DRC’S Tshisekedi declares new ‘war’ on M23 at UN assembly

The Democratic Republic of Congo may yet be headed for another war between its armed forces – FARDC and the M23 rebel group – going by the speech of President Felix Tshisekedi at the UN General Assembly.

The two sides have been on some form of ceasefire since March 2023, but sporadic violence has often ensued between the M23, and some groups allied to the FARDC.

But Tshisekedi told the 78th General Assembly of the UN on Wednesday that the group has refused to surrender to dialogue.

“This terrorist group, Rwanda’s auxiliary, is not respecting any of the commitments entered into by the heads of state of the region as part of the Luanda and Nairobi processes. Not only have they not left the positions they conquered, but they continue to massacre civilians and refuse pre-cantonment and cantonment, demanding a dialogue that will never be granted to them,” the Congolese leader said.

This is not the first time Kinshasa has accused Rwanda of fuelling the M23 rebellion. Kigali has rejected all the accusations in the past. Earlier this month, President Paul Kagame of Rwanda told Jeune Afrique that the blame game was diversionary.

Nasa has collected clean samples of the asteroid called Bennu to study, and the samples have landed in the Utah desert with the help of a parachute.

The OSIRIS-REx spacecraft, sent by NASA, has been collecting rocks and dust from Bennu’s surface since 2020. It was launched in 2016 as part of NASA’s first mission to gather samples from an asteroid.

During a quick visit to Earth, the main spacecraft released a small container from a distance of 63,000 miles.

The little capsule landed on the ground after four hours while the main spaceship went on a mission to another asteroid.

The people at Nasa stood up and clapped when the piece landed safely on time, but even earlier than expected.

After the capsule lands 70 miles west of Salt Lake City, it will be taken to NASA’s Johnson Space Center in Houston, along with the samples it contains.

The guy for investments at State House poses as Spokesperson, the critical and powerful media persons at State House devote their time to running a rogue online media and issuing regular threats against personnel in public media.

Remember they had Anthony Bwalya who was articulate and media friendly but appeared to be a fish-out of water as he was clearly marginalized, never travelled with the President and over time, he became irrelevant and without authority.

Mweetwa may turned out to as powerless and blacked out as Chushi Kasanda or Anthony Bwalya were, despite their innovative and media availability.

Mweetwa may start by abolishing the position of Director-Spokesperson at the Ministry that has helped cause mass confusion, holds no job description and breaches civil service regulations!

But it’s irrelevant to propose the abolition of that position as it was a presidential creation offered to a specific person.

And because they are beaten at media battles, they resort to arrests, threats and intimidation, and draconian methods, a matter that has resulted in a shrinking democratic space.

But the biggest crisis is they have a President who speaks first and usually puts his own foot in the mouth..How do juniors clean up or correct the President or the mess?
Without a critical reflection and more changes, this may be a change of acog in the wheel.

We, the undersigned human rights lawyers, write to express our solidarity with Chief Justice Mumba Malila who has come under extensive attack following his remarks about the need to respect the human rights of gay
people in Zambia.

On 22nd September 2023, Justice Malila delivered a public lecture at the University of Zambia as part of the events to mark the Silver Jubilee of the Supreme Court.

During the lecture, he was asked a specific question about his view on the rights of gay people considering the national debate on the same.

It was in this context that he shared his view that it is
absolutely wrong to discriminate against gay persons and that they should not be afforded less rights as they do not lose their humanity by virtue of their sexuality.

Following this statement, News Diggers published a front-page story “Respect Gay Rights-Chief Justice” and an editorial “Chief Justice Malila’s defence of gay rights is confusing”, in which they criticize the Chief Justice.

This has been followed by several statements on social media calling for the Chief Justice to vacate his office for expressing such a view.

As lawyers with an interest in human rights, we support the Chief Justice’s view that gay people are entitled to all rights provided in the Constitution.

These include freedoms of expression, assembly, and association, privacy, equality and dignity. These fundamental freedoms are enjoyed by all people, grounded on the principle of equality and non-discrimination, and elevated above the capricious whims of the majority.

Therefore, gay people do not
enjoy these rights as a gift from the majority but rather by virtue of being human.

A few case examples can illustrate this point. The People v Paul Kasonkomona (2014) dealt with the prosecution of an activist for soliciting for immoral purposes, following his TV appearance where he urged decriminalization of homosexuality in Zambia.

Justice JZ Mulongoti, in the High Court, held that “the respondent’s conduct of participating in a debate advocating for gay
rights did not amount to soliciting for immoral purposes” and that “the respondent was exercising his right to freedom of expression …”.

The same approach was taken in Uganda in Kasha Jacqueline and others v Rolling Stone Ltd and Giles Muhame (2010), when a newspaper published a list of suspected gay people and their residential addresses as means of stigmatizing homosexuals in the country.

The Ugandan High Court
considered this as a violation of the dignity and privacy of gay people.

In light of these judicial precedents and our own Constitution, we believe the
Chief Justice simply stated the current position of constitutional rights in Zambia, echoing the basis on which rights are celebrated and enjoyed everywhere in the world.

Sishuwa must give empirical evidence of his allegations of sectarianism.

On Saturday, September 24th, 2023, I received a forwarded write-up discussing the five factors that could contribute to President Hichilema losing power in 2026. Dr. Sishuwa Sishuwa purportedly authored this piece.

Among these factors, one notable point is “the failure to reflect adequate ethnic diversity in public appointments,” which has created a growing perception that President Hichilema primarily represents one half of the country, leading to the ongoing harassment of civil servants from the other half.

Upon reading this, I had a whirlwind of thoughts. This issue appears to be continually emphasized, but it may actually be detrimental to the very people it aims to assist.

Before the Patriotic Front (PF) came to power, I never felt acutely aware of my ethnicity. My tribe, background, or connections to the ruling elite didn’t determine my chances of success. Perhaps I was naive. I was just an ordinary individual who applied for a job, inspired by the women I saw on television. I had no connections. Back then, job notifications and acceptance letters arrived through the Post Office. I went through the application and interview process to secure a job.

I became part of a team of colleagues representing our diverse country. I mentioned that I wasn’t conscious of my ethnicity, but there were some warning signs I should have taken seriously. This was especially during Levy’s presidency. There were reports to the Office of the Investigator General from some Bemba-speaking colleagues, alleging that the HR office favored Lenjes, Lozis, and Tongas in their hiring practices. HR responded with a written explanation.

During RB’s presidency, I should have sensed that we were heading toward a significant ethnic divide. I was aware of exclusive groups formed around ethnic lines, working to support opposition leader Sata’s election bid. At the time, it didn’t seem like a big issue and didn’t bother many others or me. In hindsight, we should have been concerned.

When the PF came to power, it became evident that ethnicity would play a prominent role. Bemba quickly replaced Nyanja as the unofficial “official” language in meetings and corridors, even when an English channel was used for interpretation of local languages.

The mass retirement of civil and public servants in the first three months of the PF’s tenure was a significant topic. These retirements were often based on ethnic affiliations tied to a political party, categorizing individuals as either MMD or UPND supporters, leading to job loss. In the public service media, these retirements occurred under the oversight of Given Lubinda and the long-serving Unionist turned Permanent Secretary, Fackson Shamenda. Some of us were reinstated through legal channels, not necessarily because we were wanted or absolved of political affiliations.

This was particularly evident in my workplace, where discussions about promotions involved senior directors primarily from the North East region. The recurring message from these discussions was that I couldn’t be considered for promotion because of my tribe.

In fact, there was an attempt to transfer me to a non-existent office in Livingstone, which I challenged with the HR department. I made a case of discrimination based on ethnicity, where I was perceived to be from the wrong region. I requested clarification on what the “right” region was. Instead of addressing my concerns, the transfer was immediately canceled.

I recall the frequent use of the term “uwesu, abesu” in conversations among colleagues during meetings and casual discussions. There was a noticeable sense of entitlement, particularly concerning appointments, jobs, trips, and other opportunities, often to the exclusion of others.

Given this context, consider the ethnic representation in the public and civil service during the 10-year rule. We must acknowledge that some institutions may have conducted official meetings in only one vernacular language.

On what basis is Dr. Sishuwa and others championing the notion that the current government’s appointments represent only a certain segment of the country? Has it occurred to him that individuals who were given opportunities then, while others were labeled as being “from the wrong region or tribe”, could staff these institutions?

Has he questioned the trend where tribe becomes a prominent issue when an appointee from the Northern region is changed, but there’s silence when the same happens to someone else? For instance, when Dr. Mangwende (PS Health) and Mr. Lumbama (PS Mines) were replaced, there was no uproar, but when Mr. Anthony Bwalya was reassigned, not even dropped, discussions about his tribe arose from politicians who claim to want to lead and unite the country.

Similarly, the appointment of a Northerner goes unnoticed, while the appointment of someone from the Southern, Western, or North-Western regions leads to tribal allegations. If this isn’t a sense of entitlement, then what is it? Why should others be made to feel defensive and less deserving?

What Dr. Sishuwa and others are suggesting, in accusing this government of making tribal appointments is harming the very people who are supposed to be liberated from the shackles of tribal discrimination. We may be causing harm in inter regional marriages. If we do not confront this issue, we may be forcing children in such families to pick sides of regions. Is this the legacy we want to leave?

As a respected scholar, Dr. Sishuwa should understand that allegations should be supported by well-researched empirical data. Dr. Sishuwa and others interested in this matter should initiate research into the ethnic composition of staff in the civil and public service, including qualifications and entry methods. The results of such research could inform policy changes and legislation to establish credible systems for reemployment and promotions, potentially leading to a more professional civil service.

It was during the PF’s reign that I came to understand the significance of having connections within the ruling elite. Nevertheless, my circle of friends represented diversity, with most being from the North Eastern block. Many times, they sympathized with me and disapproved of the emerging trend. I don’t place blame on any specific individual, and I’m fully aware that it was their collective effort, among others, that put an end to the “uwesu and abesu” era in 2021. Without such bravery, we might still be trapped in ethnic divisions.

I’ve taken the unusual step of publicly sharing my experiences because I realize that silence only lends credibility to entrenched perceptions. I understand that many people suffer in silence due to fear of violating professional codes or being identified, which only empowers those responsible. If we don’t speak out, this cycle could persist under leaders who are unaware of their subordinates’ actions. I hope the government can create channels for people to share their experiences.

There’s much more I could write about how I personally felt discriminated against based on ethnicity, but that’s not my main purpose here. I know there are many who have suffered worse fates than me, never having the chance I did – at least I got my job back. Others may never have that opportunity. I encourage more people to share their stories and experiences so that we can address the significant issue at hand and begin the healing process.

If the statement attributed to the Chief Justice by News Diggers is true, then this statement doesn’t come as a surprise. We know for a fact that many avenues are been explored to push the LGBTQ agenda in Zambia.

The proponents and their agents of LGBTQ in Zambia have tried to use the other two wings of Government, the Executive, there is a huge political risk for the undertaking and the legislature, the risk of numbers in the house in passing relevant provisions in constitutional reform is apparent.

Conversely, the only available avenue is the judiciary, this government wing looks very promising towards entrenching the LGBTQ agenda. It’s possible because, firstly, it is one of the sources of law and secondly, if the agenda succeeds, the political order pushing the agenda will simply say, “It is not us who pushed the agenda but an apolitical government wing, the judiciary”. It’s well known that any related court precedents shall facilitate arguments for amendment of relevant provisions in the penal code and possibly the republican constitution. And it shall be game over.

Zambians and the church in particular must open their eyes and act accordingly. The route the Chief Justice is taking, is not new, in other jurisdictions where the LGBTQ agenda has been propagated, the success rate has been very high. It is a tried and successful route for entrenching LGBTQ in a country with dissenting views.

If it is true that the Chief Justice did issue that statement, it’s not a solo but a choir singing from the same hymn book. It is a coordinated approach to advance the LGBTQ agenda. The proxy indicators are there for one to see;

i. Flying rainbow flags at some known
foreign embassies.
ii. Fashion shows are now gay parades
iii. State House employing a technocrat for key
and vulnerable populations (prominently
including gay people) funded by USAID

The above milestone activities are opposed to the constitution and National Values and Principles. And yet the church, the Fathers of the Nation in faith, and the church mother bodies are not providing relevant guidance and a critical voice in this hour of need when God needs them to do so.

This battle is more spiritual than anything else, the body of Christ in Zambia needs to take a stand, without which, God will hold us accountable of what migh become of Zambia.

CHURCH SHOCKED BY CHIEF JUSTICE’S REMARKS

CHIEF JUSTICE MUST RESPECT THE CONSTITUTION, THE LAW, MUST RESPECT NATIONAL PRINCIPLES AND VALUES

Lusaka, Sept 25 – The Evangelical Fellowship of Zambia is deeply disturbed by a newspaper story in today’s News Diggers that has been attributed to the Chief Justice, Mr. Mumba Malila, in which he is purported to be calling for the respect of Gay Rights in Zanbia.


We would like to place it on record that this is a matter of grave concern to the body of Christ in Zambia, as calling for the recognition of gay rights is unconstitutional and against our Christian heritage and values.


Even more worrying is that the Chief Justice, who is supposed to be the defender of the law of the land, is at the forefront of championing unconstitutional alien practices.


If the media report is true, then Zambians should realize that we could be a nation under siege by foreign forces. It must be noted that a number of seemingly isolated actions or statements have been observed coming from those entrusted with national leadership responsibility in what seems to be a deliberate ploy to try and sneak in an agenda contrary to our cherished national values.


We say so because only a few weeks ago, we challenged the Government not to accept a self-acclaimed gay person as Ambassador to Zambia from a foreign jurisdiction.


The Church in Zambia and the Zambian people strongly oppose sUch maneuvers, and we will not tolerate them in this land.We wish to remind the Chief Justice, or anyone, that the Constitution in Article 1(1) establishes that nothing in this land supersedes it, and anything contrary to it is null and void. The current legal regime does not recognize anything called “gay rights” but only recognizes “human rights.” the Penal Code still criminalizes sodomy and any
unnatural sexual relations.

The Key Decision Makers In Govt Departments Today Are Either Lozi Or Tonga- Sishuwa Sishuwa

Please learn to be sensitive to the plight of others, especially if you, like me, come from the one half of the country that is dominant in public appointments.

Under Hichilema, the leadership of all three arms of government, the majority in Cabinet, the leadership of the justice system, most of the leadership of security or defence forces, the leadership of the electoral commission, most parastatal boards and public universities, etc are Zambians from one half of the country, mainly from ethnic groups that have typically formed the core of Hichilema’s base. I do not need to assume the burden of providing the names of the appointed occupants of these public offices because they are familiar to any Zambians who follows current affairs.

The individuals appointed to the key diplomatic mission stations such as those in the US, Brazil, UK, China, Canada, and South Africa are all Tongas. If the list of Zambians appointed to the diplomatic service since August 2021 was to be published today, many will be shocked by the predominance of one half of the country. It is largely a reversal of what the situation was under the PF. This is, from all points of view, most unacceptable.

The key decision makers in government departments today are either Lozi or Tonga. They feel so at home whilst at work that even the general language spoken in the corridors of the civil service is now either Lozi or Tonga, unmindful of others from elsewhere around them.

“Until now , never ever have I ever reached a point in my public/ professional life where I had to chose between using my maiden name or my marriage name because the truth is, it matters these days where your name comes from”, one ethnic Bemba told me after reading my post.

Another, this time an ethnic Lozi, wrote:

“Nowadays, I get so embarrassed when I attend government department meetings. Many times, literally, the room is full of Tongas and Lozis”. For context: this person has been helping to build capacity in successive administrations since the early 2000s, so they have seen it all including when Bemba became the language of public service under PF.

Add to this the mainly Tonga and Lozi apologists of Hichilema, including many on social media, who bully, harass, and push to the wall anyone who criticises his leadership or the policies of his administration. Their typical response, like that of the officials they support to a point of worship, is often similar to the one that the PF deployed: ignore the message, attack the messenger!

As I did under the PF and Lungu, I remain opposed to ethnic-regional domination in government because it undermines national unity, cohesion, and development. The reality of today’s Zambia is that there has been a near complete inversion whereby yesterday’s victors have become today’s victims and vice versa. Among other things, this adds to the risk of a vicious cycle whereby each new leader continues this trend and makes it more likely that the next election will be driven by ethnic-regional rather than policy considerations.

In addition to the unpleasant experiences that many Zambians on the receiving end of such vices share with me, I would like to believe that I am qualified to comment on this subject because both my master’s and PhD theses were on ethnic politics in Zambia since independence.

LUSAKA – As we head towards 2024, there is need to acknowledge the formidable challenges the global fuel markets are experiencing and the cascading impacts on oil importing countries.

The situation is expected to intensify, hence the need for consumers to brace for difficulty time unless there is a de-escalation in the underlying shocks in the global markets.

The recent suspension of fuel exports by Russia, a leading exporter of fuel has further compounded the global inventory levels thus posing further predicament, presenting a dire challenge that is difficult to comprehend given Russia’s unprecedented policy direction. Additionally, the continued conflict between Russia and Ukraine poses a significant threat to fuel prices, regardless of our local currency’s status, especially during our ongoing economic recovery efforts. To this end, policy makers are encouraged to analyze options.

It is worth noting that in response to these critical circumstances, the Government has continued to uphold a 25% Customs Duty waiver on fuel.

“This decision underscores Government’s unwavering commitment to alleviating the burden on our citizens. Without this proactive measure, fuel prices would have already surpassed the K30 mark.” Dr Johnstone Chikwanda said.

As part of short term measures the Zambian Government is encouraged to activate the bilateral agreements it has with Angola, Nigeria and Saudi Arabia, with a view to paving the way for Government-to-Government (G2G) facilitation of fuel procurement based on a mutually agreed price, with a clear framework for periodic price reviews and direct private sector to import from countries where Government has bilateral agreements.

Furthermore, we need to conclude and implement the biofuels policy by dealing with bottleneck issues which have prevented the implementation of biofuels for over 10 years.

In addition, I wish to call for the speedy conclusion of the Strategic Petroleum Reserve (SPR) policy to guide and mentor how the strategic fuel reserves will be managed and discharged in the market to mitigate short term challenges.
Going forward, our nation is firmly committed to embracing the burgeoning Electric Vehicle (EV) industry.

This strategic move signifies Zambia’s dedication to a sustainable and energy-efficient future, aligning with global efforts to combat climate change.

The government has already set the nation on a promising driveway in this transformative journey of facilitating the emergency of the EV industry.

Opposition political parties in Namwala Constituency have suffered a huge blow as over 500 members joined the Ruling United Party for National Development (UPND).

Notable defectors included Mr Elimon Chilala Patriotic Front (PF) ward mobilization Chairperson and Esau Mutenga who was the Socialist Party Constituency Chairperson for mobilization.

Speaking on behalf of defectors Elimon Chilala said that him and other members decided to join the ruling UPND government, because President Hakainde Hichilema has not only brought peace to the country but also awarded communities the much needed resources for their self development.

He added that he was thrilled to witness how the Constituency Development Funds (CDF) has changed the outlook of Namwala Constituency in just two years of UPND being in government.

“I and other PF defectors are not ashamed of defecting to a political party that has a president who exhibits true leadership , President Hichilema has completely stopped all forms of violence and cadrelism in this country, oppositions are now living a free something that never happened in the past governments,”said Chilala

Another defector from Socialist Party ,Esau Mutenga who was the Constituency chairperson for mobilization said UPND party has no opposition because of what it has so far delivered to the Zambian people.

He added that the increased funding of CDF from 1.6 million to k28.3 has made service delivery more responsive to the public needs through decentralization of local institutions which has promoted economic development.

He further commended the UPND government for prioritizing skills development among youths something he said will make his fellow youths become more productive as well as self sustainable.

Mr Munenga further thanked President Hichilema and his leadership for increasing job opportunities in all sectors.

Defectors where received by the United Party for National Development UPND National Trustee Ms Grace Chivube,area member of Parliament Herbert M. Mapani , Namwala Districts mayor Mr Abel M. Moonga and other Constituency senior Party officials.

While receiving defectors Ms Grace Chivube who graced the event as the guest of honor thanked all the defectors for making a right decision of joining the party that has brought economic transformation and development closer to the people.

Ms Chivube said UPND is willing to work with anyone who supports the party’s mandate.

She said that UPND remains committed to safeguarding lives of every Zambian regardless of ones political affiliation.

The National Trustee has further underscored the need of the Constituency top leadership to remain united in order to keep members glued together.

VUBWI WOMAN STABS HUSBAND’S ALLEGED GIRLFRIEND

A 28-year-old woman of Vubwi district in Eastern province, is battling for her life in Chipata Central Hospital after being stabbed in the stomach by another woman following accusations of infidelity.

Eastern Province Police Commanding Officer, Limpo Liwyalii, has confirmed the incident to ZANIS in Vubwi in a statement identifying the victim as 28-year-old Judith Phiri of Chigwaya village in Chief Pembamoyo’s area.

Mr Liwyalii said the incident happened on Saturday September 23, 2023.

He revealed that the victim sustained a deep cut on the right side of her torso after being stabbed with a knife by her 29-year-old counterpart Margret Nyambi of Kalikongwe village.

And the husband to the accused, Isaac Mwale, has told ZANIS that the incident happened after his wife went looking for him at the house of the victim, who is his girlfriend, without his knowledge.

Mr Mwale, who is also a Councilor for Vubwi central narrated his side of story stating that on Friday he had gone to visit a friend in Mzebe area where he spent a night and returned to Kalikongwe village the next day but did not go straight home.

He added that he only learnt of the incident from the sister to the victim whom he spent a night with in Kalikongwe village.

“I accept that this girl and I have something, so it looks like it was a preconceived idea from my wife to hurt her,” he lamented.

And an eye witness, Bertha Mwale, said after stabbing the victim, Ms Nyambi ran and hid in the nearby bushes but only returned with an intention of hiding in a group of people that had gathered to see the woman who had been stabbed and was calling for help.

Ms Mwale said Ms Nyambi was later identified and arrested because a knife which was stained with blood dropped out of her chitenge.

“After she came out of the bushes, a blood stained knife fell from her Chitenje and people singled her out,” she said.

The victim was later rushed to Chipata Central Hospital in the late hours of yesterday where she is receiving medical attention while her attacker is in police custody.

Kagame goes for 4th term, potentially joining club of ‘power clingers’

Rwandan President Paul Kagame’s declaration this week that he will run for a fourth term in next presidential election slated for next year was not unexpected, but it has fuelled concerns about the future of democracy in Rwanda.

President Kagame, who won the last election with 98.8 percent to earn seven years in office, is eligible for another 10 years under the constitution, which will see him serve for 40 years as president if elected.

“I am happy with the confidence that the Rwandans have shown in me. I will always serve them, as much when I can. Yes, I am, indeed, a candidate,” President Kagame told Jeune Afrique magazine in an interview published on Tuesday.

When asked what he thought the West would think of him running again, he replied, “I’m sorry for the West, but what the West thinks is not my problem.”

“People are supposed to be independent and should be allowed to organise themselves as they wish,” President Kagame added.

But talk is rife that he will find it difficult to shake off the tag of clinging on to power like despots in Africa.

Phil Clark, professor of international politics at SOAS University of London told The EastAfrican that the Rwanda leader “has often contrasted himself with Uganda’s President Yoweri Museveni, who is destined to remain president well into his 80s.”

“He will want to avoid being seen as President Museveni is today: an old man without a coherent vision for the country, still clinging on to power,” the don said.

President Kagame has been in power since 2000 and is now Rwanda’s longest-serving president after his predecessor, Juvenal Habyarimana, who reigned for 21 years from 1973 until his assassination in April 1994.

President Kagame is credited with overseeing Rwanda’s economic and social transformation since the 1994 Genocide Against the Tutsi. But he has also been criticised for his perceived authoritarian rule and suppression of dissent.

If he gets re-elected in August 2024 — as is widely expected — he will cement his position as East Africa’s second longest-serving leader after Yoweri Museveni of Uganda, who has been in power since 1986.

The president is finishing his last seven-year term and is expected to rule the country until 2034, when his new two five-year terms end.

Article 101 of the revised constitution says the term of office of the president is five years. He or she may be re-elected once.

However, article 172 (1) says: ” The President of the Republic in office at the time of this constitution comes into force continues to serve seven years for which he was elected.”

Article 172 (2) says “the provisions of Article 101 of this Constitution take effect after a seven-year term of office of the President of the Republic referred to in Paragraph 1 of this article.”

If elected in 2024, President Kagame is eligible to serve for 10 years. Should he seek re-election after the five-year term, Kagame will be 74 years old when he finishes his fifth term.

“It’s no surprise that Kagame is running for a fourth presidential term. He remains popular with the majority of Rwandans, who credit him with the country’s rebuilding after the 1994 Genocide Against the Tutsi. At a time of regional volatility, many Rwandans want him to stay for the sake of continuity and stability,” said Prof Clark.

“But the major questions will come from within the (ruling) Rwanda Patriotic Front. Are there frustrated senior members of the party who believe it’s their turn at the presidency? Is it time for fresh thinking at the top? President Kagame himself has spoken about the need to bring younger RPF members into the fold, to keep the party modern and agile. These internal questions will re-emerge in light of Kagame running again in 2024.”

Green Party leader Frank Habineza is so far the only other candidate who has declared his intention to run for Rwanda’s top office, which will make it his second time on the ballot.

Habineza was vehemently opposed to the 2015 constitutional amendment that allowed Kagame to run for a third term. Hehas, however, conceded defeat and accepted that Kagame has a constitutional right to run for a fourth term.

“We did not support the constitutional amendment to allow President Kagame to run for a third term in 2017, but we lost our case in court, so he has a right to run for the next two terms. There is nothing illegal in that. We will fight again – democratically – if the constitution is changed again to allow him contest beyond 2034,” Mr Habineza told The EastAfrican.

In the 2017 presidential vote, he got less than one per cent of the ballots, but he is confident that he will have a better showing in 2024.

“As a party, we were not well organised in 2017, which is why I performed poorly, but we now have well organised structures across the country and we have delivered on our manifesto. In December, we will launch the Green Party’s Women’s League at the national level,” he said.

President Kagame’s fiercest critic, Victoire Ingabire, also wants to be on the 2024 presidential ballot but is barred by laws that prevent former convicts from serving in public office.

Ms Ingabire was handed a 15-year sentence for inciting divisionism and conspiring against the government and served a total of eight years until 2018, when she was released on a presidential pardon.

She told The EastAfrican that she has requested the president to remove restrictions imposed on her.

“I have written to him to remove conditions imposed on me … I am still waiting for his answer,” she said this week.

“Although the African Court for Human and People’s Rights ruled that the government of Rwanda violated my right to freedom of expression, Rwanda charged me with crimes I did not commit, and they refuse to recognise that ruling to this day. Thus, I cannot run for any elections unless I am rehabilitated. And laws allow President Kagame to do so. If he will accept to rehabilitate me I don’t know.”

She added that President Kagame’s announcement to run for a fourth term came at a time of “extreme” economic distress with high levels of unemployment and food inflation.

She also says that the “consensual democracy that the ruling RPF implemented has transformed into a political system that suppresses dissent.”

Somalia on track for full debt relief in December, IMF says

Somalia is on course to receive a full debt relief from the International Monetary Fund (IMF) and other lenders in December this year, after making important reforms to boost domestic revenue collection and transparency in management of public finances.

After the latest review of Somalia’s performance under the Extended Credit Facility arrangement, the lender said the Horn of Africa country has made significant progress in implementing recommended reforms meant to rebound the economy, despite facing multiple headwinds.

“The reforms, which are supposed to ensure good use of public resources to maximally benefit the Somali citizens, and to boost economic growth, which in turn is expected to enable the creation of more job opportunities, are already bearing fruits,” the lender said.

This is despite the country grappling with drought, floods, food insecurity, subdued remittances, and volatile security situation in some parts of the country, which have weighed down economic performance.

Laura Jaramillo, who led the IMF staff, said the challenge notwithstanding, Somalia has met nearly all the conditions needed to qualify for the full debt relief and lenders have already agreed to remission of up to 76.8 percent of Somalia’s total debt, but more needs to be done.

“Building on progress so far, key policy priorities would be to continue strengthening domestic revenue, public financial management, financial deepening and financial inclusion, governance, and statistics,” Ms Jaramillo said in a statement after meeting the Somali finance minister and the governor of the Central Bank of Somalia.

“Timely financing and capacity development support from development partners is essential for the successful implementation of the authorities’ reform strategy.”

The full debt relief will drop Somalia’s loan burden to $557 million – about 10 percent of its gross domestic product – from the current $3.3 billion, allowing it headroom to better deal with multiple issues slowing economic growth and development.

Somalia reached the decision point for IMF debt relief under the Heavily Indebted Poor Countries (HIPC) initiative in March 2020, allowing it to get partial debt relief, reducing its debt stock from $5.2 billion to $3.7 billion.

On reaching the completion point of the HIPC initiative, Somalia will get debt reliefs from the IMF, the World Bank, the African Development Bank, the Inter-American Bank and the 22 members of the Paris Club, alongside its other lenders who will volunteer to do so.

It will join – among other countries – Burundi, Rwanda, Tanzania, Uganda, Ethiopia and the Democratic Republic of Congo, which are currently among the 31 least developed countries that have received the relief.

NIGER: Macron says France to withdraw troops and ambassador

President Emmanuel Macron has said France will withdraw its ambassador and end all military co-operation with Niger following a coup.

“France has decided to withdraw its ambassador. In the next hours our ambassador and several diplomats will return to France,” Mr Macron said.

He added that military co-operation was “over” and French troops would leave in “the months to come”.

The military junta which seized power in Niger in July welcomed the move.

“This Sunday we celebrate a new step towards the sovereignty of Niger,” the junta said, in a statement quoted by AFP news agency.

There are about 1,500 French soldiers in the landlocked West African country.

The decision by Paris follows months of animosity and protests against the French presence in the country, with regular demonstrations in the capital Niamey.

The move deals a hammer blow to France’s operations against Islamist militants in the wider Sahel region and Paris’ influence there. But Mr Macron said France would “not be held hostage by the putschists,” speaking to France’s TF1 and France 2 television stations.

Mr Macron said he still regarded ousted Niger President Mohamed Bazoum, currently held prisoner by the coup leaders, as the country’s “sole legitimate authority” and had informed him of his decision. He described the deposed president as a “hostage”.

“He was targeted by this coup d’etat because he was carrying out courageous reforms and because there was a largely ethnic settling of scores and a lot of political cowardice,” he said.

Niger is one of several former French colonies in West Africa where the military has recently seized control – it follows Burkina Faso, Guinea, Mali and Chad. The latest coup was in Gabon in August.

Anti-French vitriol has flourished in the region in recent years, with many local politicians accusing Paris of carrying out neocolonialist policies – a charge denied by France.

There have also been concerns in the West over the growing role in the Sahel of Russia’s Wagner mercenary group. It is accused of human rights abuses and has been helping some new military regimes.

The regional Economic Community of West African States (Ecowas), supported by France, has threatened military intervention in Niger to reinstate Mr Bazoum. But so far it has not acted.

Niger’s military leaders told French ambassador Sylvain Itte he had to leave the country after they overthrew Mr Bazoum on 26 July.

However, a 48-hour ultimatum for him to leave, issued in August, passed with him still in place as the French government refused to comply, or to recognise the military regime as legitimate.

Mr Macron’s statement also comes hours after Niger’s coup leaders banned “French aircraft” from flying over the country.

The regional air safety organisation, ASECNA, said that Niger’s airspace was “open to all national and international commercial flights except for French aircraft or aircraft chartered by France including those of the airline Air France”.

The airspace would remain closed for “all military, operational and other special flights”, unless receiving prior authorisation, the message said.

Air France told AFP simply that it was “not flying over Niger airspace”.

Lavrov lambast U.S. on it’s two faced standards over Golan and Donbass

Russian Foreign Minister Sergei Lavrov on Saturday scorned U.S. double standards over the Golan Heights and the Donbass region in Ukraine.

Asked at a press conference at the UN headquarters in New York to comment on U.S. Ambassador to the United Nations Linda Thomas-Greenfield’s seemingly self-contradictory remarks on the need to respect the sovereignty and territorial integrity of all UN member states and on U.S. recognition of Israel’s sovereignty over the occupied Golan Heights, Lavrov first read a Russian statement on the Donbass: “The Donbass is very important to Russia’s security. As long as Zelensky is in power in Ukraine, as long as NATO is present in Ukraine, militia groups backed by NATO, the Zelensky regime itself – all of these pose a significant security threat to Russia, and as a practical matter, the control of the Donbass in that situation, I think, remains of real importance to Russia’s security. Legal questions are something else. And over time, if the situation were to change in Ukraine, that’s something we’d look at. But we are nowhere near as that.”

He then read the text of an interview of U.S. Secretary of State Antony Blinken with Wolf Blitzer of CNN on Feb. 8, 2021: “As a practical matter, the Golan is very important to Israel’s security. As long as Assad is in power in Syria, as long as Iran is present in Syria, militia groups backed by Iran, the Assad regime itself – all of these pose a significant security threat to Israel, and as a practical matter, the control of the Golan in that situation, I think, remains of real importance to Israel’s security. Legal questions are something else.”

“And that’s the answer to your question,” said Lavrov.

Thomas-Greenfield, in a press briefing on Sept. 14 on her country’s priorities at this year’s high-level week of the UN General Assembly (UNGA), said, “During this year’s UNGA, we will work to uphold the principles enshrined in the UN Charter, including respect for the sovereignty, independence, and territorial integrity of all member states.”

At the same briefing, when asked about the Golan Heights, she said her country’s recognition of Israel’s sovereignty over the territory has not changed.

In March 2019, then U.S. President Donald Trump signed a proclamation recognizing Israel’s sovereignty over the territory that Israel seized from Syria in 1967 and annexed it in 1981.

Immediately after Israel’s annexation of the occupied territory in 1981, the UN Security Council adopted Resolution 497, which declared that the Israeli decision to impose its laws, jurisdiction and administration in the occupied Syrian Golan Heights “is null and void and without international legal effect.”-Xinhua

NGOs have submitted a petition to SADC and AU urging them to advocate for a transitional govt in Zim

Civil Society Organizations (CSOs) have submitted a petition to the Southern Africa Development Community (SADC) and the African Union (AU), urging them to advocate for a transitional government to address the Zimbabwean crisis.

The CSOs argue that regional and international bodies have a responsibility to address the Zimbabwean crisis, which was triggered by last month’s disputed election, widely criticized by several election observer missions as flawed, not free, fair, or credible.

The opposition Citizens Coalition for Change (CCC) has also rejected the election results, describing them as a “massive fraud,” and has launched a diplomatic campaign calling for a fresh election.

Obert Masaraure, spokesperson for Crisis in Zimbabwe Coalition (CiZC), stated that the petition, which has garnered 2,200 signatures so far, marks the initial step toward mobilizing Zimbabweans to collectively demand fresh, free, fair, and credible elections.

Masaraure added, “Beyond the petition, citizens won’t be calm, but will engage in concerted mass actions demanding free elections. The SADC region and AU will definitely facilitate a democratic breakthrough in Zimbabwe when they realize that Zimbabweans are not going to accept five more years under an illegitimate (President Emmerson) Mnangagwa regime.”

Political analyst and Sapes Trust convener, Ibbo Mandaza, reported that their own petition has garnered 80,000 signatures, expressing optimism for a positive outcome.

In their petition titled “Stand in Solidarity with SADC for its credible assessment of Zimbabwe’s Election,” CiZC emphasized the need for dialogue and a transitional government. The petition aims to collect 10,000 signatures.

CiZC also expressed solidarity with Zambian President Hakainde Hichilema, who chairs the SADC Troika on Politics, Defense, and Security, and Dr. Nevers Mumba, head of the SADC Electoral Observer Mission (SEOM) to Zimbabwe’s recent election. They commended Sadc for highlighting electoral irregularities and emphasized their unwavering support for the regional body’s role in addressing the crisis.

However, some institutions, such as the Institute for Security Studies, have cast doubt on SADC’s ability to resolve the Zimbabwean election crisis. SADC clarified its role, emphasizing that it observes elections and makes recommendations but does not conduct elections in its member states.

Your Honour the Vice President I begin by thanking you for allowing me to confer with you directly and regularly on issues concerning the Kingdom of God and on family and national values. Please continue to keep your doors open and allow dialogue to flow freely for a better Zambia.

Today, your Honour, I have chosen to communicate to you publicly because I am speaking on behalf of many Zambians on a topic of public interest.

On Friday, 22nd September, we woke up to a rude shock and revelation on social media, which reported that the government had granted a Lusaka business man a license to operate a strip club at Lewanika Mall starting next month.

Today, the government functions on National Guidance and Religious Affairs squarely lie in the Office of the Vice President under your watchful eye.

Your Honour, I am fully convinced to declare that your government will not allow that club to open and conduct an abominable business of great immorality for the following reasons:

1. You as a mother, a leader of Government business in the legislative House of Parliament and as a servant of God will not permit to see our daughters expose their bodies and give energy to the spirit of lust and sexual immorality.

2. Your government will break the law. According to the Republican Constitution, the supreme law of the land, Zambia is a Christian nation where God is supreme and Christian values permeate every fibre of our nation.
Part 2 and Article 8 in the same Constitution talk about national values and principles. Morality and ethics are one of the listed national values .

3. Permitting sin and giving force to it through a license is allowing Satan to rule with your government. This can close the heavens and result in untold sufferings and misery. The opposite is the same . Allowing God to rule over our nation results in open heaven and blessings. The Bible in Mathew 6:33 says, ” Seek first the Kingdom of God and His Righteousness and everything shall be added unto you.”

As Zambians, we make an appeal to you, our vice president, and one charged with the responsibility of promoting our national and Christian values to immediately cancel the license of the striping club. Honourable mother, we implore you to stand firm and protect and preserve our Christian heritage. The issues of homosexuality, LGBTIQ, etc, should not be allowed in our nation.

My wife beat me just because Papa told me she’s a witch, man tells court

AN OBSESSION for pentecostal papas and believing everything they say has earned an elderly man of Lusaka’s Makeni area severe beatings from his angry wife.

Speaking with swollen cheeks from inside the dock of the Lusaka Boma Local Court where his 53-year old wife, Ines Tembo had sued him for reconciliation, Mulenga Zimba pleaded with the court to prolong his life by dismissing her petition.

The 52-year old complained to the court that besides sexually starving him for 96 months, his wife was also a violent bully with a temper of a volcano.

Zimba testified that his wife had a dangerous left hand which she frequently used to subject him to slaps more painful than those delivered by the men and women from the Zambia Police Service-run Kamfinsa School of Public Order in Kitwe.

He even presented to court a souvenir of his marital beatings in form of a badly torn t-shirt he had been wearing during one of the many brutal beating sessions at the hands of his wife.

As if that was not enough to instill fear in him, Zimba revealed that a prophet from his church divined that his wife was a witch, who, using the powers of black magic had kept him in perpetual poverty and misfortune.

Zimba told the court that the same prophet also informed him that his wife had fed him charms which made him relinquish his powers as the man of the house.

“When she heard that she was divined to be a witch, she beat me three times that she even tore my new shirt apart. She has a very dangerous which beats me with. When both Zimba and Ines confirmed that dowry was never paid, the court announced that their 29 years of staying together was nothing more than a long sleepover.

“You two just know each other. You have just been boyfriend and girlfriend for 29 years because no dowry was paid. You were just cohabiting. This is why you had no peace in your marriage because you were both not counseled by marriage councilors. So this marriage reconciliation has failed because there is no marriage to reconcile,” said Magistrate Fwambo.

• the bad influence of external actors (largely extractive and oblivious to the domestic context) on his leadership and key developments in the country and the region. Blacks who work closely with Hichilema say the president is largely unreceptive to advice unless it comes from some in North America and Europe or their overseas representatives in #Zambia and a particular few in South Africa. I hope Hichilema will soon wake up to the realisation that for many Western actors and their agents, liberal democracy is simply the entry point for securing their vital and strategy interests.

• the failure to tackle high-level corruption, especially in Hichilema’s administration, and continued interference by State House officials (especially one presidential aide) in the fight against the scourge (of corruption). Among those reported to be involved in grand corruption are very senior government officials and close business associates of the president, including one of Indian descent and three others. History shows that private interests contributed to the downfall of Hichilema’s predecessor.

• the cost-of-living crisis and dire youth unemployment, worsened by an elitist, insensitive and out-of-touch approach to leadership, one that priorities the needs of foreigners, the rich, and the educated. Poor people – struggling to afford basic needs – are estranged from this government, whose topmost priorities, according to latest official remarks from Solicitor General Marshal Muchende, include “creating a number of millionaires in Zambia from genuinely earned income”!

• the failure to reflect adequate ethnic diversity in public appointments, which has fed growing public perception that Hichilema appears to see himself primarily as the leader of Zambians from one half of the country. The quiet but ongoing harassment of civil servants who trace their ethnic origins from the other half has not helped the situation.

• the unity and viability of opposition parties including their ability to articulate an alternative vision that resonates with the concerns of majority voters and to forego personal ambitions and field a common – and credible – presidential candidate.

Just a short while ago, Russia has announced it’s indefinite intention to impose the ban on exportation of diesel and gasoline to all the Countries with the exception of Armenia, Belarus, Kazakhstan and Kyrgyzstan. Immediately that is effected, it will automatically lead to scarcity of fuel worldwide and the same would result in the significant rise of the commodity.

WHY RUSSIA HAS DECIDED TO PUT A BAN ON EXPORTATION OF FUEL.

The adage goes to say, ‘When the elephants are fighting, it’s the grass that suffers’. The ban on the exportation of fuel is a way in which Russia is venting it’s anger on the United States of America and Europe due to the stance taken by these super powers in the ongoing war between Russia and Ukraine. Russia is being agitated by the United States of America and Europe both nations which have taken sides in the conflicts taking place.

Ukraine as a Country can not be a match to Russia in terms of military equipments and soldiers involved in fighting the war. It is a well known fact that the war between Russia and Ukraine is actually a war between the West and the East. Inadvently, Russia is being fought by the United States of America, Europe and their allies.

Consequently President Vladimir Putin is reacting this way by imposing sanctions and bans on the exportation of diesel and gasoline in order to punish the beneficiaries who are taking sides in the fight. Indirectly, we are being affected as a Country for failure to maintaining our neutrality. Zambia as a Country has always maintained a non – aligned position between the West and the East.

BE REALISTIC IN YOUR EXPECTATIONS.

Both the Government of the Republic of Zambia and its people must be realistic and should be ready to face the hardships that are coming forth. While the general public is already crying foul due to the skyrocketing of essential commodities among them increase in fuel prices, meal meal, transportation costs, high costs of doing business, increase of cooking oil and other goods, the situation is likely to worsen.

We wish to challenge the Government to be genuine, real and truthful. There is a need communicating the truth with the general public. Rather than sounding rhetorical and giving people false hopes, the general public deserve to be told the truth. We are getting deeper in the economic quagmire and conditions are likely to worsen. There is literally no miracle the Government can perform in order to reverse these adverse conditions coming especially that the UPND Government has refused restoring the subsidies on fuel, meal meal and other essential commodities.

Rather than taking advantage of these negative side effects, the opposition political parties and all those opposed to the Central Government must avoid using the situation for their political mileage. As a Country we desperately need a consensus. We should not blame everything on the Central Government. We all need to come together and chart the way forward for the development of our Country.

We must also come to terms with the conditions described in the bible as ‘last days’ cited in the book of second Timothy chapter 3 verses 1 to 5. The holy book speak about critical times where conditions would become unbearable. There is nothing human Governments can do to reverse the trend. Only God’s Kingdom is suitable to restore the situation.

The Zambia Statistics Agency (ZamStats) with support from
the UN Family of co-operating partners conducted the eighth Living Conditions and Monitoring Survey (LCMS) in June/July 2022.

■ national average poverty has worsened from 54% to 60% of the population are poor.

■ Rural Poverty has worsened and now stands at an average of 78.8%.

■ Urban poverty has worsened and now stands at 31.8% from 23.4%.

■ Muchinga has taken over as the poorest province in the country standing at 82.6% poor population after Western Province and Luapula provinces.

■ Lusaka (27%) and Copperbelt (35.9%),had the least poverty levels though higher than in 2015.

HIGHLIGHTS

The first LCMS was conducted in 1996. The other LCMS survey
were done in 1998, 2002/2003, 2004, 2006 and 2015.

5.3 INCIDENCE OF POVERTY BY PROVINCE

By province, results show that poverty levels have gone slightly down in North-western (61.6% from 66.4%), Luapula (77.3% from 81.1%), Western
(78.6% from 82.6%) and Northern (78.0% from 79.7%) provinces (See Figure 5.3).

Muchinga province had the highest proportion of the population that was poor at 82.6 percent, followed by Western and Northern provinces.

Lusaka
(27%) and Copperbelt (35.9%), had the least poverty levels though higher than in 2015.

The Zambia Statistics Agency (ZamStats) has adopted the material well-being approach of poverty measurement in which the poor are defined as those
members of society who are unable to afford minimum basic human needs, comprising food and essential non-food items, given all their total income.

Disclaimer: I have never ever met H.E. ECL on one on one basis for personal discussion. I have never ever met former first lady Esther Lungu in my life. I don’t have any personal relationship with any member of the family. I have never been a member of PF and never worked with them. I have a little note though and these are my earnest feelings.

Former first lady Madam Esther Lungu has been formally charged and arrested on among others counts the notorious theft of Motor Vehicle. I can’t imagine what’s going on in the Lungu family. A wife, a woman is the pillar of the house. The question is did she really steal the vehicle or the flawed laws are being used for imingalato?

OUR LAWS ARE FLAWED IN MOST CASES AND IN POLITICS THESE LAWS ARE BEING USED TO PUNISH PEOPLE. WHY WOULD MADAM ESTHER LUNGU STAGE A ROBBERY TO STEAL A CAR WHEN HER HUSBAND A FORMER PRESIDENT IS ENTITLED TO VEHICLES FOR THE REST OF HIS LIFE?

Look people empathy is important. No one should be exempted from the law. But our laws are flawed in most cases and in politics these laws are being used to punish people. Why would Madam Esther Lungu stage a robbery to steal a car when her husband a former President is entitled to vehicles for the rest of his life?

This is the same things I have said before, we are not different from the colonialists or apartheid regime leaders who created laws to punish people. Now I am not saying these laws have been created now. But why behave like everyone using flawed laws to punish people? No, this is not right. Charge her with other things not theft of motor vehicle. No people. No this is not right.

Esther Lungu despite whatever the Lungu family has done right or wrong has been our mother. The only close association she has to politics is supporting her husband. No people. I am so touched that a former first lady like a reserved mother like Esther Lungu can be subjected to sleeping in cells on things that could have been discussed and resolved.

Look why can’t we learn from the past that power is not permanent. Why is it that almost everyone who comes to power thinks that they can do as they wish because they feel they will be in power forever through them or their surrogates ? Like I said before if any leader does not focus on alleviating problems or poverty in the country, Zambia will vote them out no matter how many people they arrest. We have seen this before. Learn from it. At the moment Zambians are more focused on dealing with economic issues. They also want corruption to be dealt with not just in the past but even in the current.

I am so sorry mum Esther Lungu that you are being subjected to this. Its not difficult for anyone to tell that the only crime you have committed in Zambia is being married to former President H.E. Edgar Lungu. I am so sorry that our country is still being led like we are in colonialism. May God grant you the strength and fortitude you need in this trying time.

Prison inmates built restaurant and swimming pool once more under Venezuelan control

The Venezuelan government invited reporters to visit the Tocoron Penitentiary Center in Aragua state on Saturday. This happened after security forces took back control of the prison from gangsters who had been in charge for a long time.

The Tocoron prison, which is one of the biggest in the country, used to be controlled by the prisoners themselves. Many of these prisoners were members of a powerful criminal gang called “Train of Aragua,” named after the state in which Tocoron is situated, as per the Venezuelan Information Ministry.

On Wednesday, the Venezuelan security forces, which include the Army and National Guard, carried out a special operation with over 11,000 people to take back control of the prison area.

Venezuela’s Interior Minister, Remigio Ceballos, said that the operation went really well. On Saturday, during a visit with the media, Ceballos announced that security forces had arrested 80 important members of the Tren de Aragua gang after taking control of the prison.

Ceballos said that the government did not talk with gang leaders before the operation, despite what the media said.

We have completely taken apart the leaders of the group called ‘Tren de Aragua. ‘ “They have left,” he said to CNN in Spanish.

Reporters, including a team from CNNe, were taken to see where prisoners had created a swimming pool and some restaurants within the prison walls in recent times. Authorities shared pictures of the weapons found during the raid on prisoners. These weapons included guns that can shoot many bullets quickly, like automatic rifles and machine guns. They also found lots of bullets.

According to the Venezuelan Information Ministry, many prisoners were moved to different prisons after the operation. But, the family members of prisoners disagree with these statements and say that they haven’t talked to their loved ones since the morning when the operation took place.

“I haven’t received any updates since Wednesday,” said Claribel Rojas, whose brother is incarcerated in the Tocoron prison, in an interview on Saturday with CNNe. “I was here both yesterday and today, but nobody has said anything. ”

In Venezuela, it is common for gangs to control prisons. The Tocoron Penitentiary is extremely famous in the country because it represents how the government can’t regain control in recent years.

The Tren de Aragua is the strongest criminal gang in Venezuela. Recently, it has started to do more work in Colombia, Ecuador, Peru, and Argentina, says the US State Department.

Niger’s coup leaders have accused the head of the United Nations of obstructing their participation in the body’s General Assembly, saying it was “likely to undermine any effort to end the crisis in our country”.

In a news release read on public television on Friday, the military said UN Secretary-General Antonio Guterres “went astray in the exercise of his mission by obstructing Niger’s full participation in the 78th session of the UN General Assembly”.

It criticised “the perfidious actions” of the UN leader, adding that they were “likely to undermine any effort to end the crisis in our country”.

Bakary Yaou Sangare, who before the coup was Niger’s ambassador to the UN and is now its foreign minister, was the new leaders’ chosen representative for the gathering.

But, according to a diplomatic source, there was also an application by the overthrown government to represent Niamey.

“In case of competing credentials from a Member State the secretary-general defers the matter to the Credentials Committee of the General Assembly who will deliberate on the matter,” Guterres’ spokesman Stephane Dujarric said.

“The secretary-general does not decide.”Because the committee will not meet until later, no representative from Niger was added to the speakers’ list.

Niger “forcefully rejects and denounces this clear interference by Mr Guterres in the internal affairs of a sovereign state”, the junta said.

One of the world’s poorest nations, Niger is the fourth country in West Africa to suffer a coup since 2020, following Burkina Faso, Guinea and Mali.

Bazoum’s removal heightened international worries over the Sahel region, which faces growing militant insurgencies linked to Al Qaeda and Daesh.

Regional sanctions since the coup mean food and medicines are scarce in landlocked Niger, prices are skyrocketing and there are blackouts after Nigeria cut electricity supplies.

Senegal’s President Macky Sall said on Thursday a diplomatic solution in Niger was “still possible”.
“I hope that reason will ultimately prevail… that it is still possible to move forward reasonably to a solution,” Sall said in an interview with France’s RFI and France 24 media outlets.

He urged Niger’s coup leaders “to not push (us) to the final decision which would be a military intervention”.

The military leaders of Mali, Burkina Faso and Niger signed a mutual defence pact this month, saying they aimed to “establish an architecture of collective defence and mutual assistance for the benefit of our populations”.

Philippines denounces China for erecting floating barrier in contentious South China Sea

The Philippines criticized China for putting up a “floating barrier” in a disputed part of the South China Sea. They were upset because it stopped Filipino boats from going into the area to fish.

In a statement, the spokesperson for the Philippine coast guard, Jay Tarriela, said that Philippine vessels found a floating barrier while doing a regular patrol on Friday. The barrier was about 300 meters long.

The Philippine coast guard and Bureau of Fisheries and Aquatic Resources are very upset about China’s coast guard putting up a floating barrier in the Southeast area of Bajo de Masinloc. This barrier stops Filipino fishing boats from going into the shoal and they cannot fish or make a living.

Tarriela posted pictures of a supposed barrier floating on the water and said that three boats from the Chinese coast guard and one boat from the Chinese maritime militia had put up the barrier after a Philippine government ship arrived in the area.

The Philippines coast guard recently shared a video showing large areas of damaged and pale corals. This has led officials to blame China for causing extensive harm to the environment in that region.

Tarriela stated that the ongoing extensive and harmful fishing activities by the Chinese maritime militia in Rozul Reef and Escoda Shoal may have directly damaged the marine environment in the West Philippine Sea. The West Philippine Sea refers to parts of the South China Sea under Manila’s control.

Tarriela said that finding crushed corals indicates that someone may have thrown them away, possibly after cleaning them.

When asked about the damage to coral during a regular meeting, China’s foreign ministry rejected the accusations as untrue and without evidence.

“We suggest that the officials in the Philippines should not use false information to create a political act,” spokesperson Mao Ning shared with journalists.

Filipino fishermen say that Chinese ships usually put up floating barriers when they see a lot of Filipino fishermen nearby.

China has not said anything publicly yet.

Bajo de Masinloc, which is also called the Scarborough Shoal, is a small and important reef and good fishing spot located 130 miles (200 kilometers) to the west of the Philippine island of Luzon.

China and other countries argue over the ownership of the Huangyandao shoal. This is just one of many islands and reefs in the South China Sea that are in dispute.

Poland’s conflict with Ukraine infuriated many people in Europe

Europe’s help for Ukraine was surprised this week when Poland, who had always been a strong supporter of Ukraine, said they would no longer send weapons to them.

The decision was made because Ukraine’s President, Volodymyr Zelensky, expressed dissatisfaction with Warsaw’s ongoing ban on Ukrainian grain imports. This is another example of Poland’s government becoming more confrontational towards Kyiv, especially as they approach a close general election.

The political drama has brought up some important questions, the most important of which is, will Europe’s strong resistance against Russia’s full-scale invasion weaken now.

How did a problem with buying grain turn into a big argument between countries. The European Union stopped getting grain from Ukraine for a little while in May, to make sure farmers in Poland, Hungary, and Slovakia could sell their grain for a good price. The EU stopped the ban last week, making the countries angry. They promised to keep the restrictions, which led to protests in Poland.

Poland is having a national election on October 15. The ruling Law and Justice party (PiS) is expected to do badly in this election. Anyone who pays attention to European politics knows that farming is very important. Farmers are people who play an important role in politics and have reasons to take action. Citizens also have concerns about having enough food, although sometimes they care too much or in ways that don’t make sense. The PiS party needs the support of people who live in rural areas to stay in control.

So, it’s understandable that the Polish government wants to do something attention-seeking and patriotic. But things got worse on Tuesday when Zelensky said at the UN general assembly that it is concerning to see some of our friends in Europe portraying solidarity as a political show and making a big deal out of something small.

The Polish Prime Minister, Mateusz Morawiecki, said on social media the next day that Poland is no longer giving weapons to Ukraine because they are now supplying their own country.

Poland changed its stance and promised to still send the weapons it had promised before. Polish President Andrzej Duda said that the words of his prime minister were understood in the most negative way possible.

The argument brought up important questions about how Europe stays together.

But, most European officials, including those from Poland, don’t think there will be a big change in how they support Ukraine.

A senior European defense source said, “This is mainly about elections and farmers are a strong support group for PiS. ” Poland will keep giving weapons to Ukraine. For however long it is needed. “I’m completely sure about that,” says a representative from NATO. A European Union official said that Poles really want Ukraine to win the war because if they don’t, Russia (their biggest enemy) will be able to attack them directly. However, because of the upcoming elections, Poland wants to show their strength and power.

The anger towards Poland is very strong, even though some believe the noise about it is just for people in the country.

A person from the EU said to CNN that Ukraine has already given Poland a solution for their grain problem. That’s why they’re really angry at Poland. There are 24 countries who have been unfairly treated by Poland for the past 18 months because they did not provide enough support to Ukraine.

The same feeling was expressed by people from NATO, EU institutions, and European countries.

The person is saying that the contempt towards Poland can be understood by looking at the elections, the nationalist goals of the government, and their strong opinions on topics like grain, migration, and other things they consider as a danger to Poland.

They also criticize Brussels and the EU when it suits their plans. This is a desperate attempt to get people to vote – when you don’t have anything important to offer, you make up an enemy and blame them for problems at home to hide your failures in domestic policy.

The most important thing to consider from all of this is how it may affect Ukraine in the future. The Western countries are trying very hard to include Ukraine in their organizations. The country is working to become a member of both the EU and NATO, and everyone supports this decision.

However, there are already limitations and requirements that come with that support. Most countries in the EU agree that in order to include Ukraine, there must be significant changes in how the EU works.

If Ukraine were to become a member, the money that is currently given to countries for things like farming would instead be given to Ukraine. See if Polish farmers will buy it.

The current EU structures would also allow its newest member to have a lot of power in the institutions, such as the parliament and council of member states.

Some members of NATO don’t like the idea of a country that is currently at war being able to use the article 5 mechanism. This mechanism is when allies are obligated to help each other.

Many NATO countries don’t want to spend money on defense, even for themselves, let alone for each other.

Poland’s aggressive behavior enables countries who feel they have been unjustly pressured, especially by Poland, to stand up for Ukraine. These countries can now question the wisdom of the West providing extensive support to a country that is not even a part of their alliance.

European officials are really angry about what happened this week because it gives Russian President Vladimir Putin a chance to spread propaganda.

Kremlin spokesperson Dmitry Peskov said that there are some conflicts between Warsaw and Kyiv when asked about the argument. We think that these tensions will get worse.

People say that when Russia spreads false information, it benefits Russia but harms the West. Fights between Western countries make it seem like they are not united, and when they are not united, it benefits Russia.

LUSAKA – Economist Kelvin Chisanga has projected that Kwacha is likely to bounce back but only on conditions that we reduce on imports.

In a statement made available to Falcon media, Thursday, Economist Kelvin Chisanga said although this is unlikely to happen now considering this period of time where the country is usually facing a strong dollar undertaking, something must seriously be done to address this.

Mr. Chisanga says the Kwacha has continued depreciating, owing to the fact that demands on import is still standing strong with the continuous upbeats in supply of Dollars on the local market leaving Bank of Zambia as the only primary source of supplies on the domestic market.

“As a matter of going concern, the local currency will however likely to bounce back but only on the conditions that import should start recording low levels overweighting firmly on the weak side which is unlikely to happen now considering this period of time where the country usually faces a strong dollar undertaking and I think something must seriously be done with and about this seeming to be a perennial factor now recurring each calendar year, “ he said.

And Mr. Chisanga says Zambia’s currency structural movement is highly attributed to the raised demand strongly pressed on the base currency, as it is seen gaining some special momentum to wind up the year with huge import purchases that the country is currently demanding now especially farming inputs, fuel, holiday packages and Christmas goodies among others.

He says the local forex market has also been largely characterized by some serious patterns of mismatch factors currently being observed in the supply and demand fundamentals, as supply looks to have been seriously subdued owing to the critical factors of hard currency supplies facing hardships in the domestic market where the country is presently experiencing a low export profile and low production of mineral outputs amidst global fluctuations in copper market prices.

COURT UPHOLDS K14,000 TERM THREE TUITION FEES BY NKWAZI PRIMARY SCHOOL

THE Lusaka High Court has ruled that the increased K14, 000 term three tution fees being challenged by parents with children at Nkwazi Primary School should be maintained.

This is in a case Joseph Maopu, on behalf of the Nkwazi Primary School Parents Teachers Association, sued the school over increased school fees in accordance with an invoice issued before the end of term two.

After hearing the case, the court ruled in favour of the school, which has since written a notice urging parents and guardians to pay outstanding school fees which were initially due on August 11,2023.

In the notice, head of school, said all the fees that had not been paid by August 11, have since incurred 10 percent late payment fee.

“The Board and Management is pleased to inform you that the High Court decision in the case between Joseph Maopu and The Board of Trustees of Nkhwazi Primary School, issued on September 19, 2023, and delivered today, Friday, September 22, 2023, regarding the fees for term 3 2023, has been granted in Favour of the school.

“In light of this, kindly be reminded that as per the circular sent by management on August 25, 2023, Term three tuition fees are K14,000.00 as per the invoice that were sent out before the end of term two and due on Friday, August 11, 2023,” the notice dated September 22, 2023, reads in part.

The notice reads further stated that the Board and Management of the school are happy to consider up to Wednesday September 27, 2023 to have all the outstanding amounts cleared by the parents.

“By Thursday 28th September 2023, students whose tuition fees will not be paid in full run the risk of losing their places.

Only after paying the outstanding balance of tuition fees (penalties included) and the

K2,500.00 re-registration fee, and if there is space available in the class, may they be readmitted, ” the notice reads in part.

Russian Foreign Minister Sergei Lavrov accuses West of direct fighting in Ukraine

Western powers through their support to Ukraine have effectively entered direct fighting against Moscow, Russian Foreign Minister Sergei Lavrov said Saturday.

“You can call it anything you want, but they are fighting with us, they are straight-up fighting with us. We call it a hybrid war, but that doesn’t change things,” Lavrov told a news conference at the United Nations.

US President Joe Biden has repeatedly said he is seeking to avoid a direct confrontation with Russia, a fellow nuclear power, and will not send American troops. His administration has also distanced itself from Ukrainian attacks into Russia itself.

But Lavrov pointed to the billions of dollars in Western military equipment provided to Kyiv since Russia attacked last year, as well as US and British intelligence support and the presence of Western military advisors.

Westerners are “de facto fighting against us, using the hands and bodies of Ukrainians,” Lavrov said.

“I think everybody present here who pays at least some attention to… the situation in Ukraine knows very well that Americans, Britons and others are fighting, first of all, through providing more and more weapons,” he said.

He also pointed to the presence in Ukraine of Western mercenaries. The United States and several other Western governments say that they discourage citizens from traveling to Ukraine and that such fighters have gone on their own.

Lavrov was taking part in the annual United Nations General Assembly, where all eyes were on Ukrainian President Volodymyr Zelensky, who flew to New York to appeal for greater support against the invasion.

Zelensky on Wednesday addressed a special Security Council session, in which he demanded that Russia be stripped of its veto. Lavrov showed up well after the Ukrainian president had spoken.

“I watched it on TV. He seemed rather grim,” Lavrov said.

“But I have my own affairs to attend to. We all knew what he was going to say, so why waste time?”

Zelensky has promoted a 10-point blueprint for ending the war that would include a complete Russian withdrawal from Ukrainian territory — including Crimea, which Moscow seized in 2014 — and a special tribunal for accountability on war crimes.

Lavrov scoffed at Zelensky’s plan and denounced the United States and European Union for backing it.

“It is not realistic and everybody understands this, but at the same time they say this is the only basis for negotiations,” Lavrov said.

“We draw our conclusion that nobody wants to seriously show an understanding of what is happening,” he said.

On ending the conflict, “under these circumstances, if they say it’s on the battlefield, then fine, it’ll be on the battlefield.”

Zanu PF polling agents paid from CIO offices, exposing Zim election rigging

Zanu PF polling agents in Gutu have allegedly received their allowances from the CIO offices at Mpandawana in the clearest indication that the ruling party’s 2023 election project was run by State arms.

The international community has condemned Zimbabwe’s harmonized elections as rigged and a sham.

Analysts who spoke to The Mirror said the incident was not surprising because State arms are captured and there is conflation between Zanu PF and the State.

After being alerted by members of the public, Mirror reporters drove to the CIO offices next to Gutu Police Station this morning and found hundreds of polling agents and some FAZ members from four Gutu constituencies namely Gutu Central, South, East and West gathered there.

CIO Director General, Isaac Moyo said he was not aware of the issue when called for comment by The Mirror.

“I have no knowledge of it,” he said and cut off the call.

“We received our allowances from these offices a few days after elections. Today we were called on short notice and told to sign papers to confirm the receipts because there are allegations that some of us were shortchanged and did not receive the money,” said one of the agents to The Mirror.

The agents expressed disappointment that they were summoned to the CIO offices but were not given money for transport and food.

“Now that the elections are over, these people are starting to abuse us. They called us here but they are not giving us money for transport or food,” said another agent.

Opposition parties, in particular CCC complained that the CIO through a shadowy organization called Forever Associates Zimbabwe (FAZ) was in charge of running the elections and had taken control of the Zimbabwe Electoral Authority (ZEC).

FAZ caused havoc in Gutu District where the elections were heavily rigged as more evidence is emerging.

Presiding officers and in particular school heads who are members of Teachers4ED have been accused of masterminding the manipulation of election figures and harassing CCC agents and candidates at the polling stations.

CCC deputy spokesperson, Gift Siziba said the international community refused to endorse the harmonized elections because they noticed the State’s conflation with Zanu PF hence the elections were run by the ruling party.

“This election was run by FAZ not ZEC that is why all observer missions refused to endorse it. This also shows the conflation between Zanu PF and the State,” said Siziba.

Zimbabwe NGO Forum acting director, Wilfred Mandinde said the State should never be involved in political party business. He said the development where the CIO is carrying out financial transactions on behalf of a political party is shocking.

“We have seen arms of the State acting like paramilitaries of Zanu PF. This has to stop,” said Mandinde.

The Mirror was told that Zanu PF chief gents received allowances of US$200, roving agents US$160 and ordinary agents US$120. Zanu PF boasted before the elections that it had millions to spend on the plebiscite.

Gutu District probably suffered the most as it was harassed by FAZ operatives. Dozens of opposition supporters were jailed for merely exchanging words with FAZ. They only won their freedom after paying hefty fines.

CCC Gutu West candidate, Ephraim Murudu who is also a war veteran was fined US$300 which had to be paid immediately for an incident with a FAZ girl.- nehandaradio
