IT IS CLEAR PF IS AT THE BLINK OF LOSING 2021 ELECTIONS

The Candidates’ Comment

We listened to Patriotic Front (PF) Secretary General Davis Mwila – on Hot FM radio today – justify the adoptions of various persons at different layers of representations. Davis claims the adoptions were premised on popularity of a particular candidate and he went further to say, in a case of Vincent Mwale, their preferred choice for Chipangali Andrew Lubusha is “VERY” popular.

There is a clear difference between words popular and famous. Yes, Andrew is famous but he is not as popular . Andrew is very famous for dishing out money to people in order to make them love him. The relationship that Andrew has with people in Chipangali is that of a master and dog. All what people know is that when they see Andrew or his minions, they see a master of money. They rush to his rallies with expectations that he will give them something to buy food. The basis of this relationship is money. Word has gone round that the sight of Andrew means you will eat; you will get mealie meal and you will have something to put on the table. This is what Davis Mwila calls very popular. But give Andrew a chance to draw people to him without dishing out the money he has borrowed from banks, you will see that he is not popular. It explains why despite that Andrew has lived in Chipata all these years; he cannot fool people there in the same manner he can fool villagers in Chipangali. Andrew hasn’t stood in Chipata Central because he has no relationship with everyone there. His behavior, his character is very questionable.

We are not be surprised that Davis doesn’t know the difference between being popular and being famous. Davis has very low IQ. What more can you expect from a person who has lost an election to a young person before? Nothing.

Even if we were to agree that PF has adopted its candidates on the premise of popularity, when you go to Copperbelt in Nkana and Kalulushi in particular, those who have been adopted there are not as popular as those who have been left out. It is not a secret that Binwell Mpundu is extremely popular in Nkana than Alexander Chiteme whom Davis wants to have us believe is popular. We all know that Rashida Mulenga is extremely popular in Kalulushi than the PF adopted person Kampamba Mulenga.

Equally, we all know that Evans Fenete is more popular in Livingston than Namakau Siyange. We all know that Nyambose is more popular in Chasefu than Dr. Timothy Mtonga. We all know that Munir Zulu is more popular in Lumezi than the PF adopted candidate Pilila Jere. We know that Emmanuel JJ Banda is popular than Dora Siliya in Petauke. We all know that Zindaba Soko is more popular than Amon Jere for Chipata Central. We all know that Chris Chiinda is very popular in Munali than the PF’s adopted candidate. When Davis says his party has adopted based on popularity, what exactly does he mean?

Of course, the PF are on cloud nine and you cannot advise them because they think they know it all. But when you check these things critically, you will realize that this election has already been lost to the United Party for National Development (UPND) if the leaders of main opposition become more aggressive and serious.

When you go to Eastern province, the Kalonga Gawa Undi and Mpezeni who are influential traditional leaders and command great influence among their followers have rejected these PF candidates. The ruling party cannot win in that province with over 50 of the registered votes in Eastern.

The PF has for a very long time picked fights with Gawa whom they hate because he has refused to be corrupted by them. They hate Gawa not because he has done anything wrong to them but because the man has principles and knows that his rulership is a service to his subjects. PF now see Gawa as their number one enemy in Eastern forgetting that, you can’t fight a traditional leader of that nature and expect his subjects to watch you. The subjects of Gawa will fight Edgar Lungu on the ballot.

Further, the PF has picked fights with the Roman Catholic because this Church has refused to be corrupted with money for them to abandon their sacred objective of serving its fellowships.

The PF has angered many Zambians. They have starved the youths of employment. They have mistreated marketeers through their violent cadres. They have mistreated the civil servants through all sorts of frustrating policies like wage freeze and poor conditions of service. The PF have angered students with no bursaries. The PF have angered university lecturers, teachers, nurses, doctors and even workers in the private sector by going to bed with the employers to craft very bad employment conditions. The PF has angered basically everyone you can think of apart from their few violent cadres who do not even vote. How do they hope to win these elections?

More than ever, these elections are not about the popularity of the party. This election is about the individual players. The people are not very interested in voting for PF. Those still sticking around are attracted to certain personalities in the ruling party. Go to Nkana and ask the voters whom they want. They will tell you it is Binwell Mpundu. Ask those same voters if they will vote for PF. They will tell you that their vote for PF is because of the person they will vote as MP. Now that Binwell hasn’t been adopted, will those supporters still vote for PF?

Mpezeni Left Fuming After PF Rejects His Candidates In Favour Of Rupiah’s

MPEZENI LEFT FUMING AFTER PF REJECTS HIS CANDIDATES IN FAVOUR OF RUPIAH’S…the paramount chief says ‘the candidates PF has picked are not the ones people need here’

By Daily Revelation Reporters

The ruling PF has adopted candidates favoured by former Republican president Rupiah Banda, much to the chagrin of paramount chief of the Ngoni people of Eastern Province, Mpezeni, whose candidates have been left out.

And Mpezeni has told Daily Revelation that the candidates PF has picked, are not the ones favoured by the people.

With the political climate in the Province not looking as easy as initially thought for the PF, the ruling party views president Banda as more of an asset to help stabilise and improve dynamics in the area, ahead of the Mpezeni, and therefore candidates largely backed by Banda have received the nod in the adoptions ahead of those supported by the paramount chief.

In Luangeni, Chipata-Central and Petauke-Central, president Banda’s allies have received adoptions, with Patricia Mpanza (Luangeni), Amon Jere (Chipata-Central) and Information minister Dora Siliya (Petauke-Central) getting the nod ahead of Moses Moyo, Zindaba Soko and Emmanuel Banda (Jay Jay) respectively, despite the fierce competition particularly in the case of Siliya, who is clearly not as popular as she has been in previous elections.

Sources said Mpezeni returned to Chipata yesterday having been frustrated after his efforts to lobby for the adoptions of candidates he supported with the PF leadership failed to yield desired results. While, Mpezeni was traveling to Lusaka, president Banda took the opposite route, and has been in Eastern Province said to be influencing the adoption of candidates for the ruling PF, while discouraging his allies who have applied to stand on the UPND ticket from going ahead.

Sources recently revealed to Daily Revelation that president Banda had been lifted by the ruling party from his ‘sick bed’ to help the party reclaim the shrinking dominance in the area they wanted to reap overwhelming numbers following the inroads made by the opposition UPND in the area. The PF has pumped in huge resources in the area, from the national issuance of registration cards, registration of voters, plus the vehicles and bicycles distributed to the traditional leaders, in the hopes of maximising results in an area which has since surpassed Southern Province, and is only bettered by Lusaka and the Copperbelt Province in terms of registered voters.

The sources said Mpezeni was left fuming after seeing the list of adopted candidates did not feature his preferred ones.

“He was saying that ivi vibantu vikuyo luza. Akumvwa lini (these people will lose, they don’t listen,” the sources said.

Contacted by Daily Revelation for comment on the revelations by the sources, Mpezeni said the candidates picked by the PF were not the ones people wanted.

“Ah neo ine palibe chimene chakuti ningakambe, kaili sikuti banasanka iwo kwamene uko (There is nothing I can say. Is it not that they themselves (PF) chose who should stand)? Lomba koma bambili bantu sibanali kufuna abo, lomba kaya bene Kazi uko kapena banachita bwanji kaya (But most people here were not in favour of the ones they have adopted, I don’t know what they were doing),” Mpezeni said. “Kuno bantu banali kufuna bamene aba bene chiteni, wamene uyu Moyo, ku Luangeni banali kufuna Moyo, ku Chipata banali kufuna Zindaba. Sure sure (Here people wanted Moses Moyo in Luangeni and Zindaba Soko in Chipata-Central).”

Asked how he rated the PF chances despite the fact that the people he supported have not been adopted, Mpezeni said: “We kuti tikambe ninkani ina. Sure, sure (If I speak that is another story).”

Asked on his word over the coming elections, Mpezeni maintained his support for the ruling party.

“Aya yamene yabwela aya (ma election). Ine nikambako kuti yayi but PF niwo wina wina (These elections are a win win for the PF), Ah niwoyiwina PF (PF will win),” said the Mpezeni.

However, the sources said president Banda is believed to still carry more more clout and influence with the people of Eastern Province and therefore the candidates aligned to him have been adopted.

“There is Dora in Petauke. Amon Jere in Chipata. Actually Amon Jere is the person who Dora at one point wanted to be director general at ZNBC. Even the person adopted for Kasenengwa, Philimon Kwasa is said to have connections with Rupiah Banda,” sources said.

However, sources say the party will have a huge task particularly with Siliya, revealing that they will have to engage in a lot of damage control as she has become more unpopular with the electorate in Petauke-Central.

The sources said her competitor, Banda (popularly known as Jay Jay) is very popular, but the party seems to have gone with Banda’s influence over Siliya.

“The other argument that was argued with Jay Jay in the central committee is that he is not too mature, in that yes one might get financial support even from State House, but you don’t have to go about announcing to everyone about that. And while the grassroots are supporting him, the story is not the same with some traditional leaders,” sources said. “Therefore the leadership argued on the issue of unity, getting someone who can bridge the divide and it was thought that a more mature person should be adopted to achieve that.” – Daily Revelation

I am Not Adopted-God’s Will And Not Mine … I remain UPND – Naomi Tetamashimba

By Naomi Tetamashimba Khumalo
NOT ADOPTED-GOD’S WILL AND NOT MINE

So I pretty much knew my fate last week. Out of respect some of my leaders that care for me did reach out and confided in me that I was not going to be adopted this time around and I accepted.

I came into this race fully aware that there were only two answers at the end of it all,A Yes and a No therefore my husband asked me to only go into the accepting that fact and I did.

Am I disappointed? Definitely yes and rightly so.I put in my best as a young female politician who was also a wife and mother on top of that and I believe I did through out the process whilst holding onto my integrity and moral values and that is why this to me is God’s will.

I know I needed to take in all the lessons I have taken so far and I know I have so much more to go through good or bad as part of my political destiny.Destiny that can only be delayed but will never be denied.

To my party UPND allow me to thankyou for giving me the platform to grow in politics .I would also further like to thank my choice of president Hakainde Hichilema for the opportunity, encouragement and counsel that you always find time from your busy schedule to give me.I take them all to heart with honor.

To my husband, my four children ,my fathers,my mothers, friends and relatives that supported me on this journey,I can never thankyou enough for believing in me.

I am a leader, parliament may miss out on my voice for now but the nation will still hear of me and when the time is right I know God will make a way.

And now the big question,What Next? I say the works officially begins now to fight for a better Zambia and yes under UPND ALLIANCE and my choice and still is president Hakainde Hichilema .

So to those that were spreading rumors of me defecting or going independent from both within UPND and other political parties, here is the truth, I will not
do no such thing .I have dedicated the last 8 years of my life to Upnd and will not stop now because of not being adopted,I chose to be Upnd and only me can go but for now I am fine and this adoption process was processed ,prayed for and accepted on last week and it’s not enough to get me down.

I am Benny Tetamashimba’s Daughter and that means I have a duty to uphold my fathers legacy and for those that knew Teta know for a fact that that blood can never be kept down.
I am NAOMI TUKIYA TETAMASHIMBA KHUMALO
And I remain UPND.

SHOW SOLIDARITY WITH SANGWA – CSOs URGE AHEAD OF PETITION HEARING

SHOW SOLIDARITY WITH SANGWA – CSOs URGE AHEAD OF PETITION HEARING

Several of Zambia’s most respected CSOs have spoken out in support of John Sangwa’s petition to the Constitutional Court and his defence of the Constitution. The petition asks the Constitutional Court to bring the affidavit in support of the presidential nomination papers in line with the Constitution and is expected to be heard tomorrow 14:30.

The CSOs include Chapter One Foundation, Transparency International Zambia, Caritas Zambia, ActionAid, the Centre for Trade Policy and Development, the Zambia Council for Social Development, GEARS Initiative, and Peoples’ Action for Accountability and Good Governance in Zambia.

In a press statement on the subject they write, “We, the undersigned civil society organisations (CSOs) wish to commend Mr. Sangwa SC for his bold and unwavering fight for constitutionalism and the rule of law. The defence of our constitution is the duty and right of every Zambian citizen, as provided by Article 2 of the Constitution; it is not the preserve of a select few individuals. The strength of our Constitution is dependent on our resolve to uphold and defend it. To this end, we charge the members of the public to not only show interest in this matter but to take up the duty to defend our Constitution in whatever way they can.”

“We urge the public to show solidarity with Mr. Sangwa SC and the action before the Constitutional Court, as it affects every Zambian citizen and the right of citizens to participate in their government. While we note that the action is extremely time sensitive as the nomination for Presidential Candidates is scheduled to take place from 17th May 2020 to 20th May 2020. We have every intention of supporting Mr. Sangwa SC’s action, by any expedient legal means, and we strongly urge other like-minded stakeholders to do the same,” the groups state.

John Sangwa SC petition the Constitutional Court on 4th May 2021 seeking to enforce Article 106 (3) of the Constitution. According to the CSOs if successful the petition will “see the amendment of the ‘Affidavit for Presidential Candidate/Running Mate’ by the inclusion of a paragraph to the effect that the candidate has “not twice held office before. This amendment will bring the Affidavit for presidential candidates in line with the Constitution for present as well as future purposes.”

Lewis Mosho asks ConCourt to dismiss Sangwa petition

By Mwaka Ndawa

LUSAKA lawyer Lewis Mosho has been joined as an interested party to the petition brought by John Sangwa seeking an order that the Electoral Commission of Zambia includes the paragraph which states that a presidential candidate has not served for two terms in the affidavit for presidential and running mates.

And Mosho has asked the Constitutional Court to strike out the matter because it does not disclose which provision of the law has been abrogated by ECZ.

In this case, Sangwa has petitioned the Electoral Commission of Zambia for eliminating the part which requires a presidential candidate to state the number of times they have held office as President in Form no. Gen 4 to be sworn by presidential candidates when filing in nomination papers.

He is seeking an order that the Constitutional Court commands ECZ to amend the affidavit for presidential candidates and running mates and include another paragraph which is in compliance with Article 106(3) of the constitution which must read “I have not twice held office as President”.

In the alternative, Sangwa wants ECZ to include another paragraph in the judgment of the court which shall satisfy Article 106(3) of the constitution.

In an affidavit in support of notice of motion to raise preliminary issue, Mosho claimed that there is no constitutional question that arises from Sangwa’s petition.

He said Sangwa, by his petition, is inviting the court to embark on re-writing the affidavit for presidential and running mates made pursuant to section 11(4) of statutory instrument no. 63 of 2016 when the Electoral Process (General) Regulations, 2016 Act does not fall within the jurisdiction of the court.

“This is a fit and proper case for the court to dismiss the petition,” Mosho argued.

Mosho wants a determination on whether the court had the authority to hear and determine Sangwa’s petition which lacks any disclosure of constitutional issue or breach as alleged.

According to his list of authorities and skeleton arguments in support of the interested party’s notice of motion, Mosho stated that the affidavit in question satisfied the requirements of Article 52 of the constitution.

He claimed that ECZ complied with Article 52 of the constitution in prescribing the affidavit in question as it directly speaks to the requirements of Article 52 of the constitution.

“There is no requirement under Article 52 of the constitution to the effect that the contents of the affidavit in question should speak or disclose to each individual provision of the constitution relating to the qualifications for one to stand or be nominated as presidential candidate,” Mosho said.

He argued that the petitioner could not anchor his petition on Article 128(3) of the constitution of Zambia and allege that ECZ had contravened Article 52 of the constitution of Zambia for allegedly omitting a paragraph which specifically speaks to Article 106(3) of the constitution of Zambia which have been taken care of by the affidavit in question.

“The alleged violation of the constitution arising from the purported inadequacy of the affidavit for presidential candidates and running mates does not rise at all,” said Mosho. “This is essentially because the affidavit in question specifically responds or fulfills the obligation as imposed by the constitution of Zambia particularly Article 52. We, therefore, pray that this court dismisses this petition for lack of disclosure of any constitutional violation.”

BEMBAS WON’T VOTE FOR LUNGU…we’ve been wounded by the words ‘out of 10 thieves six are Bembas’ -Boniface Bwalya

By Mike Mwansa

THE United Movement for Kola Bemba Kingdom says Bemba speaking people will not vote for President Edgar Lungu and the PF for referring to them as thieves.

These are remarks the Head of State made three years ago when he said that out of 10 thieves six are Bembas.

Boniface Besa Bwalya, one of the movement leaders, says the Bemba people are still hurt by the President’s purported joke.

“We have been wounded by the words ‘ba kabwalala’ (thieves) referring to Bembas which was said during an economic forum by the President,” Bwalya said.

President Edgar Lungu during an Economics Association of Zambia (EAZ)-organised gala dinner in Lusaka in December 2018 is quoted to have said out of 10 thieves, six were Bemba.

“The other day I was doing statistics and I came across one damning fact that out of 10 thieves, six will be Bemba. And I said ‘why’ but they said you have forgotten? There are so many Bembas. So, invariably, you’ll find that when you collect 10, six will be wrong ones,” President Lungu claimed.

Bwalya said the attributes were farfetched from the spirit of traditional cousinship which is practiced by people from Northern and Eastern provinces of Zambia.

He said the platform at which the President uttered the words was not suitable for cousinship as it also included an international audience.

“This was not ‘chimbuya’, especially that the President spoke on an economic forum knowing very well that in Zambia there are Bemba speaking people. You see, outside they know that in Zambia there are Bemba speaking people who are thieves,’’ Bwalya added. “This has disadvantaged our children because the outside countries know that Bemba speaking people are thieves. Our names have been destroyed by the tribal assignation by the Head of State. My children and my grandchildren through this tribal statement have lost job opportunities because would-be employers associate Bembas with thieving acts now. Lucky enough if I am employed, I may not be a free person definitely! I am not going to be free because everyone would see me as a thief.”

He has since warned information minister Dora Siliya to stop the continued tribal attack on Bembas.

“We are warning even this one Dora Siliya who has started this same tribal remark of referring to Bemba speaking people as thieves. How can you allow somebody to continuously issue dividing statements?” Bwalya asked.

According to the documents availed by Bwalya to The Mast dated July 13, 2020, the movement sought an audience with the Head of State over the issue in the last three years but it has been fruitless.

“The office of the Attorney General is aware about this issue. And they wrote to us referring our issue to the Ministry of Chiefs and Traditional Affairs which only promised to get back to us,” Bwalya said.

He said in February 2020, the movement tried to seek police permit to demonstrate on the remarks, but its leaders ended up being detained for questioning at Lusaka division headquarters.

“We have been trying to seek an audience with the President over this issue and it has taken three years and four months now,” complained Bwalya. – The Mast

life is how you make it – A Story of Hope, Hardwork and determination

THOMAS Timothy Mtonga was born in 1971, with ‘perfect eye sight’ but a measles attack in 1980, left him blind.

Thomas was in grade two and was visiting his older brother in Mukonchi area of Kabwe during a school break when the deadly disease ‘pounced’ on him.

Unfortunately for Thomas, he was not taken to hospital but was prescribed a traditional concoction in the hope of treating him.

“What was serious at the time was a combination of lack of education and poverty levels. The only thing my brother did to try and heal the disease was to prepare okra and pour it into my eyes.

“However, after two weeks, I became unconscious and my brother sent word to my father and when he arrived, I remember very little light passing through my eyes. They rushed me to Kabwe General Hospital but it was too late. They managed to save my life but they could not save my sight,” he recalls.

Thomas, who is a lecturer and researcher , recalls how his father, who was a general worker, was devastated by the turn of events in his son’s life.

He inquired from different individuals and organisations on the possibility of restoring his son’s sight until he was advised to enrol him at Ndola Lions School for the blind.
He was enrolled at the school on January 14, 1982, much to the devastation of his mother.
“I remember my mother crying because she didn’t believe there was any school for the blind. She thought my father was taking me away for ‘slaughter’,” he recollected.

Ndola Lions School opened a new chapter in Thomas’ life although this new journey was rough at the beginning, with motivation and hard work, he became a genius.

“I call it the good evil because my performance before losing eye sight was bad compared to the period after the misfortune. I recall a blind teacher, a Mr Mulenga, threatening to discipline me if I did not improve my grades. By 1983, the school couldn’t resist but upgrade me,” he said

In 1985, Thomas’ family relocated to Lundazi and he was enrolled at Magwero. Thomas, fourth born in a family of seven performed exceptional well at grade seven and was selected to Munali Secondary school in Lusaka.

However, the head teacher at Magwero was against the decision and proposed a unit for the blind be created in Eastern Province.

A unit was secured at Katete Secondary school where he was enrolled in grade eight.
Yet again at grade nine, Thomas’ performance was exceptional, emerging the best pupil in the province and was selected to Hillcrest Secondary School in Livingstone.

However, due to lack of a blind unit at the school, he could not proceed.

And at this point, despite his brilliance, his parents were unable to continue sponsoring his education due to limited finances.

Thomas faced another dark cloud in his life when his family resolved to discontinue his education.

“On March 16, 1990, my older brother called for a meeting and they resolved I stop school, remain with them in the village and that they would support me in every way possible, including if I needed to get married, they would help me and my wife,” he recalled

Tired and frustrated about being bundled in the village, he constantly pestered his mother about returning to school.

Thomas had made up his mind to return to school even if it meant walking from Lundazi to Katete.

Luckily, some choir members at Kazumba outstation, who were friends of one of his brothers, heard about Thomas’ predicament and resolved to assist him by raising his transport fare amounting to K2.20.

Thomas returned to Katete school in grade 10, despite missing the first term.

Luckily for Thomas, when he arrived at school, an expatriate teacher from Ghana named Bafo Kudwa, heard about his situation and offered to shelter him and support his education.
While in grade 11, Thomas lost the support of the expatriate teacher when he returned to his home country.

But a number of people had heard about his situation hence Brighton Chela and Agness Nyirenda offered to assist him complete his education.

He passed Grade 12 with 18 points and was accepted to study at the University of Zambia (UNZA).

Unfortunately, when Mr Chela went to UNZA to collect Thomas acceptance letter, the letter was withdrawn after the registrar learnt that he was blind.

“The registrar indicated that blind people had been a problem at the institution hence they could not take me on,” he recalled

Thomas’ former teacher advised him to soldier on and enrol for untrained teaching at Magwero and he later applied for a teaching course at Nkrumah Teachers College.

However, trouble came knocking one month into the course as lecturers could not read braille.

“I had already fallen in love with Nkrumah; I did not want to leave. I remember when I was in grade six; a teacher at Magwero taught us how to use manual type-writer.

“So, I requested the college to find me a type-writer and the Rotary Club donated one to me,” he says That was a turning point and within two weeks, Thomas had mastered the type-writer.

Upon completion of the course, he was honoured as the best student.

“The principal actually asked me to write a recommendation that every year, the college would admit blind students,” he said.

Thomas was recruited and posted to Katete Secondary School for a year, and later moved to Chizongwe Technical High School.

However, at Chizongwe he had a tough time fitting in as the teaching staff doubted his ability to perform as a blind teacher.
For two months, he had no class but he resolved not to allow the situation frustrate him.

Eventually, he was allocated a Grade 10 class and it turned out to be the best performing class during the Grade 12 examinations.

In 2003, he resolved to further his education and applied to study special education at UNZA but for the second time, was denied entry.

“They said I did not have what they were looking for. I travelled to challenge the dean and his team. Their argument was that I had not passed through the Zambia Institute for Special Education,” he recalled.

Luckily, the dean and his team had a change of heart and allowed Thomas to enroll at the highest learning institution.

Thomas’ stay at UNZA was easy going until his manual type-writer dropped during an exam.

“In 2005, I was supposed to write an examination and because my type-writer was heavy, about 20 Kg, my lecturer offered to carry it but it dropped on the ground and that was the end of it. And that was about 15 minutes before the exam.

“As the lecturer was contemplating on plan b, I asked to be given a computer because the keyboard is similar. I was given a computer and that is how I started typing my exam. That created another turning point in my life,” he recalled.

Thomas shared his experience with then chaplain at the University Christian Community, Emmanuel Chikoya, who assisted him to acquire a laptop and speech navigation software to ease his work.

Upon completion of the course, yet again he performed exceptionally well that the university recruited him as a staff development fellow in January 2009.
He also enrolled for his masters and the former Minister of Education John Phiri was his supervisor and lecturer until he graduated in 2011.

Thomas returned to UNZA as a lecturer and in 2014, he had an opportunity to study Human Rights law in the United Kingdom.

Thomas, who is the brains behind the Patriotic Front (PF) manifesto on education, was in 2014, appointed to sit on the Teaching Council of Zambia.

Thomas, who is married to Faith with three children, says ‘life is how you make it’.
He advises persons with disabilities to be positive about life and show determination.
“When you develop a positive mind-set and approach towards issues, you will begin to look at life differently,” he said

I can do without sex for two years –Mr Ibu

0

Actor and comedian, John Okafor, aka Mr Ibu, is one man who can get people to laugh without uttering a word. His funny facial expressions and gesticulations constantly send his fans into fits of laugher. Because of his pot belly, some have also said that he may not have many female admirers, but in an interview with Sunday Scoop, Okafor noted that many women were attracted to him, though he only has eyes for his wife.

He said, “I am not sex-crazed at all. I can abstain for two years. When I had a problem, I stayed off sex for a long time. I am not controlled by sex. As of now, I have stayed off sex for at least four months. Remember that I was poisoned in December 2020, so I need to recuperate before engaging in such acts. My wife is also missing me. It was not easy for her. She was crying every minute because she genuinely loves me.

“Some people have said that people with potbellies are not good lovers or sexually active but being good on the bed is relative. My answer to this is that I have 13 children (10 boys and two girls) though I lost one of them. That is the evidence of my sexual virility. I hatch children like pigeons.”

Mr Ibu further also insisted that he does not cheat on his wife. He added, “I don’t cheat on my wife. I had children before I married her. I left that life because many women wanted to have children for me but I cannot build a primary school in my house. They liked me because I was good in bed and I’m really grateful for that. I knew what they wanted so I was always very gentle with them. Women are attracted to me but I’m only interested in my wife. My wife is as beautiful as I met her, even after four children.”

The actor also stated that his ailment took a toll on his finances. He said, “I have friends that have been financially supportive. I am sure they remember some good things that I have done for them in the past. I stopped working since 2018 but I saved some money when I was very active and that has helped me a great deal. Some fans were also helpful when I was poisoned. The treatment caused me a lot of money and it has really taken a toll on my finances.”

PROPOSED KAZUNGULA BRIDGE TOLL FEES TOO HIGH AND WILL HINDER TRADE …cars to pay K350 to use the bridge

PROPOSED KAZUNGULA BRIDGE TOLL FEES TOO HIGH AND WILL HINDER TRADE

…..cars to pay K350 to use the bridge.

THE Centre for Trade Policy and Development (CTPD), Southern African Cross Border Traders (SACBTA), and the Zambia Chamber of Commerce Trade and Industry (ZACCI) have expressed concern over the proposed toll fees to be paid by vehicles using the newly commissioned Kazungula Bridge.

The Zambia Revenue and Authority has been appointed and mandated by government to collect toll fees for the Kazungula bridge.

The proposed fees are: motorcycle/bike K150, passenger cars K350, Minibus 16 seater bus K450, 4×4 vans K450, light trucks K550, minibus (65 seats) K1,450, K1,700 with trailer, Rigid trucks 10 ton and above K1,450, horse with a semi trailer K1,900 and horse with semi trailer and dangler K2,250.

And in a statement, SACBTA, CTPD and ZACCI commended the Government of Zambia and Botswana on the construction of the bridge, but expressed concern that the proposed fees were high and would hinder trade.

“The Centre for Trade Policy and Development and Development (CTPD), Southern Africa Cross Border Traders Association (SACBTA) and the Zambia Chamber of Commerce Trade and Industry (ZACCI) would like to commend the Government of Zambia and Botswana on the milestone scored in the construction of the Kazungula Bridge. Infrastructure development of that kind is critical to the realisation of ambitions under the Africa Continental Free Trade Initiative,” read the statement.

“However, SACBTA, CTPD and ZACCI are greatly concerned with the proposed toll fees at Kazungula Bridge. We think the proposed fees will hinder trade and there is need to avoid application of exorbitant fees as these will become a deterrent to trade. The Private Sector and Civil Society understands that Government’s intentions may be around enhancing resource mobilisation. However, the proposed fees will result in increased supply chain expenses for goods and service traded through Kazungula.”

SACBTA, CTPD and ZACCI further stated the proposed fees would result in increased illegal trade and reduced trade flows through Kazungula bridge.

They therefore urged government to revise the fees in the interest of all Zambian cross border traders and transporters.

“In addition, the proposed fees will result in increased illegal trade or reduced trade flows/volumes through Kazungula bridge. We are concerned that with such new barriers, aspirations under the newly launched Africa Continental Free Trade Initiative may not be achieved. Our fear therefore is that traders will be faced with a choice to choose between the routes with high and low toll fees. In the interest of trade facilitation, we attest that the Kazungula bridge is a good opportunity to enhance trade between Zambia, Botswana and South Africa and our goal should be to ensure trade facilitation with less trade costs and the elimination of Non-tariff Barriers,” they stated.

“It is, therefore, our position that government should revise the fees in the interest of all Zambian cross border traders and transporters. Jointly we implore government to inform the nation on the criteria they used to determine the communicated fees and how consultative the process conducted was. For us, whatever the criteria was used, the fees are high and not in favour of trade facilitation amongst all traders. It is on the foregoing that we propose the following recommendations: The government should facilitate exhaustive stakeholder engagements between non-state actors in order to arrive at reflective fees that encompass all players especially small-scale cross border traders and transporters. Government should defer the implementation of the proposed toll fees until consultations are duly done and national consensus is reached.”

But in an interview, Housing and Infrastructure Development Minister Vincent Mwale said he wanted to first compare the toll fees with what people were paying on the pontoon, before making a comment.

“Let me first look at the prices once again and do the comparisons with what people were paying on the pontoon then I will come back to you. Those people who were using the pontoon there, how much were they paying? I do the comparisons. I know the cost of maintaining that bridge is very high and all that. So, I will come back to you, just give me a bit of time. I just prepare that information,” said Mwale.

Zimbabwean polygamist follows strict sex schedule

Zimbabwean polygamist follows strict sex schedule

A ZIMBABWEAN father who has 16 wives and 151 children has revealed he follows a strict four-times-a-night sex schedule to help keep his family growing.

Misheck Nyandoro, 66, does not work and claims his full-time job is ‘satisfying his wives’, who cook, clean, and cater to his every desire.

The dad-of-151 has no plans to slow down, however. He will marry his 17th bride in the winter and hopes to have 100 wives and 1,000 children before he dies.

He has complained he has to keep marrying younger women because older brides cannot keep up with his insatiable sex drive.

He claims to lead a life of luxury and says he is showered with gifts and money by his many offspring.

Nyandoro, from Mbire District, Mashonaland Central Province, has designed a schedule that allows him to ‘satisfy’ at least four of his wives per night.

He told the local news outlet The Herald: ‘I go to the bedrooms that I have on my schedule. I then satisfy my wife and move onto the next room. This is my job. I have no other job. ‘

He added: ‘I alter my behaviour in the bedroom to suit the age of each of my wives. I don’t act the same with the young ones as I do with the older ones.’

The 66-year-old became a polygamist in 1983 and said he does not plan to stop the ‘project [reproducing]’ until he dies.

He added all of his brides are extremely happy with their lives and at least two are pregnant.

Financially, Nyandoro claims he is not feeling the burden of having over 150 children and explains that he has actually benefited from his giant family.

He said: ‘My children spoil me. I’m constantly receiving gifts and cash from them and my step-sons.’

The family mainly relies on farming and has recently been allocated 93 hectares of land near the Mvurwi mountains.

But at least 50 of his offspring are in school in Mbire, Harare, Mutare and Guruve.

Six work for the Zimbabwe National Army, two by police, 11 others are employed in different professions, and 13 of his daughters have been married off.

He has married off 13 daughters. Two wives are pregnant. At least 23 of his sons are married, one of which is distantly following his father’s footsteps, on a count of four wives.

But, the polygamist claims to be living a stress-free life, he doesn’t go to work and his 16 wives all dote over him with each one of them cooking him separate meals.

He said: ‘Every one of my wives cooks for me daily but the rule is that I only eat delicious food, anything I feel is below standard gets thrown away,

‘They know the rules and they have promised not to get angry when I send their food back. Anything sent back should be a lesson that helps them improve.’

He last got married in 2015 and then took a brief pause because of the poor economic situation in Zimbabwe, but has planned a return to weddings in 2021.

He started the grand project after the Rhodesian bush war, in which he fought for Zimbabwean independence, because he wanted to help replenish the population.

Attorney General Says There Is No Need For Any Amendment To The Presidential Candidate Affidavit

ATTORNEY General Likando Kalaluka says there is no need for any amendment to the Presidential Candidate/Running Mate affidavit.

The Attorney General said this In his answer to a petition filed by Constitutional lawyer John Sangwa.

Sangwa petitioned the court, seeking an order that the Electoral Commission of Zambia (ECZ) be commanded to amend the Presidential candidate/Running Mate affidavit.

He argued that the affidavit in its current version does not meet the requirement of Article 52 of the Constitution.

Sangwa is challenging Statutory Instrument No 63 of 2016 which was published in the Gazette on August 12, 2016.

But Kalaluka has filed an answer and also raised two preliminary issues.

He stated that Sangwa’s prayer for amendment of the affidavit does not take into account Article 106 (6) of the Constitution and the Constitutional Court’s pronouncements in the case of Dr Dan Pule and Others vs the Attorney General, Davies Mwila (PF Secretary General), the Law Association of Zambia and Stephen Katuka (UPND) and Bampi Kapalasa and Joseph Busenga Vs the Attorney General cases in which President Edgar Lungu was declared eligible to contest the August 12 General Elections.

Kalaluka argued that Sangwa’s petition seeks to grant the court jurisdiction to draft legislation which jurisdiction directly flies in the teeth of Article 62, 128 and 177 of the Constitution.

“Accordingly, this court has no jurisdiction to entertain the petition,” he stated. “It is not a mandatory requirements to include the provisions of Article 106(3) of the Constitution of Zambia in the affidavit for Presidential Candidate/Running Mate Form No, Gen 4 as the said Article 106 (3) relates to the tenure of Office of President which is not provided for under Article 100 of the Constitution.”

And Kalaluka in the alternative, has argued that the part on the affidavit which states that: “I qualify for nomination as a Presidential Candidate and the disqualifications in Article 100 (2) do not apply to me” confirms that all the Constitutional requirements relating to the nomination of a Presidential Candidate have been met.

“In the premises, there is no need for any amendment thereof,” he said.

Meanwhile, Kalaluka argues that there has been an inordinate delay on the part of Sangwa in challenging the constitutionality of Statutory Instrument No 63 of 2016.

The Attorney General therefore, wants the court to determine whether or not the allegation/contention that the affidavit for Presidential Candidate/Running Mate Form No Gen 4 prescribed by the Electoral Process (General) Regulations SI No 63 of 2016 promulgated on August 12, 2016 does not meet the requirements of Article 52, is out of time contrary to section 67 (3) of the Constitution.

Kalaluka also wants the court to determine whether or not Sangwa, by seeking amendment for the affidavit for Presidential Candidate/Running Mate in order that it includes words: “I have not twice held office as president” is inviting the court to exercise the jurisdiction of drafting legislation contrary to Article 62, 128 and 177 of the Constitution.

“That the said challenge can only be entertained by this court if instituted within 14 days of the publication of the Statutory Instrument in the Gazette in accordance with Article 67 (3) of the Constitution.

Statement By IG Kakoma Kanganja On The Forthcoming General Elections

STATEMENT ON THE FORTHCOMING GENERAL ELECTIONS

Zambia will on 12th August, 2021 go to polls and citizens will be exercising their democratic right of choosing leaders of their choice at various levels.

The elections are usually preceded by series of public political activities such as campaigns with a view of according every political party taking part in the election an opportunity to reach out to the electorate.
With the foregoing, our resolve as the Zambia Police Service is to ensure that we provide an environment conducive for all political parties participating in the forthcoming elections to conduct their scheduled activities in a peaceful environment.

However, this cannot be possible if political players do not commit themselves to conducting peaceful political activities. I am, therefore, urging the leadership of all political parties at all levels to take a lead in preaching peace to their supporters.

Political parties are also advised to submit their campaign schedules to respective regulating officers without undue delay so as to allow the police come up with a consolidated plan of all expected political activities.

This is with a view of avoiding clashes between political players as well as complaints on unfair treatment in the application of the Public Order Act.

As political parties commence campaigns in a few days’ time, my advice is for all of them taking part in the elections to observe provisions of the law as well as electoral regulations that guide the conduct of political players some of them being the electoral code of conduct, Electoral Process Act and other relevant legislations.

In previous elections, we had experienced occurrences where some cadres were deliberately provoking members of opposing political parties by straying into their camps or public gatherings which in most instances resulted in public order disturbance.

I am warning those with such tendencies that police shall not hesitate to arrest them if found wanting. It should be understood that section 26 of the Electoral Process Act criminalises such conduct.

Furthermore, pulling down, defacing or destroying other political party’s campaign materials is criminal and shall not be condoned.

Political leaders at various levels should play their role of educating their cadres against engaging themselves in acts that may trigger violence.

All political parties should conduct constructive and issue based campaigns devoid of hate speech, inciting violence or violence.

Political activities should be focused on presenting political parties respective manifestos to the electorate and leave it to the electorate to exercise their constitutional right of choosing their preferred leaders without coercion.

Zambia has been on record to have conducted peaceful elections in the past, a clear indication that, even in the coming elections, we can accomplish a violence free election.

Political players should appreciate the need for co-existence by exercising high levels of tolerance for divergent views and avoid engaging themselves in provocative behaviour.

It should be understood that every citizen of this country has got a responsibility to see to it that peace, law and order prevails during the whole electoral process. Peace cannot be attained through violent means but through peaceful means.

My call is for everyone involved in the elections to exercise maximum restraint and embrace peace before, during and after elections.

The Zambia Police Service, being an institution charged with a constitutional mandate of maintaining law and order, has made adequate preparations for effective policing of the forth coming elections which include training of police officers in policing elections, Investigation of electoral offences, Intelligence gathering as well as Crowd management and control.

We have also trained members of Community Crime Prevention Units with a view of utilising a community policing concept to avert violence before, during and after elections.

My command has adopted an open door policy to enable all stakeholders in the electoral process to seek redress in matters that may affect them during and after the election period.

We are deploying a sufficient number of police officers to police elections and we are assuring all stakeholders in the electoral process of their maximum protection.

Don’t Vote For Wolves, Urges Catholic Priest…says Lungu Is Being Lied To

By Merlyn Mwanza

Chipata Catholic Diocese Judicial vicar Fr Evans Miti has urged electorates to avoid voting for wolves who will disappear after they have been voted for.

In a sermon delivered yesterday, and availed to Daily Revelation, Fr Miti said, “We are seeing people who want to aspire for different positions pretending that they loves us but they are wolves, they are wolves. They will come to pray … at the moment they are drilling boreholes doing this and that, I can assure you after the elections they will stop doing that. I can assure you. No wonder I am telling you, please this year should be a different year. I am not supporting any political party no wonder I am telling everyone of you.”

Fr Miti urged people to vote out politicians who had not performed, saying President Lungu was being lied to.

“If there is no development and you know so and so has not done well whilst he was in his office, don’t vote for them. Don’t! Look at Chipata it has been declared a city how much has it been developed? The roads are quite bad, and even if somebody was saying don’t talk about hospitals, yes we know even in the hospitals medicines are not there,” Fr Miti said. “We know that okay. When the Presidnet comes we begin telling him lies, no Your Excellency things are okay. Edgar might be a good person, and I see him like that, His Excellency Dr Edgar Chagwa Lungu might be a good person and I see him like that but there are some people telling him lies, ‘no Your Excellency the roads are done, the Lundazi road is okay, Vubwi-Chadiza road is okay’, and you are the ones who make him bad, the man is good.

“You know them these people I am talking about, don’t vote for them. Don’t vote for them.”

He said telling people to vote wisely was long gone, as electorates should now be told to vote out people who had failed to perform, while keeping those who had performed in office.

“I will not beat about the bush because we are tired telling you vote wisely, vote wisely. Vote for people who will bring development. There are good people in PF, there are good people in FDD, no is it, I don’t know if it’s there or ND whatsoever,” F Miti said. “Help that person who is doing well to continue or if they are not doing well they go away. We know for sure that Edgar is eligible let’s not preoccupy ourselves to say no he’s not eligible he’s not what, the Concourt has already ruled and we respect the laws of the land.”

Fr Miti urged people not to be swayed by the little gifts they received from politicians, saying they should not reduce their own dignity.

“Be peaceful don’t follow things anyhow because of the law 10kg or cooking oil don’t reduce yourselves you are highly dignified in the eyes of God. You know, not because they are giving food, no, no, no show yourselves that you are united, anchored in love and above all else peace should be paramount,” said Fr Miti. – Daily Revelation

Chapter One Foundation take ministers’ failure file annual returns, sources of income to court

By Mwaka Ndawa

Chapter One Foundation limited has sued the state in the Constitutional Court over the failure by 40 ministers, including the Speaker of the National Assembly Patrick Matibini, whose mandate expires on May 12, this year to unnually declare their assets and libilities from 2016 to date in line with the parliamentary and ministerial code of conduct.

The NGO has cited the Attorney General in the matter seeking an interpretation of Article 263 of the constitution and particularly whether the provision is in conflict with Article 261 which requires all holders of public office to abide by the code of conduct requiring them to disclose their assets and sources of income.

Chapter One Foundation director Susan Matale in an affidavit in support of originating summons said that the NGO on January 13, 2021 made a formal complaint to the Chief Justice regarding the failure by the ministers to comply with the obligations under section 10 of the parlaimentary and ministerial code of conduct Act Chapter 13 of the Zambia laws to annually declare their assets, liabilities and sources of income.

She said the NGO requested Chief Justice Irene Mambilima to constitute a tribunal to investigate the unwillingness of the ministers to make statutory declarations.

“By a letter dated February 11, 2021, the Chief Justice responded to the request and stated that she was constrained from appointing a tribunal as Section 10 of the parliamentary and ministerial code of conduct Act was overtaken by Article 263 of the Constitution Amendment Act no.2 of 2016, which only requires holders of public office to make declarations before assuming or upon leaving office,” Rev. Matale said.

She stated that although Article 263 only required holders of public office to make declarations before assuming or leaving office, Article 261 of the Constitution requires them to comply with the the code of conduct prescribed for their office.

“In this case of ministers, the prescribed code of conduct is contained in the parliamentary and ministerial code of conduct Act Chapter 16 of the Laws of Zambia,” said Rev Matale.

The ministers alleged to be in non-compliant with the ministerial code of conduct are Davies Chama (defence), Lawrence Sichalwe (chiefs and traditional affairs), Ronald Chitotela (tourism and arts), Lazarus Chungu (Northern Province), Sydney Mushanga (Central Province), Charles Banda (local government), Godfridah Sumaili (religious affairs and national guidance), Michael Katambo (agriculture), Stephen Kampyongo (home affairs), Speaker Patrick Matibini, Matthew Nkhuwa (energy), Elizabeth Phiri (Gender), Nathaniel Mubukwanu (North Western Province), Dora Siliya (information minister and broadcasting), Jean Kapata (lands), Joseph Malanji (foreign affairs), Olipa Phiri (Office of the Vice-President), Dr Chitalu Chilufya (former minister of health), and Alexander Chiteme (national development and planning).

Others are Emmanuel Mulenga (youth, sport and child development), Kampamba Mulenga (community development and social welfare), Bowman Lusambo (Lusaka Province), Mutotwe Kafwaya (transport and communication), Christopher Yaluma (commerce trade and industry), Professor Nkandu Luo (fisheries and livestock), Bwalya Ng’andu (finance), Brian Mushimba (higher education), Sylvia Chalikosa (works and supply), Joyce Nonde-Simukoko (labour and social security), Freedom Sikazwe (presidential affairs), Vincent Mwale (housing and infrastructural development), Makebi Zulu (Eastern Province), Edify Hamukale (Southern Province), Richard Kapita (Western Province), Nixon Chilangwa (Luapula Province), Dennis Wanchinga (general education), Dr Jonas Chanda (health minister), Japhen Mwakalombe (Copperbelt Province), and minister of mines and mineral development Richard Musukwa.

Zambia, IMF again fail to agree on bail out terms

The Zambian government and the International Monetary Fund have again failed to agree on terms of an economic reform programme which would have seen the country accessing financial assistance from the Fund.

Since 2016, Zambia has signaled intentions to get back on the IMF programme but significant progress has never been achieved.

In separate statements issued Monday evening, both the IMF and Ministry of Finance acknowledged that talks will have to continue although significant progress in policy talks has been achieved.

They both agreed that they will continue policy discussions at the appropriate time to finalise the timeline for implementation of the agreed reform package for the adoption of the ECF-supported programme.

“A team from the Ministry of Finance of Zambia, led by the Minister of Finance Dr Bwalya Ng’andu, and an IMF delegation, led by Mr. David Robinson, continued discussions during April-May in a second virtual mission on a potential IMF programme in view of progressing Extended Credit Facility (ECF) discussions. The Ministry of Finance and the IMF have reached a broad agreement on the macroeconomic parameters, fiscal targets and policy objectives,” the Ministry of Finance said.

“Significant progress was made in detailing the policy reform agenda to restore public finance and debt sustainability, while at the same time securing Zambia’s development objectives, and ensuring social protection for the most vulnerable. It was jointly agreed that Zambia and the IMF will continue policy discussions at the appropriate time to finalise the timeline for implementation of the agreed reform package for the adoption of the ECF-supported programme,” it said.

“In the meantime, the broad agreement obtained on macroeconomic parameters and fiscal targets will allow the authorities to progress in the technical preparation of debt restructuring talks in the context of the Common Framework as well as with the commercial creditors.”

Minister of Finance, Dr Bwalya Ng’andu stated: “We thank the IMF for the productive engagement and look forward to continuing discussions on the policy package implementation to ensure Zambia’s return to growth and debt sustainability. The reform path is clear. We are committed to securing an IMF programme which would support Zambia’s structural reform efforts to strengthen our response to the shocks caused by the pandemic and to ensure a solid foundation for a prompt and inclusive economic recovery.”

The Zambian authorities have since expressed their gratitude to the IMF for the constructive, fruitful and forthright engagement.

The IMF said in a statement that it’s mission has continued discussions with the authorities during April-May on their request for an Extended Credit Facility (ECF).

“Building on the earlier discussions in February-March, there was broad agreement on the macroeconomic framework. Notable progress was made in detailing the key policy measures to address the macroeconomic imbalances currently facing Zambia and to enable a return to sustained growth with enhanced fiscal space for social and development spending.”

It said, “The Zambian authorities reaffirmed their continued commitment to reforms. We look forward to continuing ECF discussions as key measures are taken. Staff express their gratitude to the Zambian authorities for the constructive, determined, and frank engagement.”

Zambia Is Ready For Socialism – Dr Musumali Of Socialist Party

ZAMBIA IS READY FOR SOCIALISM – DR MUSUMALI OF SOCIALIST PARTY

THE SOCIALIST Party’s manifesto is based on “the aspirations, hopes and dreams” of ordinary Zambians, general secretary and first vice-president Cosmas Musumali told TV viewers.

Speaking on Hot FM’s The Hot Seat programme on the subject “Socialist Vision”, Dr Musumali told interviewer Peter Pzee Zulu Jr that the party had visited villages, towns and compounds asking “fundamental questions”.

“So what is stated in the manifesto today represents the aspirations, hopes and dreams of Zambians. These are not ideas from Cosmas Musumali’s, Fred M’membe’s or maybe Chris Mwikisa’s heads,” he said. “No. These are aggregates, summarised opinions of what Zambians need. We summarised them under three headings: Zambians need more justice – there is an issue of justice, Zambians are seeking more equity – equity becomes the huge pillar in terms of our manifesto, and Zambians want peace – they want a peaceful society.”
Dr Musumali said the manifesto reflected that justice, equity and peace – JEP– were the pillars of Zambians’ needs “in their lives, for their future, for the future of their grandchildren”.

“We were the first political party in Zambia to launch a manifesto,” Dr Musumali said. “We shared it with the Zambian public. There was a special occasion when we launched it and it has been debated in a lot of places we have visited. We bring out our manifesto and subject it to discussions by the Zambian masses.
“Our manifesto is original, it is for the masses and is a product of the broader thinking of Zambians. It is a manifesto that goes beyond just the Socialist Party and its leadership.”

Dr Musumali said the manifesto was a year old, adding there was no point in producing one close to elections. “If you produce a manifesto a few months before elections, what is the intention in a country where people don’t have a culture of reading? It means even your own party members will never understand it. It’s making a joke of democracy by coming up with a manifesto at a late hour.”

Zulu asked Dr Musumali if Zambia was ready for socialism. “Is Zambia ready for equity? The answer is yes. That’s what Zambians yearn for. Do Zambians want justice? Yes. Every human being wants a sense of justice. Do Zambians want peace? Yes. They are crying out for peace. Zambia is becoming a very violent country, we are destroying our country, we are destroying ourselves, if not physically, then mentally.”

Dr Musumali said the needs of Zambians could not be met by capitalism. “Our understanding is that you can’t have peace, justice, or equity in the capitalist society we have today. Only a socialist-inspired society can guarantee those three basic tenets of democracy. When you talk about socialism, they are not abstract words. We are talking about more equity. That’s it. What is so difficult about that?”

Zulu asked Dr Musumali how long it would take for the Socialist Party to transform Zambian society. He replied that, while there were short or medium-term plans – looking five years ahead for example – it was important to have a long-term vision.

“You have to plan much longer, your vision has to go beyond five years,” he said. “Our friends in China look at 300 years, but we want to dream of a Zambia 50 years from now. But that 50 years is not built in 50 years, it has to be built today. The steps you take today give you the foundation for the society you want to build. Our manifesto puts the building blocks, the foundation, upon which that 50 years society – a socialist society – is going to be built by Zambians.”

Dr Musumali said Zambia’s current capitalist institutions were weak and could not deliver equity. “We have to start from there, and if we are starting from a low level, we have to be patient,” he said. “We have to know exactly which step to work on first, and we have worked on that. We know what we want to do in the first instance. We have said that when building socialism, we will start with three areas in terms of building equity; we are looking at health, education and peasant agriculture.”

Dr Musumali said those three key areas of socialisation were just the beginning of the project. “We hope that in the first five years we will make drastic changes, transformative changes, in health, education and peasant agriculture. That will give us the foundation [for] the superstructures we need in order to build a much more humane society.”

Kambwili’s Personal Atacks On HH, KBF And President Felix Mutati Childish – MDC

0

By: Thabo Kawana | Lusaka Mon, 10th May 2021

On Camnet TV news this evening and in his usual desperation to impress his superiors in his newly returned to Political like a prodigal son, Mr. Kambwili has launched a scatching attack on the newly entered into alliance between the Upnd and the Zambia we want (ZWW) alliance.

In his usual fashion, Kambwili has gone for the persona of leaders in the alliance such as Mr Kelvin Bwalya Fube (KBF) and MDC leader Felix Mutati with pedestrian, cheap, unresearched non facts.

Kambwili states that Mutati was part of the PF Govt as Finance Minister and questions what Mutati will do to the Economy that he did not do when he served as Finance Minister in the PF Govt.

Well, let me help Kambwili with a few facts of what Mutati was able achieve as Finance Minister in the PF Govt as I wonder whether Kambwili was looking into a camera or Mirror as he says that alliances born out of frustration of been denied PF Presidency and been fired as Cabinet Minister do not work. Kambwili was speaking from the terraces of the Lusaka Magistrate Courts, his newly found home or Office since he is found there more often than not.

To start with, Mutati took over Ministry of Finance at the time the Kwacha to a USA dollar rate was K13 to $1. He worked hard and brought it down to K7 to $1.

He found the inflation rate at 18.7% and through hard work and dedication, he managed to bring it down to a single digit of 6.8% in a record one calendar year.

PF took over Govt from MMD in 2011 and took over an Economy who’s GDP was growing at an average of 7%, they slowed down the growth in 2012 and from 2013, the Economy started recording stagnation to negative growth. The only time PF Govt ever recorded growth of GDP was in 2017 under the charge of Felix Mutati as Finance Minister.

He came in as Finance Minister at a time PF Govt had increased it’s insatiable appetite for borrowing and immediately curbed the vice by stating on the floor of Parliament during his budget presentation that we cannot spend money we don’t have and that we cannot borrow beyond our capacity to pay back.

As a result, he curtailed most pipeline borrowings and only borrowed $90m for the whole period he served as Finance Minister. $40m for Agriculture farming equipment and another $50m for Aquaculture (fish farming). That’s all.

The Financial Management Act (FMA) PF brags about was coined by Mutati and he presented it before cabinet and it passed cabinet stage therefore making it a creature of Mutati by the time it was been presented to Parliament by Minister Mwanakatwe.

Mutati further created a sinking fund to help pay off Zambia’s debt whenever it fell due and that is why in 2017, 18 and 19, Zambia never defaulted in debt payment as a result of Mutati’s sinking fund initiative.

As a consequence, credit rating organisations such as Fitch rated Zambia with a B+ grading in 2017, 18 and 19. Come 2020 with Zambia defaulting in debt repayment, our rating dropped to D and eventually junk status. We are a junk Nation and it’s all thanks to the PF Govt.

So, Mr Kambwili. As you can see, Mutati was given an opportunity to work for the pipo of Zambia and he delivered in his role with Excellency. The country remains proud and respectful for the way President Mutati has handled all National Assignments given to him without exception.

But what is your record as Cabinet Minister Mr Kambwili?

You wr convicted by the court for forgery, uttering a false document and giving false information to a public Officer. This is a crime you committed in 2013 when you served as Senior Cabinet Minister considering that you wr only fired by President Lungu as Cabinet Minister on the 8th of November 2016.

Currently, the court has found you with a case to answer and consequently put you on your defense in a case wr you are facing 39 counts of bn in possession of property reasonably suspected to be proceeds of crime, uttering a false document among other charges.

This is wr you are charged with making a false document and uttering a false document Chief among is a fake tax clearance certificate.

Other charges include that you Mr Kambwili, through your company Mwamona Investments, did obtain percurinary advantage of over $105,220 from China Henan by purporting that your company which was sub contracted was executing works on the Luwingu – Mansa Rd when in fact not. Considering that one is innocent until proven guilty by a competent court of Law, we look forward to the conclusion of this case and wish you good luck.

But suffices to say, again that the above accusations you are in court for are alleged to have been committed at a time you served as Senior Cabinet Minister.

That is your record as you served as Cabinet Minister, accusation after another, court appearance after another.

The same can’t and will never be said about Felix Mutati, the man has integrity beyond your level of comprehension. So please Sir Mr Kambwili, I beg you. Keep your lane and know your level. Mutati is not your level🙏🏾

MDC MEDIA DIRECTOR

Vernon Mwaanga warns of potential mischief in vote tallying at constituency and national levels

HOLDING of free, fair and credible elections on August 12 is a must for Zambia, says Vernon Mwaanga.

The veteran politician said all the political parties taking part in the forthcoming elections must sign a zero tolerance agreement to political violence before, during and after the elections.

He said the eyes and ears of Africa and the world would be focused on Zambia, as over seven million citizens prepare to cast their votes in the tripartite elections on August 12.

Mwaanga said Zambia’s election history in the last few years, since the re-introduction of multiparty democracy, had been less than cheerful.

“It is important to recognise that elections are not an event. They are a process which starts with the issuance of National Registration Cards to young people who have become eligible to vote since the last elections in 2016. This then followed by the voter registration exercise; voter verification; adoption of candidates for local government and parliamentary candidates by political parties; filing of nominations; campaigns; voting; counting of votes at polling stations; counting of votes and announcement of polling station results, before they are submitted to the constituency returning officers for tallying before they are forwarded to the national tallying centre at the Electoral Commission of Zambia, who then go on to announce the results,” Mwaanga said.

He said whereas the counting of votes at polling stations was observed by party agents, international observers and local monitors, the tallying process at the constituency and national levels was not.

Mwaanga said this was a grey area, which needs to be rectified, because it had the potential for mischief.

“If you take the 2016 elections, presidential results were announced by the Electoral Commission and results declared, only to be corrected afterwards, because of critical errors in a number of constituencies like Lundazi – among others. This should not be allowed to happen again, because it grossly undermines public confidence in the entire electoral process. Election results must always reflect the genuine wishes of the people,” he said.

“What was also disconcerting in 2016, was the manner in which the presidential election petition was mishandled by the Constitutional Court (ConCourt). The Constitution of Zambia and electoral laws, provide for those aggrieved by the results of the election, to seek redress through court process. After a period of procrastination, the ConCourt advised the petitioners and their lawyers on a Friday evening that they would start hearing their petition on Monday morning.”

He said when the petitioners and their lawyers turned up on the Monday to present the substance of their petition, only to be told that the ConCourt had reversed its earlier decision by three judges to two, and decided that the petition could not be heard, because it was time-barred.

“The question is what happened during that weekend? Why did the three ConCourt judges change their minds in less than three days? I will resist the temptation to speculate,” he said.

Mwaanga said also talked about the methods being used by political parties to select their candidates for local government and parliamentary seats.

He said most political parties use narrow based primaries, which were substantially flawed, because they involve a few elected officials who have their own personal preferences versus what the voters want.

“In countries like the United States of America, where the primary system seems to work a lot better, all registered party members vote in primary elections for their preferred candidates. This eliminates the issue of personal preferences by a few party officials. Political parties do not always get this right,” Mwaanga noted. “The net result as we witnessed in Malawi and here in Zambia, was an unbelievable emergence of independent members of parliament. In Malawi, there were 56 independent members of parliament out of a total House of 193.”

He said to produce a free, fair, transparent and credible elections, which meet international standards, the campaign playing field must be level for all those participating.

“They must have the freedom to campaign freely everywhere in Zambia, without interference or intimidation from anyone. They must also have fair and equal access to the media and particularly the public media, which does not belong to any political party, but to the people of Zambia,” he said. “The amended public order Act, as amended in 1996, must be applied fairly and equally to all participating political parties. Both SADC and the African Union (AU), have provided adequate guidelines on this subject to their member states, through various protocols which have been endorsed by member states-including Zambia. All the political parties taking part in the forthcoming elections must sign a zero tolerance agreement, to political violence before, during and after the elections.”

Mwaanga said violence in whatever form or shape was intolerable and unacceptable.

He said it was an enemy of democracy, peace and stability.
“It should have no room in Zambia. Corrupt practices, such as bribing voters with money, is a prescription for conflict and instability, which Zambia does not need or deserve. I urge all responsible citizens to remain vigilantly alert and vote for candidates who will make a difference to their lives,” said Mwaanga.

Let’s vote out lawlessness – KBF HARBOUR NO FEAR…we’ve to win an election – HH

UPND leader Hakainde Hichilema says no one in the opposition alliance should harbor fear of a detention in a filthy police station because others were detained, to liberate Zambia.

Meanwhile, Kelvin Fube Bwalya says Zambians must vote out lawlessness this year.

At Fallsway Events Centre in Lusaka yesterday, Kelvin Fube Bwalya, Felix Mutati, and Ernest Mwansa joined the UPND Alliance, ahead of the August 12 general elections.

Bwalya, popularly known as KBF, is the head of the Zambia Must Prosper Movement, Mutati is the president of the Movement for Democratic Change (MDC) and Mwansa is the president of the Zambians for Empowerment and Development (ZED).

The trio goes under the alliance title of the Zambia We Want (ZWW).

Other prominent people at the event were UPND vice-president Mutale Nalumango, Mutati’s deputies Leonard Hikaumba and Shelly Thole, Charles Milupi, Josephs Akafumba, MDC secretary general Lucky Mulusa, ex-cabinet ministers Fackson Shamenda, Peter Machungwa and Professor Patrick Kalifungwa, and ex-secretaries to cabinet Leslie Mbula and Sketchley Sacika.

Hichilema, in his remarks at the event, said it is truism that when Zambians work together, they do deliver.

“When we take the example of all these men and women that have ceded their ambitions for personal agendas, we shall emerge victorious on the 12th of August 2021,” Hichilema said.

“Nothing we’ll deter us from serving the people of Zambia. Not even money!”

He told his partners that the alliance ought to win an election this year.

“This year, going forward, we have no choice… We should harbor no fear of a detention in a filthy police station. Those before us were detained,” he said. “But when we unite, when we work together, for a common good, for a common purpose, to liberate this country, and we will only do it by winning an election – that is a peaceful one, that’s a legal one – rule of law, governance, that’s the only opportunity we have president [Felix] Mutati to reconstruct this country. To reconstruct our social fabric, we have to win an election.”

He continued, saying: “when we work together, when we take the example of all these men and women that have ceded their ambitions for personal agendas, we shall emerge victorious on the 12th of August 2021.”

“Unity of purpose is the truism. It has delivered for this country, even against brutal regimes. Malawi was able to effect change. Here, too, is the time for change,” Hichilema said. “I want to alert all of you that these men and women seated here from this moment as the media spreads this infectious message of unity of purpose, you’ll be approached.”

He further cautioned those who joined the UPND Alliance about how desperate the PF regime would get, to an extent of wanting to buy them off.

“Some of you will be offered kasaka ka ndalama (a sack of money). Reject it! I know you will reject it. Those who have received tu saka twandalama bana yenda kudala (sacks of money already left),” he said. “Baoneka nooneka (you can actually see them). Baoneka (they look) lost in a house they don’t believe in. Be strong! Please be strong, let’s be strong.”

Hichilema said some would be threatened like some of us that: “tikumanga (we’ll arrest you).”

“There is nothing to fear. We have been in there, even the worst jails, in Mukobeko, we were there. We didn’t get broken. What should break us now when there’s decision by the Zambians to unite? [Unity] is on the table, is in the air, is written in the walls…What should scare us? Just be strong. Some would approach you that mwibomba naba Lozi, babi sana aba Lozi (don’t work with Lozis, they are very bad people),” explained Hichilema.

“Mwibomba naba Namwanga, mwibomba naba shani shani…O bushe mwalibeshiba bwino aba Tonga (do you know well Tongas)? Babi sana (they are very bad). There was no Lozi, no Namwanga, no Bemba, no Tonga in 1964. There was none in 1991, there was none in 2001.”

On his part, Bwalya said they decided to put their differences aside and agreed to work together.

“Our country has been divided, confused, abused and polarised on tribal lines. Most political activities have been characterised by threats, intimidation, verbal abuse and actual violence,” Bwalya said. “We are now a country living in fear, a country whose hope is lost and a country whose future is bleak. Our nation is enduring disunity, frustration, poverty, mistrust and a sense of hopelessness.”

He also regretted that the motto of One Zambia, One Nation is but an illusion.

“In the absence of the rule of law, it is difficult to make headways in most of the country’s progressive aspirations,” noted Bwalya. “When the rule of law fails, a country becomes dysfunctional. Let’s vote out lawlessness!”

Mutati described the alliance as a project, a baby that would, straight away, start running.

“This baby (the alliance) is born and beginning to walk. These are miracles! This baby wants to redefine the Zambia We Want. This new baby will never die! It will grow into that child that will deliver output for the people of Zambia,” said Mutati.

For Mwansa, “we have a Zambia which is here – the current one. And there is also a Zambia that we aspire for – the Zambia We Want.”

“We must keep in mind this [that there is] the Zambia we have and the Zambia We Want. No political manipulation can divide us because we are One Zambia, One Nation. Coming from different tribes has never before divided us. We have lived together and we have inter-married. But that is not the Zambia we have. They have destroyed that Zambia,” Mwansa said. “In the Zambia that we have, it matters that you speak a particular language. In the Zambia we have, you can’t tell whether you are going forward or backwards. In the Zambia that we have, political violence by power-hungry leaders and those who blindly follow them is a reality. But we want to tell them that the more violent they become, the more resolved we become to get rid of them. Those who think they can divide us on tribal lines have lost war.”

Attorney General’s reasoning on Sangwa’s petition

0

By Mwaka Ndawa

ATTORNEY General Likando Kalaluka says if the Constitutional Court agrees with constitutional lawyer John Sangwa and includes the paragraph which states that a presidential candidate has not served for two terms in the affidavit for presidential and running mates, it would be wandering into the drafting of legislative function which is not within its powers

He said the petition is incompetently before court as it comes after August 12, 2016 when the disputed statutory instrument was published in the national gazette.

In the alternative, Sangwa wants ECZ to include another paragraph in the judgement of the court which shall satisfy Article 106(3) of the constitution.

In his answer to the petition, Kalaluka said by seeking an amendment to the affidavit for presidential candidates or running mates form no. Gen 4, in order for it to comply with Article 106(3) of the constitution to read “I have not twice held office as president” invites the court to exercise the jurisdiction of drafting laws.

“The petitioner is guilty of inordinate delay in presenting the challenge for constitutionality of the statutory instrument as he is hopelessly out of time. Quite clearly, the lapse of a period of four years and eight months is inexcusable,” Kalaluka said.

He indicated that the said challenge can only be entertained by the court if instituted within 14 days of its publication in the gazette in accordance with Article 67(3) of the constitution.

“Form no. Gen 4 which states that “I qualify for nomination as a presidential candidate and the disqualification in Article 100(2) do not apply to me” confirms that all constitutional requirements relating to the nomination of a presidential candidate have been met and in the premises, there would be no need for any amendment,” Kalaluka argued.

“The prayer to include the paragraph seeks to grant the court authority to draft laws which jurisdiction flies in the teeth of Article 62,128 and 177 of the constitution.”

Kalaluka stated that the prayer for amendment of the affidavit for presidential candidates and running mates does not take into account Article 106(6) of the constitution and the court’s pronouncement in the Danny Pule case and the Bampi Kapalasa and Busenga case.

“As this court has already pronounced itself to the effect that a term less than three years is not a full term and cannot be considered when Article 106(3) is invoked, it stands to reason that this petition is indefensible, not tenable at law and ought to be disregarded by the court,” said Kalaluka.

“The court has no jurisdiction to entertain the petition. Sangwa is not entitled to the reliefs prayed for.”

And in a notice to raise preliminary issue, Kalaluka wants a determination on whether or not the contention that Form no.Gen 4 prescribed by the Electoral Process (General) Regulations statutory instrument no.63 of 2016 promulgated on August 12, 2016 does not meet the requirements of Article 53, is out of time contrary to Article 67 of the constitution.

Kennedy Limwanya Ought to have Acted With More Empathy and Sensitivity

Our Obsession With Social Media

By Amb. Emmanuel Mwamba

Former Deputy Adminstrative Assistant in the Office of the Fourth President and former State House Chief Analyst for Press and Public Relations, Kennedy Limwanya went to visit veteran ZNBC Broadcaster and former Zambian Diplomat to Egypt, Kenneth Maduma.

Kennedy visited the family at their farm in Mungule in Chibombo district and took a picture of a clearly unprepared Maduma and splashed it to the media!

According to former ZNBC Director General Chibamba F. Kanyama, Kenneth has a house in Rhodespark in Lusaka and has moved to his farm. At the farm, he is renovating his main farm house and has moved to the servant quarters (where the picture was taken).

However to the uninitiated and looking at the picture alone, you would conclude that Mr. Kenneth Maduma and his family have descended into extreme squalor.

Of further concern, as Chibamba has disclosed, Mr. Maduma is battling with a medical condition that’s causing memory loss and lapses and may require further medical investigation to ascertain it and determine subsequent appropriate treatment.

With this knowledge, why would Limwanya take and release such a picture? Is Mr. Maduma in a state where he can give informed consent?

Everytime I visited hospitals to meet accident victims or sick prominent people, if a picture was required, I went to great extent to prepare the patients or in many cases showed me (without the showing patient at the bedside).

In many, many cases, I didn’t take the picture at all.

I also sought permission not just from the patient but from the family or spouse(and many times showed them the picture).

Just recently I spent time with a senior journalist and dear friend of mine, Patson Phiri. Patson has previously worked for the Times of Zambia and the Zambia Daily Mail. He is currently working with the Lusaka Water & Sewerage Company.

However, Patson suffered a stroke on a work trip to Malawi in 2019. I was not aware of this until this January.

He has been in-and-out of the University Teaching Hospital (UTH) and has been given treatment in the last two years.

From the reports I got, and the current condition, it is clear that Patson has made good progress and is now on the mend.

I visited Patson. He immediately asked me about how I had settled in Ethiopia and the work at the African Union (a very good sign).

I refused to take or publish the pictures. I continue to pray that Patson makes a full recovery.

So Limwanya’s apparent good deed of a visit to a senior journalist has backfired.

Limwanya is an experienced and senior journalist and he knows the ethical boundaries relating to a matter such as this.

Limwanya appears insensitive and quick to shame a national hero.

Let’s not lose sight, Mr. Maduma needs help to treat whatever condition he could be battling with.

Kalala says Chishimba Kambwili’s return to the PF is to save his skin

JACK Kalala says Chishimba Kambwili’s return to the PF is to save his skin.

In a statement availed to The Mast, Kalala, a former special assistant to president Levy Mwanawasa for policy and project implementation and monitoring, said Kambwili has taken upon himself to criticise opposition parties to make himself relevant in the PF.

“His main target seems to be the UPND and its leaders Mr Hakainde Hichilema who have not wronged him in any way,” he said. “Mr Kambwili should appreciate that when the PF regime that he is eulogising today arrested him and put him in prison, it is HH who was there for him and who offered his shoulder for him to lean on. [But] this is the person he has chosen to bad-mouth today.”

He said it was a lack of morality and appreciation for Kambwili to behave in that manner.

“To use (Chishimba Kambwili’s) CK’s own words: “insoni ebuntu!” Kalala said. “People know the reason why CK has gone back to eat his own vomit. It is to save his skin. It is not to serve the interests of the Zambian people.”

Kalala noted that Kambwili is today bad-mouthing the UPND and its leader, Hichilema, to make himself relevant to the PF leadership.

“But he should know that Zambians know better and understand why he is behaving in that senseless manner,” he said. “Our forefathers who had the interests of the people at heart were arrested several times as they struggled to obtain independence for our country. They never surrendered to the colonial powers no matter how many times they were arrested.”

Kalala added that Kambwili should know that it was lack of moral and political values, and principles to flip-flop for political expedience.

He indicated that Kambwili had demonstrated a lack of integrity by resigning from his political party to rejoin the PF, “a party he vilified and described in very derogatory terms.”

“[He called it] a party of thieves, “ba pompwe ba mushibila nsala! He vowed, in strong terms, that there was no way he could return to PF but today, like a…, he has gone back to eat his own vomit,” he said. “It is unethical conduct like this that gives politics a bad name. Zambians are intelligent enough to perceive why CK has decided to return to PF that he had denounced on many occasions before, a party of hooliganism that even publicly humiliated and undressed his wife.”

He added: “one wonders what is going on in the mind of his wife who had suffered humiliation at the hands of PF hooligans.”

“It is taboo in African culture to undress a woman let alone a married woman and a mother. CK should show some dignity and political decency,” said Kalala. “Having resigned, for whatever reasons, from the party he had created, NDC, he has no moral right to criticise and attack UPND and its leadership, of which he was not a member. There would be nothing wrong in attacking NDC, his former party, but not UPND or any other opposition party as doing so would be like bad-mouthing someone’s spouse.”

We Cant All Belong To PF – Petersen Zagaze

By Petersen Zagaze

There are people who have gotten rich or become politically relevant because of associating with a political party. Those don’t inspire or scare me, they are like radio personalities whose relevance depends on the radio station they are associated too.

And then we have those that are self made to a level where by even the political party rides on them. A man or woman of his/her own, with or without political party affiliation, they are still themselves and able to strive and conquer. That is the man I want to make myself. Someone like HH.

If you are opposition and you grow a political party like HH has done to date, then you can brag of being relevant, you can’t state your influence using the basis that you are a big fish in government. Please leave government and let us see you refuse to bend and beg for forgiveness. Then we can know you are the man.

HALF OF THE ONLINE PEOPLE WHO COME ON MY PAGE TO DEBATE CAN’T EVEN DEBATE AGAINST THEIR STOMACHS AND FINANCIAL DESPERATION. They can’t walk halfway in my shoes.

I have seen money on my laps and in front of me, I have heard sweet talk persuing me to sell my conscience, I have been tabled offers that can change upto 7 more families attached to me. You might call me dull or missing opportunities, but I know orientation as the most important phase of any career.

Refusing corruption isn’t missing an opportunity, it’s called creating a reputation that will make me look myself in a mirror and before sure I have gotten at any level of life genuinely and with justice.

I chose the opposition not because I can’t get over rich next week if I wanted, I choose opposition because the universe has to balance, nature needs left and right, and I am and many others here to help Zambia strike a balance to maintain sanity for a more patriotic and sound future.

WE CANT ALL BELONG TO ONE PARTY, ninshi we are all cursing the fortunes and possibility to equalize the strength of earth, nature, air, fire and everything that ignites life and evolution.

A fair leader, self made, straight personality, unshakable and determined human like HH is and will stabilize this economy like he has done for.himself and at individual level for many years, such a stable economy will benefit even the selfish ones preaching hatred.

I’m ready to die defending Lungu for nominating Iris – Michael Kaingu

MICHAEL Kaingu says he is ready to die defending the honour that President Edgar Lungu has bestowed upon his family through the nomination of his daughter Iris as Mwandi parliamentary candidate.

He also says, “I’m coming out of retirement to speak for people of Southern Province.”

Speaking at an event where he officially announced his coming back to politics, Kaingu said any sensible person would have done what he has decided to do as a sign of appreciation.

“I’m ready to die defending the honour that President Edgar Lungu has bestowed upon my family through the nomination of my daughter as Mwandi Constituency parliamentary candidate. I’m ready to join the campaign team for PF and ECL,” he said.

Kaingu said he could not continue being a bystander any more.

“I will vigorously campaign for President Lungu and PF and my daughter. I’m overwhelmed by his action of nominating Iris because others only saw wrong in my daughter. I will not sleep in my home. I’m prepared to be a tool to expedite his re-election as President and the entire PF. I feel this is the only way I can thank him,” Kaingu said.

He said the nomination of his daughter demonstrates that in President Lungu’s eyes everyone was equal.

“My daughter is very educated. She has two degrees and it’s befitting for her to be MP because she holds a first degree in Business Administration and a masters. I’m very sure that youths in Zambia through Iris’ nomination will be proud that they have been recognised,” Kaingu said.

He also said he had come out of his self-imposed five-year political leave to speak for the people of Southern Province over the tribal tag labelled against them.

Kaingu said he was coming out of retirement to put the record straight.

“Your Royal Highnesses I have noticed that politicians from here don’t defend the people over this tribal tag no wonder I have come out of my five-year political leave to speak for the people here over this tribal tag labelled against them,” Kaingu said.

He explained that Southern Province was a rare province which accommodated all tribes from other parts of the country.

“I have lived here and I have traveled to all parts of this country. I have never seen a person who does not hail from that region given a position of headman, MP or councillor but here in Southern Province there are individuals from other tribes holding positions here,” Kaingu said. “You have been accused of tribalism but no one is defending you yet you have even given people positions from other regions which can’t happen anywhere else. Not even in Western Province where I hail from. This is the only province you can find someone from another province become councillors or MPs. It’s a rare province unfortunately people from here that are in politics can’t speak to defend the people here. I’m coming out of retirement to speak for people of Southern Province.”

Meanwhile, Iris pledged to engage in issue based campaigns in Mwandi.

“I will not leave any vote unturned. My nomination has restored dignity to my family and has brought hope to youths,” Iris said.

She assured Zambians that with the mentorship of her father and guidance from PF she would pursue issue based campaigns.

“Mwandi Constituency has lost out five years of development since they voted out Dr Kaingu and now they have a chance to work together with me to bring back the lost development. The constituency needs a recovery plan and reconstruction development which will centre on access to health care, agriculture productivity, enhancing quality life for all and access to education,” she said.

Iris pledged not to entertain violence but for rekindling hope.

She thanked her father for being instrumental and a pillar in her life.

“I’m also asking senior chief Inyambo Yeta to bless my political career. People of Mwandi need development and a leader in President Lungu.” Iris said.

She reminded people of Mwandi to remember their efforts and problems adding that their choice on August 12 would determine how their life will be in next five years.

And representing the Southern Province chiefs’ royal council, chief Choongo urged Zambians to be peaceful as the country heads to the polls.

He urged people to vote en masse.

“We are One Zambia One Nation. Therefore, campaign time should not be a time for killing each other,” Choongo said.

He called for people to vote based on ideology and not tribe or nepotism.

Choongo welcomed all political parties to campaign freely in the province.

And welcoming the guests host chief Cooma called for unity of purpose regardless of tribe.

Other chiefs present at meeting are Nyawa, Muchila, Monze, Chona and Mwanza.

President Edgar Lungu and his Botswana counterpart Mokgweetsi Masisi have commissioned the multimillion dollar Kazungula Bridge and One Stop Boarder facility.

African Union (AU) Chairperson and President of the Democratic Republic of Congo (DRC) Félix Tshisekedi graced the occasion in the attendance of Heads of State and Government among them SADC Chairperson and President of Mozambique Filipe Nyusi and President of Zimbabwe Emmerson Mnangagwa, Vice President of Namibia Nangolo Mbumba and Acting Prime Minister of Eswatini Themba Masuku.

African Union (AU) Chairperson and President of the Democratic Republic of Congo (DRC) Félix Tshisekedi said Kazungula Bridge Project was in tandem with the African Union (AU) Goals and Priority Areas of Agenda 2063 which called for a Prosperous Africa, based on Inclusive Growth and Sustainable Development.

Southern Africa Development Community (SADC) Chairperson and President of Mozambique Filipe Nyusi said the Project was in line with the SADC Infrastructure Development Master Plan to be implemented over three five-year intervals – short term (2012-2017), medium term (2017- 2022) and long term (2022- 2027).

Earlier, Zambia’s Republican President Edgar Lungu said Kazungula Bridge was a worthwhile monumental effort linking Zambia internally and externally to ease the movement of goods and services.

The Head of State said Zambia was yet to construct a similar bridge at Kasomeno – Mwenda Project in Mwense, Luapula Province, with joint efforts between Zambia and the DRC.

“I have held talks with my counterpart in Botswana that this project must run daily up to 22 hours as soon as possible and you the technocrats must not play pingpong with us after making these public pronouncements,” President Lungu said.

And President of Botswana Mokgweetsi Masisi said his Country regarded Zambia as a key strategic partner in development adding that iconic Kazungula Bridge Project was a demonstration of the continued growing relations.

He said the route was historic as it was used as a safe exit during the struggle for independence.

Meanwhile, President of Zimbabwe Emmerson Mnangagwa congratulated Botswana and Zambia for a milestone project further reiterating that his country will join the project in the fullness of time.

At the same function, SADC Executive Secretary Stogomena Tax called for the expedition of hotspot infrastructure development projects in the region to serve as international gateways.

President Masisi started by officially opening the One Stop Boarder Post on the Botswanan side before President Lungu opened the One Stop Boarder Post on the Zambian side.

Earlier, After the function in Botswana, President Tshisekedi then proceeded to the middle of the Kazungula Bridge where he cut the ribbon signifying the official opening of the bridge to the public.

And when opening the One Stop Boarder facility on the Zambian Side, President Lungu was joined by his counterparts from the DRC, Mozambique, Botswana and Zimbabwe.

The 923 meters long rail and road Bridge in Kazungula District, Southern Province, is a bilateral project between Zambia and Botswana, co-financed by the two governments.

The Kazungula Bridge is expected to boost trade and commerce between the two countries.

The bridge will also increase economic activities and prospects of other land linked countries in the SADC region such as Zimbabwe, Malawi, Namibia, the Democratic Republic of Congo and Mozambique.

The bridge is also envisaged to improve border management operations at one stop border facilities on each side of the two countries.

It has further answered all the challenges imposed by the existing pontoon service that had been carrying a maximum of two trucks when crossing the Zambezi River.

PF PUNCHES HOLES IN ‘THE ZAMBIA WE WANT’ ALLIANCE WITH UPND

PATRIOTIC Front media Director Antonio Mwanza says the newly formed ‘The Zambia We want’ alliance by the UPND and some opposition political parties is going nowhere.

The alliance was formed on Sunday in Lusaka ahead of the August 12, General Elections.‘The Zambia We Want’ alliance comprises the Movement for Democratic Change led by Felix Mutati, Zambia shall Prosper Movement led by Kelvin Bwalya Fube, Zambians for Empowerment and Development led by Ernest Mwansa and Movement for Change and Equality led by Kaluba Simuyemba. Featuring on Diamond Television COSTA, Mwanza said even strongest members of the UPND did not know what was going on as they were flabbergasted and lost.

“Because UPND has had election alliances with everybody. In 2006, they had an alliance with UNIP and FDD it failed. In 2008, they had an alliance with all manner of people it failed. In 2011, 2015, in 2016.UPND has had alliances with everybody and all those alliances have failed. And if you look at these individuals that pretend to be going to UPND,
and they will add numbers,” Mwanza said. He said Mutati had failed to form the alliance before and that Fube was only popular on Facebook.

“Let’s look at Honourbale Felix Mutati, to begin with, he went to UPND in 2015 that again failed. He was in UPND alliance, they failed to deliver the victory. If you talk of our former member of the PF comrade Kelvin Bwalya, it is true that he is popular on his Facebook page but I don’t see any basis under which he has got any
followership,” he said.

“If you talked about Ernest Mwansa, actually he is a forgotten man because we also don’t know what he has been doing in the last 10
years. What is his membership, what does his party stand for, do they even have members. Do they even have structures and you go the other gentleman I don’t even know his name. I don’t even know what they stand for. So what Zambians are asking now is how many alliances will UPND form? A lot of them have failed.” Mwanza said three months ago, the UPND was in an alliance with 15
political parties and out of them, they all left only remained with two. He said 12 left and only two remained.

“Honourable Chishimba kambwili who was amongst the last ones also left. So UPND is not new to form alliances, they have been forming alliances since 2006 and all the alliances by UPND have failed to deliver they have crumbled. And surely even this alliance is going nowhere. It will again crumble before the 90 days,” said Mwanza – Watch Zambia

Why President Lungu Should Unconditionally Release Chilufya Tayali

Monday, 10th May, 2021 Press Release on Why President Chagwa Lungu Should Unconditionally Release Economic and Equity Party (EEP) President ChilufyaTayali in order to pay undivided attention and give an example of Patriotic Front Cadres who assaulted Police Officers, Journalists and Others

By Kasebamashila Kaseba

Media Consultant, News Critic and Analyst – +260 96 5122333

President Edgar Chagwa Lungu recently at Monday 3rd May 2021 World Press Freedom Day (WPFD) on the theme: ‘Infomation as a public good’ issued a final warning within a final warning to Zambia Police (ZP) Inspector General Kakoma Kanganja following Patriotic Front (PF) Party cadres assault of police officers, journalists, other cadres plus damage of property at PF Party Secretariat during the defection reception of National Democratic Congress (NDC) President Chishimba Kambwili defection reception.

Economic and Equity Party (EEP) President Chilufya Tayali posted a 39 minutes online video on social media that not only condemned the PF party cadre violence but also blamed it on President Lungu as Commander-In-Chief of All Armed Forces, PF President and PF Presidential candidate for forthcoming 2021 elections.

Zambia Police who earlier arrested Innocent Kalimanshi, as a victim of that assault, also arrested Tayali for defamation of the President (which law still includes foreign princes) for social media video condemnation of PF Party cadre violence on President Lungu.

Defamation of President in Section 69 of the Penal Code Act, Chapter 87 reads;

“69. Any person who, with intent to bring the President into hatred, ridicule or contempt, publishes any defamatory or insulting matter, whether by writing, print, word of mouth or in any other manner, is guilty of an offence and is liable on conviction to imprisonment for a period not exceeding three years. (No. 6 of 1965).”

Mr Lungu who is allegedly defamed also appointed the Munalula Lisimba Commission on Voting Patterns and Political Violence from 2006 to 2016 and recently constituted the Police Public Complaints Commission (PPCC) with the same condemnation of violence.

Apart from State institutions, he has also repeatedly invited other political and Church leaders, like Tayali, to condemn political cadre violence and called for “peace before, during and after 2021 elections”.

Like Tayali, the Commission recommended among others;

“(l) Political parties should take responsibility for the conduct and behaviour of their members and take appropriate action against erring members.

“Leaders of political parties should not reward party members and officials who are associated with violence and should openly denounce and disown such members;”

Therefore, Tayali only reflected both Mr Lungu and the Commission of Inquiry among others in condemnation of PF and other party cadre political violence.

Therefore, President Lungu must intervene for the unconditional release of Tayali because his arrest contradicts both Mr Lungu’s invitations for condemnation of violence by police overemphasis and unspecified defamation of the President when Tayali’s intent is clearly against political party cadre violence than President Lungu himself.

Further, Tayali becomes one of the few Party presidents arrested for defamation of the President for dissent or opposition.

President Lungu should release Tayali to concentrate on election campaigns and his PF party cadres to demonstrate that assaulting his uniformed police officers is even a more serious offense. He should protect his police officers from his PF Party cadres than promise police protection to assaulted journalists and declare (assaulted) police preparedness for 2021 elections.

19 PRESIDENTIAL CANDIDATES PAY NOMINATION FEE

By Chileshe Mwango

The Electoral Commission of Zambia -ECZ- has announced that a total of 19 presidential candidates have so far paid the K95, 000 nomination fee.

Addressing the media in Lusaka today where he also gave an update on the certified registered voters, ECZ Chief Electoral Officer Patrick Nshindano said the 19 candidates made the payments between Monday 3rd may and Sunday 9th may 2021.

Mr. Nshindano explains that following the successful payment of the nomination fees by the 19 candidates, the commission has since made a timetable for pre-processing of presidential supporters which will be conducted from Wednesday 12th May to Saturday 15th May 2021.

He has however clarified that the successful payment of the nomination fees does not mean that the candidates have qualified to be on the ballot as there are other processes that still need to be conducted before the final list of candidates to be on the ballot is arrived at.

Meanwhile, the commission has certified over 7 million registered voters against its projected 9 million registered voters.

Mr. Nshindano disclosed that after the inspection, de-duplication and final consolidation by the commission, the certified 2021 register of voters’ stands at 7,023,499 with Lusaka province accounting for the highest at 17.7 percent.

He also disclosed that only 43.2 percent of the registered voters, translating to 3, 035, and 417 verified their details both physically and digitally.

Amelica kukosa, tuli bantu baba Edgar Lungu ifwe – Kalimanshi

SELF-PROCLAIMED Patriotic Front national commander Innocent Kalimanshi and eight others have been taken to court over the intraparty violence which characterised the party secretariat on May 1, 2021 during Chishimba Kambwili’s return to the PF.

The nine are facing charges of criminal trespass, assault and malicious damage to property before the Lusaka Magistrates’ Court.

The leader of delinquent group of youths known as “Americans” claimed to be President Edgar Lungu’s “backbone” and vowed not to relent supporting him as the group’s aim was to fill up the PF boat.

“Amelica kukosa tuli bantu baba Edgar Lungu ifwe, tatwakaleke uku supporter ba Lungu tulefwaya bonse abaya bakabwele mu party (Being an ‘American’ is not for the fainthearted, we are President Lungu’s sympathizers, we will not stop to support him, we want to ensure that old members of the PF who left the party return),” said Kalimanshi and his followers.

Kalimanshi, 40, a businessman of house no. D50 Salama Park, is jointly charged with Donald Kampamba, 46, a businessman of Kabanana, James Sakala, 43, a politician of house no. 2150 Matero and Samuel Kabalambwe 42, a businessman of plot 17/7 Chawama, for criminal trespass.

Allegations in the first count are that Kalimanshi, Kampamba, Sakala and Kabalambwe on May 1, 2021, whilst acting together, entered the premises of the Patriotic Front secretariat with intent to annoy.

In the second and third counts, Kalimanshi is on the same date alleged to have assaulted Theresa Sampa and Hellen Mwansa and occasioned them actual bodily harm.

Kalimanshi and his co-accused pleaded not guilty to the charges before magistrate Felix Kaoma.

The four were admitted to K10,000 cash bail on a condition that they provide two working sureties from reputable organisations bound on a similar sum to be paid in their own recognisance.

This was after their five lawyers, among them Mwelwa Mutale, Anthony Mwila and Binwell Mutakula, made an application that the quartet be granted bail pursuant to section 123(1) of the criminal procedure code, as they were charged with bailable offences.

The lawyers said the accused were of fixed abode and not a flight risk and therefore would abide by the bail conditions set by the court.

Kalimanshi’s lawyers further asked the court to compel the police to allow their client seek medical attention as he was badly injured and bed ridden without the police issuing him with a medical report since his detention.

Magistrate Kaoma granted the bail application and adjourned the matter to June 7 for commencement of trial.

Meanwhile, five of the PF cadres denied damaging Kalimanshi’s motor vehicle before magistrate Faidess Hamaundu.

Bright Musonda, 38, a business, Keith Musonda, 45, a businessman, Kelvin Chisanga, a youth treasurer, Gift Lupiya, 34, a politician and Nector Sinyangwe, 34, a youth chairman are facing a charge of malicious damage to property.

It is alleged that the five on May 1 this year willfully and unlawfully damaged an unregistered Ford Ranger belonging to Kalimanshi, which is valued at K700,000.

Musonda, Chisanga, Musonda, Lupiya and Sinyangwe who are represented by Kennedy Mambwe, were equally granted K5,000 cash bail by magistrate Hamaundu on a condition that they provide two working sureties each from credible institutions bound on a similar sum in their own recognizance.

Magistrate Hamaundu adjourned the matter to May 24 for commencement of trial.

Kalimanshi who had been on the wanted list of the police for offences of assault, was confined behind bars when he went to report his assailants.

The rest were apprehended after the Head of State warned the Inspector General of police to ensure that perpetrators of the barbarism face the law.

We’re determined to build a country where no one goes hungry – Lungu

PRESIDENT Edgar Lungu says his government is determined to build a country where no one goes hungry.

Officially opening the recently constructed visitor information centre at David Livingstone Memorial Site in Central Province’s Chitambo district, the Head of State said the Scottish missionary had left inspiring words in the area before he died.

Before his death in Chitambo on Thursday May 1, 1873, Dr Livingstone wrote:
“On this land, on which my bended knees rest
May it become a mighty Christian nation, beacon to the continent of Africa
And a light to the rest of the world.”

Reflecting on these words, President Lungu said the nation would forever draw inspiration from there.

“David Livingstone’s words still inspire us to be determined and unstoppable in our quest to attain vision 2030 and a middle-income status, as well as agenda 2063 for the Africa we want,” he said on Friday. “We are further encouraged and determined to build a country where no one goes hungry. A Zambia where everyone will have clean and safe drinking water; a Zambia where industrialisation, and value addition will be a key feature of our development efforts.”

And President Lungu said the idea of establishing a visitor’s information centre at the memorial site was “an important step in the right direction”.

“This information centre should become a place of great learning, not only about Dr Livingstone, but also about the country we now call Zambia and the Zambian people who welcomed and facilitated Dr Livingstone’s travels across our country. David Livingstone himself would have loved that history to be written in full. David Livingstone was a great man, a great humanist and a great believer in the humanity of all of us. The iconic missionary exposed the horrors of slave trade and gave fame to one of our spectacular heritage sites, the magnificent Victoria Falls. That heritage of Zambia is now known and recognised as one of the seven wonders of the world. Thanks to the travels and explorations of the man whose heart lies here in Chitambo, Dr David Livingstone.’’

Presideng Lungu said Dr Livingstone therefore deserved a place of honour in the country.

He encouraged researchers to utilise the facility and market the country’s history.

“The opening of the visitor information centre here at Chitambo now sows the seed for more information to emerge about the legacy of David Livingstone. Researchers, historians and archeologists should continue to enrich the history of this place and the people of Zambia among whom Dr Livingstone lived, travelled, and died,” said President Lungu.

“There is a lot written about David Livingstone. Our fledgling democracy has been a beacon of light to the rest of Africa and the world. At this point, let me commend the Ministry of Tourism and Arts for putting up infrastructure at this important heritage site. This is in tandem with the strategic direction outlined in the Zambia Tourism Masterplan. The information centre and supporting facilities will attract more tourists to this historical place and enrich the visitor experience for both local and foreign tourists.”

The Newly Formed Alliance; What Does It Bring To The Game?

By David Kapoma
THE NEWLY FORMED ALLIANCE; WHAT DOES IT BRING TO THE GAME?

This morning we witnessed the formal formation of an alliance which I want to believe shall stand strong until 12 August and maybe beyond. The joining of Hon Mutati and Coinsel Fube to the UPND alliance brings a complete new dimension to the race.

I want to be quick to mention and warn the PF to pay attention to what the alliance present to them (A strong competition). PF will have to run for their money if they have to win the August 12 elections. One can actually say the game is now ON…

Why do I conclude this way?

What has made UPND fail to win elections over the years is their inability to garner votes from the Northern block. With the coming together of Hon Mutati and Counsel Fube somewhat changes the game. One might want to argue that we had GBM and Dr Mumba among others who worked with UPND in 2016. This argument is baseless and untrue. The truth is; In 2016 PF still enjoyed massive popularity and maintained the sympathy vote, the cost of living was not as high as is now, people where not as fatigued as is the case now.

This year is a completely different year, people are fatigued and unhappy with the high cost of living, the infrastructure built by PF is not good enough to convince the voters in August. And just to remind PF, Copperbelt and Lusaka can no longer be claimed to be strongholds of the PF as I am sure something has shifted in the political realm.

The urban constituency is no longer the stronghold of the PF and this is what people like KBF may begin commanding while Felix Mutati and others concentrate on the rural vote. This is if UPND and team are able to realize where their cat is hiding.

The current situation indicate that UPND has gained a little more numbers in the Northern Block and may gain even more if they play the cards well. I also know that the alliance will also target all the PF aspiring MPs who have been left out on the list of adopted candidates.

To make matters worse, the PF is too confident and burnt on Fighting HH left, right, centre and parading his ‘relatives’ whom he just denied this morning. By doing this they are making HH more stronger and popular.

The PF will be making a HUGE mistake if they decide to downplay, ignore and look down on the newly formed alliance. The odds are not favoring the PF at present time, therefore the ruling party needs to up the game as failing to do so may result in having the game changed as KBF constantly puts it.

So we can simply say the game has now started.

It’s not Alliances that will work, Let’s Resolve the Rise of Identity and Ethnic Politics

It’s not Alliances that will work, Let’s Resolve the Rise of Identity and Ethnic Politics

By Amb. Emmanuel Mwamba

These recent alliances are a still birth!

Because they are designed to aggregate regional votes as if people were goods!

Instead of marketing ideas, they peddle tribal support!

Overtime, leaders have increasingly driven voters along ethnic and regional lines establishing their own political strong-holds drawn from their own ethnic groupings.

The rapid rise of Identity Politics in Zambia is what we should worry about not the so called fragmentation of the Opposition.

In a multitude of Oppostion politcal parties, the Patriotic Front won, as a single party, the elections of 2011.

It should worry us that political parties have been established along personalities and their capacity to draw regional or ethnic support.

We need to sincerely rebuild the One Zambia, One Nation our forefathers envisaged.

So the hasty patchwork formations that we continue to see, are intended to draw personalities that may draw support from the ethnic regions they come from to these formations.

This is an exercise in futility for in many cases, such personalities have no capacity or following to herd a people to their perceived new political destination.

Instead of bridging gaps, these alliances end up promoting and confirming tribal and regional politics. Instead of healing the major rifts beginning to emerge, they exclude and divide us further.

Infact, these alliances are a job-seeking venture for those involved than any semblance or commitment to resolve, collectively, the challenges facing our country.

If the foundation is not based on ideas, collective resolve to build this country, if it is instead based on power and position sharing, it’s a tower of babel headed for an inevitable downfall.

Zambians want a leadership keen to provide solutions to issues that plaque this country such as corruption, political violence, the economy and our debt, youth unemployment e.t.c and not leaders engaged in politocal gambling through these endless selfish formations.

The exercise comes out as a power-grab scheme than a people driven movements or resolve.

Zambians want our leaders to work for this country, govern based on a sense of patriotism and dedication, run an inclusive government and resolve the challenges that face us in a consesus, fair, inclusive and transparent manner.

What is your view?

I Prefer A Stingy And Greedy Hakainde Hichilema Rather Than The Humble Generous President Lungu

By Fact Check Zambia

Hakainde Hichilema an epitomization of doo rags to legitimate riches,Hichilema hustled and grinded to rise from a position of underprivileged to an evaluated position of affluence, Hakainde Hichilema understands the value of money and his quite familiar with the term “It takes years to build an empire but it takes days for that empire to collapse” when Hichilema’s cousin Wilfred Hichilema stole two productive cows from Hakainde Hichilema, Wilfred didn’t steal Hakainde’s personal property but company property,HH’s business is livestock, every bull and cow provides employment for thousands of workers, contributes to the Zambian treasury through taxes and aids in improving nutrition by production of beef/dairy.

Golden rule of business “Never Mix Family With Business” Hakainde Hichilema was justified to seek legal redress which prosecuted and sentenced Wilfred Hichilema to 5 years imprisonment for theft.Hakainde Hichilema has the legal right to prosecute anyone who’s theft threatens the sustainability of HH’s business,a business that sustains Hichilema family’s life and provides a livelihood for thousands of workers dependent on livestock .Those commending Hakainde Hichilema are hypocrites, here are reminders Kabesa Sata jailed maids for stealing 6 cans of Heink beer cans, Edgar Lungu’s daughter Tasila Lungu sent a man to prison for stealing K200,000 kwacha  and Chishimba Kambwili is prosecuting his daughter Chanda Kambwili’s best friend including maids, garden boys and two soldiers for stealing $160,000 dollars from his private safe.

Hakainde Hichilema isn’t greedy none stingy but wise enough to understand that if you forgive each theft of your livelihood you eventually receive no mercy from the very thief when he/she accumulates mass wealth from sinking you into the wormhole of poverty.

The humble generous president defaulted on loans if the stingy president can reduce the debt deficit i’ll vote for the stingy president,The generous president has collapsed the economy,if the stingy president can rebuild the economy I’ll vote for the stingy,The generous president been unable to create jobs if the stringy president can create jobs i’ll vote for the stingy president,The generous president governance has manifested to improvisation of the nation if the stingy president can create wealth for the nation i’ll vote for the stingy president.I prefer a stingy and greedy Hakainde Hichilema rather than the humble generous President Lungu – Fact Check Zambia

THANK YOU YOUR EXCELLENCY PRESIDENT EDGAR CHAGWA LUNGU

8th May 2021

I wish to thank His Excellency President Edgar Chagwa Lungu for the trust and confidence he placed in me over the last five years as Media Director for the ruling Patriotic Front.

The last five years have been the best in my political journey. I have made mistakes but I also grew with the many lessons I learnt with each and every experience. I will always cherish my years as media director.

I wish to thank the Secretary General Hon Davies Mwila for every opportunity he accorded me to perform my duties – a tough but supportive supervisor!

Let me thank the Members of the Central Committee, the Ministers, Members of Parliament, Party structures and ordinary members of the Party for the support you gave me over the last five years. PF is a great family!

The Team at the Secretariat – you guys became my family and I will always remain a part of you. Over the last five years, I have defended the Party with all my heart, soul and body – won new friends and enemies alike – it comes with the space. I have no regrets except to day I gave it my best sometimes under very difficult circumstances but I’m glad I did what was expected of me.

To my former deputy media director and now Media Director of our great Party, a friend and colleague, Antonio Mwanza aka CYBORG- I have no doubt that you will excel in your new role. No need for Alangizi! 😎 You can be assured of my support as always.

To the PF Media Committee, I’ll always be a part of you!!!

Last but not the least, my family, the media fraternity, thank you for the support you gave. You made my job worth every effort. Our bonds remain unbreakable!

As I pursue a slightly different frontier as a representative of the Great People of Kanchibiya, I ask for God’s grace, courage and wisdom. I will count on you all.

COURTS DO MAKE WRONG DECISIONS…I respectively dissent from the Pule, Kapalasa and Busenga judgments – Dr Hamalengwa

ACADEMIC and law lecturer Munyonzwe Hamalengwa says decisions of the highest courts in the land can be wrong and have sometimes been wrong.

In his weekly column published every Monday, Dr Hamalengwa said the decisions in Danny Pule, Bampi Kapalasa and Busenga are examples of wrong decisions.

The Constitutional Court of Zambia in 2019 rephrased the question of whether President Edgar Lungu was eligible for election in 2021 by asking itself whether the term of office that straddled two constitutional regimes was a full term.

The ConCourt answered its question that the period January 2015-August 2016 did not make for a full term because it was less than three years.

And this Wednesday, the ConCourt dismissed a petition by Kapalasa, a UPND member of parliament and a Lusaka resident Joseph Busenga, who wanted to know whether President Lungu was eligible for election having been elected and sworn in office twice as President and will today give its reasons.

But Dr Hamalengwa said courts do make wrong decisions, especially with regards to election politics.

“The decisions of final courts are therefore not necessarily always correct. This is not a hypothesis. I posit that the Danny Pule, Kapalasa and Busenga cases are wrongly decided. These election petition cases were incorrectly decided,” he said.

Dr Hamalengwa argues that a loss in the court of law or the apex court could be a win in the court of public opinion, “the highest court in the land because it is the court that votes”.

“That courts of both original and final jurisdiction and of only final jurisdiction do not necessarily make correct decisions all the time can easily be supported by a few illustrative examples,” Dr Hamalengwa said.

He said bad decisions create bad precedents.

Dr Hamalengwa said the silver lining was that a defeat in a court of law, through a wrong decision, does not mean a defeat in the court of public opinion.

“A defeat in a court of law can be a win in the court of public opinion. When the Chief Justice of the US wrote a majority decision in 1857 in the Dred Scott case upholding slavery, there was a firestorm of criticism and a groundswell of support against slavery that Abraham Lincoln, a perpetual loser in presidential and congressional elections since the 1830s, capitalised on to propel himself to the presidency in 1860,” Dr Hamalengwa explained. “Civil Rights reconstruction of the 1860s and 1870s were the reverberations of the unpopular Dred Scott decision of 1857, which had held that a Black person was not a human being and had no rights that a white person could recognise and respect.”

He posited that courts could be the most reactionary institutions of the law and were most dangerous when they collude with the powers that be in society especially in presidential election petitions “when courts of justice can become courts of injustice or when courts of justice become tools of oppression and repression.”

He said when the final courts make a wrong decision, legal positivists recommend forgetting and moving on.

“If people forgot and moved on, slavery, colonialism and apartheid would still be in existence. I have written about this severally. We would still be governed by wrong decisions of the final courts of slavery, colonialism and apartheid that held that the constitutional provisions don’t matter, that it is okay to be discriminated against, that injustice is okay,” Dr Hamalengwa said. “People didn’t lay down their weapons to fight wrong and unconstitutional decisions of the apex courts.”

He said some wrong decisions were later overruled because they had been wrongly decided.

“I hold that the Danny Pule, Kapalasa and Busenga cases have been wrongly decided. They were based on a rephrased question not submitted by the litigants and they applied the new Constitution retroactively, a forbidden method of constitutional interpretation,” he said. “The court further collated ‘term of office’ with ‘holding office’ which don’t mean the same thing under any circumstances. And articles 106(3) and 106(6) are stand-alone paragraphs because of Article 7 of Constitution Act No.1 of 2016 which states that the new President completes the term of office of the departed President pursuant to the previous constitution, 1991 as amended by the 1996 one, not according to the 2016 amendments.”

Dr Hamalengwa said President Lungu was elected under the old constitution.

“This is not water under the bridge. If the ConCourt was not a final court, this decision would have been set aside by a higher court. It is wrong. And final courts sometimes make wrong decisions as discussed in this submission. I have made my case. I respectively dissent from the Danny Pule, Kapalasa and Busenga judgments,” said Dr Hamalengwa.

The Alleged Greedy, And Stingy HH In The Eyes Of Plunderers, Criminals And Mafias – Sikaile Sikaile

BY SIKAILE SIKAILE

THE ALLEGED GREEDY, AND STINGY HH IN THE EYES OF PLUNDERERS, CRIMINALS AND MAFIAS

Yesterday just received a call from one of my good friends under the Office of the President commonly known as (OP). I will name this man as Mr Z for security reasons. Mr. Z, after greeting me, went on to ask me if I was aware of an upcoming parading by state media houses of some people. I expressed ignorance about the development and that is how he began narrating to me of some people who claim to be Mr. Hakainde Hichilemas relatives and family members. I laughed heartily when I heard him saying ‘parading’ and I asked him why he calls it that way. His response was that ‘it is a new normal for any one looking for fast money Mr. Sikaile. As intelligence officers we are not moved any more, because the way people are trooping to our offices to be paraded to denounce this man just to get some cash is very disappointing. I told him, it was a well known issue that our nation was dying and headed towards failed states like the Congo, Uganda, Somalia etc and we all needed to rescue it at whatever cost.

He advised me to watch the video and do my analysis. However, before he hang up he said to me if I knew that almost every person who they interview for these defections have a criminal background. I was like what do you mean sir? He said their investigations show that most people who come out to discredit HH have either failed to make it in life or they have criminal records. I told to him I was not aware that all thieves and criminals are running to the ruling party for cleansing.

Then he asked me to watch the broadcast. Fellow country men and women, I tuned in and all I heard in this man and another woman who were paraded for the second time is that HH is stingy, heartless, and greed who can even discipline you for stealing a chicken and so on. Personally, I really love how these people came out because they highlighted some key points that every voter should take into consideration.

1. It is true now that HH can discipline you whether you are a relative or not. This is excellent culture of accountability. We have heard plunderers accusing him of going to sell the country if he is voted into power. Now that he can discipline even his own relatives and family, then we are assured of justice for every citizen regardless of one’s race, color, tribe or political denomination all for the betterment of our nation. Simply all thieves and law breakers will be disciplined.

2. If HH can discipline his relatives who steal a chicken then he is a right man for Zambia to curb corruption, political violence and other bad vices. We all know that today we are suffering as a nation and many other African countries due to high levels of corruption. This is a clear ‘charity begins at home’, by HH and we must give him credit. A thief is a thief! whether related or not, one should be disciplined. We now understand why he is successful because he doesn’t tolerate thieves like our current president Mr Lungu AKA Ubomba mwibala does.

To the PF and the Zambian people, are you aware that the man who was dragged to discredit HH is one of the people who once illegally got HH’s animals and sold them? Now is this something surely we citizen can condone in our communities? Simply because you are related to someone, doesn’t give you a passport to steal from them. So when I said thieves and criminals are regrouping to fight Mr. Hakainde Hichilema this is exactly what I meant.

Zambians expect more from these failed men and women being paraded during the campaign period to make force accusations. The thing is that *If HH can’t tolerate the thieving relative it means he’s the right man to be the President of this country where we have more thieves and criminals in public institutions than our prisons* how can someone with 49 herds of cattle go and work for someone? The lady said even if you get a chicken, HH will take you to task. This is exactly the man we want. If only I had the capacity to hire HH for my businesses.I think he is the right character I pray for.
