Brutalised child reveals it all before court, says stepmom used knife to hurt him
THE LUSAKA Magistrates Court public gallery was yesterday buzzing with sighs of shock and sadness as a four-year old child eloquently testified about how his stepmother used a hosepipe and a knife to inflict harm on him.
The brilliant boy who recounted his maltreatment without difficulty said his step mom used a knife to harm him and she would flog him with a hose pipe and a ‘shamboko’.
In this matter, 29 year-old Langiwe Ngosa of MC2A 78 Apollo Military Camp in Lusaka west who is charged with assault on a child is between April 1, 2023 and July 31, 2023 accused of repeatedly assaulting a minor under the age of 16.
Magistrate Mutinta Mwenya who is presiding over the matter allowed the child to give a disclosure about his maltreatment in compliance with Section 78(2) of the Criminal Procedure Code (CPC) upon establishing that he was intelligent enough to give evidence.
In examination in chief, the boy was asked who inflicted graze abrasions on his face and hands and he implicated Ngosa.
“My mommy beat me on the face, she also beat me on my nose. She used a ‘shamboko’ and a hose pipe. I know my mummy who beat me with a hose pipe and a knife,” the four-year old said as he stirred up sorrowful emotions among members of the gallery.
The boy was asked if he could identify his tormentor and he responded in the affirmative.
A social welfare officer showed different photos of women to the boy which she captured on her phone and upon stumbling upon Ngosa’s photos the child identified her as his torturer.
“This (Ngosa) is my mommy,” the four year old said whilst pointing at the accused’s pictures.
When he was further queried about the countless scars of whip marks on his legs, back and stomach, the child maintained that they were inflicted on him by Ngosa.
The child was asked to identify his abuser in court and he pointed out Ngosa who was seated in the doc.
During cross examination the boy was asked about the number of mother he has and he indicated that he has two.
Asked if he ever wee-weed in his pants the boy confirmed.
Upon being asked what transpired after wetting his pants the child said ; “mommy beat me”.
His school teacher Naomi Chisola said she got curious when the boy went to school with a bandaged finger on one occasion to which she decided to find out about his injury.
The 29- year old said when he asked the boy about what happened to his finger he disclosed that his mother had cut it with a knife.
“In the second week of June 2023, we enrolled the victim as a new pupil in baby class. He came with his mother. At some point, the boy came with a bandaged wound and I asked who did that to him and he told me it’s the mother who cut him using a knife,” said Chisola as she broke down and evoked emotions among the child’s maternal relatives of his late mother.
“I took a video using my phone and sent it to the commanding officer and to a woman who stays on the same area where the victim come from. I just want justice for baby *.”
Magistrate Mwenya adjourned the matter to November 8, 2023.
PRESS STATEMENT BY THE CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 18TH CABINET MEETING HELD ON MONDAY, 30TH OCTOBER, 2023.
The President of the Republic of Zambia, Mr. Hakainde Hichilema, called for the 18th Cabinet Meeting in the Year 2023, on Monday, 30th October, 2023, at State House, to deliberate on policy and legislative matters that would foster national development and improve the general livelihoods of the people.
Cabinet made the following decisions:
1. Statutory Instrument on the Review of Minimum Wages and Conditions of Service.
Cabinet approved the issuance of a Statutory Instrument on the review of the minimum wages and conditions of service for domestic workers, shop workers and employees covered under the General Order, following the recommendation of the Tripartite Consultative Labour Council meeting at which the Government, Trade Unions and the representatives of employers, agreed to review the existing minimum wages and conditions of employment.
The proposed revision in minimum wages has been necessitated mainly due to the changes in the cost of living, the average national earnings, inflation, unemployment rate and capacity of employers to pay. Further, the revision of the minimum wages and conditions of service is also in line with the International Labour Organisation Convention No. 131, the Minimum Wage Fixing Convention for Protection of Vulnerable Workers.
Cabinet is of the view that this category of employees needs some kind of relief to enable them meet their needs and support to their families.
2. Statutory Instrument on the National Pension Scheme (Penalty Waiver) Regulations, 2023.
Cabinet also approved the issuance of the National Pension Scheme (Penalty Waiver) Regulations, 2023. The regulations aim to operationalise the provisions of the National Pension Scheme (Amendment) Act No. 20 of 2022 on the Penalty Waiver.
The Statutory Instrument on the Penalty Waiver is intended to reduce the debt burden for businesses and allow employers to clear their outstanding dues with NAPSA with the incentive that part of the debt will be written off; provide relief to businesses that were hard hit during the pandemic; encourage small-scale businesses including employers from the informal economy (such as employers of domestic workers) to register their employees with the scheme without worrying about high penalties for non-payment of past contributions; and enhance compliance levels, thereby stimulating the growth of businesses as freed-up resources will be used for reinvestment.
Cabinet realised that as of 31st December, 2022, a number of employers owed NAPSA huge sums of money in penalties. Further, NAPSA has, by law, been prosecuting some employers annually for failure to remit contributions which also results in additional operational costs to the Authority.
Therefore, granting the Penalty Waiver will provide companies with financial relief and stimulate business growth and employment creation. This will also encourage high compliance by employers in meeting their Statutory obligations leading to the sustainability of the Scheme.
3. The Revised National Micro, Small and Medium Enterprises Policy and its Implementation Plan.
Cabinet approved the Revised National Micro, Small and Medium Enterprises (MSMEs) Development Policy and its Implementation Plan, in order to provide a framework for enterprise development that will create a prosperous and resilient MSME sector that will significantly contribute to country’s socio-economic development.
In 2008, the Government developed the Micro, Small and Medium Enterprise Development Policy. However, the MSMEs participation in commerce and industrial development through backward and forward linkages has remained unacceptably low due to a myriad of challenges. Therefore, it has become critical to review the MSME Policy to address emerging issues at the local, regional and global levels, especially with the creation of the Ministry of Small and Medium Enterprise Development.
The revised Policy builds on the Vision 2030, the Eight National Development Plan and international best practices in micro, small and medium enterprises development.
4. Ratification of the Protocol Amending the Agreement for the Establishment of the Intergovernmental Standing Committee on Shipping.
During the meeting Cabinet also approved Zambia’s ratification of the Protocol amending the Agreement for the Establishment of the Intergovernmental Standing Committee on Shipping (ISCOS), in order for the Protocol to enter into force and ensure that membership of the Organisation grows to include Eastern, Northern and Southern African States using the Indian Ocean as their international trade route.
An estimated 90 percent of Africa’s international trade is transported by sea and primarily by foreign carriers. Many countries in Eastern, Northern and Southern Africa utilising the Indian Ocean as their main trade route share similar interests, and challenges, which include high shipping costs, exploitation and cargo being subjected to foreign policies that African nations have little, to no control of.
It was for this purpose that the Ministers responsible for maritime and shipping affairs collectively agreed to expand the scope of ISCOS. The Protocol is not yet in force as it requires ratification by at least two thirds of the Contracting Parties including Zambia.
5. Hosting of the 39th Regular Session of the Governing Council of Ministers for the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA), 09 – 10th November, 2023 in Lusaka, Zambia.
On hosting of international conferences and meetings, Cabinet approved the hosting of the 39th Regular Session of the Governing Council of Ministers for the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA), from 9th to 10th November, 2023 in Lusaka.
The Red Locust is a very hazardous insect pest to agriculture in Eastern, Central and Southern Africa. The insect breeds in specific grassland areas located in Malawi, Mozambique, Tanzania and Zambia. Two of its eight outbreak areas, Lukanga swamps and the Kafue Flats, are found in Zambia while the rest are in other neighbouring countries. The Kafue Flats, in particular, have high levels of locust activity, occasionally forming swarms. Zambia has experienced outbreaks of the African Migratory Locust with the last two outbreaks being in 2016 and 2020.
It is also in the interest of Cabinet that Zambia should host as many international conferences and meetings, also as a way of promoting tourism.
6. Legislation Matters:
(a) The Zambia Institute of Procurement and Supply Bill, 2023.
During the Meeting, Cabinet approved in principle, to the introduction of a Bill in Parliament to repeal the Zambia Institute of Purchasing and Supply Act No. 15 of 2003, so as to revise the law that regulates the procurement and supply practitioners.
The objectives of the Bill, among others, are to continue the existence of the Zambia Institute of Purchasing and Supply and re-name it as the Zambia Institute of Procurement and Supply as well as re-define its functions; register and regulate the conduct of its members and re-constitute the Council of the Institute and also redefine its functions.
Cabinet has since observed that the current legislation is inadequate in dealing with many issues related to the procurement and supply profession.
(b) Zambia Institute of Architects Bill, 2023.
Cabinet also approved in principle, to the introduction of a Bill in Parliament to repeal the Zambia Institute of Architects Act No. 36 of 1995, in order to streamline the operations of the Zambia Institute of Architects and to make the Institution more responsive to current trends in the sector.
The Zambia Institute of Architects Bill will establish a comprehensive legal framework for the regulation of architectural services and provide for the registration of architects, allied professionals, technologists, technicians and student members. The current Act only provides for the Institute to only admit and register degree holders as members, excluding a lot of Diploma and Certificate Holders. The Bill will also allow for registration of foreign architects under joint venture with local architects, so as to allow for enhanced local capacity and transfer of skills.
(c) The Zambia Institute of Quantity Surveyors Bill, 2023.
Another legislative matter approved by Cabinet in principle is the introduction of a Bill in Parliament to repeal the Quantity Surveyors Act Cap 37 of 1995, in order to streamline the operations of the Zambia Institute of Quantity Surveyors and to make the Institution more responsive to current trends in the sector.
The current Act is limited to registering and regulating only practicing Quantity Surveyors (Consultants). The majority trained Quantity Surveyors, who include trainees, graduates and associates rendering services to both Government and private sector institutions, are not recognised by the Act, therefore, not regulated by any law, hence creating inconsistences in the professional code of conduct.

The government of El Salvador is charging a new $1,000 fee for passengers from African countries that fly into its capital’s international airport, a measure that comes as countries in the Western Hemisphere aim to stem a record flow of migration across the region.
Salvadorean port authorities said that the measure would be applied to passengers in transit earlier this month, and that the tariffs were for “airport improvements” as more passengers were entering, leaving, and connecting through San Salvador this year compared to previous ones.
“The Government of President Nayib Bukele is working hard on modernization and expansion projects at the El Salvador International Airport, in order to provide a first-class service to all users and passengers who circulate through the air terminal,” reads a statement from the airport agency.
But experts say the tariffs could be meant to keep migrants who want to reach the U.S.-Mexico border from traveling through El Salvador. The United Nations’ International Organization for Migration recently noted that more African migrants are flying directly into Central America to bypass the dangerous Darién Gap between Panama and Colombia, which over 400,000 migrants have used this year as they begin their travel north.
“This could be an attempt to reduce secondary travel of travelers coming to El Salvador who then could potentially try to make it to the United States,” said Ariel Ruiz Soto, a senior policy analyst at the Migration Policy Institute.
Ruiz Soto noted that people from many of the countries on the list need to get visas and purchase expensive tickets to travel to El Salvador, so the new measure will likely be an additional barrier for those who see the country as a springboard to the United States.
The list of nations El Salvador published that will see the $1,000 fees includes over 50 countries in continental Africa as well as its offshore island nations, such as the Seychelles and São Tomé and Príncipe. Nationals from India are also included.
Airlines will have to send the government a daily list of passengers from those countries as well as their flight information in and out of the country, the airport agency said. The airlines will then be charged the fee plus tax for every passenger from those countries they fly in.
Colombian multinational airline Avianca said on its website that the fees have to be paid by passengers before boarding their flights. But it warned that it was Salvadorean authorities who control who got in and out of the country.
“Even if you pay the fee, there is a possibility that, upon your arrival in El Salvador, the [government] may deny your transit through the country,” the airline said.
The International Organization for Migration said last month that while the number of migrants from African countries moving through the Darién Gap had dropped by 65% between January and July, to about 4,100 people, Honduras had registered an increase of 553% in people coming through the country’s southern border, which it shares with Nicaragua, at 19,412 people.
The announcement of the Salvadorean measure also came days before Brian Nichols, the U.S. State Department assistant secretary for Western Affairs visited El Salvador. Nichols said that he had met with President Bukele and discussed “mutual efforts to address irregular migration.” The United States has been concerned about the migration flow through the country.
At a recent summit about the region’s irregular migration hosted by Mexico, El Salvador’s vice president, Felix Ulloa, said the country had been able to reduce its own irregular migration by cracking down on gangs and street violence.
“In El Salvador we took responsibility as a state and decided to attack the structural causes that generate emigration,” he said, adding that most of the exodus came from rural areas.
Nicaragua has allowed thousands of migrants from Cuba, Haiti and several African countries to fly directly into Managua’s international airport when their final destination is the U.S. border, a move migration experts and critics of leader Daniel Ortega say is a weaponization of foreign policy.
Nicaragua enacted visa-free travel for Cubans in 2021, saying that it was because many people on the island have family in Nicaragua and that it was a way to promote tourism and commerce between the two countries.
But elsewhere in the Western Hemisphere, governments appear to be tightening up visas requirements and creating new travel restrictions amid record flows of migrants moving through Central America.
In recent months, more Haitians have used Nicaragua’s main airport as a springboard to the U.S.-Mexico border, allowing them to skip the dangerous Darien Gap altogether. Haitians, after Venezuelans and Ecuadorians, are the third leading nationality of people crossing the jungle, which has seen a record 408,972 crossers this year.
But on Monday, Haiti’s government suspended all flights to Nicaragua, leading to frustrated passengers who had paid thousands of dollars for a ticket out of their homeland. As of Oct. 22, Mexico requires that migrants for whom the Mexican government requires visas to enter the country have visitor visas just to transit through its international airports, regardless of how long they will be in the country.
The unexpected death of China’s former Premier Li Keqiang has caused a lot of sadness and grieving throughout the country. But for a lot of people, it seems like an opportunity to express their frustration with Xi Jinping, the leader of China, and the way he has been leading the country.
Li, who was supposedly the second-in-command to Xi for ten years until March of this year, passed away from a sudden heart attack on Friday in Shanghai, as reported by state media. He was 68 years old.
The Chinese people were very surprised when he died only a few months after he stopped working. Many people have posted messages on the country’s internet, and there are lots of bouquets left in makeshift memorials outside his childhood home and other places from his past.
On social media and in handwritten notes among the flowers, many people remembered Li for the dreams he had but didn’t achieve, instead of his accomplishments in politics.
Many people believe that Li, who is not as powerful as Xi, has been ignored and not given much importance. He is thought to be one of the least strong leaders in the history of Communist China. As a result, many people who are grieving have been thinking about Li’s unfinished ideas. They believe that if these ideas had been followed, China would have taken a different direction in the last ten years.
“People are taking advantage of this opportunity to show dissatisfaction with Xi Jinping,” said Alfred Wu, a professor at the Lee Kuan Yew School of Public Policy in Singapore. “It’s a type of anger – anger towards the current government. ”
Li was very smart and wanted to make changes in China. People thought he might become the leader of the country. However, he became the premier, a position typically responsible for managing the economy.
Usually, that role gives someone a lot of power in the second biggest economy in the world. However, Li’s power to make decisions slowly decreased because Xi started to have more control and moved away from the ruling Communist Party’s way of sharing leadership.
Many people see Li as a potential leader who can change China to be less influenced by ideology, less controlling, and more open to market changes, entrepreneurship, and connections with other countries.
People who were grieving shared Li’s own words to honor him, but also to indirectly criticize Xi. One of the most talked about things was a promise from Li that China’s changes and openness will keep going, just like how the Yellow River and Yangtze River keep flowing in one direction. Another thing Li said that got a lot of attention was a metaphorical reminder that a leader’s actions will be remembered by history: “The heavens are observing what people do. ”
According to Zhang Lun, a professor at the University of Cergy-Pontoise in France, people are expressing their dissatisfaction with Xi’s policies from the past ten years. These policies include stricter control over people’s beliefs and less personal freedom. There are also constant political campaigns that remind people of Mao Zedong, the person who started Communist China.
Many people were frustrated because of Xi’s strict zero-pandemic policies for three years. These policies hurt the economy and made millions of Chinese people go through frequent testing, quarantines, and citywide lockdowns. The strict rules were suddenly removed after big protests happened all over the country.
Zhang said that people were feeling frustrated because they were confused and hopeless about what would happen in the future. This was caused by China’s economic decline and its decision to focus more on itself and less on the rest of the world. All these feelings were looking for a way to be expressed.
Zhang, who went to the prestigious Peking University with Li in the late 1970s after Mao’s Cultural Revolution ended, said that even though Li wasn’t very important in history or politics, he gave people a chance to express their unhappiness.
In a time when honesty is ignored and fake, important, and meaningless statements are dominant, the fundamental principles that Li Keqiang followed have become highly valuable. “He said that it shows how angry, hopeless, and unhappy people are with the way things are in life, and they blame Li for it. ”
Among the people who supported him, Li was well-known for being a leader who cared about those who had less and was not afraid to advocate for them, even if it went against what his political party preferred. Many people on social media thanked Li for saying that 600 million Chinese people, or about 40% of the population, still only make 1,000 yuan ($137) per month. Official propaganda claims that poverty has been eliminated, but Li’s statement challenges that.
“There was a comment that said, ‘Only he understood me,’ but it got removed afterwards. ” “I haven’t had a steady job for the past four years. ”
In the past ten years, Chinese people got used to seeing Li in difficult and sad times. He was frequently sent as the top party official to offer sympathy and greet people affected by natural disasters, like floods, earthquakes, or pandemics.
When the pandemic started spreading in the city of Wuhan, Li went there first, about two months before Xi visited the city when the virus was mostly under control.
Many people remembered Li for being down-to-earth and understanding. They posted videos of him talking and having fun with young people while walking around. This was very different from how Xi usually acts in public, as he is often formal and serious.
In a popular video that spread widely at the time and was shared again this week, Li was seen without a face mask at a university in Yunnan province in May of last year. This happened when many local governments were implementing strict measures to prevent the spread of pandemic, as seen in Shanghai’s two-month lockdown.
Saying goodbye to a group of students, Li wished them good luck in finding their dream job. This gesture was seen by many young people as a reassuring reminder that they are dealing with high levels of unemployment among their age group.
Xi has told young people to stop being spoiled and to learn how to endure difficult times.
In another old video that was posted online this week, Li was asked by a university student for a handshake. The student wanted to show off to others and used crude internet language that the government would not approve of. But Li reached out his hand to the student and asked with a friendly expression: “Did you achieve what you wanted by bragging. ”
Wu, who is knowledgeable in Singapore, said that Li displayed a compassionate side that is not commonly witnessed in China’s bureaucracy nowadays.
Everyone appears to be like a robot, without any emotions or understanding for others. But he appeared different – and people still remember that,” he said.
In China, when a top leader dies, it can be a difficult and hard time for the ruling Communist Party. When people are not allowed to openly criticize the government and face harsh punishment for doing so, they may use the opportunity of mourning a well-liked official’s death to express their unhappiness with the leadership.

When Zhou Enlai, who was very well liked and was the premier under Mao, passed away in 1976, the sad public participated in big remembrance events to express their unhappiness with the Cultural Revolution, which had caused ten years of turmoil, aggression, and confusion.
Over ten years later, the death of Hu Yaobang, a leader who wanted changes but was not listened to, caused many people to feel very sad. This sadness grew and led to protests for more democracy in Beijing’s Tiananmen Square and many other cities in China.
A group of university students started a movement which ended violently, with the military killing hundreds, maybe even thousands, of protesters. This led to a time of everyone having to think and act the same way.
The Communist Party, led by Xi, has gained more control over surveillance. They are now taking action to limit and influence how people pay homage to a recently passed leader both on the internet and in real life.
On social media, people have deleted videos and posts that showed Li’s ideas for change or any other qualities that could make Xi look bad.
Weibo, a popular site for short messages, stopped users from looking for the love song “Sadly, It’s Not You” by Malaysian singer Fish Leong. Lately, when a leader from any country passed away, some people from China showed their feelings by using a sad song about relationships ending.
Outside Li’s childhood home in Hefei, which is the capital of the Anhui province in eastern China, there were government workers who were guarding the crowd of mourners. They were asking people to not stay there for a long time and were checking the cards attached to the flower bouquets. This information comes from posts and photos shared on social media by people who were present at the scene.
The government was watching and being present at other important places where people were grieving, like Li’s family home in a small village in Anhui and a square in Zhengzhou city, where Li used to work as an important leader 20 years ago.
In some cities, people have been leaving flowers and messages in random places like universities, parks, and public squares. However, some of these have been removed, as reported on social media.
Li’s body will be burned in Beijing on Thursday. Flags will be lowered halfway across the entire country, according to the official Xinhua news agency on Tuesday. Xinhua praised Li for being a great member of the Communist Party of China (CPC), a devoted communist soldier, and an exceptional leader of the Party and the country.
Zhang, an expert in France, said that the Chinese authorities will be careful in dealing with public feelings and will try to avoid doing anything that might make people more angry. Although the mourning for Li is not expected to cause a large protest movement right now, it could still contribute to future episodes that may lead to one.
Zhang said that after people express their unhappiness for a short time, their anger will continue to grow. Li’s death has destroyed any chance of having another option, and this feeling of hopelessness will keep getting worse and make the future more uncertain.
The police in Japan arrested an 86-year-old man who they suspect of being a gunman. The man had locked himself inside a post office with two people he was holding hostage. Before that, he had hurt two people at a hospital.
The police informed CNN that a man was arrested in Warabi, a city near Tokyo, Saitama prefecture, after a long standoff.
Tokyo’s police sent a special team to the post office because a suspect was hiding there and they couldn’t reach two female workers.
According to NHK, neither of the women were hurt in the incident. According to NHK, one woman left the post office about five hours after the incident started, while the other woman managed to escape a few hours later.
The police told CNN that a young woman who was being held captive is now out of danger.
The situation where hostages were taken and a conflict occurred at the post office happened shortly after a shooting at a hospital in a nearby place called Toda. In the shooting incident, a doctor and a male patient were injured.
Police think that the 86-year-old person was part of that earlier event. The police said the shooting happened at 1 o’clock in the afternoon. The suspect escaped from the hospital and went into the post office, which is about 1. 5 kilometers away
Today, Mayor Fumihito Sugawara shared on social media that a man believed to have a gun was trapped inside the post office. He cautioned people to stay away from that place.
On Tuesday, there was a fire in a building near the hospital. Investigators think that the person who shot the gun lived in one of the apartments. According to NHK, nobody got injured in the fire.
There is very little gun violence in Japan. The country has very few incidents of gun crime because it has strict rules about owning guns.
Last year, the former leader of Japan, Shinzo Abe, was killed in Nara city while giving a campaign speech. This was a surprising and upsetting incident for the country.
Tyler Christopher, a famous actor from America, who was most recognized for his work on the TV show General Hospital, passed away at the age of 50.
Both his manager, Chi Muoi Lo, and former co-star Maurice Bernard confirmed his death on Instagram.
Christopher passed away following a heart problem on Tuesday morning in his apartment in San Francisco, according to Mr.

“Mr Lo expressed his extreme shock and deep sadness over the news, saying that he is devastated by his loss. ”
In his Instagram post, Mr. Bernard said that Christopher was really talented and he always did a great job in every scene.
He also thought of him as a kind person and great friend to everyone who knew him.
Christopher is famous for performing as Nikolas Cassadine on the TV show General Hospital for 20 years. He won many Daytime Emmy awards for this role.
He acted as Stefan DiMera on the show Days of our Lives, another soap opera. His performance earned him a nomination for the Daytime Emmy Award for best actor in a drama series in 2019.
Christopher was known for speaking up about his mental health problems, such as bipolar depression and alcohol addiction, and he was recognized for advocating for mental health.
The actor was honest about his problems with mental health. He talked about seeing a psychiatrist and a therapist regularly, and taking medicine to help with his treatment.
Last year, Christopher wrote a post on social media to celebrate his 50th birthday. In the post, he thought about his life and shared his thoughts.
“In the ten years since my daughter was born, I received an Emmy award, acted as the main character in four TV shows, finished twelve movies, and lived in six different states,” he wrote.
He also thought about his difficulties with mental health. He mentioned that he has gone through setbacks but has also gotten better. He has survived a very serious brain injury and has learned to be happy with living a more peaceful life.
Queen Camilla fed a baby elephant from a bottle when she went to visit a place in Kenya called an orphanage. This place is for baby elephants whose parents were killed by poachers.
On the second day of the queen’s visit to Kenya, she assisted in feeding the elephants at the Sheldrick Wildlife Trust Elephant Orphanage.
She and King Charles learned about helping and healing baby elephants who don’t have any parents.
Elephants also have to worry about deforestation and drought, in addition to poaching.
If members of the royal family go to a lot of places where they can take pictures, there are not many places that could be as cute as an elephant orphanage. If the first part of the state visit was about discussing the problems caused by colonialism, this second part was made lighter with a visit to Nairobi National Park.
A baby elephant held onto a bottle with its trunk while the Queen helped caretakers feed the orphaned elephants.
The King was chatting with the staff at the park while a young elephant was gently biting the trousers of one of the keepers.
The wildlife center cares for 316 baby elephants who have no parents and are in danger. This is because people are taking over their land and causing problems for them.
The park also has a place where a lot of illegally hunted elephant tusks were set on fire by the authorities. This was done to demonstrate the country’s dedication to ending the illegal trading of animal products. The King showed his support for protecting the environment and making sure our resources last longer during his trip to Kenya.
He went to a United Nations office in Nairobi to learn about what they are doing to help the environment. Then, he planted a tree with a 10-year-old girl named Karen Kimani, who wrote to him about the importance of protecting the environment.
On Wednesday, it was announced that the King would give a speech at the upcoming COP28 climate change summit in Dubai.
Last year, there were hints of disagreements with the British Prime Minister’s office because the King couldn’t go to the previous meeting.
The King of an important kingdom visited Kenya. This was the first time he visited a country in the Commonwealth since he became king. During his visit, he gave a very important speech about the impact of colonialism.
He didn’t fully say sorry, but he expressed his deep sadness and regret for the violent acts done to Kenyans during their fight for independence.
An Islamic leader said it was very wrong for a Conservative MP to be fired from the government just because he called for a stop to the fighting in Gaza.
Peterborough politician Paul Bristow was asked to step down from his position after he sent a letter to the prime minister urging for a permanent halt to fighting in order to prevent loss of life.
Number 10 said that the comments were not the same or similar. Working together and taking responsibility as a group.
Abdul-Muquaddas Choudhuri stated that Mr. Bristow did not do anything that was against the rules or inappropriate.
Mr Bristow will continue to be an MP. He used to work as an assistant to the Secretary of State for Science, Innovation, and Technology, Michelle Donelan.
He sent a letter to Rishi Sunak on October 26th, after having discussions in his area, including with the Joint Mosques Council in Peterborough, about Gaza.
Mr Choudhuri, who is the leader of the council, said that the firing was really shameful and he was correct in asking for a halt to the fighting.
“Mr Choudhuri said that we are very mad and upset because he didn’t do anything wrong. ”
The government of Rishi Sunak did something very wrong and unfair by firing him only because of his words. Mr Bristow wrote a letter on Facebook saying that his constituents are feeling very sad and hurt, and some of them have been personally impacted.
After quitting, Mr Bristow said: “I completely understand why the prime minister has asked me to resign. ”
Working together as a government is an important part of our democracy. It was a job that I really liked, so I feel sad about not being able to do it anymore.
However, ultimately I have a bigger duty to the people I represent.
Many people in my area care a lot about this issue, and I feel I can now openly talk about it from a position outside the government, rather than being part of it.
Mr Bristow has been the representative for Peterborough since 2019 and won by a margin of 2,580 votes.
He also said it was very cynical to imply that he was trying to win votes before a possible election when we’re discussing people dying.
“Those who have heard me speak about human rights and injustices during my time as a member of Parliament will notice that my current stance aligns with my previous statements,” he added.
Mr Sunak has approved “specific pauses” in the conflict to help deliver aid, but his spokesperson said he does not support a ceasefire because it would only benefit Hamas. The UK considers Hamas a terrorist group.
A spokesperson for Number 10 said that Paul Bristow has been asked to leave his job in the government because he made comments that didn’t go along with the idea of working together as a team.
Israel’s leader, Benjamin Netanyahu, said that if we agree to a ceasefire, it would mean giving up to Hamas.
Bolivia is the first country in Latin America to end its diplomatic relationship with Israel because it believes Israel used too much force in their military actions in Gaza.
The nation asked for a stop in fighting and promised to give help to Gaza, which is currently isolated.
An Israeli official said that the action was giving in to terrorism.
Lior Haiat said the Bolivian government is working together with the terrorist group Hamas.
Bolivia’s Deputy Foreign Minister Freddy Mamani said that the government decided to end its relationship with Israel because they strongly disapprove of the aggressive and unfair military attacks happening in the Gaza Strip.
He said the country wanted Israel to stop blocking important things like food and water from getting in.
Gaza has been trapped by Israel for many weeks, and people can only get important help occasionally from Egypt’s Rafah crossing.
Mr Haiat commented that Israel disapproves of Bolivia’s support for terrorism and its alliance with the Iranian regime. This reflects the values of the Bolivian government.
People are saying that Iran helped Hamas with their October 7 attacks. Iran’s leaders have celebrated and praised the violence, but they say they were not involved.
Other countries in Latin America have also started taking diplomatic actions against Israel, not just Bolivia.
Chile’s President Gabriel Boric announced on Tuesday that he is calling back the country’s ambassador in Tel Aviv to have discussions. This decision was made because of the unacceptable actions that Israel has taken in the Gaza Strip, which violate International Humanitarian Law.
Chile strongly dislikes and is worried about the military operations happening in Gaza. They believe that these operations are hurting innocent Palestinian people and treating them unfairly.
Colombian President Gustavo Petro said the same thing on social media.
Mr Petro said that he has chosen to ask our ambassador in Israel to have a discussion. He also mentioned that if Israel continues to kill many Palestinians, we cannot stay there.
Brazil’s President Luiz Inácio Lula da Silva requested a halt to fighting. After hearing about a recent attack by Israel in Gaza, Lula commented on X, saying that it’s the first time he’s seen a war where most of the people who died are children. Please, oh please, stop.
Most of the 8,500 people who died in the war in Gaza, according to the health ministry run by Hamas, were adults. However, this number also includes 3,500 children.
Israel has been continually attacking Gaza after the deadly Hamas attack on October 7th, which resulted in the deaths of 1,400 people and the abduction of at least 239 people.
On Tuesday, the US announced that 66 trucks successfully brought aid to Gaza. However, charities are concerned that this may not be sufficient.
The boss of the United Nations Relief and Works Agency (UNRWA), Philippe Lazzarini, said that before the war, around 500 trucks would go into Gaza every day.
Bolivia and Israel started being friends again in 2019. It stopped working with the country in 2009 when President Evo Morales was in charge, because they were against what Israel was doing in Gaza.
On Monday, Bolivia’s President Luis Arce said that Israel’s actions in Gaza were very wrong and against the rules of war. He said this after meeting with the Palestinian ambassador to Bolivia, Mahmoud Elalwani.
Robert De Niro yelled “you should be ashamed” at his ex-worker in a courtroom, while denying accusations of being a mean and disrespectful boss.
The famous person was talking on the second day of a legal case where both he and Graham Chase Robinson are suing each other.
De Niro said he never treated her badly, but admitted he might have called her a name when he missed a meeting because she didn’t wake him up.
“He said that he got mad once,” according to the Associated Press.
The famous actor from movies like Raging Bull and Taxi Driver admitted that he scolded her on that occasion and was angry, but he did not mistreat her. According to Deadline, De Niro disagreed with Ms Robinson’s claims that she was constantly serving him during her time working for him, and there were moments of negativity during their testimony.
“He said she is telling us that she is in front of the building, on her knees, cleaning the floor. ”
De Niro said that there was never any inappropriate behavior or rudeness or strangeness that you’re suggesting. Then he looked at her and said, “You should be ashamed, Chase Robinson. ”
He admitted that he had asked her to scratch his back a couple of times when he couldn’t reach it, but he said it was never meant to disrespect her.
In addition to other things, Ms. Robinson mentioned that he once asked her to bring him a martini from Nobu restaurant while she was in an Uber, late at night.
“Maybe it could have happened,” De Niro responded, as reported by the Times, explaining that using an Uber was reasonable.
The actor was asked why he called her two times to ask her to buy a bus ticket for his teenager. He replied by saying “So. ” and claimed that he didn’t know she was at a family member’s funeral when he called.
Tasks that are typically associated with women.
In 2008, Ms Robinson started working as the actor’s helper. Later on, she got promoted to be the vice-president of a company called Canal Productions, where she oversaw the production and financial aspects.
She departed in 2019 and took legal action against the two-time Oscar recipient, seeking $12 million (£9. 8 million) in a lawsuit.
Ms Robinson says she did not receive enough money from her employer because she is a woman. Her boss also made disrespectful comments about her gender. He treated her like a personal assistant rather than as an equal colleague. In addition, he gave her tasks that are usually associated with women, such as sewing clothes and doing laundry.
De Niro said in court on Monday that her claims were “all nonsense”.
He is taking Ms Robinson to court for $6 million because he believes she moved over $450,000 in airline miles to her own account without permission. He also claims she used company money for personal expenses like food, travel, and other services. Additionally, he says she watched a lot of Netflix while at work.
Her lawyers have stated that his lawsuit contains many untrue accusations. The trial in New York is going to continue for two weeks.
DIGGERS’ OPINION: He who lives by the sword, dies by it: Case of Edgar Lungu and PF
By Diggers Editor
THE Bible in Matthew Chapter 26 tells a fascinating story about the arrest of Jesus in the garden of Gethsemane. When a cohort of soldiers besieged the Son of Man and his disciples, Simon Peter drew his sword in defence of Jesus, and sliced off the ear of one soldier, a gentleman called Malchus. To the surprise of his followers, Jesus condemned this action. He said to His disciples, ‘don’t draw your sword, put it back, for he who lives by the sword, will surely die by the sword’. Christ went ahead to correct the action by performing His last pre-resurrection miracle; picking the severed ear and putting it back.
The expression “He who lives by the sword, dies by the sword” is a timeless adage that summarises a fundamental truth about the consequences of one’s actions. It sends a warning to those who adopt a violent or aggressive approach to life that a time comes for them to face violence or its repercussions in return. It is not always about physical violence. The adage also addresses situations where a person relies on illegal or harmful means to achieve their goals. It serves as a reminder that the choices we make in life have consequences, and the actions we take can come back to haunt us.
The words spoken by Jesus Christ on that Thursday evening around 2,000 years ago remain accurate and true to this day. “He who lives by the sword, dies by the sword”. More often, when we use illegal and violent means to achieve our goals, we forget about our actions and we cry bitterly when the same treatment is given to us. It feels good to pull out the sword to slice our enemies and rivals, but when the same sword is turned on us, we begin to play victim. This is the weakness that we have as human beings, we don’t wish anything bad on us, but we wish it on others.
Our readers will remember that what is happening in the Patriotic Front is simply history repeating itself. The only difference is that the aggressors are now the victims. What happened in the 2014 PF succession wrangles following the death of president Michael Sata is what is happening now. Those with a good memory will recall that Mr Lungu ascended to the PF presidency by a bogus convention, outwitting acting president Guy Scott and the same Miles Sampa who was a…
…says Sampa must have been longing to know how it feels like winning an election at a convention
Lusaka, Wednesday, November 1, 2023 (Smart Eagles)
While mocking Miles Sampa over his “illegal” presidency, Patriotic Front (PF) member Celestine Mambula Mukandila says Dr Edgar Chagwa Lungu is the only person the party has as President.
And Mr Mukandila, who is a well-spoken lawyer based in Lusaka maintained that no procedure was followed at the “convention” that saw Mr Sampa ascend to the presidency.
He explained when he featured on Lusaka Music Radio earlier today that Mr Sampa only wanted to know what it feels like to win an election at a party convention.
“We had nine candidates, how many candidates were there? Only one. So for me, Miles Sampa was having a mock exercise to try and see how a convention ought to be held, not that that gathering can be called a convention. Remember we needed delegates from all the 10 provinces in the numbers of 600 or 500,” he said.
“But, you can clearly see from the videos that those were less than 210 people. And as a matter of fact, Miles Sampa wanted to know how a convention can be held or how it would feel to win an election at a convention. It was a mock exercise, the final exam ought to have taken place in an event that president Lungu decided not to come back. We should have still gone ahead to have a convention where all the nine candidates including honourable Miles Sampa was going to be present and details were going to be assessed by the national council…”
He disclosed that Sampa’s meeting at Mulungushi International Conference Centre was not sanctioned by the party.
“That particular meeting that Miles Sampa had was neither sanctioned by the party nor the central committee. Remember, notice has to be given by the Secretary General of the Patriotic Front. And of course, this drama we are seeing today should be considered as mere drama which is going to be outlived by the process that we have in court. The Patriotic Front has one president and that is president Edgar Lungu,” he said.
Mr Mukandila said president Lungu’s Leave from active politics did not remove him from being president of the party.
“According to the PF constitution, if the person elected as the president of the party does not become Republican president, he/she shall continue to be the party president until a president is elected at another convention,” he said.
“Despite the fact that president Lungu decided to leave active politics, this constitution has provided that he continued to be the president of the party, henceforth, the reason we indicated that we could not be swayed by any authority into changing office bearers at the Registrar of Societies.”
TO WIN, PF MUST PREPARE TO FIGHT THIS BATTLE ALONE
By Amb. Emmanuel Mwamba
There is currently the grand theft of the largest political party in Zambia to change its allegiance from the Opposition and shift it to the Ruling Party by taking over the leadership through a stooge and proxy.
When the matter started, the absurdity and illegitimate actions of the whole process appeared to be a grand joke and theatrical darings of a junky.
Police refused to act on reports from the Patriotic Front to stop the illegal meeting despite numerous official reports.
On the day of the event on October 24th 2023, Police ignored the reports from the Patriotic Front to stop the Meeting.
PROJECT DRIVEN FROM STATE HOUSE
Until the heavy deployment of the state Police, heavy duty equipment and the dedicated coverage from the public broadcaster ZNBC, no one would have realized the great extent to which State House was serious about this project.
Warnings were everywhere when there was a determined attempt to deregister the Patriotic Front earlier this year.
Later on 9th May 2023 Statutory Instrument No. 592 was gazetted, giving new powers to the Registrar of Societies.
The correct legal process would have required an amendment to the Societies Act CAP 119 of the Laws of Zambia.
The Chief Registrar immediately called on political parties to hold elections to replace perceived vacant positions in their ranks within a period of 60days.
On the day of the so-called Extra-Ordinary General Conference, the presence of Deputy Inspector General of Police, Milner Muyambago stationed at Mulungushi International Conference during a holiday and before the Conference took place, processing finger prints for the Registrar of Societies, was another testament of how determined President Hakainde Hichilema was serious about this grand theft of a political party.
Besides, State House had enough experience, a dress rehearsal was done in 2022 with the theft of two parliamentary seats; Kabushi and Kwacha constituency seats, stolen with concerted bully efforts from State House and the shameless full participation of the Judiciary and the Electoral Commission of Zambia (ECZ).
SILENCE, SILENCE
After the theft of the Party, the PF may have received a temporal jolt in their armoury when former President, Edgar Lungu announced his return to active politics “to rescue the Patriotic Front and Democracy”.
But that could just be a jolt. The battle will be long and drawn-out as State House builds to project the Coup d’état plotter and its stooge, as the legitimate leader of the Patriotic Front.
Of worry is the conspiracy of silence from key stakeholders since October 24th, 2023, when this great assault on democracy began.
This reminds me of Michela Wrongs latest best-selling book; “Do Not Disturb”, The Story of a Political Murder and an African Regime Gone Wrong, exposing the savagery that lies beneath the surface of a regime hailed by many Western admirers, and their conspicous silence on many atrocities the regime commits.
This demonstrates that this will be a lone fight for the Patriotic Front and its members of Parliament as stakeholders remain mute and institutions such as the Judiciary become co-conspirators to the crime.
The PF may have to endure taunts from Nevers Mumba and the UPND, but the PF Party must remember that UPND is extremely dead serious to battle and bury the party for good, save for the shell and name.
ATTACK ON DEMOCRACY
One would think that when the assault was extended to the Judiciary and Parliament, an outpouring of outrage from democracy lovers would inundate the airwaves and the streets.
It was not to be.
British High Commissioner Nicholas Woolley whimpered something about the need by the Police to use proportionate force during maintainance of public order but not on the clear attack on democracy!
With ZNBC and Kalemba driving the propaganda from State House, President Hichilema is determined to use the excuse of Edgar Lungu’s return to active politics as the reason to vanquish the Patriotic Front Party.
Patriotic Front be warned.
It will be a lone fight.
But for those silent voices, let it be known that UPND’s actions will leave lasting damage and dark consequences for our Democracy.

For avoidance of doubt and as stated in our letter of the 30th August 2021 received and acknowledged by yourselves on the 31st of August 2021, save for the position of Deputy Party Whip which was previously occupied by Hon. Joseph Malanji, MP, and now occupied by Hon Anthony Kasandwe, MP.
The names as approved by the party are:
Leader of the opposition
Party Whip
Deputy Party Whip
Hon. Brian Mundubile, MP Hon. Stephen Kampyongo, MP Hon. Anthony Kasandwe, MPIn view of the above, kindly ignore the communication to your office by one Morgan Ngona, who is a stranger to the party and is not the Secretary General of the Party.
In any event, you have no basis for acknowledging the said Morgan Ngona as Secretary general of the party, if you do, kindly avail us the same.
Further note that we had communicated to you earlier regarding the expulsion of one Miles Sampa who had earlier held an illegal extra-ordinary conference.
We have not had the courtesy of a response to our letter, yet with speed, you seem to be responding to letters of a person masquerading as a secretary General of the Patriotic front party.
Over and above the said communication, Hon. Ronald Chitotela, MP, did raise a point of order, on the floor of the house relating to the continued stay of Miles Sampa, in the National Assembly in view of his expulsion from the Patriotic Front Party.
Yet, again, there has been no action on your part as National Assembly.

The New Heritage Party wishes to bring to the attention of the nation, a matter which is very cardinal to the enjoyment of the full rights and citizenship of Zambians. This is a matter that impinges on Zambians access to satisfactory service from Public Servants in the Civil Service and the various other arms of Government.
This is a matter that calls upon our Zambian technocrats and professionals that hold strategic Public Service positions, especially in the Judiciary, in the Security Services – particularly in the Zambia Police Service, Anti-Corruption Commission, FIC, Drug Enforcement Commission as well as Professionals in many other critical areas, such as the Office of the Auditor General, Registrar of Societies, Zambia Electoral Commission, the Independent Broadcasting Authority and other oversight institutions, whose decisions affect the country and its future, either negatively or positively and in most cases permanently.
This is a time, more than ever before, that brave patriotic Zambian professionals are required to come out and defend the positions that they have been given.
New Heritage Party is calling on all our professionals to act in accordance with their oath of office with their stated Terms of Reference and Code of Conduct in their jobs. They must follow the law to the letter in those positions as doing this is the best safeguard that you have against those that will try to manipulate you.
Our Public Servants cannot be partisan and they cannot put their regional or personal interest ahead of the national imperative. They are in those jobs in trust for the Zambian people. The ability of our system of governance to operate efficiently is dependent upon these professionals, who are paid for by the tax payer, to do their job professionally on behalf of Zambians and who they therefore must serve as a matter of priority. The current situation, whereby the Public Service has deteriorated in terms of professionalism, in terms of partisan conduct and in terms of illegal conduct by our technocrats and by our Senior Public Servants, is not and cannot be acceptable.
When a Public Servant aligns themselves to the ruling elite, they lose focus, they lose their compass with regard to their mandate.
Cases in point are many.
We have the conduct of the current, Inspector General of Police, who has taken it upon himself to be the guardian angel of the ruling party and is taking on the Opposition Parties. He is spearheading a politically motivated campaign against opposition figures, using Police resources that are paid for, primarily for the protection of citizens, by the Zambian tax payers. He has weaponized the Police against these Opposition Political Figures and their Parties. He is now a law unto himself, who can decide when, where and how Political Parties conduct themselves. That is not the job of the Inspector General, nor the Police.
The Police are a security providing institution whose operations are to enforce the law firmly and fairly in order to create a safe, secure and peaceful environment for social and economic development for all. It is to ensure that citizens live peaceful lives and are thus able to go about their daily lives and business in a tranquil environment. They are supposed to ensure that ordinary citizens, be it in Chibolya or Kabulonga move about freely and live peaceful lives without worrying about negative elements in society. When Police arrest an Opposition Leader, we have seen the routine – the law is not followed – abductions, being held for a longer than prescribed timeframe in cells, transferring them to some unknown destination in a remote holding cells making it difficult for their family and their lawyers to find them or have access to them.
This is akin to being in apartheid South Africa or Nazi Germany – Zambia is not a fascist state.
We have Judicial decisions that are highly questionable and embarrassing for our Judiciary and now, for the first time in our country’s history, we have an Auditor General’s Report that can no longer be relied upon. Zambia is seriously bleeding financially with money meant for Zambians being looted with impunity. Glimpses of leaked portions of the Auditor General’s Report show this rampant theft of our public resources is rife.
Those brave men and women who stand up to the system have seen themselves lose their positions for flimsy and trumped-up reasons especially under the cover of the so called “being retired in National Interest” clause, carried on by successive Governments including the current Government. This should and must be stopped.
In the area of elections, which is even more critical, we have seen the abuse of the mandate of the Electoral Commission of Zambia. This is why as a Party, we insist that the current arrangement whereby the appointment of Commissioners to that critical institution which is in the hands of one person and that person is a participant in elections, has to be stopped and a new modern, fair and just system must be substituted. We refer you to the conduct exhibited by the Commission in the Kabushi and Kwacha by-elections. It became very clear that those of our citizens that have been put in charge of this institution, are highly compromised and cannot be entrusted with managing our General Elections.
Few of our intellectuals, even in universities, are able to challenge clear misconceptions in our society where clear misunderstandings of the law in the running of our society abound. We have charlatans, cadres telling us about interpretations of the law with regard, for instance, to the former Head of State and his entitlements, telling us about the law concerning the right of association or the right of assembly and we sit quietly and allow them to dictate the direction that the country takes. We have a lot of misinformation, floating about in our communities, which is not being cleared up by our professionals.
Concerning the health of our people, as an example, we are told that suspected GMO maize is being brought in to feed the nation whose negative consequences we shall only see in the years to come. Which is why GMOs are not fed to human beings in Europe for instance. We are not hearing a voice from our scientists to weigh in with their professional knowledge to protect the Zambian people because they are more concerned with their well-being, whose professional standing matters less to them than keeping their jobs. They would rather not risk the same for the sake of national interest. This is unpatriotic.
What all this amounts to is the degrading of the gains that have thus far been achieved in the Fifty-nine (59) years of being independent.
We must recognize that Zambia is not a Banana Republic. She has played a significant role in the liberation wars, she has stood proud on the world stage and played her part, standing up for the dignity of the human race. Our National Anthem speaks very clearly to who we are as a people. We stand proud and free, a nation of dignity and peace. It further speaks of us rising like our noble eagle in its flight – soaring above problems and challenges. That is where we ought to be. We must not lose sight of this. But this can only be achieved when we unite. The National Anthem speaks of ‘Unity’ – Let us all her people join as one in defending what we fought for…not taking part in Zambia’s destruction.
The New Heritage Party wishes to give this word of caution to the nation; Zambia has the potential to become a great nation in more ways than one, however we shall not achieve this with a compromised Public Service. This current state of affairs will not end well for our nation. Our Public Servants must rise to the occasion. They must stop being afraid for their immediate gains. – they need to safeguard their integrity because they have ‘what is right’ on their side. Zambia needs men and women of integrity to stand up for what is right. We have had such men and women of integrity in the country in the past, men and women who have stood up against state tyranny to protect our Constitution, to protect the wealth of this nation and to protect the lives and property of ordinary citizens.
This New Heritage call goes to all Public Service Officers that are not executing their duty in line with their mandate. We want to encourage you to do the right thing always and make Zambia proud. The decision of a courageous man or woman in a strategic office, can alter the direction of history. See what happened in Malawi when those brave Judges ruled correctly that Mutharika had not won the election. That was a milestone in liberating the people of that country. The same happened in Kenya.
We now ask; where are those brave men and women in the Judiciary who will make the right judgement because it is the right thing to do, at the Registrar of Societies who will refuse to register Party Officials coming from an illegally constituted Convention, at the Anti-Corruption who will go for a sitting Minister who is giving out corrupt contracts to his friends and family? Where are those brave men and women at ECZ who will call out wrong doing? Where are the brave Police Officers who will stand by what is right and will refuse to fire guns at fellow Zambians, who will refuse to short circuit due process to aid and abet an irregularity by taking finger prints on a public holiday?
Where are those brave men and women that will serve the Zambian people? We call upon you once more to examine your conscious and serve and save Mother Zambia
THE 1998 AMENDMENT TO THE 1993 ACT ON PRESIDENTIAL BENEFITS
When I addressed the announcement by former President Lungu to return to active politics, I based my arguments on Chapter 15 of the laws of Zambia of 1993 and called for anyone who might know of any other details that could provide additional insight. I got a phone call from a friend in the legal practice who brought to my attention the 1998 amendment which includes “active politics” as one of the circumstances under which the benefits will be discontinued.
Assented on the 7th of October 1998, the Act to amend the Benefits of Former President’s Act, reads “Section two of the principal Act is amended by the insertion in the appropriate place of the following new definition:
” active politics ” means—
(a) the doing of any act indicating a person’s intention to
hold elective or appointive office; or
(b) the holding of elective or appointive office in a political party or in an organization whose main aim is the furtherance of political objectives;
Section five of the principal act was also amended to read, “The pension and other benefits conferred by this Act
shall not be paid, assigned or provided to a former President
who is—
(a) in receipt of a salary from the Government; or
(b) engaged in active politics.
Given the definitions of this act, the question that may require an answer is: does the return of ECL to politics rise to the legal definition of ‘active politics’ for purposes of this act? Given the narrow nature of the definition offered in this act, it is possible for someone to be involved in politics but with no intention of seeking elective office. This leads to the second question: how is intention to hold elective or appointive office indicated? The most obvious way is for one to announce publicly as the practice is that someone is seeking office XYZ or accepting a political appointment.
So, if ECL does not seek elective or appointive office, this act would appear to suggest strongly that he is still entitled to his pension benefits as a former Head of State. This is more likely the intention of the framers of this law as former heads of state remain members of their respective political parties (unless they say otherwise) who, constitutionally, will always retain the right to participate in politics. Like their counterparts in South Africa, the US or Europe, they remain actively promoting their respective political parties but never seek elective or appointive office.
UPND’S APPROACH TO CHANGE, A DANGEROUS DEPARTURE FROM DEMOCRACY
By Chanoda Ngwira
The recent change in government in Zambia, with the UPND party taking over from the PF, was seen by many as a sign of hope for a better future. UPND promised development and a commitment to upholding the rule of law, which resonated with the electorate. However, the manner in which UPND is now handling their newfound power raises concerns about their true intentions and their respect for democratic principles.
One of the most alarming aspects of UPND’s approach to change is their use of institutions to target the PF. While it is important to hold the previous government accountable for any wrongdoings, it should be done within the bounds of the constitution and due process. However, UPND’s actions seem to indicate a desire to obliterate the very foundations of democracy and the rule of law.
By using institutions as a tool to dismantle the previous government, UPND risks undermining the constitutional checks and balances that are essential for a functioning democracy. This approach not only sets a dangerous precedent but also raises concerns about the party’s commitment to a fair and inclusive political system. The desire for a one-party state, particularly evident in their actions within Parliament where there seem to be a fast forward process of removing PF office bearers in the House yet the matter is court, further erodes the democratic values that Zambians voted for.
While it is true that the PF government may have committed notable atrocities during their tenure, using those as a reference to justify similar actions is both morally and ethically wrong. The purpose of change is to move forward and create a better society, not to repeat the same mistakes under a different banner. Zambians voted for UPND in the hopes of seeing positive change, not a continuation of the same destructive patterns.
It is essential for UPND to reflect on their actions and reassess their approach to governance. The promise of change should not be overshadowed by a thirst for power and a disregard for democratic principles. Zambians deserve a government that upholds the rule of law, respects the constitution, and works towards the betterment of the nation.
The change that Zambians voted for was one that promised development and a commitment to the rule of law. However, UPND’s actions in targeting the PF through institutions raise serious concerns about their intentions and their respect for democracy. It is crucial for the new government to remember that change can only be meaningful if it is carried out with integrity and a genuine desire to improve the lives of the people.
COURT HEARS HOW NAKED WOMAN WAS FOUND OUTSIDE HER MARRIED EX-BOYFRIEND’S HOUSE ALLEGEDLY CONDUCTING PRAYERS
A magistrate heard how a naked woman was found outside her married ex-boyfriend’s house after 01:00hours purportedly conducting ‘prayers’.
A woman narrated that she was shocked to find her husband’s ex-lover naked outside her house despite the fact that her husband obtained a restraining order against her.
Hope Chinyimba, 33, a teacher, testified that the woman in question, Mainess Mumba, was later give a thigh cling and top to wear before being interrogated over her presence an odd hours of the morning. In this matter, Ms Mumba has sued Ms Chinyimba and her husband Burton Musonda, 38, for assault which allegedly occurred on March 20, 2023.
The couple pleaded not guilty. In her testimony, Ms Mumba, the complainant in the matter, narrated that the couple assaulted her around 01:30hours in Chelstone Obama.
Ms Mumba, who admitted having had a relationship with Mr Musonda which ended, said she was beaten after she had concluded conducted prayers at crossroads area after she received a ‘revelation’.
Lusaka magistrate Trevor Kasanda later found the couple with a case to answer and placed them on their defence.
Presenting her defence, Ms Chinyimba produced a video in which the couple was querying Ms Mumba what she was doing outside their house plus an audio in which a witchdoctor was informing her how Ms Mumba asked him to either kill or make her run mad so that she can get her husband.
In the video, Ms Mumba was kneeling, wearing a thigh cling and breast holder at the couple’s veranda while being asked what she was doing at the house.
Ms Chinyimba is heard asking the lady why she was found naked and that she should be ashamed to be bathing in charms.
The court also heard a phone conversation between Ms Chinyimba and a witchdoctor telling the accused that the complainant sought his services to make her mad or kill her.
The witchdoctor is heard saying how she observed that Ms Mumba had a bad heart and that his services were not in line with her agenda.
In cross examination, Ms Chinyimba, whose lawyer is Petronella Kafumbe for Legal Aid, informed the court that she was surprised to see Ms Mumba, naked, outside her house because there was a restraining order against her.
She also vehemently denied assaulting the complainant. Defence continued on November 20 this year.

Naira Marley, Sam Larry file lawsuit against Magistrate, Police; demand 40m in damages
Controversial Nigerian singer, Abdulazeez Fashola better known by his stage name, Naira Marley, and Lagos socialite, Samson Eletu otherwise known as Sam Larry, have filed a lawsuit against the Magistrate and Police over their detention.
Recall that following the demise of late singer, Mohbad, Naira Marley and Sam Larry were accused of physically assaulting the singer and had been remanded by the police.
We have learned that Naira and Sam Larry have both filed a fundamental rights suit over their continued detention.
The suit was filed before the Federal High Court in Lagos and named the police and magistrate as defendants. Note that Lagos magistrate, Adeola Olatunbosun had ordered for them to be remanded in custody for 21 days.
Now the two are seeking N20m each as damages.
The lawsuit has gotten many talking with some concurring with them, while others noted how they were being accused of murder hence their detention.
One Real Benny Tee wrote, “They have every right because the law is vague, but they bullied the nigga and kept them in custody for more than 21 days is not constitutional.
One Marsh Already wrote, “What do you think will happen? Holding them without concrete evidence. The court doesn’t see emotions they see proof.
One Orewa Beauty Shop wrote, “It’s actually illegal to detain people without charging them to court for this long. Investigate & take the matter to court & let the court decide if to grant them bail or not. They can actually claim damages for illegal detention.
One Abena Mandy wrote, “They have fundamental human rights. And you can’t accuse them of murder until they are charged. Some of you think in the sight of the law, emotions count, dey play.
One Brain Digital wrote, “This only happens when ur lawyer is misleading you, you guys are being accused of a murder case. You may spend 3 months in police custody till the investigation is through.
One Ayobami Olorunniyi wrote, “Na from prison Dem dey do this one?
One Kadupe Kadupe wrote, “Really when there is evidence of bullying”.
Days back, Shubomi Fashola, the sister of Naira Marley, had lamented the continuous detention of her brother.
Lamenting the continuous detention, Shubomi, claimed that her brother was being detained to “appease” a social media mob.
Recall that a Magistrate Court in Yaba, Lagos State, on October 4, 2023, remanded Naira Marley and Sam Larry, over allegations of bullying the late former Marlian Music signee Mohbad.
Although the Lagos State Police Command had sought a 30-day remand for Naira Marley and the others to complete their ongoing investigation, Magistrate Adeola Olatunbosun ruled that a 21-day remand would suffice.
Protests broke out in Lagos and the Federal Capital Territory, Abuja on Monday as youths decried the allocation of Sport Utility Vehicles for members of the National Assembly.
The youths who gathered in their numbers in the Ikeja area of Lagos held placards and chanted ‘Fund education not SUVs, ‘Pay living wage not SUVs, ‘Return the SUVs Now’ and ‘Fund hospitals, not SUVs,’ among others.
According to the protesters, “Lawmakers buying SUVs with public funds is insensitive when the majority are suffering.”
One of the protesters, Juwon Sanyaolu said, “Workers are still battling for a living wage as the N33,000 minimum wage is not sustainable but we have people at NASS taking delivery of exotic vehicles with about N160bn. Students are dropping out of school because of costly fees. It’s insensitive. They must return the SUVs and fund education.”
He further said, “They’re the ones receiving hardship allowance. What hardship are they facing? What hard work are they doing?”
In Abuja, some youths also gathered at the Unity Fountain to protest.
“This is the right time for Nigerian people to stand up for their rights and say enough is enough.
“Fuel is now N650 per litre but senators are buying SUVs worth N160m while people are suffering,” a protester Emmanuel Larry said in Abuja.
There were reports on Sunday that lawmakers in the Green Chamber had started taking delivery of their SUVs.
Similarly, legislators in the Red Chamber would receive the first batch of the SUVs this week.
It was also gathered that the last tranche of the SUVs for use by the lawmakers would arrive before December.
Per reports, the leadership of the National Assembly had announced the decision to purchase imported SUVs for each lawmaker and bulletproof vehicles for the principal officers.
The move has generated criticisms among Nigerians, with the Socio-Economic Rights and Accountability Project asking a Federal High Court in Lagos to stop the lawmakers from taking delivery of the SUVs pending the hearing and determination of the applications for injunction filed by the organization.
Jacob Zuma, the former president of South Africa, is 80. But he seems to remember how to use old tactics to survive.
On Thursday, he went on trial to face 783 counts of corruption, fraud, money laundering and related charges stemming from alleged kickbacks in a 1990s arms deal.
But his legal team wanted to remove the prosecutor, a matter that had already been decided by higher courts.
With a new judge hearing the case after the previous judge recused himself in January, the issue of Zuma’s attempt to get rid of lead prosecutor Billy Downer surfaced in the Pietermaritzburg High Court session.
This matter had already been dismissed by the previous judge. The matter was then taken up by a full bench of the High Court, and on appeal, Zuma fell at each hurdle.
Zuma’s team argued that the revived application to remove Downer for allegedly failing to take an impartial approach to Zuma’s prosecution was not more of Zuma’s notorious ‘Stalingrad defence’ of arguing every conceivable legal point in order to further distract justice and prevent the start of evidence in the much-delayed trial.
Zuma’s determination to remove Downer — who in 2006 successfully prosecuted Zuma’s friend and former ‘financial advisor’ Shabir Shaik on the same charges now facing Zuma — was underpinned by an announcement to the new presiding officer that Zuma had lodged a ‘final appeal’ with the Constitutional Court against earlier findings that Downer was entitled to prosecute the case.
While the dispute over whether Downer can act for the state is seen by legal experts as fundamentally irrelevant to what the state insists is a very strong and winnable case against Zuma, the issue of Downer’s status must first be resolved before the actual trial can begin.
Zuma fought unsuccessfully all the way to the Concourt over whether he had the right to privately prosecute both Downer and legal journalist Karyn Maughan for allegedly leaking and publishing Zuma’s medical condition.
That case was recently dismissed by the Constitutional Court, which ruled that Zuma’s attempted prosecution of Downer and Maughan was unlawful, but that has not stopped Zuma’s legal team from revisiting the alleged issue of Downer’s ‘bias’ against Zuma.
For observers of Zuma’s various ongoing legal problems, the renewed effort to remove Downer from the prosecution team seemed like a time warp back to two years ago, when the exact same argument was unsuccessfully made to the previous trial judge.
Advocate Dali Mpofu, appearing for the former president, told the court that after the Constitutional Court had been approached, the issue was once again “live” and required the new judge’s assessment.
“What has since happened is that as of 25 October…the application for leave to appeal in that matter (in the Constitutional Court) was served,” said Mpofu.
Having heard all these arguments and having rejected Zuma’s legal efforts to remove Downer from the prosecution team, former trial judge Piet Koen recused himself from the case earlier this year.
“I have come to the conclusion that I must recuse myself from the trial,” Judge Koen declared at the time.
“This is what the proper administration of justice, the Constitution and my conscience dictates,” he said, setting the stage for a repeat of Zuma’s efforts to remove Downer from the case.
The state responded to the repetition of previously heard and rejected arguments against Downer by saying that to allow it would be to invite a “festival of Stalingrad tactics”, adding that Zuma’s future intentions to oppose every single state prosecutor had already been hinted at.
Zuma, 80, who served as South Africa’s president between 2009 and 2018, has pleaded not guilty to charges of accepting bribes from French defence contractor Thales in the case, which now dates back nearly 25 years.
He is charged with fraud, corruption, racketeering and money laundering and, if found guilty, could face the same 15-year jail term as Shaik.
Nigerian striker, Victor Osimhen on Monday, October 30, 2023, made history as the first Nigerian and Napoli player to make the top ten of the Ballon d’Or rankings.
The Napoli forward had a fantastic 2022/2023 season leading Napoli to win their first Serie A title in 33 years.
Osimhen was also instrumental as Napoli reached the Champions League quarter-finals in the 2022/2023 season.
Osimhen netted five times in six Champions League games last season and individual achievements, combined with Napoli’s results have allowed the 24-year-old to earn a spot in the top 10 of this year’s Ballon d’Or.
Victor Osimhen was ranked 8th in the race which is the highest by any African player in the award.
The next African player after Osimhen is Egyptian and Liverpool star, Mohammed Salah who was crucial for Liverpool.
Salah was ranked 11th in the rankings.
For his heroics that engineered Morocco’s finish at the last 8th of the 2022 World Cup, Yassine Bounou finished 13th. He was behind Robert Lewandowski.
The last African player to have finished in the top thirty of the 2023 Ballon d’Or is Cameroonian goalkeeper, Andre Onana.
Onana was rewarded for his crucial role in Napoli’s run to the Champions League final which they lost to Manchester City.
Parliament acknowledges Chabinga’s Leader of The Opposition appointment
PARLIAMENT has acknowledged the appointment of Mafinga Constituency lawmaker Robert Chabinga as leader of the opposition in Parliament dealing a devastating blow to the Edgar Lungu-led group in the battle for PF.
Last week, Miles scooped the presidency of the former ruling party at a promptly and controversially-convened extraordinary general conference.
Soon after his victory the Matero member of parliament appointed Morgan Ng’ona as Secretary General who in turn appointed Chabinga as leader of the opposition in Parliament to replace the PF’s Mporokoso lawmaker Brian Mundubile.
After his removal, Mundubile wrote to the Clerk of the National Assembly Ray Ngulube over the matter.
In the response also copied to Ng’ona, the Clark ofbthe National Assembly explained that; kindly be advised that we are alive to the provisions of Article 74 (2) of the Constitution of Zambia, Cap.1 of the Laws of Zambia, regarding the Office of Leader of the Opposition”.
Ngulube told Mundubile it is the political party with the largest number of seats in the National Assembly that elected the Leader of the Oppoition from among the Members of Parliament who are from the Opposition.
“However, the manner in which the election of the Leader of the Opposition is conducted is not of concern to the National Assembly as it is an internal matter of the political party concerned,” Ngulube explained.
As you are aware, Sir, the precedent has been that the National Assembly is notified by the Secretary-General of the political party, the name of a person appointed as Leader of the Opposition. In this regard, I wish to inform yoU that the National Assembly is in receipt ofa letter from Mr Morgan Ng’ona, Secretary-General of the Patriotic Front (PF) Party, informing the institution that Mr Robert M Chabinga, member of parliament for Mafinga Constituency, has been appointed as Leader of the Opposition,” Ngulube added.
Further, Ngulube told Mundubile that in view of Chabinga’s appointment, National Assembly will inform him the next course of action regarding this matter in due course.
ON a day when Zambians were celebrating independence, the Matero lawmaker organised a gathering of his fervent supporters at the Lusaka International Mulungushi Center in what appeared to have been an audacious attempt to hold a PF elective convention.
The gathering culminated in the purported election of Miles Sampa as the new PF President. This dramatic turn of events has left many in awe, even surprising staunch activists like Laura Miti, a known critic of the PF.
Laura’s social media post captured the astonishment and intrigue that now envelops this unfolding political saga states:
“Goodness me PF! Miles Sampa called a “convention” to install himself as President – how? Using which constitutional powers. Did you read the names of the people he was competing against?… Candidates who sound like they were picked via a loudspeaker announcement monga ija ya cholera – Bamene bafuna kuimilila u President wa PF babwele ku Mulungushi… At best, what we now have are two PF factions – the Lungu one, yet to confirm a President and the Miles. In other words, Miles has created a new party. The question then becomes, is Mr Sampa going to register PF2? Yes, I agree with Emmanuel Mwamba. This sounds as though it was taken straight out of the Zim rule book. The point is Miles, surely, cannot be allowed to insert himself as President of the registered PF in a country pretending to be sane. On the other hand, it sounds as though the original PF faction is going to have to call a convention and (very likely) reinstall EL as President. They can’t go on with this – headless thing if they are to take on the ka new PF…”
Ms. Laura Miti’s astonishment is shared by others. Renowned economist, Dr. Lubinda Haabazooka, couldn’t help but weigh in on the matter. In a thoughtful response to the unfolding events, he penned his thoughts, shedding further light on the gravity of the situation:
“Imagine if me and a few friends hold FAZ elections at a lodge in Lusaka. Can we take over Football House? You can hate someone but don’t accept clownish behaviour! When are we going to be serious? Accepting such behaviour as a society we risk degrading into anarchy where no one will have respect of basic rights of citizens so long as they have the police and the army on their side. We can all own anything but not the compromise of the legal system. Those who even suffer most from such ae the ones in the forefront supporting illegality! I have been at this point before of trying to defend the law and I hope in future I won’t be forced to defend he very people undoing the constitution….”
I fully align myself with the sentiment of Dr. Lubinda’s commentary, especially the last sentence. However, before delving into additional perspectives, it’s essential to address a deeply concerning aspect of this situation.
Shockingly, the Zambia Police Service’s involvement in favouring one party over the other has raised serious questions about the state of our nation. Laura Miti eloquently expressed her dismay at the police’s role in this matter:
“The intriguing question is, how is it that the PF2 conference at Mulungushi had massive police protection? The kind of protection Zambia Police generally says it does not have, when citizens want to gather. No, the kind of protection usually used to prevent citizens from gathering. You know that one usually reserved for those in good books with “the government of the day.” Ndipo the motherland!”
Both Laura and Dr. Haabozoka raise valid concerns, but it’s evident that Miles Sampa and his new team appear undeterred by questions of validity, legality, or illegality.
Their actions have seemingly received support from the Zambia Police and the Registrar, and perhaps it’s time we confront the uncomfortable truth that has been somewhat sidestepped in this ongoing discourse.
The underlying truth that is often skirted in this discourse is the sequence of events involving Edgar Lungu’s resignation as PF Party President, and this has been caused by failure by the PF itself to transparently explain this and provide information.
Former President Lungu, sometime in August, 2021, is said to have submitted a resignation letter to the suspended PF National Chairman, Davies Mwila.
This letter articulated his intention to step down as President, with a condition that he hands over power to the next elected party President at the convention organized by the PF.
To date, the PF Convention has not materialized making him still remain substantive President of the former ruling party.
It’s worth noting that political parties, including the current ruling UPND, have well-defined rules for conducting elective conventions, enshrined in their party constitutions.
These party constitutions are submitted to the Registrar of Societies to provide a clear framework for governance within a society, delineating how the transition of office bearers should occur.
This crucial step ensures that the government has a defined set of rules to guide the management of a registered society, including the orderly succession of leadership positions.
In the case of the PF party, the transition of leadership involves the conduct of a legitimate convention, which requires the mandatory and active involvement of key figures such as their Party Secretary General, the Central Committee, and all structures that constitute the National Council and General Conference.
This type of a convention is expected to be a comprehensive gathering, with the inclusion of various stakeholders, including councillors, Members of Parliament, and elected office bearers of political parties.
However, in the case of Miles Sampa’s Mulungushi Meeting, it appears that Miles took on the role of the Party Secretary General and Central Committee himself.
Miles determined the nomination process, nomination fees, the recipients of those fees, and validated the candidates himself.
It’s difficult to find words that adequately describe this situation other than labelling it as a form of political chaos or madness. Let’s leave it here for now. At the close of last week again, the country witnessed former President Lungu’s announcement of his “return” to active politics, as reported by various media outlets. This raises a question as to whether President Lungu had truly departed from active politics at any point.
Leaving aside the merits of this question, it’s essential to reiterate that when President Lungu initially expressed his intention to step down from active politics, he did so with the clear condition that his decision was contingent on the PF electing another President at the party convention.
This condition appears to be a critical aspect of the ongoing legal proceedings surrounding his involvement in politics and will be argued before a competent court of law.
But truth be said, President Lungu had remained the substantive President of the PF and the purported return to active politics must be construed as emerging from hibernation to take the role of publicly leading his party, talking politics, eating politics and sleeping politics.
There is also a suggestion that when President Lungu purportedly resigned from being President of the PF, he cannot rescind his resignation to his party and the 2018 constitutional case of Isaac Mwanza v. ECZ and Attorney General is being cited to support this argument.
Another argument is that President Lungu would have to wait for a period of 3 years before he can be admitted back into the PF, in accordance with the PF party constitution.
These two arguments are baseless and totally faulty. Firstly, the 2018 case of Isaac Mwanza does not come in because resigning as a President of the Party is not a constitutional matter but a party matter.
Even if we were to consider the 2018 case, it cannot be applied without taking into account what was stated in the recent decision in the case of GEARS Initiative v. Attorney General.
In the GEARS Initiative case, the Constitutional Court made it explicitly clear that resignation meant resigning from the political party.
In the case of President Lungu, he appears to have resigned from his role as the President of the PF, not from his membership within the PF itself. This distinction is crucial and aligns with the recent legal interpretation, which focuses on party membership rather than leadership positions.
It’s important to note that when former Republican President Lungu purportedly resigned as PF Party President, he retained his membership within the PF and he continues to exercise his constitutional right to be a member of a political party of his choice.
The right to belong to a political party of one’s choice remains intact, regardless of whether an individual resigns from a leadership position within the party or decides not to seek a specific role.
In practical terms, someone can step down from positions like a councillor, Member of Parliament, or Mayor and still maintain their membership in a political party.
In summary, President Lungu has not formally resigned as a member of the Patriotic Front; his resignation pertains specifically to the presidency of the PF.
This distinction is a subject of ongoing scrutiny by the High Court, with an active case addressing this matter. The legal and procedural aspects of his resignation are currently under evaluation by the court.
Regarding the rules within the PF party constitution, there is a provision that mandates a waiting period of 3 years before a person can be admitted to the party.
However, it’s important to note that this rule typically does not apply to Edgar Lungu unless he had formally resigned from the PF.
In recent developments, last week, the High Court discharged the ex-parte order that had been granted to the PF’s Given Lubinda. This action has indeed contributed to additional confusion among the general public.
The confusion has been amplified by assertions made by Miles Sampa and various media outlets, suggesting that the High Court has confirmed Miles Sampa as the PF President.
It’s crucial to clarify that the discharge of the ex-parte order does not, in any way, imply that the High Court has officially recognized Miles Sampa as the President of the PF Party.
Instead, this legal action signifies that the matter, including any injunctions, must be heard inter-parte, which means with the participation of both parties involved, as part of the established legal process.
A precedent from a 2017 case supports this interpretation by highlighting that the granting of an application to set aside an ex-parte order does not prevent the application for an injunction from being heard on its merits.
Consequently, the matter of the injunction remains an unresolved issue before the court, contingent on the existence of a main matter that was filed.

IT WILL SOON END IN TEARS IF ECL THINKS POLITICS IS PROVOCATION
If what I have seen in the Diggers is ECL statement against his friend who never responds to him , I see ECL crying soon.
ECL believes politics is about Provocation, let him us see where this will take him .
It will soon end in tears .He does not know what he made UPND members go through. All his supporters will scamper !!
ECL has been issuing disparaging remarks and HH has not responded. Does ECL think keeping his colleague in Prison for 127 days for no offence committed is a joke and that we have forgotten ? Mwaliteta over one year , Matambo over 6 months , Musichili for more than 6 months , Fresher Siwale claiming poisoning ? More than 3000 UPND members in and out of jail ? Some UPND youths are still with bullets in their bodies .
The bloody leadership he made us go through ? The rigging of elections in 2016, gassing and Arson ?
He must wait just a bit !! He thinks people are gullible! He must thank God I am not HH .
Firstly, ECL should have been in jail under normal circumstances all things being equal … this man does not deserve to be walking around given the things he did . The shooting in Sesheke , live ammunitions used again HH motorcade , grounding of helicopter, caging HH to his home for all press conferences, caging some of us.
Lawrence Banda gone , Mapenzi Chibulo gone , Nsama Nsama gone , Jospeh Kaunda gone and they will never come back . Closing media houses and sending workers to joblessness.
ECL must wait a bit. If that is the approach with threats and provocation he will use for politics , soon he will be given what he deserves .
I don’t think ECL is alone , desp carders who were surviving on criminal activities to earn a living will soon leave him alone and run away- as soon as he gets the reward he is now beginning to ask for
ECL is insensitive to what he made us go through . He can play his politics without daring each other but if he continues daring with provocation , let him wait a bit.
We have revoked Lungu’s leave, he can continue as PF president – Supporters
SUPPORTERS of former president Edgar say they have revoked his leave from the PF presidency for him to resume his role and duties as PF president.
In a statement last evening, deputy chairperson of information and publicity for the Edgar Lungu PF faction, Nakiwe Simpungwe said the the decision was arrived at during an emergency Central Committee meeting.
Simpungwe said the meeting adopted the motion that revoked the former president’s leave from the party claiming he had been on official leave since October 2021.
“President Lungu has since returned to his position as Party President while Hon. Given Lubinda has returned to his substantive position as Vice President of the Party,” Simpungwe explained.
She said the same meeting also reaffirmed the expulsion of member of parliament Miles Sampa as well as decision to declare his seat vacant.
After losing an election he vowed to win by half a million votes back in 2021, Lungu wrote to Secretary to the Cabinet, stating that he had quit as PF president as well as active politics.
“In view of the clear provisions of the Former President Laws of Zambia, I hereby write to inform you that I have decided to resign as PF president and indeed from active politics” read part of the letter addressed to then Secretary to the Cabinet, Dr Simon Miti.
“Please, find my resignation letter to the PF Party chairman attached for your reference,” Lungu wrote.
But after months of hide and seek, Lungu was forced to lay his political ambitions bare after Sampa out-maneuvered his henchmen to snatch the presidency they had been reserving for him.
Lungu said he decided to come back to politics and continue as PF president after deep reflection, consultation and prayer.
But given the situation, the former president may need more consultation and prayers to go past Sampa who assumed the party presidency via a controversially-convened extraordinary general conference seven days ago.
Just yesterday, Lungu could not access the party offices and the meeting that endorsed his return was held at some restaurant in Lusaka.
According to a ZNBC report, the Registrar of Societies received the new list of PF office bearers who were elected at the recently-held National Conference.
The report quoted ministry of home affairs public relations officer Collins Hikalinda saying the PF submitted their new office bearers who with Sampa top of the least as party leader.
On Friday afternoon, High Court Judge Situmbeko Chocho cancelled an ex-parte interim injunction she had awarded to Nakacinda two days earlier stopping Sampa from discharging his duties as PF president.
Judge Chocho said she had been deceived into awarding the application.
And in exercise of his presidential powers, Sampa appointed Morgan Ng’ona as party Secretary General and Robert Chabinga as leader of the opposition.
Sampa has also restricted access to the party headquarters saying former members are not allowed.
JOURNALIST MABVUTO PHIRI WRITES AND SAYS ECL’ s POLITICAL HANGOVER A DANGER TO PF
The last few days have not only been exciting but also interesting following an announcement by Former President, Edgar Lungu that he has u-turned to sit on the pinnacle of the now opposition, Patriotic Front(PF).
However, the happenings that have dominated the former ruling party in the last two years are man-made due to the failure by Mr. Lungu himself to graciously and peacefully hand-over power to a potential successor.
This is because Mr Lungu has seemingly never possessed the art of smooth transitions, as he once proclaimed that possibly he was going to hand-over State power to himself.
And his latest antics are merely an actualisation of his prophesy.
Obviously, the themed soap opera dubbed; “Return of ECL” is beyond description and difficult to comprehend considering that he had resigned from active politics after his disastrous performance in the 2021 general elections to incumbent, Hakainde Hichilema, a man the previous administration had arrested more than fifteen (15) times to thwart his political ambition.
My writings today will focus on the decision and prospective impact of his return to active politics:
Firstly, the perpetual failure to facilitate the hosting of the extra-ordinary general conference to elect new office bearers has been the major driving force to the ongoing confusion, which should sorely be attributed to the former president, who has employed political gymnastics.
This is due to his inability to provide clarity to his status within the rank and file of the party upon exiting office.
Ostensibly, this was a well orchestrated move to launch his political comeback.
This is clearly a case of political hangover. Consequently, marking the beginning of the problem thus political parties should take responsibility or simply put be accountable for their reckless behaviour than blaming others.
I am shocked to say the least that emerging leadership of young individuals are on top of their voices jubilating without seeing the need to take over and recruit rather than recalling a retiree to steer the party forward that has terribly failed to move beyond the point where the predecessor left off.
The return of President Lungu offer no guarantee that the former will either bounce back or unite into a formidable establishment to unseat the incumbent when he failed to do so when he had state power.
Secondly, other opposition leaders have validated his coming back apparently in the name of a democratic right, ‘VERY UNFAIR INDEED.’
President Lungu ironically knows that most local political parties are empty shells, money mongers and skeletons with nothing and eventually they will succumb to the ploy due to their lack of unity and subsequently, back the former in the next elections.
Thirdly, events that have punctuated the second coming of Mr. Lungu have demonstrated President Hichilema’s retention of the country to normalcy, which they can call their own amidst provocation from the former ruling party.
Previously, people would have been brutalized or in some cases shot at with impunity but today we have a Police proving professional than ever before.
Mr. Lungu is free to move about while President Hichilema is steadily focused on delivering and mending the country left in economic stitches yet people want to claim economic emancipation when the monies were in the few politically exposed characters.
Those that have called Mr. Lungu to come back into active politics are unfair because the former president did his best in seven years, which was not good enough to offer him an extension.
Mr Lungu has nothing to offer either today or in the future because he is a spent force, who initially allegedly admittedly that he had no vision for Zambia and now has no political party.
MY OPEN LETTER TO THE PSYCHOLOGY ASSOCIATION OF ZAMBIA (PAZ)
As a profession dedicated to the appreciation of human behavior, I invite you to apply the principles of political psychology to aid this country in its efforts to improve political behavior and good governance while making safe the political space for all. Maybe you are not bothered, but I am to see bad political behavior that has continued to play out for the last 59 years of our independence. To accept this behavior as normal is simply resigning to the problem, overwhelmed by its overpowering influence while numbing our collective sensibilities in the process.
From UNIP to UPND, every government has deployed the police into what is ideally a democratic arena. As always, the police have sided, protected, and defended the interests of those in power. Ideally, the police would be expected to play the role that a referee does in a sporting encounter, but not on the Zambian political turf. Players get bruised, shot at, killed, thrown into detention facilities far beyond legal limits, risk getting infected with communicable diseases due to the unsanitary conditions, etc.
Meanwhile, victims cry for their rights to be respected while their tormentors toss glasses of champagne behind the scenes celebrating their pain. When the roles switch as they often do, the tormentors become the victims and the latter become the tormentors. The language of demand for fair play and justice by PF today was the language of the UPND in opposition. The responses of the UPND in office today were the responses of the PF in office yesterday.
PAZ, do you know what this communicates to a non-political player? Sometimes it’s confusing, and sometimes it’s bewildering. What do our children make of this? That this is normal human behavior? No, it’s sadistic. This behavior must concern any person educated in the discipline of psychology. It is self-destructive and harmful to society. Our political players and the institutions that facilitate their destructive behavior won’t stop. Left on their own, they will continue to harm and maim one another.
Someone, with a different perspective, must step in and provide resources with which to navigate this unacceptable terrain. Our political players do not own the political space they have turned into a place of mayhem and bad behavior. The place is hallowed ground originally designed for the contestation of public policy ideas.
So, what am I suggesting to you? Call for a national symposium where expert papers should be shared showcasing the contributions of psychology to political behavior. Given the incisive nature of academic and scientific approaches, it may just challenge some political players to view politics through a different set of lenses. I am not suggesting that it will suddenly improve political behavior, but it will make available tools that those players willing to learn may reach for. Secondly, engage the media so that you become regular commentators on political behavior.
Employing the tools that psychosocial counselors deploy to influence a course of action or behavior, psychology, applied to political behavior, could just bring the difference that other disciplines may have failed to.

…Matero seat will soon be vacant – Lusaka based Lawyer
Lusaka, Tuesday, October 31, 2023 (Smart Eagles)
Patriotic Front – PF member Celestine Mambula Mukandila who is optimistic that he will soon be Matero Member of Parliament says it is becoming clearer than the seat he has for long been eying will soon be vacant.
This comes amid the confusion in the PF that many stakeholders believe is being sponsored by the state.
A brief background to the matter is that a while ago, Matero MP Miles Sampa was expelled from the mighty PF.
The party notified the national assembly about Mr Sampa’s expulsion, seeking that the Matero seat be declared vacant, as required under the Constitution.
Despite being expelled, Mr Sampa went ahead and declared himself party president after holding his so called convention which many have rubbished and said it was illegal.
And appearing on Millennium TV yesterday, Mr Mukandila said Mr Sampa is being sponsored by UPND.
“Matero is my home. It is a project that we decided to embark on as far back as 2016. As it stands right now, it looks more than certain that Matero seat will be very vacant because we have seen that our colleague has decided to join the UPND as it is,” he said.
“It is clear that with the behavior being portrayed by the state currently and the state police, you should be able to tell that whatever has been happening, all the confusion that you have been seeing in the country, I don’t want to say PF because the Patriotic Front is a national party…it has been as a result of the protection coming from the ruling elites and as well as the UPND.”
He has also accused Sampa of having joined the UPND.
The Lusaka lawyer expressed his shock at the rate the Speaker of the National Assembly has delayed to declare the Matero Seat vacant.
“It is clear that the instructions are coming from the UPND government and you would actually say this individual has joined the UPND. A letter was served to the speaker of the national assembly indicating that this member has been expelled from the party and as per tradition and as per rules of the national assembly, where the sponsoring party decides to expel a member, it means that particular seat falls vacant. And that is the provision of the constitution,” he said.
“Surprising enough, up to now we are still waiting for the speaker to make a decision as to when they will declare that seat vacant. It is extremely new to the country to see that delay after it was clearly made by the Patriotic Front, a letter was dropped to the Clerk of the National Assembly to indicate to say our colleague has been expelled from the party. But up to now we are shocked to see that no action has been taken so far.”
He warned that “this is where the Zambian people will start now questioning the integrity of the institutions of government. The legislature today is at test and the test that is there today is that can we start doing the right thing as the legislature. Can we do things in accordance with the constitution? All the MPs swear to protect and defend the constitution of the Republic of Zambia, including the Speaker of the National Assembly.”
“The delay may produce insinuations such as there is an invisible hand that may be delaying… an illegal and un authorized election that Miles decided to have at Mulungushi where we saw a battalion of police officers protecting that place and it was very untraditional because as a matter of fact, we had a visiting Head of State.”

High Commissioner Mazoka assured Zambians that the increased CDF will help spur equitable development at local level.

A new biography on one of the greatest rappers to ever touch a mic, Tupac Shakur, is now available. Staci Robinson wrote it, and it even got the approval of the late MC’s mother, Afeni Shakur Davis, before her passing in 2016. However, that’s not the most tantalizing part of this story.
Moreover, it’s the revelations held in conversations with ‘Pac’s sister, Sekyiwa “Set” Shakur, who spoke to Robinson for this book and whose statements permeate its chapters. She maintained that he talked about Jada Pinkett Smith just as much as she talks about him, highlighting their strong friendship and bond.
Before getting into that, though, Sekyiwa addressed Tupac’s friendship with John Cole to get into the deeper meat of this angle of the story.
“All I remember is John coming over to the house all the time. And nothing else could be talked about but Jada,” she expressed in the biography, according to People. “His music changed. This people changed. And Jada came- the entity! The magazine posters had come off his wall and John’s art went up on his wall. And pictures of Jada.”
Tupac Performing In 1994
Furthermore, Robinson also apparently brought up a poem that Tupac wrote and dedicated to Jada after he moved to California, having met her at their Baltimore high school. “u will never fully understand / How Deeply my Heart Feels 4 u,” the lyrics for the alleged piece “The omega of my Heart” in Robinson’s biography read. “U R my Heart in Human Form / a Friend I could never replace.” Now that the book is out and we don’t have to depend on other sources to learn its contents, you can scrutinize this for yourself much further.
Of course, all this is notable because of how much Jada praises the Death Row legend these days. While they weren’t on speaking terms when he passed away due to his increasingly violent lifestyle in her eyes, she still speaks very fondly of him in ways that go beyond a simple friendship- but not a romantic bond, she maintains.
Paired up with the actress’ perceived treatment of Will Smith, and their relationship as a whole, many have dogged on her focus on ‘Pac. But it seems like the dedication was mutual based on these claims, and that it’s understandable why she honors him to this day. On Tuesday, Indian legislators and columnists shared screen captures on X of the message they got from Apple, with some calling attention to that no individual from the overseeing Bharatiya Janata Party (BJP) had affirmed getting the notice at this point.

Ms Chaturvedi delivered a letter addressed to State head Narendra Modi, encouraging him to explore “who, inside the ‘state’, is participated in endeavoring to get to my telephone”.

In 2021, Indian site The Wire detailed that in excess of 300 numbers on a spilled data set of thousands of telephone numbers – recorded by government clients of NSO – had a place with Indians.
Furthermore, last year, a political tempest broke out after the New York Times detailed that India had obtained Pegasus from Israel as a component of a guard bargain in 2017.
Mr Modi’s administration has denied buying the spyware, which can contaminate cell phones without clients’ information and access practically the entirety of their information.
US President Joe Biden announced that Uganda, Gabon, Niger, and the Central African Republic will no longer be part of a special trade program between the US and Africa.
The president said that some countries either did really bad things to people’s rights or weren’t getting better at being a democracy.
In 2000, the United States created the African Growth and Opportunity Act (Agoa).
It lets certain countries in sub-Saharan Africa trade goods with the US without having to pay taxes for over 1,800 different products.
President Biden said that Niger and Gabon cannot receive benefits from Agoa because they have not shown enough progress in establishing political freedom and the rule of law. Both countries are currently being governed by the military due to recent coups.
He also said that the CAR and Uganda were removed from the programme because their governments did really bad things to people’s rights.
In May, the US government said it might take Uganda out of Agoa and impose punishments on the country because of a law it passed against homosexuality that many people disagreed with.
The law that punishes people with death if they are caught doing certain same-sex activities has been strongly criticized around the world.
President Biden said in a letter to the speaker of the US House of Representatives that even though the United States has been working closely with the Central African Republic, Gabon, Niger, and Uganda, these countries have not been meeting the criteria required to be eligible for Agoa.
The four countries have not responded to the announcement yet.
They will be kicked out of Agoa starting next year, and this is likely to hurt their economies because Agoa has been helping them sell more things, grow their economy, and create jobs.
The US government is considering excluding Niger and Gabon from Agoa. This is because the countries are currently being led by military governments.
Last week, the US State Department said that it had stopped giving most help to Gabon from other countries, and would only start again if Gabon’s temporary government starts doing things in a fair and open way.
In August, the US Secretary of State, Antony Blinken, said that the US is temporarily stopping some aid programs that help the government of Niger.
Burkina Faso, Mali, and Guinea were once kicked out of Agoa because they had military takeovers in their countries.
A German politician has been taken into custody for reportedly showing Nazi symbols. This happened because people frequently heard “Sieg Heil” being said at the place where his fraternity meets.
Daniel Halemba, who is 22 years old, was chosen to be a member of the Bavarian parliament this month. He belongs to the Alternative for Germany (AfD) political party.
The police inspected the building of the Teutonia Prag student group and discovered some Nazi signs.
Mr Halemba was taken into custody a few hours before he was supposed to be protected as a Member of Parliament.
He is one of 32 members elected for the AfD in Bavaria, where it is now the biggest opposition party in the state.
Last month, the police in Würzburg entered Mr. Halemba’s fraternity building. The neighbors had complained about hearing shouts of “Sieg Heil” coming from inside.
The officers took away things that were not allowed and the raid proved that the things that the neighbors accused were true.
The phrase was an important slogan used by Nazis and is not allowed to be used in Germany.
Police issued a document saying that they wanted to arrest someone on Friday. They found Mr Halemba near Stuttgart, in the state of Baden-Württemberg, on Monday morning.
The prosecutors told the BBC that they thought Mr. Halemba might try to escape because he had been hiding since October 26th.
In Germany, it is illegal to use symbols or images associated with the Nazi party.
Officials also claim that he tried to convince other members of the fraternity to alter their statements, which they believe is evidence of collusion or hiding evidence.
They want to catch me and put me in jail. “Before he was arrested, Mr. Halemba said in a video on social media that the arrest warrant was completely illegal. ”
His lawyer, Dubravko Mandic, said that the accusations against his client were not true.
Katrin Ebner-Steiner, the person in charge of the AfD party in the Bavarian parliament, criticized a legal action that she believes is driven by political motives.
The AfD has had very good results in recent elections.
The party against immigration got the third position in the Bavarian election that happened this month. Additionally, they came in second place in the state of Hesse.
The party is now frequently ranked second in national polls. Germany will have its next federal election in the year 2025.
What had led the ECL and his alebwelelapo crew to find themselves outside their secretariat ku wire yesterday?
One day,a young man trapped a live frog into his basin whilst scooping water from the river. He took that basin home and placed it on the stove.Switched the stove on and started adjusting the temperature upwards.
Instead of the frog jumping out of the basin when the water was getting warm, because of its pride and arrogance,it decided to display it’s strength by bulging, shrugging and shaking itself. As it was shaking itself, goose pimples started appearing on its entire body.Little did the young man know that through shaking itself, the frog was adjusting it’s body temperature to that of the water in the basin surrounding it,thus suiting the surrounding environment The higher the young man adjusted the temperature of the stove upwards, the more the frog shook itself to equally adjust it’s body temperature to suit it’s surrounding.
The young man kept on adjusting the heat upwards and the arrogant frog kept on shaking itself in order to adapt to the new temperature. The young man kept adjusting the heat until the water in the basin containing the frog reached boiling point. At that point, when the frog was deciding to jump out of the boiling water,it failed because it exhausted all of it’s energy during the process of shaking and bulging it’s body. This was because the process of shaking and bulging it’s body to adjust it’s body temperature, drains a lot of energy.Despite several attempts to jump, the now exhausted and tired frog did not have enough energy to make it until it finally died in the basin.
The question is what killed the frog?
I know most of you, would say it died due to the boiling water.Others would say the frog died because of the young man who kept on adjusting the heat on the stove.
But the truth of the matter is that, what killed the frog is it’s stubbornness, arrogance and above all it’s inability to make a decision to jump out of the basin when the water temperature was still favorable and whilst it still had fresh energy to jump!
What is the moral of the story?
Procrastination is the thief of time.
The former PF leaders of the alebwelelapo crew had an opportunity to elect new office bearers of their political party as per their constitution but kept on procrastinating.ECL and his alebwelelapo team had all the time to correct things in the PF but because of their indecision, arrogance and stubbornness, they kept on running the party through appointing themselves on acting positions and expelling and suspending their perceived challengers.
Therefore, they should not blame anyone for their misfortunes but themselves!
Similarly, there are still those who still suffer from indecision, thinking ECL and his alebwelelapo crew will one day soon come back to power.
The bitter truth is that by the time their fantasies and illusions will be over, and when they’ll be coming back to reality, they’ll have no more use or energy to cross over to the PF of Miles Sampa!
In Bemba, they say ” lunshi uwa chipwena, nomupampamina ,bamushikile pamo nechitumbi”
What do they think ECL and his alebwelelapo team would come back and do in government which they did not do in their seven years in power?
From their arrogance speeches, tone, and body language, these are just coming to accomplishing one thing… deal with those they think betrayed them!!! I submit
The Patriotic Front’s Central Committee on Monday, held an emergency meeting and several resolutions were reached .A notable development was the expulsion of Matero Member of Parliament, Miles Sampa, from the Patriotic Front and endorsing the decision to have the Matero Seat to be declared vacant.
Further, the Central Commitee adopted the motion that revoked the leave from the party of Zambia’s Sixth President, Dr. Edgar Chagwa Lungu, who has been on official leave since October 2022.President Lungu has since returned to his position as Party President while Hon. Given Lubinda has returned to his substantive position as Vice President of the Party.
In response to these developments, Miles Sampa expressed his views on social media, specifically referencing the former President of Zambia, Edgar Chagwa Lungu, and the Central Committee’s actions. Sampa alluded to Former President Lungu returning to the Patriotic Front (PF) as its leader, following his official leave since October 2022. In his statement, Sampa questioned President Lungu’s return, highlighting that the PF constitution stipulates a three-year waiting period for readmission for those who have resigned from the party.
He also pointed out the irony in calls for elections within the party, stating that his predecessor, President Lungu, was not elected to the position of Leader of the Opposition but rather appointed by the then-party president.
Meanwhile the Registrar of Societies in Zambia has officially received the list of newly elected office bearers from the opposition party, the Patriotic Front (PF). These appointments were made during the recently conducted National Conference.
Collins Hikalinda, the Public Relations Officer at the Ministry of Home Affairs, confirmed that the PF had successfully submitted the list of their new office bearers. Matero Member of Parliament, Miles Sampa, assumes the role of Party President, leading the list.
Hikalinda emphasized that, following the submission, the Registrar of Societies will initiate their administrative processes to update the official records.
The Patriotic Front recently conducted a controversial National Conference at the Mulungushi International Conference Center, during which Miles Sampa was elected as the party’s President.
RE: POSITION OF LEADER OF THE OPPOSITION IN PARLIAMENT IS BRIAN MUNDUBILE-,MPS
We make reference to the above matter and the recent press briefing held by Mr Robert Chabinga, Member of Parliament for Mafinga Constituency in which he is purported to be addressing himself as Leader of the Opposition in Parliament purportedly on the appointment of Mr Miles Sampa.
When this unfortunate information was brought to our attention, we struggled with how to respond to it, given the esteem in which we hold ourselves as Honourable Members of Parliament. We reflected deeply on whether we should give credence to what must seriously not merit our attributing a reaction to given that it owes its origin to the knavish and unscrupulous conduct of two Members of Parliament who have waged a war against their sponsoring Party in the HoUse.
However, after seriously considering the events that have recently concatenated in the Country of and about the Patriotic Front Party by reason of the visible connivance of Mr Miles Sampa, Mr Robert Chabinga, the United Party for National Development, the Zambia Police Service, the Registrar of Societies, the Ministry of Home Affairs and Internal Security (and the Judiciary). we find OUrselves bound by our duty and fidelity to the collective duty to forestall the now eminent degeneration of Constitution Law and Social Order in the Country to write to the Office of the Hon Speaker to put the record straight on the position of the Leader of the Opposition in Parliament.
As the Hon Madam Speaker may not doubt be aware of the position of the Leader of Opposition in Parliament is a Constitutional Office pursSUant to Article 74 of the Republican Constitution. Further, the position is elective at the instance of the Opposition Poliical Party with the largest number of seats in Parliament reliance on this provision, the Patriotic Front Party elected Honourable Brian Mundubile, MP as its Leader of the Opposition in the House. This particular issue was communicated to the Speaker at the start of the current Parliament.
We write to expressly place the Hon Speaker on notice that this particular matter has not changed and no information to the contrary has been furnished by the Patriotic Front Party to the Office of the Hon Speaker as no fresh election of the Leader of the Opposition has been conducted as required by Law.
Based upon the foregoing, we have no doubt in our minds that the Office of the Hon Speaker will consider all correspondence or communication purporting to notify the Hon Speaker that Mr Chabinga, MP is the Leader of the Opposition in Parliament to be incorrect and of no effect. More particularly, the Hon Madam Speaker is informed that Honourable Brian Mundubile, MP continues to occupy the Office of the Leader of Opposition. As witness, we have all appended our signatures for authentication of this Communication to the Office of the Hon Speaker. Yours faithfully
