ZAM’S POSITION ON RECENT DEVELOPMENTS CONCERNING COMMENTS MADE BY MR. BRIAN BWEMBYA
The Zambia Association of Musicians has in last 24 hrs received several queries both from the media and the general public about Mr. Brian Bwembya’s (A.K.A B Flow’s) expressed views. As Mr. Bwembya is a member of the Zambia Association of Musicians who has served on the current National Executive we found it necessary to look in to the reasons causing general public interest.

Having looked at the information that we were able to access, we observed that Mr. Bwembya was expressing his opinion and in so doing exercising his constitutional right to freedom of speech. We further noticed that other members of the music fraternity took to their social media platforms to express similar views. It was also brought to our attention that Mr. Bwembya’s senti- ments were addressed by Honorable Bowman Lusambo therefore prompting members of the media to request the Zambia Association of Musicians to make a comment on the said matter.

Our primary objective as an association is to ensure our members have an enabled environment in which they can develop their talents in to businesses and brands that will contribute to the countries GDP. In consultation with various stake holders including the Zambian Government, we work relentlessly to find avenues in which musicians can explore opportunities that will maximise their personal and collective revenue while promoting Zambian culture and tourism. At the centre of our efforts is each individual musicians’ talent, without which the Zambia Association of Musi- cians would be non existent.

Our membership is comprised of various members from different backgrounds with divergent views, brought together by their common interest to develop their talents with the support of the Zambia Association of Musicians, The National Arts Council and the Zambian Government. Each one of these talents serves the general populace through expres- sive art that forms up the voice of our culture in advertent ways. In many cases through their con- tributions our members connect at profound levels with large constituencies of supporters giving musicians a highly influential position in society. It is with this in mind that we encourage our members and associate musicians to exercise responsibility while carrying out their duties; we request the highest level of professionalism keeping in mind the different ways in which our con- tributions impact society. Further to which we implore all of our members to abide by the laws of the land keeping in mind the responsibility we are charged with. Having stated this we are strongly opposed to all forms of censorship, we believe musicians must be allowed to fully express their views through music or otherwise, so as to fully express the feelings, emotions and cultures of the environment in which they live in. Musicians’ artistic contributions are a reflection of the soci- ety and in many ways draw inspiration from the communities they live in. Further to which we are in no way opposed to our members expressing their constitutional rights within the confines of common respect for all Zambians.

In respect to the sentiments expressed by Honourable Lusambo, we feel it is prudent for dialogue to ensue so as to advance the discussion in a fruitful direction and to establish a firm understand- ing of the issues being addressed by the artists expressing their views . We see a positive oppor- tunity for Honourable Lusambo and the concerned artists to collectively assert the issues and find a common solution which will guide all of us towards achieving a desirable outcome. We have had the privilege to work with the talented Brian Bwembya A.K.A B ‘Flow who we know beyond any shadow of doubt is a well meaning Zambian who in all his exploits is constantly looking to help others, therefore, we are confident that once dialogue takes place, objectives that will impact the nation positively will be attained.

State House is giving in to a Chinese over Vic Falls site – chief Mukuni

APART from demolishing houses, the government also intends to erase a church, bus station and a market at the Victoria Falls after offering the land to a Chinese firm, says chief Mukuni.

He said Sacred Heart Catholic Church in Palm Grove area was on Zesco’s Victoria Falls Power Station land.

In January 2017, chief Mukuni, whose chiefdom cuts across Livingstone, Kazungula and Zimba, fought off attempts by State House to offer the curio market at the Victoria Falls to a named Chinese who sought to erect a Spin-Sational Ferris Wheel.

The government using Zesco in an eviction notice dated April 29, 2020 to about 22 employees, says the houses are in the Musi-oa-Tunya National Park.

“NOTICE OF EVICTION: Kindly be informed that the area housing the house you reside in is a national park, namely the Musi-oa-Tunya National Park not suitable for human habitation in terms of the Zambia Wildlife Act Number 14 of 2015. We are therefore giving you three months notice to vacate the house at hand with effect from 7 May 2020,” stated the letter signed by Zesco director of legal services McRobby Chiwela and copied to the utility’s managing director Victor Mundende.

Chiwela said the lease agreement allowing tenants to occupy the houses had also expired, adding that the three months notice was just a “humanitarian gesture”.

The letter was also copied to the director power generation, director human resources and the two labour movements, namely POGAWUZ and MESAWU.

But a wildlife department senior officer who spoke on condition of anonymity said there has never been any concern raised by the department over the housing units at the power station.

However, Mukuni said the government was under pressure from a Chinese national who intends to put up tourism related development around the Victoria Falls World Heritage Site.

“I saw the eviction notice and later discovered that a church and a bus station are also to be demolished. If this act to demolish Sacred Heart Catholic Church is not demonic, then what is? The whole programme is a government plan and Zesco is being used as a smokescreen because no one can say no to what State House says. They are giving in to a Chinese, disregarding Zambians. We have a market and a bus station in the area and these are so to be demolished…I wonder what UNESCO will do to us if they find out that the Victoria Falls is yet again under threat,” he said. “UNESCO can deregister the site from the World Heritage list and this can cause some huge diplomatic problems between us and Zimbabwe.”

Mukuni added that Livingstone had a lot of land for development which could be given to the Chinese.

He said such pieces of land exist in the Musi-oa-Tunya National Park.

“The other thing is that government through Zesco did stop a Hungarian national from setting up a balloon project for aerial viewing of the falls and the man now intends to take legal action against Zesco,” said Mukuni.

SOUTHERN Africa Network against Corruption director Gregory Chifire says the statement that PF will not cede power easily should be taken seriously.

“Zambians rise up. It’s not time to play humble and be docile. Yes, we are a Christian nation. But when a thief enters your house in the night, you don’t just kneel down to pray, you fight, you save your children. It’s time to fight with all what we have for the sake of our children. Do whatever you can do to save our country from this rogue regime. Pray and fast, but also act, for prayer without accompanying works means nothing,” Chifire said.
“And you the opposition political parties don’t just shout slogans. Go and meet with the people in the compounds and villages. Don’t just depend on Facebook support. Go everywhere, organise, be serious, don’t be lazy, don’t be cowards. The enemy is many steps ahead. Catch up with him and overtake him.”

Reacting to Southern Province PF chairman Lawrence Evans’ statement that the ruling PF will not hand over power just like, Chifire said PF were prepared to shed blood to remain in power.

“Take Lawrence Evans statement seriously because that’s the official position of the PF. They will not easily concede defeat. They are prepared to shed blood in order to remain in power because to them Zambia is all about them and them only,” he said.

Chifire, who is in exile, said President Edgar Lungu and his PF did not mean well for Zambia.

He said the PF were not prepared to lose political power because they know that they “are candidates for Chimbokaila prison for they have stolen and due to the many crimes they have committed”.

“They know that all thieves and criminals belong to jail, and that gives them sleepless nights,” he said.

Chifire said President Lungu was prepared to plunge the country into bloodshed to save his skin.

“Just look at those PF cadres who roam the streets in military wear, look at those cadres brandishing guns in public, look at those cadres harassing innocent citizens in markets and bus stations, do those have any semblance to a civil political formation? Certainly not. Those are criminals sponsored by Lungu himself,” Chifire said.

He recalled that not long ago, PF sent party cadres for ‘military’ training in Sudan.

Chifire said those cadres had now recruited and trained their fellow goons.

“What a shame. Imagine a party publicly admitting that it won’t easily give up power, even if they lost. What other description can one give such a party apart from calling it a terrorist movement? It is an organisation that is ready to cause harm to the citizens whose interests it is claiming to be protecting. It is ready to unleash Sudanese trained terrorists. I pity my brother Eddie [President Lungu]. Brother Eddie is living in denial,” Chifire said. “He needs serious counseling because the very thought of losing power and eventually going to jail causes him heart attack. The man does not sleep in the night. That is why he is ever on Jameson. Please pastors around brother Eddie, please, please, counsel him. He is a potential danger not only to himself but to all of us. Advise him to build more prison cells and make the current ones conducive for human habitation because he will spend a long time there.”

He urged Zambians not to sleep and give the PF a chance.

Chifire said the PF were like termites that have invaded a log.

“They will not sleep either in the day or in the night until they finish the log. Just look at how much they are stealing, mukula (rosewood), copper, animals, forests, and now it is gold. Don’t allow them to finish Zambia,” he said.

Chifire said another five years with the PF would be extreme disaster as the country would be worse than Lebanon and Syria combined.

It’s delusional for PF to think Zambians will re-elect them – Andyford Banda

PEOPLE’S Alliance for Change (PAC) president Andyford Banda says governance under the ruling Patriotic Front has gone to the dogs to the extent that Zambians will not consider re-electing them next year.

On Wednesday, Defence Minister Davies Chama said he was confident that despite the numerous challenges Zambia was going through, voters would still re-elect the PF.

But commenting on Chama’s remarks, Banda argued that the ruling party was delusional to think voters would still consider giving them a vote.

“I think the Minister of Defence and all his entire bunch are delusional! They are not living in Zambia. I think they are living on another planet. They are not in touch with reality and they don’t understand democracy, that is the reason why they think that no matter how bad things are, it is okay for them to seek a vote despite the fact that people are suffering; despite the fact that from the time they took over government up to-date, things have got worse. We are deep in debt; we have a lot of unemployment; businesses are closing; the kwacha has depreciated and fuel prices have gone up. Yes, every country has got challenges; we had challenges during UNIP, but when a new government came in 1991, they brought in reforms that improved the economy of this country; the transport sector was improved, the economy was liberalized, they brought in democracy,” Banda said.

“So, you cannot justify your stay in office because they were problems then. And also, we benchmark you based on how you found it and how things are today. When they were campaigning prior to 2011, they said, ‘things were bad’ so meaning that they were going to improve things when they form government. They found the exchange rate at about K5.60 (per dollar) so what they were saying is that, ‘we can actually bring the exchange rate to K4 or K3.50 (per dollar). They found the prices (of fuel) at K7 per litre…they were saying, ‘we can actually bring the fuel prices to K5,’ and they found mealie meal prices at K40, they were saying, ‘the prices will be lower.’ But what has happened is the opposite; everything has over-doubled! They failed to deliver on the promises they gave to the people.”

And Banda lamented that governance under the PF had gone to dogs.

“Even our democracy is almost non-existent. We have seen what has happened with artists like Brian Bwembya, alias B-Flow, and others who have been voicing out about the things that are happening in this country, being told to apologize? What a joke! Governance under the PF has gone to the dogs! So shameless! Saying that people will vote for them? They are insulting the intelligence of the people of Zambia. That no matter how many times they mess us up, we will vote for them; that we are stupid and this is what Davies Chama is trying to insinuate,” said Banda.

“In any case, the idea of democracy is that when a group of citizens fail to deliver, there is need to elect another set of citizens to try and change things. The honourable thing for the PF to do is to say that, ‘we are not seeking for re-election next year, we are going to resign because we want to give a chance to another group of people to see if they can improve the people’s lives.’ But because of greed, selfishness and lack of vision, people just want power.”

Our democracy is under siege from agents of crookedness – GEARS

WE shall stand to protect, defend and promote democracy and its values from being manipulated in our institutions of governance, says MacDonald Chipenzi.

The Governance Elections, Advocacy, Research Services Initiative Zambia executive director said he found it extremely disgusting the manipulative manner in which the “devil behind Bill 10” wants to unleash his/her diabolical schemes to gag members of the former Select Committee on the review of the Constitution led by Raphael Nakacinda to vote for the “obnoxious bill”.

He said the desperate efforts to frustrate freedom of choice and expression among the former members of the committee can be visibly seen in manoeuvres to generate the purported standing orders to threaten the MPs.

“It is a known fact that once the Ad hoc Committee has presented its report to the House, the members of that Committee ceases to be members and their collective decision at the Committee level can be independently debated when the report is before the full House. This is the status of Raphael Nakacinda select committee. It was an adhoc one,” he said.

Chipenzi said the standing orders being crafted for the sake of passing Bill 10 were draconian in nature and against the spirit and letter of the Constitution vis-a-vis freedom of expression and opinion.

“We know those behind such evil schemes want to instill fear in some gullible MPs who were part of the Raphael Nakacinda-led ad hoc select commttee so that they vote with the pro-Bill 10 MPs after realising that the ruling party and government have failed to get the necessary numbers to pass Bill 10. Bill 10 remains rejected both in and outside parliament and any move to force it on throats of the citizens should be met with an equal force of equal proportion,” he said. “This desperate move by the PF will not work and is bound to fail and fail lamentably. The question is why this desperation to pass Bill 10 using all manipulative tactics when majority people and stakeholders have rejected it? Why has Bill 10 become a do-or-die activity for the ruling party and government? What beauty is behind this Bill 10 which the ordinary minds can’t see?”

Chipenzi urged members of parliament opposed to the passage of Bill 10 to remain steadfast, claim their freedom of choice, opinion and expression, challenge the devil in those purported standing orders that want to gag them and vote out Bill 10.

He said there is no law anywhere in any parliament in the world that stopped MPs from staging walkouts in protest against anything not to their liking.

Chipenzi said parliaments in Zimbabwe and South Africa have allowed their MPs to walk out when dissatisfied with a motion and that those walkouts have never been outlawed.

He said walk-outs were a form of protest and expression, opinion and formed part of the democratic dispensation.

“Why should Zambia start coming up with anti-freedom of expression, opinion and choice laws or standing orders in a constitutional democratic country like Zambia just to pass Bill 10? As advocates of good governance and democracy, we shall not remain silent when democracy is being raped, manipulated and harassed by selfish and fearful tin dictators. We shall stand to protect, defend and promote democracy and its values at all cost from being manipulated in our institutions of governance. To this end, we condemn strongly those standing orders being drafted ahead of a crucial vote on Bill 10 and call on ant-bill 10 MPs to reject them,” said Chipenzi. “We know the sponsors of those standing orders want to use the arrogance of numbers to adopt those standing orders in the main House since they have such numbers as only majority vote is needed to ratify the Orders but those targeted MPs must defy them in the interest of democracy and good legislative process and see what the Speaker or the sponsors will do to them. Let us all stand up and defend our democracy. It is under siege and attack from agents of bad governance and crookedness.”

PF PUSH FOR BILL 10 RESUMES

 

With Parliament expected to reconvene on June 9th the controversial debate around Bill No. 10 has resurfaced.

Opponents, from the UPND and the NDC, to the Law Association of Zambia (LAZ), ActionAid and Linda Kasonde’s Chapter One, are objecting to the Bill on the basis that it strengthens the existing powers of the executive and President to the detriment of Zambia’s democracy.

Among the most contentious and concerning provisions in the Bill are the re-introduction of deputy ministers, the permitting of ministers to stay in office during elections and scope for interference in the appointment of judges. All of which opposition and civil society claim are designed not to benefit the citizenry, but to strengthen the PF’s grip on power ahead of elections next year.

The Bill also contains some worrisome provisions relating to Government’s economic and financial management, giving the President the power to contract debt without requiring parliamentary approval. This has served as another red flag ahead of elections.

“If Bill 10 becomes law, there is a great danger that our democracy will be weakened, our separation of powers will be weakened, and then, there will be Executive powers that will be enhanced, which will cause an imbalance in the way the governance system is supposed to be,” LAZ President Eddie Mwitwa has stated.

The divisive Bill No. 10 of 2019 has been championed by Government as a necessary measure to address lacunas in the existing Constitution, but has been virulently opposed by several opposition parties and civil society organisations.

Alliance for Community Action (ACA) Executive Director Laura Miti has also attacked the manner in which the Government has pursued the Bill.

Commenting on social media Miti wrote, “I have asked before & ask again – why does the EL (Edgar Lungu) administration so desperately want #Bill10 to pass?”

“They have bullied, persuaded, lied, begged. Nothing else has ever seen such attention, not even an economy falling apart. Is this for the Zambian? For you & me. #SayNoToBill10,” she concluded.

When the Bill came before Parliament last year further deliberation was eventually deferred. The official reason for the deferral given by Government was that there was insufficient time to debate the Bill in the last sitting and the need to prioritise the Budget Act, although it seemed likely that the Government was also scrambling to secure the necessary votes it needed to pass the controversial document. As an amendment to the existing Constitution the Bill requires a two-thirds majority to pass, equivalent to 111 of the 167 MPs. The PF has just 80 elected members, with eight nominated MPs.

The Constitutional Court has already thrown out one petition challenging the Bill from LAZ and Chapter One on the basis that the Court’s jurisdiction relates to Acts of Parliament, rather than proposed laws in the form of bills. As such, further more substantive legal challenges can be expected should Bill No. 10 come to pass.

Rupiah, PF should allow Mumba to run MMD

FROM the time Dr Nevers Mumba took over leadership of the former ruling party, the Movement for Multi-party Democracy (MMD), he has never enjoyed his tenure.

His leadership is dogged by court cases and many schemes by the former leader of the MMD and former Republican president, Rupiah Bwenzani Banda. Dr Mumba has been firefighting in his quest to remain at the helm of the party. He has also unjustifiably tasted prison after being accused of trespassing on a public institution, the Zambia National Broadcasting Corporation.

Many readers may recall that prior to the 2016 general election, Mr Banda, Mr Felix Mutati and others teamed up against Dr Mumba. On 20th May, 2016, they held a convention for the MMD without the blessings of the party’s National Executive Committee Central Committee, let alone the leader, Dr Mumba. That illegal convention saw Mr Mutati emerge as the new leader of the MMD and Mr Raphael Nakachinda became national secretary of the Mutati faction. Mr Banda celebrated the election of Mr Mutati and swiftly organised for an alliance with the PF. Dr Mumbu was perplexed but ran to the courts of law.

Due to the confusion caused by Mr Banda and Mr Mutati’s team, Dr Mumba did not contest the 2016 presidential election. Instead, he backed the UPND leader, Hakainde Hichilema (HH). The court, however, in November 2019 declared the convention that elected Mr Mutati as leader of the MMD illegal. The court further pronounced Dr Mumba as the legitimate leader of the MMD. Certainly, the court ruling was difficult for Mr Mutati’s team to stomach considering that their shaky alliance with the PF was based on them being MMD members. People like Mr Nakachinda even wanted to petition the court ruling so that the fight for MMD could rage on.

After Dr Mumba was declared legitimate leader of the MMD, many Zambians including the author of this article thought the MMD would settle down and begin to mobilise in readiness for the 2021 general elections. Alas, the MMD and Dr Mumba were confronted with another battle.

Last month, Mr Banda was reported to have asked the MMD leadership to return to his custody over 300 vehicles that he claimed he had placed at the service of the party during the 2011 general election campaigns. The New Hope MMD national secretary, Elizabeth Chitika-Molobeka, appeared in several media outlets confirming that Mr Banda, through his administrative secretary Chibeza Mfune, had indeed requested the party to hand over all the vehicles that were bought during his tenure.

She further complained that the former leader had also asked the Inspector General of Police, Mr Kakoma Kanganja not to allow Dr Mumba’s team retrieve those MMD vehicles from people who were no longer members without Mr Banda’s approval.

The first question that comes to my mind is, did Mr Banda buy the 300 motor vehicles using his personal resources for him to claim them back? If so, where did he get so much money from for him to buy 300 brand new vehicles for the 2011 election campaigns? This explains why it became the most expensive election campaign in our history, which he also lost to Mr Michael Sata.

I thought that vehicles bought corruptly or cleanly for the MMD during Mr Banda’s tenure belonged to the MMD as a party; he certainly cannot claim to be the sole owner. It is ridiculous for Mr Banda to claim ownership of the vehicles. It is like a chief executive officer who buys vehicles for the company whilst serving in that position, and when he leaves the institution, he wants to collect everything bought under his tenure. That cannot happen because the vehicles are properties of that company.

In the same vein, the vehicles bought for the MMD under Mr Banda’s tenure remain MMD vehicles and Dr Mumba’s team should retrieve all of them from wherever they are being illegally kept. All the people holding on to the MMD vehicles should surrender them without hesitation to the new MMD leaders.

I have observed that Mr Banda is playing politics on the issue of vehicles. He can claim to have retired from active politics but he is still deep rooted in it. He is being used by the PF and other selfish people to ensure that Dr Mumba has no time and means to mobilise his party. This is another strategy to cripple Dr Mumba’s ability to meaningfully mobilise the party in readiness for 2021. The PF and their partners such as Mr Banda himself know that allowing Dr Mumba to mobilise freely may cost them some votes in next year’s elections. Therefore, it is in PF and Mr Banda’s interest that the New Hope MMD is further disorganised or incapacitated. To them, the perfect way to implement such as devilish strategy is not to allow Dr Mumba’s team have custody of the MMD assets which include vehicles.

It is shameful for the former president to continue fighting Dr Mumba despite the courts of law pronouncing him the legitimate leader of the MMD. Mr Banda and the PF should come to terms that for now the MMD has its leader in the name of Dr Mumba. The police also should not be seen to be helping demolish the MMD by preventing the legitimate members of the party from retrieving vehicles from people such as Mr Nakachinda who are no longer MMD members. Instead, police should promote law and order, not anarchy. Please Mr Banda and your allies, allow Dr Mumba to mobilise his New Hope MMD for the 2021 polls.

Lubinda’s decision to pay retirees directly is legally wrong – M Associates

M ASSOCIATES says justice minister Given Lubinda’s disregard for a consent order over retirees’ benefits is unconstitutional and contemptuous.

Addressing the media yesterday, Lubinda announced that the government would start paying retirees on Monday through their legal representatives.

However, Lubinda said those under Nasando Isikando, funds would be disbursed directly to the claimants.

In a letter dated 4th June 2020, ‘DECISION TO PAY RETIREES BENEFITS DIRECTLY TO LITIGANTS: SIMEMEZA SIACHOKE ET AL v ATTORNEY GENERAL: 2002/HP/1055’, M Associates stated that Lubinda’s decision “sends a wrong message to the public as to government’s regard and respect of our courts and the doctrine of separation of powers for that matter”.

“We attended a meeting that you chaired yesterday, 3rd June, 2020 where you decided that you will instead pay the retirees directly as opposed to the dictates of the Consent Order signed by Hon. Justice S.K. Newa same dated 29th May 2020,” M Associates stated. “The decision may be politically motivated and sound but legally wrong for reasons that it will manifest a flagrant disrespect and disregard of Orders issued by a Court or Judge of competent jurisdiction. The decision, coming as it does from the Minister of Justice is in, and of itself, unconstitutional, contemptuous and sends a wrong message to the public as to governments’ regard and respect of our Courts and the doctrine of separation of powers for that matter. Needless to mention that an Order signed by Courts of Competent jurisdiction must be, and should be seen, to be obeyed and respected by all without exception even if one does not agree with the same.”

M Associates stated that the court system in Zambia, as in other Commonwealth jurisdictions, has inbuilt mechanisms by which an aggrieved person may challenge the order of court.

“But until the same is set aside or varied, it is law unto itself and must be obeyed by all. It is on the premise of the foregoing that we respectfully urge you to reconsider your impugned decision and direct the Permanent Secretary (LD) to follow the dictate of the Order of Court of 29th May, 2020 aforesaid to the letter,” the letter reads. “We further advise against the planned press briefing where you intend to announce the impugned decision to the public. It will be highly unfortunate if we shall be constrained to parade the Honourable Minister of Justice before the Honourable Madam Justice S.K. Newa for Committal Proceedings if this our advice is not heeded to. For ease of reference, we attach hereto the said Order signed by Honourable Justice S.K. Newa same dated 29th May, 2020 and a letter of service authored by our colleagues in relation to the same.”

Voluntary Separatees Association of Zambia entered into an agreement with the State and the Public Pensions Fund Board that they release the outstanding judgment debt due and payable to the 3,523 retirees.

The consent order dated May 29 entered by the parties and signed by judge Sharon Newa is for disbursement of outstanding judgment debt by the judgement debtors.

This in a matter where Lusaka awyer Robson Malipenga’s law firm Messrs Robson Malipenga and Company was accused of misappropriating funds meant to pay over 3,500 retires which was paid into the lawyer’s client account by the Ministry of Justice as their retirement package.

VSA national chairperson Simemeza had on behalf of 3, 523 others sued the Attorney General and Public Pensions Fund Board demanding K104,041,778.91 which Malipenga’s law firm received on their behalf.

“By consent of the parties through their respective advocates it is hereby ordered that the state and the Public Pensions Fund Board shall release the outstanding judgement debt due and payable to the 3,523 retirees (judgement creditors) as follows:

That of the 3,523 aforesaid, 2,288 of those shall receive their share of the judgement debt through Messrs Robson Malipenga and Company. That of the 3,523 aforesaid, 950 of those shall receive their share of the judgement debt through Messrs M Associates,” read the order Justice Newa directed that out of the 3,523 retirees, 285 shall receive their share of the judgement debt through Messrs PnP Advocates.

She said the litigants who were desirous to move to another lawyer, if any, shall trace their names to the advocates in the said order and give instructions of withdrawal subject to the settlement of costs.

Meanwhile, Lubinda said the government would start paying retirees next Monday.

“I wish to announce that the Ministry of Justice has agreed with the representatives of which settlement agreements have since been signed. My colleagues from the Ministry of Finance have confirmed that disbursements will begin starting Monday the 8th of June 2020,” Lubinda said. “I wish to advise that the total debt owing to the verified number of 12,458 retirees is approximately 508,153,591.38 from all the cases involving the retirees. The approximate amount of the savings from the negotiation process is K54,959,952.75. The balance that will remain outstanding to be paid to the retirees after the initial payment of K308,908,933.96. I am pleased to say the verification exercise has resulted in government making servings from the negotiated settlements which have also helped government commit more funds to other retiree cases that were targeted by this exercise.”

Lubinda said the government would proceed to invoke a process distributing funds to over 3,000 retirees directly to their accounts. He said this comes after the government and the representatives failed to reach an agreement over names on the list.

“I however, regret that in one of the cases Nasando Isikando, the representatives could not agree on the actual number of claimants they represent. As earlier stated, the verification exercise demonstrated that they had been duplicated in almost every schedule submitted by the representive legal representatives,” said Lubinda. “It is therefore with heavy heart that government will now proceed to invoke a process of disbursing these funds directly to the claimants. I therefore invite the claimants under this group to begin submitting their names accompanied with supportive documents like National Registration Card numbers. I also implore the representatives to cooperate with my ministry to urgently address the interests of the people affected in this case.”

Barotse Royal Establiment has summoned all Members of Parliament from Western Province to the Kuta ( Palace) to warn and advise them to reject Constitution Amendment Bill No. 10.

And BRE has also summoned Justice Minister Given Lubinda to attend the meeting with UPND MPs tommorow 09:00hrs for Bill No. 10 Constitutional Amendment which BRE feels it is evil document that is targeting the Litungaship and further colonise Barotseland.

The Ngambela has made a royal call this week and the MPs are expected to have the meeting with the entire royal Court (Kuta) tommorow Saturday before Parliament resumes sitting.

The impeccable sources from BRE disclosed to Barotseland Watchdog that BRE will ask each MP to make their positions on the Constitution Amendment Bill No. 10 and question Justice Minister Given Lubinda why is pushing for decorian piece of legisture.

Sources further said that during the planned meeting BRE is geared to warn and caution all MPs and Justice Minister Given to withdraw to stop supporting Bill No. 10 and advocate withdrawing it from Parliament.

“The issue is hot and the is silent war in between Government of Zambia and BRE institution. BRE have summoned all MPs from Western Province and Justice Minister Given Lubinda will be there. It is hot as BRE has known that Zambia wants to further kill and delete Barotseland on the Map. Bill No. 10 will reduce the powers of the Litunga and President will have powers to create confusion in Barotseland. Any MPs who will support this Bill No. 10 will be considered enemy number one of the people of Barotseland.” BRE Senior Induna reacted.

Meanwhile BWD is not aware whether Prof. Geoffrey Lungwangwa and Senanga MP will come to the meeting or follow royal instructions to reject Bill No. 19.

Traditionally, if the Litunga or BRE makes a royal call on you at the Kuta , no refusing to go there. If you refuse to go to the Kuta that is an insult to the office of the Litunga and you will be placed with a serious charge.

If the Bill 10 will pass through in Parliament this means Geoffrey Lungwangwa and MPs in Barotseland will be disciplined by BRE.

We are also told that Justice Given Lubinda will try all his best to convince BRE today to support Bill No. 10 before tommorow ‘ s meeting with some Opposition MPs from Western Province.

If this Bill 10 will pass through then BRE and the Litunga ‘ w powers will be reduced to nothing.

Maiko Zulu: Who Is Protecting The Interest Of Artistes In This Madness?

WHO IS PROTECTING THE INTEREST OF ARTISTES IN THIS MADNESS?

It’s been days of threats, madness, apology demands, comic apologies and genuine shows of solidarity for somevartistes who have spoken out about a number of evils being perpetrated by selfish individuals who have been given the opportunity to run the affairs of the country.

What is interesting about this is that it’s no longer just Pilato and Maiko who are speaking for Zambia but a whole battalions of artistes who have taken it upon themselves to be the voices of the voiceless. The awakening of Zambian artistes is by far the best thing to have happened in recent history of the industry.

A few questions however have been lingering on my mind. While literally the while sane side of the nation has been showing solidarity to the artistes who are being intimidated by the powers that be, arts associations like the Zambia Association of Musicians to which B’Flow and other musicians belong, and indeed the umbrella body the arts National Arts Council seem to be silent on the matter for some reason. What would be interesting at this time would be for artistes to know what the position of their representative bodies is on the issue of artistes being threatened by government officials. Are these bodies for or against the actions by the people involved in this whole saga? How protecting of artistes are these bodies?

NAC’s very existence depends in the existence of artistes whether affiliated or not and it it in such times that leadership has to be seen. Every NAC employee is enjoying their benefits and drawing a salary in the name of artistes and it is just fair for artistes to question them especially in times when huge stones are being thrown at artises.

While we await to hear what NAC and ZAM have to say or do about this, I wish to urge artistes to continue being relevant to the country by providing checks and balances. If people threaten you, you have every right to fight back. Now is no time to turn back if you love Zambia. Soon we will find out who the real patriots are and who the enemies of progress are.

Zambia is for all of us.

ZAMBIAN Rapper and Music producer Mark Mulaza Kaira popularly known as Macky 2 has called on young people to speak up and participate in politics.

Macky 2 says PF party was founded on the principles of offering checks and balances to the government of the day.

Mr Kaira who expressed solidarity with B~Flow urged every young people to take advantage of the freedom of speech at their disposal to speak out and assured them of his support provided they spoke the accurate information devoid of insults.

He says President Lungu would never take offense if criticized because PF is a party built on the principle of self criticism.

And its fan because Michael Chilufya Sata who founded the PF party which governing the country right now is someone that I religiously looked up to, someone who inspired me in so many ways at some point I used to call myself, Michael Chilufya junior because I adored him, he was like a mentor to me you know that sort of thing.

The whole party “PF” was founded on those principals on that guy being able to question everything that the then government was doing.

And that guy was known for being such a great opposition leader who provided checks and balances on government

There is a significant paradigm shift in the way that many Zambians are thinking today. In fact, the recent developments involving the discovery of gold in Mwinilunga has amplified and exposed this drastic change in the way our people are beginning to see things.

The on-going and contentious debates surrounding the ownership of this gold, either to be owned by the Zambian people or the Sudanese cannot be ignored by anyone. First of all, let me commend all the non-governmental organisations, individuals and ordinary citizens who have taken a keen interest in this matter by coming together to speak with one voice in opposition to the government’s misplaced proposal on this gold ownership. Now, before some disgruntled fellows think that we are anti-foreign investment, let us be clear that generally we are a people who still think that foreign investment is vital and it should be encouraged, but it must be sought after wisely. But at the same time, we know that Zambia is in much need of changing its mindset and redirect our conversations from focusing so much on outside investment to local direct investment. Thus, the discussions surrounding this issue of gold ownership is a good example of what the people of Zambia want and deserve. This government knows that there are citizens of this country who have the expertise in mining, whom they can engage to make sure that our country gets the most out of this discovered gold. For example, Dr Sixtus Mulenga of Kalulushi would be a great fit to engage over this issue. Unfortunately, our incompetent government has opted for some Sudanese company to take up shares in this venture at the expense of empowering its own people.

In response to this pathetic move by the PF government concerning the Mwinilunga gold rush, the public has spoken with a united voice against the Sudanese company who are in the country as investors. As much as I appreciate this retaliation from the Zambian people who are pushing back on these useless attempts by the government, and ZCCM-IH to give away such a precious mineral resource, I wish to remind my fellow countrymen and women to also take interest and initiate a process that will address a similar situation regarding Emerald mines in Lufwanyama district and other districts on the Copperbelt Province. Any well-informed Zambia who is or has lived on the Copperbelt Province knows for a fact that we have over 100 Emerald mines on this province alone. However, most of these mines, if not all, are in the hands of foreigners, including but not limited to Senegalese and Israelis. I think that it is appropriate for us to remind ourselves and those among us who happen to have a short memory, that we once had a vice-president of Zambia who was very vocal about the corruption that he alleged was going on at these Emerald mines on the Copperbelt. It was Dr Nevers Mumba, who pledged to clean up the emerald mining sector, and personally visited Kagem Emerald Mine and other emerald mining companies in the area. After that visit, we never heard a word from the then vice-president concerning his earlier allegations in the emerald mining sector, which only makes one wonder what led to the sudden silence. Also, in 2008 during the presidential by-election which was precipitated by the death of President Mwanawasa, the then opposition leader, Mr Sata, alluded to the fact that Zambia was endowed with so much mineral wealth including, emeralds and other gemstones. In that television interview, Mr Sata compared Zambia’s poverty in a country that has so many precious stones, with Bostwana, a country so well off but only has diamonds. If I am not mistaken, Mr Sata even suggested that the problem with the emerald mines on the Copperbelt was that they were all in foreign hands, thereby not able to fully benefit Zambians. The irony though is that regardless of what our leaders have said about the problem of emerald mines on the Copperbelt, none of them has come through on any of their pronouncements, not even Mr Sata as President of Zambia. Therefore, I am convinced that if anything is to be done about this profitable enterprise of emerald mining, the ordinary people of Zambia have to show outrage, just as they have done so concerning the case of gold mining in Mwinilunga.

To say that Zambians have now woken up from slumber is an understatement, because we are not afraid of the government or anyone who seeks to take advantage of us. Our people will not accept or entertain outsourcing gold processing in a joint venture with a foreign company, knowing too well that we have other mineral resources in this country that are being exploited by foreigners. As we fight for Zambians to own the gold mining, let us not forget about the precious stones on the Copperbelt and other parts of the country, because now is the time for us to make right the wrongs and deeds of the previous generations. This government should learn that all major economies in the world have fully developed by and largely due to local or domestic direct investment, with foreign investment only playing a supplementary role. If you look at the United State of America, the government gives heavy subsidies to small and local business as well as giving bailout money to huge corporations in times of difficulty. These businesses are owned by local people, and some of these huge corporations that have been bailed out with taxpayer’s money are owned by Americans. Even the case of the People’s Republic of China which happens to be a close friend and ally of the Patriotic Front (PF) government, the communist party of China has its overreaching hand in almost, if not all, Chinese businesses at home and abroad, thus supporting local direct investment on a broader scale. If you support local businesses and encourage domestic investment, the people who run these enterprises will know that this is their home and they are here to stay. Hence, you create a situation for fast growth, steady and permanent economic growth. Unlike if you concentrate your efforts on solely supporting foreign investment, those who come in the country for merely profit making may not have the interest at heart and foresight as the locals, because after they have accumulated wealth and made their profit share, they have no obligation to stay in the country no more.

PF A GROUP OF TERRORISTS…using violence to perpetuate their stay in power – Chisala

PF IS acting like a terrorism society that wants to use violence to perpetuate its stay in power, says All Nations Church Overseer Bishop Timothy Chisala.

Bishop Chisala has questioned the silence of Patriotic Front government over the gassing incidents the country experienced early this year.

Addressing members of parliament in February, Vice-President Wina said the government had deployed soldiers to suppress a wave of attacks on civilians by gangs using an unidentified gas to immobilise their victims.

“We cannot continue to see people being terrorised,” said Vice-President Wina. “These are terrorists’ crimes that the State must respond to in a manner that befits terrorists’ crimes. They are meant to make the country ungovernable and we will find the culprits.”

On Sunday, Zambia Conference of Catholic Bishops president Bishop George Lungu asked Zambians to demand the truth about the gassing which terrified the nation early this year.

Bishop Lungu said people should demand the truth about the origins of the gassing incidents.

He said people should not fear but ask relevant questions about those terrifying experiences.

“Fear to demand the truth about the gassing rampage that tormented our people. You remember, it’s not long ago, basi zii (it’s quiet), as if nothing happened. Who cares? But sometimes it’s fear to challenge the situation. What happened? Who was behind it?” asked Bishop Lungu. “We want to know. Otherwise, it is going to repeat itself. You can imagine an evil scheme that turned peace-loving Zambians into mob killers; dragging people into the streets, stone them, kill them, burn them. Suddenly, what has happened?”

Adding his voice on the matter, Bishop Chisala said the PF government should stop using deceptive means to remain in power.

“As citizens we deserve answers from the government. We have had a lot of issues in our country that require answers from the government. We are not a mafia state,” he said. “You can’t be lying to the people all the time. The use of deceptive means to remain in power is evil. What happened to the gassing incidents? Who was behind this? How far are the cases that were before court gone? That is why we say PF is a group of terrorists. PF is acting like a terrorism society that wants to use violence to perpetuate their stay in power.”

Bishop Chisala said Zambians need answers over the gassing incidents.

“I vividly remember Her Honour the Republican Vice-President madam (Inonge) Wina saying that these gassings were an act of terrorism. She said this on the floor of the House, in Parliament. So was Madam Wina telling lies in Parliament? Don’t fool the people. We know what started this campaign, it’s just a way of dividing attention in the nation,” he said.

Bishop Chisala said the people have not forgotten about the City Market fires.

“We still remember the City Market fires. Who was behind that? Even now we don’t have answers. It is clear that this is also a calculated move by the PF administration. So these plans will not work out. We know the desperation of the PF. Instead of focusing energy to key issues affecting the people, the PF are on double dealings,” he said.

Bishop Chisala said the government cannot afford to remain mute on key national issues.

“This story of gassing will not just end. We will still demand answers from the government. They know who is behind and they should tell us. As citizens we will hold the PF administration accountable. They are the ones behind the gassings,” he said.

Bishop Chisala said Vice-President Wina should be above board and speak the truth.

“To the Vice-President, we want to encourage her to always speak the truth. Lies have short legs and she is now caught in her own lies. Madam Vice-President, we know you can do better,” said Bishop Chisala.

CHAGWA IS COMPLICIT IN THEFT, ILLEGALITY, SAYS SICHINGA

Edgar Lungu is complicit in the corruption, break down of law and maladministration currently going on in Zambia, says former commerce minister Bob Sichinga

And Sichinga said Lusaka Province minister Bowman Lusambo is a reflection of President Lungu himself as he is the one who appointed him and had condoned his conduct.

Speaking with Daily Revelation, Sichinga said President Lungu must take responsibility for Lusambo’s conduct, including some of his over-the-top conduct and threats against people’s democratic freedoms. He said the President was complicit in his ministers wrongdoing, including failing to do anything about corruption, even when he had publicly made it clear that there was corruption in his government.

“Yes the office of the President is a respected office. However, the way people regard it will also depend on the conduct or behavior of the incumbent. So if you have a minister or a district commissioner or a provincial minister in whatever capacity they are behaving, including civil servants for that matter,” Sichinga said. “If they are behaving outside the constitution it simply reflects on the appointer, the President himself and that’s why I made a statement that since this particular occupant of office is a lawyer he will counsel his ministers accordingly. Ministers don’t operate outside the Constitution not even the President.”

Sichinga said there was nowhere in the Constitution where it said that people could not speak on national matters in the same manner the artists Lusambo was threatening were raising issues to do with the proper running of the mining in the country.

“It is a respected office but it does not say people cannot talk to issues if the incumbent himself as I have already said to you is not respecting that particular responsibility. How can anybody else respect it? That’s why I said the conduct of the incumbent, occupant of that particular office matters because people look at him as the embodiment of that government,” Sichinga said.

Sichinga said it was President Lungu’s responsibility to run his office in a respectable manner, and all those operating under him in his government.

“If he does not do that then he is being complicit. In other words according to my information and what I have heard is that he is now advising those people he was appointing and saying that I am aware that there is corruption in government. If he says he is aware it means that there is corruption in his government, (and) it means that he knows, because otherwise how do you make such a statement?” Sichinga said. “Then if he does nothing about it, then he is complicit okay whether he himself is involved in maladministration or dislocation, even if he is not involved the fact that he is condoning it makes him complicit in what is going on. Because it is that office which is supposed to honour and respect the laws of the country. So for me as far as am concerned he has said all these people are stealing…so if he knows that why is he not acting?”

Sichinga said the President was not superior to the other Zambians as portrayed by Lusambo, as all the citizens, including the President, were equal before the Constitution.

“And if we are expecting that everybody will observe the law, the President should observe the law too because he takes an oath of office,” said Sichinga, adding that failure to uphold the oath the President took to uphold constitution meant that he was complicit in wrongdoing. “He is complicit in theft, he’s complicit in illegality, he is complicit in the failure of this particular government. He has condoned it. He has not done what he is supposed to do in terms of complying with the Constitution according to the oath of office which he has taken.”

Landmark judgment in Chirwa, ZR case raises legitimate concerns, says Mumba

MMD president Nevers Mumba says the court ruling in the case of Professor Clive Chirwa and Zambia Railways is landmark and confirms that late president Michael Sata did not follow the laid down procedure in terminating his contract.

Mumba, a former Republican vice-president, said the judgment sets a precedent which could salvage the nation from continued abuse of taxpayers’ money by those who hold political power.

He said the act by a sitting President was unconstitutional and has cost Zambia’s depleted treasury millions of Kwacha.

“I consider the Judgment given by Judge Chawatama in the case between Mr Clive Chirwa and Zambia Railways as a landmark ruling. The Judgment confirms that late President Sata did not follow the laid down procedure in terminating Professor Chirwa’s contract,” Mumba said.

He said as painful as the said judgment is to the taxpayer, it raises legitimate concerns that must be addressed.

Mumba wondered why the taxpayer should be paying for politically motivated actions of a sitting President?

He noted that it had become standard procedure for Presidents both in Zambia and most of Africa countries to use political office to fix opponents or those perceived to be connected to political opponents without any regard to constitutional provisions.

“This has been happening under almost all Presidents since independence. In most cases, once such vindictive behaviour has been demonstrated, the powers that be go further and manipulate and influence the fragile judiciary to rule in favour of a sitting President. In the case under discussion, with the former president having passed away, it gives us an opportunity to correct the wrongs that continue to deplete national resources,” Mumba, a clergyman, said.

He further said it was a known fact that under Sata, numerous political and vindictive decisions were made which have cost government millions of Kwacha.

He recalled that amongst many, there was a unilateral decision by Sata to cancel the Zamtel deal without following procedure.
Mumba lamented that with the misplaced decision to cancel the Zamtel deal, Zambia was asked to pay more than $382 million for abrogating contractual obligations.

He noted that the $382 million still remained unpaid.

He further said other politically motivated actions included the instant, wholesale retirement of all district commissioners and the recalling of almost all diplomatic heads of missions at the same time.

“I must mention that to recall one ambassador and prepare to send another is an expensive venture which must be done only when there is absolute need and funding. This is outside individual political decisions, including the decision to charge me with abuse of office while in Canada. This decision was made when it was announced that I would return to Zambia to contest the presidency of the MMD. Millions of Kwacha were spent by sending two sets of auditors to Canada and managing a seven-year long trial which continued long after president Sata had died, only to end up in an absolute discharge after it was confirmed that I neither handled nor mismanaged public funds,” Mumba said.

He added that there were many more cases which were initiated to fix or stop political opponents.

“The question that begs an answer is: why should the Zambian taxpayer carry the cost of these personal, politically motivated actions by a sitting President?” Mumba asked.

Further, Mumba said while the intention might be good and politically correct, it was vital that the Attorney General advises the Head of State of any ramifications of matters based on contractual agreements.

Mumba said he was now sitting on the edge concerning the steps that government had taken against Mopani Copper Mines, Konkola Copper Mines and in recent days, Copperbelt Energy Company.

He said if no due diligence had been done by government and if the decisions were knee jerk decisions, the taxpayer must start to prepare for more pay outs in legal costs.

“We, however, salute judge Chawatama for her courage in delivering such a monumental judgment which one hopes could change the quality of the office of president,” Mumba said.

Mumba suggested that Parliament deals with this anomaly by providing legislation, which compels the courts to demand that such fees and or costs are compensated from the personal estate of the President concerned.

He said to maintain the status quo would be to cheapen the dignity of the presidency and place an unnecessary burden on the shoulders of a taxpayer.

In the Prof Chirwa case, judge Chawatama awarded him damages for breach of contract of employment, full gratuity for the remaining period of his five-year contract, as well as any outstanding contractual benefits, interests on due amounts and costs for the action.

The judge said considering the special circumstances of the plaintiff’s case, the court awarded him compensation which is more than the common law award of nominal measures of damages./SM

GEARS Initiative Zambia says it finds the refusal by Magistrate David Simusamba to recuse himself from handling the matter involving National Democratic Congress (NDC) leader Chishimba Kambwili strange as he is an interested part.

Organisation executive director Macdonald Chipenzi has since asked the Chief Justice Ireen Mambilima to intervene in the case so that justice prevails.

Chipenzi has questioned the reasoning behind the refusal saying the relationship between the two is hostile and threatens the course of justice.

We found it extremely strange at the refusal by Magistrate David Simusamba to recuse himself from a case involving the National Democratic Congress (NDC) leader Chishimba Kambwili in which he is the presiding magistrate.

The failure by Mag. Simusamba to recuse himself, especially that the relationship between him and Hon. Kambwili has been hostile, threatens the cause of natural justice.

Hon Kambwili is not refusing to be tried or is he asking for his case to be squashed off the list or for linience or clemency but his plea is that an independent and impartial magistrate he has no issues with preside over his case.

To demonstrate this, Hon Kambwili has been appearing before other magistrates in his many other cases before the courts but has not, at any single day, demanded a recusal from any of the presiding magistrates in those cases.

It is for this reason that the issue of Mag. Simusamba and Hon Kambwili must be given the deserving attention from the head of the judiciary, the Chief Justice.

If justice is not done, it must be seen to be done. In this case, Hon Kambwili may doubt the outcome of this case if it proceeded in this dramatic way especially if it goes against him due to the shadow boxing between him and the presiding magistrate.

We also found it interesting how Mag. SIMUSIMBA refused to refer constitutional matters raised by hon Kambwili by granting an application to Hon. Kambwili to refer the matter to the High Court for determination of constitutional matters raised by the accused.

Mag. action and conduct is contrary to the provisions of Article 128 (2) of the republican Constitution which states: “…where a question relating to this Constitution arises in a court, the person presiding in that court shall refer the question to the Constitution Court”, end of quote.

We find it very unfair and a possible breach of the Constitution for Mag. Simusamba to refuse to refer the Constitution matter raised by Hon Kambwili to the Constitutional Court as instructed by the law.

His role as presiding Magistrate ended at hearing the constitutional question raised by the accused and his action as Magistrate end at referring the Constitutional question to the relevant courts rather than him assuming the role and duty of the Constitutional Court judges whether or not the issues raised by Hon. KAMBWILI were constitutional.

We find Mag. Simusamba’s action and conduct on this one very bizzaire and an affront to the Constitution and also raises issues of concern as to why he has found it difficult to recuse himself on this matter.

It was the role of the Constitutional court to determine whetheror not the raised question had constitutional issues. If not, the case would still be referred back to him to continue with it.

Unless, he has vested interest in this matter, Mag. SIMUSAMBA must do a honourable thing and recuse himself and allow an independent magistrate handle this matter while he battles his court case with Hon Kambwili in which they sued each other.

How can a goat which has raised concern over the decision by the lion to preside over its case expect justice and how can the presiding lion claim impartiality over the goat’s case which had a quarrel with the lion if the lion’s major interest is not to convict the goat and later eat it?

To this end, we ask the Chief Justice to end this judicial drama and help restore some semblance of justice in this case by asking Mag Simusamba to recuse himself and reallocate the case to another magistrate.

Searching ‘racist’ On Twitter Brings Up Trump As Top Results

 

US President Donald Trump appears as the first result of suggested accounts when users type “racist” into Twitter’s people search, it emerged Wednesday.

The result, reported by the British news outlet The Independent and verified by AFP, highlights the intense discord around the president.

Trump has more than 80 million followers, although there is much dispute about how many of them are genuine, active human Twitter users.

Analysts said the news suggests Trump opponents, more than critics of any other Twitter account, have been labeling him as racist, although the social media giant itself did not confirm this was the case.

Trump has been facing heightened criticism for his comments during protests over police brutality but has always dismissed suggestions that he is racist.

Twitter offered little in the way of explanation, pointing out only that its search algorithms may reflect what is happening on the platform.

Trump, in the midst of a heated war with social media over what he claims is bias, recently signed an executive order calling for more oversight of internet platforms, a move which could prove difficult to enforce.

Greg Sterling, a contributing editor at the website Search Engine Land, said the result suggests that “so many people are using the words ‘racist’ or ‘racism’ to respond to or describe Donald Trump, or there’s a concerted effort to associate Trump’s account with those terms.”

Evidently, it is also possible that a large number of supporters defending Trump from charges of racism would also use the word ‘racist’ in their replies.

Sterling said Twitter’s ranking algorithm for individual tweets “uses a variety of signals, including how recently the tweet was published, its relevance (personalization), user engagement with the tweet, the presence of rich media (such as video or images) and several other variables.”

The analyst noted however that in 2007, a concerted effort known as “Google bombing” was able to manipulate search results for then-president George W. Bush to associate him with the term “miserable failure” on the search engine until the flaw was corrected.

Kjerstin Thorson, a Michigan State University politics and social media professor, said it would require a detailed analysis to understand the reasons for the association of Trump and racism.

But Thorson said “it’s not unlikely this could be an accurate representation of what people are saying” on Twitter and that bias is probably not a factor.

“The platforms have gone out of their way to avoid any appearance of bias,” she said.

Kasolo consulting lawyers over ZCCM-IH ‘malicious’ attack on him

DR PIUS Kasolo says he is consulting his lawyers over a Zambia Consolidated Copper Mines Investment Holdings minority shareholder’s statement blaming his administration for the parastatal’s weak financial position.

ZCCM-IH minority shareholder has defended the decision to partner with foreigners in the gold mining project in North-Western Province, citing weak financial status.

Recently, stakeholders have questioned the partnership over Kasenseli gold deposits in North-Western Province between the ZCCM-IH and Karma Limited of Sudan.

Responding to public concerns, Euronext Minority Shareholders of ZCCM-IH representative Thierry Charles blamed the previous Kasolo-led management, among others, for the company’s weak financial status.

“As a result, our company has emerged exangue (bloodless carcass) from the Pius Kasolo era: more than $100 million from the dividends of the only ‘generous’ mining company, Kansanshi Mine, were injected in pure loss at Ndola Lime. More than $20 million was needed to bail out Investrust bank. The foolish $640 million CAC cement plant project was fortunately stopped by the current team,” Charles said in a statement. “Our company was on the verge of becoming a zombie company like Zesco. Furthermore, ZCCM-IH is a collateral victim of the disastrous energy sector: it’s 25 per cent shareholding in CEC no longer pays any dividends as KCM, being bankrupt, owes it more than $132 million. ZCCM-IH has had to lend over $20 million to KCM in order for it to resume operations and maintain jobs.”

Charles stated further that Zesco owed the Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) a lot of money which could have allowed it to be the major shareholder in the gold mine.

“Zesco is unable to pay over $200 million debt owed to Maamba Collieries in which ZCCM-IH has a 35 per cent shareholding. Our company has even had to lend $10 million to Maamba Collieries, which now refuses to return it to our company,” he stated.

He questioned the rationale behind Chambishi Non-Ferous Metals’ failure to pay dividends, yet it was able to bid for the purchase of Konkola Copper Mines.

“Now the funny thing that happened is that we have a mine called Non-Ferrous Metals in Chambishi which for the last 21 years has never given the government a single dividend because it has been claiming to be making losses. Which has been the same story for KCM. For 12 years KCM has never given government the dividend but kept on accumulating these losses. But the funny thing is that China Non-Ferrous Metals was the first company to make a presentation to buy KCM,” he stated.

Charles also wondered how Kansanshi Mine which had failed to pay reasonable dividends was able to lend $520 million to First Quantum Minerals.

He stated that a small loan from Kansanshi through ZCCM-IH’s 20 per cent shares could have fully financed the gold mining project.

“Finally, Kansanshi Mine no longer pays substantial dividends. However, we have learned from the press that it has loaned $520 million to its 80 per cent-owned parent company First Quantum alone without the approval of the Board. Our holding company is unable to obtain a bank loan due to low and irregular revenues,” Charles stated. “A fair loan of $130 million from our 20 per cent share of Kansanshi Mines would have financed all the projects in gold without having recourse to any financial partner! On top of that, we learned through an announcement a few days ago that ZCCM-IH will have to incur legal fees for a confidential arbitration in London because FQM reproaches it for having filed a criminal complaint in Zambia…’’

And Charles defended current chief executive officer Mabvuto Chipata and team, saying: “The serious charges and calls for dismissal demonstrate a lack of a comprehensive view of our company, particularly of the progress that has been made.”

He stated that the current team surpassed the Kasolo team.

“We have been shareholders of ZCCM-IH for many years and also investors in other mining companies, and the contrast with the Kasolo and Mung’omba years is striking. For ZCCM-IH’s own gold mining and for the development of the country for and by Zambians, it would be more beneficial if the understandable anger and rage were directed solely at those who strangle ZCCM-IH with indifference,” Charles stated. “This impunity also raises questions…For the past year, ZCCM-IH management has refocused investments on our core business, mining operations as an operator and is gradually turning the company around despite the challenges….”

“In just a few months, we were pleased to see the technical and legal structures put in place, which are essential for a rapid start to the process, thus fulfilling the task entrusted to ZCCM-IH by the GRZ. All the gold obtained will be sold to the BoZ to build up foreign exchange reserves in order to obviously put a quick stop to the kwacha’s infernal fall,” stated Charles.

When contacted for comment, Dr Kasolo, whose contract President Edgar Lungu terminated last year, said: “Please go and interview the CEO of ZCCM-IH and he will tell you my legacy. I am consulting my lawyers and will get back to you.”

Asked if he thought Charles was being malicious, Dr Kasolo said, “He is being malicious. It is the same board and same management which was with me. What has changed is one new director Barnaby Mulenga! As promised I will make a statement later after consulting my lawyers.”

CEC describes govt takeover of its infrastructure as unfortunate

THE Copperbelt Energy Corporation says the action by the Zambian government has effectively taken away the commercial and property rights, and completely inhibiting the company from taking viable business decisions, including enforcing its legal and commercial rights in the best interest of the business.

Energy minister Matthew Nkhuwa on May 29, 2020 issued Statutory Instrument No.57 of 2020, the electricity (common carrier) (declaration) regulations, 2020 just before CEC was about to cut power supply to Konkola Copper Mines.

“The transmission and distribution lines set out in this schedule are declared as a common carrier for the purposes of the Act and shall be used on the terms and conditions determined by the Energy Regulation Board,” reads the SI. “Schedule: 1. Transmission lines. All transmission lines operated by the Copperbelt Energy Corporation. 2. Distribution lines. All distribution lines operated by the Copperbelt Energy Corporation.”

CEC managing director Owen Silavwe has described the situation as very unfortunate.

“But what can we do? Hmm there is not much that we can do, it is what it is. But look, as a business, we have to continue to dialogue with government. We can’t run away from speaking to government, so that aspect we’ll continue to dialogue with government hoping that one day, they will give us…CEC is a Zambian company, we are not going anywhere, we have to continue with dialogue,” Silavwe said in an interview.

Meanwhile, CEC has released a timeline of events leading up to the issuance of a Statutory Instrument No. 57 that led to declaring of CEC infrastructure common carrier, which reveals the government’s preconceived intentions to grab the privately owned power company.

In a statement released Tuesday evening, CEC revealed that prior to issuing a Statutory Instrument, days before the expiry of the power supply agreement with Konkola Copper Mines, Zesco Limited requested to use CEC lines to supply power to an unknown client on the Copperbelt, which the former agreed on condition that the said anonymous client had no contract with it or owed it debts for the power supplied to it before.

“CEC notes the following significant events leading to the issuance by the GRZ of SI 57: 8 May 2020 – CEC institutes measures to recover debt from KCM, which has now grown to about USD144 million. 13 May 2020 – KCM admits its indebtedness to CEC. 26 May 2020 – Zesco requests use of the CEC transmission network to supply power to its new unknown client on the Copperbelt and requests for a meeting in the first week of June 2020. 28 May 2020 – CEC acknowledges the Zesco request, stating that it stands ready to start negotiations as long as the customer involved has no valid agreement with CEC and does not owe CEC money. 28 May 2020 – the Minister of Energy writes to CEC asking the company to give path to Zesco to supply power to KCM. 29 May 2020 – GRZ, through the Minister of Energy, promulgates SI 57 declaring CEC infrastructure COMMON CARRIER. 31 May 2020 – ERB writes CEC setting a wheeling tariff equivalent to about 30 per cent of CEC’s current network tariff (current tariff charged for using the CEC network,” read the statement issued by senior manager, corporate communications, Chama Nsabika.

She stated that as a result of the expropriation of CEC infrastructure by government, CEC was now on the brink of defaulting on all loans from international lenders.

“CEC takes this opportunity to advise all its investors of these actions from the GRZ that are highly detrimental to the well-being of the business and its ability to continue as a going concern. Investors are notified that CEC will, in the time being, engage in dialogue with the GRZ in the hope of obtaining an amicable and equitable outcome targeted at restoring the company’s commercial and property rights. CEC will keep all its investors fully updated,” stated Chama.

CEC is a licensed independent power generation, transmission, distribution and supply company whose core business is the supply of power to the copper mines based in the Copperbelt Province of Zambia and some mining companies in the Democractic Republic of Congo (DRC) in conjunction with that country’s state utility, SNEL. CEC wheels power through its network on behalf of ZESCO Ltd on the Copperbelt, owns and operates a transmission interconnection with the DRC, over 1,000 kilometres of high voltage transmission lines and 43 substations across the Copperbelt. CEC has five incorporated subsidiaries – CEC-Kabompo Hydro Power Limited (CEC-KHPL), CEC DRC Sarl, CEC-InnoVent South, InnoVent-CEC North and Power Dynamos Sports Limited (PDSL). CEC-KHPL is the special purpose vehicle through which CEC is developing the 40 megawatts Kabompo Gorge hydroelectric power project in Mwinilunga district of the North-Western Province of Zambia, while CEC DRC Sarl is a special purpose vehicle incorporated to secure the power trading segment and grow the company’s interest in the DRC market. PDSL is a special purpose vehicle which runs Power Dynamos Football Club. CEC is listed on the Lusaka Securities Exchange and is a member of the Southern African Power Pool.

Chamisa, diplomats stage-managed abductions – Zim Govt

GOVERNMENT yesterday claimed opposition MDC Alliance leader Nelson Chamisa, Western diplomats, human rights doctors and lawyers had connived to stage-manage the recent alleged abduction and torture of three MDC Alliance officials to soil President Emmerson Mnangagwa’s image.

Addressing journalists yesterday, Home Affairs minister Kazembe Kazembe said investigations had revealed that Chamisa, churches, Western embassies and the doctors formed part of a “web of lies” over the abduction and alleged sexual abuse of the opposition party youth activists as part of their regime-change agenda.

He claimed that Zimbabwe Association of Doctors for Human Rights (ZADHR) chairperson Fortune Nyamande and his secretary Norman Matara were not resident in the country, but had specifically come to “fake” the abduction.

Kazembe’s remarks came after human rights activists and diplomats last month piled pressure on government to immediately investigate the incident, which left the abductees Joanah Mamombe, Cecilia Chimbiri and Netsai Marova physically and psychologically traumatised.

“Very critical questions arise as to whether this chain of events, including the presence of these doctors in Zimbabwe, is coincidental or reflects premeditation and malicious choreography on the part of the victims, those who are helping them and the negative motives of the MDC Alliance,” Kazembe said.

He said the culture of torture, rape and abductions was alien to government, but were “extrapolated” from foreign environments to generate negative sentiment against government “for the benefit of regime change”.

Kazembe, who is the Zanu PF chairman for Mashonaland Central province, where the three were dumped, alleged that the statements by the activists showed glaring signs of “rehearsal” and “even possible coaching”.

“They would feign confusion and hysteria at the mere sight of a policeman,” he said.

“Their doctors and lawyers, who, not by coincidence, hail from the Zimbabwe Human Rights Doctors Association and the Zimbabwe Lawyers for Human Rights, both avid critics of government, jointly claimed that the trio were too traumatised psychologically and, therefore, under heavy sedation which rendered it impossible for them to undergo any interviews.”

Kazembe alleged the three went into Chamisa’s private offices where they took a “substantial amount of time”’, this, after they had gone around the Kopje area, where “another pro-MDC Alliance support organisation”, the Counselling Services Unit, was located.

“The evidence also places the trio somewhere in the Kopje area around the vicinity of the Fidelity Life Towers before they moved to the vicinity of Advocates Chambers in Old Mutual Building, where Chamisa’s private offices are incidentally located. They spent substantial unexplained time in both locations,” he claimed.

The Home Affairs minister accused the opposition in Zimbabwe of habitually faking abductions and disappearances ahead of major international events to score political goals.

Kazembe also said the three feigned abduction as a “desperate attempt” to qualify for a United States 10-month scholarship.

Kazembe’s accusations immediately drew fire from the organisations, which angrily dismissed his outburst as part of government’s “attempt to cover up” its poor human rights record.

Roselyn Hanzi, executive director of the Zimbabwe Lawyers for Human Rights, rubbished the government claims.

“All I can say is, on allegations that we are an appendage, if he has been following our work, it speaks for itself in terms of broad rights that we seek to protect through our works,” she said.

“In terms of his views as a minister with regards to what is supposed to be an on-going investigation, we will issue a formal response on that and will indicate what we will be doing in response to that. He raises very serious issues we need to respond to formally.”

MDC Alliance deputy spokesperson Clifford Hlatshwayo said Zanu PF was acting desperate yet it was clear they had a record of abducting, torturing and killing opposition supporters.

He cited the case of Zimbabwe Peace Project director Jestina Mukoko, who was reported missing in 2008 before surfacing weeks later in the hands of State agents after she was tortured together with other activists.
He also cited the forced disappearance of Itai Dzamara in March 2015 and alleged the killing of several opposition MDC supporters as clear evidence that Zanu PF and the government were acting as a “terrorist organisation”.

“It is well known who is responsible for manning roadblocks and in the case of our party cadres, the police confirmed they were arrested and were in police cells when they disappeared, only for the government to later backtrack,” he said.

“Zanu PF is behaving like a terrorist organisation. They are very cruel and think people are objects they can abuse, torture and rape. We are all God’s people and time will come when all this will end, the time is now.”

Both Nyamande and Matara said their lawyers were drafting a statement following Kazembe’s accusations.

Chamisa refused to comment on Kazembe’s statements, but on Wednesday, after attending the court case for his lawyer, advocate Thabani Mpofu, he told journalists that the situation obtaining in Zimbabwe was clear evidence that Mnangagwa was a worse dictator than the late former President Robert Mugabe.

Meanwhile, the National Prosecution Authority has applied for variation of bail conditions for the three activists alleging that the trio wants to escape Zimbabwe, hence they want their passports returned.

The trio have taken social media by storm after they openly issued their displeasure to President Edgar Lungu over the happenings in the country and the oppression that Zambians are going through at the hands of the Patriotic Front.

Mr. Bwembya says he will not be silenced for speaking on behalf of the marginalized Zambians and has instead demanded that Mr. Lusambo apologizes to him and the people of Zambia for infringing on their freedom of expression.

And Photographer, Chellah Tukuta has also refused to apologize while kings has apologized for not using the right platform to address the issues.

When you use abusive language to threaten activists, you disrespect the general citizenry who don’t have a platform to air their views. An attempt to silence me is an attempt to silence the Zambian people.

You cannot describe the people’s demand for transparency and accountability as “LAWLESSNESS”. You cannot talk about lawlessness while using abusive language because the use of offensive language is lawlessness itself.

The Zambian people deserve an apology for attempting to infringe their freedom of expression and threatening their mouthpiece.

Zambian youth who are in dire need of employment and better conditions of service don’t deserve to be called “disgruntled”. Zambian citizens who are concerned about what will happen to their gold cannot be told to “stop it”. It is not “nonsense” to ask leaders to protect the rights of Zambian workers against foreign investors who oppress them. Exercising your freedom of expression doesn’t make you a beneficiary of the Opposition’s money. Demanding good governance is a sign of love for country and an act of patriotism. When people advise you, it means they do not want you to fail. Alas, in Zambia, when you voice out, you are considered an enemy.

Hunger breeds anger. Insala ngayakalipa, abantu balakalipa. Moreover, in Bemba we say “ichikalipa chumfwa umwine”. Let he who has an ear hear.

After impersonating women to get jobs for 3 years, this Ugandan man has been arrested

A Ugandan man has found himself in the grips of the law after he was arrested for impersonating a woman to secure a job. According to the Daily Monitor, 22-year-old John Mark Bukenya, who has for three years been disguising himself as a woman to secure jobs was arrested at Muhorro Rest-house in Muhorro Town Council where he was employed as a barmaid after his female colleagues got suspicious of his demeanor. He was subsequently reported to the owner of the rest house, Mr Charles Mugisa Busigiriko, who alerted the Kagadi District police.

“When I interrogated him, he confessed being a man. I was shocked because he always wore skirts and dresses, necklaces and shoes for ladies,” said Mr Busigiriko.

Mr Romeo Onek Ojara, the Kagadi District Police Commander also spoke about the arrest.

“We are holding him. He confessed being a man biologically much as he prefers being called and treated as a woman,” he said.

The Daily Monitor further reports that Bukenya, during interrogation, confessed to detectives that prior to his arrest in the Kagadi District where he had been impersonating women for a year, he had done same in another district for two years. Bukenya claimed it was easier to get jobs as a woman – something he had mastered overtime.

“When we received him, he was wearing a skirt and a blouse. We asked him whether he needed a trouser and a shirt to dress as a man but said he is comfortable dressing as a woman,” Mr Ojara added.

“He told [sic] that much as he stays with women most of his time, he doesn’t get sexually attracted to them.”

The police are currently deliberating between charging Bukenya for impersonation or handing him over to counsellors for therapy.

This incident comes in the wake of another similar one in Kenya where a man was arrested for impersonating a female nurse with the alias Shieys Chepkosgei at the Moi Teaching and Referral Hospital (MTRH) last week.

 

 

According to The Standard, the impersonator was arrested and arraigned before court after female nurses got suspicious when they realized the purported name wasn’t in the interns’ register.

When he appeared before the court, he also disclosed he had participated in many international marathons registering as female in some of them without being noticed – apparently winning three medals in some of them.

When asked about his orientation, he said he is a man “who associates with the female gender.”

Bowman Lusambo, MP at which he allegedly threatened some individuals and Artistes for expressing their opinions through recorded videos which were being circulated on various social media platforms.

Following those calls, the Commission took time to review the said recorded videos by Mr. Brian Bwembya, whose Artiste name is B-Flow, Mr. Kings Malembe Malembe and the Press Briefing by Honourable Lusambo.

Having reviewed the videos in question, it is the well-considered view of the Commission that the expressions contained in the videos were within the realm of the Right to Freedom of Expression as contained under Article 20 of the Constitution of Zambia, Chapter 1 of the Laws of Zambia and various Regional and International Human Rights Instruments to which Zambia is a Party.

The Commission did not also find anything injurious to the rights or reputation of the Presidency in the reviewed videos. Therefore, the lawful limitation of freedom of expression on account of defamation of the President does not arise. Further, the information expressed therein did not constitute any threat to public order, public morality or national security, which are stipulated international standards for restricting human rights, including freedom of expression.

It would seem from the recorded videos that the objective of the involved individuals was to advise the President and also express themselves on governance matters, which is their constitutional and democratic right.

The review of the Press Briefing Video Recording by the Commission has found that it contained remarks that amounted to suppression of the fundamental right to freedom of expression as enshrined in the Constitution and various human rights instruments. Worse still, the language used was demeaning and derogatory. Further, the Commission received calls from individuals who expressed fear that the remark by the Minister that the castigated individuals were “too naked to misbehave….let them know their boundaries”, bordered on threats on their lives, which is deeply regrettable.

Therefore, the Commission calls upon everyone to remain vigilant against any early warning signs of dictatorial tendencies characterized by intimidation of individuals and suppression of human rights and fundamental freedoms.

Suppression of media freedom and freedom of expression are the main features of a dictatorship and must not be allowed to take root in Zambia by condemning such acts whenever they are committed by anybody.

The Commission also calls upon Government leaders to adhere to the rule of law, constitutionalism and respect for human rights and refrain from over relying on common sense when dealing with national matters.

Further, leaders are advised to use respectful language when engaging with individuals regardless of their status whether young, poor or vulnerable. Using threatening and disrespectful language against individuals by leaders amounts to abuse of authority and is incompatible with tenets of good governance and democracy.

THERE SHOULD BE NO DIGRESSION OR ANY FURTHER STATEMENTS ON THE FOREIGN INVESTOR ISSUE BY PARTY OFFICIALS, INCLUDING MINISTERS – THE PARTY GUIDED ALREADY

“We expect to see less talk and more action from line Ministries”.

Reference is made to recent reports of foreign investors flouting Zambian labour laws and related unfortunate incidents that have also led to the loss of some lives of foreign investors.

The rank and file of Patriotic Front are consequently guided as Follows:

1. THERE WILL HENCEFORTH BE NO DIGRESSION FROM THE PARTY’S POSITION OR ANY FURTHER STATEMENTS ON THE MATTER BY ANY PARTY OFFICIAL (INCLUDING MINISTERS).

The Party through a recent statement by the undersigned gave its position on the matter.

Therefore no member or party official (including Ministers) should digress from that particular position. In addition the matter is closed to any further statements from the rank and file – including Cabinet Ministers.

However, we look forward to seeing action points being executed by duty bearers in the relevant Ministries and Government Departments.

2. THERE WILL HENCEFORTH BE MORE ACTION EXPECTED AND LESS TALK TOLERATED FROM MINISTRY OF LOCAL GOVERNMENT AND OTHER RELEVANT DUTY BEARERS.

Under the Investment Act CAP 385 of the Laws of Zambia, with specific reference to Section 30 (1): ” Notwithstanding the provisions of the Immigration and Deportation Act, an
investor who invests a minimum of two hundred and fifty thousand United States Dollars or the equivalent in convertible currency and who employs a minimum of ten persons shall be entitled to a self employment permit or resident permit.” Therefore an investor can only be classified as a “Foreign Investor” if they bring into the country not less than Two Hundred and Fifty Thousand (250 000) US Dollars’ worth of investment.

We recall that as far back as 2018, the Ministry of Local Government mooted discussions for the setting up of a “committee of ministers on investment” to discuss in detail the usage of investment licenses. This was to ensure that businesses such as restaurants, car wash as well as barber shops and hair salons, among others, were not being hijacked by foreign investors.

We further recall that in the same year, the Minister of Local Government at the time, directed Lusaka City Council to stop issuing licenses to foreign nationals operating small businesses.

In line with a One-Government-Approach, Ministry of Local Government must actively play it’s part, just as other ministries such as Home affairs and Labour should play their part in screening some of these so-called “Foreign Investors” doing small businesses like barbershops and hair salons. They may not even have permits to work as beauticians, but they end up choking the market and taking the much needed jobs from our people.

Further, Government line ministries must take particular interest in Zambians who obtain trading licenses which they later on sale to “foreign investors.”

Therefore, Ministry of Local Government and Housing must make a deliberate effort to ensure that licences to operate such businesses including those outlined above are not given to “foreign investors”.

These type of business opportunities can be, should be and MUST be operated by local people.

The Patriotic Front under the leadership of His Excellency President Edgar Chagwa Lungu is committed to continue growing Zambian businesses and empowering local investors.

Lastly but not the least, when the people speak, it is our duty to listen as the ruling Party.

Through this statement all PF functionaries and PF Ministers are guided accordingly.

Our grandparents and our parents managed to fight for independence in Zambia by making sure that all the colonialists leave power to the indigenous Zambians who were not allowed even to buy bread or nidle freely. 1964 was a year which marked freedom of movements and speech to Zambians though at some point it was again taken away when UNIP became selfish and wanted to make fellow Zambians to be slaves to the people who were in power. They even came up with slogans such as kumulu ni Lesa and panshi kaunda meaning that in heaven it is God and on earth it is Kaunda.

Even during voting people of Zambia were subjected to a ballot which had only a yes and no.

Fellow Zambians, despite all these issues, one would agree with us that things were a bit okay but time came when mealie meal and other much needed commodities became very expensive and also issues of vegirantees were brought on board. People started using coupons to buy things in shops and the issues of home clean up where military and security wings were used to search people’s homes without any warranty .Many people lost their household items but in 1991 they voted out UNIP and MMD came in power and issues of liberalised economy and real democracy were introduced. This was to allow people to have freedom to association, freedom of speech, freedom of doing business and also multi party issues were introduced .

Today, this democracy have been destroyed by the Patriotic Front party which is trying to take the people of Zambia back to UNIP era of one party state where only PF members are allowed to do business freely, associate with others freely, join their party without being harassed by Zambia police, conduct public meetings without getting a police permit and also enjoying public funds any time they feel like.
Under PF things have become very expensive such that the poor have become more poorer and the rich more richer. Issues of corruption have become rampant, essential drugs are nowhere to be found in the hospitals, there is too much police brutality to the extent of even shooting at fellow citizens like what happened to mushaukwa and Mapenzi members of the opposition UPND.

President HH and the UPND once put in power in 2021 will make sure that real democracy which is going to benefit all the people of Zambia is restored. There will be no issues of tribalism the way it is at the moment under PF. Commodities will be available at reasonable prices, there will be good policies which are going to enable youths and women to access money for them to do viable businesses, policies to protect civil servants at their jobs to reduce issues of retiring them in public interest at will, policies to allow Zambians to get jobs in their country and not the way it is at the moment where people of Zambia can’t have decent jobs and also schools and hospitals will be made to be places which will make all Zambians enjoy.

As UPND, we shall make sure that all the retirees are taken care of and above all the disabled and vulnerable people who have been ignored for a long time under PF will be taken care of and allowed to enjoy life just like any other person.

Agriculture will be revamped meaning that all our farmers will be given opportunities to grow their business.

Our president HH have from time and again promissed the people of Zambia that his government will allow all the people to enjoy the national cake. We now want to urge the people of Zambia to vote for UPND and HH fit real change.

I don’t think there will ever be a good time for the youths to stand and fight for what rightfully belongs to them than this time.

If we don’t stand and fight for our Mineral Resources, Land, Freedom, Peace and Unity which our forefathers fought for us from colonialists nobody will and it will be too late for us.

These colonialists have come back in the name of investors. They own big lands, they control our mineral resources, they have built Shopping Malls and named them after their race. I wonder if there’s a single Zambian out there who owns a Mall in China named, ZAMBIAN MALL. But here in Zambia we have given them Freedom to build and name Malls,’ CHINESE MALL. ‘

If we don’t open our eyes today, 50 years from now these will become our Colonial Masters. Already they have begun to call us Foreigners in our own land. This is true because they own big lands, control our resources, have big Malls that we can’t own. And they have named these Malls after their own race in OUR OWN Country. They have become untouchable. They freely exercise racism in our own Country by directly abusing our workers and by indirectly naming the Malls after their own race.

And the blind Zambians keep trickling to these Malls when you can’t find a Chinese at a Zambian owned shop. We support them and turn they take our monies to China through their Chinese Bank. Already that shows how blind and unsupportive we are to our fellow Zambians. How many own Zamtel Sim Cards? Very few, the majority owns either Airtel or Mtn and these are all Foreign companies that have come to kill, steal and to destroy our Land.

Many of us feel proud and happy to go to Hungry Lion, Shoprite, Pick n Pay and Chinese Malls. These take our money away. We need to start supporting our own Zambians and it is through this that change will come.

Hon Charles Banda, Hon Joyce Nonde and Hon Jean Kapata are all old and they can’t look at Zambia in the next 50 years because they will be no more by that time. This is the reason why they can sell land cheaply to foreigners and give it to them freely, they can defend Foreigners at the expense of a poor Zambian, they can tolerate injustice by Foreigners because they are serving the interest of their bellies and not the interest of youths today and youth in the next 50 years. A Zambian struggles to own land even just a farm but for a foreign it is easy and direct. Chiefs have also fallen for the foreign trap.

Youths let’s support each other in the fight against colonialism and slavery. Let’s begin to protest when we see injustice like the one which happened to Miles Sampa. Let’s all rise and speak one Language. We need to unity like BLACK AMERICANS when there is an injustice in the land. Let’s open our eyes and stand against politicians who don’t mean well to the Country. Let’s stand and fight colonialism, tribalism, violence, slavery and hate speech together.

China might colonize Africa 50 years from looking at the pace they have invaded our continent. So the time to fight them is now and if they are destined to Colonize African, let Zambia be the last Country they will Colonize. We don’t want Zambia to be the first. And we can only stop it by fighting now.

Politicians are only interested in winning elections not serving our interest. You can tell by the way they do their politics. They use us Youths as tools for violence, tools for hate Speech, tools to Preach Tribalism but can’t empower us with land. They want to use us as stepping stones to State House and Parliament so that they can amass wealth through bribery and corruption. That’s the reason why they have started serving the interest of Foreigners because Balalyamo. They over price tenders without knowing that the same youths they were using for campaigns are the ones being affected.

YOUTHS Stand up for Mother Zambia and say NO to tribalism, say NO to hate speech, say NO to violence, say NO to slavery, say NO to corruption.

We are championing for a visionary and youthful leadership with an interest and vision for Zambia like Dr KK whose interest was for the next generation not for his belly and family.

We will soon meet all Political Party Secretary Generals so that they can aveil their Manifestos for 2021. We want to see the President that has the vision for this generation and the other generations to come.

The Youths Movement For Change shall champion calls for political parties to adopt and appoint the young people into leadership positions and at the same time sensitising voters to be voting on Merit. We want people to start voting for candidates regardless of the political party they represent. We will also champion calls to shoot down non performing Ministers and MP like Madam Joyce Nonde.

Lusaka (4th June, 2020)- The continued threats by the Lusaka province minister shows how ignorant the man is,his threats to the young people and Zambians on the use of social media lacks merit as social media is one of the many modes of communication which people use to reach to one another and its a democratic human right as enshrined in our constitution under freedom of speech and press.

The action by the minister to threaten,direct or order citizens to apologize for speaking the truth on issues that are affecting our lives and our great nation, issues to do with corruption, mismanagement of our natural resources,tribalism, violence,unemployment, high cost of living,high taxes and high tariffs eg Zesco is a clear indication that PF government has lost direction to govern. The minister is embarrassing himself, the president and the nation at larger as this clearly shows that the Patriotic Front government are desperate and do not understand the dynamics of modern politics and use of social media,they do not want to accommodate divergent views from its citizens on the many injustice’s they have caused to our great mother Zambia.

Just a reminder to Mr Bowman Lusambo, ” you don’t own Lusaka so stop harassing or threatening citizens that are speaking on behalf of the voiceless Zambians out there, remember you were once a cadre and during your time you were involved in so many lawlessness, just like you have put it but still no one stopped or intimidated you from airing your views”. You are not the first Minister of this Province and certainly not the last so sit down and shout up, have a self introspect on where you’re coming from and where you are. Only cowards like Kings Malembe can apologise for saying the truth.

To the many garrant youths out there who are able to speak for the voiceless, the oppressed and the vulnerable people, please do not relent, or be intimidated by these politicians, we are the people who feel and know what kind of lives we live, how much we have suffered day in day out, were as our hustle has now turned to be our pain and our sweat has turned to be our hope for many are looking forward to a brighter tomorrow with a new help and hope.

It is for this reason that Iam calling upon the youths in our country to speak, unity and fight this political injustice,politics of mediocrity by the Patriotic Front government which are long gone and will not tolerate this this as citizens, let us be able to fight for our rights and freedoms not to be intimidated by a minister who can’t distinguish the meaning of freedom of speech to lawlessness.

The future of this country great nation is in our hands, the future of our children’s children depends on you and me, our forefathers fought for independence it is now you and me to fight this political mediocrity and will not seat idle while we watch this reckless government root resource and pledge this great nation into a crisis. Zambians wake up enough is enough.

Dear Sir,

RE: RESPECT OUR RIGHTS JUST LIKE WE RESECT YOURS

With reference to the above stated subject matter, I would like to express my disappointment with your governance attitude especially the threats you issued yesterday against us youths who have chosen to speak on behalf of the oppressed in society.

Sir, the statement that you issued yesterday is a violation of our rights to freely participate in governance affairs as well as speak out on some of the burning issues affecting them.

I wish to remind you that, in as much as, you might be part of the current governance system, you do not have any rights whatsoever to curtail people’s freedoms. Human rights have been in existence before the time you were born and they will continue even after you die. The same can be said about the office you are currently holding. That office is not yours forever, one day you will leave it. But after you leave what legacy are you going to leave? That you were the most feared and violent Minister of all times in Zambia? That you abused your power to beat up those with opposing views? You can choose from these two or repair your legacy now.

In essence, you should be the number one defender of people’s rights and freedoms as you hold a very important office in the province. But what I have observed as is that you have a great appetite for violence, threats and intimidation. To you, violence is the only means in which you can show that you are working and loyal to the president. But I want to tell you that violence and threats alone are not sustainable in leadership. A good leader embraces all regardless of their opinions. A good leader learns from his followers.

In conclusion, I want to appeal to you to render an apology and show remorse for your actions as morality demands. The same youths you are threatening today, you will need us at one point or another. You are in that office because the youths voted in majority for the Patriotic Front (PF) government. Do not use us as a means to your end and later discard us.

Miles Sampa: Ceremonial VS Elected Mayors

Ceremonial VS Elected Mayors.

I generally refer to the Mayors prior to 2016 as the Chikwelete Mayors. Robert Chikwelete was the LCC Mayor in 2011 when we assumed power with PF from the almighty MMD. I thought he was theatrical and more so that he was fighting to be the Lusaka District PF Chairman but he found himself in a ‘wrong’ campaign camp and was recognised as such at one public event in Chawama by the late President Michael C. Sata but then rebuked against the position at the next Lusaka public event next day or two.

I still visually see him sweating at the event-lol. That’s why you see me wash my hands out of all party political positions as I remain the Mayor of Lusaka.Chikwelete, Mposha, Nawa, Chilato, Mulenga Sata, Daniel Chisenga etc were all under the old Constitution and very ceremonial in nature.

They waited for state functions to arrive with a gong or chain around their necks, sit, listen to the speech by the guest of honour, eat and then drive back in the K1 flagged car to Civic centre office. After collecting their seating allowances, they would not even bother to check what the Town Clerk or LCC Directors have been upto or indeed whether they showed up for work or not. These Mayors were elected as Councillors in one of the 33 Wards of Lusaka and then picked as a Mayor by the other 32 Councilors in a round table ‘mock’ ballot.

By default of design, the Chikwelete Mayors reporting lines were lopsided. These Mayors used to report directly to LCC Management who would also report and salute on a daily basis to LCC Markets and Bus stops Managers.

Post 2016 and in the current Zambian Constitution, Mayors are elected directly by the People of Lusaka from all the 7 Constituencies namely Matero, Mandevu, kabwata,Lusaka Central, Kanyama, Chawama and Munali. The Roles of Mayors are also enshrined inside the Constitution.

Thus far Lusaka City Council has only had two elected Mayors in the history of Zambia. These are the late His Worship Wilson Kalumba (MHSRIEP) and the incumbent Miles Bwalya Sampa.

Reporting lines since and now should be and is Market & Bus stop managers to LCC Management and to the Mayor’s office. These turn of constitutional events in reporting lines at LCC remains a challenge evidently given a majority are still in denial and resisting the inevitable constitutional requirement. Ever wondered why to just fire one indisciplined market manager is near impossible and can even bring to a halt entire day operations at the Ministry of Local Government just to listen and attend the cries of one market manager out of about 50 in the City just to baby his or her ‘resistance to change’ in constitutional reporting lines changes at LCC.

According to the 2016 amended Constitutional of Zambian Article 154 (1), the Functions of a Mayor are;

(i) SUPERINTENDS OVER POLICY MAKING;
(ii) ENSURES THE PREPARATION OF THE ANNUAL BUDGET
AND IMPLEMENTATION PLAN;
(iii) ENSURES THE PREPARATION AND IMPLEMENTATION OF
THE STRATEGIC PLAN; AND COMMUNITY AND DISTRICT
DEVELOPMENT PLANS;
(iv) ENSURES THE DEVELOPMENT AND DESIGN OF
ECONOMIC DEVELOPMENT PROGRAMMES;
(v) ENSURES THE DEVELOPMENTS AND IMPLEMENTATION
OF ROBUST PERFORMANCE MANAGEMENT SYSTEM;
(vi) PROMOTES CITIZEN ENGAGEMENT AND PARTICIPATION;
AND
(vii) PRESIDES OVER COUNCIL MEETINGS AND CEREMONIAL
FUNCTIONS.

1. Under (ii), how can I IMPLEMENT realisation of finances for LCC if I can’t visit source of LCC funds like Factories, Restaurants and Barbershops?

2. Under (v), how can I IMPLEMENT a ROBUST PEFORMANCE MANAGEMENT SYSTEM if LCC MANAGEMNENT is told and believes that they don’t report to me? Apparently they report directly to the Local Government Ministry and the Local Government Commision.

3. Under (vi), How can I ENGAGE and PARTICIPATE with CITIZENS if a former Minister of mine issued a circular last year to gag my office and same circular re-issued this week? So how will I interact with City residents under (iv) above if I can’t speak on behalf of LCC?

I can’t shun a Head of State – UPND MP Elijah Muchima

IKELENG’I UPND member of parliament Elijah Muchima says he has no regrets for attending a government function at Ikeleng’i Boarding Secondary School on Saturday.

The function was graced by President Edgar Lungu.

Following his attendance of that event, some online ‘news’ sites have written stories attacking his persona and linking him to the PF.

Muchima, however, says he loves UPND leader Hakainde Hichilema and that he is an out-and-out loyalist of the opposition party.

He told journalists in Lusaka on Monday that it was unfortunate that he was receiving condemnatory comments from some Zambians.

Muchima noted that objectivity among citizens was needed when dealing with socio-economic and political matters.

“I’m a member of parliament for Ikeleng’i’; it is always a pleasure that a Head of State visits a constituency and I was already in the constituency. I can’t shun a Head of State! We are always lobbying for development and providing [an] oversight role,” Muchima said. “It was high time for me to provide checks and balances to the President. In Parliament we are always told that there is massive development and when we argue, they tell us the opposite. [But] this time he (President Lungu) was in my area; I wanted himself to prove what we talk about.”

He explained that when he was invited to Saturday’s event, “it was an opportunity to stand with him (President Lungu) on the podium, away from politics.”

“This is the man with the key to the treasury; as we lobby through ministries, ministers, the Vice-President, leader of government business in the House, it is summed up to the Head of State,” he said. “I’m always saying whether you look at PF having won their election by hook and crook, but at the moment they are the people with the key. But that doesn’t mean that I’m compromised, that doesn’t mean that I’m paid. We should run away from these cheap politics like what happened when my president, Hakainde, went to make a donation [of a genset] in Chawama. He was being attacked by cadres.”

Muchima added that he wanted to show leadership that President Lungu was most welcome in Ikeleng’i, away from politics.

He lamented that the people of Ikeleng’i were suffering over the “impassable” Jimbe road.

“The road is impassable. [It’s] totally damaged and yet it is a very important road. Ikeleng’i is sitting in a very economically important province. But look at the road from Solwezi to Mwinilunga and from Mwinilunga to Jimbe! It is taking five hours from Mwinilunga to reach Solwezi, instead of a mere two hours. All these are issues that we need to bring to the attention of the President,” Muchima complained. “With the gold mine [in Kasenseli in Mwinilunga], they are rushing – government has a lot of interest but the same government has no interest in the people on the ground. Now when he comes I shun away from him! I’m leaving a goal post for him to score easily by saying ‘we don’t have leadership [in Ikeleng’i].’”

The lawmaker insisted that his presence at the President’s engagements in Ikeleng’i was an act of providing leadership.

“I was merely providing leadership and those who are calling me corrupt, to have been bought, they are the ones who are corrupt [and] who are bought. Edgar Lungu is the President of Zambia now; he is the leader of everyone at the moment,” Muchima said. “Had he an opportunity to meet president Hakainde; we wouldn’t say president Hakainde was compromised [by meeting with President Lungu]. I’m also a leader and I have to provide leadership.”

He clarified that; “I never praised this government.”

“I was saying ‘you have come to shame your ministers, to shame those who are saying there is a lot of development in Ikeleng’i.’ Look at all the projects; they are all standing, without completion and yet Ikeleng’i is one of those districts which was declared by MMD in 2010. These are issues which we should be talking about bravely. We talk about them in Parliament and why should I shy away today?” he said.

“There was no private meeting for PF which I went to attend. I was invited and we inspected the secondary school, we went to the three chiefs; Nyilamba, Ikeleng’i and Nyakaseya. They (chiefs) also presented their issues which married with me. We went where the village headmen were; there was no politicking.”

Muchima noted that he was in his UPND apparel during the events.

“I love Hakainde [and] I’m still 100 per cent loyal to him. Those who are criticising me just want to destroy the party. The party cannot grow with this cheapness we are seeing, which is going on social media. I thank all those who are responding positively,” noted Muchima. “I have no regrets because I was lobbying to the highest office to account for what they have been promising the people of Ikeleng’i. Don’t be in a hurry to cut deals for your benefit, Nevers Mumba tells Govt leaders

MMD president Nevers Mumba says there is absolutely no moral reason to give the gold mining opportunity that God has given Zambia to foreigners.

He said there is not sensible justification for government to hand over the mining of gold to a Sudanese company.

Mumba has insisted that the decision by government to have a joint venture between ZCCM-IH and Karma investments of Sudan over the gold mining prospects was a scandal.

“There is absolutely no moral reason for us to rash to give the gold opportunity that God have given to us to some foreigners…there is absolutely no justification. That decision that has been made by government to give that mine to Karma in partnership with ZCCM-IH, we demand as MMD and on behalf of all Zambians in all provinces that have risen up against this decision that government must reverse this decision,” Mumba said.

Mumba, a renowned clergy and tele-evangelist and former Republican vice-president, said government had been allowed to play with minerals like Copper, Cobalt, Zinc, Emeralds but this would not be entertained this time.

He said Gold was different mineral and a standard of currencies around the world, which if placed in the central bank of any country would determine one’s wealth.

He added that the debt which government was trying to hire a consultant to solve for the country would be resolved by the gold that Zambia has.

“It’s the standard, if you have gold, you can pay any debt. I am happy government has called it a strategic asset but that does not mean you throw it on the market for anybody who has money, which they acquired in questionable manners. This, my fellow colleagues in government, must not be an asset to be entreated like we treated the Mukula tree, like we treated the copper, like we treated everything that God has given to us with an attitude of nalalyamo finshi (what will I benefit from it). I know the one who has to buy, has he deposited money in my foreign account before he gets this contract?…not gold, gold is ours.”

Mumba said Zambians have clearly indicated that they do not a foreigner involved in the gold.

He lamented that government was failing to understand that Zambians had rejected the involvement of foreigners in the mining of gold.

“When Zambians decide, they have decided and if you go contrary to what they are saying…you are a short lived government. They will let you push it until the next election but they are not going to change on this matter as they want us to do this ourselves even if we make mistakes, even if it takes us a long time to learn how to do it and to fund this sector, it’s still ours. Umwine musunga talamba minwe,” Mumba said. “We are going to take our time until we make it work and if we lack any expertise in extracting gold, we can go and hire somebody within Africa who is better than us. Go to Ghana, they handle gold, go to DRC, they handle gold and we can’t find somebody within Africa, we can go out to another country and pay them here, we employ him to do a specific job but it’s us in control.”

Mumba noted that Zambians do not believe that there was transparency in the manner the deal had been given to Karma.

He said that public policy demands that it was not what government thinks but the perception of the population that determines whether they go with you or not.

Mumba said as it stands, Zambians’ perception was that the awarding of the licenses to foreigners had been done at a cost and was being interpreted into bribery of some PF officials.

He said Zambians would like a more transparent way.

“Whether it’s true or not, the perception says that. I advise that let’s start right with confidence and support of all Zambians. This is a strategic asset that can get us out of all debt and make us the richest nation on the continent of Africa. Let’s not mismanage it, let’s not use our political positions to jeopardise the bright future for our people who have wallowed in poverty on top of the soil that holds gold and is the womb of some of the most precious metals that the world has ever claimed to have. Zambians are mature enough to look after our assets but if we fail in one way, we will ask for help but those people will only come to help and we will be the drivers of this ship,” Mumba said.

He recalled that two years ago, he made a statement concerning Konkola Copper Mines over concepts of looking for an international investor to take over.

He said there is a feeling of inadequacy in Zambians over KCM – that the “indigenous can’t do it but a white skinned person or a foreigner from another country would do it better”.

To the contrary, Mumba said after mismanaging Zambia’s copper, it was time for the country to solve its own problems.

“We are supposed to be one of the richest nations on earth because of the abundance of copper. We are number three at the worst, sometimes we are number two world producer of copper. We are not a poor country but we have mismanaged the sector because we have always felt that somebody else from another country has a better interest in this country, so ‘let’s give them our assets and they will give us change’. It is no longer the position; there is greed all over the world so what God gives you as Zambia, keep it,” Mumba said.

He warned government not to be in a hurry to cut deals so that they get a percentage at the expense of Zambians.

$80 000 to file for divorce in Zimbabwe

COUPLES planning to divorce should first consider if they can raise a minimum of $80 000 for lawyers to handle their cases in line with new Law Society of Zimbabwe (LSZ) tariffs.

The LSZ on Tuesday announced new tariffs premised on what lawyers were charging during the US dollar era in 2011.

The fees are with effect from last month.

Under the latest tariff regime, the most senior lawyers will earn up to $17 000 per hour for consultations.

Notable under the new tariffs is that uncontested divorce will cost a plaintiff $50 000 while a defendant will fork out $30 000 for the process to be finalised.

Lawyers will charge $25 000 or equivalent to one percent selling price in sale agreement on residential stands or farms.

Lawyers with 30 years and more experience will now charge between $10 000 and $17 000 per hour while those who have served the profession for 20 to 29 years will charge anything between $8 750 and $15 500.

Legal professionals with 15 to 19 years in the field can demand between $7 500 and $13 500 per hour for services rendered while those who have practiced for 10 to 14 years can charge hourly from $6 250 to $10 500.

Lawyers with five to nine years’ experience will charge $4 250 up to $7 500 per hour.

Junior lawyers with two to four years’ experience can peg charges between $3 500 and $6 000 per hour, while those who have served for less than a year can charge anything between $2 500 and $3 750.

Unregistered law graduates that fall under (LSZ) can offer services from $1500 to $3 000.

The public can avoid legal fees through self-representation but in cases such as murder and sale agreements for farms, land or businesses where change of ownership is needed, it is mandatory to have legal representation.

The same applies to notarial works such as simple ante-and post-nuptial contract ($15 000), change of name now costs $12 500, and simple authentication $5 000.

While individuals can opt to represent themselves on some civil and criminal matters, they usually lose on technicalities in cases where they are contesting against opponents that have lawyers.

In a statement, LSZ executive secretary Mr Edward Mapara said the new tariffs were arrived at after considering that the country’s economic challenges were hampering the day-to-day survival of lawyers.

“In order to aid you in achieving the above, your society has revised the tariff in a manner that addresses the twin objectives of giving members an opportunity to earn a fair income and also ensuring affordability of legal services. In coming up with the tariff random consultations were done and varied and helpful responses were received from the members consulted,” said Mr Mapara.

He said the new tariffs are pegged against charges what lawyers were charging during the US dollar era in 2011 while also observing challenges in the currency market.

“The society notes that it cannot adopt a tariff based on the parallel market rate as it will be deemed illegal. It also realises that the official rate, as it is currently pegged, will lead to absurd outcomes which will result in the impoverishment of members. In order to achieve a somewhat middle of the road approach, it has adopted a tariff premised on the 2011 USD$ tariff converted at the official exchange rate plus a rationalisation percentage. Further in order to counter the effects of the unrealistic exchange rate the society adopted a wider interpretation of the premium charges as well as widening the premium bands,” he said.

However, the new fees could hinder access to justice as most people may not afford legal service.

Bulawayo lawyer Advocate Kucaca Phulu said although the new legal fees appeared high, they are reflective of the challenges in the macro-economic environment.

“I can tell you that people are paying expensive rentals and in certain instances people are paying rentals in foreign currency.

“So, these are the things that we need to look at holistically. Government needs to address the underlying problems urgently as people can’t access legal service and hospitals among other services,” said Adv Phulu.

He said while lawyers are obliged at law to provide free legal services from time to time, the increase in legal fees, will pile pressure on Government’s Legal Aid Directorate department and some civil society organisations, to represent those who cannot afford lawyers.

Adv Phulu said while there are instances where the public might not need legal representation, there are some processes that strictly require mandatory lawyers’ advice.

“There are legal provisions that only a lawyer can provide that specialised service. You have to use a lawyer when transferring a property from one person to another, but there are some instances that you don’t need a lawyer and can self-represent in the court of law, especially on minor criminal issues or small business agreements where specialised lawyers input is not necessary,” said Adv Phulu.

Lungu should come clean on gassing incidents – Chifire

THE PF government’s silence on the gassing attacks that rocked the nation early this year goes to show that Zambians are on their own, says human rights activist Gregory Chifire.

He asked the government to tell the nation the people or organisations that were behind the terror.

On Sunday, Zambia Conference of Catholic Bishops president Bishop George Lungu asked Zambians to demand the truth about the gassing which terrified the nation early this year.

Bishop Lungu said people should demand the truth about the origins of the gassing incidents.

He said people should not fear but ask relevant questions about those terrifying experiences.

“Fear to demand the truth about the gassing rampage that tormented our people. You remember, it’s not long ago, basi zii (it’s quiet), as if nothing happened. Who cares? But sometimes it’s fear to challenge the situation. What happened? Who was behind it?” asked Bishop Lungu. “We want to know. Otherwise, it is going to repeat itself. You can imagine an evil scheme that turned peace-loving Zambians into mob killers; dragging people into the streets, stone them, kill them, burn them. Suddenly, what has happened?”

Adding his voice on the matter, Chifire said there was no one to protect Zambians or their property because President Edgar Lungu and his cronies were busy making deals at the expense of the nation.

Chifire, in exile, said the PF government’s silence on the gassing matter, a matter that affected lives of citizens, showed that lives and property of Zambians don’t matter to the government.

He said for the PF, citizens only become important during elections.

“Like many Zambians, I have been waiting for government to give us the report on the gassing that wreaked havoc in our nation recently but nothing. Now that Bishop George Lungu has asked the question which many Zambians would want to ask, I think it is high time the PF government gave us answers,” Chifire demanded.

The Southern Africa Network Against Corruption (SANAC) director said it was shocking that the government had gone quiet on a serious matter where lives were lost.

He recalled that the government even correctly described the gassing incidents as an act of terrorism.

“But as opposed to giving Zambians answers on these acts of extremism, they have gone mute. Something is really not adding up. Lungu does not have respect for the very people who put him in office, neither does he regard their lives as important. That is why he can keep quiet on such an important issue that touches our lives,” Chifire said.

He said it was irresponsible for President Lungu and his government to keep quiet on the issue when people lost their brothers and sisters who could have still been alive today.

Chifire said the government must tell the nation the people or organisations that were behind the terror.

“Otherwise it leaves citizens with nothing but room to speculate that this PF government is protecting the people behind. I personally don’t believe that this government doesn’t know those behind this terror. If it is true that the government is not aware, then we don’t have a government in place. Because a government worth its salt must be in charge of the country and its security. If Lungu and his people don’t know what was happening, then the lives of the people are more in danger than what we initially thought. Then it means this PF must leave government to other people,” Chifire said. “Truth be told, it has become increasingly difficult for Zambians to trust this government because it’s a government of desperate people who can do anything to retain power. Lungu and his government can go to any length for that purpose. Desperate people do desperate things.”

He warned that while Zambians may be humble and meek, that must not be misconstrued for weakness and dullness.

Chifire reminded the government that people are talking in their homes about the ritual killings and felt that the government was hiding something.

He said the government could not just keep quiet in the wake of the forty lives that were lost during the period of the gassing attacks.

He said the silence had left room for speculation and that people were now concluding that it was the PF that was behind “this act of terrorism”.

“Now imagine how citizens are viewing this government. It is therefore important for Lungu and his people to come clean on this. For as long as this government is quiet on this matter, they are in every way possible becoming complicit to the murders that took place because it has failed to perform its duty. It will be difficult for this government to buy back the trust of the people who have concluded otherwise,” said Chifire.

ZCCM-IH blames Kasolo, others for weak financial status

ZCCM-IH minority shareholders have defended the decision to partner with foreigners in the gold mining project in North-Western Province, citing weak financial status.

Recently, stakeholders have questioned the partnership over Kasenseli gold deposits in North-Western Province between the Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) and Karma Limited of Sudan.

Responding to public concerns, Euronext Minority Shareholders of ZCCM-IH representative Thierry Charles further blamed the previous Pius Kasolo-led management, among others, for the company’s weak financial status.

“As a result, our company has emerged exangue (bloodless carcass) from the Pius Kasolo era: more than $100 million from the dividends of the only ‘generous’ mining company, Kansanshi Mine, were injected in pure loss at Ndola Lime. More than $20 million was needed to bail out Investrust bank. The foolish $640 million CAC cement plant project was fortunately stopped by the current team,” Charles said in a statement yesterday. “Our company was on the verge of becoming a zombie company like ZESCO. Furthermore, ZCCM-IH is a collateral victim of the disastrous energy sector: it’s 25 per cent shareholding in CEC no longer pays any dividends as KCM, being bankrupt, owes it more than $132 million. ZCCM-IH has had to lend over $20 million to KCM in order for it to resume operations and maintain jobs.”

Charles stated further that Zesco owed the Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) a lot of money which could have allowed it to be the major shareholder in the gold mine.

“Zesco is unable to pay over $200 million debt owed to Maamba collieries in which ZCCM-IH has a 35 per cent shareholding. Our company has even had to lend $10 million to Maamba collieries, which now refuses to return it to our company,” he stated.

He questioned the rationale behind Chambishi Non-Ferous Metals’ failure to pay dividends, yet it was able to bid for the purchase of Konkola Copper Mines.

“Now the funny thing that happened is that we have a mine called Non-Ferrous Metals in Chambishi which for the last 21 years has never given the government a single dividend because it has been claiming to be making losses. Which has been the same story for KCM. For 12 years KCM has never given government the dividend but kept on accumulating these loses. But the funny thing is that China Non-Ferrous Metals was the first company to make a presentation to buy KCM,” he stated.

Charles also wondered how Kansanshi Mine which had failed to pay reasonable dividends was able to lend $520 million to First Quantum Minerals.

He stated that a small loan from Kansanshi through ZCCM-IH’s 20 per cent shares could have fully financed the gold mining project.

“Finally, Kansanshi Mine no longer pays substantial dividends. However, we have learned from the press that it has loaned $520 million to its 80 per cent-owned parent company First Quantum alone without the approval of the Board. Our holding company is unable to obtain a bank loan due to low and irregular revenues,” Charles stated. “A fair loan of $130 million from our 20 per cent share of Kansanshi Mines would have financed all the projects in gold without having recourse to any financial partner! On top of that, we learned through an announcement a few days ago that ZCCM-IH will have to incur legal fees for a confidential arbitration in London because FQM reproaches it for having filed a criminal complaint in Zambia…’’

And Charles defended current chief executive officer Mabvuto Chipata and team, saying: “The serious charges and calls for dismissal demonstrate a lack of a comprehensive view of our company, particularly of the progress that has been made.”

He stated that the current team surpassed the Kasolo team.

“We have been shareholders of ZCCM-IH for many years and also investors in other mining companies, and the contrast with the Kasolo and Mung’omba years is striking. For ZCCM-IH’s own gold mining and for the development of the country for and by Zambians, it would be more beneficial if the understandable anger and rage were directed solely at those who strangle ZCCM-IH with indifference,” Charles stated. “This impunity also raises questions…For the past year, ZCCM-IH management has refocused investments on our core business, mining

operations as an operator and is gradually turning the company around despite the challenges. Copper was the historical metal but we have confidence in the diversification of mining investments such as manganese with our subsidiary Kabundi and gold in partnership with specialised partners. This partnership will undoubtedly contribute to the acquisition of experience and skills specific to gold, ZCCM-IH will then be able to exploit deposits on its own.”

He stated that so far ZCCM-IH was happy with the technical and legal structures put in place.

“In just a few months, we were pleased to see the technical and legal structures put in place, which are essential for a rapid start to the process, thus fulfilling the task entrusted to ZCCM-IH by the GRZ. All the gold obtained will be sold to the BoZ to build up foreign exchange reserves in order to obviously put a quick stop to the kwacha’s infernal fall,” stated Charles. “This purpose therefore made it impossible for some people to propose that the Zambian citizens be financially involved in the projects to compensate for the lack of resources of ZCCM-IH. Indeed, Initial Public Offerings are complex, costly and time-consuming operations, and are subject to regulatory bodies, among others. We also trust our management to choose the appropriate partners and to formalise the legal and control frameworks so that this partnership in gold is fair and equitable, unlike that in copper.”

NDC President Kambwili Stands With All The Youths And Artists That Are Standing For Zambia

The National Democratic Congress, NDC, is appalled by the level of threats and intimidation against the youths and artists that are talking against corruption in the country.

‘I saw a video where Bowman was threatening Kings Malembe, Bflow and Chellah, and it’s sad to see a minister make such threats against the youths that are exercising their democratic rights to air out grievances against corrupt practices,’ president Kambwili said.

President Kambwili said that the founding father of the Patriotic Front Mr. Michael Chilufya Sata loved the youths and artists and always engaged them in a respectful manner.

‘President Sata loved the artists and youths in the country and it’s no wonder many artists loved him and sang for him even without paying them any money. They had a father in him and he embraced them as his children,’ Dr. Kambwili said.

President Kambwili stated that Zambia was for Zambians and everyone was free to talk about the governance of the country. He said the youths were the majority population and a great stakeholder in Zambian politics as they had their whole lives ahead of them.

‘We stand with all the youths and artists that are being threatened and I would like to tell them that they should not fear Lusambo but know that we are behind them. And anyone who needs legal aid should let us know because these people should be sued for stepping on people’s rights like this. Lusambo’s threats should not be taken lightly,’ he said.

President Kambwili expressed shock that a minister can publicly threaten the youths and artists like that in a country where free speech was a constitutional right. He said the youths never insulted anyone but simply talked of genuine governance and developmental issues affecting the country like the giving away of gold mines to foreigners.

‘Lusambo speaks on behalf of president Lungu so everything he said has President Lungu’s support. I challenge president Lungu to denounce what Lusambo has said if he does not support it,’ the NDC leader asserted.

Dr. Kambwili called on the youths and artists that are speaking out on bad governance issues to continue doing so and encouraged others to do the same. He said governance was everyone’s business and should not just be left for politicians. He said no one should not apologise for speaking the truth but speak out even more as the future of the country lies in the hands of the youths and the brave.

‘I have sadly observed that Kings Malembe Malembe has already apologised after being threatened to do so within 24 hours by Lusambo. There is nothing wrong that he did apart from call black, black and yellow, yellow,’ the NDC president said.

‘I wonder why they want to use the artists’ voices when it’s election time and insult the same artists’ intelligence when they voice out about issues that concern them, the NDC President said.

WAR ON CEC: An Assault On Private Property To Fix Perceived Owner Hichilema

How The Sad Events Expose Antonio Mwanza As A Functional Illiterate

A vibrant private sector is a key driver of any successful economy and this theory can’t be overemphasized when contexualized to assess the happenings in Zambia. It brings into perspective the machinations by the ruling class, the Patriotic Front government, to annihilate Copperbelt Energy Corporation (CEC).

The script being applied is not different from the one used in the closure of Fred M’membe’s Post Newspaper and Gerald Shawa’s Prime TV. In the case of The Post, a tax debt was used to put a lid on a flagship media institution that had re-defined Zambia’s traditional media landscape for close to 30 years.

M’membe and The Post were perceived an enemy of the state because he opposed President Edgar Lungu’s ascendance to power. Today, Prime TV is painted with the same brush for standing out with a schedule of guests and news reports that fearlessly provided checks and balances.

As the PF government machinery switch gear into 2021 when the Presidential and General elections are to be held, focus has moved from from The Post and Prime TV to CEC. The electricity company is the PF’s new target.

Whereas technical jargon and explanations are being advanced and applied to justify an evident criminal and mafia styled attempt to destroy a vital private institution, the behind the scene dynamics is that the ruling party perceives the targeted institution as one entity owned by an opposition leader in the form United Party for National Development (UPND) president Hakainde Hichilema.

It’s an open secret that Alliance for Democratic and Development president Charles Milupi is a minority shareholder in CEC and so are many politically connected individuals, not because CEC courts politics but because it’s a publicly listed company trading on the Lusaka Securities Exchange meaning that anyone, any person at all, can freely buy and own shares in the company. CEC can’t stop anyone from buying or selling its shares. Of the many Zambians who own shares in CEC, no such record exists of Hichilema owning shares in the company exists. He has nothing to do with CEC.

In fact, in his own words during a recent interview with Diamond TV’s Costa, Hichilema was explicitly asked if he owned any shares in CEC.

His response, “I don’t have shares in CEC. You don’t go for CEC just because the PF politicians don’t have shares in it. You don’t go for HH’s businesses everyday sending tax investigation after investigation. You are killing not HH.

“HH will survive whether you damage one farm of his, you damage his business, HH will survive. That’s a fact. You are not damaging HH, you are damaging employees.”

Hichilema is a businessman of international repute. His well-known businesses have suffered all manner of assault from the ruling class all because he chose to offer himself to serve the country. CEC is none of his business, but the company is being targeted on suspicion it belongs to the UPND leader and, therefore, cannot do business with the government or even exist as a business. What kind of sick politics is this?

The government, on the other, hand owns 24.1% of CEC through ZCCM-IH and is the second largest shareholder in the company. And it doesn’t end there, many public pension schemes have invested in CEC because it has proved to be a good investment vehicle for them to grow their pensioners’ money, Zambians’ money. Talk about a mother killing her own child!

And the other individuals with shares in the company are never talked about because they are on the right side of the politics.

Many are oblivious to the battle CEC is enduring. Put simply, CEC has been supplying electricity to KCM and the mines on the Copperbelt for more than 60 years. A lot of people talk about 23 years perhaps because they don’t know the history of the company or choose to minimize its significance. From 1997, this had been carried on through agreements for power supply and power purchase between CEC, ZESCO and CEC’s customers – the mines who of course included KCM, which was placed under “liquidation” by the government through ZCCM-IH, which is a minority shareholder in KCM.

While under liquidation, KCM has not paid for its contractual obligation to CEC with debt now standing at $144.7 million. CEC filed a legal suit to get its debt from KCM and while this is happening, the government, owners of KCM [at the moment] find an opportunity to fix CEC for its alleged connection to Hichilema, which as already established, doesn’t exist but is fiction made up in their warped imagination.

They take advantage of the expiry of the power supply agreement (PSA) between KCM and CEC which is subject to renewal to deal with Hichilema.

In the background, the government goes to its electricity supply entity, Zesco, directing the institution to supply power to KCM without regard for a key player as CEC.
While applying the mafia style to destroy CEC, the PF government has fixed its arsenals on Hichilema. They hope this misguided effort will fix Hichilema and make him fail to win the 2021 elections.

And so, the government realise they do not have the infrastructure to do what CEC has been doing to meet the expectations of the mines. Further to exerting its machinery, the government has disregarded CEC’s role and ordered that its infrastructure becomes a common carrier.

The government is virtually attempting to nationalize a company they have no capacity to manage.

This declaration that CEC infrastructure will become common carrier occurred just hours before the expiry of CEC’s PSA with KCM, which took effect at midnight on 31 May 2020. The PF government swiftly signed Statutory Instrument number 57. This followed failed negotiations for the renewal of the Bulk Supply Agreement (BSA) between CEC and ZESCO, which lapsed on 31 March 2020.

In the run-up to SI 57 which attempts to incriminate CEC as attempting economic sabotage for demanding its dues and protecting its property and commercial rights was a mafia designed piece of legislation. Here is a sequence of events:

1) 8 May 2020 – CEC institutes measures to recover debt from KCM, which has now grown to over USD144 million

2) 13 May 2020 – KCM admits its indebtedness to CEC

3) 26 May 2020 – ZESCO requests use of the CEC transmission network to supply power to its new unknown client on the Copperbelt and requests for a meeting in the first week of June 2020

4) 28 May 2020 – CEC acknowledges the ZESCO request, stating that it stands ready to start negotiations as long as the customer involved has no valid agreement with CEC and does not owe CEC money

5) 28 May 2020 – the Minister of Energy writes to CEC asking the Company to give path to ZESCO to supply power to KCM

6) 29 May 2020 – GRZ through the Minister of Energy promulgates SI 57 declaring CEC infrastructure COMMON CARRIER

7) 31 May 2020 – ERB writes CEC setting a wheeling tariff equivalent to about 30% of CEC’s current network tariff (current tariff charged for using the CEC network).

If this is not evidence enough that the government is on a mission to fix CEC, it will be pointless to demonstrate to cadres otherwise. This is why the likes of Antonio Mwanza is hopping from one radio station to another to justify a criminality. And instead of sounding reasonable, he comes out as one of those functional illiterates who spent time in high walking with the Abbott text book but knew nothing about the content.

PF WON’T JUST CEDE POWER…we’re busy mobilizing and opposition will be shocked – Lawrence Evans

WE are not going to hand over power just like that, we are also busy mobilising, says Southern Province PF chairperson Lawrence Evans.

The former tourism and arts deputy minister, who advised UPND members of parliament to interact with President Edgar Lungu, warned that the UPND would have a shock of their lives in 2021.

Evans said the opposition UPND’s expectations were always very high even when they are not giving direction on what they would want to do for the people of Zambia once in power.

“In the end what has happened is that every time we have general elections they cry foul. Mind you they have lost five times,” he said in an interview. “And it is because they don’t put their house in order…and for us in the Patriotic Front I can assure you that we are not going to hand over power just like that. We are also busy and mobilising our party.”

Evans said the PF was aware that the UPND was busy holding intra-party elections at all levels in the province.

He said the ruling party was not sitting idle.

“We know what we are doing, the Head of State is on top of things. He was in North-Western Province meeting chiefs because these traditional leaders want development, they don’t want things being politicised. I can assure you Mbulo come 2021, the opposition will have a shock of their life,” Evans said. “Anyway I want to reiterate that leadership is God given and if you are not chosen by God to lead a nation, whatever you have you will never lead the nation.”

He advised the UPND to put its house in order and desist from insulting President Lungu.

“Facebook campaigns cannot help the UPND. The PF has done a lot to take development to all parts of the nation and for me as Southern Province PF chairman and my team we are confident that we will increase the votes in 2021 than we got in the previous elections. And I am pretty sure that come 2021, President Edgar Lungu will bounce back in power,” Evans said. “As for the UPND I can just say that they continue with what they are doing and we will meet on the battle ground. All we want to do is to ensure that we take development to all parts of the country.”

He advised the UPND members of parliament to follow the examples of their Ikeleng’i counterpart Elijah Muchima and Mazabuka’s Gary Nkombo to freely interact with President Lungu.

“Muchima is not a child, he has been in government. If only UPND MPs can interact with President Lungu it will be good for Zambia. I just came back from chief Chikanta’s area and he was disappointed that Dundumwezi area MP was not around for the rural electrification programme as well as the ground breaking ceremony for the road network,” said Evans. “Let’s put people first and until this is done the MPs that are elected will hang on to power. If people, see that those that they elect are not doing anything there will come a time that they will see them to be irrelevant. MPs should be level minded. If you feel for your people and you want to uplift their lives, it is good. These people employed you so why don’t you up the lives? But I can only end by saying that there can only be one President and that is Edgar Chagwa Lungu.”

ZAMBIA HAS BEEN HIJACKED BY GANGSTERS OF TRIBALISTS, CROOKS AND THIEVES.

Looking at the way PF is running the Country, there is no doubt that Zambia has been hijacked by Gangsters of Tribalists, Crooks and Thieves. When you talk of stealing, it’s in public domain that the Chief Government Spokes Person admitted that they are thieves. As for being crooks, it’s an open secret that they go out to borrow money which later they share by over pricing projects. Talk of tribalism, again this is in public domain where Ministers and top PF officials have been outshining each other on who should be crowned as the chief tribalist.

Zambians are no longer inspired whenever any PF Minister is being questioned for corruption. Zambians are tired of being fooled by these predetermined, self cleansing investigations. Zambians wonder why a person facing serious allegations of corruption cannot be suspended to pave way for impartial and credible investigations. Zambians wonder what type justice system exist now. Probably we have now crooks law. The issue of covering thieves, conmen and murders has gone too far. What is happening in Zambia is worse than Animal Farm. UPND is being refused to hold just Ward elections, but PF is holding public rallies.

When Bembas said “WAKOSA MUKANWA NGAKABOLALA” this what they meant. Indeed it’s very difficult for a thief to show remorse for what he has done to his victims. Had it not been for this criminal behavior, PF out of shame should not have contested the 2021 elections. The big question is what new things will PF bring to change the living standards of Zambians? Inflation is already out of control. The exchange rate for the Kwacha against convertible currencies has rendered the Kwacha useless. We are choked by the foreign debt which this visionless Government contracted without thinking; most of it is in their pockets.

Zambians have demonstrated in the past that they are capable of kicking out regimes that plug their ears with wax. PF is no exception, infarct the fall of this regime will be worse than all the past regimes. Zambians must come together and rescue this Country from the jaws of crooks whose interest is to torture Zambians. Help and Hope is on the way. Bally is your man, lets support him for the benefit of our mother Zambia. Let us all put Zambia first.

BILL 10: We Already Have Ndc Vote Plus 12 Independents, Says Tutwa Ngulube

Deputy government chief whip Tutwa Ngulube says the ruling party will count on the NDC vote, plus 12 independents and some UPND members of parliament to pass Bill 10.

And Ngulube said members of parliament do not represent the party but the people who elect them into office.

Speaking with Daily Revelation, Ngulube said the ruling party has enough numbers to pass the contentious Constitutional Amendment Bill Number 10 of 2019, when Parliament resumes sittings on June 09, 2020.

Asked what gave him the confidence as indications showed that the number of members who walked out on Justice minister Given Lubinda, when he presented the bill for second reading and the others who have come out on record to declare their opposition to the bill, showed that the PF did not have the numbers, Ngulube said the ruling party was counting on the vote from National Democratic Congress (NDC) member of parliament Joseph Chishala, plus the 12 independents and other UPND members of parliament.

“If the UPND were not physically restraining their members, pulling them out of the chamber, you saw it was live on tv, UPND members forcing their members out of the chamber, pulling them, dragging them out. Why were they doing that? Because they know the majority of their members support the bill,” Ngulube said, claiming that some members were even assaulted in the process. “Had they not physically or forcibly ejected people from the chamber that day, and had it not been for all those points of order they were trying to raise to try and block the bill from going ahead and the debate from finishing, the bill would have gone through. You saw how they were frantically trying by all means to derail the process, so voting for me is done at the end of the debate.”

Asked if he could confidently back up his claims that they had the NDC vote, Ngulube said: “Yes of course. I think each and every member of parliament represents the people that elect him. No one represents the party that sent him to parliament. So the NDC MP was in order to actually respect the views of the people that sent him there.”

He said 12 of the 14 independents supported the bill, accusing the opposition of being hypocritical in their opposition to the bill.

“We had enough numbers and we still have enough numbers to pass Bill number 10, that’s why you saw people panicking and running to court and everywhere else,” Ngulube said. “The issue here is straight forward people of Zambia want to change the Constitution and in fact the opposition on one hand they say they don’t want a coalition government but you see them trying to do exactly what they don’t want. You find Hakainde trying to work with Kambwili and everybody else. So it’s hypocrisy at its best.”

On observations that the ruling party wanted to amend the Constitution in order to secure President Lungu politically, with the inclusions of provisions such as the one stopping any challenge to a presidential nomination, against the argument that he does not qualify to stand again as he has already been twice sworn into office, Ngulube said the interest was to ensure that the clauses in other subsidiary legislations were incorporated into the Constitution.

“For example now we are talking about electronic voter register, we are talking about all other interventions which might come and after those come it will be very difficult to change the constitution. So they are saying why don’t we relegate these contentious clauses, those that are very fragile,” Ngulube said. “Those that change almost everyday we move them into an Electoral Process Act, (as) there is already an Act of Parliament, the Electoral Process Act which deals with elections from councilor to President. So you find that the Electoral Process Act is saying something else and the Constitution is saying something else.”

He argued that now was the time to fine tune the Constitution as Zambians were already suspicious of any changes to the supreme law.

“Already right now they are busy accusing the government so that’s why we are saying let’s deal with the situation,” said Ngulube.

Bill 10 is aiming to among other things establish a coalition government, where for instance if one candidate gets 45 percent and the other six percent, the two can get into an agreement and form government. The Bill also aims at ensuring that there is no challenge to a presidential nomination, and wants the mayors to be elected by the councillors as opposed to being elected by the people.

Sunday Chanda urges PF leaders to take Lungu’s warning seriously

PF Media director Sunday Chanda says top leaders engaging themselves in criminal must take President Edgar Lungu’s warning against using his name seriously because they will soon be exposed.

Commenting on President Lungu’s warning in an interview, Chanda urged leaders to heed the Head of State’s warning.

“The President heads the party and when he speaks like that, he is speaking from a place of knowledge. He has verified information and he knows what he is talking about. The President will not just make any such remarks without being fully informed. What is very important from what the Head of State said was that no one is going to be spared. If someone commits an offence, if someone finds themselves on the wrong side of the law, the law will take its course and consequences will accrue as a matter of fact. Clearly, those who are practicing what the President was talking about must know that they are being watched and they are being exposed…when the long arm of the law catches up with them, they must not cry foul,” Chanda said.

“No one must commit any criminal activities in the name of the party, those in the habit of using the name of the President to commit offences and to do things that are unacceptable before the law must take the President’s warning very seriously. The President’s message is very clear. And a person who loves the Patriotic Front will not use the name of the party to commit any crime. Even for those who come in the party to hide any sort of criminality using the party as a façade must be warned.”

He said President Lungu wanted to lead a party that upheld the rule of law.

“The President wants to lead a party that respects the rule of law; he wants to lead a party where the membership of the party understands clearly that no one is above the law. And that no one has the license to commit wrongs in the name of the party. That is totally unacceptable!” exclaimed Chanda.

Last week, President Lungu declared that top leaders who went round the country claiming that they were going to take over the party and engaged in criminal activities did not represent him.

“…And if you go round breaking the law and saying, ‘no, the President is backing me,’ I am going to be the President you are on your own! People are going round the country saying, ‘I’m doing this with the party, SG is involved in this, the President is backing me in this, illicit deals and all,’ I am not involved. Whether you are a party member, civil servant…if you break the law in the name of the party, President of the Republic of Zambia, the law will visit you alone. So, in short, this habit of name-throwing and top leaders involved in criminal activities should stop now because the law will visit you one day. I am urging those who have been tempted or [been] attracted to this culture to stop now. So, the Central Committee will sit shortly and decide the fate of our colleagues, who have been allegedly involved in illegal gold mining activities and you will be informed accordingly. In PF, we don’t have sacrificial lambs or sacred cows, everyone is equal,” said President Lungu when he addressed residents in North-Western Province.
