GOOD NEWS TO STUDENTS ON GOVERNMENT SPONSORSHIP; CHAPWA MWALA,MEAL ALLOWANCE UPDATE

GOOD NEWS TO STUDENTS ON GOVERNMENT SPONSORSHIP; CHAPWA MWALA,MEAL ALLOWANCE UPDATE.

BY: CHIMUKA SIMONGA

On 7th January,2023,The Higher Education Loans and Scholarships Board (HELSB),convened an extraordinary meeting with all public Universities’ students’ unions to discuss the roadmap on the students’ living allowance aka meal allowance.

This follows its re-introduction by the New Dawn Government in the 2023 national budget;it was abolished by the PF Government with Prof.Nkandu Luo being at the helm of the then,Ministry of Higher Education.

May I report the good news from the extraordinary meeting between HELSB and students’ unions as follows;

GENERAL MATTERS

1. All students on Government sponsorship will be receiving this allowance; not only first year students but also returning students.
2 .Students will be entitled to a monthly allowance of K675.

NEW DEVELOPMENTS

In order to instil predictability and void sources of chaos with regards to disbursement of this allowance, the New Dawn government through HELSB has framed the following measures;

1. In each month, students will be receiving their allowance on a known, specific day; allowances will be credited on the LAST DAY of each month.
2.Interestingly,in order to relieve students of the chronic stress necessitated by omissions where,if a student is omitted, there has been no known day one receives and or not receiving their omitted allowance at all,the New Dawn government through HELSB has put in the following measures;

a) When a student is omitted, details will be submitted to the Board by the 10th day of the new month.
b) The student then receives the omitted allowance by the 20th day of the same month.

This means, headaches of frequenting HELSB offices pushing for these omissions are treated once and for all!

3. The Board indicated that,in an invent that a student on the loan dies, this should be reported in order for the family to be given a compensation through a special fund allocated for such; this information is saliently important as many students on government sponsorship have died without this fund given.
4. The New Dawn Government through HELSB has developed an ONLINE SCREENING platform where, instead of queuing up,pushing each other,in the sun, students will be able to screen online;this is still a pilot project that will be rolled out in a phased manner, along side physical screening, before it is commercially used.

OTHER GOVERNMENT COMMITMENTS

In oder to continue promoting and creating space for access to education to all vulnerable Zambian children through government bursaries and loans,key issues were pronounced;

1. Students’ Unions were assured that,in the 2024 national budget, there is serious consideration for increment of this living allowance from the current K675 per month.
2.In various occasions of interaction, the New Dawn government has reassured its commitment to extension of students’ loans, in a phased manner, to private institutions in the coming years, as the economy stabilises;this is in order,to carter for those vulnerable Zambian children who need the sponsorship.

MY MESSAGE TO BENEFITING STUDENTS

To those who are first entrants to these Universities, now with this meal allowance, please, go and study hard,do all it takes to attain that education;hunger will no longer be an impediment to clocking nights. Ask your friends who have been in the Universities without this important allowance and how life has been very hard for them, with very painful effects on their academic performances. You are going for studying and NOT frequenting malls, pubs, nightclubs, spending this allowance government has given you for food on leisure; this allowance is for food, use it for such, this money can feed a whole family in some of these communities, but you are given alone.

Also, don’t take this allowance for granted young ones, Zambians are sponsoring you to be able to develop this country through an education; taxpayers are paying and the New Dawn Government is prudently channelling it to you instead of corruptly squandering it.

Go and crack those pots!!!!

APPRECIATION

Where I come from,in Monze,we say, “he who does not appreciate is an animal-a dog that barks the owner just after feeding it”.
I would like to wholeheartedly, despite having done so,severally, to the Republican President,His Excellency, Mr Hakainde Hichilema for fulfilling his promise and passion for the education of vulnerable Zambian children, the Hon.Minister of Education for ensuring this was done and the entire Cabinet as well as Provincial Ministers and all Permanent Secretaries for supporting this policy.

The New Dawn government is a child of the UPND party, and for this reason,it can not go without appreciating the party Secretary General, Mr Batuke Imenda and his team, all MPs,mayors and councilors for, once again, fulfilling one of the key manifesto components. I extend my appreciation to the youth leadership of the ruling party, for this milestone that borders on young people’s future.

Lastly but not the least,I would also like to appreciate all other stakeholders involved as well as Zambians for their vote in 2021.

I submit…..

Dr.Chimuka Simoonga.

ZISD Holds The Four Aces On Everine Katongo

0

ZISD HOLDS THE FOUR ACES ON KATONGO

Helga Rolfe was blonde, gorgeous, and smart enough to run her own multimillion-dollar enterprise, as readers of James Hardley Chase’s “I Hold the Four Aces” would know. But not in an effort to suppress her hidden fragility. That’s the case of Everine Katongo and ZISD. They hold the Four Aces but not in effort to get to the heart of the player.

The rumors surrounding Everine Katongo, arguably one of the best distributors of the ball in women’s football at the moment, have sparked a wave of emotion, a game of blame, and, finally, a lot of thought on money.

Meanwhile, Katongo’s uncle, Angel Banda told Bwezani that Luyando Academy is mute on the topic because they thought they were doing the best for the player as they permitted the girl to go on loan to ZISD and before they knew it, there was a permanent deal signed between the player and ZISD with the help of the parents.

It simply took one touch to understand that the girl was a talent with a veritable gold mine in her legs, which is how great players are uncovered. Everine had no choice but to sign for ZISD after ZISD takes the initiative and makes the loan contract permanent and involves the parents.

In all honesty, there is a signature that proves she is a member of ZISD, thus to make a long story short, she is a member of ZISD because of that signature.

Everyone will cast aspersions on Everine Katongo’s parents, but in the end, every parent believes they are making the greatest decisions for their child.

The attempted trade by Green Buffaloes is what reveals this, as ZISD is at the center of it all. The Football Association received objections about the trade, and further paperwork revealed that only ZISD has authority to decide and negotiate terms for this player, of course with the consent of the player involved.

Despite the push to Everine Katongo’s hopes, ZISD is not about to give up on their player. They have proven that she is their player, hence they are in possession of the Four ACES. The only thing on Luyando’s mind now that they’re off the case is how they could have negotiated better if they hadn’t been sidelined by their clients’ parents.

The peculiar thing is that communication between the player, ZISD, and even the player’s parents has completely broken down. For Everine Katongo, this is where the situation gets tricky. Even though Everine Katongo has threatened not to play club football for the remainder of her contract with ZISD, The club does not appear to be influenced by emotions or the label that they are money hungry.

The gravity of the situation has unfortunately reached that level.

The other option is to recognize that the relationship has ended and that both parties have agreed to a separation of contract. After all, it’s no secret that this is a doomed pairing, and the girl’s declaration that she will never return to ZISD is proof enough that she is willing to forgo her talent.

As I watch people place blame on Aaron Mubanga, I am reminded of how little they understand about the young man’s involvement in this girl’s life. But his capabilities are limited.

WHATS THE SOLUTION

⚽ Everyone Katongo accepts and winds up her contract with ZISD and walks at the end of it to his dream move.

⚽Handlers of Everine Katongo convinces her to get to ZISD so that she brightens her chances of going to the World Cup

⚽ZISD agrees that the relationship is broken and separate of mutual agreement and gets hands off Everine Katongo.

Away from that nothing good will come out from this embargo.

Malawi President, Lazarus Chakwera, Fires DPP for Abuse Of Office

0

Malawi’s president, Lazarus Chakwera, has fired the country’s director of public prosecutions, Steven Kayuni, for allegedly abusing his office to avenge what he saw as a personal slight.

The President announced the dismissal during a televised national address Wednesday. Chakwera was reacting to the findings of a commission of inquiry he established last month to investigate the circumstances that led to the arrest of the country’s anti-corruption chief, Martha Chizuma.

The commission found that Chizuma was arrested a few days after Kanyuni complained to police. Apparently, he felt criminally injured by statements Chizuma made in January 2022.

In an audio that was later leaked to social media, Chizuma said that high-ranking officials, including lawyers, a judge and government authorities, were hindering her fight against corruption.

Chizuma was arrested on December 6, but detained for only a few hours. This followed calls from other officials, ordinary Malawians, and the British and US embassies for her release.

The report from the commission of inquiry said Kayuni was wrong to file a personal complaint on matters pertaining to his office as director of public prosecutions. The commission asked Chakwera to take appropriate action against Kayuni.

“As such, to prevent him from using a public office to settle a personal injury, I have removed Dr Kayuni from office with immediate effect. I thank him for his many years of service,” Chakwera said.

President Lazarus Chakwera appointed Masauko Edwin Chamkakala as Malawi’s new director of public prosecutions. He called on all government agencies to support the new government’s chief prosecutor.

He also rejected recommendations from the commission of inquiry that he should take action against Chizuma. These are for offences she may have committed in her leaked audio.

Chakwera said he already forgave Chizuma last year when some people wanted her fired.
“So, I want to make this clear today. I stand by my decision to not fire Ms Chizuma a year ago, and I stand by my choice of her as my champion against corruption today,” Chakwera said.

President Chakwera further called for disciplinary action against two deputy police inspector generals, Happy Mkandawire and Casper Chalera, for insubordination.

The two police chiefs are accused of rejecting Chakwera’s directive. This was to release Chizuma unconditionally when she was arrested on December 6.

CURRENTLY, ZAMBIA HAS THE RICHEST PRESIDENT…yet the POOREST in terms of leadership – Greyford Monde

CURRENTLY, ZAMBIA HAS THE RICHEST PRESIDENT

…yet the POOREST in terms of leadership – Greyford Monde

Katete, Sunday, January 22, 2023 ( Smart Eagles )

Patriotic Front (PF) Presidential Hopeful Hon Greyford Monde says the Presidency is an ordination from God.

Hon Monde maintained that he is optimistic of scooping the opposition party top job.

He stated that he is not intimidated by those that are percieved to be giants.

The potential PF Leader said this when he featured on Mphangwe FM in Eastern Province last night.

“I believe that there is nothing like being a gaint when it comes to leadership. Sometimes we mistake the word giant for people who are not even popular in the right way,” he said.

“I think I would rather not be a popular person with bad behaviour. I would rather be an unpopular person with good behaviour. Among the people I’m in the race with, yes you might say they are giants in a particular way but I want to tell you that the Presidency is an ordination from God.”

Hon Monde said people just need to know who he is.

He said from the list of those who are contesting, he is amongst the most qualified candidates.

“It is God who appoints leaders. The same way he chose David in the bible. While people look at someone’s height and how that person looks, God chooses his own a certain way,” he said.

“I will tell you that to gage me as non giant, because this question has been coming several times, I think that people just needed to know who Greyford Monde. Look at the list of those that are contesting. You will be shocked that Greyford Monde is actually the highly qualified or in the brackets of the most highly qualified in the brackets of leadership.”

He added that he is not intimidated by those percieved to be rich.

Hon Monde maintained that wealth is not a determining factor for one to be President.

“There are some people who could be rated billionaires but I’m not threatened about that. I’m very confident that Zambians don’t look at someone’s wealth,” he said.

“We have the richest President. But while he is the richest President, he is the poorest in terms of leadership. I am prepared and I know that I’m not scared of any person. Zambians are looking for a leader, it’s not a rich contest.”

Stop Mining in the Lower Zambezi says Bishop Trevor Mwamba

Stop Mining in the Lower Zambezi says Bishop Trevor S. Mwamba
…” it’s insane and preposterous” says the respected clergy

By Bishop Trevor S. Mwamba.

“What will the PF leave us with if they can overturn a decision made by a competent authority such as ZEMA. #LowerZambezi stays untouched!” ~ President Hakainde Hichilema’s opposition to the proposed mining operation in the middle of the National Park was also unequivocal.

As President of the United National Independence Party (UNIP) we are issuing this statement concerning the ´rush and preposterous´ attempts of Kangaluwi Copper Mine to mine in the Lower Zambezi National Park.

We do so because UNIP was the first post-Independence Party in power and has for decades been a strong advocate and supporter of wildlife conservation and broader environmental issues.

Infact 1964 alongside a newly independent nation, the Wildlife Conservation Society of Zambia was born with the first Republican President, Kenneth Kaunda, as patron.

My illustrious predecessor as President of UNIP, Dr. Kenneth Kaunda, remained in and out of office and throughout his life passionate about the preservation and protection of our wildlife and the environment.

On 30th October 2019 Dr. Kenneth Kaunda issued a statement on the Lower Zambezi National Park, following attempts to introduce mining activities there. He expressed concern for the people and their natural resources in and around the Lower Zambezi National Park where the rich ecosystem had supported people from time immemorial.

His statement revealed that during the liberation war in Zimbabwe a lot of the fighting took place in the Zambezi Valley, but the wildlife survived. And as soon as the war was over President Kaunda declared the Lower Zambezi a National Park and the wildlife thrived.

His statement went on to say, “Today Lower Zambezi is one of Zambia’s most popular destinations for tourists, both local and International, generating more and more income for government and livelihoods for the people of Zambia. The Lower Zambezi valley also provides a critical biodiversity link between the animals in Luangwa valley and the Kafue basin.”

In opposing the proposed mining operation in the middle of the National Park, President Kaunda said, “…it poses the biggest threat in history to the wildlife and pristine wilderness that has survived so many centuries of challenges and supported generations of Zambians.”

As President of UNIP I unreservedly endorse the late President Kaunda’s stance and statement unequivocally. And render my Party’s support to the ‘Save Zambezi, Safe Zambezi’ Campaign comprising a coalition of stakeholders and other environmentalists and groups of goodwill opposed to the destruction of Lower Zambezi biodiversity.
It is important to note that on January 26th, 2014, President Hakainde Hichilema then in opposition on his twitter also opposed the proposed mining in the Lower Zambezi.

He twitted:
“What will the PF leave us with if they can overturn a decision made by a competent authority such as ZEMA. #lower Zambezi stays untouched!” !~ President Hakainde Hichilema’s opposition to the proposed mining operation in the middle of the National Park was also unequivocal.

Accordingly recent aerial reports showing developments that Kangaluwi Copper mine has cleared a very large area, as well as new pop-up tents, an excavator and a second container possibly accommodation or an office in the Lower Zambezi, in the pristine and eco-sensitive area are shocking as we watch the biodiversity of the area being inhibited and destroyed. We as UNIP condemn this in the strongest possible terms as it is preposterous.

The very fact that this commercial enterprise has decided to ride roughshod and trample under feet the vital concerns of the local communities and environmentalists and legal processes is not only an insult to Zambians but underlines the evil side of capitalist commercial enterprises.

In 1973 the British Prime Minister Edward Heath speaking in the House of Commons described the Lonrho affair, in which shareholders supported the continuation of Tiny Rowland as CEO in the face of a legal suit against him by his fellow Directors on serious governance issues as, “…the unpleasant and unacceptable face of capitalism…”

The phrase ‘the unacceptable face of capitalism’ aptly fits Mwembeshi Resources Ltd actions to mine in the Lower Zambezi National Park. This we cannot allow or tolerate in Zambia in the light of the strong opposition which has been demonstrated since March 16th 2011 when a 25-year license was granted.

This was subject to an environmental and social impact assessment (ESIA) approval by the Zambia Environmental Management Agency (ZEMA) before mining could proceed.

On March 14th 2012, Mwembeshi Resources Limited submitted an Environmental and Social Impact Assessment (ESIA) report to undertake large-scale mining activities in the Lower Zambezi National Park. It was rejected by ZEMA on September 5th 2012, stating a list of concerns.

On September 19th 2012, Mwembeshi Resources Limited appealed to the then Minister of Lands, Natural Resources and Environmental Protection, in accordance with the provisions of section 116 of the Environmental Management Act No. 12 of 2011.

In October 9th 2013, the Minister of Lands referred the matter back to the ZEMA board who in turn referred it to a technical committee for review. And on November 29th, 2013, the ZEMA board wrote to the Minister of Lands upholding the earlier decision to reject ESIA.

The drama has played out till today with Mwembeshi Resources Limited adamant in spite of change of ownership in 2017 from an Australian company to a Chinese conglomerate to spoil the pristine environment in the Lower Zambezi National Park.

For centuries, the peoples of the lower Zambezi have managed their fragile ecosystem and lived side by side in harmony with the fauna and flora.
Without a doubt the commercial mining activities in such an environment will inevitably lead to biodiversity, ecological and environmental degradation, pollution of pristine waterways and destruction of the very livelihoods of the people concerned.

Coupled with these concerns is the question of sustainable resource management which the Brundtland Commission on the Environment and Development conceived as development and resource utilisation that meet the needs of the present generation without compromising the ability of the future generations to meet their own needs.

We have looked at the Constitution of Zambia, 2016 and among the national values and principles is 8(f) referring to sustainable development, as defined above by the Brundtland Commission.

There is no human right to a safe and clean environment under the Constitution. However, Zambia is a state party to the African Charter on Human and Peoples Rights, 1981 /1986 and the International Covenant on Economic, Social and Cultural Rights, 1966/1976.

Article 16(1) of the African Charter states that: Every individual shall have the right to enjoy the best attainable state of physical and mental health whereas Article 24 states that all peoples shall have the right to a generally satisfactory environment, favourable to their development.

These rights impose a positive obligation on the Zambian government to take all reasonable steps and other measures to prevent pollution and ecological degradation, to promote nature conservation and to secure an ecologically sustainable development and utilisation of natural resources in the Lower Zambezi.

This is in the spirit of Article 12 of the International Covenant on Economic, Social and Cultural Rights, 1966.

Zambians must be made aware of the famous case of Social and Economic Rights Action Centre (SERAC) and Another v Nigeria, 2001, AHRLR. This is perhaps the best and most authoritative human rights case on the conflict between natural resource extraction and environmental degradation.

The case concerned the consequences of environmental degradation in Ogoniland in the Niger Delta of Nigeria, arising from the collusion by Shell Corporation and the Government of Nigeria, namely disposal of toxic wastes into the environment and waterways, oil spills in proximity of villages, resulting in the contamination of water sources, soil, and air with serious short-term and long-term health implications for the local population.

In the case of Lower Zambezi, the government of Zambia, through the ZEMA, has positive obligations arising from the constitutional values and international and regional treaty obligations to protect its citizens, not only through appropriate legislation to safeguard the pristine but also fragile environment of the Lower Zambezi.

Accordingly, we hold that ZEMA and the Ministry of Green Economy and Environment, should not have granted the go-ahead to commence mining activities.

History has taught us these commercial mining interests parrot about so called employment creation and social responsibilities which cannot justify the huge long term negative social consequences our people shall suffer.

But these extractive industries often bring untold misery and suffering to local communities as in the case of the Ogoni people of the Niger Delta cited. This is the best example of this “resource curse”.

The Zambian government as trustee of the natural resources of the Lower Zambezi has positive duties to take all reasonable steps and other measures to prevent pollution and ecological degradation, to promote nature conservation and to secure an ecologically sustainable development of use of the natural resources of the area.
These positive duties lie at the heart of the fundamental right to a generally satisfactory environment, favourable to their development.

These rights are enshrined in regional treaties such as the African Charter on Human and Peoples Rights, the Banjul Charter, and the International Covenant on Economic, Social and Cultural Rights.

Zambia is a state party to these instruments and is therefore required to carry out her treaty obligations Pacta Sunt Servanda, Latin for “agreements must be kept”, a fundamental principle of law.

As responsible custodians for the unborn and generations to come this is a clear argument why ZEMA and the Ministry of Green Economy and Environment and should have not granted the go-ahead to commence mining activities.

We therefore urge ZEMA and the Ministry of Green Economy and Environment and to reverse their decision immediately in accordance with their prudent earlier decisions before the waters were muddied by “…the unpleasant and unacceptable face of capitalism…” displayed by Mwembeshi Resources Ltd.

Mwembeshi Resources Ltd have breached a process where Conservation Advocates Zambia Ltd, still awaits an official response from the ZEMA board regarding their request to review the decision to approve the EIA addendum.

Furthermore an urgent response from ZEMA and the Ministry of Environment and Green Economy is demanded regarding aerial reports which show developments which likely require separate EIAs for the roads and accommodation outside the site area.

The actions of Mwembeshi Resources Ltd have not been subject to public scrutiny and therefore illegal and calls for ZEMA and the Ministry of Green Economy and Environment and to act in accordance with the rule of law.

Should ZEMA dilly dally we as UNIP support the petition submitted on February 4th 2022, by Mr Robert Kunda Chimambo to the Constitutional Court regarding the environmental impact assessment and the contravention of numerous articles in the constitution; seeking the Court’s intervention to compel ZEMA and the Ministry of Green Economy and Environment and to withdraw the decision. The matter was later withdrawn but with a proviso to petition again.

This is where the power vested in the Zambian people is now being tested. UNIP under my leadership supports country wide demonstrations calling upon the New Dawn Government to rescind its decision to allow Zambezi Resources from mining in Lower Zambezi National Park
Zambians should now know that if our efforts fail in protecting the Lower Zambezi National Park, the buck stops with President Hichilema who unequivocally said to the Zambian people in 2014 that, “lower Zambezi stays untouched!” And so it shall be!

We as UNIP therefore urge the President to live out his vow by exercising his powers in issuing a presidential directive stopping Mwembeshi Resources Ltd mining in the lower Zambezi; to preserve the wildlife and pristine wilderness and rich ecosystem that has been there for centuries.
Zambians should begin to realize that not every resource God gave us needs to be exploited especially when the environment is endangered as the case is in Lower Zambezi.

Further, Zambians should realize that the discovery of a particular resource from explorations and other ways, does not necessarily mean we should mine it.

Zambians should also have a mind of reverence and preservation to nature of which we are a part.
The Zambian people should not only think about themselves today with greed but think and preserve some resources for their grandchildren and generations yet unborn.

If we preserve some of our critical resources, the generation to come shall be proud to appreciate the wonders of their environment of which we are stewards and protecting right now like the Lower Zambezi biodiversity.

Zambians need to know that there are other means of building sustainable natural resource-based economies like in Lower Zambezi that can sustain our people and their descendants well into the future; a more holistically alternative to this proposed mine in Lower Zambezi and this is what we should carefully explore, – especially sustainable tourism in which the local communities have the potential to benefit immensely now and in the future.

The author, retired Anglican Bishop Trevor S. Mwamba who for years was based in Cantebury is the President of the oldest political party in Zambia, UNIP. He is passionate about the environment and wildlife in Zambia.

IN UPND SOME ANIMALS ARE MORE EQUAL THAN OTHERS.I RUE THE DAY I LIED UNDER OATH.

MBOLELA CHATE WRITES!

About a year ago l received phone calls in space of one hour that l needed to be at Mansa Police Station to sign as surety for our youths who were embroiled in the Muombe Mine saga.

When l got to the police station l was allowed to sign for three of the accused.Little did l know this was the beginning of the court fiasco to last over 8 months.
I had prayed that our leaders would understand the plight of our youths and just reprimand them .l was grossly mistaken. There was every determination to have our youths fixed by those in power.

Sensing the danger we gathered the accused and advised them to render an apology to the Provincial Administration ,the police command and the party. To my dismay this was felled on deaf years. There was every determination to fix the boys because they were working against the policy of the party of enticing and protecting foreign direct investment.

I tried to write on several fora to plead for the youths but to no avail.

When the case started in the Mansa Subordinate Court, the group was divided in two.Steven Chikota was in one group and Richard Kamenga was in the other.

I was always at the court to give support to our youths.Trial commenced in both groups. The evidence which was adduced clearly showed that some of our youths had a bad case and we’re destined for prison.

To the luck of our youths there was a Council Chairman bye election coming through in Mwense.Ceasing this opportunity we convinced Chikota to contest in the election as UPND candidate.

There were some misgivings that he had a court case. “Bowman Lusambo and Joe Malangi had running court cases but were adopted by PF go contest in their constituencies. What of us who are in power.what was the fear about.” we argued.
This decision unlocked our luck as our party had no option but to intervene in Chikota’s case because he was our candidate.

The Kamenga’s group continued appearing in court and judgement was set for Friday 09 December 2022.

On Wednesday 07 December 2022 l was at the farm. At about mid day l received a call that the Kamenga group wanted to meet me in town.
They reminded me that judgement was coming in two days time. And that the case did not look good for some of them. They pleaded with me to inform the court that one of the accused on whom l stood as surety was unwell. He had a bout of Malaria. They needed time to undo the case.

When the case was called l walked to the front and l informed the court under oath that James Mwandu was unwell.l had informed the Prosecutor about the development prior to getting into court so the state was aware and did not object.

Kamenga’s group needed time to smoothen up things and l had secured it for them.
The next Friday when the case was called the State entered Nolle Prosequi.

From the episode narrated above one would tell that the involvement of Chikota in the Mwense bye election unlocked lucky for the boys.Today it would have been a different story.

The Muombe Mine has been under lock and key since then. The police have been guarding the place since then.

To our surprise last week permission was granted to allow some cadres to do some illegal mining at the site. The police securing the mine allowed this activity to proceed.Who gave instructions to our Police Command in the Province to allow passage of illegal miners?
Those that visited the Provincial Administration were briefed that the Minister of Mines Hon. Kabuswe gave permission. This sounds logical because it falls under his jurisdiction.
One would ask, what difference does this bring to a right thinking individual because it bows down to one logical conclusion which is illegal mining. The only difference this time is that those in the corridors of power will share the loot.

Chikota’s was arrested because he wanted to ensure that the poor child of Luapula benefitted as well. This time no one will never be arrested because it is those in the echelons of power that are benefiting.Ukulyamo kusuma bane. But ifilala fyamunda yanama.

What is more offending is that the same people that were benefiting in PF are back in UPND.Reaping where they did not sow.Individual interest Vs Mutual interest.

Another excuse given is that the youths were complaining of hunger so the power that be decided to intervene. What rubbish is this?
I would want to know how much my boy Pushi in Nchelenge will get.How about Evans in Samfya. Poshila in Mansa .These are seasoned youths that made me go and stand in court and tell a lie.l could not sit back and watch my boys who had been neglected by the party go to prison. We were in trenches with these boys fighting PF . Today the same people we fought are back scorning at us.Akulasanikwa.

Once there is disorder in the house it is the father who is blamed. If the child misbehaves and the father does not take punitive action people take it that the misconduct comes with the blessings of the father.

The misconduct in the UPND the condemnation end at the President.Excuse to say he does not know can not hold because he receives intelligence briefings from government operatives.
Decision to take action or not rests in his hands.

Always rushing to defend the President’s inability to defend the interest of the party is not giving dividend to the well being of the UPND.Lets learn to speak out when things go amiss.

Those that followed the local government bye election we lost in ltala ward in Lunga District would attest that it was the issue of fertilizer that was at stake -‘bupuba bobe wemwine, twalikwebele ati leta umufundo weletafye ubupuba.’

In this song who was being referred to?Your guess is as good as mine.

Brethren let’s guard our stay in power jealousy.

I leave it to you to brood over if my decision to lie under oath was worth it.Moumbe mine where Chikota was arrested and battered today is a play ground for others. This is UPND for you where some animals are more equal than others. We leave it to HH to balance up the equation.

Happy Sunday pals.

OUR JOB IS TO PROTECT THE PRESIDENT ,GOVT AND THE PARTY… HON MATAMBO TELLS UPND OFFICIALS

OUR JOB IS TO PROTECT THE PRESIDENT ,GOVT AND THE PARTY… HON MATAMBO TELLS UPND OFFICIALS
Today United Party for National Development (UPND) Copperbelt Province Chairman Hon.Elisha Matambo had a busy schedule in Kalulushi and Kitwe on his continued party mobilization drive and meeting party officials on the Copperbelt Province of Zambia.

The UPND strong-man took to the podium in Kalulushi where he first thanked the party officials for all the contributions that they made over the years for the UPND party and President Hakainde Hichilema while apologizing for delaying to hold such meetings adding that it was better late than never.

The Copperbelt UPND chairman who is also Copperbelt Province Minister said as party officials the people must move together as a united force.

He told the party officials’meeting to protect President Hakainde Hichilema and the UPND party.
Hon Matambo encouraged party officials to go back to the structures from the wards, going upwards.
He reminded them that concellors ,mayors, Chairpersons,MPs and others are there because of the party and urged them to never leave the party behind.

Hon. Matambo explained to the officials that CDF had cumbersome bottle-necks and processes, and those bottle-necks have since been removed adding that going forward all projects under CDF will be done at the provincial level through local government officer supervised by the Province Permanent Secretary.

He further disclosed that going forward the District Commissioners will also be included in the CDF committees as supervisors.
Hon Matambo stated that party officials should help educate the people because President Hakainde Hichilema has done so much and he does not want to see any child sitting on the floor in 2023 and beyond as propagated by free education policy.

Hon. Matambo said President Hichilema wants to see all clinics with a maternity wing and clean drinking water among other achievements.
He however, cautioned the officials and any other individuals that from now on any one who will stand in the way and frustrates government under UPND will be sidelined because the UPND government is in hurry to develop Zambia.

“Let us get back to mobilize the party going forward, if there are those who think PF will bounce back. Never!. ” He said.
The UPND strong man concluded by urging all officials to hold on to the party because a bird in a hand is better than the one in the bush.
Later in the afternoon Hon Elisha Matambo addressed another party officials’ meeting where over 500 party officials turned up to listen to the UPND Copperbelt Province chairman in Kitwe.

Hon Matambo went down to his knees thanking and praising the party officials for doing a tremendous job and all the contribution rendered to the party and Republican President Hakainde Hichilema.

He reminded party officials never to abandon the ward because that is where the party is anchored.
He said the party must not remain behind so that everyone must unite and move in tandem with the government UPND policy.
The Copperbelt Minister also praised the women, the security wing of the party and the youths in general for their resilience patience and hardworking.

Meanwhile, several party officials in both Kitwe and Kalulushi party officials pledged to get back to the grassroots and continue mobilizing the party and defending the Republican President Hakainde Hichilema.

Hon Matambo is on the party mobilization drive and holding meetings in Copperbelt Province accompanied by UPND Copperbelt Vice Chairman for administration Mr. Kolala, Copperbelt Youth Chairman Wallen Hinyama, Patricia Mwaanga Copperbelt Chairlady among others.

HH must talk with evidence – Kafwaya

By Fanny Kalonda

LUNTE PF member of parliament Mutotwe Kafwaya has urged President Hakainde Hichilema not to be careless stressing that his statements should be supported by empirical evidence.

Kafwaya said the President cannot theorise issues because he has no leeway for that as he is the Head of State.
He said the contradicting statements on the Kariba and load shedding only embarrasses the President and no one else.
“The President must not talk anyhow. The President must be guided. Everything that the President says must be guided, they must be backed by empirical evidence. The President must be scientific in his expression of issues. The President cannot theorise, the President has no leeway for theorising. Established steps must be followed in providing the President with information. The President cannot be careless,” Kafwaya said. “Did you hear one board chair somewhere saying we mislead the President? How can a board chair speak in for the President for God’s sake. Who is a board chair to go and speak into the President? Who appoints a board chair in a parastatal like Zesco? It’s a minister. So how does a board chair bypass a minister to go and mislead a president? How? Why should the President listen to the board chair when he has a minister? Why?”

Featured on Radio Christian Voice on Monday, Kafwaya said the new dwn administration should stop playing adding that those that have nothing to do with the presidency should leave it alone.

“A board chair is a person so low in governance. So low to go and mislead a president. Where do you even gain access from to the President? If you were a board chair when I was minister, I would fire you immediately without an apology. That guy today would not be board chair if I were his minister. How? Who gave you authority to go and mislead the President? The President tells the country, this Kariba thing is leaking, board chair comes and tells you ‘no it is not leaking’,” Kafwaya noted. “The minister says load shedding is commencing. Some CEO says there will be no loading shedding. The President just the other month said, ‘we have ended load shedding’. A month later load shedding starts. One guy goes and says, ‘no the PF drunk all the water in Kariba, they finished the water to cover their tracks’. And this guy speaks for the President; whatever he says belongs to the President. He comes and says no they used all the water to cover their tracks…But it rained in 2022 and PF had already gone! Are you normal? What is the problem? What is the matter with you?”
And Kafwaya said it is hypocritical for local government minister Gary Nkombo to say that it is enough blaming PF but the UPND must begin to fix the country.

He noted that Nkombo is the one that has blamed PF the most.
“Now all that is embarrassing who? President Hakainde Hichilema. He is the one who is getting the embarrassment. It is not any other person that is why I am saying these people should stop playing. If you have no role to play with the presidency, leave it alone. You are a board chair in RTSA, work there. You have a lot of work there. You are in big, big problems. Massive problems as a government if you can’t stick to your lane. These things I can assure you, they can’t happen in my administration. They can’t,” he said. “This is why you can’t take proper decisions to help the country. ‘Oh enough of blaming PF, it is now time to start fixing things’. That is the minister speaking. When you go to the National Assembly, and look at which minister has blamed PF more than anyone. It is that same person saying [that]. What manner of hypocrisy is that? It is that same guy. He has blamed PF more than any other minister on the flow of the House. So who is he telling to stop blaming PF? Who?”

Kafwaya added that “what is on the ground for UPND is very bad, bakalila mu (they’ll cry in) 2026”.
He said the PF holds the key for Zambia.

“And I am talking to the Patriotic Front structures, you hold the key to this nation because the Zambian people are waiting for you to make the correct decision. Electing a president that will be accepted by not only the PF but the nation at large,” said Kafwaya. “And I have offered myself as a solution for that and I know that you are the most important people as things stand, as we propagate our ideas to the nation of Zambia. So PF, the nation is waiting upon you.”

HUNGRY PEOPLE ARE ANGRY

…you need not be reminded what caused French Revolution, Mpundu tells UPND

By Fanny Kalonda

OCIDA chairperson emeritus Archbishop Telesphore Mpundu has warned the new dawn administration that a hungry people is an angry people; “you need not be reminded what caused the French Revolution”.

He says it is “time to govern with compassion and respect for the people, not with rhetoric”.

“We have noted a worrying tendency by those in authority to heap praise on themselves whenever an opportunity presents itself and to explain away problems they cannot resolve by blaming the previous administration. This reflects a lack of decency and respect for the people. We all know that the country was in bad hands, and this explains why Zambians voted for change in August 2021. What the people now wish to see and hear from their elected leaders are solutions to their myriad of problems; it is to see the implementation of the many promises that were made by those in power today when they were in opposition. We have had enough of blaming the PF for the last one year plus four months,” Archbishop Mpundu said. “The current administration won power on a series of promises that included reducing the cost of living and tackling youth unemployment. Unfortunately, the cost of living has risen considerably in the past one year plus four months with no discernible plan in sight on how to reduce it. People in our communities are very hungry. They are struggling to feed themselves and their families. We want to remind this administration that a hungry people is an angry people. You need not be reminded what caused the French Revolution!”

He noted that among the worst affected are young people who are grappling with record high unemployment among their ranks.

“This includes those who have finished their studies but are neither teachers nor health workers and are therefore not covered by the commendable recruitment in these sectors. What is the government’s plan for dealing with youth unemployment? We have not heard of any coherent plan being articulated by our leaders to address this specific issue. To increase employment in the public sector may not necessarily be the best solution because it denotes an increase in the emoluments side of the budget,” Archbishop Mpundu said. “Apart from attracting foreign investors, what coherent plan do we have to increase employment using our own institutions? Are there any tax incentives for local businesses that employ a certain threshold of people? Are there any areas that are reserved for Zambians? What incentives are being given to small-scale businesses and farmers, the same way that we see huge incentives being extended to foreign corporations? What exactly is the Ministry of Small and Medium Enterprises doing? We are not saying these challenges must all be resolved at once or even under a year, but there must be a clear roadmap or some kind of direction that shows movement towards the goal.”

He also talked of the visible shadow of State capture

“Like many of our people, we have noted the increasing role of foreign and local private actors in affairs of government. As the experience of South Africa has shown, private actors and foreign influence can lead to State capture, which is a form of corruption,” he said. “We urge the government to guard against State capture by local businessmen, foreign persons and institutions through policy influence, especially in the extractive industry, that may undermine national interests in favour of foreign commercial interests.”

Archbishop Mpundu, in a statement, said OCiDA had spent time reflecting on the many issues that have recently been affecting the day-to-day lives of Zambians.

He noted a lack of consultation and increasing centralisation of power.

“One of the qualities of good leadership is a preference for consultation, coupled with the capacity to build consensus. Unfortunately, consultation appears not to exist. The President would appear not to work closely with his Cabinet, even with his allies and the people at large, we believe. We urge and appeal to him to use all channels available to him to seek advice, to consult widely. Consultation is key. It is a hallmark of good leadership,” he said. “Just before the June 2022 African Union Heads of State Summit in Lusaka, the government without warning deployed the military to violently remove the mobile money booths which line sections of main roads in our capital city. The government deemed these structures too shabby for eyes of the visiting dignitaries. These booths are very necessary sources of livelihoods for the unemployed youths! When those in power today were in opposition promising to support small businesses, few would have guessed that they meant using the army to sweep poor ordinary people off the street. We have also observed a trend of ‘centralisation’ of power at State House as opposed to power being devolved to ministries. For instance, recently, in response to the energy crisis, the President undertook an on-the-spot check to Maamba Collieries and the Kariba Dam. If it takes a whole President to do this, what is the Minister of Energy doing? The implications of such action is that either the line minister is not up to the task or the President is micromanaging in a manner that has the potential to demoralise his ministers. We urge the government to learn to consult more broadly.”

Archbishop Mpundu implored President Hakainde Hichilema to hire competent professionals and give them the leeway to discharge their mandate without interference from State House.

“Put plainly, it is now becoming clear that the President is micromanaging government ministries and State-Owned Enterprises,” he said. “The problem of load shedding in particular, which has acutely affected our people, calls for more honesty. We the public are entitled to honest information on this matter. We are tired of empty rhetoric and lectures. We want to see action. When promises are made, they should be fulfilled. There is nothing wrong with making promises and trying to fulfill them. What is wrong is to try to pretend that you never made the promises or worst still try to cover them up. No nation has ever been built on the backdrop of lies, rhetoric, self-praise or by elevating dishonesty into a virtue. Nations are built on the threshold of integrity, truth, selfless and honourable conduct by those entrusted with discharging public duties and responsibilities.”

Archbishop Mpundu urged leaders to embrace the culture of acknowledging their limitations especially when things are wrong, “explaining the difficulties they may be encountering in the course of honouring campaign pledges, and apologising to the public when they make statements that later turn out to be false”. “This would go a long way in improving public trust in such leaders. Just as the Minister of Local Government Mr Gary Nkombo has recently publicly and commendably advised his colleagues including the President, it is time to stop the blame game and instead focus on delivering the post-election goodies. People are anxiously waiting for Bally To FIX It!” he said.

He called for a clear roadmap on institutional reforms.

“Those in power today promised comprehensive legal and constitutional reforms when they were in opposition. Among other things, this included; judicial reforms that would change the way judges are appointed and make the process of appointment more transparent and inclusive, to enhance the independence of the judiciary, notwithstanding the restrictive funding of the judiciary; the full operationalisation of the office of the Public Protector to perform the functions assigned to this independent office as provided for in Article 243 all the way up to Article 248 of the Constitution of Zambia; changing the way in which the appointment of commissioners of ECZ is done to enhance transparency, increase wider participation and build confidence in the process; and truly make ECZ independent; changing the structural independence and operations of the investigative wings such as the ACC, Drug Enforcement Commission and Financial Intelligence Centre by removing these watchdog institutions from the presidency and making sure that they report to parliament,” he noted. “In most cases, the Executive is the culprit when it comes to grand corruption so it does not make sense that these institutions should be reporting to the executive. Urgent repeal and review of all laws that inhibit the enjoyment of human rights and democracy such as the public order Act, the cybersecurity and cybercrimes Act, and the Penal Code. We are aware that the Zambia Law Development Commission has handed over the report on the review of the public order Act, and we hope the government will not take a year to act on the recommendations. Instead of producing a clear roadmap that shows and appointing a committee of experts to comprehensively look at the constitutional reform exercise, what we have seen is a slow, selected, and targeted review of legal reforms. We have also witnessed the appointment of supporters of the party in power to critical and sensitive institutions such as ECZ, the seemingly targeted transfer of magistrates who do not toe the line, and the appointment of allies of those in power to head critical institutions such as the Judicial Service Commission and Judicial Complaints Commission. This is most unacceptable. We urge the government to conduct a thorough reform of the laws and preferably through a constitutional review process that should be led by independent, qualified, and highly respected professionals from a diversity of backgrounds, not surrogates of the party in power.”

Archbishop Mpundu also observed the chaos in the agriculture sector.

“The government says it has saved millions in the Farmers Input Support Programme, but at what cost? The delayed delivery of farming inputs that we witnessed last year is likely to have a more costly impact on the general harvest. A poor yield means the country may have to import food. And what will be the cost of importation? We urge the government to identify and address the root causes of the factors that were responsible for the chaotic distribution of farming inputs that we saw,” he said. “Millions of Zambians, especially those in rural areas, depend on agriculture. It is important to safeguard not just this vital source of their livelihoods but our national food security. Sadly, we are reliably informed that this new dawn administration is still exporting maize to this very day despite the aforesaid chaos during this farming season.”

And Archbishop Mpundu said despite attempts by previous administrations to diversify the country’s dependence on mining to agriculture, tourism and energy, mining still remains the country’s key economic backbone.

“Now with demand and prices for EV metals such as copper, cobalt and lithium growing exponentially, mining in Zambia should be our economic salvation, especially with respect to our huge debt situation, going forward. Of course that is if we accelerate expansion in production in this sector. And Mopani and KCM hold part of the key. But 14 months into the new dawn administration, we still do not have a clear roadmap on how to achieve the 3,000,000 tonnes of copper production by 2031,” he noted. “To this day the Mopani and Konkola Mines debacle created by PF, remains unresolved, despite numerous and inconsistent pronouncements by the new dawn government. Today the Copperbelt economy alone is devastated on account of this failure by government. Mopani and KCM hold a potential 400,000 to 500,000 tonnes of copper production per annum but if only government earnestly attended to their problems. Let us wait and see!”

He further observed the creeping culture of intolerance to criticism.

“We applaud the government for abolishing the law on criminal defamation of the President. We however urge the State to go further and remove all the bad laws that criminalise libel such as the ones contained in Sections 190 and 191 of the Penal Code. These were the ones that were used by members of the PF regime to arrest current ruling party supporters when in opposition. Civil laws on defamation are enough to deal with anyone who maliciously slanders another person. We are also noting a growing level of intolerance to criticism of government officials by supporters of the party in power. Those who point out the failings of the government are considered as enemies or bitter rather than people who are expressing diverse views. Branding those with alternative views as people who are bitter or sponsored by the opposition is the undesirable kind of language that Zambians thought they had removed from public discourse in August 2021,” he said. “A crucial component of a thriving and healthy multiparty democracy is respect for unity in diversity. Diversity also refers to ideas and opinions. In a society where many hero-worship leaders, it is understandable that government critics may appear to be an inconvenience to both the leadership in power and their supporters. But there is a place for critics in our democracy, especially those who don’t use insulting language and who conduct their criticism with utmost civility, decorum, and respect. We also implore government leaders to embrace critical feedback in actions, not rhetoric.”

He recalled that President Hichilema recently urged Zambians to criticise him in open forums, as opposed to doing so from a hidden spot in the toilet.

“In addition to reigning in on his intolerant supporters, we urge the Presidency to reflect on why people are finding the toilet to be a safe site from which to issue criticism, if at all the democratic space is now freely open. The creeping levels of intolerance remind Zambians of a recent dark past and risks driving many people into silence until the next election, leaving only one group speaking and dominating public discourse. This may create the impression that all is well, when in fact not, and detach the leaders from the actual reality and the voice of the people,” he said.

Archbishop Mpundu warned that nothing undermines good governance than corruption. He said corruption is responsible for the deaths of millions of Zambians through the theft of public funds and diversion of resources meant for service delivery.

“We commend the government for initiating the arrest and prosecution of officials of the previous administration. We are however alarmed at the continuing lack of interest in investigating and prosecuting the current corruption in government. We suspect that corruption is still happening even among ministers and other senior government officials. After one year four months in office, where are the investigations and arrests? We urge the ACC to not only concentrate on past corruption but also focus on current issues,” said Archbishop Mpundu. “We further strongly urge the government to move beyond a narrow focus on the corrupting party and the corrupted to include dealing decisively with the enablers. We as a country must, for instance, deal with lawyers whose firms enable corruption as well as officials at the Ministry of Justice and in the Attorney General’s chambers who may be involved in facilitating the scourge. This may be through questionable consent orders or ‘inside trading’ where firms with connections to those in power are hired to represent clients who sue the government so that the parties concerned can later share the spoils when the courts award costs. The greatest loser is the suffering taxpayer who has to meet the cost of what may be termed as organised theft of public resources. We urge the ACC to take an interest in these matters.”

UPND Fails To Complete Access Road To Heart Hospital – Lusambo

After visiting a traditional leader at the Heart Hospital in Lusaka, former Lusaka Province Minister Bowman Lusambo did not spare the UPND.

He says they have failed to complete a kilometer access road to a critical facility put up by President Edgar Lungu and the PF.

Lusambo writes ✍️

I took some time off today to visit His Royal Highness Chief Mwinuna of the Lamba speaking people of Mpongwe who is hospitalized at the National Heart Hospital. It is reassuring that our beloved Chief is making steady progress towards full recovery. I also used the visit to appreciate the beautiful state of the art infrastructure which President Edgar Lungu and the PF administration created for the Zambian people.

What was however concerning that the UPND administration has so far failed to work on a less than 1 kilometer stretch of road going to the Hospital. As it stands, the access road is in poor condition.

I appeal to the area Member of Parliament Hon. Sylvia Masebo and the Minister of Infrastructure Hon. Charles Milupi to prioritize works on that short stretch. Before leaving office, the PF had earmarked that road for upgrade and it is important that the UPND administration follows through.

PF TOASTS ITALA VICTORY…. thanks the people for their full support before, during and after the elections
Lunga… Saturday January 21, 2023 (SMART EAGLES)

The opposition PF has appreciated the people of Itala Ward, Lunga District for their unwavering support during and after the by-elections.
Residents of Itala Ward converged at the PF’s command center as early as 06:00hrs to celebrate the victory of Bornface Chalwe, who was last night declared winner of the by-election after beating his rival Cephas Mumba of the ruling UPND.

The PF’s command center was a hive of activity as the residents celebrated the victory in grand style.
And PF Mufulira Central Member of Parliament Hon Golden Mwila said the spirit exhibited by the people was overwhelming.
Hon Mwila said it is clear that the UPND will have it difficult to continue ruling beyond 2026 because of the failure to fulfill their campaign promises.

“We in the PF are extremely happy with your support. We have the full confidence of going into 2026 knowing too well that the people are with us. What you have done to elect a PF candidate who will work well with your MP Hon Chanda Katotobwe will result in bringing development closer to you. We say thank you for your continued support,” he told the crowd that had gathered at the PF command center.
“It is clear that most people are already tired of the UPND government. But worry not 2026 is near, you should speak the loudest in the ballot box. We in the PF are more than ready to continue where we ended in terms of infrastructure development, health, agriculture, education and other sectors.”

Speaking earlier, Chilubi Member of Parliament Hon Mulenga Fube said he was impressed with the voter turn out despite the maneuvers by the UPND to try and steal the votes.

He said it is good and gratifying that the will of the people has prevailed.
And area Member of Parliament Hon Katotobwe thanked the people for their support saying the PF will never dissapoint them.
He said the PF means well for the people and that this is the more reason why the people should continue to trust the party.

Reasons Why You Should Not Marry These Women: Police Women, Nurses, Lawyers, Tv News Anchors/presenters And Politicians

0

REASONS WHY YOU SHOULD NOT MARRY THESE WOMEN: POLICE WOMEN, NURSES, LAWYERS, TV NEWS ANCHORS/PRESENTERS AND POLITICIANS.

When it comes to good wives, there are careers you should not consider marrying women from. There are shocking reasons why police women, TV news anchors, nurses, lawyers and politicians don’t make good wives. This is a study conducted by renowned marriage experts between February 2015 to February 2016.

——– POLICE WOMAN ———
A police woman carries so much power that when her husband tries to raise a hand, he is told..”Unless you want to rot in jail”.

It is very hard to tame a police woman, unless you have some authority that can neutralize her powers.

Another obvious reason what these women don’t make good wives is the fact that they are rarely at home to cook for the husband. Just when you are about to sleep, a phone call rings, demanding that she must report on duty. And when you are about to settle in a city, your wife is transferred to hardship areas.

——-NURSES——–
Nursing profession is a calling, just like NUNS. These people always attend to patients in critical conditions as well as stable conditions. The psychological torture they go through make them lose interest in bedroom matters, which is why they are cold in bed.

It is also reported that Nurses, on duty, befriend doctors. So when the husband is warming the bed alone, the nurse is warming a room in hospital alongside her “lover”, doctor. Sometimes-I have witnessed before-some nurses sleep with patients. 40% of nurses sleep with their patients, some HIV positive.

——– LAWYERS———
Lawyers are powerful people in society. If you want to lose your home, property, your children and even your entire life, marry a female lawyer. If your wife is an activist, chances of leading a miserable life are very high.

One interesting thing about female lawyers is that they understand law very well; they can easily manipulate you when buying property or making any investment.

One common character about lawyers is that they are used to handling cases, so even when the husband tries to discipline her, he will be reminded that courts exist. A man will, therefore, be left living like a slave.

——TV NEWS ANCHORS/PRESENTERS——-
These are the worst people to marry.TV presenters are extremely beautiful, and since they appear on screens daily, chances of catching the eye of the high and mighty are high. You know one thing with women, they can’t resist power and money.so-if a wealthy person approaches her, even if she is married, chances of her accepting the advances are almost 100 %.

The poor husband will be left dying of depression as a wealthy man elope with his wife.

You can only manage these girls if you have power and money.

——– POLITICIANS ——–
Women politicians are all over. It is very hard to find a female politician who is happily married and faithful-if she is faithful then there is something wrong with her.

These politicians are also law makers, so chances of intimidating husbands are very high.
Female Teachers: Study has proved that only teachers make good wives. Once a man marries a teacher, then he is assured of a wonderful marriage. 90% of men married to teachers are a happy ones, while only 20% of those married to police women, nurses, lawyers, politicians, news presenters are happy with their marriage. So as a man, never should you make a mistake to marry any woman with a different career unless one who is a TEACHER. Don’t say you were not told.

Long Live Female Teachers.

Manchester United game lands Lusaka cop in cells

The love for an average performing English Premier League side, Manchester United, has cost a constable of Lusaka Central Police Station his freedom as his superiors have locked him up together with other criminal suspects in police cells.

Events leading to the cop’s misfortune are that two criminals, Ishmael Kazembe aged 27 and his yet-to-be identified accomplice, broke into a home in Kamwala South armed with a machete and held a family hostage demanding K20,000.

However, after distracting the criminal duo with a meagre K1000, the family overpowered Kazembe and administered upon his body serious panel beating which rearranged his face while his colleague fled with the hundred kwacha notes.

Police sources narrated to Kalemba how their fellow officer found himself in trouble.

According to the sources, Kazembe was so badly beaten that instead of being put in cells, he was admitted to the University Teaching Hospital and the Man United cop assigned to guard him.

However, on Wednesday at 22:00 hours when the Red Devils was huffing and puffing aimlessly on the football pitch against Crystal Palace, the cop abandoned robber Kazembe on bed 13 of Ward C21 and went to scream at the TV hoping Maguire would hear him and prevent Crystal Palace from scoring the equaliser; this didn’t happen as Palace scored the equaliser and the game ended in a boring draw.

But when he returned to Bed 13, lo and behold, like the tomb of the resurrected one, only GRZ bedsheets remained and the panel beaten robber had snaked his way to freedom.

Despite his later applications that he went to look for doctors because the robber seemed in distress, the police command did not buy his story.

Instead of being on the Police Inquiries Desk screaming ‘zinali bwanji’, the cop was thrown into the cells to spend nights on the cold concrete floor until the robber is found as his failure to chain the suspect to the bed was suspicious.

It is yet to be seen how the people he managed to arrest will welcome him in the cells.

Zambia Police Service deputy spokesperson Danny Mwale has confirmed the escape of the robber and the detention of officer whose name has been withheld.

Mwale said the officer explained that he had gone to look for medical staff after the criminal cried in anguish but found he had fled upon return.

“Standard practice is that a suspect must be handcuffed to the bed when admitted to hospital. So we are investigating how the criminal could have escaped. We have detained the the cop because we believe he may know where the suspect is,” Mwale told Kalemba.

Google’s parent company to lay off 12,000 workers

0

Google’s parent Alphabet Inc is cutting about 12,000 jobs, or 6% of its workforce, it said in a staff memo Friday, as the technology sector reels from layoffs and companies stake their futures on artificial intelligence (AI).

Alphabet’s shares were up nearly 3% in pre-market trading.

The cuts come at a delicate moment for the U.S. company, which has long been the leader in key areas of AI research.

Alphabet now faces a challenge from Microsoft Corp in a branch of tech that can, for instance, create virtually any content a user can think up and type in a text box.

Microsoft this week said recession worries were forcing it to shed 10,000 jobs, less than 5% of its workforce, and it would focus on imbuing its products with more AI going forward — a point Alphabet’s CEO Sundar Pichai echoed in the memo.

– –

Alphabet faced “a different economic reality” from the past two years when it rapidly expanded headcount, decisions for which Pichai said he took “full responsibility.”

Pichai became Alphabet CEO in 2019.

Still, he said, Google was gearing up “to share some entirely new experiences for users, developers and businesses,” and the company has “a substantial opportunity in front of us with AI across our products.”

The company has been working on a major AI launch, two people familiar with the matter told Reuters. One of the sources said it would take place in the spring of this year.

Susannah Streeter, an analyst with Hargreaves Lansdown, said Alphabet’s advertising business, which underpins Google’s search engine and YouTube, was not immune to economic turbulence.

“Ad growth has come off the boil, a sharp contrast from the busy days of the post-pandemic re-opening which saw a surge in consumer spending,” she said. The company faces competitive and regulatory threats as well, she said.

It was unclear if Alphabet would take a one-time financial charge related to the job cuts. Microsoft’s severance packages, lease consolidation and hardware-lineup changes will cost it more than $1 billion, it said earlier this week.

Alphabet’s layoffs followed a review of its people and priorities, leading to a workforce reduction hitting various geographies, Pichai said. Among those losing their jobs are recruiters, corporate staff and people working on engineering and product teams, he added.

In the United States, where Alphabet has already emailed affected employees, staff would receive severance and six months of healthcare as well as immigration support.

One person who said he worked on Google’s Chrome browser posted on Twitter that he had lost his job even as he stepped into a leadership position on a project.

Overseas, layoff notifications will take longer due to local employment laws and practices, Pichai said in the memo.

I’M MORE POPULAR THAN BA NALUMANGO – LUSAMBO

I’M MORE POPULAR THAN BA NALUMANGO – LUSAMBO

…people know me by face and heart while they only know her by motorcade

Lusaka, Saturday, January 21, 2023 ( Smart Eagles )

Former Kabushi Member of Parliament Hon. Bowman Chilosha Lusambo says he is more popular than Vice President W.K Mutale Nalumango.

Hon Lusambo, who is also former Lusaka Province Minister, said he is a household name in the country and that people know him for the good he has been doing in the country.

He claimed that Zambians know him by face and by heart while they know the Vice President only by motorcade.

The Bulldozer said this when he featured on Muvi TV yesterday.

“I am more popular than the Vice President of the Republic of Zambia. And I am not joking about that, I am more popular than the Vice President. My name is a household name in this country,” he said.

“When we go to Eastern Province without escort, me and the Vice President, people of Eastern Province will know me better than the Vice President because we have been with people, we have interacted with people. They know Bowman by face and they know Bowman by heart. They know the Vice President by motorcade.”

And Hon Lusambo tipped that he could contest in any Constituency in the country and win an election because of his popularity.

“I am very happy because I am not a constituency politician. I am a national politician. Because today, if I decide to stand in Munali, I will win. Whether Mposha is in government, he can’t manage. If I decide to go to Mpongwe, I will win. If I decide today to go to Solwezi central, I will go and win,” he said.

“What I am telling you, these are facts. When you go to Solwezi, the name of Bowman Lusambo is all over in that province. When you come to Lusaka, I have been in Munali Constiituency for quite some time. I know Munali constituency more than Mposha. I stay in Munali Constituency, Mposha is in Chongwe Constituency. So I am actually the right person to preside over the affairs of the people of Munali because they visit me and I visit them. I know their challenges and they know me.”
The former lawmaker trashed the election of the current Kabushi MP whose election up to date is still being considered questionable by some sections of society.

Out of the over 49,000 registered voters, the Lawmaker only received about 6,000 votes.

The electorates did this in protest as they made it clear that they wanted the Bulldozer on the ballot paper.

However, Hon Lusambo disclosed that the current area MP cannot even go to the market in his own constituency because he has no message for the people.

“People might say no he was voted for, there was a by election. But if you look at that by election, you can definitely consider it as flawed because the winner of that election had 14% from 100%. Can you surely say he is carrying the legitimacy of the Kabushi people? He can preside of the issues of Kabushi constituency fairly? The answer is no… he cannot even show his face in the market because there is nothing he can tell the people,” he said.

“I am a very proud member of the community for the Kabushi Constituency. I have never lost an election in Kabushi constituency, never. I have won twice, elections in Kabushi Constituency with a big margin. 2016 I had eight councilors, 2021 I had eight councilors, and as we speak, all the eight councilors in Kabushi are PF. I am very proud that the structures for PF in Kabushi constituency are solid.”

YES, I WOULD LIKE TO WORK WITH PRESIDENT HICHILEMA – LUSAMBO

…. says Praise Singers don’t mean well for Zambians

Lusaka, Saturday, January 21, 2023 ( Smart Eagles )

Former Lusaka Province Minister Hon. Bowman Chilosha Lusambo says he would like to work with President Hakainde Hichilema to ensure that he succeeds in his service delivery.

Hon Lusambo acknowledged that things are back economically in the country.

He said when he featured on Muvi TV yesterday that praise singers are tarnishing the name of the Head of State.

“Praise singers are doing the Presidency more harm than good. The President will now start gaging his performance based on what the praise singers are saying, which is wrong. When the students start celebrating that the President has given them meal allowances then he can say okay I have scored,” he said.

“There are medicines in hospitals, I have scored, meali meal prices have gone down, I have scored, fuel prices have gone down, I have scored, that is the measurement the President should have, not the one based on praise singers. And I hate those praise singers because they are not helping the President. They are destroying the President.”

He explained that the President made a mistake of bringing praise singers in his administration.

Hon Lusambo said if President Hichilema succeeds it means that all Zambians succeed.

“If President Hakainde Hichilema offered me a position in his administration, I wouldn’t. I want to help him so that he succeeds because things are bad currently. If President Hakainde Hichilema succeeds it means even us as Zambians have achieved. If he fails it means, we have failed. Mealie meal has become expensive, prices for commodities are escalating… K210, K220, its very expensive for the people of Zambia,” he said.

Hon Lusambo said all that praise singers do is to make noise instead of helping the President deliver on his promises.

He said considering how bad things are economically, praise singers are useless currently.

The former Kabushi lawmaker said the praise singers were only important while in opposition.

“Here is the problem, the people that the President came with from opposition, you know UPND overstayed in opposition, and there is too much noise in opposition. Now they are in ruling, this is different Mr President,” he said.

“This is why they now have praise singers because of the noise they used to make noise while in opposition. They just make noise. They are not helping the President. What other Presidents do is when they are from opposition and come into government, things change. Some of those people don’t even become part of the team no matter how much they supported the President.”

Hon Lusambo said the many ideas about governance that President Hichilema had while in opposition are seemingly failing to materialize because of the same praise singers.

“Let him call for the national indaba. Don’t entertain the praise singers, don’t let them bring noise in governance. The only noise you are supposed to make in governance is your performance. When you build a road, you build a bridge…that is what will start speaking for you. Praise singers are useless at this point,” he said.

“Let the praise singers keep quiet and let the President work. The praise singers that President Hichilema ought to have is his service delivery to the people. If people are happy, the same ordinary citizens are the ones that will become praise singers.”

WE INHERITED LOAD SHEDDING- UPND

WE INHERITED LOAD SHEDDING- UPND

UPND Chairperson for Energy Engineer Charles Kaisala has called on those still criticizing government for load shedding to stop doing so as this was an issue that has existed long before the party got into power.

Speaking during a press briefing in Lusaka, Mr Kaisala said it was surprising that a lot of people were putting a blame on the UPND government over load shedding when the previous governments failed to resolve the problem.

He said it was unfortunate that there are many people talking about the issue of load shedding without providing solutions.

Mr. Kaisala said that there were measures that the previous regimes were supposed to undertake to prevent the current deficit had had neglected to so because they did not know how to manage the crisis.

Mr Kaisala said the UPND Administration was nonetheless committed to ensuring that load shedding came to an end.

He said President Hakainde Hichilema had already shown the commitment of addressing the power deficit by traveling around the world where he has been signing various memorandum of understandings on investment in energy.

Mr Kaisala said the government had as promised in their party manifesto, delivered to Zambians through the deals that the head of State has signed in United Arab Emirates of over $2billion dollars which is to be injected in the energy sector.

And Mr Kaisala said there was need to restructure ZESCO to help revamp it as government was working at finding solutions to the current energy problems.

He advised government that among the many agent solutions, was the restructuring of the debt that Zesco had that was accumulated by the previous administration.

“We are a listening government which is proactive and are working hard to end load-sheading as seen in our party manifesto with solutions to the many problems,” he said

Mr. Kaisala reminded that the period that load-shedding took effect was less than a month but that government had already undertaken a lot of measures to help consumers have power at all time.

He has also advised the citizens to switch and serve to help the wastage of the power that is on high demand by those that operate small businesses such as barbershops and saloons among the many.

Zimbabwe Mbira Legend Mbuya Stella Chiweshe Dies

The renowned Zimbabwean “Queen of Mbira” Mbuya Stella Rambisai Chiweshe, has died. The inimitable Mbira music legend passed on in the early hours of Friday 20th January 2023 at her Kuwadzana home in Harare at the age of 76.

The sad news of Mbuya Stella Chiweshe’s passing was first conveyed and confirmed to state media by a close relative, Rector Kandemiviri.

“She wasn’t feeling much well of late, coupled with age. The last time she came kumusha [home] she was saying her days are almost up and as such, she needed to settle back home.”

Speaking on the cause of her death, the National Arts Council of Zimbabwe (NACZ) said that Mbuya Stella Chiweshe succumbed to cancer of the brain, and that she died “peacefully” at her place of residence.

NACZ director Nicholas Moyo relayed this news, “It is with a heavy heart that I announce the passing of NAMA [National Arts Merits Awards] legend Mbuya Stella Rambisai Chiweshe .

“Her daughter Virginia Mukwesha-Hetze informed me that Mbuya Chiweshe died peacefully from cancer of the brain at home in Harare this morning.”

Born in Mujumi Village, Mhondoro, Zimbabwe on 8 July 1946, Mbuya Stella Chiweshe’s immortal legacy is deeply and inextricably embedded in her spiritual mastery of the Mbira—the traditional musical instrument of the Shona people of Zimbabwe.

An enigmatic creator, she went on to achieve international renown for playing this instrument (specifically the Mbira DzaVadzimu – “the Ancestors’ Mbira”) and with her international success, Zimbabwean music and cultural heritage were proudly put on the map.

She was one of the few females who spearheaded the proliferation and widespread acceptance of Mbira music/Zimbabwe Shona traditional music nationally and internationally at a time when it was stridently male-dominated.

Venerating her gift to play the Mbira instrument as a spiritual calling from her ancestors, Mbuya Stella Chiweshe fine-tuned her professional acumen from 1966 to 1969—it is during this time that she learned the Mbira when few women dared to play the instrument.

In her lifetime and professional music career—her spiritual journey holistically—she created a massive discography and she widely toured Zimbabwe, the region, and the rest of the world as she spread Zimbabwe’s mbira music. She performed on several occasions in Germany—and participated in the WOMAD festival (1994 in the U.S., 1995 in Australia, and 2006 in Spain). Alongside her daughter, she toured England in 2004.

Speaking on her vastly rich legacy, NACZ director Nicholas Moyo had high praises for the late icon.

“Born on the 8th of July 1946, in Mujumi Village in Mhondoro, Mbuya Stella Chiweshe was undoubtedly Zimbabwe’s Queen of Mbira and one of the country’s foremost cultural exports. With her swooping vocals on the mbira, she brought traditional Zimbabwean Shona music to the international stage.

“With a career spanning over 40 years, Mbuya Stella Chiweshe was a recipient of various local and international awards, including the Billboard Music Award (1993), the NAMA (2006), the NAMA Lifetime Achievement Award (2020), and the NAMA Legends Award (2021). May her soul rest in peace.”

EMOTIONAL BLACKMAIL BY WHITE LODGE OWNERS IN LOWER ZAMBEZI WONT MOVE ZAMBIANS- Shalala Oliver Sepiso

EMOTIONAL BLACKMAIL BY WHITE LODGE OWNERS IN LOWER ZAMBEZI WONT MOVE ZAMBIANS
By Shalala Oliver Sepiso

There are pictures being floated around Facebook of the road works being done between Senjela and Kangaluwi Mine in the Lower Zambezi. The pictures were taken by white lodge owners who have an aeroplane that flies around the park. While they fly around that plane to spy on others, no one spies on them whether they are poaching, flying animals to South Africa or doing illegal mining. This is because they control all radios operated by game scouts and rangers in the park: the control room is based in the area the white lodge owners control. GPS trackers on motor vehicles patrolling the park are monitored by them. ‘ZAWA’ officers can’t monitor these guys.

They have managed to keep Lower Zambezi National Park out of reach for most Zambias through two methods: avoid working on roads into the park because this allows the average Zambian to drive into the park and view animals. Right now access is by plane. Who can afford? White foreigners. The other method is by making the rooms very expensive. Zambians generally cannot access these rooms. There is actually a third method which is to simply deny Zambians even when they have money. The then Acting President of Zambia Mr Guy Scott was once denied the chance to be in Lower Zambezi because he had “no booking”. The gall of these people! Such insolence in our country!

Now they are trying to stir this topic which died last year. Why? Because for the first time in 45 years, there shall be a passable road into Lower Zambezi, which will allow a local Zambian to drive into the national park using a normal car and view animals and then get back home in Lusaka without having to pay for expensive rooms. The lower tourist only has topay less than K100 for park-access fees. The lower Zambezi will now have black Zambians also seeing the animals. This annoys the racists among the lodge owners because they see Lower Zambezi to be theirs.

So I find the sharing of this montage and fhe attendant pictures quite silly. These pictures come from an article I think is biased and has no room for objectivity. How come the writer didn’t want to give us the people running the mine to have the right of reply but they started regurgitating old matters that have since between dealt with by courts and government?

The writers of the article seriously believe that Mana Pools, which is upstream of the mine can be affected by the mine? How? That emotional article does well for the white-foreign owners of lodges in the Lower Zambezi and doesn’t do it for the majority black indigenous Zambians who need the mine. Go to Luangwa or Rufunsa and bring me just one person against the mine. People are happy that there are finally jobs and they can benefit from the park without resorting to poaching, illegal moning or charcal burning.

That article and these pictures are even misleading the readers that there is a way of stopping the mine. No there is no way of stopping the mine. All routes were exhausted. The courts said the mine should proceed. Government, under both the PF and the UPND, said the mine should proceed. The best these guys can do now is having meetings with us as the mine and finding the best ways of mining to avoid or reduce impact on the environment.

However our designs and plans are robust enough to handle any fears raised. Most of the concerns they write about are outdated and don’t apply to the mine and it’s plans. They have never, I repeat, never ever sat down with us to find out what our plans are. This makes their write up and these pictures shared here propaganda by white-lodge owners who are propping foreign interests and not interests of Zambians.

And by the way, Zambians are the experts at what is best for them. Not foreign NGOs or foreign lodges whose businesses are run from London and Johannesburg and do not pay any significant taxes to help the poor people of Luangwa and Rufunsa. Tourism has failed to employ Zambians and has been so arrogant to even be accessible to rich Zambians with lodge owners preferring white visitors from outside the country.

If we are to see any modicum of objectivity in these guys’ reporting, allow us to publish a response with details that react to their article point by point

Alternatively, why don’t we appear on Zambian media and debate this matter? All they do is spread their gospel of doom on foreign platforms and authored by hired guns. The mine is by Zambians for Zambians.

What is hurting these white Zambians is that the black indegenous Zambians will now access the Zambezi valley by road and you the reader won’t have to spend a coin at their lodges. Lower Zambezi is no longer going to be treated like a private business by these foreigners. Zambians will claim their rights. That is the story told by those pictures and not the silly comments I am seeing by the pretenders.

As someone said: “Our national parks were becoming a shrine to apartheid where the rightful owners had no access. They need to move everyone with that mind set to a closed toxic ghetto so they can rock each other. I hope lessons are learnt here if the locals didn’t feel so marginalised and disenfranchised they would have lobbied the govt but they would be lobbying for some of the most obtuse and effing greedy sorts.”

Thank you.

CONGRATULATIONS TO FRED M’MEMBE AND SOCIALIST PARTY, BUT I AM VERY DISAPPOINTED WITH PF, FOR UPND, I SAY WELL DONE
================
I hope my personal feelings, of missing my wife and Kiya will not get me down, such that I fail to go live at 20:00hrs. These days, it is very difficult for me to talk at 20:00hrs because that is the time when I am usually alone in the house and miss my family.

However, for now, let me pass my big congratulations to my elder brother whom I have loved from the time I was a youth, reading his articles (in The Post) and arguing with him at times, Dr. Fred M’membe.

Socialist Party has given birth to their first born in Governance, at the local level, by winning Kapanda ward in Lukashya Constituency of Kasama District.

Ronald Mulenga was their candidate and he poured 890 votes beating Moses Mambwe of UPND who got 578 votes while PF, with Amos Chishala, was trailing third with 335.

In other ward by-elections, UPND scooped Kashikishi Ward of Chimbamilonga Constituency in Nchelenge District. PF was second and Socialist third.

PF managed to grab Itala ward in Luapula Constituency of Lunga district. UPND was second.

In Nyatanda ward in Chavuma constituency of Chavuma district, I don’t have the results but I know the PF candidate was bought off by UPND.

For me, the victory goes to Socialist, because they have shown their presence and resilience, this is very good.

For PF, they should have won all these by-elections but these leadership issues and lack of resources is affecting them and if they are not careful, they will go into extinction.

For UPND, whatever methods or strategies you are using, it is working, WELL DONE, because while the some opposition will accuse you of whatever, you are increasing your leadership prowess in winning or at least become second.

Honestly speaking, it is useless to accuse the ruling party of abrogating election rules when they win (remember I used to say the same when PF was in power), why can’t the opposition do the same and win.

Electoral malpractice don’t favor the ruling party, if indeed the opposition is strong, electorates defy electoral manipulation if they are against the party.

Therefore, PF, this is a wake up call otherwise we may have another 10 years of UPND. If I will be fine at 20:00hrs I will go in details on this issue, otherwise chankalipa, PF should have done better.

But still more:

PF LOSSES IN WARD ELECTIONS IS A GOOD THING- Isaac Mwanza

0

PF LOSSES IN WARD ELECTIONS IS A GOOD THING

By Isaac Mwanza

The PF has performed badly in the last ward elections and its is actually good that it has done so. One of the reasons PF lost the 2021 elections was because the PF leaders failed to listen and selfishness entrenched itself in the minds of decision-makers.

Let’s be honest here.

1. Selfishness and self-service continues to guide those who want to lead the PF. Among all those presidential candidates who are vying to take over the top leadership, how many went out to try and help campaign for its candidates in these wards?

Only one or two presidential candidates were into the campaigns. The rest of them have simply been concerned about winning the support of the grassroots structures to win the Presidency.

As someone had also observed, it is very important to dedicate and show commitment in building, strengthening and investing in your party if you want to lead and have it survive the storm, otherwise you may end up leading a shell. Of what use will the PF be to anyone if it has no numbers?

At the rate PF is moving it will become another UNIP and MMD – a shell – with leaders in name only just for purposes of making alliances or sipping coffee when Government call meetings for party presidents.

2. PF strategists knew perfectly well the new strategy by the ruling party to use resignations and rescinding of resignations as a political tool of eliminating candidates but they didn’t learn anything from the Kwacha and Kabushi saga.

The PF should know that the politicised justice system will not help them to address the injustice that emerges from an electoral system that is being shielded from becoming accountable to the Judiciary.

Rather than wait on the Judiciary the PF should have learnt to play the same game in these elections. The country has reached a point where only when this chaos in the electoral process reign, and is mutually perpetrated by all competing parties, will the time be for the law to be clarified.

3. The Electoral Commission of Zambia will not help the PF to participate in elections. The same case of Nyatanda Ward. ECZ has developed a new unwritten law on allowing candidates who rescind a resignation, which although not provided in the Constitution, to help the ruling party win political seats on a silver platter. ECZ knows there is little the opposition can do about this new formalised used to kill our democracy.

4. The Nyatanda Ward saga cannot be challenged in a Local Government Election Tribunal based on fact that a candidate who resigned participated in an election in violation of the Constitution. The Elections Tribunal, just like the High Court, has got no jurisdiction to hear such an allegation on the conduct of elections that breach of the Constitution.

In any case, the PF must know that the courts will not help them to get justice if they become complacency themselves. It is not the duty of the courts to do so. Those who seek justice must pursue it. They will be hurdles along the way but it must be done.

Zambian SMEs in $15 million grant boost from UAE Khalifa Fund

0

The government has signed a $ 15 million deal with United Arab Emirates KHALIFA Fund for a grant aimed at supporting the development of Small and Medium Enterprises SMEs in the Country.

Special Assistant to the President for Finance and Investment Jito Kayumba disclosed that the grant is one of the positive outcomes of the President’s recent visit to the United Arab Emirates (|UAE) and will be managed by the Ministry of Small and Medium Enterprises.

“We additionally signed an investment deal of about $15million with the UAE for the support to SMEs in the country. This fund is not a loan but a grant and it will be managed through the Ministry of Small and Medium Enterprises,” he said.

Speaking during a joint press briefing with Presidential Spokesperson Anthony Bwalya at State House, Mr. Kayumba added that the landmark $ two Billion energy deal that was signed with ZESCO will not only benefit the energy sectors but other sectors as well and will create more jobs and business opportunities for local suppliers and other businesses

Mr Kayumba has urged Zambians to position themselves properly in order to fully benefit from the investments and contribute to the country’s economic growth.

And Presidential Spokesperson Anthony Bwalya stressed that government is committed to find a lasting solution to the challenges faced in the energy sector and described the $2 Billion energy MoU as a direct result of President Hakainde Hichilema’s leadership and commitment.

Mr Bwalya added that the MoU will stabilize the energy sector by stabilizing power supply and creating jobs for the citizens.

“The President and team immediately set out to sort out the problem of load shedding and find a lasting solution to the problem. As you are aware we signed the largest energy MoU on energy. This is a direct result of the President’s leadership,” he said

He further added that Zambia will, together with South Africa and Senegal, boost food security for the continent through the production and supply of grains, a move that has partly been necessitated by the war in Russia and Ukraine.

Mr Bwalya said the move will create more jobs and opportunities in the agricultural sector and increase forex for the country.

ZNS EXPERTS DISPATCHED TO MUMBWA TO WORK ON DAMAGED LANDLESS CORNER ROAD

ZAMBIA National Service (ZNS) has dispatched a team of engineers to Mumbwa to work on the damaged portion of the Landless Corner-Mumbwa road.

The road has been closed following its partial washing away due to heavy rains and the subsequent bursting of Nangoma dam.

Speaking when he toured the damaged road yesterday, Zambia National Service Commander Lieutenant General Maliti Solochi directed the Chief of Land Development Branch (LDB) Brigadier General Japhen Mukanda to ensure that LDB engineers work with Road Development Agency (RDA) to redress the situation and avert possible disaster.

“Work with the team from RDA Kabwe to ensure that the road quickly becomes operational so that movement of people, goods and services resumes and we present potential disaster.

The ZNS Commander called on the Chief to consider reinforcing the number of installed culverts by even six to assure the road of the required strength.

Lieutenant General Solochi undertook the inspection tour of the damaged road in the company of the Ministry of Water Development Permanent Secretary, Airforce Commander Lieutenant General Collin Barry and officials from Disaster Management and Mitigation Unit (DMMU).

Meanwhile Road Development Agency (RDA) has advised members of the travelling public and transporters who may wish to travel via that road to use alternative routes.

INVESTING JUST TO LOSE

INVESTING JUST TO LOSE

I am a simple hardworking Zambian who decided to invest in cattle ranching 7 years ago with about 50 Brahman heifers and 13 local breeds. For 5 years I have managed the breeding of my investment to almost triple the number and decided go in to meat selling and production.

Two years ago I opened up two outlets one Kaunda Square and another in Mtendere, employing 6 staff with an initial k150,000 capital injection and a k200,000 bank loan at a k25,000 monthly installment paybacks plus a k15,000 rental, taxes and salaries pack.

At inception the business seemed lucrative. I managed to meet my obligations until a year back the business started going in to a nosedive. Had to cut of staff and bank repayment are stalling as the sale have decreased by 70%

With the current happenings at the Kariba dam that has made Zesco to initiate power load shedding, I was hit badly as I have lost three freezers due to electricy surges damaging the compressors and lost two Gensets that have blown up due to overrunning.

To add salt to the wound, two carcasses, over 100 chickens and other meat products worth over K70,000 went to waste in the last fortnight and had to be disposed off. Repair and replacement costs of equipment will come to over K30,000.

How can I overcome situation honestly? Can’t make any claims or comfort myself that it was the “hand of God” it’s time to pack up and await for my fate with the bank.

US Supreme Court fails to find source of abortion opinion leak

0

The US Supreme Court said Thursday that an eight-month investigation that questioned 100 possible suspects had failed to find the source of the stunning leak last year of its draft abortion ruling.

The unprecedented leak, which the court called “one of the worst breaches of trust in its history,” revealed it planned to overturn the 1973 Roe v. Wade decision that had guaranteed a woman’s right to abortion.

The leak, which came seven weeks before the final decision was announced, sparked fury among pro- and anti-abortion activists, with both sides claiming that the court had succumbed to politics.

Most of the 100 were quickly eliminated as suspects, and a smaller group was examined, including court officials with apparent ties to Politico, the publication that revealed the draft.

Hacking of the court’s systems was ruled out, but investigators discovered that there was inadequate security on many of the printers in the court that could have permitted a copy to be printed without any record.

After multiple interviews of certain court employees, the court said “the team has to date been unable to identify a person responsible by a preponderance of the evidence.”

The court Thursday condemned the leak as an attack on its credibility.

“The leak was no mere misguided attempt at protest. It was a grave assault on the judicial process,” it said.

Former president Donald Trump demanded that the Politico reporters divulge their sources or be put “in jail until the answer is given” in a post on his Truth Social site.

“Stop playing games, this leaking cannot be allowed to happen… Arrest the reporter, publisher, editor – you’ll get your answer fast,” he added.

The White House condemned Trump’s comments and said “freedom of the press is part of the bedrock of American democracy” in a statement sent exclusively to Politico, the news outlet reported.

“Calling for egregious abuses of power in order to suppress the Constitutional rights of reporters is an insult to the rule of law and undermines fundamental American values and traditions,” spokesman Andrew Bates said in the statement.

– Politically charged –

The leak, which came as both pro- and anti-abortion forces were on edge over the coming decision, sparked speculation that it was designed to influence conservative justices who might still be on the fence about it.

The draft was authored by very conservative Justice Samuel Alito and made clear the intention to eviscerate Roe v. Wade and a subsequent high court ruling that had protected abortion rights for nearly five decades.

The 6-3 decision, split along ideological lines, gave the 50 states the right to regulate abortion, and since then around 20 have outlawed or placed severe restrictions on it.

The final decision was little changed from Alito’s draft.

The leak unleashed much speculation about whether it came from the offices of conservative justices or progressives. Each justice would have had several staff members with access to the draft.

The investigation said in addition to the justices, 82 people had direct access to the draft.

But no evidence has surfaced on who leaked the document or what their intention was.

The report said court security had been lessened by the impact of the pandemic.

“The pandemic and resulting expansion of the ability to work from home, as well as gaps in the Court’s security policies, created an environment where it was too easy to remove sensitive information from the building and the court’s IT networks,” it said.

It also said that some court employees admitted to confiding the conclusions of the draft to a spouse, violating court ethics.

The court said the investigation will continue. AFP

Biden downplays classified documents issue, says ‘nothing there’

0

President Joe Biden on Thursday downplayed the furor over the discovery of old classified documents improperly stored in his personal belongings, saying “there’s nothing there.”

Asked by reporters during a trip to California about the issue, he said: “I think you’re going to find there’s nothing there.”

“I have no regrets. I’m following what the lawyers have told me they want me to do. It’s exactly what we’re doing. There’s no there there.”

Biden’s defiant comments came just over a week after news first emerged that around a dozen secret documents dating from his time as vice president to Barack Obama had been found sitting in a former Biden office space. A handful more documents were subsequently discovered in the garage and home of the president in Delaware.

The uproar has engulfed the White House and threatened to overshadow what allies expect to be the Democrat’s announcement in the near future that he’s seeking a second term in the 2024 election.

Although the case is far less serious than Republican Donald Trump’s hauling off of hundreds of documents from the White House to his Florida residence after leaving office, Biden is under severe pressure from the media, Republicans in Congress and a Justice Department probe run by a special counsel.

After days of the White House going on the defensive and refusing to answer reporters’ questions, Biden sought to strike back, insisting that he is acting properly in a situation that the White House argues was nothing more than an accidental misplacing of the materials.

“Look,” Biden said, after initially showing displeasure that reporters raised the question while he was in California to show support for victims of massive flooding and weather damage.

“We found a handful of documents… were filed in the wrong place. We immediately turned them over to the Archives and the Justice Department. We’re fully cooperating and looking forward to getting this resolved quickly,” he said.

– Politically explosive –

The issue, which first came to light in a CBS News report on January 9, caught the White House badly off guard, denting Biden’s brand as a return to competency and honesty after the scandal-filled Trump years.

In addition to tarnishing Biden, the appointment of a special counsel to oversee the Justice Department investigation into his handling of the vice presidential documents is widely seen as weakening the ongoing probe by a different special counsel into Trump’s case.

Trump, who is himself seeking a second term in 2024, repeatedly refused to cooperate with the authorities trying to retrieve his far bigger haul of classified documents. However, prosecution of the Republican would now seem less likely, with the Justice Department possibly wishing to avoid seeming to treat Trump more harshly in what is already a politically explosive situation.

Congressional Republicans, who took control of the US House of Representatives this month — with far-right conservatives holding the balance of power — have already promised fierce probes of their own.

On Tuesday, the White House accused Republicans of “faking outrage” over Biden’s documents. AFP

Senegal opposition leader to run for president despite rape trial

0

Senegalese opposition leader Ousmane Sonko vowed on Thursday he would run for president next year despite facing a trial for rape charges.

Sonko — who came third in Senegal’s presidential election in 2019 — has enjoyed a rapid political rise and is popular with young people.

“No one can stop me, if it pleases God, from being a candidate in 2024,” the 48-year-old former tax inspector told a press conference.

“I can’t see any judge sentencing me to five years in jail,” Sonko said.

He has been charged with raping and sending death threats to an employee of a beauty salon where he went for a massage.

Sonko has denied the accusation and repeatedly said he is the victim of a “plot” by President Macky Sall.

An investigative judge on Tuesday ordered Sonko to stand trial on the charges in a criminal court.

Sonko’s lawyer Cheikh Khoureyssi Ba has said he would appeal the ruling.

Sonko said it was “a real fake legal affair, a strictly political affair, orchestrated by Macky Sall’s government, with the sole aim of pushing aside a candidate who appears by far one of the best placed to win the next presidential election.”

Sonko’s supporters hail his efforts to speak up against corruption and social elitism, as well as the economic and political grip of multinational firms and former colonial power France.

His indictment in March 2021 triggered violence in which around a dozen people were killed.

In recent years, several other prominent opponents of the president have had their political careers cut short by legal cases.

Authorities have denied any misuse of state institutions in the legal proceedings against Sonko.

Sall, who has denied any role in the Sonko affair, has won the last two presidential elections.

But he has remained vague on whether or not he intends to seek a third mandate, which would require changes to the current constitution under which a president cannot serve more than two consecutive terms. AFP

EVARINE SUSAN KATONGO – A VICTIM OF CIRCUMSTANCES

By Aaron Mubanga Jnr

First and foremost people keep bringing my name up for some reason, I fail to understand how I come in, Like the way Dream Hampton kept bringing up Dave Chappelle when he said no to feature in her R. Kelly documentary.

I can not go into details because I have the unfortunate burden of caring about the kid first and until this issue is resolved I can’t say certain things.

But here is a few facts that are not being represented correctly.

👉Eva was groomed by Luyando Foundation Girls from the age of 6 until May 2021 when she went on loan to ZISD (NB: Katongo scored and assisted on her debut to guide ZISD to their first-ever win beating Police Doves 3-2 at Independence Stadium )

👉 The Mamelodi Sundowns trials are not the first trials Eva has had she received a similar offer from Europe last year ( Let the people who are being economical with the truth and talking about the kid every day tell you what happened to that offer. )

👉 I feel I should not have to say this, it should be common knowledge, A club, a Journalist, a blogger, a manager, or an agent does not decide where a player should go it’s the player to make that decision.

👉 Despite what they may want to make you believe, I took that kid to her first National team camp at Prince Charles.

I was on my way from Kitwe where we went for ABSA Cup games, Barbra Banda called me to tell me that the coach wanted to asses the kid, and she should be in camp immediately.

Made calls to her and the club ( Luyando Foundation Girls ) but no one was available to take her.

The mother called me two hours later asking me to take her to the camp as she was not comfortable going alone.

I went to find her Kuma Kanyama/Chibolya around 18 with Ba Benjamin Banda who drove us to Prince Charles and went to see her two days later the coach told me she was the real deal, a thing I had known since the first day I saw her play in that game against Nkwazi Queens at Kanyama School ground.

She has never missed a camp since that day.

👉 Her last competitive match was on 11th September with the Copper Queens.

👉 The last part I will add is that ask yourselves, why is it that people who are claiming to care so much about this little kid have not even one day asked if she is okay? What kind of mental state is she in? What is going on with her? Weird right ( Victoria Wezi Mhone was the first person, who called me to ask if she is okay and not to assign blame to anyone but just ask about the kid’s wellbeing.

In conclusion, I will tell you that there is a lot of misinformation being calculated to fit a certain narrative and sadly I have to keep quiet for the sake of the kid.

I just felt I should put a few things straight so that you have a bit more information as you debate.

Have a good day.

Juventus are docked 15 POINTS by Italian court after investigation into the club’s transfer dealings

0

Juventus have been deducted 15 points for the current season by an Italian football court investigating its transfer dealings, the national football federation (FIGC) said on Friday.

With 20 games left to play in this season, Juventus were third in Serie A, 10 points adrift of leaders Napoli.

The points deduction would push them down into mid-table, outside the spots for European competition.

The ruling is tougher than a nine-point deduction a football prosecutor had requested earlier on Friday during a hearing looking at the way Juventus, Italy’s most successful club, and a number of other teams dealt with player exchange deals.

The football court also ruled that former Juventus chairman Andrea Agnelli be banned from holding office in Italian football for 24 months.

It also decided on a 30-month ban for Juventus’s former sports director, Fabio Paratici, now managing director of football at Premier League club Tottenham.

The ban currently does not prohibit Paratici from working outside of Italy, but FIFA and UEFA will be asked to uphold the ruling for their own competitions.

The club’s CEO Maurizio Arrivabene has also been handed a two-year ban, while former vice-chairman Pavel Nedved has been given an eight-month suspension.

Juventus have been waiting to discover the findings of the investigation after it was announced that it had been re-opened last October.

The prosecutor of the case alleged that the club had misrepresented losses in the period between 2018 and 2020, particularly regarding the amount ascribed to player sales.

The whole board resigned in November, leading to various media outlets claiming the unanimous decision came as a result of involvement in the Prisma investigation.

Juventus have denied wrongdoing and said their accounting was in line with industry standards.

But the points deduction now means they are down in 10th place, and leaves them 12 points adrift of the Champions League places.

It is a bitter blow for the Italian giants, and comes just one week after their humbling 5-1 defeat against league leaders Napoli. -Daily Mail

OCIDA Statement on the State of the Nation
Thursday, 19th January 2023

It is Time to Govern with Compassion and Respect for the People, not with Rhetoric

We, members of Our Civic Duty Association (OCiDA), have spent time reflecting on the many issues that have recently been affecting the day-to-day lives of Zambians. In furtherance of the Association’s objectives which includes fostering good governance, promoting national unity, encouraging effective management of the economy, and holding to account those in public office so that they attend to the most important policy matters and national issues, we wish to make the following observations on the State of the Nation.

Lack of consultation and increasing centralization of power

One of the qualities of good leadership is a preference for consultation, coupled with the capacity to build consensus. Unfortunately, consultation appears not to exist.
The president would appear not to work closely with his cabinet, even with his Allies and the people at large, we believe. We urge and appeal to him to use all channels available to him to seek advice, to consult widely. Consultation is key………it is a hallmark of good leadership.

Recently some government actions have once again demonstrated this lack of consultation. Just before the June 2022 African Union Heads of State Summit in Lusaka, the government, without warning, deployed the military to violently remove the mobile money booths which line sections of main roads in our capital city. The government deemed these structures too shabby for eyes of the visiting dignitaries……these booths are very necessary sources of livelihoods for the unemployed youths !

When those in power today were in opposition promising to support small businesses, few would have guessed that they meant using the army to sweep poor ordinary people off the street.

We have also observed a trend of “ centralization “ of power at State House, as opposed to power being devolved to ministries.

For instance, recently, in response to the energy crisis, the President undertook an on-the-spot check to Mamba Collieries and the Kariba Dam. If it takes a whole President to do this, what is the Minister of Energy doing?

The implications of such action is that either the line Minister is not up to the task, or the President is micromanaging in a manner that has the potential to demoralize his Ministers. We urge the government to learn to consult more broadly. We further implore the President to hire competent professionals and give them the leeway to discharge their mandate without interference from State House. Put plainly, it is now becoming clear that the President is micromanaging government Ministries and State-Owned Enterprises.

Lack of compassion and respect for the people

We have noted a worrying tendency by those in authority to heap praise on themselves whenever an opportunity presents itself and to explain away problems they cannot resolve by blaming the previous administration.

We have had enough of blaming the PF for the last one year plus 4 months.

The problem of load shedding in particular, which has acutely affected our people, calls for more honesty. We the public are entitled to honest information on this matter.

We are tired of empty rhetoric and lectures. We want to see action. When promises are made, they should be fulfilled. There is nothing wrong with making promises and trying to fulfill them. What is wrong is to try to pretend that you never made the promises, or worst still try to cover them up.

No nation has ever been built on the backdrop of lies, rhetoric, self-praise or by elevating dishonesty into a virtue. Nations are built on the threshold of integrity, truth, selfless and honorable conduct by those entrusted with discharging public duties and responsibilities.

We urge our leaders to embrace the culture of acknowledging their limitations especially when things are wrong, explaining the difficulties they may be encountering in the course of honoring campaign pledges, and apologizing to the public when they make statements that later turn out to be false.

This would go a long way in improving public trust in such leaders. Just as the Minister of Local Government Mr Garry Nkombo has recently publicly and commendably advised his colleagues including the President, it is time to stop the blame game and instead focus on delivering the post-election goodies. People are anxiously waiting for Bally To FIX it!

The need for a clear roadmap on institutional reforms

Those in power today promised comprehensive legal and constitutional reforms when they were in opposition. Among other things, this included:

1. judicial reforms that would change the way judges are appointed and make the process of appointment more transparent and inclusive, to enhance the independence of the judiciary, notwithstanding the restrictive funding of the judiciary;
2. the full operationalization of the office of the public protector to perform the functions assigned to this independent office as provided for in Article 243 all the way up to Article 248 of the Constitution of Zambia;
3. changing the way in which the appointment of commissioners of ECZ is done to enhance transparency, increase wider participation and build confidence in the process; and truly make ECZ INDEPENDENT.
4. changing the structural independence and operations of the investigative wings such as the ACC, Drug Enforcement Commission and Financial Intelligence Centre by removing these watchdog institutions from the presidency and making sure that they report to parliament. In most cases, the Executive is the culprit when it comes to grand corruption so it does not make sense that these institutions should be reporting to the executive.
5. Urgent repeal and review of all laws that inhibit the enjoyment of human rights and democracy such as the Public Order Act, the Cybersecurity and Cybercrimes Act, and the Penal Code. We are aware that the Zambia Law Development Commission has handed over the report on the review of the Public Order Act, and we hope the government will not take a year to act on the recommendations;

We urge the government to conduct a thorough reform of the laws and preferably through a constitutional review process that should be led by independent, qualified, and highly respected professionals from a diversity of backgrounds, not surrogates of the party in power.

The chaos in the Agriculture Sector and its grave consequences on food security.

The government says it has saved millions in the Farmers Input Support Program, but at what cost? The delayed delivery of farming inputs that we witnessed last year is likely to have a more costly impact on the general harvest. A poor yield means the country may have to import food. And what will be the cost of importation?

We urge the government to identify and address the root causes of the factors that were responsible for the chaotic distribution of farming inputs that we saw. Millions of Zambians, especially those in rural areas, depend on agriculture. It is important to safeguard not just this vital source of their livelihoods but our national food security. Sadly, we are reliably informed that this New Dawn Administration is still exporting Maize to this very day despite the aforesaid chaos during this farming season.

THE CHAOS IN THE MINING SECTOR……AND THE DEVASTATING IMPACT ON THE ECONOMY.

Despite attempts by previous administrations to diversify the country’s dependence on mining to agriculture, tourism and energy, mining still remains the country’s key economic backbone.

Now with demand and prices for EV metals such as copper, cobalt and lithium growing exponentially, mining in Zambia should be our economic salvation, especially with respect to our huge debt situation, going forward…..of course that is if we accelerate expansion in production in this sector. And Mopani and KCM hold part of the key.

But 14 months into the New Dawn Administration, we still do not have a clear roadmap on how to achieve the 3,000,000 tonnes of copper production by 2031.

To this day the Mopani and Konkola Mines debacle created by PF, remains unresolved, despite numerous and inconsistent pronouncements by the New Dawn Government.

Today the Copperbelt economy alone is devastated on account of this failure by government.

Mopani and KCM hold a potential 400,000 to 500,000 tonnes of copper production per annum….but if only Government earnestly attended to their problems.
Let us wait and see!

The creeping culture of intolerance to criticism

We applaud the government for abolishing the law on criminal defamation of the president. We however urge the State to go further and remove all the bad laws that criminalize libel such as the ones contained in Sections 190 and 191 of the Penal Code. Branding those with alternative views as people who bitter or sponsored by the opposition is the undesirable kind of language that Zambians thought they had removed from public discourse in August 2021.

A crucial component of a thriving and healthy multiparty democracy is respect for unity in diversity. Diversity also refers to ideas and opinions. In a society where many hero- worship leaders, it is understandable that government critics may appear to be an inconvenience to both the leadership in power and their supporters.

But there is a place for critics in our democracy, especially those who don’t use insulting language and who conduct their criticism with utmost civility, decorum, and respect. We also implore government leaders to embrace critical feedback in actions, not rhetoric.

The President recently urged Zambians to criticize him in open forums, as opposed to doing so from a hidden spot in the toilet. In addition to reigning in on his intolerant supporters, we urge the Presidency to reflect on why people are finding the toilet to be a safe site from which to issue criticism, if at all the democratic space is now freely open.

The creeping levels of intolerance remind Zambians of a recent dark past and risks driving many people into silence until the next election, leaving only one group speaking and dominating public discourse. This may create the impression that all is well, when in fact not, and detach the leaders from the actual reality and the voice of the people.

Current corruption and governance

Nothing undermines good governance than corruption. Corruption is responsible for the deaths of millions of Zambians through the theft of public funds and diversion of resources meant for service delivery.

We commend the government for initiating the arrest and prosecution of officials of the previous administration. We are however alarmed at the continuing lack of interest in investigating and prosecuting the current corruption in government.

We suspect that corruption is still happening even among ministers and other senior government officials. After one year four months in office, where are the investigations and arrests ? We urge the ACC to not only concentrate on past corruption but also focus on current issues.

We further strongly urge the government to move beyond a narrow focus on the corrupting party and the corrupted to include dealing decisively with the enablers.

We urge the ACC to take an interest in these matters.

The high cost of living and youth unemployment; leading to unprecedented HUNGER in the nation.

The current administration won power on a series of promises that included reducing the cost of living and tackling youth unemployment.

Unfortunately, the cost of living has risen considerably in the past one year plus 4 months, with no discernible plan in sight on how to reduce it.

People in our communities are very HUNGRY……..they are struggling to feed themselves and their families. We want to remind this Administration that a HUNGRY people is an ANGRY people; you need not be reminded what caused the French Revolution!
Among the worst affected are young people who are grappling with record high unemployment among their ranks.

This includes those who have finished their studies but are neither teachers nor health workers and are therefore not covered by the commendable recruitment in these sectors. What is the government’s plan for dealing with youth unemployment? We have not heard of any coherent plan being articulated by our leaders to address this specific issue. To increase employment in the public sector may not necessarily be the best solution because it denotes an increase in the emoluments side of the budget.

Apart from attracting foreign investors, what coherent plan do we have to increase employment using our own institutions? Are there any tax incentives for local businesses that employ a certain threshold of people? Are there any areas that are reserved for Zambians?

What incentives are being given to small scale businesses and farmers, the same way that we see huge incentives being extended to foreign corporations? What exactly is the Ministry of Small and Medium Enterprises doing? We are not saying these challenges must all be resolved at once or even under a year, but there must be a clear roadmap or some kind of direction that shows movement towards the goal.

Regional imbalances in public appointments and the foreign service

We commend the government for improving ethnic diversity in government appointments compared to the previous administration. We however urge those in power to not use the previous administration – a failure on this score or indeed any other – as their golden standard.

We have noted a worrying pattern that shows a regional inclination in public appointments to the leadership positions of government bodies such as the five security wings, the judiciary, the electoral commission, the National Assembly, the foreign service, and even boards of parastatal entities. We urge the government to improve its record on this issue as opposed to comparing itself to the record of a failure and attacking those who are drawing its attention to this important issue.

Building national unity would require more than doing better than the record of a failure.

We also urge the government to professionalize the recruitment of ambassadors and high commissioners by making sure that those appointed are subject to parliamentary approval.

We have noted a worrying tendency where the foreign service has long been used by successive governments as a dumping ground for unemployed ruling party supporters. Patronage is not the best way of utilizing public resources. We urge the government to initiate legal reforms that would pave the way for this transparent involvement of parliament in the appointments of senior officials into the diplomatic service.

PROFESSIONALIZATION OF CIVIL SERVICE

We have observed that the New Dawn Government have not hitherto started “ professionalizing “ the civil service, as they had promised to do while in opposition.
A professional Civil service is what makes any government succeed in its programs. We therefore lament that the new government are likely to fail in this regard, with a “cadre”driven civil service.

We therefore strongly urge that the new government should as a matter of absolute urgency create a truly professional civil service.

The visible shadow of State capture

Like many of our people, we have noted the increasing role of foreign and local private actors in affairs of government. As the experience of South Africa has shown, private actors and foreign influence can lead to State capture, which is a form of corruption.

We urge the government to guard against State capture by local businessmen, foreign persons and institutions through policy influence, especially in the extractive industry, that may undermine national interests in favour of foreign commercial interests.

IMF Must Apologise for SAP Programmes in Zambia and Africa

By Amb. Emmanuel Mwamba

International Monetray Fund (IMF) President Kristalina Georgieva will be visiting Zambia.

We will use the opportunity to demand for an official apology by the IMF to Africa and Zambia for the organisation’s implementation ofbadverse Structural Adjustment Programs (SAP) in the late 1980s and 1990s.

Zambia implemented these programmes from the IMF with zeal and honest but saw the destruction of its economy, de-industrialising of its manufacturing and industrial sector, rise in unemployment, something the country has failed to recover from, rise in institutional and multinational corruption, rise in poverty levels and collapse of its social welfare and social security programmes.

It has been established by numerous studies and reports and our own lives are witnesses to this, that the SAP programmes facilitated multinational interests in Zambia and Africa.

It has alos been established that the ineffectiveness of the prgrams occurred because assistance was never the intention!

There has been an increase in corruption, corruption was institutionalised and legitimised by aggressive pre-condition programmes the institution pushed such as privatisation and liberalization.

The SAP programmes led to official spending budget cuts on important welfare services such as education and health care and this widened social inequalities. The budget cuts to social welfare programmes affected the most poorest sections of society.

SAP programmess also increased food insecurity and promoted under-nutrition, rising ill-health, and decreasing access to health care in the two-thirds or more of the population of African countries that already lives below poverty levels.

The IMF have since moved on by attempting to merely reforming the programmes, allow for more domestic consultation and adjust them without apologising for the loss of lives, increase in poverty and de-industrialising Zambia and Africa.

In their new current form, the IMF structural programms remain harmful to the poor and vulnerable, promotes multi-national interests, entrenches liberal policies without regard to the people and their way of life, and their development aim remain narrow.

Sadly the new programmes are fundamentally not different from 1990s ones that caused loss of lives and destruction of nascient economies.

We recognise that our leaders have been agent of these programmes and are not exempt from blame or responsibilities for the damage.

To-date our leaders have ensured that the details of the IMF development Agreements and pre-conditions are kept away from our Parliament, the people’sassembly, and therefore escape scrutiny, improvement, or take domestic interests or participation into account.

We hope that President Kristalina Georgieva will apologise for the past destriction done by her institution to our economies, show and demonstrate remorse for the negative programmes and genuinely pledge to stop programmes that harm Zambia and Africa.

To this effect, we will take a memorandum of demands to Ms Kristalina Georgieva during her visit to highlight our deep concerns.

ZAMBIA’S LASTING SOLUTION DOES NOT LIE IN THE IMF- Dr. Fred M’membe

ZAMBIA’S LASTING SOLUTION DOES NOT LIE IN THE IMF
By Dr. Fred M’membe, President of the Socialist Party

Those in power today should not blame anyone for the political fallout that is surely coming as a result of implementing a dreadful IMF deal. They made a lot of noise about the IMF loan. They sang hymns of self-praise for securing the bailout and attempt to drive out any reasonable voice that warned about the adverse consequences of the deal.

We warned that it was just a matter of time before Zambians would realise that there is no future in the past. We have been on this route before and it has not worked for us. It is not the first time Zambia has gone to the IMF.

UNIP under president Kenneth Kaunda went to the IMF in the 1980s though KK was quick to abandon the Brettonwood institution after they failed to answer his famous question: “are you able to design a program that will not require me to kill my own people?”

The MMD under Frederick Chiluba went to the IMF in the 1990s. The MMD under Levy Mwanawasa went to the IMF in the early 2000s. Where have all these previous IMF deals left Zambia? They have simply exposed our incapacity as a people to govern ourselves.

After winning independence on the ground that we can govern ourselves, does it really make sense for us to subcontract the running of our economy to the IMF, to return to the West and ask them to help us govern ourselves? As Simon Kapwepwe would say, Zambia twasebana!

The greatest beneficiaries of IMF bailout programs in Zambia are usually the same forces: Western companies, South African finance capital and the local businessmen connected to those in power. These forces are usually the ones who buy our state-owned enterprises at cheaper rates on the pretext that they are making losses. It is not different this time. The poor are been hit hard. The workers are been hit hard. Our people are crying for help.

Companies that even Chiluba refused to privatise under any circumstances such as ZAMTEL and ZESCO are this time likely to be sold to their business associates or the western firms. For years, those in power today told us when they were in opposition that they are very good at business; that the reason why state enterprises make losses is because of political interference from the ruling party and the politicians in power. Now that they are in power themselves, what will be their excuse for selling state enterprises since all they need to do is stop interfering in the operations of ZESCO or ZAMTEL and appoint competent people who can run such companies professionally and like private entities?

We repeat: the lasting solution to Zambia’s economic difficulties does not lie in the IMF. It lies in the collection of fair and adequate revenue from the mining sector for support to secondary industries such as manufacturing. It lies in the development of the arts, a hugely important industry that those in power today have reduced to a footnote in a ministry! It lies in increased state support to agriculture and enhanced food security, but those in power today are quicker to listen to the IMF and remove subsidies on farming inputs even when the US and other Western countries still subsidise their own agriculture industry. It lies in increased state investment to social sectors such as education and health.

How the richest black man in the world turned a $3000 loan into a $19 billion empire

0

In the last decade and counting, Aliko Dangote has emerged as the richest businessman in Africa and the wealthiest Black man in the world, per Forbes and Bloomberg calculations. His story has inspired hundreds of Africans, African Americans and other minorities worldwide.

According to Forbes, Dangote has a net worth of $12.7 billion while Bloomberg puts his net worth at 19.0 billion. He makes his money largely from Dangote Cement, one of Africa’s most successful and recognizable brands. His cement factory has the capacity to produce 48.6 million metric tons annually and has operations in 10 countries across Africa.

In addition to his cement factory, Dangote is also into the production of sugar and until recently, fertilizer and oil refinery. His refinery, which is still under construction, is expected to be one of the largest in the world and will help reduce Nigeria’s dependence on imported refined crude.

What is more, he is also into the assembling of cars under the name Dangote Peugeot Automobiles Nigeria Limited (DPAN). The assembling of the vehicles started with the Land Trek, 3008, 5008 and the new 508.

How did Dangote start his journey to become a successful businessman and the world’s richest Black person? Dangote was born into a family of wealthy traders from northern Nigeria some 65 years ago. Dangote’s grandfather, Alhassan Dantata, traded mainly kola nuts and groundnuts. But Dantata was also one of the wealthiest men in the British West African colonies.

“My great-grandfather was a kola nut trader, and the richest man in West Africa at the time of his death,” He told Time Magazine during a world economic forum event. “My father was a businessman and politician. I was actually raised by my grandfather. It’s traditional in my culture for grandparents to take the first grandchild and raise it. I had a lot of love, and it gave me a lot of confidence.”

Although Dangote comes from a privileged background, he curved his own entrepreneurial path. At a very young age, while still in primary school, he started looking for his own money. He will sell candies to make money in school. He also worked diligently for his uncle, Sani Dangote, which set the stage and laid the foundation for him to dominate the business world.

“I can remember when I was in primary school, I would go and buy cartons of sweets (candies) and I would start selling them just to make money. I was so interested in business, even at that time,” he said.

Shortly after completing his degree in business studies and administration at the Al-Azhar University in Egypt, one of the biggest Islamic universities, he approached his uncle for a loan to start a business.

His uncle eventually gave him a loan of $3000 to start importing and selling agricultural products in Nigeria. He traded in Sugar, rice, pasta, salt, cotton, millet, cocoa, textile and vegetable oil from Thailand and Brazil.

His business became an instant hit and within three months, he repaid the loan he took from his uncle. In 1973, he ventured into the cement industry, buying in trucks and reselling to others for profit.

He dumbed cement and went into the selling of sugar, rice and other commodities. He eventually got back into the cement industry with a factory. In the first year, he went from having zero market share in Nigeria to controlling about 45 percent of the market.

He told Bloomberg: “Now the country is producing 42 million tons, of which 29 million tons is ours—and it’s not only Nigeria that we benefit, but we’ve also been able to go to 17 other African countries. By 2019 we’ll have 80 million tons of capacity.”

The success of his cement factory inspired him to start manufacturing some of the products he was importing or buying from others. In 1997, he built a plant and started manufacturing pasta, sugar, salt and flour.

Today, all his companies operate under the empire Dangote Group, where he is the chairman. The group employs over 30,000 workers in Nigeria and across Africa. Dangote group includes the following firms: Dangote Cement Plc Dangote Sugar Refinery Plc and Dangote Flour Mills Plc.

Others include Dangote Pasta Plant Limited Dangote Agro Sacks Limited Prayer Mats Production Dangote Salt Plc Ports Operations Haulage Steel Production Dangote Foods Limited Real Estate Telecommunications Oil Refinery Petrochemicals Fertilisers.

Dangote’s rise to become one of the most powerful and successful entrepreneurs in Africa and the world at large shows the potential of African youth to become successful in the field of entrepreneurship and in any endeavour, given the necessary enabling environment which is often lacking.

Lungu today most popular politician in Zambia, not Hichilema – Lusambo

By Kombe Chimpinde Mataka

TODAY the most popular politician in this country is not even Hakainde Hichilema, it is Edgar Lungu, says Bowman Lusambo.

The former Lusaka Province minister says he expects to be cleared of corruption charges after the ACC cleared information ministry director Thabo Kawana of the same.

Meanwhile, Lusambo, who also served as Copperbelt minister in Edgar Lungu’s administration, says the UPND should not consider Vedanta to take over KCM again because its “chief executive officer is a crook”.

Featuring on Oxygen of Democracy programme on Prime TV on Monday, Lusambo said the UPND’s fight against corruption was selective.

“In UPND we know the single sourcing of Alpha Commodities [in fertiliser supply]. The 50 million dollars. That is 100 per cent corruption. We expected Anti-Corruption Commission to move in and report. It’s not me to report. Some of these issues, who reported me? The ACC, that’s their job. They are supposed to move in. You know I was investigated through DEC (Drug Enforcement Commission) when I was a minister for Lusaka Province. I went to DEC. The DEC wanted to find out something from me and I told them. No one reported me, DEC wanted me to be investigated. President Lungu cleared that. President Lungu was fighting corruption,” he said. “Edgar Lungu is my father but he told DEC to investigate me and I was investigated by DEC. That’s the thing we want to see, a fight against corruption that is genuine. Lungu was fighting corruption genuinely. Remember ministers were facing charges at Anti-Corruption Commission, DEC. Serving ministers! That’s the way a president is supposed to fight corruption. Not ‘these are mine don’t touch them’.”

Lusambo said for the UPND, fighting corruption was painting other people black.

“Even me I want President Hakainde [Hichilema] to succeed in this crusade. At the briefing I said I want to help the President win this crusade. Working with government does not mean being in UPND,” he said.

“Today the most popular politician in this country it is not even Hakainde Hichilema. It is Edgar Lungu. Popularity, they have said you were good.”

Lusambo said in an event that the country went to the polls, Lungu would win the elections.

He said the belief that the PF was corrupt was just a percpetion.

“It was political. Corruption must be fought in UPND, in the PF and all sectors,” he said.

“I am happy that my brother Thabo Kawana has been cleared by the Anti-Corruption Commission. That is the thing which we want to see. We want the ACC to come, ‘Bowman we made a mistake’. We are waiting, yes. We are waiting for ACC to say ‘Bowman it was just a mistake. We were just playing politics. There is nothing that you did’. If Kawana was cleared and Anti-Corruption said he went to a financial institution and he borrowed that money to buy a car, things which we were expecting to be told is that ‘actually Bowman has nothing to do with government money’.”

He noted that none of the PF leaders has been convicted.

“All what we are seeing is perception. It is just allegations, allegations,” Lusambo said.

And Lusambo said the government should not consider Vedanta for KCM.

“The UPND should not even think of [Anil] Agarwal (KCM) coming back.. Agarwal told us with the deputy governor that when he was then deputy secretary to the Cabinet and the entire team, the ministry of mines…Agarwal told us that he is coming to pump in money in KCM. We came to the president and said Agarwal has said this. True to his word he came to Zambia and he told the president what he told us. That he was pumping in alot of money and he said, ‘I want to revamp sports and all recreation facilities. The clinics and these other things. I just want us to concentrate mining in Chingola and Chililabombwe’. Today that money is not here. So Agarwal is not a solution for KCM,” said Lusambo

You’ll never hear HH tell you the truth – KBF

PRESIDENT Hakainde Hichilema is the most irresponsible President we have now, says Zambia Must Prosper leader Kelvin Fube Bwalya.

Featuring on Diamond TV’s Costa programme on Sunday evening, Bwalya said President Hichilema was detached from reality and engulfed in lying to the Zambians.

He said because of the President’s detachment from reality, he could not anticipate the current load shedding.

“You will never hear Hakainde Hichilema tell you the truth. The President of this country is a liar and we must call him for what he is. That’s it. And what has turned out unfortunately is that most of technocrats have fallen into lying and he calls that being misinformed. Now the technocrats have to sing his song so that they seem good because that is what he likes,” Bwalya said. “He does not like being told the truth. If you tell him the truth, he cancels the truth. He tells you what you should tell him. And when you say it to him he says you are misinforming him. Nobody misinformed Hakainde. Figures don’t lie. For example, those numbers that you mentioned, Kariba North Bank has got 1,080 megawatts. These are figures, figures don’t lie.”

Bwalya contended that looking at the amount of power the country has there should be no load shedding despite power exports.

“By the way, Kariba North Bank alone has got 360 megawatts. Kafue Gorge Power Station, the original power station is at 990 megawatts of power. Kafue Gorge Lower is supposed to be operating at 750 megawatts but they commissioned 650 megawatts. Lunzua 14.8 megawatts, Lusiwasi 12 megawatts, Lusiwasi Lower 15 [megawatts],” he explained. “Victoria Power Station at 108, Chishimba hydro – 15, Musonda 10, Itezhi Tezhi at 120. From the independent power producers: Maamba Collieries 300 megawatts, Ngonye plant 28 megawatts, Bangweulu Solar Plant – 54 megawatts. Ndola, this one operates on hard oils; a 110 megawatt. Lusemfwa, 56 megawatts. Now, put these figures together and the amount of power at peak this country is supposed to have…We shouldn’t be having load shedding. So it is very clear that power is going somewhere else. And where it’s going is because as you will remember, the President flew to Tanzania, he flew to Namibia. He has been to South Africa, he has been to Botswana. He has been to Swaziland. All these places he has been to, he has gone to sign deals to export our power. How many times is Zambia going to be bailing out some of our neighbours? During the independence struggle we bailed them out, now we are doing the same thing at our expense!”

Bwalya said Zambians do not have a president in State House per se.

“We have a businessman in State House, not a president per se. He is not a politician. To him everything is about profits. A government does not run to make profits. A government runs to provide services to its people. If he wants to run a business let him resign and go and do business,” he said.

Bwalya said the country cannot be run like a business because there were certain things the government would have to provide at a loss.

He further charged that President Hichilema is not being helpful to Zambians but to himself.

“That is being irresponsible! And I’m sorry to say HH is one of the most irresponsible presidents we have right now and I will call him that to his face. Hakainde Hichilema is the most irresponsible President we have had in terms of taking decisions to protect the Zambians,” he stressed. “He is not being helpful to the Zambians and he will continue to do that as long as he is making a profit. But part of this profit that he wants to make is because he wants to be paying back loans which he says he wants to clear – debt burden. You do not clear a debt burden by creating chaos in your own country. That does not work. Nobody does that. That is being irresponsible to the worst and I don’t think I will apologise over that.”

Bwalya said President Hichilema seemed not to understand the extent of people’s problems.

He accused President Hichilema of not being concerned about load shedding.

“If he does, there is very little he understands. He lives in a bubble and the bubble that he lives in is the IMF. As long as he is doing what the IMF wants, he does not care about the Zambian people. He will just do what the IMF wants him to do. He is their blue-eyed boy. Whether or not you like it that is what we have for a president today,” Bwalya said. ‘’Power comes at 02:00 (hours), who is going to be in a restaurant at 02:00 (hours)? It does not make sense. The whole thing is in a shambles. They never thought this thing through. As usual the UPND never thinks through any policy, anyway. They stayed in opposition and we thought they have got this. They have spent so much time in the opposition, surely they must have learnt something. They must have planned something. They have no plans.”

Bwalya also claimed that President Hichilema does not listen to any of his advisors.

“Zambia Must Prosper has information that the President does not listen to anybody apart from some Europeans who are working with him at State House. That committee is just a facade to blind the Zambians that something is being done. But we know he is getting instructions from some white boys who have come from somewhere,” he said.

On President Hichilema’s decision to overrule local government minister Gary Nkombo’s decision to move street vendors in view of the threat of cholera, Bwalya described it as incompetence.

“The level of incompetence in the UPND is shattering. There is no coordination in everything that they do. Have you ever seen or heard the Minister of Energy Hon [Peter] Kapala talk about load shedding? No. The Minister of Green [Economy and Environment Collins Nzovu] talk about load shedding? No. The people talking about load shedding are Zesco and the President. Why don’t the ministers work? Big question mark,” said Bwalya. “You talked about cholera coming. Hon Nkombo said ‘this is not right let’s remove (vendors), did he not consult his boss before he made that ultimatum? 24 hours later he is summoned to State House like a school boy and told to retract. What are we doing?”

OCiDA on the blink of division as Archbishop Mpundu denies issuing statement alleging President HH’s govt has failed

0

Civil Right Activist Brebner Changala has confirmed a deepening crisis in a Senior Citizens’ Organisation called Our Civic Duty Association – OCiDA after a statement purported to have been issued by OCiDA Chairman Archbishop Emeritus Telesphore Mpundu, that circulated on various social media platforms alleging that President Hakainde Hichilema’s led government has failed.

Mr Changala who is also a member of OCiDA said in a video footage released last evening, that he fears OCiDA is divided right at the centre and is on the brink of a total breakup unless members rise up and unite.

The division appears to have been caused by the said long statement allegedly issued by Archbishop Telesphore Mpundu outlining perceived failures by the government of President Hakainde Hichilema which has been in office for under a year and four months.

“We are divided for there is a group of senior members that think that we cannot hold the New Dawn Administration to account for their own reasons, and then there are some of us who have seen the short comings and have risen to the day that let’s speak about the challenges we face today, OCiDA might not be the same from today,” he said

And Mr Changala said that whatever Archbishop Telesphore Mpundu whatever to talk about was supposed to be done in private, adding that OciDA was formed as a civic organisation that will fight for various interest within the country but it’s unfortunate that some members of OCiDA think that the current government should not be held accountable for the many challenges being faced.

“In a nutshell, the press conference to be held by Archbishop Mpundu has been cancelled because there has been certain information that reached the Archbishop stating that he must not proceed, and I know that, that’s not the character of the Archbishop, he will re-organised himself and find a way and time to make the media because through you, he will speak to the President, for the President can’t see him personally for various reasons but he’s not the only person that the President doesn’t see, he sees a lot of people but there are certain people that he doesn’t seem to be available to see,” Mr Changala said

Mr Changala further said that the New Dawn Administration including the President Hichilema himself are beyond access, adding that nobody can see the President for various reasons and everybody is complaining about this, including the Alliance Partners, OCiDA, the Chiefs, they are all complaining.

Sources state that Bishop Mpundu has denied issuing the statement and pointed their accusing fingers at a M’membe protagonist Sishuwa Sishuwa, PF Presidential hopeful Emmanuel Mwamba and Brebner Changala.

And in responding as to whether carderism has been curbed and that the UPND are performing to the expectation of the people, Mr Changala mentioned that carderism cannot go away if the leadership has abandoned the very carders that pillard them for 23 years without giving them an alternative support, they will always find a way to survive,

“For instance, whatever the Patriotic Front – PF used to do is now back in Town, you can even see not too long ago Minister of Local Government Garry Nkombo trying to do what was decent but it was reversed at the apex, it shows you that certainly we are back to square one and it will not be too long before the carders come to disrupt this gathering, I heard Mwaliteta warning Kelvin Bwalya Fube commonly known as KBF the other day when he featured on a program and Mwaliteta warned KBF not to talk about President Hichilema as if his their Party President only, Hakainde Hichilema is a President of the Republic of Zambia, and he doesn’t belong to one section or function of a political party,” he stated

He further mentioned that there is failure in the management of human resources, and most importantly there is failure in communication on how the country is being governed, there is a belief that the UPND came on a platform of change, but what has changed?

“They keep telling people about the recruitment of over 40 thousand civil servants, they talk about the removal of carders which is debatable, but there is structural changes to the way people are governed which they should have started with, such as access to information, operationalisation of the public protector, the independence of the Anti-Corruption Commission, and the Drug Enforcement Commission which are all micro-managed by the Executive and yet Executive is the anchor and base of corruption and abuse of state institutions, so, it cannot control an institution that is supposed to curb corruption, if anything the ACC is now used as an attack dog for those with dissenting views or those in opposition, ACC rarely goes for the members of the Executive, when it should have been independent and that was going to be change that people fought for,” he disclosed

“What I can say in a nutshell is that the UPND is a replica of the Patriotic Front, as thy are mimicking the PF, the only thing is the faces that have changed anything else remains unchanged,” he further disclosed

DISMANTLE MINISTRY OF FINANCE CARTEL…protect country’s resources or we’re going to regret – TIZ

DISMANTLE MOF CARTEL

…protect country’s resources or we’re going to regret – TI-Z

By Ernest Chanda

TRANSPARENCY International-Zambia (TI-Z) has expressed worry that there is more theft at the Ministry of Finance which should have moved leaders in government to act.

On January 7, 2022, The Mast published a story in which new information emerged which revealed that about K533 million was looted from the Ministry of Finance and not K100 million as earlier reported by the same newspaper in August 2022.

On August 24, 2022, The Mast published a story where a Transparency International – Zambia investigation revealed that a cartel at Ministry of Finance (MoF) siphoned money amounting to K100 million between 2019 and 2021 using fictitious events to draw allowances.

Corroborated evidence and information from whistleblowers within the ministry showed various names of officers in the Ministry of Finance.

At the time, names were withheld of people who had seemingly engaged in an intricate network of fictitious and organised activities.

According to the evidence, this loot seemed to be spreading tentacles to strategic ministries, commissions, and agencies.

And according to sources close to the investigation, MoF senior staff that included then secretary to the treasury Fredson Yamba, Accountant General Kennedy Musonda, controller of internal audit Chibwe Mulonda and assistant director internal audit David Kajokoto seemingly engaged in money laundering.

The sources explained that once funds were obtained from MoF’s Treasury Single Account (TSA) loans and investments – a special account that is dedicated to the Government of the Republic of Zambia (GRZ’s) repayment of loans including the Eurobond and financing of investments, the funds were transferred to the respective individuals’ bank accounts through Real Time Gross Settlement (RTGS) system.

Once this money was pulled into these peoples’ accounts it was then laundered into Bank of Zambia treasury bills through deposit accounts in order to conceal its nature and origin.

“The matrix was that apart from receiving monies directly, Yamba, Musonda, Mulonda and Kajokota would receive monies which on IFMIS showed junior officers’ names, but information technology was manipulated to pull funds into Yamba’s, Mulonda’s, Musonda’s and Kajokoto’s bank accounts,” the sources narrated. “When the junior officers were interviewed by investigative wings, they were like, ‘I’m not aware, I had monies raised in my name’.”

Commenting on the revelation, TI-Z executive director Maurice Nyambe urged the new dawn administration to “take this matter by the horn”.

“I think for us the first thing to say is that the follow-up investigation that you (The Mast) did justifies the concerns that we raised in our own investigation. But I think for us it’s also just a feeling of being overwhelmed because it’s clear that the extent of the rot we’re talking about in terms of the amounts that were involved is actually a lot worse than what our investigation revealed,” he said yesterday. “So I think that there’s an argument for the UPND administration to take this matter by the horns and really get to the bottom of holding whoever is found culpable accountable.”

Nyambe also expressed concern that the Anti-Corruption Commission (ACC) has not arrested culprits despite investigating the matter.

“I think that the fact that this story was reported even to the Anti-Corruption Commission and it seems we are not seeing any movement in terms of them taking it up, it raises a lot of questions and suspicions as to why there seems to be this inertia to get to the bottom of this. So, it justifies what we raised in our investigation, but it also shows that the problem is actually a lot worse than we discovered ourselves,” Nyambe said. “So we can only call on law enforcement agencies to really take keen interest in this matter and see to it that they go in with their own investigations and bring whoever is found responsible to book.”

He gave a brief history of when this theft started, further urging the UPND government to stop it before more national resources are plundered.

“This has been happening for a very long time as our investigation showed. This started back in the days of the MMD. It continued through the days of the PF, and it is continuing even now under the UPND. So if we do not take action now to dismantle this cartel and protect the country’s resources, then we’re going to regret it in a sense,” warned Nyambe. “And what that will entail is that the slippage that is happening in terms of our resources is going to continue, and this will be to the detriment of social service delivery and to the detriment on our economic development even as a country. So it’s important for law enforcement agencies to take keen interest in this.”

And sources in the civil service told The Mast that this vice started a long time ago.

The sources explained that there are some people at the ministry who have refused to be transferred to other ministries.

“Theft started as way back as 2006. Ministry of Finance is the only ministry where PSs and directors are still intact. There are people there who have worked there for more than 15 years. They can’t be transferred,” one source explained. “And they can’t be transferred for the purpose of continuing to loot. They are the masterminds. The system (Integrated Financial Management System – IFMIS) has crashed twice. In 2018 it crashed, and in 2022; cleansing mudala! The only way you can catch them is to check their bank accounts. Some people have literally resisted to be moved from that ministry because they have found a sweet well to drink from.”

Another source said current Minister of Finance Situmbeko Musokotwane should know some members of the cartel because he worked with them during the MMD administration.

“He definitely knows them because some of them worked under him when he was secretary to the treasury and later as finance minister. So if there is a politician who can help in dismantling this cartel it has to be Dr Musokotwane himself because he has worked with them,” the source said.

Another source explained how transactions are done, in addition to what has already been published.

The source said there are certain illegal allowances that officers pay themselves.

“Firstly, they pay themselves abnormal allowances for jobs not executed. There are allowances like parliamentary allowance which does not exist in government circulars. They pay themselves hefty allowances to the tune of not less than K87,000 per week or more,” the source said. “Secondly, there is a kind of payment they call DHL, this is where they connive with some ministries. Payment is made from Ministry of Finance to the organised ministry but the beneficiaries are the same members of the syndicate. Last year alone they collected more than K1 million each in form of illegal allowances. It seems people have mastered the weakness of IFMIS, and are capable of deleting some transactions like they have so far done it twice when the system crashed.”

The source explained that data was deleted from IFMIS a few years ago, all in the quest to destroy information.

“The first time they deleted financial data in the system was in 2018 and the second was last year in 2022. At both instances they have crashed the IFMIS system so that some payments could be removed. The only way to spot the payment is to investigate their personal bank account statements,” explained the source. “The President has made changes to all ministries, however, the only ministry that has not been touched is Ministry of Finance. All permanent secretaries and directors are still in office even after a change of government. Upon taking office, President Hakainde Hichilema told the nation that there is a clique of thieves at the Ministry of Finance. Is he saying the same, has he removed them? The answer is no. So, you expect theft to continue at the Ministry of Finance because the President has not dismantled this cartel. Some of the people have even found their way into the President’s inner circle, and they are the ones cleansing their fellow members of the cartel.”

Nurse dumps hubby after paying her college fees

A Lusaka man’s dreams of having a night nurse in his bed for the rest of his earthly days have been blown away after his wife that he sent to nursing college, with the help of her mother, dumped him.

Without pity for his broken heart and now empty wallet, the mother and daughter tag team have gone further to sue Olen Mweene in the Matero Local Court demanding that he pays the K4,500 balance on his bride price despite the new nurse in town dumping.

And, as if being dumped like a rotten cabbage at Soweto market is not enough, Mweene has been administered an additional painful dose of mental Ritapen.

In her court claim, mother-in-law Beatrice Kansika, asked the court to compel heartbroken Mweene to complete paying bride price for her daughter.

Kansika urged Mweene to wipe his tears up like a man and pay up as he enjoyed the daughter in the time they were together before she earned the right to wear a white dress and scream ‘two in the morning, two in the evening’.

However, feeling done in, Mweene complained to the court over the double dose of painful mental ritapen the mother-in-law and her daughter were administering to him.

“I took my wife for nursing school and she later changed her mind into divorcing me”, cried Mweene.

“If they wanted me to continue paying her lobola, my mother-in-law should have told her daughter to wait a little longer before filing for a divorce.”

Meanwhile, as the trial was ongoing, relatives to the woman were heard murmuring, ‘why si anazipunzise eka. Ushe ninkogole’ (Why didn’t he educate himself instead, is it a debt?)’

In passing judgment, magistrate Harriet Mulenga reduced Mweene’s lobola balance from K4, 500 to K1, 000 and retorted that, “but how do you expect him to finish paying for a woman that ran away after he educated her?”

“Let men finish paying lobola before you give them your children for court will not allow a man to pay lobola for a woman that is not satisfying him every night.” stated Magistrate Mulenga.

UPND’S INTIMIDATION TACTICS WILL NOT WORK IN ITALA – HON FUBE

UPND’S INTIMIDATION TACTICS WILL NOT WORK IN ITALA – HON FUBE

…as the PF unearths UPND’s conniving with the Chief to bully poll staff

Lunga… Thursday January 19, 2023 (SMART EAGLES)

Chilubi Member of Parliament Hon Mulenga Fube says the UPND has developed a trend of using methods to intimidate PF candidates during campaigns as a way of winning an election.

Hon Fube alleges that the PF received information that UPND caders imported in Lunga District were demanding for handcuffs from the police deployed in the area to man the Itala Ward by-election.

He has told journalists that this is the same method they used in Chilubi’s Kanama Ward in the last by-election where they arrested the PF candidate and the District Chairperson and only released them the following morning when the electorate had started voting.

He said the PF is aware of every step the UPND is taking saying they will be exposed and embarrassed.

“When we received this information of the UPND caders demanding for handcuffs from the police, we knew exactly what they wanted to do to our candidate here in Itala Ward. This is because it happened in Chilubi and I am talking from experience. Our candidate together with our Chilubi District Chairperson were arrested by a minister and his caders and taken to police on flimsy grounds. These people are determined to win elections at all cost using any form of intimidation and violence. But we won’t allow them,” he said.

“They are breaking the law at will and police are reluctant to act on these matters. Since we came here (Itala) they have caused violence because this is the only method they know of intimidating their opponents.”

Meanwhile, the PF has further alleged that the UPND and the Chief have continued to bullying presiding officers at the two poling stations.

“We have been reliably informed that the UPND and Chief Kasoma Lunga have continued to bully the presiding officer Emmanuel Chisala for Itala School poling station and Mwelwa Nyense presiding officer Angela Shimete who is a relative to the UPND Campaign Manager Daniel Chisala in order to manipulate the outcome of the election,” said impeccable sources within the former ruling party.
