The Die has been cast. The new government has just cast their economic vision for the country, and we join the many ZAMBIANS in applauding them for the clarity and the direction and the points on which they wish to undergird their blue print for their proposed economic emancipation of the country.

In the Third World and in a country that is economically challenged such as ours, progress can be very slow and frustrating.

Once in a while, however, destiny throws us a lifeline that makes it possible to catch up with what we’ve lost and possibly take a giant leap forward.

That’s the kind of confidence that yesterday’s budget announcement represents.

It is a testament to President Hichilema’s desire to plant the “Seeds of Prosperity” and get the nation back on a long and hard but achievable path to propserity.

It is an answer to many Zambian voices that have worked tirelessly to push for a more decentralised and stimulating economic regime that will place opportunity right back in the hands of many small Zambian Business Houses rather than in the hands of a few foreign entities.

It is a dream come true to many Zambian households whose only real life’s goal has been to see to the education of their children, and yet live through the pain of watching even that slip through their fingers due to no financial resources to send their children to school.

It is a budget that, by increasing CDF to over, 25million, promises to deliver development right where it matters; at ward level and at the constituency, thus giving to the ordinary ZAMBIANS, what they have fought for, for years.

Under this Budget, families everywhere will be able to send their children to school, and allow them to channel the little resources that have into feeding and nourishing their families. With this, millions of our children will get a stronger start to life after their guaranteed Basic Education.

However, we wish to remind every Zambian and the New Dawn government that a vision, once cast, requires a measured, consensus driven, and steady approach to actually implement it successfully.

We therefore, now wait for the implementation of the budget and it is is in fact on this point, among Seven, that we decided as the MMD to partner with and support the UPND in their efforts to improve the quality of life of all Zambiana. One of the Seven Points that we chose to partner with the UPND on is in the area of fixing the economy of the nation and in ensuring that the debt stock is managed effectively. In this regard we are, so far, not dissapppointed with the manner our colleagues have crafted a budget that speaks to these CORE ECONOMIC NEEDS.

We however, are yet to see how this historic budget will encourage sufficient levels of investment in Agriculture, investments in clean, Renewable energy and investment in manufacturing and in value addition on our primary produce. This is what is necessary to place the millions of ZAMBIANS, for years excluded from the narrow and shrinking formal sector back in line to peruse a sufficient and sustainable livelihood in self employment.

As the MMD, we also wish to advocate that this government should relook at the Multi- Facility Economic Zones Act and see how they can be stimulated to be productive in order to start creating employment opportunities for our young people. When properly harnessed, they will create hundreds of thousands of jobs and help us, once again, create industrial towns like we used to have, in the Copperbelt before.

In addition, we also wish to place it on record that while we support the increase in the PAYE exempt threshold to K4,500, the upper band rate of 37.5% for amounts above K6,900 is still too harsh on the employees. It is from this band of workers that Most small businesses in Zambia are supported either directly or indirectly by the working middle class and to Tax them at 37.5% is really to stifle the only sector in the country that is guaranteed to stimulate investment into micro and small business units. We think future budgets should seek to bring this Tax down to not more than 16%

Yes, the New Dawn “Seeds of Prosperity” budget does NOT contain everything that the President promised and that some of us hoped. But that’s the nature of progress in a democracy.

The good news is that it represents a very well thought through and in my opinion, the best chance we’ve had in many years to build on the progress we had made during President Mwanawasa’s administration.

Let is all support it as it can address some of the most urgent and important challenges of our time.

On behalf of the Movement for Multi Party Democracy and Myself, I’m grateful to President Hakainde Hichilema, and the UPND and everyone who has raised their voice to call for positively budgetary and economic reforms in our country. This is your budget.

We believe that the fight is long and the fight continues, but today, we can take a momment and pat ourselves on the back on this landmark budget and recognise it as an important step on our long journey to get Zambia where we want it.

I STARTED MY BUSINESS WITH K10 CAPITAL – YOUNG PHIROZ

I am Zambian citizen by the name of Emmanuel Nkole, popularly known as YOUNG PHIROZ

I was born on the 25th of December 199.. in Mpika, Northern Province in a family of 8, being the second from the last. I started my primary school at Chibwa Community School in Mpika district of Northern Province Zambia from 1996 to 2001.

I then went to Luchembe basic school were I underwent my junior secondary school from 2002 to 2003, in mpika. Thereafter, I went to mipka secondary school were I underwent my 10th to 12th grade till 2006. Despite being at school by that time, I also assisted my elder brother in running his business.

After completing my senior secondary school level, my dreams were to study accountancy or mechanical engineering, but due to financial problems, my parents were unable to afford for my tertiary level. In 2007 I decided to travel to Lusaka to look for employments so that I could raise money for my education.
After I came to Lusaka, I started staying with my friends whilst looking for jobs, unfortunately none was found. The same friends of mine that I came to stay with were selling plastic bags for a living. So I decided to join them in the sale of plastic bags in city market. The whole year in 2007, I sold plastic bags and saved every profit I made from it. I started with a capital of K10, 000 old currency by then, now being K10 rebased. The business was okay though it had some challenges such that it was difficult for me to gain trust from customers because they would think as if you are a thief and want to steal from them.
I accepted the challenges because it’s known that everyone that sells plastic bags is considered to be a thief even by now that’s just the mindset that people have towards plastic sellers. But I didn’t give up because I knew what I wanted in life and I had faith that the outcome was going to be ok.

In 2008, I managed to own a ‘ka ntemba’ popularly called (chi gulu gulu) in the same market (city market) which was very ok for me. The challenge I faced while I owned a ka ntemba were that.; I would wake up as early as 04:00hrs and by 05:00hrs I would be in the market to make displays and sell abit, then by 07: 00hrs we used to pack all our goods because the city council were not allowing street vendors and then we only got to sell again at 17:30hrs after the council knock off. That was a big challenge because of the hours in between 7:00hrs to 17:30hrs that we roamed around city market without selling and during rainy season I had no shelter which also became a challenge.

Later at the end of 2008, I managed to open up a container shop from my little savings which was the best thing in my life, While on the container shop, I again faced some challenges of rental payments to the owner of the container cause when I was on the chi gulu gulu I only used to pay a small amount to the council.

At the end of 2009, I managed to open up my first shop which I named YOUNG PHIROZ GENERAL DEALERS in city market. And by this it was my dream come true. The first challenge I faced after owing my first shop was rentals, from a container that I paid for a fair charge to a shop that I started paying a huge amount of money.

Secondly the capital became a challenge because the shop needed to be stocked with more goods from time to time. Thirdly the workers started increasing in number then looking at the status I was in, I then decided to get a loan from Finca which was to be paid back in 12 months’ time. Within 3 months, life and business stability changed to normal than before. And I managed to pay the whole amount within the estimated period of time through God’s grace and guidance.

The other challenges I faced were that I started working with different people who had different motives and visions towards the business working setup. At times I would find myself in a situation where by I would send somebody for orders and that person would go just like that and never shows up again with the goods or the money. Others will get paid then the following day never shows up for work without informing me about the reason towards that which also was a challenge to look for a replacement on that person’s position and others never understood customer relationship, they never knew how to respond to their needs in a proper manner and it contributed to the challenges.

In 2010, my business was much stable compared to the previous year with less challenges. With that I managed to open another shop in 2011, within city market though it came as a challenge to manage two shops at once as a proprietor. But later adapted to it after few months.

In 2017, I decided to change the shopping strategy into a self-service store in mind of customers to be able to see and know what they are buying and that attracted more customers and it became the perfect movement for me and my business. And it made my business name to be known and recognized by a lot of customers, people within Lusaka and other provinces from then till now.

Many people may be wondering to why I employ young vibrant youths it’s because; many school leavers who are still waiting for their results and some despite not attending any school levels but have abilities to work. By doing so, better to employ them to make their mind busy and for others to raise money to further their education if at all they are willing to rather than been home, meeting different people with different behavior’s, background so as to that, I try to do so to reduce frustration, peer pressure and the likes that lead to destroying young youths lives and involving themselves in beer drinking, drug abuse, theft to mention but a few. And also to help all those that have a vision of owing their own business I do teach them so that they can learn from me and be encouraged from my background.

It’s not by obtaining PHDs, Degrees or Diplomas that make up life perfect. Hard work, self-discipline, perseverance, focus, patience and God’s guidance is what brings out the perfection in a person for a better tomorrow.
Always remember that in every business there are ups and downs and as an entrepreneur you have to expect uncertainties that include damages, no business for a day or 2 or even for a month, less profit and more loses, even if the wind blows you backwards, just stand still and firm knowing such are expectations in business management.

Start from small to bigger dreams, from zero to hero and from grass to grace not forgetting the almighty’s protection and guidance. From a plastic seller to a C.E.O of YOUNG PHIROZ GENERAL DEALERS, thank you for the pain it made me raise my game, “DREAM CHASER”.

CHISHALA KATEKA: The 2022 Budget By The New Dawn Government

THE 2022 BUDGET BY THE NEW DAWN GOVERNMENT

The Minister of Finance delivered the inaugural New Dawn Budget yesterday on 29th October 2021.

This budget has been eagerly awaited by supporters and non-supporters of the UPND alike, as the budget gives an indication of how the UPND intend to actualise their plans for the nation.

We recognize that the government was always faced with a huge challenge of balancing what needs to happen to meet our debt obligation while taking the economy into growth.

As stakeholders which all Zambians are, it would be remiss of the New Heritage Party and indeed myself not to make our observations regarding the same.

As Zambians, we must avoid the temptation to only pick out the negatives of the budget but must also acknowledge the positives and the context in which both have been arrived at for the better appreciation, by the people we are representing – the Zambians. We must analyse the budget in its totality.

Whilst greater technical analysis may take some more input from every sector, we choose to point out some aspects so that we may applaud or question as we should.

We would describe this budget as progressive and thought through. There are some bold measures
and new thinking employed, with a re-allocation of funds which gives an indication of what
government’s priorities are. There is nearly an 80% increase in expenditure which has been justified by the priority areas that have been outlined.

The most telling of these is the decentralization via the Constituency Development Fund (CDF). This has been very cleverly done.

The intent for this Fund is spelt out as a development agenda and consolidates empowerment programs and growth enhancing measures.

The additional 41,000 jobs should have a multiplier effect.
In addition to this, the planned farming estates akin to Nakambala should go a long way towards the nation becoming a breadbasket for Africa. We also take note that the export of maize has been
opened up.

This is as it should be.

We however have some observations for which we are requesting for some clarifications.

  1. This economy is not yet out of the doldrums. What are the fiscal adjustment measures being
    put in place to support this budget?
  2. With the additional 41,000 jobs, the wage bill has just increased by K1.5bn and debt service
    which is high at K78bn, this adds up to K108 bn whilst domestic revenue is at K98bn. We see
    a mismatch and thus will have to resort to further borrowing. The Government borrowings,
    if done locally, will see the (continued) crowding of the private sector.
  3. With regard to the CDF – these funds have been reallocated from ‘somewhere’. Which areas
    have been dismantled to give rise to the availability of thisenhanced Fund? How will those affected areas be catered for. A clearer picture of how this has been effected will be useful
    for our better appreciation.
  4. The practical outworkings for the enhanced CDF raises some concerns. What measures have
    been or are being put in place to ensure that the availability of K25.7m will not lead to
    widespread looting?

The economy has been in recession for some time but this budget focuses more on doing things differently rather than addressing that very critical issue. It is important to introduce a ‘factor’ or ‘factors’ that will kickstart the growth process. Please note the following:

• It is the private sector that grow the economy – not Government.

The Government merely
provides an enabling environment to the private sector. SMEs form the bedrock of businesses and should be the engine of growth in Zambia. The K350m provided for them is not adequate to have an impact on Zambia’s economic growth.

• What are the other measures that have been put in place to help them grow their businesses?

• We note that the incentives for operating in Development Zones have been increased and that
the minimum requirement to invest therein has been reduced from $500,000 to $50,000. We
salute this as a move in the right direction. However Realistically speaking, even at the $50,000
minimum, not many of our SMEs will be able to migrate their businesses into the Economic Zones without a target budget line to enable access to appropriate finance.

How then will our SMEs take advantage of those incentives? Who will benefit from the incentives if enablement is not provided? If Zambians can not benefit from those incentives, it means their cost of doing business is not reduced – that means that they remain uncompetitive.

• The introduction of Nakambala type of estates is commendable as this will create some jobs,
however, the majority of our people are small scale farmers and it is these that produce the bulk of our agricultural produce. FISP has been increased to K5.4m.

The direct targeting of these small-scale farmers (as the SMEs) will have an impact at both micro and macro levels. Agriculture is a low hanging fruit; thus, we feel that targeted initiatives towards the small-scale farmers would go a long way towards addressing the plight of a lot of Zambians.

• Finally, how is the New Dawn Government addressing the current very high cost of living, the interest rates, the foreign exchange and inflation in the immediate term?

UPND FIRST BUDGET: SUPRISES!!

My initial take on the 2022 National Budget is that it has surprises, but also retains familiar themes. We were promised a budget that will address jobs and free education. On that it hasn’t disappointed.

The employment of 44,200 new teachers and health workers is a practical demonstration of employment creation. It means the 44,200 will be able to support at least 176,800 dependents. Formal sector employees in Zambia have at least 4 dependents.

The employment of 44,200 new government employees will also stimulate economic activity as there will be disposable income that can support informal trade and SMEs. In some of our rural areas small shops weee closing down due to depressed demand. Lack of enough people with disposable income to purchase available merchandise.

The abolishment of school fees at primary and secondary schools is a welcome move. It will free parent’s money to other needy areas, and possibly reduce the rate of indebtedness among public service workers. But the idea of a bursary for secondary school pupils at boarding schools goes against the principal of universal provision of education to all learners. As bursaries will not benefit everyone, the policy may lead the drop-outs.

The idea of bursaries been awarded by committees within communities looks good on paper, but will government manage to ensure that the community bursaries committees are not captured by politically-connected individuals and ruling party affiliates? We’ve been there before and the implementation of this policy will need to be well thought out.

There’s still the lingering issue of the current administration of the loans and scholarship program for universities. President Hichilema promised to abolish the loan scheme and introduce a bursary. This was not reflected in the Minister of Finance’s budget speech. Even the issue of meal allowances that were scrapped by former Higher Education Minister Nkandu Luo was not to talked about. Surely, an education loan or bursary necessarily includes living expenses. It is my hope that this will be factored in the 2023 budget. But a conversation around this issue should start now.

Lastly, there retention of a number of old programs, such as FISP, the FRA strategic food reserves, Social Cash Transfer and Food Security Packs. These have been scaled up and of beneficiaries and value of payments increased. But that may just be part of the solution, one of the intractable challenges of previous administrations, especially the Edgar Lungu administration has been budget execution. This is where the budget releases are much less that what is provided for. There were also inconsistencies in budget execution where some programs had more money released compared to others. I have in mind, FISO and FRA that received more than 80% of their allocation, when the Ministry of Agriculture received less than 40% of budget allocations, thus comprising the work of extension services that is crucial to agricultural productivity.

I’m aware that there are many ministries that received less than budgeted funds in the last few years. Even the schools that are now expected that receive direct grants from government lieu of school fees have often not received the little funds they budgeted for.

My earnest appeal to the Minister of Finance is to ensure that the budget is not reduced to hollow promises, but that there it is implemented. If indeed, the CDF funds will be disbursed and funds to schools reach the schools, we should see stimulation of public service delivery. Zambians have not forgotten the campaign promises and will continue ticking the box on the fulfillment of those promises.

USE ZNS FOR CDF WORKS

It is time to Prioritise and Enhance ZNS Capacity:

One of the many concerns raised by those against the unprecedented 1500% increase in CDF is the capacity of constituencies, particularly rural constituencies in absorbing the K25.7 million to be disbursed annually.

Where will districts get suppliers? Contractors? Engineers? Etc to build schools, bridges, roads? Dip tanks? Boreholes? Canals? Manufacture desks? Blocks? Etc.

Since each Constituency will have the same amount of resources, where will capacity to do all these things ce from?

Hitherto, much of the above works have been done by the Aviation Industry Corporation of China (AVIC), a Chinese state-owned aerospace and defense conglomerate headquartered in Beijing. AVIC had in the last 10 years become the favourite and defacto construction company for most of Public Works in Zambia from roads bridges to Airport’s and houses.

Perhaps unbeknownst to many is that AVIC is a Chinese government company, established and managed by the Chinese government under its defense services.

So how did a Chinese Defense company become the most preferred construction company in Zambia?

Simple:

The Chinese government progressively and aggressively built AVIC’s capacity to grow its tentacles and diversify it’s product range and services beyond Aviation to construction, and its market to the developing world of Africa, Zambia inclusive.

From the above, it is therefore possible for a government to use its defense wing for commercial purposes and raise money while creating sustainable employment.

So, where will capacity come from?

Zambia National Service – this could be the new AVIC for CDF supported projects!

The Zambia National Service, ZNS, has nationwide presence and capacity to construct most of the required infrastructure through its engineering department.

Making ZNS the preferred construction company for CDF supported projects in the country will achieve the following:

  1. Enhanced ZNS capacity and expertise.
  2. Increased employment, particularly for youths in all districts of Zambia.
  3. Retention of finances in Zambia as there will be no need for externalisation.
  4. From 3 above, enhanced foreign exchange stability .
  5. Increased money in circulation, resulting in higher local bank book balances.
  6. From 5 above, reduced interest rates for private sector borrowing ‐ lower cost of doing business.
  7. From 6 above, increased private sector economic activity resulting in increased employment, particularly for the youths,and higher tax collections for the government.
  8. Increased tax collections allows for increase spending on social sectors, such as health and education.
  9. From all the above, the beauty of all will be increased and equitable district level economic activity, yielding enhanced local economic development throughout the country.
  10. In the end, we have a fast growing economy that is inclusive!

So there you have it folks – there should be no excuse for failure, because we have within ourselves the institutions that can do what we want to achieve.

My final thought on the K25.7 million is that constituencies that do not fully absorb the funds should only be topped up the difference in the next funding cycle or be funded only upto their capacity until they are able to fully expend the same, this way, we achieve equity based on absorption capacity.

A GANG OF UNDERTAKERS HAVE EXHUMED THE BODY OF THE LATE PF AND ARE COMMANDING IT TO WALK

PF was certified dead by Zambians on 12 August and was immediately buried due to its decomposed state. Zambians got fade up with the spilling of innocent blood from the late PF. The late PF was notorious for stealing and mistreating innocent Zambians. However a gang of Undertakers have exhumed the late PF and are busy stitching up its skeleton to make it walk to life again. In their quest to make the late PF come back to life they are using tribalism and arrogance as the main ingredients. The late PF is gone forever, the undertakers have no capacity to bring back to life the once notorious, corrupt and brutal late PF. Zambians can’t accept the late PF, they are far better off with UPND and President HH.

Before the late PF mate his death he went round the Country burning markets and gassing innocent people. The late PF was very corrupt, leaving a huge debt behind. The late PF was so brutal that if he greets you with a fist you must respond with a fist otherwise your palm will be chopped off with a Panga. The late PF was not concerned about the welfare of the ordinary Zambian but about ukubwelelapo pa mupando. This is how Zambians will forever remember the late PF.

Zambians are very clever and are very much aware of who has money. The reason why some people are still close to the late PF is that they are able to get a cut from the looted money. Make no mistake; it’s not that Zambians have forgotten about the late PF’s brutality. Some people will be attracted to the dead PF’s body even by its bad smell as long as the Undertakers pays them something for a living.

We urge all Zambians to forget about the second coming of the late PF. History is there for people to see that once a Political Party is sent kuwire it can’t come back. PF can’t be resurrected. Zambians must not bother themselves about the Panga Family any more. Forget about those hallucinating that the late PF will rise from the dead.

Chief Mukuni’s Wife And Four Others Sue For K2m Each Compensation

CHIEF Mukuni’s wife Veronica, Ackson Sejani, Fines Malambo, Vincent Lilanda and Javen Simoloka are demanding K2 million in compensation each from the State for unlawful imprisonment and malicious
prosecution.

And lawyer Dr Clement Andeleki has listed the Hatembo’s Fellunah and Milton as witnesses to the compensation lawsuit against the State for unlawful detention and prosecution of Sejani, Veronica, Simoloka, Lilanda and Malambo.

According to a writ of summons filed in the Livingstone High Court dated October 28, 2021 by their law firm A Mbambala Legal Practitioners of Lusaka, the plaintiffs have attached their letter demanding compensation of K2 million each dated September 29, 2021 to the Attorney General signed by their lawyer Dr Andeleki.

Dr Andeleki, who is also Katombora UPND member of parliament stated that “we have been retained by our clients whose names are
listed above with instructions to demand as we do for compensation in the sum of two million kwacha (K2,000,000,00) each for unlawful
imprisonment and malicious prosecution.

Therefore, kindly note our interest in this matter”.

He added that his clients were in March 2021 summoned to Zambia Police Service headquarters, an agency of the State and the same day detained under inhuman conditions at various police formations without charge of appearance before a court of competent jurisdiction for 43 days.

“The clients were only charged after 43 days following an order of habeas corpus granted in their favour by the Livingstone High Court on 22nd April 2021 which copy for the avoidance of doubt is hereby enclosed for your ease reference,” Dr Andeleki said.

He further indicated that firm instructions to him are to “commence legal action against you (The State) without any further recourse to you should we not hear from you within 14 days from the date of receipt this correspondence”.

Dr Andeleki told the court that Sejani, Simoloka, Lilanda and Malambo shall aver at trial that on the 21st and 22nd March, 2021 they were summoned to police headquarters where they were subsequently detained under inhuman conditions at various police formations and that they were heavily tortured and detained in filthy cells during a very serious outbreak of the pandemic.

He added that Veronica Mukuni shall aver at trial that on or about March 29, 2021 around 16:00 hours she was dramatically
apprehended in Livingstone by the Zambia Police Service, bundled up and transported to Lusaka moving from 22:00 hours to the early morning of March 30, 2021 and detained without charge at Kabwata Police
Station.

Dr Andeleki noted that the plaintiffs will collectively aver that they were continuously interrogated and tortured to give information that they were not privy to and denied police bond.

“The plaintiffs shall collectively aver that during their period of detention they were severely tortured by in-mates and officers of the Zambia Police Service,” he said.

Dr Andeleki also added that the plaintiffs shall testify that the charges that they were preferred by the Zambia Police lacked legal basis and jurisdiction as it was premeditated at punishing them using extrajudicial means.

In the lawsuit, Dr Andeleki said the particulars of malice are the detention of the plaintiffs for 46 days without charge or being
brought before court and the denial by the Zambia Police to grant the plaintiffs bond.

Other malice include the decision by the Zambia Police to subject the plaintiffs to torture and the dramatic manner it used to apprehend the fifth plaintiff (Veronica) and also the denial by the Zambia Police to comply with the High Court order to avail the plaintiffs before the High Court in Livingstone.

“The decision of the State charging the plaintiffs with offences of abduction and shortly thereafter withdrawing the same without bringing even a single witness before the court of law,” he said. “And the plaintiffs therefore pray and claims for a declaration that their detention for 46 days without charge or being brought before a court of competent jurisdiction was illegal and amounted to false imprisonment.

A declaration that the subsequent arrest and charge of abduction of the plaintiffs of the 47th day of their detention and prosecution without reasonable jurisdiction amounts to malicious prosecution .

Green Party Reaction No.2 On The UPND 1st Budget: Education

First, we greatly commend the UPND Government for the measures taken in the education sector, which include construction of new schools in Western, North Western, Southern and Copperbelt Provinces; recruitment of 30,000 teachers; scraping off user fees in primary and secondary schools; decentralisation of the bursary and loan schemes approval to ward level; etc.

Obviously, these measures will go along way to alleviate stresses children go through to learn in mud schools, under trees, and sitting on the floor. Generally, the measures will also alleviate the agony that the parents, and guardians, go through each time schools open.

But looking at the big picture, will these measures really sort out the main problem in already existing schools, colleges and universities in the country generally, in terms of provision of quality education?

Of course increasing the number, and quality of teachers and lecturers, has some considerable impact on provision of quality education. But has that been the main problem in Zambia? And will the the budget allocation make any difference?

PF allocation to the education sector in the last five years, as a percentage of the total budget, has been as follow:

2017: allocated 20.20%
2018: allocated 16.10%
2019: allocated 15.30%
2020: allocated 12.40%
2021: allocated 11.50%

And UPND Government in its first budget ever, has allocated a paltry 10.40% of the total budget, which is the lowest not only in the last five years, but the least in the last 30 years!

Mind you, teachers’ salaries, construction of schools and other capital projects, are not part and parcel of the education budget allocation. But the user fees, are complimentary to the education budget allocation.

So, in your right frame, do you think that by scraping off user fees, and allocation of the least budget in the last 30 years, the existing schools, colleges, and universities, will enroll more learners, and procure more teaching and lecturing aids, sufficient to yield quality education in these institutions?

Based on the analysis of the budget measures for the education sector, we in the Green Party believe that the UPND Government lacks an understanding of the fundamental problems that have rocked our institutions of learning, especially colleges and universities.

Going forward, we predict an escalation of problems in tertiary, especially from lecturers and students, for want of learning aids, and other essential resources. Mark my word.

The Somali Government Expresses Concern over Mass Arrests of Somali Nationals in Zambia

The Somali government has expressed concern over mass arrests of Somali nationals in Zambia following operations by Zambian security forces in Ndola town.

In a statement, Somali ministry for foreign affairs said it was following up the matter with Zambian authorities for clarification on the arrests.

“MFA is closely monitoring alleged reports of mass arrests of Somalis in Ndola, Zambia, based on their ethnicity, irrespective of nationality, is a cause of concern and presently engaging authorities in Zambia for clarity and resolving this unfortunate event expeditiously,” the Ministry said in a tweet.

According to multiple sources, the operations by Zambian forces nabbed more than 500 Somalia under unclear circumstances.

The detainees included men, women and children were taken in buses to a stadium in the Copperbelt region of Ndola in north-central part of Zambia.

Almost of them were later released after their documents were checked by security officials.

Only 40 people remained in police custody and Zambian authorities have not yet commented on the motive behind the operations.

Meanwhile, the Department of Immigration in Vubwi District apprehended forty-three (43) Ethiopian nationals in a suspected case of human smuggling. This was in a Department of Immigration-led operation conducted on 24th October, 2021 in collaboration with other security wings. The team was responding to a tip-off from concerned residents of Songela area in Vubwi who spotted a group of Ethiopians moving aimlessly through Khondwani village asking for food and water.

Ten (10) of the Ethiopians who where in the company of Three (03) Zambians Gift Sakala (34) of Katete, Rodgers Sakala (30) of Chadiza and John Mumba (41) of Lusaka, were apprehended at Chekananji farm in Khondwani village while thirty-three (33) other Ethiopians were nabbed in the hills of Chekananji village. The Forty-three (43) Ethiopians and three (03) Zambians were transferred to Chipata Central Police Station, pending further investigations.

Meanwhile, a joint team of Officers from the Chadiza Immigration Office and the Police on 24th and 25th October, 2021 intercepted five (05) other Ethiopians who are believed to have been in the same group as the Forty-Three (43) apprehended in Vubwi District. They were intercepted around Namandevu area, 50 km from Chadiza aboard a Hino Truck and Two (02) taxis. It is believed that there were more Ethiopians on the Three (03) vehicles but they managed to escape. The three (03) drivers of the vehicles Chazanga Phiri, Frank Chikwenda Phiri and Lazarus Phiri, all Zambians, were also nabbed and they together with the Five (05) Ethiopians are detained at Namuseche Correctional Facility Pending further investigations.

Preliminary investigations into the two incidents suggest that the Ethiopians entered the country from Malawi and were handed over to another group of suspected smugglers around Kamwendo area in Malawi, 30km from Mwami Border. They used the Nsimbi-Chigwe Road to Vubwi with the view to passing through Chadiza but one of the Four (04) vehicles they were using developed a mechanical fault prompting the affected group to abandon the vehicle and head for the mountains, with the rest proceeded to Chadiza, where five (05) were apprehended.

This brings the number of Ethiopians apprehended in similar circumstances in less than two (02) weeks to Eighty-Eight (88) with Forty (40) apprehended by the Katete Immigration Office in Taulo Village in Katete aboard a Toyota Granvia and Toyota Grand Hiace on 15th October, 2021. The Zambian drivers Funiel Banda (29) and Mathias Phiri (35) were also apprehended. The drivers were found with K 31,704 believed to be proceeds of crime. The forty (40) Ethiopians have since been charged with the offence of unlawful entry while the two (02) drivers have been charged with the offences of harbouring prohibited immigrants, facilitating the remaining in Zambia of prohibited immigrants, and receiving property into Zambia from unknown persons. They will all appear in court soon. It also brings the number of persons apprehended for various Immigration Offences between 15th and 27th October, 2021 to Four Hundred and Thirty-Three (433).

During this same period the Department also removed One Hundred and Thirty-Four (134) illegal immigrants from the country, secured Ninety-Eight (98) convictions and refused Fifteen (15) foreign nationals entry into Zambia for failing to meet entry requirements.

The Department appreciates the strong collaboration that exits with other security wings without which it would have been very difficult to undertake successful operations such as the ones which led to the arrest of Eighty-Eight (88) Ethiopians in Eastern Province. We also wish to thank members of the community for their continued support and partnership in the Department’s quest to rid the country of illegal immigrants. Further, the Department wishes to advise motor vehicle owners to warn drivers of these vehicles to desist from using the vehicles for trafficking or smuggling human beings as they risk losing them to the state. Same applies to landlords whose properties are used in the commission of these crimes.

COPPERBELT YOUTHS EXCITED WITH 2022 PROPOSED BUDGET


Youths on the Copperbelt are happy and excited with the proposed budget which the UPND Government through the Minister of Finance Proposed today.

The budget has covered all the areas that previous Governments have been running away from. We are happy that the real Decentralization policy is now being implemented under His Excellency Mr Hakainde Hichilema led UPND Alliance Government.

Copperbelt as a mining Province is happy that the Government is priotizing value addition to our minerals and at the same time targeting to increase production in the sector. This move will create more Jobs for the Youths in the Province.

Youths on the Copperbelt are also happy that the New Dawn Administration is starting the recruitment of 30,000 Teachers and over 11,200 Health Workers. Majority of the Youths have been on the streets even though they are graduates from various training institutions.

Further more, Youths on the Copperbelt are happy that Government will commence the construction of 120 secondary schools in 2022, a move which will allow Youths to fully participate in all these projects as either contractors or employees.

As Youths in the Province are happy that our Parents and indeed some of us will no longer be troubled with tuition fees, PTA fees, Examination fees as all these burdens have been scrapped off by the caring UPND Government.

Copperbelt Youths are also happy that our Parents who have been spending nights at the Ministry of Justice under the PF Lungu led regime demanding for their benefits as Retirees will all be paid and that the arrears will be dismantled effective January 2022 and start afresh.

Further more as Youths we are excited to know that CDF has been increased to 25.7 million kwacha from 1.6 million per constituency. This move will allow our Youth Cooperatives to tap into this fund and participate in the economic activities of our Country.

Copperbelt Youths are also happy that the New Dawn Administration has banned the importation of desks and other furniture needed in the Ministry of education so that such supplies can be done by locals. This move shows commitment from our Republican President H.E Mr Hakainde Hichilema to empower our Zambians including the Young People.

It is also worth noting that majority of Young People are still in the early years of their careers and their salaries are still very low. The pegging of PAYE payable only for salaries above 4500 is another way of putting more money in our Youths as it increases their disposable income.

We therefore again encourage our Youths in the Province to position themselves by forming Cooperatives and companies within their specialities as their Government means well for them.

Zambia To Register ALL Mobile Phones for Identification and Security -MUSOKOTWANE

  1. Madam Speaker, to encourage compliance and enhance proper identification of mobile phones and security, I propose to change the tax collection point for value added tax on mobile phones from importation and point of sale to point of registration by the Zambia Information and Communications Technology Authority (ZICTA).

The 2021/2 Budget address by Dr Situmbeko Musokotwane, Minister of Finance and National Planning delivered to the National Assembly proposes that mobile phone handsets should be registered by the Authority.

According to the ZICTA website loss or theft of a mobile is a major concern to most users or consumers. This is because most mobile phones contain a lot of sensitive data of personal and financial nature. Furthermore most mobile phones are purchased at great cost and thus represent a monetary investment.

Each mobile phone has an individual serial number called the International Mobile Equipment Identity (MEI) number, which can be identified by the mobile phone service provider’s network. It is a 15-digit number on the back of your handset under the battery and can be found on most handsets by pressing *#06# on your phone keypad. The IMEI will appear on the screen. You may need to scroll down to see the whole number.

ZICTA advises all of us to record our IMEI number in case the mobile phone gets lost or is stolen. Your mobile phone service provider may liaise with the police about a lost or stolen handset and, if found, your handset will be able to be identified by the number.

The authority will soon issue regulations on blocking of stolen mobile phones against future use with any simcard on any Zambian GSM Network in order to act as a deterrent to potential thieves. Should you recover your phone, your network provider can also unblock it so as to restore the phone to normal use. What to do if your mobile –phone is lost or stolen

If your mobile phone is lost or stolen, contact your mobile phone service provider immediately to suspend your service and prevent unauthorized calls being made or billed to you. Your provider will block your SIM card and IMEI number to prevent your phone from being used on any Zambian mobile network. Report the loss or theft to the police, providing identification numbers for your SIM card and IMEI number and obtain a search warrant. This information may assist the police in the recovery of your mobile phone. Blocking your phone does not cancel your contract. So, if you block your mobile phone, you are still required to honor your mobile phone contract (postpaid customers).

Interference of Program of Mobile Device

Any person or licensee who interferes with the programming of a Mobile phone device or modifies the IMEI ID commits an office under the ICT Act and is liable to a fine of not exceeding one hundred thousand penalty units or to imprisonment for a period not exceeding one (1) year, or both. Useful TIPS To retrieve serial number press*#06# on your phone keypad. Record the serial number of your phone in the diary, notebook or paper and store in safe place. Report the lost /stolen phone to the police. Ensure to give the police the serial number, the make and model of the phone Obtain search warrant in order to assist in the recovery of the phone Report to your service provider lost/stolen phone in order to block SIM card and IMEI number Request for simcard replacement

Zambia still does SIM Card registration which has never been complete without the IMEI number registration of which the user can always replace the SIM card of a stolen or lost phone with another SIM card and the device will never be identified as stolen or lost.

We know that registration of the mobile phone handset will also need us to provide basic details such as the IMEI number , the serial number, make and model information. take a photo and write a description of the item and any distinctive features.

The complete mobile phone registration has benefits to Zambians especially in combating crime.

According to the European Journal of Basic and Applied Sciences every mobile phone user can be tracked and monitored by the police through the mobile service provider. The Police can identify the owner of lost and stolen phones and updates and be immediately available to the Police nationally. The other benefit is that the registration will combat the sale of stolen phones and will help to combat the high rate of other crimes like kidnapping, robbery, burglary, etc. Stolen or lost phones can easily be reported to the police for tracking.

The major challenges of mobile phone handset registration in developing countries has to do with the level of governance. In most developing countries, there are apparently no laws or laid down rules that mandate every active mobile phone to be registered and
disallow unregistered ones from gaining access into the network or track them down
for questioning, since some criminal minded persons may not want to register their
mobile phones to hide from the police tracking who may eventually identify them.

There is little or no awareness campaign in the society to educate and inform the populace of the society of the benefits of the cell phone registration.

Lack of proper central database in most developing nations, the police will find it
difficult to track a mobile device even with the support of the GSM carrier service
providers.

Incomplete mobile phone registration.

When a SIM Card registration is completed
without the IMEI number registered, the user can always replace the SIM card of a
stolen or lost phone with another SIM card and the device will never be identified as
stolen or lost.

Lack of technological standard mapped out for the carrier service providers by the
government. In most developing countries, almost all the service carriers do not have
the mobile phone tracking technology in their systems. This means that the phone
registration will remain of little importance since the victim or reported mobile phone
cases will not be traced out or monitored, thereby defeating the actual objective of the
scheme.

At present, however, most mobile phone customers do not know their IMEI number
or fully appreciate its importance in police investigations.

Govt Withdraws former Attorney General Likando Kalaluka’s Candidature To The UN International Law Council

GOVT WITHDRAWS KALALUKA’S CANDIDATURE TO THE UN INTERNATIONAL LAW COUNCIL

THE Zambian government has withdrawn its sponsorship of former Attorney General Likando Kalaluka’s candidature of a job at the United Nation.

Kalaluka would have been the first Zambian to ever such a position on the Council.

Government had withdrawn its endorsement of Kalaluka for the United Nations International Law Commission job but did not give reasons.

Sources said the move by Zambia would send shockwaves both at the African Union and the UN.

“Remember we were told that many African countries had backed the endorsement of Kalaluka. There’s commitment from the AU but now the mother country has pulled out. It sends shockwaves,” said sources. “This withdraw of support must be as a result of something serious. But the issue is that this candidature involves the AU, UN and Zambia…”

Foreign affairs and international cooperation minister Stanley Kakubo could not pick calls by press time.

Recently, Kakubo expressed happiness that Zambia’s candidate, Kalaluka, had been endorsed for the election scheduled for November 2021 at the UN in New York.
Kakubo said the new dawn administration wanted to ensure many qualified Zambians hold senior positions in international bodies and agencies.
The 39th Ordinary Session of the Executive Council of the African Union had endorsed Kalaluka’s candidature.

The Executive Council adopted recommendations made by the ministerial committee on African candidatures to international systems.

Kalaluka was recommended for election as a member of the ILC for the period 2023-2027.
His candidature was adopted together with other candidates from Egypt, Côte d’Ivoire, DRC, Algeria, Kenya, Morocco, Sierra Leone, Sudan and Mauritania.
Africa has been allocated nine seats in the ILC.

Kakubo said he would direct Zambia’s permanent representative to the United Nations to work with the African Group and others in New York to ensure Kalaluka’s election to the ILC is successful.

However, the source said Kalaluka was informed about the latest government position through acting foreign affairs permanent secretary Isabelle Lemba.

When contacted to confirm the development, Kalaluka said he had not received any formal communication although he had been phoned about it.

“I am waiting for feedback,” Kalaluka said. “But I don’t know why, what are they saying? What is the basis for that?”

He said the African Union also supported his candidature and he even travelled to New York, at his cost, to lobby for support.

“I had several meetings with different countries and most countries were supporting me. Now I don’t know but the President has been talking about…I don’t even know because this is contrary to the position that the President has been taking, you know,” Kalaluka said. “Even the minister himself, remember when he came back from Ethiopia he said the government wants to support…but I don’t understand how…I am trying to find out. I got some information which I am also trying to verify.”

Asked if he could share the information he had picked, Kalaluka said, “I received a phone call to that effect but I have not gotten any formal communication and I am still very much in the dark as to what could have led to that.”

He said now he would have to look at the UN statutes to see how a nomination could be withdrawn.

“Because now we have reached, the election is next month. Like I said I have just gotten wind of it and I am trying to get to understand,” said Kalaluka.

Haabazoka expresses concern that the $4.3 billion for the budget is going to come from debt

The just-announced 2022 national budget by the United Party for National Development (UPND) government has been described as an ‘ambitious budget’ as it can make the party in government or break it.

In an interview in Lusaka, Lusaka based economist Lubinda Habaazoka said that in as much as it is a formidable budget the party in government should strive to attain it and be able to raise the much-needed revenue, particularly with the first Eurobond due in 2022 and with no concrete pronouncement in the 2022 budget that was made by the finance minister on how the country is going to treat that EURO bond.

Dr. Habaazoka noted that if the government can manage to raise the resources, the country’s economy may improve owing to the fact that there are about 44, 000 jobs to be created.

“First of all the budget is US$10 billion, guaranteed revenue to support the budget is about five billion this can be easily raised if the economic growth remains at the same trajectory and if efficiency in tax collection continues.

“But what is worrying is the other five billion of which about 4.3 billion is going to come from debt. This amount of money is so huge owing to the fact that we already have about US$12.9 billion external debt and if for example, the previous government borrowed about US$11 billion in the last ten years because the MMD government left about one point eight billion, this means that for the year 2022 we shall borrow US$4.3 billion,” he stated.

“And the recruitment of teachers, health workers, and agriculture extension officers is a very welcome move and there are a lot of people that are languishing in the streets, people that are qualified to do jobs who are not engaged in any activities. Kudos to government that they will be creating about 3, 600 jobs every month up to December for us to achieve the 44, 000 figure, which is a very good move, ” he said

He, however, lamented that this is not backed by any strong fundamental shift in the macroeconomic valuables and the growth of the economy.

Dr. Habaazoka indicated that what will happen in the coming years is that these new recruitments are going to add to the wage bill by not less than K2.5 billion and this will have to be born by a very small formal sector of Zambia struggling amidst the pandemic.

He stated that this should not resist the government from recruiting people but that it is something to think about and worry about.

Mr Liswaniso fondly known as General Mosquito yesterday expressed his anger and displeasure on how some UPND youths have been using his name to misconduct or abuse other people in the name of being in the ruling party.

The National youth chairperson said UPND was and is a political party with order and whoever misconduct himself or herself must be reliable or accountable for his acts.

” Many are using my name to abuse other people when I’m not aware of any activity and later accuse me of leaving the Youths behind when I have been with the Youths to an extent of sacrificing my opportunity in government so that I remain with the Youths outside government” stated Liswaniso.

Mr Liswaniso said this yesterday when he visited UPND Youths in mandevu constituency and Lusaka central Constituency.

He warned against misconduct, disorderly and abuse of the public in the name of being in power. He indicated that he was ready to be unpopular youth chairperson for allowing the right thing to happen unlike tolerating lawlessness in order to win support.

He further called on the public to be vigilant about those who claim to have been sent by the national youth chairperson of the UPND and even confirm with the UPND National youth chairperson’s office to avoid being misused and that whoever will be found wanting will have himself to blame as he will not suppose illegal activities.

Mr Liswaniso assured all youths in the 156 Constituencies that he is on the random tour to lecture one another on the UPND budget and what UPND government has for youths within their Constituencies because UPND believes in decentralization.

ECL Finally Succumbs To Zambians’ Call For Him To Apologize

ECL FINALLY SUCCUMBS TO ZAMBIANS’ CALL FOR HIM TO APOLOGIZE

Following NDC President Joseph Rikki Akafumba’s observation and call for PF and particularly the former President ECL to own up and apologize to the Zambian people the former President took advantage of the memorial service for the late President Michael Sata to issue his apology.

ECL, who now appears to be Media shy had no option but to render his apology for the mismanagement of our Country affairs.

The ills committed by his PF regime include violent tormenting of citizens by PF thugs, Collapsing an Economy that once performed at 7 % GDP through massive corruption never witnessed before while he superintendent over a highly polarized Country which he ruled with high handedness.

Apart from the bad governance record, he became intolerant to descenting views thereby sending all Opposition leaders worth there salt to Prison.

Zambia saw the highest number of opposition leaders locked behind bars since Independence.

The Royal establishment wasn’t spared too as was the Christian faratenity.

We urge well meaning Zambians to draw lessons from the realities that culminated from this seemingly strategic divide and rule error of ECL..

During ECL’s reign, some royal establishments were dragged in the “Pathetic Failures” PF dirty schemes aimed at preventing some opposition political players from mobilizing party activities in certain chiefdoms.

There’s an unnecessary debate in some circles, supposedly triggered, by PF to give a false impression that the new dawn government does not want to collaborate with some senior chiefs in carrying out it’s mandate.

Fellow Zambians, though not speaking on behalf of the UPND alliance, it is however clear for all well meaning citizens that the PF lies have caught up with them because some senior royal establishments have come out openly and dispelled fake PF propaganda attempting to malign them. They have openly pledged to work with the UPND Alliance government of the day.

While we condemn the PF for using some chiefs in their quest to divide the country, Chiefs must realize how significant they are in the governance system and never align themselves politically.
Chiefs are ,in many ways, partners in Development.

They should understand that they are the longest serving Local government in our land.
They are a solid natural leadership discourse that has had a positive impact on the human development index.

It is worth noting that Constitutional Monarchs have worked very well in terms of development in the Western world.

95% of Europe is a constitutional Monarchy as well as Japan and the Scandinavian States.This has led to massive development.

Monarchs or Chiefs are supposed to detach themselves from patronising Politicians but should be ready to embrace all Subjects as their Royal Kings and Queens.They should not be at a receiving end but rather partners in Development.

This has been the tradition from way back.
Now that there’s a serious undertaking by the New Dawn Government on devolution of Power to the Local authorities. This therefore should be able to yield positive contributions from our Royal Highnesses in the decentralization process.

In ECL regime, unfortunately enough, some Chiefs outrightly declared Lungu as a preferred candidate. This was wrong because such chiefs compromise their image and significance in the eyes of subjects. Chiefs must remain neutral and refrain from being politically aligned.

Freedom of expression eluded the Nation during ECL’s regime.No constructive criticism would be allowed and the Media was muzzled with all manner of intimidation including closures. Such and many other unpleasant ills is the legacy of ECL’s leadership approach.

We therefore agree with the former President when he swallowed his pride and subsequently apologized for his shortcomings and misrule of the Nation.

We urge all Zambians to accept his apology and wish to advise the other Leaders of the Patriotic Front to do the same for the damage that was inflicted on the Zambian people so that we move on while they surrender plundered resources.

But he urged the Ministry of Foreign Affairs to follow the regulations and allow recalled diplomats to exit with dignity and respect “by giving them the three months that is necessary for them to close their tour of duty and come back in dignity”.

He dismissed assertions that Diplomats needed to return home with immediate effect.

Mumba, who once served as High Commissioner to Canada, said there is nothing illegal or strange that after the change of government there would be change of diplomats around the world.

He said it is an international tradition that diplomats across the world are replaced in line with the new administration’s policy advancement.

He however emohasised that dignity and the law must be followed.

“In terms of diplomatic service, when governments change and a new government comes into place, in our case one political party loses power and another one takes power, the international tradition is that the diplomats across the world that have been sent by the country are in effect changed to the extent that new ambassadors and high commissioners are deployed for the purpose of ensuring that the policies of the new government that has come into place are being relayed in a manner that is in line with the new governing party,” Mumba said. “So it is not strange that after the change of government there will be change of diplomats around the world. But I have to be very clear that it is a constitutional position and the President does have power to recall diplomats and also to appoint diplomats in different countries. So that is indisputable. There is nothing illegal if the President or the new President recalls the diplomats from around the world and replaces them with those he deems would carry out the policies of the new government. I think it’s important that we settle that one for once.”

He recalled that when he was high commissioner to Canada and as per tradition when MMD lost power, and PF took over, he was recalled.
Mumba however said although it was irregular to be recalled in just seven days after the MMD lost power, the decision to recall him was constitutional as the president had power to do what he did.
He explained that when the US change from
Republicans to Democrats and vice-versa there always a shift of diplomats especially the heads of missions.

“Those who work in administration could still remain but for heads of missions it is almost a foregone conclusion that they are going to be
recalled back to Washington like many other countries. So it is important to establish certain brutal facts. Brutal fact number one is that the new President has the constitutional right to recall ambassadors and replace them with that he deems will follow through the policies of the new administration,” he said. “No dispute about that but the challenge comes in when the President will now have to use his discretion if there is information given to him that the exercise would be too costly for the government at this particular point to afford. At that, the President will again use his discretion and decide which key mission stations are going to receive the first attention and be replaced. Then as the resources are made available would continue…and sometimes it takes several years before certain recalls could be made.”

STATE HOUSE INSTRUCTIONS TO PERSECUTE PERCEIVED THREATS OF MR HAKAINDE, WILL END BADLY

We as the Patriotic Front would like to put it on record that this unsubstantiated witch hunt the nation is being subjected to of those perceived to be PF is very unfortunate to say the least. These careful selection of overzealous officers who are alleged to be directed to do the things they are doing by State House will end badly as soon the chief perpetuator will be caught in the web.

This is not the first time we are witnessing this, but certainly will be the last. Because future administrations will not want to repeat these folly activities at the expense of national development and national building.

Let President Hakainde take this as a timely warning to safeguard his already soiled integrity on his lack of honesty with his boneless promises.

We want Mr Hakainde Hichilema to think through these spineless activities, and how so quick the public confidence is eroding of the said institutions. Does President Hakainde want to leave a legacy as one President under which institutions lost thier value in society? The reasons why we have strong misgivings as a party of these DEC-ACC raids on private properties and extra judicial recoveries of monies to inconvinience people is because of the following;

1.) STATE HOUSE DEC/ACC

Now the nation may recall the President Hakainde during a press briefing announced his decision to formally put the Anti-Corruption Commission (ACC) under his office, an act which has been condemned as it will most definitely compromise the independence of the Commission. President Hichilema has, through Gazette Notice No. 1123 of 2021 formally put the ACC, the newly created Anti Financial and Economics Crimes Commission, and Office of the Public Protector, DEC under State House. He directed that DEC and ACC among other investigative wings will now be operating from State House and will be reporting to him directly. So any Zambian is within right, to suspect as a matter of fact conclude that these officers are infact being directed to do what they are doing under the heavy hand of Mr Hakainde. We do not want to fathom the sad reality of a President whose primary focus is to persecute his fellow citizens for political reasons. Firstly, it tells us that the officers are working under very difficult circumstances and regardless of how irregular and illegal the instructions are, they can’t refuse. Even when investigations are overwhelmingly showing how innocent some individuals are, they cannot advise the instructor because he is the ultimate. But what has happened, like the recent Amos Chanda Saga, DEC and ACC are now embarrassing themselves daily, they are now turning into a laughing stock. The fight against corruption is stinking of corruption itself, and we urge the international community to distance its self from this dishonorable witch hunt.

2.) Statement by Mr Cornelius MWEETWA UPND spokesperson.

As if that’s not enough, interestingly UPND has opened the wound wide open for everyone to see the rot. We understand that Mr Cornelius Mweetwa is not a government spokesperson but a UPND spokesperson. The UPND spokesperson Honourable Cornelius MWEETWA, in an innocent manner unknowingly exposed the role of UPND in this disgusting witch hunt. At a press briefing on 28th October at their party secretaraite, Mr Mweetwa said that speaking from an informed position, he willfully allegedly insinuated that Ms Faith Musonda had been turned into a state witness so as to use her to identify other so called ‘criminals’. We want to believe that neither ACC, DEC nor Zambia Police have made such a revelation as regards Ms Faith Musonda. What this instead means, is that UPND leadership is playing an under hand role in pointing fingers for DEC and ACC at those they perceive to be threats of thier leader. What is even more disheartening is that Mr Mweetwa went further to allege that govt will recover monies from all those who want to sabotage Mr Hakainde’s leadership. He issued threats against all duly elected Members of Parliament who spoke the loudest in parliament. He said they will soon be ambushed and they will be embarrassed. Now where is UPND getting all this information about former ministers and MPs. We don’t take these statements lightly as mere rhetorics, this is a clear indictment on President Hichilema , the UPND and it’s government on the selective application of the law and it’s back door role in the witch hunt. Mr Mweetwa exposed himself and clearly it’s a can of worms, there will be no justice to come out of these witch-hunts temporarily, but we still have faith that the courts will shame the evil hand and restore sanity by dispensing justice against these glaring irregularities which can easily be mapped in both statements and actions. They are amateurs. UPND should up thier game, they are too careless for everyone to see their cheap schemes.

But we know for a fact that this spineless witch hunt disguised as a fight against corruption, is being done for only two reasons;
Number one, to use it as a scale to secure an IMF LOAN. The stinking fight is being used to paint a picture that the current administration cares about fiscal discipline and pilferage of resources so as to create a facade to hoodwink the donor community to give us the bailout. Mr Hakainde is under pressure to fulfil his boneless promises and the IMF LOAN being one of his commitment promises, he doesn’t want to suffer the embarrassment. So he is on a tangent to impress the whites, but at the expense of getting down to work as the citizens are complaining of the excruciating need for the President to resolve the liquidity crisis currently in the country.
Number two, this propaganda around a witchhunt towards PF members and it’s friends is meant to create a perception that monies are in the hands of PF members who are having sacks and sacks of money in thier homes.
Mr Hakainde Hichilema and his UPND want to use PF as an excuse for their non performance. They have realized time is fast running, and so far they have achieved nothing tangible or fulfilled any promise, so thier way out is a spineless witch hunt on PF members staging unverified amounts of money. Setting the PF and it’s friends against the propaganda of the court of public opinion. We say so because, before official statements from either Zambia Police, DEC or ACC the UPND media and it’s surrogate platforms are the first to post propaganda statements all in a quest to hoodwink unsuspecting Zambians. By the time official statements are coming, the public would have been fed with falsehoods. But lies have short legs, we want to urge them to get to work, they are the ones in government and these antics they used to play in the opposition will not save them from the embarrassment of failure as we are day by day drawing close to 2026.

4.) WE TOOK DEC TO COURT AS PF

Lastly, as PF we have not remained idle or as a complainant in all these activities and allegations being thrown here and there, we have opted to seek legal redress from the courts of law. If the nation my recall on 28th September 2021 we as a party through our Secretary General Davies Mwila sued the state in the Lusaka High Court against the decision of the Drug Enforcement Commission to quiz Mr Mwila and Antonio Mwanza over the party’s source of campaigns funds prior to the August 12, 2021 general elections. As a party we commenced this action citing the Attorney General as the respondent in the matter.
The nation may seek to know why we did this, its for activities like these by DEC harassing PF members and friends of the party. We want the court to end this witch hunt forthwith, because among the reliefs we are praying for are damages for intimidation and harassment of PF members and friends of the party by the DEC. This will serve as a basis to guide the behavior of Mr Hakainde’s DEC with hunt. But we know that even this judgement if in our favor will be disregarded Like many others with impunity but only time will tell.

PRESIDENT Hakainde Hichilema has given Attorney General Mulilo Dimus Kabesha and Solicitor General Marshal Mubambe Muchende an early assignment of doing a checklist on the Constitution, so as to attend to existing lacunae therein.


Meanwhile, President Hichilema says the Ministry of Finance is critical in his government’s mission to reconstruct the economy.


At State House yesterday, President Hichilema swore-in Kabesha, Muchende, Bank of Zambia Governor Denny Hamachila Kalyalya and secretary to the treasury Felix Nkulukusa.


The swearing-in of the aforementioned constitutional office holders follows their ratification by the National Assembly on Wednesday, in accordance with Articles 177, 179, 183 and 214 of the Constitution.
The quartet took and subscribed oaths of office and allegiance, in accordance with Article 260 of the Constitution of Zambia.


Kabesha and Muchende also took the oath of State Counsel after presentations of letters of patent, as provided for by the legal practitioners’ Act CAP 30 of the laws of Zambia.


Section 15 (1) of the legal practitioners Act CAP 30 provides that “upon appointment of any person to the office of Attorney General, Solicitor General or Director of Public Prosecutions, the rank and dignity of a State Counsel for Zambia shall be conferred upon that person by the President.”


Acting Chief Justice Michael Musonda and justice minister Mulambo Haimbe witnessed the swearing-in of Kabesha and Muchende, while the swearing-in of Dr Kalyalya and Nkulukusa was witnessed by finance minister Situmbeko Musokotwane.


Vice-President Mutale Nalumango was also present during the event.
President Hichilema reminded Kabesha and Muchende that they have been officers of courts for quite some time and hopes they would uphold respectability that needs to be granted to the judiciary.
“The positions you occupy are critical to the delivery of justice in our country, to respect human rights, liberties and freedoms,” President Hichilema said. “You should render advice to us in a manner that respects the rights of citizens. We believe that you’ll discharge your duties diligently not to the President, per se. But to the people of Zambia! The President is a conduit only to serving the people of Zambia. People have suffered for years [and] they need to be redeemed. You play an important role in that respect.”
He emphasised that there is excess delay in the delivery of justice and that there is need to work towards finding a way of speeding justice delivery to Zambians.


“Justice delayed is justice denied! Citizens expect justice – they go to court to seek justice. You are not judges, but you are critical in the delivery of justice in our country,” he noted. “This country is losing a lot of money on paying fictitious creditors. People who have supplied air to government are paid millions of dollars. People who have supplied expired drugs are paid millions of dollars.”


The President indicated that: “sometimes one invoice is paid twice, three times.”
“We need to address the legalities around this issue, which is causing Zambians to lose millions of kwacha which ought to go the youth, the sick and the retirees,” he said.
President Hichilema said over the past two months he has been in office, “I have spent time to understand in greater detail how the government systems have failed the people.”


“I’m shocked with what I have discovered,” he said, adding that if anyone knew what was going on in the government in the past 10 years, they would fall off. “[There has been loss of] staggering amounts of money. And everybody appears to think the President is awkward. I’m not awkward. They think I’m not quite normal because it became normal to steal money from the public.”


President Hichilema advised Kabesha and Muchende to render progressive legal opinion to the government.
“We expect you to put your foot down to render advice to your people that will assist us in saving resources from being stolen,” he said, stressing that he is not available for undertakings that would result in wastage of public resources. “I have no second thoughts about doing what is right. It’s essential [that] we need to change the way legal opinions are rendered, and that’s why you’ve been selected and not just to occupy positions.”


He told Kabesha and Muchende that their appointment is meant to: “move us away from abnormal behaviour taken as normal behaviour, so that what is right becomes what is normal in this country.”
“Do not front fear in your roles. If you front fear, you’ll not make it. Do what is right!” President Hichilema said.


He added that the Constitution is flawed in that when there is a change of government, the Attorney General and Solicitor General, once a new President is sworn-in, fall away, “leaving a huge lacuna in the management of public affairs.”


“And you can only bring in the Attorney General and the Solicitor General upon going through the processes of approvals or vetting…You are lawyers; how did you frame this Constitution?” President Hichilema wondered. “The President is sworn-in, but he has no Attorney General, Solicitor General and to bring in these two he needs a lengthy process, which requires Parliament… These are the issues that we expect you to guide this government, to quickly checklist the lacunae in the Constitution, working with Law Association of Zambia and other stakeholders.”


He further indicated that the law is not a preserve of lawyers but the people who own the laws.
“So, let us consult. So, this is one of your early assignments to do the checklist, in consultation with others,” President Hichilema urged.


To Dr Kalyalya and Nkulukusa, President Hichilema reminded them that the Ministry of Finance (where the appointees fall) is critical in ensuring that the people’s desired economic transformation, “under our administration,” is implemented expeditiously.


He is hopeful that three competent citizens in Dr Kalyalya, Nkulukusa and Zambia Revenue Authority (ZRA) commissioner general Dingani Banda, manning three critical institutions would help the government’s quest to reconstruct the economy.


“For you, Mr Nkulukusa, you are aware of the dealings in the Ministry of Finance. You know how payments are made. How even non-deserving suppliers get paid first in that ministry!” President Hichilema said. “We hope you can deal with that, and focus on expenditure that is tilted towards revenue generation.”
President Hichilema told Dr Kalyalya that he is going back to the central bank at a very critical time.


“We all know you know the bank very well. You know the challenges of the bank – why it was not performing well. Partially, it’s because there was no political will to do the right things. [But] the political will under this government is there, to get the bank to play its rightful role,” said President Hichilema. “The good news is that you are not learning anything new, except that you have an opportunity to do things that you were not able to do before for the good of the people. This is my way of encouraging you to be positively aggressive, knowing that the political leadership will give you the support.”

Colleagues as a UPND supporter who has done ACCA and Economics, I would like to caution us not to fall into the same debt trap we were condemning the former ruling Patriotic Front for.

The pronouncements in the budget are exciting and have created hope for workers and the general populace.

This is very good for us to make good pronouncements but we are bound to kill our party when these things backfire!

My thoughts on our budget

Musokotwane’s Budget

Budget Size -K173bn or $10bn.

Dr. Situmbeko says will be able to source for $10bn in 2022 but at the same time have been complaining that PF left a huge debt of $12.9bn.

By the way Dr. Musokotwane’s share of the $12.9bn debt is $1.9 plus road commitments he left PF with under the formula one road project where roads were being built overnight.

Dr. Musokotwane intends to finance the budget partly using $4.3bn debt. This is a huge deficit to finance in one year.

Our party said PF had over borrowed. PF borrowed $11bn in 10 years and he is going to borrow $4.3bn in just one year of 2022!

Now multiply that by five years. By 2026 the man at this rate would have borrowed over $20bn besides our current debt.

Dr. Musokotwane further says he will employ 11,200 health personnel and 30,000 teachers.
This is good but the size of wage bill for civil servants is already at 53% of the domestic revenue.

We are not against employing our brothers and sisters. UPND is about job creation! We promised that. But we are also we must worry about the implications.

How can Dr. Musokotwane say he will use the $1.3bn SDR to employ 41,200 as if the government will be receiving the SDRs every year?

What will happen next year? The move to employ 41,000 employees has added k2.6bn to the government wage bill and if you add supporting equipment to be used by the newly employed public look at a total of k3bn a year in added government expenditure. Are we able to sustain this? This is the chipantepante economics we condemned PF for! We need to do better as UPND!

The Zambian kwacha gained in July august due to the mineral royalty. Mines in August paid in total over $600m in taxes.

Now it seems our minister has reversed this trend as he has agreed to make mineral royal tax deductible meaning we kiss good bye mines posting profits! The mines have lied to him that they will inject $2bn but we all know that they just bring in machinery at inflated costs and just this purported capital injection will be recorded as an expense therefore making Zambia miss out the opportunity to benefit from high copper prices.

That is why us youths said we needed new blood at finance because it seems we are headed for doom. As UPND, let us not just support things. We need to change this country and not just play to the gallery. To be honest am very disappointed

We promised lower taxes to employees. How can we create new businesses with 37.5% PAYE? It’s a laughable matter to award a k50 to employees by exempting only k500 from taxation! No wonder I have never trusted politicians. Zambia needs real change and not this kind of approach

2022 Zambia Budget : 30000 teachers , 11,000 nurses to be recruited in 2022

Finance Minister Situmbeko Musokotwane has announced a raft of measures aimed at boosting the education sector in Zambia in the 2022 national budget.

The budget themed ‘Growth, Jobs and Taking Development Closer to the People,’ has proposals that if implemented, will transform the Zambian education sector forever with an allocation of K18.1 billion, translating into 10.4% of the total budget.

In his address, Dr Musokotwane said the New Dawn Administration believes that education is the greatest equalizer that sound education requires teachers.

He regretted that unfortunately, most of the Zambians schools, especially those in rural areas, do not have enough teachers.

“It is not uncommon to find only two or three teachers at schools with grades one to seven or even grades one to nine. Madam, despite this limited number of teachers in some schools, there are at least 55,000 young trained teachers who have not been employed. Some have been waiting for six years or more post training to be hired. The New Dawn Administration has found money to recruit teachers and it will always prioritise education,” Dr Musokotwane revealed.

He announced that for the first time in the history of Zambia, government will recruit 30,000 teachers in 2022.

Dr Musokotwane said the number is more than what was hired in the past ten years put together.

“The recruitment will help reduce the backlog of unemployed teachers. Over the next five years, the Government will continue to hire more teachers in net terms and the plan is to be current by 2026. These recruitments are aimed at improving the quality of education by reducing the pupil-teacher ratios. The teachers will be deployed equitably to serve in all districts,” he stated.

The Finance Minister said, to further improve the quality of education through the provision of teaching and learning materials, grants to primary schools will be increased three-fold in 2022.

Dr Musokotwane also announced that Government will construct an additional 120 secondary schools to increase access to education.

“The financing for this initiative will be through a concessional loan I recently signed with the World Bank under the Zambia Education Enhancement Project. This loan is payable over 30 years,” he stated.

He also announced that Tuition, Parent Teachers Association and examination fees that learners pay in public schools will be abolished.

“The United Party for National Development has always advocated for free education for the child whose family is unable to pay. It is such support during the UNIP era that enabled many of us to be where we are today. We shall always be committed to this ideal. As such, the 2022 Budget envisages concrete steps towards this goal. Government already provides free educational services for learners at primary school level. At secondary school level, however, learners currently pay. Typically, they pay K600 per annum per child for tuition when not in boarding. If in boarding, they pay a total of K3,600 inclusive of K600 tuition fee. In addition, Parent Teachers Association fees and examination fees are paid. Tuition, Parent Teachers Association and examination fees that learners pay in public schools will be abolished.”

He added, “For the avoidance of doubt, the fees charged at public early childhood and secondary schools for a child to be allowed to attend class are done away with. To this end, grants from the Government to public schools will be increased to meet the operational costs that were previously financed by the fees.”

“Regarding boarding fees for secondary school learners, a bursary scheme will be introduced for vulnerable learners. The beneficiaries for bursaries will not be chosen from Lusaka or provincial headquarters and not even at the district level. Rather, it will be determined at the community level in the constituencies, possibly at ward level. The provision of the budget for the bursaries will be through the Constituency Development Fund,” Dr Musokotwane said.

“I am sure you will agree with me that in a situation where the most deserving children must be identified, the community itself provides the best possibility for making a determination because such children are known within their locality. The exact modalities are being worked out ahead of the opening of schools in 2022.”
He said to ensure that the girl child has equitable opportunities to quality education as a boy child, Government will address challenges that the girl child faces such as walking long distances to school, early marriages, menstrual hygiene and unwanted pregnancies.

“In this regard, we will expand the support to the girl child through the Keeping Girls in School Programme from the current 28,964 in 2021 to 43,520 girls in 2022.

Three days after the Anti-Corruption Commission (ACC) gave former Presidential Spokesperson Amos Chanda 10 minutes to get to his farm located 32 kilometers from Lusaka, and 2 kilometers off Leopards Hill Road, for a trip that takes 45 minutes, documents which law enforcement officers sought have been stolen.

Briefing the Media outside his Elm Road residence, a distraughted Chanda pleaded with security wings to offer protection as trigger-happy ACC officers continue to raid his properties, and threatening to cause harm.

Mr.Chanda says though a law abiding citizen, it is ironic that personal computers and K64, 000 were stolen in a car burglary crime that has since been reported at Kabulonga Police Post, and now delegated to officers at Woodlands Police Station.

“One can clearly see a link, how can documents and personal Information Communication Equipment, which ACC officers wanted to forcibly gain access to including my diplomatic passport, title deeds to my property, client company profiles and K64, 000, end up being stolen, while meeting my lawyers in Lusaka’s Kabulonga area,” Mr.Chanda asked in regret, pointing out that he was alerted of the theft as he retreated to the car to fetch money to pay a counsel.

Mr.Chanda regretted that ACC Spokesperson Queen Chibwe confessed that officers did not actually have a search warrant, an omission clearly pegging the search illegal as the law enforcement agency is not above the law.

Mr.Amos Chanda complained that he was only given 10 minutes to get to his farm Amos’ farm 32 kilometers from LUSAKA, 2kms off Leopards Hill Road a trip that takes 45 minutes, a distance that took the investigators 55 minutes.

However, despite Mr. Chanda being warned that failure to get to his farm within the prescribed time, ACC agents would proceed with the search, a position that irked the former State House Special Assistant to the President for Press and Public Relations.

A law enforcement male officer identified as Friday Tembo led a team of seven people claiming to be from ACC offices.

Mr. Chanda found it amusing that officers quizzed and asked for tuition receipts for his two twins at Baobab International School, ignoring a fact that when he served as a junior officer at the Zambian High Commission in United Kingdom, the duo enrolled at an international school in Lusaka.

Stating readiness to cooperate with on-going investigations, Mr. Chanda protested that officers want him to commit a crime by divulging information which came to his possession while serving as Presidential Spokesperson to Zambia’s Sixth Republican President, Dr. Edgar Chagwa Lungu, a portfolio he left barely 2 and a half years, sometime in 2019 , as of today Friday 29th October, 2021.

“I still have 22 years and six months to 2044 for me to talk openly on information which reached me as a public servant while at state house.

I am ready to talk” noted Mr. Chanda as he later took journalists on a conducted look at the damaged car caused during the 20:00 hours to 22:00 theft on Wednesday 28th October, 2021 at Sable And Roan Restaurant in Kabulonga Area.

During a Media Briefing a State House, Mr.Chanda resigned after a serving four years as Presidential Aide And Spokesperson. Mr. Chanda remained resolute in supporting President Lungu and government in the pursuit of development and utilization of limited resources.

Said : “I do not exaggerate, but as a law abiding citizen, I need to secure a presidential waiver to talk, as I still have 22 years and 6 months to remain quiet”.

“I cannot be used to search another target with immunity; I am not the one who crafted the law,” protested Amos Chanda

“I am not a prisoner, I have not run away from Mukobeko Maximum Prison, so I must not be harassed like a commoner,” pleaded Amos Chanda.

“Just as is the case with the ACC, I am neither above, nor below the law,” Amos Chanda.

KAMPYONGO FAMILY PROTESTS ARREST OF HIS RELATIVE

THE Kampyongo family has protested the arrest of Andrew Kampyongo and his friend Kellyson Chilekwa, claiming this was aimed at silencing and victimising them just because their relative, Stephen Kampyongo, belongs to the Patriotic Front.


The family has appealed to the Human Rights Commission and other related bodies in the Southern African region, Africa, and the world at large to take keen interest in these cases against PF members arising from results of the August 12 elections.

“ As the family of former Home Affairs minister Stephen Kampyongo, we feel the arrest of our younger brother, Andrew and his co-suspect Kellyson Chilekwa for malicious damage to property is unfair, malicious and a well calculated act to silence and victimise us just because our relative (Mr. Kampyongo) is a member of the Patriotic Front (PF) Central Committee,” the family has charged.

Family spokesperson, Kapambwe Kampyongo, said the alleged incident over which Andrew and Chilekwa have been charged is said to have happened in July this year, way before the August 12 general elections and “we wonder why it has taken the police more than two months to investigate the matter; and charge and arrest the suspects for the alleged offence.”

The family says the police action to arrest the duo is against the spirit of forgiveness and reconciliation that President Hakainde Hichilema has been preaching to all Zambians, ever since he took up office of the President.

The family has complained that Andrew and Chilekwa were on the receiving end of political violence inflicted on them and other PF members by UPND cadres during the same period but to date police have not taken action against the perpetrators despite culprits being well known members of the ruling party.

The family spokespersons has urged President Hichilema, Home Affairs and Internal Security Minister Jack Mwiimbu, his Justice counterpart Mulambo Haimbe, Attorney General Mulilo Kabesha, and the Director of Public Prosecutions to also study this matter before trial starts soon.

Last week, police in Shiwang’andu arrested Kampyongo, 41, and Chilekwa, 29, of Chafilwa Village, Chief Mukwikile, for alleged malicious damage to property. According to police spokesperson Rae Hamoonga, the two are alleged to have damaged a Samsung cell phone valued at K1, 000, property of Mike Mulenga, 40, also of Chafilwa village, a front windscreen of a Toyota Land Cruiser registration number AAK 1031 valued at K4, 500 and tail lights valued at K750, property of Dr. Albert Munanga; and JVC speakers valued at K12, 000 property of the UPND, all valued at K18, 250 on July 10, 2021. – Daily nation

The Bowman Lusambo X-files – be very afraid

What was meant to be a dispute between two consenting adults is now spiraling out of control. While the accuser is standing by her version of the story, the accused has been steadfast in his denials. As far as he is concerned, he has never met the accuser.

Spare a thought for Bowman Lusambo, he now has to live under an embarrassing cloud of a sexual innuendo – largely due to his accuser and social media zealots. Notwithstanding the allegations of negligence of the children he is purported to have sired with the accuser, the biggest threat facing the politician affectionately known as the bulldozer is a possible charge for rape – should it be proven that he is indeed the father to Mercy Cowham’s first born child.

She alleges that the bulldozer first deflowered her when she was a minor. Most important to this saga is Cowham’s flawless narration of her sordid encounters with the bulldozer. In fact, her story seems credible enough to validate her mental stability. To the contrary, Bowman has been on the backfoot, ducking and diving while pontificating his innocence. Just who is telling the truth between the two is difficult to tell. For now, hold your judgement.

However, a thorough investigation of Cowham’s motive for impugning Lusambo’s character casts some doubt on her tale. Could this be one of those failed attempts at extortion? Regardless of the speculation, why should this story even bother say a, high flying Mr Simoson Ndiwabufi, or a low-class Ms Mary Ndiwapamulomo for that matter? Put differently, is there a sinless mortal still living on this earth?

Never mind that Bowman is a public figure, is it fair that his private life is being splashed all over social media platforms in such a reckless manner? Here is a challenge. There is a high probability that Cowham allegations could well turn out to be a big lie that has only served to besmirch Bowman’s fledging political career.

Violating Bowman’s right to dignity
So, let’s assume for a second that Bowman returns a negative DNA test and Cowham’s story is proved false, what then will be his recourse? Absolutely none for the horse would have already bolted from the stable. Yet his children will continue to live with the stigma of a wayward father. For others and possibly Bowman himself dignity is all they cherish which is why monetary compensation as a recourse to libel sometimes counts for nothing. With due respect, is Cowham even capable of sustaining a financially draining marathon court case?

Hate him or love him, Bowman inflicted quiet some terror on his political opponents when he served in the PF government, but fact is that the republican constitution guarantees his right to privacy and dignity. Thus, it’s important to distinguish between Bowman the politician and Bowman the private citizen. His misdeeds while in government – whether perceived or factual are a different matter altogether which is why due consideration for his family especially his children ought to supersede anything else including his political inclinations.

Family is sacrosanct. This is a simple but golden rule that any self-respecting Journalist or information peddler is required to uphold. Hence watching one social media blogger interviewing Cowham in a series of video postings and making a big meal out of this saga was a cringeworthy experience.

What did this person stand to gain out of parading this vulnerable woman before cameras? This is not some poker game but two vulnerable lives that somebody is playing with – a pregnant mother and its unborn child. It’s troubling that people are this desperate to hog the social media limelight to the extent that they are readily prepared to break families. Whatever the argument, bombarding a pregnant woman who is almost close to labour with mentally draining questions might help a social media blogger to increase traffic to their blog, but this is not investigative Journalism. It’s plain evil.

Pitfalls of cyber bullying
Today it is Bowman from PF and tomorrow it will be Isaac, a UPND member – something’s got to be done so perpetrators can learn a hard lesson. Cyber bullying should not be reduced to a PF, UPND or Socialist Party or FDD subject matter. Its victims often spread across the political divide. So serious is its impact on society that some victims have committed suicide. Yet these narcissistic perpetrators are left free to prowl internet platforms in search of victims.

Even more damning is the silence from the civil society and female lobbyists regarding the injustice being meted to Bowman. Surely, isn’t there a brave woman out there or Alangizi that can call Cowham to order? Could it be that the reluctance to intervene is because this matter involves a high-profile politician with links to the former governing party?

Sadly, for Cowham, a bottle of mineral water is the only incentive she got to rain all manner of vulgarities at the man she claims to be the father of her children. I bet you, this story still has some legs.

Why is this PF Cadre, Bernadette Deka still being tolerated in the Government setup? Why is the UPND Government funding her institution PMRC?

This woman was untouchable under the PF. She is also trustee at the Esther lungu foundation and used these positions to threaten people in the party and have her way.

This is a woman who abused public funds ( all this is documented). We challenge ACC, DEC, FIC, Auditor General to go and check the questionable transactions under this Government account “ Public Sector Cheque Account – 62574238161 held at FNB for which she is the sole controller.

Our intelligence on this account found that she paid part of for her lavish wedding using funds from this account. She paid for friends and relatives from the UK and US in business class (using government money) to come for her wedding and also the honeymoon. (receipts have been attached).

Can ACC also check on the purchase of the Izusu pickup that was bought using this account on 11 February 2020. We have noted lots of anomaly’s with this government account.

Someone needs to act and remove this woman from the government system. She abused public funds , but now she wants to do the same under the UPND .. Someone should sort out this mess soon…

TEN QUICK POINTS ON 2022 NATIONAL BUDGET

1. Targeted GDP growth rate at 3.5% is too low and not ambitious enough especially given the fact that we are coming from an era of economic contraction.

2. a target of 3 months import cover for GFR is too low considering the fact that we are currently at 5 months import cover.

3. the target of increasing domestic revenue to 21% of GDP is ambiguous because domestic revenue is a wide term. The minister should have specified targets for tax-revenue and non-tax revenue.

4. a target fiscal deficit of 6.7% of GDP is an admission of lack of fiscal discipline. A fiscal deficit should never be planned. It should arise due to unforeseen circumstances.

5. Budget is inconsistent. Current domestic debt is K189 billion, only K27.4 billion has been allocated for liquidating domestic debt of which additional domestic debt amounting to K24.5 billion will be acquired during the fiscal year (K189bn-K27.4bn+24.5bn = K186.1bn ) and yet the target for domestic debt is indicated as 5.2% of GDP (5.2% x K466.3 billion = K24.3 billion). The targeted domestic debt (K24.3 billion) and the projected domestic debt based on the figures provided (K186.1 billion) are two totally different figures. In other words, the budget is incoherent.

Additionally, it is a contradictory budget i.e it says Govt will spend K27.4 billion to pay off domestic debt but will also acquire new domestic debt amounting to K24.5 billion. Only the net amount of K2.9 billion should have been reflected on the expenditure as the total amount of domestic debt paid off. Otherwise the budget is wrongfully inflated, which is a misrepresentation. The true size of the 2022 National Budget when you remove duplicated figures is K148.5 billion and NOT the K173 billion presented by the Minister.

6. Allocation of K3.1 billion in the budget towards liquidation of domestic arrears that stand at K46.9 billion is too small as it will take at least 15 years to pay all Government creditors. Is the UPND administration telling Zambians who supplied food to schools to wait 15 years to be paid?

7. Amount of K350 million allocated to empowerment funds for SMEs too small to have an impact on economic growth.

8. About K8.5 billion allocated towards handouts compared to K350 million allocated to economic empowerment means that the dependency syndrome will only grow bigger among our people, at the expense of self-sustainability.

9. The budget will be 29% funded by borrowing which is not sustainable considering that we are heavily indebted already.

10. The increase in the PAYE exempt threshold to K4,500 is appreciated but the upper band rate of 37.5% for amounts above K6,900 is still too harsh to employees.

Overall, the 2022 national budget is not very different from the national budgets which the PF administration prepared in the past 10 years.

Press Statement By Minister Of Foreign Affairs On The Visit By President HH To UK To Attend The COP26 World Leaders’ Summit

PRESS STATEMENT BY HON. STANLEY K. KAKUBO, M.P, MINISTER OF FOREIGN AFFAIRS AND INTERNATIONAL COOPERATION ON THE VISIT BY THE REPUBLICAN PRESIDENT TO THE UNITED KINGDOM TO ATTEND THE COP26 WORLD LEADERS’ SUMMIT, IN GLASGOW, SCOTLAND

I wish to inform the nation that Mr. Hakainde Hichilema, President of the Republic of Zambia is expected to depart for the United Kingdom on 30th October, 2021 to attend the World Leaders Summit of the United Nations Framework Convention on Climate Change (UNFCCC). This meeting is the 26th meeting of the Conference of Parties (COP 26) and will be held from 1st to 5th November, 2021, during which period, President Hichilema will also have a series of bilateral engagements in London.

The President will be attending the COP 26 at the invitation of the Honourable Boris Johnson, Prime Minister of the United Kingdom. The Head of State will again be accompanied by a lean delegation comprising the Minister of Foreign Affairs and International Cooperation and the Minister of Green Economy and Environment, Hon. Collins Nzovu, M.P.

During his visit to the United Kingdom, President Hichilema is also expected to hold meetings in London with members of the House of Commons and UK policymakers, potential investors, as well as the Eurobond holders.

These meetings are part of the strategic engagements of the President aimed at making progress towards the UPND Government’s vision of economic transformation. As we all know, this is critical for Zambia’s economic recovery and sustainable economic development.

A total of 190 Heads of State and Government that are party to the United Nations Framework Convention on Climate Change (UNFCCC) as well as key players on the international arena, are expected to attend this important meeting. The landmark Paris Agreement on Climate Change that was agreed to in 2015, which was also signed by Zambia, provides an ambitious framework for the world to deal with climate change and its impact.

The negative effects of climate change have equally been experienced in Zambia where intermittent weather patterns, especially for rainy seasons, have resulted in frequent droughts and flash floods that have adversely impacted on food, water and energy security.

The world remains off track in meeting the set goals to achieve the following;
i) To limit increases in global warming to between 1.5 – 2 degrees Celsius above preindustrial levels,
ii) To drive urgent adaptation to the changing climate, and
iii) To mobilise financial resources for the required changes.

The Zambian Government is hopeful that the outcomes of the COP26 climate change meeting will contribute towards protecting our countries and our planet from the devastating impacts of climate change, as well as mobilizing the required resources for agreed actions. The latter will form a major part of the President’s engagements with key players while on this visit, because as we all know, addressing policy aspirations requires commitment at the highest political level.

It is for this reason that President Hichilema will strategically join world leaders on global platforms, to advance the Government’s ambitious transformation agenda aimed at deriving maximum benefits for the people of our great country.

The Government remains committed to making Zambia a global beacon of environmental sustainability and a champion of the green economy.

Facts Which TIZ May Not Know About Faith Musonda Case

THE response from Transparency International-Zambia (TIZ) to our editorial opinion on the Faith Musonda case makes good reading. They raise interesting points and we agree with them that this is a matter that deserves extensive public discourse.

We have observed that the difference between TIZ’s arguments and the News Diggers position is that the NGO is speaking from a legal and logic point of view. Everything that they cite in their response to our editorial opinion maybe correct at law but they are assuming many things and speculate about why the ACC acted the way it did.

Unlike TIZ, News Diggers is speaking from an informed position. We are in the business of investigating and gathering information. We know what transpired in this case. If we didn’t, we would simply keep quiet and watch. The Faith Musonda matter is very sad for Zambia and if our people knew where that money came from, what it was meant for and how it found itself in a house said to belong to Faith Musonda, they would be more heartbroken and angry about how this matter has been dealt with.

Zambians have not been told the truth about this matter because it has very difficult facts to explain. If the Transparency International people want to test if what we are saying is true, let them call a meeting with the Anti Corruption Commission and ask them some questions.

Since the TIZ team is, by and large, speaking in defence of the decision made by the Anti-Corruption Commission, it should not be difficult for them to exchange information and facts around this case. TIZ should demand that ACC tells them the truth (even in confidence) so that they can defend the Anti-Corruption Commission better. It will be interesting to hear, what TIZ will say once they gets the full facts, will they will stick to their current position. Will they continue to defend the ACC or get angry with the whole system.

Let’s think for a moment. The Anti Corruption Commission is currently desperate to redeem itself. That is why you see them scavenging at Amos Chanda’s farm, even when they know that the man is probably even broke by now. They are desperate to impress because they know that their public image and reputation has gone down the drain. A case such as the one involving Faith Musonda should have been a piece of cake for them.

This is one of the easiest cases that for ACC prosecute any day. With the new leadership in place at ACC, they would have used this matter to build public confidence. Why have they not done so? This is not because Faith Musonda admitted to wrong doing, as they claim. This is not because Faith Musonda surrendered the money and the house. Our analysis tells us that they decided to take this route because of the trail that the money revealed and there discovery of who the real thieves are.

While we criticise the ACC and sometimes even condemn them, our displeasure in this Faith Musonda case is not exactly on the basis that they have FAILED to act. Our issue is that they are being used to coverup institutionalised crime that has done grave damage to our country in the past, and will continue to do so in future. When institutions that are supposed to be protecting our national security are doing the opposite, we all should get worried.

Our people still remember what happened in the matter of ZAMTROP Government Accounts. The Zamtrop type of abuse of public resources should never again happen in this country, especially not under President Hichilema. What has happened in this case is nonsense, it’s not what the people of Zambia voted for. This is why we are pushing for justice to be done on this matter, and we are doing our best to do so without saying what we are not allowed to say.

We are not calling for Faith Musonda’s blood. Faith is a nobody and we say this with all due respect to our sister. Faith does not have that kind of money. But assuming that she was indeed a business woman capable of having that kind of money, she would not be keeping it in 30 travelling bags at ‘her mansion’. Like we have stated, this is not about Faith. That lady is just a pawn on the chessboard, so our push on this matter must not be misunderstood as targeting her.

That is why we are asking the ACC to explain when and where they signed the so-called confession and forfeiture agreement with Faith. TIZ must ask the questions that we are asking. Who called the police to stop the nine hours interrogation on that day?

Is it the Edgar Lungu clique in government that intervened or the new dawn government under President Hakainde Hichilema? Was it the two leaderships deliberating over the matter and agreeing to end it this way after looking at the hard facts? Those are the questions for TIZ.

The people at ACC may fail to act professionally at times, but they are not foolish. There is no way they can let such a case slip off their hands. There is no way they can close a case like this one on that “forfeiture” basis without at least getting to the bottom of it. ACC is hungry for prosecutions and they need as many good cases as they can find. They know that one way of regaining good reputation is by winning cases in court, not receiving donations and confessions from criminals. But their hands are tied. Someone has given them a sedative and asked them to go to sleep on this money heist case.

This is a huge scandal and those who wish to give the ACC a benefit of the doubt are at liberty to do so, but at least they must demand to know the truth. TIZ has made very interesting arguments. Chizungu bakamba bwino, but ise tikamba vazoona.

Lack Of Experience By President HH Will Endanger The Security Of The Country- Wynter Kabimba

LACK of experience by President Hakainde Hichilema will endanger the security of the country, Rainbow Party Secretary-General, Wynter Kabimba has said.

Mr Kabimba was reacting to the recent appointment and public announcement of the Director General of the Intelligence Services, whom he feels should never be revealed.

Mr Kabimba said “I was disturbed and overly disappointed as a citizen who has worked for several years both in the local government service and open civil service as Minister of Justice to read on social media the State House press statement giving the name and identity of the newly appointed Director General and Deputy Director of State Intelligence.

“This is unprecedented in the history of the country and the intelligence community in many countries.

However, the answer is simple. The United States of America does it and it should, therefore be the same here according to the so-called New Dawn government.

“But the American system is different from ours. In the US the appointment of the director of the Central Intelligence Agency must be confirmed by the Senate at an open hearing after his/her appointment by the President,” he said.

Mr Kabimba said in the Zambian system there is no ratification by Parliament of the person appointed as Director-General of State Intelligence.

He said with this non-ratification by Parliament there is no need for exposure of an individual.

He said this is to ensure that such an individual remains part of the state secret by nature of his responsibilities.

Mr Kabimba said it is also intended to guarantee his or her personal security against other foreign agencies and individuals.

What President Hichilema has done is to expose the new Director-General to risky situations which may not be apparent now but could pose a national security breach for the country in the future.

“But if you do not have the experience and you are not willing to learn because you know it all, such is where we stand as a country today and I am certain more shock waves are still on the way,” Mr Kabimba said.

Chiefs Counsel Very Important, Travelling To Uk For Zambia’s Benefits – HH

We have met with Chief Mungaila of the Illa People of Namwala’s Maala area in Southern Province. We are accompanied by Mr Tilyenji Kaunda who is son to our Country’s Founding Father and President Dr Kenneth David Kaunda, Mr Andrew Banda who is son of Former President Rupiah Banda, Mr Kelvin Fube Bwalya among others.

We are grateful to their Royal Highnesses across the Country for the wise counsel they continue to give us.

During our courtesy call on His Royal Highness, we stated that recently we were in Chinsali District of Muchinga Province where we laid wreaths on the tombstone of freedom fighter Simon Mwansa Kapwepwe.

We stated that we have taken this approach in order to revive our history and also reunite our Country in order to foster economic development.

During our discussion, we also stated that tomorrow, Saturday 30th October, 2021, we will travel for yet another important International engagement that looks at the effects of climate change in-depth and this will be in the United Kingdom (UK), and that upon our return to Zambia, we will hold a ceremony in relation to our Country’s struggle for independence at Saamu lya Moomba in Bweengwa.

Our focus locally is to reunite and develop this beautiful country and when out there, our role among others is to grow our Country’s economic diplomacy.

May God Bless our fallen freedom fighters. Though they are gone, their works such as our independence lives on.

We have often stated that the people of Zambia do not hate Edgar Lungu. In fact, many people do like him because of his humility, humbleness and good heart. Albeit, at the height of this consideration, the very people chose to punish Edgar by voting him out brutally. They did so because his administration abused the respect and love they had for him. We all know that Edgar’s standing with the people was utterly destroyed by the people he chose to entrust with responsibility and power to govern this country. The people that surrounded Edgar destroyed him. They turned him into an evil being detested by the people of Zambia. Even when it was unfashionable for many people to vote for Hakainde Hichilema given his soiled character that has resulted him into being rejected several times before winning, the people decided that enough was enough, PF had to go at all cost. It was never about whether or not Hakainde was alleged to have taken an active role in privatization or the tribal tag which his party has. It was about the ills the PF did against the people.

There are many theories to this effect but the truth is, part of the mistakes that Edgar personally made was to be a weak leader who was easily manipulated by every other fool there is in PF. Any fool could walk to Edgar and feed him lies. These fools were domiciled both in government and at the PF Secretariat. As they fed Edgar lies, they were busy committing crimes against the laws of Zambia such as corruption and thugery. Sadly, Edgar found himself sandwiched between lies and criminality that rocked his regime. Today, it is difficult to identify anyone in PF who is clean of sin, of corruption. Almost every one you look at smells corrupt. That is why, it is even difficult to correctly diagnose whether or not, the fight against corruption which is being practiced today under the New Dawn administration is persecution or indeed a noble cause.

But aside that, it seems many elements in PF have not learnt a thing or two from their fall from grace. There are elements in PF who did all they could to engineer the ousting of Chishimba Kambwili from PF. Equally, they engineered the expulsion of Kelvin Fube Bwalya as well as many other reasonable people. These elements remained posing as leaders who had the magic to serve the people of Zambia and take PF to greater heights in its pursuit for its pro-poor policies. When they were expelling Chishimba, they claimed he was not bigger than the party and that he was a nonentity. But that Chishimba defeated them miserably in Roan, in a by-election when the party he was consultant in, National Democratic Congress (NDC), won the Parliamentary seat with a landslide victory. Even when their party was in ICU, they went to this same Chishimba to beg him, to return to the party he helped establish with late Michael Sata.

Today, these same failures who led their party to exist and served at the party and government level are busy championing causes to replaced Edgar with themselves. How can the very failure that unfairly and stupidly chased party members and caused Edgar to lose election, win an election ever? It is stupid to think that the same elements who served in Edgar’s administration and indeed his party at senior levels can be trusted by anyone.

Of course, the truth is none among all those who served in Edgar’s cabinet and his party at various senior positions must be allowed anywhere near the leadership of the PF , if they are interested in ever being relevant to Zambians.

People rejected PF because of numerous sins these crooks, criminals committed which rubbed off on Edgar and his administration. Even if PF brought back KBF in the same way they brought back Chishimba to salvage their party, people had already decided that regardless of what consideration they may have for Chishimba, the PF needed to go because the sins the party committed before the embracing of its former members were grave.

But as much as this is true, Edgar must be sober about this issue now. He must not allow people to mislead him again the same way they misled him when he presided over a kangaroo Central Committee that was busy expelling people only on the premise of wanting to pave personal ways to Presidency.

NAKONDE PF member of parliament Lukas Simumba says it is unfortunate that his motion urging the government to allow local authorities countrywide to retain 5 per cent of locally generated revenue for internal development did not pass.

In an interview after his private member’s motion failed in Parliament, Simumba said it was sad that UPND members of parliament politicised the gesture meant to benefit the nation.

Seconding the motion was Mambilima member of parliament Jean Chisenga.

The question was that the House urges the government to allow local authorities countrywide to retain at least five per cent of locally generated revenue for internal development.

Sikumba was the first member of parliament this session 13th National Assembly to raise a private member’s motion in the House.

Simumba said his private member’s motion was a national motion which required the support of all members of parliament regardless of the party they belonged to.

“In order to give context to the motion, Madam Speaker, let me begin by defining what ‘locally generated revenue’ means….locally generated revenue means all revenue collected by Zambia Revenue Authority through various taxes from a particular district, which also includes revenue collected by the National Rod Fund Agency through toll fees.

For instance, according to an article in the Zambia Daily Mail of 7th April, ZRA collects an average K200 million per month from Nakonde border post which is in my constituency,” he said.

“Similarly, it was reported by ZNBC that K1.4 million was collected by ZRA from Kazungula border post for the period of May to August 2021. Further, Madam Speaker, on Friday 15th October 2021, the acting Minister of Finance and National Planning in responding to a question asked by the honorable member for Mufumbwe informed this August House that ZRA collected K4.3 billion from Chirundu border post from January to August 2021.

It is in this vein that we are asking that the government allows local authorities countrywide to at least retain 5 per cent so that the districts where they come from can have its fair share of development.”

Simumba said through the motion, he was proposing a revenue sharing mechanism that would allow local authorities in the districts which house the revenue collecting points to be given 5 per cent of what was collected for the development of the area.

He said the proposal would ensure the district where there is a border post, mine and toll gate, among other revenue points, benefit from the money.

Simumba said he was of the view that the new sharing mechanism would spur accelerated rural and urban development.

Further, Simumba said the local government system in Zambia was provided for by the Constitution in Article 152 (1) which empowers local authorities to administer and oversee all projects and programmes in each district.

“The function of the local authorities as provided for in the Constitution are the construction and maintenance of local roads, street lighting, construction of markets, motor vehicle licensing and collections of levies and toll fees, among others.

To provide the service as mandated by the Constitution and various Acts of Parliament, local authorities depend on locally generated revenue, grants from the central government such as local government equalisation fund as well as Constituency Development Fund,” he said.

Simumba said inasmuch as local authorities generate revenue through “small levies” and charges and receive grants from central government, the allocations were not adequate to have a significant impact on development at district level, hence his proposal before Parliament.

“The House may wish to note that demands for service provision far outweigh resources the local authorities currently collect and those that are allocated to them by the central government. The financial challenges are worsening by the removal of local authorities’ functions such as motor vehicle licensing which is performed by the Road Transport and Safety Agency and collection of toll fees which is performed by the National Road Fund Agency,” he said.

“Madam Speaker, the ZRA collects an array of taxes which include company tax, withholding tax, export levy, import duty and value added tax and may others from different entities such as mining houses, tour operators, business houses and border posts and the revenue collected is remitted to the Treasury single account known as Control 99. The same applies to the revenue collected by the NRFA through toll fees.”

Simumba further said that it was regrettable that despite districts such as Nakonde, Chirundu and Kazungula contributing significantly to the national Treasury through the collection of revenue, there was very little tangible trickle-down effect on the welfare of the people of the said districts.

He noted that the three areas were lagging behind in infrastructure development and service provision.

Simumba noted with regret that Nakonde border post which boasts of contributing about K200 million to the Treasury per month had seen no tangible development.

Simumba’s motion however did not pass.

The motion was supported by PF members of parliament Christopher Shakafuswa (Mandevu), Francis Kapyanga (Mpika Central), Binwell Mpundu and Christopher Kang’ombe (Kamfinsa).

UPND members of parliament, including Warren Mwambazi (Bwana Mukubwa), Jamba Machila (Mwembeshi), Newton Samakai (Mwinilunga) and finance minister Situmbeko Musokotwane, opposed the motion.

Father Godwin Mulenga, the presiding Priest of St Ignatius Parish says the new UPND administration must be aware that their honeymoon period is ending as people want to see promises delivered, warning that people will not tolerate failure to deliver on the promises.

Speaking during the memorial service for late president Michael Sata at Embassy Park today, Fr Mulenga started by offering some comforting words to late president Sata’s widow, former first lady and now Zambia’s Ambassador to France Dr Christine Kaseba, that God would find a way of comforting her, before turning his attention to other issues.

He said Zambians went and voted in August and now there was a new government, saying this was not the time to become excited and anxious, as God in his own wisdom chose what He chose to lead the country.

Fr Mulenga thanked president Lungu for peacefully conceding, and that God should bless him beyond the highest heavens.

He said there was always perception that one could have lost because of this and that, saying even he did not expect the outcome of the August 12, 2021 elections, but warned about the youth factor, saying parents must be careful with these children they have borne, as they might think they are sleeping meanwhile they have woken up to go and vote.

Fr Mulenga warned the UPND government to be weary of the same youths as they want to see promises come to pass now.

“The youths are anxious,” Fr Mulenga said. “Whatever you promised may you deliver in the name of Jesus…tabakakuleke abantu bakwa Lesa (please deliver, otherwise the people of God will not tolerate you).”

Fr Mulenga said he recently engaged some youths in town asking them why they had to change government, and that they told him that they just felt it was time they rested from the PF, but that they warned that without action they would do the same to the new government.

SHOULD ATTORNEY GENERAL REMAIN?

The President today reopened the old wounds – the debate as to whether the Attorney General and Solicitor General should remain in office or not after there is a new President. Under Article 178(1) (b) of our Constitution, the two automatically lose jobs when a new President assumes office. They go with the President who appointed them!

You see, in 2003, I was among those appointed by President Levy Mwanawasa to obtain views countrywide and draft the country’s new Constitution under the auspices of the Mung’omba Constitution Review Commission (CRC). One of the thorny issue that we encountered was that of Attorney-General. By then, we had a hybrid system whereby the Minister of Justice (George Kunda then) also doubled as Attorney General.

Most Zambians wanted this role split and that Attorney General and Solicitor General should not be a politicians but rather professionals like Secretary to Cabinet. Our draft constitution went through a bit of butchering by differs processes and committees until we came up with the 2016 Constitution amendment, which remains problematic.

The President when he sworn-in the new Attorney General and Solicitor General, expressed concern that a new President is made to work without any legal advice, which is not a good idea. A new President certainly require legal advise during the transition period. I was privileged to have been a “runner” for President Rupiah Banda during the transition negotiations and noticed that gap. The views and guidance of the Attorney General was needed at that crucial point.

But then, those who advocated for the vacation of the Attorney General after new President opined that those who held the positions were politically-aligned. In short, despite being professionals, they tend to be linked to the ruling party and that particular President.

With hindsight and experience under the recent transition period, we may have to reconsider Article 178. We now have practical experience to refer to. The President has operated without Attorney General since he was elected. Some decisions cannot be made without the authority of Attorney General – such as contracts with the State.

Anyway, congratulations to my learned colleague Mr. Kabesha Mulilo and Marshal Muchende who will also, by virtue of office, be conferred with the rank and dignity of State Counsel. I know both. But more so the Solicitor General whom I first met at Munali Secondary School and we have remained close since then.

I hope they will initiate the process of law reforms including constitutional amendments to deal with the lacunas such as those of Attorney General vacating office when there is a new President.

PeP Expectations From Today’s National Budget

PeP EXPECTATIONS FROM TODAY’S NATIONAL BUDGET

  1. A national budget, just like any other budget, has two sides; the revenue side and the expenditure side. The revenue side is primarily made up of all sources of revenue to the Government including tax revenue, non-tax revenue (such as toll fees, levies etcetera) debt (external and domestic) and grants. The revenue side of the budget is also known as the “Resource Envelope”. The expenditure side of the budget is dependent on the revenue side (theoretically speaking). Depending on how much a Government expects to raise in the fiscal year in question, it then allocates to different expenditure needs. There are two basic types of Government expenditure; that is recurrent expenditure and developmental expenditure. Recurrent expenditure is incurred in order to meet the day to day living expenses of Government (yes, even a Govt has to live, just like you and l), which include salaries, operating expenses such as stationary, medicines in hospitals etcetera. On the other hand, developmental expenditure is expenditure that is incurred either for infrastructure or for non-infrastructure projects that span over more than one fiscal year.
  2. With the above said, our expectations of the 2022 National Budget that will be presented later today by the UPND Administration, are many and varied. To start with, this is the first budget the UPND Administration is presenting, since ascending to power in a landslide victory on 12th August 2021. After 23 years in the opposition, in which they incessantly pointed fingers at what is wrong with the national budgets of the FTJ administration, LPM administration, RB administration, MCS administration and ECL administration. Indeed, after pointing fingers at the national budgets of 5 different administrations, it is now time for the UPND administration to show us what their idea of a national budget is, and how different it is from the national budgets of the five previous administrations which they condemned.
  3. As Patriots for Economic Progress (PeP) we expect the UPND administration to address certain basic specific issues in the national budget for the 2022 fiscal year. On the revenue side, we expect the budget to be funded at least 95% from domestic resources (tax and non-tax revenue). In order to achieve this, the UPND administration does not need to increase any rates; they just need to seal the revenue leakages that are there in tax and non-tax revenue. World Bank estimates are that more than 70% of tax revenue is not collected by the treasury due to corruption and tax evasion, and more than 67% of non-tax revenue that is collected by Government does not reach the treasury but disappears somewhere between the point of collection and the treasury. So if the UPND administration can seal even 80% of these leakages, the country’s domestic resource base can be more than doubled without any increments in the rates. We remain to see if the UPND administration will pursue this avenue. But here is the catch; if the UPND administration doesn’t pursue this avenue then we can deduce that instead of sealing the revenue leakages, the UPND administration has installed themselves as the new beneficiaries of the revenue leakages so that the revenue can be leaking into their pockets.
  4. Our second key expectation from the 2022 national budget in terms of the revenue side is that Government will cut down on domestic borrowing (Govt bonds and Treasury Bills) which currently stands at more than K130 billion Kwacha, because this crowds out the private sector and is the primary cause of our very high lending rates which average 34% per annum against a regional average of 8%. If the UPND administration can exponentially half the domestic borrowing over the next 3 fiscal years, our average lending rates can easily become single digit because financial institutions will be stuck with excess liquidity. Lower lending rates will be a key catalyst for economic growth and empowerment of Zambians in our economy. So far, our citizens have largely remained spectators in the economy because of lack of access to reasonably priced finance. We just sit and watch as foreigners come with their money and establish companies and reap supernormal profits. All because Government’s insatiable appetite for domestic borrowing thereby driving lending rates to the sky and crowding out the private sector. This needs to be addressed as a matter of urgency.
  5. On the expenditure side, we expect the the UPND administration to liquidate domestic areas which currently stand at more than K30 billion, by at least 50% in the 2022 fiscal year. Domestic arrears is money which Government owes various suppliers of goods and services in the economy. For an economy as small as ours, when the biggest economic player (Govt) owes other players that much money, it simply means that there is no liquidity in the economy (ndalama mulibe mu economy). An economy that has no liquidity cannot grow. Therefore, if the UPND administration hopes to grow the economy and create the promised jobs, the first housekeeping matter which they need to attend to is to dismantle domestic arrears. Otherwise their goal of economic growth and job creation will remain a pipe dream.
  6. Our other key expectation on the expenditure side is to shift leaning too much towards handouts (social cash transfer) to leaning towards economic empowerment (small loans of not more than K10,000 for starting or growing a business). We are all agreeable that the poorest and most vulnerable citizens in our country need to be assisted by Government. The only debate is how best to assist them. When you give someone a handout (SCT), yes you have assisted them but you still need to come back tomorrow and the next day and the other day to assist them again. You’re essentially creating a perpetual dependency that cannot be sustained. But if you assist someone by giving them a small loan of say K10,000 which they need to start a barbershop or grocery store and they have to pay back say K50 everyday, they will clear off their loan in 7 months and will remain with the business and also contribute in a small way to the national tax pool. There’s no question that economic empowerment is a more sustainable way of assisting the poor and vulnerable in our country. But the challenge has been that the previous PF administration was leaning more towards handouts than economic empowerment. For instance, in the 2021 National Budget, a total of about K8 billion was allocated to handouts (SCT and FISP) while a paltry K256 million was allocated to economic empowerment. The UPND administration is expected to address this if they hope to effectively assist the poor and vulnerable in our country.

Of course we will give a detailed review of the 2022 National Budget after it is presented. This will be done through our Alternative National Budget which we shall present on Thursday, 11th November 2021, at a venue to be announced. Otherwise we are hopeful that the UPND administration will make the economic turnaround which they promised and which the Zambian people are anxiously expecting.

Traditional Leaders are Key in National Unity

It is not in denial that the country is driving towards national unity under the New Dawn Government. President Hakainde Hichilema has this far demonstrated his commitment to unifying the country through among other things, his inspiring appointments. His well-balanced Cabinet reflects this journey. His bid to unity the nation extends to the defense and security wings where he has again walked the talk. For a first time in the history of this country, the Director General of Office of the President is from Western Province. This had never been imagined considering the unfounded fears that some regimes had about the ‘Barotseland Agreement of 1964’.

Given this national unity momentum being ably driven by President Hichilema, we the people are calling for a fresh beginning where no Zambian citizen because of their tribe or political affiliation shall be restricted from visiting any chiefdom within our country. This is because we only have one Zambia that we must all proudly belong to.

Disgusting as it may be, some of our well known traditional leaders imposed visitation bans on some political leaders in order to appease their masters. This action did not only polarize our already fragile political system but also entrenched tribalism. This was shameful and a clear demonstration of a traditional leadership that has lost a sense of humanity! No one has ever chosen to be born from a certain tribe or race. It’s a rich diversity that God Himself treasures and gave upon us.

To sync the country in a rhythm of unity and correct these abominable acts from some of our traditional leaders who effected these nauseating bans on certain leaders, we must embrace them and show them forgiveness. This shall work towards national unity and reconciliation.

Nonetheless, these traditional leaders must openly lift these dreadful bans to create an environment that supports co-existence, peace and development for the greater good of our society. If they find it hard to swallow their pride by openly lifting such bans, it will surely be unfair, mischievous, malicious, or rather naughty for them to complain of being ignored when political leaders opt to give them their desired space.

ALTHOUGH he is generally satisfied with the progress made in restoring sanity in his ministry, Minister of Lands and Natural Resources Elijah Muchima has also admitted that the process has not been an easy one.

Mr Muchima, who has made cleaning up the image of his ministry a top priority, has just discovered that some of those who acquired land and property illegally, presumably political party cadres belonging to the Patriotic Front (PF), are mortgaging them to block possible seizures.

Although he is not new to the ministry, having previously served as a junior minister, Mr Muchima seems surprised at the extent to which people are going to in order to conceal their illegalities.

He says some of the people who acquired land and property illegally are now making it difficult for the ministry to deal with their illegalities as they are entering into agreements with financial lending institutions such as banks to protect their assets from confiscation.

“We have made tremendous headway in cleaning up the mess that was left by the previous administration, although this journey has not been an easy one,” Mr Muchima admitted.“Now they have gone to an extent of pressing mortgages on these properties which were seemingly acquired illegally so that it becomes difficult to repossess them.

That is what is happening.“We are looking at these issues vigorously and we shall keep the nation informed on the outcome.”After declaring his intention to clean up the Ministry of Lands following his appointment last month, Mr Muchima was given a wake-up call after discovering that some unknown people had allegedly tampered with the electronic system and deleted vital information of high-profile people believed to have illegally acquired land in various parts of the country.

The ministry was compelled to turn to Smart Zambia, an e-Government division under Cabinet Office, to help seal the loopholes and to address rampant inefficiencies at the Ministry of Lands.

Mr Muchima says there were a lot of re-entries into the ministry’s computerised system before Smart Zambia took over to cover up the wrongs created by past government officials.“They were quickly going to the Ministry of Lands, connive with some named officers who in turn helped them re-enter details to land and properties they acquired dubiously, and in no time, they were served with land title deeds,” he said.“Those are the kind of games these people were playing.

That is what was going on.”Mr Muchima says such illegalities have now been blocked as the access to the ministry’s computerised system is now limited.“The discoveries are quite shocking, especially the manner in which the illegal title deeds were quickly sorted out to people who were connected to the PF,” he says.

Following his appointment, Mr Muchima first identified Forest 27, a protected area in Lusaka East which was de-gazetted by the Patriotic Front (PF) administration to pave way for residential houses, as the elephant in the room that needed to be dealt with.

After touring the area with Minister of Local Government and Rural Development Gary Nkombo, he directed that all construction works and issuance of permits for Forest 27 should be halted until the investigations that he had earlier ordered regarding the de-gazetting of what is one of Lusaka’s last remaining nature reserves are concluded.

He said the clean-up will not be limited to forest 27.

Speech Delivered By Edgar Lungu At The Memorial Ceremony Of The Late President Michael Chilufya Sata

SPEECH DELIVERED BY EDGAR CHAGWA LUNGU AT THE MEMORIAL CEREMONY OF THE LATE PRESIDENT MICHEAL CHILUFYA SATA

28th October, 2021

Members of the Central committee of the Patriotic Front, Provincial and District officials,
Honourable Members of Parliament, The former First Lady, Madam Christine Kaseba, members of the Sata Family,
distinguished guests and fellow comrades.

We gather here like we have always done in the last six years to honour the memory and celebrate the life of His Excellency, President Michael Chilufya Sata, the gallant founding President of the Patriotic Front Party.

But we also come here not just to honour and celebrate the legacy of this great son of the soil, we also come to renew our hopes and commitment to the very virtues, principles and ideals that President Sata embodied. We therefore must use this occasion as a mirror to judge ourselves of how best we are doing our part, individually and collectively to ensure that the dream of our founding father, the dream of a United, Democratic and more Prosperous Zambia is kept alive.

President Sata was many things to different people: to some he was the tough disciplinarian fondly known as King Cobra; to others he was this gentle loving, jovial daddy, husband and granddaddy, however, regardless of the type of relation one shared with him, there is no debate that this is a man who was a true Patriot, an honest and straightforward man who was a passionate defender and steward of the poor and marginalised in society. He was a spokesperson for poor workers who had no one to bargain for their rights and conditions of service; he spoke and fought for that student who had grades but not the money to pursue his or her dream of pursuing university education; he fought for that poor mother selling groundnuts and tomatoes on the side walk of the road in the heat of a scorching sun and yes he spoke for that young man selling airtime on the streets. The values and principles of love , honesty, selflessness, community service and hard-work is what defined ba Sata and yes these are the same values and principles that form the cornerstone of our Party, the Patriotic Front.

Fellow comrades, distinguished ladies gentlemen, time May ease the pain and emptiness of losing President Sata but time will never erase the memories and lessons that this great man passed to all of us. No matter what calamity or difficult that may befall us, we shall hold on to the vision and spirit of bashi Chilufya.

Today, we find comfort in our broken hearts knowing that we as the Patriotic Front while in Government worked tirelessly to fulfil some of the key social and economical milestones that His Excellency President Micheal Chilufya Sata had embarked on: we built roads, bridges, airports, schools, hospitals, colleges and universities across the breadth and width of our great country, leaving no one behind. We laid a firm foundation for social and economic prosperity for all by pushing a momentous and ambitious infrastructure development agenda. Today, with just a tap on the screen of a phone, a farmer is able to purchase his farming inputs because he has access to a robust communication network; today a grand mother in a tiny village of Mugubudu doesn’t have to worry about the absence of a bank because she can receive money for her food from her grand daughter in Mufulira at a nearby mobile booth. Today, many of the people are connected to the national electricity grid or they have at least got access to alternative sources of energy, which is the blood line of industrialisation, job creation and poverty reduction.

Yes, we have made mistakes in our line of duty, yes we have at times come short of our people’s expectations and yes we have at times broken their trust and for that we render our sincere APOLOGIES. In the same vein, we want to assure all our people that we have done an honest self introspection and we have reformed our hearts and minds and that we shall emerge stronger and better.

President Sata was a very unique and generous person. He taught us to love one another; to share the little we have. He taught us to be each other’s keeper and work and sacrifice not for ourselves but for those that look to us for help and guidance. We must always strive to hold on to these same virtues each day we live. We must put service to others above service to personal gratification. We should not use multi-party politics to divide ourselves in to regions and tribes, create a wedge between ourselves and those on the other side of the political divide because before we are PF, or FDD, or UNIP or UPND we are Zambians first. We should therefore learn that in a democracy we can’t all agree but we must not be disagreeable; even when you don’t agree with your opponent, you must recognise the fact that your opponent reserve an inalienable and constitutional right to freely express oneself and to without any prejudice or fear of retribution freely belong any political association of thier choice.

Through his trials and through his triumphs, President Sata taught us one valuable leadership lesson: we are not masters but servants of the people; it doesn’t matter how big and powerful the trappings of power might seem, the people and not the leaders are the masters. Therefore we must always serve the people with humility, dignity and honesty for they are the true masters of this country.

As I come to my conclusion, I want to say something directly to members and leaders of the mighty Patriotic Front; the Party of President Sata and the Party of choice for millions of Zambians: colleagues, there is no better way to honour the memory of this gallant son of the soil than pursuing and promoting the very values and principles that shaped his life; we must never ever let PF die. No matter the circumstances, PF must live and arise. PF is the mass movement for all Zambians and it is not for sell to the highest bidder. This not a time for small talk and petty squabbles; this is not a time for blame game and unending lamentations. This is a time for love, unity and fellowship. We must never let our momentary loss and disappointment to define our future, the future of this great party and indeed this hallowed nation. There are more lessons in defeat than in victory. We must use those lessons to build even a more dynamic, more resourceful and far reaching organisation.

The time has come for the leadership of the Patriotic Front to take stock of ourselves and ask ourselves the tough but honest questions. The time has come for some of us to accept the fact that we have done our part and it is time to give way to a new generation of leaders, leaders that will build on our collective glory and take this Party even to greater heights.

Jacob Mulenga has sued Kalusha Bwalya in the high court of Zambia to recover $50, 000

INTERNATIONAL footballer Jacob Mulenga has sued football icon Kalusha Bwalya, Optimize Company Limited and Caluza investments Zambia limited in the Lusaka High Court for non-payment of interest on a loan facility amounting to US$50,000.

Mulenga is demanding payment of the outstanding balance of the loan facility.

He wants an order for specific performance of the agreements between the parties dated June 11, 2020 and July 1, 2020 and interest at the commercial bank lending rate.

In his statement of claim, Mulenga said on June 11 last year, in an agreement facilitated by Caluza investments, he offered Kalusha a loan facility of US$20,000 and interest of the equivalent amount.

He stated that on June 16, 2020 Bwalya who is former Football Association of Zambia president, borrowed another US$10,000 with an interest of US$5,000.

“On July 1, 2020 the plaintiff and the defendant entered into an agreement facilitated by Caluza investments, where the plaintiff offered and the defendant accepted a loan facility of US$20,000 with interest of US$20,000,” Mulenga stated.

He said the 1988 African footballer of the year in January 2021 paid US$20,000 as part of his loan repayment and in August this year, Optimize Company made an obligation to clear Kalusha’s debt.

“On August 30, 2021 Optimize Company paid the plaintiff US$30,000 through his Zambian Bank account in honor of its obligation to repay the loan on behalf of Kalusha,” said Mulenga.

“It was agreed that the outstanding repayments of the loans were to be effected by way of a bank transfer to the plaintiff’s bank account number 0150141285300 held at Standard Chartered bank which has not been credited since August 30, 2021 and despite a reminder and demands to the defendants to pay the monies owed, the defendants have failed or neglected to do so in consequence of which the plaintiff has suffered loss and damage.”

He is further seeking cost for and incidental to the action and any other relief the court may deem fit.
