GOVERNMENT WILL SOON INTRODUCE EXAMS FOR CIVIL SERVANTS

GOVERNMENT will soon reintroduce competence examinations for civil servants, with those whose performance will be deemed to be extremely bad risking having their appointments reviewed.

Secretary to the Cabinet Patrick Kangwa said the examinations will help Government ensure that civil servants are well placed to carry out duties in particular positions.

“Historically, we had that [examinations],” Mr Kangwa said during an induction workshop for permanent secretaries and deputies.

“NIPA (National Institute of Public Administration) used to carry out examinations, which are basically to see if one is well placed to carry out the responsibility that they have.

“Before performance management along the way, we must also see who we are bringing into the civil service and whether they really stand for the things that they believe in.

“It is high time that we are sure of the people we are bringing in. We are getting a lot of graduates, a lot of new entrants, yes, they have got their degrees, but have they really got it to deliver what you want?”
