27 year old Precious Mwewa Kaniki is young vibrant lady who has been HIV positive for 13 years, during an interview with Girl Empowerment Alliance for change she narrates “Living with HIV for 13 years has taught me that acceptance is gradual and it’s okay to take it easy on yourself. The important thing is how you deal with the down moments when you feel like you can’t take it anymore or that being HIV positive has caused alot of stand still and can’t really progress in life or anything.

For 7 years I lived in denial and nothing made sense to me as working hard at school, building uplifting friendships/relationship with everyone around me was a challenge that I withdraw from everything and everyone as I kept hoping death will remove all the sadness, unhappy fake smiles I showed to the people which wasn’t the case.

All those feelings made me to take my drugs when I felt like, when my conscience troubled me or when I got sick. Having drugs resistance and eventually treatment failure made things worse because by then in 2010 I was changed drugs as I was to take more than 8 tablets every single day and that was really depressing. Not only that, rejection by guys and the thought of transmitting HIV to loved ones was very unbearable leading to having Low self-esteem and self stigma.

In 2014 I became very sick, I remember weighing 38kg for years I and this time I bargained with my life to stay alive. Being sick that year in a shortest time made me realized I needed to accept my status as I wasn’t dying so I needed to be strong for me and live for me.
5 years since coming out public with my status has made me realize I was very hard on myself because sometimes feelings of being a failure persisted and in the process I wasted 7 years of my good health and in time it finally hit me so hard that it felt very over whelming and I felt I couldn’t handle it all plus the psychological growing and all. But over the years I have come to acknowledge that healing is gradual and it’s okay to break down from time to time because that’s life what’s important is how you bounce back from your low moments and how you cope with negative thoughts if they came around. For me talking to young people living with HIV always reminds me that am not alone and that there is someone like me out there having similar challenges I faced. People thinking going for therapy is shameful and society will look down on them. I go for therapy when I get overwhelmed and I always remind myself from where I am coming from and the self confidence I have built over the years the self stigma I have shaken off and the thought of knowing that someone somewhere out there might waste 7 years of their life and more remind me to always being true to myself and share when I can that the most important thing is how you live your positive life and it really doesn’t matter if one got it through rape, mother to child or sexual intercourse.

Knowing I am now Undetectable and that I can’t transmit HIV to anyone has been the lifting thing I have come to know and everyone on treatment should know that.

Jackson stunned ECZ and President Edgar Lungu at Mulungushi Conference last week during the Presidents Summit.

Jackson made a strong stand against the expectation of ECZ and President Lungu during the Summit proceedings and I remember that it was actually me who clapped the loudest during the exchange of arguments between Jackson and the ECZ officials.

But I want my personal Friend of many years Jackson to apologise to the nation for abusing ZCID where he is still serving as Chairperson, and where he served as Director for Political Parties outside parliament, during the formulation of the National Dialogue Forum, NDF which gave birth to the infamous bill ten.

Every ZCID member knows that millions of funds landed from statehouse and the ministry of Justice to ZCID in order to facilitate the formulation of bill ten.

It was Jackson who led a group of ZCID surrogate political parties of the PF to arm twist the Commonwealth representatives from Zambia led by Professor Gambari under the observation of Patricia Scotland the Commonwealth Secretary.

The Opposition Alliance at some point even pulled out of the ZCID because of a State-house-manipulated-jackson-silavwe and other Surrogates who unholily interpreted statehouse instructions to draw a road map to bill ten.

We are still struggling with bill ten because Jackson and Hamududu triple H and others got used by Edgar Lungu to drive the church from national dialogue and reconciliation process when they maintained that the church should not lead and chair the national dialogue process. It was ZCID under Jackson that statehouse used to choke and insult the church out of the national dialogue and reconciliation process, such that even when the church officially launched the National Dialogue and reconciliation process, Jackson was not there by the instructions of the PF who also absconded together with the same Jackson led ZCID.

When we had a strategic meeting at Pamozdi Hotel with President HH, President Charles Milupi, Edith Nawakwi, pf Secretary Generals Mumbi Phiri and Davis Mwila, Antonio Mwanza, SC Sakwiba Sikota, FDD’s Chifumu Banda, Wynter Kabimba, Raphael Nakachinda, Hon Silvia Masebo and of course others that included Sean Tembo, Jackson Silavwe followed the PF crew led by Davis Mwila in walking out on us. They left the conversation table as pf and I remember MDC President Felix Mutati was also there. Jackson followed the PF in walking out, leaving us with President HH on the table.

My question is that now that Jackson seems to have come back to his senses, can he

1. Apologise to the church for playing pivotal role in removing it from the National Dialogue Process using ZCID?

2. Can Jackson apologise to the Commonwealth for unceremoniously chasing them out of Zambia using ZCID by claiming that Zambia is a sovereign country?

3. Is Jackson still supporting bill ten?

4. Can Jackson disclose how much millions and who funded ZCID at NDF?

My last personal message for Zambian youths is that we are not fools us that are fighting for correctness 24/7. Don’t late money people abuse you then you regret later after you have already caused irreversible damage to the country like the damage Jackson has caused this nation for using ZCID in backing bill ten which is a criminal and mafia law backed by the PF.

I call for a complete public repentance from Jackson Silavwe and if my write up injures you my brother I am sorry but am still sweating from the hustle we have gone through in fighting against bill ten which yourself, chilufya Tayali, Andrew Ntewewe, Isaac Mwanza, Musona, Peter Chanda and other PF Surrogates like Wynter Kabimba, EDITH NAWAKWI and Raphael Nakachinda profusely backed.

ECZ’S INCONSIDERATE HARANGUE ONLY REGISTERS TO THOSE WITH IMPAIRED BRAINS

AS the UPND in Chilanga district, we would like to commend our party president, Mr Hakainde Hichilema, for labeling the presidential summit which took place a few days ago as a sham, and to us in Chilanga, it was yet another occasion that reminded Zambians of how rigid and arrogant ECZ is and how determined it is in tilting the ground towards their preferred candidate.

We watched the ECZ’s arguments on the need for a new register, their stance on the unconstitutional 30 days voters card registration, online registration and the prison vote with rapt attention but we failed to grasp a single grain of logic behind their arguments. We feel the ECZ’s inconsiderate and incoherent harangue gonly registers with political leaders with impaired brains.

In that meeting, we were particularly delighted with the logical arguments by President Hakainde, Kambwili and Silavwe. Their conduct personified a three-fold conception of justice in its divine, natural and civic iterations. It was gratifying to see how President Hakainde, incinerated the ECZ’s resolve to base their electoral road map on the delimitation which is attached to Bill 10 when the bill has been roundly rejected by most Zambians and it’s still gathering dust in Lubinda’s cabinet, how President Kambwili trashed the 30 days registration period and how President Silavwe punched holes in the prison vote agenda.

On the other hand, we would like to express our disappointment with ignoble characters like hapless Kabimba and impudent Cozmo. Why should Kabimba talk about a wedding cake in such a serious meeting? What was Cozmo trying to achieve when he raised such an inane point of order? The conduct of these surrogate political party leaders in that meeting was that of hangers-on and it made our hairs stand on end.

We therefore wish to advise the ECZ to be very careful with the way they are handling concerns from stakeholders as playing goose berry in this process may push Zambia in a furnace.

We are saying this because Zambians have placed an eagle eye on ECZ and are able to connect dots in unclear moves. That collusion and conspiracy where Edgar Lungu and Esau Chulu just wore haggard looks frightened us.

In conclusion, we want to remind Esau Chulu and Nshindano Patrick to leave the eloctoral commission because Zambians don’t want to see a repeat of the 2016 nerve racking incidences where 18 Ugandan nationals accessed ECZ strong rooms, ghost constituencies where created and senior ECZ officers got slapped for reminding Esau Chulu that he was announcing wrong results.

THE creation of a new voters’ register is a ploy by the PF Government to sideline voters in opposition strongholds so that they can find it easy to win the 2021 general elections, UPND spokesperson, Charles Kakoma has claimed.

Mr Kakoma said if the Electoral Commission of Zambia (ECZ) comes up with a new voters’ register, several eligible voters in opposition strongholds would be deliberately left out.

He said in an interview that Government will start by denying more people in opposition strongholds national registration cards so that they do not vote.
“This is a ploy by the PF Government,” claimed Mr Kakoma.

Mr Kakoma also said ECZ had no capacity to register nine million voters in 30 days as planned.
He said for the ECZ to meet such a target, it had to register 300, 000 voters in day was “impossible.”
Mr Kakoma said Government did not have enough money to finance such an exercise.

“We can see that they are already struggling with the NRC issuance exercise. Sometimes materials run out and vehicles struggle with fuel,” he said.
But PF Lusaka Province Secretary Kennedy Kamba however said that the opposition were just frustrated because the cleaning of dead voters was progressive.

Mr Kamba said revelations that about 1.4 million voters had died was reason enough to have a new register.

“Why should UPND president Hakainde Hichilema insist on having the deceased people on the voters’ roll? It’s because they know that’s where their numbers come from,” he said.

Mr Kamba observed that Mr Hichilema had been scheming to frustrate the voters’ roll cleansing process with careless talk.

He said the UPND, and its ally the NDC want to frustrate the process because they were aware that PF was too popular for them.

“They have seen another election defeat coming and they are just hating everyone,” he said.
Mr Kamba observed that despite most leaders appreciating that the voters’ roll needed to be reviewed, UPND kept insisting on the old register.
At the political parties’ presidents summit, ECZ chief executive officer, Patrick Shindano warned that sticking to the old voters’ register would lead to voter apathy because some voters had died.

He called on political parties and other stakeholders to work together in cleaning up the voters’ register in readiness for next year’s polls.
Mr Shindano said the current register had over one million ghost voters and that the ECZ alone could not cleanse the system.

He said ECZ was within its mandate in undertaking all the activities and had the capacity to register nine million voters within the planed timeframe.

SENIOR Chief Mukuni is warning the ruling PF that they can’t defy the force of gravity and should they continue with their illegal schemes, “the law will catch up with these particular individuals at a certain point”.

He says at that point none of their giant armoured vehicles with huge guns, teargas and water cannons will save them.

In a statement yesterday alleging that the PF pre-voting rigging is actively under way, Mukuni said impunity and arrogance was not infinite and eternal.

He demanded that the Electoral Commission of Zambia, the PF and the Ministry of Home Affairs allow for a credible, transparent and comprehensive review of the current electoral process for the sake of peace “for the motherland and the future of the children of Zambia”.

“I am not only issuing out this statement as a traditional leader, but also as an ordinary citizen who is increasingly becoming troubled and concerned by the dangerous path in which the PF are attempting to take this great country to,” Mukuni stated. “In the human body, the heart is the most important organ because of its critical role as a mover of fluids including blood to the rest of the body. Immediately the heart is interrupted or ceases to carry out this prime function, the body becomes cold and eventually dies. This is precisely what judge Esau Chulu, Emily Sikazwe and Kryticous Nshindano of ECZ, home affairs minister Stephen Kampyongo and PF secretary general Davies Mwila, are trying to hijack a process in Zambia that is the heartbeat of public affairs, national consensus and peace.”

He stated that disturbing the electoral process with all kind of caveats and tricks in order to disrupt the constitutional flow of democracy, “and thereby rob certain sections of citizens their right to democratically choose their leaders uninterrupted, is a sure recipe for mayhem for our country”.

“Zambians must be spared of this impending chaos being engineered by the ECZ, home affairs and the PF,” Mukuni urged. “It’s in the public domain and evidence abound that phase two of the issuance of NRCs for Copperbelt, Lusaka, Western and Southern provinces are in an absolute chaos, that has been deliberately instigated by the PF. People in these regions are enduring all manner of hurdles deliberately laid by issuing officers under the behest of District Commissioners.”

He stated that there were credible and verifiable reports of district commissioners instructing officers to randomly abandon publicised locations for unknown areas, thereby confusing the people.

“Where NRCs have been issued, such important details of origin of applicant such as Village, Chief or District are deliberately omitted, so that the NRC is invalid for the ultimate purpose of voter registration,” Mukuni stated. “This exercise proves beyond any shadow of doubt that the next stage of voter registration will be earmarked for more well calculated stumbling blocks by the ECZ, to ensure that as many people as possible are disenfranchised. This whole electoral process is a sham, fraudulent, lacks credibility and do not meet the standards of an election that will galvanise consensus, integrity and eminence.”

He asked the ECZ to maintain the old voters’ register, “which the PF have in the past found no problem with, in their insatiable appetite for by-elections which they have been so proud of”.

“Further, the PF must instruct their violent cadres to cease interfering in the issuance of the NRCs at designated locations, and the Minister of Home Affairs Stephen Kampyongo must desist from sending his agents to issue contrary and illegal instructions to issuing officers on the ground,” Mukuni stated. “It is for the good of the current government that this exercise is carried out smoothly because should they continue with their illegal schemes, the law will catch up with these particular individuals at a certain point, and none of their giant armoured vehicles with huge guns, teargas and water cannons will save them. We have seen it happen all around the continent, that impunity and arrogance is not infinite and eternal. ‘Chatakamana chaka yoosya’. You can’t defy the force of gravity. Even Satan’s hell is below and not above.”

HH Is Winning 2021 Unless We Do Something Now, Says PF Intelligence Team

The PF party intelligence team has released a detailed report on how UPND President Hakainde Hichilema will win the 2021 elections.

The report states that currently Hichilema stands at 65% of winning the 2021 elections if PF adopted Edgar Lungu as presidential candidate.

In part the report recommends that Lungu is not allowed to contest against Hichilema.

The PF intelligence report also recommends that either corrupt Health Minister Chitalu Chilufya or Ronald Chitotela must be the PF candidate to face Hichilema.

Among the reasons cited by the PF Hichilema’s possible win include: Lungu’s corruption embroidered character, failure to manage the economy, lack of jobs, youths voting for the first time but have no jobs nor business opportunities among others.

And the report stated that PF hate speech against Hichilema including blaming him for all their failures were actually making Hichilema likeable by many Zambians across the country.

Political intolerance and stopping of the UPND leader from holding campaign meetings freely have also been said as reasons to why people want to listen to him more.

And on the PF convention, the PF intelligence team proposes that it shouldn’t hold it but finger point who should lead the party into 2021 elections.

“Hakainde’s understanding of the economy, his political acumen, his press team is on another level though our party’s leader (Edgar Lungu) stands chances which can only be aided by State wings and on a fair ground, PF may not survive next year, so we recommend for new political leadership including at the level of Secretary General, Media personnel to counter Hichilema’s efforts,” stated the report in part.

However, the report recommends that a deliberate violence scheme be put in place especially at polling stations at which opposition agents must be attacked and chased out by PF thugs so that results are altered.

As the PF thugs will be doing this, Police must be directed not to stop the PF.

The same report states that election results must be manipulated at polling stations and also server room (Mulungushi) set by ECZ which only PF officials and hired IT personnel embedded in ECZ must be and have access to but that no opposition must be allowed in there.

This report has not been released the public as it is labelled as highly confidential but it has sent to the PF Secretary General Davis Mwila and also handed over to Edgar Lungu’s Political Advisor Chris Zumani.

UPND is more corrupt than PF, party Imwiko ward councillor who is also Mongu district chairperson Matakala Nyambe has charged.

Matakala who seems to have fallen out of favour with UPND has written a scathing letter of resignation from the party – as intraparty wrangles and divisions in Nalikwanda constituency deepen.

Matakala in letter dated October 4, 2020 and seen by Daily Revelation, described UPND leader Hakainde Hichilema as having lost power and grip of the party’s leadership to an extent that people like Mazabuka law maker Gary Nkombo and others have subverted authority from him.

 

“If Gary Nkombo can uphold a committee that never even paid nomination fees, then it clearly looks like it’s a way of getting rid of me. I want to quickly mention my disappointment (to) you Sir, as it clearly shows that you also don’t have power in this party,” the letter read in part. “Mr President, the national chairperson Madam Mutale Nalumango had ruled that Nalikwanda goes for fresh elections but Hon. Gary (Nkombo) changed it. Then the same people rushed to you Sir, being the final man in the party and you ruled that both committees share the positions in Nalikwanda Constituency Committee, but as usual the other committee refused and Hon Gary (Nkombo) took it the way that suits him and Mwilola (Imakando, Mongu central member of parliament).

Matakala then addressed a potential question that could probably arise as a result of his resignation from UPND.

“I write to you Sir, to inform you that I relinquish my position in the party as district chairman and councillor for Imwiko ward. My resignation has not come because I have been bought by PF, but I just realise that the UPND leadership is not straight and these intraparty elections have been targeted at finishing my political career,” he wrote.
He accused Nkombo and Imakando of subverting Hichilema’s authority.
“Following the Nalikwanda happenings, its clear that Gary Nkombo and Mwilola are the final people in decision making. I say so, because the Nalikwanda committee led by Ziezo has utilised all the justice system of the party, but clearly, it looks like UPND is even more corrupt than PF itself,” he charged.

He defended his committee, claiming they had scarified a lot for the party even when Nalikwanda was in a political crisis.

“Sir, he addressed Hichilema, I have been threatened, called names, linked me to PF, but I stood firm, trusting that I have a president who would always defend me in times of crisis, but I was wrong. (I think) there is more to life than forcing myself to an institution that does not like me,” stated Matakala.

And when contacted over his resignation, Matakala declined to comment.
“I will comment when time comes. For now, I have no comment, I can’t comment,” said Matakala and immediately cut the phone line.

I have fitted in very well in PF, that’s why I was appointed as minister, says Lusaka Province minister Bowman Lusambo.

And Lusambo said the PF Copperbelt mobilisation is working very well with the structures and government officers in the Province, saying the target is to turn the Province into a 100 percent PF dominated area in three months, as well as targeting 800,000 votes in next year’s elections.

Speaking with Daily Revelation on PF central committee member and the party’s first ever member of parliament Emmanuel Mpankata, that Lusambo as a newcomer was behaving like a bulldozer and a monster by holding a rally while the Vice-President was in the area, the same thing which caused Christopher Kang’ombe and Binwell Mpundu to be suspended, Lusambo said he did not operate from without, saying he could not go somewhere and do things without the knowledge of the President, Vice-President and secretary general of the party.

On assertions that despite being a newcomer he was behaving like the owner of the party, Lusambo said he had fitted in well in the PF.

“That’s why I became a number one Patriotic Front MP on the Copperbelt Province in 2016 , it’s because of the way I have fitted in the party. That is the reason why they have given me even the extra position, and if I didn’t fitted well in the party I would have not been a minister,” he said.

Asked on observations that he should be suspended for holding a rally while Vice-President Inonge Wina and secretary general Davies Mwila were on the Copperbelt, the same grounds which were used to suspend Kang’ombe and Mpundu, whose suspensions have since been reversed, Lusambo said: “I don’t hold any party position and I am in MCC and I am not the president, I am not a vice-president neither the secretary general me I am just a member like any other member. So I can’t comment on that issue.”

Lusambo also dismissed assertions about there being an internal fight between the true greens and the lighter greens in the party, saying the party was united with all the members pulling in one direction.

And Lusambo said the Copperbelt mobilisation team, which he was heading, was not joking, saying Zambians must watch the space.

“Our aim is to make sure that Copperbelt is 100 percent PF in the next three months and we are on the ground, so next week we are in Ndola and it will be a huge meeting in Ndola. So for us we are working very well with the structure, we are working very well with government officers in the province,” Lusambo said, adding they were there to merely supplement on the works being done by others. “So we are not there to grab anybody’s position, we are there to supplement on their efforts. They are working very hard, Nathan Chanda and the team they are working very hard and we are there to supplement in their effort. So Copperbelt mobilsation we are not a pushover because we know what we want to achieve. What we want to achieve is 22 PF members of parliament in 2021.”

Lusambo continued.

“We want to make the President win the presidential elections just in Copperbelt province. If we can have the numbers up to 800,000 coming from Copperbelt definitely the President would have won from just Copperbelt Province. That is our goal,” said Lusambo, who refused to define his activities as campaigns. “We are not in a campaign period, what we are doing is we have gone back to the people. Remember that we are in government, we are a party in government and our responsibility number one is to go back to the people, and explain to the people the development which we are doing to them. We promised them that we are going to construct roads…hospitals, schools, health posts and many other things and also we told them that we are going to diversify from copper dependency into agriculture.”

Lusambo said his mobilisation efforts were about giving hope to the people, as there were challenges everywhere, including in the most developed world.

“Challenges are in Zambia as well. Challenges are in your family as well, yourself, your family from your grandfather up to where you are today you have been experiencing challenges in your family. Challenges it’s normal, but it’s just how you can ride over those challenges,” said Lusambo. “I can assure you that we have a President in State House who is ready to make sure that we uplift the living standards of our people in the Province. That’s why we have gone diversification so that we can change the mindsets of our people from copper.” -daily revelation

Chapter One Foundation Wants Court To Declare 30-day Voter Registration Unconstitutional

Chapter One Foundation Limited has sought the Constitutional Court declaration that the geographical limitation to the issuance of National Registration Cards (NRCs) will result in the disenfranchisement of many Zambians in contravention of the national values and is, therefore, unconstitutional.

In this petition, Chapter One Foundation is challenging the decision of the Electoral Commission of Zambia (ECZ) to conduct voter registration for the 2021 elections over a period of 30 days.

The Constitutional Court on October 1, this year granted Chapter One Foundation leave to amend its petition after it applied to do so in order to bring all the issues that are pertinent to the case before court.

In an amended petition filed in the Constitutional Court, Chapter One is seeking a declaration that the limitation of the period within which voter registration will be conducted to 30 days is unconstitutional, and a declaration that ECZ’s decision and intention to disallow currently registered voters from voting in the 2021 general elections and future elections is unconstitutional and, therefore, null and void.

Chapter One Foundation has cited ECZ and the Attorney General as first and second respondents respectively and further, wants the court to make an order of mandamus directing the Attorney General to implement the mobile issuance of NRCs throughout the country and an order of mandamus directing ECZ to carry out continuous voter registration between elections.

Chapter One Foundation stated that the decisions and actions by the respondents were therefore, a breach of the Constitution and therefore, unconstitutional.

The Non-Governmental Organisation argued that government which is the principal for whom the Attorney General appears had breached the Constitution by implementing the issuance of NRCs in a manner that contravenes the Constitution.

It added that ECZ violated the Constitution of Zambia when it directed that currently registered voters re-register to be eligible to vote in the 2021 presidential and Parliamentary elections.

The petitioner submitted that government whether willingly or unwillingly had not rolled the mobile registration in all parts of the country and further the registration services were not uniformly available to all citizens.

It added that following the 2016 Constitutional amendment, the Electoral Process Act was amended to provide for continuous voter registration to be carried out by Commission.

Chapter One Foundation stated that the 2016 Constitutional amendment made it mandatory for the implementation of government policy to apply the national values and principles.

It stated that on June 12, 2020 or thereabouts, the Chief Electoral Officer at a press briefing informed the country that the period for voter registration had been reduced to 30 days whereas the electoral laws required continuous voter registration.

The foundation submitted that ECZ on September 21, 2020 issued a press statement in which it communicated its decision to disallow registered voters who will not register anew to vote in the 2021 general elections and future elections.

Independence Day is the day when a country celebrates acquiring her freedom from another country. However, independence in a broader sense means getting your freedom from whatever has been holding you hostage. For Jemimah Lulu, it was the clutches of the ideal societal way of life that had her prisoner. She was 32 years old and unmarried which is frowned upon in Uganda. The pressure from her parents and those around her was hard to take. On 27th August, 2018, Lulu claimed her rule of power by making a wedding. Only she was not marrying any man. She married herself.

Lulu, an Oxford student got ‘married’ to herself at Quepasa Bar, Kampala, Uganda on August 27 after she had grown tired of being asked when she was going to find a husband and settle down.

In a bid to get her parents off her case, Lulu staged a mock wedding where she formally invited her nearest friends.

“I sent the invitations out and I immediately received phone calls asking who the groom was. I told people it was a surprise.”

Like all weddings, a bride has to look good and Lulu was no exception. She hired a white dress, swayed through the pew of her guests and even gave a speech. In her speech she explained why the wedding did not feature a groom.

“We had been talking about this marriage pressure with my friend and she loved the idea so much that she offered to get me the wedding gown.”

“I decided, you know what, weddings seem so important here – I will marry myself.’

Excited about the audacious move, Lulu’s friend offered to pay for the gown while her brother baked the cake.

Thirty people graced the wedding.

She went to bridal shops with the excitement of any bride to be and even got emotional in this ordeal;

“I did feel a bit crazy trying on the dress and explaining that I was marrying myself. There was a kind of dismissive tolerance from the girls in the bridal shop. I tried on a few dresses and I almost cried. It really is a special moment and I understood more than I had the excitement around weddings,” Lulu told Daily Mail.

At the wedding, a friend played the role of a priest as Lulu staged a mock exchange of vows with herself.

She was concerned about how she would look pulling it off but with the support of her friends, she persevered.

“I had worried about coming off as stupid but to have such a strong intellectual group of friends behind the idea,that was all the validation I needed for the choices I have made.’

The entire day cost just about Shillings 10,000 for her taxi to the wedding venue. He friends paid for most of what she needed as gifts.

Her parents were disturbed by this turn of events considering the mother had been praying for her to find a good man since she turned 16. They did not attend the wedding.

Lulu says in spite of her success, all her parents could think about when she was going to get a boyfriend and tie the knot.

“Marriage is an expression of love and commitment, however for many people back home, it is still considered the only way to guarantee a woman’s financial security.

The next day, Lulu went to see her mother and explained her decision to her. She was a bit confused and slightly hurt. Her father still doesn’t know what to say.

Lulu is not legally married by law but that is surely a way to stage your independence.

Lulu has previously worked as a freelance journalist at Nation Media Group and a communications consultant for the International Organisation for Migration. She has a BA Media (film) from Macquarie University in Australia. Currently she is pursuing her masters at Oxford University, UK.

ECZ SUMMIT ENDS IN TEMPERS

POLITICAL Party presidents yesterday attended the presidential summit organised by the Electoral Commission of Zambia.

The venue was Mulungushi International Conference Centre and the summit gave a synopsis of tension as the country prepare for the 2021 polls.

President Edgar Lungu was present at the ‘high-level’ meeting.

Most of the presidential hopefuls raised issues on this or that electoral issue, except for downcast PF president Lungu who remained ‘taut’ in his seat – throughout the meeting.

UNIP president Tilyenji Kaunda said Electoral Commission of Zamia (ECZ) commissioners must do more listening and work on earning the trust of the nation.

He believes by so doing, there would be avoidance of the Malawi and Kenya scenarios, “where presidential elections ended up being nullified for irregularities.”

Tilyenji also complained about the “too high” nomination fees.

“They are still too high, unreasonable and unacceptable to the majority of Zambians. Why should the ECZ insist on excluding the majority of Zambians from competing for elective office, by this unjust measure?” said Tilyenji.

National Democratic Congress (NDC) president Chishimba Kambwili ‘adopted’ Tilyenji’s submission on nomination.

He, however, noted that his area of concern was the ECZ’s target to capture nine million voters within 30 days.

“The current register was compiled in 2005, 2011 and 2016 and [it] captured a total of six million voters. How then can they in 2020, when the population has grown, capture the same nine million people in 30 days? Colleagues, electoral process brings problems if elements of arrogance, not listening from stakeholders take root,” Kambwili said. “Let us have elections that are going to stand a test of time, by doing the right thing. What we are asking for is enough time for the Zambians to register as voters. This is not debatable! How can you capture people that were captured in nine months, in one month? This issue must be resolved or else this country will be on fire.”

ECZ commissioner Ali Simwinga, on the issue of nomination fees, said: “we met on three occasions over this matter.”

“The Electoral Commission did engage you our stakeholders over this issue. We did give reasons why we felt there was need to review nomination fees…So, to request the Commission to go back and start reviewing a matter that was comprehensively discussed and shared, we’ll be asking a bit too much [from] the Commission,” Simwinga said. “It means we will not move forward. It is a bad management principle to continuously review a decision when you have taken a position.”

He added that the Commission respected Kambwili’s views that it was impossible to capture nine million voters under a month.

Simwinga, however, insisted that the ECZ’s target, “as provided to us by the statistics office,” is that eligible voters stood at nine million.

“If none of you, by some misfortune, decide not to come forward and register, that is unfortunate,” Simwinga said. “If five million can vote in one day, how can we fail to capture nine million people (prospective voters) in 30 days? I would like to appeal to you that the voters we are talking about are your members.”

He said it was the duty of political parties to encourage as many people as possible to queue at polling stations to register as voters.

“Those are your clients; they are not our clients. The more people you encourage to vote, the better for you as our political leaders,” said Simwinga.

“So, we are confident…We think that if we worked together with you, that number can even be exceeded.”

UPND leader Hakainde Hichilema, in his intervention, said: “we need to know that this meeting is not to consent to issues that have been presented by the Electoral Commission.”

He noted that there was lack of consensus on a number of fundamental issues.

“NRCs – we can’t say NRCs are not important because you can’t be a voter without an NRC. And ECZ can’t say that’s an area outside its domain. Yes, it’s true but it’s a fundamental, logical process. We disagree with what’s going on [the issuance of] NRCs,” Hichilema said. “The current voter register is legally correct and it provides for how you can remove a voter. A dead person is provided for!”

He argued that people cannot be talking about dead people as a reason for a new voters’ register.

“That is misleading the nation! The number of days allocated for registration of voters; we disagree on that. The law says there should be continuous voter registration,” Hichilema noted.

“So, we can’t say here that we have been given a brief and it’s agreed. It’s not agreed!”

Hichilema regretted that compliance to existing laws was at the worst, before, during and after elections.

“What we saw in Lukashya where cash and mealie meal are distributed on the queues. DMMU (Disaster Management and Mitigation Unit) is being used as a department of a political party!” Hichilema said.

He said political violence compromises elections.

Hichilema underscored that yesterday’s meeting could not be a decision point.

“This forum must accept that we need a separate time with the Electoral Commission, with the Minister of Home Affairs on [national] registration. To that effect, we have written to the Electoral Commission, we have written to home affairs and other departments,” Hichilema said.

“We need time to discuss and not [being given] an instruction.”

After the meeting, Hichilema accused the ECZ of issuing orders, instead of engaging in dialogue, consultation.

He told journalists that ECZ officials needed to realise that they worked for Zambians.

“[But] they work for us. We don’t work for the ECZ. That’s the fundamental flaw. You can see the collusion with surrogate political parties trying to sing a chorus even before the song is called out,” Hichilema said. “They’re singing nothing! This is what is causing problems and if they don’t address this issue, this country will never have a free and fair election in 2021 and therefore, this meeting to us was really a passing time.”

Hichilema believes that the substance would be: “when we meet the Electoral Commission of Zambia to look at the issues we are raising – legal issues in there, procedural issues, regulatory issues. Things that are wrong!”

“For example, there’s no way the Electoral Commission can say they are not concerned about how the National Registration Cards are being issued. You cannot be a voter without having a NRC. What the NRC mobile process is doing, the five provinces in phase one, they issued NRCs to everyone who was eligible. Under phase two in the other five provinces, they are not issuing NRCs. So they’re disenfranchising voters,” he stressed.

Hichilema said ECZ needs to be interested in those issues “otherwise they cannot register the nine million voters they’re projecting”.

“If not, you’ll have a skewed voters’ register and that is rigging an election and you cannot suggest in here that we must not say those things. If we say them, we are alarming people. We are not alarming anybody! There must be rule of law. This is a sham of a meeting,” he said. “We are saying the questions have not been answered. The ECZ came to issue an instruction like we are a grade four class. We are not a grade four class session. Even grade four class session, the pupils are respected because the pupils’ questions are answered by the teacher.”

Hichilema added: “in this case you can see the draconian nature of the Electoral Commission.”

“They must work within the law. The law is very clear. You cannot remove six million registered voters because the electoral process Act does not allow that,” Hichilema said. “They talk of dead people as though after the new register is made, no one will die. You can register in the morning, in the afternoon you are dead. I mean, it’s such a senseless, lack of logical argument they are making.”

Hichilema said the process of removing the dead was different; it’s not about a new register.

“This is so crude, so unrealistic. They must do better and we will get them to do better because that’s their job,” said Hichilema.

And Kambwili also told journalists that: “by the way, what has shocked me in this meeting is that they seem to be coming up, all this register, the registration online based on Bill 10.”

“You heard they said we must support Bill 10 in order to do delimitation. But they are basing their registration and delimitation on Bill 10. Supposing that Bill 10 doesn’t go through? Because it’s in Parliament!” said Kambwili. “So everything they’re doing there is not supported by any legal provision. You cannot assume that Bill 10 will go through. Supposing Bill 10 doesn’t go through, what happens to delimitation? What a joke of the Electoral Commission of Zambia!”

Golden Party Zambia (GPZ) president Jackson Silavwe reminded the ECZ the need to be very careful when handling electoral issues.

“The number of issues that the Commission has highlighted, which have been branded as consultations, and I want to disagree. I’m speaking from an informed position because I have been part of those meetings. There have been no consultations; they have just been a monologue,” he said. “As a Commission you are not listening. You are talking to us but you are not listening to us. You need to adopt a posture of conversation. Talking is good but listening is better.”

Silavwe accused the ECZ of being defensive in its presentations.

“There is no need for you to be defensive. Instead of having this defensive posture, can we have a posture where we are generating more consensus,” submitted Silavwe. “There has never been consensus generated on online voter registration, on the nomination fees, on prisoners’ rights to vote.”

Rainbow Party leader Wynter Kabimba opened his discourse with banter, asking President Lungu over a wedding cake.

“First let me recognise the presence of His Excellency. Your Excellency, how are you, sir? I have an issue with you because you didn’t give me a cake from your daughter’s (Tasila) wedding. But that we’ll talk later,” he said.

Kabimba asked all stakeholders who attended the meeting to commit themselves to giving and lending support to the ECZ for it to conduct and manage free and fair elections in Zambia.

“That must be a duty for all stakeholders. What is happening, Mr chairman, and I want to adopt the statement from president of the FDD, is that we the stakeholders that are supposed to lend support to the ECZ are taking our politics into the corridors of the ECZ,” he noted. “ECZ is not a political party. It is an autonomous institution under our Constitution [mandated] to run, manage and administer our elections.”

Kabimba continued: “the collateral point to that, Mr chairman, and I want to make this proposal in the presence of His Excellency, the President, that it is high time and I want to create this parallel.”

“One of the things that makes the judiciary all over the world independent, is that when you make a reckless statement against the judiciary, if you say things like, the judges are corrupt, the Constitutional Court judges are corrupt, a High Court judge is corrupt, the court on its own motion, will summon you to go and substantiate your allegations,” Kabimba explained. “If you don’t you are in contempt of court and you should be locked up. That is what makes the Judiciary to be respected. Maybe it’s high time that we have such an offence to cover the Electoral Commission of Zambia; that if you make a reckless statement, Mr chairman, like we have heard on many radio stations, that the Electoral Commission of Zambia in collaboration with a political party, in particular the Patriotic Front want to rig the 2021 election, surely you must be summoned by appropriate authorities to go and substantiate those allegations.”

He referred to the Rwanda genocide, saying it started from reckless statements.

“‘This country will be on fire, there will be chaos in this country, there will be this and this in this country.’ The people are listening out there. The wretched of the earth that have no access to literature and they take our words as leaders as being the truth. This cannot continue, Your Excellency,” said Kabimba, with focus on President Lungu. “I think it is high time, that as the government, you brought this thing which I personally refer to as indiscipline to an end. It is undermining the Commission.”

But MMD vice-president Reverend Reuben Sambo said the MMD comments were in public domain.

“Maybe we are the ones being referred to as the ones who make statements and we need to be summoned. And I have to confirm that we have been to the police and given our statements,” Rev Sambo responded.

He said the ECZ presentation had left many questions and answers.

Rev Sambo accused the ECZ of over-reliance on assumption more than pragmatic paths.

“The issue of voters who are on the register being captured… By your own statement, we are supposed to remove 1.4 million from about six million, which leaves us with 4.6 million. There’s no clear path, in our view, to how we gonna get to the estimated 8.8 [million voters in the new register],” he said.

Rev Sambo also asked about prisoner voters.

“We don’t know how many prisoners are in custody right now and given the idea that we go by 50 plus one [vote], just one vote can change everything. If we don’t know what we are doing with prisoners, how do we even proceed?” Rev Sambo asked.

He stressed that while Zambia had registered six million voters, the country has never recorded five million votes.

“[I have] four moral questions to the ECZ; do you believe that the undertakings that you are engaged [in] right now are indeed in national interest – is that really your position? Can the Commission call out erring players, censure them and even punish them?” he asked. “In other words, do you really feel that you are the kind of people that can call us out if we are wrong on both sides of the divide, whether it’s the ruling party or we in the opposition? Can you do it, because that’s where it comes down to? Are you able; do you feel the moral capacity to do so?”

Rev Sambo continued asking: “is the Commission capable of acting without emotion against us, stakeholders?”

“Do you feel that you are ready to discharge your responsibility to deliver a free and fair election in 2021?” asked Rev Sambo.

Towards the end of the session, as the ECZ read out what it deemed the meeting’s summary.

At this point, Silavwe asked for an opportunity to clarify issues.

But the ECZ objected, saying time had run out.

Nonetheless, Silavwe insisted to speak.

“It’s actually a rider to your word that you gave out. So, unless you are overruling your word, chairperson…. Seriously, you alluded to the fact that those, I think Dr Kambwili there, there was a response and he had a right of reply – you said that will be given,” said Silavwe. “Personally, as well there are issues that commissioner [ECZ vice-chairperson Dr Emily] Sikazwe brought out that I need to respond to. It’s important, because if we leave it like that, it shows that it is true.”

But ECZ officials, one after another, objected, still stressing that the meeting had to close by 12:00 hours.

At that point, Hichilema intervened and said: “that’s inappropriate, Mr chair.”

“You made a summary, we don’t agree. After this you issue a statement that presidents agreed to your summary! You left some things! President Silavwe has the right to say something. That’s the dialogue we are talking about,” said Hichilema.

“What you are doing is not dialogue; it’s an instruction.”

But ECZ chairperson judge Esau Chulu went ahead to close the meeting, as if he did not hear any objections.

Judge Chulu claimed that the ECZ remained committed and resolved to walking with everyone, leading up to the August 2021 general elections.

He hoped to build upon yesterday’s summit and embrace dialogue, as the vehicle for conducting electoral processes.

“The Commission is proud to be associated with the management of peaceful and credible elections in the region and indeed, on the continent. And it is our wish to maintain that status,” said judge Chulu.

Earlier, chief electoral officer Patrick Nshindano shared with the stakeholders details of the 2016 audited voters’ register.

He said such an audit was done to remove deceased voters from the registry and to eliminate potential duplications.

Nshindano caused a scare when struggled through his presentation and ‘collapsed’ mid his address.

A GROUP of civil society organisations has urged the PF to return to the democratic practices Zambia was founded on by promoting peace and freedom in all aspects of the Zambian society.

The organisations; ActionAid Zambia, Alliance for Community Action, Caritas Zambia, Chapter One Foundation, CISCA, Centre for Trade Policy and Development, Transparency International Zambia and the Zambia Council for Social Development said the future of the country’s democracy ultimately rests on the State’s acceptance and promotion of the civic participation of Zambians, through their freedom to assemble and to express their opinions.

Chapter One Foundation executive director Linda Kasonde said on behalf of the CSOs that on October 7, News Diggers media house, published a statement, reportedly made by the Secretary-General of the Patriotic Front, Davies Mwila, in which he condemned remarks made by former Lusaka Archbishop Telesphore Mpundu concerning his views on the shortcomings of Zambia’s leadership and the integrity of Zambia as a democratic nation.

Kasonde said in his statement, Mwila accused the Archbishop of using his platform to promote a political agenda and thus giving the ruling Patriotic Front a reason to treat him as a political opponent.

“The undersigned civil society organisations (CSOs) believe the statements made by the Secretary-General of the Patriotic Front is a reflection of the on-going detrimental contraction of the civic space in Zambia, as representatives of the State continue to condemn and threaten those brave enough to exercise their freedoms of expression and opinion on issues of governance and the rule of law in Zambia,” she said.

“Article 20(1) [Protection of Freedom of expression] of the Constitution states as follows: (1) ‘Except with his own consent, no person shall be hindered in the enjoyment of his freedom of expression, that is to say, freedom to hold opinions without interference, freedom to receive ideas and information without interference, freedom to impart and communicate ideas and information without interference, whether the communication be to the public generally or to any person or class of persons, and freedom from interference with his correspondence.’”

Kasonde said not only was freedom of expression and opinion essential to the integrity of all democratic agendas, as a Christian nation, religious leaders in Zambia play an essential role in ensuring that Zambians and leaders remain morally and spiritually grounded, providing non-biased advice to the country when integrity and morality become a cause for concern.

She said the CSOs echo Archbishop Mpundu’s concerns over the Electoral Commission of Zambia’s ability to guarantee all nine million eligible voters’ right to vote in the ongoing voter registration exercise.

“As Civil Society Organisations, we call on the senior political leaders to abstain from endorsing messaging that promote anarchy and intimidation. Not only does it damage the democratic agenda of the country, it also increases political intolerance and violence undermining national unity. The insecure political climate makes it difficult for the country to effectively sustain economic and social development that is essential not only to the country’s growth but also to achieving the Sustainable Development Goals,” she said.

Kasonde urged the PF to review its internal principles to ensure continued adherence to democratic values and principles by all State representatives and institutions.

She said it was essential that the government promotes the right to vote, the right to freedom of assembly, the right to freedom of expression and the right to freedom of opinion for democracy to thrive.

Kasonde said the continued deviation from constitutional rights and freedoms enacted by Zambians undermines the rule of law in Zambia and national values and principles.

“The future of our democracy ultimately rests on the State’s acceptance and promotion of the civic participation of the Zambian people, through their freedom to assemble and to expression their opinions. We urge the ruling party to return to the democratic practices this great nation was founded on by promoting peace and freedom in all aspects of Zambian society,” said Kasonde.

PF PRE VOTING RIGGING ACTIVELY UNDER WAY

Fellow citizens,

I am not only issuing out this statement as a Traditional leader, but also as an ordinary citizen who is increasingly becoming troubled and concerned by the dangerous path in which the PF are attempting to take this great country to.

In the human body, the heart is the most important organ because of its critical role as a mover of fluids including blood to the rest of the body. Immediately the heart is interrupted or ceases to carry out this prime function, the body becomes cold and eventually dies. This is precisely what Judge Esau Chulu, Emily Sikazwe and Kryticous Nshindano of ECZ, Home Affairs Minister Steven Kampyongo and PF Secretary General Davis Mwila, are trying to hijack a process in Zambia that is the heartbeat of public affairs, national consensus and peace.

Disturbing the electoral process with all kind of caveats and tricks in order to disrupt the constitutional flow of democracy, and thereby rob certain sections of citizens their right to democratically choose their leaders uninterrupted, is a sure recipe for mayhem for our country. Zambians must be spared of this impending chaos being engineered by the EZC, Home Affairs and the PF.

It’s in the public domain and evidence abound that phase 2 of the issuance of NRC’S for Copperbelt, Lusaka, Western and Southern Provinces are in an absolute chaos, that has been deliberately instigated by the PF. People in these regions are enduring all manner of hurdles deliberately laid by issuing officers under the behest of District Commissioners.

There are credible and verifiable reports of District Commissioners instructing officers to randomly abandon publicized locations for unknown areas, thereby confusing the people. Where NRCs have been issued, such important details of origin of applicant such as Village, Chief or District are deliberately omitted, so that the NRC is invalid for the ultimate purpose of voter registration.

This exercise proves beyond any shadow of doubt that the next stage of voter registration will be earmarked for more well calculated stumbling blocks by the EZC, to ensure that as may people as possible are defranchised. This whole electoral process is a sham, fraudulent, lacks credibility and do not meet the standards of an election that will galvanise consensus, integrity and eminence.

It is in view of the foregoing that I demand that the ECZ, the PF and the Ministry of Home Affairs allow for a credible, transparent and comprehensive review of the current electoral process for the sake of peace for the motherland and the future of the children of Zambia. The EZC must maintain the old voters’ register which the PF have in the past found no problem, in their insatiable appetite for by elections which they have been so proud of. Further, the PF must instruct their violent cadres to cease in interfering in the issuance of the NRC’S at designated locations, and the Minister of Home Affairs Steven Kampyongo must desist from sending his agents to issue contrary and illegal instructions to issuing officers on the ground.

It is for the good of the current government that this exercise is carried out smoothly because should they continue with their illegal schemes, the law will catch up with these particular individuals at a certain point, and none of their giant armoured vehicles with huge guns, teargas and water cannons will save them. We have seen it happen all around the continent, that impunity and arrogance is not infinite and eternal. ‘Chatakamana chaka syoosya’.You can’t defy the force of gravity. Even satan’s hell is below and not above.

ELECTORAL CONFUSION OF ZAMBIA AND THE SURROGATE SUMMIT OF 2020.

ECZ was best described yesterday by Koswe as the Electoral Confusion of Zambia over the clip of it’s CEO of elections collapsing.

In today’s analysis we look at what transpired yesterday and what do we mean Electoral Confusion of Zambia or Surrogate Summit.

It’s a bit sarcastic to refer to the Commission as Confusion but we have no choice but agree with Koswe that it’s indeed an Electoral Confusion and not Electoral Commission.

On principal only 3 political parties spoke with the interest of Zambians at heart in order of score we rate the UPND President Mr Hakainde Hichilema as top as follows:

2. GPZ ( Jackson Silavwe 95%)
3. NDC ( Dr Chishimba Kambwili 69%)

In the merit ratio index we have the following scores:

In the Surrogate category index we have the following scores:

6. FDD ( Edith Nawakwi 45%)

7. UPPZ( Charles Chanda 22%)

8. ULP ( Sakwiba Sikota 19.5%)

9. RP (Wynter Kabimba 14:5%)

10. NGP ( Dr Cosmo Mumba 7.5%) plus the rest …

CIC observed the entire meeting with keen interest hence the ratings according to our score line standards.

UPND President brought out excellent issues that are cardinal importance and urgency that if indeed ECZ was a commission and not confusion would have looked at them or at least attempt to answer even one item but all HH said went unattended to because they represented facts to consider if 2021 general elections are to be anyway near credibility.

5 elements by HH to help ECZ reconsider as they are meeting again.

1. No to discarding of the existing voter register.
Here it’s prudent according to HH and according to us that the argument put forth by ECZ are tied to the conditionalities of delimitation which according to ECZ won’t go until Bill 10 passes.

The mention of new polling stations or redrawing or reassigning someone a new polling station can not be done in partiality either at ward level or Constituency without triggering the district or Province or national database as delimitation therefore if someone is dead automatically they are discarded by the system at verification stage no need to discard the entire database.

2. No to bill 10.
3. ECZ excution of duty and compliance guts to punish PF citing illegal way of doing campaigns as he gave examples of Lukashya.
4. Time frame for consensus on online voting.
5. Using the platform at Mulungushi as the final supremacy to adopt contentious recommendations.

Truly HH knocked ECZ in their heads we had high expectations and hope to hear what their response was going to be yet they never even attempted to answer a thing.

Another charismatic punch came from President Silavwe who has taken so many hearts by facing PF head on and went undisputed.

Mr Silavwe exposed ECZ as dictators who don’t listen yet busy being defensive on many issues.
Mr Silavwe observed that no matter what the public engagements ECZ will hold they seem to have decided and determined in the interest of themselves and not what the stakeholders wish.

Dr Chishimba Kambwili just plainly told ECZ that all their mode of engagements was nothing but rhehotic warning that implementing or embarking on such issues has adverse effects to the country.

In the merit category MMD and UNIP as former rulling political parties both observed the need for ECZ to take an appropriate route for stakeholders engagements and adherence to the existing laws though UNIP made a great emphasis on nominations fees.

The Surrogate category dominated the show on behalf of PF who said nothing but louder through their proxies as numbers in percentage can show and so many more that if we had space in ratings they would rated negative point zeros.

ECZ is best described as the official confusion body because they know what they are supposed to do but they choose the confusion way and embracing surrogate submissions.
As CIC we are very much worried because the official political surrogates are ganging up in huge numbers against HH and the UPND as the biggest threat. It’s a call for two lines behind many that Zambians have a hope because surrogates being used to adopt defective and bad submissions will hunt the entire nation in the long term beyond 2021.

Therefore we conclude that perhaps the nomination fee is is the only best clean up method ECZ can have sanity as stakeholders otherwise let the likes of Chellar Tukuta, Mubita Nawa , Edward Makayi, Pilato, and many more create their own political parties to defuse the contamination of political surrogates being entertained breeding more Confusion in logical thinking and abuse of what is supposed to be a diplomatic summit to the world on the seriousness of ECZ.

The bluntant truth is that our nation has been caught up in a chaotic tempest and needs urgent restoration by all patriotic Zambians across the Political divide. The Patriotic Front government of President Edgar Lungu is full of wicked, evil and selfish liars who have vowed to shade innocent blood ahead of the general elections next year.

The fear on Lungu’s face during the Presidential summit yesterday was apparent for all to see and explains the desperation to manipulate the outcome of 2021 general elections. Closely examining the pathological arrogance of Edgar Lungu and PF government along side these public institutions, like the Electoral Commission of Zambia, Zambia Police and the judiciary one would think these people are now above God’s authority.

I must confess today that following the arrogance being exhibited by this regime, I have been petitioning our God in heaven to do something for the people of Zambia whose rights and voices have been stifled and undermined. The collapsing of ECZ chief executive officer Patrick Shindano is one of the signs from the above. My genuine advise to my brother Shindano is that he needs to introspect before it is too late. Zambians are crying every single day due to the PF ANNOINTED government instigated injustices. Your critical position institution at ECZ should have been used as a devisive opportunity to build Zambia’s democracy by calling for a fair playing field ahead of the general elections.

They (PF), are fighting HH like the opposition fights the ruling party. They know very well that they are toothless and impotent, they can not produce.Nshindano was knocked down yesterday by the finger of God. “Evil shall slay the wicked: and they that hate the righteous shall be desolate”Psalm 34:21. The Bible is very categorical when it comes to those who side with injustice “ Who soever diggeth a pit shall fall there in and he that rolleth a stone, it will return upon him.” Proverbs 26:27.

The Patriotic Front government and its surrogates will fall in the traps they have set for HH and the people of Zambia shall win through their misdemeanors.

The Bible goes to remind us about wicked leaders that; Be not deceived; God is not mocked: For whatsoever a man soweth, that shall he also reap” galatians 6 vs 7.

It is of no doubt that the PF Government under Edgar Lungu has sown evil towards individual citizens like HH, certain tribes and the people of Zambia at large and God can never be mocked, they shall reap a harvest of evil. Karma is more real and effective in Christian nations. The downfall of these oppressors will be terrible.

What happened to Nshindano is a big lesson to all of us to listen when humanity is crying. God puts us in these public and private institutions to protect the voiceless and not those few individuals who foolishly think they can even bribe God using their corruptly obtained moneys.

Since Lungu has vowed to fight the people of Zambia using these public institutions, God will stand up for his vulnerable innocent citizens. What Shindano, Chulu, Kampyongo, Kanganja, Charity, Lungu and all those in the Frontline of manipulating the elections next year should know is that God is watching them.

We are very much aware of all the hidden things these people are engaging in. Zambians have been killed by this PF government proudly sponsored by the humble Lungu and they want to kill more after manipulating the elections next year. God will always stand up for his children against monsters.

UNITED STATES GOVERNMENT WARNS EDGAR LUNGU AND PF REGIME AGAINST INTERFERING IN 2021 ELECTIONS.

The United States government of Donald J. Trump has subtly but sternly circulated a decisive warning to the Patriotic Front (PF) and President Edgar Lungu against interfering in the process leading up to the 2021 general election.

The US Secretary of State Mike Pompeo, in his letter addressing upcoming elections in Africa and dated 8 October 2020, makes it categorically clear that the US will not hesitate to punish individuals who deliberately conspire to jeopardize the integrity of elections.

The US government assert, that elections are not only important for a country like Zambia and Africa, but also important to ALL defenders of democracy around the world.

Specifically, the US government has cited systematic repression and intimidation of political opponents of the incumbent; and further cites actions that deliberately interferes with people’s constitutional rights to peaceful assembly and freedom of expression as being pillars of any democracy.

The need to adhere to the rule of law and apply the law equally and equitably to and for all political players has also been cited as one area under the watch of all defenders of democracy around the world.

The country is reminded, that ALL country intelligence reports around the 2021 general election have predicted that the PF regime will increasingly become heavy handed and desperate as they attempt to hold on to political power which is fast slipping away from them.

We have already seen how the PF regime has been quick to spend debt money on procuring military hardware as they prepare to crack down on political opponents.

We have seen political opponents of the PF being denied permits to mass assemble, while the PF itself go around the country mobilizing.

The PF have also demonstrated to possess a sophisticated ability to perpetrate complex political violence using terrorism tactics, not only against political opponents, but Zambians at large. This is why the PF regime have refused to thoroughly investigate the gassing saga.

But the PF regime and Edgar Lungu are reminded, that many members of the regime are ALREADY on the radar in the US for money laundering as they have been moving large chunks of US denominated currency around the world in various corruption related schemes.

Let me also make haste and mention, that all actions of vote buying, bribery and the use of DMMU by the PF to win elections amounts to interference and will also be punished.

Zambians have suffered enough and Zambians will not allow another stolen election next year.

This is why we are all united in speaking up against an ECZ that is increasingly becoming complicit in all attempts to subvert democracy in Zambia.

If the PF will do anything foolish to illegally tilt the balance of the 2021 general election, the response from both Zambians and the international community will be decisive.

Tayali wanted to get a negative reaction from HH so that it could be caught on tape…but to the conman’s dismay…The Red Leader was very polite and extremely diplomatic.

I’m reminded of Tayali’s insane performance a few years ago at the ECZ offices when he failed to file his Mayoral Nomination Papers. He violently banged on tables, shouted uncontrollably in full view of the press and blatantly disrespected The Town Clerk. That is the type of reaction Tayali was hoping that HH would display but it didn’t happen.

Forgive me for emphasising the point but I need to take one more jab.

The conman arrogantly claims that the Leader of Reds, and I quote “Pleaded with me to stop writing about him” end quote…but when you watch the footage, it’s clear that the one-man-clown was pandering to the Red Leader.

The title of the video that the conman posted was misleading [ as usual ] What we actually see and hear is the Red Leader challenging the conman to say the things he says when he’s sitting behind his faulty computer or when he’s typing his slanderous articles on his bundle-less smartphone.

But Alas…the only thing that the conman could say was, “I admire you”. In America that’s called “choking” meaning, you fail to speak up when it matters the most. When confronted, the conman was like a thief caught on CCTV with no defence.

At some point during the short conversation, the conman referred to his “departed” wife. We all remember how Tayali eagerly went to Ethiopia on a Friday and rushed back 5 days later because things didn’t go as planned.

If Queen Sheba returns [ which I doubt ] I will be eternally shocked and surprised. But at least she made it clear to him while he was in Ethiopia not to take videos of her. That was a relief.

The conman has always been and will always be a consumate LIAR who creates his own mess…then tries to fix it. If you take Facebook away from Tayali…he has nothing but empty threats and false bravado. His children will not inherit that page because it would be an impediment to their progress.

I wish that he could write long articles on deforestation…but we know that he’ll starve if he writes about TREES.

I’m very disappointed and irritated at the number of people that are currently harassing me over this fake story that was published about me being pregnant with a fellow artist’s child. A lot of women suffer on the cyber space and our hard work is always reduced to fake rumors about sleeping with our co-workers which I find very ignorant & sexist! It’s like you are saying we can’t pull of greatness without being sexually involved!!! In run up to electors in the DRC, Kabila visited Zambia to strategize on how to overcome Moise Katumbi popularly. Those who may have forgotten this visit, be reminded that actually the DRC Presidential motorcade did in fact cause an accident, was it not on leopards hill road? Remember, the accident is not part of what I am trying to illustrate here, but just an airtight connection to this consultative visit.

Those with good memories will remember that. Mr.Kabila’s problem in this case was not to retain power but, that Mr. Katumbi does not win an election he was destined to win. Consultant was Mr. Lungu.

I want you to relate the president Lungu’s pronouncements and unfolding events in the DRC after Kabila’s visit to Lusaka, compare and contrast with the Zambian situation. A strategy made in Lusaka.

First and foremost, our President is on record making pronouncements. For instance, he says, a Tonga one day will be a president, but not this current one. What does that suppose to mean? The President would accept any other presidential candidate to win the 2021 election as long as it’s not HH. Sounds familiar to the DRC situation, right?

Actually, the elections can even be rigged in favour of any opposition candidate, as long as it’s not HH. Provided that candidate is user friendly to the current regime. This is so as to remove the suspicion on the current regime and contain public anger of unsatisfied citizens to the current below par leadership characterised by unprecedented levels of corruption and public institutions undermining.

May be we have not followed the DRC reports on the aftermath of the DRC election. Election observer teams gave their verdicts on the overall election Edgar Lungu in fact is on record having proposed government of national unity.

Remember, this is the same President who on both SABC being interviewed by Mpho and most recently on his visit to copperbelt. He remarked that he could have lost 2015 and 2016 election because he was a bit naive and not any more. My question here is, is respecting the will of the people naivety? Is leaving the ECZ to be autonomous naivety? May be this will tell us a story of why Judge Chulu’s flipflop when he was confronted by HH to register his dissatisfaction on the election result announcement of 2016 where Chitulika made a constituency, Chitulika and why Lusaka was given more time to be manipulated. First the Judge agreed to a meeting but, soon after HH left. Mr. Lungu went there too and the next we heard was cancellation of the meeting with HH.

Coming back to DRC election, with Mr. Lungu as a consultant. Mr. Katumbi was to be arrested for crimes only God knows what. He was forced into exile and he never filed nomination papers. However, since Mr. Kabila knew his people’s mood he rigged election in favour of Chistekedi so as to contain public outrage.

To all the doubting Thomases this should be able to tell you why the only procession that was never met with brute force, is that of Privatization..Strategy made in Lusaka as that of the DRC.Tactics! tactics! tactics, what succeeded in DRC should never succeed here in Zambia.

Despite the ratification of the Mr. Christopher Mvunga as Governor of the Bank of Zambia, the Kwacha continues to come under intense pressure. We cannot ignore lingering uncertainties about the extent of the central bank independence over the next 11 months, and the implications for inflation and the exchange rate.

As a close affiliate of the President and a member of the PF, Mr. Mvunga’s first task should be to clear the air as to whether the Bank of Zambia will operate independently, or join the class of public institutions that are severely compromised by the current PF administration. Specifically, will economic considerations be subservient to political interests, whenever his allegiances to Mr. Lungu do not align with the long-term interests of the Zambian people?

So far, the misplaced instructions from a PF cadre, to Mr. Mvunga to deal with perceived economic sabotage at Bank of Zambia, have left the public wondering if he will be his own man, or if he will be working under instructions from his fellow party affiliates. For the sake of the weakening economy, we strongly urge the Bank of Zambia to maintain its professionalism, restrain quasi-fiscal operations such as money printing, and provide objective analysis and advice to the government on the state of the economy.

In dispelling all doubt, it must be known that it will not be sufficient to have central bank independence in pronouncement only. Rather, it will be the actions of the Bank of Zambia that will speak louder than its words. For instance, will it aggressively use our merger foreign reserves in pursuits of a short-lived appreciation of the Kwacha to impress his party, or will it take a more cautious approach? The rapid depletion of our reserves could lead to a steep depreciation and/or imposition of foreign exchange controls of the 1980s, taking the country in reverse.

On the issue of money printing, it must be noted that the Bank of Zambia Act limits lending to Government in 2020 to approximately K7.4 billion, or 15 percent of 2019 revenues. Estimates place current lending at 9.0 percent. Considering the planned domestic financing of K17.4 billion in the 2021 budget, it is easy to imagine a rapid use of the remaining headroom.

A breach of this limit would be indicative of a weakening of the fiduciary responsibility under Mr. Mvunga’s regime and risk of additional upward pressure on inflation within the context of an already struggling economy. Zambia has a painful history of hyperinflation when there was excessive money printing in the 1980’s and early 1990’s, to which we should not go back. We strongly urge the Bank of Zambia to slow down its purchases of government bonds and restrict lending to Government within the limits prescribed by the law, so that we do not have excessive inflation.

Further, various political statements by the PF over the dismissal of the previous Governor, suggest that the Party has a strong interest in the K10 billion stimulus package. Again, it will be important to closely watch the actions of Mr. Mvunga on this matter. Will he loosen restrictions to provide the PF easy access to these funds? And if they do gain access, will they repay these loans? We all know that the poor repayment culture that plagues CEEC and DBZ has a lot to do with easy lending to interested parties. As things stand, the non-performing loans of the Banking Sector are very high at about 13 percent, and it will be important for any economic recovery that a stable financial sector remains.

In sum, Zambians should watch the actions of the new Governor and judge his performance by the outcomes on inflation, exchange rate, and financial stability. His predecessor left inflation at 15.5 percent, the dollar exchange rate at K18.5/$, and a stable banking system. Where Mr. Mvunga takes things from here will depend on his actions in these areas. We hope that for the sake of the Zambian people, Bank of Zambia will remain independent and carry out its operations in a manner that makes the cost of living more affordable for the majority of the population.

Serena Williams says she feels ‘underpaid’ and ‘undervalued’ as a Black female tennis player

Despite Serena Williams‘ immeasurable success as a sportswoman and being hands down, the greatest female tennis star of all time, the 39-year-old said she still feels “underpaid” and “undervalued” – particularly because of her gender and race.

The tennis star, who recently dropped out of the French Open due to an injury, made those comments in an interview with British Vogue for its November issue. During the sit-down, Williams lamented how she had to put in more work to achieve her status as one of the tennis greats, adding that never had it crossed her mind to try to conform despite the challenges.

“[But] I’ve never been a person that has been like, ‘I want to be a different colour’ or ‘I want my skin tone to be lighter,’” she said. “I like who I am, I like how I look, and I love representing the beautiful dark women out there. For me, it’s perfect. I wouldn’t want it any other way.”

Williams also explained how she’s on a mission to help provide the much needed support and assistance women of color have been lacking in the professional world through her companies.

“Tennis is a small play in the whole scheme of things,” she started. “In this society, women are not taught or expected to be that future leader or future CEO. The narrative has to change.”

She added: “And maybe it doesn’t get better in time for me, but someone in my position can show women and people of colour that we have a voice, because Lord knows I use mine. I love sticking up for people and supporting women. Being the voice that millions of people don’t have.”

The 23-time Grand Slam champion also touched on the impact of the current Black Lives Matter protests against police brutality and systemic racism that was triggered following the death of George Floyd, and how technology has been indispensable in bringing to light the injustices against Blacks in the United States.

“Now, we as Black people have a voice – and technology has been a huge part of that,” she said. “We see things that have been hidden for years; the things that we as people have to go through.”

Williams continued: “This has been happening for years. People just couldn’t pull out their phones and video it before… At the end of May, I had so many people who were white writing to me saying, ‘I’m sorry for everything you’ve had to go through.’ I think for a minute they started – not to understand, because I don’t think you can understand – but they started to see.”

“I was like: well, you didn’t see any of this before? I’ve been talking about this my whole career. It’s been one thing after another.”

HH, Kambwili rubbish ECZ’s party Presidents meeting, saying it was a hoax

The UPND president Hakainde Hichilema has poured cold water on the meeting held at Mulungushi International Conference Centre in Lusaka by the Electoral Commission of Zambia (ECZ) for party Presidents and Secretary Generals, saying it was a hoax.

Hichilema said ECZ pointed out during the meeting that they are not concerned about how the National Registration Cards issuance process is going, when they are aware that without it one cannot be a voter.

He also said the opposition parties and citizens should not be stopped from commenting on the manner in which the whole election preparatory process is being carried out, when they are sure that what is being done is not right.

“They cannot suggest that we must not say those things alleging that we are alarming people and we should be arrested for what, We are not alarming people, that is a joke.

“There must be rule of law. There must be no violence, there must be a fair registration process,” he said.

He added that come 2021, no one will be allowed to disrespect the people’s decision.

Meanwhile, NDC president Chishimba Kambwili echoed the same sentiments adding that what shocked him during the meeting was that it came out that all these electoral processes being pushed by the Commission are based on Bill 10.

He said the Bill is still in Parliament and basing on it with regards to the delimitation process would defy logic, because it may fail to go through.

Meanwhile, the others who attended the meeting included, Republican President Edgar Lungu, PF Secretary General Davies Mwila, EEP President Chilufya Tayali, ULP President Sakwiba Sikota, and Rainbow Party President Wynter Kabimba.

Speaking before the meeting, ECZ Chairperson Esau Chulu said ECZ will hold several consultative meetings ahead of the 2021 tripartite polls.

Justice Chulu added that some issues would not be discussed as it would contemptuous because of those that have challenged some matters in the courts of law.

And ECZ Chief Electoral Officer Kryticious Nshindano said the already registered voters will be returned on the voters register provided they present themselves in person to registration centres to get their biometrics.

Nshindano said ECZ has visited countries that allow people in lawful custody to vote to benchmark best practices as Zambia considers inmates to vote adding ECZ will get back to stakeholders once consultations are concluded.

Hichilema says he will use any opportunity available to speak the words of hope and help to the Zambian people.

Hichilema said this during the burial of Bertha Phiri, wife to Ndola district UPND chairman Joseph Phiri, in Ndola on Tuesday.

“The struggle for life is to ensure that we change the lives of the people. Go and get the registration cards. Vote in numbers and protect your votes this time. MU 2021 akaimwena (in 2021 he will see),” said Hichilema. “Ba Kopala (Copperbelt residents) the ball is in your hands. Work and work harder. I can say a lot and make a mistake. Ba Lusaka look at your friends. Mwenso nimfwa (cowardice is death), ba Lusaka (Lusaka residents) you have a lot of fear, but look at how ba Kopala (Copperbelt residents) have come out, strong and determined. 2021 kulopola ba mwakole (2021 we shall beat the ravens). It is just that we are on a funeral and mourning our mother. Let us remain focused.”

Nkwazi’s St Elizabeth Catholic Church Priest-In-Charge at Fr Gabriel Mapulanga said leaders in authority should always put the interest of the people they govern first.

In his homily during the funeral service, Fr Mapulanga told Hichilema to be visiting churches freely because he is a citizen of Zambia.

“This is a Church for everyone. People should be free to come here and worship. Let me say those in authority should put the interest of the people. We are all in service for the people. Put service of the people first,” he urged. “Mr Hakainde Hichilema, we are happy that you came here today. Come at any time you are in Ndola. Come and worship with us. This is your Church and these are our people.”

He said people should learn to live exemplary lives while still on Earth.

Fr Mapulanga said each one would have to account on how they served the people.

“In life, we need to be responsible and accountable of what we do. In leadership, we need to account for the people,” said Fr Mapulanga.

Kitwe district UPND chairman Elvis Nkandu said party members need to be strong because PF is not ready to hand over power, even if people reject them.

“If they refuse us rallies, these are the rallies at the funerals. Because they say the luck of a single man is found where people are divorcing. You use any opportunity that comes the way,” Nkandu said.

“So in Kitwe, we have a funeral so the next rally will be held in Kitwe. So president Hakainde Hichilema this is your province, move around and enjoy any stay wherever you are on the Copperbelt.”

Copperbelt chairman Elisha Matambo said the stupidity of threatening to arrest Hichilema should end now.

“This stupidity of all the time threatening a person with arrest, arrest this… I want to tell you that if Hichilema is not on the ballot, no one will be on the ballot. Be prepared for this,” said Matambo. “The Zambian people have spoken. I won’t be too much political. We are at a funeral. If the stupidity continues they will have themselves to blame.”

Chapter One Foundation amends voter registration petition

CHAPTER ONE Foundation limited has amended its petition in the Constitutional Court against the decision by the Electoral Commission of Zambia to limit the voter registration for the 2021 elections to one month.

Chapter One Foundation through its chairperson Fr Cleophas Lungu has cited Attorney General Likando Kalaluka and ECZ as respondents in the matter, seeking an order that the electoral body carries out voter registration throughout the country.

This is in view of the pronouncement by ECZ on June 12, 2020 that the period for voter registration had been reduced from 60 to 30 days.

In its petition, Chapter One Foundation says government violated the Constitution by implementing the issuance of National Registry Cards (NRC) in a manner that contravenes the Constitution.

It said according to Article 128 (1)(b) of the Constitution of Zambia, the actions by government and ECZ were a violation of the Constitution, therefore the court had jurisdiction to determine the petition.

Chapter One Foundation said under Article 128(3)(b) of the Constitution, the decision made in the exercise of the legislative mandate to register citizens and register voters was unconstitutional.

It stated that government had been implementing the issuance of National Registration Cards to citizens pursuant to the National Registration Act chapter 126 of the laws of Zambia.

Chapter One Foundation said the registration of citizens in line with the National Registration Act chapter 126 of the Laws of Zambia had been accelerated by the policy of mobile registration in various parts of the country.

” The State, whether willingly or unwillingly, has not rolled the mobile registration in all parts of the country and the registration services are not uniformly available to all citizens,” Chapter One Foundation said.

The NGO argued that following the 2016 Constitutional amendment ,the electoral process ACT was amended to provide for continuous voter registration to be conducted by ECZ.

Chapter One Foundation said by taking actions not provided for in the Constitution, the ECZ had willfully or in ignorance of the law acted beyond Constitutional limits.

“The respondents in undertaking national registration and deciding to undertake voter registration have neglected to apply the principles that apply to the system of elections in Zambia which principles are mandatory,” Chapter One Foundation submitted.

It said ECZ violated the constitution when it directed that currently registered voters re-register to be eligible to participate in the elections.

“ECZ has violated the Constitution by deciding to conduct voter registration for next year’s elections over a period of 30 days,” the NGO stated. “Section 10 of the Electoral Process Act number 35 of 2016 sets out the grounds on which ECZ can deregister a registered voter.”

The NGO in its amended petition is seeking a declaration that the geographical limitation to the issuance of National Registration Cards would result in the disenfranchisement of many Zambians in contravention of national values and was therefore unconstitutional.

Chapter One Foundation is seeking a declaration that the limitation of the period within which voter registration will be conducted to 30 days was unconstitutional.

It wants the court to direct that the State implements the mobile issuance of NRCs throughout the country and that ECZ carries out continuous voter registration between elections.

The NGO is further seeking a declaration that ECZ’s decision and intention to stop currently registered voters from voting in the 2021 general elections and future elections is unconstitutional and therefore null and void.

CONVERSATIONS WITH MYSELF:

Once again another opposition UPND Councillor has ” defected” to the ruling party, and this time its Morgan Mabamba of Kamakechi Ward.

In the first five year term of PF rule ( 2011 – 2016) there was a total of 25 ward by-elections held countrywide which were all won by the ruling party but were unfortunately all won back by the opposition UPND in the General Election of 2016. So, what’s the value of winning by-elections a year before General Elections only to lose them less than 12 months later?

To say the truth , the pipo are fatigued with these meaningless and valueless by-elections. Because they don’t gain anything, from the ” defecting” or in-coming one who doesn’t have the time to accomplish anything. The only beneficiary is the ” defecting” Councillor whom we are reliably told gets between K60,000 and K100,000 for ” defecting.”

It is reliably said that Mabamba is a student at Mukinge Mission Nursing School, and for a long time has been struggling to raise money for college fees, and we understand his vulnerability . I sympathise with him. But then, of what value is has been Mabamba to the pipo of Kamakechi for the past 4 years? He was, like with the majority others a mere place order. He definitely will not be missed by the pipo of Kamakechi Ward whose time he has wasted. And believe you me, after getting his ” defection” Mabamba is by this time already like a used, discarded and forgotten toilet paper.

The pipo of Kamakechi must be told the truth about who are the beneficiaries of these string of by-elections. Its not them! There are no good reasons for those by-elections. In developed countries of the world the rights of the pipo are supreme, and govt ensures that those rights are protected.

Just last week the pipo of Kamakechi lost their ancestral land to greedy leaders under the watch of a sitting govt. with its top district official supporting the move.

The Kamakechi Ward By-Election could not have come at a better time when the pipo’s ancestral land has arrogantly been given away due to greed by those in leadership. It has come at an opportune time when the Kasempa-Jifumpa Road is now a mess and none of those calling themselves in govt are doing anything about it.

I would have advised UPND not to be part of those waisting pipo’s time by voting for more mediocre leadership but forego the elections but there is need to tell the pipo the truth.

Court refuses to stay Kambwili’s application for judicial review of Simusamba’s refusal to recuse himself

THE Court of Appeal has refused to stay proceedings in a matter Chishimba Kambwili has renewed his application for leave to commence judicial review proceedings against principal resident magistrate David Simusamba’s refusal to recuse himself from handling the matter in which the former is facing charges of forgery, uttering a false document and giving false information to a public officer.

Solicitor General Abraham Mwansa had asked the court to stay the proceedings pending his Appeal to the Supreme Court against justice Chalwe Mchenga’s decision to dismiss the preliminary issue he raised in regards to the court’s jurisdiction to entertain Kambwili’s application when it was filed out of time.

In this matter, the NDC leader has renewed his application for judicial review before the Court of Appeal and has cited the Attorney General as respondent and ex-parte magistrate David Simusamba, seeking a declaration that the latter’s decision to decline to recuse himself from presiding over the matter before him is unlawful and irrational.
Kambwili wants an order of prohibition, restraining magistrate Simusamba from continuing to preside over his case and an order of mandamus directing him to recuse himself forthwith and surrender the case record to the chief resident magistrate for re-allocation to another magistrate.

He is seeking an order that the leave if granted should operate as a stay of magistrate Simusamba’s decision until determination of the application or until the court orders otherwise.

In September this year, judge Chitabo refused to grant Kambwili leave to commence judicial review proceedings against magistrate Simusamba.

He said magistrate Simusamba acted within his judicial powers when he refused to disqualify himself from handling the matter as well as refer it to the High Court, therefore, Kambwili, having been aggrieved with the court’s decision, should have appealed against it to the superior court.

Mwansa had raised a preliminary issue arguing that Kambwili’s application to renew his judicial review application challenging magistrate Simusamba’s decision was filed out of time and he did not seek leave of court to renew the said application.

Justice Mchenga, however, dismissed the preliminary issue raised by Mwansa indicating that the Court of Appeal had no jurisdiction to hear Kambwili’s application.

Aggrieved with the court’s ruling, Mwansa said the State wished to file an application for leave to appeal in the Supreme Court against the court’s decision to dismiss its preliminary issue.

He said the State needed more time to go through the court’s ruling which dismissed its preliminary issue before filing a notice of appeal.

But Kambwili’s lawyer Musa Mwenye objected to the application saying the case was urgent as magistrate Simusamba was scheduled to pass judgment in the matter on October 12.

Judge Mchenga directed Mwansa to file the notice of motion on October 2.

When the matter came up for hearing of the notice to appeal, Mwansa said the limit set for the court to grant leave to appeal to the Supreme Court, set out in section 13 of the Court of Appeal Act, had been met.
He said the intended appeal raises a point of law of public importance.

In response, Kambwili’s lawyer Eddie Mwitwa of Mwenye and Mwitwa advocates argued that the intended appeal does not raise a point of law of public importance, neither does it have prospects of succeeding.

In their ruling, Court of Appeal judges Chalwe Mchenga, Petronella Ngulube and Mwiinde Siavwapa said the intended appeal does not raise any point of public importance.

“We are of the view that the threshold for the grant of leave to appeal as is set out in Section 13 of the Court of Appeal Act has not been met. Consequently we decline to grant the leave sought. Having declined to grant the leave to appeal, the application for the stay falls off,” ruled the court.

SUSPENSIONS LIFTED IN THE SPIRIT OF UNITY OF PURPOSE IN COPPERBELT PROVINCE.

Kitwe, Thursday 8th October, 2020

I’m in receipt of the letters of suspension of Mr Christopher Kangombe and Mr Binwell Mpundu from the Kitwe District Patriotic Front Party by Kitwe PF District Chairman Mr Evaristo Chilufya.

The same letters of suspension are also copied to the PF Secretary General Hon Davies Mwila.

After our meeting with the PF Kitwe District Chairman mr Evaristo Chilufya his District Secretary mr Lungo Kawaya , PF Nkana constituency Chairman Mr Edward Chitambetambe, PF Kanfinsa Constituency Chairman Collins Chansa including Mr Binwell Mpundu and Mr Christopher Kangombe who showed remorse.

I wish to guide that in the suspensions of Mr Christopher Kangombe and Mr Binwell Mpundu, There was an amiss in the procedure even when the case is solid as laid out in the PF party CONSTITUTION and DISCIPLINARY CODE.

The PF as the ruling party has a CONSTITUTION and a DISCIPLINARY CODE which guide all disciplinary matters involving party members.

Based on the aforesaid, and remorsefulnes shown by Mr Christopher Kangombe and Mr Binwell Mpundu have decided to left the suspension.

However, if the Kitwe PF District Executive Committee still feels the duo or any other PF members committed an offense or in the near future warranting disciplinary action, they can charge them following the PF party Constitution and Disciplinary Code.

I want to give a serious warning to the trio for taking the matter to the press and social media when as a party we have many channels of airing out grievances.

I also wish to take this opportunity to restate that the PF party on the Copperbelt will work towards promoting UNITY, LOVE and RECONCILIATION among it’s membership. However, I will not condone indiscipline from party members, including those who have launched premature campaigns in constituencies with incumbent PF Members of Parliament, with impunity and total disregard of the PF Central Committee guidance as per the circular signed signed by the Secretary General Hon Davies Mwila.

Lastly lets respect and support the party by putting all our efforts together in building the party and campaigning for President Edgar Chagwa Lungu who is our candidate for 2021 General Elections.

Esau Chulu has shown signs of oversight weakness at ECZ – Kashishi

ESAU Chulu has shown serious signs of oversight weaknesses at the helm of the Electoral Commission of Zambia which can plunge the country into chaos and must resign on moral grounds.

The ECZ has come under fire with its insistence to carry out online voter pre-registration and to also replace the current voters’ register with a new one with several stakeholders calling the exercise illegal only aimed at disenfranchising eligible voters working abroad and the poor people in outlying areas who have no access handheld electronic devices and computers.

Adding his voice to the issue, Mufulira senior citizen and social commentator Pepino Kashishi says judge Chulu who is head of the ECZ appears to be too easily bending to the wishes of some powerful forces.

“…to add voice to the concerns expressed by former secretary to the cabinet, Sketchley Sacika, over the conduct of judge Esau Chulu as presiding officer at the Electoral Commission of Zambia… Having known the judge as a highly principled person some years back, I feel embarrassed and terribly let down by his apparent failure to be on top of things at this critical governance institution under his watch,” Kashishi said. “There are serious signs of oversight weaknesses on his part going by the several controversial decisions by ECZ for some time now. He appears to be too easily bending to the wishes of some powerful invincible forces that want to gain undue advantage in the electoral process to secure their victory in the 2021 general and presidential elections. This is extremely dangerous as it has the potential to plunge this country into chaos.”

He said the general citizenry was tired of the manipulation of the electoral process and other abuses going on in the nation.

“People are simply tired and fed up with the ever increasing levels of mismanagement of the affairs of this country including manipulation of the electoral process. Let judge Chulu search his conscience and do the noble thing by resigning if he finds it difficult, for whatever reason, to manage this important national function in accordance with the relevant rules and regulations to enable Zambians express their own free will in the choice of their leaders without intimidation and/or manipulation which has now become the new normal in the conduct of elections in this country,” Kashishi added.

He said the actions of the ECZ were already undermining next year’s elections.

Kashishi argued that continuous voter registration includes cleaning the existing voters’ register to remove the dead and not to delete it like the ECZ was attempting to do.

“We are certainly headed for very serious trouble. It is difficult to understand, short of ulterior motives, how any serious political party leader, other than those that are benefitting from such electoral flaws, would disparage those that are trying to correct these anomalies some of them which are in direct conflict with the existing laws. Why restrict voters’ registration period to 30 days, for example, when the law provides for continuous registration?” wondered Kashishi. “And why discard the current voters’ register altogether and start a new one in the midst of serious resource constraints? Continuous voter registration includes or should include cleaning the register by, for example, deleting those that are deceased. Things are deteriorating to such dangerously low levels that even straight forward exercises like National Registration Card issuance are being deliberately complicated, including halting it in some areas, when it is a constitutional right. ECZ is making and/or condoning irrational decisions in the preparation for next year’s elections to give undue advantage to some political competitors. There is no denying this! Clearly things are not going well in this pre-election phase.”

On Tuesday when swearing in ECZ vice-chairperson Emily Sikazwe, President Edgar Lungu said the commission was undergoing a credibility test as the country approaches the 2021 general elections.

“Your decisions and actions as a Commission are what will safeguard your credibility. However, you should not lose focus in your work just because some stakeholders are accusing you of bias. Instead be firm but fair as you play the role of referee in the electoral process,” said President Lungu. “The current Commission is not the first to be accused of conspiring to commit fraud in the electoral process and it will not be the last. The fact is conspiracy theories will be there as long as some stakeholders fear the prospect of losing.”

 

Respect clergymen who stand for truth, Katuka tells PF

THE United Party for National Development has urged the PF to respect clergymen who stand for the truth.

UPND secretary general Stephen Katuka said the Catholic Church and Archbishop Telesphore Mpundu have been instrumental in shaping Zambia’s democracy for many years.

Katuka said the UPND found the statement by Davies Mwila, in which he dragged the UPND into his debate with Archbishop Mpundu malicious.

He said UPND holds Archbishop Mpundu in high esteem for the role he has played in speaking against injustice and speaking for the poor in the country.

He said Mwila thinks whoever disagrees with President Edgar Lungu’s poor manner of running the country was UPND.

“For his information, the majority of Zambians who include some staunch PF members, civil servants and the general citizenry are against the PF’s way of running the country. The fact that civil servants and everyone cannot come out openly does not mean citizens are happy with the manner in which Edgar Lungu and his PF are running things,” he said.

“If Davies Mwila wants to know how much economic misery Edgar Lungu and his PF have brought on citizens, let him check the high electricity tariffs, the high cost of food and high levels of corruption, and the general increase in the prices of commodities.”

Katuka said even a pre-school pupil today knows that PF had failed to run the country.

“Only under the PF can you find the whole government failing to explain the owner of 48 houses. Only under the PF do we find ambulances costing more than US$280,000. In case Mr Mwila has forgotten, his government bought 42 fire engines at US$1million each, far above the international market price,” he said.

“Additionally, Mwila and his PF have not told us what role some of his named PF members played in the gassing of citizens. We are aware that some PF officials were implicated and Mwila is shy to tell us the role PF has played in gassing.”

Katuka further said PF ministers remained in office illegally in 2016 and had refused to pay back the money they got.

“The Catholic Church and Archbishop Telesphore Mpundu have been instrumental in shaping Zambia’s democracy for many years. For Mwila to begin insulting the man of God for simply denouncing poor governance is very unfortunate,” said Katuka.

“We urge the PF to have respect for clergymen who stand for the truth. Telesphore Mpundu has never gotten UPND membership card and we do not have his details in our membership data base.”

We are all aware that this PF regime is so broke that it’s failing to manage its debt properly. We are also aware that PF is under massive pressure to remain in power in 2021, for obvious reasons. The two have put the PF regime in a very weak position to negotiate meaningfully with any investor on KCM and Mopani mines. PF should not use our mines to do a debt swap with some creditors. PF is also panicking and trying hard to hoodwink miners by giving away the mines to dubious investors. We want to warn this PF regime that rushing into the sale of the mines will injure the economy further. Don’t sale the mines due to financial and political pressure.

All normal Zambians apart from surrogates, crooks and thieves in PF have difficulties in following the issues surrounding KCM. What we all know is that KCM is under receivership and that Vendetta has sought court recourse on a number of issues. To our knowledge the matter is still in Court. However, because of what PF is known to be, a Minister comes on the Copper belt and makes a public pronouncement that an investor to take over KCM has been found and the mine will be sold very shortly. Surely, is PF running a Government or just some organized confusion? No wonder we have issues with Lap Green on the sale of ZAMTEL.

We have said before that PF has failed to manage the mines on behalf of the Zambian people. Minerals that are supposed be a blessing to the Zambian people are now a curse under PF. One may ask why PF is so comfortable with some investors but too comfortable with investors that treat Zambian workers like slaves on daily basis and yet PF is not bothered in any way?

The whole World saw how the PF brutal machinery harassed a CEO from Mopani; I think this was the turning point for Glencoe to part company with the PF regime. Imagine if it was the other investors that had quarantined miners under inhuman conditions like the case at a Luanshya mine. PF and its surrogates would have organized thugs to harass the investor and demand repossessing the mine. Stop mixing your dirty politics with business.

FORMER NORTH WESTERN PROVINCE MINISTER HON DAWSON KAFWAYA DITCHES PF TO JOIN UPND

Former North western province minister Dawson Kafwaya has ditched the Patriotic Front and rejoined the United Party for National Development (UPND).
The former minister and five others announced their move at the UPND Secretariat in Solwezi.

Mr Kafwaya who is also former Member of Parliament for Solwezi central said he has decided to rejoin the UPND because it is the party that made him to see the corridors of the National Assembly.

He mentioned that he has made wide consultations for him to rejoin the party and that he is not ashamed to go back to his former party.
He stated that his going back to his former party not to look positions but as an ordinary member.

“I have come back not to ask for any position in the party but as an ordinary member so that together we grow our party,” said Mr Kafwaya.
He he will work tirelessly in ensuring that he recruits more members ahead of the 2021 general elections.

“Yes, today I have just come with followers, but I can assure the party leadership that am going to work day and night to bring more members in the party,” he said.
He pledged to remain loyal to the party and support the party leaderships as well as the general membership.

He apologised to the party leadership for leaving the party despite the support he received during his election as MP.
And Mr Kafwaya has expressed confidence that the UPND is going to form government next year.

He said this is because the party and its leader Hakainde Hichilema have gained popularity even in the perceived PF strongholds.

“I can assure you come next year, HH and the UPND are forming government without fail. All we need to do is to continue selling the party manifesto,” he said.

And UPND provincial chairperson Col Glandson Katambi (rtd) urged Mr kafwaya and other new members to feel at home.

Col Katambi said there is no seniority in the party as both new and old members are the same.

Ruling PF Lusaka provincial chairperson Paul Moonga says it’s nonsense for anyone to start raising suggestions to set up commission of inquiries into the ‘questionable’ acquisition of fire tenders, the $1.2 billion Lusaka-Ndola dual carriage way and the 50 ambulances.

Speaking with Daily Revelation on observations that there should be an independent inquiry into the procurement of 42 fire tenders at $42 million dollars, the Lusaka-Ndola dual carriage way and the 50 ambulances each procured at $288,000, in the same manner President Lungu announced intentions to set up a commission inquiry into the privatisation programme, which some view as being targeted at opposition UPND leader Hakainde Hichilema, Moonga indicated support for the latter, while describing questions on the former as nonsense.

“So doing a dual carriage way needs an inquiry, it’s a bad thing to do? Just now the fire tenders in Chinsali they are busy commending them for the job well done. You doing a road, it’s corruption, you build a school it’s corruption what nonsense. The fire tenders are just in Chinsali now, the ps (permanent secretary) was commending the officers how they worked,” Moonga said. “So if people have no idea, no clue about the price of, because even the price of a Toyota Corolla they don’t know. Today Toyota Corolla a second hand it’s costing K130,000, a Toyota Corolla. You want to raise an issue of an ambulance, somebody was sick the same ambulance you are condemning might have saved his life. But he can’t come in the open that an ambulance did a good job.”

On assertions that the inquiry in to the privatisation programme, which happened decades ago was a partisan charade out to get Hichilema, who has been accused by FDD leader Edith Nawakwi as having benefited himself while serving as a government consultant over the programme, Moonga argued that the move will clear the air on the accusations, saying those who were being accused should be the happiest that such a thing was being instituted.

“It’s only a thief whenever he sees a police man he’s running away because he knows he’s a thief. So if you are innocent you should be very happy. When the criminals are approaching the road block they even divert the road block,” Moonga said, “you end up falling in a ditch running away from the police man, yet he’s doing a different duty…those with evidence should come forward.” -Daily Revelation

SEAN Tembo says opposition political parties such as the UPND, MMD and NDC should consider developing and presenting their respective alternative solutions to Zambia’s economic problems through alternative national budgets.

Announcing the Patriots for Economic Progress (PeP)’s completion of the 2021 Alternative National Budget, Tembo, the party leader, the country would not make progress for as long as it has empty opposition leaders whose only offer to the electorate are songs like “Mwakole”.

He said if all opposition political parties were to develop and present alternative national budgets, it would give the Zambian voters a better opportunity to analyse and choose their preferred political parties on the basis of their plans for the nation should they be given an opportunity by the Zambian people to preside over the affairs of the country.

Tembo noted that PeP remained the only opposition party in Zambia that had been consistently and continuously developing and presenting alternative national budgets since its formation in October 2016.

“As Patriots for Economic Progress (PeP), it gives us great pleasure to inform the nation that the development of the PeP 2021 Alternative National Budget is now complete. Our 2021 Alternative National Budget shall be presented to the nation on Thursday, 8th October 2021. Our decision to move forward the development and presentation of the PeP 2021 Alternative National Budget was partly motivated by the need to give the Parliament of Zambia an opportunity to consider our alternative national budget during its debate of the official national budget,” Tembo said.

He said in the PeP 2021 alternative national budget he would give a detailed review of the main economic policies implemented by government in the past year, a detailed review of policy changes proposed by government in the 2021 official national budget.

“Thirdly a detailed presentation of the PeP proposed economic reforms for 2021 and fourth; a detailed presentation of the PeP proposed expenditure and resource envelope for 2021,” Tembo said.

The PeP leader recalled that the last time any other opposition party ever developed and presented an alternative national budget was in 2004 by the late UPND president Anderson Mazoka.

“As Patriots for Economic Progress, we wish to take this opportunity to place it on record that we remain the only opposition political party in this country that has been consistently and continuously developing and presenting alternative national budgets since our formation in October 2016,” Tembo bragged.

“As Patriots for Economic Progress, we further wish to seize this occasion to appeal to other opposition political parties such as the UPND, the MMD and the NDC, to consider developing and presenting their respective alternative solutions to Zambia’s economic problems, through alternative national budgets. If all opposition political parties were to develop and present alternative national budgets, it would give the Zambian voters a better opportunity to analyse and chose their preferred political party on the basis of such a political party’s plans for this nation, should they be given an opportunity by the Zambian people to preside over the affairs of this Republic,” he said.

“Indeed, time and again, political leaders have accused the Zambian voter of being shallow and only voting on the basis of a song. However, our view is that it is unreasonable for us as political leaders to rush to condemn the Zambian voter of being shallow and voting only on the basis of a song when the only thing that we offer the Zambian voter is a song.”

Tembo said his party believed that time was ripe for opposition leaders in Zambia to transform themselves and begin to offer tangible alternative solutions to the electorates.

He said such a transformation would allow the electorate to choose their preferred leaders on merit.

“Indeed, we cannot make progress as a nation for as long as we have empty opposition leaders whose only offer to the electorate are songs such as ‘Mwankole’,” he said.

Tembo revealed that the theme for the PeP 2021 alternative national budget is ‘Prudent Management of Zambia’s Resources for Sustainable Economic Growth and Development’.

He said the theme underscored the fact that Zambia’s current and past economic problems primarily arise from poor management of national resources.

“Therefore, in order to defeat our economic problems and rise as a prosperous nation that is devoid of poverty and squalor among its citizens, we do not need to borrow from anyone. We do not need an IMF bailout package, we do not need handouts from the international community. What we need is to prudently manage our resources so as to achieve sustainable growth and development for ourselves,” Tembo said.

He further stated that once the PeP 2021 alternative National Budget is released this Thursday, it shall be submitted to all key stakeholders including the Ministry of Finance, Bank of Zambia, the National Assembly, Church mother bodies, progressive civil society organisations and fellow opposition political parties such as UPND, NDC and MMD that might not have the capacity to develop their own respective alternative national budgets.

IBA Working On Instructions To Block Prime TV Application Renewal

The Independent Broadcasting Authority (IBA) is working on instructions from the PF government to block Prime Television’s application for the renewal of their broadcasting licence, fearing to grant them licence before the 2021 general elections.

And IBA director general Josephine Mapoma confirmed receipt of the application submitted in the first week of June, 2020, but that the board has not sat to decide on the matter.

Well placed sources have told Daily Revelation that the IBA is working on instructions from the top leadership in government not to entertain the application.

The IBA earlier this year closed Prime Television, arguing that the station had not paid the renewal fees, with the Ministry of Information arguing that there was nothing they could do about the matter, and therefore the only option was for the station to reapply for a renewal.

Prime TV went ahead to do just that in June, but the IBA has been sitting on that application.

“Word we are getting in the corridors of power is that for now that application is an academic exercise because there are instructions from the very top leadership in government not to even entertain the application. If they are to open it won’t be before the elections otherwise as things stand it won’t work,” the sources said.

Sources said that the authority was actually mooting changes to the applications, to create every excuse possible to deny applications from people who were not viewed to toil the government line.

“One of the things they are talking about for opening a TV station is that you have to be a journalist to start a media house, and some of the key people should be editors. You should have qualified editors. They said we have just revised recently,” the sources said. “They (Prime TV) applied as they were advised, meanwhile the law from IBA doesn’t require renewal of a licence, not what they were publishing. Prior to that (closure) Prime TV went there several times even as late as December last year, seeking a renewal, the IBA were telling them that there is no need for that, just come and pay subscription then the renewal will be given immediately. They were very treacherous.”

And Mapoma confirmed receipt of the application, but indicated inaction over the matter since the application was made to them.

“Their application is subject to the boards decision and the board has not yet made a decision. First of all we do not discuss the would be licencees in terms of public consumption,” Mapoma said, adding that IBA had made the position clear over the matter involving Spring TV. “Their situation is different and like I said we do not as a matter of policy talk about the licencees or would be licencees to the general public. The matter is between ourselves and the applicant.”

Asked on assertions that they were changing application rules in view of the application from Prime TV proprietor Gerald Shawa so that they could block his application, Mapoma said: “Well I want to confirm that there is nothing like that.”-Daily Revelation

Royal Barotseland needs to state clearly what type of government it wishes to pursue. Other countries and the international community who wish to recognize Barotseland’s claim for sovereignty must do so knowing, in great detail, what type of government would preside over the territory should its independence claim succeed.

Therefore, the Royal Barotseland Government in transition has been working hard sharing with every country that cares to know what type of government Royal Barotseland would pursue after independence.

There are many types of governments or political systems in the world today, but popular among them are;

1. REPUBLICS – States in which the supreme power supposedly rests in the body of citizens entitled to vote for officers and representatives responsible to them.

2. MONARCHS – States in which the queen or the king reigns over the state, either as an absolute or constitutional monarch.

3. MILITARY JUNTAS – Governments led by a committee of military leaders.

4. DICTATORSHIPS – Governments characterized by a single leader or group of leaders with little or no toleration for political pluralism or independent programs or media.

Classification of the types of government is usually very broad, and so for this article, we wish to focus on the above few, especially the monarchical form of government, as Royal Barotseland espouses the democratic constitutional monarch version of this form of government, and we will look at why this is the best form of government for Barotseland.

THE MONARCH

A monarchy is simply defined as the rule by one. The head of a monarchy could be male or female and may be called by different titles from country to country, such as; Emperor, King, Queen, Sultan, Caliph, Emir, Sovereign Prince, Grand Duke, O le Ao o le Malo, Pope or Czar and their countries may be known as Kingdom, Empire, Holy See, Caliphate, etc.

Some myopic people think monarchies are outdated and old fashioned or autocratic by default just because they live under or prefer republics which are considered the very opposite of monarchies.

However, monarchies are neither old fashioned nor are they necessarily totalitarian or autocratic. Autocracies or dictatorships can be found among some professed Republics as well as some Monarchies.

There are hundreds of fully-fledged monarchies in the world today, with over fifty of them in the United Nations (UN), prominent among them being; Sweden, Netherlands, Denmark, Norway, Belgium, Spain, Liechtenstein, Luxembourg, Canada, Australia, United Kingdom, Bahamas, New Zealand, Jamaica, Japan, Malaysia, Thailand, Vatican City, Jordan, United Arab Emirates, Qatar, Saudi Arabia, Morocco, Swaziland and Lesotho just to name a few.

Many monarchies have democratic and constitutional types of government while a few practice autocratic and totalitarian types of government.

Barotseland is espousing a constitutional monarchy practising parliamentary democracy fashioned after the Westminster system where periodic elections are held to elect parliament which would then elect the Prime Minister to head the government while the Litunga, Barotseland’s Monarch, remains the constitutional Head of State.

Democratic constitutional monarchies are among the most politically stable and best-governed countries of the world today and are indeed some of the most prosperous economies because of their power-sharing and power balancing style of governance between the elected politicians on one hand and the monarch on the other.

TYPES OF MONARCHS

Broadly speaking, there two notable types of monarchs.

1. ABSOLUTE MONARCHS – also known as UNLIMITED or TOTAL monarchs are governments where the monarch rules unhindered, i.e., without any laws, constitution, or legally organized opposition. This type of monarchs exercises totalitarian or autocratic reign over their countries or territories of jurisdiction.

Of the over hundred monarchs of the world today, only a measly ten or so are absolute monarchs, among them the Kingdom of Saudi Arabia, State of Qatar, Sultanate of Oman, Kingdom of Eswatini (Swaziland), Brunei Darussalam and the Vatican City State.

2. LIMITED MONARCHS – so-called because the reign of these types of monarchs is limited by their national constitution, hence they are also called Constitutional Monarchs. In this system of government, the monarch is guided by a constitution (written or unwritten) with his/her rights, duties, and responsibilities spelt out in the written law or by custom.

There are so many active or sovereign constitutional monarchs across the world today in Europe, North America, Asia, Oceania and Africa, thriving in modern democratic systems of government.

Popular among these are Sweden, Netherlands, Denmark, Norway, Belgium, Spain, Liechtenstein, Luxembourg, Canada, Australia, United Kingdom, Bahamas, New Zealand, Jamaica, Japan and Lesotho, to name but a few.

WHY DEMOCRATIC CONSTITUTIONAL MONARCHY FOR ROYAL BAROTSELAND?

Some critics have wrongly assumed that Royal Barotseland chose the democratic constitutional monarch type of government as a colonial hangover from its former British colonial masters because they assume this government system is foreign to Barotseland.

However, this is far from the truth. Barotseland is a long-standing monarchy of over five to six hundred years, and by the end of the 19th century, just before the British colonists came to Africa, the Christian Missionary, François Coillard, who lived and worked in Barotseland from 1884 to 1904 when he died, had a great moderating influence on Barotseland’s King Lewanika in such a way that made him rule less totalitarian.

It was King Lewanika’s consultative and inclusive style of rulership that made the King attractive to the British in the early 20th century as they found his style of government not only organized but also civilized.

So, for over a century now, the King of Barotseland has always been regulated by ‘Mikwa’ and ‘Sizo’ which are the established rules and customs of Barotseland.

For those that may not know, at the height of the Kingdom of Barotseland and before its botched union with Northern Rhodesia (Zambia), Barotseland already had Kuta systems which were parliaments and councils that enabled broader people participation in the governance of the Kingdom.

Periodically, the Litunga, King of Barotseland, would attend and preside over these Kuta, in which free debates would be encouraged to the extent that even the King’s decisions would be scrutinized, vetted and sometimes overruled.

Undesirable decisions of the King could be overruled by certain institutions within the government structure of the Kingdom, such as that of the Natamoyo (Minister of Mercy and Justice), the Ngambela (Prime Minister) or the King’s Privy Council.

Even to this day, the King of Barotseland would never go against the popular wishes of the people of Barotseland through the Barotse National Council (BNC), a constituent assembly of sorts, but must, by custom, facilitate the actualization of the people’s national will.

So, to preserve the integrity of the institution of the Monarch, the Litunga of Royal Barotseland is and will continue to be uninvolved in partisan politics.

THE LITUNGA IS SUPPOSED TO BE APOLITICAL IN ALL MATTERS OF NATIONAL IMPORTANCE!

Secondly, the Kingdom of Barotseland has had a constitution for over a century now. Although not codified (Barotseland’s constitution is unwritten), this constitution of Mikwa and Sizo has been a regulating power over the King.

Like the United Kingdom, Barotseland’s unwritten constitution has been guiding the nation and its Kings and citizens.

However, Royal Barotseland has now opted to be governed by a written (Codified) constitution going forward for easy application of its laws, culture and customs.

Although we will say more on the actual structures of The Royal Barotseland Government (RBG), we must emphasize that there is no serious independence advocate today who has advocated the removal or the dissolution of the monarch.

All currently known Barotseland independence campaigners unanimously agree that the democratic constitutional monarch type of government, coupled with a codified constitution, is the way to go and not turn Barotseland into a Republic or Absolute monarch types of government.

The constitutional monarch is truly the culture of Barotseland for over a century now!

This is why no true Linyungandambo will fight, disparage or insult the Monarch, The Litunga because the institution of Litunga is sacred as the Head of State of the Kingdom of Royal Barotseland!

Notably, Royal Barotseland’s system of government is very similar to that of the United Kingdom, save for the fact that Barotseland will have a written constitution.

In Africa, Royal Barotseland would have a similar type of government with The Kingdom of Lesotho which also practices a democratic constitutional monarch and not The Kingdom of Eswatini which is an Absolute Monarch.

Privatization ‘inquiry’ a ploy to eliminate HH – CiSCA

THE Civil Society Constitution Agenda (CiSCA) says instituting a privatisation commission of inquiry is not in the best interest of Zambia but a ploy to eliminate a formidable opponent in the name of Hakainde Hichilema.

Acting chairperson Judith Mulenga said while welcoming President Lungu’s affirmation of Article 88 of the Constitution on the right to petition, CiSCA would like to caution him to tread very carefully on the commission of inquiry on privatisation.

Mulenga said Zambia currently faces many problems that need laser focused sober solutions than the Pandora’s Box that the President is being nudged to open as it may boomerang in his face.

“We put it to President Lungu that instituting a privatisation commission of inquiry is not in the best interest of Zambia but a ploy to eliminate a formidable opponent in the name of Hakainde Hichilema. Not too long ago, president Rupiah Banda’s government wanted to introduce a degree criteria for a presidential candidate aimed at barring one Michael Chilufya Sata from standing for the presidency. What happened next: the man [Sata] won the presidency in the very next general elections! Provisions of the Constitution should be respected equally. Invoking Article 88 at the expense of other justiciable civil and political rights in our Bill of Rights is setting a very dangerous, reckless precedence,” she said. “CiSCA demands that since we are in dire straits as a country, President Lungu should make this commission of inquiry the mother of all commissions of inquiries so that he leaves a legacy of leadership when everything that Zambians need closure on was healed in the nation.”

She said the inquiry should include, among other inquiries, the cost of the fire engines, cost of the ambulances, mukula trees smuggling, sudden wealth of politically connected persons including the President’s own jump from K2 million to K23 million in one year, the cost of the Michael Sata Tollgate, the exorbitant cost of roads, the K450 million money laundering from corrupt government tenders, the outright embezzlement of K4 million by government officials, tribal diatribe from PF senior leaders against the people of Southern Province, the indebtedness that Zambia is in, the fencing of the Chimutengo Forest, and the 48 houses.

“Let us heal this nation once and for all so that as we go to the 2021 elections, we are all truly exercising our democratic right to hear freely from all who aspire to rule and for us to vote without anyone’s fear of security of the person that Zambia has had to go through at every election since the 2015 presidential by-elections,” Mulenga said. “While as CiSCA we do not question the legality of the commission of inquiry, we are not convinced that the 40,000 signatories in the YALI petition represent even remotely what would be considered public interest. CiSCA does not believe that President Lungu’s intent is to shine a spotlight on past errors and ensure that such events do not recur.”

Mulenga said CiSCA was not convinced that the urgency with which events are fast moving on the issue meet the legal reasonableness test.

“For instance, since there is a case in the High Court on privatisation and the High Court is at the same level as a commission of inquiry but without the former’s legal binding status, CiSCA urges the pro-commission of inquiry on privatisation to hold off and wait for the outcome of the court case. Mind you, Zambia has a $18.5 billion albatross around its neck, most of it acquired by the Executive without approval by the National Assembly, therefore ultra vires to the Constitution and another issue needing a commission of inquiry,” she said. “We contend that it is wishful thinking, for the petitioners, to think that the commission of inquiry will not call witnesses from not only within but also outside our territory since the privatisation involved international buyers too. The scope of this commission of inquiry is envisaged to be huge taking into account that evidence will straddle three decades. And since a commission of inquiry is not a court hearing, it is not reasonably expected that the recommendations from the commission of inquiry will be acted upon by the court if this became necessary. Mulenga said CiSCA hopes the President, having set a precedent, would also accept a CiSCA petition to withdraw Bill 10 from the floor of the National Assembly in national interest.

“For those that have allowed themselves to fit snugly in the PF’s mold of a culture of silence, please be reminded that your voices of apathy should not be louder than your courage of conviction. Being silent is the same as abetting a de facto absolute monarch which President Lungu has become. Him and those connected to him live luxurious lives financed by our very meagre resources that they are supposed to safeguard for all of us, while the majority of Zambians, more than 54.5 per cent live below the national poverty line,” said Mulenga. “If people think this is an exaggeration, we challenge them to name one thing that President Lungu has wanted against the people’s will and he has respected our voices and backed off?”

Police giving themselves illegal powers – Katolo

LUSAKA lawyer Milner Katolo says police are giving themselves powers they don’t have by stopping opposition political parties from mobilising.

In an interview, Katolo said according to the law, people are just required to notify police, which should not be treated as seeking permission.

He said there was no provision for police permission in the law.

“Under the public order Act, a person that requires to hold an assembly is only required to give notification to the police. And once that notification is given, the police are not empowered under the law to say ‘no you cannot hold that event’,” Katolo said. “What is more worrying is that the opposition have their space clamped by the ruling party and that is stiffening democracy in our nation. If you ask me whether these people even go through the process as provided in the public order Act, the answer is no. So why is the law being selectively applied to different classes? We are all Zambians and no one is above the law. We are all entitled to the protection of the law.”

Katolo wondered why the opposition were being blocked by police even when they complied with public order Act requirements.

“There are situations where opposition political parties were trying to comply with the provisions of the Constitution as far as holding intra-party elections are concerned; it’s a mandatory requirement,” Katolo said. “But each time they applied, the police rejected and the implication of that is that the police wanted those opposition political parties not to comply with the Constitution. And the net result is de-registration of those political parties for non-compliance.”

He said it seemed that the PF would like to see other political parties deregistered.

Katolo added that the Zambia Police Service had lost all manner of professionalism.

“The police should now, going forward, redeem themselves, show themselves that they are professionals by treating anyone who makes a notification to them equally and provide an alternative date as well as police the event,” said Katolo. “They will tell you that ‘we don’t have sufficient manpower’, but when it is the party in government, suddenly manpower comes. If it is to arrest an opposition member, huge hordes of police are sent. If it is suppressing students, be it at the University of Zambia or Copperbelt University, hordes of police are sent. But where do those officers go when it comes to policing an event for the opposition party? We are denting our own image as a country. Let us show that we can govern ourselves fairly and objectively and give equal treatment to all citizens. Then we will be showing that we are upholding the tenets of democracy.”

On Sunday the 3rd of October 2020 the Pictures of Female entertainment group called DAVAOS went viral on social media to the disenchantment of their fans and the general members of the public at large.
The two songbirds from the Davaos group, Annie Phiri (Anivaos) and Cheswa Chifwembe (snookivaos) where seen in a very compromising position and kissing in a swimming pool.

The pictures sparked an outrage, with many people describing the images as disgusting and accused the artists of practicing homosexuality, the orientation which against the law of the land.

We equally shared the pictures as we did not agree with the content and compromising position the two artists had taken, ours is to focus on development and we cannot detach development from morals and values of our country which we dearly so love.

Our understanding is that every nation is guided by morals and values

Since every nation, state, community, organization or individual is guided by one moral standard to achieve a particular goal of growth and development. It is therefore imperative to state here that adherence to moral values is a key indicator to achieving economic development in a nation.

Individual values and behaviors have been proven to be key factor that promotes economic performance. Therefore if moral values are promoted, the economy will also perform well since the economy cannot be separated from the people. A famous Italian politician once said „We have built Italy we must now seek to create an Italian”.

Our posting of DAVAOS pictures drew criticism to an extent of you some our followers being disappointed with us and we respect that, you accused us of siding with DAVAOS alleged sexual orientation as expressed in the pictures.

However we are not disappointed with you for being disappointed with us for simple reasons, for us the behaviour of the two artists shocked and disappointed us, we were not only disappointed because this was being practiced in a public swimming pool where our kids are also playing from during this hot season but we understand the two artists have some much influence especially on the young people.

We are however disappointed that society wants to shoot the messenger who is simply exposing the evil, the big elephant in the room ganging against our dearly loved morals and values of our nation. Let’s get back to the incident of few days ago “a 17 year old boy was shot dead after a confusion at a night club around 02hrs in the morning” emotions are too high and we can update you 3 people have been arrested in connection with the incident, a story for another day. We do not want to justify actions of the police but simply pick bitter truth from the incident, what was a young boy doing in a club at 02hrs in the morning? Our society will not want to hear this question instead punch holes in the police conduct which we don’t have issue with….. however this is a discussion for another day.
Today DAVAOS have come out to clarify to the Zambian people for their conduct because of the criticism and exposure of their conduct. They have said they are Christians and not lesbians. The minister of religious affairs Goldfrida Sumaili is quoted in the Daily Mail saying Zambian laws does not permit homosexuality. She says law enforcement should investigate and bring culprits to book adding that she will make necessary follow ups to ensure the issue is dealt with…

Today we are asking questions if we did not bring this issue to the attention of the public could it have attracted the attention it has attracted today.
Where the law enforcement agencies going to investigate this if we kept quiet about this conduct?

HEARTBREAKING: See Terrible Effect Of The Cruel ‘Breast Ironing’ Practice On African Girls (Video)

Prevalent in Cameroon and other African immigrant communities in the United Kingdom, breast ironing or flattening – also known as breast sweeping in South Africa – is taken lightly when it is clearly a harmful practice.

This is the pounding and massaging of a girl’s breasts to stop them from developing.

Practised mainly in West and Central Africa – Benin, Chad, Ivory Coast, Guinea-Bissau, Guinea-Conakry, Kenya, Togo and Zimbabwe – mothers or female relatives usually use hard or heated objects including stones, spatulas and pestles to flatten the breasts.

The heat melts the fat in the breasts and flattens them with time. The “good” motive behind this cruel practice was to protect girls from unwanted s*xual advances, early pregnancies and early marriages.

However, breast ironing has rather caused more harm than good, like Female Genital Mutilation (FGM) which has been outlawed in almost every country in Africa.

FGM is the ritual cutting or removal of some or all of the external female genitalia in order to control women’s s*xuality to ensure purity, modesty and beauty. This misconception and age-long belief has now been rooted out and that should be the fate of breast ironing.

“I started growing breasts when I was 10. My mother explained to my sister that I was growing breasts too early and that I would attract boys,” says victim Cathy AbahFouda who told UK’s Mirror that she underwent breast ironing and a year later her breasts grew again. She said she was so ashamed that she began to carry out the procedure on herself.

“Breast ironing, however, did not prevent me from getting pregnant at the age of 16 and leaving school,” says Cathy who had to undergo surgery since her breasts were damaged and she was unable to breastfeed her baby.

There is no known law against breast ironing despite efforts by survivors and rights agencies to get the governments to ban the practice. No one has been arrested or convicted in Cameroon for breast ironing despite the over four million victims.

The German development agency GIZ and the National Network of Aunties (RENATA), a Cameroon-based nongovernmental organization, where Cathy AbahFouda works, found out that 25 percent of the 5,000 girls and women interviewed in a 2005 survey had been subjected to some form of breast ironing.

The painful process often subjects girls to emotional trauma and tissue damage which can have long-term effects on them. Some women end up having one breast bigger than the other.

About a thousand women in the United Kingdom were reported in 2016 to have been subjected to breast ironing.

The victims who lived in West African communities in London, Birmingham, Manchester, Luton, Nottingham, Leicester, Sheffield and Leeds mostly had their breasts ironed by their mothers, reports UK’s Mirror.

Two arrests were made in London and Birmingham, but no one was charged. The British parliament described breast ironing as child abuse and called for the practice to be made a criminal offence.

No effort has been made in Cameroon to curb the practice whose motive is ineffective as flattened breasts have not reduced the rate of teenage pregnancies and rape incidents.

38% of children in Cameroon are married by their 18th birthdays, more than a quarter of adolescent girls are mothers, and 20% of them drop out of school after getting pregnant, UNICEF reports.
