Russian billionaire Roman Abramovich strikes deal with UK Government to allow his sale of Chelsea FC after sanctions

0

Roman Abramovich and the UK Government have reportedly found an agreement to push ahead with the sale of Chelsea football club after he was sanctioned for his close ties with President Vladimir Putin following invasion of Ukraine.

Sportsmail revealed earlier on Friday that Downing Street had opened negotiations with the Russian billionaire’s advisers over the terms of the sale, which he is eager to push through as quickly as possible.

It came after the club were handed a sporting licence to continue with their football-related activities, but any sale of the club was put on hold.

Now according to The Daily Telegraph, the two parties are striking a deal in a major boost to the west London outfit.

The Government regards a quick sale as the best outcome for Chelsea and its fans, but for that to happen Abramovich would have to agree to writing off loans of over £1.5billion without receiving any of the proceeds.

The report is claiming Abramovich has instructed The Raine Group – the American bank that paused the sale after the Russian was sanctioned on Thursday due to his reported links to Vladimir Putin – to continue the process of completing a takeover.

The same outlet also claims a deadline of the end of next week – pushed back from Tuesday – has been set for prospective new buyers’ first bids to be submitted, with Abramovich now hoping for a rapid sale and Raine hoping it attracts more bidders.

However, The Telegraph also add a so-called ‘doomsday’ scenario is also a possible eventuality and could come become reality if Abramovich cannot sell and the sporting licence is not amended to allow more less stringent terms.

British billionaire Nick Candy has confirmed in recent days he is still pursuing a bid for the club.

The 49-year-old property developer is a Chelsea fan, who is planning to attend Sunday’s Premier League home match against Newcastle and has pledged to put supporters at the centre of his plans for the club that will be jointly-funded with American investors.

‘We are examining the details of the announcement and we are still interested in making a bid,’ a spokesperson for Candy told Sportsmail.

‘Clearly this is a time of great uncertainty for all Chelsea fans. In our view no one is the owner of a football club – you are the custodian of it for the fans and the community.’

YOUTH DAY MESSAGE

YOUTH DAY MESSAGE

By Harry KALABA President of DP

Date: 12th March, 2022

As we commemorate this year’s International Youth Day, I want us to take time to reflect on the life of the 4th Republican President, Rupiah Bwezani Banda, who transitioned to eternity on the eve of International Youth Day.

Like many youths of his time, President Banda made himself available to fight for a just cause of liberating Zambia from years of segregation and minority rule. He along with other youths were part of the movement that would eventually liberate this nation and give birth to Zambia on 24th October, 1964.

I want to call upon all the youths to take time and reflect upon a life well lived. President Banda, has had an illustrious career from being a Diplomat, a Member of Parliament, a CEO, a peace mediator and negotiator, a Presidential emissary, a vice President, a Republican President and more importantly a father to many children.

While all these roles carried with them an aura of prominence that would have demanded of one to move with pomp, President Banda chose to walk with humility and meekness. Such is a life worth emulating.

As we join the rest of the world in commemorating this important day, I encourage you to take some time to reflect on the lifestyle that many freedom fighters like President Banda lived by setting aside personal happiness and satisfaction to focus on the political liberation of their country.

Today you have a choice to make as youths. You have a choice of deciding to bring about economic liberation by ensuring that you take responsibility for building a Zambia that you want to see based on your individual and collective aspirations of making this country a rich and prosperous Zambia.

That Zambia will not be given by those who bask in the comfort of lofty opulence but by those who are ready to walk away from comfort in a quest to raise the standard of their beloved country.

Like the youths of old, who brought us political freedom, I am ready to walk with you shoulder to shoulder in our quest to fight the shackles of poverty as we seek to bring about economic freedom. You are the resource that this nation needs to transform itself into a food basket of the region. It is not empty political rhetoric and promises that will bring about transformation of this nation into its deserved image and awaited position of an African economic giant.

Indeed, true to the theme of the just ended Indaba, youth participation in all levels of national development is key and in the DP participation by youths means giving youths the opportunity to lead. With its youthful population, Zambia has the greatest potential to enhance its productive capacity. And yet this youthful resource capable of bringing economic transformation has been relegated to being a tool for political expedience.

Let us take that collective responsibility of co-creating a Zambia that our forefathers envisioned as they sought to wrestle for political freedom in the 1960’s.

May we remember our forefathers with a renewed resolve and passion to take back the nation from those who seek public office to embellish their insatiable appetite for ill-gotten wealth in the name of providing public service. Let us champion the cause of an equitable and just Zambia for all.

Let’s Believe Again!!! Happy Youth Day and God Bless you.

Did You Know That RB Once Ruled Namibia?

0

DID YOU KNOW THAT RB ONCE RULED NAMIBIA?

Rupiah Banda is indeed a solid diplomat with vast experience of managing conflicts and running countries. The man possesses such an admirable CV but he, unlike some people, never boasts about it. Why don’t people like RB write autobiographies or just memoirs?

How many Zambian for example know that Mr Banda was in charge of Namibia for many years while the liberation movement of that country SWAPO led by Sam Nujoma battled colonialists in the bush?

The United Nations Council for South West Africa (later renamed the Council for Namibia) was established in 1967 as the legal Administering Authority for the Territory until independence.

The UN had terminated South Africa’s mandate over Namibia in 1966. In 1971 the International Court of Justice ruled that the continued presence of South Africa in Namibia was illegal and as a result South Africa was under obligation to withdraw its administration from Namibia immediately and thus put an end to its occupation of the Territory. But South Africa refused to withdraw, and SWAPO had to continue its struggle for independence.

For many years, Rupiah Banda was the president of that United Nations Council on Namibia which was effectively the government of Namibia while the matter of South Africa’s disputed mandate over the territory was being resolved.

The Council was dissolved in 1990 following the independence of Namibia. All activities in Namibia that time had to be authorised by RB

On May 23, 1975, Mr Rupiah Banda had this this to say:

“The United Nations Council for Namibia would like to seize this opportunity on African Liberation Day to pay special tribute to those African patriots who have paid with their lives in the struggle for freedom in Angola, in Guinea-Bissau, in Mozambique and indeed in other areas where the struggle has been particularly adverse, and the sacrifices have been particularly high. The strength of the freedom fighters in those African countries deserves our total admiration. Indeed, the recent victories that have been achieved in Angola, Guinea-Bissau and Mozambique and elsewhere have shaken the very foundation of colonialism and satellite imperialism in Southern Africa. It is through these victories and the stalwart struggle of the liberation movement in Zimbabwe, in Namibia an din South Africa itself, that the end of the long road to total freedom has been brought measurably nearer.

“The time has come for the minority regimes in southern Africa to realise that the freedom of the African majority in Zimbabwe, in Namibia and in South Africa cannot be suppressed for much longer. The international community should now, more than ever before, exert pressure so that the minority regimes will transfer power to the indigenous majorities. Nothing short of that can be acceptable.”

Yet, RB rarely talks about such huge assignments and responsibilities he has undertaken.

Only a few know that Rupiah Banda once ruled Namibia

[By Michael B Munyimba]

By the time you are reading this today, July the 7th, KK will have either been buried already, or about to be.

What a solemn period this past month has been for Zambia, Africa and the world! Not only did Zambia lose its first president but several important people too, such as Chief Justice Irene Mambilima, former minister in the Chiluba era Newstead Zimba and other senior guys in government. This sparked all sorts of whispered speculation in dark corners ati ‘Tiyende Pamodzi’, thus changing the original meaning of KK’s slogan to imply ‘mass exodus’ to the grave in escort of a ‘king’ that had died. I am sure you know what I mean.

But, of course, when a giant tree such as KK falls, you expect all kinds of blubber from people, perhaps due to the state of shock they find themselves in. The man was far from ordinary, most people described him as being bigger than life itself. He had transcended beyond the beacons of fame and greatness, and news of his demise became almost unbearable to all of us.

As we put the old man to rest ending the 21-day mourning period, we can only say, go well KK! And thank you Colonel Panji for allowing his remains to be flown to all provincial centres for the country to bid him farewell, though there were speculations that he, Panji, had a physical clash with one of his younger siblings who did not append his signature to that idea. But well, whether that is true or not, it seems the Colonel ‘won’ that fight, as we all saw the whole transition run successfully to the end.

Now, sadly, barely a day after his passing, some unscrupulous individuals found it amusing and began posting false information about other important people they claimed had also passed on. And among them were Fisho Mwale and former president Rupiah Banda. The rumours were so bad and had spread like wild fire on social media. The two actually had to come on national television to dispel the rumours and assure the nation that much as they may be ailing, they are still alive and kicking.

It is, indeed, very disheartening to note that we have in our midst some dysfunctional mindsets that find joy in abusing social media and take pleasure in wishing others dead. Why would a normal person do that? People such as Rupiah Banda are important national trophies, and as such, should be loved and honoured and wished long life; and not wishing them dead.

It is against that backdrop that I saw it imperative to pay tribute to president Rupiah Bwezani Banda, reminding my readers of the significance of this noble man by excavating some of the great works he did for not just Zambia, but the region at large. This is with the hope that this will teach these people that they are playing with fire. And that they should no longer stoop so low next time, and that perhaps they will learn to treasure and appreciate our heroes.

One of Banda’s greatest hallmarks was when he was made president of what was called the United Nations Council for South West, which later became United Nations Council on Namibia in 1974, which was effectively the government of Namibia. He was practically in charge of Namibia for several years while the liberation movement of that country, the South West African People’s Organisation (SWAPO), led by Sam Nujoma battled South African Boer colonialists in the bush. This he did while the matter of South Africa’s disputed mandate over the territory was being resolved. All activities of that country during that period had to be authorised by RB. The council was dissolved in 1990 when Namibia got independence.

So, in other words, you could actually say that our own RB was once ‘president’ of Namibia. What a trophy for Zambia! And thanks to KK who is believed to have recommended him to the council. How many politicians have ever been granted such a mandate in a foreign country? None. And for those who may not know, let me just shade a bit of light on this iconic hero who held several important posts in and outside Zambia, including ministerial ones such as foreign minister and lands minister.

He was born in Zimbabwe on the 19th of February 1937 and was Zambia’s 4th president. Banda was UNIP’s representative in Northern Europe in the early 1960s, and in 1965 he was appointed as Zambia’s ambassador to Egypt. He was also appointed ambassadar to the United States on the 7th of April 1967 where he served for two years. Banda later returned to Zambia as chief executive for the Rural Development for about two years and subsequently as general manager for the National Agriculture Marketing Board (NAMBOARD).

He was also permanent representative to the United Nations and was later appointed minister of foreign affairs. Banda was also given the task of trying to broker a cease-fire in Angola. He was also member of parliament for Munali in 1978 and on October 9, 2006, he was appointed the country’s vice-president by late president Levy Mwanawasa.

Prior to the planned summit of the Southern African Development Community (SADC) in August 2007, RB was sent by Mwanawasa to improve relations with neighbouring Zimbabwe following the latter’s criticism of then president Robert Mugabe. He finally took over from Mwanawasa as president of Zambia in September 2008 after the former died in Paris while on official duty.

So, that’s the summary curriculum vitae of a man some lunatics take for granted. Let’s honour our heroes while they are alive. RB is a legend with one of the best biographies on this land. That’s why Mwanawasa honoured him together with KK. In fact, now with the demise of KK, RB remains as the father of Zambia. Long live RB and go well Dr Kaunda!/EC

RUPIAH BANDA DEATH: A Funeral for all Zambians

RUPIAH BANDA DEATH: A Funeral for all Zambians

TWENTY DAYS after turning 85 years old on February 19, Rupiah Bwezani Banda, an out and out public servant, has died at his home in Makeni area, Lusaka.

But why was he a public servant? He is a former everything one can do for their country, at least in as far as the political realm can offer.

Banda, born on February 19 at Gwanda in Southern Rhodesia – present day Zimbabwe – in 1937, is the former Ambassador to the United Arab Republic (present day Egypt), former permanent representative to the United Nations (UN), former Ambassador to the United States (US), former Munali Constituency member of parliament (1978 – 1983), former Lusaka governor, former Minister of Foreign Affairs, former Minister of State for Mines, former general manager for National Agriculture Marketing Board (NAMBOARD), former chief executive officer for the Rural Development Corporation, former Republican Vice-President (October 9, 2006 – November 2, 2008) and former Republican President (November 2, 2008 to September 23, 2011).

Going by the rich public service pedigree to his name, it should surprise nobody now that Banda ended up as Zambia’s fourth president.

It would seem that RB, as the octogenarian deceased was fondly referred to, was called, from his youthful days, to render public service. He undoubtedly responded to that call and served with diligence.

Banda was not a wayward politician; he had a decent educational profile.

He was a graduate of Lund University of Sweden, where he obtained a degree in economics.

According to President Hakainde Hichilema, who officially announced the death of Banda on ZNBC TV, the fourth president represented the highest form of patriotism. True!

To those in the upper echelons of the Zambian society, Banda was an outright patriot, cushioned by an overwhelming public service record.

But to the common person on the streets of towns and in the outskirts of the country, Banda was simply a jovial and tolerant person.

During his three year presidency, Banda was referred to as the President for all Zambians.

Today , he is no more and there is justifiably a funeral for all Zambians.

This is it; Rupiah Bwezani Banda is dead and eulogies from all parts of the world are pouring in.

Banda leaves behind a wife, Thandiwe and children.

Banda becomes the fifth former Zambian Head of State to die joining Levy Mwanawasa, Fredrick Chiluba, Michael Data and Dr Kenneth Kaunda leaving Edgar Lungu as the only surviving former president.

On his death, Zambia’s prominent human rights defender Laura Miti wrote; The death of President Rupiah Banda feels like being orphaned or when the last of your parents siblings die. The last elder statesman former President. What a vacuum! Who will be the adult in the room when the children fight”.

ECZ Should Postpone Nominations For Upcoming By-elections- Sean Tembo

ECZ SHOULD POSTPONE NOMINATIONS FOR UPCOMING BY-ELECTIONS

By Sean Tembo – PeP President

1. Good morning fellow citizens. It is indeed a very sad day, having lost our 4th Republican President Mr Rupiah Bwezani Banda last evening. President Banda was not just a luminary of this nation, but of the region and the world at large. As far as good men come, he ranked at the top of the spectrum. Always jovial, always cracking a joke, always attentive in listening, always speaking his mind, always kindhearted. If you visited him at his home during his retirement, he always made you feel welcome, always offering you something to eat every few minutes. Indeed, he was a great man. Zambia has lost and heaven has gained an angel. May His Soul Rest In Eternal Peace.

2. This brings us to the issue of the impending round of by-elections for Mongu Mayor, Katimba Ward in Monze District as well as Lukutu Ward in Luwingu District of Northern Province. The Electoral Commission of Zambia has scheduled this coming Tuesday, 15th March 2022 as the date for filing in of nominations. We strongly feel that ECZ should consider postponing the nomination day to a later date for two reasons.

3. Firstly, we are in a state of national mourning for our 4th Republican President and it wouldn’t be appropriate for the nation to start playing politics in the middle of such mourning. Besides, ECZ has plenty of time at its disposal to conduct these by-elections at a later time. Out of the 90 days within which ECZ must conduct elections after the declaration of an electoral vacancy, they have exhausted less than 15 days. We are fully aware of the fact that ECZ is one institution that often mistakes arrogance for integrity. They often think that when they are arrogant, then they will portray an image of high integrity. That is an absolute misconception. Arrogance and integrity are two totally different attributes, and in the case of ECZ, they have an abundance of the former and a deficiency of the later. In this instance however, we are hopeful that they will put their arrogance aside and consider rescheduling the nomination day for upcoming by-elections until after the national mourning of our 4th Republican President.

4. Secondly, we are aware of the fact that the Mongu mayoral seat was declared vacant and ECZ announced a by-election barely a week after the tragic demise of the former mayor in a road traffic accident. We know that the ruling UPND and ECZ are playing some kind of political game here by announcing the by-election so quickly and catching everyone in the opposition by surprise, but l personally feel that it was insensitive to the family of the late Mr Nyambe Matakala, the former mayor of Mongu. You see, when a person dies tragically such as in an accident, the pain on the family is far greater compared to if the person was unwell for some time. Therefore, ECZ should have allowed the family to finish mourning by giving them at least 3 weeks before allowing nominations and other by-election activities to commence. It is absolutely inconsiderate to the family to see people campaigning and singing songs as they try to replace their dearly departed relative at the office, barely days after the burial of their relative. I was going to raise this issue earlier, but l decided it would be a waste of time bearing in mind the well-documented arrogance of ECZ.

5. In the interest of humanity, let ECZ postpone the by-election nominations that were scheduled for this coming Tuesday.

Rest In Peace RB

RB larger than life

0

By Brian Mulenga

MOST Zambians of a certain age only got to know Rupiah Banda when he came out of retirement to become Vice President under Levy Mwanawasa and subsequently rose to the position of President.

However, RB was a very prominent person in Zambia and very famous too in the UNIP era. He was always a larger than life character and was the more sophisticated side of the UNIP government of KK.

Everyone has heard of the very young Vernon Mwaanga becoming a diplomat in his early 20s. Well VJ was just part of a group of young men who were like KK and UNIPS diplomatic secret service.

RB knew everybody. When he was a student in Sweden he organsied scholarships for other students from Zambia, Zimbabwe and other African countries.

For instance, Sidney Sekeremayi, a man who was to be a minister in Zimbabwe and was in every cabinet from 1980 to 2017 and who had a fearsome reputation like Emmerson Munangagwa aka the Crocodile was a beneficiary of Rupiah Banda’s efforts to help African students. He became a lifelong friend of RB’s.

The group of these UNIP Young Stars so to speak included Mark Chona, Vernon Mwaanga, Rupiah Banda, Moto Nkhama. This group was to form Zambia’s Foreign Policy for the period 1964 to 1974 and were the backbone and creators of the Zambian Foreign Service.

RB for the first 5 years or so after Independence served abroad as a diplomat and Presidential trouble shooter.

When RB came back to Zambia, he served in several parastatals and other political posts, but he also went into business.

The first locally owned bank, Africa Commercial Bank, was created by RB and as a major shareholder and director was to remain in operation for a decade before failing to due to contagion. When another bank called CAB collapsed amongst rumours of shady deals in the confusion a run developed against ACB and it too had to close its doors as depositors fled!!!

RB was the most fanatical soccer fan amongst the political elite of the 1970s. He had a group called Bola Bola and organised high profile groups to cheer Zambia in their matches abroad.

The Bola Bola group using personal funds would charter a plane and bring friends along and fly to wherever Zambia was playing. That they could charter a whole Boeing 707 and carry up to 200 fans was a testimony to their financial muscle !!!

RB was also a staunch City of Lusaka fan and through City of Lusaka, was to be a member of several FAZ Executives. He was FAZ Vice President at one time and was in several FAZ Executive Committees.

One incident sticks in my mind when he was FAZ Executive Committee member. AT the time my father was also in the FAZ Executive Committee.

After a Zambia game, he and my father decided to go to the team base and congratulate the team.

We drove to Andrews Motel along Kafue Road. My father had bought a piglet, four crates of Mosis and an assortment of spirits. RB showed up a few minutes later with his son Nenani. He proceeded to write cheques for each of players. K500 each if I remember correctly.

A lot of money at the time because it was like the salary for a Graduate Engineer in the mines. I still remember feeling rather sheepish that RB really outdid my Dad.

The captain, Jones Chilengi, gave a speech, thanked RB and my father for the gesture, and proceeded to open the first bottle of Mosi and baptised one of the players with it!!!

A few minutes later other FAZ Exco members also arrived with tokens of cash and drinks and so on and a party developed. The FAZ Accountant and a lady who worked for years at FAZ called Ms. Molly Ngambi, also arrived and they proceeded to pay the players their official match bonuses.

By that time the piglet was being was being demolished and drinks were flowing!! Mr. Hadjipetrou the owner of Andrews Motel also passed through to congratulate the players. He did not seem mind that an impromptu party with drink brought from outside had developed by the poolside in his motel.

The incredible thing was all the players knew RB. All of them chatted freely with him even the rather quiet and shy Alex Chola!

Another incident I remember, which showed the character of the man was when then Sports Minister General Kingsley Chinkuli dissolved the FAZ Executive by decree.

My father was in the FZ Committee dissolved. It just so happened we ran into General Chinkuli along Kafue Road near the junction going to Monty’s bar a hideout the day after it had been announced.

My old man got out to chat with General Chinkuli. The main topic was the dissolution of FAZ. My father had been his house captain and senior at Munali and would always call him, “Mwaiche Kingsley”.

After a few minutes who should stop and join the conversation? RB. Eventually a whole group of cars was stopped by Monty’s turn off and a group of Who’s Whos in Lusaka were deep in conversation by the roadside. There was Mr. Kailimina, General Manager National Milling, Mark Chona Special Assistant to the President and several others. The center of it all, RB.

RB was also the man behind the rise of Lottie Mwale. After Lottie Mwale had won everything there was to win as an amateur except for Olympic gold, he turned professional. RB managed Lottie’s career.

With John Mwale the wrestler, cabaret star and MC extraordinaire, as his PR manager, RB proceeded to launch Lottie into stardom. He even gave a name for Lottie Mwale’s thunderous knockout punch and called it the Nuclear Power Packed Punch.

In a blaze of publicity and in conjunction with two Nigerians Gibson Nwosu as the promoter and Enock Ndu Eneke as trainer Lottie proceeded to demolish all his opposition. RB talked up Lottie and was always present at his victories. His sports promotion company was in the thick of things.

RB was involved even in the first football transfers to Europe in 1985 and 1986 and several Zambian players to Belgium. This included Kalusha Bwalya, Charles Musonda, Stone Nyirenda, the Malawian Frank Sinalo and others.

On the political side RB was Lusaka Governor and Munali MP. He was to figure in a rather curious episode. He was the MP, political heavyweight and Presidential confidante who lost an election to a political novice. A Secondary school headmaster, Mr. Simeon Kampata of Munali Boys Secondary School decided to stand as Munali MP.

In a David vs Goliath episode, the headmaster won!!! With a campaign team very low on resources but bolstered by his pupils at Munali who campaigned very hard for their Headmaster, Mr. Kampata against all odds beat the famous incumbent Rupiah Bwezani Banda.

When Zambia became a multi-party state, Rupiah Banda stayed loyal to UNIP and managed by hard work to preserve Eastern province for UNIP. Unlike most of his peers who changed sides and joined MMD, he stayed loyal to UNIP.

This too had its consequences. RB was detained by FTJ without trial. RB fought his detention and eventually won damages against the state. He was never compensated for a long time in a show of spite. He was only paid his damages much later together with other FTJ era detainees like Dean Mungomba.

By this time, RB had faded out of the limelight and was going through hard times on the business front and politically. He lost his wife and that blow devastated him.

He retired to the farm in Eastern Province near Chipata. To Chipata residents, he was a familiar sight having a cold Mosi at a local pub or inviting old friends for a braai or playing nsolo with friends. Then Levy Mwanawasa came calling and then began the second round of fame and fortune of Rupiah Bwezani Banda.

KCM LIQUIDATION DRAMA: AN INSULT TO OUR COLLECTIVE INTELLIGENCE

Ba UPND Government have one big problem: failure to heed to advice from opposition. And this mischief will cost the party and its government dearly in days to come.

Besides on the issue of cannabis and industrial hemp, we have advised them several times on what to do with the KCM liquidation and Mopani recapitalisation, but they have taken an aloof position, which ultimately will surely be costly.

Let’s take an example of KCM. We advised them publicly that the solution is as simple as President Bally directing ZCCM-IH Board Chairman to withdraw the liquidation process from court.

It is simple as filing a one page notice of discontinuance and a series of abandonment of appeals, and that is it. With an efficient lawyer, it takes less than twenty minutes to draft the notices, and no cost of filing, and that is it.

For, as I have stated several times before, the so called liquidation of KCM, in the current form, is an insult to the intelligence of all Zambian. Through ZCCM-IH, we Zambians have employed Milingo to be in custody, and if need be sale our assets at KCM. And in the processes, we have accussed him that he is a thief; that he has stolen; and we even know the amounts; and we reported him to the Police, who in turn effected an arrest; and we have presented him to court; and whilst the matter is in court, we discover that actually more money was stolen: and we add more charges of theft to the docket; and he continues being in custody of our assets, and selling them while appearing in court. If this not foolishness on our part, then what is it?

For no sane person can continue entrusting vital assets into the hands of sales person who he accuses to be a thief, and is appearing in court.

Instead of UPND government heeding to our advise of abandoning the liquidation court case altogether, they used an untenable route of appointing a receiver while maintaining the liquidation in court.

This what is called wanting to eat with both hands. It is indeed an insult to our collective intelligence.

Now, lawyers to KCM liquidator, Makebi Zulu Advocates, have dismissed assertions that Mr. Milingo Lungu is no longer the Provisional Liquidator by virtue of appointment of a receiver.

In a letter dated 11th March 2022 written to the Administrator General and Official Receiver, Natasha Nsanta Kalimukwa, Makebi Zulu Advocates, stated that her office does not posses such authority and her action stands in contempt of court.

You see how foolish we all collectively look now owing to UPND Government failure to heed to our honest advice ? SMH.

CELEBRATING THE BIG FIVE – LEGACY’S TO FOREVER CHERISH

CELEBRATING THE BIG FIVE – LEGACY’S TO FOREVER CHERISH

11 March, 2022 (SMARTEAGLES)

Kenneth David Kaunda – The Foundation

He led the foundation and today we are free independent and are proud. He welcomed all. Most of all he was a brothers keeper. During his 9,860 days in office from 1964, Kenneth Kaunda fought for majority rule of his neighbours, hosting the headquarters of the ANC and SWAPO in Lusaka and after losing elections in 1991 he left office graciously and became a campaigner for HIV and youth engagement. In 1960 Kaunda took over the leadership of the United National Independence party (UNIP) and it swept to victory in the independence election of 1964, ending Zambia’s legal status as a British protectorate. Almost immediately, Kaunda was confronted by the white Rhodesian rebels’ unilateral declaration of independence on 11 November 1965.

Fredrick Titus Jacob Chiluba – The Nations protector.

The one who knew the importance of God and declared Zambia a Christian nation. His faith as a Christian was never questionable. He never failed to call on God at any time. His legacy was powerful as he ushered in multi-party rule in Zambia. A former trade union leader, President Chiluba gained reputation as a champion for workers’ rights. As member of the then established Movement for Multi-Party Democracy (MMD), President Chiluba led the struggle to end one-party rule. In 1991, President Chiluba won the country’s first multi-party elections to become Zambia’s second president since independence.

Levy Patrick Mwanawasa – The Ruler by the Book.

He was what it meant to be a leader who was selfless. Mwanawasa was a favourite of the International Monetary Fund and other Western donors who extended billions of dollars in debt relief in the wake of his crackdown on government spending and launch of a massive anti-graft drive. And legacy was premised on economic and governance. During his public service President Mwanawasa was credited for the campaign against corruption. From a governance perspective, Zambia’s image improved on the international stage due to the stance taken by President Mwanawasa to prioritise the fight against corruption.

Rupiah Bwezani Banda – The Free Spirited The President for all Zambians.

The darling of the Nation who made the nation laugh with his Eastern sayings and chimbuya with then opposition leader Micheal Sata. During his reign Zambia’s economy expanded, mainly on the back of rising copper prices and a surge in Chinese investment. As president he focused on the economic development of Zambia and played a key role in promoting trade with other countries. He had been a successful businessman before he plunged head on into politics and his business acumen helped him in rejuvenating trade and industry in Zambia

Michael Chilufya Mwango Sata – The Nations favorite King Cobra.

The one who came with an iron fist the King Cobra. He was Gravelly-voiced as a result of years of chain-smoking, but he was a seasoned and astute politician. Zambians loved him. And yes he a charismatic and witty speaker. Even after losing thrice the King Cobra was never aggrieved by the election results, He went against his self-interest by stopping his supporters from rioting because a loss of an election is not worth plunging the country into chaos or shedding blood for. He demonstrated his magnanimity and patriotism to the country. In 2008, Mr Sata again demonstrated his humility and magnanimity when he took a bold step to reconcile with then head of State Levy Mwanawasa. He demonstrated that it does not matter where one stands. If one is genuinely sincere in making peace, it can be done. His legacy was premised on infrastructure development because he believed that Zambia to attain outmost transformation we needed to develop our infrastructure which included Schools, Universities, Hospital’s, Airports and Road as he believed that Zambia should be linked and the link Zambia 8000 was born. Today, because of his continued legacy we can see what he wanted.

These are big five the ones Zambians hold dear they May been gone but their various contributions to the Development of Zambia is appreciated today.

“I was told by one of the officials and someone sent me a WhatsApp to show me that ‘you will be alone if you continue to support the president. You will be a pawn’,” he said.

Featuring on MUVI TV’s The Assignment programme on Sunday, Mutale said because of this and other factors, the party could not be rebranded in its current form.

“The attitude and the character that we are portraying, we behave like we are still in government. If you ask me, we have not changed at all. We have not moved at inch. Actually, we are even sinking because of the utterances and attitude which does not reflect on the party rebranding,” he said.

“We have remained a distraction to each other. We have remained arrogant. We need to reform as a party. I was denied the resource to mobilise the party. We have carried a non-rebrandable team which is advocating in front. We are saying, ‘let’s rebrand the party’, but non-rebrandable members have continued shielding the party. Transparency is not what the party stands for. We cannot rebrand at the stage we are. We need to reform. We had no interest of the party and of the president. The party had so many confusions which I cannot say because it would embarrass my party.”

Mutale further said the PF should ensure the presidential choice involved the people’s voice and choice.

He charged that a certain leadership group within the party had a goal to ensure former president Edgar Lungu did not win the general election.

“There is need to realign the party as it has total confusion and need to be united. The party needs to change the notion of behaving like they are still in power when they are not. It has always been disgruntled. Each one for themselves. We are arrogant and we have not accepted defeat,” said Mutale.

“People had personal interests and not interests of the president or the party. What we promote as members is the president, but it was not what was happening. It was parallel. I will give you an example, I went on a campaign trail and our own official members told members not to listen to me. They only had one goal, to reject president Edgar Lungu. I was told by one of the officials and someone sent me a WhatsApp to show me that, you will be alone if you continue to support the president. You will be a pawn. I looked at it and I was not bothered because the president was a president of the party.”

Farm caretaker commits suicide after murdering his wife and his employer’s wife

A 30 year caretaker of Kashaita Village of Chief Mukungule’s Chiefdom in Mpika District of Muchinga Province has committed suicide three days after allegedly murdering his wife and his employer’s wife.

Muchinga Province Deputy Police Commanding Officer Lucky Munkondya who confirmed the incident in an interview named the caretaker as Morris Mwansa, who she said took his life by hanging himself in his in-laws’ house at Kashaita Village between mid-morning and this afternoon.

“ The deceased has been on the run after allegedly murdering his wife Memory Bwalya ,31, of the same village and Catherine Ngoma, 45 , of Farmers Training College (FTC) Compound, “ she said.

ZANIS reports that Ms Mukondya in an interview that on 8th March, the deceased allegedly killed his wife Memory Bwalya with an axe thereby causing sever bodily injuries.

He later on proceeded to allegedly murder his employer’s wife Catherine Ngoma with an axe leaving deep bodily cuts, too.

Facts of the case are that the employer and owner of the farm, Kenny Shakalima, 51, of FTC expressed his concerns with his now deceased employee’s work culture.

The Deputy Commander narrated that at one time Mr. Shakalima visited the farm and found his caretaker, now the deceased, in a drunken stupor which made him upset and impulsively told him (Morris Mwansa ) that his services where no longer needed at the farm.

“ This news did not sit well with the care taker who later narrated everything to his wife which resulted in a heated argument and he later left the house to go and drink alcohol, “ she said.

Upon returning from a drinking spree, the deceased met his wife and axed her to death at his matrimonial homer after which he proceeded to axe his employer’s wife Catherine Ngoma who was busy at the crop field at the time.

The Deputy Commanding Officer said it is unfortunate that just when police were closing up on the suspect of the two murder cases, he has taken his life.

Police said bodies of the two murdered women were after postmortem buried this morning while the suspect’s body has been deposited into Mpika Urban clinic mortuary awaiting postmortem extermination and burial.

Nicki Minaj says that jokes about her body by rapper Lil Wayne influenced her decision to get butt injections

0

Nicki Minaj says that jokes about her body by rapper Lil Wayne influenced her decision to get butt injections. Appearing on ‘The Joe Budden Podcast’, Nicki says that at the start of her career, Lil Wayne often teased her about having a small butt while hanging out with him.

“Social media was just beginning when I started so I was a lot of people’s guinea pigs,” she says.” I was one of the first people to be shitted on on the internet. It wasn’t acceptable to have surgery at all or anything. At that time, I had never had surgery. I had ass shots, which, to this day, I realize even with me not consulting with anyone to do something like that, how insane that was.”

“And actually what happened was I kept on being around [Lil] Wayne and them. At that time, you know Wayne, he’s always talking about big booties. Wayne would have a new chick in the studio every session.”

The Supa Bass rapper says that as these jokes about big butts went on and on, she was pushed to enhance her figure.

“I think Wayne, I think they said stuff sometimes jokingly but to a young girl or up-and-coming rapper or anything like that, when it’s from someone like Lil Wayne, it matters. Even if they’re joking, they don’t know that the person that is there in that room with them is not finding it funny.”

Nicki has admitted that she got butt shots, but in a 2013 interview with Extra, she denied having surgery on her face.

“I’ve never had surgery on my face,” she said. “When people see my makeup, they think all types of crazy things that I’m doing to my skin, but it’s makeup.”

The cosmetics and beauty industry might be cashing in big on products that leave women feeling and looking good, but one of the not-so-glamorous aspects of it all is the impact it has on thousands of women around the world.

Several products are launched day and night, all trying to outdo each other to give women that perfect look when stepping out. In recent times, butt augmentation has turned out as the most popular surgery for women seeking the perfect body shape. Doctors have shared harrowing details about the dangers and effects of butt augmentation but the procedure is still prevalent.

Anonymous hacks the Russian media censorship agency and releases 340,000 files in response to reports that Moscow is attempting to cut the country off from the internet

0

Anonymous has hacked into Russia’s media censorship agency and released 340,000 files in the latest attack to undermine Vladimir Putin President Putin’s war propaganda campaign.

According to Mail Online, the hacktivists broke into the Roskomnadzor federal agency to steal the classified documents which they then passed on to transparency organisation Distributed Denial of Secrets (DDoSecrets), who published them online.

The trove of 820 gigabytes of emails and attachments, some of which are dated as late as March 5, show how the Kremlin is censoring anything referring to their brutal invasion of Ukraine, which Moscow is instead calling a ‘special military operation’.

The Anonymous hacker said they ‘urgently felt the Russian people should have access to information about their government’, DDoSecrets said. The files relate to the Russian republic of Bashkortostan, one of the largest in the federation with a population of four million.

Roskomnadzor, which oversees mass media in Russia, restricted access to Facebook and Twitter before blocking them and also threatened to cut off access to Wikipedia, due to its article on the invasion.

On February 24, the agency ordered all media outlets to only use official, state-sanctioned information sources or face severe punishment for spreading ‘fake news’.

The words ‘war, ‘invasion’ and ‘attack’ were all banned from use when describing Russia’s military actions in Ukraine.

Earlier this week, Anonymous claimed to have hacked into Russian state TV to air footage of the war in Ukraine.

The hacking collective said it targeted Russia 24, Channel One, and Moscow 24 to show the realities of the savage invasion.

The hackers said they are taking part in the ‘biggest Anonymous op ever seen’ in their take-down of Russia.

Part of the footage aired on Russian TV included the message: ‘ordinary Russians are against the war’ and urged them to oppose the invasion.

And last week, the hackers claimed to have shut down Russia’s space agency so Putin ‘no longer has control over spy satellites’.

It comes after reports that Chinese telecoms giant Huawei ‘rushed to Russia’s aid’ to fend off Western cyberattacks.

Reports in China say the tech giant, which has several offices in the UK, has been helping Putin’s efforts to stabilise Russia’s internet network.

‘Putin has made gross miscalculations which will lead to his downfall’ – Former UK spy Christopher Steele says

0

Russian president, Vladimir Putin has ‘overreached’ in his invasion of Ukraine and the ‘despicable operation will lead to his downfall’, Christopher Steele, the former head of Britain’s spy agency, MI6’s Russian division has said..

Christopher Steele, who was a member of the British secret service for over 20 years and led MI6 operations in Russia from 2006-2009, said Putin will never be accepted back into the international community and due to the crippling sanctions on him and his country, his regime will ultimately collapse as a result.

‘I don’t see him surviving this in the long term. I think we’ve gone over a watershed here,’ Steele declared in an interview with Sky News Thursday evening, March 10.

‘An operation on this scale is really beyond Russia… I think there are several gross miscalculations here by Putin.’

In the two weeks Russia has suffered losses but Ukraine is now a shadow of itself as a result of the Russian assault. However, on Friday an attack on Kyiv was repelled by Ukrainian forces who successfully pushed back the invaders’ advances towards the capital from the west and east, inflicting heavy losses with an artillery ambush of Russian armour outside Brovary, east of the capital, and killing a high-ranking commander in the process.

Despite Ukraine’s success so far in preventing occupation, Steele warned that the slow progress of Russian troops thus far could result in Putin ordering more violence and ‘indiscriminate killings’ in the short-term.

Steele added that Putin’s dictatorial leadership style may contribute to his eventual downfall, saying as regular Russian citizens and oligarchs suffer from sanctions, his chances of staying in power will only increase.

‘One of the problems is, when you run an authoritarian regime like he does and you don’t welcome criticism or debates within the leadership, then you end up with bad advice and hearing the things you want to hear from your advisors.

‘As people’s living standards start to fall, they will be increased protests on the streets of Moscow, St. Petersburg and other cities. And I think that will play in to probably an elite attempt to remove Putin in due course.’

‘As the Russian army becomes bogged down, more desperate, and clearly not realising its objectives militarily, you’re likely to see more indiscriminate killing and bombardment and possibly the use of a [chemical] weapon,’ Steele said.

The warning comes after the city of Mariupol in the south of Ukraine saw its maternity hospital targeted in an airstrike on Thursday March 10, after the metropolis had already endured 10 days of bombardment with its citizens largely cut off from water, power and humanitarian aid.

Joe Biden warns Russia will pay a ‘severe price’ if it uses chemical weapons in Ukraine

0

US President, Joe Biden has warned that Russia will pay a “severe price” if the country uses chemical weapons in Ukraine.

His warning comes after White House press secretary Jen Psaki said on Wednesday, March 9 that Russia could use chemical weapons in Ukraine or manufacture a “false flag” operation that uses them.

Reacting to what she called false claims from Russia that the US is developing chemical weapons in Ukraine, she tweeted, “Now that Russia has made these false claims, and China has seemingly endorsed this propaganda, we should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them. It’s a clear pattern.”

She also noted Russia’s “long and well-documented track record of using chemical weapons” as well as its pattern of “accusing the West of the very violations that Russia itself is perpetrating.”

The US government has in the past said that the Russian government used chemical weapons in both the 2020 poisoning of Russian opposition leader Alexey Navalny and in 2018 against Sergei and Yulia Skripal in England.

“I’m not going to speak about the intelligence, but Russia will pay a severe price if they use chemicals,” Biden told CNN’s Arlette Saenz on Friday.

Additionally, the US has said that Syria’s Bashar al-Assad, whose regime is supported by Russia, has used chemical weapons on its people dozens of times during the war there.

When asked about her tweets, Psaki said;.

“Well, they have a large biological and chemical weapons program. So it’s a pattern, but they also have the capacity. While I’m not going to get into specific intelligence, we look at all of those factors,” Psaki told reporters.

She continued, “So the objective (of the tweets) was to make clear the inaccuracy of the information and the misinformation they’re trying to put out and make clear to the world that they not only have the capacity, they have a history of using chemical and biological weapons, and that in this moment, we should have our eyes open for that possibility.”

There is no honour in cadrerism that leads to violence…to those who want to commit these crimes, YOU’RE ON YOUR OWN- President HH

MADAM SPEAKER,
THE NATIONAL VALUES AND PRINCIPLES, AS ENSHRINED IN ARTICLE 8 OF THE CONSTITUTION, ARE:

AS THE NEW DAWN ADMINISTRATION, WE RECOGNISE THE IMPORTANCE OF THESE NATIONAL VALUES AND PRINCIPLES IN SHAPING OUR INDIVIDUAL AND NATIONAL CHARACTER.
AT INDIVIDUAL LEVEL, THEY SHAPE THE MORAL FIBRE FOR PERSONAL DEVELOPMENT.
AT INSTITUTIONAL LEVEL, THEY GUIDE IN DECISION MAKING AND IMPLEMENTATION OF POLICIES.
. AT NATIONAL LEVEL, THESE VALUES AND PRINCIPLES ARE AN IMPORTANT MORAL COMPASS.
THEY PROMOTE HARD WORK, ACCOUNTABILITY AND SELF- DISCIPLINE WHICH ARE CRITICAL TO NATIONAL DEVELOPMENT.
WE SHOULD, THEREFORE, EMBRACE THESE VALUES AND PRINCIPLES AND MAKE THEM OUR WAY OF LIFE.
MADAM SPEAKER,
ALLOW ME TO REPORT ON THE PROGRESS WE HAVE MADE AS A COUNTRY IN THE APPLICATION OF OUR NATIONAL VALUES AND PRINCIPLES FOR THE PERIOD UNDER REVIEW.
MORALITY AND ETHICS
AS A NATION, WE HAVE MADE PROGRESS IN THE APPLICATION OF MORALITY AND ETHICS.
HOWEVER, MORE REMAINS TO BE DONE AS INCIDENCES OF IMMORAL AND UNETHICAL CONDUCT CONTINUE TO BE HIGH.

4
THESE INCLUDE:
• ALCOHOL AND SUBSTANCE ABUSE,
• CHILD MARRIAGES,
• TEENAGE PREGNANCIES,
• GENDER BASED VIOLENCE,
• CORRUPTION
• AND ABUSE OF INFORMATION AND COMMUNICATION
TECHNOLOGY AND SOCIAL MEDIA. MADAM SPEAKER,
IN ORDER TO CURB ALCOHOL ABUSE, GOVERNMENT HAS CONTINUED TO IMPLEMENT THE NATIONAL ALCOHOL POLICY, WHICH PROVIDES FOR A COORDINATED RESPONSE TO ADDRESS THE SCOURGE.
IN IMPLEMENTING THE POLICY, ONE OF THE MEASURES HAS BEEN THE SENSITISATION OF CITIZENS ON THE DANGERS OF ALCOHOL AND SUBSTANCE ABUSE.
GOVERNMENT IS ALSO PROVIDING REHABILITATION SERVICES WHICH ARE AVAILABLE IN PROVINCIAL HOSPITALS, AS WELL AS IN PUBLIC AND PRIVATE INSTITUTIONS IN SELECTED DISTRICTS.
. MADAM SPEAKER,
GOVERNMENT ENACTED THE CANNABIS ACT NO. 33 OF 2021 AND THE NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES ACT NO. 35 OF 2021 TO, AMONG OTHER THINGS, REGULATE THE USE OF THESE SUBSTANCES. OUR ADMINISTRATION WILL ENSURE THAT THESE PIECES OF LEGISLATION ARE EFFECTIVELY ENFORCED.
MADAM SPEAKER,
THE FIGHT AGAINST ALCOHOL AND SUBSTANCE ABUSE IS NOT FOR GOVERNMENT ALONE.
LET US ALL GET INVOLVED AND HELP OUR FELLOW CITIZENS, ESPECIALLY THE YOUTH.
TO THE PARENTS, LET US NOT NEGLECT OUR RESPONSIBILITY OF MOULDING OUR CHILDREN INTO MORALLY UPRIGHT CITIZENS.
TO THE CHURCH, CIVIL SOCIETY AND TRADITIONAL LEADERSHIP, LET US ALL TAKE INTEREST AND PARTICIPATE IN THE FIGHT AGAINST THIS SCOURGE.
TO THE YOUTH, WE URGE YOU TO REFRAIN FROM ABUSING ALCOHOL AND OTHER DRUGS.

6
TO THE PRIVATE SECTOR, ESPECIALLY THE LIQUOR INDUSTRY, WE IMPLORE YOU TO PUT IN PLACE MEASURES AND PROGRAMMES THAT WILL HELP OUR PEOPLE REFRAIN FROM ALCOHOL AND SUBSTANCE ABUSE.
WE FURTHER IMPLORE YOU TO OPERATE WITHIN THE CONFINES OF THE LAW.
IN PARTICULAR, WE CALL UPON THE LOCAL AUTHORITIES TO STRICTLY ENFORCE THE BY-LAWS THAT REGULATE THE SELL AND CONSUMPTION OF ALCOHOL.
MADAM SPEAKER,
ANOTHER ISSUE AFFECTING OUR MORAL AND ETHICAL STANDING AS A NATION IS THE MANNER IN WHICH INFORMATION AND COMMUNICATION TECHNOLOGIES (ICT) AS WELL AS SOCIAL MEDIA PLATFORMS ARE UTILISED.
THESE PLATFORMS HAVE MADE IT EASY FOR US TO INTERACT, SHARE INFORMATION, UNDERTAKE BUSINESS TRANSACTIONS AND ENHANCE OUR DEMOCRACY.

7
HOWEVER, GOVERNMENT IS CONCERNED THAT SOME OF OUR CITIZENS ARE USING THESE PLATFORMS TO PERPETRATE HATE SPEECH, CYBERBULLYING, FAKE NEWS, CYBERCRIME AND CIRCULATION OF OBSCENE MATERIALS, AMONG OTHER VICES.
IT IS IMPORTANT THAT WE USE THESE PLATFORMS RESPONSIBLY FOR THE BETTERMENT OF OUR NATION.
MADAM SPEAKER,
GOVERNMENT IS DETERMINED TO PUT A STOP TO IRRESPONSIBLE USE OF “ICT” AS WELL AS ABUSE OF SOCIAL MEDIA PLATFORMS.
THIS VICE MUST NOT BE CELEBRATED OR CONDONED IN OUR SOCIETY.
LAWS TO PROTECT CITIZENS FROM THIS ILLEGALITY WILL BE ENFORCED VIGOROUSLY.
LET US USE THESE PLATFORMS FOR GOOD AND TO FOSTER THE CONTINUED DEVELOPMENT OF OUR DEMOCRACY, CREATIVITY, ENTERTAINMENT, LEGITIMATE NEWS AND BUSINESS, TO NAME A FEW OPPORTUNITIES IT BRINGS.

8
MADAM SPEAKER,
CHILD MARRIAGES AND TEENAGE PREGNANCIES HAVE REMAINED SERIOUS ISSUES IN OUR COUNTRY.
WE HAVE CASES OF GIRLS AS YOUNG AS 12 YEARS OLD BEING MARRIED OFF.
WE HAVE CASES OF TEENAGE GIRLS, WHO ARE STILL CHILDREN THEMSELVES, HAVING CHILDREN.
THESE TEENAGE GIRLS ARE EXPOSED TO HEALTH COMPLICATIONS AND EVEN DEATH.
THIS IS IMMORAL. THIS IS UNACCEPTABLE. THIS SHOULD NOT BE TOLERATED.
TO THIS END, WE HAVE PARTNERED WITH TRADITIONAL AND CIVIC LEADERS, THE CHURCH AND CIVIL SOCIETY ORGANISATIONS TO SENSITISE COMMUNITIES ON THE DANGERS OF CHILD MARRIAGES AND TEENAGE PREGNANCIES.

9
FURTHER, GOVERNMENT IS IMPLEMENTING THE SCHOOL RE- ENTRY POLICY AND THE KEEPING GIRLS IN SCHOOL PROGRAMME TO ENSURE THAT THE GIRL CHILD REMAINS IN SCHOOL AND IS PROTECTED FROM THESE VICES.
ADDITIONALLY, THE FREE EDUCATION POLICY AMONG OTHER MEASURES, WILL FURTHER IMPROVE THE CIRCUMSTANCES OF THE GIRL CHILD AND THE COMMUNITIES AT LARGE.
GOING FORWARD, GOVERNMENT WILL HARMONISE ALL CHILD RELATED LEGISLATION TO ENHANCE CHILDREN’S RIGHTS AND WELFARE.
WE WILL ENFORCE THE LAWS AND BRING TO BOOK THOSE WHO MARRY TEENAGE GIRLS, AND PARENTS AND GUARDIANS, WHO MARRY OFF OUR GIRLS.
WE WANT OUR CHILDREN TO BE PROTECTED FROM ANY FORM OF ABUSE, NEGLECT AND EXPLOITATION.
MADAM SPEAKER,
GENDER BASED VIOLENCE IS ANOTHER VICE THAT CONTINUES TO AFFECT OUR COUNTRY.

10
GOVERNMENT IS WORKING WITH VARIOUS STAKEHOLDERS TO ADDRESS THIS VICE.
IN 2021, A TOTAL OF 20,540 CASES OF GENDER BASED VIOLENCE WERE RECORDED COMPARED TO 26,370 IN 2020.
THIS SUGGESTS A DECREASE OF 22.1 PERCENT.
IN SPITE OF THIS REDUCTION, A LOT STILL NEEDS TO BE DONE.
GOVERNMENT IS ALSO CONCERNED ABOUT ACTS OF GENDER BASED VIOLENCE THAT GO UNREPORTED.
THIS IS ESPECIALLY COMMON IN RURAL AREAS.
WE URGE OUR CITIZENS TO BE ALERT, MAKE THIS FIGHT PERSONAL AND REPORT ANY FORM OF GENDER BASED VIOLENCE TO THE LAW ENFORCEMENT AGENCIES.
THIS IS THE ONLY WAY IN WHICH VICTIMS CAN BE ASSISTED AND PERPETRATORS PUNISHED.

11
GOVERNMENT WILL CONTINUE TO WORK WITH ALL STAKEHOLDERS IN IMPLEMENTING MEASURES AIMED AT REDUCING INCIDENCES OF GENDER BASED VIOLENCE IN OUR COMMUNITIES.
WORKING TOGETHER, WE CAN REDUCE TO MINIMUM, GENDER BASED VIOLENCE.
WE MUST LOVE ONE ANOTHER, BECAUSE WHERE LOVE IS PRESENT, THERE WILL BE NO VIOLENCE.
OUR HOUSEHOLDS, OUR COMMUNITIES AND OUR NATION, WILL BE BETTER OFF IF WE LEAD OUR LIVES WITH LOVE FOR ONE ANOTHER.
MADAM SPEAKER,
ETHICAL CONDUCT IS CRITICAL TO ACHIEVING OUR DEVELOPMENT AGENDA.
WE NEED A PROFESSIONAL AND ETHICAL WORKFORCE. IT IS IN THIS REGARD THAT GOVERNMENT HAS CONTINUED TO SENSITISE PUBLIC SERVICE WORKERS ON CODES OF ETHICS AND CONDUCT.

12
THE NEW DAWN ADMINISTRATION IS DETERMINED TO CHANGE THE MIND-SET OF OUR CITIZENS, ESPECIALLY PUBLIC SERVICE WORKERS.
WE THEREFORE, CALL UPON ALL PROFESSIONAL BODIES AND ASSOCIATIONS TO SENSITISE THEIR MEMBERS ON THEIR RESPECTIVE PROFESSIONAL CODES OF CONDUCT AND ENSURE THAT THESE ARE ENFORCED TO THE LETTER.
PATRIOTISM AND NATIONAL UNITY MADAM SPEAKER,
ZAMBIA IS OUR COUNTRY. ZAMBIA IS OUR HERITAGE.
ZAMBIA BELONGS TO ALL OF US.
IT IS OUR DUTY, THEREFORE, TO NURTURE A STRONG SENSE OF PATRIOTISM, WHICH ENTAILS PUTTING THE INTEREST OF OUR NATION FIRST.
THIS INCLUDES PARTICIPATION IN NATIONAL GOVERNANCE AND SAFEGUARDING NATIONAL ASSETS.
THE RESPONSIBILITY TO DEMONSTRATE LOYALTY, LOVE AND DEDICATION TO OUR COUNTRY REMAINS WITH US.

13
WE ARE PROUD OF ALL OUR CITIZENS WHO CONTINUE TO CARRY THE ZAMBIAN FLAG HIGH WITH A SENSE OF NATIONAL PRIDE IN AREAS SUCH AS SPORT, ENTERTAINMENT AND SCIENCE.
LET US BE INSPIRED BY THESE SHINING STARS AND EMULATE THEIR HARD WORK AND SENSE OF PATRIOTISM.
WE MUST EMBRACE THE VALUE OF HARD WORK AT PERSONAL, ORGANIZATIONAL AND NATIONAL LEVELS.
FROM OUR OWN EXPERIENCE, WORK, WORK, AND MORE WORK, DELIVERS RESULTS.
WE MUST BE DISCIPLINED AND AIM FOR EXCELLENCE.
THIS IS THE ONLY WAY WE CAN ENHANCE OUR PRODUCTIVITY AS A COUNTRY.
MADAM SPEAKER,
AS A PEOPLE, WE HAVE THE RESPONSIBILITY TO CONTINUE SAFEGUARDING OUR NATIONAL ASSETS FOR THE COMMON GOOD.

14
WE ARE, HOWEVER, CONCERNED THAT SOME OF OUR NATIONAL ASSETS, SUCH AS ELECTRICITY INFRASTRUCTURE, ROAD FURNITURE AND MARKETS, CONTINUE TO BE VANDALISED.
THIS VICE MUST BE CONDEMNED AND STOPPED AT ALL COST.
IT DOES NOT ONLY DISRUPT SERVICE DELIVERY BUT ALSO DERAILS PROGRESS TOWARDS A BETTER ZAMBIA.
WE THEREFORE, CALL UPON ALL CITIZENS TO LOVE AND PUT OUR COUNTRY AND ITS INTERESTS, FIRST.
MADAM SPEAKER,
OUR GOVERNMENT IS DETERMINED TO CONTINUE PROMOTING THE CONSUMPTION OF LOCALLY PRODUCED GOODS AND SERVICES.
THIS IS KEY TO OUR SOCIO-ECONOMIC TRANSFORMATION AGENDA.
WE ARE MAKING PROGRESS IN THIS AREA AS MORE OF OUR CITIZENS ARE CONSUMING OUR LOCAL PRODUCTS.
THIS IS EVIDENCED BY THE INCREASED SHELF SPACE FOR LOCAL PRODUCTS IN TRADING AREAS AND SHOPS.

15
WE NOW HAVE 47 LOCAL COMPANIES CERTIFIED TO USE THE OFFICIAL PROUDLY ZAMBIAN LOGO, COVERING 565 LOCAL PRODUCTS REGISTERED WITH A MARK OF QUALITY UNDER THE BUY ZAMBIA CAMPAIGN.
THIS IS PROGRESS COMPARED TO 33 COMPANIES CERTIFIED IN 2020, COVERING 500 PRODUCTS.
FURTHER, THIS ADMINISTRATION WILL PROMOTE AND STRENGTHEN INITIATIVES AIMED AT INCREASING THE USE OF LOCAL INPUTS IN VARIOUS PROCESSES AND PRODUCTION VALUE CHAINS.
VALUE ADDITION IS AN ESSENTIAL COMPONENT, AMONG OTHERS, TO DRIVING THE GROWTH OF OUR ECONOMY.
MADAM SPEAKER,
IT IS GRATIFYING TO WITNESS INCREASED ACTS OF CARE FROM CITIZENS AND ORGANISATIONS, WHO HAVE BEEN RENDERING SUPPORT TO THE NEEDY ON A VOLUNTARY BASIS.
SOME CITIZENS HAVE BEEN OFFERING THEIR SERVICES AND RESOURCES TO SERVE THEIR RESPECTIVE COMMUNITIES.

16
WE SALUTE ALL THOSE WHO VOLUNTEER THEIR SERVICES AND PROVIDE RESOURCES IN THEIR COMMUNITIES.
THESE INCLUDE FAITH-BASED ORGANISATIONS, CHURCHES, MEMBERS OF THE WARD DEVELOPMENT COMMITTEES AND THE COMMUNITY WELFARE ASSISTANCE COMMITTEES, AMONG OTHERS.
MADAM SPEAKER,
A NEW DAWN IS HERE.
IT IS TIME TO WORK HARD AND BUILD OUR COUNTRY AS A UNITED PEOPLE.
IT IS TIME TO STOP ANY FORM OF DIVISION BASED ON ETHNICITY, POLITICAL, RELIGIOUS, OR ANY OTHER DIFFERENCES.
WE ARE ONE ZAMBIA, ONE NATION, ONE PEOPLE. WE MUST RID OURSELVES OF ACTS THAT DIVIDE US.
WE ARE ZAMBIANS FIRST BEFORE AFFILIATION TO A POLITICAL, RELIGIOUS, ETHNIC, OR SOCIAL GROUPING.

17
IN THIS REGARD, WE MUST ENJOY OUR FREEDOMS AND RIGHTS WITHOUT FEAR OF VICTIMISATION.
THERE IS NO HONOUR IN CADREISM, VIOLENCE, AND DISCRIMINATION AGAINST FELLOW CITIZENS.
TO THOSE WHO WANT TO COMMIT THESE CRIMES, YOU ARE ON YOUR OWN.
THE LAW WILL VISIT YOU REGARDLESS OF YOUR POLITICAL AFFILIATION.
WE URGE OUR CITIZENS TO REPORT ANY FORM OF HARASSMENT, DISCRIMINATION AND VIOLENCE IN MARKETS, BUS STATIONS OR PUBLIC OFFICES TO LAW ENFORCEMENT AGENCIES.
GOVERNMENT WILL UPHOLD THE RULE OF LAW AND ACCORD EVERYONE EQUAL TREATMENT IN LINE WITH THE LAW AND OUR NATIONAL VALUES AND PRINCIPLES.
GOING FORWARD, LAW AND ORDER EVERYWHERE AND ALL THE TIME, SHOULD BE THE NORM, AND NOT THE VIOLENCE AND HOOLIGANISM OF THE PAST.

18
DEMOCRACY AND CONSTITUTIONALISM MADAM SPEAKER,
IN A DEMOCRACY LIKE OURS, THE PEOPLE ARE SUPREME AND ARE THE HIGHEST FORM OF POLITICAL AUTHORITY.
INDEED, THE ZAMBIAN PEOPLE ARE OUR MASTERS.
WE ARE PROUD THAT OUR THRIVING DEMOCRACY CONTINUES TO BE A SHINING EXAMPLE IN THE REGION AND ON THE CONTINENT.
THERE IS NEED TO ALWAYS REMEMBER THAT THOSE OF US IN POSITIONS OF AUTHORITY, ARE THERE, COURTESY OF THE PEOPLE OF ZAMBIA, TO SERVE AND NOT TO TAKE AWAY FROM THEM.
MADAM SPEAKER,
THE NEW DAWN ADMINISTRATION IS COMMITTED TO CREATING A LEVEL PLAYING FIELD WHERE DEMOCRACY CAN THRIVE AND AN ENVIRONMENT IN WHICH POLITICAL ACTORS FREELY COMPETE ON IDEAS, CONVICTIONS AND SERVICE.
THIS IS EVIDENT FROM THE RECENTLY HELD BY-ELECTIONS AT PARLIAMENTARY AND LOCAL GOVERNMENT LEVELS, WHERE POLITICAL PARTIES CAMPAIGNED FREELY DEVOID OF VIOLENCE.

19
WE THANK THE POLITICAL PARTIES, THE PEOPLE OF KABWATA CONSTITUENCY IN LUSAKA, LIANGATI WARD IN SENANGA AND SOKONTWE WARD IN MILENGE FOR THE PEACEFUL BY-ELECTIONS.
THIS IS INDEED, HOW IT SHOULD BE.
THIS DEMONSTRATES OUR DEEPENING DEMOCRACY. MADAM SPEAKER,
THE NEW DAWN ADMINISTRATION RESPECTS THE PRINCIPLE OF SEPARATION OF POWERS AMONG THE THREE ARMS OF GOVERNMENT.
WHILE COORDINATION IS OF VITAL IMPORTANCE, WE WILL, HOWEVER, CONTINUE TO RESPECT THE AUTONOMY OF THE EXECUTIVE, LEGISLATURE AND JUDICIARY IN CARRYING OUT THEIR RESPECTIVE CONSTITUTIONAL MANDATES.
MADAM SPEAKER,
AS INDICATED, OUR ADMINISTRATION REMAINS COMMITTED TO THE RULE OF LAW TO ENSURE AN ORDERLY AND JUST SOCIETY.

20
ALL PERSONS, INSTITUTIONS AND ENTITIES, PUBLIC AND PRIVATE, SHALL OPERATE WITHIN THE CONFINES OF THE LAW.
WE WILL ENFORCE THE LAW EQUALLY REGARDLESS OF ONE’S STATUS IN SOCIETY.
CONSTITUTIONAL REFORMS ARE AN INTEGRAL PART OF THE TRANSFORMATIONAL AGENDA OF THIS ADMINISTRATION.
IN THIS REGARD, GOVERNMENT SHALL UNDERTAKE ALL NECESSARY MEASURES TO GATHER AND BUILD CONSENSUS WITH ALL STAKEHOLDERS ON HOW BEST WE CAN GIVE OURSELVES A CONSTITUTION THAT REFLECTS OUR SHARED AND CHERISHED ASPIRATIONS AS A PEOPLE.
FOR EXAMPLE, SOME OF US WILL CONTINUE TO LOBBY YOU AND OTHERS FOR THE NATION TO LEGISLATE AGAINST COSTLY, TIME CONSUMING AND DISRUPTIVE BY-ELECTIONS.
ELECTIONS SHOULD HAPPEN ONCE IN EVERY FIVE YEARS.
IN BETWEEN ELECTIONS, WE SHOULD FOCUS ALL AVAILABLE TIME AND RESOURCES TO IMPROVING THE LIVES OF OUR FELLOW CITIZENS.

21
IN ADDITION, WORKING WITH YOU AND OTHER STAKEHOLDERS, OUR ADMINISTRATION WILL AMEND THE PUBLIC ORDER ACT IN LINE WITH OUR DEMOCRATIC TENETS.
HUMAN DIGNITY, EQUITY, SOCIAL JUSTICE, EQUALITY AND NON- DISCRIMINATION.
MADAM SPEAKER,
ENHANCING HUMAN DEVELOPMENT FOR OUR PEOPLE IS A MAJOR PRIORITY FOR GOVERNMENT.
WE ARE COMMITTED TO TURNING AROUND OUR ECONOMY TO ACCELERATE SOCIO-ECONOMIC TRANSFORMATION AND UPLIFT THE LIVELIHOODS OF THE CITIZENRY.
IN THIS REGARD, MORE EFFORT WILL BE PLACED ON CREATING OPPORTUNITIES AND A CONDUCIVE ENVIRONMENT FOR INCREASED PRODUCTIVITY.
MADAM SPEAKER,
OUR GOVERNMENT IS DETERMINED TO HAVE A DIGNIFIED WORKFORCE.

22
EMPLOYERS SHOULD COMPLY WITH OUR LABOUR LAWS AND PROVIDE A CONDUCIVE ENVIRONMENT FOR THE WORKERS.
IT IS IN THIS REGARD THAT UNDER THE DECENT WORK PROGRAMME, OVER 3,800 LABOUR INSPECTIONS WERE UNDERTAKEN IN 2021 TO ENHANCE THE PROTECTION OF WORKERS’ RIGHTS, IMPROVE THE WORK ENVIRONMENT AND PRODUCTIVITY.
IT IS CLEAR THAT A LOT STILL REMAINS TO BE DONE TO PROMOTE THE DECENT WORK AGENDA.
ALL EMPLOYERS SHOULD ENSURE THAT THEY COMPLY WITH LABOUR LAWS.
WE ALSO URGE EMPLOYEES TO BRING TO THE ATTENTION OF GOVERNMENT, THROUGH THE LABOUR OFFICE, ANY CONCERNS THEY MAY HAVE, FOR IMPROVEMENT.
WE BELIEVE THAT, WORKING TOGETHER, THE WORK ENVIRONMENT AND PRODUCTIVITY WILL IMPROVE.

23
MADAM SPEAKER,
WE ARE CONCERNED WITH THE HIGH UNEMPLOYMENT LEVELS AMONGST OUR YOUTH.
THE NEW DAWN ADMINISTRATION WILL REVIEW, REALIGN AND ADD NEW YOUTH EMPOWERMENT PROGRAMMES TO MAKE THEM MORE RELEVANT, VIABLE AND SUSTAINABLE.
THIS PROCESS HAS INFACT, ALREADY COMMENCED.
WE URGE THE YOUTH TO TAKE ADVANTAGE OF THE EMPOWERMENT PROGRAMMES SUCH AS THOSE UNDER THE DRAMATICALLY ENHANCED CONSTITUENCY DEVELOPMENT FUND (CDF), TO BETTER THEIR LIVES.
OPPORTUNITIES FOR ACCESS TO LAND, MINING LICENCES, TIMBER LICENCES, AND CONTRACTS FOR GOODS AND SERVICES WILL BE EXPANDED.
ADDITIONALLY, OUR STRATEGY TO PROMOTE INVESTMENT AND PRIVATE SECTOR GROWTH WILL NOT ONLY BRING ABOUT ECONOMIC GROWTH BUT CREATE JOBS AND BUSINESS OPPORTUNITIES.

24
SELF-EMPLOYMENT WILL CONTUNUE TO BE PROMOTED AND SHOULD BE VALUED.
MADAM SPEAKER,
AS A NATION, WE HAVE A DUTY TO EDUCATE EVERY ZAMBIAN CHILD, REGARDLESS OF STATUS.
AS STATED EARLIER, OUR FIRST BOLD STEP IN THIS REGARD WAS TO MAKE PRIMARY AND SECONDARY EDUCATION FREE AT PUBLIC SCHOOLS.
WHEN OTHERS MOCKED US THAT THIS WAS NOT POSSIBLE, WE INSISTED THAT IT WAS AND WE ARE DOING IT.
ADDITIONALLY, WE ARE ALSO KEEPING MORE VULNERABLE CHILDREN IN SCHOOL BY ENHANCING THE SCHOOL FEEDING PROGRAMME.
THIS IS NOT ONLY ENSURING THAT PUPILS ARE NOT ABSENT FROM CLASS BUT ALSO IMPROVING THEIR LEARNING OUTCOMES.

25
MADAM SPEAKER,
OUR GOVERNMENT IS CONSTRUCTING PUBLIC INFRASTRUCTURE IN ALL PARTS OF THE COUNTRY TO BRING PUBLIC SERVICES CLOSER TO THE PEOPLE AND ADDRESS THE DEVELOPMENT INEQUALITIES BETWEEN RURAL AND URBAN AREAS.
RURAL CONNECTIVITY, TRANSPORTATION, ACCESS TO ELECTRICITY, AMONG OTHERS, ARE HIGH ON OUR AGENDA.
PROJECTS HAVE BEEN INITIATED AND ONCE COMMISSIONED, MORE OF OUR PEOPLE IN PERI-URBAN AND RURAL AREAS WILL HAVE ACCESS TO MARKETS, ACCESS TO ELECTRICITY AND EASE OF DOING BUSINESS WILL IMPROVE.
WE ARE ALSO WORKING TO ENHANCE ACCESS TO WATER AND SANITATION, USING CDF AND OTHER MECHANISMS.
MADAM SPEAKER,
AS INDICATED, WE HAVE SIGNIFICANTLY INCREASED AND EXPANDED THE CONSTITUENCY DEVELOPMENT FUND FROM 1.6 MILLION KWACHA TO 25.7 MILLION KWACHA PER CONSTITUENCY.

26
OUR CITIZENS, AT THE CONSTITUENCY LEVEL, NOW HAVE AN OPPORTUNITY TO DETERMINE AND IMPLEMENT THEIR DEVELOPMENTAL PRIORITIES IN LINE WITH OUR DECENTRALISATION AGENDA.
THE PROGRAMMES SHALL BE DRIVEN BY THE COMMUNITY.
THIS WILL PROMOTE ENTREPRENEURSHIP, IMPROVE LOCAL ECONOMIES AND THE LIVELIHOODS OF OUR PEOPLE.
GOOD GOVERNANCE AND INTEGRITY MADAM SPEAKER,
THE NEW DAWN ADMINISTRATION IS COMMITTED TO GOOD GOVERNANCE.
TO THIS END, WE ARE DETERMINED TO SEE TO IT THAT ALL THOSE ENTRUSTED WITH PUBLIC AFFAIRS MANAGEMENT MUST BE RESPONSIBLE, ACCOUNTABLE AND TRANSPARENT.
MADAM SPEAKER,
WE ARE COMMITTED TO FIGHTING CORRUPTION, STRENGTHENING THE RULE OF LAW AND ENSURING PRUDENCE IN THE UTILIZATION OF PUBLIC RESOURCES.

27
CORRUPTION TAKES AWAY THE MUCH-NEEDED RESOURCES FOR ECONOMIC GROWTH, JOBS, BUSINESS OPPORTUNITIES, IMPROVING EDUCATION, HEALTH AND OTHER SOCIAL SERVICES.
CORRUPTION REDUCES THE EFFECTIVENESS OF PUBLIC ADMINISTRATION. WE MUST FIGHT CORRUPTION IN ALL ITS FORMS AND MANIFESTATIONS.
IT IS THEREFORE WRONG FOR THE CORRUPT TO DELIBERATELY AND INTENTIONALLY LABEL THEMSELVES AS VICTIMS IN THE FIGHT AGAINST CORRUPTION SO AS TO GAIN SYMPATHY FROM THE PUBLIC.
CHILDREN, WOMEN, THE YOUTH, AND OTHER VULNERABLE MEMBERS OF OUR SOCIETY REMAIN THE TRUE VICTIMS OF CORRUPTIONS.
MADAM SPEAKER,
GOVERNMENT HAS ALSO ESTABLISHED THE FINANCIAL AND ECONOMIC CRIMES COURT TO EXPEDITE THE DISPOSAL OF CASES.
THIS GOVERNMENT WILL NOT FALTER IN THE FIGHT AGAINST CORRUPTION. THERE WILL BE NO SACRED COW IN THIS FIGHT.

28
WE MUST ALL DECLARE WAR AGAINST CORRUPTION.
WE ENCOURAGE THOSE WHO ENGAGED IN CORRUPTION TO VOLUNTARILY COME FORWARD AND PAY BACK TO SOCIETY WHAT THEY TOOK AWAY.
IT IS WISE TO DO SO THAN TO WAIT FOR THE INEVITABLE, PROSECUTION AND THE RESULTANT CONSEQUENCES.
WE MUST WORK HARD AND BE FIRM AGAINST UNETHICAL CONDUCT IN BOTH OUR PRIVATE AND PUBLIC LIVES.
IN OUR QUEST TO ENHANCE EFFICIENCY IN THE ADMINISTRATION OF JUSTICE, WE ARE DEVOLVING THE RESIDENT JUDGESHIP TO THE PROVINCES.
THIS WILL FACILITATE ACCESS TO JUSTICE AT THE EARLIEST POSSIBLE TIME BY OUR PEOPLE. REMEMBER, JUSTICE DELAYED IS JUSTICE DENIED.
MADAM SPEAKER,
WE ARE STRENGTHENING MECHANISMS FOR PUBLIC FINANCIAL MANAGEMENT AND PROCUREMENT.

29
GOING FORWARD, A SIMPLE RULE OF THUMB IS THAT WE WILL PROCURE GOODS, SERVICES AND WORKS AT THE CORRECT PRICE, RIGHT QUALITY AND ENSURE TIMELY DELIVERY.
TO THIS END, WE HAVE PUT IN PLACE MEASURES TO SEAL LEAKAGES IN THE PROCUREMENT OF GOODS AND SERVICES IN THE PUBLIC SECTOR.
WE SHOULD DEPART FROM THE BAD HABITS OF THE PAST.
IT IS POSSIBLE TO UTILISE PUBLIC RESOURCES PRUDENTLY.
SUSTAINABLE DEVELOPMENT MADAM SPEAKER,
IN OUR EFFORT TO DEVELOP THE COUNTRY, WE ARE PAYING SPECIAL ATTENTION TO SUSTAINABLE DEVELOPMENT.
WE HAVE ADOPTED A GROWTH PATH THAT TAKES INTO ACCOUNT THE DEVELOPMENTAL INTERESTS OF BOTH PRESENT AND FUTURE GENERATIONS.

30
WE WILL ENSURE THAT OUR DEVELOPMENT PROCESS GUARANTEES INTERGENERATIONAL EQUITY AND ECOLOGICAL INTEGRITY.
CLIMATE CHANGE CONTINUES TO THREATEN THE SUSTAINABLE DEVELOPMENT OF OUR COUNTRY.
THE EFFECTS OF CLIMATE CHANGE ARE EVIDENT TO ALL OF US. IN THE RECENT PAST, SOME PARTS OF OUR COUNTRY HAVE BEEN AFFECTED BY FLOODS AND DROUGHT RESPECTIVELY.
SOME OF OUR PEOPLE HAVE BEEN LEFT HOMELESS. CROPS, LIVESTOCK AND OTHER MEANS OF LIVELIHOOD HAVE BEEN DESTROYED.
THIS HAS NEGATIVELY AFFECTED THE LIVELIHOODS OF OUR PEOPLE.
IT IS, THEREFORE, IMPORTANT THAT, AS A NATION, WE TACKLE THE DEVASTATING EFFECTS OF CLIMATE CHANGE.
IN THIS REGARD, GOVERNMENT WILL CONTINUE TO PROMOTE UTILISATION OF CLIMATE SMART AGRICULTURE TECHNOLOGIES AND PRACTICES BY OUR FARMERS.

31
MADAM SPEAKER,
TO FURTHER MITIGATE AGAINST THE EFFECTS OF CLIMATE CHANGE, OUR ADMINISTRATION IS PROMOTING AFFORESTATION.
TO THIS EFFECT, 5,854.7 HECTARES OF TREES WERE PLANTED DURING THE PERIOD UNDER REVIEW.
WE SHOULD AND WILL DO MORE IN THIS AREA.
IN ADDITION, THE NUMBER OF HECTARES OF AREAS WITH FOREST MANAGEMENT PLANS HAVE INCREASED TO 2.37 MILLION HECTARES FROM 1.64 MILLION HECTARES IN 2020.
LET EACH AND EVERY ONE OF US TAKE AN INTEREST IN PLANTING TREES AS IT WILL MAKE A DIFFERENCE AND GO A LONG WAY IN PROTECTING OUR ENVIRONMENT AND MITIGATING THE NEGATIVE EFFECTS OF CLIMATE CHANGE.
MADAM SPEAKER,
GOVERNMENT HAS AFFIRMED ITS COMMITMENT TO ADDRESSING ISSUES OF CLIMATE CHANGE BY CREATING THE MINISTRY OF GREEN ECONOMY AND ENVIRONMENT.

32
WE ARE DETERMINED TO PLACE THE COUNTRY ON A BALANCED GREEN DEVELOPMENT TRAJECTORY THAT TAKES INTO ACCOUNT PEOPLE, PROFIT AND THE PLANET.
MADAM SPEAKER,
INDISCRIMINATE DISPOSAL OF SOLID AND OTHER WASTE IN PUBLIC SPACES IS A SOURCE OF GREAT CONCERN.
IT IS DISHEARTENING TO SEE THE AMOUNT OF SOLID WASTE LYING AROUND IN MANY OF OUR PUBLIC SPACES, SUCH AS MARKETS AND BUS STATIONS.
THE WASTE BEING DISPOSED-OF IN UNDESIGNATED AREAS IS MAKING OUR SURROUNDINGS UNTIDY, UNHYGIENIC AND IS CLOGGING UP DRAINAGE SYSTEMS.
THIS IS CONTRIBUTING PERENNIAL FLOODS ESPECIALLY IN URBAN DISTRICTS.
OUR COMMUNITIES ARE BEING EXPOSED TO HEALTH HAZARDS WHILE OUR EFFORTS TO ACHIEVE SUSTAINABLE DEVELOPMENT ARE BEING UNDERMINED.

33
WE MUST PUT AN END TO THIS. WE URGE ALL CITIZENS TO TAKE AN ACTIVE ROLE IN KEEPING ZAMBIA, CLEAN, GREEN AND HEALTHY.
THE PRIVATE SECTOR AND LOCAL AUTHORITIES SHOULD TAKE ADVANTAGE OF THE ECONOMIC OPPORTUNITIES THAT COME WITH SOLID WASTE MANAGEMENT THROUGH RECYCLING AND PRODUCTION OF ENERGY.
CONCLUSION MADAM SPEAKER,
DURING OUR INAUGURAL ADDRESS, WE COMMITTED AND LAID DOWN OUR VISION TO BUILD A BETTER ZAMBIA.
A ZAMBIA WHERE REAL JOBS AND BUSINESS OPPORTUNITIES WILL BE CREATED.
A ZAMBIA WHERE OUR PEOPLE WILL BE ASSURED OF FOOD ON THEIR TABLE.
A ZAMBIA ANCHORED ON LOVE, NATIONAL UNITY AND MUTUAL RESPECT.

34
MADAM SPEAKER,
OUR GOVERNMENT IS AWARE THAT THERE ARE MANY SOCIAL ILLS THAT ARE PREVALENT IN OUR SOCIETY.
HIGH RATES OF DIVORCE, SUICIDES, CRIME AND OTHER SEVERE SOCIAL ILLS ARE OF GREAT CONCERN TO US AND REQUIRES OUR COLLECTIVE EFFORT TO BRING ABOUT REMEDIES.
AMONG THE REMEDIES ARE THE DEVELOPMENT OF MENTAL HEALTH PROGRAMMES, COMMUNITY INTERVENTIONS, COUNSELLING AND A STRONG ECONOMY THAT EASES OUR CITIZENS OF FINANCIAL DISTRESS.
AS STATED IN OUR PROMISE TO THE PEOPLE OF ZAMBIA, OUR FOCUS FOR THE NEXT FOUR AND A HALF YEARS IS ECONOMIC TRANSFORMATION.
THIS VISION RESONATES WITH OUR SHARED NATIONAL VALUES AND PRINCIPLES.
THE WEALTH OF THIS COUNTRY BELONGS TO ALL OF US.
WE MUST ENHANCE AND MAINTAIN INTEGRITY IN OUR DAY TO DAY INTERACTIONS AND ACTIVITIES.

35
OUR VISION ALSO CALLS FOR EACH ONE OF US TO WORK HARD AND DO OUR PART IN THE NATIONAL RECONSTRUCTION AGENDA.
WE MUST ALL BE ACCOUNTABLE IN WHAT WE DO.
AS WE MOVE FORWARD, IT IS INCUMBENT UPON EACH AND EVERYONE OF US TO FULLY EMBRACE OUR NATIONAL VALUES AND PRINCIPLES, AS ENSHRINED IN THE CONSTITUTION.
THEY ARE MEANT TO ENABLE US TO ACHIEVE OUR COMMON VISION OF A PROSPEROUS ZAMBIA.
THEY ARE MEANT TO HELP US DEVELOP THE RIGHT ATTITUDES REQUIRED FOR OUR SUSTAINABLE ECONOMIC DEVELOPMENT.
OUR EFFORTS TO INCULCATE THE NATIONAL VALUES AND PRINCIPLES INTO OUR GOVERNANCE SYSTEM ARE ALREADY YIELDING RESULTS, AS HIGHLIGHTED BY THE PROGRESS IN THIS ADDRESS.
WE, HOWEVER, NEED TO DO MORE TO OPERATE WITHIN OUR OWN ETHICAL STANDARDS AND THOSE SET BY OUR FOREFATHERS AND MOTHERS.

36
ON OUR CHOSEN JOURNEY TO BEING A TRULY VALUE-CENTRED AND PRINCIPLE-CENTRED NATION, THERE IS NO SUBSTITUTE FOR DISCIPLINE AND HARD WORK IF VICTORY HAS TO BE ASSURED.
ZAMBIA REMAINS A CHRISTIAN COUNTRY. ON THE ROAD AHEAD, WE SHOULD ANCHOR OUR ACTIONS ON OUR CHRISTIAN VALUES, FAITH AND RICH CULTURAL HERITAGE.
AS GOVERNMENT, WE ARE EAGER AND AVAILABLE TO PROVIDE THE MUCH-NEEDED LEADERSHIP.
MADAM SPEAKER,
NO MATTER THE CHALLENGES WE FACE, IT IS TIME FOR OUR HOPES AND ASPIRATIONS OF OUR PEOPLE TO BE REALISED.
FOR THIS TO HAPPEN, WE SHOULD WORK AS A TEAM. UNITY IN DIVERSITY AND UNITY OF PURPOSE ARE ABSOLUTELY ESSENTIAL.
MAY WE BE ETHICAL, MORALLY UPRIGHT MEMBERS OF OUR SOCIETY AND SERVANT LEADERS.
GOD BLESS OUR PEOPLE AND OUR COUNTRY.
I THANK YOU FOR YOUR KIND ATTENTION.

HH, TACKLE FUEL PRICES
…soon citizens will park vehicles, walk to work – Kabimba

By Kombe Mataka

ECONOMIC Front leader Wynter Kabimba says President Hakainde Hichilema should tackle the price of fuel as opposed to treating Zambians to boring issues of payment of retirees.

Kabimba said for Ukrainian Ambassador to South Africa, Mozambique and Botswana, Liubov Abravitova to appeal to the Zambian government to suspend its diplomatic ties with Russia she, “has jumped on the gullibility of the Zambian government”.

“We are in for a rough ride because of that vote [at the United Nations General Assembly against Russia],” he warned.

Speaking when he featured on 5FM Radio’s The Burning Issue programme on Tuesday, Kabimba warned that if not addressed the country will soon have citizen’s vehicles parked as they will no longer afford the commodity.

“If you remember, their campaign promise or explanation was that the reason why the fuel was expensive was because it had a lot of middlemen scamming the government. They said it was a scam between the government and middlemen yet these guys are supposed to be economists,” he said.

“I am sure there must have been a lecture one day at the University (of Zambia) which HH attended dealing with oil but they (UPND) offer a very simplistic explanation to such a fundamentally valuable issue. Now they have changed the story and even made it worse than PF by saying that now oil will be reviewed every month.”

Kabimba implored the UPND to understand dynamics involved in fuel pricing.
He challenged them to own up to reality instead of uttering economic jargon.

“…Because of the Russia-Ukraine conflict now the price of a barrel of oil has shot up from 90 dollars per barrel to 140 dollars as at yesterday (Monday) and nobody knows how long that conflict will take. It is at 140 dollars because the United States has had to offload 30 million barrels from its reserves to cushion that. It will be way above,” Kabimba explained. “In fact, it is expected to go up to 200 dollars a barrel. Don’t the UPND guys understand this? Don’t they watch TV to see where the world is going? This is not just about speaking nasal English; speaking English through your nose, this reality.”

He argued that no matter how late President Hichilema knocked off from work, Zambians still wanted solutions to the many problems in the country.

“It is not about the President knocking off at 17:00 [hours] and going to Community House. It’s not about locking up State House. It is about spending nights understanding where this world is and where it is going in the interest of the Zambian people. So, if the oil price keeps on escalating, we shall be walking to work,” Kabimba warned.

“We will be as good as being in an oil embargo. Why do you think Shell today is resisting the sanctions against Russia by the US against importing oil? Because they know the importance of oil. Why do you think Germany is being cautious about applying sanctions on Russia over oil? Because they understand the importance of oil and gas for their economy. And I want to hear HH address this on Friday (today) instead of boring us with how many retirees have been paid.”

Kabimba said the issue of retirees was important but that fuel was critical.

“We know (issue of retirees) that it won’t change the price of rice in China even if you paid all the retires. It won’t change the economy. There will be a bit of money in circulation, so what? There are fundamentals we have here which the UPND government must be dealing with and to do that they must spend sleepless nights,” he said.

“The options they are giving about 100 pupils a classroom and payment of retirees and that kind of thing is not what is going to move this country forward. The aspect of the oil is an important one. We need to understand the dynamics and that is why the way we voted at the UN General Assembly is important because there will be economic repercussions coming out of that vote.”

Kabimba said the UPND policy of reviewing oil prices monthly could be the cause of their downfall.

“It will not help. The truth of the matter is it will not help and that will be the downfall of UPND government which is founded on the lies they told during campaigns and the reality that they are facing today,” he added.

“If you understand international politics, just the elementary international politics and President HH says he has global connections; if he understood those global connections well and how this world is constructed, you can actually see that oil is an important driver of the economy. Look, we want to have leaders in Africa and Zambia in particular that spend sleepless nights understanding where this world is coming from, where it is, where it is going. There are people that sleep to dream and others that dream to change the world and we don’t have the crop of citizens that dream to change this world. We need to have a crop of citizens that dream to change this world. We don’t have them now. The crop we have is a crop of neo- liberal capitalist leaders that are more agents of the West than representatives of their people.”

Kabimba cited PF’s fake promise of cheapening the price of oil by constructing an oil pipeline between Zambia and Angola.
“We saw this with PF. PF had announced that they wanted to put an oil pipeline into Angola to Zambia through Malawi. The PF said it will bring oil from Angola in Zambia. Then you ask them, don’t you know that Angola imports its oil? The oil that Angola produces or drills is drilled as crude oil,” he explained.

“Then it is sent out to Europe through multinational companies such as Shell and BP and Mobil, and Angola imports that oil at ten times the price of their own oil. And so is the case with Nigeria. And here you have a whole government which does not understand that Angola suffers from the same shortages and pricing like Zambia. It does not produce any oil and they were talking about putting a pipeline and thought that Angola will make the price cheaper. A dream! But a dream founded on ignorance. This is the case with UPND.”
Kabimba warned that it was high time the UPND started aligning its policies with global developments.

“The importation of oil which they thought was very easy, Russia is the third largest exporter of oil after the US and Saudi Arabia. They have the largest oil and gas reserves in the world. Doesn’t HH understand that? And his team; you go and vote against Russians instead of being neutral or abstaining like South Africa and Botswana did and Zimbabwe!” he said.

“Let us understand geo-politics and let us understand politics at international level, not just in terms of making deals and connections, no. There are fundamentals here that will eventually affect the Zambian economy, oil is one of them. The US has had to send an envoy to Saudi Arabia to go and see if the Saudi government can increase production of oil but Saudi alone is not enough. They need Iran which is also one of the world’s producers of oil but Iran is in talks with the US to see how they resolve the Iran [nuclear] deal and sanctions on Iran. So, the Iran oil is not on the market yet. Russian oil will not be on the market with the conflict proceeding. Where are our colleagues in UPND…and they call themselves businessmen! We are in for a rough ride because of that vote.”

And Kabimba laughed off the move by Ukraine’s Ambassador to South Africa to engage Zambian journalists over that country’s conflict with Russia.

“We can’t even have an embassy here for Ukraine. Ukraine is the second country in terms of land mass in Europe. It is Russia, Ukraine and others and the Ambassador of Ukraine to South Africa had the cheek to hold a briefing with the Zambian journalists to break ties with Russia! To get what from Russia? Refugees who are running away from there,” asked Kabimba.

“Why didn’t she have a briefing with South Africans where she is resident? It is because she knows South Africa understands what it is doing. So, she has jumped on the gullibility of the Zambian government! All this just shows you…I don’t think this is a matter that even went to Cabinet. What I found interesting is, last week there was a photo which I saw in the print media of HH hosting lunch for some senior citizens, [Vernon Johnson Mwaanga] VJ was one of them. The other notable figure of interest to me was Mr Wilted Phiri, the former director of intelligence. If HH had met VJ before this vote was taken and asked him which way to go, I don’t think he would have advised him (HH) to vote the way they did because VJ was ambassador to Russia at the age of 21.”

HAKAINDE HICHILEMA IS NOT SLOW BUT MAKES CALCULATED MOVES LIKE A TIGER – ROMEO KANGOMBE

“Remember late President Sata called him his calculator boy because HH is always makes calculated moves. The slow movement of a tiger is not a mistake but a calculative move”- Romeo

Sesheke Member of Parliament Romeo Kangombe has described President Hakainde Hichilema as a calculative leader who does not act out of impulse or emotions. The lawmaker who is also UPND chairman for strategy and mobilisation has warned those who looted public resources not to be naive to think the President doesn’t know what he is doing. Kangombe has charged that the same way PF was removed from power a lot of criminals will be caught by surprise.

“Patience is not a weakness but the strongest strategy to get effective results. I know some people would have loved President Hichilema move quickly and crack the weep on all corrupt elements who looted public resources, even I wanted that. But when you look at past cases, government has ended losing more money due to rushed populist decisions. When you go to court it’s not about what you feel but what you can prove. This why it’s important for investigative wings to be forensic in their investigation. Remember some of these criminals have hidden stolen funds in foreign countries and this requires a lot of intelligence gathering.” Said Romeo Kangombe.

“I personally, feel President Hakainde Hichilema has done very well so far to stabilize and unite our country. The expectations from the people are genuine but I think HH is not slow but calculative. The peace we are enjoying today is because of a calculative and mature leadership of President Hichilema. We must be happy and proud to have such a leader who knows exactly what he is doing” said Kangombe.

“To you criminals, don’t be naive to think President Hichilema doesn’t know what he is doing. You will be awaken to the worst shock of your life. When I see criminals mocking, disrespecting and daring the President I feel sorry for them. President Hichilema is like a tiger, he is making calculated moves towards his goals and targets” added Kangombe.

Milingo Lungu Remains Kcm Provisonal Liquidator- Milingo Lungu’s Lawyers

Lusaka-11th March 2022

Lawyers to Konkola Copper Mines (KCM) Provisional Liquidator, Makebi Zulu Advocates, have dismissed assertions that Mr. Milingo Lungu is no longer the Provisional Liquidator.

In a letter dated 11th March 2022 written to the Administrator General and Official Receiver, Natasha Nsanta Kalimukwa, Makebi Zulu Advocates, stated that her office does not posses such authority and her action stands in contempt of court proceedings under Cause No 2019/HP/0761.

And KCM has stated that Mr. Milingo Lungu remains Provisional Liquidator as his position was appointed by the Court of Law.

KCM has called on all stakeholders to support Mr. Milingo and to remain calm until further orders from the Courts of Laws.

Below is the official statement made by the Provisional Liquidator of Konkola Copper Mines (KCM), Mr Milingo Lungu;

MR. MILINGO REMAINS PROVISONAL LIQUIDATOR-KCM

Lusaka-11th March 2022

We wish to advise that the Provisional Liquidator of Konkola Copper Mines (KCM), Mr. Milingo Lungu remains Provisional Liquidator.

The announcement made by the Administrator General and Official Receiver is outside the law and outside the authority reposed in such office.

This is because nowhere in Section 69 of the Corporate Insolvency Act No. 9 of 2017 or any other law is the Administrator General given powers to suspend a Liquidator appointed by the Courts of Law.

As the court proceedings under Cause No. 2019/HP/0761 shows, this action by the Office of the Administrator General stands in Contempt of Court because the Order states that;

“It is hereby ordered that Milingo Lungu of Messrs Lungu Simwanza and Company be and is appointed to act as Provisional Liquidator of the Respondent Company until the conclusion of the hearing of this Petition or further order”

And Mr. Milingo Lungu’s lawyers, Makebi Zulu Advocates, have advised that Mr. Milingo Lungu remains Provisional Liquidator until the Court directs otherwise.

Provisional Liquidator.

People of Zambia are suffering and are looking to the PF to rescue them- Edwin Lifwekelo

PF ONLY HOPE FOR SUFFERING ZAMBIANS

By Edwin Lifwekelo, PF Deputy Media Director

The people of Zambia are suffering and are looking to the Patriotic Front party to rescue them from the hardships they are grappling with six months after changing government.

The United Party for National Development (UPND) has demonstrated that it has no capacity to resolve the nation’s numerous challenges. It is clear that it does not have any clear plan to address the high prices of consumer commodities.

The PF stands out as the only hope for the nation with its clear pro-poor and pro-growth Manifesto. For this reason there is a need for unity of purpose.

The party is the only panacea or antidote for the country’s challenges. That is the reason it must embrace unity and understanding of its responsibility to the people of Zambia for its survival beyond 2026.

There is urgent need for the party’s membership and the leadership to do a thorough introspection on how they wish to relate with the Zambian people on a number of political and economic matters affecting the nation.

We wish to emphasise the need to focus on re-organising structures and mobilising new members to join our mighty.

We can easily win the 2026 presidential and parliamentary elections, but this can only be possible if we all pull in one direction with the sole agenda of rebuilding and organising the party and making it more attractive.

It’s time we all went to the people and to our members to explain our vision, goals and aspirations for the period 2022-2026.

The UPND regime is a failed project that anchored its vision on false promises to our people, the reason its legitimacy has expired already less than six month in office.

The PF remains the party of choice for the zambian people. The UPND regime is fully aware of this. Our party remains extremely attractive; we can build or destroy that confidence the people of Zambia are showing in us through the way we handle and respond to internal and national issues as they arise.

I therefore appeal to our leadership and to our members to remain focused and resolute and concentrate on rebuilding our mighty party.

We must remove our small personal ambitions and egos and look at the bigger picture; that of preserving and growing the party for the benefit of Zambians.

Let us remain united as a party and rally behind the leadership led by acting President Hon. Given Lubinda and acting secretary General Hon. Nickson Chilangwa.

They need our support as the incompetent and vindictive UPND regime continues persecuting our leaders and members, many of who have been arrested, are appearing in courts of law, have had their properties searched or are still in hiding.

These are the leaders we have for now whose duty is to protect, preserve and grow the party.

We Have A Big Problem In This Country… President HH Needs Prayers- Sean Tembo

0

Sean Tembo, the PeP president, writes:

ABOUT TRIVIALITY AND PETTINESS

1. Good morning fellow citizens. We have a big problem in this country. We have a President who is extremely petty and in order to please him, his Government officials have equally become very petty and trivial. It is becoming increasingly difficult to distinguish between Cabinet Office and the UPND Secretariat, as far as their behavior is concerned.

2. In the past two weeks, three key events have happened to prove the level of pettiness and triviality of Bally and his new dawn administration.

3. Firstly in Chipata at the N’cwala traditional ceremony, the Bally ordered the ejection of the PF acting President Given Lubinda from the VIP section so that he should go and sit in the crowd. Such treatment for a leader of the main opposition political party has never happened in the history of this country. Bally himself was always invited to events and treated as a VIP during his 15 years in opposition.

4. Secondly, Bally and his new dawn administration decided not to extend an invitation to NDC and its President Saboi Imboela for women’s day celebrations. Meanwhile government sent invitations to all the proxy political parties of UPND. This is despite the fact that NDC is one of the few women-led political parties in Zambia today, and it is Women’s Day that we were celebrating.

5. Thirdly, Bally and his new dawn administration decided not to invite any other political party to second youths to attend the Youth Indaba which started the day before yesterday. That makes the so-called Youth Indaba to be a UPND Indaba instead as all the youths attending it came from UPND structures.

6. Some people may not see anything wrong with the above three events, but there is a very dangerous pattern developing here. For a very long time, the State Functions Department at Cabinet Office operated independently until now after Bally became President. These days, Cabinet Office only sends invitations for national events to UPND Alliance partner political parties.

7. We have a President who is extremely petty and trivial and while such behavior is his personal preference, our worry is that when a President is too focused to settling petty scores with the opposition, he most likely will not have the time to address important national matters such as reducing the cost of living, creating a conducive business environment for SMEs to thrive, creating youth employment etcetera.

8. That perhaps explains why, apart from the IMF loan bailout application, Bally and his UPND do not have any economic turnaround plan for Zambia. Instead of focusing on matters that will uplift the welfare of the Zambian people, he is busy trying to fix those who are not his praise singers. A President who keeps so many grudges cannot possibly succeed in properly serving the nation. The President needs prayers so that the vengeance and bitterness which he accumulated over 15 years of opposition politics can be watered down and he can begin to focus on national building.

MP challenges ACC to close in on Warren Mwambazi as more details of his shoddy deals emerge

0

The Anti Corruption Commission has been challenged to take an interest in the matter in which Parliamentary Accounts Committee Chairman Warren Mwambazi has been implicated in the face mask supply scandal at DMMU.

And further details have emerged showing that Mr. Mwambazi’s company was irregularly awarded several lucrative contracts under the PF administration.

And some Members of Parliament have resolved to push for the removal of Mr. Mwambazi from the Parliamentary Public Accounts Committee.

The MP who opted to have his name withheld said the ACC should now move in and investigate Mr. Mwambazi’s shoddy deals now that Speaker Nellie Mutti has asked him to recuse himself from chairing PAC hearings when matters involving his company come up.

The Member of Parliament stated that Mr. Mwambazi is exhibiting arrogance by describing MPs questioning his integrity as “boys making noise.”

The MP said the Commission should launch investigations into Mr. Mwambazi’s business conduct if the Commission is serious about fighting corruption.

“There is a lot of evidence to show that the PAC Chairman is not as clean as he portrays himself during those hearings and the ACC has a duty to take an interest in this matter. What the Speaker did when she ruled yesterday confirms that there is something sinister in his (Mwambazi) business dealings,” he said.

The MP said the Commission should investigate how Mr. Mwambazi obtained lucrative contracts at the Kafulafuta Dam Project and feeder road construction contracts at the Ministry of Local Government.

He revealed that the Commission should also move in and investigate how Mr. Mwambazi is allegedly using a Ndola-based energy firm Kapekisa Oil Marketing Company to obtain favours from Energy Minister Peter Kapala.

“The ACC should question why Mwambazi is using Kapekisa, a company in which he has interest to obtain pecuniary advantage in oil tenders from the Ministry of Energy. The close relationship between Mr. Kapala and Mwambazi is questionable because prior to the elections, these two people didn’t even know each other but now they have formed a close bond such that Minister Kapala even appointed Mwambazi’s wife Mazuba into the Rural Electrification Board without any qualifications,” he said.

The Member of Parliament wondered why Kabushi Member of Parliament Bowman Lusambo’s wife has been arrested for concealing property suspected to have been proceeds of crime while Mr. Mwambazi is still driving a vehicle that belongs to Mr. Lusambo has not been interrogated.

“The ACC was so fast in closing in on Mrs. Lusambo that she obtained property that they suspect was illegally acquired by her husband but here you have Mwambazi who is still driving a vehicle ( Toyota GX Reg. BAE 5990) which he got from Mr. Lusambo and he hasn’t even been questioned by the Commission.”

The MP alleged that Mr. Mwambazi is trying to downplay the seriousness of the allegations leveled against him by refusing to state his position on the matter.

“You have a guy who is abusing his privileges as PAC Chairman to malign his colleagues from the previous administration when he is a full beneficiary of the same PF system that rewarded its cadres. He shouldn’t be allowed to use PAC to scandalize his friends.”

He added, “everybody knows that Mwambazi was sponsored by Hon. Lusambo to win the Bwana Mkubwa seat, so if the ACC is after Bowman as a genuine fight against corruption, they should also go for Mwambazi because he is a beneficiary of Bowman’s perceived corruption.”

And some Members of Parliament have resolved to proceed to have Mr. Mwambazi removed from the Parliamentary Public Accounts Committee.

The MPs stated that the way Mr. Mwambazi has responded to the face mask scandal has the potential of undermining public confidence in the work of the Committee.

The PF is now dead and buried – Mpundu

By Charles Tembo

NICKSON Chilangwa does not understand what it means to be secretary general for a party and he will take the PF into total oblivion, says Johnson Mpundu.

He says the PF is now dead and buried adding that Chilangwa is acting like a lost child who just wants to eat chicken bones.

Mpundu, a PF founder member, says the party cannot afford to boycott public functions if they are in the process of rebranding.

Over the weekend, the PF held its central committee meeting which was chaired by acting president Given Lubinda.

Announcing that meeting’s resolution, Chilangwa who is acting PF secretary general said the former ruling party would not participate in both the International Women’s Day and the Youth Day celebrations.

“The Patriotic Front wishes to reiterate that it extols the commemoration of all national holidays and national events as demonstrated by the importance we attached to these holidays and events throughout our 10 years in office. Youth Day which falls on the 12th of March each year is an important holiday that highlights the importance of the youth to the country on the anniversary of the disturbances in 1962 that resulted in the deaths of young Zambians during the nation’s turbulent journey to independence. Equally the International Women’s Day which falls on March 8th is a special day that is normally used to celebrate women and to also highlight some of the challenges that our womenfolk face. The day can also be used to craft ways to promote gender equality in a bid to create a fair and just society devoid of gender bias,” said Chilangwa.

“It is therefore sad to note that barely six months after assuming office, the UPND is driving Zambia back to the very evils that we fought against, 58 years ago during the struggle for independence. The UPND regime is fast eroding the gains we had achieved as a nation to ensure enhanced participation and equal opportunity for our women and youths in all facets of our social, political and economic life of our country. The UPND has completely ignored our youths and women and have relegated them to the tail-end of the social, political and economic strata. President Hakainde Hichilema has systematically excluded our women and youths from critical governance issues by deliberately sidelining them as far as appointments to key government positions is concerned. For the reasons highlighted above, I wish to announce to the nation that as Patriotic Front we will not take part in marching or any government planned activities on Women’s and Youth days respectively; instead we will use these days to galvanise our women and youths across the country to do community service in their various localities.”

But Mpundu has told The Mast that Chilangwa is acting like a lost child who just wants to eat chicken bones.

“This guy can surprise you at times. Does he even understand what it means to be SG (secretary general) for a party like PF? This guy just wants to put the PF in total oblivion. And that is the direction the PF under his acting capacity as SG is going,” he said. “The PF is now dead and buried. Zambians should start looking for other alternative opposition parties to offer checks and balances not from the PF.”

Mpundu said the PF should have used public functions to check its relevance to the Zambian people.

“When you are rebranding, you don’t stay away from public functions. That is an opportunity to be seen to the people and measure if people still want you or not. This is an opportunity where you also measure and hear from the people the actual mistakes that you made,” he said.

Mpundu said the decision by Chilangwa to completely dissolve the Kennedy Kamba-led Lusaka provincial executive means the end of PF in Lusaka.

“On that one, it is the end. Kamba was and is a factor in PF for Lusaka Province. But to put the blame on him over the loss of PF is completely unacceptable. Why has he not dissolved the Copperbelt executive which only has three MPs out of the 22? We lost terribly on the Copperbelt than we did in Lusaka. So why has he not dissolved the Copperbelt executive? This is why I say Chilangwa does not mean well for the party,” said Mpundu.

GIVEN LUBINDA Vs. MAINDA SIMATAA CASE SET FOR MONDAY…

As UPND abandons it’s Kamwala Councillor to face Lubinda’s lawyers alone in the High Court

PF acting President Given Lubinda’s Lawyers Kaunda Kaunda Legal Practitioners have served UPND Kamwala Ward councillor Mainda Simataa with a court summons following his refusal to publicly apologize over his claim that the former PF Kabwata MP is illegally occupying a community play park that belongs to the people of Kamwala.

The Councillor who was served at 20:00hrs yesterday is unlikely to file a defense today, and will most likely appear without legal representation before Justice Lombe Phiri at 10:45 on Monday 14 March 2022.

It’s alleged that the UPND is not interested in the matter and will not support the Councillor or residents of Kamwala who want to get back their property.

And a source within the UPND has told MUVI TV that Simataa won’t get any help or lawyers from the Party because there’s a group within UPND trying by all means to take him down and cause a by-election in Kamwala and field in a a councillor they can control. “There’s even a group that got money from KCC night club owners and promised to protect them from Simataa who’s been on their case for noise pollution in Madras Kamwala, and this group will be happy to see Lubinda finish off the vibrant councillor who doesn’t have the party’s blessing or protection”, said the source.

Meanwhile Simataa has accused the Anti-corruption commission and some Lusaka City Council officers of secretly working with Lubinda…

“Look, it’s on record, I’ve written to LCC Town Clerk and Director of Finance who’ve been dragging their feet to avail me with critical documents to enable me file a reply for my people while they give access to Lubinda’s Lawyers instantly”.

Simataa has also lashed out at Anti-Corruption Commission director whom he says is too soft, sympathetic, slow and unwilling to act on high profile corruption suspects in the former PF regime.

ACC still awaiting DPP’s consent over Lusambo corruption case

By Mwaka Ndawa

BOWMAN Lusambo has again failed to take plea in a matter where he is facing two counts of corrupt acquisition of public property and three counts of possessing property suspected to be proceeds of crime which he is said to have concealed in his wife’s name.

This is due to failure by the Anti-Corruption Commission seek the Director of Public Prosecutions’ approval to prosecute the matter on time.

The ACC was obtaining consent from the DPP whilst the proceedings were ongoing.

ACC prosecutor Martin Mayembe told magistrate Faidess Hamaundu that the issuance of instructions by the DPP was underway and requested that the matter be adjourned to next month.

“The matter was scheduled for plea and commencement of trial. Consent is being issued now. I was in touch with officers from the DPP’s office, I seek that the matter be adjourned to a later date,” said Mayembe.

Magistrate Hamaundu adjourned the matter to April 6.

The ACC could also not jointly charge Lusambo with his wife Nancy Manase.

It is alleged in the first count that Lusambo between May 1, 2015 and December 31, 2021 unlawfully acquired property No. L/39876/M in Ndola district on the Copperbelt Province in the name of Frontier Management Services Limited and later transferred the same to Jignesh Prafulchandra Soni at a consideration of K880,000 in his own benefit.

In the second count it is alleged that the former Lusaka Province minister between January 1, 2017 and December 31, 2018 unlawfully acquired a certificate of title for stand No. MASAI/LN 1003028/218 in Masaiti district on the Copperbelt Province under his name and obtained an exemption from paying K250,000 for the premium land and the property was transferred to Mbachi Nkwazi at a consideration of K150,000, an act prejudicial to the rights and interest of Masaiti Council.

In the third to fifth count, Lusambo between September 1, 2021 and October 31, 2021 whilst acting with others unknown allegedly concealed property No. HN 248 valued at US $60,000, property No.HN 282 valued at US $128,000 and property No. HN249 valued at US $60,000 at Silverest Gardens in Chongwe district in his wife’s name Nancy, which were reasonably suspected to be proceeds of crime.

After leaving court, Nancy hooked her arm through Lusambo’s and the couple walked down the corridors hand in hand.

Five reasons why Ukraine has been able to stall Russian advance

0

Almost two weeks into the Russian invasion of their country, Ukrainian forces have managed to hold up the advance of their foes with resistance that has won plaudits from Western allies.

Analysts say their performance against a numerically far superior army has been fuelled by a combination of good preparation, national solidarity and Russian mistakes.

However, the future remains unclear, with President Vladimir Putin repeatedly declaring that nothing will stand between him and his aims.

“They (the Russians) are basically not going very fast,” said a senior French military source, asking not to be named. “At some point they will have to realign but it will not signify a failure.”

AFP looks at five ways Ukraine has been able to stall the Russian advance.

Preparation

Ukraine, with Western help, substantially bolstered its armed forces after 2014, when Russia annexed the Ukrainian peninsula of Crimea in a lightning operation and pro-Russia separatists overran parts of the east of the country.

In 2016, NATO and Kyiv began a training program for Ukrainian special forces, who now number 2,000 and have been able to help civilian volunteers.

“Ukrainians have spent the last eight years planning, training, and equipping themselves for resisting a Russian occupation,” said Douglas London, adjunct associate professor at Georgetown University.

Understanding that the US and NATO won’t come to its rescue on the battlefield, Ukraine’s strategy has focused “on bleeding Moscow so as to make occupation untenable,” the CIA veteran wrote in Foreign Affairs.

Local knowledge

Russia, relying on Soviet-era familiarity with an area that Moscow controlled under the USSR, appears to have underestimated the Ukrainian forces’ home-turf advantage.

This included both knowledge of the terrain — at a time of the year when tracks can turn to mud — and the capacity of locals to themselves take up arms against the invading forces.

In such a scenario of irregular warfare, weaker forces can maximise the advantages they have over their stronger opponents — “advantages of terrain, local knowledge, and social connections,” said Spencer Meredith, professor at the College of International Security Affairs.

Challenges will mount further if urban fighting develops when Russia seeks to penetrate inside cities like Kyiv.

“That changes everything,” said the French military source. “The Russians will run into trouble at every street corner, building by building.”

Solidarity

Led by President Volodymyr Zelensky, who has remained in Kyiv despite the risk to his life as Russia enters the region of the capital, Ukrainians have shown the deepest resilience in adversity.

Ordinary citizens have volunteered for the frontline, often after ensuring their families were safely headed to security in the west of the country or outside its borders.

Images circulating online have shown ordinary people making Molotov cocktails or farmers towing away captured Russian military hardware.

Ukraine had no “other choice than to further increase its attrition warfare capacity by rapid training of territorial troops and use of light weaponry,” said retired French colonel Michel Goya.

Strategic errors

Military analysts say Russia made strategic errors in the early days of the invasion after it was launched on February 24, sending in too few ground troops in the initial phase and failing to get ground and air forces working in tandem.

It appears Moscow expected to achieve military success within days.

“At the outset they thought they could introduce units very quickly into the capital Kyiv… But very early on they got bloody noses,” said Michael Kofman, director of the Russia Studies Program at the Center for Naval Analyses in the US.

“The assumptions were ridiculous… how could you take Kyiv in three days? The Russian military has now adjusted and is trying to conduct this as a combined arms operation,” he said.

Psychological fear

Russia has set alarm bells ringing across the world by keeping tens of thousands of troops deployed close to the border with Ukraine over recent weeks.

But it is possible that few had any idea they were about to be sent to war in a neighbouring country whose inhabitants are fellow Slavs and where many speak Russian as their mother tongue.

Morale will not have been helped by heavy Russian casualties who, according to the French source, have included at least one major general — a sign the top military elite have felt compelled to visit the frontline.

Tom Pepinsky, non-resident senior fellow at the Brookings Institution, said evidence so far suggested that Ukraine’s treatment of Russian prisoners of war could become harsher as the invaders press further into the country.

Laini also told K24TV that denying drivers sexual services, is one way of demanding justice for women who are subjected to sexual assault in public spaces.

She added;

“We know this is where we get our basic needs and fend for our families but we are ready to go hungry for this type of violence to come to an end”

We don’t want these people to enjoy stolen wealth – ACC

0

By Kombe Mataka

ANTI-CORRUPTION Commission (ACC) says there is need to heighten sensitisation around the the option of settlement for offenders as a way of accelerating recovery of stolen assets.

ACC corporate affairs manager Timothy Moono said in an interview that asset recovery was key and that there was need for people to be encouraged to declare what they have stolen from the State.

“We don’t want these people to enjoy the wealth. So we make sure we freeze their assets and keep them but prosecute them for their subsequent cases. This has nothing to do with a case of proving a case beyond reasonable doubt. It sits on balance probability. Is it possible that this person could have done this? That is simple enough. It is one of the easiest ways to get to criminals and demobilise them in regards to the assets that they acquired if you look at the conviction based prosecution. You are not certain how long it will take. Sometimes the witnesses are not there. Sometimes parties die. All these are factors that the criminal justice system has looked at and said it is beneficial to go for the proceeds of crime,” Moono said.

“We have been talking about it but it’s that probably there were no landmark cases which could point at what we were doing. But the Faith Musonda case, because it was a big case, it was very easy for people to relate to when we started explaining that this was under our law. We had similar cases before. In Livingstone, I remember where one former councillor we grabbed whatever they had and they had to do community service out of this and we went into plea bargaining. We have been doing it but yes the sensitisation needs to be heightened and we will do this.”

Moono however said the settlement agreement was based on full disclosure of what one stole.

“It’s up to the law enforcement agency to declare that such an agreement is null and void because you lied and prosecute you for the original case or they keep the agreement but prosecute you on the subsequent information that you lied. The settlement does not absorb you from any case relating to the commission of the first offence that you will be protected. Any strand of cases that will come, one can be prosecuted for that! And as a law enforcement agency asset recovery is key,” he said.

And Moono said members of the public must exercise patience with the processes of prosecution which take time.

“The issue is when you are called for a warn and caution statement, it is at the time, after the Commission having done its investigation have found out certain information that strongly suspects that someone has committed an offence. Because you are a suspect, they provide an opportunity for you to give your position on those allegations,” he said.

“So because you are warned and cautioned, a warn and caution statement means ‘we want to let you know you are at liberty to tell us whatever you want to say about the allegations but just note that we can use this same information against you in the courts of law’. That is however not the end of investigations because they may bring out a lot of information which exonerates them of information which points to other factors. An investigator will not ignore that information. An investigator will test that information to see whether what that person has said is the truth. You can then go back and check and it would tell you whether this person was lying or not. After that warn and caution statement, you find that this person was telling lies, then you know that your investigation has got a case. In regards to corruption cases, your next step is that you submit the case file to the DPP to go through so that consent to prosecute is sought. So it is a process.”

Moono said because criminals want to be seen to be clean, they hire best lawyers.

“That does not mean a case was not committed when there is an acquittal. In fact, the issue of the settlement is one other section which is contained in the anti-corruption Act under section 80 and it is different from the forfeiture of proceedings of crime under section 76 section of the anti-corruption Act which deals with recovery of assets,” he said.

“Section 80 defines the way of how a settlement is reached. This is where you know you have committed an offence and you begin to say ‘I think I have some remorse and I am ready to give up what I have stolen. So even individuals that are facing prosecution can come up to the Commission that ‘do not prosecute me I will hand over whatever I have stolen’. But the settlement agreement has to make sure that one makes full disclosure of whatever criminal offences they committed. That agreement is so strong that if they cheat, the earlier agreement will be declared null and void and you can be arrested still for the same offences that you are seeking settlement for.”

And Moono said ACC officers were mandated to declare assets every year.

“Where they find officers engaging in misconduct of corruption, they have to report. We do have an internal audit system. We have an integrity committee and a lifestyle audit. We are required to declare our assets annually. You can come and check how much I own,” said Moono.

“We are the only institution that has that kind of declaration apart from politicians. We will not shy away from saying we can also acquire property because some of the individuals we investigate want to tarnish the institution. We know there are such schemes.”

UPND risks becoming very unpopular within shortest period – Mtayachalo

0

By Christopher Miti

YOTAM Mtayachalo says the new dawn government must be very careful because it risks becoming very unpopular within a shortest period of time because of high cost of living and doing business in the country.

The Chama North PF member of parliament says the UPND administration risks being unpopular like Frederick Chiluba’s MMD if they depend so much on IMF policies which end up impoverishing people.

Mtayachalo, a former National Energy Sector and Allied Workers’ Union general secretary, said the monthly review of the fuel pump price in a country where the economy was not stable might lead to economic disaster because businesses could not plan for short, medium and long term.

“Further, on removal of fuel subsidies, I strongly feel it should have been done gradually in order to protect citizens from escalating cost of living and doing business in the country than what has been done. And I believe the end results will have negative economic consequences. Let us not be cheated, Zambians. There is no country which has completely done away with fuel and electricity subsidies, not even oil exporting countries such as Saudi Arabia, Iran, Nigeria and Angola just to mention but a few because the energy sector drives the wheels of production,” he said in a statement.

“For example, Nigeria spends about $17 billion while Iran spends $26 billion, Saudi Arabia spends $45 billion while Angola spends $3.5 billion annually on fuel subsidies. Therefore, who are we not to provide subsidies when all countries are doing it in order to protect their citizens and safeguarding jobs? While Angola is contemplating removing fuel subsidies, however the government is extremely cautious as it will be done in phases in order to minimise the negative impact on the economy and households.”

Mtayachalo wondered what would happen to the fuel situation in Zambia if the price of crude oil continued increasing.

“Imagine if the price of crude oil continues to skyrocket, for argument’s sake, it goes beyond $200 per barrel! Is government going to fold its arms and leave everything to market forces to determine the price without offering subsidies to protect households and jobs?” he asked.

“If we are not careful, we may end up again similar to what happened during the Chiluba administration which blindly followed IMF economic policies such as liberalisation of the economy and privatisation which led to economic disaster, high poverty and unemployment levels in the country. Therefore, the new dawn government must be very careful because they risk becoming very unpopular within a shortest period of time because of high cost of living and doing business in the country.”

And Mtayachalo said Zesco’s contemplated high connection fees would also undermine economic development.

“Zambia has a long way to go to achieve universal and sustainable access to electricity for all Zambians in line with the 2030 Vision deadline because of inadequate budgetary allocations to the Rural Electrification Authority for a long time now,” he said.
“We are remaining with eight years before 2030 benchmark, but it is unfortunate that only about 31 per cent of Zambians have access to electricity 57 years after independence with rural areas accounting for four per cent which is not a success story to write home about. Further with anticipated high connection and meter separation fees being proposed by the power utility it means that very few Zambians will have access to electricity, thereby undermining economic development and the quality of life for the majority Zambians because electricity is a critical driver in poverty eradication and job creation.”

Mtayachalo advised Zesco to instead broaden its customer base.

He said increasing fees for clients was very retrogressive.

“I find it retrogressive to allow Zesco to charge punitive new electricity connection fees in view of the low number of Zambians already accessing electricity because even at the current rates many people have no financial capacity to access electricity. Therefore, by increasing capital contributions, very few Zambians would be able to manage to access electricity,” Mtayachalo said.

“And as such what Zesco needs is to broaden its customer base, not increasing new connection fees. It will work against the power utility in the long run. What Zesco is suggesting is like mobile communication providers increasing the cost of sim cards. It will mean reducing their clientele hence resulting in reduction in their financial base.”

Mtayachalo argued that financial woes at Zesco would not be addressed by making new connection fees and electricity tariffs beyond the reach of many Zambians but by charging affordable and flexible new connection fees.
He said it did not make economic sense to increase new connection fees which were beyond the reach of many Zambians.

“Moreover, during the UNIP government new electricity connection fees were too exorbitant for majority Zambians and as such when Mr Robinson Mwansa became managing director in 1991, he put in place measures to make new electricity connection fees affordable. That’s the time we saw a significant jump in Zambians accessing electricity,” explained Mtayachalo.

“But by proposing to increase new electricity connections from K750 to K7,000 for meter separation and from K1,700 to K6,995 for new electricity connections you are killing the nation and suffocating the company from having more electricity customers. Hence people will resort to charcoal burning and lead to deforestation. And as such attaining universal access to electricity by 2030 shall remain a pipe dream.”

On Twitter, a Ukrainian father learns that his wife and children were killed while attempting to flee Russian invaders

0

The husband and father of the Ukrainian woman and two children killed by mortar fire as they tried to escape shelling outside Kyiv found out about his family’s murder on Twitter.

Tatiana Perebeinis, 43, her kids Mykyta, 18; Alisa, 9; and Anatoly Berezhnyi, 26 — a church volunteer who was helping them escape — were killed by Russian forces as they ran across a damaged bridge in Irpin on Sunday, March 6.

A photo of their bodies strewn across the pavement led Ukrainian President Volodymyr Zelensky to promise he would kill “every bastard” responsible for the indiscriminate civilian slaughter.

Serhiy Perebyinis, 43, was in eastern Ukraine tending to his ailing mother at the time his family was killed.

He said he found out about their deaths on Twitter. He broke down in tears talking about the senseless killings during an interview with The New York Times.

“I told her, ‘Forgive me that I couldn’t defend you,’ ” he said, as he recounted his conversation with his wife on Saturday night, a day before she was killed.

Tatiana

“I tried to care for one person, and it meant I cannot protect you.”

The grieving husband said his wife replied: “Don’t worry, I will get out.”

Perebyinis said he felt it was important that footage of his wife and children’s ghastly death had enraged Ukraine leaders and pulled on the heartstrings of sympathizers across the globe.

“The whole world should know what is happening here,” he told the paper. Tatiana, an IT worker, had been urged by her company to evacuate last month. However, she didn’t leave sooner over concerns of how to bring her mother, who has Alzheimer’s disease.

She had been taking cover in the family’s basement with her children after a shell hit their building, according to the report. Tatiana’s son Mykyta slept all day and stayed up all night, watching over his mother and sister.

“My son was under a lot of stress,” Mr. Perebyinis said. When attacks intensified, his wife decided to flee the area with her children and parents.

On Saturday, March 5, they attempted to leave town in their minivan, but were dissuaded by a tank rolling by on the street. On Sunday morning they drove as far as they could, but were forced to evacuate their minivan and tried to cross the damaged bridge on foot, Perebyinis told the Times.

Perebyinis had been trying to monitor his family’s location on a cellphone app. He knew something had gone wrong when the tracker showed the phone was at a Kyiv hospital, and no one was picking up his calls. He saw a Twitter post of the scene after reading reports that a family had been killed by a mortar strike on the evacuation route.

“I recognized the luggage and that is how I knew,” he reportedly said of the blood-stained suitcases and backpacks the family was carrying. The items were photographed next to their bodies.

Perebyinis’ mother and father-in-law were behind their daughter and grandchildren and were not harmed in the attack. They were staying with a family godmother, the paper reported.

To return to Kyiv, Perebyinis flew into Russia and crossed a land border into Poland, where Russian guards eventually let him pass after threatening to arrest him, according to the article. “My whole family died in what you call a special operation and we call a war. You can do what you want with me. I have nothing left to lose,” Perebyinis reportedly said he told them.

It was the second time the couple, who met in high school, and their children were torn by war. The family had moved to Kyiv in 2014 after being displaced by Russia’s uprising in the eastern city of Donetsk, Perebyinis reportedly said.

“We were married for 23 years and refurbished three apartments and never argued once,” Perebyinis said of his slain wife.

‘President Vladimir Putin could order a chemical weapons attack on Kyiv’ – Western officials warn

0

Western officials have warned of their ‘serious concern’ that Russian President Vladimir Putin could use chemical weapons in Ukraine to commit further atrocities during the invasion.

The officials claim that an ‘utterly horrific’ attack could be launched on the capital of Kyiv to revive the Russian war effort amid logistical issues, mechanical failures, and a lack of fuel for their armoured vehicles.

In a briefing with journalists, one Western official who spoke on on condition of anonymity said: ‘I think we’ve got good reason to be concerned about possible use of non-conventional weapons, partly because of what we’ve seen has happened in other theatres.

‘As I’ve mentioned before, for example, what we’ve seen in Syria, partly because we’ve seen a bit of setting the scene for that in the false flag claims that are coming out, and other indications as well.

‘So it’s a serious concern for us.’

UK’s Defence Secretary Ben Wallace said that the UK has already handed Kyiv 3,615 anti-tank weapons, known as NLAWs, or new light-antitank weapons.

He said a ‘small consignment’ of Javelin anti-tank missiles will follow, while ministers consider whether to send Starstreak high-velocity anti-air missiles.

But a Polish proposal to hand its MiG-29 fighter jets to a US military base in Germany, with the expectation they would be handed to Ukrainian pilots, was dismissed in Washington.

The warnings came as Ukrainian President Volodymyr Zelensky declared a Russian missile attack had landed a ‘direct strike’ on a maternity hospital in the southern port city of Mariupol.

The hospital was decimated, with women and children feared trapped underground in what Zelensky described as ‘an atrocity’.

Ukraine’s Foreign minister Dmytro Kuleba called it a ‘petrifying war crime’, as he pleaded for allies to supply Ukraine with aircraft.

UK Prime Minister Boris Johnson said there are ‘few things more depraved than targeting the vulnerable and defenceless, while Foreign Secretary Liz Truss described the hospital attack as ‘absolutely abhorrent’, but continued to reject Ukraine’s request for a no-fly zone to be imposed over its skies.

Who is 2026 Zambia’s President?

Who is 2026 Zambia’s President?
So much has been said, seen and done regarding the above question and most have failed to handle this question with the patriotic and objective analysis.

When Levy died RB took and it was automatic RB to win the immediate election that followed. Sata died and it was not clear on Scott regarding his parentage hence the closest seen by then was Harry Kalaba but having come from Luapula he was disadvantaged and a fellow after him Edgar Lungu was picked because he came from another region. It was automatic to win the immediate election considered to be by-elections despite our Constitution not having by-elections on Presidential Candidates as the election is referred to as Presidential Election.

2021 August election was meant for PF to win and maybe rule 15 to 20 years but Edgar Lungu was selfish and could not allow another leader to stand and deliver the victory for PF. The PF featuring another candidate for August 12, 2021 elections would have prevented HH from being Republican President of Zambia as this term was considered the last for him by UPND members and the general public.

Since August 12, 2021 elections the citizens have started searching for who takes over from HH.
Many candidates have started showing up and positioning themselves to lead Zambia after HH. These include Harry Kalaba of DP, Wynter Kabimba of EF, Chishimba Kambwili of unknown, KBF UPND Alliance Partners, Zayelo of PF and the likes of Mutotwa Kafwaya, Emmanuel Mwamba and Ngosa Simbyakula of the former Ruling Party PF, Fred Mmembe of SP, Saviour Chishimba whose candidate withdrew from Kabwata Constituency By-election and others who can be taken as escorts to the Plot One Race.
Each of these candidates have their own reasons for making themselves available.

The Zambian Citizens have a shortlist of whose is taking over from HH and the shortlisted include Chishimba Kambwili CK, Emmanuel Mwamba EM, Mutotwa Kafwaya MK, Harry Kalaba HK, Fred Mmembe FM.

The system of Governance in Zambia has picked 3 people as most immediate threats to HH and these include CK,HK and FM.
The analysis keeps narrowing from the 3 we have issues of the type of politics, experience and character demonstrated to lead Zambia from experimental to established leadership. So much can be said about each of these 3 but one amongst these stands out and will lead Zambia.

CK is a leader that needs others to control him regarding how he manages his mouth, FM is said to be an information person but does not possess the Leadership Zambia needs especially that HH a businessman is seen not doing well and most think FM will be like HH in Govt.

This leaves the option of HK who both citizens and the Governance System is ready to allow his leadership to prevail. HK has sold his brand name well since 2018 after resigning as Foreign Affairs Minister in the then PF regime of Edgar Lungu but he will need lots of Material such as Tshirts, Chitenge, Caps, Bill Boards and media management of all his activities.

Looking at the demands the public makes on HK he can easily get the Presidency and it is a call for others to work with him and support him. Other candidates can be good but they are not alternatives to HH as is HK the man fought by strong government machinery of both ECZ and HH but he has stood strong against all odds. HK is the only brand found favourable in all provinces, amongst civil servants, defence forces and the general public as well as those from the ruling UPND and other opposition but HK must work out a plan to make available materials to all his party structures and some open minded sympathizers who are desperately in need of either a T-shirt, Chitenge, Caps and must print his manifesto for everyone interested in reading. HK must not miss this chance.

HK seems to be taking advice when people speak and evidence is there on his participating in by-elections, visiting and supporting established structures whilst having a good relationship of mutual respect with NGOs and the Church.

The public has advised him of removing the church from politics and he needs to balance on this matter. There is also greater need for HK to engage reliable media houses in addition to his facebook account. HK needs to up the game on the maximum utilization of Online Media to cover his activities which citizens can access at their own convenience.

Currently there is too much funding against HK by those in Government and others evening using his fellow opposition to slow HK down. Our observation is that when he talks both the citizens and the Government take stock of what he says. HK is a brand easy to sell in all the 10 Provinces and the man has had a fair share of touring Zambia in canvassing for votes and public following the the favour of the people is upon.

HH Is deploying non-democratic schemes to attack opposition – Harry Kalaba

HH Is deploying non-democratic schemes to attack opposition – Harry Kalaba

Opposition leader and former foreign minister Harry Kalaba has denounced alleged efforts by President Hakainde Hichilema to interfere with the Democratic Party and use the ‘authoritarian playbook’ against the opposition with impunity.

Kalaba says that the ploy to frustrate him out of the political arena has only made his resolve stronger and energised supporters.

A conspiratorial scheme deployed against Kalaba and the DP was exposed recently through a leaked conversation between President Hichilema’s special advisor for politics Levy Ngoma and home affairs permanent secretary Joseph Akafumba.

Ngoma and Akafumba were captured discussing plans to frustrate Kalaba using expelled DP vice-president Judith Kabemba.

Kabemba, who is being represented by one of President Hichilema’s many private lawyers Muna Sikaulu, has since challenged Kalaba’s position as DP president in court.

Kalaba says President Hichilema’s pre-occupation should not be to destroy the opposition at all cost but rather channel his energy towards fulfilling the numerous promises he made before being given a resounding mandate in the August 12, 2021 polls.

Kalaba expressed shock that less than six months on the job, President Hichilema’s priority was to decapitate all opposition, using unlawful and nondemocratic schemes, particularly against those he perceived had the potential to give him a good run in the governance of the country.

The former foreign affairs minister added that it was sad President Hichilema has instead opted to spend his productive time and effort on the DP and its leadership.

“Abuse is abuse regardless of which party the perpetrator belongs to. And if an act was wrong under the PF, it still remains wrong under the UPND,” Kalaba said in an interview. “I will continue to flag issues of abuse, corruption, tribalism and regionalism – and especially these intolerant abuses of power aimed at strangling our civil rights.”

“If President Hakainde and his agents feel that by disenfranchising the DP, they will be able to silence me, they are wrong as my values are not driven by a Party but a greater conviction for a fair and more humane Zambia, an equitable Zambian that protects the welfare of its citizens,” Kalaba said.

And Democratic Party spokesperson Mwanawina Kwibisa says President Hichilema was not being sincere with the way he has been approaching the issues with the opposition party.

“It is his finger behind the two DP expelled officials Judith and Justin. He is afraid of the DP and wants it detabilised before the elections in 2026,” he said.

Meanwhile, DP National Committee and losing Member of Parliament for Mansa Central Mwape Mwelwa says President Hichilema is pretending to be ignorant of what is happening in the opposition party when he and his ruling party are fully behind the confusion.

“It is President HH sponsoring the interference in the Democratic Party. Why has he continued to keep Levy Ngoma his political adviser and Joseph Akafumba (Permanent Secretary Home Affaires) after they were exposed of trying to undermine the institutions of governance by trying to block the DP from participating in the Kabwata by elections?

The President has no respect for the rule of law and let alone the institutions of government. Let him stop hiding behind his officials and come out in the open. His links with the expelled duo is evident,” said Mwelwa.

In late January this year, an audio capturing a conversation between Ngoma and Akafumba plotting to continue fanning confusion in DP was leaked with police moving to summon a KBN TV journalist whose broadcast station first published the expose.

President Hichilema and the ruling party UPND have refused to comment on the audio claiming.

About Poverty In A Land Of Plenty: A Case Of Zambia- Sean Tembo

ABOUT POVERTY IN A LAND OF PLENTY: A CASE OF ZAMBIA

By Sean Tembo – PeP President

1. Good morning fellow citizens. Oil prices and copper prices are always positively correlated, meaning that the factors that cause one to go up generally cause the other to go up as well, and vice versa.

2. Since the value of our monthly fuel imports make up less than 20% of the value of our monthly copper exports, any increment of oil prices on the world market is supposed to be off-set by the additional revenue generated by Government from increments in copper prices on the world market. Meaning that we are not supposed to suffer any upward price adjustment at the pump even when world oil prices go up as they have recently due to the Ukrainian war.

3. The reason we are feeling the pinch of high fuel prices is because Govt has given the mines a de facto tax holiday, so we as a nation are not benefiting from high copper prices. The new dawn administration gave mining houses this de facto tax holiday because these mines have been funding the UPND campaigns since time immemorial, so they are now paying back the debt.

4. However, this is being done at the detriment of Zambian citizens. With the copper prices being at a record high, we were supposed to be recording a huge budget surplus right now, our foreign reserves at BOZ were supposed to be growing exponentially, our foreign debts which the current Govt inherited were supposed to be liquidated at a fast pace, but none of that is happening.

5. To the contrary, Govt is broke. They are failing to even hire the 11,000 medical personnel and 30,000 teachers which they promised. Contractors have not been paid for months resulting in huge loss of employment and high levels of suicide among them. Hospitals have no medicines and the cost of living is unbearable. These are problems which are supposed to be there when copper prices are at rock-bottom not when they are record high.

6. As painful as it might be, Zambians of all creed, regions, provinces and tribes need to accept that the man whom we entrusted with the job of running the affairs of this nation on 12th August 2021 does not have the national interest at heart. He has put his personal interests and the interests of his UPND party above the interests of the nation. Instead of collecting the tax that is due to the nation from the mining sector while copper prices are at an all-time high, he would rather give them a de-facto tax holiday so as to pay back the debt that his party has accumulated over the years while in opposition from these mines.

7. As painful as it might be to accept, there is little question that our man is a saboteur. He is sabotaging our country in favour of foreign and corporate interests, all at the expense of the common Zambian. Instead of bringing hope and help to the people as promised during campaigns, all he is offering the Zambian people are shallow excuses which become more and more incoherent by the day.

8. Five years is too long a time to wait to correct this situation. By that time, our country would have been destroyed beyond repair. Something must be done now to rescue our country from the hands of this saboteur. The question is what should we do?

My President, refund the SA trip cost and boast about your popularity- Austin Mbozi

0

By Austin Mbozi

President Hakainde Hichilema’s advisors should advise him to voluntarily refund the State costs of his 26 January South African trip.

First, refunding will make him extremely popular in Zambia and abroad as a role model sacrificing for his poor compatriots. Ideally, I should have secretly advised him without publicity in this newspaper so that the idea should seem to come right from his heart. But some advisors around him cannot let me access him, just like they were preventing me from seeing him while he was in opposition. Why? Because they fear that he will like me once he meets me. Why? Because everyone who chats with me ends up liking me even when I don’t dress smartly and I only ‘drive’ a mere bicycle. Yet, I hate being liked, especially by my fellow males.

I speak my mind and usually annoy dishonest people because I don’t strive for jobs or promotions. Why? Because I have already achieved far more than my childhood ambition. My hard studying to pass number one at Namayani Primary School in chief Mungule was not motivated by ambition to enter university. With many of my male classmates we were motivated to learn English so that we should be able to propose in English those beautiful village girls like Charity Kambela while our ‘chick’-rivals proposed ‘chicks’ in our Lenje language.

Second, refunding will prove his seriousness with his ‘refund-and-be-forgiven’ policy against former ruling PF thief-thugs. Yes, President HH neither broke the law nor stole his trips funds. But his own policy forced Faith Musonda to return the K65 million even when no evidence of theft was given. Corruption fighter hero Levy Mwanawasa showed good example. When he realised that the plot, he legally bought from Lusaka City Council belonged to UNZA he voluntarily and secretly returned it in 1992. When he was President in 2002, opposition FDD leader Simon Zukas media-publicised about Mwanawasa’s ‘corruptly-obtained’ plot. He was embarrassed. Mwanawasa’s press aide Jack Kalala disclosed that Mwanawasa had already returned the plot. The one showing a bad example is former South African President Jacob Zuma who refused to refund the 215 million Rand used to refurbish his Nkandla home, forcing courts to order him.

Okay, yes, President HH may have gone on a working visit but merely passed through his friend Greg Mills to help him sell his book. But what will stop his appointee press aide Clayson Hamasaka from going on government-funded working visit to Mazabuka but drive the government vehicle all the way to his Gaali village in Mbabala to visit his childhood village footballer-mate Rusmas Chiyuni? The fact that financial controllers of an African state have approved a president’s cost does not mean that there is no problem. They fear presidents and can even release money from his verbal instructions. Even Edgar Lungu whom we condemned was not breaking the law by travelling expensively with huge personnel.

Third, refunding will earn him support for his future foreign trips. President HH has rightly reduced his costs per trip. But his trips’ annual costs will not differ from Edger Lungu’s if he adds controversial trips to his already increasing number of trips.

Fourth, there is some merit in what the opposition/ media are complaining about that trip. But as the President’s ardent supporter I am not accusing him of intentionally using State funds to go ‘galavanting’ (as Socialist Party president Fred M’membe humorously put it). But we must also understand the opposition’s view in this analogy. Imagine a kapaso (village headman’s clerk) in Bweengwa village wants to visit his girlfriend in Shantumbu village, but he has no cash and bicycle. So, he makes a plan; he asks his headman Bweengwa to give him a bicycle and ‘lunch money’ so that he takes the headman’s letters to headman Shantumbu. Headman Bweengwa does not really need to urgently send these letters but because kapaso has volunteered to take them he allows it. The kapaso then goes to deliver the letters at the headman as a ‘courtesy call’, then he visits his girlfriend. Has he abused his privilege? The opposition thinks he has because delivering the letters was not necessary. So they think President HH just wanted to visit his friend but cooked up an official visit because he had ‘kaso’ (stinginess) to use his personal money.

Mwebantu! Just what are a sitting President’s privileges? Supposing a Zambian President wants to visit his friends locally or abroad, should she or he use their personal money and security? Recall that the opposition complained that President HH needed to use State security personnel trained to protect presidents, not his private body guards he had while in opposition. And News Diggers newspaper suggested that it is not right security-wise for him to travel to USA using ‘public’ aero planes. They advised him to just use the Presidential Challenger plane but arrest PF-thief thugs who bought it irregularly. If so, then who pays fuel, security costs and lodging for a president who travels on the private visit? Anyway, refunding is the best compromise in response to such boarder-line questions.

Fifth, President HH, with personal wealth estimates of US $389 million, loses nothing by refunding. As a private citizen he global-travelled with his wife and family members. And with his CV as former president he will for life receive State support while his businesses are to expand because of this very CV. We admire HH because he earned his wealth from pure hard work. Nobody respects properties, even honestly earned, from political jobs like the property of Cornelius Mweetwa, Bowman Lusambo, Amos Chanda, Edith Nawakwi or Edgar Lungu. We respect politicians who serve diligently like Edify Hamukale.

Sixth, refunding will prove he listens to opposition leaders so that Zambians do not re-vote for PF thief-thief-thugs like they tried in the recent Kabwata by-election.

UPND is intolerant and harbors hate against opposition political parties- Saboi Imboela

0

The Saboi Imboela led National Democratic Congress (NDC) faction has accused the ruling UPND of intolerance and harboring hate against opposition political parties.

Ms. Imboela said the UPND’s intolerance and harboring hate against opposition political parties distorted Tuesday’s International Women’s Day celebrations in the country.

She said the NDC and other parties were not invited for Women’s Day celebrations.

Ms. Imboela said the NDC was disappointed to see thousands of UPND women clad in their party regalia at the exclusion of all other parties.

Ms. Imboela said the UPND Government decided to invite a handful of opposition members just to save their faces.

“To have a party in government that is so intolerant and clearly hates associating with other political parties is very retrogressive for the country. Governance is not about who you love or hate, but about the laid down procedures and processes that government workers have to follow in order to administer state affairs in an equitable and just manner. While we celebrated Women’s Day in different ways and had a great time as women from all walks of life yesterday, it was very sad to see that the UPND had gone all out to distort the government way of commemorating the day,” Ms. Imboela said.

She recalled how the UPND used to shun all state functions during its time in the opposition.

“The UPND was well known for staying away from all state functions during such days, and it looked like they decided to celebrate all the years they stayed away from the celebrations yesterday. Now they think that they can use government resources to line up all their cadres and eat what they failed to eat in opposition, all in one day. It was so disappointing to see thousands upon thousands of UPND women clad in the red danger regalia at the exclusion of all other parties, except a handful they called to save face,” Ms. Imboela said.

“A number of political party presidents have since confirmed that, just like the NDC, they too did not receive their Women’s Day invitation. Unprecedented. The Cabinet Office has a list of all registered political parties, their leaders and their contact numbers. This is the same list that successive governments have all been using. As a woman leader of my party, I feel extremely disappointed that the UPND and its leadership, that does not respect women, has appointed few women in their Cabinet and other positions, has scrapped off the ministry of gender, has finally gone ahead to distort our day as women by making it a UPND event, instead of a national event,” she said.

“Additionally, they have even failed to make the First Lady identify a charity of her choice and work with her in that area, because they do not value women and their contributions. Women are an endangered species in the UPND government and the distortion of the day yesterday further goes on to prove just how UPND will stop at nothing to undermine and erase any gains that women have made in the country so far,” Ms. Imboela added.

Meanwhile, unlike Ms. Imboela’s party that wanted to participate in the Women’s Day celebrations, the Patriotic Front (PF) resolved not to participate in the event.

In a statement released after the party’s weekend central committee meeting, the party said that it will use these days to galvanize their women and youths across the country to do community service in their various localities.

The Party accused the ruling United Party for National Development (UPND) of completely ignoring the youths and women and have relegated them to the tail-end of the social, political, and economic strata, adding that President Hakainde Hichilema has systematically excluded women and youths from critical governance issues by deliberately sidelining them as far as appointments to key government positions is concerned.

USE PUBLIC HOLIDAYS TO FORMULATE AND REVIEW POLICIES, PF URGES GOVERNMENT

….parading hungry mothers and youths during public holidays would never put food on their Table stresses Mourinho.

LUSAKA, Wednesday, March 9, 2022 (SMART EAGLES)

THE Patriotic Front (PF) party has noted the need for public holidays such as Youth and Women’s days to be used to review policies that affect women and the youth.

Speaking when he featured on Millennium radio programme today, PF Media Director Antonio Mourinho Mwanza said the country should begin to move away from the misnomer that public holidays are all about marching.

Mr Mwanza said it is for this reason that the Patriotic Front party celebrated Women’s day differently by doing community service as opposed to marching because the current government is NOT doing enough to offer opportunities to women.

He says the Patriotic Front appreciates national events and national holidays such as women’s and youth days but would not participate in marching if they are continued to be neglected.

“This is were the problem is that if you don’t go to freedom statue or arena to march, then it means you dont particpate on Women’s day.
Our refusal to participate in the marching during Women’s day is that we can’t march when this government has neglected the Women. We refused to be paraded because of the unemployment levels among women and the youths, due to poverty, price increase of commodities and high cost of living as well as for 5 women appointed as Cabinet Ministers when pf had 12 ministers in cabinet. This government is not creating opportunities for women including the Youth.

And Mr Mwanza said it would be gratifying to do away with matching and start looking at issues that affect the people such as the Youths.

He has reiterated the party’s stance that it will not take part in matching during the Youth day National events.

He said the Youths have been completely shunned by the New Daw administration as can be seen from the appointments of Ministers, District Commissioners and Directors in various parastatal boards.

“We will not match when jobs are not given to the young people. There is no youth today who holds any position in any position of government. This government has neglected the Youths we will not match. Let us use these public holidays to engage in community service to give back to society. Let us use Youth day as a moment to look at a review on the policy on women and Youths over the years whether we have made progress or not,” he said.

“The Youths voted in numbers but appointments being made at District Commissioner level do not involve any single youth. Instead, the people who retired 10 years ago are being brought back. We will not match when jobs are given to people who retired 10 years 20 years ago, ” he said.

He said it would be beneficial on labour day to look at the condition of service of employees, policies surrounding , working conditions and environment in terms of investment as opposed to wearing Printed T-Shirts to go and match.

MINISTRY SPEAKS OUT ON THE SNAKE THAT SOUGHT REFUGEE INTO MINISTER’S VEHICLE

Following reports of foul play on the snake that entered the Minister of Labour vehicle during a prayer, the Ministry has voiced it’s view over the incidence.

Kasempa member of Parliament Brenda Tambatamba while officiating at a Women Day as people were praying a snake is reported to have entered into her VX official car.

The crowd however managed to remove and kill it with others speculating it was political and the opposition playing games.

But in a press statement by her Ministry made available to Zambian Eye, the Minister has rubbished the reports saying the occurance was normal.

CLARITY ON SNAKE IN HON.TAMBATAMBA’S OFFICIAL VEHICLE

LUSAKA, 9th March, 2022… Ministry of Labour and Social Security wishes to dispel rumours sorrounding the incidence of the snake in the video being shared on various media platforms which creeped in Hon. Brenda Tambatamba’s official vehicle in Kasempa during the closing prayer for the International women’s day celebrations as non malicious.

Details are that during the closing prayer for the International women’s day celebrations, two snakes believed to be green mambers fall from the nearby tree to the freedom square.

Unfortunately the snakes felt unsecure because they were surrounded by people and vehicles. One managed to sneak in the nearest bush however, the other one was surrounded by the alarmed crowd and only sort refuge in the nearest vehicle which happened to be the Official vehicle for Hon. Brenda Tambatamba, Minister of Labour and Social Security.

The agitated crowd stopped at nothing and managed to retrieve the viper from the bottom of the engine and killed it.

Following this incident, the Ministry of Labour and Social Security wishes to distance itself from any reports purporting foel play on the life of the Law maker and some speculating social media stories and unfactual reports linking political affiliates and others mentioned in yesterday’s happenings.

Hon. Brenda Tambatamba is very familiar with animal human conflicts resulting from the game park near to her constituency. Therefore, such happenings cannot be linked to any foul play or mysterious happenings.

Kasempa boarders it’s boundaries with Mufumbwe District which had a game park and Mumbwa District from the Northern part with Kafue National Park both with animal species including mammals such as snakes which makes it normal to experience what happened.

The Minister wishes all the women and mothers of this great country Zambia a happiest mother’s day.

Govt Notes That Some People Are Not Singing The National Anthem In A Right Manner

GOVT NOTES THAT SOME PEOPLE ARE NOT SINGING THE NATIONAL ANTHEM IN A RIGHT MANNER

Chief Government Spokesperson Chushi Kasanda writes;

The Zambian National Anthem is established by the National Anthem Act No. 40 of 1973 and as amended by Act No. 13 of 1994, Chapter 7 of the laws of Zambia.

It is an important symbol of nationhood, freedom and independence which was attained at great sacrifice by the freedom fighters.

The national anthem binds the country together, promotes unity and nationhood under the spirit of ‘One Zambia, One Nation.’

It is also a reminder of posterity of where the country is coming from and the need to sustain the unity of purpose in building a united and prosperous Zambia.

The National Anthem is not an ordinary song as the law prescribes how it is supposed to be sung.

Section 3 of the National Anthem Act provides that: ‘ any person who does any act with intent to insult or bring into contempt or ridicule the national anthem, shall be guilty of an offence and liable on conviction to a fine not exceeding Five Thousand penalty units or to imprisonment for a period not exceeding two years, or to both.’

This shows how important the National Anthem is and the respect it is supposed to be accorded when it is being sung.

Government has, however, noted with concern that some citizens are not singing the National Anthem in the manner that it is supposed to be done.

Of particular concern are situations where some people are seen walking about or wearing caps while others are on cellphones when the National Anthem is being sung. Government has also noted that during coverage of national events, media personnel continue to walk about as they set up their equipment while the National Anthem is being sung. This will not be tolerated.

Government, therefore, urges the media to setup their equipment in advance as opposed to doing it when the National Anthem is being sung.

Government also wishes to call upon citizens to adhere to the decorum and dignity required of the National Anthem as provided for in the law.

Citizens are further reminded to sing all the three stanzas of the National Anthem at all times.

Government, under President Hakainde Hichilema is committed to building an inclusive and united Zambia where the values of love, unity, respect, integrity, hard work and patriotism amongst citizens, are paramount.
