WE have all woken up to the rude reality of voting for a deceitful government which has the greatest tenacity to breach its promises, says PF vice-president Given Lubinda.


Giving a PF position on the 2022 budget, Lubinda described it as a hoax, an illusion, a façade or a deception, retrogressive, a breach of the fundamental campaign promises upon which the UPND was voted, and that it was pro-capital and against the poor.
Lubinda said the budget had a discrepancy of K37bn on the expenditure side.


He noted that the UPND proposes to grow the budget from K119bn this year to K173bn in 2022 yet they had suggested increases in consumption and reductions in revenue such as Mineral Royalty Tax, corporate tax, and customs duties.
“As though this is not enough they have decided to utilise a onetime revenue stream in the form of the Special Drawing Rights (SDR) of $1.2bn to finance recurrent expenditure. We challenge the UPND government to explain how these recurrent expenditures to be financed by this one-time gift shall be paid in 2023 and subsequent years. Has anyone assured them that this gift shall be perennial?” he asked.


Lubinda asked how the SDR, which was meant as balance of payment support could be transformed into budget support.
He said the SDR could only be used to finance foreign exchange payments outside the country after the government had provided the kwacha equivalent to the Central Bank.
“As you can see this is an illusionary budget which cannot be implemented,” Lubinda said.
On the Constituency Development Fund which has been increased from K1.6m to K25.7 million next year, Lubinda said this was poor dramatics attempting to deceive MPs and the general citizenry that UPND would introduce fiscal decentralisation.
“First decentralisation by those of us who understand it is an organic process which is done gradually and systematically to allow for development of capacity and systems to support it. It does not happen like magic – that you get power from the centre and immediately send it to the most peripheral of the development hierarchy,” he said. “Secondly reading the budget speech critically, you will realise that the central government is simply abdicating on its development responsibilities and its fiduciary responsibility. It has passed on numerous central government responsibilities to constituencies without taking into account the lack of capacity in the constituencies. Actually the financial burden passed on to the constituencies outstretches the K 25.7m by leaps and bounds. It is a clear deception aiming at passing blame for government failure to MPs.”
Ludinda said if spending K1.6m was such a time consuming process marred with irregularities, he wondered what would happen with K25.7m and with increased scope.
“Now that MPs are going to superintend over and get directly involved in the implementation of government projects, who shall perform the oversight function?” Lubinda said. “This move is contradictory to the dictum of separation of power and must be stopped to curtail the intentions of diluting effectiveness of Parliament in its oversight role.”
Lubinda said the UPND won the 2021 elections on a number of promises made to Zambians, among them debt management.
He said the UPND criticised the PF government on the debt contraction.
“They promised that they will be frugal and will not borrow but will instead pay back debt to make it sustainable. Shockingly, if not insultingly, we see a direct breach of the confidence the Zambian people reposed in this regime. Whereas the PF government borrowed $11bn in 10 years an average of $1.1bn per year, this regime in only one year shall borrow $4.6bn,” Lubinda noted. “This is against the campaign gibberish from their President who stated that we had reached the ceiling in borrowing and we could borrow no more. Truth be told, Zambians voted on the basis of well-orchestrated deceit – ‘ba na ti gona’.”
Lubinda said with the desire to fulfill their “lofty promises”, the UPND regime would have borrowed $23bn in five years – double what PF borrowed in 10 years.
“What is striking and saddening is that there is no mention in the budget speech of how this regime intends to handle the amortisation of the first Eurobond which falls due next year. The minister should have spent some time explaining this matter rather than hiding in the name of donors and the IMF,” he said.

On free education from nursery to university promise, Lubinda expressed shock that it would only cover primary and secondary schools.
“What has happened to the promise to our university and college students? Where are the much talked about meal allowances?” Lubinda asked.
“We have all woken up to the rude reality of voting for a deceitful government which has the greatest tenacity to breach its promises.”
And Lubinda said in 2011, the PF doubled salaries for all civil servants and introduced minimum wage structures to ensure more money put in people’s pockets.
“In addition, we increased the tax free threshold from K1,000 to K4,000 to ensure that we reduced the tax burden on individuals and on households. We did this because we are pro-poor in our policies and we pledge to continue being so,” Lubinda said. “Conversely, the UPND having been nurtured by capitalists have done the exact opposite…. This regime has increased the tax-free threshold by a meagre K500 which translates in[to] savings of only K50! At the same time they have reduced standard corporate tax from 35 [per cent] to 30 [per cent] and have made Mineral Royalty Tax deductible thereby introducing a revenue loss of more than $600m (more than K10.2bn) in 2022 alone.”
Lubinda noted that this amount given to capital owners was almost double what the UPND had allocated to Social Cash transfer (K3.1m), Public Service pension fund (K2m) and Food Security Pack (K1m).
“This is money they are putting in the owners of capital at the expense of the poor Zambians. Going further, this regime has decided to subsidise the export of maize to the eventual benefit of the importers by removing 10 [per cent] export duty on maize,” he said.
Lubinda also noted that whereas the PF government was constantly narrowing the gap between the revenues collected from individuals and from corporations, the UPND had projected to collect K17bn from Pay As You Earn as opposed to K16bn from Company Tax.


He said individuals would be paying more to run government than the businesses.
“As though this is not painful enough, the UPND government is threatening to increase the cost of both electricity and fuel by introducing cost reflective tariffs. One wonders how small, medium enterprises shall thrive with high costs of production,” Lubinda said.


Meanwhile, Lubinda said only Kansanshi and Kalumbila mines had been declaring profits and paying Mineral Royalty Tax and company income tax.


He said with the reckless concession given to mining companies, even the two mines would stop paying tax.
“This will lead to the others such as Lumwana and Lubambe which are at the verge of making profits to also not pay tax simply because MRT will now be tax deductible. This is a scandal especially at a time when prices of copper are at the highest and should have benefited Zambians,” Lubinda said. “Are we losing this money for having elected a government that is puppets of capital? For how long shall foreign direct investors call the shots and continue to milk the poor Zambian children of their blood facilitated by stooges of capital?”


Lubinda said he was aware that one of the mining companies had sold a cheap story that if MRT was made deductible, they would in turn invest $2bn and increase production to 2m tonnes per year. “This is the song that you have heard the New Disaster Government singing about,” Lubinda said.


He wondered why the UPND were giving mining companies tax holidays when the price of copper was at its highest.
“How do you expect to raise K173bn to finance the budget when you are giving concessions to your business friends who have money at the expense of the poor?” asked Lubinda.


“When will you come clean on the fact that you did not come to fix the economy as you purported because by all your actions you are fixing the Zambian people?”

Ministry Of Lands Has Failed To Deal With Some Land Malpractices Because It Is Not Fully In Charge Of The Lands Management Information System

LANDS MINISTRY HAS NO FULL ACCESS TO OWN SYSTEM

THE Ministry of Lands and Natural Resources has failed to deal with some land malpractices because it is not fully in charge of the Zambia Integrated Lands Management Information System (ZILMIS), which it has used for the last nine years.

Ministry of Lands and Natural Resources Permanent Secretary Ndashe Yumba said the developer of the system, who is in Israel, is the only one with source codes which allow full access.

Government in 2013 engaged an Israeli company to set up ZILMIS, a computerised land administration system to provide secure, transparent and traceable land transactions that would help in identifying fraudulent practices.

However, the latest Auditor General’s report has revealed weaknesses in the management It’s an Israeli jobLands ministry has no full access to own systemof the ZILMIS in the issuance of title deeds.

The report revealed, among other things, that 2,769 properties on the system had missing information on the land size and location.But when he appeared before the Public Accounts Committee (PAC) yesterday, Mr Yumba said information on the land size and location is not mandatory on the system, hence it was not captured during the creation of the 2,769 properties entered.

Mr Yumba’s response left PAC members in disbelief, with nominated Member of Parliament Likando Mufalali wondering why it has taken the ministry nine years to realise that there is need to change.

Chavuma MP Victor Lumayi, who is an old PAC member, asked why the controlling officer has been appearing before the committee to explain the same challenges under ZILMIS for the last few years.

PAC acting committee chairperson Jacqueline Sabao wondered why the ministry has failed to address the challenges under the ZILMIS if it has used the system for nine years.In response, Mr Yumba said Zambia has not yet transitioned from manual to electronic because ZILMIS has only duplicated land administration processes of 1994.

“Under the current system, anybody can go into the system without being traced,” he said. “ZILMIS has outlived its usefulness. We need to transition to a fool-proof home-grown system.“Even if we say we own ZILMIS, we cannot make any changes to it without the developer because he owns the source code which allows you to enter the system and make alterations,” he said.

Mr Yumba said the country’s land records are being backed up in Israel and not in Zambia.But Nalolo MP Imanga Wamunyima did not buy into the explanation and put the blame on the controlling officer, who he said should have exposed such a scenario a long time ago.

Mr Yumba took full responsibility.“I take full repsonsibiliy for the failures of the system,” he said. “We (ministry) apologise to citizens for contracting a system that has failed to deliver to the expectations of Zambians.”Mr Lumayi asked the controlling officer to suggest what can be done quickly to address the various challenges caused by ZILMIS.

“It is because of such a system that we find one land with four titles,” he said.Mr Yumba said the ministry has already engaged Smart Zambia to help it develop an electronic system that will, among other things, enable it (ministry) to produce land titles electronically.

He said the new system will enable people to pay ground rent, among other fees, directly to the Ministry of Lands instead of councils.The Auditor General’s report has revealed that 58 councils failed to remit K173,863,189 they collected on behalf of the Ministry of Lands as ground rent.

Mr Yumba said they have engaged the Ministry of Local Government and Rural Development to recover the money local authorities owe the Ministry of Lands and Natural Resources from the Equalisation Fund.

In closing, Ms Sabao, who is also Chikankata MP, urged Mr Yumba to be fully in charge and correct what is happening at the ministry because the new dawn administration will not tolerate such anomalies.

TAX MEASURES PUT IN PLACE TO ENHANCE JOB CREATION ,PROMOTE GROWTH OF LOCAL INDUSTRY AND THERE BY IMPROVE GDP FOR ZAMBIA (2022 BUDGET ANALYSED ) -ARTICLE 3A

A.BACKGROUND

1.In article 1 and 2 we established the Asset side of the Budget 2022, the Income side if you like.

2.To close off the articles on Income side of the Zambian Budget 2022 I have done article three(3).

3. In the two articles( 1 and 2) I established how 45% of the total Zmw 173 billion (US$10.2billion) budgets would be supported through ZRA tax collection.

4. I also noted several categories of taxes including Income Taxes (company tax, withholding tax and pay as you earn) ,Value Added Tax, Customs and Excise Duty and Mineral Royalty tax as making up the total tax income.

5.Article three details the tax measures being proposed to support growth and jobs creation , to support growth of local industries and to increase the tax base so that more tax is collected to finance budget programmes. Remember more performance and productivity is enhanced the more tax is collectable through the various tax categories.

6. There are three key tax measures taken in the 2022 budget

a.One approach is to encourage the creation of manufacturing Industries in particular industries by Increasing taxes that discourage importation of certain goods that can be manufactured locally thus improving productivity and creating more job opportunities.

b. To increase the tax base of tax collectable and strengthen controls to ensure tax is collected so that funds collected are used to fund the budget and growth.

c. The third approach is the reduction or abolition of several existing taxes to enhance productivity and performance thus improve job creation opportunities in those Industries.

7.A word of alert , the article is a bit on the technical side and slightly long but you can glance over the main headings to appreciate. Also keep yourself glued to the aim of the tax measures which I have highlighted in point 5 and 6 above

8. As there are three approaches I have split the article in to two the one you are reading is part A of article 3. This contains the first two approaches of increasing taxes to discourage importation and enhance local industries and increase tax base of certain sectors like the vehicles with high sitting capacity sector, printing sector, property and life Insurance areas to tap into potential taxable income).

9. Article 3b will tackle the third model which is to reduce or abolish certain taxes to improve capacity of various sectors and Industries to perform there by enhance growth ,business opportunities and create jobs

10. I have included as attachment to this article extracts of pages which discuss tax measures from pages 47 of the budget onwards specifically focusing on items 205, 206,207,210,211,220,221,222 and 223.

B. APPROACH ONE AND TWO

Increase duties and withholding tax to discourage importation of goods and services and encourage local industry existence and growth.

Increase tax base of certain sectors

1. Insurance Industry (see page 47 item 205 and page 48 item 210 of the budget for the year 2022)
a. To support the growth of local reinsurance a 20% withholding tax is to be placed on companies that reinsure with firms that are not registered in Zambia.

b.A quick explanation on Reinsurance (premiums received by Insurance companies are reinsured. The practice has been to reinsure with other insurance companies either locally or abroad. The reinsurance is cover in case the client makes a claim on asset which is damaged and is covered by the Insurance Company. This way the insurance firm has enough liquidity to settle with the client. Item 205 of the budget for the year 2022

c.To increase taxable base for VAT it has been proposed that the Insurance premium levy be abolished and be replaced by a standard VAT rate on property and non- life insurance

2. Transport and Acquisition of Vehicles Industry –Vehicles with a sitting capacity which is higher than 12 normally these are buses (see item 206 in the attachments)

a The tax applicable here is a presumptive tax band.

b. Presumptive taxes are normally applied n areas whose taxes are hard to tax and so bands are put to be able to access the tax income.

c. A vehicle with a sitting capacity of more than 12 has a higher presumptive tax band.

3. Printing and Press Industry (Booklets and Newspapers see item 210 of the budget 2022)

a To increase taxable base for VAT it was proposed that a standard rate applies to booklets and newspapers.

4. Tobacco and Cigarette Industry (see page 50 and 51 item 223 section c and d)

a Increase specific excise duty on cigarettes from the current Zmw 302 per mille to Zmw355

b.Increase specific excise duty on unmanufactured tobacco, tobacco refuse, smoking tobacco whether or not containing tobacco substitutes, water pipe tobacco and cutrag from ZMW 240 to ZMW 355.

5. Alcohol Industry (see page 50 and 51 item 223 section b)

a.Increase the specific excise duty on opaque beer to fifty ngwee per packaged litre and One Ngwee unpackaged

6. Coal Industry (see page 50 and 51 item 223 section a)

a.Introduce 5% excise duty on Coal

7. Ceramic Tiles production (see page 50 items 220 of the budget for the year 2022)

a.To promote growth of the Ceramic industry it was proposed that customs duty increases to 25% from 15% on floor and wall tiles imported from outside the COMESA and SADC regions

8. Cotton, Clothing, packaging Industry, (see page 50 items 221 and 222)

a. To promote local manufacturing in these industries it was proposed that customs duties on importation and surtaxes be increased or introduced on things not from SADC or COMESA region or such as

*yarn(cotton fibre-Google it to understand and see image of you are not in cotton industry)
*Knitted or crocheted jerseys, waist coats and similar articles
*Imported cement bagsImported glass on selected HS Codes
*Flexible Intermediate Bulk Containers

9. Casino, Betting and Gaming (see page 47 items 207)

a.To enhance tax compliance on betting, casino, lottery and gaming activities it was proposed that mandatory requirement for tickets to display the withholding tax payable on potential winnings.

b.Further this is a condition for holding licence whether operating online or through physical stores.

10. Mobile phone sales industry see item

a. Mobile phones tax collection point is proposed to be upon registration with ZICTA this increases the tax base as any new phone being registered will be accounted for tax purposes.

Article 3 B will focus on the proposed reduced or abolished taxes which promote productivity and easier way to do business in the sectors targeted thus improving productivity and creating more job opportunities and business opportunities.

KABWE SENIOR GOVT OFFICAL CAUGHT ABUSING GRZ VEHICLE

LUSAKA, Wednesday, November 4th 2021 – Minister of Transport and Logistics Honourable FRANK MUSEBA TAYALI, MP is saddened with the rampant misuse of Government vehicles and has with immediate effect called on the Controller of Government Transport to intensify patrols countrywide.

The Minister issued this directive following another incident in Kabwe where some people were captured loading roofing sheets on top of a Land Cruiser belonging to a senior Government official under the Ministry of Education.

The vehicle in question which has since been impounded by officers from the Control of Government Transport (CGT) that was spotted by an alert member of the public on Wednesday, November 3rd 2021, showing two men loading roofing sheets on the carrier of a charcoal grey Toyota Land Cruiser registration number GRZ 590 CM.

After a team from the Government Transport Control Unit identified the vehicle, they immediately swung into action and retrieved it.

Hon. TAYALI has sounded a stern warning on would-be culprits of misuse of Government vehicles that they risk having their Certificate of Driving Competence revoked.

The Minister has further reminded all those that could have procured vehicles from Government to follow the laid down procedure of registration with relevant authorities and change their number plates to private numbers.

Equally, the reminder goes to those that served in Foreign Service and have continued using Diplomatic Number Plates to formally normalise the registration process and avoid being found on the wrong side of the law.

The Minister noted that continued usage of GRZ and Diplomatic Plate Numbers is tantamount to evading tax, thereby depriving the Government of its revenue.
He has since called upon the Controller of Government Transport to get to the bottom of it and see to it that the GRZ numbers are strictly used by authorised Government officials.

The Minister also took this as an opportunity to remind Civil Servants and Public officials driving Government vehicles that this is privilege that they should not take lightly.

The Minister has further thanked the alert members of the public for bringing the matter to the attention of his office and is encouraging everyone to be vigilant and report any form of misuse of Government vehicles.

I’ll Take Punitive Measures Against Officers Making Illegal Payments – Nkulukusa

SECRETARY to the Treasury Felix Nkulukusa says punitive action will be taken against officers from the Disaster Management and Mitigation Unit (DMMU) and the Ministry of Defence if they fail to produce documents which allowed various payments.

Appearing before the Public Accounts Committee, Tuesday, Nkulukusa wondered how payments would be made in the absence of vouchers.

“There are two payments that were observed. One was going to DMMU and the other one was going to the Ministry of Defence. We wish to state that the Ministry of Finance through head 21 processed funding amounting to 5 million to DMMU and 20 million to the Ministry of Defence. Further, the treasury wishes to submit that the expenditure pertaining to the amounts funded to the two institutions were made from DMMU and the Ministry of Defence.

The Ministry of Finance collected the expenditure returns from the two institutions as guided by the financial regulations number 10 of the Public Financial Management Act. Management advised the auditors that since the payments were made from these respective institutions, contracts, interim payments, certificates, invoices, statements of accounts and delivery notes and goods received vouchers were domiciled with these institutions,” Nkulukusa said.

“I only took office yesterday and I had discussions with my colleagues and I requested that I may have a sight of the original copies of these documents but they are still getting these documents. I am very sure that probably when we go back I should be able to get these documents. I have got the powers under the Public Finance Management Act to discipline anyone who does not do this.

I am now the chief controlling officer, I think my colleagues should be able to make sure that all those simple things like vouchers not being found at the time of payment, I am asking how do you make a payment if the voucher is not there? For this particular case, I will make sure that even myself I am satisfied with the fact that the documents were there and the payments were made in order. If they were not made in order I will make sure that I invoke the provisions and the powers that I have according to the Public Financial Management Act and take punitive measures.”

Nkulukusa said government was paying penalties to Advanced African Solution for delaying a loan payment in the agreement where the company built 98 food reserve shades.

“The contracts between the Food Reserve Agency and the Advanced African Solution. Unfortunately, these are some of the areas where we have got some leakages and we note that the initial contract in 2013 had a sum of $70 million to do 98 food reserve shades. This was then revised and due to the delays and the escalation costs, it was revised to $73 million. The contracting was then changed from being financed from a loan to being financed from government resources.

The contractor, knowing that government had challenges in paying, went and put a clause that should the date for payment for this loan come and government fails to pay, every shade that we have, they will charge $2,000 per day. So it meant $2,000 per day by 98 shades that we had was the penalty that government would pay everyday that we did not pay what we committed to pay from the date that we were supposed to pay,” he said.

“Knowing the challenges that government has had, we normally look at the trend analysis. If government was always current in payment, this would have been a straightforward contract. We know these challenges of arrears started not just now but it has got a history in public finance management. The challenge is that we agree with the Auditor General that we had wasteful expenditure because we had to negotiate to bring down the penalties for failure to pay them in advance.

The penalties initially were in the sum of $115,498,000 and we then negotiated and we agreed that they reduce to $52,000,000. Even that became a bit worrisome for us and we have since engaged the company so that we can go further and re-amend the contract and if they do not want that we relook the contract and ensure that we do not have wasteful expenditure as observed by the Auditor General.”

Nkulukusa said government would be issuing directives to public bodies to appoint specific contract managers.

“We will be issuing some directions to public bodies to appoint specific contract managers for each of the contracts that are there. We have a contract from FRA and we are hoping that going forward with the amendments that we are proposing to the contract, we will be able not to incur any wasteful expenditure.

The government through the Ministry of Justice has started deploying legal officers to Ministries, provinces and spending agencies. Initially, we have concentrated on Ministries with high value procurement,” he said.

“The legal officers will ensure that when these contracts are being done, the legal provisions can give advice and ensure government is informed when signing contracts. We will make sure that we tighten up and make sure everything is done in accordance with the standard prescribed provisions of the law.

Those that fail to do that we will not fail to instigate immediate corrective measures that will send a signal to others. As we come to appear for the 2022 budget, we will make sure that all documents will never miss because it will be a prerequisite that whoever is being signed all documents must be there.”

Meanwhile, Nkulukusa said the government’s failure to pay contributions to international organisations was due to resource constraints.

“The major issue of why we are here is with regards to the failure to pay subscription and contributions to international organisations. We needed to pay subscriptions and contributions to international organisations but because of the resource constraint, we could not be able to execute the budget as planned.

When constitutional obligations call for a demand on government resources we have to fulfill those before we fulfill anything else, instead of what we put in the budget. This is why it is important that every time we should make sure that the budget provision, especially for those constitutional obligations like debt service, are provisions that are adequately provided for so that you do not disturb the funding of other programmes,” said Nkulukusa.

HARRY KALABA CAUGHT PANTS DOWN TRYING TO SNEAK A FAKE CONSTITUTIONAL AT THE REGISTRAR OF SOCIETIES

It has finally dawned on Harry Kalaba’s mind that his chances of
Survival in DP are zero.

In his futile efforts to try and cleanse himself, Harry Kalaba has been caught trying to sneak a bogus Constitution at the registrar of Societies.

Mr Kalaba who has been caught up between a hard place and a rock has come to full realisation that his pocket Constitution which he had been using has no legal standing in has far as the Registrar of Societies are Concerned.

The vigilant men and women from Registrar of Societies have since rejected the fake constitutional which Kalaba wanted to sneak in, stating that they will not entertain any alteration or any new documents on the DP file especially that the case is very active in court.

The public may recall that two weeks ago Mr Kalaba featured on Hot FM and told the nation that the DP Constitution was amended and adopted last year in November at a convention held in Chilanga and when he was challenged that he was lying on the matter, Mr. Kalaba summersaulted and went to court to lie on oath that the Constitution was amended and adopted in a meeting held on the 25th September 2021.

Contrary to his new lie, Mr Kalaba In the said meeting is heard on audio responding to a DNC member who asked him weather his actions were being guided by the Constitution or not. Mr Kalaba responded clearly by saying that what he was doing was illegal and that the party only has one old legal Constitution lodged with the Registrar of Societies and it is the Constitution which the Party went with in the elections.

We challenge all those who attended the said meeting of the 25th September 2021 to join Harry on the offence of perjury and testify on oath that the Constitution was amended and adopted on the day of the said meeting.

This has now settled the issue and shown that Harry does not only lie on Camera but also on oath.

Kalaba and Chabi together with anyone joining in lying about the Constitution which is material in the proceedings in Court risks being reported and arrested for Pejury and would be in prison for 7 years on conviction.

Attached here is an audio where Kalaba is lying on hot FM another audio where he was confessing that the Constitution he was using was illegal and that the adoption of the Constitution was pushed to another day in future, the letter from the Registra of Societies where they declined to admit his bogus Constitution and also attached is an except of our Constitution in Article 21 showing that the party has no position of Party President.

Kambwili Is Lost…needs Deliverance, He’s A Shame To Himself – Bishop Chisala

BISHOP Timothy Chisala says PF member Chishimba Kambwili is acting like a confused fellow.

Bishop Chisala, who is the General Overseer of All Nations Church International, says Kambwili is a bitter soul who regrets insulting the UPND Alliance.

According to Kambwili, the K173 billion 2022 national budget presented by finance minister Situmbeko Musokotwane is a brought-in-dead budget whose revenue side does not tolerate and support the expenditure side.

The first UPND budget, whose formulation begun under PF, promises to employ 30,000 teachers and 11,200 medical personnel, removal of tuition, examination and PTA funds, and increased Constituency Development Fund from K1.6 million to K25.7 million per constituency, among others, has been hailed as a good budget.

But Kambwili, who is seeking to lead the former ruling party – the Patriotic Front – phoned The Mast and rubbished the budget saying it was the most useless and worst he has ever seen in his entire life.

He demanded that Dr Musokotwane resigns on moral grounds.

Asked why he thought it was useless, Kambwili said, “it’s BID, it was brought-in-dead, it will not be actualised.”

But Bishop Chisala, in an interview with The Mast, said Kambwili needs serious deliverance.

“I have gone through The Mast paper and I have seen what the PF member, Kambwili, has said. This man needs serious deliverance. He is acting like a confused fellow,” he said.

Bishop Chisala said Kambwili regrets insulting the UPND Alliance as seen from his bitterness.

“It is clear that he regrets insulting the UPND Alliance. By now Kambwili could have been a big person, either vice-president or senior member in the UPND Alliance government,” he said. “But unfortunately, this is what happens when a person has no direction. Ba (Mr) Kambwili is a lost man wondering aimlessly in the wilderness.”

Bishop Chisala said Kambwili has no political direction.

He said very soon without shame, Kambwili will apologise to the UPND government when it employs the over 30,000 teachers.

“This is what happens when a person does not have integrity. I do not intend to insult or sound vulgar towards my brother. But he is lost. He has no direction. He is a shame to himself. Very soon once the teachers are employed, he will come to apologise without shame. It is a risk to trust Kambwili in politics, even in real life,” Bishop Chisala said. “Ba Kambwili is an opportunist who misses chances. If in life you are not consistent, things will be passing through your nose. The case of ba Kambwili. People need to understand this man very well.”

He said the UPND government needs to be supported because it has shown that it means well for the people of Zambia.

Lubinda told a media briefing today that the 2022 national budget is only meant to benefit the government, business men with capital, DCs and not the poor Zambian people.

NASON MSONI responds to Given Lubinda.

To the contrary, it is God that will Punish Given Lubinda and the PF leaders.

It is inconceivable how the former Justice Minister Mr. Given Lubinda and PF Vice President and his PF party expected to win the 12th August 21 elections after abusing and deceiving the more than (3,500)former government employees ( voluntary separatees).

The former government employees were subjected to the most horrendous inhuman treatment and subjected to endless deception and lies and ultimately diverting their promised money to party functions after publicly announcing to the nation that they would get paid the following week.

The former government employees were forced to cry out to God and prayed continuously to God in tongues whilst standing in the heavy rains outside Mr. Lubinda’s office at the Ministry of Justice. The man sat there in his office and was unmoved by human decency and continued to ignore their plight and instead continued to enjoy his coffee while the hapless souls soaked miserably outside his office. The former government employees prayed in earnest and petitioned God in the heavy downpour. Undoubtedly these PF leaders are the worst and the most cruel and greedy bunch of leaders Zambia has ever had in government.

In a nutshell he should be the last person to cast aspersions and to have even been shocked by the miserable loss in the August 21 elections going by his behavior as Justice Minister in the PF government. Indeed seemingly they can be no doubt that God must have collectively cursed all of them.

They all appear disoriented,confused and seemingly have forgotten their uncouth behavior that to every action there are consequences.

Further PF leaders stole money meant to benefit the poor people and additionally they had imported rotten drugs and pocketed the proceeds of crime.

Indeed when the needy cry out to God he will hear them and will answer them in the secret place of thunder.

Our unsolicited counsel to the cursed PF leadership is that they need to seek the face of God and ask for forgiveness from the former government employees whom they terribly ill-treated.

We must now give credit due to the new dawn government for clearly demonstrating their political will and commitment to paying off all the outstanding dues to former government employees and retirees.

The good intentions by government have been well presented and articulated in the recently presented budget and therefore obstructionist and detractors should be politely ignored in the interest of progress.

ABOUT BORROWING TO REPAY AN EXISTING EXPENSIVE FACILITY.

This article was in response to a comment by my good friend Hon Frank Sichone who had stated that President Hichilema had made a U-turn on the question of ceasing all manner of borrowing and maximizing internal revenue generation.

Let me give you a practical example from my banking experience.

In the bank there is what is called “Loan Refinance” and this is how it works… Customer A owes bank A and bank C a combined K150,000 at 38% interest p.a. Because customer A is highly indebted his take home salary has been reduced to K500 out of his K10,000 initial take home or net pay….

Bank B offers cheaper loans at far lower interest rates over longer repayment periods…. If customer A can borrow from Bank B a K200,000 at 15% p.a. it means he can pay off the K150,000 loan (refinance) completely and remain with an extra K50,000 to invest in some revenue generating venture to help them service the new cheaper loan.

Now here is another benefit;

Because the new loan is cheaper and payable at a much lower interest rate, customer A’s take home salary increases from K500 to K7,000 allowing them to serve money for other needy cases or areas in the family including being able to save this money for reinvestment.

The above is a practical example of how I personally while working for the then Barclays bank assisted customers who were highly indebted. I hope it helps you appreciate what is going on here when the government intends to acquire a far cheaper loan to pay back a more expensive loan. The people of Zambia will see the benefits as such an arrangement will free up the much needed resources for the social sectors.

Us who are farmers know too well that for you to get more milk from a cow, you must first feed it. It’s the same with the economy, before you can expand internal revenue collection, work on the economy, feed it and make sure it has recovered and from there you can begin reaping the benefits from tax collections.

Postponed 6th National census of Population and Housing creates room for consultation – Dr Musokotwane

Minister of Finance and National Planning Situmbeko Musokotwane says the postponement of the national Census to 2022 has created room for elevated consultations with stakeholders.

Dr Musokotwane says the move will facilitate adequate administrative arrangements to ensure success of the exercise adding that will issue a new Statutory Order to announce the revised dates for the national Census in due course.

He says government desires a Census that will meet not only the country’s requirements but also one which is conducted according to international standards.

In a statement signed by Secretary to the Treasury under the Ministry of Finance and National Planning, Felix Nkulukusa, the minister disclosed that his Ministry has received enquiries on the status of the planned National Census.

He further added that Zambia’s Sixth National Census was planned to take place in August 2020 but later postponed to 2021 due to funding challenges.

“There were also delays in two critical pre-Census processes, namely; Mapping and Listing; and, the Pilot Census. Mapping and Listing involves a Census of all physical structures in the country, including housing & non-housing buildings,” he said.

Mapping was subsequently conducted and completed in September 2020, while the Pilot Census, which is a dress rehearsal to the main Census, was eventually conducted in December 2020.

The main Census was scheduled to commence on Monday, 1st November 2021 and end on Sunday, 28th November 2021.

Dr Musokotwane explained that the pre-Census process helps to ensure that every person living in Zambia is counted during the main Census.

“Regrettably, critical preparatory activities such as procurement of Census materials and equipment, country-wide publicity, and recruitment and training of Census staff, are yet to be undertaken,” he said.

He disclosed that his ministry is scheduled to engage the Ministry of General Education, who are a critical stakeholder in availing infrastructure for training of Census personnel.

Zambia has consistently conducted Censuses since independence in 1964 with the last Census being in October 2010.

It was the fifth national Census of population. Previous Censuses were conducted in 1969, 1980, 1990 and 2000.

WHO WAS RIGHT OR WRONG BETWEEN DR MUJAJATI VS Pharmacist DANIEL KAMBANI ABOUT SAVLON SAFETY

I was asked to give an opinion on the safety and danger of SAVLON an antiseptic agent. This debate was ignited by Milly that the said medication savlon is good for keeping your private part clean.

I have a lot of respect for Dr. Mujajati and Pharmacist Kambani, both are seasoned scientists and both gave interesting points on the issue of savlon.

Lets start dissecting what savlon is: Savlon is a first aid treatment for minor wounds and skin reactions.
Savlon Antiseptic helps cleanse and protect minor wounds from infection. Cleanses cuts, grazes and minor wounds to help prevent infection, First aid treatment of superficial burns & scalds Prevention of infection on shaving cuts, blisters and sores.

Savlon antiseptic contains 5 mg of cetrimide (0.5% w/w) and 1 mg of chlorhexidine digluconate (0.1% w/w) as the active ingredients. It’s used in cleansing and prevention of infection in all types of lesions, ranging from minor skin disorders or blisters, to minor burns and small wounds.

What both of them missed is to understand the rationale behind the use of this product by the known gender. They are using it to clean the smell or bad odour down there. What will savlon do if used, it will destroy the bacteria/fungal responsible for discharge or bad smell. Will a woman be cured if they use savlon as off label indication, the answer is YES. Women try so many things, others drink flagyl to make it tight by decreasing lubricating fluid down there. BACK to savlon, Is SAVLON DANGEROUS if used in this manner? Yes, why? because it can destroy the vaginal normal flora which is the bacteria that live inside the vagina. The normal vaginal flora is dominated by various lactobacillus species. Lactobacilli help to keep the vagina healthy by producing lactic acid, hydrogen peroxide, and other substances that inhibit the growth of yeast and other unwanted organisms. So vija ngati ka balance ka vuta women develop itchy due to fungal infection and we give V6 or V3. One fact that everyone should know and this is not debatable, Pharmacists are the only experts in medicines, their chemical composition and safety. Is savlon harmful to any open wound, the answer is a categorical NO, its very safe and we use it to clean wounds even in theatre, is a woman’s private part an open wound? Maybe, Is that wound sterile and clean? No. So can a private part be cleaned with savlon if it develops a wound inside their? Is savlon contraindicated as cleaning agent for vaginal wounds or any open body parts? The answer is NO.

What scientists who understand pharmaceutical chemistry, advise is that avoid (keep away from or stop oneself from doing (something) feminine hygiene products e.g wipes. Use warm water and wash with your hand. Scrubbing or wiping with a flannel, wash cloth or cotton wool is not recommended.

So my conclusion on whose side I fall between Dr.Mujajati and Pharmacist Kambani! It is based on my above last paragraph. If I tell you to say “avoid excessive exposure to the sun” does it mean that you can not safely go out in the sun?

Press Statement by the Patriotic Front Vice President Hon. Given Lubinda on the 2022 National Budget presented by the UPND Government

Members of the Central Committee of the PF;
Members of Parliament;
Members of the Press;

On the 14th of August, 2021, we were told that a new dawn had come to Zambia and we were advised that we should record everything they were promising us and start ticking because the UPND Government would deliver on its promises. This was put even stronger on the 16th August 2021 at the Heroes Stadium.
Following the opening of the first session of the thirteenth National Assembly, we pointed out that the speech of the President had watered down or ignored many of their campaign promises such as:
1) Free education from Grade one to university education;
2) Increase in the FISP;
3) Reduction of cost of fertiliser;
4) Increase in salaries for Civil Servants;
5) Reduction of cost of mealie meal;
6) Avoidance of borrowing and dismantling of national debt; etc.

We were told that it was too early to judge the UPND Government as they were simply completing the 2021 budget they inherited from the PF Government and that we should wait for their own budget.

Fortunately, time never stands still and the 29th October came and their long awaited inaugural budget had to be presented.
Numerous comments have been made on the budget, some critical and of course some in support. The PF leadership met with PF Members of Parliament last weekend to jointly analyse and to adopt a common position on the 2022 budget.

I now wish to present to you our findings which we arrived at after very careful and painstaking probing.

From the outset let me state that the budget in its entirety is a hoax as it is not correct, secondly it is an illusion as it is not tenable, thirdly it is a façade or a deception as it hides the real intention of its authors and fourthly it is retrogressive as it brings back the many gains that have been achieved, fifthly it is a breach of the fundamental campaign promises upon which the UPND was voted and sixthly and most importantly it is pro-capital and against the poor.
Let me explain.

  1. A Hoax: Figures in a budget ought to balance first within the two aspects namely the expenditure side and within the revenue side and between the two aspects. As the nation has already been made aware by our alert MPs in parliament, the 2022 budget has a discrepancy of K37bn on the expenditure side. Why is such an expenditure hidden?
  2. An Illusion: The UPND proposes to grow the budget from K119bn in 2021 to K 173bn in 2022 representing an increase of 45% and yet they have proposed increases in consumption and reductions in revenue such as the Mineral Royalty Tax, corporate Tax, and customs duties. As though this is not enough they have decided to utilise a onetime revenue stream in the form of the Special Drawing Rights (SDR) of $1.2bn to finance recurrent expenditure. We challenge the UPND government to explain how these recurrent expenditures to be financed by this one-time gift shall be paid in 2023 and subsequent years. Has anyone assured them that this gift shall be perennial? We would like to ask the UPND Government how SDR which is meant to be balance of payment support can be transformed into budget support? As far as we know SDR can only be sued to finance foreign exchange payments outside the country after the government has provided the kwacha equivalent to the Central Bank. As you can see this is an illusionary budget which cannot be implemented.
  3. A Façade a deception: There is no cost item that is more widely discussed in the 2022 budget than the Constituency Development Fund. This was poor dramatics attempting to deceive MPs and the general citizenry that there will introduce fiscal decentralisation. First decentralisation, by those of us who understand it is an organic process which is done gradually and systematically to allow for development of capacity and systems to support it. It does not happen like magic – that you get power from the centre and immediately send it to the most peripheral of the development hierarchy. Secondly reading the budget speech critically you will realise that the central government is simply abdicating on its development responsibilities and its fiduciary responsibility. It has passed on numerous central government responsibilities to Constituencies without taking into account the lack of capacity in the constituencies. Actually the financial burden passed on to the constituencies outstretches the K 25.7m by leaps and bounds. It is a clear deception aiming at passing blame for government failure to MPs.

If spending K1.6m was such a time consuming process marred with irregularities as have been reported by the Auditor General’s reports, what will happen with K25.7m and with increased scope? We have therefore directed our MPs to educate this government on the history and rational of the CDF. Now that MPs are going to superintend over and get directly involved in the implementation of government projects who shall perform the oversight function? This move is contradictory to the dictum of separation of power and must be stopped to curtail the intentions of diluting effectiveness of Parliament in its oversight role.

  1. A retrogressive budget: The PF government optimised the mine tax regime making it possible to collect taxes in excess of $600m for the year 2021. Our mining tax regime saw mining companies post profit and pay taxes to the benefit of the Zambian people. Now the UPND has made MRT deductible rendering that no mining company shall pay any taxes at all. Zambians have been denied an opportunity to benefit from their God given resource at a time when the copper process are at their highest in the history. What a retrogressive regime?
    As though this were not enough, the UPND has decided to reduce corporate tax from 35% to 30% with an eventual revenue loss of K 600m in 2022 alone. To add salt to injury the UPND government has also decided to do away with customs duty on the export of maize. I will address all these matters in more detail a little later.
  2. Breach of fundamental campaign promises: The UPND won the 2021 elections on a number of promises that they made to the Zambian people. Most fundamental among them was debt management. They criticised the PF government on the debt we had contracted. They promised that they will be frugal and will not borrow but will instead pay back debt to make it sustainable. Shockingly if not insultingly we see a direct breach of the confidence the Zambian people riposted in this regime. Whereas the PF government borrowed $11bn in 10 years an average of $1.1bn per year, this regime in only one year shall borrow $4.6bn. This is against the campaign gibberish from their President who stated that we had reached the ceiling in borrowing and we could borrow no more. Truth be told, Zambians voted on the basis of well-orchestrated deceit – ‘ba na ti gona’. At this rate and with the desire to fulfil their lofty promises, this regime will have borrowed $23bn in five years’ time. This is double what we borrowed in 10 years.
    What is striking and saddening is that there is no mention in the budget speech of how this regime intends to handle the aromatisation of the first Eurobond which falls due next year. The Minister should have spent some time explaining this matter rather than hiding in the name of donors and the IMF.

The other fundamental promise was free education from nursery to university. Shockingly this has been only for Secondary schools because as the Minister of Finance himself acknowledged Primary education has been free even under the PF government. What has happened to the promise to our university and college students? Where are the much talked about meal allowances?
We have all woken up to the rude reality of voting for a deceitful government which has the greatest tenacity to breach its promises.
We urge the citizens to read the budget and compare with the numerous campaign promises that were made by the UPND.

  1. Being pro-capital and anti the poor: In 2011, the PF government doubled salaries of all civil servants and introduced minimum wage structures to ensure that there was more money put in the pockets of citizens employed by the government and the private sector. In addition, we increased the tax free threshold from K 1,000 to K 4,000 to ensure that we reduced the tax burden on individuals and on households. We did this because we are pro-poor in our policies and we pledge to continue being so.

Conversely, the UPND having been nurtured by capitalists have done the exact opposite, exactly as we had tried to explain to the Zambian people. This regime has increased the tax free threshold by a meagre K 500 which translates in savings of only K 50!! At the same time there have reduced standard corporate tax from 35% to 30% and have made Mineral Royalty Tax deductible thereby introducing a revenue loss of more than $600m (more than K 10.2bn) in 2022 alone. This amount given to capital owners is almost double what this regime is allocating to Social protection through Social Cash transfer (K3.1m), Public Service pension fund (K2m) and Food Security Pack (K1m). This is money they are putting in the owners of capital at the expense of the poor Zambians. Going further, this regime has decided to subsidise the export of maize to the eventual benefit of the importers by removing 10% export duty on maize. Their promise to reduce the price of mealie meal is to be fulfilled in the DRC which imports maize from Zambia. How will this increase the price of maize to the poor small scale famers? How many small scale famers export maize? Rather than encouraging value addition on maize by maintain the 10% customs duty this measure shall encourage the setting up of milling plants in the countries that import maize from Zambia. As such this regime is exporting the much needed jobs.
At a time when the world is grappling with climate change, this regime has decided to make the production of plastics more lucrative by removing 5% duty on the importation of filler masterbatch which is used in the manufacturing of plastics.

Note that whereas the PF government was constantly narrowing the gap between the revenues collected from individuals and from corporations, this regime is to collect K17bn from PAYE as opposed to K16bn from Company Tax!!! The individuals are paying more to run the government than the businesses.
As though this is not painful enough, the UPND government is threatening to increase the cost of both electricity and fuel by introducing cost reflective tariffs. One wonders how small, medium enterprises shall thrive with high costs of production.
Let me conclude on the most vexing issue of Mineral Royalty Tax.
MRT is not a fee it is a tax which is paid as a final tax by both profitable and loss making mining companies. It is a form of rent paid for mining the mineral resource.
Over the 25 years only Kansanshi and Kalumbila have been declaring profits and paying MRT and company income tax. With this reckless concession the UPND government has given to mining companies, even these two mines will stop paying tax. This will lead to the others such as Lumwana and Lubambe which are at the verge of making profits to also not pay tax simply because MRT will now be tax deductible. This is a scandal especially at a time when prices of copper are at the highest and should have benefited Zambians. Are we losing this money for having elected a government that is puppets of capital? For how long shall foreign direct investors call the shots and continue to milk the poor Zambian children of their blood facilitated by stooges of capital.

We are aware that one of the mining companies has sold the cheap story that if MRT is made deductible they will in turn invest $2bn and increase production to 2m tonnes per year. This is the song that you have heard the New Disaster Government signing about.

What the UPND government is ignoring is that there is no law that compels these companies to keep these super profits in Zambia and there is no law that will hold them accountable to invest the $2bn. In any event if they finally do invest the $2bn in Zambia after having gone away with super profits as a result of not paying MRT does it not follow that it is the Zambians who will have invested on behalf of the mining company? What Zambians ought to know is that the mining companies are aware that collecting tax from mining profits is more complicated than collecting MRT.

Zambians, you are hereby called upon to ask the following questions among others about the 2022 budget:

  1. Why are you giving mining companies Tax holidays when the price of copper Is at its highest?
  2. How many companies are to benefit?
  3. What are their political connections?
  4. Why is the budget not balancing?
  5. How do you expect to raise K173bn to finance the budget when you are giving concessions to your business friends who have money at the expense of the poor?
  6. When shall you start delivering on your promises?
  7. When shall you apologise to the PF for castigating us for borrowing at a rate of $1.1 per year and yet you are borrowing at a rate of $4.6bn per year?
  8. When will you apologise to Zambians for lying that you inherited empty coffers?
  9. When will you stop the blame game of condemning the PF for your every failure?
  10. When will you come clean on the fact that you did not come to fix the economy as you purported because by all your actions you are fixing the Zambian people?

Speaking when he addressed the media in Lusaka at the Party Secretariat today, Hon Lubinda said the National Budget is retrogressive adding that is it against the poor.

Hon Lubinda however disclosed that the party has instructed its Members of Parliament to educate the New Dawn government on the history and rational of the CDF.

“Now that MPs are going to superintend over and get directly involved in the implementation of government projects who shall perform the oversight function? Coming from a celebrated hat-trick, Rangers Football Club striker, Fashion Sakala has said he admired President Hakainde Hichilema because he came from a humble background and rose to the lofty position of Head of State.

Sakala, who paid a courtesy call on President Hichilema in Glasgow, said his life mirrored that of President Hichilema as he also came from the village to play in one of the most competitive premier leagues in the world.

He said he admired the resilience of Mr. Hichilema as despite the numerous electoral losses over the years, he never gave up until he scored electoral victory and won.

Sakala also expressed gratitude to President Edgar Lungu and the previous government for the work they did but said President Hichilema has succeeded them to take the country to higher place.

Sakala also expressed gratitude for the national budget presented to Parliament by Minister of Finance, Dr. Situmbeko Musokotwane and urged the President to ensure that maximum economic benefits went to the young people that voted for him.

He said young people were hopeful that their welfare will improve under the leadership of President Hichilema.

President Hichilema’s delegation is in Glasgow Scotland to attend the 2021 United Nations Climate Change Conference, also known as COP26.

It is the 26th United Nations Climate Change conference being held to promote climate action to halt further green house emissions and continued degradation of the environment.

1. Despite the great strides that this country has made in terms of democracy and the rule of law, one big dent that has always been there is the use of state institutions to harass, intimidate, undermine and sometimes destroy political opponents. Of course this has been done with varying levels of severity from arbitrary detentions, torture and mysterious disappearances that we witnessed during the KK, FTJ and ECL administrations to petty arrests during the Mwanawasa, RB, Sata and now HH’s administration. That has been the reality of our politics and many Zambians have accepted it as such, but for me, it is something that l was praying would change under the New Dawn Administration.

2. Yesterday’s sweeping arrests of three MPs from Luapula, an opposition stronghold in which the ruling UPND party did not secure a single Member of Parliament, leaves a very bad taste in my mouth. From my standpoint, a pattern is slowly forming in which President Hakainde Hichilema is systematically using law enforcement agencies such as the Police to not only harass political opponents but to also try and tilt the scales of the electorate and the scales of justice in favour of his UPND party. Take for instance the arrest of the Lusangazi bye-election PF candidate Mr Patrick Banda, on the eve of the bye-elections. This was calculated to tilt the vote against the opposition PF party by portraying Mr Banda as a crook who had forged his papers. Any independent and professional law enforcement agency in the world would have simply waited for the election to pass in a few days time before effecting the arrest. And as a former police officer myself, l know for sure that the Zambia Police Service is a professional law enforcement institution except when they are instructed by the political leadership to do unprofessional things. By itself, ZP would not have arrested Mr Patrick Banda on the eve of the bye-election knowing very well that such an action would adversely affect his performance in the election. It was a well known fact that Mr Banda was a well established member of the community and he would still be readily available even after the bye-election, to be arrested if he had committed a genuine criminal offense. In fact, why would the PF field in a candidate with forged documents knowing very well that if such a person had won, his election can easily be nullified by a court of law? Additionally, if indeed Mr Patrick Banda had forged credentials, then why did the ruling UPND just accept the outcome of the Lusangazi Council Chairperson bye-elections? Why is there no civil suit to to have the election nullified? Indeed, whereas other former Republican Presidents took time to settle in before commencing their despotism, it appears that President Hakainde Hichilema has started his despotism in gear 5.

3. Fast forward to yesterday, it is totally unacceptable that we can have the police arresting Hon. Ronald Chitotela of Pambashe Constituency, Hon. Nickson Chilangwa of Kawambwa Constituency and Hon. Kalalwe Mukosa of Chinsali Constituency, all on petty charges of alleged assault that is alleged to have taken place during elections campaigns around June of this year. Just like in the case of Mr Patrick Banda in Lusangazi, all these arrests are timed to coincide with the High Court petitions to nullify these seats. In other words, just like in Mkushi, these arrests are designed to sway the decisions of the Courts in the petitions, by creating a narrative of widespread violence against the ruling UPND during the last general elections. Again, President Hakainde Hichilema is using the Police to enhance the political fortunes of his party. He is unashamed to go after an entire province, an entire tribe. I have no doubt in my mind that if why in opposition, the UPND had three of their sitting MPs arrested, say Garry Nkombo, Jack Mwiimbu and Cornelius Mweetwa, Senior Chief Mukuni would have spent last night at the graveyard and would have been issuing media statements from there the whole day today alleging all sorts of things from tribalism to regionalism.

4. Someone might argue to say what if these MPs actually committed the alleged assaults and therefore must face the law? Why are you trying to defend them and insinuate political interference? Well, l’ll tell you something. During campaigns there are always pockets of violence here and there by almost all the camps involved. But it is literally impossible that a senior member of the campaign team such as a Campaign Manager or Agents, let alone the Parliamentary Candidate himself, would be directly involved in such violence. This is simply because of fear of having their election nullified. So even if they decide to engage in violence, they will ordinarily use boys who cannot be directly attached to their campaign. And according to the Electoral Process Act of 2016, for violence to be used to nullify an election, the people that engaged in it should either be the candidate himself or duly registered agents of the candidate. Violence committed by any other person does not count. Therefore, it is extremely unlikely that any Parliamentary Candidate could have been foolish enough to directly start beating up supporters of the opposing camp. That is why l am quite confident that just like in Lusangazi where the UPND administration arrested Mr Patrick Banda a few days from the poll day for allegedly forging his credentials, then later failed to petition his election on the basis of the alleged forged documents, this again is another UPND ploy to harass the entire Luapula province for not voting for them.

5. From where l stand, there is no debate that the PF administration abused their powers while in office. That is a well established fact. But it should not be used as a justification by the UPND for them to also abuse their power. The common citizen will not benefit anything from the vengeance of the UPND against the PF. The Zambian people are expecting President Hakainde Hichilema to deliver on the promises of a lower cost of living, jobs and the rule of law. Therefore, President Hichilema should concentrate on addressing these expectations by the Zambian people. As for myself, l will always speak against abuse of state institutions against political opponents. When HH was being tear-gased and made to walk for hours in the bush during the Sesheke bye-election, it is myself and colleagues that convened a press briefing at Intercontinental Hotel using own resources, to alert the world about the atrocities that the PF administration was committing against the opposition, using video evidence. I did that not to gain political mileage, but in order to stand up for what l believed was right. Fast forward to today, President Hichilema is using the Police to harass PF MPs and others that were connected to the previous administration, and l am speaking up against that. Not because l want any political mileage, but because l believe it is the right thing to do. If one day President Hichilema is out of office and the new President begins to harass him or those connected to him, l will speak up against any such atrocities not because l need any political mileage but because it will be the right thing to do. I am a strong believe in the rule of law, fairness, justice and equity. These are principles that l shall never compromise regardless of who is President of Zambia at that particular time. Let President Hichilema engage in a genuine corruption fight and l personally will support it. A genuine corruption fight should be based on respect for the accused. Law enforcement agents should civil in their engagement with those that they are investigating. They should serve their warrants in a civil manner, conduct their search in the presence of the accused, as provided for by the law, show the accused person what they have seized and take their evidence to court. President Hichilema cannot claim to be undertaking a genuine corruption fight with the Gestapo behavior of ACC officers that we saw in the video when they were searching Mr Amos Chanda’s property. That is pure harassment and it should have no place in our society. If there is civility and genuineness in the fight against corruption, we will surely support it.

POLICE in Kawambwa district earlier today arrested and charged Pambashe lawmaker Hon. Ronald Chitotela and his Kawambwa central constituency counterpart Nickson Chilangwa, Kawambwa mayor Chifumbe Kalumba and five others with one count of arson, threatening violence,malicious damage to property and four counts of assault.

Hon.Chitotela and group are accused of assaulting UPND members, damaging the windscreen to the Mahindra vehicle and set it on fire and threatening violence on August 12, 2021.

Hon. Chitotela and Hon. Chilangwa appeared before the Kawambwa police drawn from Lusaka around 10:30hrs and under strict instructions from the top police command and state house to have the two lawmakers arrested and charged and were only released on police bond around 18hrs.

The group will appear in court on 18th and 19th November 2021.

And speaking in interview, the Pambashe lawmaker Hon. Chitotela said at the time of the incident he was in his constituency checking on PF poll staff.

He said where the incident happened was almost 150 kilometers from where he was and wondered why the police want to implicate him in the matter.

According to eye witnesses who sought anonymity, the UPND members clad in their regalia driving a Mahindra vehicle went on rampage attacking PF sympathizers on August 12, 2021 and in the process leaving two unconscious.

The police where then called to quench the unrest and arrested the UPND cadres.

It is believed that after the police left the scene of the incidence the irate members of the community resorted to set ablaze the UPND vehicle after word went round that the two attacked people had died.

The Pambashe parliamentarian said the witchhunt by the UPND shows how the ruling party wants to intimidate the people of Luapula Province.

SCOTLAND, Monday, 2nd November 2021- His Excellency Mr. Hakainde Hichilema, President of the Republic of Zambia yesterday addressed world leaders at Glasgow’s COP26 climate change summit and affirmed Zambia’s willingness to support and work closely with the global community in resolving climate change.

And United Kingdom Prime Minister Rt. Hon. Boris Johnson told leaders and delegates that the “anger and the impatience of the world” would be uncontainable “unless we make this COP26 in Glasgow the moment that we get real about climate change”.

The President said Zambia is ready to reduce emissions by 47 percent if adequately supported by world leaders and global partners.

“Zambia is willing and ready to support your leadership and will work closely with the global community in resolving this challenge. In this regard, I am happy to report that prior to this summit in July 2021, Zambia submitted a revised and updated nationally determined contribution to the Paris agreement, spelling out the following ambitious efforts: we have pledged to reduce greenhouse gas emissions by 25% based on the 2010 levels by 2030 using a combination of our own domestic resources and other support that we have traditionally received,” he said.

President Hichilema said, “I am confident that together, we the global community of nations, will deliver the outcome that the world urgently needs for averting a climate crisis!”.

He said science is clear that the world only has a small window of opportunity to ensure that everyone collectively take decisive action and prevent the negative impact of climate change.

“For developing and vulnerable countries like Zambia, which is among the least developed countries with multiple challenges, climate change brings an additional layer of challenges and aggravates existing ones. Climate change makes it difficult for countries to effectively address several socio-economic challenges in order to lift citizens from high poverty levels,” he said.

“For the sake of humanity, a positive outcome from this conference is not an option but an absolute necessity. We are confident that the global community will share our sense of urgency, if there is any lesson we should learnt from the pandemic, it is the need for our collaboration on this shared planet in order to secure our mutual safety and success,” he said.

The President said he was hopeful and confident that if the desired outcome from the COP-26 Summit is achieved, there should be clear, deep and real cuts in greenhouse gas emissions to be addressed by all countries with the developed countries taking the lead, adding there should adequate and predictable financing to enable developing countries to make impactful contributions to address this critical global challenge.

He further said “There is need for support with technologies and the capacities that the world needs to shift from carbon intensive development paths to low carbon green economies; placing a premium on adaptation measures and the support required to ensure that we safeguard the lives and livelihoods of the most vulnerable people on our planet and to protect natural ecosystems,
resolving the remaining technical bottlenecks that are delaying us from unleashing the full potential of the Paris Agreement.”

He said Zambia will expedite implementation of activities through development of bankable project proposals to enable the country to access the necessary financing.

“As I conclude, I wish to emphasise the need for us all to foster a sense of urgency as we work to give political momentum to our negotiators and encourage them to make good use of the next two weeks to give the world the outcome it needs from this conference. We have an obligation and noble task to deliver for our citizens, the much needed and desired changes to preserve this planet and safeguard our environment for future generations” he said.

“Information dissemination is very crucial in any country. The right message must be put across by government consistently and convincingly”.

For a very longtime, Rwanda had an eloquent Information Minister who also served as chief government spokesperson. Ms Louise Mushikiwabo had a rare gift of writing well as well as talking well. And very good with media relations. She was so good at the job. When President Paul Kagame promoted her to the position of Minister of Foreign Affairs, he made her move with the role of chief government spokesperson to her new position.

I met her several times – she was a damn good communicator and director of ceremonies for most state functions in Kigali.

Consequently, the government spokesperson role became part of Foreign Affairs ministry in Rwanda. After her departure, the successor assumed the role of government spokesperson.

It appears, from what I gather, did not perform to the level of the lady. She left the gap after serving in that position for 10 years! She went to take up a big role as Secretary General of the International Organization of Francophone countries.

And so, in July this year, President Kagame decided to create a standalone position of government spokesperson and appointed his State House media advisor to take up the position. The versatile Yolande Makolo – whom I personally know from my stately days – is now speaking for the entire government of Rwanda. She is an experienced media and public relations person. Yolande is also good with social media.

You see, information dissemination is very crucial in any country. The right message must be put across by government consistently and convincingly.

In short, countries must develop own communication strategies that suits their needs. This can be done outside the traditional structure of the ministry of information. What is key is that someone must sharply speak for government, convincingly. It needs someone who can take on the powerful international media such as BBC, CNN, Sky, etc with easy. Spokesperson is chef marketer of the government and the country.


So spokesperson can even be the Minister of Local Government or Minister of Justice or indeed Minister of whatever – so long as that person can do the job.
But what am I talking about? It seems I have digressed from the topic…

Amos Chanda Arrested For Obstruction, Insulting ACC Officers

FORMER PRESS AIDE AMOS CHANDA ARRESTED FOR OBSTRUCTION, INSULTING ACC OFFICERS

The Anti-Corruption Commission has arrested former Special Assistant to the President for Press and Public Relations Amos Chanda for Obstruction and Using Insulting Language, contrary to the Laws of Zambia.

Chanda, 49, of House No. 67, Elm Road in Woodlands has been arrested together with his wife, Mable Nakaundi Chanda, 48 and his Sister-in-law Ruth Nakaundi 37.

Chanda has been charged with One Count of Using Insulting Language contrary to Section 179 of Chapter 87 of the Laws of Zambia, and One Count of Obstruction Contrary to Section 63 (c) of the Anti-Corruption Act No. 3 of 2012 while Mrs. Chanda and Miss Nakaundi are jointly charged with One Count of using Insulting Language and one Count of Obstruction.

Details in the first Count are that Mr. Chanda on 27th October 2021, in Lusaka District did use insulting language on three (3) ACC Officers as they were executing their duties, a conduct likely to give provocation to the named Officers so as to cause them to break the peace or commit an offence.

In the Second Count, Mrs. Chanda and Miss Nakaundi, on 27th October 2021, in Lusaka District, whilst acting together did use insulting language repeatedly on named officers of the Commission, a conduct likely to give provocation to the officers so as to cause them to break the peace or commit an offence.

Details in the third Count are that the trio, on the same date did obstruct and delay officers of the Anti-Corruption Commission in lawful exercise of their duty to search House No. 67, Elm road, Woodlands in Lusaka, when they stated that the keys to the bedrooms were with another person purported to have travelled out of town when in fact not.

The three have since been released on bond and will appear in Court soon.

The Commission would like to warn suspects who are in the habit of obstructing law enforcement officers during the execution of their duties that doing so is a criminal offence and the Commission will not hesitate to use the law and bring such individuals to book.

George N. Mtonga, who is an ardent supporter of UPND and campaigned heavily for the party on Facebook is expressing disgust with the numerous excuses emerging from the UPND Camp.

He has called on President Hakainde Hichilema to deliver on all his campaign promises.

He has called for the reduction of fuel prices, to honour commitment on student meal allowances and other pledges made by President Hichilema.

Zamtel has sued Bowman Lusambo in the high court for failure to pay rentals for a house in Ndola

ZAMTEL has sued Kabushi PF member of parliament Bowman Lusambo for failure to settle K590,000 rentals for a house in Ndola.

According to originating summons filed in the Lusaka High Court, seen by #Mwebantu.

Zamtel stated that Lusambo has become a problematic tenant and that the company does not want him to continue as its tenant.

The company stated that the K590,000 rentals it is demanding from Lusambo as at

October 31, 2021 is exclusive of withholding tax.

Zamtel stated that Lusambo has neglected to pay the money despite several reminders.

Zamtel human resource operations manager Henry Lungu explained that Zamtel and Lusambo entered into a lease agreement with effect from December 1, 2016 for its property known as house no.68 Kabelenga road Ndola.

He stated that it was was agreed that Lusambo would paying K10,000 monthly rentals exclusive of withholding tax.

The parties also agreed that Lusambo could carry out repair works on the house, which were ordinarily the responsibility of Zamtel as landlord but with prior written approval.

Zamtel stated that the company repaired the house and it was in a habitable state when Lusambo took possession.

But Lungu stated that Lusambo commenced personal renovations to the leased property, without Zamtel’s prior written approval.

He stated that Lusambo spent K2,050,327.08 which he requested that it should be credited to his rental account.

Lusambo also requested that the house be sold to him as he had invested personal money in rehabilitating it but he was advised that it was not visible.

Lungu stated that Lusambo was notified that the house was not for sale and that in any event, there was a laid down procedure for the sale of government assets or assets in which government had an interest and that the direct offer to him would be deemed illegal.

“From the time the respondent took occupancy of the house, the respondent has never paid any rent despite all efforts by the applicant to collect rentals from him,” stated Lungu.

WE’RE DOING EVERYTHING POSSIBLE TO NAB ARMED CRIMINALS – POLICE

POLICE Spokesperson Rae Hamoonga says officers are patrolling to ensure that criminals who have been shooting people are brought to book.

Last Saturday, armed assassins broke into Lusaka businessman Goodwell Mulubwa’s house along Twin Palm in Kabulonga where they shot him several times before leaving him battling for his life. And on October 22, a Burundian businessman was killed by unidentified people in Lusaka’s 10 Miles area.

In an interview, Hamoonga appealed to members of the public who may have information on the criminals to report to the nearest police station.

“At the moment, you are aware that we are investigating those cases. These are matters that are before the police and the police are on the ground investigating. What is constraining us to comment further is that in such serious matters, that may jeopardise investigations.

However, we want to reassure the public that we are doing everything possible within our legal means to ensure that such criminals are brought to book,” Hamoonga said.

“We want to further appeal to the members of the public that if they have any information of the criminals to report to the nearest police station. We the police are still investigating, we have not dropped our guard and we are still on. We are patrolling but we earnestly appeal to members of the public that may have information to please report to the nearest police station.”

Meanwhile, Hamoonga said any person found in possession of an illegal firearm would be prosecuted as the amnesty period for firearms came to an end on October 31.

“You remember very well that we just had an amnesty which was extended up to yesterday. We requested any member of the public that would be illegally holding a firearm to surrender it to the police station at a fee of K1,000.

Right now the amnesty has come to an end. So if at all anybody knows any person that could be holding an illegal firearm [they should] report to the nearest police station and such a person will be prosecuted,” said Hamoonga.

CITIZENS have been advised not to abuse their freedom of expression right by demeaning the Office of the President.

Parliamentary Committee Chairperson for Legal, also Chairperson for Human Rights and Governance Clement Andeleki expressed concern on attacks on the presidency.

Mr Andeleki, the Katombora lawmaker in Kazungula district of Southern Province has noted that lately, there has been some politicians that have stepped beyond their right of freedom of expression by being careless in their talks.

Mr Andeleki said that it was a well known fact that some politicians cannot still believe governments have changed and must accept that Mr Hakainde Hichilema is now the President of the Republic of Zambia.

He said, therefore that that his (President HH)’s office deserves the respect it dictates and requires.

Mr Andeleki said that it would be unfortunate if someone found themselves on the wrong side of the law due to their carelessness in talking and their continued disrespect of President Hichilema.

He further noted that he has also observed that there was a clique of politicians who have been promoting tribal politics and that such individuals must stop it.

“This is a warning to persons that are trying to promote tribal division in Zambia that they will be arrested and they should not blame anyone. Much as they have the right to freedom of expression, they should also respect other people’s rights.

This is a caution I am going as; we are not going to allow anybody to peddle division whether in the political arena or anywhere because we are risking the country in the name of freedom ,” he said.

“As chairman for human rights and chairman for legal and governance at parliament myself, I want to issue a strong warning that people should not ride the name of human rights to divide the people of Zambia,” Mr Andeleki said.

He explained,” You know the law allows an arrest on any offender and we should not use freedom of expression to divide the country. Whoever is involved should stop it because we have laws in this country. As a lawyer myself, the penal code has made very clear provisions patterning people who peddle tribalism.”

He said offenders should not accuse the UPND government of trying to use police on governance issues to try and intimidate them but should know that the law is there.

The Katombora lawmaker said that tribalism should not be used as a basis or platform for anything because it is bad vice.

“The President must be given befitting dignity and respect befitting the office of the President and not the name of Hakainde Hichilema. Hakainde Hichilema is just the person in that office but his office requires respect,” he said.

I’M very confident that we are dealing with a right President, says Austin Liato.

He says President Hakainde Hichilema is focused and he is determined to fulfill his campaign promises.

Liato also says the 2022 national budget has correctly answered most of President Hichilema’s campaign pledges.

Early last month, Liato, a former Kaoma Central MMD member of parliament and an ex-labour minister, told The Mast that President Hichilema could not be said to have failed to deliver when the socio-economic destruction he is trying to restore was done in a 10-year period of the PF regime.

Liato’s remarks followed claims by some senior PF officials, fresh from a debilitating loss of the Republican presidency with a million votes, that ‘President Hichilema has failed to fulfill his pre-campaign pledges’.

On Friday, Minister of Finance and National Planning Situmbeko Musokotwane presented a 2022 national budget of K173 billion that would see the government recruiting over 41,000 personnel (teachers and health workers).

Dr Musokotwane also announced that Constituency Development Fund (CDF) would be increased from the current K1.6 million to K25.7 million.

On Sunday, Liato called The Mast to react to the 2022 national budget.

He reiterated that President Hichilema and his government could not be subjected to unforgiving criticism, in a matter of months, about delivering on campaign promises.

“Those who were singing songs, in less than two months, that he has failed to deliver on [free] education; I want to go on what has come out in the budget now. It is clear that President HH has answered those questions, through this budget,” Liato said. “He (President Hichilema) said ‘I’m going to deliver to the Zambian people free education.’ That has been achieved! Were those campaign promises fake? My answer is a no. He has delivered on that.”

He indicated that the 2022 budget has exonerated President Hichilema on the promise of bringing about decentralisation.

“He promised that we are going to decentralise so that public money is not only at the centre (in Lusaka), but should go to the people. If you look at this budget, the movement of money from K1.6 million for CDF to K25.7 million means that money has been into the constituencies – closer to the people,” Liato said. “This is exactly in line with what he campaigned about. This is one clear example of him honouring campaign promises. Did he (during campaigns) talk about creating employment? He talked about creating employment! And if you look at what the budget is saying, in a very unprecedented move, the Minister of Finance announced that 30,000 teachers are being recruited.”

He pointed out that what was more interesting, with the intention of employing 30,000 teachers, is that Dr Musokotwane said “as the government, we have already found money for it.”

“He then goes to the health sector and says we are going to recruit 11,200 workers. These are direct jobs which will be created in the formal sector,” Liato noted. “There is something beyond that. There are a lot of jobs in the informal sector which are going to be birthed, just because of a conducive environment to do business.”

Liato is impressed that in a long time, “we have a budget now that is conducive for business.”

He noted that what that meant is that there would be many other private establishments which would create jobs for people.

“So, has he (President Hichilema) delivered on the issue of creating jobs? Definitely yes – not only in the formal sector but also in the informal sector,” he said. “For me, this budget is not an empty one. It’s a budget which is a fulfillment of most of the campaign commitments he made in agriculture, health, education, employment creation. So, we have to accept that good things are coming our way.”

He underscored that he has not seen a productive budget in more than 10 years like the one for next year.

“This is a budget which is focusing on improving the welfare of people,” Liato said.

He believes that offering of highly subsided education in public schools by President Hichilema’s government, is evidence that the Head of State appreciates the free education he received.

“This is exactly what he used to say [that he got an education because of the free education policy of Dr Kenneth Kaunda’s government],” Liato said.

He is, however: “surprised that some people want to be so negative” about President Hichilema’s governance.

“There are those who have just sworn to criticise a sitting President, even when there is nothing to criticise about. When I said give him time to show what he can do, this is exactly what I meant,” Liato said. “I’m very confident that we are dealing with a right President. He is focused and he is determined to fulfill his campaign promises. He also has a very competent and experienced Minister of Finance. I have reasons to believe that that team can deliver very well.”

He emphasised that the UPND government ought to be given time to now implement budgetary pronouncements.

“Let us be supportive so that we see how budgetary implementation can change lives of people in our country, in the next financial year,” said Liato.

Sean Tembo Calls On UPND Govt To Withdraw 2022 National Budget From Parliament So That It Can Be Re-drafted

1. As Patriots for Economic Progress (PeP) we have noted with interest the 2022 National Budget that was presented to the nation through Parliament by the UPND administration last Friday. Our considered view is that the 2022 national budget is not significantly different from the other national budgets that have been presented over the past 10 years. It still relies heavily on debt to finance consumption, makes little effort to dismantle domestic arrears, places greater emphasis on handouts (social cash transfer and farmer input support program) at the expense of economic empowerment to citizens through small loans, still crowds out the private sector from access to reasonably priced finance due to high levels of domestic debt and is too expansionary as it seeks to hire as many as 40,000 civil servants all in one fiscal year.

2. As Patriots for Economic Progress we also wish to put it on record that it is extremely unlikely that the International Monetary Fund (IMF) will approve the US$3 billion bailout loan which the Government is seeking. The standard operating procedures of the IMF are to only bailout countries which are making an honest effort at implementing austerity measures and not those who are pursuing an expansionary fiscal policy. It must be noted that the 2022 National Budget is more expansionary in nature than the national budgets of the past 5 years which the IMF refused to fund through a bailout loan. The fact that there has been a change of administration in itself matters less to the IMF. The key consideration is the fiscal stance taken by a given administration. In this particular case, given the UPND administration’s decision to provide unconditional free education to the poor and rich alike and to exponentially expand the civil service through the recruitment of more than 40,000 civil servants in a single fiscal year, there is no question that Zambia’s 2022 National Budget is the most expansionary that Africa has ever seen in the past 20 years.

3. As Patriots for Economic Progress we wish to take this opportunity to advise the UPND administration to come up with a plan B regarding funding of the 2022 National Budget, in the likely scenario that the IMF decides not to extend a bailout loan. Such a plan B could consist of implementing free education in a phased manner as opposed to rolling it out all at once. In this regard, Government could consider implementing free education for grade 1 to 4 during the 2022 fiscal, grade 5 to 8 during the 2023 fiscal year, grade 9 to 12 during the 2024 fiscal year and tertiary education during the 2025 fiscal year. Such a phased approach would exert less pressure on the national treasury and also ensure an orderly implementation of the free education policy.

4. As Patriots for Economic Progress we further bemoan the lack of effort by the UPND administration in the 2022 national budget to make the tax burden fair and equitable between corporate taxpayers and individuals. We fail to get the rationale why Government decided to introduce a 5 year tax holiday for ceramic floor tile manufacturers such as Marcopolo Tiles while failing to adjust the 37.5% upper band for Pay As You Earn from the current K6,900 despite the huge increase in the cost of living that has taken place over the past year. Why should foreign Chinese manufacturers be given a tax holiday at the expense of the Zambian workforce which is heavily taxed?

5. Given how unfair, how unreasonable and how unrealistic the 2022 National Budget is, we wish to call upon the UPND administration in general and the Minister of Finance in particular to consider withdrawing the 2022 National Budget from Parliament so that it can be re-drafted. If the proposal to withdraw the 2022 National Budget is not considered, the nation will be headed for economic chaos of untold proportions in 2022. The nation should take this as a timely warning.

Musokotwane’s Mining Policies Have Always Robbed Zambia Of Its Benefits From Its Natural Resources

I am afraid to say that Dr. Situmbeko Musokotwane is back and is back to rob the country of its desired benefits from its endowed natural resources.

In 2008, Musokotwane abolished the windfall tax, and that’s the last time Zambia genuinely benefited from the mining sector.

He is back to hand back the mines to unknown investors and he is laying ground for a tax regime that benefits investors and robs the country of revenue.

MINERAL ROYALTY TAX

Mineral Royalty Tax is not a fee it’s a tax.

Currently it’s paid as final tax by both loss making and profit declaring mining companies as a final tax.

So it is net tax income to the Zambian people. In the last 25 years only Kansanshi and Kalumbila have been declaring profit and paying both mineral royalty and company income tax.

If you look at the ownership of the two companies you can safely say one mining company in Zambia was paying company income tax – FQM in the last 25 years.

With the careless almost foolish tax concessions the government has given to mining companies at a time when the price of metals is very high, at the time government on behalf of the people should have maxmised benefits from the industry, means that even FQM company income tax will disappear including Lumwana and Lubambe who were about to be profitable because mineral royalty will now be a deductible cost from profits before tax.

Here is what the Zambian people must know.

First Quantum Mining pledged that if government made mineral royalty tax deductible, they will in return invest USD2 billion in Zambia and increase production to not less than two million tonnes per year. Does that sound familiar?

The Minister of Finance Dr. Situmbeko Musokotwane is repeating recycled ideas he practiced when he was finance minister under Rupiah Banda.

He abolished windfall tax and made mineral royalty tax deductible.

We must be quick to remind Zambians that Musokotwane borrowed 25% of the current Zambian debt and gave careless tax concessions to various companies, a method he has repeated.

With the new mining policy Musokotwane is pushing, there will be two outcomes as follows:

  1. Mine Houses will benefit from these concessions and make super profits and externalise the money. As we have seen in the past with Vedanta who repeatedly pledged $1.5billion in ten years, FQM and others will not bring the desired investment. Because there is no law that will hold them accountable for the promise of the USD2 billion investment and Musokotwane will be beaten pants down and the copper and other minerals so mined and taken out will be gone forever;
  2. In the unlikely event that decency ‘ne nsoni’ or Ubuntu prevails, FQM will use the same extra money saved from tax concessions after exporting Zambian minerals to reinvest in Zambia. So Zambians will capitalize FQM through forgone tax revenue. What a shame!

It is on record that only FQM and only FQM had a laid a complaint regarding double taxation with non- deductible mineral royalty tax and Company Income Tax. Why haven’t the technocrats in government address this specific issue instead of mutilating the solid revenue base from the industry?

One option was to reduce Income Tax to 5% from 35% or even reduce to 0% and compute MRT at a level that protects Zambians.

Why do mining companies love income tax? Simple,it facilitates transfer pricing and exaggeration of costs to declare lower taxable income.

Why do mining houses dislike Mineral royalty tax? It’s based on extracted minerals and easy to administer by ZRA but difficult to cheat.

Remember this please, countries with deductible MRT and lower taxes in this industry have higher stakes or even controlling shares in private mining companies.

So they collect lower taxes and get dividends.

In Zambia some mining companies are 100 percent private. Why such concessions?

Please, let’s fight Musokotwane’s penchant for pro investor interests and policies that permanently rob the country of its revenue from its natural resources.

The Constituency Development Fund is administered under the Guidelines of the Constituency Development Fund Act of 2018.

The CDF Act was amended in 2018 when Bowman Lusambo was MP and Minister under President Edgar Lungu, he was present when the voting on the Act took place in parliament and he voted for it!

So it’s shocking to see his level of ignorance, it also shows the impunity in PF, they were not following the laws they enacted in managing the CDF.

The CDF ACT of 2018 requires the formation of a CDF Management committee comprised of the MP, 3 council representatives from finance,planning and engineering departments , 3 councilors, a representative of the local chief, a representative of civil society, 2 community representatives and a representative of the Church, some of these representatives are nominated by the MP.

Bowman Lusambo has shown that he is not aware of this law which was enacted while he was present in Parliament, a law he voted on.

Kabushi constituency has thousands of residents, it’s therefore an insult for him to say there are no competent people in the constituency to administer the fund.

Kabushi like all other parts of Zambia has lawyers, teachers, nurses, doctors, engineers, accountants, pastors, civil society leaders and others who are qualified and competent to sit on the CDF Committee.

A spotlight should be shone on Lusambo to ensure that he follows the law and establishes a credible CDF committee before funds are disbursed to his constituency.

He’s used to the street style of doing things the way he did them under PF rule, where he would donate thousands of containers of cooking oil, thousands of bags of mealie meal and washing powder worth K6 Million in one consignment without disclosing the source of income.

Those days are gone, Zambians now want to see receipts of how money is spent and they want to see transparent tender procedures in procurement.

At the moment, almost all the structures, at the middle and lower level, among the security wings are still the same. Operations are usually done at the middle and lower level, at times without even the knowledge of the top guys.

A guy at these levels can initiate an operation and push it pretending to be working with the authority of the big bosses and everyone would be scared to ask.

It is worse, around this time, because if a guy at these levels is pursuing a former senior Govt official, people fear to ask least they are accused of being PF sympathisers.

Unfortunately, whatever persecutions currently going on are not coming from the UPND though they are in power. The system is still pretty much the same.

A good example is force Headquarters criminal investigation and intelligence, the guys who were being sent to do wrong things are still there and they are operating as before.

Go to ACC, the Acting Director, Rosemary Kuzwayo, is gone but all the lower and middle, including many senior, officers who used to do wrong things, sent by the PF mafias are still there.

That recording of the meeting at ACC proves my point, because those guys who recorded that, were part of the PF senior Minister. They wanted to jeopardise the case against their master.

Ain’t you wondering why some of the cases of the big guys in PF such as the Bonanza issues of the choppers and money coming through the Ministry of Foreign affairs, are quiet.

Listen to Amos Chanda when he is lamenting, he knows how the system works that is why he has the guts to insult them. Who knows Amos might also be pressing his buttons somewhere to fix those who are squeezing him.

Amos is being searched by ACC while Chitotela is facing an arrest by the police.

Bonanza and the Doctor are quiet while their cases have frozen.

Look at my case, for example, ask who is the complainant and who is moving the case forward. Certainly it is not President Lungu but the system he left.

I am upset with President Lungu for allowing people around him to abuse the system, but I am also upset with President Hichilema for taking too long to stop the rot.

Great conversations around climate change and its effects we have had so far with fellow World Leaders.

So far we have met the U.K. Prime Minister, Rt. Hon. Boris Johnson MP and António Guterres, Secretary-General of the United Nations.

We have also spent time sharing notes with fellow Heads of State ahead of this afternoon’s World Leaders’ Summit here in Glasgow, Scotland.

Among them, President Uhuru Kenyatta of Kenya who we discussed a wide range of issues beneficial to Zambia and Kenya and also President Nana Akufo-Addo of Ghana, with whom we discussed issues concerning cultural diversity between our two Nations, while fostering trade and investment.

And with our counterpart from Congo, President Félix Antoine Tshisekedi, we reiterated our call for an urgent need to commence trade and investment processes between our two countries.

With Presidents Lazarus Chakwera, Hage Geingob, Emmerson Mnangagwa and João Lourenço of Malawi, Namibia, Zimbabwe and Angola respectively, we discussed issues on the value of trade links among our countries as we position Zambia to become land-linked and subsequently benefit from her God given geographical position in the Southern African sub region.

We also discussed issues of mutual interest with the President of Nigeria Muhammadu Buhari and later discussed issues of trade links with the Comoros President Azali Assoumani.

And lastly, we stressed the need for Africa to look for solutions from within.

Out of these engagements, we are confident that Zambia will to a large extent benefit and drift from an economically down trodden Nation to a food basket.

Zambia will be great again because together, we are rebuilding it.

CDF, Its Management And Accountability: Time To Reflect

CDF, ITS MANAGEMENT AND ACCOUNTABILITY: TIME TO REFLECT

Constituency Development Fund (CDF) is established by Article 162 of the Zambian Constitution which also opines that the management, disbursement, utilisation and accountability of this fund shall be prescribed.

This prescription is found in the Constituency Development Fund Act No. 11 of 2018 which place responsibility to manage, disburse, utilise and account to various offices and officers.

According to the Act, the Ministry of Local Government and Rural Development, local Authorities, member of Parliament, Councilors, WDCs and communities are involved in the management of the CDF.

The project lists are prepared by the CDF committee with inputs from WDCs for submission to the Minister by the close of the first quarter of the year for approval which must be done within 30 days after submission.

The Minister has also power to refer a project lists budget that above the CDF back the CDF committee for amendment and resubmission.

Procurement follows the provisions of the Public Procurement Act, No. 12, 2008 with respect to works and services (Sec. 22)

The minister also issue guidelines on the payment of funds for approved projects or specialised works and nature of projects to be undertaken (sec. 25), regulations (Sec.30) and fill in casual vacancies in CDF committees (schedule 2)

Implementation of the projects under the CDF is by the Councils (Local Authorities) and not the MP (also note that the MP does not sit in the council and his/her role ends at nominating people to sit on the CDF committee) (sec. 21)

The provincial local government Officer oversees and monitors the implementation of projects in the entire province.

Sanctions for misappropriation of CDF or assets attracts 500, 000 penalty units (ZMK150,000) fine or imprisonment for not exceeding 5 years or both, on conviction (Sec. 28)

CDF does not mean govt stops funding projects at district or constituency level, No!

Sec. 29 assures that CDF is just complementary to any other development activities by the central govt or any other agency further stressing that CDF does not mean exclusion of some areas from other development programmes by the government or any other agencies.

“For the avoidance of doubt, normal government development allocations shall continue alongside the projects funded under this Act [by the CDF]”(Sec.29)

In terms of accountability, the PLGO, Councils, CDF committee and Town Clerks or CSs keep and maintain accurate record of receipts and disbursement on a monthly basis (Secs. 23-26)

In addition, the Constitution Art. 156 guides that collectively and individually, Councilors shall be accountable to the National government and residents in their wards and districts for the performance of their functions in additions to audits of the funds by the Auditor General.

Sec. 10 places responsibility for accountability and transparency on the CDF on the principal officer who maintains a separate accounts for the fund and submits financial records the PLGO copies to PS for local government and the MP.

Let us all avoid arrests over abuse, misuse, misapplication and misappropriation of the increased CDF.

UPND WON’T LOSE TO PF AGAIN…and thieves will not be left scot free – Johabie Mtonga

EASTERN Province UPND chairperson Johabie Mtonga says the ruling party has learnt lessons from the two defeats in the Kaumbwe and Lusangazi election.

And Mtonga says those who stole from the government will not be left scot-free.

The UPND lost the Kaumbwe parliamentary election in Petauke district and the Lusangazi district council chairperson poll to opposition PF.

After the loss, Mtonga said the party would carry out a thorough review of the elections and chart the way forward.

In an interview after the review meeting, Mtonga said the UPND relaxed after winning the August 12 general election.

“This issue after winning the elections in August, we became a bit relaxed because we were busy celebrating. Planning, we planned but things didn’t go our way,” he said. “UPND is a strong party in the province. If you look at the outcome of the general election PF got 50.7 per cent and UPND got 49.3 per cent in the province.”

Mtonga said the party would ensure it does not lose further elections in the province.

“From this defeat in Kaumbwe and Lusangazi, we have learnt a lot of things. We were relaxed but from the defeat I can assure the country at large that we are not going to lose any future elections to PF,” he declared. “People must remember that during the PF reign Petauke was a no-go area for UPND. There was a time when President Hakainde Hichilema came to the province before he became president, the environment was hostile and he was tear gassed.”

Mtonga said Petauke was a stronghold for former president Edgar Lungu and the PF.

“The other thing is that, those seats Kaumbwe and Lusangazi belonged to them. Former president Lungu hails from there. So, it was a taboo for us while in opposition to hold meetings in those places,” he said.

Mtonga said the PF should swallow the pride and accept that they were no longer in government.

“The President wants to unite this country. This country was divided. We all need to support this move by the Head of State. If President Hichilema was a bad person, some people would have fled the country,” he noted. “President Hichilema knows that Zambians want peace and want to live as One Zambia One Nation. If it was Lungu who had won the elections, some of us would have been in hiding.”

Mtonga said people should give UPND time to work.

“We are only two months in office as UPND. Zambians gave PF 10 years but they ended up enriching themselves. This is the reason why the unnecessary utterances by the PF are putting them more in trouble,” said Mtonga. “Those who were in government and stole government money should not feel that they will be left scot-free. The President is just putting his house in order and is doing things systematically.”

FOREIGN AFFAIRS MUST EXPLAIN WITHDRAWAL OF CANDIDATURE OF LIKANDO KALALUKA-DICKSON JERE

Two weeks ago, I was elated when I saw a statement from Foreign Minister saying the Zambian government will support the candidature of ex-Attorney General Likando Kalaluka, SC at the UN International Law Commission.

The Minister even pushed for his endorsement at the Africa Union (AU), which he successfully managed. It was good news for Zambia!

You see, Zambia is lacking in representation in most international organizations. Most Zambians doing well “ku chalo” are as a result of their own initiatives and contacts. Not deliberate push by the government. You have Prof Muna Ndulo, Prof Lumina, Prof Ken Mwenda, Mumba Musonda, Maimbo Nyanga and the new kid on the block Dr Monde Muyangana – who has just been appointed head of USAID Africa. No government push propelled them to stardom on the world stage. Western Africans – especially Nigeria and Ghana – lobby heavily for their nationals to get into the big league of international organizations.

No Zambian has ever held a position on the UN International Law Council. So, the candidature of Kalaluka was breath of fresh air. He even spent his own money and flew to New York to lobby for his election in September – ordinarily government should have taken up the tap. Anyway, he was a frontrunner until few days ago.

The Zambian government has withdrawn his candidature at last minute. No reasons given. Our chances as a country to get into the UN Law Council shattered. What could he have done in recent days? I think foreign affairs should explain to the nation what transpired so that in future Zambians know what to do when faced in similar situation.

There was a vacancy for the top post at SADC parliamentary forum. Dr Mbita Chitala applied and was a frontrunner. But the government of President Frederick Chiluba declined to support his candidature and his nomination fell-off. Chitala was perceived political here at home. When Judge Gertrude Chawatama was nominated to sit on the Kenya Election Tribunal, she faced opposition from Zambia government officials.

It took President Rupiah Banda to personally grant her the endorsement for her nomination. President Levy Mwanawasa government invested heavily in Dr Inonge Mbikusita-Lewanika for the AU top job but we failed to garner enough votes. That is what we need.

We must begin pushing Zambians, regardless of political views, into international organizations. The more Zambians we send in international organizations, the more doors they will open for others even on lower posts.
I am saddened with what has happened to Kalaluka. Government backed his candidature few days ago at AU and then dumped him later. I hope the government has really compelling reasons for withdrawing him in the race at last minute.

THE Matero Local Court has heard that a man allegedly connived with his family to lie to his second wife that he was single.

Linda Mulenga, 30, giving evidence in matter her husband, Lameck Mwale, 39, sued her for reconciliation, said she started losing interest in her marriage upon discovering that she was a second wife. But Mwale said he still loved his wife and did not think that divorce was the solution to their current problems.

The couple got married in 2015 and has one child.“My husband has been married to his first wife and the couple has three children, I found out recently.

What is disturbing is that his family received me well and said nothing about the issue [marital status],” Mulenga said.

Mulenga said it was better for them to go separate ways because she had lost trust in her husband.She also told the court that she recently discovered that her husband has a child with a Nyimba-based lover.Mulenga said divorce was the best option because she was tired of being tortured mentally.“

It is better I walk out now before this man kills me with depression, already I have developed high blood pressure because of the way he treats me.

We have been on separation for over three months now,” Mulenga said.Testifying earlier, Mwale said all was well in his marriage until his wife started accusing him of being promiscuous.

He said he has not enjoyed his second marriage because of the fights and misunderstandings.“I was married to another woman before I met her, (but) there is nothing between me and the first wife as we speak.

“Due to the quarrels that we have been having, Mulenga has even deserted our home and I don’t know where she is at the moment,” Mwale said.

He pleaded with the court to help him reconcile with his wife so that they could raise their child together.

Magistrate Kaputo Ng’andwe adjourned the matter pending judgement.

I have instructed my lawyer to commence legal action against the Anti-Corruption Commission (ACC) for unlawful raid and search at my personal property, Amos Chanda has said.

And Mr Chanda has disclosed that ACC officers were forcing him to disclose ‘State secrets’ that came his way when he was Presidential Spokesperson to Zambia’s sixth republican President, Edgar Lungu, a portfolio he left two and a half years ago.

He told the Sunday Nation in an interview that legal action against the ACC was underway because the search was unlawful and done in an unprofessional manner.


“My lawyer is under instructions to begin legal proceedings against ACC for unlawful actions ,” Mr Chanda said.

Mr Chanda said that he had also written to acting ACC Director General Silumesi Muchula complaining that the search by his officers was conducted unfairly as he was threatened with drastic action by one of the investigators holding a pistol in his hands.

He also lamented that the ACC officers were forcing him to disclose ‘State secrets’ that came through his way when he was Presidential Spokesperson.

“I do not exaggerate, but as a law abiding citizen, I need to secure a Presidential waiver to talk, as I still have 22 years and six months to 2044 for me to talk openly on information which reached me as a public servant while at State House,” Mr Chanda said.

Mr Chanda who emphasized that he was not above the law, said he would not allow to be used as a scapegoat to investigate other persons.

He said as a law abiding citizen, he was willing to corporate with the investigative wings but should not be used as a scapegoat to fight ‘another person with immunity’.

“I cannot be used to search another target with immunity, I am not the one who crafted the law,” protested Amos Chanda. I am not a prisoner, I have not run away from Mukobeko Maximum Prison, so I must not be harassed like a common thief,” Mr Chanda said.

He added, “Just as is the case with the ACC, I am neither above, nor below the law.”

Last week, the ACC searched Mr Chanda’s house and farm and seized K95, 000 and title deed belonging to his tenant.

The following day on Friday, the ACC officers went back to search at his residence but were locked out because they did not have a search warrant.

Later in the evening, Mr Chanda told the media that unidentified people broke into his car and stole four title deeds for his properties, K64, 000 cash, a diplomatic passport, laptop, and other important documents he wanted to take to his lawyer

A national budget is the budget of a country: The government gets money from taxes and fees, and spends it on things like national defense, infrastructure, grants for research, education, and the arts, and social programs such as Social Security and Medicare. It’s a statement on how government intends to collect money from citizens and corporate persons. More than 75% of direct taxes are paid by workers as PAYE.

Take note that tax is not new money, it’s recycled money. More borrowing to supplement tax revenue means the same tax payers must repay the loans through other taxes under the double taxation scheme. What’s the saga of double taxation?

  1. A worker pays PAYE
  2. A worker is the ultimate payer of taxes of fuel when he either gets on a bus or drives his own car.
  3. A worker is the ultimate payer of tax on goods in stores. Tax is a cost to business and it’s passed on to customers.
  4. Zambians who are not in employment equally pay taxes when they buy anything.

Here are the questions we need to ask:

  1. How much revenue will come from the mining sector: gold, emeralds, copper, the 10% of gold in copper, etc.?
  2. How much revenue will come Mukula and other resources?

Under the UPP-led Government, PAYE will be phased out as follows:

Year 1: 25%

Year 2: 15%

Year 3: 5%

Year 4: 0%

After phasing out PAYE and sales tax, a progressive corporate profit-based tax regime will take full course. The state will collect tax on profits among corporations and the rate will be on a sector by sector basis. ZCCM-IH will take over all the mining companies. The state will own 51% of shares and the remainder will be floated on the Lusaka Stock Exchange for Zambians to buy.

The current policy of multiple and high taxes is the main reason why the government’s tax revenues remains unsustainable. Instead of tax cuts, successive governments keep going in the opposite direction that puts the treasury under more financial stress.

It’s the hostile tax regime and the high domestic and foreign debts that are responsible for cash (liquidity) problems of local companies, most of which have folded and many jobs have been lost.

With a visionary and corruption free government, Zambians need not pay PAYE. Under the UPP, Zambia will join over 15 countries in the world that do not collect PAYE from workers. This way, Zambians will have more disposable income for increased consumption and economic growth.

The UPP’s county system of government administration will not only eliminate corruption, but will also bring in efficiency, innovation and creativity in service provision by counties (district local governments).

As he toured China Copper Mine in Chingola to familiarize himself with recent stand offs at the mine

China Copper Mine (CCM) a Chinese mining investment has created hundreds of jobs for the local people since it started investment in Zambia’s Chingola District in 2010.

The company has in the recent past been having issues with employees downing tools on several occasions due to slave wages and inhumane treatment.

Touring the CCM mining site on Saturday, Copperbelt Minister Hon. Elisha Matambo appreciated the $50 million investment the company has put up which has created over 700 employment opportunities to Chingola residents.

The Copperbelt Minister was however not happy with the company’s management for mistreatment of employees who have been subjected to inhumane conditions such as poor sanitary, unhygienic dinning hall, 12 hours shifts without day offs and slave wages among others.

Hon Matambo said Zambia’s mining policies are supportive of private sector investment, which was vital for the country’s economic growth, but this does not mean investors must subject our people to poor conditions of service.

“As far as I remain the Minister of Copperbelt, I will make sure that our people are treated in a manner that is befitting a human being and there will be no more slavery treatment for our people.” Hon Matambo said.

The Copperbelt Minister also discovered that workers were not free to express themselves to him in the presence of management as many have been fired for expressing themselves when Government Officials visited the company under the former President Edgar Lungu PF led Government.

Hon Matambo assured the workers that time for fear to freely express themselves was long gone with the PF regime which never protected it’s Zambian workers.

“Under the New Dawn Goverment led by H.E Mr Hakainde Hichilema, everyone was free to express themselves within their rights. No one should suppress the rights of the other.” Hon. Matambo encouraged the workers.

A couple of weeks ago the workers at CCM staged a protest over management’s failure to provide decent toilets, failure to suppress dust, long working hours which was against was against Occupational Health fatigue management, non registration of family members on company medical scheme and meagre salaries which led to the dismissal of 28 workers.

Hon. Elisha Matambo told CCM Management to immediately reinstate, unconditionally, the 28 fired employees and that CCM should start treating employees well. He further encouraged Management to also revisit the salary scale according to labor laws and build proper Toilets for workers.

Hon. Matambo said a well renumerated worker was a motivated worker who would greatly contribute to high production.

The Hon Minister for Copperbelt gave a 30 days ultimatum to CCM in which to resolve the workers concerns.

The Copperbelt Minister also demanded through the Chingola Mayor and acting DC that Health Inspectors should go and visit the mine within the 30 Days as Zambians deserved better work environment.

According to our Manifesto, UPND will soon establish proper labour and employment policy reforms to ensure that harmony and healthy synergies existed between the workforce and the private investors.

UPND Alliance partner, the Movement for Democratic Change MDC has said government’s good will to increase CDF allocation to K25.7 Million will require measures that ensure prudent utilization of the financial resource in the respective constituencies.

Finance and National Planning Minister Dr Sithumbeko Musokotwane in his presentation of the first ever New Dawn government’s proposed 2022 national budget announced increased allocation to the Constituency Development Funds from K1.6 Million to K25.7 Million for each constituency.

MDC Vice President for Politics Mr Leonard Hikaumba said the New Dawn government’s budget is unprecedented and as an alliance partner, they would like to see the monies allocated to CDF put to good use.

Mr Hikaumba said the UPND Alliance does not want to have any of the allocated funds diverted or stolen because this will work against the good intentions of the government to ensure the promotion of development.

Mr Hikaumba said citizens in their respective constituencies also have a responsibility to reciprocate government’s good will to work hard in order for the country to attain economic independence.

He said the 2022 national budget already appears too good to be true by some people because they can not believe that such a milestone could be recorded.

Mr Hikaumba has also indicated that Zambians should not worry about how the 2022 national budget will be implemented because at the time of drafting the budget, the minister already knew how this would be financed to achieve the much anticipated development.

And Mr Hikaumba said the New Dawn government’s budget responds to the campaign promises among them the recruitment of 30,000 unemployed teachers and over 11,000 healthcare workers who have been roaming the street without jobs for a long time.

He said with the coming of this unprecedented recruitment of teachers, the country will see an improvement of service delivery in the education and health sector sectors.

He also said the pronouncement on the payment of arrears owed to retirees are all campaign promises that were made by the UPND Alliance while in the opposition.

MATERO PETITION CASE HEATS UP

The Lusaka High Court has been visited by the UPND Parliamentary MATERO candidate Hon Tom N.H Michelo seeking justice from his supposedly won vote which was marred with electoral malpractices ranging from bribery, intimidation and gross violence by Miles Bwalya Sampa of the PF, which made most people from the constituency to stay away from voting and others to vote for the PF.


Our office which is situated off Muchinga road between 20th May and 14th June suffered a number of attacks with intentions of burning it down.We would time and again report to Matero Police Station and the officers did a good job to preserve lives at the office commended Hon Tom Michelo in his testimony before Judge Derrick Mulenga.


Hon Tom Michelo survived at the UPND Matero office, as the PF thugs were after his life when they would come to attack with an assortment of weapons ranging from pangas, teargas canisters,catapults and other dangerous weapons.


It was very dangerous for one to wear any UPND regalia as Miles Sampa’s security Team led by Chileshe Mwila aka Cash Money hacked a number of our members on my campaign team lamented Hon Tom Michelo before Judge Derrick Mulenga.


In the same case hearing, it was revealed that between 12th and 13th July, 2021;an online media publication called BOBA TV owned by Miles Sampa with a following of over 144,000 following published a deformatory article which suggested that Hon Tom Michelo had pulled out from the Matero Parliamentary race, which basically created a negative impact on his campaign as most people changed their minds to vote for him.


The Police command at Matero Station which constituted a Surveillance Team of campaign activities in Matero Constituency led by Chief Inspector Wellington Chabula Chalwe and Thomas Nyingika as Deputy Operations Officer, also confirmed political violence which was perpetrated by PF,as well as dishing out of money, removing of UPND campaign posters and constant threats to burn the UPND campaign centre by the Miles Bwalya Sampa Team.


Hon Tom Michelo’s campaign agent,Mr Teddy Chingu testified that despite the campaign ban from the 15th June to 11th July;the PF continued campaigning in Kapwepwe ward where they were distributing mealie meal, regalia and money. It was also revealed that, the ECZ polling agents couldn’t give out GEN 20 forms to most UPND monitors.

This Budget Depends On An IMF Bail-out, There-in Lies The Tragedy- Dr. Mbita Chitala

Veteran politician and Economist, Dr. Mbita Chitala has slammed the 2022 Budget presented by Dr. Situmbeko Musokotwane saying it was a consumption budget, unambiguous and incapable of driving desired economic growth.

In his analysis titled; “A Political Economy Appraisal of the UPND 2022 National Budget” Dr. Chitala has stated that the reliance on foreign debt and IMF bail-out to finance the Budget, will yoke Zambia to instability of the 90s or like it was occurring in Sudan.

He said IMF basic conditionionalities such as employment freeze and lifting of electricity, fuel and food subsidies were detrimental to African countries.

He expressed concern that the Budget will invest huge resources in social Affairs but paltry amounts to economic and productive sectors that would trigger growth of the economy.

He said the 3.5% projected economic growth was an expression of poor ambitions as the country needs to grow at a minimum of 8% per annum to impact meaningfully against high poverty levels.

He said Zambia should not be fooled by populist announcements but should demand fundamental policies that would were long-term and could achieve meaningful development for the country.

A POLITICAL ECONOMY APPRAISAL OF THE UPND ADMINISTRATION 2022 NATIONAL BUDGET

The macroeconomic indicators that the UPND want to attain in their 2022 budget estimates presented by Hon. Situmbeko Musokotwane in his budget speech does not remove Zambia from continued dependency that our country has been subjected to since 1964.

Projected Growth
The projected GDP growth of 3.5% for 2022 as compared to the PF Administration GDP growth of 3.3% for 2021 fiscal year cannot enable Zambia to grow her economy.

This challenge is exacerbated by Zambia’s population growth which over 3.3% annually. A more reasonable approach is to grow the economy at rates above 8% of GDP per annum as is happening in Rwanda and other more serious countries like China.

This is the only way a poor country such as Zambia can deal with poverty eradication challenges successfully in 10-20 years. Without Plans to advance our country to those figures, our country will be forever be poor and budgets like this will forever condemn us to be running in circles like yoyos.

Inflation

The UPND budget estimates targets the 2022 inflation to be between 6-8%. This is exactly the ambition of the PF Administration in 2021 but which could not be achieved and was explained by the dawn of devastating pandemic.

This projection is general good but it will depend on many factors including the war against the pandemic and the capacity of the UPND administration to manage money supply to smoothly track the GDP as the old Monetarist Milton Friedman asserted that Money Supply times velocity equals price level times transactions.

Public Debt

The Hon. Minister Musokotwane informed the nation that Zambia’s external public debt was US$14.71 billion of which the Central Government share was US$12.99 billion. The country also had US$1.2 billion principal arrears and US$600.4 million interest arrears.
Furthermore, the country had K189.7 billion government securities and domestic arrears of K46.9 billion which included the US$477.9 million fuel arrears.
To resolve these challenges, the Hon Minister informed the nation that he was negotiating for an IMF bailout of at least US$1.3 billion to help Zambia service the external debt component and use any savings that may arise from the K51.3 billion he had budgeted as external debt service to channel to other needy social services.

Many observers have advised that turning to the IMF for a rescue program will be injurious to the national security of Zambia as we are currently witnessing the events in Sudan. Sudan also asked for a US$2.5 billion IMF facility which was conditioned on the same old demands of freezing public wages and employment, cutting on subsidies to vulnerable citizens and devaluing the local currency among others. The result of this has been the emergence of instability in Sudan which compares to what happened here in Zambia in 1990.

Our country can avoid this route and this has been said many times by many patriots and scholars. The Hon Minister informed the nation that copper exports during the first half of 2021 were US$4.0 billion from the total export earnings of US$5.1 billion. This of course was the under reported figure as Zambians do not have exact statistics of copper and other metal exports. Granted that we take the Hon Minister at face value, the Minister could not tell the nation what the country benefited from this because he was aware that Zambia hardly benefited from these exports. The UPND 2022 budget projects that Zambia will benefit K12.8 billion as mineral royalty. There will be hardly be any corporate tax from the MTCs because the Hon Minister has even made it worse for Zambia by making mineral royalty deductible for corporate income tax assessment purposes. The MTCs will continue cheating on Zambia by transfer pricing even as he lamely has made some superficial amendments to the Transfer Pricing Regulations as reported by the Zambia Revenue Authority in their Budget Brief.

Many observers have advised successive Zambian governments that the long term solution to stop this capital flight and plunder of Zambia’s minerals by MNCs is for Zambians to own and operate all the mines as happens in all countries such as Chile , Botswana and so on who have made a difference to their economies. This is the only way to end the crime of transfer pricing and allow Zambia to accumulate investable surpluses for expanded reproduction and development.

It is further advised that as we have done with MOPANI Mines, Zambian controlling interest in all other big mines should be effected. This is the only sure way of ending the plunder of our minerals and Zambia would never need a third party such as the IMF to come and start ruling us as a neo-colony.

Controlling the Fiscal Deficit
The UPND Administration would want to reduce the overall fiscal deficit to 6.7% in their 2022 budget estimates from 10.4% of GDP under the 2021 Budget regime and to limit domestic borrowing to no more than 5.2% of GDP.

This is a tall order as the UPND’s major source of revenue in their budget estimates is borrowing. The Hon. Minister announced that they expected to borrow from foreign sources K39.5 billion program loans, K8.5 billion project loans and receive K1.8 billion grants. Altogether, the UPND Administration plan to borrow K49.7 billion from foreign sources which is 29% share of the 2022 budget estimates or 10.7% of GDP.

Furthermore, the UPND Administration plan to borrow from domestic financing another K24.5 billion which will further crowd out the private sector.
Altogether, the UPND plans to borrow K84.2 billion out of the K173 billion budget estimates.
Many observers would shudder at such a situation as the effect of the borrowing will no doubt deepen not only our dependency on international finance capital but also continue making our economy vulnerable and unstable. The borrowing will no doubt be unsustainable and our country will sink into deeper debt overhang.

Unfair Tax Increases

The 2022 budget estimates also plan to raise K77.8 billion from taxes (company tax K16.4 billion, PAYE K17.3 billion, Withholding taxes K8.6 billion, VAT K22.9 billion, Customs and Exercise K12.5 billion, Export duties K133 million) as well as Non-Tax revenue of K20.6 billion and other revenues of K343.7 million. The UPND’s desire is to increase domestic revenue to not less than 21% of GDP. This is a good ambition but they are doing it at the expense of the people who have to bear a heavier tax burden. The right approach is to increase on business investment and net exports which has not been adequately addressed in the 2022 Budget estimates.
Altogether, the UPND 2022 budget estimates of K173 billion representing a 44.4% increase from the PF’s 2021 budget estimates of K119.6 billion appears to be over blown.

The UPND budget estimate is projected to be 37.1% of GDB . This is ambitious and does not appear to be reasonable at all
Gross International Reserves
The Hon. Minister further informed the nation that they wish to have gross international reserves of not less than three months of import cover in 2022. This compared with the 5.5 months of import cover that the PF had in August, 2021thanks to the US$1.33 billion grant that the country received from the IMF in the wake of the pandemic.

Future prospects

What is shocking is that our successive governments since 1991 appear not to appreciate that for any country to develop and eradicate poverty successfully, it must ensure that in its budgets, it places more emphasis on business investment and expand net export earnings. Even as all our Hon. Ministers of Finance know the most famous equation in macroeconomics: GDP=C+I+G+NX, they lamentably fail to apply this basic formula to our plans. The equation represents the components of Gross Domestic Product of consumption, business investment and net exports which are widely accepted measure of economic activity in a given year.

The 2022 UPND budget estimates has allocated more than 70% of budget expenditure to consumption. This includes the General Public Services Expenditure which will take K86.3 billion i.e. 49.9% of the budget and other expenditure items such as Defence K7.6 billion, Public Order and Safety K3.4 billion, Socio Protection K6.2 billion, Education K18.07 billion, Health K13.9 billion, Housing and community services K2.3 billion and others taking over the big chunk of the budget estimates.

It is advisable that those who are governing us reflect on this and start allocating more resources to business investment and the export sector.

Very little is allocated to the growth areas in this budget. In fact even the K33.7 billion allocated to Economic Affairs section, most of the expenditure there too are consumption oriented. This is true for the FISP that will take K5.3 billion, The Constituency Development Fund (CDF) that will take K3.855 billion instead of the K3.2 billion as wrongly reported in the Budget speech and so on.

The Empowerment funds for SMEs is allocated a meagre K350 million and yet this should be the source of growth of the economy and road infrastructure a paltry K4.9 billion.

Yes, indeed the Hon Minister announced some populist and appeasement programs to please the electorate which are largely good for Zambia such as abolishing school fees, employing more teachers and medical staff and increasing the quantum of CDF.

These are progressive initiatives and observers will be interested in whether these laudable initiatives will be managed effectively, efficiently and transparently.

The Die has been cast. The new government has just cast their economic vision for the country, and we join the many ZAMBIANS in applauding them for the clarity and the direction and the points on which they wish to undergird their blue print for their proposed economic emancipation of the country.

In the Third World and in a country that is economically challenged such as ours, progress can be very slow and frustrating.

Once in a while, however, destiny throws us a lifeline that makes it possible to catch up with what we’ve lost and possibly take a giant leap forward.

That’s the kind of confidence that yesterday’s budget announcement represents.

It is a testament to President Hichilema’s desire to plant the “Seeds of Prosperity” and get the nation back on a long and hard but achievable path to propserity.

It is an answer to many Zambian voices that have worked tirelessly to push for a more decentralised and stimulating economic regime that will place opportunity right back in the hands of many small Zambian Business Houses rather than in the hands of a few foreign entities.

It is a dream come true to many Zambian households whose only real life’s goal has been to see to the education of their children, and yet live through the pain of watching even that slip through their fingers due to no financial resources to send their children to school.

It is a budget that, by increasing CDF to over, 25million, promises to deliver development right where it matters; at ward level and at the constituency, thus giving to the ordinary ZAMBIANS, what they have fought for, for years.

Under this Budget, families everywhere will be able to send their children to school, and allow them to channel the little resources that have into feeding and nourishing their families. With this, millions of our children will get a stronger start to life after their guaranteed Basic Education.

However, we wish to remind every Zambian and the New Dawn government that a vision, once cast, requires a measured, consensus driven, and steady approach to actually implement it successfully.

We therefore, now wait for the implementation of the budget and it is is in fact on this point, among Seven, that we decided as the MMD to partner with and support the UPND in their efforts to improve the quality of life of all Zambiana. One of the Seven Points that we chose to partner with the UPND on is in the area of fixing the economy of the nation and in ensuring that the debt stock is managed effectively. In this regard we are, so far, not dissapppointed with the manner our colleagues have crafted a budget that speaks to these CORE ECONOMIC NEEDS.

We however, are yet to see how this historic budget will encourage sufficient levels of investment in Agriculture, investments in clean, Renewable energy and investment in manufacturing and in value addition on our primary produce. This is what is necessary to place the millions of ZAMBIANS, for years excluded from the narrow and shrinking formal sector back in line to peruse a sufficient and sustainable livelihood in self employment.

As the MMD, we also wish to advocate that this government should relook at the Multi- Facility Economic Zones Act and see how they can be stimulated to be productive in order to start creating employment opportunities for our young people. When properly harnessed, they will create hundreds of thousands of jobs and help us, once again, create industrial towns like we used to have, in the Copperbelt before.

In addition, we also wish to place it on record that while we support the increase in the PAYE exempt threshold to K4,500, the upper band rate of 37.5% for amounts above K6,900 is still too harsh on the employees. It is from this band of workers that Most small businesses in Zambia are supported either directly or indirectly by the working middle class and to Tax them at 37.5% is really to stifle the only sector in the country that is guaranteed to stimulate investment into micro and small business units. We think future budgets should seek to bring this Tax down to not more than 16%

Yes, the New Dawn “Seeds of Prosperity” budget does NOT contain everything that the President promised and that some of us hoped. But that’s the nature of progress in a democracy.

The good news is that it represents a very well thought through and in my opinion, the best chance we’ve had in many years to build on the progress we had made during President Mwanawasa’s administration.

Let is all support it as it can address some of the most urgent and important challenges of our time.

We believe that the fight is long and the fight continues, but today, we can take a momment and pat ourselves on the back on this landmark budget and recognise it as an important step on our long journey to get Zambia where we want it.
