Eleven Gold Scam Espionage Suspects Remain in Custody Following Court’s Decision

The eleven suspects implicated in both the Gold Scam and espionage case will continue to be held in custody until further notice, following a ruling by Chief Resident Magistrate Davies Chibwili at the Lusaka Magistrate Court. The court admitted the Certificate of Denial of bail issued by the Director of Public Prosecutions (DPP), Gilbert Phiri, thereby affirming the DPP’s authority to issue such a certificate in cases deemed prejudicial to the nation’s interests.

Magistrate Chibwili upheld the arguments presented by the DPP, asserting that granting bail to the suspects would be detrimental to Zambia’s interests. This decision follows objections by the defense lawyers, who questioned the validity of the Certificate of Denial of Bail, citing the Magistrate Court’s lack of jurisdiction to handle espionage cases.

However, Magistrate Chibwili clarified that the certificate was properly before the Lusaka Magistrate Court because the case record had been filed with it.

Furthermore, the Magistrate reserved a ruling for the following day regarding fresh arguments presented by defense lawyer Martha Mushipe. She argued that the DPP should provide reasons for issuing the Certificate of Denial of Bail, contending that the denial of bail for the suspects was unconstitutional since the espionage charge is bailable.

In response, the Magistrate directed the defense lawyers to file a summons for the Gold Scam suspects’ bail application, acknowledging the argument that their espionage case is bailable. The plea for the bail application had been submitted by defense lawyer Makebi Zulu.

This legal development stems from a case involving eleven suspects, including six Zambians and five Egyptians, charged with espionage due to their alleged connection to the Gold Scam that was uncovered at Kenneth Kaunda International Airport (KKIA) on August 13. Among the Zambian suspects are Kenneth Kaunda International Airport Police Commanding Officer Robson Moonga, State Security Officer Francis Mateyo, Commercial Pilot Patrick Kawanu, Accountant Oswald Diangamo, and businessmen Shadrick Kasanda and Dr. Jim Belemu. The five Egyptian suspects include Walid Botros, Mounir Awad, Mohamed Gooda, Yasser Abdelghafor, and Michael Botros.

The court’s rulings on bail and the overall progress of the case will be closely monitored by the public and legal experts.

BEYOND THE BUCKS: WHY INCREASING FUNDING FOR ZAMBIA’S PARLIAMENT DEMANDS A SECOND THOUGHT

ON September 8, 2023, the third session of the 13th National Assembly of Zambia will convene, marking the resumption of its proceedings. The session will kick off with an address by Republican President, His Excellency Hakainde Hichilema.

Guided by the Speaker’s leadership, the Assembly is composed of the Vice President, 156 elected representatives and 8 nominated members. In theory, the Zambian Parliament is one of the three independent arms of government, modelled after the Westminster system of government. In practice, it is the weakest of the three.

Beyond its legislative responsibilities, the National Assembly holds a pivotal role in overseeing the exercise of executive power. The roots of this duty are firmly embedded in Articles 63(2), 94, and 95 of the Constitution of Zambia.

This institution should stand as a champion of equity, safeguarding the aspirations and rights of every Zambian citizen. Regrettably, the prevailing sentiment among Zambians is that our National Assembly has not lived up to its potential in terms of scrutinizing and challenging executive decisions.

These public sentiments align with the truth. The Assembly merely rubberstamps or endorses legislative proposals and measures put forward by the executive branch. Ideally, our legislative body shouldn’t bear this perception.

It should instead be a dynamic and empowered entity, far from being perceived as bureaucratic and lacking influence. At its core, the legislature should serve as a guardian of our democratic equilibrium, ensuring a robust and balanced system that thrives on accountability and representation.

In its defence, the primary concern frequently echoed by the National Assembly revolves around insufficient funding. But the question that begs an answer is whether increased funding to the National Assembly could improve its effectiveness.

To answer this question, we must dissect the current state of the National Assembly and subsequently evaluate whether increased funding could indeed bolster its effectiveness.

There are several weaknesses and challenges that have hindered the effectiveness of the Assembly. These issues need resolution prior to government and cooperating partners considering any increase in funding.

One of the notable challenges is the prevailing supremacy of the executive branch over the legislative wing. Any proposal, motion, or bill seeking approval from the Assembly can only be passed only when the executive makes its endorsement.

Regarding private members’ bills, it’s even more remarkable that not a single piece of legislation has been introduced on the floor of the House or ever passed. So, the question arises, why is this the case? Could it be that the Standing Orders and the assembly’s leadership have created hurdles for backbenchers attempting to put forth legislation?

The dominance of the ruling party also extends to presiding over some general and portfolio parliamentary committees, which hold the responsibility of examining measures or bills that necessitate parliamentary endorsement.

Committees of parliament play a crucial role in overseeing and scrutinizing government activities, proposing and reviewing legislation, and conducting investigations. To address our parliament’s weak committee system requires a committed leadership within the Assembly and internal reforms, rather than funding.

There are several reasons why having committees led by opposition or independent members can contribute to a more effective system of checks and balances. Committees led by opposition and independent members often provide a more independent and impartial oversight of government actions.

Opposition or independent members are naturally inclined to scrutinize government activities and policies more rigorously to ensure transparency and accountability. This has been an impressive case with the Mwambazi-led Public Accounts Committee.

If committees lack the necessary autonomy and motivation, and their decisions can easily be overlooked by the whole House, their effectiveness can be compromised. On the other hand, when citizens see both ruling and opposition members involved in scrutinizing government actions, it lends credibility to the checks and balances mechanism.

In the past, we witnessed committees under the guidance of MPs such as Cornelius Mweetwa, where diverse perspectives flourished. This ensured that various viewpoints were brought into debates and decisions, fostering comprehensive outcomes. Under the leadership of the opposition and independent MPs at that time, discussions flourished, leading to balanced legislative and policy conclusions.

However, with the entrenchment of the ruling party’s influence within some committees, a cloud has settled over their independence. This entrenchment has granted the executive substantial control over legislative choices, consequently curbing the National Assembly’s autonomy in impartially examining and holding the government to account.

There is also a question of party royalty. By observing discussions on critical matters within the parliament, it becomes evident that certain Members of Parliament place greater emphasis on allegiance to their party rather than fulfilling their obligations to their constituents and the nation.

Parliament has had an opportunity to draw lessons from the United Kingdom and other countries where they visit. However, even when parliamentary leadership and MPs visit other nations, it often appears that these visits primarily serve as opportunities to receive allowances. Regrettably, WE the people, seldom witness tangible outcomes in terms of parliament applying the valuable insights acquired during their trips funded with taxpayers.

With few exceptions spanning over two decades, a consistent commitment to the party often results in a reluctance among MPs to question executive choices or ensure government accountability. This hesitancy stems from apprehensions of potential repercussions originating from their party leadership.

There is another weakness of the National Assembly’s limited capacity for thorough debate and oversight. Time constraints, the constant gagging of MPs by the Speaker and Second Deputy Speaker and a lack of resources may prevent MPs from engaging in in-depth discussions on important matters.

As a result, debate in Parliament shows that crucial legislation does not receive the level of scrutiny necessary to ensure its effectiveness and alignment with the public interest. Time should never be major hindrance in conducting in-depth discussions on crucial bills and matters. It is better to enact very few bills that are well-debated and scrutinised than rush parliament, thereby necessitating further amendments within a shorter time.

Members of Parliament also need to build a technical expertise and research support and this is probably where resources may be needed. In the United States, Senators have research support staff which enhances their ability to analyse complex issues effectively.

Without access to reliable and well-researched information, MPs might struggle to understand the implications of proposed legislation or government actions, reducing their capacity to provide meaningful checks and balances.

Further, public accountability and public trust in our National Assembly has gravely been affected by the lack of transparency in its operations, including budget allocations and decision-making processes especially for committees that hold their meetings in camera.

Why should the ratification hearing for members appointed by the President be shrouded in secrecy when deliberations in all other committees are broadcast on its radio and television stations? A National Assembly that is itself not transparent cannot be expected to be effective in providing checks and balances.

The tendency for MPs to vote along party lines rather than based on the merit of the legislation is a common issue in many jurisdictions. But this reduces the opportunity for independent decision-making and can lead to decisions that do not necessarily reflect the best interests of the country.

Finally, the question is to what extent can a Member of Parliament hold Parliament itself accountable for actions done by Parliament? For example, the Constitution has vested in all persons the right to defend the Constitution, and this includes Members of Parliament.

Where Parliament has made wrong decisions or passes orders, rules or laws in breach of the constitution, to what extent can a Member of Parliament invoke Article 2 right to defend the Constitution?

While the general concept is that parliaments world-over ought to get funding, increased funding for our National Assembly would achieve nothing substantial. A focus solely on funding might divert attention from addressing underlying structural and procedural issues within the assembly.

Reforming the assembly’s internal mechanisms and promoting a culture of accountability and independence is equally crucial at this point. To thus address the National Assembly’s weaknesses and strengthen checks and balances, a comprehensive approach is needed that includes reforms to enhance independence, transparency, oversight capacity, and the alignment of MPs’ interests with public welfare.

One may argue that weaknesses exist in all parliaments in Africa and around the globe. But it’s important to emphasize that there are exceptions to these trends, and many African countries have vibrant, engaged parliaments that play a crucial role in governance and oversight.

For example, countries like South Africa, Ghana, and Kenya have active and independent parliaments that engage in robust debates and carry out effective oversight. These parliaments require appropriate funding to function effectively, despite challenges that might exist in other countries.

The treasury and Zambia’s cooperating partners ought to appreciate the fact that increased funding that does not lead to visible improvements in the Assembly’s effectiveness could lead to public disillusionment and increased scepticism about the impact of additional resources.

Simply pouring more funding into the National Assembly without addressing these issues could risk perpetuating or exacerbating existing challenges.

LUSAKA – Republican President Hakainde Hichilema and his family this afternoon continued with their community service initiatives with the drilling of seven water boreholes to be located in each of the seven constituencies in Lusaka as a way of supplementing the Lusaka water and sewerage company.

The President who is using personal resources as a way of commemorating the second anniversary of the UPND in Government held a ground breaking ceremony for the project in Kabanana area of Mandevu Constituency of Lusaka.

Today’s ground breaking ceremony will culminate into the sinking of one water borehole in each of the seven constituencies of Lusaka district whose siting will be decided by communities that are hard hit by water shortages.

This according to President Hichilema is one way of giving back and celebrating with communities that braved August 12th, 2021 to vote for him and the UPND into office.

This UPND has placed clean water and sanitation as one of its major pillars in its governance manifesto as evidenced by the insistence on ensuring that all public places such as schools, clinics and markets are connected to clean safe water to avoid the spread of water bone diseases.

The UPND is celebrating its second anniversary under the theme : 2 years of turning challenges into opportunities.

The answer is that it doesn’t matter the system Color of the cat so long it catches the mice.

I have read a statement from a respected member of the Zambia’s politics saying socialism is dead. That is a very alarming statement coming from a person that aspires for the job in the land.

First of all I would like to say that socialism and communism are two different things. We have never had a country practice communism before. Communism is much advanced and its system is much more close to what the bible describes heaven.

On the other hand, full capitalism has never been achieved in any country because even in the USA, the government still owns companies and when there is a crisis like we saw in 2008 or during the pandemic, the government has used socialist principles to sort out the mess like giving money to citizens and companies for free!!!

The USA favoured to be a capitalist state has even a socialist health sector when Obama introduced universal healthcare under what is known as Obama care!!! When we boast of free education, that’s a socialist principle of providing universal access to education.

China, Austria and Germany are example’s examples of socialist countries! Wait a minute! Am sure you are shocked that Germany and Austria are socialist countries. Vienna is the best city to live in the whole world and guess what? It’s been run by socialist governments! The housing and everything including cleaning is done by the city government as opposed to the private sector.

The reason why socialism has never thrived in most countries is that the IMF and World bank has fought it in developing countries. Cuba a socialist country has been under sanctions so how do you expect it to show good results? China is a socialist country and the author of that statement was in clothes made in China and using a phone made in China but saying socialism is dead!!!!

The best economic system is what that delivers results. We need capitalist systems in sectors where the private sector is efficient and we need the public sector is sectors where they thrive better!

Saudi Arabia practices socialism in its oil sector and hence their ability to convert oil earnings into national development. But if the private sector owned the oilfields, I don’t think taxes would even have built a single road in that country.

Socialist is not a political but an economic system. So we can’t confuse socialism and dictatorship! Socialism just like capitalism are economic systems and not political systems! So one can’t say socialism are dictatorial tendencies!

In a country like Zambia, the private sector unfortunately can be very unhelpful in terms of improving the lives of citizens! The private sector is a survival of the fittest game. So where necessary we need to give FISP to farmers (Subsidies like FISP are socialist principles). The USA, Europe including Russia provide heavy subsidies to its farmers and companies so they thrive. So when one says socialism is dead then we would want to have them go read the books again.

Readers should also note that Russia is not a communist state. It’s a market economy that practices socialist principles in its major economic sectors. Russia has both universal health care and public funded education but they run alongside private sector run systems. It’s a mixture. The same is true for the UK, China and other countries. So let’s not confuse things!

Socialism is not dead and no country in the world is a capitalist state. Capitalism cannot not be achieved in its pure form. You can support capitalism and then be against the privatisation of ZESCO!

To understand socialism vs capitalism one needs to read the difference between the organic and mechanistic views of government. If I have time, that will be my next article.

178 Groups, Clubs Benefit From K5 Million Mafinga CDF

178 COOPS, CLUBS BENEFIT FROM K5 MILLION MAFINGA CDF

Government has disbursed over five K5 million Constituency Development Fund (CDF) to cooperatives and clubs in Mafinga District in Muchinga Province.

Speaking during the handover ceremony at Thendele market, Mafinga Member of Parliament Robert Chabinga said a total of 178 cooperatives and clubs have benefited from the 2023 CDF loans and grants component.

Mr Chibinga said a total of 53 beneficiary groups were approved under the loans component and received K3, 227,784 while under grants component a total of 125 groups received K2.121 million.

The Mafinga MP further urged the recipients to make good use of the funds saying the CDF money is not meant for sharing.

Mr Chibinga said those who will be found misusing the money will face the law, adding that the funds are meant to uplift their living standards.

And Mafinga CDF Committee Chairperson Delixe Singogo thanked government for empowering residents of Mafinga Constituency through CDF loans and grants.

Mr Singogo said he is confident that the beneficiaries will use the money to boost their businesses.

“Most of these people who have benefited are already in business and have been struggling to find money to boost their businesses but now their businesses will be boosted,” he said.

Mafinga CDF Committee Chairperson observed that people’s lives have improved already through the CDF.

And one of the beneficiaries Pestone Singongo from Muyombe ward who received K60, 000 said since 1994 when he started his business, he has not benefited from any loan or grant from government.

“This is my first time and this money will help me a lot, I thank government for this gesture,” He added.

And Matilda Muwowo of Thendele ward who is running a poultry project said she is grateful to the government for the funds.

“I bought 50 chickens and I was struggling to buy feed for the chickens and other things but now with this K25,000 I have benefited from CDF I will be able to run my business very well,” said Ms Muwowo.

She explained that she will also increase the number of chickens so that her business can further improve.

Govt Rejects Fred M’membe Claims Of Foreign Influence In The Recently Held Zimbabwean Elections

GOVERNMENT REJECTS FRED M’MEMBE CLAIMS OF FOREIGN INFLUENCE IN THE RECENTLY HELD ZIMBABWEAN ELECTIONS

GOVERNMENT has described claims by Socialist Party leader Fred M’membe alleging foreign influence in the SADC Electoral Observation Mission (SEOM) preliminary report on the recent Zimbabwean elections as unfounded.

Minister of Foreign Affairs and International Cooperation Stanley Kakubo said casting assertions that President Hichilema or any other person could have influenced the outcome of the recently concluded election is a misguided notion.

He said such claims lack a substantiated foundation and detract from the impartial nature of SEOM’s efforts.

“Given Dr M’membe’s background as a qualified lawyer, it is presumed that he is well-aware of the fundamental principle that serious allegations, such as the ones he made, suggesting external foundation sponsorship of various leaders, must be underpinned by concrete and verifiable evidence.

This premise stands as a cornerstone within legal discourse and investigative practices. The absence of substantiated claims not only jeopardises the credibility of the individual making such allegations but also diminishes the integrity of their arguments, reducing them to the realm of baseless informal speculation,” he said.

Mr Kakubo said it is essential, therefore, to refrain from engaging in personal attacks directly or overtly targeting individuals associated with the vital work of SEOM, as such actions prove counterproductive.

And the Minister said President Hakainde Hichilema as the Chair of the SADC Organ on Politics, Defense, and Security Cooperation, is yet to receive the comprehensive SEOM report on Zimbabwe’s elections.

“This report, as a matter of protocol, will subsequently be presented before the entire SADC leadership, ensuring a collective and judicious evaluation. Thus, personal attacks on the President not only come across as premature but also suggest a need for more mature reflection, especially considering the present absence of a comprehensive foundation for assessment,” he said.

He said the Zambian Government remains steadfast in promoting thoughtful, respectful, and evidence-based discussions in all regional and democratic matters. Through a diplomatic and principled approach, we aim to contribute positively to the collective progress and stability of our region,” Mr Kakubo said.

THE GOLD SCANDAL: IS STATE HOUSE THE COMMAND CENTRE?

Yesterday, Mr Francis Mateyo, a State House security officer, appeared in the Lusaka Magistrate’s Court alongside other accused persons in the gold gate scandal.

Mr Mateyo is part of the UPND cadres, who were encrypted into the State House security after Mr Hakainde Hichilema took over office as Head of State. Mr Mateyo is believed to be a loyalist and a very close, very trusted and strong ally of the Mr Hichilema, right from his days as an opposition leader.

When we first picked up intelligence about the gold gate scandal at KKIA and the alleged involvement of Mr Mateyo, one of Mr Hichilema’s trusted security officers at State House, we immediately raised alarm and advised that it was vital for Mr Hichilema to control the evil, disgraceful and morally objectionable activities being peddled by certain identifiable individuals within State House.

Regrettably, our well- intentioned counsel was met with the habitual vicious and malicious attack against us. Even the government officially rubbished the alarm we had raised and called a bluff against us. We were denounced, insulted and slandered by Mr Hichilema’s State House controlled rogue or guerrilla media channels – Koswe and Zambia Watchdog.

Our offence was simple: we exposed what had become a very serious and real crime involving one of their own. It’s clear they never wanted the truth about what happened at KKIA to be known. They were determined to put a lid on it and pretend like nothing happened! This explains why even Mr Mateyo’s capture was hidden from the public until yesterday when he was aligned before the courts. The DEC and other law enforcement agencies went to town posturing and parading all other suspects with an exception of Mr Mateyo, why?

The question is: why have things been handled this way? Did they think the gold gate scandal was going to remain hidden from the public? What was the purpose of that arrogance, insults and hostility towards us? With all that has been offloaded so far and many questions still hovering around Mr Hichilema over this scandal: how will the Zambian people believe that justice will be served in this matter and the real culprits brought to book?

And now that it’s obvious that they’re trapped and embarrassed about the way things have turned out; the only word left for Mr Hichilema and his praise singers at this moment is: “You’re on your own”.

But hang on! Not so fast. What has changed? It’s people like Mr Mateyo we cautioned Mr Hichilema about. It’s these same people they sat, drunk and ate with, not so long ago. No wonder, they were so relentless in trying to defend, insult and threaten those who dared to speak the truth about the gold gate scandal. But now that things have gone sour and getting worse rapidly, they shamelessly want to wash their hands off their man.

Clearly, those linked or are close to Mr Hichilema can only be “on their own” once caught, if not caught, they remain trusted and loyal companions of Mr Hichilema and his league. What a mistake? What hypocrisy? What kind of corrupt leadership is this?

Now they are ashamed because one of them has been mentioned in this mess. They are ashamed and speechless because they too have been caught in their own lies, denials, deception and manipulation.

We have not forgotten how haphazard press briefings were called and all manner of lies and theories were made to defend and justify the gold gate scandal, and distance State House from it. Within hours of the scandal blowing up, we saw how the Minister of Mines, Mr Paul Kabuswe became a mineral expert and talked down on all critical voices, including myself with grandiosity and contempt. Similarly, we saw how the Minister of Home Affairs and Internal Security, Mr Jack Mwiimbu warned politicians against scandalizing the Presidency and State House over the gold gate scandal.

So, now that the dirty is out, what has Mr Hichilema, Mr Mwiimbu and Mr Kabuswe got to say about the gold gate scandal? Mr Kabuswe called us foolish. But we ask the same question he asked us during his press briefing at that time: who is looking foolish now?

Well, we have been vindicated. We said it that there was way too much filth and scum in State House. We warned Mr Hichilema but they responded with the usual malice and insults. As the Tongas say: “Yabeja makani baasa”, and the Bembas also say: “Ifyakulya ubushiku fitulila ku malushi”.

But where does this end? Who else is involved? How many “Mateyos” is Mr Hichilema still working with State House today? How deeply involved is State house in this scandal?

That said, we hope Mr Hichilema is treating the Anti-corruption Commission’s US $500,000 bribe investigation against his Solicitor General, and trusted lieutenant and ally, Mr Marshal Muchende, who stands accused of running a bribery scheme, with objectivity and urgency, or else, a similar outcome awaits him.

The Patriotic Front says attempts to prevent them from excersing their democratic rights by the UPND government is a waste of time because they are not moved .

Speaking on the burning issue program on 5fm radio this morning, PF information Chairperson Hon. Raphael Nakacinda stressed that the PF had done everything according to the book in preparing for the rally that should have taken place on August 26 , at which the party was going to unveil its 2023/2026 strategic plan and road map .

Nakacinda said it was after the party released the adverts for the said event that the UPND government became agitated because they saw how much the public welcomed the move and how eagerly they were looking foward to the event.

He said it was truelly laughable that the Inspector General of Police had given the excuse of not having enough officers to manage the security at the rally yet managed to deploy 500 police officers complete with armoured vehicles to prevent the rally from taking place .

He Said the UPND knew that amidst high prices of commodities , high utility bills, and unbearable hush living standards , the people of Zambia were looking for a message of hope which the PF were going to deliver to them at the rally, something which the UPND were not going to allow.

Nakacinda said the UPND had failed miserably in their governance and that the PF was the obvious alternative for the Zambian people because their development track record was there for all to see .

Nakacinda has intimated that the PF has several programs lined up where they intend to engage the people of Zambia and give them hope.

” We have rallies lined up for Central province and Copperbelt province , fundraisers, and then the Lusaka rally scheduled for October, ” he said .

Nakacinda has since promised the people of Zambia that PF is nowhere near dead but that in the past two years, it had taken time to re-strategise , regroup , reflect, and reorganise and was now back in full force as a government in waiting .

TRUTH VS LIES

I have taken note of a number of statements, articles and interviews made by my dear brother, Dr. Fred M’membe of the Socialist Party. The statements are all based on our recent tour of duty to Zimbabwe under THE SADC ELECTORAL OBSERVATION MISSION.

I note that Mr. MMEMBE, rather than comment on the actual emperical and scientific findings of our report, has gone to great lengths to issue unsupported, unsubstantiated, untrue, cunningly devised stories and conspiracy theories attacking the Integrity of myself, His Excellency the President of Zambia Mr. Hakainde Hichilema, and many other persons including SADC and the EU.

I wish to state that I will be responding to the many points he raises in the interest of defending the truth from the war of lies that he has chosen to wage.

I will specifically deal with the following issues:

Mr. M’membe believes that anyone who does not agree with him on an exclusively socialist agenda should be labeled as “puppets and agents of westen imperialism”

Mr. M’membe wishes to create an impression that certain Observer Mission Reports looked similar and so they must have been plagiarized or doctored by the same person. He forgets to mention that these things have standards. Just like in Accounting, different Audit firms will independently produce Audit Reports but they all look similar because accountants use similar templates to ensure that Financial Statements and the accompanying Audit reports are consistent and comparable between periods and countries and firms. Infact, this also holds true for laboratory reports, SPECIALIZED engineering reports, and legal reports have standards in how they are to be presented. This is perfectly normal. I am sure Mr. M’membe knows this well. But, he also has a dark, manipulative side to him that compels him to deliberately choose to misinform those who may not be too familiar with such reporting standards. He convincingly claims that the similarity in presentation between the EU report and the SADC report is “suspicious.” Why has he removed the other two reports, which also followed the same or similar presentation style? Does Mr M’membe really find it strange that the SADC and EU reports BOTH give an Exception Report?. Anyone with experience in these things will tell you that the mere fact that there is a strong degree of agreement and correlation in the two reports and in all four shows that the findings must be objective. Again, he doesn’t say this but he cleverly says the similarity in reports means they were doctored.

3. LIE NUMBER 3
Mr. M’membe is becoming desperate in selling a dangerous lie that the current President of Zambia, Hakainde Hichilema was in fact installed by agents of western Interests. But he forgets to deal with glaring facts such as, Did HH vote for himself? We all saw people turn out in huge numbers to cast their votes, and even then, the victory came through a very, very difficult process and series of challenges. Fred M’membe must not be allowed to steal the people’s victory and effort and, in a perfect act of manipulation, turn the peoples victory into what he shamelessly refers to as an ‘act of puppet installation by some invisible hand from the west”

4. LIE NUMBER 5
Fred M’membe has no data about this election. This is why he has failed to address any of the technical issues raised in the reports. Instead, he has taken advantage of the reading culture of our people, and started calling everyone who stands for freedoms and who stands for a fair electoral process as “puppets of the west.” This is despite the fact that since 1991, Zambia maintains a clearly articulated position of enganging with all countries regardless of whether they are from the west, or the east in pursuit of our own Zambian Interest. We are not anyones puppets, but we are servants of the people.

But because Fred M’membe is himself a stooge and a puppet of Communist ideas and ideologies, he knows that the only way he can create political space for himself, and try to ressurect a dead political ideology like SOCIALISM is by painting everyone else as puppets of the west. Let him do Zambians a favor and also name and shame himself as a wannabe puppet of the Communists. We say wannabe because everybody knows Fred. Fred doesn’t even believe in socialism himself. Fred is a product of free enterprise. Just check his own history in business. Fred wouldn’t even remit taxes in the interest of the state, the poor and those in need of social support, but we all know how his greed and insatiable desire to hoard wealth brought him into trouble with the “Taxman.”

5. LIE NUMBER 5
Mr. M’membe clearly has every right to congratulate the new government of Zimbabwe after their declared electoral win. That is everyone’s prerogative. However in his broadcast interview, he peddles another very dangerous LIE. He claims that it is very difficult for ZANU PF to hand over power to the very people who colonized us for many years and since a number of leaders in government are still from that era, then they should never handover power. Surely, OUR PARTY, the MMD did not exist in vain. It is this type of thinking which we already destroyed in 1991 when Zambians retired UNIP through the ballot. Even the MMD was removed through the very democratic process they heralded, NO QUESTION. Even the PF was removed from power through the will of the people. Africa must never start to think that being a liberation movement or a Pan African movement means subverting the will of the people through Election manipulation, this is backward thinking and it tells you the kind of Leader Mr. Mmembe is.

These are just 5 Lies I have picked up by combing through his recent outbursts, but I can assure you that there are many more lies and half truths, creatively mixed by this editorial master and Father of Lies. In all honesty, when it comes to twisting and distorting facts to create a false story line, Mr. Fred M’membe is a master of his craft. Nonetheless, it is his narcissistic personality that worries me more. Mr. M’membe is a man with no conscience, no fear of God, no respector of historical facts, or figures, He is a man on a dangerous warpath to get to the top at all costs, and his weapons are numbers, figures, letters words, pictures and historical facts, which he twists cleverly to hoodwink the unsuspecting readers.

Zambia can never be socialist or communist and it shall never be. Zambia can never go back to dictatorship and stronghandedness. Zambia remains a champion of liberty, of freedoms, and a beacon of hope to those who wish to freely pursue their life, enterprise, happiness and Conscience.

Trying to to advance a socialist agenda in a flourishing democracy which considers itself a Christian Nation is tantamout to trying to resurrect the dead using Hot Water. IT IS A LIE.

Lawyer fumes over DPP’s “no bail certificate” for gold scam suspects

LAWYER representing five Egyptian nationals involved in the gold gate-scandal, Lubinda Linyama yesterday fumed over instructions issued by the DPP that all accused persons linked to the “gold scam” should not be granted bail.

Linyama who proposed that the instructions be vacated, for being filed before a court lacking authority to try a charge of espionage which his clients stand charged, said it was ridiculous for the State to suggest that a Court cannot question the powers of the DPP.

The Egyptians identified as Walid Fahmi Botros 35 a businessman and farmer, Mounir Gerges Awad 46, an industrial worker, Colonel Mohamed Gouda 45 a retired military personnel, Yasser Mokhtar Abdelghafor 46, a security personnel and Micheal Adel Michel Botros 40, a businessman were arrested at Kenneth Kaunda International Airport on August 13, 2023 prior to completing a deal involving 602 ‘fake’ gold bars weighing 127.2 Kg, worth US$5.7 million.

The quintet who is charged with espionage is co-charged with six Zambians businessman Shadrek Kasanda, 33 of Ibex Hill, Mahogany Air pilot Patrick Kawanu 41 of Silverest Chongwe, Oswald Diangamo 38 an accountant and managing director at ZamQlik solutions limited, of Chilanga, Francis Makai Mateyo 52, a State security officer of Lusaka west, KKIA police commanding officer Robson Moonga and Mahogany Air proprietor Dr Jim Belemu 59 of house no.16020A great north road.

It is alleged that the 11 on August 14, whilst acting together entered a protected place the Kenneth Kaunda International Airport for purposes that were prejudicial to the safety and interests of the Republic of Zambia.

The Egyptians who were clad in black hoodies paired with thick black glasses during their Court appearance, had the charge explained to them together with their Zambian conspirators by Lusaka chief resident magistrate Davies Chibwili.

The accused indicated that they understood the charge but Magistrate Chibwili informed them that they would not take plea as espionage is only tried by the High Court.

“I have not asked any of you whether you admit or deny the charge. This is because the charge you are facing is not triable by this court. You are merely appearing for explanation of the charge,”he said.

At this point State advocate Gracilier Mulenga indicated that the Director of Public Prosecutions Gilbert Phiri had issued a certificate denying the accused bail pursuant to Section 123(4) of the Criminal Procedure Code.

Phiri indicated that the State’s interest is likely to be prejudiced if the accused is admitted to bail.

However Linyama was shook that the State filed a certificate of no bail before a Court that is not clothed with the authority to entertain bail applications on matters bordering on the State Security Act.

He said the discretion to admit an accused person who is charged with espionage to bail, is a preserve of the High Court.

“What is shocking is for this court to proceed and receive court process or receive any instructions apart from explaining the charge. The role of the court is to simply explain the charge and defer the matter to a next date for mention as we wait for a certificate of committal to the High court,” Linyama said.

“Even the consent to prosecute is not on the record how do we rush to bail when there is no consent to begin with? The court should limit its power to explaining the charge and defer the matter to a next date. With utmost respect your honor issues to do with bail are not for you, not today.”

Martha Mushipe who is representing Dr Belemu said the instructions issued by the nation’s chief prosecutor was procedurally wrong as it ought to have filed before a superior Court with competent authority.

Former Solicitor general Abraham Mwansa submitted that assuming Phiri’s decision was proper, he ought to have consented to the prosecution of the matter and thereafter issue a certificate for no bail if he so wished.

“We would urge the State to withdraw the certificate tendered in court for the reason that the Court has no jurisdiction to try the matter and is not in a position to admit the certificate tendered,” Mwansa suggested.

Other defense lawyers equally adopted submissions by Mwansa and Linyama and demanded that the certificate be withdrawn as it was prematurely filed before a wrong Court.

In standing by Phiri’s decision Mulenga said
though the matter is triable by the High Court the Subordinate Court would have been forced to hear applications for bail if Phiri did not block such attempts by invoking section 123 (4) of the Criminal Procedure Code (CPC).

“The section invoked by the DPP can be invoked at any stage of the proceedings and doesn’t have to wait for the accused to appear before the court that has powers to try the charge,”Mulenga explained.

“The subsection does not restrict the timing when the powers can be invoked. The office of the DPP is autonomous, the DPP is not subject to control be any person. Expunging the certificate will amount to interfering with the powers of the DPP as guaranteed by the constitution.”

She added that Phiri is within the law to restrict the accused from pestering Courts to admit them to bail.

The State further submitted that the offence of espionage is not among the offences the Subordinate court cannot exercise its powers to grant the accused bail.

It said it acted proactively as there’s nothing irregular about the action taken by the DPP and no legal ground will justify its withdrawal.

The response by the State relating to the DPP’s office being autonomous angered Linyama who charged that his clients were not interested in bail but a speedy trial.

“We are not here to discuss bail Let’s no digress. What was the purpose of bring this application to paint our clients prejudicial in the eyes of the court ? Can a court exercising its jurisdiction tamper with the office of a constitutional office bearer that is ridiculous!
The court has power to question the decision of the executive,” said Linyama.

“We are ready to start trial even tomorrow, we are not interested in bail. What we came here for is for the Court to explain the charge to the accused that’s it. The issue of bail is not procedural. The Court’s hands are tied the State should assure our clients that they will have a speedy trial not to talk about Section 123.”

Mwansa insisted that the Court cancels the instructions for no bail issued by the DPP as it was wrong to issue the same at this stage.

Magistrate Chibwili reserved ruling for today at 14:00 hours.

The SADC Troika consists of Zambia (the chairperson), Tanzania (the deputy chairperson, and Namibia (the immediate past chairperson).

The leaders of Tanzania and Namibia have both congratulated President Mnangagwa on his re-election. President Cyril Ramaphosa has done the same. But Mr Hakainde Hichilema is yet to do so because the candidate he reportedly supported lost the election.

The man he unilaterally chose, Mr Nevers Mumba, to represent him in Zimbabwe’s election released a discredited and biased preliminary report that is likely to be thrown out at the next SADC meeting because both Mr Hichilema and Mr Mumba could not declare interest.

Why did Mr Hichilema, in his capacity as incoming chair of the Troika, appoint Mr Nevers Mumba to head the SADC Electoral Observer Mission (SEOM), given his known and close ties to both Mr Nelson Chamisa, one of the presidential candidates in the just ended Zimbabwean election, and to Hichilema, who himself is very close to the CCC leader?

I use the term “incoming” deliberately because Mr Hichilema, at the time he announced the appointment of Mr Mumba on 14 August 2023, was not yet chairperson of the SADC Troika on Politics, Defence and Security. Although the ultra-urgency that Mr Hichilema demonstrated when appointing Mr Mumba is in itself curious, what is most striking and raises questions about his judgement was the choice of a person whose impartiality was always going to be questioned to lead the Mission. Why not appoint someone who won’t give ZANU-PF reason to discredit the Mission’s findings – however legitimate they may be?

What criteria was used to appoint Mr Mumba? If it was because of his role as former vice-president of Zambia, what disqualified the several other ex-veeps of Zambia who are still alive? If it was because of his role as opposition MMD president, what disqualified the several other leaders of opposition parties in Zambia?

Why did Mr Hichilema choose Mr Nevers Mumba to lead the SEOM to Zimbabwe? What particular individual qualities did Mr Mumba have that other former vice-presidents and opposition leaders in Zambia lacked? Was Mr Mumba really the best candidate for such a sensitive role that requires utmost levels of impartiality and maturity? Had Mr Hichilema exercised caution in his choice of the person he appointed to lead the Mission and understood that the credibility of its report rests on the credibility of its membership, the apparent or emerging divisions within the Troika – and potentially within the SADC itself – may have have been avoided.

But that is how betrayal is; hypocrisy, treachery and ignorance can be a very big a problem but they all have limits to their power and influence. What Mr Hichilema forgot was that he could only masquerade or present his fake image to the region and the world for a short period before shame visited him.

Clearly, hiding his true identity as an imperialist puppet has lamentably failed. We hope he has learnt something from this mistake.

The goldgate scandal case is now confusing. First, up to now, no one is claiming the gold. Meanwhile, DEC is not disclosing how much more money (dollars) has been recovered from the initial amount publicly stated.

Meanwhile, in the indictment as disclosed by DEC this afternoon, there is no mention of “gold” and dollars? “Guns” “ammunition” but only allegation is “espionage”.

Perusal of the State Security Act, appears not to list possession of gold or “fake gold”, as an offence under the Act. Nor does the Act list possession of dollars, genuine or fake, guns, and ammunition, as an offence.

For avoidance of doubt, Section 3 provides as follows:

“Any person who, for any purpose prejudicial to the safety or interests of the Republic

(a) approaches, inspects, passes over, is in the vicinity of or enters any protected place;

(b) makes any sketch, plan, model or note or in any manner whatsoever makes a record of or relating to any thing which might be or is intended to be directly or indirectly useful to a foreign power or disaffected person;

(c) obtains, collects, records, publishes or communicates to any person any code, password, sketch, plan, model, note or other document, article or information which might be or is intended to be directly or indirectly useful to a foreign power or disaffected person; or

(d) without lawful excuse damages, hinders or interferes with, or does any act which is likely to damage, hinder or interfere with, any necessary service or the carrying on thereof;

shall be guilty of an offence and liable on conviction to imprisonment for a period of not less than twenty years but not exceeding thirty years.”

Or is it because the accused approached, inspected, or flew past or over the airport facilities, or parked their planes in the vicinity of or entered the presidential pavilion or its parking area?

Well, whatever happened, prima facie, this case is text-book example of the infamous traffic offence-cum treason case in Mongu in 2017.

Only time will tell.

Bally has shunted alliance partners!

It seems the UPND-Alliance was a convenient pact that was not to hold together for long. Or it could be that others jumped providentially into a vessel that was destined to float without danger to the brighter destination. They had smelt victory. So why not join now than after they emerge triumphant? But it is also true to state that the UPND needed others to defeat the PF resoundingly. That killer punch wasn’t theirs alone. It was combo victory. Again we are reminded that in politics, after all, there are no permanent alliances; only permanent interests.

Today, Eastern Province Movement for Democratic Change (MDC) chairperson Jacob Mwanza says the UPND is slowly distancing itself from political parties that helped it form government.

“I am slowly observing that the tag of alliance is dying down, which is a worry and a big worry. So we need to work on this one as quickly as possible because it’s not good. We went into this thing together. We fought together because we never wanted those people who were there,” said Mwanza. “We tried to work with them but the moment they realised they had money, they had the muscle, they had the power, they started disregarding our party at that time and what was the result? It’s for all of us to see. We don’t want such things to happen. We should be into this thing together. The alliance should work for the benefit of all the people. We should all work together.”

Jacob could be right.

John F Kennedy once said, “Lofty words cannot construct an alliance or maintain it; only concrete deeds can do that.” We don’t seem to be seeing activism from the UPND-Alliance. Other members have gone quiet so much that one wonders whether they have silently dissolved their parties into the UPND!

It could be argued that the UPND wasn’t going to form government without the help of a loose alliance of some sort. No matter the malfeasance and, or misgovernance of the PF, the UPND needed a massive non-support group to turn against the then ruling party. Otherwise, the Patriotic Front would have remained in government. This is why it’s surprising today to note how the leadership has cunningly wiped out of its lips the UPND-Alliance government talk and replaced it with the new dawn. Under two years, the UPND Alliance ceased to exist! Alliance members today are shadows of themselves who can’t even stand on their own feet to point at anything the alliance has achieved. We haven’t seen anyone of them visiting party structures or reorganising, apart from UPND secretary general Batuke Imenda doing some party mobilisation. It seems Bally has used his boardroom wits to outdo them without a fight. At the same time alliance presidents are stuck

“in the alliance” of convenience not knowing what to do next and where to go! Further, come 2026, what song will the alliance partners sing on their campaign trails; for whatever has been achieved and not achieved is under the “new dawn government”! Bally has proved to be the Pavlov of Zambia. In effect the so-called

alliance partners have been shunted, totally silenced – if not annihilated. They can’t offer checks and balances to their own administration just as they have been kept at arms length to provide some semblance of advice. The few moments you see some leaders of the alliance it’s at isolated state functions to sip some drinks and partake of meals. Obviously, under the status quo Hakainde is the winner. He’s in full control.

Thucydides reminds that, “Now the only sure basis of an alliance is for each party to be equally afraid of the other.”

So has Hakainde impressed and shifted to himself supporters and sympathisers of his alliance partners? If not, how is he cultivating that swathe which brought him to power? Hakainde has, it seems, so far been shrewd to remove political attention – limelight – from his alliance partners but at what cost when his

mandate is up for renewal?

Henry Kissinger once said, “We cannot always assure the future of our friends; we have a better chance of assuring our future if we remember who our friends are.”

Time will tell!

The opposition should state why they want to come and councel free education in Zambia which has been introduced by the UPND govt , zambians are very interested to be told what was wrong by this govt to employ over sixty thousand workers in less than two years , what was wrong to pay retirees who were waiting for their hard earned benefits for over five years , the reintroduction of meal allowances for university students including the increase in university bursaries , the stop to Political violence in the country which was facilitated by PF leaders to kill and brutally attack fellow zambians because of political affiliation , among the good and better things we see today ,who is that person saying zambia should return to it’s pathetic history ways ?.

The opposition should not be very frustrated because president HAKAINDE HICHILEMA is not the kind of leader who is going to offer benefits to be supported by any opposition leader , we have not forget how opposition leaders were made to move an agenda against president HAKAINDE HICHILEMA , a strange phenomenal in this country ,where the opposition were paid to fight a fellow opposition leader to ensure not only disturb his support but to prevent the current president from being on the ballot papers , so that he didn’t become president of this country .

We expect any opposition leaders to be courageous enough , they should state in particular to whom president HAKAINDE HICHILEMA is loosing support to . If whynter says so ,he must be greatful to tell zambians that president HAKAINDE HICHILEMA is loosing elections to him in 2026 ,so that zambians should stop listening to wild statements each time an opposition leader tells the nation of what he thinks . It will be easy to respond to them with meanings.

A lot of political parties are symptomatic to these usual statements stating that in 2026 president HAKAINDE HICHILEMA is loosing elections to people who are politically undressed . The one recognised as the biggest opposition Political party has no party president for almost two years now to contest the 2026 elections and probably they may never have one to present . We have heard opposition leaders like KBF being misled by PF friends on his launch for the party that he wants to fix president HAKAINDE HICHILEMA , how far has he gone ?, did he think PF leaders can support him to become president of zambia and lead them ? .

Some opposition leaders are just lone rangers ,even their children and wives belong to other political parties and they can’t vote for them . why should they be telling zambians that in 2026 zambians are changing govt , they lead political parties , so why are they not telling us they are going to be president of this country than just using the phototropic tests on zambians . Let the opposition leaders tell zambians in their specific reasoning that zambians are voting for anyone of them by their names to change president HAKAINDE HICHILEMA . This is the courage we want to see than just being rhetoric like people coming from a cocktail party .

The responsibility of governing a country will never return to looters ,and their cartels . President HAKAINDE HICHILEMA is unmatched , the bar has been elevated , the opposition should not be politicking like spider vibrations to test the people’s attention . The UPND party will stand in govt for a very long time if the quality of debate and political presentations still remain poised at president HAKAINDE HICHILEMA as a person , because we know why opposition leaders are being polluted by PF motives in opposition as they were , PF still thinks there is no one from other regions who can be the best president because of associating the presidency with principles and disciplined characterism . Spanish FA chief Luis Rubiales’ mum goes on hunger strike until Hermoso ‘tells truth’ on kiss

Luis Rubiales’ elderly mother has locked herself in a church and gone on a hunger strike over the “inhumane witch-hunt” against her football chief son.

The wild act came as Spanish prosecutors announced they would open a preliminary investigation into Rubiales’ actions at the World Cup final when he kissed player Jenni Hermoso on the lips.

In a statement on Monday in Madrid, the Spanish national court said “prosecutors from the national court have opened a preliminary investigation to look into the facts, which could constitute an offence of sexual assault”.

It comes the Spanish footbal federation’s regional presidents asked suspended chief Luis Rubiales to resign immediately.

“After recent events and the unacceptable behaviour that has seriously damaged the image of Spanish football, the presidents request that Luis Rubiales resign immediately as president of the RFEF,” the federation said in a statement.

The Spanish football boss has claimed the kiss after the end of the World Cup final between Spain and England in Sydney, just over a week ago, was “consensual” – but the player insists she never consented to a kiss on the lips.

Rubiales is resisting demands to step down from his role.

‘Tell the truth’

Despite Hermoso’s insistence she did not agree to the kiss, Rubiales’ mother Angeles Bejar has demanded Hermoso tell the “truth” about the incident that led to her son’s provisional suspension by FIFA on Friday, reported The Sun.

The retired hairdresser is carrying out her protest at the Divina Pastora Church in the Andalusia coastal resort of Motril, east of Malaga, where the suspended Spanish FA president grew up.

She began her hunger strike this morning accompanied by a sister, 48, hours after her son travelled to Motril for a holiday.

Ms Angeles, whose husband is a former mayor of Motril, says she will continue her radical action until her father-of-three son receives “justice”.

Left-wing Spanish politicians who branded the incident as “sexual violence” when footage of the kiss first emerged are now being supported by mainstream commentators in condemning what happened.

The England Women’s football team and male players like Andres Iniesta have also criticised Rubiales, who was expected to resign on Friday before saying he would fight attempts to oust him.

Rubiales’ parent has branded her son’s treatment a “inhumane and bloody witch-hunt”.

She told Spanish press: “They’re doing to my son something he doesn’t deserve”.

Repeating the version of events outlined by her son in his public defence of his actions, she added: “There’s no sexual aggression because there was consent by both parties”.

“My son is incapable of harming anyone. As a mother I ask everyone for their understanding as this is a situation that could affect anyone.”

The pensioner and her sister are understood to have entered the church after the priest left this morning.

Family ‘suffering’

Spanish TV presenter Patricia Pardo called the latest development in the Kissgate saga “surreal”.

Luis Rubiales’ cousin Vanesa Ruiz Bejar spoke on behalf of her family outside the church.

“There’s a campaign of harassment occurring that is very unfair,” she said.

“Luis’ mum who is a very religious person has sought refuge in God and started a hunger strike.

“She doesn’t want to come out of the church. We are all suffering a lot because of what’s happened to Luis which doesn’t seem at all fair to us,” she said.

“He’s been condemned already without being tried. It’s not normal. We want to be left alone. “The facts speak for them, there are videos, there are audio recordings.”

In a direct message to World Cup winner Hermoso, she added: “Jenni, say the truth.’

“Why has she changed her version three times? We have suffered a lot, we have had to leave our homes because of the harassment we’re suffering.

“We want to be left alone and see justice done and we want this woman to tell the truth. Jenni, ‘tell the truth!”

She went on to say Ms Bejar was in a very distressed state, adding: “She’s an elderly lady whose health is very delicate and she’s suffering a lot”.

“She’s crying all time and is not able to sleep and is not eating.

“The person that spends five minutes with Luis knows he’s a really good person with a big heart. He’s a very noble person.”

Asked when Ms Bejar’s hunger strike would continue to, she said, referring to Hermoso,: “Until that woman speaks and tells the truth. I’m not saying who’s the baddie and who’s the goodie here, but I just want Jenni to tell the truth.”

Local reports said two priests were inside the church with the women. No-one from the parish could immediately be reached for comment.

The Royal Spanish Football Federation (RFEF) is in danger of being suspended by UEFA, the European football governing body, after its secretary general Andreu Camps sent a letter accusing the Spanish government of interfering in the federation’s affairs. The letter was sent in defense of RFEF president Luis Rubiales, who is facing legal action for his inappropriate behavior during and after the Women’s World Cup final in Sydney, Australia.

Rubiales, who is also a vice president of UEFA, was caught on camera touching his genitals in the VIP box while sitting next to Queen Letizia and Princess Sofia of Spain. He also kissed Spanish footballer Jennifer Hermoso on the mouth without her consent during the celebration of their world title. Hermoso later issued a statement denying any consent with Rubiales and expressing her discomfort with his gesture.

The scandal sparked outrage in Spain and prompted several members of the government to call for Rubiales’ resignation and disqualification. The vice president of the government, Yolanda Díaz, said that Rubiales’ actions were “unacceptable” and “damaging” for the image of Spanish sport. The minister of culture and sport, Miquel Iceta, and the president of the Higher Sports Council (CSD), Víctor Francos, also demanded that Rubiales step down and face the consequences of his misconduct.

However, Rubiales refused to quit and claimed that he was the victim of a “witch hunt”. He also received the support of his secretary general Camps, who wrote a letter to UEFA asking them to intervene and protect Rubiales from the government’s “interventionism”. Camps accused the government officials of violating the autonomy and independence of the RFEF, which are guaranteed by UEFA’s statutes.

According to Onda Cero, Camps’ letter was sent before FIFA, the world football governing body, provisionally suspended Rubiales from all football-related activities pending an investigation. The interim president of the RFEF, Pedro Rocha, was not aware of the letter until he heard about it from the radio station.

If UEFA decides to act on Camps’ request and suspend the RFEF, it would have serious consequences for Spanish football. All Spanish clubs would be banned from participating in European competitions such as the Champions League and the Europa League. The Spanish national team would also be excluded from Euro 2024 next summer.

UEFA has not yet commented on the matter or confirmed receiving Camps’ letter. However, some sources suggest that Rubiales has a close personal relationship with UEFA president Alexander Ceferin, which could influence UEFA’s decision. Meanwhile, Rubiales’ mother has reportedly locked herself in a church and gone on a hunger strike to protest against the “inhumane” treatment her son has received.

A commander-in-chief is a person who has supreme command and control over a country’s armed or defence forces and is typically the President, King, or Queen or a Governor of that country.

The Constitution of Zambia bestows on the President the extra office of Commander-in-Chief of the Defence Force of Zambia.

The Defence Act bestows on the office of the President the power to be Commander-in-Chief of the Armed Forces of Zambia.

The ZNS Act bestows the office of Commander-in-Chief on the President.

Now here lies the Zambia Army, Zambia Air Force, and all auxiliary units of the Army, ZAF, forming the Defence Forces. Please also remember that the Home Guard Act provides for the office of Commander-in-Chief of the Home Guard.

Under the Constitution of Zambia, the Defence Force includes the Army, the Zambia Air Force, the Zambia National Service, and all auxiliary units.

Now here is the meaning and application of the office of the Commander in Chief of the Defence Force of Zambia.

The military runs under complete military command, administration, and operational control. This means that the Army Commander is the Chief Executive Officer.

To control the force, it is decided (by many Commonwealth nations) that the force be placed under civilian control through the office of the Commander-in-Chief (normally a civilian as Head of State).

The office of Commander in Chief is bestowed on the President, King or Queen in the UK, or Governor-General where Commonwealth countries are not republics under the Commonwealth of Nations.

The Commander-in-Chief becomes a titular or ceremonial head of the forces and appoints several officers of the three services in the case of Zambia.

The Commander-in-Chief has very constant interaction with various commanders of the three services on matters of security, organisation, operations, and deployment.

The contact with the Minister of Defence is purely administrative since these commanders have a direct route of communication with their Commander-in-Chief.

Under a centralised military command structure, as in the case of many neighbouring countries, it is easy for the President as Commander-in-Chief to meet only one officer, the Chief of Defence Staff (CDS) or the Chief of the General Staff, who heads all services.

The Commander-in-Chief has a crucial role for a country’s armed forces.
Some functions of the Commander-in-Chief include:

  1. Supreme Command: The Commander-in-Chief has ultimate authority over the military, making key decisions about strategy, deployment,
    and overall defence policy.
  2. Civilian Control: This role ensures that the military operates under civilian control, preventing any potential military interference in political matters.
  3. National Security: The Commander-in-Chief plays a central role in national security decisions, including responding to threats, crisis management, and safeguarding the country.
  4. Strategic Planning: The Commander-in-Chief is responsible for developing long-term military strategies that align with the nation’s goals and interests.
  5. Personnel Decisions: This role involves appointing top military officials, setting military budgets, and ensuring the readiness of the armed forces.
  6. Emergency Response: The Commander-in-Chief can mobilise the military for disaster relief, humanitarian assistance, or responding to other emergencies.
  7. Diplomacy: The Commander-in-Chief may use the military as a tool in diplomatic negotiations, demonstrating strength or supporting allies.

These functions may vary based on the specific powers granted to the Commander-in-Chief in different countries’ constitutions or legal frameworks.

Wearing of military uniforms

There is no official uniform for the President as Commander-in-Chief.

He is a civilian most of the time and can wear a service uniform he chooses, depending on the occasion. He could probably wear a military-style uniform if he wanted, but he is still a civilian without a military rank but in control of the military.

However, when the commander-in-chief is required to wear a uniform, he is entitled to wear any uniform he desires of any of the Defence Forces.

For any military parade, the commander-in-chief wears the senior most defence service uniform, in this case, the Zambia Army uniform.

Which Army uniform should the commander-in-chief wear, and where should he wear it?

During state funerals and major state ceremonies, the President, as Commander-in-Chief, may wear a mourning dress (white jacket).

The Commander-in-Chief, on the other hand, wears the combat uniform (camouflage uniform) during military parades and inspections.

When a military officer becomes Commander-in-chief

When a commissioned military officer becomes President and commander-in-chief, they keep their military ranks but do not wear them on any uniform.

In most cases, members of the public can choose to address them by the military rank or not.
Former Ghanaian President Flight Lieutenant Jerry Rawlings, Former Nigerian President General Sani Abacha, and Former Libyan President Colonel Muammar al-Gaddafi are just a few examples of presidents and commanders-in-chief whose military titles you may not have heard of.

Gabon: Opposition candidate claims ‘victory’, renews call for Ali Bongo to concede defeat

The camp of Albert Ondo Ossa, President Ali Bongo Ondimba’s main rival in Saturday’s election in Gabon, whose official results are still awaited, again claimed on Monday to have won and called on the Head of State to “Organize the transfer of power”.

Mr. Ondo Ossa, behind whom the main opposition parties have lined up, had already denounced “fraud” by the Bongo camp on Saturday, two hours before the polls closed, and asked to be “declared the winner”.

“We call on our compatriots who gravitate around this power that is more devoid of legitimacy than ever, particularly those around Mr. Ali Bongo Ondimba” to “bow humbly before the will of the Gabonese people”, declared Mike Jocktane, the director of campaign of Mr. Ondo Ossa, during a press conference in Libreville.

“What is now expected of Mr. Ali Bongo Ondimba, (c’) is that he accepts the sovereign choice of the Gabonese people, that he respects it and that he organizes, without bloodshed, the transfer of power to favor of Professor Albert Ondo Ossa”, hammered Mr. Jocktane.

He invoked, in support of this request, a “trend”, which he quantified, based on “the consolidation of more than 50% of the votes” cast, without supporting document. Gabonese law prohibits any media from reproducing figures put forward by Mr. Jocktane or anyone else, pending the official results that only the Gabonese Elections Center (CGE) is empowered by law to proclaim.

Questioned several times by AFP on Sunday and Monday, the CGE refused to give any indications on the progress of the counting and on the date and time scheduled for the proclamation of the official results.

At the time scheduled for the closing of the polling stations on Saturday, and while the CGE had postponed it by several hours for many of them having opened very late, the government suspended internet access in the whole country and declared a curfew for the following day, until further notice. This by invoking the risk of violence after the declarations of Mr. Ondo Ossa who demanded to be proclaimed the winner.

Internet access was still not restored on Monday evening and the army and the police had set up roadblocks throughout the capital in the evening to enforce the curfew for the second consecutive night.

ANC SG Mbalula under-fire for endorsing disputed elections in Zimbabwe

South Africa’s ruling African National Congress (ANC) Secretary-General Fikile Mbalula is under-fire from observers around the region for endorsing disputed elections in Zimbabwe.

Zimbabwe last week conducted arguably one of the worst elections in its history, marred by massive irregularities amid reports that the electorate was coerced to vote for Zanu-PF while ballot papers were submitted late in opposition strongholds.

Almost all international observers including the Southern Africa Development Community (SADC) and the European Union contended that the plebiscite was not free and fair.

But Zanu-PF leader Emmerson Mnangagwa emerged as a winner in the process and entered his second term as the President of the Republic of Zimbabwe.

He won with 52,6% against opposition Citizens Coalition for Change (CCC) leader Nelson Chamisa’s 44%.

South African President Cyril Ramaphosa was yet to congratulate Mnangagwa, but Mbalula was quick to do so in a move that invited much criticism against him especially from Zanu-PF critics.

He started by urging the international community to allow Zimbabwe to settle her own disputes.

“Let Zimbabweans settle their own disputes through their constitutional mechanisms,” he said.

“Zanu-PF is supported by Zimbabweans. It is a fact they pulled big rallies in that country ,The only rallies we were shown is CCC.

“I support democracy. We need to support the democratic outcome and stop meddling in Zimbabwe’s affairs by way of seeking to subvert democratic outcomes. Lift sanctions so that Zimbabwe economy can flourish and Zimbabweans go and work in their country.”

Responding to Mbalula, youthful Namibian MP Inna Hengari asked: “Imagine if we all thought like this in SADC during apartheid.”

Hengari further slammed Namibian President Hage Geingob for endorsing Zimbabwe’s elections by congratulating Mnangagwa.

“…… we shouldn’t take lightly the President’s endorsement of Zimbabwe’s elections. @hagegeingob should have issued that statement in his capacity as Swapo President, not as Head of State. The rest of us firmly stand by the SADC EOM’s statement,” she said.

Prominent Zimbabwean journalist Hopewell Chin’ono said Mbalula’s sentiments were evidence enough that Zimbabweans should not expect help from the ANC.

“Zimbabweans should never expect help from South Africa’s ruling party, ANC because it has declared its full support for Zanu-PF and its corrupt rule.

“South Africans should also understand that reality when they start seeing millions of Zimbabweans coming to South Africa in a new wave starting from today.

“Our hospitals don’t work, our economy is dead, we have 95% unemployment and we have the highest inflation in the world.

“Your ruling party ANC supports the rot and corruption in our country. Naturally human beings will go where they get a chance to survive, and the nearest point is South Africa.

“When you have issues with illegal Zimbabweans, remember that it is the ANC responsible for it as articulated here regularly by its Secretary-General Fikile Mbalula,” he said.

South African opposition Economic Freedom Fighters leader Julius Malema acknowledged that Zimbabwe’s elections were peaceful but not free and fair.

“The EFF notes the election results of Zimbabwe, which were won by the Zanu-PF. The EFF is of the firm belief that the elections were not free and fair, but welcomes the fact that there was an absence of violence as an improvement, as elections in Zimbabwe are ordinarily characterised by violence,” Malema said.

Meanwhile, Tanzanian President Samia Suluhu has issued her congratulatory message to Mnangagwa saying:

“On behalf of the Government and the people of the United Republic of Tanzania, I extend my heartfelt congratulations to His Excellency, President Emmerson Mnangagwa, on being re-elected as the President of the Republic of Zimbabwe.

“I am looking forward to continuing working together in fostering the historic, economic and diplomatic relations between Tanzania and Zimbabwe.”

Hopewell Chin’ono scolds Chamisa for untruthful pledges

Hopewell Chin’ono, a former ally of CCC leader Nelson Chamisa, argues that Zimbabwe’s democratic status is a sham, making any hope for fair elections delusional.

Mocking his rhetorical flair, he alludes to a purportedly foolproof anti-rigging mechanism Chamisa purported to have. The analysis on Zimbabwe’s democratic credentials overlooks the opposition’s local council strength – a result of democratic processes he claims as nonexistent, thus veering into exaggeration.

Such strict democratic standards would exclude even countries like the United States, where the FBI assisted one candidate over another by influencing media coverage in the 2020 elections.

Chin’ono separates himself from the protesting many, arguing that the opposition also bears responsibility for electoral outcomes, a view both unconventional and enlightening. Provocative comments, threatening current leaders with imprisonment have certainly played a role in creating our divided political atmosphere. Such language warps democracy, transforming it from a procedural norm into a conflict in which incumbents are fighting for their survival.

Regarding electoral preparedness, Chin’ono scolds Chamisa for untruthful pledges, particularly about election agents – echoing false claims from 2018. The potential for unchecked ballot mischief resulting from polling stations lacking oversight is considerable. Unfortunately, Chin’ono keeps his evaluation locked on electoral issues ignoring related matters.

It’s surprising that Chamisa, who claims to be an ICT expert, hasn’t implemented e-procurement systems to boost fiscal efficiency in local governments. What emerges are managerial failings that extend beyond electoral concerns. The implausible alternative—that he is somehow incompetent at local governance but miraculously skilled at national administration—is not sensible.

Chin’ono’s bleak overview of Zimbabwe’s socio-economic challenges correctly observes that these issues transcend electoral politics. However, he ignores two crucial cultural factors that play a key role in Zimbabwe’s stagnation: ‘shaisano,’ a malicious form of politics, and a cultural tendency toward authoritarianism. These issues are not exclusive to any political group; rather, they are deep-rooted cultural dilemmas requiring serious consideration.

The opposition’s shifting stance on sanctions—once advocating for their removal, describing them as destructive, later downplaying their impact—serves as a striking example of ‘shaisano.’ Chamisa’s dangerous promise “kudira jecha musadza” after his 2018 electoral defeat is yet another example, indicating a willingness to jeopardise public welfare for political advantage.

The jump in exchange rates in the lead up to the election appeared to have been engineered to manipulate public opinion. This was likely done by introducing a large amount into the parallel market and offering it attractive rates with the effect that the artificial demand drove rates up. Such tactics highlight the ethical lines politicians are willing to cross for power, often to the detriment of those they claim to serve.

Chin’ono criticises Chamisa’s governance of the CCC through an obscure network of allies, having abandoned the initial leadership structure. The sway Fadzayi Mahere has over his decisions – even persuading him to adopt her failed 2018 campaign’s yellow colour – is perplexing. Chamisa’s resistance to a party with an organised leadership and constitution reveals a mindset that views democracy as more of an obstacle than a virtue. Worryingly, these anti-democratic decisions have been cheered on by citizens who claim to desire democratic governance.

The spirit behind these undemocratic tendencies clearly possesses all races without prejudice. Despite a dismal performance, David Coltart somehow secured the nomination, even after losing as the worst performing candidate. When quizzed by an inquisitive journalist, Coltart dismissively labelled him a fool.

An obvious contradiction surfaces: why is it deemed an injustice when Chamisa is cheated by Zanu-PF, yet considered acceptable when he and Coltart cheat the deserving winner of a local authority election? This inconsistency lays bare hypocrisy.

Chin’ono’s analysis touches the surface of a complicated human affair, in the process neglecting the heart of the matter. Our challenge is systemic, emanating from ingrained negative cultural norms. The pivotal question for Zimbabweans is not merely, “What comes next?” but “How do we tackle the underlying issues that have brought us to this crossroads?”

Harvard Divinity School to welcome 1st Black female dean

Harvard Divinity School is set to welcome at its helm the first woman and first Black female in its 207-year history.

Marla Frederick, whose scholarship is focused on the African-American religious experience, will become dean of the famed theological institution on Jan. 1, 2024, Harvard University President Claudine Gay announced Aug, 24.

While Frederick currently serves as a professor of religion and culture at Emory University, she is no stranger to Harvard. She joined the school’s Department of African and African American Studies in 2003, received tenure in 2010 and, in all, spent 16 years there as a professor. Her departure from Harvard in 2019 to join the faculty of Emory University’s School of Theology came at a time when many Black faculty members opted to exit Harvard for peer institutions, the Harvard Crimson reported.

“We are thrilled to welcome Marla Frederick back to the University,” Gay said in a statement. “Her scholarship and her leadership have been distinguished by wide-ranging curiosity and engagement, and I am confident that those qualities, as well as her deep devotion to the mission of Harvard Divinity School, will make her an outstanding dean.”

Frederick said in a statement that she is “honored” to return as dean of HDS, which she described as “a place bustling with conscientious faculty, staff, students, alumni, and friends who are committed to the work of justice and human flourishing informed by deep study.”

“I look forward to joining the HDS community in developing religious and civic leaders for our increasingly complex and diverse society,” she added.

In her previous stint at Harvard, Frederick served in various leadership roles, including as interim chair of the Committee on the Study of Religion, a member of the provost’s academic leadership forum, and as director of graduate studies and chair of the admissions committee for the Department of African and African American Studies.

At Emory, Frederick served on the university’s tenure and promotion advisory committee and was involved in the Emory School of Theology’s committees on strategic planning and personnel and academic policy. She has also served as president of the American Academy of Religion and the Association of Black Anthropologists.

Frederick’s acclaimed scholarship is principally focused on the study of religion and media, religion and social activism in the U.S. South and the sustainability of Black institutions in a “post-racial” world. She is the author or co-author of four books, including Colored Television: American Religion Gone Global and Between Sundays: Black Women and Everyday Struggles of Faith. She also is currently curating, alongside five co-editors, an encyclopedia of the histories of historically Black colleges and universities.

University Provost Alan M. Garber, who co-led the HDS dean search with Gay, told the Harvard Gazette that Frederick is “the right person to lead HDS in the years to come.”

“Marla deeply understands the unique role and influence of the Harvard Divinity School, and why it is a cherished institution,” he added. “She recognizes the challenges and opportunities facing the School and will bring a fresh perspective informed by her service both within and outside of Harvard. Beyond her credentials as an influential scholar, she is also a devoted teacher whose thoughtful, collaborative nature shines through in everything she does.”

Originally from Sumter, South Carolina, Frederick earned her bachelor’s degree from Spelman College and her doctorate in cultural anthropology from Duke University. Prior to joining the Harvard faculty in 2003, she served in a postdoctoral fellowship at the Center for the Study of Religion at Princeton University and as an assistant professor at the University of Cincinnati, before assuming another postdoctoral position at the Interdenominational Theological Center in Atlanta.-AFRO

1. Sean Enock Tembo (SET) was born on 30th of March 1980 in Jabu Village, Chief Kapatamoyo, Chipata District of Eastern Province of Zambia, from Mr. Gideon Tembo and Mrs. Vaida Tembo. He is the 5th born in a family of 9, of which only 4 are currently surviving. His father was a Miner and worked for Zambia Consolidated Copper Mines (ZCCM), Nchanga Division in Chingola before his untimely demise in 1989 when SET was 9 years old. President Sean Tembo grew up in Mtendere Compound of Lusaka and he started his primary school in 1986 and completed his Grade 7 as one of the best student at Chitukuko Primary School in Mtendere, Lusaka. He later proceeded to Kabulonga School for Boys in 1993. In his Grade 9 exams, President Sean Tembo was one of the best students in Zambia and was admitted to Hillcrest Technical Secondary School in Livingstone where he completed his Grade 12 in 1997. While at Hillcrest, Mr Sean Tembo was one of the best students and obtained a number of awards and also represented the school in several national JETS Olympiad competitions.

2. In 1999, at the age of 19, Mr Sean Tembo was enrolled in the Bachelor of Accountancy programme at the Copperbelt University (CBU) in Kitwe where he was consistently the best student during his 4 year tenure at the University. While at Copperbelt University, President Sean Tembo enjoyed several best student scholarships including the Citi Bank best student scholarship as well as the Bank of Zambia (BOZ) best student scholarship.

3. During his stay at CBU, President Sean Tembo was the Managing Editor of the Campus Herald Magazine, which was a student magazine with a monthly circulation of about 10,000 copies and was widely distributed to secondary schools in the entire Copperbelt Province. In his 3rd and 4th years at CBU and due to his outstanding academic performance, Sean Tembo was appointed as a Tutor for 1st year students in one of the most difficult courses in the School of Business; BS140, Mathematical Analysis. As a Tutor, he was put on the University payroll and drew a regular monthly salary in addition to the upkeep allowances that he received from the Citi Bank and Bank of Zambia Best Student Scholarships.

4. On completion of his undergraduate degree programme at CBU, President Sean Tembo was the best graduating student and was awarded the Zambia Institute of Chartered Accountants (ZICA) best graduating student award with a cash prize of K1 million (un-rebased). While writing his last examination paper at CBU, Mr Sean Tembo had 7 job offers from reputable companies and institutions including Konkola Copper Mines Plc, PricewaterhouseCoopers, Bank of Zambia, KPMG, Citi Bank, Deloitte and Copperbelt University as an SDF. He eventually settled to join PricewaterhouseCoopers which is an international audit & business advisory services firm, where he worked until 2004.

5. While working at PricewaterhouseCoopers, Mr Sean Tembo was sponsored to go and pursue the Association of Chartered Certified Accountants (ACCA) qualification by his employer at the Zambia Centre for Accountancy Studies (ZCAS), in Lusaka. While studying for his ACCA at ZCAS, Sean Tembo obtained several worldwide best student awards in various courses and walked away with more than K5 million (un-rebased) in cash prizes from the Association of Chartered Certified Accountants, before completing his ACCA qualification in record time.

6. In 2004 at the age of 24, President Sean Tembo left PricewaterhouseCoopers and founded ENOSYST AM, his own audit & business advisory services firm. In 2005, ENOSYST AM established an office in Gaborone, Botswana and in 2008, a third office was established in Johannesburg, South Africa. The firm specialised in the provision of assurance services such as statutory audits, forensic audits, operational audits etc, as well as economic and financial consultancy services to various clients including governments and quasi-government institutions in Zambia, Zimbabwe, Angola, Kenya, Botswana, Namibia and South Africa. This exposure gave President Sean Tembo a deeper understanding of the social, economic and political landscape of Zambia and the region.

7. In 2008, President Sean Tembo decided to take a short sabbatical leave from running his firm, to pursue a Master of Business Administration (MBA) Degree from the University of Derby in the United Kingdom, where he also graduated as the best student.

8. In 2015 at the age of 35 and after successfully running his firm, in three countries for more than 10 years, Mr Sean E. Tembo MBA, BAcc, FCCA, FCPA, FZICA, decided to partially retire from professional work. He now runs his firm, ENOSYST AM on a part-time basis and also runs a hospitality establishment in Lusaka; Palm Valley Resort which is 62 room facility with conferencing, two restaurants, a Spa and outside catering. He lives on a farm in Ngwerere, in the northern part of Lusaka City where he keeps broiler chickens with a maximum capacity of 60,000 per cycle. President Sean Tembo is happily married to Dr. Lorrita Kabwe-Tembo, a Consultant Cardiologist at UTH and they have five children. He is a devoted Catholic and his hobbies include fishing, safari hunting, playing golf, and is an avid gun collector. He also enjoys an occasional Mosi Lager in the company of good friends.

9. As a contribution to public service, President Sean Tembo has previously served in the Zambia Police Service, Lusaka Division as a Romeo, where he rose to the rank of Assistant Superintendent of Police, before leaving the service in 2013. Despite his limited financial resources, President Sean Tembo has also made several donations to various charities including the sponsorship of a 5 year programme to award cash prizes to best performing students every term at Hillcrest Technical Secondary School in Livingstone, as well as Gaborone Secondary School (GSS) in Gaborone, Botswana. These scholarship programmes, albeit small in nature, had the effect of motivating pupils to achieve higher levels of performance not only in the final grade 12 exams, but throughout their secondary studies.

10. After his semi-retirement at the age of 35 in 2015, and with plenty of time available on his hands, President Sean Tembo decided to contribute to the governance of Zambia by joining active politics. His initial plan was to join an existing political party which advances progressive ideas that have the potential to uplift the living standards of the Zambian people. After reviewing the plans, operations and democratic standing of existing political parties at the time, it soon dawned upon President Sean Tembo that he may have to consider starting a political party from scratch, as nothing that was available appeared tenable.

11. In October 2016, President Sean Tembo organized a number of other progressive Zambians and together they started the process of forming the Patriots for Economic Progress (PeP). The Patriots for Economic Progress (PeP) is a nationalist political party which believes that Zambia can only be developed by Zambians using the abundant Zambian resources. The party was formally registered in the in 2016 in accordance with the Societies Act, Chapter 119 of the Laws of Zambia, and is also duly accredited with the Electoral Commission of Zambia (ECZ). On 18th November 2017, the Party went for a convention that was held at Mulungushi International Conference Centre (MICC), in Lusaka, where Sean Tembo was elected as Party President with a 10 year mandate until November 2027. On 12th August 2021, the party took part in the general elections and Mr. Sean Tembo contested as a Presidential Candidate. Subsequent to the general elections, the party has continued to form grassroots structures across all the 10 provinces of Zambia from district to constituency, ward, branch and section level. The Party has also doubled up with its revenue mobilization activities by establishing an online platform where well wishers are able to make donations using mobile money, Visa and Mastercard both from within Zambia as well as from overseas. This initiative has greatly enhanced the Party’s ability to finance its political activities.

12. The Party’s four core values are Patriotism, Accountability, Competence and Courage. The Party’s vision is “to have a Zambia where the poorest person has an average monthly income of US$1,000 inflation is below 5%, average commercial bank lending rates are single digit, the Gini coefficient is less than 0.1, Per capita income is above US$20,000, the least educated citizen has a full grade 12 certificate and Zambians having a life expectancy of not less than 80 years”. President Sean Tembo strongly believes that Zambia has the necessary potential to make this vision a reality.

13. During the PF regime, the party undertook a number of activities to hold the then PF administration accountable, which included the fire tender protests of which 42 were planned and 12 took place. On 7th March 2018, the Police prevented the Party from undertaking its 13th protest against the $42m fire tender scandal, for no valid reasons. Mr Sean Tembo subsequently decided to take the Government to court, on behalf of PeP, under cause number 2018/HP/490, for violating the Party members freedoms, rights and liberties to association, expression and assembly as guaranteed by articles 20 and 21 of the Republican Constitution. President Sean Tembo personally represented PeP in this matter at the High Court, up against the entire Attorney General’s chambers. He won the case and was awarded a total of about K450,000 in damages and costs, which the Government has not paid to date. Ostensibly out of spite.

14. Under the UPND administration, Mr. Sean Tembo has continued to lead PeP in providing checks and balances as well as holding the Government accountable in the use of public resources. Since 2021, Mr. Sean Tembo has taken 5 cases to Court against Government, being 2021CCZ047 where President Hakainde Hichilema was challenged to declare his assets and liabilities, 2022CCZ002 where the Electoral Commission of Zambia (ECZ) was challenged on its decision to compel candidates in the Kabwata By-election to file fresh nominations and pay nomination fees for the second time after cancelation of the election by ECZ, 2023CCZ009 where President Hakainde Hichilema’s tribal and regional appointment were challenged, 2023CCZ014 where President Hakainde Hichilema’s refusal to shift to State House was challenged and 2023CCZ016 where President Hakainde Hichilema’s 49 foreign trips in 2 years is being challenged.

15. In addition to providing checks and balances, and unlike the majority of other opposition political parties that only point fingers, President Sean Tembo has ensured that the Patriots for Economic Progress has actively been providing alternative solutions to national problems and challenges. In this regard, PeP has so far developed and presented a PeP Alternative 7th National Development Plan, PeP Alternative National Budgets for 2016, 2017, 2018, 2019, 2020, 2021, 2022 and 2023. The Party is currently developing the PeP 2024 Alternative National Budget. These PeP Alternative National Budgets serve two purposes being to highlight adverse economic policies being implemented by Government and to propose alternative economic policies which Government should consider implementing which would bring about economic growth and improve the standard of living of the Zambian people.

16. With the PF out of power, President Sean Tembo is positioning PeP to gradually become the main opposition political party to the UPND administration. Already he has been very busy mobilizing the Party and speaking out against bad Government policies such as President Hakainde Hichilema’s decision for Zambia to get a US$1.4 billion IMF loan and to put the country on an IMF program while at the same time giving mining companies a tax holiday that is costing the treasury approximately US$3.2 billion. President Sean Tembo strongly believes that the IMF programme is a very retrogressive idea by the UPND administration, and has already brought about untold suffering on the Zambian people. He believes that Zambia has huge potential in all sectors including agriculture, mining, tourism, arts etcetera, and all that we need is a competent President who can convert our country’s huge economic potential into actual wealth for the benefit of Zambians. President Hichilema urges UPND members to explain party achievements

President Hakainde Hichilema has called on members of the United Party for National Development (UPND) to go out in various communities of Western Province to explain what the party in government has done in its first two years of being in power.

And Mr Hichilema has advised all the UPND members to visit every home in various communities of the province to ensure that even old people are registered and be put on the social cash transfer.

President Hichilema said this during the national launch of celebrations of the UPND’s 24 months in power held at Mongu stadium today.

“We are in a hurry to bring meaningful development to Western Province and the entire country,” Mr Hichilema said.

The President has meanwhile thanked the people of Western Province for massively voting the party two years ago.

“We struggled for a long time to form a government but you the people of this region, you have made us win and we are your servants,” he said.

The President also instructed all retirees who have not yet been paid their terminal benefits should be identified.

“I request every member in the ten days of the UPND activism to ensure that those retirees who have not yet received their benefits write their names and submit the names to the Permanent Secretary so that we pay them. We are here to better the lives of our people, ensure that you move with pieces of papers to write the names of everyone so that they receive help from this government,” he said.

Mr Hichilema said party members should show compassion to the underprivileged people in the province.

He said children who are not going to school should return to class because there is now free education.

“My colleagues, let us take note of every school, clinics among other projects that do not have water so that we drill boreholes. We have enough money through the increased Constituency Development Fund (CDF). We are on the rightful trajectory of reconstructing this country,” he said.

Mr Hichilema further said in the ten days of UPND activism, all party structures should start checking on all the CDF projects in order to ensure that there is progress.

“Don’t allow people to misuse CDF monies because this is your money meant to enhance infrastructure development in your areas,” he said.

He disclosed that the focus of the government is to ensure that the Lukulu-Katunda- Mumbeji, Sesheke-Livingstone, Kaoma-Kasempa and Mongu-Lusaka roads are worked on in order to ease the movement of people and goods in the province.

“As we commemorate our two years of being in power, we should have a focus on improving the living standards of our people in the country,” Mr Hichilema said.

The President said his government attaches great concerns to many challenges that are affecting the people in the province.

He said these challenges will soon be brought to order so that the people in the region appreciate their efforts of voting for the UPND into office.

“You have given us a five-year mandate of ruling this country and in the five years, we have already done two years and everyone is a witness to what we are doing,” he said.

“We have increased the CDF from K1.6 million to K28.3 million. We want to ensure that in the next budget, we increase the CDF so that we improve the living standards of our people in this country,” Mr Hichilema said.

The Head of State has meanwhile implored youths and women to form cooperatives in order for them to have access to the CDF in the province.

And Western Province Minister, Kapelwa Mbangweta said the region has witnessed a lot of development such as the construction of Luanginga bridge that is connecting Kalabo town to Liuwa constituency to the south-west tourism corridor.

“As I am speaking now, the Kafue hook bridge that connects Western province from Central province is completed, government has opened a renal unit at Lewanika General hospital that is serving many lives of people in the province. Mongu-Limulunga road is also completed,” Mr Mbangweta said.

He said the province has recorded massive development in the last 24 months, adding that more major infrastructure development projects are under way.

And UPND Secretary General, Batuke Imenda has called on the UPND leadership to embark on strategies of growing the party in the province.

“We need more members to join our party, that way, we will increase the party membership,” Mr Imenda said.

EIZ SUSPENDS LICENCE FOR CHANDA MALL CONTRACTOR

Lusaka, 28th August 2023

The Engineering Institution of Zambia (EIZ) has suspended the practicing licence for Stalwart Investments, the Contractor of Chanda Mall in Makeni that collapsed whilst under construction, on 31st July 2023, leaving one worker dead.

The licence has been suspended for a period of 60 days, within which the Contractor is expected to appear before the EIZ Disciplinary Committee.

Engineering Registration Board Chairperson Eng. Dr. Michael Nsefu said this action is in pursuant of the EIZ Act No. 17 of 2010, under section 24.

The suspension follows investigations by the Engineering Technical Committee to determine the integrity of Chanda Mall building which established that the main cause of the collapse was inadequate form work design, decayed support structure and inaccurate installation.

Further investigations revealed that misaligned bally extension joints resulted in failure to transfer loads to the ground and subsequent excessive bending-buckling
leading to collapse.

This was worsened due to non-provision of lateral bracing to pole wooden ballies timber ledgers which were also found to have decayed as they showed presence of dry rot.

The technical report further revealed that the construction works and design did not meet the structural integrity of the building and hence the collapse.

“As an institution, we are extremely saddened by the loss of life during this construction. These are the dangers that come with delivering substandard work at the expense of innocent citizens. This is not only detrimental to the engineering
sector, but to the infrastructure development of the country as a whole.

“We are therefore sending a stern warning to all Engineering Organisations and Engineering Professionals undertaking engineering works that we will not tolerate professional misconduct, and anyone found wanting will be brought to book.

We wish to remind engineering professionals and organisations that professional misconduct will result in a licence being revoked and/or punishment as enshrined in
the EIZ Act No 17 of 2010.

As an Institution, EIZ remains committed to regulating and promoting the engineering profession for optimal human resource and benefit to society.

We would further like to reiterate that there are engineering standards that set clear performance and enables innovation without compromising confidence in the
standards achieved.

Our call to the public is not to engage anyone practicing engineering works without a licence, and to report any suspicious acts of professional misconduct to the nearest police station or to the engineering institution of Zambia.

THE REAL STORY ABOUT THE CROSS ON THE BEAUTIFUL ROCKS OF LAVUSHIMANDA DISTRICT

When one travels on the Great North Road between Lavushimanda and Mpika districts, it is highly likely that you will notice a cross erected high up in the rocks. Recently the cross has generated a lot of interest and a lot of speculation has arisen about how the cross found itself there. A misleading narrative has emerged that claims that it was erected by early European Missionaries many decades ago.

The truth is that the cross was actually erected recently, just some two years ago (2021) by the Christian Communities of Mpumba and Mununga in Lavushimanda District led by a Catholic Priest.

History has it that when the Catholic Missionaries came to settle in Chilonga Mission in Mpika some 125 years ago, the mission area to the southern part (mostly in present day Lavushimanda District) went up to Kapoko area and from Kapoko to Serenje. This area was highly dominated by other missionaries (protestants).

There was no Catholic Parish (mission) until 2016 when the Bishop of Mpika Diocese sent the priests of the community of Opera Santa Maria della Luce (O.S.M.d.L) to open a parish in Mpumba (Our Lady of Fátima Parish). It was from that time when the idea of erecting a Holy Cross came up. This was to show the presence of Catholicism and the Mission in the area. The idea was supported by the local people and other churches like the United Church of Zambia (UCZ) who supported the project in kind.

Now, the place has become a stop over for many road users as a shrine of prayer and take pictures for it was erected on very beautiful rocks of the mountain in Lavushimanda District. As one goes up the mountain, they can read the write-ups on the rocks, ‘the Way of the Cross’ and the message of the Cross. “Lord, by Your Holy Cross, You Have Redeemed the Whole World”, “Inkama ye Pusukilo” and other Bible quoted words.

This is the true story of the beautiful cross on the highway as one travels on the Great North Road between Lavushimanda and Mpika Districts.

Gabon cuts internet as voting closes and opposition cries foul

Gabon cut internet access and announced a nightly curfew as voting drew to a close Saturday, and opposition leader Albert Ondo Ossa denounced “fraud” in his battle for the presidency against incumbent Ali Bongo Ondimba.

Bongo and Ondo Ossa lead a race of 14 candidates vying for the top job in the oil-rich central African state.

But shortly after casting his vote, Ondo Ossa went live on a social media broadcast calling on Bongo to step down and saying he could “guarantee” his security.

Barely two hours later, the internet was cut and Communications Minister Rodrigue Mboumba Bissawou went on state television to announce the cutting of the internet and a nightly 7:00 pm – 6:00 am curfew from Sunday.

These actions were to “counter the spread of calls for violence… and false information”, he said. In addition, three days notice will be required for any meeting or demonstration.

State television also announced that some voting stations were staying open later than planned because their opening had been held up by the delay in voting materials arriving.

The country’s broadcasting authority, the HAC, provisionally banned the French channels France 24, Radio France Internationale (RFI) and TV5Monde from the airwaves, state television also reported.

The HAC accused them of “a lack of objectivity and balance” in their election coverage.

Opposition anger

Earlier Saturday, the opposition had accused the Bongo government of deliberately creating a disorganised election.

And hours before the internet was cut, as Onda Ossa left a polling station after casting his vote, he went live on social media to denounce “the fraud orchestrated by Ali Bongo and his supporters”.

“At the end of the day, Albert Ondo Ossa must be declared the winner,” he said.

Appealing to the international community, he added: “The moment has come for Ali Bongo to leave. There will be no negotiation. I’m not afraid of him.”

The elections in Gabon — presidential, legislative and municipal — have gone ahead without the presence of election observers.

Paris-based media rights campaigners Reporters Without Borders (RSF) on Friday denounced the fact that foreign journalists had been largely restricted from covering the election.

Onda Ossa’s team said earlier Saturday that he was only able to cast his vote after his polling station opened eight hours behind schedule.

Francois Ndong Obiang, president of Alternance 2023, told AFP many others had experienced similar delays and that ballots listing Ondo Ossa’s name were missing in some polling stations.

‘Fake news machines’

Bongo, the scion of a family that has ruled for 55 years, is seeking victory over a newly united opposition.

The 64-year-old incumbent took office in 2009, succeeding his father Omar, who died after more than 41 years in power.

Onda Ossa — a 69-year-old economics professor who served as a minister under Bongo from 2006 to 2009 — was chosen by the main opposition grouping, Alternance 2023, as its joint candidate just eight days before the election.

Earlier Saturday, an AFP journalist saw dozens of people waiting at voting stations in the centre of Libreville, though most streets were unusually empty for a Saturday.

Ondo Ossa said in a live video on the Facebook page of Alternance 2023 that Bongo had increased the “elements of fraud”.

The Gabon election authorities did not comment when contacted by AFP, but a special advisor to the president said on X, formerly Twitter, that the “fake news machines” were running at “full speed”.

Conversation controversy

Shortly ahead of the elections, a storm erupted over a purported conversation between Ondo Ossa and a fellow opposition figure.

The conversation — recorded without the pair’s knowledge and disseminated on social media — refers to various strategies “to create a power struggle” and support from other countries.

Bongo has accused the pair of treason, saying the remarks reflect a plot to take over with the help of “foreign powers”.

Alternance 2023 has strongly denied the “veracity and authenticity of this conversation” and accused the government of “shameful manipulation”.

As well as electing a president Saturday, Gabon’s 850,000 voters were choosing candidates for the legislature and local councils.

Ahead of the ballot, opposition parties denounced a last-minute change to voting rules in the legislative race under which any vote for a local deputy would automatically also be for that deputy’s presidential candidate.

Opposition critics objected that this favoured the ruling Gabonese Democratic Party (PDG) since Ondo Ossa is not backed by any single party.

Health problems

For years, Bongo struggled in the shadow of his charismatic father.

In 2016, he was narrowly re-elected with just 5,500 more votes than his rival, who claimed the election had been fixed.

The announcement of the results sparked violence in the capital Libreville that left five dead, according to the government.

The opposition says 30 people were shot dead by the security forces.

In October 2018, Bongo suffered a stroke that sidelined him for 10 months, stoking claims he was unfit to rule effectively and fuelling an attempted coup.

He returned to work after his convalescence bent on showing himself to be a man of rigour, keen to root out “traitors” and “profiteers” in his inner circle.

French envoy still in Niger despite ultimatum, protests

France’s ambassador to Niger is still in the country despite an ultimatum from coup leaders to leave his post, French President Emmanuel Macron said Monday. The decision comes against a backdrop of anti-French protests over the weekend.

During a foreign policy speech to ambassadors gathered in Paris, French President Emmanuel Macron confirmed that French envoy Sylvain Itte was still in Niger’s capital Niamey, despite being given a 48-hour deadline to leave the country last Friday.

“France and its diplomats have faced particularly difficult situations in some countries in recent months, from Sudan, where France has been exemplary, to Niger at this very moment and I applaud your colleague and your colleagues who are listening from their posts,” Macron said.

Macron insisted that France would not change position in condemning the coup and offered support to Niger’s President Mohamed Bazoum, stressing he had been democratically elected and was being “courageous” by refusing to resign.

“Our policy is clear: we do not recognise the putschists,” Macron said.

On Friday, Niger’s foreign ministry even announced that French ambassador had 48 hours to leave, claiming he had refused to meet with the new rulers.

Niamey also cited French government actions that were “contrary to the interests of Niger”.

Paris rejected the demand and said the “putschists do not have the authority to make this request”. 1500 French soldiers

Meanwhile, thousands of demonstrators gathered near the French military base in Niger’s capital, Niamey, over the weekend.

Some 20,000 people also rallied on Saturday in the Senyi Kountche stadium to support the country’s new military rulers and call for the removal of French soldiers.

On Sunday, the rally started at dawn on a roundabout near the Niamey airport, by the Nigerien air base where the French force is located.

“We don’t want the French army in Niger,” Abou Kountche, one demonstrator, told agencies. “Let the French leave.”

“The French say that Niger is a poor country, but when we tell them to go home, they refuse,” said restaurateur Adama Assane.

Some were waving Nigerien or Russian flags, others placards calling for the departure of French troops.

Former colonial power France still has 1,500 soldiers based in Niger, sent to help in the fight against jihadist forces active in the Sahel.

Since military officers toppled Bazoum in a coup on 26 July, demonstrations in favour of the coup leaders have been organised regularly.

The National Council for the Safeguard of the Homeland (CNSP) is led by General Abdourahamane Tchiani, and has detained Bazoum and his family at the presidential palace since late July. Ongoing diplomatic efforts

France has consistently backed calls by the West African bloc Ecowas for the reinstatement of president Bazoum.

Ecowas has applied sanctions against the new regime and threatened to use military means to remove it if the new rulers do not hand back power to Bazoum.

Efforts to find a diplomatic solution are continuing, however.

Last week, Algeria’s foreign Affairs minister, Ahmed Attaf, went on a three-state tour to Nigeria, Benin and Ghana.


The top US diplomat for sub-Saharan Africa, Molly Phee, also visited Nigeria to meet Ecowas officials on Saturday.

You’re the only African leader President Biden has requested to meet – US Envoy tells Tinubu

United States President, Joe Biden, has requested for a discussion with President Bola Tinubu.

This was disclosed when President Tinubu received the US Presidential Envoy & Assistant Secretary of State for African Affairs, Ambassador Molly Phee on Saturday, August 26.

In a statement released by the Special Adviser to President Tinubu on Media and Publicity, Ajuri Ngelale, Phee told Tinubu that President Biden has requested to meet him on the sidelines of the United Nations General Assembly in New York City.

Phee said that Tinubu is the only African leader to the US President who has been extended such an invitation.

“We know there is more we can do to incentivize large-scale American investment in Nigeria and we are committed to working closely with you to achieve that, as part of efforts to strengthen the Nigerian economy and the regional economy.

“We appreciate your willingness to create an enabling environment for that. President Joe Biden is asking to meet with you on the sidelines of UNGA and you are the only African leader he has requested to meet. It is a mark of his high regard for your leadership,” the U.S. Special Envoy said.

Tinubu on his part, urged Phee to ensure that US policy is intentionally collaborative with independent African democracies at a time when they are under assault by anti-democratic forces within and outside of the continent.

He added that American-backed development finance and multilateral institutions, which were designed to support war-torn Europe after World War II, require swift and comprehensive reform to meet the developmental requirements of younger democracies in Africa.

“Yes, the private sector will lead the way within an enabling environment we create for them, but the U.S. Government must be innovative in its thinking and systematically create incentives for U.S. industrial investment in Nigeria. Under my leadership, Nigeria stands ready to address its specific regulatory, tax, and environmental concerns. I am determined to create prosperity for all Nigerian families,” the President declared.

Speaking on the crisis with Niger Republic, Tinubu, who also serves as the ECOWAS Chairman said;

“We are deep in our attempts to peacefully settle the issue in Niger by leveraging on our diplomatic tools. I continue to hold ECOWAS back, despite its readiness for all options, in order to exhaust all other remedial mechanisms. War is not ideal for my economic reforms, nor for the region, but the defense of democracy is sacrosanct. The ECOWAS consensus is that we will not allow anyone to insincerely buy time.”

In conclusion, President Tinubu accepted the invitation to meet U.S. President Biden on the sidelines of the UN General Assembly.

The Economic Community of West African States (Ecowas) is climbing down from the initial peak of military intervention in Niger, seeing instead a possibility of diplomatic solution.

Since July 26, Niger has been in the eye of storm after the military toppled an elected President, earning itself sanctions from Ecowas.

But on Thursday, Nigeria President Bola Tinubu, also Ecowas Chair, signalled pursuit of diplomacy after allowing a delegation of clerics to return to Niamey to talk with the junta.

These scholars had been there last week after which they helped relay the junta’s side of the story, including why they had initially rejected talks with Ecowas envoys.

And Abdulsalami Abubakar, a special envoy of Ecowas on Niger’s political impasse, announced Tuesday that a diplomatic solution was within reach over the crisis that has gripped the country.

Abubakar told reporters that the discussion with the military junta had shown positive signs.

“I must say that our visit to Niger has been very fruitful and that it has opened an avenue to start talking, and hopefully, we will get somewhere,” said Abubakar after presenting a report on the situation to President Tinubu.

Abubakar led a special Ecowas delegation on a mission to address the socio-political impasse.

Ecowas has demanded that the junta cede power to the ousted President Mohamed Bazoum. The bloc had readied its standby force, warning of intervention.

The AU Peace and Security Council endorsed Ecowas sanctions but rather than say the junta should return power to Bazoum, it said he should be released and military return to the barracks.

This has been interpreted to mean readiness to hold dialogue with the junta, on a possible civilian transition.

But Abubakar said the Ecowas would continue to explore all options in resolving the impasse. In spite of the bloc rejecting a three-year transitional plan by the junta led by Gen Abdourahamane Tchiani, there is now little possibility of military intervention.

This is because the African Union this week asked for a study into the possible impact of a planned military intervention before actual deployment.

Part of the reason is the cultural connections between Niger and Nigeria, as well as existing tradition.

“We strongly urge President Tinubu, as the present Ecowas Chairman, to painstakingly pursue dialogue and diplomacy in resolving the crisis in the Republic of Niger and to exercise restraint and avoid taking any action that could lead to war,” said Mr Falalu Bello, National Chairman of Peoples Redemption Party (PRP).

“War would destabilise the entire Sahelian region and could lead to the spread of violence and instability to other countries in the West African subregion.”

The Council said it “takes note of the Ecowas’ decision to deploy Standby Force and requests the AU Commission to undertake an assessment of the economic, social and security implications of deploying a Standby Force in Niger and report back to Council.”

The AU, as tradition, suspended Niger from its activities and asked the world to reject the junta.

The Council, chaired by Burundi, had actually sat on August 14. Cameroon, Djibouti, Morocco, Namibia, Nigeria, Congo-Brazzaville, The Gambia, Ghana, Senegal, South Africa, Tanzania, Tunisia, Uganda and Zimbabwe are the other current members of the Council whose membership is rotated every two years among members of the African Union.

The Council’s decision of its 168th meeting, however, showed the continental body was unwilling to work with the junta led by Gen Abdourahamane Tchiani in any way.

But it also rejected any “external interference by any actor or any country outside the Continent in the peace and security affairs in Africa including engagements by private military companies in the continent.”

Some Nigerians have outlined the economic implications of engaging in military options to restore democracy in Niger Republic.

Prof Andrew Oyakhire, an economist, said that Nigeria stands to lose $1.3 billion in trade from the border closure with Niger.

Dr Muda Yusuf, founder, Centre for the Promotion of Private Enterprises (CPPE), said contemplation of military intervention should take into account the wider social, economic, welfare and security implications for the countries of the subregion and their citizens.

Zimbabwe’s opposition alleges ‘gigantic fraud’ in election result

Zimbabwe’s main opposition leader has alleged “blatant and gigantic fraud” after President Emmerson Mnangagwa was declared winner of another troubled election.

The results were announced on Saturday night, two days earlier than expected, after international observers had reported an atmosphere of intimidation against voters.

Opposition leader Nelson Chamisa promised to address the country soon as his Citizens Coalition for Change party said it would reject the results as “hastily assembled without proper verification”.

“They stole your voice and vote but never your hope,” Mr Chamisa wrote in a post on Twitter, now rebranded as X, in his first public reaction to the results. “It’s a blatant and gigantic fraud.”

People in the country of 15 million are bound to view the results with suspicion.

International election observers have noted problems with the election, held on Wednesday and Thursday, citing an atmosphere of intimidation against Mr Chamisa’s supporters.

In the build-up to the vote, international rights groups reported there had been a crackdown on opposition to Mr Mnangagwa and the long-ruling Zanu-PF party, which had used the police and courts to harass and intimidate opposition officials and supporters, the rights groups said.

Before the election, Mr Chamisa alleged in an interview with The Associated Press that his party’s rallies had been broken up by police and his supporters had often been intimidated and threatened with violence.

Mr Mnangagwa’s victory meant Zanu-PF retained the governmental leadership it has held for all 43 years of Zimbabwe’s history since the nation was renamed following independence from white minority rule in 1980.

Mr Mnangagwa, 80, was re-elected for a second and final five-year term with 52.6% of the vote, according to the Zimbabwe Electoral Commission. Mr Chamisa, 45, who also lost to Mr Mnangagwa in a very close and disputed election five years ago, won 44% of the vote this time, the commission said. Zanu-PF also kept its parliamentary majority.

“This is a very happy occasion indeed,” said Ziyambi Ziyambi, an election agent for Mr Mnangagwa and a cabinet minister. “Zimbabweans have shown confidence in our president and Zanu-PF.”

Zimbabwe has a history of disputed and sometimes violent elections in the more than four decades of Zanu-PF rule, most notably under autocratic former president Robert Mugabe, who was leader for 37 years and oversaw a period of economic collapse that gained Zimbabwe international notoriety.

Mr Mugabe was removed from power in a military-led coup in 2017 and replaced with Mr Mnangagwa, his former vice president. The coup was widely popular and celebrated as a new dawn, but while Mr Mnangagwa promised an era of freedom and prosperity, critics have alleged the former guerrilla fighter nicknamed “the crocodile” has become as repressive as his predecessor.

Zimbabwe has had just those two leaders in more than four decades of independence.

The 2023 election results were released at around 1130pm on Saturday at the official results centre in Harare, taking many by surprise. They came just 48 hours after polls closed in the delayed elections, when election officials had planned to announce the results five days after voting ended.

“We reject any results hastily assembled without proper verification,” said Promise Mkwananzi, a spokesperson for Mr Chamisa’s party, minutes after the results were announced. “We will advise citizens on the next steps as the situation develops.”

While the outcome is likely to be closely scrutinised, Mr Chamisa’s party did not immediately announce if it would challenge them through the courts. Mr Chamisa challenged his 2018 election loss to Mr Mnangagwa, but that was rejected by the Constitutional Court.

The head of the African Union observer mission, former Nigerian President Goodluck Jonathan, said the FAZ activities should be declared “criminal offences”.

More than 40 local vote monitors were also arrested on allegations of subversion that government critics said were trumped-up charges.

Ahead of Saturday’s announcement of the results, dozens of armed police with water cannons guarded the national results centre. It was the scene of deadly violence following the election five years ago, when soldiers killed six people during protests.

There was no sign of unrest early on Sunday. Streets in Harare that would normally be bustling with late-night vendors were empty soon after the announcement as people were digesting the results and another Zanu-PF victory, which would take the party’s rule to nearly half a century.

“It’s done. It never changes,” said Gerald Chosawa, a security guard at a grocery store. “I had some hope.”

Royal nod for renaming French airport after Queen Elizabeth II

The French seaside resort of Le Touquet this week said it had received the official go-ahead from Britain’s King Charles to rename its airport after his mother Queen Elizabeth II, who died last September.

“The International Airport of Le Touquet Paris-Plage is about to undergo a historic transformation by taking on the name Elizabeth II International Airport of Le Touquet Paris-Plage,” the northern resort’s town hall said in a statement.

“This is a tribute to a great Queen and her uncle who had a fondness for France, as well as a recognition of the ‘most British of French resorts”.

An inauguration date had yet to be set.
Authorities had requested the name change just days after the Queen, the longest-reigning monarch in British history, died on 8 September at the age of 96.

Queen Elizabeth II, who was a fluent French speaker, made five state visits to France during her reign, in addition to numerous private visits.

Her first visit to France was in 1948 as the 22-year-old Princess Elizabeth.

Le Touquet, about an hour’s drive south of Calais, is a popular resort where French President Emmanuel Macron and wife Brigitte notably have a home.

The town’s airport opened in the 1930s and swiftly becoming a favoured destination for well-heeled Britons.

The town hall noted that the Queen’s uncle, Edward VIII, used to travel to Le Touquet by plane to enjoy horseback riding and sand yachting, sometimes accompanied by his niece.

In the 1950s the airport was France’s third busiest after Orly outside Paris and Nice on the French Riviera.

Later this year, Le Touquet will host the England rugby team for its training camp for the World Cup starting on 8 September and running to 28 October.

Charles III is expected to make his first official visit to France as king in September, six months later than originally planned.

The British monarch had been due to visit in March but opted to postpone amid protests against the French government’s pension reforms.

The events of the last few days have exposed those who thought that running a nation was the same as running a
Political Party.When in opposition,President Hichilema and the UPND proclaimed to be true carriers of democratic principles and values. They even promised to repeal the Public Order Act as soon as they took over power after the 2021 tripartite elections.

As the saying goes ,” it is easier said than done,” their own sin has found them out quickly. They did not only fail to repeal the Act but even ignored the entire current Public Order Act.

The PF met all the requirements to hold a rally on Saturday August 26th, 2023 but the UPND Government ignored the basic requirements to hold a rally for political expedience and power. They went to full length to use the full armour of Zambia Police to stop a rally where those who were to hold the rally were without arms.

There was no reason to stop the PF rally as all security arrangements for a peaceful rally were put in place before the rally was to take place but the entire Government machinery headed by the “most democratic President in Africa” refused to adhere to their own self proclaimed democratic credentials.

The self proclaimed world class economists and carriers of democracy failed the litmus test just because they knew that the people of Zambia are fade up with their unfulfilled promises and are no longer with them. Their propaganda machinery which they thought would help them is no longer working for them as reality has dawned on many Zambians that this Government is only leading them to a disastrous end, economically, socially and politically.

The action of Government to cancel the rally using draconian methods prompted the Acting PF President, Hon. Given Lubinda to use the words, “You are a scared little man” in reference to President Hichilema who every one knows, must have made the decision to cancel the rally.The words were used hh who at one time claimed that Zambia belongs to all Zambians and was now doing the opposite because it now suits him and has no qualms in abusing power for his own political survival.


Another member of the Team PF also stated that “HH, you have nothing to offer the Zambian people”. Of course he never had anything to offer to the Zambian people from day one except for his personal ambition to be recorded to have been President of the Republic of Zambia.

While the Zambian people continue to suffer under the new dawn Government, it is important that a strong and united PF continues to raise the voice to a higher note for the voiceless so that Government is forced to reform the economy to enable the people of Zambia to get to that stage of having a daily decent meal as promised.

Zambia is for all Zambians so it was proclaimed then. President Hichilema must not just talk about good governance,prudent economic management,methodical and meticulous political and Government management in his usual and famous rhetoric but be seen to be delivering on what he talks about. He must walk the talk and the time to walk the talk is now.

If, on the other hand, it remains a mere daily rhetoric then Zambia deserves better.

Chamisa’s CCC is a US puppet- Zanu PF

THE ruling Zanu PF party has accused the United States of interfering in Zimbabwe’s political affairs, claiming that the Citizens’ Coalition for Change (CCC) is a puppet party bent on facilitating Zimbabwe’s re-colonisation.

The ruling party’s vitriol comes after the Southern African Development Community Election Observer Mission (SEOM), African Union-Common Market for Eastern and Southern Africa, European Union Observer Mission, Commmonwealth Observer Mission and the Carter Center raised the red flag over the August 23 and 24 polls.

The US embassy in Harare also released a statement saying it shared the sentiments of the different missions.

“These missions cited problems with the transparency, independence, fairness and credibility of electoral processes; undue restrictions on the rights to freedom of assembly and association, and freedom of expression that are guaranteed by Zimbabwe’s Constitution and reflected in regional guidelines; reports of voter intimidation; and the disenfranchisement of candidates, particularly women,” the US Embassy statement said.

Soon after President Emmerson Mnangagwa was proclaimed winner of the largely controversial poll with a 52,6% win against opposition leader Nelson Chamisa’s 44%, Zanu PF spokesperson Christopher Mutsvangwa said the opposition CCC party would never rule Zimbabwe because it was an infiltration tool by the West to recolonise Zimbabwe.

Addressing journalists in Harare yesterday, Mutsvangwa said: “America does not want to believe that Africa can make sovereign decisions about its resources. They want to control those resources by putting puppets in government and get them for free.

“What happens in the end is that they are expecting to have supper of African resources. We have already finished breakfast with the Chinese, the Indians and we are not going to stop and wait for America.”

Mutsvangwa said the US was a greedy country which developed by capitalising on developing countries such as Zimbabwe.

“Americans want to have a free ride on African resources; they do not want to buy them on the market like the Chinese and the Indians. They want to put a puppet in Zimbabwe and then come and negotiate with a puppet so that they get freebies.

“That is not going to happen. That Africa is gone and that’s why people are drifting away to the Brics, it’s because of the American attitude,” he said.

“We hope that the people of Zimbabwe will remain peaceful. It has been peaceful to date. We also hope that the political actors will act in a responsible manner and use the Constitution given avenues to address any given grievances they may have.”

He described the Zimbabwe Electoral Commission (Zec) chairperson Justice Priscilla Chigumba as a fair judge.

“Judges are fair, that’s how we test the strength of your institution. That is the best way to go and as Zanu PF our President is a lawyer who abides by the decisions that come from the courts,” he said.

CCC has rejected the election results vowing to pursue a vigorous course of action in protest against the presidential results announced by Zec.

Meanwhile, the government has registered its displeasure with the Sadc report with the Foreign Affairs acting minister Amon Murwira saying the report deviated from Sadc guidelines.

“Sadc’s mission is to foster peace and security as the prerequisite for regional integration and development to achieve a common future. However, we are disturbed by some aspects of the SEOM report which deviate from the spirit, intent and mandate of the Sadc Observer Mission as outlined in the Sadc Guidelines which Zimbabwe has fully domesticated.”

Murwira added: “We believe SEOM, as our institution, had all avenues open to interrogate, verify and validate information before it is published, in line with Sadc cherished values and principles of transparency, impartiality and non-partisanship.

“Unfortunately, in some areas cited in the report this did not happen resulting in the views of a partisan nature being presented in the preliminary report as facts.”

TIZ welcomes cancellation of mining licence in Lower Zambezi

Transparency International Zambia (TI-Z) has commended the decision by the Zambia Environmental Management Agency (ZEMA) to cancel the decision letter issued in 2021 pertaining to the large scale mining project by Mwembeshi Resource Limited in the Lower Zambezi National Park in Luangwa district.

TIZ Executive Director Maurice Nyambe says this decision, being based on the mining company’s failure to comply with certain conditions, is a good example of ZEMA holding companies accountable to environmental regulations.

Mr. Nyambe says this is very welcome, given foremost the manner in which the licence for this project was awarded in the first place, which raised serious questions about whether the project was well-intended and in public developmental interest.

“Secondly, TI-Z welcomes ZEMA’s decision considering that even after the said company was found in violation of the decision letter, ZEMA did in fact halt and suspend the mining project through a compliance order issued in May this year. ZEMA’s letter outlining the conditions breached by the mine shows that the mine was not operating in good faith and in compliance with stipulated standards.

It also shows that the mining company wantonly had no regard for the sensitive environment it was operating in being an area designated as a national park. This also goes to show to a great extent that the mining project had no intentions to honour the commitments stated in its Environmental Impact Statement (EIS) and decision letter issued by ZEMA,” said Mr Nyambe.

“In view of this development, TI-Z implores ZEMA to enhance their monitoring of projects in order to ensure that mining projects in particular comply with the law and commitments as stated in respective EIS reports and decision letters. TI-Z also urges ZEMA to continue to espouse transparency in its operations vis-à-vis ensuring that standards are met for holding public consultations and public hearings for environmental impact assessments, as well as in continuing to improve the public availability of EIS reports and decision letters.”

He recommended better coordination between ZEMA and the Ministry of Mines and Minerals Development in the issuance of mining licences.

“Ideally, mining licences should be issued prior to a licence or mining right being awarded as opposed to current practice which has led to some contentious projects, such as the aforementioned, being given approval albeit questionably.

Further, ZEMA and the Ministry of Mines should also improve coordination for monitoring compliance and enhance mechanisms for complaint reporting of mining projects. TI-Z continues to call for increased accountability and transparency in this regard,” he concluded.

Steve Harvey Reportedly Fires Social Media Manager Over Divorce Rumors

Earlier this week, reports began to surface claiming that Steve Harvey and his wife were going through a rough patch. Reportedly, Harvey and his wife, Marjorie Bridges, were headed for a divorce after Bridges cheated on the TV personality. However those rumors have since been debunked, at least according to Nigerian Senator Ned Nwoko, who claims to have spoken to Harvey personally. “When we read about our friend Steve Harvey and his lovely wife having issues, we had to contact Him and He confirmed that he and his wife are very much okay and it’s all fake news and should be disregarded. The family is happy together and we wish them all the best,” Senator Nwoko wrote on Instagram.

The other Harvey-related incident centered on a now-deleted tweet that appeared on Harvey’s official Twitter account. “A comedian you don’t find funny at all?” the tweet simply read. The post received a lot of backlash, with a lot of people calling it classless and musing on why Harvey would post such a negative question. However, Harvey himself has now spoken out about the week’s events, revealing that he had to fire a member of his team.

“Somebody that works for me on my Twitter put a statement out that was totally negative. I gotta take responsibility for it ’cause they work for me, but the engagement was talking about ‘name a comedian you don’t think is funny.’ Why would I do something like that?” Harvey said in a video. “That don’t even make no damn sense. My whole brand is to be motivational, and I’mma turn around a say something like that? You don’t know where these young people [are] at in they career, man. They could be coming up or anything. I’m all about positivity; I would’ve never done nothing like that.”

Harvey went on to say that after confronting the employee in question, the tweet was defended as being necessary as Harvey needed “engagement”. Furthermore, he ends his video by joking that the individual now needs to find “employment” instead. Harvey and Bridges have been married since 2007. It is Harvey’s third marriage and by far his most successful. Harvey was with his first wife, Marcia, for 13 years between 1981 and 1994. He then married Mary Shackleford in 1995, with the pair divorcing in 2006. Additionally Bridges and Harvey celebrated their 16th wedding anniversary (wax) earlier this year.

Mnangagwa says he did not run the election, ‘I was a participant’

President Emmerson Mnangagwa on Sunday morning rejected allegations by the opposition that the 2023 presidential election was rigged in his favour.

He also said observer missions that criticised the country’s laws “overstepped” their mandate.

Mnangagwa addressed reporters at State House the morning after the Zimbabwe Electoral Commission (ZEC) announced him as the winner with 52.6% of the poll, beating CCC’s Nelson Chamisa’s 44%.

Asked to respond to allegations by his competitors that the election was shameful and neither free nor fair, Mnangagwa said:

“I can assure you that I did not conduct the elections. I competed with them in this race to win the elections.

“Those who feel the race was not run fairly, should know where to go to complain.

Zimbabwe’s 2023 Harmonised Elections were criticised by the SADC observer mission, which said some parts of the electoral process fell short of standards. SEOM head Nevers Mumba said:

“The mission observed that the pre-election and voting phases of the 23-24 August harmonised elections were peaceful and calm.

“However, the mission noted that some aspects of the harmonised elections fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act and SADC principles governing democratic elections.

Mumba, a former Vice President of Zambia, also criticised Zimbabwean laws, including the “Patriotic Act” which is a new section of the amended criminal law that punishes Zimbabweans for conniving with foreigners to push for sanctions and foreign military intervention.

However, speaking to journalists this Sunday, Mnangagwa said that the election observers should not have an opinion on Zimbabwean laws. He said:

“I’m aware that some observer missions went beyond their call of duty and began interrogation legislation passed by our Parliament.

“It is my view that every sovereign state passes legislation through its legislature, and Zimbabwe is no exception.

“I don’t think it’s in the mandate of election observers to interrogate institutions of a sovereign government, the judiciary, or the legislature.

“I believe their mandate is to observe the transparency, peacefulness and conduct of the elections.”

CLAYSON HAMASAKA CHALLENGES MAKEBI ZULU TO REVEAL STATEHOUSE KKIA GOLD NAMES

In a twist of events, a Times of Zambia report edition dated 25 August 2023 has suggested that STATE House Chief Communications specialist, Clayson Hamasaka has challenged Lusaka law firm Makebi Zulu Advocates to reveal names of State Houses officials allegedly involved in gold Scam in which 13 People have been arrested by Drug Enforcement Commission (DEC).

This comes after detained gold dealer Shadreck Kasanda has through his lawyers threatened to implicate State House if he is not immediately released from police cells.

Kasanda was arrested last Thursday in connection with a fake gold deal that unfolded at the Kenneth Kaunda International Airport over a week ago.

Mr Hamasaka also described the threats by the law firm through a letter written by Makebi Zulu as an attempt to jeopardise DEC investigations into the gold saga and his client Shadreck Kasanda was free to reveal any information.

Earlier, following Shadreck Kasanda’s accusations through his lawyers, State House refused to be dragged into what it deemed as malicious statements in the ongoing KKIA Gold Scandal.

Communications Specialist Clayson Hamasaka said the institution would not be drawn in the matter and will not comment on the matter as it may be subjudice to the ongoing investigations.

Kasanda’s lawyers Makebi Zulu advocates have written a letter to the Attorney General over President Hakainde Hichilema’s commentary on the unearthed gold scam at the Airport on August 14.

Kasanda and his co-accused Mahogany Air proprietor Dr Jim Belemu, his employee Patrick Kawanu and ZamQlik solutions limited director Oswald Diangamo are facing a charge of disposing minerals suspected to be proceeds of crime.

According to the Letter, Makebi Zulu advocates stated that the President commented on the criminal activities at the the airport and drew conclusions prejudicial to Kasanda having a fair trial, when he was cognisant of the judicial process.

Kasanda’s advocates said the President’s comment is “revered” and that what he says cannot be taken lightly.

They claimed the decision by the State to criminally pursue Kasanda is illegal in line with Section 43(1)(2)of the public interest disclosure (protection of whistleblowers).

Kasanda’s lawyers said DEC disregarded the disclosure made by the businessman to a security personnel after it joined the investigations midway and has gone on a tagnet issuing media statements suggesting that the disclosure was inconsequential and deemed Kasanda not to have been a whistleblower.

They stated that arresting Kasanda to the exclusion of named persons behind the whole deal who include known personnel at State house who after the ordeal accompanied the President to Angola is unjust.

“Upon returning from Angola the said officials have not been interrogated or arrested,” Kasanda’s lawyers stated.

“It is our demand that the State drops the charges forthwith and release our client from unlawful detention, failing which we shall be left with no option but to commence proceedings for appropriate remedies which action shall contain full disclosure of the information.”

“Instead the public humiliation and victimization of our client have characterized the conduct of the State in an attempt to render him a scapegoat for matters well within the State’s knowledge,” said Kasanda’s lawyers.

“Our client shall where appropriate report the known breach of the law and maladministration by the DEC to the public protector for investigations.”

Meanwhile, Nine foreign suspects in the ongoing KKIA gold scandal are sitting with charges of five counts Smuggling and Corrupt Practices contrary to section 19 (2) and 41 of the Anti-Corruption Act No.3 of 2012.

The law firm has also questioned why the nine foreigners are receiving “Preferential” and “discriminatory” treatment as much as being lodged at some “luxurious” lodge while their client and other Zambian suspects are left subjected to “filthy police cells”

The Nine foreign nationals are Walid Botros, Mounir Awad, Mohamed Gooda, Yasser Abdeghafor, Michael Botros, Teunis Mooyi, Dela Cruz Castilla, Alisafi Ali and Noha Nadim.

BRICS rises On as India Buys UAE Oil using Rupees
…reducing dependence on dollar further

Even as the important BRICS meeting kicked off on 22nd August in the glitzy downturn burb of Santon, South Africa, the world order was changing—India was concluding a multi-billion deal to purchases oil from the United Arab Emirates (UAE) using its own currency, the rupee.

What does this mean in simple terms to those with limited knowledge or little interest in the scheme of geopolitical economic scenario as the BRICS rises?
It means by settling bilateral deals in local currencies, India and UAE help “reduce transactions costs and boosts cross border trade.”

They also strengthen their local currencies in the process as the dollar use reduces.

The first Local Currency Settlement (LCS) occurred recently between ADNOC of UAE and the Indian Oil Corp., according to latest media reports.

“The transaction involved the sale of about 1 million barrels of crude oil to India using rupees and dirhams between UAE and India,” a recent report reads.

Consequently, and as more BRICS+Six countries trade using own currencies, their currencies are exponentially expected to strengthen, conversely, the power of the US dollar is going to weaken.

In the past countries aligned to the BRICS have expressed concern about the continued use of the dollar, they say the US and its allies weaponize to ´bully’ whoever doesn’t agree with them via sanctions that include closure of accounts dominated in the green buck.

Between 22nd August-24th August, BRICS the acronym of Brazil, Russia, India, China, and South Africa admitted six other countries, Argentina, Egypt, Ethiopia, UAE, Iran and Saudi Arabia to the fast-rising club.

The group is responsible for 40 pc of the global population as well as 30pc of the global economy, a staggering number even for the US and its allies.

The jury is still out on whether Zambia is among the 40 countries that applied to be a member of the economic and political group, albeit President Hakainde Hichilema was among the more than 60 Presidents that attended the conference hosted by President Cyril Ramaphosa attended by China´s President Xi Jinping and remotely by Russia´s President Valdmir Putin.

Whether Zambia, believed to be more western than BRICS+Six leaning will join the growing geopolitical club shaking the comfort zone enjoyed by the west for more than 70 years since the end of World War II is a story for another day.

Whatever happens, nevertheless, the BRICS+Six train is moving and positively doing so fast, it is practically impossible to ignore it analysts say.
The other thing having optional trade partners is ever much better than putting one’s eggs in one basket as the adage goes.

Also of special note is the fact that ´de-dollarisation´ started way back in 1999 when Europeans introduced the Euro, a currency often much stronger than the dollar on any given day.

Yevgeny Prigozhin confirmed dead in plane crash after DNA tests

Wagner chief Yevgeny Prigozhin has been confirmed dead after genetic analysis of bodies found in Wednesday’s plane crash, Russian officials say.

The Investigative Committee (SK) said the identities of all 10 victims had been established and corresponded to those on the flight’s passenger list.

Prigozhin’s private jet came down north-west of Moscow on 25 August, killing all those on board.

The Kremlin has denied speculation it was to blame for the crash.

The SK said it was continuing a criminal investigation.

“Molecular-genetic testing has been completed,” it said in a statement.

“According to its results, the identities of all 10 deceased have been established, and they correspond to the list published in the flight manifest.”

The victims include several senior figures in Wagner, a Russian mercenary group set up by Prigozhin and involved in military operations in Ukraine, Syria and parts of Africa.

Among them was Dmitry Utkin, who managed Wagner’s military operations.

The others on the Embraer Legacy plane – flying from Moscow to St Petersburg – included Wagner members Valery Chekalov, Sergei Propustin, Yevgeny Makaryan, Alexander Totmin and Nikolay Matuseyev.

The plane was flown by pilot Alexei Levshin and co-pilot Rustam Karimov, and there was one flight attendant, Kristina Raspopova.

The crash came two months after Prigozhin led a Wagner mutiny against the Russian armed forces, seizing the southern city of Rostov and threatening to march on Moscow.

The standoff was defused after a deal was reached which led to Prigozhin and Wagner fighters relocating to Belarus.

However, Russian President Vladimir Putin described the mutiny as a “stab in the back” and there has been speculation that Russian security forces were somehow involved in the crash.

US officials quoted by CBS have said that the most likely cause of the crash was an explosion on board the plane, and the Pentagon said Prigozhin was probably killed.

On Friday Kremlin spokesman Dmitry Peskov said rumours of foul play were an “absolute lie”.

Mr Putin has sent his condolences to the families of the victims.

He described Prigozhin as a “talented person” who “made serious mistakes in life”.
