PARAMOUNT chief Mpezeni of the Ngoni people says there is no tribalism in Eastern Province and the people still stick to the One Zambia One Nation motto.

Speaking when Water Development, Sanitation and Environmental Protection minister Jonas Chanda paid a courtesy on him at Ephendukeni palace on Tuesday, Mpezeni said the people in the region were united.

“Muziba kuti kuno kwasu kuliye tribalism, monga mwelabilila a Kaunda kuti One Zambia One Nation, nalomba iyo word tikali kuyisebenzesa kuliye kuti kapena kuno tupatulana mtundu kuti a Ngoni ali pabeka olo a Lozi ali pabeka olo a Tonga ali pabeka yai. Olo kukwatilana tukwatilana chimodzi modzi(you know that here there is no tribalism like what Dr Kaunda said ‘One Zambia One Nation’. Even now we are still using it. There is nothing like segregating people on tribal lines that Ngonis are on their own, Lozis on their own or Tongas on their own, no. Even intermarriages have since continued the way it was),” he said.

Mpezeni said traditional leaders were united under him and his colleague for the Chewas Kalonga Gawa Undi.

“We are peaceful here in the province. All the traditional leaders are united under me and Gawa and people listen to what we say,” he said.

Mpezeni appealed to the government to rehabilitate dams which were constructed during the UNIP government.

He said although villages have boreholes, there was need for more.

Mpezeni said people in the province want to engage in fish farming as part of diversification.

He said traditional leaders work with the government of the day.

For the one who is in the woman’s womb it is not known whether they will be born alive or dead. Someone can be seen to be pregnant but we may not know what can come out of that. We count the one who is there),” Mpezeni said.

He also praised President Edgar Lungu for spearheading water supply and sanitation projects in Chipata and other parts of Eastern Province to a tune of about €20 million (euros).

Mpezeni said he was happy that the government was looking at the welfare of Zambians by providing them with clean and safe water and sanitation services, which he said had reduced water borne diseases.

And Dr Chanda explained that his ministry through Eastern Water Supply and Sanitation Company had finalised procurement processes for the Chipata Urban Water Supply Project, which will cost €8 million and benefit 200,000 people.

He further informed Mpezeni that another project, under rural water supply at a cost of €7 million is set to commence targeting all the districts in the province.

Dr Chanda said the project, which would also be implemented in Lusaka, Central and North Western provinces, would involve the construction of 10 boreholes in each district and five sanitation facilities.

He added that the project would also rehabilitate 20 existing boreholes in all the districts.

Dr Chanda also said the works of President Lungu and first lady Esther who were recently in the province was commendable.

EWSC acting managing director Aaron Mulinda explained to the minister that one of the big challenge the utility faced was encroachment on its facilities.

Mulinda also gave the minister an update on the water situation in the region.

But Dr Chanda urged EWSC to put its facilities on title.

He also said the ministry would see how it will help EWSC acquire a dedicated line from Zesco so that the water treatment plants are not affected by load-shedding.

Soldier Insists Police Tortured Him To Admit Ritual Killings

A Zambia Army officer has told the court that he admitted participating in the 2016 ritual killings which happened around Zingalume and George townships because he was tortured by police officers.

In his defence before Court of Appeal judge Florence Lengalenga who sat as a High Court, Lucky Siame, a soldier and a warrant officer Class 2, who was operating at Signal Squadron Zambia Army Headquarters at Arakan Barracks, said police officers subjected him to so much pain which forced him to admit that he participated in the murder of seven people in Lusaka and Solwezi.

In this case, Siame is jointly charged with Lewis Chishimba Bwalya, a witch doctor,
Christopher Kasapo, a Zambia Air Force (ZAF ) office assistant and
Elvis Nyanga, a soldier for seven counts of murder.

The four are alleged to have murdered Clever Changwe Mwape, William Chela, Elias Phiri, Alex Zulu, Boris Muzumara, Amon Sichamba and Anthony Mwaba between March 5 and April 16, 2016.

The men were killed in a similar fashion with most of the victims having their private parts removed.

Police arrested the accused following a tip off from a witch doctor, Mumbo Lwambazi, whom they engaged to cleanse them from ghosts which they said continued to haunt them despite having been cleansed by another traditional healer who is also an accused person.

Judge Lengalenga placed the accused on defence after the prosecution witnesses linked all of them to the offences.

Last year, a trial within trial was ordered in this matter to test the voluntariness of Siame’s confession statement that he participated in the killings.

However, judge Lengalenga in her ruling said Siame’s claims of torture, intimidation and beating by police in order to induce evidence were a mere afterthought as there was no consistency in his statement during cross examination as he contradicted himself on numerous occasions.

But Siame of Zecco Military Camp in George Township in his defence has maintained that he admitted participating in the gruesome act because of pain inflicted on him.

He said he never committed the offences.
Siame recounted how a police officer went to his detention cells on April 22, 2016 with 10 steel nails and a hammer.
The officer whom he came to know as detective Joseph Simuchembi told him that they had given him ample time to disclose what he knew about the suspected ritual killings and that on that day, they would not spare him any further as all the nails would be nailed on his toes using a hammer.

He said when he refused to admit that he participated in the killings, the officer started beating him and inflicting pain on him.

“The pain was too severe, I felt very bad, then they told me to tell them about the ritual killings and that if I didn’t, he would continue to put nails on all my toes,” he said. “Because of the pain, I feared for my life and my body to be mutilated that is when I told them that I knew the people who were behind the ritual killings.”

Siame said he disclosed that he told officers that he knew one of them but they said there was no way he could just know the suspected ritual killers, Collins, who is Nyanga on the indictment, and that the more he refused, the more pain was inflicted on him.

He said later, he admitted that he was one of the ritual killers and that was when the beating stopped.

We will not allow Mpezeni to drive the people of Eastern Province down a tribal path, says Zambia’s former Ambassador to Australia George Zulu.

Speaking with Daily Revelation on Paramount chief of the Ngoni people of Eastern Province, Mpezeni’s refusal to back down from his tribal sentiments that people of that province should vote for President Edgar Lungu as a child of the soil, adding that tribalism was everywhere, Amb Zulu said he was saddened with the Mpezeni’s tribal talk, which he said was done in bad faith. He said he had known Mpezeni for a long time, and he had never been tribal, the more reason he must avoid going down that dangerous path.

Amb Zulu said Zambians must fight whoever trafficked in tribalism.

“I don’t want him to go tribal, we won’t let him. We will fight tribalism wherever it occurs in this country. We are students of KK who brought the 73 tribes together,” said Amb Zulu, a Ngoni and until recently an induna to the Mpezeni, who disowned him after condemning his (Mpezeni’s) tribal talk. “I am ready to put on my boots to fight tribalism. Whoever brings up tribalism must be fought.”

Amb Zulu urged President Edgar Lungu to intervene against tribalism, even from those who were supporting him, saying politicians had deliberately made the chiefs poor to make them dependent on them, and do their bidding.

He said no one could claim to own the people of Eastern Province to themselves.

“People of Eastern Province in particular will never ever go tribal. They will vote on whom they want. They will choose their leader with their conscience…they will not go for cheap tribal politics. They are now more mature in what they do. They are promoters of One Zambia One Nation,” Amb Zulu said, adding that founding president Dr Kenneth Kaunda will be disappointed with the tribal chatter coming out.

He said he was sent by the late president Michael Sata, then in the opposition, to reach out to UPND leader Hakainde Hichilema to work together, not because Hichilema was a Tonga or Sata a Bemba, but because the two were Zambians.

“We must get together with chiefs to fight the common enemy; poverty, unemployment. Let us find solutions and not dividing ourselves,” said Amb Zulu.

Nevers Mumba’s Week From Hell And The Negligence Of The PF Government

Isn’t it the case? That the Patriotic Front government tries to insist that President Lungu should be respected because he is the “father of the nation”? Those who advance this theory shove on our throats this grandiose idea that the Head of State deserves respect and deference from the country’s political players. Further, this idea manifests itself in some demand for equal respect for surrogates of the President such as cabinet ministers, or as the case may be – the ministry of religious affairs and national values (I hope I got the name of this useless ministry right). Well, the demand for “respect” goes as deep as the hypocrisy inherent in those who demand this drivel. When times present themselves for either President Lungu, foreign affairs ministry Malanji, or religious affairs minister Sumaili to act as true leaders of our country – they all shudder under a heavy blanket of cowardice, selfishness and I must add, hypocrisy.

Reports were swift to come. A popular Patriotic Front daily tabloid screamed in its headlines. The surrogates of President Lungu known as Raphael Nakacinda shouted on top of his insolent voice – MMD President Nevers Mumba had been arrested in Congo’s Katanga Province. The circumstances under which the country’s former vice-president was arrested remained murky. Some speculated that Dr Mumba went to look for trouble from ba Kongole. Others thought that his being arrested or “restricted” in Lubumbashi was a sign of his irresponsible behaviour. As for Nakacinda, he wasted no time in associating Nevers’ misfortune with some confused theory of being unsuitable to lead the MMD. And then, of course, came the silence. Silence from the so-called father of the nation, and of course, the mother of the nation’s Christian values. Both President Lungu and Rev. Sumaili pretended as if they had not heard the sad news. As for foreign affairs minister Malanji, he could not even send a consular delegation to try and help Dr Mumba. At the same time, he was being investigated and perhaps persecuted by the confused regime in Lubumbashi.

All should condemn the actions of this government. This is not the behaviour of a responsible government. President Lungu and his cabinet showed how petty and shallow they are. By refusing to intervene on behalf of Zambia’s former vice-president, the PF regime showed how selfish and hypocritical they are. The arrest or restriction of a country’s former vice-president by a foreign power, or neighbour, triggers national security concern. This is evident anywhere in the world. Congo DR, or Zimbabwe, or Tanzania, or ba bululu shesu abena Malawi, cannot detain our country’s senior citizen such as a former vice-president and our government remains mute. It cannot be.

We understand that Dr Mumba, through the efforts of his innocence, and the hand of God, has now been released and is in Zambia. He stated that the Zambian government refused to assist him while he was undergoing this ordeal. Of course, as a deeply religious man – he was able to thank God for his freedom and release. But it is quite pathetic and regrettable that in this Christian nation, we could let our former vice-president deal with this ordeal alone.

President Lungu was busy enjoying amanone and gallivanting everywhere in Lusaka, Choma, Monze and other parts of Southern Province while Dr Mumba was facing his ordeal. The foreign minister was busy corrupting new voters in his constituency in Kwacha. The minister of religious affairs and national guidance was nowhere to be seen. In the meantime, – Dr Mumba and his family were enduring an excruciating 72 or is it 90 hours of uncertainty.

Those who claim to leaders of our country must show their leadership during critical and challenging times. This PF government should be the government for all Zambians. Suppose President Lungu and his cronies are unwilling to protect citizens from foreign harassment. In that case, they should resign so that we can replace them with people who will seriously defend our citizens. We refuse this excuse that Dr Mumba should have known better not to travel to Congo DR. It was within his right. However, it was our government’s responsibility to publicly and unambiguously advocate for our citizen who was under the surveillance and persecution of a neighbouring brutal country.

This ordeal makes us have some questions. Did the Zambian government deliberately ignore the pleas of its citizen? Was President Lungu and his government play a role in the illegal detention of our former vice-president in Congo DR. Is this government so petty that it neglected Nevers Mumba simply because he is a talkative opposition leader? How could such a huge issue implicating our national security fly below the radar of our pollical representatives?

I have long lost respect for the PF regime. But this latest stunt has left a very bitterly sour taste in my mouth. This is not the way to lead a country. And the national security implications for this negligent conduct towards our former vice-president will be felt for decades to come. The Patriotic Front government is a petty government comprising impudent kids who pretend to be fathers or mothers of this nation. What a disgrace. May God bless our country and may our citizens live long and healthy. As for the PF pretentious cowards – may they learn to love our country and defend its people.

UPND President, Hakainde Hichilema has told the Electoral Commission of Zambia (ECZ) to abide by the legal provisions which allow it to conduct a continuous voter registration exercise so that it doesn’t leave out any eligible Zambian voter.

And Mr Hichilema says Zambian youths and the general citizenry have a collective responsibility to save the country each time danger looms.

Speaking at a press briefing in Lusaka this morning, Mr Hichilema observed that the framers and designers of the Republic Constitution, in a quest to end reckless spending towards endless by elections and reduce panic ahead of general elections, opted to add suitable provisions in the Constitution that would ensure the sitting Government did not deplete the treasury through the creation of endless by elections.

“Electoral Commission of Zambia, register all the eligible Zambians. You saw the queues? You created that mess. The Electoral Processes Act of 2016 allows for a continuous voter registration exercise; that’s why the designers of the law put such measures so that there is no rush, there is no stampede which you’re creating now,” charged Mr Hichilema.

President Hichilema, questioned the criteria used to arrive at both the 30 days registration period for the exercise which came to an end last Saturday as well as the 4 days extension.
He accused the ECZ of continued abrogation of the laws of the land .

He said that it was public knowledge that ECZ Chief Electoral Officer, Patrick Nshindano was “confused” by the endless instructions from the ruling elite to ensure that the voter registration exercise was conducted in a manner that favoured the PF and increased their chances of clinging onto public office beyond 2021.

“The ECZ has been abrogating the law because they should have been doing voter registration since 2016 because that’s what the law states. But, now they create these illegal provisions of 30 days…7 days per polling station and now the 4 days extension which is illegal. Now, if those in the ECZ and Government are ignoring the rule of law, how is this country to be governed legally? ,” he wondered.

The ECZ made an announcement that it had extended the voter registration exercise from the initial 30 days which ended on Saturday with an extra 4 “questionable” days against the law which allows it to conduct an ongoing voters registration exercise.

Many stakeholders have since condemned the move and have called for the Commission to revert to the provisions of the Electoral Process Act of 2016 so that eligible citizens are not disenfrenchized.

ZAMBIA is being ruined as our President accumulates titles, says Ackson Sejani.

Meanwhile, Sejani, an ex-local government minister under president Frederick Chiluba, says President Edgar Lungu is spoiling the case for lawyers who would to aspire for the Republican President.

On Saturday, the Lusaka City Council conferred on President Lungu the status of free man of the City of Lusaka.

Sejani said when all titles are in, Lungu wants to be called something like: “His Excellency the President General Doctor Edgar Chagwa Lungu, State Counsel, Free man of the City of Lusaka”.

He adds that if titles were food, no Zambian would be starving.

“Unfortunately, there is no correlation between these titles and performance and in fact, one can argue that leaders obsessed with titles are bad performers,” Sejani told The Mast.

He recalled that the other year, President Lungu was given an honorary doctorate by the University of Zambia for reasons only the institution could understand.

Sejani also recalled that “only last month Mr Lungu was proposing to be called President general to distinguish him from other smaller presidents”.

He said “unfortunately or fortunately” nobody has so far seconded the President’s wish to be called President General.

“When all titles are in, Mr Lungu wants to be called something like His Excellency the President General Doctor Edgar Chagwa Lungu, State Counsel, free man of the city of Lusaka,” Sejani said.

He noted that it could be argued that as political leaders accumulate needless titles, the countries they lead are being destroyed.

Sejani indicated that title obsession was also a trait associated with dictators.

He said by the time Uganda’s despot Idi Amin was exiting that country’s political scene, he wanted to be called field marshal Idi Amin, old Dada, conqueror of the British empire.

“In spite of these lofty titles, he left Uganda in ruins,” he noted. “We are seeing this obsession for honours and titles also grip our own President. In the meantime, the country is being destroyed legally, politically and economically right before our eyes.”

He explained that on the legal front, citizens were witnessing unprecedented breaches of the Constitution by a man who is said to be a learned lawyer – President Lungu.

“His performance as a lawyer in that office has been so bad that he is actually spoiling the case for lawyers who are aspiring to occupy that office in future,” Sejani said. “From the high of Mr [Levy] Mwanawasa to hit rock bottom under Mr Lungu is truly astounding.”

He said Zambians were still gripped with the fact that President Lungu misled his ministers to illegally stay in office and thereby accumulated illegal wages.

“Well, the courts have ruled that Mr Lungu was wrong and the ministers he misled must pay back the money. Instead of Mr Lungu being brave enough to face his ministers as he did when he was misleading them, he decides to throw them under the bus using his spokesman to convey the bad news to his people,” Sejani said. “There are lessons to be learned by those who are wise here. The lesson is that you follow Mr Lungu’s interpretation of the law at your peril.”

He added that right now the President is busy “accusing” the Constitutional Court of having allowed him to stand for a third term in August 2021, “when no Zambian remembers this to be the case.”

Sejani cautioned that ministers who are parroting Lungu’s stance must be careful, “since they say once beaten twice shy.”

He regretted that Zambia, on the political front, “is in a real mess.”

“Democracy and its central tenet, elections, are taking a real battering under Mr Lungu. His latest assault to democracy is to take it to jail in literal and figurative terms,” Sejani said. “His decision to allow criminals and death row inmates to take part in our election to determine the leadership and future direction of this country is frightening, to say the least.”

He added that: “one is made to wonder what kind of future that it will be which will be shaped by prisoners.”

“Maybe these PF leaders know their next destination is prison and so they want to be able to influence things from behind bars by electing leaders who will pardon them of their numerous crimes in future elections,” he noted.

“Under Mr Lungu, the electoral process is rotten where people’s genuine concerns are not being addressed. Nobody is checking on kids and foreigners registering as voters.”

He is worried that nobody is asking why reports of foreigners registering as voters were only coming from those PF stronghold provinces like Luapula and Eastern, bordering other countries.

“We do not hear of Zimbabweans registering as voters in Southern Province, Namibians and Angolans in Western Province nor Angolans in North Western Province. But we hear of Congolese in Luapula and Malawians and Mozambicans in Eastern Province. Why is this so?” he wondered. “Why is there nobody investigating the registration of kids, what is the meaning of this project? Everyone knows that no kid will come to cast their vote on election day in front of all the observers but somebody still finds it profitable to register kids.”

Sejani asked if there is a scheme to use personal details of children who have allegedly entered the Electoral Commission of Zambia (ECZ) system for some underhand activities.

On the economic front, Sejani complained that Zambia is grappling with a crippling debt crisis which is turning people’s lives: “into living hell.”

He said most of the borrowed money has been consumed by corruption, such that even the so-called infrastructure projects are sub-standard.

Sejani pointed out that some projects, like the Alick Nkhata flyover in Lusaka, were falling apart soon after commissioning.

“This is the cost of corruption,” he noted.

He indicated that load-shedding continued to cause havoc in the lives of many Zambians.

“But we have a President who is insulated from it by literally moving with Zesco wherever he goes. As a result, Mr Lungu has not experienced the bad effects of load-shedding,” Sejani said. “I was wondering why all of a sudden we had power for two days continuously in Choma a few days ago. When I inquired, I was told that it is because Mr Lungu was in Choma; he moves with Zesco power wherever he goes.”

Sejani noted that: “truly, as soon as he left Choma, dark days also returned.”

“Surely, this is not the way to run a country where power only follows one man while the rest of the citizens are made to grapple in darkness,” said Sejani. “Zambia is being ruined as our President accumulates titles.”

PF are determined to rig 2021 elections

Davies Mwila says his party is working on the numbers to win next year’s elections.

“Yesterday Hakainde Hichilema was crying saying ‘no why should Luapula compete with Southern’. We have the numbers. We are working on the numbers. You tell HH that we are working on the numbers. We are working on the numbers, we are mobilising our people to go and register as voters,” says Davies. “The Electoral Commission of Zambia has indicated that they will do an extension. Come Wednesday, us we are ready. If Luapula can be 700, better. If Eastern can be one million, better for us.
If Muchinga can be 450, Northern can be 450, look at the numbers. Where I come from in Luapula we say ‘ulosha tabamuceba mukanwa’ (do not pay attention to the groaning of an afflicted person). If someone has a funeral, is crying just leave her or him. So, leave HH, let him continue complaining. Us as a party we are ready for next year’s election. I announced to the country before they started mobile national registration issuance of cards that us we are ready. When they announced voter registration, I said us we are ready.”

This all seems like a political bluff but every word they utter, like possessed creatures, must be interrogated. Edgar Lungu’s crew mean business. They’re not leaving the stage honourably! It will take vigilance, high voter turnout and an equally safeguarded vote. But all these processes are being undermined, if what we get from the ground, take effect. This is why Davies can bubble with confidence that PF has the numbers, they are working on numbers. What Davies does not realise is that, solely or as a grouping, the PF does not own or control the desires and wishes of this nation. Whatever electoral ‘witchcraft’ they are fomenting is traceable. Evidence is already smirking their face as a constant reminder of what awaits them!

From the ground, it’s been gathered that during the mobile National Registration Card issuance exercise there was a lot of political interference. District commissioners and in some instances council chairpersons had a hand in who was issued with an NRC. There are reports of instances where foreign nationals were issued with a Zambian NRC after district commissioners intervened. These beneficiaries also went on to obtain voter’s cards.

Such diabolical and selfish acts do not only undermine the credibility, authenticity and integrity of our national identity through National Registration Cards and the validity of the electoral process but also the security, sovereignty and governance of our nation.

Unfortunately, issuing officers, who are government employees, went ahead and issued NRCs for fear of losing employment after receiving ‘subtle threats’ from DCs.

Another notable incident during the said exercise was also the issuance of NRCs to under aged children who mostly were either 15 and below, going as low as 12 years of age. This was also done on the instance of DCs and parents giving the excuse that by the time of the next national exercise, most children would be over age. As a consequence, issuing officers would doctor the birth date of the child to make him/her eligible for an NRC. Again these are reports from the field.

The loophole in this system lie in the fact that there are no supporting documents for proof of birth date being attached to application forms.

A lot of effort has to be done to clean up this mess and many will be caught up in this web.

But to what lengths will they sully their souls? Do they have souls, any way! Time will tell and it will be telling.

Southerners Should Shock UPND In 2021 By Voting For President Edgar Lungu – Kebby Mbewe

… says the opposition political party has become too comfortable in the province such that they have held the people hostage.

PF Member of the Central Committee Kebby Mbewe says the people of Southern province should shock UPND and its leader Hakainde Hichilema by voting for PF and President Edgar Lungu in the 2021 General elections.

Speaking when he received defectors in Choma, Mr.Mbewe said the UPND has become too comfortable in Southern province such that they have held the people hostage.
He said the UPND and its leader Hakainde Hichilema think they own the people of Southern province and anyone that does not support their views is viewed as an enemy.

Mr.Mbewe said President Edgar Lungu has done much for the people of southern province interms of development while the elected UPND Members of Parliament have nothing to point at despite receiving the Constituency Development Fund.

” The UPND have sown seeds of fear in the people in Southern province, they have made people believe that the PF and government are bad which is to the contrary, they have made the people here to be angry at the ruling party for nothing, ” Mr.Mbewe said.
“People are even afraid to come and empower Southerners for fear of being harassed by the UPND. The UPND think that when people here are empowered they will seize to support them and this is the reason why they want people to live in perpetual poverty,” He said.
And Mr.Mbewe encouraged the defectors to go out flat out and recruit more members so that the UPND leader Hakainde Hichilema is retired from politics.

He said the PF and President Edgar Lungu are assured of victory in next year’s elections.
“As PF we have done our homework in all our strongholds and victory is certain for us, so I urge you to go out flat out and bring more members to the PF, we need more votes here in Choma so that HH is sent into politics oblivion, ” Mr. Mbewe said.

” Reject politics of violence here in Southern province. Civil servants retired in ‘private interest’ will return – HH

UPND leader Hakainde Hichilema has assured all those who have been retired from the public service in the “private interest” of a coterie will retain their jobs next year.

He was addressing members of the clergy, from different denominations, at the UPND secretariat in Lusaka on Monday.

He also laments that the absence of law and order, and segregation in the application of the rule of law, has resulted in many citizens not enjoying normal lives in Zambia.

Hichilema said: “we acknowledge that we are a Christian nation.”

“We should behave and live like Christians. We shouldn’t pronounce that we are a Christian nation for convenience and tomorrow we are hiring thugs to beat other Christians,” Hichilema said. “Then we are not living the Christian life that we profess. I’m talking of violence in our country; it’s our duty to pray against that violence. We should not accept it from any end, especially if that violence is driven by those that are occupying public office.”

He pledged that come next year, “God’s will, courtesy of the people of Zambia, we’ll restore order in this country.”

“Violence will be a thing of the past! You can’t invite victims of violence to say ‘come and stop violence with me.’ But you are the one who is instigating violence and you are occupying public office. Using party cadres to occupy public spaces like markets and bus stations!” Hichilema said, stressing that restoration of law and order is just a few months away. “We shall bring normalcy into our country. I’m aware that churches get attacked by party cadres, even when they are worshipping. It boils down to leadership! This absence of law and order, this segregation in the application of the rule of law, has resulted in us citizens not enjoying our normal lives, be it in church, in school, in a workplace and social spheres.”

He further regretted that police officers have been rendered helpless in the country.

“When they try to intervene, they are retired in national interest. I say before the men and women of God here that all those who have relatives who have been retired in national interest, yet that perception of retirement in national interest actually is retirement in private interest of a few people, all those send a message to them that they are just on leave,” Hichilema said. “We’ll bring them back into their positions. They have a right to employment in the public service.”

He further told the clergy that the UPND was appreciative to them for: “having stood with the UPND, the people of Zambia, when many of our members have gone through traumatic times.”

A good name is better than riches, says Kalaba on repaying K60m

I FEEL lighter, reacted Harry Kalaba, after refunding K60,434.88 to the State yesterday.

Once he had deposited the amount at the Zanaco Premium House branch in Lusaka, Kalaba, the opposition Democratic Party (DP) president, went to the Ministry of Justice headquarters where he left the cash deposit slip in Attorney General Likando Kalaluka’s office.

He hopes the repaid money will not find itself in the: “same pockets of those who are abusing the resources of this country today.”

Asked how he felt after paying back, Kalaba answered: “well, I feel lighter.”

“I feel lighter because there was no need for us to even have taken this route. The very first time in 2017, when the Constitutional Court ruled that we should pay back, we should have paid back without even going to court,” Kalaba said.

“There was no need of taking this protracted route. Honestly speaking, we should have saved ourselves time and resources – instead of doing what we did. We should have just paid that time.”

He continued: “I hope the monies that I have paid today will be put to good use.”

“I hope it will not go back in the same pockets of those who are abusing the resources of this country today. I hope this money will find itself in Chilubi, in Kaoma, in Nkeyema, to help in the health facilities, so that we can ameliorate the challenges of our people,” he said.

On whether or not his keenness to pay back was indicative of him having enough money, Kalaba countered.

“No! No! No! It’s not even about the money [but] it’s about principle. A good name is better than riches! A mistake was made, even though it was not made by myself,” Kalaba said. “But the courts have ruled [and] it’s the same courts that have managed to keep the DP in existence. It’s the same courts that have ruled that we should pay back. So, where good comes from even evil comes from [there].”

He added that he paid back because he had an inescapable responsibility towards Zambia.

“We need to do good, especially as leaders. People should know that if we undermine our own foundations of democracy, then where are we going?” he noted

Meanwhile, Kalaba reiterated that those who are supporting the issue of the third term of office for President Edgar Lungu must be careful.

“We are now learning it the hard way [by refunding the State]. There will be no third term and so, they should be careful in the way they support it, otherwise they will find themselves in the shoes that we are in today,” cautioned Kalaba.

The Constitutional Court has given the 64 ministers and deputies who remained in office ahead of the 2016 general elections to pay back the monies and allowances they got within 30 days.

Mr Edgar Susiku, a Zambian who went to study for a Master’s Degree in Cardiac Ultrasound at Middlesex University in the UK under the Chevening Scholarship, has graduated with a distinction.

He becomes the first Zambian to hold a Master’s Degree in Cardiac Ultrasound.
Mr Susiku has dedicated his achievement to the country , to quality education and better health outcomes for the Zambian people.

The average (current) waiting time for an ordinary and routine patient needing cardiac Ultrasound examination at Zambia’s Adult University Teaching Hospital is at the least 3 months.

The implications of this claim are that, for an ordinary citizen who doesn’t know anybody and has no “connection” they will more likely have to wait for atleast 3 months before they could access an accurately and competently performed echocardiogram in most state owned health facilities.

This is not acceptable! Nobody with a cardiac problem should have to wait for that long before effective diagnosis is arrived at.
Driven by the hope for human capital development for Zambia , I started out on a journey to solve the problem.

Along the way, I applied to some of the world’s most prestigious universities of which I got admission into most and rejected by a few to obtain an education.

It might interest you to note that even though I did have an opportunity to gain admission into among the most prestigious universities in the world aswel as course choice, my choice was wholly based on taking an offer that could give me skills that could best solve our country’s specific problems.

Its my belief that access to quality education is the foundational step to improve people’s lives and have sustainable development.

However, an education that doesn’t solve your country specific or context-specific societal problems is as useless as taking a headache prescription for a stomach problem.
Well, am glad to say, that strides have been made thus far.

I have just been awarded MSc Degree with Distinction in Cardiac Ultrasound.
I wish to thank the UK in Zambia, Secretariat for being very instrumental to identify talent and give me access to a quality education.

ECZ through its new prophetic emissary of doom, Ntewewe, told us that the voter registration extension is 3 days – and lol and behold, it came to pass.
Next time you hear this disgraced devils advocate called Ntewewe yap that Luapula has registered more voters than Central province, best believe him!

So yes, the extension is actually 3 days, because the re-deployment of kits and staff won’t be instant, no, certainly not in UPND strongholds that’s for sure. Ku Cuundu, and kwa haye, they will start very late and close very early! You know why.

So essentially, what ECZ has told us, is that they will leave thousands of people stranded on the Voter Registration lines when they close on Sunday midnight, because they have to get on with the business of rigging elections for Lungu…and too many voters is not good for their over-arching rigging strategy.

So given the above shinenigans, is there any Zambian who doubts that ECZ is a mafia organization infiltrated, if not controlled by PF elements? Is there any man and woman who doubts that ECZ is an enemy of the people, and progress?

More importantly, is there any Zambian who still trusts that the ECZ, an institution that is clearly and shamelessly in the pay and pocket of the PF, will be able to execute its mandate to conduct a free, fair and credible election in 2021?

Listen, political life is chess, and chess strategies provide valuable and timeless principles that have given birth to, and extended the reign of Kings, Generals, democrats, and even tinpot dictators like Stalin, Museveni and Lungu on the throne. The fist principle is that those who occupy the 64 squares/provinces (institutions) on the political chess board, and those who capture/control the 32 pieces (men/officers) manning those squares, stand the best chance of winning any given political battle.

Given this hindsight and foresight, there’s no doubt in my mind that ECZ presents a formidable threat to the 2021 elections. Why? Because it’s one square PF occupies completely, wholey and thoroughly with Nshindano and Chulu as PF agents firmly locked in place.

Million dollar Question is, who’s in control of these two key puppets occupying that critical space, a centre that is mandated to not only count our votes, but also to announce who the next President will be?

I have no doubt that Zambians will turn out in numbers to vote out Lungu, but my worry is this: who will count our votes?

Can we count on the same dubious counters Lungu is counting on to rig elections to also count our votes, and count them right, or will they pull another quick ‘3 days’ stunt on us, of which we’ll be once again cowed into silence by the heavy deployment of police controlled by Kampyongo who’s occupying two other critical squares – finance and police?
The Bemba’s say ukwali nsoke takwafwile muntu. Napwisha mukwai, uwamatwi omfwe.

There seems to be a blame game whenever there is a crime of passion which is quickly classified as Gender Based Violence (GBV), by those with an agender to promote Women’s rights while choking men’s rights.


For the record, I don’t agree with the term and notion of Gender Based Violence, I think the best classification is Crime of passion.

I also don’t agree with the propaganda of “Women Rights”, we already have Human rights which cover for everyone. These so-called Women’s rights are making men vulnerable in the hands of women.

The crime of passion (which I will abbreviate as COP for the purpose of this article) is on both sides though statistics show more women victims but that is more on a natural imbalance than men deliberately engaging is targeting women.


Therefore, the solution does not lays in the propaganda for either gender but in how to handle intense emotional stress relating to sexual relationships.
The first thing to recognize is that anyone is a potential offender or victim of COP, please don’t say I can’t do that or trust the other person of being incapable of committing COP.
COP is like a thief that comes when you are in deep sleep, at the point you are most vulnerable and steals away your sanity to do the waste to either yourself or the other.

Remember the more you fall in love, or become so emotionally consumed, you are falling into a deep sleep of your reasonability, as you do this, you are becoming vulnerable.
Think of the dirty, or embarrassing, things you have done when you were absorbed by love or exuberating sexual emotions. Probably you never thought you would do such. If you have not, just wait for your time.


By the very fact that you can fall so much in love and do all sorts of crazy things, it automatically means you can flip the other side and do the worst, commit COP when the electrical wiring of love is messed up in you.

I have a very nice friend, Precious Longwe, who was sentenced to death by hanging for shooting his husband Akakanda Litebele. I met the couple once at one of the luxurious hotels in Lusaka, with a batch of friends.

Though they were a group of about six or eight people, I could easily identify the two as a couple in love. They held each other as they spoke to me about my social media activities.
I was shocked when I heard that Precious had shot her husband. You may have your own opinions, but I think Precious loved the husband so much that she could not control herself when that passion was disturbed.

I don’t think Precious shot her husband because she did not want him, she was overtaken by passion and acted unreasonably.
In another incident, we have another Pre

cious Mangesana killed by her baby-daddy, Nshinka Kaputo, according to the judgment of the court. Those who knew the two spoke of how passionate both lovers were, but sadly, at one point the passion became zingy and the man lost it.

There are many examples, I can cite, but the point is that the more you love, the more you become vulnerable or a potential offender or victim of COP.

Let me leave it here for now since you don’t like reading long articles, however, I think I will take this as an introduction to one of my books. But I will publish another part on possible solutions.

WE EXPLAIN REASONS WHY THE ECZ IS A PF ELECTION AGENT

Of late, we’ve seen very strange and bizarre behavior from the leadership of the Electoral Commission of Zambia, this is no coincidence, it’s a desperate well orchestrated scheme to rig the 2021 General Elections.

Let’s break it down for you and then you decide if the Nshindano executive is non partisan.

1: VOTER REGISTER

The Electoral Process Act of 2016 clearly states that the 2016 voter register should have been maintained, with deceased voters deleted and new voters added.

What did ECZ do?

They illegally discarded the voter register and created a new one of their own with total disregard of the law.

2: WAITING FOR BILL 10 AS LEGAL COVER

Secondly they should have commenced voter registration as far back as August, why did they not do it?

The answer is they were waiting for Bill 10 to go through to give them them the legal cover for some of the activities they were planning to engage in such as the creation of a new voter register and short registration period which are not supported by law.

3: VOTER REGISTRATION PERIOD

The Electoral Process Act of 2016 calls for continous voter registration, non stop registration.
The only time when ECZ should stop voter registration by law is when the campaign period begins.

What did the ECZ do?

They declared an illegal 30 day registration period, with a 4 day extension, a far cry from the usual 90 day registration period.
The first week was marred by problems in selected provinces of malfunctioning machines, inadequate staff and dead generators.
This was in addition to the tribal issuance and discrimination in the issuance of NRC’S.

He even went as far as to lie that they had over 9000 registration kits and all polling stations would operate as registration centers for 30 days, when in actual fact they only had 2400 kits and operated polling stations on a 7 day basis.

4: COMPILATION OF VOTER REGISTER

Mr Nshindano has failed to give the nation the total number of registered voters per province and constituency. He’s just giving block figures. He claims the machines are not online, not linked so they need to add up the numbers.

But we believe those machines are online, otherwise if they were offline how were they able to detect those people who were pre-registering online?

It means those machines were online and linked to a central computer that was feeding them data, and also retrieving data from them.

He has the numbers, and they are manipulating the numbers, that’s why he won’t share them now. They want the numbers to look ‘normal’ when they publish them.

It’s certainly possible that they could inflate the numbers in areas with low registrations to make it look normal.

Very strange that they’ve allocated 30 days to adding up numbers that are on a computer, the computer can add up those numbers in less than 10 seconds, why allocate 30 days? The same number of days that was allocated to registration?

5: NOMINATION DAY OF 15TH JUNE 2021

The law provides for a 90 day campaign period, but Mr Nshindano has put the nomination day at 15th June, 57 days before the election.

Is there sense in that?

Nominations are supposed to take place by 15th May, so he’s effectively cut the campaign period to 57 days, similar to what was in Bill 10.

By doing this, it will give the PF 30 days to buy off those candidates that have been adopted by the opposition before they get to file their nominations, a tactic the PF has used repeatedly in By Elections.

6: PRESIDENTIAL NOMINATION PETITION PERIOD

The period to petition eligibility of candidates runs from 21st June to 10th July 2021, but Mr Nshindano has announced that printing of ballot papers will begin on 1st July.

Does that make sense?

How do you start printing ballot papers before the Constitutional Court has concluded its business?
Do you already know the outcome of the Con Court ruling?

7: 5 DAY VOTER REGISTER INSPECTION

Mr Nshindano has only allocated 5 days to inspect and certify and attest the voter register..

That doesn’t make sense at all.!
Stakeholders need at least two months to inspect the register so that they can identify all of the children, foreigners, duplicates and fake people on the register.

Why are they in a hurry to certify the register?
It leaves us to conclude that there’s something very big to hide.

If they are transparent they should provide the register to all stakeholders in soft copy format so that we can run it through various software to easily pick out any anomalies.

8: PUBLICATION OF RESULTS FROM POLLING STATIONS INSTEAD OF CIVIC CENTRES

Mr Nshindano announced that results will be published from polling stations rather than from civic centers.

This means that Zambians will be bombarded with over 40,000 sets of results across all elections.
At a presidential level you’ll have over 9000 sets of results being published on ECZ screens without proper verification or certification at the civic centre as has always been the tradition.

This will cause confusion and make it easy for results manipulation, it’s meant to confuse the people of Zambia as they will not know the presidential results per constituency until after a winner has been announced.

CONCLUSION

All of these actions paint a picture of a well orchestrated plan that was developed a long time ago to manipulate and rig the elections in favor of the PF, and the ECZ leadership are a key part of the plan and delivering this election to PF by any means possible.

Never in the history of Zambia has the Electoral Commission of Zambia engaged in so much illegality with such impunity and arrogance. -NDC

NGOCC EXPRESSES SHOCK AT INCREASED RATE OF PARTNERS’ KILLINGS

The Non-governmental Gender Organisations’ Coordinating Council (NGOCC) says it is deeply saddened by the increased incidences of killings related to misunderstandings in relationships.

NGOCC executive director Mrs Engwase Mwale said the organization is particularly concerned that women are again at the receiving end of the heinous crimes with the recent killing being of 21-year-old Ms. Mapalo Masiku, a student at Chitambo Nursing School.

“The Chitambo incident comes barely a few months after the killing of Dr. Tasila Tembo in almost similar circumstances. The two incidences and more go further to epitomize just how our societal values of love, appreciation, accountability for one’s actions, respect for life, among others have been eroded,” Mrs Mwale stated. “It is totally unacceptable that as a country we should remain silent while families and relationships are being bogged down in abuses and misunderstandings that are now ending up in fatal loss of lives. In our collective community safeguards, time is now that we should all champion humanity and invest in avenues that promote tolerance in relationships and decisive steps to part on a peaceful note when dialogue fails.”

She appealed to families and communities to take seriously aspects of Sexual and Gender-Based Violence, especially that which happens between partners.

“By and large violent relationships start early on and imminent danger signs most often manifest in many ways. We wish to advise partners to prioritize hearty discussions on matters affecting their relationships and indeed none should accept being treated any lesser in line with human rights dictates.

In all this, NGOCC notes sadly, that women have remained at the receiving end of violent tendencies as we continue to lose many of them in their productive age groups. This is contributing to the nation being robbed of the much-needed human capital for various development related pursuits,” Mrs Mwale stated.

“It is therefore critical that government, through the Ministry of National Guidance and Religious Affairs, urgently puts in place a ‘Reflection Team’ to include various stakeholders such as the church, community leaders, civil society organisations, private sector, professional bodies and media to deliberate on key societal values enhancing approaches. Our main principle in this should be that violence of any form is destructive and can never resolve misunderstandings. Our deepest condolences to the families that have lost their loved ones in these circumstances.”

How our celebrated journalists failed to detect and ask the most obvious but critical questions arising from ECZ CEO Patrick Nshindano’s buffet of lies and contradictions in what is definitely his last and worst press briefing performance of the year 2020, is a topic for another day.

But today, my duty as a vigilant citizen is to alert you, with the help of Nshindano’s own video evidence, that there’s a carefully crafted and impeccably timed election scheme leading to 2021, and it’s designed to deprive election stakeholders of the time to scrutinize, question and challenge the following contradictions:

PETITION PERIOD CUT SHORT FROM 21 TO 10 DAYS, MINUS WEEKENDS IT’S 8 DAYS!
Q1. Mr. Nshindano sir, you’re on record telling the nation that the period allocated for petitioning of nominations, in this case, State Counsel John Sangwa and team’s intention to file in a petition against President Lungu’s eligibility, is 21 DAYS. From 21 June – 11 July 2021.

But sir, how come you’re telling us again, that printing of ballots starts on 1 July 2021, which is 10 days before the period of petition expires?…Sir, does ECZ intend to illegally breach the provisions of the Zambian constitution by starting the printing of ballots before the court passes judgement on whether President Lungu is eligible to be on the 2021 ballot, or have the powers behind your commission already endorsed him privately?
VOTER REGISTER INSPECTION CUT SHORT TO 5 DAYS ONLY!

Q2. Mr. Nshindano sir, you’ve allocated only 5 days – 2 April – 6 April 2021 for all the estimated 8.4 million voters to inspect the voters register and verify if their details are correct. How do you hope to achieve this feat given your limited equipment and the long ques; or are your sponsors praying that a lot of voters will miss this process and hence be deleted from the register of find their names missing, or in another province on voting day?

Q3. Mr. Nshindano sir, you’re on record allocating 32 Days for data consolidation, from 30 December 2020 to 31 January 2021, saying the machines are not linked online, and that consolidation will allow you to put data together and hopefully give us the breakdown of registered voters in our constituencies and wards.

But sir, if the machines are not linked and live when operating, then how come Honorable Chitotela Pambashe MP is already aware and updated that his Constituency has 22,000 registered voters already, up from the 16,000 voters in 2016? Sir, are you simply dull or simply playing dumber than Diramba?

CAMPAIGN PERIOD CUT SHORT FROM 90 TO 60 DAYS (PF BILL 10 PROVISION)
Q4. Mr. Nshindano sir, the law states that campaigns must start 90 DAYS before the day of election, which puts the KICK OFF date at 12 May 2021, 3 days after you have certified the voters register on 9 May 2021, according to your calendar.

Question is this sir, how come your calender does not indicate, and you’ve not announced when campaigns officially begin? Because if we officially start campaigns after the last day of nomination on 15 June 2021, it means the campaign period has technically been reduced to 60 DAYS, which is what PF initially recommended in their failed #Bill10.

Mr. Nshindano sir, who are you working for? Is it you or Emmanuel Mwamba who wrote your press briefing notes, and if so, how much is your soul worth, how much is PF paying you to pull all these kinds of disadvantageous and disenfranchising tricks that the ordinary Zambians and journalists cannot detect?

4 DAYS EXTENSION OF VOTER REGISTRATION IS A MOCKERY.
We have learnt with disbelief the announcement by the Electoral Commission of Zambia (ECZ) that it has increased the period of voter registration by 4 days.

The UPND finds this as a mockery and a dark day for Zambia’s democracy and the electoral process.
For the Commission to state that it has so far captured 6.4 million voters is difficult to believe because the pace at which the first phase was conducted left much to be desired.
If it took one month to register 6.4 million voters out of 9 million, how can ECZ manage to register the remainder of 2.6 million voters in 4 days?

From broken down machines; slow or lack of internet connectivity to lack of manpower, it beats both scientific formulae and logic that the ECZ has been able to hit such figures.
Indeed, we can now safely assert that there is an invisible hand that is pulling the strings behind the curtains in favour of the ruling Patriotic Front (PF) through unorthodox methods including issuing voters’ cards to foreigners and under age children.

This is laughable as the Commission’s projections do not add up in any logical way.
This is also an indication that the ECZ has been, under the tutelage and instigation of the PF by issuing voters cards to underage children and foreign nationals.

What formula does the ECZ intend to use in order to capture the remainder of the targeted 9 million voters since most eligible voters have continued to be disenfrenchized owing to the Commission’s incompetence and partisan stance?

We wish to appeal to the ECZ to stop playing games with Zambians and ensure that it conducts the exercise in line with the Electoral Processes Act of 2016 which allows the Commission to conduct an on-going voter registration exercise.

Also, the decision by the ECZ to conduct the exercise in correctional facilities which has resulted in 11, 000 inmates being registered as voters without either consensus from stakeholders or a legal framework is a desperate ploy by ECZ to try and aid the PF to remain in power beyond 2021.

If the ECZ remains adamant and refuse to conduct an ongoing voter registration exercise, the people of Zambia will hold them accountable for any damage that would be done to this country and her people.

Fellow Countrymen and women I am happy to announce to you today that as I pledged to the people of Zambia, that I am ready to pay back the salary that I and my fellow Ministers where paid in 2016 at the time we should have been out of office but continued to perform some official duties. I will not belabor the point of misinformation or poor guidance by the appointing authority but rather hasten to say that I have today honored that obligation.
I have over the last few years made it clear that upon being advised the account to deposit the funds in I will be the first to pay back. I am glad to inform you that I have today 15th December, 2020 redeemed that commitment by paying back what was owed to the people of Zambia. It is unfortunate that this has had to be protracted in such a manner owing to the fact that others saw the need to argue this issue by taking it to the courts of law.
A situation that could have been avoided. We could have saved the courts time and resources for the people of Zambia and placed our collective energy to other constructive areas of poverty alleviation, addressing the ever growing divide between those who have and those who do not have. More importantly, our youths are looking for hope and that much needed help of being employed as the nation cries for leadership to help address the current economic challenges that is fast turning the Copperbelt muchibolya (Ghost town).
Countrymen and women I have honored my commitment and I encourage all my colleagues to do the same but more importantly it is my prayer that those funds should be put to a better use of meeting the needs of those who are economically excluded and not in the pockets of a few selfish politicians.

Organised statistical chaos ahead of 2021 polls worries GEARS

GEARS Initiative Zambia feels there is sponsored or organised statistical chaos ahead of the 2021 elections.

The organisation has questioned the long silence of the Zambia Statistics Agency (ZamStats) on the misguided statistics of the Electoral Commission of Zambia (ECZ), insofar as eligible voters for the August 2021 elections.

The ECZ projected nine million eligible voters.

However, at a media briefing on Sunday, ZamStats interim statistician general Mulenga Musepa said there are 8,414,839 eligible voters for next year’s general elections.

He asserted that any statistics issued by persons or organisation, other than the ZamStats, were not official and had no legal basis.

Until Sunday, the ZamStats had been tightlipped on electoral matters.

From November 9 to December 12 this year, the ECZ has been working towards meeting its nine million target of registered voters.

Governance, Elections, Advocacy, Research Services (GEARS) Initiative Zambia executive director McDonald Chipenzi, in a statement, wondered where the ZamStats was, when the ECZ was “misinforming” the nation with regards the statistics of nine million eligible voters in Zambia for next year’s polls.

He asked how the ZamStats could only publicly rebuke the ECZ towards the end of the voter registration exercise.

The ECZ is today expected to announce a voter registration extension, which will start tomorrow.

Chipenzi asked; “what is the motive for parrying ECZ projection towards the close of the exercise?”

“Is it to trigger and justify a shorter extension period from the ECZ or to save ECZ from citizens’ expectations of it meeting the nine million target of eligible voters?” he asked. “Even when it came to the issuance of NRCs (national registration cards), the same confusion characterised the exercise with varying figures.”

Chipenzi noted that the projection for NRCs from the Ministry of Home Affairs, in provinces and at national levels, were different from the actuals, after the exercise ended.

He cited Luapula Province whose initial NRCs projection stood at 100,000, but ended up recording 181,000.

Chipenzi further said Northern Province was projected at 110,000, but recorded 171,000.

The national projection for the NRCs was 1.5 million.

“However, the actual issued NRCs [at national level] came to 1,592,974, above by 92,974 cards and the exercise is still ongoing – which may see the number of cards issued to over two million,” he stated. “With such inaccurate projections already flying in our faces, how trusted would these figures coming from these government institutions and ministries be? We feel this is sponsored or organised statistical chaos ahead of the elections.”

Chipenzi cautioned that what was happening was dangerous for the country – for better planning and for the electoral process, which thrives on trusted and authentic data/figures for its credibility.

Chipenzi stated that it was for that reason the national census of population and housing should not have been postponed to 2021.

He underscored that a national census was a sufficient necessity before a major election.

“We shudder to wonder what would then happen if the census next year would give the nation 10 million eligible voters from the estimated 8.4 million by ZamStats,” he stated.

He noted that Zambia could do better, unlike: “this matokoso (mess) we are being fed with.”

“This is pure organised mis-coordination by government institutions and this disorganisation is meant to cause organised and sponsored confusion in the electoral process,” stated Chipenzi.

The fat brown envelope and the 4×4 Paramount chief Mpezeni has received has confused him, that’s why he is telling Eastern Province people to vote for Edgar Lungu, says Ambassador Joe Mwale.

But paramount chief Mpezeni of the Ngoni people of Eastern Province denied receiving any brown envelope from President Lungu, saying the only car he drives is the one he bought from Japan, further telling Amb Mwale to approach him in person if he had any issues to discuss with him.

Speaking with Daily Revelation, Amb Mwale said the Mpezeni easily gets confused with brown envelopes.

“I stand for the truth, whether it may belittle my chief, my own chief, I am not going to say because he is my own chief Mpezeni I must cover him up and so on and let him go scot free. I am not going to do that. I know he has done some wrong things,” Amb Mwale said. “He said some good things one time but now you see with him is this ka brown envelope when he sees that one it confuses him. Somebody was telling me reliably who has seen, who has double checked…said actually I have seen a red latest state of the art 4×4 red in colour which has been given to him recently when Lungu has been going there.”

Amb Mwale, a Ngoni, said he inferred that the Mpezeni recently referred to President Lungu as one who was part of the Ngoni clans because of the envelopes, challenging the paramount chief to mention the specific Ngoni clan Lungu came from.

“That’s why he came up with those statements to say ah no Lungu ni ni wamuchibaya mwasu, ni mwana wamuchibaya tiyeni tivotele Lungu wamene uyu,” Amb Mwale said. “There are many Chibaya’s under Mpezeni, about 10 of them, starting with his own Ephendukeni, then there at Mutenguleni the clan around that under is senior chief Nzamane is called Mutengula, then there is also Mufumbeni…we want to challenge him to say of the 10 Chibayas, these Kraals, in South Africa they call them kraals. I want Mpenzeni to just mention one kraals where Edgar Lungu comes from. So that people know that Lungu is a Ngoni, he’s our Ngoni warrior he is one of us in the Ngoni kingdom.”

Amb Mwale wondered how the Mpezeni could claim President Lungu as part of his clan, when another Senga chief in Petauke had claimed him as his own too.
“So how can he belong to another chibaya in Ngoni area?” Amb Mwale asked. “The fat brown envelope is just an icing on top of this brand new 4×4, it’s an icing. On top of that one another fat brown envelope and that has really confused him. That is his weakness and we know him all. When you show him that he changes the language.”

Amb Mwale said not too long ago, the Mpezeni came up like a true fighter for his people, and people were even praising him after he spoke on behalf of farmers in the Province.
“Not long ago what did he say about Eastern Province? He came up like a fighter and we’re happy with him, praising him that that is what it means to be a king of the Ngoni people when he protested to say no my people are suffering,” Amb Mwale said, “they are good farmers and bla bla bla so their crops after having harvested their crops if they want to go and sell in Malawi, this and that they are being shot at by ZNS and he complained to say no and he was in the right side.”

Amb Mwale said Mpezeni had disowned the real native “wamuchibaya” Ambassador George Zulu, whom he appointed as his induna and “gone to dine with somebody who is foreign in our land.”

Amb Mwale further said he had a dossier on paramount chief Chitimukulu of the Bemba people that would shock the whole country if he exposed it.
But asked on the assertions from Mwale that he got confused whenever he received brown envelopes and if he had received a brand new 4×4, the Mpezeni said Amb Mwale himself should point at the same vehicle since he seemed to know more about the matter.

He also said Amb Mwale should approach him directly if he had any issues to address with him, rather than fearing to face him and only discussing matters in the media.

On the complicated channel boarder of Zambia, Mozambique and Malawi are three intersecting Districts namely Vubwi/Mchinji and Chipata and to the South East is Mozambique. Settlements in these areas is very much complicated as residents are said to be nationals of 3 countries at times 2.

Separated by simple beacons it’s hardly an issue who is a Zambian, Malawian or Mozambican but across Mwami boarder is Mchinji district in Malawi which has fallen prey to PF by registration of voters. By birthright these are Malawians with the country’s NRCs but Zambia has also given them NRCs and registered them as voters.

Following widespread reports of foreigners registering in boarder areas UPND deputy national youth chairperson Mr Gilbert Liswaniso accompanied by National youth chairperson for transport and Logistics Mr Vincent Sianjebe aka Zambezi, National youth security member Ms Sandra Malumbe Mofu, National youth trustee Ms Charmaine Pule and other delegates, crossing to Malawi he was accompanied by Eastern province youth chairperson Mr Lyson Nyirenda and Vubwi district youth chairperson Mr Dambe Phiri.

Mr Liswaniso said that the situation of foreigners registering in Zambia is a PF program which as the party UPND have not taken it very lightly for security reasons and other reasons but now that the prime objective is politics it’s vital that as leaders visit these areas and have a fact finding mission to ascertain whether or not these same registered voters could be swayed into voting otherwise or not. In his assessment mission Mr Liswaniso had an on check at various villages where residents have NRCs of both Zambia and Malawi with voters cards yet names on voters cards matching with the Zambian NRC but different names on Malawians same person.

The residents spoken to said that it wasn’t their wish but now that they have been registered as voters it was their wish to vote for change just like they did in their own country.

Asked whether Zambians at any point registered to vote in Malawi the residents refused that no Zambian voted in Malawi because the government of Malawi never registered any Zambian except those in complicated channel boarder lines.

Mr Liswaniso further said that the situation was so sad but UPND will up it’s eyes on the boarders countrywide.

Speaking to the villages along the beacon Chanel all of them registered as they asked for UPND materials Mr Liswaniso said that the party will look into this issue at a critical level to propose a lot high level engagements with the Malawians authorities to ensure that safety of both countries is guaranteed. He expressed worry to the Mozambican side where the country has been at war if PF have taken extreme precaution on whom to register as voters because harmful individuals could find their way into the country.

The PF have continued to raise deep concern with the manner Archbishop Emeritus Telesphore Mpundu is induldging in politics that are clearly divisive and quite provocative.

PF Lusaka province Secretary Kennedy Kamba in a statement said the ruling party has repeatedly cautioned and advised Bishop Mpundu to begin to demonstrate sobriety and ‘shepheredness as a parent but it is becoming evident each day that passes or every time he talks politics that he has launched a campaign against President Lungu and the PF.

Mr. Kamba said Archbishop Mpundu in his article published by one of the tabloids claims that the bad taste of the constitution has given President Lungu courage to seek a third term.

He said the comment from the Man of God is in bad taste, unfair, inaccurate and highly provocative.
” We must put the records straight. The Highest Court of the Land, the Consitutional Court had put the issue of President Lungu’s eligibilty to rest when it interpreted the law and aptly stated in its judgement that President Lungu has not yet served two terms,” He said.
“The fact of the matter is that President Lungu is going for a second term and not the third as maliciously being insinuated by Bishop Mpundu and others who are backing the opposition,” He said.

Mr. Kamba said it is regretable that Archbishop Mpundu has taken such a divisive route ahead of the 2021 general elections.
” Today Archbishop Mpundu and his allies are bemoaning the poor state of the Republican Constitution when he belongs to a civil society orgnaisation that kept on decampaigning all the efforts that were made to get rid of Lacunas in our Constitution,” Mr.Kamba said.

“We pleaded with people like Archbishop Mpundu to support Bill 10 so that we can have an effective Republican Constitution that carters for the interest of Zambians but they vehemently rejected Bill 10 which died before it even went to parliament because of negative talk,” He said

“We cannot afford to be a directionless society. We expect people like Archbishop Mpundu to desist from divisive politics and offer solutions. Hating President Lungu and trying to paint him black will not help them or this country,”Mr Kamba adds.

It’s a sad state of affairs that Zambians are going through a lot of suffering all because of a selfish and greedy PF government who have mismanaged the economy. It’s even more sad to hear ECL rubbish the evidently detoriated Zambian economy. High currency exchange rate aside, Imagine an ordinary Zambian is now getting one egg at k2.5 or k3, getting a 25KG bag of mealie – meal at k140, a 1kg pack of sugar at k20, a full dressed chicken is now at k65 or more. It is mockery to the Zambian people for the Head of State to be heard saying he laughs when people say things in Zambia are bad.

Things have really gone from bad to worse in this country and yet the Head of State has the tenacity to mock Zambian people. The PF does not deserve another term in office because they have done nothing but mess up the economy. People are unable to have a meal a day, talk less of three square meals everyday, yet the president claims things are okay. The PF has totally failed to manage the governance system of this country.
As the UPND youths, we wish to plead with the good people of Zambia to not lose hope. Ensure that you, your family and those around you get Voters’ cards today. It is through our votes that you and I will be able to vote the obviously pompous and power drunk PF out and usher the UPND into office. As the UPND, we pleadge to ensure that our economy is back on track, normalize the prices of basic commodies and ensure equal opportunities for every Zambian. We will also ensure accountability of all public resources unlike the PF that has over borrowed and used the over borrowed money for corrupt purposes resulting into a collapsing economy. There can never be any just reason why a 25kg bag of mealie-meal should cost K140.

Our plan as UPND is to make sure that within 30 days of being in office, all basic commodities are reduced by 60%, we will provide subsides which will ensure that our citizens get basic needs at low prices and we have a solid plan on how we are going to realize this plan. As UPND, we are passionate about our people’s well being and want to reclaim Zambia’s dignity and lost glory.

It Is Not 9m Eligible Voters For 2021 General Election But 8.4m Reveals Zambia Statictics Agency

IT IS NOT 9M ELIGIBLE VOTERS FOR 2021 GENERAL ELECTION BUT 8.4M REVEALS ZAMBIA STATICTICS AGENCY.
Zambia will go to polls for the General Elections in August of 2021.
Among the critical factors for conducting an election is data on the population that is eligible to vote as this forms a basis for a voter’s registration process.

Prior to commencement of the voter’s registration exercise, there has been debate on the voter eligibility population in the country.
The Electoral Commission of Zambia put the figure at nine (9) million people as eligible voters while other quarters has have put the figure at 7.2 million. There have also been suggestions that the figure should be higher than 9 million.

From a legal perspective, only the Zambia Statistics Agency (ZamStats) has the authority on official statistical matters in the country. This is in line with the Statistics Act no. 13 of 2018, Part II, Section 7(1) and I quote “The Agency is the sole designated entity responsible for the publication of official statistics”.

These statistics include population statistics by age, sex, geographical location such as rural or urban as well as voter eligibility in any year.
(i) The Agency has projected a total population of 17,885,422 people in 2020; and
(ii) Based on the 2010 Census of Population and Housing the age structures were,
a. Forty-seven (47) percent of the total population was aged 18 years and above,
b. Fifty-three (53) percent were aged below 18 years.

Eligibility for voting in terms of the age is 18 years and above in Zambia.
In respect of the above, the 47 percent age structure was applied to all projected district populations and *aggregated to come up with an estimate of 8,414,839 eligible voters.*
Zamstat also informs the nation that the Act is very clear on issues of official statistics in the country.

The Act also mandates the Agency to produce statistics, promote understanding and use of official statistics.

Further, the Act requires that any person or organisation planning to undertake collection, processing, storage etc of official statistics through any instrument such as a Survey need to get authorisation from the Agency.

Therefore, all surveys that aim at producing official statistics have to be authorised by the Agency.

It is important that players to acquaint themselves with the New Act as Government aims at developing an integrated National Statistical System.

A Consortium of Civil Society Organizations has proposed a three day extension to the voter registration.

Addressing journalists in Lusaka YALI president Andrew Ntewewe who spoke on behalf of other CSO’S said an elongated extension will render delivering other activities by the Electoral Commission of Zambia ECZ impossible.

Mr. Ntewewe said there are so many other processes in the electoral cycle which include removing of multiple entries which may be identified, correcting the missing data especially fingerprints, inspection, independent audit and certification of the register.

“With the ending of the normal 30-day phase of voter registration process on 12th December. 2020, the expectation of stakeholders, including ourselves, was that the Electoral Commission of Zambia should extend the process to allow the few that have not registered to vote, this expectation was met when the Commission announced that the extension would be granted starting this Wednesday.,” He said.

“The current registration of 75 percent of eligible voters gives us faith that with a proposed extension of 2 to 3 more days, we capable of capturing the population, among eligible voters, that is active when it comes to voting,” He said.

And Mr. Ntewewe condemned the unbecoming behaviour of some church mother-bodies under the umbrella of the CCMG who, while professing to be neutral monitors, have continued to also take a partisan stance against or in favour of political players.
He said some of the statements issued by this so-called independent monitor of the electoral process show a clear bias.

” Some of their church leaders have already indicated they want to use the debt issue as a campaign tool against the Lungu administration while imploring their colleagues in the opposition to begin to state how they shall deal with the debt when they get into power,” He said .

” Unfortunately, the CCMG is heavily sponsored by foreign political interests to champion this kind of bias against political players while treating it as an independent monitor. The clear preference the CCMG in favour of one political player against another should be the source of concern to everyone who will be participating in the 201 elections,” He said.
The consortium has since called on citizens across the country to defend Zambia’s sovereignty. -Smart Eagles

ARCHBISHOP Emeritus Telesphore Mpundu says a dark cloud hangs over the country as we go towards the 2021 general elections.

Analysing the year 2020, the former archbishop of Lusaka Catholic Diocese attributed the country’s shrinking democratic space to the poor state of the Republican Constitution.

“Without a good constitution we shall continue to wallow in political wilderness where there is only the law of the jungle. What we have now is a dark cloud over Zambia as we move towards the elections,” he said in response to a press query from The Mast. “We have been shown the instruments of war under the custody of government. This war will not be engaged with another country. It will be war against the people of Zambia.”

Archbishop Mpundu passionately called for national gathering that would craft a better Constitution for the country.

He said there was still time to heal the nation and get back to democratic governance.

“Time is now to call a national Indaba, a serious one. Its job description is to come up with the constitution to guide this nation’s good governance and movement forward away from the current floundering,” Archbishop Mpundu said. “Zambia can do it, so let us do it for the sake of this nation which we love and the country that is our home and that of our children and their children’s children. Let the rally cry of One Zambia, One Nation be heard everywhere in this land so richly endowed by God through its sons and daughters and natural resources.”

On what to look forward to ahead of the 2021 elections, Archbishop Mpundu said, “In short, there is nothing to look forward to in the coming elections unless this nation first of all addresses the task of hammering the Constitution to the last detail as [advised by] the Commonwealth team that came to assist us in our endeavours following disastrous elections that needed the intervention of the ConCourt, the results of which are well known to all of us.”

He said without a good constitution, people should only expect chaos.

Archbishop Mpundu argued that the bad state of the current Constitution had given President Edgar Lungu courage to seek a third term even when he does not qualify.

“We are told that the current Head of State intends to stand for elections even though the law says he cannot. It is further suggested that even if he is allowed to stand yet he fails to go through, he may not be willing to hand over power; though we are speculating,” he said. “Clearly without a good Constitution, what do we expect apart from chaos? Which laws can be cited to the Executive in order to indict them and charge them with high treason with the consequences that go with such a conviction?”

Archbishop Mpundu, who gave a historical perspective about the country’s constitution making process dating back to 1967, said it was difficult to determine what to look forward to in 2021.

“It is difficult to determine what we should be looking forward to as regards next year’s general election and presidential elections. This is because our collective or institutional memory as a nation is very poor, if at all it exists. We are facing a scenario whereby we as a nation have failed and indeed even refused to learn from our past mistakes in order to rise to the challenge and glory of a truly democratic country,” Archbishop Mpundu said. “This brings us to the present PF era. The PF government had promised to give the nation a good constitution within 90 days of coming to power, the Annel Silungwe Constitutional Technical Committee went to work and came up with a road map for producing a constitution to stand the test of time.”

He said because of selfishness from those in government, the country was back to square one in the constitution-making process.

“…Unfortunately, again the process was dominated by the government and government institutions, but it made progress. Unfortunately, a lot of issues were left hanging in the air which issues were later named ‘lacunas’. We are all witnesses to the mess that was created after the [2016] elections due to the term ‘lacuna’,” said Archbishop Mpundu. “This is where we are today: the PF government response to the ‘lacuna’ phenomenon has been to introduce the Bill 10 – constitution amendment Bill. Almost totally government driven to the exclusion of the people through their representatives, Bill 10 failed to sail through and we are back to square one.”

Tell HH, we’re working on numbers to win 2021 elections – Davies Mwila

PATRIOTIC Front secretary general Davies Mwila says his party is working on the numbers to win next year’s elections.

Speaking at the Southern Province PF elections held at Choma Secondary School on Saturday, Mwila said his party had numbers and was ready for 2021.

“Yesterday (Friday) Hakainde Hichilema was crying saying ‘no why should Luapula compete with Southern’. We have the numbers. We are working on the numbers. You tell HH that we are working on the numbers. We are working on the numbers, we are mobilising our people to go and register as voters,” he said.

Mwila said come Wednesday when the Electoral Commission of Zambia resumes voter registration, the UPND would see the numbers.

“The Electoral Commission of Zambia has indicated that they will do an extension. Come Wednesday, us we are ready. If Luapula can be 700, better. If Eastern can be one million, better for us. If Muchinga can be 450, Northern can be 450, look at the numbers,” he said. “Where I come from in Luapula we say ulosha tabamucheba mukanwa. If someone has a funeral, is crying just leave her or him. So leave HH, let him continue complaining.

Us as a party we are ready for next year’s election. I announced to the country before they started mobile national registration issuance of cards that us we are ready. When they announced voter registration, I said us we are ready.”

And Mwila pointed out that President Edgar Lungu must continue ruling the country beyond 2021 because if the UPND wins, the government would only be full of their relatives.

“I’m happy that you PF members here didn’t behave like HH who is tribal. Jack Mwiimbu, Leader of Opposition in Parliament, is from Southern Province and Gary Nkombo [former] chief whip of the party is from Southern Province but they have MPs from Western and North Western,” he said. “What about if you give them power? There will only just be their relatives throughout. That’s why we need our President to continue beyond 2021 because he is not tribal. The President is from Eastern, Vice-President from Western, secretary general from Luapula Province. You have to embrace everyone that’s how you lead a nation.”

Mwila said President Lungu had not segregated anyone and had taken development to all provinces including Southern Province.

“Our duty as leaders is to explain developmental projects we have done so that we convince the people that surely we have delivered. We have a by-election in Maramba ward in Livingstone and I expect us to win. No excuses,” he told the newly elected provincial executive led by Lawrence Evans. “We wanted the election and the will of the people has prevailed. Once the will of the people prevails, we expect the people to respect the results because that’s what we wanted. I know elections. When you lose its painful but you have to accept what has come at that particular time. You won today, tomorrow you may lose. But I want to say that winning an election and working is another thing. These positions that you have been elected into you are not there to be passengers. And I want to tell you frankly, you are there to unite the party and grow the numbers. You are there to build the party. You are not there now to start fixing people. As secretary general, I won’t allow it. You have been challenged, you have won and now you have to embrace everyone. That is leadership, to embrace everyone. That’s how you grow the numbers and build party. If you go there to fix the people, I will fix you before you fix them because your concentration must be to build the party, mobilise the the party.”

Mwila threatened to dissolve the new executive if it fails to perform.

“I can dissolve you before elections if you can’t perform and we will have a new committee. These positions that you are holding are not there for you to start making businesses. These positions you are holding are for the people – they are not yours hence you have to humble yourselves and work for the people,” he said. “Tomorrow don’t come and say I didn’t tell you because this is serious business. Go on the ground and work for the party, identity people that want to stand as members of parliament. Time is not with us munvela (do you understand).”

Mwila assured the new executive of the secretariat’s support in their quest to deliver.

“We want to help you for you to deliver, so we will give you maximum support. You have to be mobile, look for resources, look for materials,” he urged them.

And Mwila said the PF was democratic unlike the UPND.

“We want to show the world that we are democratic. All NGOs that have been quiet have failed to condemn other political parties for not holding elections. HH has been there for more than 20 years. When are they going to hold elections? NGOs can’t talk about it. All they want to talk about is PF. Our people have been competing,” Mwila said. “Ask them (UPND) when are they going to have the convention. If you are in opposition and you are not democratic, what more when you go into government.”

On the issue of violence, Mwila accused the opposition UPND of being fond of violence in the country.

“We want peace in this country. You cannot develop if there is no peace. So colleagues, let’s avoid violence. I know the NGOs have not been talking about UPND who have been harassing our people. They come to Mpika, harassed our people but NGOs are quiet. It’s not that we can’t retaliate, no. We have the capacity but we don’t want because we are in government, we have to lead by example,” said Mwila.

And provincial chairman Evans, who retained the seat, said there were no losers and winners.

“My team will work with everyone. We will embrace everyone so that come 2021 we increase numbers. Those that have lost, we are still brothers and sisters,” said Evans.

Earlier when he opened the conference, President Edgar Lungu called for peace, love and unity in the party.

“Those in leadership must be with the people. Let us remain true to this ideal of people’s movement. We should ensure that we work to improve people’s livelihood in all provinces,” said President Lungu.

Evans retaining the position of provincial chairman after getting 224 votes beating his rival Brave Mweetwa who got 175 from 399 total votes cast.

Simalonga Siachoona also retained his position as provincial vice chairman after beating Lucy Mwiinde while Trymore Mwenda went unopposed as information and publicity secretary.

Provincial youth chairman Obby Mweemba beat Luse Kamoko.

kamoko said losing an election and moving on strengthens the essence of democracy in the country.

Chief Cooma is supporting illegality, notes Akafumba

LET there be order in this country, says NDC vice-president Josephs Akafumba.

Akafumba says the PF are deliberately confusing President Edgar Lungu’s eligibility with Article 106 which talks of a Vice-President who assumes the presidency after the demise of a head of state.

Commenting on chief Cooma’s statement that President Lungu and UPND leader Hakainde Hichilema should be allowed to stand in 2021 because they are both Zambians, Akafumba said not all Zambians are eligible to contest for the office of the President.

“There is an exemption clause that if you have held office twice you are not eligible. Separate it from term of office, holding office means being sworn in. Now the PF are deliberately confusing it with Article 106 which talks of a Vice-President who assumed office having been a running mate and no elections were held. But in President Lungu’s case he went through two elections, so how can anyone argue that he has not held office twice and bring in the issue of a term of office?” Akafumba asked.

He advised Cooma to seek guidance before he speaks on issues he is not conversant with.

“It’s unfortunate that we have to respond to His Royal Highness. The Constitution says you must be 35 years and above, so you can’t just say I am a Zambian and I must stand. Chief Cooma should not show bias and support illegality, he is supporting illegality,” he said.

And Akafumba said the Constitutional Court order cannot be appealed.

“So my advice is let there be order in this country and they must pay, especially those who are serving as ministers in the current PF Cabinet. They must be the first to pay to show respect to court. If they don’t it will trickle down to the ordinary man on the street and the courts will be rendered irrelevant because a minister did not pay,” he said. “We know that the PF have a record of not following court orders. That is their track record because they are already quarreling with the ConCourt on the eligibility of President Edgar Lungu when they know very well that the ConCourt never addressed that issue. So let us not allow them to extend this to the latest court order that they pay within 30 days for their illegal stay in office.”

Akafumba said the rule of law demands that a court order must be obeyed unless it is set aside.

“So for anyone to stand on an anthill and say I won’t pay is the worst contempt anyone can think of,” said Akafumba.

Let’s bring about renewal in 2021, urges Bishop Mambo

BISHOP John Mambo says President Edgar Lungu misdirected his ministers to illegally stay in office in 2016 for which they have been penalised.

He prays that 2021 brings about renewal.

The Constitutional Court has ordered ministers who stayed in office illegally to pay back the money they obtained within 30 days.

President Lungu has since indicated that he expects all the ministers to respect the law and pay back the money.

Commenting on the development, Bishop Mambo, a former Church of God overseer, said although the ministers were misdirected by the Commander-In-Chief, they must respect the Constitutional Court order for them to pay within 30 days.

He said the order to the ministers should serve as a warning that “the law is the law”.

Bishop Mambo said he had a problem with those advising the Head of State.

“But I give credit to the current Attorney General Likando Kalaluka because he did come out and said the new Constitution demands that they vacate office or else this will follow but the President came out and said ‘I am a lawyer, if that be the case, I am ready to be taken to court’. But now we must simply say you misdirected them,” he said.

Bishop Mambo said he was given a week to pay K25,000 for contempt of court even after he apologised.

“No one says how you will arrange it, I had to go and sell village chickens and I paid within one week,” he said. “This goes for the President also. And people, we should not be emotional, let us respect the law of the land. If we don’t, there will be no Zambia, it will just be in name, we shall turn into a Banana Republic. My prayer is that 2021 let’s bring about renewal. We tried in 1991 but we brought shame to the Kaundas; a minister today says to have ‘K2 million in the pocket, that’s just pocket money – if your children didn’t have it that time then you are useless’. Now those who have a lot like my young man Bowman Lusambo should help these people to pay, no one should cry that ‘we do not have’.”

Bishop Mambo expressed surprise that some of the ministers were complaining that they do not have money to pay back when not too long ago they were distributing money and mealie-meal.

“And they knew that these are mistakes they are making because some of them are lawyers,” he said. “I am looking forward to a day when in Africa and in Zambia someone will say I am paying because I made a mistake and at the same time I am resigning.”

Bishop Mambo advised the former ministers not to mock Zambians by presenting themselves for elections in 2021 because they had broken the law.

“You are not trusted already, you failed the law, you broke the Constitution so the best is to join me in planting maize and doing other things,” he said.

Bishop Mambo advised judges to always remember that their job was a calling and should put their feet down on many other cases.
He said anyone who comes into conflict with the law must be punished regardless of their relationship.

“To my understanding, the courts, the judges are in the firing range. People are beginning to lose confidence because whenever a judgment is passed in favour or against, it is never respected unless you have no name like me and you are given a week to pay or you go to prison,” Bishop Mambo said.

He said citizens must be law-abiding.

He said things would work well in the country if the rule of law was respected.

Bishop Mambo noted with indignation that even some investors disrespect the law on account of their associations with those in power.

“I am praying and waiting for a day when the judges and the courts are never a playground, whether people have money or no money. When the courts rule, all respect the law,” he said. “Let us live having learnt from Nelson Mandela who said the supreme law of the land is the constitution…we should never be governed by emotions, we should not see a person’s company or property being appropriated or closed down even after the court has ruled all because this person is viewed to be opposition. That must die. And this is where we are urging ECZ to register as many young voters as possible, even extend the days.”

Bishop Mambo advised Zambians never to repeat the mistake of 1991 where they replaced the one party state with multipartism but making one party supreme.

He said the ECZ must respect the law and ensure that more people register as voters.

“The law says there should be continuous voter registration. If there is no money they should allow us to sell our chickens to see to it that as many people are registered,” said Bishop Mambo.

Mr. Lungu’s laughter when people say that things are not okay in Zambia is very true and sincere. Its an emotional disorder that has been perfectly visible through out his presidency. He is alleged to have said, whenever someone say things are not okay in Zambia he responds,”loosen up and take a cup of coffee, Zambia is doing fine.” Until you fairly evaluate his cognitive dissonance, you may unfairly judge him. Mr. Edgar Chagwa Lungu sees things from an impaired emotional perspective arising from a chronic psychosocial detachment.

This a very rare disorder that manifests in converse emotional reaction. For example, people with this disorder would laugh when someone dies or would cry when everyone is laughing. This is the reason why we find Mr.Lungu reacting in the manner he does over the failing economy and the 8% insult he gave our civil servants as well as defaulting on the loans.To him, the Economy is doing very fine and that’s why we see the unrestrained extravagance in his Government. The GDP is in negative, the dollar rate is at its highest ever, inflation is in hyper mode, loadshedding in the midst of stable rainfall, mealie-meal at over K100, hospitals reduced to prescription centres, families having one erratic meal a day, unemployment shooting through the sky- Mr. Lungu laughs and says,”loosen up and take a cup of coffee, Zambia is doing fine.”

When someone has no vision like he lightly declared, one begins to live in a spontaneous world where anything that happens becomes an achievement. Zambia is a failed state! No rule of law, ballooning armed cadreism, unbridled Corruption, polarised Institutions of Governance with the executive meddling in the Police, ACC, Judiciary etc. This is our Zambia under his failed leadership.

The country borrowed and plundered borrowed money without any moral restraint. All capital projects are quoted at three times higher than global market prices! This is the country where the head of state is telling the citizens to loosen up and take a cup of coffee.

How many families can even afford such luxuries other than the Politically Exposed Persons (PEPs). The billions of dollars in the hands of PEPs were tabulated in the FIC report which he trashed as Mfwiti mfwiti .We all know that those in the Political establishment are cushioned from the Economic sting because everything is free coupled with stealing.

These are the people who can loosen up and take a cup of coffee. How much is a Kilogram of Sugar today? The coffee he is referring to is coming from well managed economies whose citizens have employment and conducive policy support for industrial engagement. We have certain parts of our nation were people solely dependable on wild fruit for their daily survival. Mr. Lungu is sleep walking. So are those that surround him. That’s why they are all insisting that things are ok in Zambia.

How many graduates are loaming the streets today? How many children are able to attend school today? This is the scenario where the head of state is urging citizens to take a sip of coffee and loosen up. Its most unfortunate to have such a level of hate for one’s country. Zambia is an inexhaustibly rich country with visionless day dreamers sabotaging it’s potential. Zambia is doing fine? What exactly constitutes doing fine? What Economic benchmarks are we anchoring our performance on?

Mr.Lungu feels that he has developed Zambia so much that there is no other country doing better than Zambia today. He needs to be waken up and get treatment earlier. There is no way we can survive under this phantasy of leadership.

Many Zambians are wondering what’s going on? Why are prices of goods shooting up uncontrollably?

Let’s try to answer these questions for you in simple terms ;
1: The depreciation of the kwacha is a major factor, Zambia is an import driven economy (which is a very bad thing). We import most of the goods we consume, these goods are imported in dollars, so when the kwacha loses value, prices increase and inflation takes root because the people importing these goods use the exchange rate to set their prices and preserve their revenues.

Even alot of our locally produced goods have alot of imported inputs, especially in agriculture, things that we’re capable of making in Zambia but the government chooses to import.

WHAT IS CAUSING THE KWACHA TO COLLAPSE?

In simple terms its low exports and non productivity in the economy meaning fewer dollars coming into the country, increased imports meaning more dollars leaving the country, excessive government debt, corruption, economic policy instability, tax policy instability and political instability that is forcing foreign investors to pull back and out.

2: Load shedding has been a major contributing factor, it has increased the cost of production and service delivery. Businesses have to use generators to operate half the day and that cost is passed on to consumers.

Load shedding has also reduced productivity so manufacturers have to spread out operational costs over fewer products or sales resulting in higher prices for consumers.
3: High fuel and electricity prices are fuelling this inflation, these essential inputs of production and operations are passed on to the consumer.
4: Excessive government taxes.

WHAT’S THE SOLUTION TO THESE PROBLEMS?

1: A change of government and change of leadership.
2: An IMF Bailout that will help us get lower interest rates and longer debt repayment period to reduce financial stress on the treasury.

3: Austerity measures in government, unnecessary government spending must end. Reduce salaries and perks for senior officials, close some embassies abroad, close some ministries like Religion and Traditional Affairs, merge some ministries,, get rid of DC’S Etc.
4: End Corruption and financial bleeding in government.

5: Restore full production in the mines by finding responsibile investors to improve dollar inflows into the country.
6: Impose tarrifs and bans on import of select goods. This will reduce the outflow of dollars.

7: Embark on a policy of local manufacturing. This will increase exports, reduce imports, stabilize the kwacha and create millions of jobs for Zambian youths.
8: End borrowing, no more loans unless it’s absolutely necessary.
9: End load shedding by investing in coal and solar power plants that are not dependent on rains.

10: Reduce taxes on fuel and electricity. Get rid of the excise duty and remove the middlemen and corruption from the fuel procurement process.

Petauke Women Shower Dora Siliya With Insults After Giving Them 20 Kwachas For Attending Meeting

Petauke women have showered information minister Dora Siliya with insults after she called them for a meeting only to give them K20 each, says ruling PF member Emmanuel Banda, popularly known as Jay Jay.

Speaking with Daily Revelation, Banda said husbands of the women Siliya called for the meeting were upset, with the fact that she kept their wives from morning to evening, only to give them K20 each after that meeting.

Banda said Siliya must not repeat calling people’s wives for meetings and pay them peanuts after holding them the whole day.

“It was K20 each and the women were very upset and we told them that we will talk to the MP so that it can’t repeat itself,” Banda said, saying he did not understand exactly why Siliya paid the women those amounts. “I don’t know maybe it’s for missing lunch, I don’t know.”

Banda said the approximate number of the women Siliya organised was around 500, and met them at a place called DIVAS. He said Siliya released the women late and only paid them K20 without providing them transport even when most of them were coming from distant places.

“Me as a leader on that day there was a lot of insults from the same women insulting our MP, so I was encouraging them not to insult the MP but we will advise the MP that next time she shouldn’t do that because she called those women in the morning until around 19 hours. So they were even walking now from where the meeting was to their homes which is about 10 kilometers,” Banda said. “So they just walked without even providing transport, so they were very upset.”

Banda said he appeared on a radio programme in Petauke, where several husbands of women who attended the meeting complained bitterly against Siliya. He said the people wondered what type of leadership Siliya was providing, where instead of following the people in their villages to appreciate the hardships they were experiencing, she was calling them to the boma to address them.

“Because I went on radio I was live, their husbands complained a lot on radio. Yes. They said what type of leadership instead of following the people where they stay to see what kind of water they are drinking, what kind of roads they are using instead of her calling them, why calling them in town and hold a meeting from morning until the evening and then you let them walk which was very dangerous,” Banda said. “So I had a challenge now of convincing them to say no it won’t repeat again.”

Banda confirmed that he is aspiring to challenge Siliya for the Petauke seat.
Asked how he rated his chances, Banda urged this journalist to visit Petauke himself to assess how he was fairing.

“Since you are a journalist when you are ready I will invite you so that you can compare because I am an interested party so I can’t judge for myself. Unless you ask another person,” said Banda. “But since you are a journalist if you can give me time I will invite you with transport, I will give you transport even accommodation so that you can get for yourself even the same insults which were showered towards our MP during the same day. You can come and get them for yourself.”

The business proposal we went to present was huge – in the range of USD 2 billion. So, we were advised that “first impression” was everything in the Democratic Republic of Congo (DRC), and therefore we needed to arrive with pomp.

My friend chartered a brand new Gulfstream 650 Jet, with five crew members. We were only two passengers, dressed up for the rare occasion of “meeting” then DRC President Joseph Kabila.

On arrival in Kinshasa, we were received by putative high-ranking “officials” with a quarter-guard of the military mounted just outside the plane stairs. We walked past as we got the military salutes to the waiting limousine enroute to the meeting. While in the speeding motorcade, we were told the President was busy and that we will “Rendezvous” at the Hotel Intercontinental for few minutes until we get cleared. Upon arrival at the hotel, we found out that we were accorded about 15 security officers attached to our two-man delegation.
“I am Major. I will be responsible for your security with my team during your stay in Kinshasa,” he said, with very good command of English language.

Major, turned out to be of Zambian descent from Chilenje, but very guarded about his background and on how he found himself in the VIP protection unit in the DRC. He spoke good Nyanja too!

Anyway, the” few minutes” wait became two days – we were marooned at the hotel – although our plan was to depart Kinshasa the same day after the meeting, which was confirmed for 10:00 hours that very day.

It then turned out that the 15-man security had to be fed by us as well as foot their daily allowances of USD 180 with Major at the rate of USD 200.

“The chief will see you soon…” Major kept assuring us, as he walked around the hotel lobby while speaking on his noise walktakie.

At several intervals we were hurriedly moved into our cars enroute to the Presidential palace but no sooner had the cars started revving than we were told to stand down because the “chief” had to deal with an emergency matter that had just come up.
Meanwhile, at the airport, “our” plane was under guard by 5 heavily armed soldiers, the captain informed us. They had to be fed too by us, including their daily allowances.
Day three and no sign of the meeting but just strong assurances that it will take place.
“My friend, we are fucked…. I am running out of cash,” my mate-cum-Client whispered to me. We had to abandon the mission.

The aircraft Bill was running outside his initial budget as we planned for one-day use but now we were on day three with hourly charges plus crew upkeep, which was not on the budget.

My friend has “F” words in his vocabulary especially when upset. And they started coming out! We had to look for clothes and toiletries as we did not carry any luggage.
On day four, we sat on the plane in readiness to fly back to South Africa. As we were about to taxi, the plane was stopped. A presidential aide, whom we both knew, got on board and gave us bear hugs.

“Apologies, the President is not in Kinshasa…,” he said, advising us to fly to Goma if we really wanted to see him. There was miscommunication about our arrival dates, we were told. My friend already forked USD50,000 in South Africa which he paid the “intermediary” who organized our trip and the aborted meeting with the President.
“Next time boss…” my friend answered.

As soon as the powerful aide left the plane, two armed officers entered.
“You have not paid the bill…” one said.
“Which bill?” my friend inquired.

When we landed Kinshasa, we were told, did not pay the allowances for the quarter guard that welcomed us as well as the protocol people who were off-duty but called to receive us at short notice.

USD 25,000 Bill. The plane was stopped on the tarmac just few meters away from the runway. Scores of gun-trotting soldiers surrounded the plane.

AN ESTRANGED wife of a headman in Chief Munkanta’s chiefdom in Kawambwa has lifted the lid off her former husband’s dark secret in which he allegedly kept a big snake as charm, referred to as ilomba in local language.

Catherine Mambwe alleged that headman Mutebela kept the snake in one of the rooms in their house, and he fed it with milk and porridge.
Ms Mambwe, who was facing divorce from her husband, decided to reveal his secret after he refused to reconcile with her.

She said from the time her husband was installed as headman, he has allegedly been keeping the giant snake in his house.
“On Thursday I was at my palace when a woman whom I know as headman Mutebela’swife came. She started telling me how her husband kept a snake in their home for many years and fed it with porridge and milk,” Chief Munkanta said.

The traditional leader said the woman informed him that the headman treated the snake like a baby and a member of the family.

After receiving the news, Chief Munkanta summoned headman Mutebela.
Chief Munkanta said he ordered the headman to bring the snake in the company of the chief’s retainers.

“I could not believe what my eyes saw. The headman brought a big snake. He had put it in a sack. He removed it in the presence of some villagers. My family and myself were all shocked,” Chief Munkanta said.

The headman told Chief Munkanta that he got the snake from a certain man whom he wanted to call so that he could get it back.

“I allowed him to go because I wanted to see the person who allegedly gave him the snake. It was at this point that the headman disappeared and he is nowhere to be seen.
The headman escaped leaving the snake at the palace with Chief Munkanta and members of the public wondering on what to do with it.

The traditional leader then decided that the snake be killed.
The chief’s trainers killed the snake because it caused panic among the people in the village.

Chief Munkanta said he will not condone anyone engaging in such acts because it has potential to scare away investors.

Chief Munkanta said Zambia is a Christian nation and citizens must run to God for everything.

Congolese authorities are looking after me well, everything is being made available to me- Nevers Mumba

I AM very safe, MMD leader Nevers Mumba has assured his family and the nation.

Mumba is the Congolese town, Lubumbashi, where he has been restricted from travelling back to Zambia on political suspicions.

Congolese authorities picked up Mumba from Kolwezi two days ago and was moved to Lubumbashi where he was questioned about alleged meetings with former president Joseph Kabila and a military general.

In an interview from Lubumbashi, Mumba said he has basically been caught up in a political crossfire in the country. He however says no arrest has been made.

“We are here. Unfortunately, your colleagues decided to run a story without any verification. Yes, they have restricted me from going back to Zambia until they verify the information they have. Yesterday (Friday), I was interviewed for four hours and none of the allegations leveled against me is true,” Mumba said.

“They are accusing me of meeting the former president Joseph Kabila, who I have not; that I met an army general, who I have not met and don’t know. I came purely on a business trip to Katanga Province to deliver letters of intent to supply certain commodities to the Katangese government, which they requested sometime back when I was here in October.”

He explained that given his position as a former Republican vice-president, his presence raised eyebrows.

Mumba said it remained for him to establish whose agenda it was, whether from Zambia or from here.

He said Katanga Province where he travelled to was considered a stronghold for Kabila and that he has basically been caught up in crossfire of the fallout between Kinshasa and the former president.

He said Congolese President Felix Tshisekedi had been made aware of the issue and “he has communicated through his pastor that he is aware and that I should not fear, no harm will come my way.”

“So I am safely being kept in a comfortable place and waiting for conclusion of this matter. They are looking after me well and everything is being made available to me and my team is safe. I am waiting to hear the next decision. Our Zambian Consul General is aware of the situation and working with the government of DRC to resolve the issue,” explained Mumba.

“I call on our Party members, family and friends that I am safe; I seek their continued prayer support. I want them to know that there is absolutely nothing I have done outside the law. We entered this country using normal channels. My visa expires today. We were well within out time. So it’s not an immigration issue. Accusations against me are all false and I am confident the Congolese intelligence will find out. I am in high spirits and will be back soon.”

ECZ, ECZ, ECZ never seizes to amaze.Today they held a press briefing to announce the extension of voter registration. When we say incompetence in the organization is alarming. You PF sympathisers accuse us of politicking.

What is shocking is they did not even know why they should extend the registration period. Or maybe they just pretended not to know. They have no numbers and they can’t even know for how long they should extend. They just know when they should start. Oh no! This is the caliber of managers we have in this country.

However, my heart bleeds when I think of the under paid election official, the poor police men and women who have to leave their stations and camp in far flung areas. For what? For a K5500.00 roughly, the rate is close to K180 per night. Oh! our poor policemen and women. When you hire professional staff, at the back of your mind must be aware of their obtaining conditions of service.

A police officer or any other public service workers leaving their stations for any duty and spend a night out, are entitled to a DSA. DSA is roughly K750.00 for the most Junior officer from which they can shelter themselves much better and have a descent meal. These men and women can’t negotiate their own conditions of service.

Ironically, even the most vicious Kakoma Kanganja does not care the slavery his officers, the same officers helping to keep him the job are going through. Oh! Poor police officers.ECZ, in just paying, they have shown that they do not care about anybody. If they can abuse policemen/women, who then can they respect? Maybe prisoners they follow to register.

We have also been reliably informed by our sources how NRCs and voters cards are being dished out to prisoners including those who are not Zambian. We really don’t know what the PF government and ECZ want to achieve if not trouble.

Talking about prisoners, oh I am shocked with what Shindano was trying to mumble at his press briefing. He tried to hide idiocy in a great accent. I did not believe, what he was saying.Mr Shindano, goes on to tell the nation that prisoners are registering and picking poling districts they would vote from in case they are released. Uh! Maybe he read through my article which stated that eventually a big chunk will be out of their prisons by election time.But, what was even more hair raising, was to hear him say the prisons are not turned into poling Districts! Ha! He goes on even to say prisoners will register under poling districts near their penitentiaries. Wow! I knew and now can confirm ECZ is not interested in prisoners but, just numbers for pf.

Coming back to the election officers. It was argued that ECZ wanted local officers. Uh! ECZ, how could they want local officers? Did they recruit and train police officers to be at their registration centers? Can local police stations raise officers to cover the registration centers and still have enough police officers to remain protecting communities? So deal with it, they out sourced for reinforcements.’

The ECZ is abusing these officers, more especially men and women with no representation. ECZ on determining conditions of service behaved like all the polling Districts are at civic centres. Most of these are 400 and 500 kilometers away from where these officers are stationed. It means they are moved and camped 500 kilometres away from home. What does the law say about this. In fact you can check what the very ECZ officials, the Emily Sikazwes, Shindano and company are paid when merely visiting this stations. They get their correct conditions of service, full DSA and risk allowance far above government rates. We say no to decriminalization.

To add salt to injury, the poor planning is hurting these field staff. Shindano really has no heart for these officers. Over thirty days in the bush ask them to about turn within a day because Shindano was adamant to plan properly. Remember some of them were outsourced to reinforce their colleagues who had insufficient workforce.
Oh! Our poor men and women in uniform.

Injustice somewhere, is injustice everywhere. So, Shindano can have hefty allowances a police officer and all those field staff must suffer.

The case of ECZ on voter registration and the whole management of the Electoral Process is one of Arrogance and Grand larceny against the Zambian people.The ineptitude of PF under Edgar Chagwa Lungu is epitomized in ECZ. ECZ by Constitutional provision is supposed to be an autonomous Electoral Management body functioning on a broad stakeholder consultation and engagement modus operandi. Against the better judgement of impartial experts and key stakeholders, they have levitatiously brought the entire nation to the brink of anarchy.

Who can we blame if the nation decided to react to the lawlessness created by PF and ECZ? ECZ has destroyed the Electoral Process by abdicating it’s Statutory functions to the tutorage of PF failure and mediocrity all sponsored byEdgar Lungu. There are exceptionally talented, qualified and patriotic technocratics at ECZ who can restore sanity and professionalism other than this trial and error no sense we see today.

At the beginning of the voters cards and NRC issuance and the discarding of the old register, key stakeholders appealed and questioned the feasibility of registering 9 million voters in the short time they had allocated. They opted to obey their master PF’s directive instead of the loud majority Zambians. They discarded the old register and ambitiously embarked on the impractical exercise to register the targeted 9million voters.Today, we are told that they have just registered slightly over 5 million voters. This is not coming as a surprise to anyone with even one functional sense. But why run a public Institution like a kantemba? PF desperation to retain power at any cost?

Wisdom guided but folly, arrogance and larceny prevailed over this debacle. Today, the PF and ECZ are naked and ashamed.

They have been caught in their tracheary. Their hope of survival now with all their tricks successively failing is demographic manipulation. Register as fewer numbers in opposition stronghold as possible and register as many voters in their strongholds, how possible is it for Chitotela to know votes in his constituency even before ECZ updates the nation.The opposition votes should be absorbed by their strongholds. This is more of the reason they are now vigorously flouting the Constitution to register voters.They failed to convict HH and their BILL 10 flopped lamentably.They desperately confused. Now through this sprint manipulation of the voter registration, they hope to tilt the numbers to their side by all means.

We are all aware of how the mobile NRC issuance has continued including the registration of underage children and foreigners reported in their strongholds.
Are Zambians going to accept this criminality?

Assuming they even reached 6million voters, factor in 50% voter apathy, it simply means that the fate of more than 18million Zambians will be decided by less than 3 million. ECZ should realize that they are fanning a fire that can alter the course of history. Zambians should not be taken for granted. They had all the past 4 years to prepare for a broad based Electoral transition built on consensus but cunningly, they want to do last minute outmaneuvering. Why are they flexing the patience of the Zambians?

Zambians called for the restoration of the old register but simply because this would complicate PF’s planned rigging, the entire ECZ had to Religiously flow with the bidding of their master. Now that they are caught pants down, what are they going to do. As proof that they are a PF extension, they are now backtracking.

The pressure has been mounted on Edgar Chagwa Lungu and he has issued a directive for extension. These are heartless failures. The whole process is understaffed creating further possibilities of error. How does one person work for 15 hrs non stop. The whole process is prone to massive typographical errors that may still disenfranchise many more people.
We want to strongly warn ECZ that should there be anarchy in this country we shall hold them accountable. We don’t want to see what happened in 2016 repeating itself next year, give the people of Zambia a credible election.

Our appeal to PF and ECZ is to simply own up and listen to the Zambian people. Restore the old register now! Realistically, an extension of even up to March 2021 with the current staffing will still leave out some potential voters. PF is sabotaging the Electoral Process using ECZ as a last hope survival antic.

PF IN COLLUSION WITH THE ECZ ARE CURRENTLY RIGGING THE 2021 ELECTION.
Muchinga Province UPND Chairman Rev. Mathews Chilekwa says PF in collusion with the ECZ are curently rigging the 2021 election.ECZ has accepted to be the subsidiary of the PF.
Poor Zambians are on the yoke of suffering, and 2021 presented an opportunity, and hope for Zambians to choose leaders of their choice, and redeem themselves from the shackles of dictatorship, and poor governance.

Currently, Zambians are subjected to unnecessary suffering in all areas of governance:There is poor service delivery in health,education, coupled with debt burden,and lack of vision by the PF leadership.

Rev Chilekwa wondered why ECZ has rushed into registering prisoners leaving thousands of Zambians in the diaspora. In prisons, opposition political parties have no access. How can opposition political parties campaign in such a facility?. which is only accessible to Mr Kampyongo, and the PF.If the ECZ was acting honestly, the right to vote should have been extended to our brothers, and sisters in the diaspora. So one can clearly see that the motive is not to fulfil the rights of prisoners, but to have prisoners voting for PF,and thereby rig the election.

Rev.Chilekwa added that it will be difficult for Muchinga Province to accept election results because of the dishonest schemes employed by the PFand ECZ in issuance of NRCs,and voter registration exercise.

The issuance of NRCs to foreigners,and registering them as voters undermines our security, and defranchise Zambian voters.

We welcome the extension in the voter registration exercise. It would have been advantageous to all steak holders to see a continuous voter registration, taking into account the period in which this activity is taking place,and also the farming activities Zambians are engaged in during this time of the year.Our hope, and prayer is that this extension has been done in good faith.Further we feel that ECZ should have engaged all stake holders on other issues affecting the electoral process such as prison voting: What are the modalities put in place for a transparent, and fair election in these facilities?, the ECZ equipment which has constantly broken down in some selected provinces, inadequate staffing in majority of the registration centres across the country, and other pertinent issues pertaining to the entire registration process.

The, department of National Registration must consider continuous issuance of NRCs to all Zambians in the ten provinces equitably and not selective as is the case at the moment. Currently up to today, there is onspot issuance of NRCs,and Voter registration simultaneously in Muchinga, Luapula, Northern, and Eastern Provinces.

Rev Chilekwa warned that conducting such important national exercises in an imbalanced manner has the potential to divide the country, and is a recipe for civil strife.ECZ is leaving thousands of our youths on the ques without registering them.This is a violation of the right to vote.
ECZ,and and the department of National Registration must fulfil their constitutional mandate by ensuring that all Zambians who have attained the voting age are issued with NRCs,and are registered to vote
Defranchising most youths in the country may lead to social disorder in a country which is regarded as a beacon of peace in Africa.

Zambia is for all Zambians, and not only for a selected few. It’s a collective responsibility that the country flourishes in democracy, and other liberties. Hence we urge the ECZ not to eat with both hands, but be impartial in their execution of national duty.

It’s unfortunate that constitutional breaches in our governance system are happening in full view of the three arms of government ie.the Judiciary, Legislature and the Executive.The three are meant to protect the citizens of Zambia,and promote their interests. Where are Zambians going to seek redress if all these governance arms of government are quite? Zambians have been left to fend for themselves The ECZ has messed up the electoral process. We echo and support Madam Nalumango’s view that the entire ECZ staff must resign immediately for failing Zambians.

The time for ECZ,and Department of National registration to act according to the wishes of the Zambians is now,as tomorrow may be too late.

SOME ZAMBIANS ARE MORE EQUAL THAN OTHERS.
Before belonging to the category of those aspiring in political spaces, am a born and bred Zambian citizen who understands that vandalism is a cancer, a drawback to achieving development and I strongly do not condone lawlessness. Am one of those citizens who have had trouble with the men in uniform many times by virtual of being UPND and not PF.

 

Many are the times that am summoned to present myself before the police and I hasten my steps because am always innocent and I take the law as a serious guidance to order in the country. The police must and should show dignity in their dealings and operations. Where is the professionalism in the police men and women of today? They are soo attracted to political lines and have been supporting our oppressors for far too long just because they are the ruling party. I recall how my president HH was unjustly and criminally bundled by the police from his residence. They went further to vandalize the properties of my president which were worthy millions of kwachas, forcefully dressing him a haggard called treason.

Two days ago I bundled my small and humble financial muscles so that I provide atleast a flood light in kabwe’s Natuseko market were our mothers who are also our breadwinners have been trading from without flood lights and this problem has been prompting them to be knocking off early before it’s too dark and dangerous. Unfortunately PF kaputula ward youth chairman went to distort the functioning of the flood light by vandalising the cables to the detriment of the market operators.

The case was reported to the police but since he is a PF cadre the police have not stepped on the gas to have him apprehended.

What is happening to our country? Where is the ” no one is above the law, notion ” are other people more zambian than others? Why is the law being applied selectively? Where are we going as a country if their is no punishment for lawlessness?

We will not allow our marketeers to suffer because of one politically bankrupt individual. The police should stand by and for the people of Zambia whom they swore to pay allegiance to not politicians.

Sue Lungu, Sean Tembo advises ‘illegal’ ministers

THE Patriots for Economic Progress has noted with interest the recent order of the Constitutional Court which tabulates the specific amounts that each minister that illegally stayed in office prior to the 2016 general elections has to pay as well as the 30-day period in which the payment has to be remitted.

In a statement, PeP leader Sean Tembo said his party agrees and supports the judgment of the ConCourt as it ensures the rule of law is upheld regardless of who the transgressors are.

On Monday, the Constitutional Court gave a 30-day ultimatum to 64 former PF cabinet ministers and their deputies to pay back the money they acquired after illegally staying in office following the dissolution of parliament prior to the 2016 presidential and general elections.

The Constitutional Court assessed that the amount Ngosa Simbyakula and 63 others are required to pay back to the state’s treasury is K4, 266,664.10 for the period of May to July 2016 which should be paid by January 5, 2021.

But Tembo said he strongly believes that the judgment was unfair to the individual ministers as they did not remain in office by themselves but were compelled to do so by their appointing authority, President Edgar Lungu.

He said the individual ministers were not culpable of any wrongdoing and that it was a violation for the court to seek to punish individuals that were not guilty of any wrongdoing whatsoever.

“Punishment should only be given to those that have done something wrong. As Patriots for Economic Progress, our view is that the Constitutional Court was in order when it held that the ministers had illegally stayed in office, however the Court misdirected itself when it held that ordering the said ministers to repay the emoluments that they earned while in office will remedy the transgression of their illegal stay,” Tembo said.

He said the ConCourt should not have adopted a shallow perspective on the matter by holding that the ministers were illegally in office at their own instance.

Tembo said ministers are employees of the government and that’s the reason why the administration is responsible for paying their remuneration.

“In this case, the President as head of government explicitly instructed the ministers to stay in office. In other words, the employer instructed its employees to stay in office,” he said. “Therefore, even if it were to be determined at a later time, as it was in this case, that the employer’s instruction to the employees was in conflict with another written law and therefore illegal, such illegality would have been committed by the employer. The employees are mere innocent third parties in the entire equation and should not be punished for the transgressions of the employer.”

Tembo added that what PeP finds particularly upsetting about the matter is the fact that the misdirected judgment of the Constitutional Court does not only punish innocent third parties, the ministers, but goes further to reward the culpable party – the government.

“There is no question here that the government through its head President Lungu are the ones that broke the law by instructing ministers to remain in office after proroguing Parliament, contrary to the provisions of the Constitution,” he said. “There is also no question that when the ministers pay back the money as ordered, they will be paying to the government. Therefore, the same government that is the guilty party in this whole equation is whom the Constitutional Court is rewarding instead of punishing. And all this is being done at the expense of innocent third parties; the ministers. Wrongdoers should be punished and not rewarded.”

Tembo advised the ministers who were ordered to pay back the money by the Constitutional Court to consider filing a lawsuit against President Lungu through the Attorney General, to compel him to indemnify them for the money that they have to pay back for illegally staying in office, since their illegal stay was at the instance of the President himself.

Alternatively, Tembo said the ministers should consider filling an application to the Constitutional Court for it to review its own ruling in the matter as the ruling is neither just nor equitable.

“Interpretation of the law must not be done blindly. It must be done with full consideration of the circumstances at hand. In this particular instance, the Constitutional Court blindly interpreted the law and ended up creating an injustice. Even from a labour law point of view, what the Constitutional Court has perpetuated through its blind judgment in this matter is a gross injustice,” said Tembo.
