges UNDP not to release funds to ECZ till key issues are addressed

SENIOR chief Mukuni says the UNDP and its cooperating partners should not release US $13.2 million to the Electoral Commission of Zambia until it addresses five key issues including not discarding old voters’ cards, political violence and hate speech.

In a statement, Mukuni however, commended the United Nations Development Programme and its cooperating partners such as the European Union, Germany, Britain, Ireland, USAID and France for funding ECZ to strengthen Zambia’s democracy.

“The donor community must be lauded for this generous gesture. I however, wish to express concern that unless stringent conditions are laid out to ensure that the ECZ adheres to specific benchmarks that guarantees delivery of a free and fair election, the magnanimity of the donor community through this generous act, will not yield citizens high expectations and will be a wasted effort,” he said. “In that regard, I call upon all stakeholders among many, the Church mother bodies, the civil society, labour and student movement, Law Association of Zambia and the opposition alliances, to rise to the occasion and exert pressure on the donor community to undertake to release the funds only if ECZ complies to stakeholders and citizens’ demands on the following thorny issues – (1) The voter registration exercise. The unilateral decision by ECZ to deregister the old voters’ roll in preference for a new register that will undeniably defranchise millions is unrealistic, unreasonable and uncalled for. It should be vehemently opposed, rejected forthwith and immediately addressed by the ECZ. (2) The issuance of National Registration Cards. This is basically a conveyance for citizens to register to vote, is directly linked to the electoral process. The insistence by the ECZ to insulate themselves out of this responsibility is unconvincing, and as a matter of fact reckless. EZC must collaborate with the Ministry of Home Affairs in ensuring as many citizens as possible obtain NRCs to enable them to vote.”

Mukuni said the , ‘Strengthening Democracy in Zambia’ project undertakes to provide financial support that would assist the commission in building capacity and strengthen inclusive participation, and civic engagement of all stakeholders in readiness for the 2021 elections.

He said the funds totalling $13.2 million of which 80 per cent has already been raised, would undoubtedly go a long way in providing necessary resources to boost the operations of the ECZ.

Mukuni listed the other thorny issues as being the public order Act saying that the ECZ must invoke necessary powers that it possesses under the Act, by ensuring the police provides equal and fair opportunities to political parties to meet citizens and canvass for support without arbitrary arrests or threats of arrest of opposition party leaders and supporters.

“Currently the opposition faces arrests, intimidation and all manner of harassment from both the Police and ruling party cadres,” noted Mukuni. “(4) Political violence. The ECZ must vigorously engage the Zambia Police and political parties in ensuring that violence is nipped in the bud, regardless of whether these cadres are from the opposition or ruling party. Evidence is abound where the police have turned a blind eye on violence perpetrated by the governing party cadres while ironically arresting the victims of the violence. This is unacceptable and in the long term compromises national security and (5) Hate speech. The ECZ have a statutory duty to ensure canvassing for support by political parties must be within acceptable norms that must not compromise decency. ECZ must collaborate with Police to curtail hate speech based on ethnicity regardless of who says it. Currently hate speech directed at certain sections of the communities carried out by institutional office holders is rife. This has potential to cause huge damage to Zambia’s unitary status and must not be allowed to continue.”

Field Lungu as parliamentary candidate, Halwabala mocks PF

STOP mourning the demise of Bill 10 and try to resuscitate the dead economy, UPND Southern Province information and publicity secretary Nero Halwabala has pleaded with the PF.

And Halwabala has mocked the PF advising them to field President Edgar Lungu as a parliamentary candidate because legally he does not qualify as President since he was elected twice and sworn in twice.

In an interview, Halwabala said Zambians should not glorify the PF, whom he called liars.

“Stop mourning the demise of Bill 10 and try to resuscitate the dead economy. You cannot continue a self-imposed national mourning on the demise of the constitution amendment Bill 10 of 2019…Zambia must also not glorify liars if the country has to develop,” Halwabala said.

He advised PF parliamentarians who did not support Bill 10 to be free because they represented Zambians’ views.

“Mwansabobwe member of parliament Kabaso Kampampi, there was no need to be afraid of PF but you represented the people who voted for you. And we continue to thank you including Elalio Musonda MP for Kamfinsa Constituency for standing with the people,” Halwabala said.

“The economy is completely dead and we have leaders in government who are failing to provide solutions to the economic crisis…the rainy season is here but the government is busy with its national mourning over the dead Bill 10 and threatening their own MPs who rejected the poisonous legislation. Instead of spending time and money on delivering farming inputs to farmers and explaining to the citizens why their policies are failing in all the sectors of the economy, they are busy issuing hate speech and tribal remarks.”

Halwabala advised the PF to engage UPND on economic policies for the betterment of the country.

“As UPND, we can’t continue allowing PF to share ignorance with our citizens on important national matters. We are in a hurry and busy explaining our agenda for a better Zambia as UPND,” Halwabala said.

“Job creation and youth empowerment require seriousness on the part of PF government,” he added.

Halwabala said it was unfortunate that PF is in the midst of mourning Bill 10 and misinterpreting the constitution on President Edgar Lungu’s eligibility as a presidential candidate for 2021.

“As UPND we are not scared of his candidature but we are defending the constitution as law abiding citizens and respecting the supreme law of the land,” said Halwabala.

Lungu Is Benefiting From This Tribalism Going On In Government And PF- Muchona

A lot of Ministers and PF officials have insulted and demeaned Tonga Speaking people without shame or fear

My message to President Lungu is that as Tongas we have ignored this nonsense for too Long we thought we have a president in the country who can protect every Citizen in Zambia regardless of their ethnicity origin, too bad we have learnt that Mr Lungu is not interested in protecting some tribes.

We are always a shooting object (punching bag, doormats) of those in Government and Pf party officials we were surprised on why the president could not take his people to account when they preach hate against Tongas, now it has come to our attention that he is part of them and probably he is the one sending them to fire us from working places because we are Tongas, to kill us because we are Tongas, to insult and demean us because we are Tongas,to deny us employment and opportunities to go to school because we’re Tongas.

Since it has become clear that the president will not protect us we are left with no option but to defend ourselves from people like, Nkandu Luo, Chanda Nyera, Dora SILIYA and many more Pf members.

My appeal to the true churches and NGOS you have been quiet for too long this is the time to talk about the wrong as it is. In your churches and Organisations you have people from different Provinces and tribes but when other tribes are under attack who are your members you are quiet why?

My appeal to Tongas being quiet will achieve nothing for you and the future generations of this country stop waiting for other people from other Provinces to defend you when you are attacked tribally stand up and tell these idiots who are busy insulting you every day that you are also full Zambia in the same way these idiots are Zambia is for all of us.

My appeal to politicians, remember that before you are a politician you are a Zambian first. We have co existed for more than 50yrs without any problem why is it becoming a problem to co exist now under president Lungu? Just to remind you also bear in mind that not all Tongas are politicians and be mindful that there are alot of Tongas who are members of PF who you insult and demean Everytime you have a political gathering. If you are fighting HH or UPND face him as HH not as a Tonga and UPND as a party no as a tribe.

Chief Mpezeni Has Given Directives, But Easterners Should Choose Their Own Leader, Says His Induna George Zulu

Much as paramount chief Mpezeni has given directives that the people of Eastern Province must give maximum support to President Lungu in 2021, it is up to the people to choose their own leader, says the Mpezeni’s induna and Zambia’s former Ambassador to Australia George Zulu.

Speaking with Daily Revelation on the paramount chief of the Ngoni people, Mpezeni’s recent appeal to the people of Eastern Province to give President Lungu maximum votes in 2021 because he was the son of the soil and has love for everyone, Amb Zulu said he had not spoken to the paramount chief over this specific matter, but that the people he has spoken to have confirmed that that was what the Mpezeni actually said.

However, Amb Zulu said Eastern Province was a unique province which had accepted leaders from other regions, and that it was important for the province to retain that uniqueness, saying every Zambians must feel a sense of belonging in the province.

“We must retain our status in this country to welcome all. We have been fighting to unite this country as One Zambia One Nation. And I believe Eastern Province will embrace everyone,” Amb Zulu said. “Much as the paramount chief has given directives, emphatically it is up to the people to choose. I think we must try as a nation to fight for unity, not to be divisive. We should try by all means to unify our people.”

Amb Zulu said he had never heard the two presidents he had served under in the PF, the late Michael Sata and President Lungu appeal to a particular tribe to vote for them.

“So we (Easterners) should not teach him to go that route,” he said.

Amb Zulu said President Lungu must feel free to also campaign in other provinces, without the risk of any animosity, saying the same should be accorded to UPND leader Hakainde Hichilema and all the other opposition leaders to campaign everywhere unhindered.

“The candidates that are going to stand, including our own should not be looked at from the basis of provincialism or tribalism,” he said.

Asked why as an induna of the paramount chief he was speaking a different language to that of Mpezeni, Amb Zulu said he was an induna on the traditional side, but the statement Mpezeni made was political.

He said in fact the directive was not just meant for the Ngoni people, but the people of Eastern Province.

“He was talking on behalf of everybody. He has his political rights, and I also have my own political views,” Amb Zulu said.

On information minister Dora Siliya’s tribal appeal to the people of Eastern Province not to cede power to a Tonga, but instead turn out in large numbers for President Lungu, Amb Zulu said he he was saddened to hear such tribal statements as an Easterner.

“I felt embarrassed that we have not learnt from history from looking at a Province in that manner. There was a movement called umozi kumawa, it was not a popular thing. Those who propagated it ended up regretting,” Amb Zulu said. “At the end of the day as Easterners we want our candidates to campaign in other areas.”

Amb Zulu recalled an incident in history where the late former vice-president Reuben Kamanga, an Easterner, was fighting for a position with the late Simon Mwansa Kapwepwe (a Bemba), saying the latter won not because Bembas had numbers, but because the people of Southern Province bought into his message also.

Paul Moonga has described the people questioning President Edgar Lungu’s eligibility as charlatans, minions and nincompoops, picking out John Sangwa as someone who has been hit hard by hunger.

Speaking with Daily Revelation, Moonga, the Lusaka provincial chairperson, said whether people liked it or not, President Lungu would stand in 2021, saying his presidency from 2015-2016 did not amount to a term. But State Counsel Sangwa has argued that the constitution states that when one has twice held office, they are not eligible to stand again.

However, Moonga said those in the PF understood the law better than lawyers like Sangwa.

“There is nothing in that constitution about swearing in, it talks about about the term of a president,” Moonga said. “So you have the Sangwa’s and group and all their minions, the (Fred) Mmembe’s (Socialist Party presidential candidate), charlatans nincompoops is that Edgar Chagwa Lungu they can’t beat him, that’s all they are worried (about).”

Moonga said those in the opposition were scared of President Lungu because “the man has performed beyond any human being in transforming the county.”

“That’s Mr Sangwa? The young man is broke when you are broke you become a bit confused upstairs because bill 10 had nothing to do with the presidential candidature. It had to do with women…why are they so scared of our president?” Moonga asked, however, bill 10 wanted to include a clause where ones nomination could not be challenged. “I know they are scared they have diarrhea whenever they sleep they see Edgar Chagwa Lungu in their dreams.”

Moonga claimed that President Lungu was a man without wrinkles nor skeletons around him, saying that was what those against him feared.

“They should focus on what they should tell the people of Zambia why they should be elected instead of focusing about who should stand. What nonsense…why have they lost seven vice-presidents? That should worry them, not worrying about Edgar Chagwa Lungu up to now they have failed to have a replacement for GBM,” Moonga said. “And they are saying he must go what has he done to go? To go where? He’s our candidate. Let them be ready for ECL he’s coming reloaded, and for Lusaka we endorse him our sole candidate 2021. And we understand the constitution beyond some of these lawyers, Sangwa nae ni Sangwapo umwaiche ulya njala yamunyokola ndalama zasila (suffering has hit Sangwa hard, his money has finished).”

And Moonga has echoed PF deputy secretary general Mumbi Phiri’s observation that members of parliament who have served more than three parliamentary terms must cede their positions to the youths and the women.

“Now what is it in an MP that after 20 years you want to go back? Like Jack Mwiimbu awee bazibeko vochita wee (Leader of the opposition in Parliament and Monze UPND MP must find other things to do),” he said.

Asked about Kabwata member of parliament And Justice minister Given Lubinda who is into his fourth term and reportedly being challenged for the Kabwata seat by Clement Tembo, Moonga said: “Tembo is not challenging anybody he is simply going to apply for a seat and I know honourable Lubinda is honourable enough, he knows what he’s doing so I cannot preempt, he’s a very honourable man not like Jack Mwiimbu that I can tell you. He’s very very honourable sali monga mu Tonga munzanga wamu Monze (he’s not like my fellow tribesmen Jack Mwiimbu).” -Daily Revelation

Speaker of the National Assembly Dr Patrick Matibini has ruled that the result of the vote of the Constitutional Amendment Bill No 10 of 2019, cannot be revisited or revised.

On October 30, 2020, PF Chifubu memeber of Parliament Dr Frank Ng’ambi raised a point of order on whether the records to the vote on the Constitution of Zambia (Amendment) Bill No 10 of 2019 would be amended to reflect him as having voted in support of the bill because at the time of voting, there was system failure which had resulted in his not being registered as being present for a vote.

Giving his ruling on the point of order raised, Mr Matibini said his office also received two letters from Dr Ng’ambi and PF Mwansabomnwe member of Parliament Kampampi Kabaso where they complained that their names were not captured during voting on Bill 10 motion.

He said immediately he received the complaint letters, his office conducted thorough investigations to establish what transpired on the matrial day.

He said in his point of order, Dr Ng’ambi alleged that his vote could not be registered, because his console froze.

Dr Matibini however, said investigations revealed that if indeed, his console froze, as he alleged, he would not even have been able to log into the system, let alone, press the “Present” and “Yes” options, as alleged in his complaint letter.

He said at any rate if the console had indeed froze, he should have alerted the Speaker who would have in turn instructed the ICT officers in the chamber to assist him fourthwith.

“As a matter of fact, an ICT specialist is positioned adjacent to me,” Dr Matibini said.

He said he had come to the conclusion that Dr Ng’ambi logged into the system as required but he did not select the “present” key, which would have activated the necessary options to enable him vote.

“Therefore, contrary to his assertion that his vote was not recorded due to a system failure, Dr Ng’ambi’s failure to register his vote, was as a result of his own failure to press on” present” and thereby register his intention to vote. And subsequently, proceed to vote,” he said.

Dr Matibini further said the same gleaning Bosch system report refered to above, was self evident that the same narrative relating to Dr Ng’ambi applied to Kabaso.

” In view of the foregoing, the result for the vote on the Constitution of Zambia (Amendment) Bill cannot be re-visited or revised. And shall stand, as recorded on the system as declared by me, on Thursday 29 October, 2020,” ruled Dr Matibini.-Daily Revelation

HARRIS, the first Black woman in the US Senate from California, who run against Biden for the presidential nomination.

First-term United States Senator Kamala Harris’s star was already rising fast when she jumped into the race for the Democratic presidential nomination in early 2019. Liberals in the party loved her for being the face of the party’s future – a young, Black woman.

Despite entering the race as an immediate frontrunner, Harris, who was also the only African-American woman running, was out by the end of the year – before even the Iowa caucuses. Her struggle to maintain support was driven by an inability to articulate clear policy positions and a backlash from an attempt to attack rival Joe Biden’s record on race during a June 2019 debate.

Many thought the dust-up ended her chances of being considered for the vice president slot. But they were wrong.

According to political analytics Democratic presidential candidate Joe Biden’s selection of Senator Kamala Harris gives him a running mate who can appeal to African American voters who wer core to Biden’s base of support and serve as a fierce critic of President Donald Trump’s record in office.

A former top state prosecutor in California, Senator Harris came with a law-and-order career record that would help Biden steer a tricky, centrist line between Black Lives Matter protesters and white Americans who worry about attacks on police funding.

Harris, 55, the daughter of immigrants from Jamaica and India, is a former California state attorney general who became popular with liberal activists for her tough questioning of appointees and officials from the administration of President Donald Trump – including Supreme Court nominee Brett Kavanaugh and former Attorney General Jeff Sessions, during Senate hearings.

As one of the earliest congressional critics of Trump’s immigration policies, Harris pushed hard for a deal to protect from deportation those immigrants who came to the country without documents as children, a group known as the Dreamers.

Harris made history in 2016 when she became the first Black woman elected to the US Senate from California, and she has pushed back against critics of “identity politics”, who she says are using the term as a pejorative to marginalise issues of race, gender and sexual orientation.

She was among a handful of Democrats who aggressively questioned Kavanaugh at his Supreme Court confirmation hearing about his views on abortion and on the special counsel probe into potential Russian meddling in the 2016 election.

In the Senate, she introduced a bill to give lower-income families cash payments and tax credits to help battle wage stagnation and rising housing costs, and she has been a strong advocate of criminal justice reforms.

In a memoir published in 2019, Harris described herself as a “progressive prosecutor” and said it is a “false choice” to decide between supporting the police and advocating for greater scrutiny of law enforcement.

She is, however, no favourite of progressives in the Democratic party. Many have criticised her record, including her sometimes reluctant approach to criminal justice reform and her fighting against lawsuits brought by sex workers and opponents of solitary confinement in prisons.

She also came under scrutiny for declining as attorney general to prosecute OneWest Bank, which was once headed by Treasury Secretary Steven Mnuchin, for alleged foreclosure violations. Harris, who voted against Mnuchin’s confirmation as head of the US Department of the Treasury, said she “followed the facts” in declining to prosecute.

BUGHATTI OWNER DIES
A Zambian based Zimbabwean Genius Kadungure popularly known as Ginimbi man who had hit headlines after buying a 2 million dollars worth car has died.

Ginimbi crashed into trees at 05:00 am this morning in Borrowdale Zimbabwe.
His net worth was estimated to be between $50million and $100 million.
He died at the age of 36.

Kadungure was returning home to Domboshava, just outside Harare, after celebrating a friend’s birthday at around 5AM when witnesses say his Rolls Royce had a head-on collision with a blue Honda Fit on Borrowdale Road.

The Rolls Royce careered off the road and smashed into a tree before catching fire. Kandungure was thrown off the vehicle and died at the scene along with three friends named as – Karim, Elisha and Moana, who was celebrating her birthday.

The driver and a passenger in the Honda Fit, which suffered damaged on the front right side, escaped with minor injuries.

Witness Danny Kuwanga, who was one of the first people at the scene, said Kadungure was speeding.

“It happened in front of my eyes. He was speeding. He first overtook me and as he tried to overtake a second vehicle, that’s when he crashed into the Honda Fit driving the opposite way,” Kuwanga said.

Kuwanga said he was joined by three other man and they pulled Kadungure away from the vehicle which was now a fireball.

“The girls didn’t make it out. They were just crying inside the burning car. We couldn’t do anything,” he added.

Police said the crash is under investigation.

In his final post on Instagram, where he had over 600,000 followers, Kadungure posted a video, declaring: “Guys it’s time to go out, it’s gonna be going down. We’re going to Dreams (nightclub) in the next few minutes, it’s gonna be going down. It’s Moana’s birthday, we’re going to pop champagne, it’s gonna be champagne showers tonight, see you there.”

As he gets into the vehicle, Kadungure tells his followers he’s “driving Rolls Royce Wraith.” The video cuts out as ‘Hello’ by Kabza de Small and DJ Mapholisa blasts from the US$500,000 motor.

The social media star and owner of Dreams nightclub, known for showing off his top-of-the-range sports cars and palatial home in Domboshava, was a cousin of Vice President Constantino Chiwenga’s estranged wife, Mary Mubaiwa.

Over the last two years, Zimbabwean authorities have investigated Kadungure for tax evasion and smuggling of liquefied petroleum gas worth millions of dollars.

During the inquiry, police also seized a Bentley and then later a Ferrari after the Zimbabwe Revenue Authority said he underpaid duty. The Bentley is still with police.

ACKSON Sejani says Zambians are now faced with a daunting dual struggle of rejecting Edgar Lungu’s third term overtures and tossing out, in entirety, PF ubupuba (foolishness).

Sejani is a former local government minister and an ex-member of parliament for Mapatizya Constituency in Zimba district, Southern Province.

He also cautions that the defeat of Bill 10 means the beginning of the real fight against the machinations of the conceivers and promoters of the “deceased” bill.

Sejani told The Mast that time has come, once again, for broad-minded Zambians to mobilise themselves to reject President Lungu’s third term, “as well as to reject the Patriotic Front as a whole.”

“As we mobilise to boot out PF in next year’s elections, we must watch out for the activities of those paid surrogates who have been wounded by the failure of their Bill 10 project,” he said. “In there are some crippled personalities who thrive on malice, misinformation and violence as they bootlick and worship the current PF regime.”

Sejani noted that from now onwards, Zambians were faced with the challenge of choosing a new government to take over from the PF.

“The Patriotic Front has amply demonstrated that it suffers from power hungry leprosy and it is more than ready to maim anybody standing in its way,” he charged. “So, while we are still able and while we still have the energy to change, let’s do it. Otherwise if we don’t do it now, time will come when it will not be possible to change because we will then be too divided and too weak to do so.”

Sejani warns that any delay to curtail the PF’s machinations would result into entrenchment of the same.

“This then is our dual struggle; stop Mr Lungu’s third term and remove PF from power with whoever they will install from their crooked production line,” he said.

Sejani pointed out that Zambians just ushered a period of victory: “amidst a fruitful fight against Bill 10 and the nation is celebrating its achievement.

He congratulated heroic members of parliament who achieved that feat.

“We also congratulate the valiant Zambians who, in their diversity, helped in whipping up public opinion against this poisonous bill. This collective fight reached its logical conclusion by putting Bill 10 where it belongs, into oblivion,” Sejani noted.

“Bill 10 is now history to be used as a point of reference only. The pressing question now is where do we go from here? This question must be asked because the defeat of Bill 10 means the beginning of the real fight against the machinations of the conceivers and promoters of the deceased bill.”

Sejani underscored that now was not the time to engage in prolonged celebrations on the fall of Bill 10 and drop the guard because: “if we did so, our achievements thus far will count for nothing.”

“Already some brazen and insidious manoeuvres are afoot to break our Constitution by a man who does not qualify to stand for presidency again,” he said. “Mr Lungu does not qualify to stand as President of Zambia under our Constitution and that was the reason for coming up with Bill 10. He was trying to circumvent the clear clauses that stop him from doing so in the Constitution.”

Sejani stressed that the failure of ‘President Lungu’s Bill 10’ to marshal two thirds in Parliament meant those clauses still remain.

“He is ineligible to stand! Article 106 (3) of the Constitution which he signed blind-folded in 2016 provides that ‘a person who has twice held office as president is not eligible for election as president.’ The English in this clause cannot be clearer or simpler,” he explained. “Elsewhere, among the documents a presidential aspirant must fill in, is an affidavit which demands that a candidate must swear that, inter alia, he or she has not TWICE been elected as president.”

Sejani further explained that Lungu first got elected as President in January 2015 and that he was again re-elected in August 2016, “making it twice.”

“We are waiting to see how he will take this oath and if the oath will be amended, we shall also see. It must also be borne in mind that when a person is filing in nomination as president, they do so as ordinary citizens and not as Republican President,” he said. “This distinction is useful because an ordinary citizen does not wear immunity that shields them from prosecution. So, at the time of filing his papers, Mr Edgar Chagwa Lungu will be an ordinary citizen and not President Lungu. Stand by, lawyers and prosecutors, because the law is about to be broken by an ordinary person.”

Sejani rallied Zambians to remember that President Lungu’s third term attempt at the presidency is a ‘fight” before them.

“It is a legal fight and our lawyers will fight to ensure that the sanctity of our Constitution is not violated willy-nilly by individuals whose disdain of law and order borders on subversion,” he noted. “We have tolerated this nonsense for far too long where our supreme law is being disregarded and broken at will. Although our lawyers will try to do their job and petition those who don’t qualify to stand, it is possible in today’s Zambia that our courts will rule that such an illegal nomination can only be subjected to an election petition.”

He believes such is very possible since: “our courts have already been warned to behave when handling cases involving Mr Lungu.”

“A petition after an election, especially if Mr Lungu wins, therefore becomes a mere academic exercise only,” Sejani said. “This scenario makes it imperative to engage in a dual struggle. While our legal brains will be slugging it out in our unpredictable courts, the rest of us must pick up the political fight.”

He also indicated that in that political fight, Zambians are not only fighting President Lungu’s third term.

“But we must also be fighting his toxic anachronism called the Patriotic Front. This party wants to drag us backwards to the days of the one party state,” Sejani noted. “As we stop Lungu’s third term, we must make it clear that we are done with PF even if they, again, wake up judges in the middle of the night to give us another national headache. We are done with this PF ubupuba (foolishness).”

He is optimistic that Zambians would triumph over President Lungu’s third term intention.

“We can do it and we shall do it. Zambians have always done it when they want to. We did it against the one party state and we did it against Chiluba’s third term,” recalled Sejani. “There is no reason why we cannot do it against Mr Lungu’s third term because, after all, today it is much easier to mobilise this resistance given the advancement in technology.”

It’s hypocritical for PF to intimidate their MPs who did not vote for Bill 10 – GEARS

IT is insincerity and hypocritical for the PF to deploy intimidation tactics against their MPs who did not vote for the failed Bill 10, says GEARS Initiative Zambia executive director McDonald Chipenzi.

Three PF lawmakers did not vote for Bill 10 in Parliament on October 29, 2020.

They are Kabaso Kampampi (Mwansabombwe), Elario Musonda (Kamfinsa) and Frank Ng’ambi (Chifubu).

The PF’s trio has since been written to by their party secretary general, Davies Mwila, to exculpate themselves as to why they did not vote for the bill.

Chipenzi, in a statement, said it was astonishingly sad to hear and read now that President Edgar Lungu strictly instructed and directed all PF members of parliament to support and vote for Bill 10.

“It is insincerity and hypocritical for the PF to deploy intimidation tactics against their MPs who did not vote for the failed Bill 10,” he stated.

“In the first instance, PF publicly, through their chief whip, Cde Brian Mundubile, told the nation that the party had not issued a three-line whip strategy on its members in the House but told them to debate and vote freely without looking through their shoulders.”

He noted that the PF condemned the UPND leadership for what it alleged abduction of their members of parliament, “for not debating and voting for Bill 10.”

Chipenzi added that the PF also alleged that the UPND had issued a whipping system to its members of parliament, “not to vote for the bill; a decision it condemned.”

“The UPND was described as dictatorial for whipping its MPs, although three of them did not respond to the whipping,” Chipenzi stated.

“However, UPND has not taken the stance taken by their counterpart in PF to write exculpatory letters to the dissident MPs. This is very dishonest on the part of the PF, to now start harassing and intimidating their MPs for exercising their freedom of choice and debate.”

He expressed delight at the collapse of Bill 10 because: “with such strict instruction from the President, had the bill passed second reading and opened the Constitution, all those publicly rejected clauses by the PF would have been up for voting”.

Those clauses, according to Chipenzi, include coalition government, removal of retirees from the payroll, resignation of civil servants two years to election, non-approval of loans, agreements, treaties and also the merging or creation of provinces, among others.

Chipenzi noted that the governing PF was violating the privileges of their members of parliament by asking them to exculpate themselves on an issue they were protected by the laws and rules governing the business of the National Assembly.

He explained that lawmakers had freedom of debate and choice when in the House and that no one, “outside the House,” was allowed to harass a member of parliament for their activities, debate or choice in the National Assembly.

“However, confusingly, two of the three MPs had alleged that they were in the House and voted but the computer/technology let them down,” Chipenzi stated. “So what new evidence has emerged for the PF to issue those exculpatory letters to the three MPs? Is it that the MPs lied to the House that they voted for the Bill but the vote was graded absent?”

Chipenzi advised the concerned three PF members of parliament to lodge a complaint to the Speaker of the National Assembly for possible censorship of Mwila for his: “careless decision to try and intimidate the MPs for their non-availability to vote for the bill.”

In his charge letter to Musonda, Ng’ambi and Kampampi, Mwila stated that it had come to his attention that the MPs had decided to absent themselves from voting for Bill 10.

“Honorable member, you are aware that His Excellency, the President had directed that all our Members of Parliament must vote for the Constitution amendment Bill 10 of 2020 [sic] as it had important progressive clauses that would have seen us uplift the lives of the less privileged in society,” stated Mwila. “I find your action not in line with the Party’s interest and in breach of Article 74, regulation 29 (d) and (i) of the Party Constitution. I therefore, give you seven (07) days to exculpate yourself why disciplinary action should not be taken against you.”

What is the truth about Lungu’s third term bid?

Dr Fred M’membe says, “When we say that President Edgar Lungu is not eligible to contest the 2021 presidential elections it is not out of hatred or fear of losing to him. Even if Mr Lungu was a very weak candidate who could be easily defeated our position does not change – the principle and requirements of the rule of law do not change. We may have chameleon-like politicians but our country’s Constitution does not change in that psychedelic way. We are saying this simply out of principle, out of respect for the rule of law. And put simply: Mr Lungu has been elected to the office of President of the Republic of Zambia twice. And he has been sworn in as President twice – serving two terms as president.

The issue of his first term being less than three years does not arise or apply here. It arises when or applies to a person who assumes the office of President as Vice-President, without being elected, when the President dies, resigns or is removed from office for any reason. Mr Lungu did not assume office as Vice-President and without elections in 2015. He contested presidential elections twice and won.”

It’s very clear that Edgar and his minions are trying to hang on to a very thin thread to have a third term of office. The definition of a term he is trying to hang on to doesn’t apply to him. Edgar did not assume power in his first term of office under the current Constitution, it was under the previous one. In the previous constitution there’s no running mate and therefore whenever the office of the president fell vacant there had to be presidential elections within 90 days. Under the current Constitution the Vice-President takes over without elections. And the not less than three years definition of a term of office was meant for this.

And it is this realisation that prompted them to introduce Bill 10. The main purpose of Bill 10 was to cure this and give Edgar a chance to go for a third term of office. We shouldn’t be deceived by the other apparently nice things they put in Bill 10 – it was a poisoned chalice.

This is why they tried even the impossible to get Bill 10 through.

Of course, they haven’t given up. Edgar doesn’t give up on what he wants, whatever the obstacles, legal or otherwise. Now he will rely on his control of the Constitutional Court to give him a third term bid. But even the Constitutional Court will be taking a very high risk to give him a third term of office. They have to answer for that in the future.

Women don’t want to depend on a benevolent dictator, says Inonge Wina

VICE-PRESIDENT Inonge Wina says women do not want to depend on the benevolence of a dictator or the good will of a President.

She says the PF has never run away from facing the issues of women empowerment.

Responding to Senga Hill PF member of parliament Kapembwa Simbao during the Vice-President’s Question Time yesterday, Vice-President Wina expressed disappointment over the failure of Bill 10.

She said Bill 10 was progressive and should have been endorsed by all members of parliament.

In his question, Simbao wanted to know if the government had come up with an explanation on the failure of Bill 10 and measures to improve women representation in Parliament.

“Mr. Speaker, I want to say that the failure of Bill 10, embarrasses me as a man and I wonder if I am in the same country with those who proudly, boastfully brought it down. Mr Speaker, the demographic of this country shows that women make up 51 per cent of the total population. And they also make up 60 to 70 per cent voters in this country and yet in Parliament women are less than 11 per cent. And her Honour the Vice-President knows that because she’s been there for a long time and this is because the present system we use of first past the post is not favourable to women; it is very competitive. So Bill 10 provided a sure way to increase the number of women,” said Simbao, a former minister in the MMD government. “So Mr Speaker, I want to know from the Vice-President if government has come up with a very good explanation to the 51 per cent (women representation) in Zambia while their attempt to improve the numbers of the women in Parliament was not supported by the same party [UPND] that wants to rule them, starting from next year and thereby failing this Bill 10, thank you Mr Speaker.”

In response, Vice-President Wina said UPND members of parliament had done a disservice to women, the youth and people with disabilities who were guaranteed some safe seats in the House for them to participate in decision-making in the running of their country.

“Mr Speaker, I heard some leaders saying ‘no, no, no, when I get into power, I will appoint women’. Mr Speaker, I can assure the honourable members that even if President Lungu chose all ministers of the provinces, if he chose women, the number will still be negligible. That’s why we need a constitutional provision that will guarantee the number of marginalised people in Parliament. Women do not want to depend on the benevolent dictator or the good will of a President,” she said.

“The President should be assisted by laws that stipulated that the numbers should be increased and it is a right of every woman to participate in the governance of her country. It is a right of the young people. At independence, Mr Speaker, most of the ministers were young. And they were able to move the agenda of this country – to lay the foundation for the prosperity we are enjoying today. But UPND does not want to see women participate. When they even know that in their strongholds they can sponsor women but that party does not do so because they don’t want to see the faces of the women in Parliament. It is as simple as that.”

Vice-President Wina further accused those who rejected Bill 10 of enjoying suppressing women.

“Mr Speaker, the countries that have put women at the forefront such as Rwanda here in Africa and countries like Sweden have seen substantial development in running their countries but here in Zambia, especially in the political party that wants to take over from PF, which they will not do, they seem to relish suppressing women. I don’t want to take it further, to know how women are treated in their homes,” Vice-President Wina said but Speaker Dr Patrick Matibini advised her not to take that line of debate. “I withdraw that last part, Mr Speaker, but this was an opportunity. Bill 10 was offering an opportunity to the young people, to the women to be part of this governance. So long as we are leaving women out of the governance of Zambia, we should not expect much development. Women see what men do not see some times. And it is only appropriate for a progressive country like Zambia to ensure that when progressive bills of this nature are introduced in the House, these bills should be welcomed and endorsed by all members of parliament. Mr Speaker, I am still very disappointed. And the women in the UPND, I hope will be able to impress upon their leaders that they should change mind and look at women as equal contributors to the development of their country.”

But leader of the opposition and Monze Central UPND member of parliament Jack Mwiimbu asked why the Vice-President was u-turning when her party had rejected clauses that were proposing increasing women representation in Parliament.

“Your Honour, the Vice-President, I have noted that you have not stopped mourning over the demise of Bill 10. Your Honour the Vice-President, your party in 2011 defeated the motion that was moved by the MMD that included proportional representation by walking out of this House. Again in 2015, on the floor of this House amended and removed the clause that was proposing the proportional representation on the bases that all women should be free to contest. Why are you summersaulting now because of the obnoxious Bill 10 that contained so many bad clauses that led to its defeat? And also Your Honour, the Vice-President, we give you members of the UPND to vote with you, you still failed. You are the one that failed the people of Zambia by not coming with a good constitution.”

In response, Vice-President Wina asked why Mwiimbu did not debate Bill 10 if it was obnoxious.

“But he kept quiet throughout. When it suited the member of parliament to debate, he walked out, which means they were running away from a progressive bill,” said Vice-President Wina.

“Mr Speaker, PF has never run away from facing the issues of empowering women and we will continue to do so and not the other party, UPND, that does not even talk about what they think is wrong in the bill but only keeping away from the House. That is cowardice.”

Therefore, the collapse of Bill 10 courtesy of the opposition UPND is an assault on the Zambians who have yet again been robbed of the many progressive clauses that it contained.

The Constitutional amendment Bill number 10, popularly known as bill 10, was meant to fix lacunas in our current constitution amendment Act number 9 of 2016. Therefore, Bill 10 presented an opportunity to fix the lacunas in our current Zambian Constitution.

Indeed, the Bill had a lot of progressive clauses and its collapse has robbed the people of Zambia of progressive Constitutional development.

The biggest losers are the Zambian people, more particularly the women, youth and the differently abled. The Zambian youth, women and the differently abled, have been robbed of the opportunity for effective representation in Parliament. We have also lost the opportunity of delimiting our vast constituencies especially rural ones. Smaller constituencies would have made it easier for government to deliver services effectively and bring development closer to the people. It is sad that the opposition turned a very progressive constitutional development agenda into a partisan political issue.

In the 2016 General Elections, the same opposition fought and defeated the Referendum on the Bill of Rights, which was also a very progressive Constitutional development.

The Bill of Rights was going to enhance the rights of all Zambians and would have addressed the Public Order ACT at the same time.

From the foregoing, it is clear that the opposition are not on the side of the Zambian people.

The opposition have fought at every turn, efforts by the PF Government to enhance the rights and improve the living standards of every Zambian, without leaving anyone behind irrespective of their race, tribe, gender or other physical and social disposition.

I therefore call upon all Zambians to wake up and also turn their backs on the opposition.

It is strange that some sections of the opposition in Zambia are desperately trying to link the collapse of bill 10 to the eligibility of President Lungu to stand in 2021.

It is a fact that Bill 10 had nothing to do with the eligibility of President Edger Chagwa Lungu.

President Lungu qualifies to run for Presidency in the 2021 Presidential elections, with or without Bill 10. Constitutionally, there is nothing that can bar president Lungu from running for office of Republican President in August 2021.

The Constitutional Court judgement is very clear and leaves no iota of doubt on the eligibility of President Lungu to run for Presidency in the 2021 General Elections, when it stated that the period between 2015 and 2016 when President Lungu served as Republican President following a byelection, after the demise of President Sata, does not constitute a “term of office”.

Therefore, President Lungu is fully entitled to serving two full Five-year terms of office, the first being August 2016 to August 2021 and the second being August 2021 to August 2026.

Let it be known that the decision of the Constitutional court is final and cannot be appealed or challenged.

This means that the talk of challenging President Lungu’s eligibility in the Constitutional Court, can best be described as pedestrian talk, lumpenism or a tavern discussion by serial litigants over a gallon of Chibuku.

I make a passionate and rallying call to the Patriotic Front family as follows:

I appeal to all PF members in Zambia and in Eastern province in particular, to be united and focused on mobilizing the party on the ground, so that together we can deliver a resounding victory for the President and our Party in August 2021.

Beyond the Obvious: Privatisation: a curse or blessing?

PRIVITISATION is a terminology used for the sale of government assets to private entrepreneurs to enhance efficiency and accountability. It’s the opposite of nationalisation. This has been a subject of much debate by many Zambians over the years because of the many perceived offshoots or unintended results brought about by the transition from government control to private ownership.

Privatisation programmes have been undertaken in many other countries with different end results because of the varying domestic fundamentals as well as cultural and social dynamics in these different counties. In our local context, this was the sale of mainly loss making companies that were a burden to run by the state.
Let’s begin by saying that up until1991, Zambia was under the one party state with a commandist economy where government controlled almost every sphere of the local economy. The media, print or electronic were under the government and the few that were private, if any at all, were heavily censored and provided very little checks and balance to the powers that-be. Companies, whether processing or service oriented were government controlled or the state had a 51 per cent share held by a holding company called INDECO-(Industrial Development Corporation). Some of you may remember FINDECO, MINDECO, ZIMCO and other such bodies that government used to have a stake in some of those companies, which they thought were strategic.

Because of strict government control and lack of competition, many of these parastatal companies under-performed and had to be subsidized from taxpayers’ money.

For all intents and purposes, Kenneth Kaunda’s socialist approach of running the economy was motivated by national pride and an attempt at being self-sufficient. However, our strained relationship with Apartheid South Africa and Iain Smith’s Rhodesia made trade between these neighboring countries restricted. Therefore, the UNIP government did everything to grow and protect the local industry, albeit at great cost to the taxpayer. Needless to say, this is the period when the country experienced shortages of essential commodities, including FOREX, which at some point had to be auctioned. If I may be rude, it’s the shortage of essential commodities that made Zambians rise against KK and demand multiparty elections in 1991.

Now let’s look at the post- Kaunda era. When second Republican President Fredrick Jacob Titus Chiluba took over the reign of power, his MMD government started to shed off some of those loss-making businesses in the country. The charismatic former trade unionist was once described by one international business magazine as ‘A hardcore capitalist who would not hesitate to privatise the army.’ Well, that could have been an overstatement, but FTJ and his gang were bent on making sure that all loss making parastatals were lined up for sale to anyone with money.

This is where the whole fiasco of privatisation started from and has been a subject of public discussion since then. However, as is on public record today, the country was also under immense pressure by the World Bank and IMF to let off loss companies in order for the country to qualify for their financial support which we badly needed at the time.

And so the liberalisation of the economy opened up our local industry to external competition and since many of these public companies were used to government protection, they started to die a slow death.

The rationale of this article, therefore, is trying to answer the question, ‘Was privatisation a curse or blessing? A comparison of the pre-and post- privatisation era shows that the former was characterised by shortages of essential commodities, poor service delivery and lack of business competition. On the other hand, FTJ’s liberalised economy brought forth private innovation and entrepreneurial skills that made some people make fortunes in a short time. If, like earlier alluded to, Kaunda’s socialist policies stifled private innovation, the opposite is also true. Chiluba’s open market policies allowed anyone with foreign exchange to import anything and sell to anyone willing. This is where we started to see some of our local industries succumbing to competition.

However. it’s also true that since the liberalisation of the economy and the sale of loss making companies, the country has over the years seen some remarkable improvements in the provision of goods and services triggered by competition. Some of the shopping malls in the country that make our towns look beautiful are some of the benefits of privatisation. In the print and electronic media, the country has recorded several publications; TV and radio stations have also sprung up to help to counter propaganda from state media. Private schools, colleges and even universities are some of the many efforts borne out of privatization.
Former state run stores like ZCBC, NIEC Mwaiseni Stores and others have been taken over by private chain stores like Shoprite that offer better and high quality goods and services. With a liberalised economy many people have acquired land and many are now proud landlords and contribute positively to the economy.

So this is a short snapshot of privatisation. Give us your views. Has privatisation been a curse or a blessing?

Chitika tells court 3 MPs expelled for contravening party constitution

MMD national secretary Elizabeth Chitika has affirmed that the three expelled members of parliament for Muchinga, Serenje and Mkaika were hounded out of the party for contravening the MMD constitution.

Chitika has since asked the Lusaka High Court to consolidate the three petitions by Muchinga Constituency member of Parliament Howard Kunda, his Serenje Central counterpart Maxwell Kabanda, and Mkaika’s Peter Phiri, in which they have cited her as a respondent, seeking a declaration that their expulsion from the party is null and void.

Kunda, Kabanda and Phiri want an order that their purported expulsion by the party dated August 18, 2020 was ultra vires articles 1(3), 2, 11, 20 and 21 of the Constitution of Zambian as amended by Act no. 2 of 2016, therefore void and of no legal effect.

The three want a declaration that any purported suspension relating to them which violates the Bill of Rights be declared null and void ab nitio.

They are seeking a declaration that the purported expulsion from the party was illegal as it was procedurally improper and absolute defiance of the established rules of natural justice.

Kunda, Kabanda and Phiri in their individual petitions said they were all bona fide members of the MMD who joined the party on different dates and that the MMD was guided by a Constitution, which was duly lodged with the Registrar of Societies.

The three explained that some time in 2016, the MMD leadership had announced that the party was going to work with and form an alliance with the PF in elections that were to be held on August 11, 2016 and in the same year the MMD issued them with adoption certificates to contest as member of parliament in various constituencies and they won the elections under the MMD ticket.

They said after the Patriotic Front won the Presidential election, Felix Mutati, who was made MMD president, was nominated member of parliament by President Edgar Lungu and appointed as minister of finance as the two political parties were in an alliance.

The petitioners said they had been representing people in their constituencies but they started having problems with the MMD leadership following the judgment of the High Court under cause no. 2016/Hp/0989 dated November 5, 2019 which declared Nevers Mumba as the MMD president and not Mutati.

The three said they started receiving phone calls from the party that they should make contributions to the party but they said that they would channel their contributions towards party mobilisation in their constituencies adding that there was no provision in the party constitution indicating that contributions were mandatory.

Kunda, Kabanda and Phiri said the party or party leadership has never communicated to them that it was no longer in alliance with the PF and that the same had been terminated.

The trio said in June this year, a meeting was held where accusations against them of failing to comply with the party decisions, resolutions and directives, among others, were discussed.

They said on August 18, 2020, the party wrote to them informing them of their expulsions from the party.

But in an affidavit in support of summons for an order for consolidation of actions, Chitika stated that there were three actions before the High Court arising from the same facts and subject matter as in the matter under cause numbers 2020/HP/0970, 2020 /HP/0969 and 2020/HP/0968.

Chitika stated that the matters were commenced on the same day by the same advocate on September 22, 2020 and by three different petitioners, seeking the same reliefs against the MMD under the Bill of Rights.

“The expulsion of the petitioners was as a result of them contravening the MMD constitution,” Chitika stated.

She stated that a perusal of the reliefs sought by all the petitioners indicate that they were dissatisfied with the manner in which they were expelled from the party and they all seek the same reliefs, which ought to be determined by the same court to avoid conflicts of decisions and multiplicity of actions.

Chitika stated that the different petitions seeking to open parallel proceedings might undermine the orders or judgment.

She urged the court to grant her an order to consolidate the three actions as failure to do so would be prejudicial to the parties.

When I see some of the irresponsible posts that the conman throws up on Facebook…I question his sanity and his ability reason properly.

The President Of The Republic of Zambia recently posted an encouraging scripture for the entire Nation to ponder on…but the conman took it and attributed to himself and claimed that the President was personally referring to him. Nonsense!!

The conman’s narcissistic nature is beyond description. He even goes as far as asking the President to send him some funds via e-wallet. He tries to manipulate the Head Of State by using the leader of the Reds as bait.

Ethiopia is going through a tumultuous time and the conman thinks we don’t see through his opportunistic methods of deceit. He was in Ethiopia not long ago but after 5 days, he suddenly rushed back to Zambia without a clear explanation.

Now he wants to go back to Ethiopia. He even suggested that he can drive there if needs be [ butter pa menso ka ] when we know that he wouldn’t go there by Road.

Why would he go back to Ethiopia? For what? To go there and then rush back unaccompanied? I can conclusively say…”Sheba will not return”…if she does return I will be vehemently surprised.

I look at the vlogging landscape and I’ve noticed that most vloggers fear him. You ignore his rantings and you don’t realise that, as insignificant as he is…he can spark a tribal war in this country. I’ve been saying that since he attacked the late Vespers.

PeP STATEMENT No. 58 ISSUED ON SATURDAY, 7th NOVEMBER 2021: FOR IMMEDIATE RELEASE

1. As Patriots for Economic Progress (PeP), we are deeply concerned with the fast pace at which the Zambian Kwacha has been depreciating against major convertible currencies, which is now trading at around K21 to the US Dollar and having breached the K20 psychological barrier barely three weeks ago. This scenario contrasts significantly with the fact that our major forex earner, copper, is currently trading at an all-time high of about US$7,000 per metric tonne. One would therefore generally expect an influx of US Dollars in the economy and therefore a significant appreciation of the Kwacha, but this is not the case. The question is; why?

2. Our belief is that the reasons for the Kwacha’s depreciation are several, but all manageable. The first major reason is Government’s failure to formulate and implement a policy that would compel mining companies to remit the gross proceeds of mineral sales back to Zambia and only be allowed to repatriate profits, as and when they are declared. Currently, the scenario is that mining companies externalize the gross proceeds of mineral sales. Consequently, significant economic events such as an increase in copper prices or an increase in the volume of copper exported, do not have any positive bearing on the exchange rate. This situation is totally unacceptable and must immediately be addressed. The Zambian people must ask their Government why it is failing to formulate and implement a policy that would compel mining companies to remit back to Zambia the gross proceeds of mineral sales. Additionally the people have a right to know wether high level corruption has a hand in Government’s inertia in this regard.

3. As Patriots for Economic Progress, our view is that the second major contributor to the continued fall of the Kwacha against major convertible currencies is the diminishing productive capacity of the economy due primarily to the unstable and unaffordable supply of electricity, which is a key production input. Over the past two years, this country has seen the largest increment in electricity tariffs at the same time that it has seen the most unstable supply of the commodity. This combination of adverse factors has caused our economy’s productive capacity to significantly diminish and several businesses failing and shutting down. In order to address this problem, it will not be enough to only increase the country’s electricity generation capacity, but there is also need to revise the tariffs downwards so that they can be affordable to an average local business. The argument of seeking to compare our local tariffs to those in the region by first converting them to US Dollars is cyclic, because our continued loss of productive capacity causes the Kwacha to depreciate which makes our electricity tariffs appear to be reasonable in US Dollar terms, when in fact they are not.

4. As Patriots for Economic Progress, we believe that the third major contributor to the continued fall of the Kwacha against major currencies is the inadequate leadership at the Central Bank. We have argued in the past and we are arguing again now that the current Governor of the Bank of Zambia is not the right man for the job. Our view is that, although he has the requisite qualifications, he does not posses the competence, public demeanor and mental stamina necessary for a person in that position to get the job done. It must be noted that one of the key roles of a Central Bank Governor is to exude confidence in the financial markets in particular and the economy in general. The recent lame statement by the BOZ Governor that he had stabilized the Kwacha at K20.31 to the US Dollar speaks volumes about the true extent of his incompetence. We therefore call upon the relevant appointing authority to consider beginning to search for a possible replacement at the Bank of Zambia because the current Governor will not take us anywhere.

PF should look for another presidential candidate – NDC

THE National Democratic Congress says the PF should look for another presidential candidate or risk ending up without one if it insists on President Edgar Lungu.

NDC vice-president Josephs Akafumba advised the PF to move on without President Lungu in 2021.

“I was so disturbed by what Dora Siliya said that the PF is not ready to give up power. This is dangerous and unconstitutional. I hope she will make amends to what she said. But as usual like I always say, it is the outsiders who are at the high table and making decisions on behalf of Mr Michael Sata’s party. She insulted him when he was alive and now she continues to disrespect him in his grave by saying that he used to eat cassava. My foot, may God Almighty forgive her and show her a true value of an African woman,” said Akafumba. “My advice to the PF is that they should stop wasting time. The good side of the Lord has bypassed them and it is time to move out of office come 2021. However, at the rate they are moving, I see them ending up with no presidential candidate in 2021 if they insist that Mr Edgar Lungu is eligible. They should look for another one before it is too late. Article 52 (4) is so clear and if we go to court over his eligibility I see them without a candidate. But knowing them too well, we as alliance partners are ready and believe that President Lungu gives us a weaker link as a presidential candidate. We will thrash him worse than Dundumwezi.”

And former livestock and fisheries deputy minister Luxon Kazabu said the death of Bill 10 had hit the PF ‘straight into the face’.

Kazabu also emphasized that the PF needs to look for another candidate.

“My advice is that they look for an eligible candidate because the incumbent does not qualify. He is not eligible. The Constitution is so straight…they must accept that Bill 10 has hit them straight into the face. The death of Bill 10 will not do for them to start going this and that direction trying to fish, trying to see if they can also stop others. It is their right, but it will be a futile fishing expedition. They must just look for somebody else because President Edgar Lungu is not eligible,” said Kazabu.

FRED M’membe has encouraged Zambians not to accept to be silenced over the illegality of President Edgar Lungu’s third term bid.

He asserts that it does not matter what legal gymnastics President Lungu’s advocates will try to play, they will not succeed in changing the “reality” of his ineligibility for 2021.

Dr M’membe, a lawyer, clarified that his commentary about President Lungu’s third-time go at the presidency was not out of hatred or fear of losing to him, but principle.

“When we say that President Edgar Lungu is not eligible to contest the 2021 presidential elections, it is not out of hatred or fear of losing to him. We should not accept to be silenced over this illegality of Mr Lungu’s third term bid,” Dr M’membe said in a statement issued from Mwika Royal Village, Chinsali, in Muchinga Province. “Even if Mr Lungu was a very weak candidate who could be easily defeated, our position does not change – the principle and requirements of the rule of law do not change. We may have chameleon-like politicians but our country’s Constitution does not change in that psychedelic way.”

Dr M’membe, the Socialist Party president, said President Lungu’s ineligibility did not require very complicated legal arguments.

“It is a very simple and straightforward matter. We are saying this simply out of principle, out of respect for the rule of law. And put simply: Mr Lungu has been elected to the office of President of the Republic of Zambia twice,” he explained.

“And he has been sworn in as President twice – serving two terms as President.”

Dr M’membe argued that the issue of President Lungu’s first term being less than three years does not arise or apply in this case.

He explained that such a situation arises when or applies to a person who assumes the office of President as Vice-President, “without being elected, when the President dies, resigns or is removed from office for any reason.”

“Mr Lungu did not assume office as Vice-President and without elections in 2015. He contested presidential elections twice and won,” Dr M’membe said. “You can call us all sorts of names, threaten us in all sorts of ways and accuse us of all sorts of things but that will not change this reality. It does not matter what legal gymnastics they will try to play, they will not succeed in changing this reality.”

He stressed that President Lungu’s supporters could ignore reality, but that would not change it.

“They tried to change this reality with Bill 10 but they failed,” Dr M’membe noted. “We know very well that we are dealing with people who have very little, or no respect, for the rule of law. These are people who are used to getting whatever they want, regardless of what the law says.”

He is alarmed that President Lungu and his promoters do not seem to realise that the exercise of power must be a constant practice of self-limitation and modesty.

He, however, indicated that such should not stop Zambians from pointing out the truth or correct positions.

Dr M’membe said history had taught Zambians that once a government is committed to manipulating the law, the Constitution to get whatever it wants, it opts for only one way to go.

“That is down the path of increasingly repressive measures until it becomes a source of tyranny to all its citizens and creates a country where everyone lives in fear and silence,” said Dr M’membe.

FUMBA Chama says the absence of a study to understand the gaps in the arts industry may result in the government feeding a dying horse.

Commenting on the Presidential Arts Development and Empowerment Scheme, Chama, known to many as PILATO (People in Lyrical Arena Taking Over) said before planting the ‘seed’ the Ministry of Arts should have prepared the ground.

He said one cannot plant their most valued seeds in the desert just because they are available.

Chama indicated that he is not interested in the presidential ‘bribe’ and did not apply for it.

“I have continued to receive calls from media institutions and ordinary citizens asking me for my opinion on the disbursement of funds to artists yesterday,” Chama said. “I have before on this platform shared about how I was not interested in the presidential bribe and I still hold that view. I did not apply and I am very much at peace with my soul today. However, allow me to share what I strongly feel should have been done to effectively address the economic challenges that we face in this country as artists.”

He said the first step in finding a solution to any problem lies in its correct diagnosis and that failure to do so would result in the failure to find an effective solution.

“The first thing that I feel the Ministry of [Tourism] and Arts could have done before planting any seed was to prepare the ground. You cannot plant your most valued seeds in the desert just because they are available. The ministry could have first of all carried out a study to understand the gaps in the arts industry which could have informed where exactly the industry needed a financial boost,” Chama said. “The absence of this study may result in the government feeding a dying horse. A research would have helped identify where the problem was and what it was. It could have also informed the ministry of the available artistic talents and their economic viability.”

He said the ministry needed to create the ecosystem that would promote, protect and profit the artiste and the government.

He said such was key in ensuring sustainability of the projects being funded today.

“If the environment is not conducive for a business, it makes it hard for the business to grow. So, do a research on why the arts in Zambia do not make money as others in other countries. Secondly, do a talent mapping; take stock of what talents are available in the country and the available market,” he said. “This is important because different artistic abilities need different interventions and for most, money is just one component. Dare to understand what is available and what is lacking.”

Chama, who is also a musician and poet, said to assume that only artistes can develop the arts industry was a mistake that would continue to traumatise “our creative economy”.

He said one’s ability to produce a good song does not automatically mean they can manage the artistic business.

“The ministry could have broadened the call to allow for qualified yet non-artistes with the capacity to run art businesses successfully. Not even the best football teams are owned and run by footballers. It is the collective power of abilities, skills and talents that makes every industry work,” said Chama. “I ask myself, is the music industry where it is today because we do not have the best PA system? The answer is nope. The existing PA systems by the few Zambians are struggling to make profits and run sustainably because the demand is not huge. How then does the government spend so much money on proposals to buy the PA systems (Public Address Systems) when the existing ones are hardly active?”

DONOR COMMUNITY MUST ATTACH ECZ FUNDING TO SPECIFIC CONDITIONS
In October 2020, the United Nations Development Programme (UNDP) and its cooperatingpartners among many, the European Union, Germany, UK, Ireland, USAID and France, in collaboration with the Electoral Commission of Zambia (ECZ), launched the ‘Strengthening Democracy in Zambia’, project which inter-alia undertakes to provide financial support that would assist the Commission in building capacity and strengthen inclusive participation, and civic engagement of all stakeholders in readiness for the 2021 elections.

The funds totalling US$13.2 out of which 80% has already been raised, will undoubtedly go a long way in providing necessary resources to boost the operations of the ECZ. It also underscores the donor community’s commitment and desire that Zambia achieves free, fair and transparent 2021 election that will reflect the aspirations of the Zambian people, and meet International standards of a credible electoral process.

The donor community must be lauded for this generous gesture. I however wish to express concern that unless stringent conditions are laid out to ensure that the ECZ adheres to specific benchmarks that guarantees delivery of a free and fair election, the magnanimity of the donor community through this generous act, will not yield citizens high expectations and will be a wasted effort.

In that regard, I call upon all stakeholders among many, the Church Mother Bodies, the Civil Society, Labour and Student Movement, Law Association of Zambia and the Opposition Alliances, to rise to the occasion and exert pressure on the donor community to undertake to release the funds, on if ECZ complies to stakeholders and citizens’ demands on the following thorny issues;

1) The voter registration exercise. The unilateral decision by ECZ to deregister the old voters’ roll in preference for a new register that will undeniably defranchise millions is unrealistic, unreasonable and uncalled for. It should be vehemently opposed, rejected forthwith and immediately addressed by the ECZ.

2) The issuance of National Registration Cards. This is basically a conveyance for citizens to register to vote, is directly linked to the electoral process. The insistence by the ECZ to insulate themselves out of this responsibility is unconvincing, and as a matter of fact reckless. EZC must collaborate with the Ministry of Home Affairs in ensuring as many citizens as possible obtain NRCs to enable them to vote.

3) Public Order Act. The ECZ must invoke necessary powers that it possesses under the Act, by ensuring the Police provides equal and fair opportunities to political parties to meet citizens and canvass for support without arbitrary arrests or threats of arrest of opposition party leaders and supporters. Currently the opposition faces arrests, intimidation and all manner of harassment from both the Police and ruling party cadres.

4) Political violence. The ECZ must vigorously engage the Zambia Police and political parties in ensuring that violence is nipped in the bud, regardless of whether these cadres are from the opposition or ruling party. Evidence is abound where the Police have turned a blind eye on violence perpetrated by the governing party cadres while ironically arresting the victims of the violence. This is unacceptable and in the long term compromises national security.

5) Hate speech. The ECZ have a statutory duty to ensure canvassing for support by political parties must be within acceptable norms that must not compromise decency. ECZ must collaborate with Police to curtail hate speech based on ethnicity regardless of who says it. Currently hate speech directed at certain sections of the communities carried out by institutional office holders is rife. This has potential to cause huge damage to Zambia’s unitary status and must not be allowed to continue.

It is in view of the foregoing that I call upon all stakeholders to strongly lobby the United Nations Development Programme (UNDP), and its cooperating partners to ensure no funds are released until the ECZ adheres to the above critical benchmarks. It is very much within the power of ECZ to stop this.

In our analysis this morning, we simply ask these questions which we may consider to determine our preparation for the MUST WIN 2021 Elections:
*1*. What Measures have we put to ensure that we register more voters in the Exercise which is starting on Monday?

Remember that this exercise will only take place for a month and we expect alot of setbacks in our Strongholds!

*2.* Out of the 9 million targeted number by ECZ, do we have our own target as a party? ( In our previous article, we suggested that Provinces, Districts, Constituencies and Wards should have targets).

*3.* How many of us in this forum have already started the process of voter registration or by targeting to take people for registration? It is our hope that each one of us here will take a lead in this process.

*4.* Did we know that we have a big number of frustrated and undecided voters? If so, what message do we have for such people?
*5*. What specific message are we going with in this crucial Election? Are we still maintaining the 10 point plan?

There is need to have specific messages to the government workers, Farmers, Old citizens and Retirees, Youths, Women, Churches, Entrepreneurs, Business men, Students, etc….
In our view, our messages should be SIMPLIFIED and be specific to the needs of various groupings!

*6.* MAYORAL CANDIDATES shouldn’t depend on Presidential vote!!! Why are they in hiding? Come out and mobilise the way aspiring Councillors and MPS are doing! We have noted with sadness that the City of Lusaka may not be won as no candidate is seeing working on the ground? Really, how should we surrender the city to the seemingly out of his mind, Miles Sampa? We have followed more of our members going to the Facebook patting Miles Sampa on the back? Are we serious taking over the Mayoral seat?

*7.* How many of Our top Leaders are going round the Country mobilising?
Did we know that we have 170 days before kick off of campaigns for 2021 ( with only 23 weekends)? In our view, these weekends could have been used in visitations of various Churches across the Nation!

*8.* In terms of transport and Security for the Youths, is it a repeat of 2016 mistakes? These two will help us to secure votes.

Our fellow members, complaining alone won’t help us! Riding on the happenings in the country eg Dollar, electricity, Bill 10, etc is not enough to secure masses of people to vote for us! Lets go on the ground, *MOBILISE, REGISTER , VOTE* when time comes and PROTECT the vote!! This is our Good and Last Opportunity to win the Presidency and take over Power, we need to Win Big!!!
Ours is to analyse, analyse and implement without fear or favour.

IS IT THAT 30MILLION ARTIST EMPOWERMENT ONLY MEANT FOR THOSE WHO ARE WELL KNOWN AND NOT THOSE WHO ARE IN NEED?

After looking at this picture my heart can’t believe that this man was not included in the 30Million ZMW artist empowerment fund. Maybe he didn’t see the advert. I forgot he is a blind man.! The society we live is never fair at all. We’re is Ubuntu? What criteria was used to give 200000+ to an individual. The money was just too much for an individual when we have a lot of artists who needs money.

Maybe he is not famous. Truthfully speaking this man deserves the package more than Slap D or Mark 2. Tell me how much per song does slap D or Mark 2 charges to jump on it or for recording? More than a thousand. A lot of us watch & listen to this man for free everyday we pass Cairo. All Mr Michelo gets are coins but we go to shows for Mark 2 or Slap D were they charge k50+ yet we think the man doesn’t need money.

Maybe he is a Tonga? Honestly speaking alot of beneficiaries were just bembas : Mwila musonda, Maluza Kaira, ba kopala laka all these are Bembas. The president needs to inquire only Bembas were given the package. Are they the only special people in this country. Enough is enough..!!! Then we should see Ministers saying bill 10 was meant to empower the disabled. Fools…!! We have caught you red handed naked…!!

It is true that this empowerment sega was done out of panic I now see what Seer 1 says it makes sense. The rout taken by Mr Lungu shows that takapite believe me or not. We cannot have inequality and hypocrite reaching such levels everywhere only friends to PF are more Zambians than others. Artist are not the only people affected by the pandemic. What about the civil servants, have you ever thought how they survive.

To you fellow youths it’s high time you value your nationality. Next year they are coming for your votes with beer, t-shirts and K50 when your friends were receiving K3 000 000 then ati pabwato. Zambians wake up, the police continue receiving foolish orders.

Malawi to become the first African country in decades to open an embassy in Jerusalem

Malawi says it will open an embassy in Jerusalem, the controversial capital of Israel, in the summer of 2021. This was made known by the country’s foreign minister, Eisenhower Mkaka, who is on a three-day trip to the Jewish state.

“Mkaka reiterated the intent of the Republic of Malawi to open a fully-fledged Embassy in Jerusalem,” according to an official joint statement signed by the visiting Malawian minister and his counterpart, Gabi Ashkenazi. In return, the statement added, Israel agreed to increase bilateral cooperation in the fields of agriculture, tourism, investment technology, education and trade.

Malawi’s President Lazarus Chakwera first announced his intention to open an embassy in Jerusalem in September. The move, if seen through, will make Malawi the first African country to currently have a diplomatic mission in the new Jewish capital. A number of African countries, including Kenya, Ivory Coast, and the Democratic Republic of the Congo, once had embassies in Jerusalem, but they were closed following the 1973 Yom Kippur War.

Chakwera, an Evangelical, said his country was undertaking several diplomatic reforms, including the upgrading of the country’s Foreign Ministries and its embassies worldwide.

“The reforms will also include a review of our diplomatic presence, including our resolve to have new diplomatic missions in Lagos, Nigeria and Jerusalem, Israel,” he said, according to the Times of Israel. “I will be sharing more details about this in the near future.”

Chakwera’s decision to open an embassy in Jerusalem has incurred the wrath of the Palestinian authorities. Palestinian president, Mahmoud Abbas, on Wednesday sent a letter of protest through a special envoy to the Malawian leader over the embassy move, according to Anadolu Agency.

Palestinians want East Jerusalem, seized in a 1967 Middle East war, as part of a future state while Israel considers the Holy City its eternal capital.

“Any step taken to establish a diplomatic mission in Jerusalem constitutes a violation of relevant United Nations resolutions,” the special envoy, Hanan Jarrar said. According to him, the UN Security Council Resolution 476 (1980) recently reaffirmed by Resolution 2334 (2016) does not recognize any action that seeks to alter the character and status of Jerusalem.

“Under international law, East Jerusalem [including the Old City and its holy sites] are not legally part of Israel,” he said, adding that: “Since Israel’s establishment in 1948, the US and the international community have refused to recognize the sovereignty of any country to any part of Jerusalem in the absence of a permanent Arab-Israeli peace agreement.”

Also, the country’s opposition MPs have criticized the move but Chakwera insists establishing diplomatic ties with Israel was nothing new in Malawi. Currently, the 21-million majority Christian nation has no diplomatic mission in Israel. Meanwhile, Israel’s non-resident ambassador to Malawi is resident in Nairobi, Kenya.

Another African country that has given a hint of opening an embassy in Jerusalem is Uganda. In February, President Yoweri Museveni told Israeli Prime Minister Benjamin Netanyahu that he would look into the possibility of opening an embassy in Jerusalem.

This was after Netanyahu suggested that Israel would open an embassy in Kampala if Uganda were to open an embassy in Jerusalem.

U.S. President Donald Trump in 2017 became the first world leader to recognize Jerusalem as the capital of Israel and relocated the U.S. Embassy in Tel Aviv there. Since then, Israel has taken steps to normalize relations with Muslim nations across the world.

Mwenya Musenge says he was merely being sarcastic when talking about the magnitude of his suffering, in response to a video which has gone viral where he is seen walking past several mobile network booths, in humble attire.

And in apparent reference to National Democratic Congress (NDC) leader Chishimba Kambwili, Musenge said Kambwili is tormented by his falsehoods made against him and he’s the one who must make peace between the two.

Speaking with Daily Revelation, over his audio lamenting how he is suffering after another video that has gone viral portrayed him like a man who is going through challenges, Musenge said there was nothing serious in the substance of what he said.

“Yes (I was being sarcastic). I didn’t mean it, no nothing, nothing at all,” he said.
Musenge insisted that he had never been used by the ruling PF in anyway to work against the NDC, saying he was right in whatever he did, and that the differences between himself and Kambwili were genuine.

“I have just been my own self and there is nothing like iyo we are desperate because how do you go and capture somebody for no reason and you start posting to say look at how he is suffering?” Musenge asked, adding that the video was taken by a woman who is an aspiring parliamentarian in Mansa, on the PF ticket.
Asked if he and Kambwili had bridged the gap, Musenge said he did not owe Kambwili any apology

“Because in the first place people have misunderstood I am the originator of NDC, I did all the donkey work and everything, which very few people don’t believe. If someone can come out and say no, uyu umuntu balimulisha ba PF (this person has been bought by the PF), who is supposed to apologise to the other? Iyo ninsalafye alifilwa nokushita ama tyres ku motoka (he’s hungry he’s even failed to buy tires on his vehicle) who is suppose to apologise to the other?” said Musenge. “No he meets with Mumbi Phiri, who is supposed to apologise to the other? So the person who was alleging, the person who was making all those false claims he’s the one who I am sure is tormented by his falsehoods and he’s the one who is supposed to make peace.”

PF IMPOTENT…Bill 10 failure prerequisite for change – HH

HAKAINDE Hichilema says the failure of Bill 10 is a prerequisite for change of the status quo and the way the PF conduct public affairs that ultimately negatively impacts lives and the nation.

He however, advises that the collapse of Bill 10 must not provide an array of weaponry by those who opposed it against those that were its proponents.

“PF is totally bankrupt on how to reinvigorate this country back to where they found it. The people of Zambia fully recognised this impotence and will vote them out next year,” Hichilema said in a write-up themed ‘Collapse of Bill 10 unifies Zambians’. “People want decent jobs and proper healthcare, the ability to put food on their tables, pay school fees for their children and buy medicines in private pharmacies, because of lack of essential drugs in public hospitals. This can only be possible under a new government with fresh ideas and renewed vigour. You can’t put new wine in old wine skins.”

He said Bill 10 rejection must provide all stakeholders an opportunity to inspire renewed hope, “brotherly love and support to our nation and its citizens and also help us search for answers on the best way forward to resolve many challenges (and there are many of them) that still face our nation, especially on the electoral process as we lay the groundwork for the 2021 election”.

Hichilema said the whole process surrounding the attempted enactment of Bill 10 had polarised communities, “perhaps to levels never seen since our independence in 1964”.

“This is an indisputable fact and one that calls for a collective national soul searching,” he said. “We must however use the fall out of Bill 10 to foster an energy of unity despite our political differences, because Zambia’s greatest strength lies in its diversity. The intense debate the Bill generated must strengthen our democracy, our values and ideals that provide that even though we hold different views, we are one people and citizens of one mother land under one God.”

Hichilema called for rekindling shared values with which the nation was founded upon, “that any human has a value far greater than any label, stereotype or misconception and that multiculturalism is an integral and deep rooted part of Zambia’s national identity”.

“We must strive for the ability to exist as one people in which we see each other as people first, without defining ourselves by race or tribe or deploy fear mongering by pitting citizen against citizen in order to maintain political power,” he said. “This is dangerous and has ramifications that can affect how our communities relate to each other now and in future and most tragically, can endanger national security.”

Hichilema extended his profound gratitude to all citizens who moderated “this intense national discourse for or against”.

“My heartfelt thanks also go to various professional bodies, Civil Society organisations, Labour unions, Church Mother Bodies, different Churches and other organisations of other religious faiths,” he said. “I wish to particularly express our gratitude to the Catholic Church for its sustained vigilance and consistency in providing leadership and spiritual guidance to the nation during the entire period of the debate, the Law Association of Zambia (LAZ) and the Zambia Congress of Trade Unions for their forthrightness in the whole process despite a lot of pressure from the Patriotic Front and its surrogates.”

Hichilema stressed that the failure of Bill 10 was a clarion call to duty for all citizens to demand for accountability in the running of national affairs from the PF.

“UPND has a good economic plan, capable team of managers and technocrats to create the much needed economic recovery, once our citizens vote us into office next year,” said Hichilema. “We have the political will and the capacity to fight corruption and any economic crimes, vigorously and without fear or favour. This is time for change!”

Confusion in PF over Bill 10 has erupted to another level where the party CEO is reportedly running head counts towards the PF members of parliament and some independent MPs who did not show up at parliament to support Bill 10.
Hon Mwila has accused HH of offering jobs and more money to the PF MPS that they should not vote for bill 10.

Hon Davis Mwila has told president Edgar Lungu that Justice Minister Hon Given Lubinda is to blame for the fall of Bill 10 because he is Lozi and was paid by HH to comfort PF that it was going through when infact not.

He said PF had enough options on the table just in case of anything but that Justice Minister assured the government that even if he has not been to ZIALE yet he knew law better than John Sangwa and Linda Kasonde so no need to worry because Bill 10 was a done deal.

Socialists are patriots
By pointing out the mistakes, weaknesses and even abuses of those ruling our country today, we have not turned ourselves into enemies of our people.
Our opposition to the third term bid by those in government today doesn’t make us unpatriotic.

Socialists are patriots and we wish to see our country succeed, with or without us.
You will never see us gloat over national reverses, nor talk down the achievements of those running government. We wish to see the economy recover and do well. We do not look to defeat those running government today on the back of national failure. There will be sufficient grounds without that to argue for their removal. We will not win merely by default, but by our ability to capture the public mood.

Those in government today seem to be guided by the wish to destroy any meaningful opposition; by the determination to have a third term of office for their supreme leader. That is not a recipe for governing well. Theirs is a political party held together by the fear of losing power and its benefits. That will to retain power is the one idea they hold in common. But with the passage of time, that will prove an insubstantial glue. The wheel of fortune turns and that which once appeared fresh, with the passing of time goes to seed.
For us, there’s no choice between being principled and unelectable; and electable and unprincipled. We should win because of what we believe in. A new and complex era such as this requires principles more than ever. It requires a lot more awareness.

This awareness is built by adding experiences of the past and present together with a vision of an anticipated future. It has to be built by adding together all the revolutionary thoughts, the best ethical and humane ideas of all authentic religions, the sum total of the preaching of many political thinkers, of many progressive schools of thought. And political ideas are worthless if they are not inspired by noble, selfless sentiments.

Likewise, noble sentiments are worthless if they are not based on correct and fair ideas.
It is our principles and values that make us a party of compassion; of social justice; of struggle against poverty and inequality; of liberty; of basic human solidarity; and the day we lose those things is the day we keep the name of the Socialist Party but lose the reason for its existence. And ours is a simple enough vision. But it will require supreme national effort. It is a task for a whole people, and not one fixer, genius or MacGyver. Great challenges. But great rewards for all of us if we can rise to them as we can.

We need the good that is in the heart of each of us to serve the good of all of us.
Politics without principles, values or standards seem to be engendering a tendency for our politicians and their supporters to jettison long-term goals for immediate gains.

This forgetting of the great, the principal considerations for the momentary interests of the day, this struggling and striving for the success of the moment regardless of later consequences, this sacrifice of the future for present, may be ‘honestly’ meant, but it is and remains opportunism, and ‘honest’ opportunism is perhaps the most dangerous of all.

The 64 Ministers That Overstayed In Offices In 2016 Must Pay Back Now

THE 64 MINISTERS THAT OVERSTAYED IN OFFICES IN 2016 MUST PAY BACK NOW
ECL must pay back for his 64 Ministers that over stayed in offices after the dissolution of parliament on 13th of May 2016, or they should themselves as individuals pay back salaries, allowances and other emoluments they withdraw from treasury from the day of 13th May 2016 when parliament was dissolved.

ECL a bad lawyer at law misled the nation and his Ministers to continue serving even after their services came to a halt on the 13th of May 2016 when parliament was dissolved.
UPND and some civil societies petitioned this matter to constitution court and the judgement was on 8th August, 2016 ordering all the 64 Ministers to pay back the salaries, allowances and other emoluments they withdrew from treasury from the day Parliament was dissolved.

The 64 minsters appealed to the same constitution court against the judgement through the attorney general Likando Kalaluka to re – open and review the judgement and vacate the portion where it had directed that the minister refund the emoluments they got.
And on 17th Nov, 2017, the constitution court still passed the same judgement ordering minsters to pay back.

Even after the court having detailed from which date and what to pay back, ECL and his minsters have arrogantly opted not to pay back to the treasury.

ECL, his leadership and PF surrogates have ignored the ruling by concourt for ministers to pay back to the treasury, but have opted to respect the judgement on the terms of tenure of office of the President and are loudly threatening anyone who will think of challenging the eligibility of President ECL of standing in 2021 as having served two terms of office.
We expected the same surrogates making noise on the fallen bill 10 and third term to have made the loudest noise on the judgement of ordering ministers to pay back to the treasury has that is critical to the growth of this nation than singing praise worship songs for ECL whose terms have completely elapsed.

ECL has served under two different constitutions; the 1996-2016 and the amended one from 2016 and therefore the 1996 under which he ruled for a year and months to complete late Sata’s term, a term was described as once you are sworn in office and it can even be a day or months. Therefore he served a full term.

And he has now served his last term making two terms.
Disgraced Danny Pule, Spuki Mulemwa and the disillusioned group should stop threatening those preparing to petition ECL in order to protect the constitution.

Why is this Danny Pule, Spuki Mulemwa, Chanda, Musoma, the kandile group threatening that no one can appeal to the constitution court because it is the final court and the ruling was final when 64 ministers appealed to the same concourt through the attorney general to re – open the judgement and vacate the portion that said the MPs refund the emoluments they got?

The good part is Danny Pule, Chanda, Spuki Mulemwa, Musoma and others are not lawyers but ba Lusaka Kandile group with no direction.

Bill 10 Vote is Final, Rules Speaker of the National Assembly

Speaker of the National Assembly Patrick Matibini has said that the vote on the Constitution Amendment Bill number 10 of 2019 cannot be reversed. Dr. Matibini said that the vote relates to Members of Parliament for Chifubu Frank Ng’ambi, Mwansabombwe’s Kabaso Kampampi and Elalio Musonda for Kamfinsa.

Dr. Matibini was speaking when he made a ruling in Parliament today in response to a point of order raised by Mr. Ng’ambi. Mr. Ng’ambi contended that his vote, Mr. Kampampi’s and Mr. Musonda’s were not captured in support of bill 10.

Dr. Matibini explained that the Chifubu MP pressed the key button to show that he was present but failed to vote.

Dr. Matibini stated that if Mr. Ng’ambi had a challenge with technology, he should have consulted an Information Technology expert to help him as they are readily available.

Dr. Matibini has since urged parliamentarians to acquaint themselves with technology to avoid such happenings in the future.

Mr Ng’ambi is one of the 3 MPs that Patriotic Front Secretary General Hon Davies Mwila had written to exculpate themselves for the absent voting of Constitution Amendment Bill No.10 of 2020.

“It has come to my attention that during the voting for the Constitution Amendment Bill No.10 of 2020, on Thursday 29th October 2020, you decided to absent yourself from voting for the Bill”, Hon Mwila’s letter to all the three MPs read in part.

“Hon Member, you are aware that His Excellency, the President had directed that all our Members of Parliament vote for the Constitution Amendment Bill No.10 of 2020 as it had progressive clauses that would have seen us uplift the lives of the underprivileged in society”, Hon Mwila further wrote.

Hon Mwila has stated that the action exhibited by the Honorable MPs was not in line with the Party’s interest and in breach of *Article 74, regulation 29 (d) and (i) of the Party Constitution.*

The Members of Parliament have since been issued with exculpatory letters to explain why disciplinary action should not be taken against each one of them.

Meanwhile, some Lusaka-based youth organisations have said that the failure by the UPND members of Parliament to vote for the Constitution Amendment Bill Number 10 of 2019 is an indication that they do not have confidence in the youths.

Speaking after a solidarity walk in Lusaka, Common Grounds Network Representative David Mvula said the act has denied youths, women and the disabled a chance to have representation in parliament.

And another youth, Serah Kasongo said youths will not condone such selfish acts from MPs.

And Patriotic Front (PF) Lusaka Province Youth Chairperson Daniel Kalembe said the party will support the youths in their endeavors to get representation in Parliament.

Meanwhile, PF Lusaka Province Vice Youth Chairperson Kelvin Kaunda has challenged the MPs to explain why they did not see the need to give youths a platform to represent themselves in parliament.

And, The Network for Young People Against Violence says the failure by the UPND to support Constitution Amendment Bill Number 10 of 2019 demonstrates that the opposition party does not mean well for Zambia.

Executive Director Moses Kalonde says it is disappointing that the UPND pulled down a progress Bill that Government intended to support the marginalised such as women and the physically challenged.

Mr. Kalonde told ZNBC news in an interview that the party in 2016 was in the forefront of de-campaigning the Referendum that was to help enhance the living standards of people especially in rural areas.

Lungu’s Presidency beyond the defeat of Bill 10

The presidency of the Republic of Zambia is not only the highest office in the land, but also a position that many people aspire to attain for whatever reasons. So far, we can safely say that some men have acquired the presidency through hard work and dedication, while others have ascended to this prestigious position by sheer luck. In fact, I must state here that there is a strong correlation between the way that someone attains the presidency and the way such a one performs while in office. Most people will argue that those who have become presidents of this great country through nothing but luck have actually failed to build upon the legacy of their predecessors and thus, they have performed terribly in terms of reaching the expectations of the people. For example, President Ruphia Banda (RB) became president due to the unfortunate and sudden death of his predecessor Levy Mwanawasa. During the three years of his presidency, Banda reversed everything that Mwanawasa had worked hard to build, including all the gains made in the fight against corruption, and then went further and engaged in activities that his opponents perceived to be corrupt. To this day, no one can deny that RB was seen as a man who had abandoned the legacy of his former boss Mwanawasa and that is part of the reason why he succumbed to a terrible defeat in the 2011 general elections. The man who had ascended to the highest office in the land due to sheer luck could not secure a victory for himself after three years simply because he had nothing to show for in terms of his own performance.

As if it is not enough, the lesson from RB and his presidency seems to echo under the Lungu administration. The common denominator between RB and Lungu is that they both came into power in a similar fashion. The death of the president Sata paved way for Lungu to ascend to the office of President of the Republic of Zambia because at the time of Sata’s death, it was Edgar Lungu who was entrusted with the instruments of power. We all remember the succession wrangles and confusion within the Patriotic Front (PF) just before the 2015 presidential by-election. It is fair to observe that Lungu made a grave mistake by pushing for his candidacy in the 2015 presidential by-election because the man is now trapped between a rock and a hard place. In my view, President Lungu should have done what Jacob Zuma of South Africa did. Soon after the ANC recalled President Thabo Mbeki, the party chose an acting president to finish off the second term that Mbeki was supposed to finish as president of the Republic. Kgalema Motlanthe acted as president of South Africa from 2008 to 2009 until a new term of office for the Republican Presidency started; that is when Zuma assumed the presidency of the ANC and subsequently became president of the Republic of South Africa. This calculated move by Jacob Zuma was to ensure that he would serve full two terms of 5 years each as president of South Africa.

Today, president Lungu is seeking to be adopted by his party, the PF, as a candidate for 2021 general elections, a move I suspect will not end well for him because of article 106 of the constitution which stipulates that; if a person who has held the office of president twice, he is not eligible to run for elections. In retrospect, if Lungu knew beforehand that he wanted to serve at least for 10 years as president, he should have paved way for someone to finish that 1 year and few months of Mr Sata’s first term of office and then run in the 2016 general elections. The problem with such an approach was that there was so much mistrust among the top officials of the PF party and not forgetting the hostility Lungu exhibited towards the then vice-president Guy Scott, who was one of the closest friends and confidant of Mr Sata. In light of all that was going on at the time, Mr. Lungu was left with no option but to seize the moment or lose out completely in case the party chose someone else as the heir apparent to succeed the late Sata. It is clear now that Mr. Lungu miscalculated his moves because he was hoping that after winning in 2015 and 2016, he would then seek to manipulate the constitution so that he can go beyond 2021. Hence, the man was banking on the constitutional amendment Bill 10 of 2016. Therefore, the defeat of this bill only leaves us with one significant question which is; what is next for President Lungu and his plans for 2021?

As a reminder to the good people of Zambia, the pattern we have seen in terms of poor performance versus the way someone assumes power in Zambian politics cannot be denied or even ignored. According to some people, both RB and President Lungu will go down as the two worst presidents in the history of our country because of their performance or lack of performance, which is very much related to how they both came to power. Unfortunately, the two presidents should have been the hardest working leaders of our time because they both obtained the presidency of our country on a silver platter. We should never forget that those who worked hard for the presidency such as Mr. Sata, of whom it took 10 years in the opposition, treated the job of president with the sacredness it deserved. Therefore, such a man knew that upon being elected he had to work extra hard to deliver on promises he and his party made to the people, that’s why the 3 years of Mr Sata’s rule cannot even be compared to the 6 years of Mr. Lungu in power. And of course, most, if not all, the infrastructure projects that President Lungu has been running around and commissioning across the country are projects that were planned for and budgeted for by his predecessor. In a nutshell, President Lungu’s presidency has been nothing but a presidency of empty pronouncements and no action in as far as fulfilling promises to the Zambian people. The people still await to see this government create jobs for the masses of our unemployed youths. We are yet to see more money in our pockets, and we are still waiting to see better health services delivered to our people.

There are many schools of thought that seek to explain this correlation between the poor performance of president Banda’s administration and how he came to power, as well as the terrible performance of President Lungu’s administration and how he also got elected as president. The one thought which seems to resonate with me is the explanation that if you have truly suffered for something and you finally achieve that thing, you will do everything you can to take care of that thing. However, the opposite is true as well, if one has not suffered to accomplish something in life and everything is handed down to them, such a person would be careless for whatever they have accomplished, they will in fact do things for instant gratification rather than for investment or future benefits. And a final quote by author Daniel Goleman comes to mind that, “great achievement is usually born of great sacrifice, and is never the result of selfishness.”
With that said, the two presidencies of Banda and Lungu will go down as the two administrations that cared less for the people and as the two most corrupt administrations in the history of our country.

Kalala urges Lungu to fire tribal ministers

JACK Kalala has advised information minister Dora Siliya to stop campaigning for President Edgar Lungu because he does not qualify to stand in next year’s elections.

Recently, Siliya went on rampage in Eastern Province campaigning for President Lungu on tribal lines.

She told village headmen in Sinda district to vote massively for President Lungu because he hails from that region.

Several stakeholders have condemned Siliya for championing tribalism instead of uniting the country.

But Kalala, a former State House special assistant for policy and project implementation and monitoring, said it was shameful that a cabinet minister should waste time campaigning on tribal lines for someone who did not even qualify.

“Politics should not divide us. Politics should unite us in diversity. Political parties should be vehicles through which we should exercise our democratic and constitutional rights to participate in the governance of our country. But these vehicles should not be recklessly used to lead us to self-destruction as a nation,” he said. “In any case, Hon. Siliya should not waste her breath to campaign for President Lungu since he does not qualify to stand in 2021 as our Republican Constitution does not allow him since he has already been sworn in and held office twice. We will not allow him to abuse the Constitution for him to serve a 3rd term. If Hon. Siliya wishes she can aspire to stand for the presidency in 2021, but certainly not President Lungu. We will not allow him to violate our sacred Constitution.”

Kalala wondered what had gone wrong with Siliya who should have been discouraging tribalism as a senior public officer.

“Actually, there is no Zambian who can honestly claim to have no blood relatives from other tribes or regions. Personally I have blood relatives from all the provinces of Zambia. Could it be that Hon. Dora Siliya is a queer rare Zambian breed where all of her family relatives, including in-laws, are a careful selection of Nsengas only and have no traces of connection of any other Zambian tribe or region? It would be strange, should that be the case,” Kalala said.

“I wish to earnestly appeal to all Zambian across the country to reject tribal politics and politicians promoting tribalism. Leaders should be voted for on the basis of what they will do for mother.”

He urged President Lungu to dismiss ministers that promoted tribalism.

Kalala said a person should not be voted based on their tribe but ability to deliver for the people.

“It has become common for senior PF leaders, in particular Cabinet ministers, to urge people in their so-called strongholds to vote on tribal lines. This trend is not only shallow but also dangerous to national unity, peace, stability and indeed development of our beautiful country.

People need to be urged to vote for a person to the position of Republican President on his ability and competence to develop the country for all citizens to benefit. The tribe or the region of origin should not be the qualification and should have nothing to do for a person to be elected Republican President,” he said. “The Republican President should be there for each and every citizen, and should endeavour to develop every part of the country. If, as stated by Hon. Dora Siliya, President Lungu has indeed been concentrating on developing Eastern Province where he is alleged to have originated and neglecting other provinces, that has been wrong of him and he does not deserve to continue to be Republican President. A Republican president is not a tribal chief or village headman. He is a national leader who should ensure that no single part of the country is left out in development for each and every Zambian to benefit and lead a decent life. No citizen should be victimised on the basis of his tribe or region of origin. Zambia needs a president who will strive to build a united and coherent nation with a view to make Zambia a wonderful country to live in. We need a united country where all the citizens will live in peace and harmony with nationhood pride.”

And Kalala asked Siliya if she also wanted people from other regions to raise their own candidates and vote for them.

He also reminded her that each province had resources that contributed to the national coffers.

“It should be stated that the resources that the government uses to run the country are a collective contribution of all Zambians. Why should then some people be denied development on the basis of their tribe or region after having made their contribution to the national treasury through taxes and other means? President Lungu does not use his personal resources, ‘akasaka ka ndalama’, to develop Zambia. National resources do not belong to the Republican President but to all citizens of Zambia and for them to benefit. Where does the bulk of the electricity that is used to run the wheels of the economy of our country and what we use in our homes come from? Where do the mineral resources that generate the bulk of government revenues come from?” asked Kalala. “Should areas that produce these resources be denied development because the Republican President happens to come from Eastern Province, which should be given priority? No! If, indeed, it has been President Lungu’s practice to give priority to Eastern Province where he is alleged to have come from, why then should people from other regions vote for him to continue to be their President when he is going to deny them development? Certainly there would be no reason or logic for them to vote for a person who will them ignore them. Can Hon. Dora Siliya explain why should Lambas, Luvales, Lundas, Kaondes, Ushis, Lalas, Tabwas, Lozis and many other tribes vote for President Lungu while knowing very well that he will not give them development because they do not originate from Eastern Province?”

President Edgar Lungu Must Distance Himself From The PF CEO’s Exculpatory Letters.
It’s incredible that the Patriotic Front (PF) can wash its dirty linen in public through its party Secretary General following the recent embarrassing fall of the Constitution Amendment Bill No. 10. This circus, however, must be confined to walls of the PF Secretariat and not extended to State House because there we have the President of the Republic of Zambia who must, at all cost, defend the Constitution of the land.

The three Members of Parliament the PF Secretary General is trying to punish for their Constitutional decision not to vote for Bill 10 are protected by the same Constitution that President Edgar Lungu swore to uphold and defend. And the PF’s decision is in complete contrast to the statement issued by the Government Chief Whip Hon. Brian Mundubile in which he challenged the UPND Leader, Mr. Haakainde Hichilema, to respect his Members of Parliament stating that they are not his little children who he can command at any time to do his will and not their Parliamentary functions.

Speaking on ZNBC radio 2 Evening Show programme, Hon. Mundubile said and we quote, “President Edgar Chagwa Lungu respects his MPs because he understands their role to both their party and the people they represent in their Constituencies”, while emphasising the fact that UPND MPs worked against the success of the Constitution Amendment Bill No. 10 because Mr. Hichilema withdrew them and locked them up like his little children. This has been the narrative of the PF, condemning the Mr. Hakainde Hichilema for preventing his MPs from representing their Constituents on issues of national interest.

If anything it is this issue of representation, or the lack of if, that has been advanced to justify the wasteful by-elections especially at the Ward level. This decision by the PF Secretary General must be condemned by all true proponents of democracy but more importantly, it goes on to validate our call for the people of Zambia to fully understand the true definition of democracy which in no way means multiparty or plural politics.
The word democracy, which derives from the Greek word “demos” meaning “the people”, simply means people participating in the important societal decisions which affect their lives. Nowhere does it imply western plural politics. But since in the actual setup, each individual cannot meaningfully participate in decisions for the whole, it has come to mean decision-making by “representatives”, who are said to decide and act on behalf of the people, not their political parties.

And this has always been our greatest fear; where electoral parties are not based on differing fundamental values, as is the case in the west, where the current political system originates, they unnecessarily interfere in the direct relationship between the Constituents and their representatives. The preparation of exculpatory letters clearly makes it mandatory that Members of Parliament must listen more to the needs of their party presidents than those of who voted for them, leaving electorates defranchised.
This, unfortunately, is not democracy but dictatorship and no intelligent justification, in whichever form it is given, is acceptable because in a democracy leaders listen to the people’s needs and not vice versa. It is, in fact, this sort of ideological fallacy that has led people to believe they have a choice in political decisions, when in the actual fact they do not.

Multi-party politics in the early days of the US Republic, for instance, was frowned upon. George Washington even discouraged the idea because he feared parties would interfere with elected officials’ ability to represent the common interest. One wonders whether people should trust independent Members of Parliament more that political party seats come August 2021. How many times have we seen parties adopting candidates who are unpopular on the ground?

Having advanced our position on the subject, it’s our belief that the PF Secretary General’s decision does not have the blessings of the Head of State, His Excellency President Edgar Chagwa Lungu, who happens to be the PF president, with president carrying a small letter p. If that is the case, this should explain the numerous intra-party wrangles the Patriotic Front is going through. We question the leadership qualities of the Patriotic Front CEO.

The Head of State and those close to him must always realise that leadership is the ability to identify and put those with the technical know-how and ability in key positions needing such expertise with a view to realising sustainable economic development that must benefit an ordinary child in rural Zambia. Politics should not be a self preservation tool but a vehicle for development. Some senior members in this government are making President Edgar Lungu to appear as a leader of a Russian circus.

A CURSE FROM THE BLACK KNIGHT

it is common knowledge that the Litunga Sir Mwanawina cursed those Barotse National who were participating in Zambian politics between 1960 and 1968, specifically the Wina family and Lozis based on the Line of rail.

But as you will see from this article, Mwanawina’s curse has transcended into other successive generations. We have seen a number of Lozis who have come up to contest for presidential seats in Zambia, but they have failed, because of the curse.
Now, you might mistake Mwanawina for being a bad person, for him to have cursed Barotse Nationals in Zambian politics, no he wasn’t a bad person. There is a very important reason why he did it.

Sir Mwanawina used powers and authority in his own right as a leader ordained by God to rule, just as those who came before him . Before John Cecil Rhodes created Zambia(Northern Rhodesia), Barotseland was a country own it’s own, even in 1960 it
was recognized as such. When Northern Rhodesia was created by Europeans , The other Litungas before Sir Mwanawina did everything possible to make Barotseland safe and to keep it out of the scramble for Africa by European countries. This was done smartly: through dealings with other monarchies in Europe and a few compromises.

The Litungas were not the only ones using this method to protect their nation from the scramble. In Botswana for Example, King Khama III also did the same. In retrospect, it appears it was the best way of protection! Because King Lobengula, for instance, who never made deals with other European monarchies was attacked and killed by Europeans who were scrambling for Africa!

Now, Sir Mwanawina, in 1964 was in the process of continuing from where his
predecessors had left, so that if everything had happened without interference from the Lozis he had cursed, Barotseland was going to become like Botswana today.

But unfortunately, some Lozis who were jealous of the Litungaship sold out. They conived with foreigners across the Kafue river to dilute Barotse Nationalism. These people were Mr Namakando’s children. Mr Namakando Wina was once the prime minister of Barotseland, but he was laid off his duties due to certain issues and he was not happy with that. So his hate and vengeance towards the throne was transferred to his children, Arthur Wina and Sikota Wina.

Thus , the two Lealui boys carried on and when the opportunity presented itself at Munali School in Lusaka, they finally joined political movements in Northern Rhodesia together with others like

Nalumino Mundia. These political Movements were hostile towards African Nations like Barotseland because they were motivated by self interests.
In Kaplan’s book, pages 195-196, it is observed that Nalumino Mundia had a personal mission of spreading UNIP in Barotseland, something that didn’t go well with the traditional government in charge of Barotseland then who, Like Linyungandambo and BNFA today, did not want Northern Rhodesia’s brand of politics meddling in Barotseland.

In November 1961, Nalumino Mundia, Liatitima Mubukwanu and Ngombala Lubita with a large group of vociferous supporters assembled at Lealui to agitate for UNIP and Nalumino Mundia. A small contingent of mobile (riot) police ordered Mundia and his supporters to disperse and of course you can guess they would not do that so easily. “A riot ensued–the first in
Barotseland under white rule–ending only after the police used tear gas against the crowd.” It’s in this skirmish that Nalumino Mundia’s vociferous UNIP supporters used cow horns (manaka) against the police. The horns came handy for the butchery and slaughter place were situate about 300 metres south-east from the Kuta.

Another narrative states that, in the month leading towards the Barotseland Agreement ,there was a mini civil uprising which Lozis called “Ndwa ya Manaka” .The Wina brothers & collegues incited people, to rise againist the indunas and the king.Land Rovers were loaded with cow horns(manaka) which were used to beat the indunas perceived to be “Anti Joining” Zambia.

They were sponsored by UNIP and motivated by promises of jobs in the Cabinet Kenneth Kaunda had on the plater
for them. The Winas did all this without thinking about future generations, “Us”.
This incident happened way before the signing of BA’64, especially that it preceded the 1962, 1963 and 1964 elections. This is the forerunner to the campaigns that influenced Marotse to tag along with UNIP and intergrate Barotseland.

For the sake of understanding, and also, for the sake of the fact that it was the same Litunga Sir Mwanawina whose famously known for signing the Barotseland Agreement 1964, let me share a brief background of the Agreement and on why it was signed:
After the elections of 24th January 1964 swept Kaunda and UNIP into power, “…UNIP had taken sole possession of the central government, and it now SEEMED to have won effective control of the
Barotse government as well…… The elected councillors refused to follow the party line….. joined the traditionalists……. In the end, it was the central government which was forced largely to capitulate…. ” by accepting that despite electoral defeat, Sir Mwanawina has to be accommodated through a memorandum that finally concluded as BA’64(Barotseland Agreement 1964).

The purpose of the Barotseland Agreement, 1964 “was to establish Barotseland’s position within Zambia in place of the earlier agreements between Britain and Barotseland which would be terminated…… in October ” 24th, 1964.

A serious student of history would arrive at the conclusion that rather than Sir Mwanawina, as many people think, it was Kaunda who was forced to sign the BA’64 when he was already Prime Minister of Northern Rhodesia! Because Kaunda
signed the agreement reluctantly and with misgivings, he abrogated it in August 1969, nine months after the passing on of Sir Mwanawina lll. This abrogation followed a sham constitutional referundum of June 1969 through which Kaunda premised he has been mandated to make certain desired changes to the country’s 1964 constitution.

Whether this agreement or treaty was to be written into the new Zambian constitution or referenced as an addendum is now water under the bridge : Kaunda was determined to abrogate it at an opportune time and we know he did after being forced to sign it. This is why he has since opted for silence apart from a feeble attempt of bringing it back to life when campaigning for the multi party elections of 1991.

Fast forward to the St. Lawrence indaba of March 2012. Yes! I want to be intellectually antagonistic here , my apologies:
Without BA’64 of 18th May 1964, what
would you have waved to the international community today when you had been politically acquisitive on being INTERGRATED as demonstrated by the 1962, 1963 and 1964 voting despite being warned?

Henceforth, know who was forced to sign the BA’64 because he didn’t like the preservation “of traditional rights and the Litunga retaining powers over local government matters…..”
Sir Mwanawina’s advices, admonishings and foretells to the Barotse and the Lozi UNIP stalwarts are vividly remembered and some of stalwarts have not shied in confessing how true events have unfolded.

It’s only the pain of today that makes one shift the blame and hunt for a scapegoat.

Sir Mwanawina’s lll, who preferred independence instruments instead, was forced by a veer of history to instead force the new KK/UNIP central government to sign the BA’64 as a salvage. That is the lifeboat without which KK today would have simply referred the Barotse to the three elections of the first half of the 60s.

Furthermore, there are many accounts which vividly provide clear evidence on the reasons why King Sir Mwanawina cursed the Lozis in Zambia. It was not only in Mwanawina’s reign that the Wina brothers , Kononso , Sipalo and other UNIP elements caused trouble, even in Mbikusita’s time they resurfaced as you will see from the following thrilling accounts of Batuke Imenda , a son of a
Barotse official(Imenda Sibandi , Induna Mukulu wa kashiko) at the time:
-In his loyal service to Mulonga, Imenda Sibandi put his neck on the chopping board during the Sekeli Konoso rebellion against Mwanawina.

-Imenda Sibandi risked his life in a near Mwanawina overthrow led by Nalumino Mundia, Lyatitima and Sikota Wina in 1963 in Limulunga.
-From 1951 to 1965, an illiterate Sibandi rarely stayed in Libonda. He was ever called to Lealui to defend the rocky Mwanawina reign.

-The Mbikusita new reign came with its own challenges that led to Sibandi’s transfer from Libonda to Lealui. Again, the same click in the likes of Lyatitima, Sikota, Ñutuluti, Mukuni etc caused havoc.
-These sacrifices were undertaken by a man who was in internal exile, prepared to die for his masters.

On his death bed, Induna Imenda sensed the “sitoyo sa bana ba Wina” in our eyes, against Mulonga and his last words were:
“Ilukui, Sibandi, Numwa and Batuke, my time is nigh, but as I go to join my ancestors, never should any of the products of my loins stand to destroy the institution of Mulonga. I passed through trials and tribulations with you but that should never be the reason for you to fight a system you belong to by blood… one day a God appointed ruler of Barotseland will correct this mis-endevour.”

10 minutes later he was no more. That was on 27th August 1985.
As we stand to watch and see history
unfold, we will continue to stand by our father’s words.
Among Mbikusita’s sworn enemies were Mupatu, Walubita Mukele Walubita, Muimui Anakandi, Silumelume Mubukwanu Lyatitima, Nakatindi Yeta, Mutau Nalubutu, Lifunana Akabeswa and his young brother Imasiku Akabeswa from within the traditional establishment and of course, the UNIP clique.

There are other narratives which implicate Mukwae Nakatindi Yeta as being part of the this click .She wasnt. She found herself alienated from the centre of Barotse govefnance after her father’s rein and especially after her elder sister Mulima was succeeded by her near agemate and cousin Makwibi Mwanawina. When UNIP was allowed to operate in Barotseland in 1960, she was recruited as a star in their ranks. Many of the Barorse nationals who jumped

on the UNIP band wagon were motivated by anti Barotseland and anti Mwanawina agenda. Mbikusita Lewanika soon became their number one enemy because of full backing and assisting Litunga Mwanawina whom they wanted to isolate and weaken even at the cost of destroying Barotsekand. They teamed up well with Northern Rhodesian UNIP who had their own reasons for demonising MBIKUSITA. But this agenda was most passionately carried out by Barotse nationals. The plight of Barotseland is caused and maintained by Barotse people … not by Kaunda or Bembas or anybody other than ourselves. However, Mukwae Nakatindi tried not to be engaged in overtly anti Barotseland, anti Mwanawina and anti Mbikusita campigns . But her name and presence in UNIP was capitalised towards that end.

Again,one day in 1963, a rumour spread that Mbikusita was back from Rhodesia
. The UNIPs and traditionalists led by Mundia and Sipalo descended on Lealui, specifically to attack Mbikusita. As they went round the capital, they sang the song “eee Mbikusita ki ndonki ya makuwa.” As a decoy, acting Ngambela Imenda decided to hide Mbikusita in his house (the current ruined Mukola house in Lealui). It was then advised that for safety purposes, Mbikusita be shifted to another hide out, a house belonging to a Ma-Nawa Musialela – Mrs Lingomba. Around 20.00 hrs after the first Mwenduko was sounded, our house was surrounded by UNIPists. The fight ensued, but the Indunas came out victorious. Among the casualties was Mupatu, who ended up in the hospital. He was brought to Lusaka R. M. Mukuni and thereupon, hatred started.

In November 1968, the said group ganged around Lealui spreading the word that “Mbikusita aki mwana a Lewanika.” At this point, Batuke Imenda bravely told
Francis Lishomwa Suu when he was displaying open fear that “…nikoba lata nikoba salati lutamu yolisa. Luta palelwa kueza cwalo abatalu bonisa ndatahe!”
Later on , a 1969 Lozi language newspaper, Liseli (light), reported Litunga Lewanika II (Mbikusita-wa-Lewanika) stating that:
“Do not be stressed and disheartened
Do not be stressed and disheartened, by confusion and lose talk in the land
Our faith and hope is set upon God
Those fighting us are our off springs and our in-laws But, whoever sticks his own finger into his own eye, he shall regret later.”
This was in first anniversary public address to the Kuta on N’ulule 6, 1969, at Lealui,
Barotseland.

The message is that these challenges, which are not entirely external, should not lead to surrendering into despair. These challenges should guide toward recognising and keeping faith that these challenges can be overcome. They are usually and fundamentally most likely to be self-inflicted. Therefore, these challenges can be overcome by victim people’s own consciousness, awareness and effort.

Ba ba lu lwanisa ki bana ba luna ba ku pepa niba bal u nyalezi.
THOSE FIGHTING US ARE OUR OFF SPRINGS AND OUR IN-LAWS
Kono ya I Kenya mumwana mwa lito ili yena, kwa pili u ta inyaza.”
BUT, WHOEVER STICKS HIS OWN FINGER INTO HIS OWN EYE, HE SHALL REGRET LATER
Now , there are different versions of the exact words that King Sir Mwanawina uttered when he cursed. Some say he uttered:
“Manyukunyuku bomu bata kuyo kopana nibona, ba, bata mifetubela mi, bata yo minyandisa. ”

The other one is:
“Malozi nakoye mwaipusa kono mubata
kuli muto buswa ki batu basili. Kwapata mukabe muni hupule.”
Whatever the case, Here we are. Barotseland is the poorest and they even want to obliterate it from history. It is also clear how this curse is affecting those fighting against Barotseland.

For instance, Nalumino Mundia was told that, “wena mane bata sana bayo kubulaya basa Kona feela kuinga zeba bata”. True to his curse, Nalumino Mundia’s life is believed to have been cut short by KK.

In addition, the King also gave some direct words to the wina brothers: “you are young and naive. You will try by all means to buy yourselves into their acceptance, but there shall be a time when they will reject you”. True to this curse, The two brothers were the darling of UNIP & Manyukunyuku until the KK’s time came to an end. With all his best qualities,
Arthur Ñutuluti Lubinda Wina was rejected for a street wise crook by the name of Frederick Chiluba .

It’s also worth noting that, Fredrick Namakando Mumembe used his post newspapers to influence every Zambian to hate Barotseland. Today, the party he campaigned so hard to put in Power, has closed his post newspapers, not because of promoting prejudices against Lozis and BA1964, but because Sir Mwanawina cursed those who betray Barotseland.
This therefore implies that we need to be cautious of where we are standing in this battle, you may attract curses on yourself.

For the first time in my entire life I witnessed something very strange with my naked eyes, something that people have been hiding for a long time in the name of protecting him from being worshipped, something that HH has never allowed anyone to publish.

As for me,its unavoidable to make a public expression of gratitude in this manner. My conscious wont allow me not to make mention to the public about how good hearted you indeed are.

Allow me to announce to the country that HH is indeed a man with a good heart which does not look at how capable or incapable others are for him to help.

From the day the late President James Lukuku (MHRIEP) passed away HH has been their for the family. Despite the economic hardship we are all going through including HH,
1. HH bought a casket from ideal funeral services which i personally chose.
2. HH bought 2 cows for the people to eat at the funeral house.
3. HH bought the burial place in memorial park.
4. HH provided food.

5. HH provided transport,in short he SINGLE handedly sponsored everything and for the first time in my life, l witnessed HH spending with my own naked eyes not ukushimikilwa because I was among the people who where running up and down preparing everything as directed.

HH does not allow people to disclose the help he renders to the general public but for me I will not follow this rule because hiding this very important information leaves so much panic in the hearts of the people witnessing like me & others. As for me I just cant hide it and am sorry that the public should know HH has the poor at heart ,ignoring his good work is not a good idea at all.

Responding to the possibility of the PF finding itself without a presidential candidate should State Counsel John Sangwa succeed to block President Lungu from standing, Mumbi Phiri said anything is possible with these lawyers.

The PF deputy secretary general expressed confusion with the provision in the constitution that says that one could not be deemed to have served a full term if they served less than three years, while also indicating that someone was not eligible to stand if they had twice held office.

And Phiri has challenged all the seating MPs who are into their third terms to vacate their seats and leave the stage for young people, saying old people should not be fighting with young ones over positions.

Speaking with Daily Revelation, Phir was asked if the ruling party did not fear finding themselves without a presidential candidate in the 2021 general elections if Sangwa went ahead to challenge President Lungu’s candidature and the court ruled in his favour.

Responding, Phiri said: “Anything is possible with these people called lawyers. Lawyers are a disgrace to this country. Do you know why. I was there when the ruling was being made. The ruling said, before that issue was taken to court, there was an argument especially from our brothers and sisters from UPND. When president Edgar Chagwa Lungu finished the term of President Sata it’s Jack Mwiimbu who was saying he’s not entitled to his gratuity because he didn’t do three years.”
Phiri accused the same Mwiimbu of spearheading the argument that President Lungu was asking for a third term.

“These are some of the ambiguities which were supposed to be cleansed by bill 10. On the other side it said a term is counted when you do three years, in the same law it says a term if you are sworn in twice. Which is which can our confused lawyers on these two, me I am a house wife, can they guide us, which is which? Which is which?” Phiri asked. “Because less than three years doesn’t constitute a full term, if you are sworn in twice it is regarded as two terms, so which is which? That’s my question, and write it as such. Can our confused lawyers help us.”

Asked if Sangwa was helping the ruling party by announcing his intentions now so that they could put in place contingency measures in the event President Lungu were blocked, Phiri said Sangwa was not doing anybody a favour.

“He’s not doing anybody any favour. If he had self conviction he should just keep quiet, wait for President Lungu to go and file in then he moves but because he wants to bring unnecessary attention that’s why he’s doing what he’s doing. Ibuluma taikata yes,” said Phiri.

And Phiri said she would not contest a parliamentary position in the 2021 general elections, and that the others who were into their third terms, from both the ruling PF and opposition should do likewise, in order to allow more women, youths and the disabled to contest for leadership. She said since there would not be proportional representation on account of the bill 10 collapse, Phiri said those who had served longer in parliament should not contest the forthcoming elections.

“I am throwing a challenge to these members of parliament who are going for a third term, (both in the ruling party and opposition) yes please, leave the seats for the women, the youth and the disabled and me I will lead by example, anybody who is going to stand as a woman, a youth because that’s the category I fall under I will support. “Ba Jean Kapata,” the author chipping in, mentioning the Lands minister who is into her third term as member of parliament (PF) for Mandevu.
“No, don’t mention names, please I am recording. Let us leave because we have let the people of Zambia down,” Phiri retorted. “Let us show leadership by walking the talk that it is not necessary that the woman should be represented, the youth should be represented, people living with disabilities they should not be represented, they can still be elected. Let’s use it as an example for those who are going for third term as parliamentarians, all of them across the board.”

Phiri said she had announced this position when she appeared on Joy FM, on the very day the bill collapsed later in the evening.

“You know why I have made this decision, because I am very comfortable, I am the deputy secretary of the ruling Patriotic Front and I am very confident that we are coming back in 2021,” Phir said. “That’s why I am not bothered to start fighting for constituencies with children, you children I am a grandmother…I am turning 51 on 15th of November.”
Some prominent members of parliament who have served three or more terms include Justice minister Given Lubinda (Kabwata), Garry Nkombo (Mazabuka), Mwiimbu, Kapata, Information minister Dora Siliya, Housing and Infrastructure minister Vincent Mwale, among others.

Phiri said she had been reflecting and realised that there was no modeling of young people to take over leadership positions from the older people, saying that was why people kept moving from one political party to the other.

“When I retire from PF I will come home and continue where I left from, cooking for my husband…I will never ever look for a job, these people you see making noise it’s because they are job seekers and the record is there to prove,” Phiri said. “Bashi Nono (Bob Sichinga) came to PF at the 11th hour and he was given a ministerial position when he didn’t even fight for PF, not even intellectually. Bamushanina bwali.”
Phiri said even the NGOs who were known to be noise makers shut up the moment they were given government jobs.

“They even forget the cause they came on the scene for because they have been given jobs, they have been given vehicles they are are getting salaries. They are comfortable. For me as Mumbi Phiri I stand to change that,” Phiri said. “Not ba Zulu my age mate, Naba Nawa who can go and demonstrate on behalf of the youths calling themselves youths. I am not even ashamed there are very few women who reveal their age, me I am not ashamed. Under the pretext of being a youth mwaya namumpanga. Nangu Pilato bushe ali 35? In 2021, we are not just taking political power away from the PF and giving it to the UPND.
This change must, should and will deliver:
1. A lasting solution to the over $20bn debt mountain, 50% of which is reasonably understood to be illegal loans.

Zambia cannot afford $200m per month in interest repayments on her various loans. A UPND administration is targeting $50m per month in interest repayments, allowing government to spend more money on essential public services such as putting teachers into classrooms, doctors and nurses into hospitals, essential medicines and equipment and creating real opportunities for the youth.

2. A dedicated crusade against grand, politically motivated corruption. Under the PF, Zambia loses around $2.5bn PER YEAR to grand crime involving high ranking government officials.

Other than expanding the functional independence of crime watchdog bodies such as the ACC, FIC and the police, we need to expand expert funding to these institutions in order to intensify their ability to respond to complex crime.

3. A progressive, people centred personal TAXATION regime which will deliver a minimum K850 into people’s pockets. We are LOWER PAYE to literally put more money into your pockets, and this what the $1.5bn 5 year tax reform plan will mean.

4. A progressive, people centred PENSIONS regime that will, for the first time in the history of our country, allow contributors into NAPSA to enjoy partial, periodic access to your pensions contributions in real time WITHOUT having to wait for retirement.

This is aimed at delivering real value for money for our people who are projected to lose 40% of the value of their pensions at retirement.
5. Reduced cost of agriculture by reducing the cost of inputs, among them fertilizer and seed.

Under the PF regime, a bag of fertilizer is costing K550. This is because the PF are allowing their private sector fertilizer dealers to put a 320% markup per bag of fertilizer imported.
Note that the PF regime is spending $500m per annum on exploitative fertilizer import contracts.

A UPND administration will deliver a bag of fertilizer at no more than K150. This will be done by prioritizing reinvestments into Nitrogen Chemicals of Zambia, and shed off the theft on markup which is paid for by poor farmers.

6. Restoration of MEAL ALLOWANCES for students at UNZA and CBU, and engage in progressive discussions around the equitable expansion of student support mechanisms to other institutions of higher learning, including private institutions such as UNILUS.

UPND policies on education will be about expanded choice of learning for students.
7. Restoration of service years for health workers who were fired from their jobs by the PF regime of Michael Sata, merely for daring to speak up for themselves.

We will restore the culture of open and honest engagement within the civil service and abolish the culture of threats and intimidation against our civil servants.

8. Infrastructure development at less than 50% the cost of works under the PF regime. While the PF have inflated all public works contracts by 50%, a UPND administration will deliver value for money on all public works and channel all excess funding to critical areas of the economy.

The UPND opposed the $1.3bn costing on the Ndola – Lusaka dual carriage way, and the PF have since U – turned on what would have been the biggest single act of theft on a public contract.

In 2021, vote Hakainde Hichilema and the UPND for an inclusive, equitable Zambia.

2021 ELECTIONS WILL BE CREDIBLE – Inonge Wina

Vice-President Inonge Wina says the credibility of the 2021 general elections is certain.

Responding to a question in parliament from Monze MP Jack Mwiimbu, Mrs Wina disclosed that the Electoral Commision of Zambia will compile a new register of voters for the 2021 general elections.

She said the new register will increase credibility levels.

“The house may wish to note that stakeholders questioned the credibility of the voter register that was used in the 2016 general elections. They further requested for an audit of the register before the elections on 11th August 2016. Arising from stakeholder concerns, external auditors were engaged with the help of the UNDP under a program called electoral cycle project to audit the 2016 register of voters. One of the recommendations of the auditors was for the commission to compile a new register for the 2021 general elections,” she said.

The Vice President further indicated that to enhance the integrity of register, strengthening and enhancing security features, including the capture of biometric data, 10 finger prints and portrait will be requirements for the new register.

“UPND petitioned in the courts of law the 2016 general election results on the basis that the voter register was flawed. International and local observer missions recommended that the commission compiles a new register for the 2021 general elections in order to maintain a credible free and fair electoral process as demanded in a democratic dispensation. Mr Speaker based on these factors, the commission resolved to compile a new register of voters for the 2021 general elections in 2020,” she stated.

And Chitambo MP asked the Vice President which region had the majority of the 1.4 million dead people in the voter’s register.

But Mrs Wina urged leople to trust the electoral process.

“Mr speaker, it is not possible to give statistics as to which province lost more people than the other but what I urge honourable member of parliament is to have trust in these systems, if we continue to erode that trust, that’s where conflicts arise after elections. We should try to ensure that we support ECZ where it is faltering, we give advice and ECZ is committed to consult stakeholders at every move that they make in the electoral process so honourable members, have a platform to engage ECZ where they feel that they are not very pleased with the process that is being undertaken by ECZ,” Mrs Wina said.
