THE PEOPLE WHO SERVED UNDER PF MAKE HICHILEMA’S CORE TEAM. STOP THE BLAME GAME – M’MEMBE
Fred M’membe says President Hakainde Hichilema must stop the blame game and get down to work.
Dr M’membe who heads the opposition Socialist Party Zambia wonders how Hichilema would go on with the blame of PF when the people who held key position also make a core team of his government.
He said Hichilema must just admit if he has failed. He said this in article below:
UNRAVELLING HICHILEMA’S ECONOMIC FAILURE BLAME GAME
It has now become a tradition for Mr Hakainde Hichilema and the UPND to pass blame on Mr Edgar Lungu and the PF for their economic policy inertia without being introspective.
Who are the key economic managers in any government who are key advisors to the President on economic matters? It is the Central Bank Governor who is responsible for Monetary Policy and the Minister of Finance who is in charge of the fiscal policy, including being custodian of budget formulation and execution.
Now let’s look back: who was the substantive Central Bank Governor during Edgar Lungu’s rule? It was Dr Denny Kalyelye who was only removed 11 months before the August 2021 elections. So we can agree that substantively Mr Lungu’s monetary policy was anchored on Dr Kalyelye. So when you say PF left high inflation, then it should point to the office holder.
Who is the current Central Bank Governor. Same person. In addition, even the deputy served under Mr Lungu and is still there. So introspect if you want to blame Mr Lungu and PF who left the kwacha at k15.89 per to now K27.
Now let’s move to the Minister of Finance. In 2016, after PF won the election, what was Zambia external debt balance? Approximately $7 billion (I stand to be corrected). Who became the finance minister post-2016 elections? Mr Felix Mutati. How much debt did he contract? He can answer for himself! It is estimated that by the time he left, it was around $11 billion (again, I stand to be corrected).
Where are these economic managers at the moment? Serving in Mr Hichilema’s government.
So the bad you blame PF is part of your core team.
In a nutshell, stop the blame game and fix the problems. You are now heading to 3 years in government, so stop the blame game. If you have failed, just admit, we will forgive you. You are not God, so every human being is fallible.
Just admit your failures and seek help.

Here fuledi has a point. Our HH is a let down on this one. Its is only the politicians that changed leaving all pf structures in Government key positions. How honestly would one expect to score…… HH on this one here is a let down. Talk of police, talk of parastatal organisations. Every where…….No wonder PF guys are mocking him around
Lets be serious.
What is the role of the Some of these people to Government? What is their role to the President?
Denny Kalyelye maybe BOZ governor and his role may be to create monetary policy but that monetary policy can be seriously undermined.
Felix Mutati maybe Minister of Finance at the time but his role may have been seriously undermined. Wasnt Miles Sampa dept Min when the Erou bond was taken. He spoke of a sinking fund to provide for the repayments. Was it done?
Who were the same people who were undermining the Minister or dept Min? We read of money that was funneled out of treasury and all manner directors at the Min of Finance were removed recently because they with the Sec to Treasury were basically looting treasury.
Why was Felix Mutati removed from Finance and what is his role in the current cabinet?
Why was Denny removed from BOZ and replaced with a person whose background was in commercial banking and audit? Dr. Chipimo who was a Director at BOZ was at the Min of Finance as Advisor to the Minister of Finance could have taken over? When Bwalya ngandu was moved to Finance from BOZ why was Chipimo taken back?
Does Mmembe answer or ask himself these questions? If Denny was so incompetent why the World bank take him back at his substantive level?
People want to slander people without facts. And some of these facts lie with the appointing authorities. We are not per view to the reports or personel files on these persons that Mmembe refers to but I can with confidence. That the “shit show” that was going on under Lungu made for hard work for anyone wanting to serve.
There are people who have the capacity and mind set to work, but often shy away because of the culture that exists during a particular government. Some regimes are just there to loot. And reports and cases reflect that. OP sees alot and their role is to see and record. Its the same OP that served under Lungu and recorded and that provided the reports to HH. So think again bwana Major. Mmembe a week ago tried to stir a honet nest against HH about Barosteland, and only yesterday the Litunga and his chiefs sat down to discuss what his own subjects were raising but seem to direct it at the head of state.
Now here is talking about an issue he gropping in the dark about as I doubt if is preview to why certain decisions were made. Mutati is MMD. And has been nominated from the Alliance of Parties that UPND fought PF to win the election. The Bank Governor is a professional with a limited set of tools that he can use in managing monetary policy. Mmembe as an accountant should know that, but as usual is being malious. There are a myriad set of factors that cause the exchange rate to rise, that even monetary policy can not correct. One is simply that Zambia produces very little but buys almost everything it consumes from abroad. Maybe if Mmembe bothered to finish ACCA he would understand but Advanced Financial Management ina kanga, so please shut up.
