The International Women’s Day which falls today on the 08th March is not a creation of the ruling United Party for National Development (UPND). This is a day that recognizes the importance women play in societies world over and seek to foster gender balance. This is not a day created by any political party. Observing this day should not be conditioned to how one is relating to those in power. We must celebrate this day because we have an obligation as society to creating an environment that has no class of gender.

We agree with Chishimba Kambwili over his remarks concerning the decision of the Patriotic Front (PF) to boycott observing and celebrating this day. There is no sense in what the PF have decided to do – to stay away from celebrating Women’s Day for whatever reasons they have highlighted. We all know that PF themselves spent their entire time castigating, demonizing Hakainde Hichilema and his party for staying away from State functions for whatever reasons. For the sake of clarity, Hakainde never attended state functions because each time he did so, it was an opportunity for the PF to harass, ridicule and harm him. His supporters were beaten and shot by thugs of the PF. Clearly, Hakainde had enough and genuine reasons to stay away. In fact, when Kenneth Kaunda died and during his funeral processions, Hakainde was barred from attending. We all saw how he watched the entire program through a television at his house. That was PF for you.

Today, the PF are mostly free to do their things despite the ill treatment they gave to Hakainde while he was in opposition. Yes, there are still sporadic incidents of violence and hostility against PF by some overzealous UPND thugs, but overall, the situation is far much better than it was under PF. There is no security risk for any senior PF member to attend these state functions.

When you look at the reasons that Nickson Chilangwa has catalogued which necessitates them staying away from observing Women’s Day, clearly the PF are not being honest. They are crying against the same things they themselves meted out against Hakainde and his party. Did they treat Hakainde differently and better than they want to be treated today? The answer is categorical no. The PF could allow all other opposition parties to be part of them but they could not allow Hakainde and his supporters to freely attend state functions.

It is very clear that these elements in the so-called PF central committee are useless and must be done away with by those who care to save their party. There is no sane person who agrees with their decision. Of course, what can you expect from elements who are the very reason why the PF is not in power? Look at them very carefully. The PF central committee is comprised of characters that played very active roles in the government of Edgar Lungu which was rejected and voted against by Zambians. We all know that Zambians can’t ever trust these characters again but because they are foolish, greedy and lack a sense of self evaluation, they still want to hold on to positions within the party. Where can that senseless, rotten central committee even take PF?

If PF wants to survive from the destructive path it is currently on, all central committee members must leave their positions willingly and they should go for free elections presided over by an independent body to choose new bearers of their highest organ. The people in the PF central committee were all hand-picked by Edgar. Their relevance, their significance ended with Edgar. The loss of the PF in the August 2021 elections is their legacy. Let them leave.

We believe – and we know the majority people agree with us – that, the decision by these PF elements to stay away from celebrating state functions for whatever petty reasons they have championed is nothing but nonsense.

ECONOMIC PLANS: THE PROBLEM IS NOT LACK OF PLANS BUT POOR IMPLEMENTATION!

Our economic challenges cannot be blamed on lack of plans, we have produced very good plans, spelling out how to address our challenges. These are excellent documents produced by competent experts. These plans are developed by technocrats with wide consultation from both internal stakeholders and external experts. The biggest challenge is poor implementation, poor tracking of implementation, and lack of wide sharing of progress and impact results.

In Zambia, we have the vision 2030 developed by technocrats under the MMD regime. We have national development plans that are more detailed and feed into vision 2030. We have sectoral policies and strategies. We have annual budgets which are estimates of revenue and expenditure. The budget funds operations and programmes that are drawn from objectives in the national development plan. There is a medium term projection of revenue and expenditure called the medium term expenditure framework.

When there is change of government, it is not every plan and policy that needs changing. In most cases, all you need to do is to implement better. The PF regime did not develop vision 2030, it simply worked with what was developed by technocrats under MMD. When you look at 6th and 7th national development plans, these were very good documents, had they been implemented well, we would be much better. There was actually no need for economic recovery plans, we only needed to implement national development plans better. It can actually be argued that Zambia plus and the economic recovery plan were more of political tools to calm people down in view of deteriorating economic fundamentals such as high debt, depreciating kwacha and rising inflation. Before we got results of Zambia plus, we were given the economic recovery plan. What was the problem with Zambia plus that necessitated the change? What did we actually achieve with Zambia plus? Did anything change after introducing the economic recovery plan? Not at all! If anything, economic fundamentals worsened as we ended up with $12.9 billion external debt, K189.7 billion domestic debt and K46.9 billion domestic arrears. When you critically analyse the two recovery plans, you actually see that they talk about almost the same things.

Do we need more hastily done economic recovery plans or we just need a good debt management strategy and national development plan backed by good budgets? Good implementation, tracking of progress and communication of results are key!

Our debt management strategy hinges on the outcome of IMF deal and debt restructuring negotiations. This will give us a clear picture of how much space we will have and how we will progress while gravitating towards concessional borrowing to ensure we don’t find ourselves choked by huge debt service outlays. With regards to the IMF deal, we have staff level agreement and our debt restructuring discussions commence in a few months.

We also have a draft 8th national development plan in place which has been reviewed to align it to the UPND manifesto and whose objectives and conceptual orientation is already influencing our national budget and implementation of programmes. Policies are being reviewed for consistency, alignment and assessment of progress.

In conclusion, what we need to emphasise is good communication of plans, implementation and tracking of results. There is need for a very strong national monitoring and evaluation system. Without a good monitoring and evaluation system, we won’t know what is going well, what isn’t going well, course correction and effective communication of results. This should either be under state house or office of the vice President or even under cabinet office. If left under ministry of finance as a department, it will be subdued and lose the independence required to make it effective.

IF they suspect that I have stolen they know where to find me, says former Disaster Management and Mitigation Unit (DMMU) national coordinator Chanda Kabwe.

In an interview, Kabwe told The Mast that he recently underwent a throat surgery.

Kabwe, who was last week summoned to appear before the Public Accounts Committee over face masks but never showed up, said it was amazing to read about members of parliament demanding his appearance to render an explanation to various queries.

“I would have been afraid if I murdered a person, not a committee of excited people who don’t even know procedure. If Zambians give you an opportunity to serve, it is important to understand the basics of communicating. If I have stolen, is it the Public Accounts Committee that deals with corruption or my stealing?” he asked.

“If they suspect that I have stolen or that there is corruption, they know where to take me. And even where they will take me, there will be procedure. People won’t just shout to tell me ‘report yourself’. If it will be a (police) call out, it will be a call out stating whether I should make myself available at 09:00 hours or 10:00 hours.”

Kabwe, who is also former Central Province permanent secretary, said parliament had procedures which should be followed when summoning people.

“If it is the police who want me, they know the procedure. If it is the investigative wings, they know the procedure. They don’t just call people kwati ni pa maketi (they should not just call people like in a market). So, this debate of co cise (outwitting each other), it doesn’t work for me,” Kabwe said.

“I have been in government for nine years; not at a low position but a very high position. There is nothing to be afraid of at PAC. Pa mpumi ya munobe tapaba inkalamo iyikulya (A lion can never proceed from a colleagues’ forehead and consume you). I was born here (Zambia), I will die here. Some of them (MPs) have just been there for four months. I was there for nine years. So, who understands procedure better?”

And Kabwe dispelled the perception that he has been running away from the committee.

“Why should I fear a (parliamentary) committee like it is a den of lions who are going to eat me? A committee where you choose to answer or not to answer! First, like I was appointed, I took oath. Two days after, I appeared before PAC when Daisy Ng’ambi was fired – just two days in office,” he explained.

Asked if he had followed proceedings he was summoned to be part of, Kabwe said he had not followed them but read about it.

“I read somewhere. People gave answers, they gave correct answers. I can’t say they represented me. I don’t have public documents for me to respond. I have to fight for my life,” Kabwe said.

“I have to fight for my health. I was called on Tuesday and put through to the national coordinator (Gabriel Pollen). I told him that if parliament wants to get to me, they know what to do. It is not this co cise. I don’t even have to waste time. I am fighting for my life here. Issuing alarming statements like ‘I am running’, running from who? The committee? Do they have guns?”

Kabwe said he was a seasoned civil servant that was well vested with government procedure.

“I have been in government for over nine years and there is nothing, I am not excited about government positions. I’ve been PS for five years plus. During my time as PS, I have appeared before the [Public Accounts] Committee almost all my time as PS. There is nothing to fear about appearing before PAC,” said Kabwe.

“Parliament is not a market where you just start shouting, Ndola, Lusaka! Parliament has procedures. It is an honourable House with honourable members. They have to do the honourable things. So, if you are shouting for a person on the fence, sorry it does not work for me. I understand procedure. I am not their garden boy who they can just call.”

High Court dissolves Keith Mukata’s marriage to Maricho Hoare

THE Lusaka High Court has dissolved the marriage of former Chilanga member of parliament Keith Mukata to his wife Maricho Rosin Hoare, owing to the latter’s uncustomary behaviour.

In this matter, Maricho petitioned Mukata for divorce, for denying her conjugal rights.
The petitioner asked the court to grant her judicial separation as her marriage to Mukata had broken down irretrievably.

She also wanted the court to grant her custody of the four children born out of the marriage.
Maricho explained that since Mukata was pardoned for murder by former president Edgar Lungu in August 2021, he had deserted their home and never returned to re-unite with her and their children.

Mukata who consented to divorcing Maricho denied behaving unreasonably in his marriage, saying it was impossible to satisfy his wife sexually as he was incarcerated at Mukobeko Maximum Correctional facility in Kabwe and the law does not allow conjugal rights to prisoners.

He alleged that Maricho had been and is still engaged in extra marital affairs currently with Mubanga Kafula who has not spared a moment to disparage him on social media and through his children and workers.
Mukata claimed that Maricho did not spend nights at home as she always went out partying and left the children alone with no one to babysit them.

He further alleged that Maricho attempted to defraud him by erasing his name from contracts for the purchase of property they jointly owned.


In her judgement, judge Malama noted that Maricho’s behaviour towards Mukata was not only unreasonable but also atypical of the union of marriage.
She said Maricho’s behaviour not only showed total disregard for her husband as a party to the marriage but also not in consonant with the subsistence and sustenance of a marriage.


“It is clear from the respondent’s evidence on record that there is no mutual love between the parties and that there is no recognition of the existence of the marriage between the Petitioner and the respondent for the said marriage to be seen to subsist,” judge Malama said. “On the totality of the petitioner’s undisputed evidence on record, I find that the respondent has proved that the marriage, which was solemnised on September 8, 2017 at the office of the Registrar of Marriages, in Lusaka, under the Marriage Act, between Maricho and Mukata, has broken down irretrievably by reason of the fact that the Petitioner has behaved in such a way that the respondent cannot reasonably be expected to live with the Petitioner.”
Judge Malama said she would later determine who would be the custodian of the children upon formal application by either party in default of agreement.


She directed that the said application should be made within 30 days from the date of her judgement.
“Further, I refer the following issues to the learned deputy Registrar for determination on formal application by either party in default of agreement; maintenance of either party or of the children of the family and property settlement (if any) considering the nature of these proceedings,” said judge Malama.


‘’ “I accordingly declare that the said marriage be dissolved and grant a decree nisi to Mukata pursuant to section 41 of the Matrimonial Cause Act. I also order that the decree nisi shall broke absolute after the prescribed statutory period of six weeks from the date of this judgement unless cause is shown why the same cannot be made absolute,” judge Dorcas Malama said.
She granted the parties leave to appeal her decision.

PF Nc’wala little show provocative, unacceptable – Changala

THE “little show” the PF put up at the Nc’wala ceremony in an attempt to smear the name of President Hakainde Hichilema has instead landed them into shame in eyes of majority citizens.

During the ceremony at Mtenguleni Royal Village in Chipata City of Eastern Province, PF acting president Given Lubinda sat on a chair reserved for one of the new dawn ministers instead of taking a seat reserved for leaders of opposition parties.

When asked to vacate the seat, the opposition leader who either forgot that he was no longer in power or deliberately made a move to gain political sympathy, resisted.

Later on, the party acting secretary general Nickson Chilangwa put out a press statement alleging that President Hichilema had instructed that Lubinda and his entourage should be ejected from the ceremony.

Commenting on the same, Brebner Changala advised the opposition PF to sober up and come to terms with their historical loss.

Changala, a good governance activist, said the PF should revisit the many challenges that they face and the conduct that made them lose an election.

He charged that the PF had been invaded by scavengers, men and women who are not really PF.

Changala accused the same “scavengers” of being opportunists who have gone to feed on the dead carcass.

“The former ruling party is behaving in a manner that is totally strange and provocative. They are lucky that they have an effective media team that they are abusing to the full extent. The chaos that they wanted to create at the Nc’wala ceremony, the misinformation that they generated and later on spread it in a viral manner is mostly unfortunate. My word and advice to the Patriotic Front and its leadership is to sober up, come to terms with their loss. Revisit the many challenges that they face and the conduct that made them lose an election which was violence, dishonest, corruption and pomposity,” he said.
“But I must also say the Patriotic Front has been invaded by scavengers. Men and women who are not really PF but who are opportunists, who have gone to feed on the dead carcass. And these are people who are trying to show that the Patriotic Front is indeed live and kicking. And they are all over the media trying to misinform the general populace but I know the people of Zambia are extremely alert and these schemes will not succeed.”

Changala observed that Lubinda and his team wanted to abuse the name of the President in attempting to mislead citizens.

He said PF wanted to misinform Zambians that they are not being governed well and that the former ruling party “is the only party that has been the best in the country when the opposite is true”.

“I do not believe that Mr Hakainde Hichilema can instruct a traditional ceremony leadership to eject people he doesn’t seem to like and indeed that instruction is complied to. I doubt it. You have to be out of your mind,” argued Changala.

“But I know they want to abuse his name. They want to mislead the people of Zambia. They want to misinform the people of Zambia that we are not being governed well and that PF is the only party that has been the best in this country when the opposite is true. It is very sad and totally unacceptable.”

That is what you promised, it’s not me. Let me repeat myself, I’m not expecting the government to fix everything in a short period, my argument is based on the decisions you have made so far.

The decisions you have made so far are contrary to what you promised.

You promised to bring down the price of fuel immediately after forming government but you increased it from where you found it (K17) to almost K22. Even if we are to give you time what method are you going to use to bring down the price of fuel from K22 where it is now to K12 which you promised?

What method are you going to use to bring down the price of mealie meal from over K170 to K50 which you promised? You procured fertilizer at a very exorbitant price, what is your excuse?

You said immediately you form government you will do away with students loans, what did you mean by immediately? Did you mean after two years?

You promised to bring down the cost of electricity but you are thinking about increasing it, since you are asking about time, when are you going to bring it down?

I have told you that Ministers have not shifted into government houses so that we can save housing allowance (K11, 200 each per month) and yet you are talking about reducing debts.

You have made 11 (12) International trips in 6 months a thing you strongly condemned, what time do you need here?

You are talking about reducing debt and yet you want to go and borrow money from IMF so what method are you going to use to reduce debts when you will be required to pay back the loan?

Toll fees have been increased, road tax has been increased. There are no drugs in hospitals, when you go to hospital you will be greeted with a prescription. What time do you need to procure drugs in hospitals when you have been in power for more than 6 months now? Do you need a year to procure drugs in hospitals?

You promised to increase salaries for civil servants by K1, 500 across the board but you gave them 12%, should civil servants wait for another increment? You promised to sustain the Debt Swap but you have removed it.

In short, you are increasing instead of reducing that’s where my concern is. If the prices were maintained, yes, I could have agreed with you that you need time to work on it.

UNZASU president Gabriel Banda says students have high expectations from the new dawn administration because of the many promises UPND officials made prior to and post last year’s elections.

In an interview, Banda recalled that the UPND had promised to reinstate meal allowances immediately they formed government but nothing has happened so far.

“They are still blaming the previous government for the student loans! You are in government, don’t blame the people that have gone. We voted the PF out so that we see change. The change is here. The students are expecting their government now to help them,” he said.

“So, government cannot be saying ‘no, the previous government did not budget’…stop the blame games. Own up and start managing this country well. And as a student union we expect government to give students loans.

Government has money. If they have money to increase CDF from K1.6 million to K25.7 million, are you telling me they cannot find a K295 million to support 8,000 students at the university?”

He said the UPND should provide a roadmap to all their promises, now that they are in power.
“The ball is in their hands. The youths voted for them, but if you disappoint the youths who voted for you then you are giving them a reason not to support you. As a union we work with the government of the day, we have high expectation from the new dawn because they promised us a lot,” Banda said.

“Already they promised to reinstate the meal allowances immediately they form government but they have not done that. They have not provided any roadmap. Clearly, they have not provided any roadmap. We hear of pronouncements but we have not been invited so that they update us. So, we just urge the new dawn government to provide policy guideline and to provide leadership and, especially, to engage UNZASU on matters that affect the students and matters that affect the country.”

And Banda revealed that of the over 2,000 students that the Higher Education Loans and Scholarship Board awarded loans, only 11 from the school of education got them.

DPP Lillian Siyunyi compromised, must go – Chifire

THE fight against corruption and other crimes that the UPND government has embarked on risks meeting serious resistance if the current Director of Public Prosecutions Lillian Siyunyi continues in office, says Gregory Chifire.

In a statement, Chifire said Siyunyi was not fit to hold office due to her repeated conduct in the past that showed bias and compromise.
He said many justifiable complaints bordering on professional misconduct and abuse of authority of office were made against the DPP, but “the system” shielded her.

“Now is the time that appropriate action, albeit, in line with the law is taken against the DPP. Mrs Siyunyi has been used in the past by the PF government to prosecute those the regime considered their enemies on one hand and protected the friends of the regime against prosecution on the other hand,” Chifire charged.

Chifire, who is Southern Africa Network against Corruption (SANAC) director, claimed that Siyunyi had compromised her integrity and “right standing in the eyes of the general public to continue as DPP”.

“Mrs Siyunyi is a compromised prosecutor who cannot dispense her duties without partiality. Whereas she was appreciated in the previous regime for her rare skills and seared conscience… to the advantage of those in power, her skills do not fit in the current set up that is fighting for a just society and is thirsty to fight crime irrespective of the perpetrators. Her skills have become obsolete and untenable,” he said.

Chifire said Zambia needs a DPP that is professional and non-partisan, and that Siyunyi does not fit that billing.

He charged that Siyunyi is a “PF DPP”.

Chifire also said the PF destroyed the justice system of the country and that the current DPP was at the centre of breaking that system.

“Mrs Siyunyi enjoyed special relationship with the PF and it will thus be impossible for her to prosecute any of the PF members that are being investigated for corruption and other crimes. Already, there are files involving PF members from the Anti-Corruption Commission gathering dust on her desk because she has refused to give consent,” said Chifire.

“Surely, we don’t need a rocket scientist to tell us that DPP Siyunyi is compromised and not fit for office. Her position has become unattainable and she must resign with immediate effect. I am alive to the fact that the DPP enjoys security of tenure. However, there is irrefutable evidence that warrant her removal in accordance with article 58(2) of the Constitution of Zambia. Some of the evidence is in public domain. But if the authorities need more evidence, I shall be glad to tender it. Anyway, the citizens have not forgotten how not long ago she protected [Raphael] Nakacinda against prosecution in the MMD motor vehicle case. This woman has refused to prosecute PF officials facing corruption. There is a litany of cases that warrant the removal of this DPP. Siyunyi must go. She is in bed with the PF. They did dirty works together, they protected each other, they scratched each other’s backs, and they cannot stop now.”

Malawi Catholic Bishops slam Chakwera’s weakness, indecisiveness leadership

The Catholic Bishops have bemoaned the interference of government in fighting against corruption in the country following the involvement of presidential cabinet ministers in corrupt practices.

This was disclosed Pastoral Letter, ‘Living Our Faith’ issued by the Catholic Bishops on March 6, 2022.

In the letter, the Catholic Bishops disclosed that operations in fighting against corruption have slowed down in government statutory corporations, ministries, departments and agencies due to delayed approvals from the Office of the President and Cabinet (OPC) which is contributing to inefficiency and under-performance in the public service.

The Catholic Bishops also expressed their dismayed in the recent revelations concerning the plunder of public resources by foreign nationals in partnership with corrupt politicians and civil servants in the country.

The Bishops pointed out political appeasements and patronage and continued pressure and interference by the Office of the President and Cabinet in the operations of parastatais as contributing factors.

The Church body has called upon independence of the parastatals and the leadership to intervene and provide the necessary executive political leadership in these government entities.

They have also denounced the siding of those responsible for the plunder of resources instead of the poor victims of corruption.

The Catholic Bishops have also expressed their dismay in the ongoing move to enact the abortion laws, which they believe is a new threat to human life and dignity.

They have described the move as authorization of murder, which the Church said will maintain it’s stand on defending and protecting the life of the unborn children.

The Bishops however, applauded all those who risk everything they have by standing up to corruption, saying they are shining examples of St. Paul’s exhortation.

“Take no part in the unfruitful works of darkness instead, but instead expose them. Let us all say “NO” to corruption,” reads the Pastoral letter in part.

Meanwhile, in the conclusion, the Catholic Bishops have said, the issues which they have raised in the Pastoral letter require ongoing reflection and action to be easily implemented.

” We place these reflection under the guidance of the Holy Spirit and the Patronage of Mary, Queen of Malawi and of Africa,” concludes the Pastoral letter.

Stop stoning officers or be ready for hospital admission, cop warns Livingstone resident

POLICE have warned Livingstone’s Zambezi Sawmills residents to stop stoning officers on duty or should prepare themselves for admission to hospital with a possibility of being extended to heaven via the mortuary.

But Livingstone district commissioner Eunice Nawa says under the UPND government, the Zambia Police needs to work hard to redeem itself from the bad perception that is associated with the men and women in uniform.

Speaking at the Zambia Police Day held at the main post office on Friday, Livingstone police officer commanding Timothy Kashinakazhi thanked Livingstone residents who have been giving the police information with regards criminals.

“Allow me once more to sound a stern warning to those who are in the habit of stoning police officers in Sawmills each time officers are carrying out their duties in the area with immediate effect. You should stop or else be ready to be admitted to [Livingstone] Central Hospital with a possibility of being extended to heaven via the mortuary,” he warned.

“I know Human Rights [Commission] will not be happy but there should be no area that is a no go area. Police will use minimum force on anyone seen stoning police officers and you know what that means. No area should be a no go area for police officers. Be careful, your days are numbered.”

And Kashinakazhi said police started celebrating their day about six years ago to enable the community to feel free to interact with them.

He said the day helps the community to understand the police’s functions and also for the officers to have confidence in members of the public.

“We need to work as a team and not in isolation,” Kashinakazhi said.

He appealed to members of the community to provide credible information to police so that criminals can be flushed out.

Kashinakazhi urged police officers not to charge citizens for services such as police bond and medical reports.

“I wish to encourage members of the public each time you visit our police stations and posts to report to my command anything you feel is short of professionalism to my office because as police in Livingstone we are in a hurry to rebuild relationship with members of the public,” said Kashinakazhi.
“Accessing police bond is free to bondable offences inclusive of medical reports. Hence if any of my officers asks you to pay a fee for police bond you quickly report to my office and the officer will be disciplined.”

And Nawa, in a speach read on behalf by her administrative officer Hellen Mwanza, said the theme of the event: ‘Police and the community together we can rebuild our relationship for a better tomorrow’ could not have come at any better time as the police and community need each other.

“The theme is designed for the Zambia Police to check, amend, correct and restore the lost public confidence to the community and members of the public they serve,” she said. “That means that the police have a task under the new dawn government to work hard to redeeming itself from the bad perception that is associated with the men and women in uniform.”

Nawa urged the police service to advance technologically to be able to arrest criminals who are technologically advancing in their criminal activities.

Vladimir Putin’s forces have been “decimated” by the Ukrainian resistance and Russia could lose the war, according to a top UK admiral.

As the Russian President vows to press on with the invasion, Chief of the Defence Staff Admiral Sir Tony Radakin said the invasion in Ukraine “is not going well” for the Kremlin.

He added Putin’s forces are “in a mess” with eight Russian aircraft shot down in one day, losing 1,000 troops a day and a huge convoy of 15,000 soldiers and hundreds of vehicles at a standstill.

Asked whether Russia taking over Ukraine was ‘inevitable’, Sir Tony told the BBC: “No. I think we’ve seen a Russian invasion that is not going well.

“I think we’re also seeing remarkable resistance by Ukraine, both its armed forces and its people and we’re seeing the unity of the whole globe coming together, applying pressure to Russia.

“Russia is suffering, Russia is an isolated power. It is less powerful than it was ten days ago. Some of the lead elements of Russian forces have been decimated by the Ukrainian response.

“You’ve also seen basic failures in terms of maintenance and their kit failing. Russia hasn’t operated at this scale since the Second World War and it is incredibly complex and difficult.”

However, he said the key call of Kyiv – a no-fly zone – would not help those on the ground.

Ukrainian leaders have repeatedly called for a no-fly zone but Putin warned that imposing one would be considered “participation in the armed conflict”.

Nato has ruled it out as the alliance fears it would spark a wider conflict.

General Philip Breedlove, a former Nato Supreme Allied Commander Europe, told Times Radio allies should enforce a humanitarian no-fly zone, with different rules of engagement than a military one “whereby we talk to our enemy, and we say, we are not going to fire on you unless you fire on us”.

On Sunday, Ukrainian newspaper The Kyiv Independent reported the country’s President Volodymyr Zelensky had reiterated his demand as he said: “The world has the power to close our skies for Russian rockets and aircraft.”

Sir Tony told the BBC’s Sunday Morning programme: “The advice that we as senior military professionals are giving our politicians is to avoid doing things that are tactically ineffective and definitely to avoid doing things that tactically might lead to miscalculation or escalation.

“The no-fly zone would not help.

“Most of the shelling is coming from artillery, most of the destruction is coming from artillery, it’s not coming from Russian aircraft.

“If we were to police a no-fly zone, it means that we probably have to take out Russian defence systems and we would have Nato aircraft in the air alongside Russian aircraft, and then the potential of shooting them down and then that leads to an escalation.”-BBC

Tanzania’s Opposition Mbowe speaks out after 8-Months ordeal behind Bars

Chadema chairman Freeman Mbowe yesterday attended service at the Azania Front Cathedral in Dar es Salaam, where he narrated his eight-month ordeal in remand prison.

Mbowe who was released last Friday after the Director of Public Prosecutions (DPP) dropped terrorism charges against him and three others said he had expected that the case would have ended in a way that would have enabled the world to know the truth.

He said the charges brought against him came as a shock to him and his family, adding that he spent most of his eight months in jail praying to God that justice is done, and the truth revealed.

“Many people were pleading from time to time that the charges be dropped, but I wanted the case to continue until the truth was revealed. I wanted to hear what evidence my accusers would provide,” he said after he was invited to address the congregation.

Mbowe said despite the case drawing domestic and international attention, many people were not aware of the seriousness of the terrorism charges brought against him.

“I was accused of one of the most serious crimes one can be charged within Tanzania, and many people just heard the word ‘terrorism’, but apparently the seriousness of the charge did not fully sink in,” he said.

“Terrorism charges carry jail sentences of anywhere between 15 and 30 years, without the option of a fine. One can easily spend the rest of their lives in prison.”

Outpouring of sympathy

Mbowe said he was astonished by the outpouring of sympathy during the eight months he spent in remand, adding that there was a time when he received up to 200 visitors daily.

This surprised even warders, who said they had never seen an inmate receive such a large number of visitors, he said.

“I’ve seen pain, I’ve seen happiness. I had time to read, to write, and, most importantly, time to reflect…I was at peace, and I was happy.”

Meeting with the President

A few hours after he was released, Mbowe met with President Samia Suluhu Hassan at State House in Dar es Salaam.

President Hassan and Mbowe were seen in pictures released on Friday evening by the Directorate of Presidential Communications, and were said to have discussed “matters of national interest”.

Without giving details, Mbowe said the two political leaders agreed to preach peace and justice.

He said many people were not at peace due to a lack of justice.

“There should be justice in general elections, justice in courts, justice in the security forces, justice for the rich and the poor, justice everywhere. I am glad the President has accepted my request,” Mbowe said.

On the negative publicity generated by his visit to State House, Mbowe said it was the result of deep-rooted suspicion, mistrust, and fear.

“There is a lot of fear in our country. Someone can’t meet with somebody else because they will be branded a traitor, but these fears are justified considering the situation the country has been through,” he said.

Mbowe was set free last Friday along with March 4, 2022, together with his three co-accused after the DPP withdrew terrorism charges against them.

“The Court is informed that the Director of Public Prosecution on behalf of the Republic will not further prosecute Halfan Bwire Hassan, Adam Hassan Kasekwa, Mohammed Abdillahi Ling’wenya and Freeman Aikaeli Mbowe for offenses to commit terrorist acts,” reads part of the nolle prosequi notice signed by Senior State Attorney Robert Kidando.

The four-faced six counts, which included conspiracy to commit acts of terrorism, while Mbowe faced a separate charge of financing acts of terrorism in the Economic Sabotage Case Number 16 of 2021.

Among other allegations, they were accused of plotting to blow up fuel stations and public places such as markets with the intention of making the country ungovernable.

Jacob Zuma has backed President Vladimir Putin in the ongoing conflict in Ukraine

As Russian forces continued their shelling of Ukrainian cities on Sunday, former president Jacob Zuma described Russian President Vladimir Putin as “a man of peace” whose actions were justified in response to the threats posed by the US, and Nato’s eastward expansion.

Zuma’s support for Putin was to be expected after South Africa abstained from a United Nations (UN) vote condemning Russia’s aggression, as parts of the ANC are reluctant to support the West’s response to the invasion, with other party allies blaming the conflict squarely on the US and the West.

A statement from the Jacob G Zuma Foundation, written after Zuma “felt it would be remiss of him not to exercise his constitutionally enshrined freedom of expression”, repeated Russian talking points that Putin expressed both before and after the invasion.

Like many other ANC members, Zuma reportedly received training in the then Soviet Union during the struggle against apartheid and he revived South Africa’s relationship with Russia during his 10 years as president, including joining BRICS.

Former finance minister Nhlanhla Nene told the Zondo Commission that Zuma fired him in December 2015 for refusing to approve a nuclear deal with Russia’s Rosatom, which it was estimated would cost R1-trillion.

A confidential document from 2014 that was leaked suggested the government had plans to award the deal to the Russian state energy company before other bidders had a chance to compete.

“The high-water mark for Russia-South Africa relations occurred during Jacob Zuma’s presidency (2009–2018),” said a report released by the Carnegie Endowment for International Peace in 2019.

The report said that in exchange for becoming a member of BRICS, South Africa “appeared to set aside some of its traditional principles – specifically, noninterference in the affairs of sovereign states, the inviolability of borders and opposition to regime change”.

Under Zuma’s leadership, South Africa abstained from voting on a UN General Assembly resolution supporting Ukraine’s territorial integrity after Russia annexed Crimea in 2014.

In its statement on Sunday, Zuma’s foundation said Putin had been “very patient” with the West as he repeatedly explained that Nato’s eastern expansion was a threat to Russia. Ukraine’s Parliament has resolved to work towards joining Nato but there are no signs it will join in the near future.

Zuma’s foundation went further by dismissing Ukraine’s sovereignty: “Surely, in terms of efforts to achieving world peace, the sovereignty of Ukraine and all the democratic dictates cannot mean allowing Nato to establish a presence on its real estate, thus establishing an untenable risk to Russia.”

The foundation continued to argue that the US had invaded states it perceived as threats and that Western countries had hypocritically united against Russia while either leading hostile forces in the past or ignoring previous conflicts.

The foundation said it appeared “justifiable” that Russia was “provoked” and it was “quite fortunate” that Putin had the capacity to respond.

Ignoring the extensive negotiations in the lead-up to Russia’s invasion and Russia’s ongoing failure to adhere to a ceasefire to create humanitarian corridors, Zuma urged Ukrainian President Volodymyr Zelensky to negotiate.

“I am certain that His Excellency President Vladimir Putin will reciprocate and bring all in his power to make peace a reality, as I know him to be a man of peace who has worked hard to ensure peace and stability in the globe,” said the former president.

Zuma did not mention Russia’s shelling of residential areas, the already 1.5 million people who have become refugees, or Russia’s alleged use of the internationally banned cluster bombs.

His comments come after South Africa abstained this week from voting on a UN General Assembly resolution condemning Russian aggression and calling on Russia to immediately withdraw its troops from Ukraine. Shortly after the invasion, the Department of International Relations and Cooperation issued a statement calling for Russia’s immediate withdrawal.

The country has stepped back from that position, reportedly after President Cyril Ramaphosa’s intervention, and has recently called for peace through dialogue and mediation, a backtrack clearly aimed at appeasing Moscow and ANC leaders who are cautious of appearing pro-Western.

Some scholars have supported the position, pointing to the UN and the West’s double standards on international conflict.

“I think it is entirely appropriate to do what the government has done. Why is it taking sides if you abstain and it is not taking sides if you vote for the resolution? If you vote for the resolution, you should be supporting the other side,” Professor Steven Friedman told the Mail & Guardian.

“The point in terms of the morality of this issue is that the bombing of Ukraine is totally unacceptable but so is the 70-year occupation of Palestine, and so is the bombing of Iraq, so is, to get back to Palestine, reduction of Gaza to rubble… the Saudis are bombing Yemen.”

The SA Communist Party noted the racism reported by minorities fleeing Ukraine and called Nato the “primary aggressor” in the conflict, blaming Ukraine, Nato and the US for the violence meted out by Russian troops.

For some leftists, the Russian illusion of socialism, which has long given way to kleptocratic and authoritarian nationalism, remains a rallying point against the dominance of the US and western Europe.

For others, that the traditional centres of capitalism and imperialism (ignoring Russia’s current efforts) are against Russia is a rallying point.

Zuma’s support for Putin goes beyond ideology. His foundation’s statement said he was removed from office as state president before he finished his term “by the Western forces using their forces that they are in control of within some structures of our government, and some that they control in the ruling party”.

Zuma resigned as South African president under pressure from the ANC in 2018 after Ramaphosa won the party presidency months earlier. In 2008, former president Thabo Mbeki was pressured to resign before the end of his term by Zuma’s ANC faction in a similar fashion.

The foundation mentioned the Constitutional Court case against the former president, which resulted in his brief incarceration, after Zuma refused to appear at the Zondo Commission or participate in the Constitutional Court hearings.

“In whose interest was this done?” the foundation asked, suggesting it was the same forces trying to bring down Russia with sanctions.

U.S. IS DETERMINED TO ESCALATE THE WAR WITH RUSSIA: NOW, BIDEN AUTHORIZES WAR PLANES INTO UKRAINE

The war in Ukraine was started by the United States by inciting its European partners to move NATO weapons to the Russian border using Ukraine as a proxy.

Under the Monroe Doctrine, no nation can such a thing on the American Border. Naturally, Russia reacted with a special military operation after Ukraine and its NATO friends refused to accept diplomatic protests by Russia.

Now, President Biden has authorised war planes to move into Ukraine to impose a ‘No-fly zone’.

This means NATO would have to directly engage Russian troops and war machinery. This means NATO would be directly engaging Russian military aircraft, and if the aircraft were to fly, NATO would be obligated to shoot them down.

If NATO planes shoot down Russian planes, and Russia reiterates, then all western propaganda machinery such as BBC, CNN, FOX, and all will go flat out condeming Russia as an aggressor.

Before Russia moved into Ukraine, I posted here that the war that the U.S. was stalking in Ukraine will get nasty at some point.

I reiterate that point again: this war mongering U.S. President Biden, and his stooges in the west are up to no good for the global peace. They are stalking a widespread, pervasive, destructive war in Europe without shame.

The pandemic has really messed up their economies. They want to use the war to destroy more and more property and life, and use the destruction as an opportunity for reconstruction business.

Already, they are positioning themselves to reconstruct Ukraine. Against the rules of the World Bank Group, they are making arrangements to release a loan of US$2 billion to Ukraine, a country at war. They an to loan Ukraine $10 billion for reconstruction by June.

Instead of fostering peaceful initiatives, they are busy plotting and fuelling destruction. But, like I said before on this plaform, the NATO front line countries: Sweden, Poland, Switzerland, UK, should brace for disaster.

PF Boycotts Youth Day And Women’s Day Celebrations

PF BOYCOTTS CELEBRATIONS

I wish to inform members of the Patriotic Front and the general public that the Central Committee of the Patriotic Front this afternoon met to deliberate on a number of critical issues affecting the Party and the nation. The meeting was chaired by the Party’s Acting President, Hon. Given Lubinda.

I wish to report that the Central Committee did not manage to exhaust all the agenda items for today’s meeting and thus adjourned the meeting to a later date to be announced soon.

The following are some of the key issues that the Central Committee resolved:

1. YOUTH DAY AND WOMEN’S DAY CELEBRATIONS

The Patriotic Front wishes to reiterate that it extols the commemoration of all national holidays and national events as demonstrated by the importance we attached to these holidays and events throughout our 10 years in office.

Youth Day which falls on the 12th of March each year is an important holiday that highlights the importance of the youth to the country on the anniversary of the disturbances in 1962 that resulted in the deaths of young Zambians during the nation’s turbulent journey to independence.

Equally the International Women’s day which falls on March 8th is a special day that is normally used to celebrate women and to also highlight some of the challenges that our womenfolk face. The day can also be used to craft ways to promote gender equality in a bid to create a fair and just society devoid of gender bias.

It is therefore sad to note that barely 6 months after assuming office, the UPND is driving Zambia back to the very evils that we fought against, 58 years ago during the struggle for independence. The UPND regime is fast eroding the gains we had achieved as a nation to ensure enhanced participation and equal opportunity for our women and youths in all facets of our social, political and economic life of our country.

The UPND has completely ignored our youths and women and have relegated them to the tail-end of the social, political and economic strata. President Hakainde Hichilema has systematically excluded our women and youths from critical governance issues by deliberately sidelining them as far as appointments to key government positions is concerned.

With his failure to deal with the economy, the President and his government are pushing our youths and women further into an abyss of poverty and desperation as unemployment, cost of living and lack of business opportunities and lack of empowerment are steadily on the rise.

At Party level, the UPND regime has continued with its policy of harassment and persecution of PF members; many of our women and youths today are either in incarceration, in hiding or are facing various trumped up charges and have become victims of harassment and intimidation by the state’s investigative wings.

For the reasons highlighted above, I wish to announce to the nation that as Patriotic Front we will not take part in marching or any government planned activities on Women’s and Youth days respectively; instead we will use these days to galvanise our women and youths across the country to do community service in their various localities.

As a Party we want to send a clear message to President Hichilema and his government that we are displeased and gravely concerned with the manner in which his administration is abusing the rights of our members and how his failure to provide a clear Economic Plan is worsening the poverty levels and the suffering of our people.

2. EXPANSION OF PARTY STRUCTURES

Following the approval by the previous meeting of the Central Committee to expand the size of all our Party structures from the Central Committee down to the Wards from 24 to 72 members per committee and from 54 to 80 members for the Central Committee, I wish to report to our members and the party leadership that the Central Committee today approved the composition and the manner in which all the party structures shall be created.

3. APPOINTMENT OF PORTFOLIO CHAIRPERSONS

Article 59 of the PF constitution provides for the creation of various sub-committees of the Central Committee such as the Information and Publicity, Agriculture, Elections, Women, Youth committees and so on and so forth to assist the Central Committee in the management and administration of the Party.

I wish to report that the Central Committee has today given the Party leadership authority to come up with names of persons to be appointed as Chairpersons of the various sub-committees of the Central Committee for ratification by the Central Committee.

4. APPOINTMENT OF THE LUSAKA PROVINCIAL COMMITTEE

Following the dissolution of the PF Lusaka Provincial Committee on 2nd December, 2021, I wish to report that the Central Committee today gave authority to the Party leadership to appoint an interim Lusaka Provincial Committee that will be ratified by the Central Committee in its next sitting.

The Central Committee will soon reconvene at a date to be announced to resolve all the other matters that could not be resolved today.

National Assembly Has Powers To Summon, Order, Invite Any Person To Answer Or Appear Before It Or Its Committee And Has Power To Charge Any Person

*NATIONAL ASSEMBLY HAS POWERS TO SUMMON, ORDER, INVITE ANY PERSON TO ANSWER OR APPEAR BEFORE IT OR ITS COMMITTEE AND HAS POWER TO CHARGE ANY PERSON.

I have read some SENTIMENTS arguing that NATIONAL ASSEMBLY has no POWERS to SUMMON anyone who is not a member of Parliament.

This is in reaction to my earlier post on the need for Cde Chanda Kabwe and Raphael Nakacinda to Cooperate with the Assembly or a committee

To the contrary to those sentiments, the National Assembly (Powers and Privilege) Amendment Act No. 13 of 2016 read together with the principal Act of 1965 empowers the Assembly to summon, order, invite any person to appear before the Assembly or a committee and also inquire into offences and met a charge on any person.

Section 9 A stresses that; Subject to the Constitution, the Assembly has the POWER and JURISDICTION necessary to inquire into an act or omission, matter or thing, amounting to contempt of Parliament contrary and or in contravention of standing Orders and rules of parliamentary practice and procedure

Section 10 guides that the Assembly or a Committee may order a person to attend and or appear before it while Section 11 empowers the Assembly or a committee to summon any person.

Failure to respond to the summons attracts a penalty under section 11 A which startes; A person summoned by the Assembly or a committee who fails without reasonable cause to attend before the Assembly or the Committee at the time and place specified in the summons commits an offence and is liable upon conviction to a fine not exceeding ten Thousand penalty units or imprisonment for a term not exceeding three months or to both

Section 28(4) further guides that if a person commits contempt of Parliament, the Speaker shall order that person to appear before the Assembly and the Speaker shall, upon attendance admonish or reprimand the persons at the Bar of the Assembly…the case of Antonio Mwanza and Lovemore Kanyama.

Lastly, section 28 C instructs that the proceedings for an offence against the Assembly may be instituted by the Assembly ordering the accused person to answer a charge or appear before the Assembly or a committee

Further the section stresses that if the person summoned fails, without reasonable cause, to answer to the charge or appear before the Assembly or a committee, the Assembly or a committee may proceed to determine the matter

From the foregoing and my engage with cdes Raphael Nakacinda and Chanda Kabwe, it is clear that the National Assembly or a committee is in order to summon them.

However, with Cde Kabwe, he contends that no letter of invitation or summon has been submitted to him in accordance with section 28C(2) which states that the order summoning a person to answer a charge or appear before the Assembly or a committee shall be signed by the Clerk, and personally served on the person summoned, with particulars, in writing, of the matter constituting the alleged office

For cde Raphael Mangani Nakacinda, he has been served with the summons but declares his unavailability to appear before the Assembly or a committee.

The law is clear and it is up those summoned to respect The law or breach it and face the consequences.

Western Diplomats in Zambia Applaud Country’s Position on Ukraine-Russian Conflict

Last week, the United Nations General Assembly, reflecting the entirety of the UN membership, held an Emergency Special Session on a resolution condemning the aggressive Russian assault on the territorial integrity of Ukraine. We, the Ambassadors and High Commissioners to Zambia of Australia, Canada, the Czech Republic, the European Union, Finland, France, Germany, Ireland, Italy, the Netherlands, Sweden, Switzerland, the United Kingdom, and the United States commend Zambia for voting in support of the resolution, and for the intervention of its Representative to help persuade others to do so.

Zambia’s vote demonstrates leadership arising from its unique role and history in this region and its long engagement in the United Nations and other international fora. The adoption of the resolution reflects overwhelming support for the rules-based international order and for the tenets of the UN Charter, which form the basis for peaceful co-existence among States. It represents a rejection of attempts to change international borders by force, and a clear signal of support for democracies in the face of threats and violence by autocratic regimes, wherever they may be.

To quote the UN Secretary General: “The UN Charter has been challenged in the past, but it has stood firm on the side of peace, security, development, justice, international law and human rights. The adoption of this resolution underlines the statements made by governments around the world, and echoes those made by the African Union, the European Union, the G7 governments, and many other organizations.

We acknowledge the bravery of the citizens of Ukraine in defending their country and the courage of Russian citizens who are protesting at home against President Putin’s war on Ukraine. Many governments have now established sanctions targeted at President Putin and the decision-makers who surround him. The breadth of international condemnation reflects the seriousness of this challenge to global peace and order: from the withdrawal of major investments by private sector firms to Russian athletes being banned from participating in international sporting competitions, and the suspension of many other marquee social and cultural events.

As diplomats, we know the importance of assisting our citizens abroad. We commend the Government of Zambia for its strong focus on ensuring the safety of the approximately 140 Zambians who were in Ukraine when the invasion began. They are mostly young people, aiming for a brighter future through their studies. Russia’s war of aggression has now ruined their immediate plans. We sincerely hope it has not eliminated their plans for a better life. We are proud of the diplomatic efforts by our governments to assist in their safe passage home.

We also acknowledge the range of responses in Zambian society to President Putin’s war against Ukraine: sympathy with the victims; sadness at the scale and nature of the violence; resolute solidarity with a fellow State under tremendous pressure from an outside aggressor. At the same time there is some ambivalence. In the context of the Global South, which has faced many violent conflicts and refugee flows, the calls for solidarity with the victims of the present crisis may also have given rise to a wish among some Zambians to remain focused on issues closer to home, and not on the struggles of nations far afield.

We acknowledge these sentiments. The challenges of building prosperity for Zambian citizens, and ensuring their economic security, health, and well-being deserve the full attention of the Zambian Government. However, Zambia’s role as an example of democracy and peace in the region, its security as a State, attraction as a place of investment, and ability to educate, care for, and foster the success of its citizens, depends deeply on the stability that the international rules-based order has provided for most of the last 70+ years.

Dr. Kenneth Kaunda in 1973 laid out Zambia’s foreign policy principles: “Our first question is not who has done it, but is this right, is this fair, is it just? If the answer is no, no matter who has done it we shall condemn him and the action he has taken.”

Speaking clearly in support of Ukraine, in support of the UN Charter, in support of the rules-based international order is both our duty and is a long-term investment to maintain a collective, peaceful future, both in Zambia and all over the world. It is a watershed moment in the history of international relations, and we congratulate the Government and people of Zambia for speaking up for their future, and indeed, all our futures.

MWENYA Musenge has warned the UPND not to “sleep or get excited that we have won” so it is time to enjoy.

He says there is nothing to enjoy at all.

Musenge also warns that the Copperbelt Province is a very dicey province that needs the attention of the ruling party if it has to have an easy sailing in 2026.

He told The Mast that roads in Kitwe, Ndola and other mining towns need to be worked on before 2026 elections.

“We want our colleagues to succeed. So they should not go to sleep. They should not rest and the members should not get excited that we have won, it’s time now to enjoy,” the former NDC president said. “There is nothing to enjoy at all. It is important that they get down to work and one of the first important issue is for them to embrace every Zambian. It is my prayer that in future the President Hakainde Hichilema will consider what our founding father Dr Kenneth Kaunda used to do where he would circulate ministers to go and work in other provinces especially provincial ministers such as a Southern Province minister goes to work in Northern and one from Western goes to work in Eastern so that we try to reunite ourselves beyond ethnic barriers.”

On roads, Musenge, a former Copperbelt minister, appealed to Minister of Infrastructure and Urban Development Charles Milupi to work on various road networks in the area.

“Copperbelt is a very dicey area and as we speak

there are areas where people voted in the manner that they did and there are issues that I want them (UPND) to work on before the end of this term. The Ndola-Mufurila road needs to be worked on. The Luanshya-Masangano road; the Chingola-Chililabombwe-Kasumbalesa road; the Ndola-Luanshya road; the Mufulira-Mukambo Pedicle road up to Luchinga in Luapula Province – that is Puta-Chiengi road must be worked on. These roads if not delivered this term, the UPND will have difficulties,” he warned. “The people will not accept because where we have reached as a nation, people would like to see development. These roads if they can be worked on then Copperbelt in 2026 will be a walkover by the UPND.”

Musenge said in Kitwe residents were filling up potholes on Chibuluma road with construction waste blocks.

He said roads in Lusaka cannot be compared to those in Ndola and other mining towns.

Musenge described the situation as embarrassing.

And Musenge reminded Vice-President Mutale Nalumango that before she served as deputy speaker of the National Assembly as well as a cabinet minister she represented the people of Mukupa-Katandula and Kaputa.

He said those people have since independence been marginalised in terms of development.

Musenge said during the campaigns, Vice-President Nalumango promised the people of the area development.

“We want to bring these things out now and not wait until time runs out. We want when it is time for elections the UPND will just be pointing at these things,” he said. “I also want to beg the Vice-President, Nalumango on behalf of chief Mukupa Katandula, he needs help. He needs a decent accommodation. Currently he is living in squalor,” he lamented. “He was neglected despite the support he gave to the previous administration (PF). Let her (Nalumango) see how she can improve his welfare. These are things that need to be done so that people can build confidence and faith in the UPND-Alliance government.”

Musenge urged the UPND administration not to relent on its fight to arrest the corrupt and recover the money they store.

He singled out road contractors who were paid but did not do the job.

Musenge said the UPND should not listen to those that say they are being vindictive stressing that “what was stolen was people’s money.”

“There are a lot of people that sacrificed too much and are just suffering and yet a few people siphoned the money,” he said.

Musenge described President Hichilema as a 24-7 working man.

“He is always on the road. He is always running. He wants to see to it that issues are dealt with. The same working culture needs to be seen in his ministers, his executive,” said Musenge.

Ukraine has ‘plans in place’ if Zelensky killed to prevent government’s collapse

Ukraine’s government is prepared for the possibility of President Volodymyr Zelensky being killed in a Russian strike or assassination attempt, US Secretary of State Antony Blinken has revealed.

Mr Blinken was speaking on Sunday on CBS’ Face the Nation. He told host Margaret Brennan that there were “plans in place” for such an outcome amid Russia’s bloody assault, but refused to give many details.

“The Ukrainians have plans in place, that I’m not going to talk about or get into any details on, to make sure that there is what we would call ‘continuity of government’ one way or another. And let me leave it at that,” he told Ms Brennan.

Mr Blinken’s comments come as media reports have indicated that Mr Zelensky has survived several assassination attempts over the past few weeks since Russia’s invasion began. While the reports are not verified and come from Ukrainian officials, Russia’s military is actively shelling Kyiv and other cities in attempts to take out military and civilian infrastructure that many observers have said has spread to the unobstructed targeting of civilian targets.

The US secretary of state visited the Ukrainian border with Poland over the weekend and joined Ukraine’s foreign minister for an excursion several feet across the border. The US and Nato allies have begun a process of steady support for Ukraine’s military in the form of weapons, equipment and vehicles but have refused to directly engage Russian forces in defence of Ukraine’s territory.

Some lawmakers in the US and abroad have called for Nato to enforce a no-fly zone across all of Ukraine’s airspace, but such a move would almost certainly draw the US and the West into a direct war with nuclear-armed Russia. The Biden administration has not signaled support for a no-fly zone.

Mr Blinken also took the time during his interview with CBS on Sunday to praise Mr Zelensky’s wartime leadership.

“The leadership that President Zelensky has shown, that the entire government have shown, is remarkable,” he told CBS.

Russia’s Vladimir Putin has warned that his country may press its invasion further and push for the dissolution of Ukraine’s government and sovereignty entirely if Ukraine’s military does not cease its resistance, which according to most reporting has mostly stalled the Russian advance in the country’s north.

At present, Russia claims that its efforts are to replace Ukraine’s government with one that would guarantee the country’s neutrality between Russia and Nato, which Mr Zelensky’s government has indicated interest in joining. Moscow continues to view the defence pact formed to counter the Soviet Union as a threat to its influence around eastern Europe.

Mr Zelensky’s immediate successor under Ukraine’s constitution is Ruslan Stefanchuk, chair of the country’s parliament. US officials told The New York Times that based on discussions with the Ukrainian government, Mr Stefanchuk would continue Ukraine’s resistance against Russia were the president to be incapacitated or killed.- The Independent

Kapiri Man jailed for 12 months with hard labour for assaulting former wife who refused to reconcile

Kapiri Mposhi Magistrate, Edward Banda has sentenced a 34-year-old man to one year three month imprisonment with hard labour for assaulting his former wife after she refused to reconcile with him.

Pethias Bwalya, businessman and resident of Ndeke Compound in Kapiri Mposhi, was in court charged with one count of Occasioning Actual Bodily Harm (O.A.B.H) on his former wife, Patricia Kabwe, 30, contrary to Section 248 of the Penal Code Chapter 87 of the Laws of Zambia.

Bwalya readily pleaded guilty as charged.

Facts in this matter are that Bwalya did assault Kabwe for she refusing to mend their marriage and move back with him after the couple divorced over a year ago.

Particulars are that on 12 February 2022 around 19:00 hours Bwalya met the complainant coming from the market and demanded that she reconciles with him and moves back to his home for them to continue with their marriage.

The complainant however refused but the now convict got incensed and started beating her using kicks, fists and slaps upon which she became unconscious and was rushed to the hospital by members of the public who came to her rescue.

The now convict bolted fearing to be beaten by members of the public but was later apprehended and taken to police.

According to the medical report the complainant suffered bleeding from the mouth, nose and ears as a result of the beating.

In passing judgement Magistrate Banda ruled that Bwalya had no right to savagely beat up and inflict injuries on the complainant as she had moved on with her life after the couple divorced.

Magistrate Banda advised couples to move on when they divorce and not to divorce when they still have feelings for their partners.

” When you divorce you need to move on. Don’t divorce when you still have a liking or love of your partner because how do you meet her on the road and demand for reconciliation after you divorced one year ago….. if you want to reconcile find time and follow her other than when you meet on the road… She thought you just wanted to relieve yourself sexually,” Magistrate Banda said.

Magistrate Banda stressed that cases of Gender Based Violence (GBV) are considered serious by government and that the courts will mete out appropriate punishment for perpetrators of the vice to deter would-be offenders.

There should be disclosure of IMF deal, insists Lusambo

FORMER Lusaka Province minister Bowman Lusambo says he is writing back to IMF to acknowledge the Fund’s response to his letter and challenge them to disclose the contents of the IMF bailout programme for Zambia.

The IMF chief of delegation to Zambia Holland Alison has written back to Lusambo advising him to read the published contents of the IMF programme for Zambia staff level agreement which is in public domain.

“(IMF) they know that Zambians won’t agree with the contents that are in that agreement. That is why they are failing to give us the full information based on the agreement they have with the government. The same IMF is trying to challenge the lenders like China that ‘you have to come and give full disclosure of the loans you have with Zambia’ but they have failed to disclose the simple information I asked for,” he said.

“So far, us, we will call them hypocrites because what they are telling me it’s not different from what they want to get from China. For me, I am writing back to them to firstly acknowledge receipt of the letter and insist that there should be disclosure of the IMF deal.”

Lusambo said he would also invite the IMF to show the institution the aftermath of the 1990’s IMF programme in Zambia.

“We want to show them the effects of aftermath of IMF. The situation we have in our country right now. It is not politics. We want to understand the real contents of the agreement because the aftermath is there for everyone to see. It was a flop. It is misery. We have more street kids on our roads. We have more unplanned settlements, shanty compounds. A lot of bad memories. IMF has never worked in our country. If they care why didn’t they just tell us to invest in farming, fish farming and forestry for you to come out of the financial problem,” he said.

“But those are business people that is why I call them witches. They know that what they are doing will kill the people of Zambia but they don’t care. All they care about is the benefit they are getting. This is the same IMF that wanted to buy all the mines in Zambia as a single unit until (president Frederick) Chiluba put his foot down and told then finance minister Edith Nawakwi that ‘we should not privatise the mines as a single unit’. So how can we trust them today?”

Lusambo said his fight against the IMF package was not political but in the interest of Zambians.

“It is not my fight. It is the fight for Zambians. So my appeal to Zambians is let us stand up and be counted,” said Lusambo.

WHY I SUPPORT PUTIN’S DECLARATION OF WAR AGAINST IMPOSITION OF FINANCIAL NEO-SANCTIONS AGAINST RUSSIA

It is not the first time that the west has imposed sanctions against Russia. But why is it that this time around, President Putin has declared war against countries that will impose sanctions against Russia?

And why is it that they are hesitating to do so?

The traditional sanctions have been always been trade, political, and social. This has included boycotting procuring of a country’s goods and services and vice versa; not allowing participation of a country in regional and global socio- political programmes and systems.

These sort of sanctions have generally been considered acceptable. Here in SADC, South Africa, Zimbabwe and Namibia are examples of countries that have experienced such sanctioms.

Now a new form of sanctions have emerged. These involved seizure and freezing of a country’s foreign reserves. Last week, the US and its NATO allies announced that they will seize Russia’s foreign reserves.

In the last seven years, Russia has built its foreign reserves in excess of US$600 billion.

Traditionally, countries do not keep their foreign reserves in their countries. They keep such in foreign countries, usually western.

Of Russia’s reserves, only 17% is held in China. There is no problem with that because China has categorically stated that it will not participate in sanctions against Russia.

The rest of the reserves are in western countries, especially the U.S.

It is not the first time the U.S. has impounded another country’s foreign reserves. Last year, the U.S. froze foreign reserves held by Afghanistan’s central bank in order to prevent the Taliban from accessing the funds after it seized power in the country last August.

In a move that outraged Afghans, the Biden administration is now using the frozen assets to compensate families of 9/11 victims and to fund humanitarian assistance in Afghanistan.

The question is: who has ever impounded U.S. and other NATO countries to compensate Iraq, Libyan, Syrians and other countries invaded by NATO in the past?

Before this trend continues, Russia has made it clear that it will retaliate militarily if ever its foreign reserves are frozen, let alone arbitrarily used by any country. If need be, Russia has made it clear it will unleash nuclear weapons to revenge.

I totally agree with Russia that this foreign reserves madness should not become pervasive and widespread. For, it will be used by western countries to seize foreign reserves of poor nations on flimsy grounds to address these western countries’ economic wooes, especially arising from pandemic, and economic meltdowns.

Already, I foresee a global financial and economic crisis. China, which has the highest foreign reserves on earth in excess of US$3 trillion may contemplate withdrawing the funds from abroad to avoid and insulate the funds from such reckless approach. Other vulnerable countries may also follow suit.

In the case of China, the bulk of its foreign reserves are in the U.S. If all its reserves are withdrawn from the US, America will economicallt crumble. And when the American economy crumbles, the inevitable is a global economic and global crisis which can have severe implications for poor nations.

For this reason, I am with President Putin on his position on neo-sanctions.

War is bad, but sometimes necessary.

Zambia, for example, supported wars in South Africa, Zimbambwe, Namibia, Angola, Uganda and Palestine because it was a necessity.

27 Zambians have opted to remain in Ukraine

MINISTER of Foreign Affairs and International Cooperation Stanley Kakubo has assured the nation that 114 Zambians leaving Ukraine will be flown into the country by Friday this week.

And the Minister has disclosed that out of 141 Zambians, 27 have opted to remain in Ukraine having integrated in that country’s society over a number of years.

Speaking in Parliament yesterday when he gave a ministerial statement, Mr Kakubo said currently government has evacuated safely out of Ukraine 80 Zambians who are accommodated in a conducive facility in Warsaw where they have been provided with food, and other necessities.

“Our students were being facilitated mainly out of lviv, where a bus organised by the Zambian government would take them to the polish border at Hrebenne. all our nationals have been facilitated through the border formalities before being taken to join their colleagues in Warsaw, Poland,”he said.

Mr Kakubo said a few students have also self-evacuated through other countries including Hungary and Romania.

“Our staff have safely guided one student from Hungary to Poland while the other has communicated that he is safe and is joining a relative who lives in Hungary.
there are 5 of our nationals who opted not to register for evacuation and have found their way into Romania,” Mr Kakubo said.

He explained that Zambians yet to be evacuated, are one who is in lviv, and has been guided to board a train directly to Warsaw while three are in Kharkiv.

Mr Kakubo said arrangements remain in place to facilitate their evacuation.

He said 14 nationals are in transit from different parts of Ukraine towards the border and efforts are ongoing to facilitate their evacuation.

“We have, madame speaker, 14 of our students that are in the city of Sumy, located on the western side of Ukraine, very close to the Russian border. unfortunately, they have been unable to leave the city because throughout this period, Sumy has been one of the most risky areas security wise, with extremely restricted movements in the area,” he said

The Minister said government continues to engage the government of the Russian Federation, to request their assistance to facilitate the safe passage of Zambians through Russia.

He adds that the Zambian staff in Moscow have ascertained that all the 14 students are well and are being provided with the enough food and water.

He further said the situation in Ukraine has been difficult and complex and throughout the exercise.

“We have been faced with various challenges including the following: our nationals, opting not to use government organised transport, and as such having to be dropped off 20 kilometers from the border, there are multiple security checkpoints that all people fleeing Ukraine have to get through be fore reaching the border,” he said.

He has assured the country that government will continue to work tirelessly, to ensure that Zambians are evacuated and brought safely back home.

Taliban’s secretive Haqqani Network leader finally shows his face

One of the Taliban’s most secretive leaders, whose only picture on US “most wanted” lists is a grainy semi-covered profile, was photographed openly for the first time Saturday at a passing-out parade for new Afghan police recruits.

Interior Minister Sirajuddin Haqqani, who also heads the feared Haqqani Network, has previously only been photographed clearly from behind — even since the hardline Islamists seized power last August.

“For your satisfaction and for building your trust… I am appearing in the media in a public meeting with you,” he said in a speech at the parade.

Before the Taliban’s return, Haqqani was the most senior of three deputies to leader Hibatullah Akhundzada.

Akhundzada himself hasn’t been seen in public for years, and many Afghan analysts believe he may not even be alive.

Haqqani heads a powerful subset of the Taliban blamed for some of the worst violence of the past 20 years.

The United States has offered a reward of up to $10 million for information leading to his arrest, saying he was responsible for a string of terror attacks.

Pictures of Haqqani were being widely shared on social media Saturday by Taliban officials who had previously only posted photographs that didn’t show his face, or if it had been digitally blurred.

At the police parade Saturday, Haqqani was dressed like many of the senior Taliban officials — very heavily bearded and wearing a black turban and white shawl.

He said he was showing his face so “you could know how much value we have with our leadership”.

Haqqani’s appearance also suggests the Taliban have grown even more confident of their hold on the country since seizing power on August 15, two weeks before the last US-led foreign forces left.

Several diplomats were in the crowd — including Pakistan’s ambassador — even though no country has officially recognised the new Taliban regime.

The Haqqani Network, founded in the 1970s by Jalaluddin Haqqani, was heavily supported by the CIA during the Mujahideen war against the Soviet occupation of Afghanistan.

Sirajuddin Haqqani, who is believed to be in his 40s, is his son, and succeeded him following his death in 2018.

The latter was blamed for the deadly 2008 attack on Kabul’s Serena Hotel that killed six people, as well as at least one assassination attempt against former Afghan President Hamid Karzai.

The FBI Rewards for Justice programme says he maintains “close ties” to Al Qaeda, and “is a specially designated global terrorist”.

He is reported to have been the target of several US drone strikes — in Afghanistan, Pakistan, and in the rugged terrain between them that is the heartland of the Haqqani Network.

He was also credited as the author of a New York Times opinion piece in 2020 titled “What We, the Taliban, Want”, sparking controversy that the newspaper had given “terrorists” a public platform. AFP

I DON’T want to be part of this confusion so the best I can do depending on what the general membership feels is to step down, says embattled NDC president Mwenya Musenge.

But Musenge says the NDC has not grown out of petty politics.

“It’s time to take time off. I am human and get injured, I am injured, it takes time to reflect over and get healed over this,” he said.

On Tuesday, NDC acting national spokesperson Emmanuel Malite told journalists at a media briefing held at the party secretariat in Lusaka’s Woodlands area that the national governing council had decided to replace Musenge who took over from Josephs Akafumba with George Sichula.

“The NDC under the new administration on the interim basis is not only happy with the performance of the new dawn administration but also committed to supporting the government…the party will continue to support the Alliance until the national executive committee decides otherwise,” Malite said.

“Among the changes made on the interim basis are: president, George Sichula popularly known as King George, vice-president – administration, James Wamunyima, vice-president-political, Joseph Chishala, national party spokesperson Emmanuel Malite, secretary general Dr Paul Mbulo and media director Kirby Kaoma Musonda. The rest of the position remain the same.”

In The Mast’s Tuesday lead story, Musenge showed displeasure in the manner the UPND-Alliance was handling matters of serious interest, especially matters affecting the NDC.

He alleged that the secretariat led by Movement for Democratic Change and Equity Party’s Kaluba Simuyemba was uncomfortable to accept his appointment as president of the NDC.

Musenge observed that some parties on the UPND-Alliance were one-man political entities just interested in their personal interests and not that of the Alliance members.

And reacting to the changes in the NDC leadership, Musenge told The Mast that the clique that had risen to oust him was a small one and did not reflect the desires of the general national governing council membership as only about six to eight members decided to make the changes.
“I am a very mature leader. I have been in leadership at very high levels and I am able to read between the lines that this is cheap politicking. But I would not again want us to start fighting. We have issues with Saboi Imboela and group that we are supposed to be sorting out and then again, we start fighting within ourselves,” Musenge said.

“It simply shows that we haven’t grown out of this pettiness. We haven’t grown. I don’t want to be part of this confusion. So the best I can do depending on what the general membership feels is to step down and allow ba (Mr) Sichula to lead the party because I cannot entertain this type of confusion. I mean, seriously, I cannot allow this. I have been in politics for a very long time and age is catching up with me. I cannot be running battles with young men who are craving for leadership.”

He said it was better to give those that ousted him an opportunity and see how they would run the party.

“For me it’s time to take time off. I am human and get injured. I am injured. It takes time to reflect over and get healed over this. I am a family man. I also have those who really depend on me like my children who also get affected when such things happen. So I need time to be with them to make them understand what has transpired. But I wish them (NDC) well. Let my colleagues run the party,” said Musenge.

PRESS RELEASE BY THE MINISTER OF GREEN ECONOMY AND ENVIRONMENT ON THE UPCOMING MEETING OF THE AFRICAN GROUP OF NEGOTIATORS (AGN) ON CLIMATE CHANGE IN LIVINGSTONE FROM 14TH TO 17TH MARCH 2022

LUSAKA, Sunday, 6th March, 2022

The Ministry of Green Economy and Environment is pleased to announce that the Government of the Republic of Zambia will host the African Group of Negotiators (AGN) on climate change in Livingstone from 14th to 17th March 2022.

The AGN is a Group of Government representatives of the 54 African countries who spearhead the negotiations on climate change to ensure that the continent speaks with one voice during the negotiations. Zambia is the current Chair of the Group. Zambia assumed the chairmanship at the 26th United Nations Climate Change Conference of Parties (COP26) in Glasgow, Scotland in November 2021 for a two-year period and will lead the continental Group until 2023. Therefore, the country has the responsibility to coordinate the Group and ensure that it is well prepared for all climate engagements, especially during the forthcoming 27th United Nations Climate Change Conference of Parties (COP27) in Sharm El-Sheikh, Egypt in November 2022.

The Livingstone meeting is the first step towards these preparations. The main focus of this AGN meeting will be to review the outcome of COP-26 and start identifying Africa’s priorities for the forthcoming Conference in Egypt. The meeting is largely a closed-door session, especially the first two days. However, the official opening on Wednesday 16th March, 2022 will be open to the media and other invited guests.

The Minister of Green Economy and Environment, Hon. Eng. Collins Nzovu, MP, and the Minister of Southern Province Hon. Cornelius Mweetwa, MP, will officially open the meeting on Wednesday, 16th March, 2022. The Government of the United Kingdom, as COP-26 President, and the Government of the Arab Republic of Egypt, as the incoming President of COP-27, and other speakers will deliver remarks at the official opening of the AGN meeting.

The AGN meeting will bring together experts from all 54 countries, organisations that partner with the AGN and other entities that work on climate change matters in Africa. Some of the organisations to be represented at the meeting will include the African Union Commission (AUC), the United Nations Environment Programme (UNEP), the United Nations Economic Commission for Africa (UNECA), the United Nations Development Programme (UNDP), the African Development Bank (AfDB), the Southern African Development Community (SADC), and the Common Market for Eastern and Southern Africa (COMESA), among others.
To ensure that Zambia effectively carries out its chairmanship mandate, a team of local climate change experts has been put together to support the AGN chairperson, Mr. Ephraim Mwepya Shitima, who is also Director for the Department of Green Economy and Climate Change in the Ministry of Green Economy and Environment. Mr. Shitima will preside over the meeting in Livingstone and will be supported by this team of experts.

Further, the Government assembled a Local Organising Committee that is comprised of relevant Government Departments, representatives of civil society, and financial institutions, among others, to prepare for this meeting. The Committee has undertaken various steps, especially to ensure that the meeting is held in adherence to pandemic Health and Safety Protocols. A dedicated Sub-Committee on health, chaired by the Ministry of Health, has undertaken inspections of the venue and other facilities in Livingstone to ensure that all precautionary measures are in place.

It is important that Zambia excellently carries out the chairmanship mandate for the benefit of the continent and contribute to the positive outcome at the COP27 in Egypt, which has been dubbed: the African COP.

The Ministry of Green Economy and Environment wishes to acknowledge and thank various partner organisations including UNEP, WWF Zambia, Stanbic Bank, ZANACO, ABSA Bank, the British High Commission and the Red Cross Society of Zambia, among others, for their logistical and material support.

Sanctions imposed on Russia are equivalent to declaring war- Putin

Russian President Vladimir Putin has warned that sanctions from any country against Russia are “equivalent of a declaration of war,” while threatening Ukraine that its statehood is at risk.

Ukraine and Western countries have imposed a sweeping range of sanctions aimed at isolating Moscow after President Putin launched an invasion of Ukraine on February 24.

“These sanctions that are being imposed are akin to a declaration of war but thank God it has not come to that,” Putin said, speaking to a group of flight attendants at an Aeroflot training centre near Moscow, on Saturday, March 5.

Putin said he isn’t planning on a state of emergency in Russia or enlisiting conscripts for the “operation” in Ukraine. “We could have taken a different course of action,” he said.

“We could have helped the republics of Donbas at the contact line and reinforced them with the Russian army, but in this case, and I mean with the unwavering support from the west, we would have radicals on the other side coming endlessly… with support from the west.”

“Our General Staff, the Ministry of Defense, went the other way; the first thing they did was to destroy the entire military infrastructure [of Ukraine], well, not all of it, but partially, mostly. Warehouses with weapons, ammunition, aviation, air defense systems,” he said.

Putin added they have almost completed the destruction of the Ukrainian air defense systems, which could be a reason why Ukraine’s president Volodimir Zelensky has been calling for more planes from the West and also establishment of a ‘no fly zone’ over Ukraine.

“Hence the demand to close the sky, but the implementation of this demand is associated with colossal and catastrophic consequences not only for Europe, but for the whole world,” he said.

“The current [Ukrainian] leadership needs to understand that if they continue doing what they are doing, they put under question the future of Ukrainian statehood. And if that happens, it will be entirely on their conscience,” Putin added.

Mr. Putin added that Moscow would view any Western attempts to impose a no-fly zone over Ukraine as “participating in the armed conflict” against Russia

“We will immediately consider them as participants in a military conflict, and it doesn’t matter members of which organizations they are,” Putin said in a meeting with flight crewmembers of Russian national airlines.

“It is impossible to do it, on the very territory of Ukraine, it’s possible only from the territory of some neighboring states. But any movement in this direction will be considered by us as participation in an armed conflict,” Putin added. Fuel is a very important commodity. Movements in fuel prices affect everyone. Even if you don’t own a vehicle or travel the whole year, you will either consume food, wear clothes or use agriculture inputs that are transported from one place to another. An increase in fuel prices increases transportation costs and prices of goods and services. Even government is affected because it ends up spending more on transportation as well as on other goods and services it procures.

It is in the best interest of development to keep prices low and stable. Is stability of fuel prices good? Yes it is! However, it requires that we either engage in bulk procurement and keep huge reserves for a good number of months or we have enough money to cover the price differential arising from shocks on the international market.

What does this mean? Let us assume ERB reviews fuel prices every 6 months. Within this six months, there will either be a net increase or reduction in international crude prices. If there is a net reduction, then well and good but if there is a net increase then we need money to cover it because we have to wait for 6 months to pass on the cost to consumers. If in a month it increases from $70 to $90 per unit, the $20 increase per unit cannot be passed on to consumers because prices are reviewed every 6 months. What this means is that as a country we need to find money to cover this $20 per unit. Note that international prices may either increase or reduce and the international market is quiet volatile. Prices can change in days. The problem here is that we should always have money to cover an increase before a review is done. If we fail or delay to do so, we might run into shortages. This is the risky government is trying to avoid given our dire economic situation.

Why monthly review? What experts do is that they will study the trends and patterns in crude oil prices. If these studies inform them that the common pattern is for prices to go up than reduction and if some increases are too high to be covered with the revenue we have, then there is a high risk that government might struggle to cover these differentials leading to disruptions in the supply of the commodity.

This problem is not new, under the previous regime, we ended up accruing over $800 million arrears. Did we have a solution to the problem? No! We did not have any capacity to cover the differential, instead of addressing it, we only accrued huge arrears which have to be paid now. So the arrears have to be cleared and we have to fund current consumption. We have domestic revenue of K98.9 billion, allocation to debt service of K78.6 billion. The balance goes to civil servuce wage bill. Borrowing is also restricted given our external debt of $12.9 billion, domestic debt of K189.7 billion and domestic arrears of K46.9 billion. We are managing to fund activities right now because we have been allowed to default on some laons. Otherwise we don’t have any headroom to cover any huge increase in crude oil prices and we might find ourselves in a huge crisis of fuel shortages and resultant disruption in production. To avoid all this, given our dire economic situation, government opted for a monthly review of fuel prices. Others do it every two weeks. The idea is to quickly pass on the prices to consumers, be it a reduction or increase.

This is not to say monthly review does not come with its own complications and inconveniences. One of the biggest challenges is that Zambia mostly has small scale entreprises with a low capital base, these frequent fluctuations seem small but can be quite significant to most firms. They want stability and predictability to help them plan well.

The other challenge is that there is a tendency for firms to quickly adjust prices of goods and services when fuel prices increase, but when there is a reduction, prices will remain the same. It becomes difficult for government to regulate such prices, especially that it happens so frequently, we are also in a free market. A month is too short for a full transition, especially a reduction given that firms would want to keep prices of their goods and services high to make more profit. The end result is that reductions are not passed on to consumers.

It also becomes costly for firms to keep changing price tags. Consumers also don’t know what to expect when they go shopping. So there is a general sense of unpredictability. Others countries have fully adjusted but it is a learning phase for Zambia.

In conclusion, this article has explored both the sides; analysed the critical economic situation that makes it difficult for government to cover the price differential. It has also analysed the unpredictability and other shortcomings associated with monthly reviews.

Pro- Russia Protesters Rally In Central African Republic

A hundred people participated Saturday in Bangui, the capital of Central African Republic, in a demonstration in support of Russia in its offensive against Ukraine, noted a journalist from AFP.

The demonstrators gathered at the foot of a statue, inaugurated in late 2021 by President Faustin Archange Touadéra, representing Russian fighters protecting a woman and her children. Many waved Russian and Central African flags in the heart of the capital, near the university.

Faced with a threatening rebellion more than a year ago, President Touadéra called on Moscow to rescue his impoverished and poorly trained army, and hundreds of Russian paramilitaries were added to the many others who had been present for three years.

In a few months, they had pushed back the armed groups that were then occupying two-thirds of the country and recovered the vast majority of the territory.

But according to the UN, this was at the cost of numerous human rights violations by “mercenaries” from the Russian private security company Wagner, “massacres” and the “execution” of civilians.

The demonstrators held up signs proclaiming “Russia saves Donbass”, in reference to this pro-Russian separatist territory in eastern Ukraine, or “Russia and Central Africa against Nazism” and “It’s Nato’s fault”.

During a vote Wednesday at the United Nations General Assembly of a text that “demands that Russia immediately cease the use of force against Ukraine,” the Central African Republic abstained.

“We are here to give our unwavering support to Russia in this war. I think it was imposed by the West on Russia,” Blaise-Didacien Kossimatchi, a member of the National Galaxie platform, one of the associations organizing the demonstration and which regularly vilifies France, a former colonial power, and the UN, told AFP.

“Nato wanted to install its military base in Ukraine to attack Russia,” he continued.

Galaxie Nationale had organized a previous demonstration in support of Russia, which brought together about 100 people on February 23 in Bangui.

“We have come to support Russia, which has come to bring peace to our country,” said Brice Plegba, while waving Russian and Central African flags.

At the end of February, France and the United States accused for the first time in the UN Security Council the “Wagner mercenaries” of having “massacred” and “executed” dozens of civilians in January. A Russian diplomat immediately denied this, accusing Paris and Washington of trying to “discredit” the Russian “specialists” present in the Central African Republic.

Police urged to ban ‘moving coffin’ practice in Solwezi

North-western province Permanent Secretary, Grandson Katambi has implored the police command in the region to eradicate the barbaric killing and injury of innocent people through the practice of Kikondo (moving coffin).

Kikondo is a traditional ritual performed in some parts of the country where charms are administered on a coffin carrying a dead body with a belief that it will lead mourners to the person behind the death.

Col. Katambi said it is unfortunate that the strong belief in Kikondo has led to the death and injuries of innocent people especially the elderly.

“It is regrettable that we are still witnessing strong beliefs in witchcraft resulting in the continued practicing of Kikondo mainly targeting innocent people,” he said.

Col. Katambi said the police and the traditional leadership must work together and ensure that the practice is eradicated.

The Permanent Secretary was speaking in Solwezi today during the commemoration of Zambia Police Day under the theme: ‘Police and the community: together we can rebuild our relationship for a better tomorrow’.

He said police should decisively and firmly deal with anyone found wanting as the practice is criminal.

And Col. Katambi asked the police to coordinate with other stakeholders and reduce the increase in road traffic accidents.

He said it is unfortunate that life has continued to be lost, injuries being recorded as well as damage to property.

Acting provincial police commanding officer, Fred Mulenga has warned police officers to desist from perpetuating crimes by working with criminals.

Dr Mulenga said his command will not hesitate to recommend any officer found wanting for dismissal from the service.

“Let me warn officers networking with criminals to desist from networking with criminals, if you are found we will not hesitate to flash you out. The service has no room for such characters,” he said.

The acting provincial police chief called on stakeholders to collaborate with the police in reducing cases of suicide in the province which have become rampant.

Dr Mulenga said the province has seen an increase in suicide cases with more men killing themselves than women mainly after a marital difference.

MONTHLY PERFORMANCE RATING OF NEW DAWN MINISTERS FOR THE MONTH OF FEBRUARY, ISSUED ON 6TH MARCH 2022

The ratings below are based on submissions received from the general public regarding the actual and perceived performance of both line ministers and provincial ministers in the new dawn administration. In order to enhance transparency, brief reasons are given for scores given to respective ministers.

TOP FIVE MINISTERS:

1. Best Minister for February 2022 = Charles L. Milupi – Minister of Infrastructure, Housing and Urban Development.

Apart from a few politically incorrect gaffes here and there, Milupi is hardworking, focused and visionary. He knows what his ministry should achieve and he has the energy to get it done. He is not shy to traverse the breadth and width of the country, getting beaten by mosquitoes, just to see the infrastructure challenges that are there on the ground in the remotest corners of our country. He has a passion for his job. As a seasoned engineer, he has the necessary competence to get the job done. We can’t wait to see how his PPP ideas will unravel. So far, so good.

2. Second Best Minister for February 2022 = Brenda Tambatamba – Minister of Labour and Social Security.

Her recently unveiled board for NAPSA appears well-balanced, qualified and experienced. Her identification of the NAPSA penalty system as suffocating to SMEs is well on point. We shall wait to see how quickly this will be addressed. Overall she seems to know what reforms need to be undertaken in her ministry.

3. Third Best Minister for February 2022 = Collins Nzovu – Minister of Green Economy and Environment.

Based on the speeches that he gives, he is articulate, visionary and clear-minded. He seems to know exactly what the mandate of his ministry is and how to achieve it. However, he needs to explain to the public ZEMA’s rationale for approving the proposed mining in lower Zambezi. We need to hear more from his ministry on that issue. Otherwise we shall begin to think that he just has a good speech writer.

4. Fourth Best Minister for February 2022 = Chipoka Mulenga – Minister of Commerce, Trade and Industry.

He appears to have a passion for discharging the mandate of his ministry. He has the energy to visit various institutions under his ministry to understand and appreciate how things are done and if they can be done better. However, he needs to make better use of the Business Regulatory Review Agency (BRRA) which was formed by the Business Regulatory Act No.3 of 2014 and which seeks to reduce the cost and burden of doing business in the country. Right now the compliance requirements for SMEs are suffocating. From ZRA to NAPSA to Workman’s Compensation, to trading licenses, to personal levy, fire certificates, health certificates, skills levy, etcetera. Chipoka Mulenga needs to make business compliance reform his priority if his good rating is going to be sustained going forward. Government is killing SMEs through these onerous compliance requirements.

5. Fifth Best Minister for February 2022 = Ambrose Lufuma – Minister of Defense.

His good performance lies in his silence. A minister of defense is not supposed to be loud and all over the place. The fact that he has been quiet means that he has performed well.

WORST FIVE MINISTERS:

1. Worst Minister for February 2022 = Peter Chibwe Kapala – Minister of Energy.

His handling of Zesco’s increase of connection and meter separation tariffs was pathetic to say the least. Both ZESCO and ERB are under his ministry and instead of sitting both institutions down and communicating a single clear statement to the public, they kept contradicting each other in the press and then the Minister joined the public fray and contradicted both ZESCO and ERB before making a u-turn on his statement. He is clueless, uninspiring and incompetent.

2. Second Worst Minister for February 2022 = Jack Mwiimbu – Minister of Home Affairs and Internal Security.

The minister seems to have a high appetite for washing the dirty linen of the institutions he presides upon in public. Firstly he publicly accused the police of being thieves and that they mounted road blocks to steal money from the public. Secondly he publicly accused the police of being involved in most of the armed robberies around the country. By making these public accusations, the minister is undermining public confidence in the Zambia Police and also undermines the morale of the men and women in uniform. If the minister identifies any problems with some members of the police, corrections officers etcetera, he needs to resolve such problems with the respective command and not disparage all officers to the public. The minister should stop talking like he is at a political rally all the time and start talking like a leader who wants to build.

3. Third Worst Minister for February 2022 = Stanley Kakubo – Minister of Foreign Affairs

The minister’s handling of Zambians who needed to be evacuated from Ukraine was pathetic. Instead of being proactive, he was reactive and we are lucky that we have not lost any citizens so far. His judgement appears to be questionable. A few months ago, he decided to evacuate Zambians from Ethiopia at a time when no other country had evacuated their people from there, but failed to evacuate Zambians from Ukraine when almost all western countries had moved their embassies from Kyiv to Poland or other towns near the Polish border. The minister failed to see the writing on the wall that war was eminent. But even after our citizens managed to cross the border into Poland, they did not receive consular support on the ground, and where only addressed in a Zoom call. The minister is incoherent, confused and overwhelmed by trifles. He appears more suited taking selfie’s with the President in the streets of London than discharging the key functions of the Ministry of Foreign Affairs.

4. Fourth Worst Minister for the Month of February 2022: Silvia Masebo – Minister of Health.

Despite having extensive experience sitting in cabinet under MMD, PF and now UPND, the minister does not have much to show for her experience in terms of performance. When it comes to recruitment of medical doctors, she speaks a totally different language to her Permenant Secretary for Technical Services, and you can tell that the two do not meet often to confer on important ministerial matters. Additionally, it is a wonder how her ministry could dispatch condemned Honey Bee medicines to hospitals and not discover the anomaly until the expired medicines had been dispensed to unsuspecting patients. For starters, how do you keep condemned drugs together with good drugs. Are condemned drugs not supposed to be isolated and destroyed immediately? Lastly, the majority of hospitals in both rural and urban areas do not have medicines and people are often given prescriptions. Surely Ba Masebo, the PF did their part by building hospitals and clinics all over the country, the least that you can do is put medicines and medical personnel in these health facilities. Is that too much to ask?

5. Fifth Worst Minister for the Month of February 2022 = Chushi C. Kasanda – Minister of Information and Media.

Explaining things in English is just not her area. By keeping her in that ministry, the President is torturing her every day that passes. Please Mr President, stop the torture.

A 35 year old man of Kapirimposhi has sued his former employer (Reagan Mwale) of Mufulira in Ndola High Court demanding that he be given K150,000 failure to which he will get all his 4 children he fathered with his boss’ wife when he worked as a Garden Boy some years back.

According to Mufulira Times, Teddy Mutale a 35 year old teacher in Kapirmposhi, was some years back while working as a Garden Boy in Mufulira’s Eastry Compound tasked with impregnanting his boss’ wife (Linda Chanda Mwale) after the couple had stayed for 8 years without children due to low spemu count. The youngman agreed on condition that he kept it a secrete and the couple sponsored him to teachers’ college within the district. Within 16 years, the garden boy had managed to give Mrs Linda Chanda Mwale 4 beautiful children (1 boy and 3 girls) and the couple gave him K10,000 in appreciation on top of taking him to college.

He is now working as a teacher in Kapiri, married with 2 children but he has suddenly started demanding for K150,000 or he grabs all his children. Teddy Mutale has since sued the couple in Ndola High Court demanding for money or his 4 children. Mr Reagan Mwale 54, is currently one of the senior officials at Mufulira Copper Smelting Plant and gets more than K50,000 per month and ‘his’ 4 children are all learning in expensive schools.

Raphael Nakacinda & Kabwe Chanda Must Respect And Cooperate With Summons From Parliament

RAPHAEL NAKACINDA & KABWE CHANDA MUST RESPECT AND COOPERATE WITH SUMMONS FROM PARLIAMENT

I read the arguments from some former leaders that they could not be summoned and appear before a Parliamentary Committee of the National Assembly which summons are issued under the Standing Orders of the National Assembly because they were no longer MPs.

This is a lazy man’s argument and sad that it is coming from a former nominated MP and minister who must have been more conversant with the operations and powers of the National Assembly of Zambia.

This is why some of our MPs need serious orientation because, if the argument coming from Nakacinda, a former MP and Minister was one to go by, then Zambia is in maningi trouble in law making, understanding, respect and adherence.

This is why the practice of appointing first-time MPs in parliament as Ministers deprive them of acquiring relevant experience, learning and knowledge in operations, workings and powers of Parliament esp with the poor reading culture among our leaders and citizenry at large.

On Kabwe, the Constitution is instructive on the role of the Public Accounts Committee under Article 63(2)(c) thus the National Assembly shall oversee the performance of executive functions by scrutinizing public expenditure, including defense, constitutional and SPECIAL EXPENDITURE

Further, National Assembly Standing Order 153 establishes the Public Accounts Committee (PAC) and emphasised that chairperson of PAC SHALL NOT be a member of the political party in government

PAC and indeed any Committee of Parliament have powers to summon any persons to appear before it on behalf of the instructions of the Speaker.

PAC is mandated to examine the accounts showing the appropriations of sums granted by the Assembly to meet the Public expenditure, report of the Auditor-General on the accounts and such other accounts and so if Mr Kabwe handled public funds, he just needs to cooperate before drama erupts.

To both Mr Nakacinda and Kabwe, let them kindly cooperate with the National Assembly when summoned by the parliamentary committees as these committees have enormous powers to summon any persons, former MP or DMMU national coordinator to appear before them.

Standing Order 132 of 2016 concludes that a portfolio, General Purposes, Housekeeping and Select Committee SHALL have power to invite submissions from ANYPERSON on ANY MATTER within its terms of reference

CHAIRPERSON for the House of Chiefs senior chief Lwembe has asked the new dawn government to forgive traditional leaders if they erred in one way or the other ahead of last year’s elections.


Speaking when presidential advisor for politics Levy Ngoma paid a courtesy call on him on Wednesday, Lwembe said during the campaign period there was a lot that was being said but that afterwards everyone sat and analysed the situation.
“During campaign period, there is a lot of things said as this one says this, this one says this but when it’s gone, we all sit down and view the past and the future and asses the way to go. Kupyolera muli neo nikuti mutikhululukire ngati pali petelakwa monga mafumu (through me, I ask you to forgive all traditional leader who might have erred in one way or the other); because others were to the left and others were to the right,” he said. “Now we are done
with elections capezeka kuti njira niyimo (it has been realised that there is only one way). Those who
sided with the bigger side have decided to go with the right way.”


He said traditional leaders were worried that after elections the government had not visited them.
Lwembe asked Ngoma to deliver the message of
forgiveness to President Hakainde Hichilema and ensure traditional leaders
worked together with the government of the day.


“We were crying since the time of elections and inauguration. We had worries that what wrong did we commit that we are not seen? Now that we have seen you, tell him that chiefs in Eastern Province are so excited and happy for the work you have done,” Lwembe added. “I request that you deliver this message to the President that us chiefs, I speak for the chiefs because I am the chairperson for the House of Chiefs in Zambia. As chiefs, if there is anywhere we wronged, we ask government to forgive us.”
He emphasised that even if a traditional leader as an individual supported a certain political party then, they should support the government of the day now.


Lwembe also thanked the government for increasing the Constituency Development Fund from K1.6 million to K25.7 million.
He also expressed hope that the government would fulfill the promise of constructing and rehabilitating chiefs’ palaces.
“We expect this to be done in a systematic way and not what used to happen where a palace could take time to be completed. I don’t think you can fail the way you have started doing things. As traditional leaders in Zambia, we are supporting the presidency of Hakainde Hichilema,” said Lwembe.


And Ngoma said the new dawn government would not sideline any traditional leader on political
grounds but that it would deliver campaign promises everywhere.
He told Lwembe that his chiefdom gave President Hichilema some votes.
“…the President sent me to specifically reach the palaces, regardless of how far it is or how bad the
road network might be. But he said go and pay respect, appreciation to them for the big role they played in ensuring free and peaceful elections,” said Ngoma.

A mother has confessed to having sex with her biological son just to have a baby for her husband.

Matina Agawua, a native of Yelwata, in Nasarawa State lost her first husband to herdsmen attack in Northern Nigeria. Her first marriage produced a son.

She remarried years after the death of her husband but had difficulties having a child with her second husband, Mr James.

After six years of marriage with no child, Matina started getting pressured by her mother-in-law and her current husband to have a child or the marriage will be over.

Matina’s husband threatened to take a new wife and this bothered Matina because she and her husband had contributed money to build the house they live in, with Matina providing a greater share. It troubled Matina to have another woman living in the house she built with her husband.

As a result, Matina decided to have sex with her teenage son from her first marriage to see if she could have a child for her second husband.

“We had been married for more than six years but were still childless due to my husband’s fault, according to doctor’s report, and I was hearing from the grapevine that he was planning to take a second wife on the grounds that I could not give him a child,” Matina told The Nation.

Matina told the publication that she had undergone a test on her own since her husband refused to go for one, and the result showed that there was nothing wrong with her medically.

To prove that she is fertile, she decided to lure her own son, a student in Akwanga, into a secret affair, while warning him to keep it secret.

She told The Nation: “Since he is not comfortable with us going for medical checkup on the assumption that nothing was wrong with him, I decided to convince my little son, who is just about 16 years old and schooling in Akwanga.

“I visited him regularly. He stays in a private apartment with my relatives, so I was going there to spend some time with them, especially on weekends when my market is off.

“It was actually difficult making love with my own son, but circumstances forced me to go into it. I needed to be sure of my fertility.

“I know my husband very well. If he discovered I had an affair with a man outside, he would kill me.

“I love him so much and I’m afraid of him, so this evil plan kept ringing in my mind to know how fertile I am.

“I tried to visit my son in Akwanga mostly when I was on my ovulation period. I decided to develop a crush on him and draw him very close to me. We got intimate and ended up having sex.

“One faithful day while I was on my ovulation period, I visited him. It was at about 11pm. I held his hand and made him sit beside me.

“I asked him if he had ever had sex and he said no. I held him in my arms. This time, I felt warm and I think he too did.

“After that night, I felt extremely embarrassed, and guilty that I committed such an abomination with my own son.

“It was actually a taboo, but I warned him to keep it secret.”

Matina said that prior to having sex with her son, she didn’t have sex with her husband for three months.

After intercourse with her son in Jan 2022, she said she missed her period that same month and a test confirmed she was pregnant.

However, when she shared the news with her husband, he suspected foul play. He reminded her that they have not had sex for three months and inisisted he is not responsible for the pregnancy.

Mr James accused Matina of adultry and threatened to kill her, so she confessed to having sex with her son.

Matina’s son was questioned and he confessed to the sex act with his mother.

Matina told the publication: “I am not a loose woman. I am just a woman who loves her husband very much and didn’t want to hurt or lose him.

“I did what I did to save my marriage. I got reliable information that he was planning to take a second wife on the advice of his parents and that the wife would occupy one of the apartments we suffered to build together.

“I was not comfortable with that idea and felt I could test my fertility with my son and impose it on him.

“I did that to get him a child and to stop him from taking a second wife. Taking a second wife is an indirect way of pushing me away, losing all we have suffered to put together.

“Look at my age. I’m not getting younger and my husband was not prepared to address the matter medically.

“Look at the result of the test; it shows low sperm count. There is no way he would have been able to impregnate me.

“I know I was doing the wrong thing and betraying my husband, but I saw it as a lesser evil than going outside.

“Now the man is even threatening to kill my son for impregnating me, so I had to move my son out of Akwanga and take him somewhere else to save his life.

“This is more so because I was the one who put him into the whole mess. I have to protect him.”

Matina’s husband insisted he would not accept a pregnancy that is not his.

Matina fears her husband may kill her and has left the house for him.

However, she says she intends to engage a lawyer to fight for the house since she contributed a larger share in building it.

“I will engage a lawyer if my husband tries to do anything funny. He should not take me for granted as I’m prepared for him,” she told The Nation.

“He can’t father a child. His sperm count is very low and he is not ready to address it. What does he want me to do?”

She added that she will not abort the baby she made with her son.

She said: “I won’t abort it. Rather, I will allow it and deliver my baby. I have been looking for it for long, so I won’t let it go. It belongs to my son.

“I have decided to keep it because it is blood within my blood. I will keep it. All I want is that since the marriage didn’t work, we should sell the house, share the proceeds and everyone will go his way.”

The husband expressed his dissapointment at his wife’s action.

“How can she allow her son to impregnate her and try to foist it on me? How would she do that? That is my anger,” he said.

Former Chama council secretary, 2 CDF officials jailed 2yrs for abuse of office

THE Lundazi Magistrates’ Court has sentenced former Chama Council secretary and two Constituency Development Fund (CDF) committee chairpersons to two years simple imprisonment for corruption involving over K700,000.

Magistrate Edward Chisanga jailed Yaphet Simpamba, 64, of Serenje district who stood charged with one count of abuse of authority of office.

Simpamba was arrested and jointly charged with Chama North CDF chairperson Ancrate Gondwe, 59, of Chama; and Chama South CDF chairperson Sam Lungu, 43, of Chama with two counts of willful failure to follow laid down procurement procedures and guidelines.

Details of the offence in the first count are that Simpamba as Chama district council secretary on dates unknown but between September 1, 2012 and March 31, 2013, did abuse the authority of his office by receiving payments in the sum of K10,455 under the CDF as subsistence allowance for his travel to the United Kingdom to procure a grader and a tipper, which were not delivered.
According to a statement issued by ACC spokesperson Queen Chibwe, details in the second count were that Simpamba and Gondwe on dates unknown but between September 1, 2012 and March 31, 2013 in Chama district and being public officers, jointly and whilst acting together with persons unknown, did willfully fail to comply with laid down procurement and CDF procedures and guidelines when they fraudulently facilitated the payment of K350,000 CDF for Chama North Constituency to purchase a grader and a tipper truck, which were not delivered.
Details in the third count were that Simpamba and Sam Lungu on dates unknown but between September 1, 2012 and March 31, 2013 in Chama district, being public officers, jointly and whilst acting together with persons unknown, did willfully fail to comply with laid down procurement and CDF procedures and guidelines when they fraudulently facilitated the payment of K350,000.00 CDF for Chama- South Constituency to purchase a grader and a tipper truck, which were not delivered.

The ACC has since sternly warned all Council officials countrywide that it would arrest and prosecute any individual found to have abused the CDF or failed to follow the guidelines and procedures.

MPALI STAR CHOLA SHARES ABOUT HER BATTLE WITH DEPRESSION

I have battled with depression, that was really quite bad, but then acting made me pull through because I just focus on what I love doing, says Mpali’s Chola whose real names are Helena Kaumba.

The young movie star who keeps people glued to their television sets through her exceptional acting in the local drama series called Mpali went into depression after losing her mother on 1st July 2020.

The loss of her mother left her in a bad space where she isolated herself from close friends and families.

Questions like ‘why would God just take away something that I really love the most in my life’ constantly popped up in her head, questions she never had answers to.

In a special interview with Daily Star, Kaumba said “I don’t really like talking about it because I don’t want to go back to that place. On 1st July 2020, I lost my mother. I was so close to my mum we were like best friends. I was in a very terrible place, I felt like there was nothing to live for.”

“I just decided to ghost everybody. I constantly took long walks and just crying, having questions in my heard with no answers. Asking myself where am I going to get the answers from because I don’t understand this? Why would the world be so cruel to me? I felt like, why would God just take away something that I really love the most in my life? Like why? I had all these questions in my head then I just realized that okay I had just spent about two months just going about this. Just being careless with my life, I didn’t care about anything.”

However, the love the late mother had for her and her acting career made her triumph over the depressing phase she was in.

Her mother was the biggest fan she has ever had. When Kaumba got a contract from A List Media to play the role of Chola in Mpali, her mother was the happiest.

The first day she was on set, her late mother, being the biggest fan drove her there.

Kaumba feels that the best way of dealing with depression is by opening up to people around you.

“Then I told myself, I remembered when I got a contract from A List Media to participate in Mpali, my mum was the happiest person ever. She was so proud of me. She supported me, she is even the one who drove me there on the first day I went on set. Then I asked myself why am I doing this instead of doing something that would make my mum proud where she is? Because I remember the smile my mum had when I got that contract and I was like okay I will make her proud wherever she is,” she said.

“It was until then that I started approaching friends and family and they helped me go through it. I found out that one of the best way of dealing with depression is by opening up and talking about it. Pain is there, we cannot take away the pain. But then I decided to make my pain be my strength. I decided to make all the anger, all the rage I had within me to go to use. Trust me, all the time I was on set I was just thinking of my mum and I was acting to my fullest.”

Kaumba understands that a lot of people are going through a lot of things “but we are so judgmental towards them instead of just asking what’s really going on.”

She advises young people to open up to their close relatives and friends whenever they are depressed.

“I have come to understand and realize that we come from a country where we don’t really raise mental health awareness. A lot of people are going through a lot of things but we are so judgmental towards them instead of just asking what’s really going on. Let’s learn to talk to people. You don’t know who might want to hear good words from you. At times you don’t really have to ask, just go to a person and say you know whatever you are going through I don’t really want you to tell me about it but just know that I am here, you can talk to me, I can give you an ear. Just make them realize that there is always a silver lining on a dark cloud,” she said.

“My advice to the people, especially the youths who are going through difficulties just talk to people and do what you love doing the most. At this point, if people are going through staff they can come to me, I can help them in the best way possible that I can. I can listen to them; I can advise where I can manage because I wouldn’t want a person to go through that. Trust me that is a dark place where nobody wants to be in. you feel like you are being suffocated with your emotions, you feel like you have mixed emotions, you don’t know if you have to cry, you don’t know what you have to do with yourself.”

She stresses the need for people to seek God’s guidance when depressed.

“And above all ask God to guide you through the process. Ask God to give you strength…..sometimes people get scared to talk to people because they are scared that what if this person tells the whole world that am going through this? What if this person exposes me? You know all sorts of fear. But if you put God first and just declare upon your life that God…..even the Bible says God cannot put you in a situation where you can’t pull through,” she said.

“If you put your mind to wanting to heal you will. God works through different people. Talk to your friend, talk to your partner, talk to your sisters, talk to your brothers, just talk to somebody.”

We will soon have to say goodbye to Nigeria as a nation – Obasanjo

Former President Olusegun Obasanjo has said that we might be saying goodbye to Nigeria as a nation following recent trends in the country.

Obasanjo said this on Saturday March 5, at the international symposium organised to mark his 85th birthday at the Olusegun Obasanjo Presidential Library (OOPL), Abeokuta, the Ogun State capital.

The symposium was attended physically and virtually by eminent personalities, including: President Paul Kagame, President Nicéphore Soglo, Dr. Ngozi Okonjo-Iweala, Professor Goski Alabi (Ghana); Ambassador Barry Desker (Singapore); Professor Juma Shabani (Burundi); Dr. Mary Khimulu (Kenya); Dr. Moussa Kondo (Mali); Professor Sarah Agbor (Cameroon); Professor Chukwuma Soludo and Sanusi Lamido Sanusi, among others.

In his address titled “Africa Narrative with Nigeria Situation”, Obasanjo stated that Nigerians must learn from the events of the past and put aside sentiments in choosing the next President of the country.

He said;

“Since 1999, we have changed from one political party or another we have maneuvered and manipulated to the point that election results are no longer reflections of the will of the people and we seemed to be progressively going back rather than going forward politically, economically and socially.

“If we continue in the same pattern of recycling, sweet-word campaigning, maneuvering without substance of integrity, honesty, patriotism, commitment, outreach, courage, understanding of what make a nation and what make for development, we will soon have to say goodbye to Nigeria as a nation.

“If in 2015, Nigeria was 75 percent a country and 50 percent a nation, today, Nigeria will not be more than 50 percent a country and 25 percent a nation. That’s how bad we have gone down in nation building.

“It is beyond professional and commercial politicians alone. It demands and requires all hands on deck. I mean Nigerians in all walks of life: politicians, community leaders, traditional leaders, religious leaders, diplomatic leaders, leaders in the academia, leaders in all aspects of government life, and leaders in other aspects of civil society.

“As long as we continue to do the same thing over and over again, the result will not be different.”

The former President lamented that the principles of federal character which ought to serve as a guideline for the emergence of quality leaders had been bastardised by selfish politicians and advised politicians to prioritise nation-building in whatever political arrangement they make.

Obasanjo added that this might lead to collapse of the nation. He said;

“I cast a cursory look at some of the people running around and those for whom people are running around. If EFCC and ICPC will have done their jobs properly and supported adequately by the judiciary, most of them would be in jail.

“Any person who has no integrity in small things cannot have integrity in big things. Fixing Nigeria must begin on the principles of nation building, not necessarily on emotion, sentiments, euphoria, ignorance, incompetence, ethnicity, nepotism, bigotry, sectionalism, regionalism, religion or class.

“The issues of security, stability, development, economy and our relationship within Africa and with the rest of the world can only be taken care of if we get the issue of the nation building right. We have a lot to learn from the events of the last almost 24 years and God is not to blame if we fail.

“It would appear that we are not getting our priorities right and that can spell doom on our country if we fail to do what we should do for nation-building in terms of fundamentals of equity, justice, common ideals, popular education, shared values, mutual respect and equality of opportunity anchored and propelled by leaders across the board that are persons of integrity, honour, morality, competence, great virtue, courage to do what is right, humility and ability to put a team together and work with them in selfless devotion and service with the fear of God.”

The President also said that if objectivity, national interest and patriotism are brought to bear coupled with equity, integrity, performance, no region or zone should claim to have monopoly of Nigerians.

Obasanjo added;

“If we are going fault finding, zonally or regionally, no region or zone can claim absolute innocence. And federal character is a very important and perfect instrument of nation-building in our Constitution. When we have adequately taken care of nation-building measures especially management of our unity and taken care of every anomalous situation and performance or lack of it, that have put us in political, security, economic and solid quagmire situations that we find ourselves, then we must zero on personalities.

“Each contender must be properly x-rayed and profiled from birth and Nigerians must be educated to be able to make a choice that will be in the national interest and propel Nigeria forward.

“Such a person will have to lead what remains of the nation to courageously continue on the path of nation-building as a national team leader, no matter on what platform he or she assumes leadership. No one can do it alone. We must, however, stop sacrificing character, track records and performance on the altar of ethnic, regional or religious jingoism. As the watchman counts on daybreak, so too do I count on Nigerians and Nigeria to bring forth that person.

“I do not, cannot and will not at this point suggest the how and to what, I can only count on the patriotic commitment and desires of well-meaning Nigerians to start the process of forging a path out of darkness into the light of salvation and a new glorious dawn.

“It is time to reach into the ability of Nigeria to always snatch victory from the jaws of defeat as we start this collective search on how we can climb out of this hole in which we find our country, Nigeria.”

Zimbabwe defends decision to abstain from UN vote on Ukraine

Government has defended its decision not to vote against Russia’s invasion of Ukraine on Wednesday at the United Nations (UN) General Assembly, saying it chose to abstain because it does not support the imposition of sanctions against member States.

The UN General Assembly overwhelmingly condemned Russia’s invasion of Ukraine, with the majority of the member States calling on Moscow to stop the aggression.

A total of 141 member States voted for the anti-Russia resolution.

Zimbabwe, China and South Africa were among the 35 countries which abstained, while Eritrea, North Korea, Syria, Belarus and Russia voted against the resolution.

In a statement yesterday, Foreign Affairs acting minister Amon Murwira said Zimbabwe abstained from the UN vote because the Russia-Ukraine conflict was complex.

“Zimbabwe abstained in that (UN) vote. We wish to assure you that Zimbabwe is a strong believer in the UN Charter and all its principles and purposes including the peaceful settlement of disputes,” he said.

“The situation in Ukraine is a very complex one and is deeply-rooted in the history and geopolitics of that region. Zimbabwe believes that it is the duty of the international community not to make that situation more complex than it already is.

“The international community must tirelessly work towards the facilitation of dialogue aimed at finding a durable solution to the situation. Unilateral sanctions have never worked to resolve any situation. On the contrary, sanctions unleash untold humanitarian crises and the suffering of ordinary people.”

UN General Assembly resolutions are not legally binding.

Russia launched full-scale invasion of Ukraine on February 24 pleading self-defence from its rival under Article 51 of the UN Charter.

Political commentator Vivid Gwede said Harare’s decision was predictable given its strong links with Russia.

“Given how the Zimbabwean government is historically cosy with Russia and the Eastern bloc’s autocratic ideologies as well as how it has previously voted with and been supported by China and Russia in the UN, it would have wished to return the favour by even voting against the resolution. The other possibility is that Zimbabwe fears repercussions of antagonism with the West at a time when it has been wishing to re-engage,” he said.

PROTESTS BY UNEMPLOYED DOCTORS AND TEACHERS- WHY ARE YOUTHS PROTESTING?

Like any other citizen in Zambia, I keenly followed the protest by the Resident Doctors. Their message is clear: They want to be employed. I have no doubt it is within their right to express their opinion through a protest. It is also within their right to obey the laws that govern protests.

Similarly, the teachers that have waited to be put on payroll by the Government have lost their patience. Again, it is within their right to protest and seek redress from the Government.

It is without doubt that the plans being advanced by the Government regarding plans to create employment opportunities for the youths have not been brought to the attention of the public. Effective communication and enhanced updates on what is being done by the Government will remove this anxiety among the youths.

However, being a keen follower of public policy masters, I am aware that the Government has clearly mapped out strategies of creating job opportunities for it’s youth. The employment of 30,000 teaching staff as well as 11,200 health workers are all in the public domain.

Resident Doctors fall under the Health sector where a total of 11,200 jobs has been announced. Hence, I am of the opinion that the Resident Doctors are aggrieved by the pace at which the process is taking to actualize the matter. The same goes to other sectors such as education.

Nonetheless, the Government did indicate that it had been engaging the Ministry of Education to ensure that the teachers that needed to be promoted were promoted to create room for the those that were awaiting to be put on payroll. This would help to attend to those teachers not put on payroll, some of whom have waited since 2017. The exercise was reaching it’s conclusion and the Government has created over 7000 spaces in just moving teachers through promotions. This similar exercise is also being conducted by the Ministry of Health.

In view of the foregoing, it is important to reflect on why doctors and teachers are seemingly so comfortable with protesting even when all this information is in the public domain. These are teachers who dared not protest under the previous regime that failed to put them on payroll for over four years. Similarly, these are doctors that have not been employed for over four years.

The answer is simple. Never should you be tempted to quickly think that these youths have been sponsored by elements that are tirelessly working on frustrating the Government. These are rational youths that are able to think and make independent choices and in this case their choice is to ignore the information available regarding the Government’s plans to recruit them and opt to go ahead and protest.

But why is it so? Again, we are alive to the fact that the Government has brought in a new era of enhanced freedoms and liberties in our country. People have found back their freedoms which the previous Government got away from them. Among the freedoms that our people had lost under the previous Government were the freedom of expression, freedom of association and the right to freely demonstrate. With all these freedoms restored by the new administration, our people are so eager to exercise them.

Besides, the Zambia Police under the new Government is so friendly and very professional in the manner it is dealing with the citizenry. The youths are not threatened anymore to protest. The Zambia Police has become more engaging and accommodative. The country has seen cases where our youths after protests have been peacifully escorted in Police vehicles and even fed after protests. It is a new era indeed, the youths are now eager to exercise their right to protest which otherwise was a threat to life in the previous Government.

Therefore, lack of full information among the youths on the employment plans of the Government and the enhanced freedoms facilitated by the new Government are among the reasons why the youths have been using protests to be heard. Factor in a friendly Police service that quickly has adapted to the democratic principles being propagated by the new Government.- muvi tv
