LISWANISO LISTS UPND ACHIEVEMENTS, CHALLENGES AS PARTY CLOCKS 2 YEARS

AS UPND clocks two years in power, the party’s national youth chairman Gilbert Liswaniso has listed the successes as well as the challenges of the New Dawn government.

Appearing on Lusaka’s Pan African Radio yesterday, Liswaniso acknowledged the economic difficulties the country was facing due to the huge debts left behind by the previous regime but emphasized that positive steps had been and were still being taken to change the face of Zambia.

He says under the watch of President Hakainde Hichilema and his UPND, the country was experiencing unprecedented peace in market and public places for the first time in more than a decade.

He said peace was an an important ingredient for national development and with the recent debt restructuring deal, government had some breathing space to stabilize the economy and improve the foreign exchange rate.

He said government’s focus now lay in working on mining policies and improving agricultural practices to boost the local economy and exports.

Liswaniso also addressed the issue of escalating food prices, attributing it to the actions of cartels who sought to frustrate the government’s efforts by exporting food to neighboring countries.

However, he assured the public that the government had intensified border patrols to prevent such actions and promised that those found wanting would face the law.

He explained that government had also addressed the concerns of farmers, particularly regarding the pricing of Soya Beans.

Liswaniso said the Ministry of Agriculture was actively seeking external buyers who would purchase soya beans at a good price, with the government facilitating the entire process.

Liswaniso acknowledged that fuel price adjustments were controlled by the international market, which influenced both increases and reductions while noting that this allowed the people to plan based on international market prices.

He said government also faced challenges in the health sector but had taken steps to rectify the issues.

He also said government had cleaned up the all procurement process by removing middlemen who frustrated and overpriced medicines.

“The responsibility for drugs procument and distribution has now been vested in the Zambia Medicine Regulatory Authority, ensuring fair access for all hospitals across the country,” Liswaniso said.

He emphasized that education was a priority for the UPND government, which had reintroduced free education, slashed or reduced school fees, and reinstated university student meal allowances.

Further, Liswaniso said government was in the process of revisiting the school curriculum through the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA).

Liswaniso also addressed concerns regarding labor laws, stating that the government was working on fine-tuning the existing legislation.

Additionally, Liswaniso said government had returned money to the people through the Constituency Development Fund (CDF), enabling communities to plan and implement projects according to their needs and priorities which has never happened before .

DIFIKOTI EXPLAINS HIS FEARS TO REMARRY

A DISTURBING video taking rounds on social media of a four-year-old boy showing off scars and fresh wounds sustained from the beating from a step mother has prompted Thomas Sipalo to share his fears on remarrying.

In a post on his Facebook page yesterday, Sipalo, a politician and comedian, disclosed that he lost his wife when his last born son was half a year old.

He explained that he managed to keep the baby single handedly.

Sipalo however, said “my fear to remarry was more on the welfare of the children than my own happiness. I had to sacrifice my own happiness for the sake of my small kids.”

He said the story of the boy whose mother died when he was less than a year “and the father remarried an abusive” woman is not only annoying but disturbing.

He wondered “how on earth” a grown up person could mistreat an innocent child like that.

“Where is the father when all that is happening? Does the father check how the child is being kept? Who else from the father’s side stays with them to monitor whatever is happening at home? Don’t even tell me that the father is innocent, he is as useless and heartless like his evil wife,” Sipalo said.

“…if he knew the baby was too young for him to be kept under his custody, why did he refuse the late wife’s family to take care of him up to a certain age? Keeping a small baby isn’t for small boys, it comes with a lot of sacrifice. I remember cutting off most of my works just to concentrate on taking care of my baby, my finances were paralysed for over two years. I could not travel out of Lusaka for any business or spend much time away from home.”

Sipalo vowed to fight the matter of the mistreated child with his blood.

“Sorry the matter of this boy has really affected me. I shall fight it with my blood. I am taking it personal, no parent would want to die leaving the child in such cruel hands,” he said. “Today am meeting the boy’s late mother’s side to get the whole story. If they’ve failed to take care of the boy tilipo tizasunga (we’re available to do so). We’ve done so before.”

Meanwhile, police have arrested Langiwe Ngosa, a 29-year-old woman of Appolo Baracks in Lusaka, who perpetrated the inhuman conduct on the juvenile.

Police spokesperson Rae Hamoonga said the victim sustained old and fresh beatings marks all over his body, a fresh cut on the right-hand forehead and left cheek.

Hamoonga said this occurred between May 2023 and August 05, 2023, at around 12:00 hours.

“Brief facts of the matter are that the victim, male juvenile aged four, was left in custody of her step mother Langiwe Ngosa by his father Justine Bwalya, a military officer, who is in Zambezi district on duty. The child was being beaten and abused by the step mother and this led to the military police at Appolo to report the matter to the police,” explained Hamoonga. “The suspect has since been arrested and detained in custody. A police medical form was issued, and the child is now in the custody of the Uncle Jean cloud Bwalya of Chawama compound.”

The matter was brought to light after a video believed to have been made by the boy’s teacher went viral on social media.

In the video, the boy told his teacher that the bruises on his face were as a result of beatings from the mother.

Commenting on the fresh wound on his hand, the boy told his teacher that the accused used a knife.

Asked where else he was beaten, the four-year-old showed the teacher his wounds on the stomach, back and thighs.

SO, HH WAS UPSET, BUT HE IS RIGHT TO BE UPSET OVER THE PRICING OF KKIA BECAUSE HE IS THE ONE FEELING THE HEAT OVER THESE LOANS.

I have taken note of the comments on social media regarding KKIA, particularly on my two posts around the subject.

I would like to comment to the many who expressed the view that the President has no right to condemn the Airport and call it a “sausage” because he uses the Airport and has been enjoying that usage, and some have gone on further to say “let him build his own airport.”

My short comment is that the President is an Accountant and Econimist, He understands the concept of a “GOING CONCERN” which Zambia as a nation is. Although the deal for KKIA was entered into by the PF Government, it was structured in such a way that it was build using Loans which would only be paid for by a subsequent government.

Many people do not understand that it is not the PF that paid for that Airport. Most likely, it is the UPND government that are going to have to pay for the two loans that were used to construct the Airport at an exorbitant cost of almost 400 million Dollars, instead of 150 million Dollars.

In other words, Yes the sausage is nice, and, Yes it is fresh, but it was it really worth buying at that price? In your own homes, can you tolerate a situation where you keep paying for 2Kg Sausage for the next 3 months simply because the person tasked to buy the sausage actually got it on credit from the grocery store were they agreed to pay for it at K200 per Kg, way beyond the normal price of about K70 per Kg? How would you behave if it were your house and you now have to choose between paying for school supplies and the sausage, and you can’t because the owners of the sausage want their money?

Remember that this government is in a hurry to deal with the issues of National Debt, in order to allow them to finally move to more pertinent issues like the cost of living, and particularly the prices of Milie Meal, Fuel and the exchange Rate.

As long as we keep paying for these expensive “Sausages”, it will take us a very long time to get down to the things that the masses want the government to deal with such as reducing the price of Milie Meal and other essentials.

Sixth Republican President , Dr. Edgar Chagwa Lungu this morning joined friends and family members in paying his last respect to his sister in-law Mrs Nelly Mumba at Christ our king Catholic parish in Kaunda Square.

The late Mrs.Nelly Mumba was the immediate elder sister to former First Lady Mrs. Esther Lungu. She died on Wednesday in Lusaka after a short illness.

During tributes at Leopards hill memorial park Mr. Mumba, described his late wife as a kind, loving woman during their 58 years of marriage.

“I am grateful for everything you did whilst we were together on earth my wife and now that you’ve left this world, words won’t describe the emptiness inside of me, but my consolation is that you’re with the Lord, my dear wife,” mourned Mr. Mumba.

Meanwhile, Mr Afraid Lungu, cousin to the late Mrs.Nelly Mumba thanked the former first family for their support during the difficult period.

The sixth (6) President was accompanied by Leader of the Opposition in Parliament Hon.Brian Mundubile, opposition chief whip Hon. Stephen Kampyongo and several PF functionaries who included former Cabinet Ministers, Permanent secretaries and Members of the PF Central Committee.

Former Postmaster asks court to quash jail sentence

FORMER Postmaster General Macpherson Chanda and two others have pleaded with the Economic and Financial Crimes Division-High Court, to set aside the two years jail sentence passed by the lower court, contending that there was no evidence adduced to prove that they fraudulently benefited from the Social Cash Transfer funds.n July last year, Mr Chanda was jailed together with two former ZamPost directors, Mr Best Mwaichi and Mr Isaac Kamwimba, by the Ndola subordinate court under the Financial and Economic Crimes Division on 13 counts of theft by public servant involving over K300 million.

Ndola Magistrate, Kaunda Sakwanda ordered the Attorney-General to recover, on behalf of the State, the K335 million Social Cash Transfer funds, which the three unlawfully diverted.

The three challenged the conviction and sentencing in the superior court raising seven grounds of appeal.

At the hearing of the appeal held yesterday before Judges Ann Malata-Ononuju, Pixie Yangailo and Vincent Siloka, the appellants’ lawyers argued that there was no relationship between the 13 counts levelled against the trio and the evidence produced by the prosecution (State).

They argued that the State failed to prove how the ex Post Master General and the other two benefitted from the accrued interest from the principal amount which was deposited in the said fixed account.

It was further contended the record showed that there was no amount of money that had left the coffers of ZamPost into the pockets of the appellants.

Counsel Jonas Zimba contended that their clients were subjected to an unfair procedure making the proceedings a nullity.

“I wish to stress the point that there is no witness on record that established any fraudulent conduct on the part of the appellants now before you. In the absence of such an element, it is my submission that failing to prove the key element of an offence should not result in a conviction. Sitting at the centre of the offences the appellants were charged with was an element of fraudulent conduct and that element was never proved,” he submitted.

Counsel Lawrence Matibini earlier also argued there was in fact tampering of witness by the State which undermined the integrity of the trial, but surprisingly the lower court was passive about it.

He explained that a witness, legal counsel Mulao Mwaba, who was subpoenaed to testify in the case by the lower court was interviewed by Anti-Corruption Commission (ACC) officer before he did so.

But deputy chief state advocate Ms Chipanta Mwansa submitted that the superior court tampers with the sentence upwards as the 24 months simple imprisonment was inadequate.

“The appellants sat in that meeting and decided to open another fixed deposit account where the Social Cash Transfer funds could go and earn interest before disbursement. It showed the intention to deprive the beneficiaries of that fund as they made profit out of that which was not in the interest of the public,” she said.

She argued that the indictment gave sufficient reasons as to the nature of the charge and the three took plea with legal representation and were convicted, therefore it was too late in the day to challenge it.

The court reserved judgement in the matter to November 1, 2023.

MAN JAILED 50 YEARS FOR SEXUALLY ABUSING DAUGHTER

A man of Linda Compound has been sentenced to 50 years imprisonment with hard labour for sexually abusing his own daughter with whom he even fathered a child.

Lusaka High Court Judge Catherine Lombe-Phiri said it was disturbing that Roderick Nyambe ,49, in consent with his wife, had sex with his biological daughter for a period of over eight years.

Nyambe pleaded not guilty to Incest Contrary to Section 159(1) of the penal code Chapter 87 of the Laws of Zambia.

The convict in his defence told the Magistrate Court that he started having sex with his daughter in 2016 because he wanted to be rich and have his business grow.

He said he and his wife Cherry Namungala had made an agreement that he be having sex with the daughter so that their business could grow.

He said they made an agreement to visit a witch doctor for charms who directed him to sleep with his daughter to become rich.

He said after he did what his friend Kakoli, a witch doctor instructed him, he became rich and had a lot of cattle.

“I told Mr Kakoli that I wanted to be rich and have a lot of money, he gave me herbs and gave me instructions to put in a 2.5 container and told me to drink for three days and my life will change, you will have good life and a lot of money,’’ he said.

He told the court that he did as instructed and within a short period of time he became rich and bought a hummer mill, built two bars in Chibombo and a house.

Nyambe further narrated that the witch doctor gave him another charm to put on the hill behind his house and all the cows in the neighborhood would run to the hill and he could find them the following day sleeping in his backyard.

‘’ I had so many cattle and I built a kraal but no one could come and question me about their cattle. I was so rich,’’ he said.

He said when the family discovered that he was sleeping with his daughter, they called a meeting and fined him K6000.

‘’We sat as family and they made me pay K6000 but by then I told them I never had cash and so I gave them half of the money and three goats. We planned with my wife when she fell pregnant that it was her classmate who impregnated her and we reported to the head teacher that her boyfriend had impregnated her,’’ he said.

He pleaded to the court to forgive him as he never knew what he was doing and that he was alone as his wife ran away from home after everything came to light.

Magistrate Judith Chiyaika convicted Nyambe of the offence in August last year and sent him to the High Court for sentencing.

Delivering sentencing, Justice Lombe-Phiri described Nyambe’s behavior as barbaric and criminal.

“From his disgusting and criminal conduct, the convict has destroyed not only the life of his own daughter but also the life of an innocent child. The stigma that will attach to the life of the child born to him and his daughter will take a lot of effort to normalise. Such resources may not even be available in our society and we leave it only to God to be present in the life of this child,” she said. –

As the UPND clocks two years in office today, they should take a sober reflection on how they have performed in addressing national issues more especially in the mining sector, charges Zambia for Unity Peace and Development President Ronnie Jere.

Mr. Jere says as the party in power celebrates some of their achievements in areas such as education, social programmes, they should also take time to reflect on how they have faired in resolving challenges in the mining sector.

Mr. Jere says in the coming few months, the UPND must focus on addressing challenges that are hindering the growth of the mining sector that is at the center of national growth.

“All of us are aware that the mainstay of our economy is mining sector. And so, we should be seen channeling our energy in addressing challenges in this industry. Therefore, as the UPND clocks two years in office today, they should sit down ad take a sober reflection on their performance more especially in the mining sector. They should be able to identify areas they should focus on going forward,” charged Mr. Jere.

“We expect nothing less than progressive ideas concerning our natural resources. We have key mining firms that are limping which if they were productive, we could have earned something as a nation. Our humble appeal to President Hakainde Hichilema is that please address the challenges at Konkola Copper Mines and Mopani Copper Mines on the Copperbelt. Stakeholders have voiced out enough on the need to revamp this important sector, now is the time to see results.”

He said the same energy the UPND government has exhibited in implementing programmes such as Constituency Development Fund (CDF), is the same energy they should show in revamping the mining industry. The same energy they exerted in making sure that our debt was restructured is the same effort we want to see in the mining sector.

“We are failing to understand why this important sector should be neglected in this manner when it should be in the driving seat in economic development. We should draw lessons from other countries that are also blessed with mineral resources and how they are taking advantage of them to develop their countries. We have been mining for many years and by now, we should understand the value of these resources and how we could use them to our advantage. This is the sector that can transform our country hence the need to deal with all the loopholes in the sector,” he concluded.

63 percent of Tanzanians happy with govt performance on economy

At least 61 percent of Tanzania’s population is happy with the government’s overall governance of the economy, a new survey has shown.

The Afrobarometer report by the Policy Research for Development (REPOA), however, shows that Tanzanians are concerned with rising prices and youth employment.

With Western powers imposing sanctions on Russia due to the war in Ukraine and, in essence, disrupting the supply chain for a number of imports, Tanzania, just like its peers in the region, has seen a rise in the prices of petroleum products, fertiliser, wheat flour, and cooking oil, among others.

The situation has become complex as the US adopts monetary policies that seek to control inflation, thereby making the Dollar expensive across the world.

But according to Afrobarometer, Tanzanians remain optimistic about the direction of the country as far as the economy is concerned.

President Samia Suluhu Hassan’s economic reforms, which are centred on attracting investments, give Tanzanians hope that the government is serious about boosting economic growth and creating jobs.

They are also positive about the government’s performance in service delivery.

Conducted in 2021–2023, the report released yesterday focused primarily on five areas, including economy, rule of law, preferred form of governance, democracy, and trust in public institutions.

Speaking to journalists after releasing the study results, REPOA executive director Dr Donald Mmari said 82 percent of respondents approve of the government’s performance in addressing education needs, while 69 percent of the citizens approve of the government’s provision of basic health services.

Again, the government’s performance in fighting corruption is perceived to be high, with 65 percent, despite a slight decrease from the previous survey.

However, major improvements have been recorded over the past fifteen years. “In general, this is the opinion of the people on the economic area.

Although they have seen that there is a challenge with inflation and employment, they still have faith in their government that it will continue to do well.

This means that the people are giving direction to the areas that public institutions need to work on,” he stressed.

Dr Mmari said the study gives an indication that there are areas that the government needs to work on despite the fact that the population is largely happy in several other areas.

This, he said, was because, despite exuding confidence in the government’s performance, only 45 percent of respondents were happy with job creation measures.

On democracy, a majority of respondents said that, though there are minor problems, the supply of democracy is high and citizens are happy with the way democracy works in the country.

They also expressed their optimism regarding the government’s take on freedom of expression, noting, however, that the government’s intervention must be considered in a situation where excessive freedom would lead to insecurity.

Reacting to the survey study, a researcher on gender issues, Ms Loreen Kiswaga, said the research was good and that it has shown how women are involved at various levels of decision-making.

She said the study has also shown how the people are satisfied with the development of the country, which, she said, is a big improvement compared to previous surveys.

“There are some challenges, as evidenced by the survey findings, and we hope the relevant institutions will work on them,” she said.

On the other hand, a researcher Mr Eric Thomas said the research has shown how the government serves its citizens compared to neighbouring countries.

Respondents from nine regions participated in the Afrobarometer survey.

Kenya diplomat to lead Commonwealth observers for Zimbabwe elections

Kenya’s Former Cabinet Secretary Amina Mohamed will lead the Commonwealth observer mission for the upcoming Zimbabwean elections on August 23.

The forthcoming elections hold immense significance for Zimbabwe’s political landscape, as citizens eagerly await the opportunity to exercise their democratic rights and shape the future direction of their nation.

As the elected leader of the Commonwealth Observer Mission, Ambassador Mohamed and her team will play a crucial role in monitoring the process, assessing its credibility and providing valuable insights into its integrity.

Approximately 6.6 million people are registered to vote in this year’s elections and will have the right to cast their ballots for the presidential candidate, candidates for both houses of the National Assembly and local councillors.

Notable step
Zimbabwe is currently in the midst of a process to assess its eligibility for readmission to the Commonwealth, and this election marks a notable step forward in Zimbabwe’s democratic governance.

In particular, this is the second successive mission by the Commonwealth Observer Group (Cog) to monitor Zimbabwe’s synchronised elections, following its suspension from the Commonwealth in December 2003.

Commenting on the establishment of the Cog, the Rt Hon Patricia Scotland KC underlined the Commonwealth’s unwavering commitment to the promotion of peaceful democratic governance.

“The Commonwealth’s commitment to the promotion of peaceful democratic governance is unwavering. Our engagement in Zimbabwe’s electoral process demonstrates our commitment to transparent, inclusive and credible elections. By adhering to the principles of the Commonwealth Charter, we aim to promote transparency, strengthen democracy and the rule of law, and safeguard the right of the Zimbabwean people to participate in their country’s democratic journey,” she said.

The Commonwealth Observer Group is a diverse and experienced group of individuals from a range of countries who have been appointed to observe the electoral process in Zimbabwe. This group of experts is expected to ensure the transparency, inclusiveness and credibility of the upcoming elections in Zimbabwe.

The observers will be in Zimbabwe from August 16 to 29 and will be supported by a team of Commonwealth Secretariat staff led by Joshua Setipa, Senior Director of the Strategy, Portfolio, Partnerships and Digital Division.

The Commonwealth is a voluntary association of 56 sovereign states, all of which are equal members of the Commonwealth. With a collective population of 2.5 billion, the Commonwealth represents a diverse tapestry, with over 60 per cent of its people aged 29 or under. The alliance spans the globe, uniting a range of economies from advanced to developing, and includes 33 small states, a significant proportion of which are island nations.

In June 2022, the Commonwealth expanded its family by welcoming Gabon and Togo as its 55th and 56th members, a significant step following Rwanda’s accession in 2009.

This enduring unity is a testament to the Commonwealth’s commitment to strengthening global cooperation, facilitating mutual growth and addressing pressing global issues.

Mnangagwa threatens Chamisa with state-sponsored violence should he challenge the outcome of the 23 August election results

Zanu PF President Emmerson Mnangagwa has threatened the CCC leader Nelson Chamisa with state-sponsored violence should he challenge the outcome of the 23 August election results.

Zanu PF has predicted a landslide victory in the elections.

Speaking at the annual service for Johane the 5th of Africa International Church in Mvuma, Mnangagwa warned foreign nations, which are darlings of the opposition, against interfering in the country’s internal affairs.


“Yesterday (Thursday) another man, I mean, a toddler said if he fails to win elections there will be chaos. If you did not breastfeed enough, go back to your mother if she is still there. If you don’t know democracy, go back and collect your school fees,” the President said in an apparent dig at CCC leader Mr Nelson Chamisa who has threatened chaos if he loses polls.


“It is true that among monkeys there is no young one that mingles with the elders. Let madmen play with fellow madmen, leaving sane people to play among themselves. We reject those who have tendencies to cause disruptions, who cause chaos and violence in our motherland,” he said.


The President said the country should continue to maintain peace so that Zimbabweans build their nation together in love, unity and harmony.
He said while there were rogue elements who may come preaching violence, Zimbabweans should ignore them.

“Now we have elections ahead of us on the 23rd of this month. We, the people of Zimbabwe are the ones who said we should have elections on that date. They should not interfere. The President described Zimbabwe as a champion of democracy and said no nation should dare teach it the democratic tenets.
“There are some people, maybe they will be drunk, who try to teach us democracy. We fought for it, we fought for independence, freedom and no one will teach us democracy because we fought for it ourselves.


“We brought this democracy, it is ours we shall keep it, no one will teach us. Teach yourselves in your own countries, your own democracy there. We will teach ourselves our own democracy,” he said.


As a God-fearing nation, the President said, Zimbabwe will remain a friend to all and an enemy to none.
“My Government will leave no one. This is why we have this philosophy at the local level to say ‘we leave no one and no place behind’ in our leadership. Internationally, we say we are a friend to all and an enemy to none, so those who choose to be our enemies that is not our choice it is their choice.


“We as Zimbabweans choose to be friends to everybody because we are Christians,” he said.
The President decried drug and substance abuse among youths, saying that scourge should be dealt with immediately as it destroys the country’s future.


“Now we have children who have become a menace due to drug abuse, but from time immemorial one generation after another, heritage would be passed, what is needed is to make the world better than we found it.


“So we are building our country so that we leave our heritage in safe hands. We cannot entrust it to drug addicts, who, if they take drugs, will be unconscious most of the time. We want them to have the zeal to work and respect parents, teachers, their country and to uplift and maintain our heritage,” he said.


President Mnangagwa highlighted that under the Second Republic, Zimbabwe will be built by its citizenry as evidenced by a record number of projects completed nationwide. Herald

Thousands of coup supporters rallied near a French military base in Niger on Friday, a day after West African leaders said they would muster a “standby” force in their efforts to reinstate the country’s deposed leader.

Fears also mounted for elected President Mohamed Bazoum, who was ousted by members of his guard on July 26, with reports saying his detention conditions were deteriorating.

Protesters near the base on the outskirts of the capital Niamey shouted “down with France, down with ECOWAS”, a reference to the West African bloc which on Thursday approved deployment of a “standby force to restore constitutional order”.

Many brandished Russian and Niger flags and yelled their support for the country’s new strongman, General Abdourahamane Tiani.

“We are going to make the French leave! ECOWAS isn’t independent, it’s being manipulated by France,” said one demonstrator, Aziz Rabeh Ali, a member of a students’ union.

Former colonial power France has around 1,500 personnel in Niger as part of a force battling an eight-year-old jihadist insurgency.

It is facing growing hostility across the Sahel, withdrawing its anti-jihadist forces from neighbouring Mali and Burkina Faso last year after falling out with military governments that ousted elected leaders.

Niger’s new leaders scrapped defence agreements with France last week, while a hostile protest outside the French embassy in Niamey on July 30 prompted Paris to evacuate its citizens.

– Fears for Bazoum –

The European Union and African Union joined others in sounding the alarm for Bazoum on Friday.

“Bazoum and his family, according to the latest information, have been deprived of food, electricity and medical care for several days,” said EU foreign policy chief Josep Borrell.

UN rights chief Volker Turk said Bazoum’s reported detention conditions “could amount to inhuman and degrading treatment, in violation of international human rights law.”

The AU echoed the concern, saying “such treatment of a democratically elected president” was “unacceptable”.

German Foreign Minister Annalena Baerbock warned that the “coup plotters must face harsh consequences should anything happen” to Bazoum or his family.

A source close to Bazoum said “he’s OK, but the conditions are very difficult,” adding that the coup leaders had brandished the threat of assaulting him in the event of military intervention.

Human Rights Watch (HRW) said it had spoken to Bazoum earlier this week. The 63-year-old described the treatment of him, his wife and their 20-year-old son as “inhuman and cruel”, HRW said.

“I’m not allowed to receive my family members (or) my friends who have been bringing food and other supplies to us,” the group quoted him as saying.

“My son is sick, has a serious heart condition, and needs to see a doctor,” he was quoted as saying. “They’ve refused to let him get medical treatment.”

– Intervention warning –

The Economic Community of West African States (ECOWAS) on Thursday approved the deployment of what it called a “standby force to restore constitutional order” in Niger following an emergency summit in the Nigerian capital Abuja.

Chiefs of staff from ECOWAS members will meet on Saturday in Ghana’s capital Accra, regional military sources said on Friday.

The leaders did not provide any details on the force or any timetable for action, and emphasised they still wanted a peaceful solution.

Under pressure to stem a cascade of coups among its members, ECOWAS had previously issued a seven-day ultimatum to the coup leaders to return Bazoum to power.

But the regime defied the deadline, which expired on Sunday without any action being taken.

Lady killed, womb removed after nightclub outing

The body of a young nurse was discovered without a womb after a night outing in Ibadan.

The nurse, Omoniyi Boluwatife, was found dead and evacuated by the Police in Ibadan, the Oyo State capital.

Boluwatife, a graduate of Lead City University was on Tuesday inducted into the Nursing and Midwifery Council of Nigeria, according to reports.

She had reportedly gone to celebrate her recent induction into the nursing profession at a nightclub on Tuesday night before she died.

In a recent viral video, the body of Boluwatife was seen on the floor.

A source who preferred to be anonymous told PUNCH Metro that prior to the night before the incident, Boluwatife had seen her mother off to the motor park after she travelled from Port Harcourt to join her in the celebration of her induction into the nursing profession.

He added, “Boluwatife was a member of my church, in fact, she gave testimony about her graduation last week Sunday after she cleared the carry-over course delaying her graduation.

She is a gentle person and to hear the news of her death broke me,” he added.

Reacting to the news of her death, the club where she reportedly went, Copacapana denied that the incident happened within their premise, adding that their management will not take responsibility for incidents that occur outside their premises.

In a press statement that was made available to our correspondent on Friday, the management, said, “It saddens our heart to hear about the tragic event that happened to some customers after leaving our facility.

“However, as a nightclub, we cannot take responsibility for incidents that occur outside our premises. Although, our thoughts and prayers are with the victims and their families.

Our nightclub prioritises the safety of all our patrons. Our venue is equipped with top-notch security systems making it one of the most protected facilities in the city of Ibadan.

Meanwhile, efforts to reach the Oyo State Police Public Relations Officer, DSP Adewale Osifeso, proved abortive as calls and messages put to his telephone number were unanswered as of the time of filing this report.

Chamisa won’t accept fake results

OPPOSITION Citizens Coalition for Change (CCC) leader Nelson Chamisa yesterday raised the stakes saying he would not accept defeat in the August 23 presidential election, but Zanu-PF accused him of stoking tensions ahead of the polls.

Chamisa, who narrowly lost to President Emmerson Mnangagwa in the disputed 2018 polls, was speaking on HSTV’s FreeTalk show yesterday. He said the forthcoming election was his to take.

“Let it be known that there is no way Zanu-PF is going to take leadership in this country,” he said.

“We can’t lose, we will not accept fake things. Victory is ours. We will win this election.

“Anything that is announced outside our victory is a lie, its fiction.”

Zanu-PF acting director of information Farai Marapira said Chamisa ran the risk of stoking political violence.

“When the law states who has won, whether someone agrees with it or not, they will have to get used to the idea,” Marapira said when contacted for comment.

“These statements are made to incite, but we know this is the modus operandi of the opposition.

“They are always trying to incite and bring up hatred among the people of Zimbabwe. Clearly, the statements by Chamisa shows that he knows he has lost and he is now trying to prime his supporters for violence.”

Mnangagwa last week said he would not lose sleep on election day as he has already won the polls judging by the massive attendance at his star rallies.

Already, the ruling party has won some council seats uncontested after Chamisa’s party failed to field candidates.

However, Chamisa said there was no way Mnangagwa could be re-elected.

“That’s an impossibility. We are not professors of theory, we talk about practical things,” Chamisa said.

“We are the next government, there is no doubt about that. You can go to analysts and professors, those are the ones who can give you different scenarios.”

In 2018, Chamisa said the polls were rigged and approached the Constitutional Court for recourse.

He lost the appeal, but refused to concede defeat saying Mnangagwa was illegitimate.

“We will not allow lies to prevail. Lies have always been fought throughout history and we will fight this one,” Chamisa said.

“The best court to announce and define an electoral winner is the people’s court and electorate.

“That is the highest court in elections, any other court is a surrogate court and we are going to win in that court, the court of the people, the court of public opinion, the citizens court.”

Chamisa accused Zanu-PF of banning his rallies and intimidating his supporters fearing an election defeat.

“Zanu-PF doesn’t have strongholds. Zanu-PF uses violence, intimidation and terror on our traditional leaders, on our citizens to try and perpetuate their rule,” he said.

“We will fight to the last dot. We have always known that the odds are staked against us.

“It doesn’t mean that when we participate, we are happy with what’s happening.”

Zelensky dismisses military recruitment officials in response to frontline bribery scandal

The dismissed ‘military commissars’ and other officials who have shoulder straps and in respect of whom no evidence of crimes or violations has been found, if they want to keep their shoulder straps and prove their worthiness should go to the front.”

Zelenskiy did not address another reported case of alleged corruption highlighted by the Ukrainian media, this time involving the Ministry of Defence.

According to documentation reviewed by the investigative news website ZN.ua, the Ministry of Defence purportedly made excessive payments for summer camouflage gear from Turkey, which were then presented as winter coats for the soldiers.

Based on documents reportedly obtained by ZN.ua, a batch of 4,900 jackets that should have logically amounted to $142,000 were astonishingly procured for $421,000.

The report alleges that the surplus money was retained by the Turkish company that provided the goods, and interestingly, the company is owned by a Ukrainian hailing from the southern city of Zaporizhzhia.

As of now, the Ministry of Defence has not issued any response to these allegations.

Back in June, Ukrainian security services initiated an investigation into Vyacheslav Shapovalov, a former deputy minister of defence, and Bohdan Khmelnytskyi, a previous head of the state procurement department within the defence ministry. This investigation revolved around the procurement of substandard winter attire from foreign sources. It remains unclear whether these two cases are interlinked. Both Shapovalov and Khmelnytskyi have adamantly denied any misconduct.

These corruption scandals have surfaced at a time when Ukrainian armed forces are facing mounting pressure due to a Russian offensive in the eastern Kharkiv region, located in the northeast of the country.

The Russian defence ministry reported on Telegram that, in addition to other clashes, 20 Ukrainian soldiers were tragically lost in attacks within the Kherson oblast in the southern region.

Tragedy also struck on a civilian level, with an eight-year-old losing their life as a result of a Russian missile striking a residence in western Ukraine’s Ivano-Frankivsk region, approximately 60 miles from the Polish border. Leader of the opposition Socialist Party (SP) Dr Fred M’membe has taken the Inspector General of Police Raphael Musamba to court for defamation.

During a briefing on Tuesday, the IG accused Dr M’membe of inciting peace-loving Zambians into a civil disobedience.

He said that police will not sit and watch an individual whose utterances are hell bent on causing anarchy in the country.

Mr Musamba said the bringing of military coups or “let me just say the relevant of coups from West Africa into this country we are wondering if this is the philosophy of socialism…”

“Zambia Police Service has an obligation to defend the Constitution at any cost and it will do even if it takes some stain measure such as smashing the rebellion which we know is carefully being instigated by the Socialist Party.”

In an affidavit in support of complaint filed in the Subordinate Court of the First Class for the Lusaka District, Dr M’membe said the conduct of the accused is criminalized under section 191 of the Penal Code CAP 87 of the Laws of Zambia.

He said by virtue of Mr Musamba’s position in the Police Service, a compliant by the opposition leader lodged at any police station cannot be objectively acted upon because of the same.

The briefing Dr. M’membe is referring to where the Police IG is alleged to have defamed him took place on the very day he was detained at Woodlands Police Station in Lusaka.

INCREASE MCPHERSON CHANDA’S JAIL TIME FOR STEALING SOCIAL CASH TRANSFER, DEMANDS ACC

THE State has asked the Economic and Financial Crimes Court to increase the jail time imposed on former Zampost master general McPherson Chanda and two others for theft by servant when they diverted Social Cash Transfer Funds amounting to K335,108, 834 without lawful authority.

During hearing of their appeal, Chanda and his accomplices admitted having diverted the funds which were deposited into a fixed bank account in order to accrue interest.

The convicts claimed that the interest that was amassed was used for operations to service the public in rural areas.

On July 7,2022 Ndola magistrate Kaunda Sakwanda sentenced Chanda and his accomplices Best Mwaiche director finance and Isaac Kawimba director operations at Zampost to two years simple imprisonment in a matter where they were facing 13 counts of theft by servant.

Magistrate Sakwanda entered a statutory judgement in favor of the Attorney General to reclaim the K335 million.

The convicts withheld Social Cash Transfer Funds in a fixed deposit account whenever the money was due for payment to the intended beneficiaries, for seven days in order to amass interest, without consent from the Ministry of Community Development and Social Services.

The three challenged their conviction in the Economic and Financial Crimes Court on four grounds.

They argued that magistrate Sakwanda erred in law and fact when she found that the prosecution had established a case against them beyond reasonable doubt.

Chanda and his accomplices said magistrate Sakwanda erred in law and fact when she entered statutory judgement in favor of the State to recoup the K355 million having found as a matter of fact that Zampost had only received K98 million as Social Cash Transfer Funds from the ministry of community development and social services.

However the Director of Public Prosecutions equally appealed the sentence on reasons that it was compassionate and not in conformity with the rules of sentencing.

The DPP said magistrate Sakwanda was sympathetic in meting out punishment on the convicts.

Submitting before judges Anne Ononuju, Pixie Yangailo and Vincent Siloka the convicts’ lawyer Lawrence Matibini said the jailing of the three was erroneous as the evidence adduced did not speak to the particulars of the offence.

He said Chanda, Mwaiche and Kawimba were wrongly convicted of the subject offences as the acts complained of were done in good faith during their course of duty.

“The record will show that there was no amount of money that had left the coffers of Zambia Postal Services into the pockets of the appellants,” Matibini argued.

“In the absence of any finding that there was money which was stolen and that money went into the pockets of the appellants, that decision was wrong at law.”

Jonas Zimba who is also representing the accused argued that the convicts were unfairly tried.

He said the subjection of a person to an unfair procedure makes the proceedings a nullity.

Zimba argued that no witness proved fraudulent conduct by the trio and the failure to prove the key element of an offence should not have resulted into a conviction.

He said the charges were in relation to theft by public servant and not theft by conversion.

“Will this court allow that the person is charged for a different offence and the conviction is based on a different offence? conversion is a very specific term and falls far away from the evidence and proceedings on record,” Zimba said.

“It is the appellants plea that the appeal succeeds and that they be acquitted.”

ACC prosecutor Monica Mwansa said the particulars on record gave sufficient and reasonable information relating to the nature of the charge and the appellants took plea with legal representation and were ultimately convicted.

She said it was too late for the trio to challenge the indictment.

Mwansa said findings of facts cannot be reversed by the appellate court unless the convicts can show that the finding of facts is irrational based on misapprehension.

She said the siphoning of the Social Cash Transfer Funds was meant to invest the money and make profit out of it.

“The conduct which the trial court found as an overt act was intended to deprive the beneficiaries of the funds and made interest out of that and was certainly against the interest of the public,” Mwansa said.

“They cannot blame anyone for not having rightly advised them as they were not supposed to hold meetings over the funds whose destination was clearly stated in the contracts.”

She said because funds were diverted, the intended beneficiaries who were relying on the same were prejudiced.

“It is the prejudice on the beneficiaries that is causing us (ACC)to move this court to exercise it’s powers and increase the sentence,” Mwansa proposed.

“The sentence they (appellants) were convicted for is upto 15 years and the 24 months simple imprisonment should be considered as a sentence totally inadequate and should induce a sense of shock on this court. It is in good cause for the Court to tamper with the sentence.”

Daniel Ngwira said the Economic and Financial Crimes Court is not the proper forum to address matters relating to the violation of constitutional rights.

He submitted that Chanda and his accomplices did not act in good faith as Zampost was mandated to disburse the social cash transfer funds within 72 hours.

“The inference to be drawn is that the money was put in a fixed deposit account longer than the period in which it was to be disbursed therefore the appellants acted in bad faith of the highest order,” Ngwira said.

“The bank statement for Zampost showed that on October 9, 2017, after interest was accrued at seven percent the bank statement is not indicating were the interest went. There is no documentary evidence of how the interest was utilized.”

He said the lower Court was on firm ground when it found that the trio did not act in good faith.

In reply Matibini said the funds could not be disbursed because the payment schedule was not sent on time by the ministry.

“Because they did not receive schedules on time financial management dictated that they make a decision in the presence of counsel to keep the money and earn interest,” Matibini insisted.

“Section 38 of the public finance Act of 2004 dictates that publi corporations should run in an efficient manner so that they make profits and pay dividends to the government.”

He claimed that the interest was used to sustain the operations of Zampost to the benefit of the large majority of the people in the rural areas were postal services are a necessity.

Zimba added that at the time the money
was sent to Zampost there were no beneficiary or schedule that was sent to the institution.

“It would be absurd to state that there was a beneficiary that was prejudiced because there was non,” said Zimba.

The court has reserved judgement for November 1, 2023.

For this miscalculated mishap, the officer who was in charge of Cashiers, was charged and dismissed from employment for dishonest conduct after appearing before the Disciplinary Committee. He had a reason though for his action but the Committee did not think it was relevant to rebut the charges.

He then sued the Roads Transport and Safety Agency (RTSA) in the High Court for wrongful dismissal and demanding for damages for embarrassment, mental anguish and gratuity. He contended that he kept the money in the container as he thought it was more safer there after he found the offices were not guarded around 20:00 hours when he knocked off.

The High Court Judge who heard his case threw it out saying he did not dispute the fact that he breached procedure on how to handle RTSA monies – which are government funds. He also did not inform his superiors when making the decision to put the money in the container instead of the safe in the offices.

Dissatisfied with the High Court Judgement, the cashier launched an appeal in the Court of Appeal.

A three member panel of Judge analyzed the case and held thus;
“It is not in dispute that the Appellant did not secure the revenue in the safe but elsewhere,” the Judges observed in their 24 page Judgement.

The officer had contended that under the new employment law (Section 52 of the Employment Code), the burden lies on the employer to prove the allegations that he removed the money from the RTSA premises without authority.

“We hold the view that the Respondent did prove that there was a valid reason for termination of employment and that a valid reason was given for the dismissal,” the Court held.

The Court stated that there was no wrongful dismissal as the offence which the officer was charged with was proved at the disciplinary hearing and that he did not dispute the facts against him except for the exculpatory explanation.

“Therefore, we are of the view that the a substratum of facts existed to support the charges and dismissal of the appellant from employment,” the Court said.

Case citation Ian Mpundu v Road Transport and Safety Agency – CAZ Appeal No. 107/2021 and judgment delivered 21st July, 2023.

Such cases always attract debate as to whether other alternative punishment should have been considered especially that he did not steal the money. But then, the charges he faced called for instant dismissal if found guilty.

President Hakainde Hichilema has called on the Ministry of Local Government and Rural Development and other stakeholders to help in establishing settlements that have all functionaries as opposed to demolishing such as is the current situation.

President Hichilema said it was not the government’s wish to see structures put up on land without proper regulation and then later on get destroyed.

The President wondered how the country cannot experience disasters where floods affect areas in unplanned settlements and areas not suitable for human habitation.
“The rule of law must always be held. Let us improve unplanned settlements and put up infrastructure. If there is a need to compensate some affected families let us do so,” the President stated.

The President who officiated at the 8th National Planners Conference organised by the Zambia Institute of Planners called for consolidation of skills among planners in order to respond to the current challenges.

“I am asking you as planners to consolidate plans and not work in isolation. You will fail if you narrow yourself,” said President Hichilema.

The Head of State urged the institute to grow the organisation and come up with holistic plans which the government is ready to support.

“Let us integrate plans which are rational and consolidated. We must not do things in a lazy way, “he pointed out.

Mr Hichilema reminded the meeting that his administration wants to inculcate a culture of planning that was encompassing.

The President stated that with the availability of increased resources such as the Constituency Development Fund, there must be efficiency and effectiveness in approaching development.

The Head of State also called on the planners to work with the government in combating corruption at every level.

He further urged them to uphold professionalism so that the institute contributes to the development of the country.

Speaking earlier, Minister of Local Government and Rural Development Gary Nkombo thanked the President for gracing the occasion saying he was the first Head of State to attend the institute’s conference.

Mr Nkombo said that the presence of the President underscores government’s commitment to working with everyone in bringing development.

He pointed out that planning was a very important process which no government cannot do without if it is to succeed.
The Minister also reiterated his resolve to uphold the law in ensuring that there was sanity in the country.

And Zambia Institute of Planners President, Busiku Sulwe appealed to the President to set up an office of the special advisor to the president on planning if development is to be enhanced.

He said this will help the Government in scrutinizing plans and ensure they correspond in achieving the country’s development objectives.

Mr Sulwe said uncoordinated planning in the past has resulted in poor development in the country.

He said integrated planning was the main solution to unlock development.

Mr Sulwe stated that despite the country having a number of planners, many of them worked in isolation.

President Hichilema was in Livingstone today where he officiated at the National Planners Conference whose theme is “Unlocking barriers to social economic development” at Radisson Blu Hotel.

Economic Front (EF) leader Wynter Kabimba says not every opposition leader being arrested is being persecuted by those in government.

“I take a different view myself from that general view. I personally think that every citizen of this country, including political party leaders, including opposition political party members must abide by the law in whatever they say, do or act,” Kabimba was quoted saying the country has had cases of opposition party leaders claiming that they were being persecuted because the President wished so yet they get acquitted. “So if it is the President who is directing that, how come you have been acquitted? You have been acquitted because you didn’t commit an offence. I am eccentric myself and if there is anything that God didn’t give me, he didn’t give me too much of emotions. And also I don’t think from the crowd. So I don’t get easily excitable that when the whole country is excited about something, I should also get excited.”

Kabimba said it doesn not mean that “because we are all in the opposition and therefore we think the same.”

“Who says that an opposition political leader cannot committ an offence? Who says that Wynter Kabimba as an opposition leader can’t commit a traffic offence? Who says I can’t commit any other offence under the provisions of the criminal code and if I am arrested that can only be political?” Kabimba asked. “Who says as a matter of principle that if I’m an opposition political leader therefore any offence that I commit must be politically inclined? There is no principle like that. As an opposition political leader I am a citizen of this country and I am therefore amenable to the laws of this country. So if I beat up my wife I have committed an offence … If I criminally defame somebody, I have committed an offence. Just as somebody in the ruling party may commit the same or similar offences. So the principle that when I am arrested as a political leader it means that it’s political persecution or it’s political injustice, that’s the principle that I don’t agree with.”

One of the most frequently asked questions that I have continued to face over the years and even up to today by some of my most loving followers on the one hand, and some of my most critical skeptics on the other is this:

Question: Dr Nevers Sekwila Mumba, why did a fair, reasonable President like Levy Patrick Mwanawasa Fire You? 🙆‍♂️🤷‍♂️

I usually laugh to myself and avoid discussing this, and other issues concerning my relationship with my former boss mainly for three reasons.

1. Firstly, it is because President Mwanawasa and myself later resolved the issues and simple misunderstanding that had ensued and caused him to fire me unceremoniously and we actually reconciled. In addition, He is not here to either confirm or clarify this position himself and so it remains a case of my word against that of those who choose to claim otherwise.

2. Secondly, I believe that a lot of years have since passed and, remember guys, I was only about 43 years old at that time. Today, I am a senior citizen and I know that bringing up such issues that happened years ago would only serve to derail us from discussing more pressing and relevant present issues, and also just fuel a hunger for gossip and an immature witch – hunt, all of which are are not necessary.

3. Thirdly, I really don’t understand the obsession some of you have over my being fired. Why was I fired? I DON’T KNOW!Asking me why was was fired over twenty years ago is like asking Jesus Christ why He was betrayed by Judas Iscariot. It is like asking the question that if he was such an innocent man, why did an otherwise fair Judge like Pontius Pilate find him with a case to answer? and why did Pilate have to wash his hands to signify that there was nothing further he could do? Sometimes these things happen fairly, or unfairly.

It is like Somebody going to ask President HH why he was incarcerated for months and charged with Treason, Or asking him why he was never allowed to proceed with his programe when he went to Chipata Airport. I can tell you that he probably doesn’t know why these things happened to him up to this day..

You will recall that Former President, Kenneth Kaunda is known to have, at one time, famously gone on hunger strike, declaring that he he would only eat when President Chiluba and his ‘Movement for Mandrax Dealers, the MMD,” told him exactly why they had arrested him on Christmas Day!!. Dr. Kaunda eventually called off his hunger strike, after being convinced and talked to by some very, very, high up and notable regional Statesmen. But, we are well aware that He still went to the grave never knowing why he got arrested on Christmas day.

In fact, some of you who keep asking me this question were still in school when I got fired, you have have since seen your own parents get fired or face retrenchment and yet nobody, not even you, have ever asked them why they got fired. 👈

Some of you have since finished school and you have gotten employed, and you have also already gotten fired more than once in fact, and yet you keep focusing on one case of me being fired… IYO KWENA 😅🤣…Mwebena Zambia Mulibakulekafye….🤷‍♂️🤷‍♂️🤷‍♂️

It is what it is. Life sometimes takes us through paths that we will never understand during this side of heaven. Someday, we will know and understand it all, perhaps, but for now, Let’s just say, like you young people these days say:

Chiyeso Lungu U-turns on having her graft case dismissed for irregularity

FORMER president Edgar Lungu’s daughter Chiyeso has now backtracked on her request to the Economic and Financial Crimes Court, to have her ‘corruption’ case dismissed on a technicality.

Lungu’s daughter informed the Court that she will wait on the office of the Director of Public Prosecutions (DPP) to serve her the notice of motion so that she can fight it out with the State and prevent it from depriving her of her possessions.

Chiyeso asked Court to throw out the case in which the State wants to grab her properties worth K9.3 million on suspicion that they were amassed through graft.

She said the Director of Public Prosecutions Gilbert Phiri has instituted an action against her yet he fas failed to serve her the court documents.

In her affidavit in support of summons to set aside proceedings for irregularity Chiyeso stated that she is ignorant about the reliefs sought by the State because she has not been served the originating notice of motion relating to her ‘graft’ case.

But in an affidavit in support of summons to set aside proceedings for irregularity, Emmanuel Khondowe a senior investigations officer at the Drug Enforcement Commission said when effecting service of the Court documents he notified Chiyeso about the nature of the application to alert her so that she can prepare defense.

He said there was no neglect to serve the notice of motion.

Khondowe said Chiyeso was was fully aware of the law suit and equipped to offer a valid response.

When the matter came up for a status conference the Court indicated that it could not endorse Chiyeso’s summons as the particulars of the notice contained issues to do with a similar case involving her brother Dalitso.

According to the documents the parties in the summons indicated the State and Chiyeso but the particulars of the same indicated Dalitso and his company.

Chiyeso’s lawyer indicated that the former plot one baby had a change of heart in having litigation ended on a technicality.

She said she is eager to take on the State and prove that her two farms with a high-cost house, four chicken runs, Crest lodge and three flats in Lusaka’s State Lodge area, worth K9, 375, 438.62, which was acquired between 2013 and 2021, were not amassed through grand corruption when her father served as the republic’s sixth president.

In this case the DPP has moved a motion of a non conviction based forfeiture order in the Economic and Financial Crimes Court seeking a relief that Chiyeso’s property be forfeited to the State.

Khondowe on behalf of the DPP argued that the former president’s daughter has assets that are disproportionate to her income neither did she have viable sources of income.

Hichilema Had No Plan To Fix Zambia, It Was All Rhetoric- Fred M’membe

HICHILEMA HAD NO PLAN TO FIX ZAMBIA, IT WAS ALL RHETORIC

What’s the problem with KCM and Mopani? What’s troubling Mr Hichilema’s government?

We would like to remind them that the delayed capitalisation of the two mining operations has been and is too painful for Zambia, especially for the residents of the Copperbelt Province. Statements to the effect that the delay is “because the government wants to safeguard the interests of Zambians” are hollow and deceitful because it is clear that Mr Hichilema and the UPND had no plan to “fix” any challenges Zambia was facing before they were elected, and now the problems have grown bigger.

On KCM, the trouble is that Vedanta has spent money and promised to be given back the mine based on agreed terms, including some Key Performance Indicators that Mr Hichilema’s government has included in the draft agreement.

The Key Performance Indicators include the following:

  1. An investment of more than $1 billion to develop KDMP;
  2. Salary and wage increments for KCM staff;
  3. Assume and pay-off debts owing to suppliers and contractors to KCM. These will be mainly debts incurred by the Provisional Liquidator and may be upwards of $300 million, excluding the electricity bill.

Should the Key Performance Indicators not be met, Vedanta will be compelled to offer its shares in KCM to ZCCM IH at a price. It would appear it is the asking price from Vedanta that might now be delaying the conclusion of the deal.

Vedanta is asking for upwards of $2.75 billion should the government invoke the Article to takeover the mines if Vedanta fails to attain certain Key Performance Indicators. It is incomprehensible that such an Article would even be considered because one wonders what safeguard measures have been put in place to safeguard GRZ/ZCCM IH/ and the people of Zambia, who are the ultimate beneficial shareholders in ZCCM IH, from Vedanta should Vedanta deliberately underperform so that ZCCM IH triggers the Articles for the Vedanta shares to be sold to ZCCM IH in the name of not meeting KPIs for Vedanta to automatically be owed $2.75 billion by ZCCM IH.

Should this information we have be true, then this imminent deal between Mr Hichilema’s government will surpass the Lungu government’s $1.5 billion deal with Glencore over Mopani.

Noticeably, there is something fishy about this deal and it can only be because Vedanta may have parted with some money to allow for such a bad deal against Zambians to be tabled for finalisation.

It cannot be wrong to assume that this deal might have an upside for some government officials pulling strings to make it happen. Your guess is as good as mine as to what level such deals are given the go-ahead.

As for Mopani Copper Mine, it appears that after almost concluding with a Chinese group, the government has reopened the bid process by allowing a possible last-minute entry to be considered for its acquisition.

Whatever the reasons, it is now two years since Mr Hichilema was elected into office to manage Zambia with the promise that “Bally will fix it”. It appears Mr Hichilema either underestimated the challenges Zambia is and has been facing, or that may be “Bally” had no plan even after being given 16 years to prepare for the job.

Board Members are usually persons of high caliber professionals with requisite industry and corporate experience, and are distinguished non-partisan persons with personal good record and help bring supervisory role to Chief Executive Officers and their management and staff.

President Hakainde Hichilema didn’t take the above as necessary consideration when he proceeded to dissolve and flush out all boards of state-owned enterprises and state agencies as soon as he assumed power.

He could be forgiven as he was expected to put up his own teams.

The previous members were deemed or accused of being members of the Patriotic Front.

It is therefore interesting that those he since appointed are now being fired or are resigning just a few months into their roles.

I can guarantee you that there is probably nothing wrong with the board members.

It’s with the President who is usually reported to interfere, meddle, encroaches, undermines, micro-manages and ignores reporting structure and corporate hierachy in the name of attempting to bring efficiency.

Just note the Energy meeting he personally hosts especially with investors, probably meetings that should be done or held by his boards or CEOs at the Ministry of Energy, or ZDA, IDC, or ERB, or ZESCO, or REA and others.

It is no wonder that there has been dismissals or resignations in such a short period.

Those that recently resigned or fired include;

  1. Perry Mapani-CEO-IDC.
  2. Arthur Ndhlovu -IDC.
  3. Nitesh Patel-IDC
  4. Dolika Banda-ZCCM-IH Board Chairperson.
  5. Jack Kalala -ZNBC Board Chairperson ( ratified by Parliament).
  6. Brenda Likonge Makai Mulenga -Rural Electrification Authority( REA) Board Chairperson.

Clearly this is a worrying trend.
We must ensure that we provide for statutory security of tenure and insulate such members from executive embarrassment if we are to secure the investment and roles that agencies and state-owned enterprises play in the growth of our economy.

Lusaka (10.08.2023) The suggestion made by Mr. Emmanuel Mwamba that President Hichilema should arrest the economy rather than the opposition leaders raises significant issues that demand careful consideration. This is so because managing an economy is not equal to maintaining the rule of law.

It’s a pity that, Mr Mwamba whose political party led to economic predicament, faced today wants to use every opportunity to vent his bitterness of the loss of 2021 general elections on President Hakainde Hichilema by combining two different issues dealt by separate institutions.

While it is reasonable that people may have different opinions on how to handle economic difficulties, The task of managing an economy can still not be compared to that of maintaining the rule of law through law enforcement.

It is crucial to understand that the economy is a complex system affected by many local and international elements, including long-lasting policies and foreign market dynamics. Making the transition from a difficult economic condition to a road of recovery takes serious leadership, consideration, commitment and teamwork.

Additionally, the claim that the President should “arrest the economy” may ignore the crucial responsibilities played by policymakers, economists, and international financial institutions in coordinating economic growth and change. Even if President Hichilema’s administration is actively tackling economic concerns, their complexity prevents them from being reduced to a single course of action.

It’s critical to distinguish between issues involving economic management and law enforcement. The President’s duties include managing the country, formulate right policies and engage other stakeholders to direct the nation’s economic recovery.While the Law enforcement agencies are responsible of upholding the rule of law.

We as members are happy that, President Hichilema and his government have so far made progress on recovering the economy by facing it head on and are now working towards reducing the cost of living.

Mr M’membe’s recent detention for words that could instigate unrest as noted by police highlights a thin line between freedom of expression and societal cohesion.

In conclusion, any administration has various issues to deal with but as a leader, the President is committed to addressing economic problems through wise and calculated policy choices, with law enforcement agencies maintaining the rule of law

Lusaka lawyer Makebi Zulu has described Inspector General of Police Graphel Musamba as a political cadre inserting himself in political matters to the service of his masters.

Speaking with Daily Revelation on the arrest of Socialist Party (SP) leader Dr Fred M’membe, Zulu, who started his response by jokingly asking if he could first send a bill for offering his legal opinion to buy a meda of mealie given the very high cost of living as “things are hard in the new dawn”, told Musamba to sober up as he is now playing politics.

“I hope he sobers up and knows that his job is to serve and protect the citizens. And serving the citizens and protecting the citizens also means protecting the personal whims from our leaders. He can’t say you go and arrest that one and he gets up to go and arrest. He must be able to protect citizens,” Zulu said, adding that Musamba does not necessarily have to agree with citizens but it’s his job to protect them.

He said one may not agree with what Dr M’membe said, but he has the right to say what he said.

“He has a right to say it in whatever context he said it, he has a right to say whatever opinion and views he holds. So this offence of wanting to arrest someone for having a contrary view or a view that endangers your stay in power is unconstitutional to say the least. So he must be able to express himself freely, and he must be able to stomach the view whether you like it or not,” Zulu said. “So if he’s going to liken it to the issue in Niger or anything, that is not the basis of it all. The basis is saying that okay, the mealie meal prices have gone up. You said we were going to be buying at K50. All these things you have failed to govern. Police arrest soldier’s wife for brutalizing orphaned step-son

POLICE in Lusaka have taken into custody a wife of a soldier for disfiguring the entire body of her four-year old step son with ugly scars of physical abuse.

Last evening, a video of an abused child identified as Ian Bwalaya surfaced on Facebook.

In the said video, Ian innocently revealed that a woman he referred to as “mommy” had used various weapons including a knife and a handle of mop to inflict pain on him.

Ian was recorded by a concerned teacher in school he attends who said she had noticed the boy was a victim of physical abuse.

The teacher pulled up Ian’s shirt to reveal ugly scars inflicted by whips all over his body.

His legs and bottom bore similar torture marks while he revealed that the bandage on his hand was because of injuries caused by a knife.

The video caused widespread public furore with many wondering who would cause such harm to an innocent sweet looking child, like Ian.

But upon seeing the video, Christopher Bwalya, a Zambia Army military police officer of Appollo Barracks, identified Ian as the son of his workmate,Justine Bwalya who has been away on national duty in Zambezi District since May.

In military fashion, Christopher jogged to Marcopolo Police Post where he told officers that his neighbours son had been a victim of violent abuse at the hands of his step mother whom he identified as Langiwe Ngosa aged 29.

Christopher revealed to officers that Ian’s biological mother was late.

Upon receiving the report, officers wasted no time as they immediately rushed to Appollo Baracaks and to Ngosa’s house where they found her perched on a couch switching DStv channels between ZeeWorld and Nigerian movies.

She was immediately arrested and taken into custody while Ian was handed over to his father’s relatives in Chawama Compound.

Zambia Police Service spokesperson Rae Hamoonga confirmed Ngosa’s arrest last evening saying a medical form was issued to the abused child.

Chavuma: Minister of Youth, Sport, and Arts Elvis Nkandu has empowered over 200 youths with loans, while 10 others have been boosted with 10 motorbikes in the Chavuma district of North Western Province.

Mr Nkandu said it was with great honour to hand over empowerment of such magnitude to youths who have shown interest in venturing into different businesses in the province.

He charged that unemployment remains a huge concern for youth across the country.

Mr Nkandu, who is also a Kaputa Member of Parliament, said high levels of unemployment signified the government’s huge task of providing for a highly dependent population, adding that it was vital to accelerate interventions aimed at supporting the youth.

He further added that the New Dawn government, led by President Hakainde Hichilema, was cognizant of the pivotal role played by young people in national development.

“I would want to assure you, our youths of Chavuma, that the UPND Government has prioritized the need to harness the potential of our youthful population towards Economic development. This is the reason why I have come to empower you so that you help the government achieve the economic transformation agenda,” said Nkandu.

The lawmaker said the government remains committed to creating opportunities for jobs and wealth, especially for youth in high-yielding sectors, through various youth empowerment initiatives.

Falcon News Reports that Mr Nkandu was speaking during a handover of motorcycles, loans, and jerseys to successful youth beneficiaries in the Chavuma district of North Western Province.

Speaking at the same event, Chavuma district commissioner Geoffrey Kasonda hailed the government for empowering Chavuma youths.

Mr Kasonda said the gesture has come at the right time when the country is suffering unemployment setbacks, adding that the empowerment will help a lot of families in the district.

The District Commissioner has challenged loan beneficiaries to prudently utilize the given empowerments so that they yield the intended results.

‘Sophisticated election rigging currently underway in Zimbabwe’

The climate of intimidation and violence threatens to render the upcoming election unfree and unfair, a leading civic organisation has said.

In its electoral updates, Kubatana has cited a number of infringements that threaten Zimbabweans expressing their free will in the elections slated for August 23, 2023.

“With Zimbabwe’s election just two weeks away, commentators have already been noting the country’s constrained environment and how it presents difficulties for a genuinely ‘free and fair’ election,” Kubatana said.

“In addition to the increased political violence, issues like limited press freedom, bans on rallies and abuse of the courts also present obstacles to the credibility of this month’s elections.”

The organisation said where the quality of elections decreases “it is not primarily due to abuses on the day, but instead to unfair election processes that happen prior to election day.”

“In short: rigging the election before it is held is a strategy that works, and Zimbabwe is no exception,” the organisation said.

Kubatana said leading resistance voices in Zimbabwe like that of journalists Hopewell Chin’ono and opposition politician Job Sikhala have been muzzled through courts.

“They have received criminal charges and have been denied bail for their exposure of corruption and criticism of government practices,” the organisation said.

“Harsh penalties, including prison sentences, for violations of laws like the Criminal Law (Codification and Reform) Act contribute to self-censorship among journalists. Zimbabweans operate in a context that allows little room for healthy, open discussion and debate.”

It is the long-established climate of political violence that makes it easy for the establishment to ‘rig’ the election.

“The Zimbabwe Peace Project recorded widespread event disruption, harassment, and intimidation efforts targeting opposition groups and leaders in 2022,” the organisation said.

“A recent Afrobarometer survey found that 58 percent of Zimbabweans fear violence during the 2023 elections, up from 43 percent in 2018.

“Attacks on opposition campaigners, journalists and even opposition lawyers lend credence to the fears. In 2020, three opposition youth leaders were arrested when they spoke out about how they were abducted and sexually assaulted after being taken into police custody.

“Earlier this year, Harare based lawyer Kudzai Kadzere was beaten by members of the Zimbabwe Republic Police (ZRP), in response to him representing 24 members of the opposition political party, Citizens Coalition for Change (CCC), who had been arrested for allegedly holding an illegal meeting. “

The organisation said for most Zimbabweans, no matter what happens on election day, the upcoming elections have already been tampered with.

“With examples like these, there are many Zimbabweans who feel that regardless of how well the ballot is conducted on the day, there is a broader environment that negates any declaration of Zimbabwe’s election being ‘free and fair,'” Kubatana said.- bulawayo24

Vote opposition out of Town House and ‘go to heaven’ – Mnangagwa tells supporters at Harare star rally

PRESIDENT Emmerson Mnangagwa has promised Harare residents free agricultural inputs and a guaranteed place in “heaven” if they vote the opposition out of the local councils in the upcoming election.

Mnangagwa was addressing thousands of his supporters at a Star Rally held in the capital, Wednesday.

The Zanu PF leader said “clueless” Citizens for Coalition Change (CCC) leaders had failed to run the local councils in urban areas.

Harare City has 30 parliamentary seats and in the last election, Zanu PF won only one in Harare South.

He accused the local authorities of failure to manage cities and towns countrywide, resulting in shortages of clean tap water, poor street lighting, and poor waste management systems.

“Local councils have failed to run towns and cities. If you vote Zanu PF team, you will all go to heaven.

“Muno muHarare manga muchitongwa neopposition, veCity Council vakanganisa. Ndookukanganisa. Vatadza pasi nekudenga. Mwari anokupai Vanhu vanogona, Mwari anofarira vanhu vanogara vakachena. “Zanu PF rejects daylight robbery of the hard-earned cash by our people. The opposition is heartless and insensitive to the needs of our people due to their incompetence.

“They must go now. Vote them out of Town House.”

Earlier on Mnangagwa’s vice Constantino Chiwenga had told party supporters, “Remove local councils to deal with poverty and hunger.”

President Mnangagwa told the thousands that Zimbabwe was now food secure, despite the World Food Programme WFP on Tuesday, warning that “While the country celebrates the availability of adequate cereals stocks to meet the overall national requirements…many poor households struggle to meet their food needs.’’

The levels of hunger in both urban and rural communities were recently seen as people scavenged for food during party rallies countrywide.

Zanu PF has been dishing out bread and a two-piece chicken and chips to its supporters.

Said Mnangagwa, “For the past three years, we are food secure. We addressed the food security issue through the Pfumvudza concept.

“In Harare and other cities, there are food challenges. NGOs have now shunned rural areas and are now coming to urban areas. I have ordered Agriculture Minister (Anxious) Masuku to give all Harare dwellers free fertilizers, free seeds for peri-urban agriculture to combat poverty and hunger.”- newzimbabwe

“77% Zim Voters Want Change”- Survey

At least 77% of registered voters in Zimbabwe want change of government, according to a latest survey by a local research institute.

A recent survey commissioned by the Public Policy and Research Institute of Zimbabwe (PPRIZ) revealed that the majority of the respondents said they were “most likely” to vote in the August 23 elections.

The survey conducted in July this year in all 10 provinces of the country says the majority of the respondents, 82%, were registered voters.

“More females (46%) are registered to vote compared to their male counterparts (36%). 17% of the registered voters are first-time voters ie 18-23 years,” the report read.

“The majority of the respondents (77%) say they want a new direction in the country.

“Of those that are most likely to vote, more are from rural areas (53%) compared to 47% from urban areas.

“Notably, 33% of the first-time voters say they will definitely vote in the forthcoming election.”

PPRIZ is an independent think-tank led by former State Enterprises and Parastatals minister Gorden Moyo.

At least 66% of the respondents said the economic situation was bad while 68% said the government failed to provide jobs to alleviate poverty.

“Post-election situation: 28% of the respondents say the country will be better off after the election, 25% say it will be worse off, 27% do not know while 19% say the country will be the same as it is today,” the report read.

President Emmerson Mnangagwa is seeking re-election, having won the disputed 2018 polls by a narrow margin.

His main challenger, Citizens Coalition for Change (CCC) leader Nelson Chamisa, is having another go at the presidency.

Self-exiled former minister Saviour Kasukuwere is back and forth at the courts challenging his disqualification.

There is only one female presidential candidate, United Zimbabwe Alliance leader, Elisabeth Valerio, down from four in 2018.

According to the PPRIZ survey, 61% of the respondents said it is time for women to assume more national leadership roles.

“Ironically, more than half (50%) of the respondents say they would not vote for female or youthful candidates for president in the forthcoming election,” the report says.

“Vote-buying: 44% say they will refuse to take bribe and they will vote with their conscience, 40% will take the bribe and vote with their conscience while 11% will take bribe and vote for the briber.

“5% is undecided whether to take the bribe or not.”

The report also noted with concern the rising cases of political violence across the country.

A CCC supporter was killed last week in Glen View, Harare, in another case of political violence.

“Notably, 33% of the respondents from Manicaland province, 24% Masvingo province and 19% Mashonaland East province said they have witnessed violence in the last two months.”

On trust issues, only a few respondents said they trust political parties (15%), media (19%), Parliament (20%), Judiciary (20%), police (22%), Zimbabwe Electoral Commission (23%) and the military (28%).

“However traditional leaders (37%) and International and regional election observers (30%) fared much better than the rest of the other institutions.”

Tinubu assures diplomacy and dialogue with Niger’s junta as second ECOWAS summit begins in Abuja (Full Speech)

President Bola Ahmed Tinubu Tinubu has assured that the Economic Community of West African States (ECOWAS) will give top priority to diplomacy and dialogue in ending the crisis in the Republic of Niger.

Tinubu said this as the Chairman of the ECOWAS Authority of Heads of State and Government, at the Extraordinary Summit in Abuja, on Thursday.

ECOWAS leaders convened in Nigeria’s capital to discuss the next line of action after the ultimatum issued elapsed on Sunday, without Niger’s military leaders yielding to the deadline.

The West African regional bloc had asked General Abduorahamane Tchiani to release ousted President Mohamed Bazoum and restore democratic order in the country.

Rather than restoring a democratic government, the coupists, in contrast, cut ties with Nigeria, shut its airspace, and appointed an economist Ali Mahaman Lamine Zeine, as the transitional prime minister.

Hours before the ECOWAS meeting, it also formed a new cabinet and named 21 ministers to serve in the government to be led by Zeine.

In his welcome address to review Niger’s crisis, Tinubu said the bloc will examine bridges and challenges that might have served as obstacles in bringing Niger’s impasse to an end.

  1. Let me commence by welcoming you all to the Second (2nd) Extraordinary Summit on the Socio-Political Situation in the Republic of Niger, within the space of ten days. Your presence here, despite the short notice, demonstrates the unwavering dedication of our esteemed community to finding a lasting solution to the political situation in the Republic of Niger.
  2. Today, we gather with a profound sense of urgency and firm determination, building upon the commitments made during our first Extraordinary Summit, on the grave political crisis befalling our sister nation. During that initial meeting, we voiced our solidarity with the people of Niger and their democratically elected President, H.E Mohamed Bazoum, by condemning the military take over and the unjust detention of their democratically elected President.

Your Excellencies, Distinguished Ladies and Gentlemen,

  1. As you may recall, we called on the junta to rescind its decision of toppling a legitimate government. We proceeded to impose sanctions with the hope that this resolute measure would serve as a catalyst for the restoration of the constitutional order in Niger. Regrettably, the seven-day ultimatum we issued during the first Summit has not yielded the desired outcome. We have also made diligent efforts through the deployment of various ECOWAS mediation teams, to engage the military junta for a peaceful resolution of the political situation. One of the facilitators, former Head of State of Nigeria, General Abdulsalami Abubakar, would update us on the outcome of his mission to Niamey.

  1. Similarly, as part of a coherent diplomatic initiatives, Special Envoys were dispatched to non-ECOWAS nations, particularly Libya and Algeria. During these engagements, the Envoy designated for Libya had the privilege of an audience with the President of Libya. This discourse resulted in an unequivocal expression of support for the resolutions adopted by ECOWAS aimed at restoring constitutional governance in Niger. In Algeria, the Envoy was received by the Minister of Foreign Affairs on behalf of the President of the country. These initiatives are aimed at presenting a cohesive and united stance regarding the ongoing circumstances in Niger, thus showing a collaborative and concerted approach among African nations.

Your Excellencies, Distinguished Ladies and Gentlemen,

  1. Following the resolution of our previous Extraordinary Summit to initiate a meeting of the ECOWAS Chiefs of Defense Staff, the meeting of the Chiefs of Staff Committee was duly held from 2nd to 4thAugust, 2023. The outcome of that meeting, as well as a Memorandum by the President of the ECOWAS Commission on current socio-political developments in Niger, will be presented during this Summit. These will offer critical insights that will inform our collective decision-making process at this meeting.
  2. Today’s Summit provides a significant opportunity to meticulously review and assess the progress made since our last gathering. It is essential to evaluate the effectiveness of our interventions and identify any gaps or challenges that may have hindered progress. Only through this comprehensive assessment can we collectively chart a sustainable path towards lasting peace, stability, and prosperity in Niger.

Moreso, in reaffirming our relentless commitment to democracy, human rights, and the well-being of the people of Niger, it is crucial that we prioritize diplomatic negotiations and dialogue as the bedrock of our approach. We must engage all parties involved, including the coup leaders, in earnest discussions to convince them to relinquish power and reinstate President Bazoum. It is our duty to exhaust all avenues of engagement to ensure a swift return to constitutional governance in Niger.

More specifically, as leaders of our respective nations, we must recognize that the political crisis in Niger not only poses a threat to the stability of the nation but also has far-reaching implications for the entire West African region. Niger junta threatened to kill captured president if invaded by ECOWAS – US envoy

Niger’s junta told a top U.S. diplomat that they would kill deposed President Mohamed Bazoum if regional countries attempted any military intervention to restore his rule, two Western officials told The Associated Press.

Representatives of the junta told U.S. Under Secretary of State Victoria Nuland of the threat to Bazoum during her visit to the country this week, a Western military official said, speaking on condition of anonymity because of the sensitivity of the situation.

A U.S. official confirmed that account, also speaking on condition of anonymity, because they were not authorized to speak to the media.

Bazoum was deposed by coup leaders on July 26 and says he is being held hostage at his residence.

West African heads of state began meeting Thursday on next steps after Niger’s military junta defied their deadline to reinstate the nation’s deposed president, but analysts say the bloc known as ECOWAS may be running out of options as support fades for a military intervention.

Nine of the 11 heads of state expected to attend were present, including the presidents of Senegal, Ghana, Ivory Coast, Togo, Benin, Guinea-Bissau and Sierra Leone. The non-ECOWAS leaders of Mauritania and Burundi also participated in the closed-door meeting in Nigeria’s capital, Abuja.

“It is crucial that we prioritize diplomatic negotiations and dialogue as the bedrock of our approach,” said Nigerian President Bola Ahmed Tinubu, who currently chairs the bloc, said before the closed part of the meeting.

He said leaders must act with a “sense of urgency,” though appeared to retreat from the bloc’s earlier threat to use force.

Niger was seen as the last country in the Sahel region south of the Sahara Desert that Western nations could partner with to counter jihadi violence linked to al-Qaida and the Islamic State group that has killed thousands and displaced millions of people.

The international community is scrambling to find a peaceful solution to the country’s leadership crisis.

“Let me tell you, any coup that has succeeded beyond 24 hours has come to stay. So, as it is, they are speaking from the point of strength and advantage,” said Oladeinde Ariyo, a security analyst in Nigeria.

“So, negotiating with them will have to be on their terms.”

On Wednesday, a Nigerian delegation led by the former Emir of Kano, Khalifa Muhammad Sanusi, met the junta’s leader, Gen. Abdourahmane Tchiani. The former emir was one of few people allowed to meet Tchiani.

Acting U.S. Deputy Secretary of State Victoria Nuland met with the coup leaders earlier this week but was denied access to both Tchiani and Bazoum. A separate delegation comprised of ECOWAS, the United Nations and the African Union was barred from coming at all.

West Africa’s regional bloc has failed to stem past coups throughout the region. Niger is the fourth country in the 15-member state bloc to have experienced a coup in the last three years.

The bloc has imposed harsh economic and travel sanctions.

But as the junta becomes more entrenched, the options for negotiations are becoming limited, said Andrew Lebovich, a research fellow with the Clingendael Institute.

“It’s very difficult to say what might come out of it, but the fact that the initial deadline passed without intervention and that the (junta) has continued to hold a fairly firm line, indicate that they think they can outlast this pressure,” he said.

The main parties’ positions are dangerously far apart, according to the International Crisis Group, which said that if dialogue is going to succeed, each side is going to have to make concessions, which they’ve so far refused to do.

Since seizing power, the junta has cut ties with France and exploited popular grievances toward its former colonial ruler to shore up its support base.

It also has asked for help from the Russian mercenary group Wagner, which operates in a handful of African countries and has been accused of committing human rights abuses.

Moscow is using Wagner and other channels of influence to discredit Western nations, asserted Lou Osborn, an investigator with All Eyes on Wagner, a project focusing on the group.

Tactics include using social media to spread rumors about Wagner’s upcoming arrival to Niger and employing fake accounts to mobilize demonstrations and spread false narratives, Osborn said. “Their objective is not to support the junta or an alternative political approach but to sow discord, create chaos, destabilize,” she said.

She pointed to a Telegram post on Wednesday by an alleged Wagner operative, Alexander Ivanov, asserting that France had begun the “mass removal of children” likely to be used for slave labor and sexual exploitation.

Neither Russia’s government nor Wagner responded to questions.

While there’s no reason to believe Russia was behind the coup, it will leverage the opportunity to gain a stronger foothold in the region, something Western nations were trying to avoid, Sahel experts say.

France and the United States have more than 2,500 military personnel in Niger and along with other European nations have poured hundreds of millions of dollars of military assistance into propping up the country’s forces. Much of that aid has now been suspended.

Meanwhile, Niger’s approximately 25 million people are feeling the impact of the sanctions.

Some neighborhoods in the capital, Niamey have little access to electricity and there are frequent power cuts across the city. The country gets up to 90% of its power from Nigeria, which has cut off some of the supply.

Since the coup, Hamidou Albade, 48, said he’s been unable to run his shop on the outskirts of Niamey because there’s been no electricity. He also works as a taxi driver but lost business there, too, because a lot of his foreign clients have left the city.

“It’s very difficult, I just sit at home doing nothing,” he said. Still, he supports the junta. “We’re suffering now, but I know the junta will find a solution to get out of the crisis,” he said.

Fanwell Siandenge Will Be Hichilema’s Downfall- Fred M’membe

SIANDENGE WILL BE HICHILEMA’S DOWNFALL

After the events of the past two days, our thoughtful and honest conclusion is that the Deputy Inspector General of Police in charge of State House, Mr Fanwell Siandenge, is a danger to Mr Hakainde Hichilema’s presidency and the country.

We say this without any grain of malice or ill intention. What we are saying is based on an exhaustive assessment of activities and events that have taken place in the country regarding my arrest and subsequent detention, all of which were totally unnecessary and ill advised.

It requires very little effort for anybody to notice that there is chaos in the Zambia Police high command and by extension, the Presidency, or State House in particular. And the main culprit in all this is Mr Siandenge himself.

It is evident that Mr Siandenge has been handed a blank cheque by Mr Hichilema to do exactly what he wants, which is most unfortunate, and this is what resulted in the unprecedented blunders, recklessness, and administrative chaos we witnessed in the police high command in the last two days.

So, without regard for hierarchy, Mr Siandenge has been pulling strings and literally playing his superior, the Inspector General of Police, Mr Graphel Musamba, like a string puppet. For instance, we are fully aware of what transpired for Mr Musamba to shamelessly parade himself before cameras to read that disgraceful and outrageous speech word-for-word.

Mr Siandenge is abusing the proximity and personal relationship he shares with Mr Hichilema. That is why, today, Mr Siandenge is like a god within the police and other state institutions, and nobody dares to question him on anything, including erroneous and senseless orders.

Mr Siandenge, who is renowned within the system for watching over Mr Hichilema like a hawk and projecting himself as a true loyalist of greater strength, ability, and intelligence than everybody else around the President, has shrewdly brought Mr Hichilema and the entire presidency under his control without them even noticing. That is why he is able to get away with literally anything.

But this is dangerous both for Mr Hichilema and the country. And the earlier Mr Hichilema realises this, the better for his administration and his legacy. Letting Mr Siandenge operate in an unrestrained manner like he has been doing lately will cost Mr Hichilema heavily and he will regret it someday soon.

Being the Deputy Inspector General of Police in the Zambia Police Service is not just a fancy title; it’s a responsibility that requires a special set of skills and immense effort. It’s not a job for everybody. It’s a job for seasoned patriots with demonstrable maturity, objectivity, impact, and real vision – and not party zealots with limited knowledge and understanding of what they are supposed to do, like Mr Siandenge.

The honest truth is, Mr Siandenge is not Deputy Inspector General of Police material. Yes, he may be relevant and effective in his personal dealings with Mr Hichilema but as DIG, the man is not fit or capable of holding that office or any other at that level.

And Mr Siandenge’s continued existence in that role will just entrench the mediocrity we are experiencing in the police today and degrade the presidency even further.

Let Mr Hichilema provide a career path alternative for Mr Siandenge and save the country from his tactless, primitive, and ignorant policing. Policing and law enforcement has become so sophisticated and difficult to navigate that dunderheads like Mr Siandenge will be forever lost at sea.

Claims by PF ( and Socialist Party) , and Former Divisive Post Newspaper managing Editor Fred M’membe that Lusaka Province has rejected an anniversary commemoration are unfounded .

Fred’s political reasoning is lopsided and he does not seem to understand what voters are looking for in every political space .

Since Fred came under the tutorage of the PF , some of us who have been in political debates long enough in analyzing the 21st Century policy matters should remind him that the propaganda write up circulating on social media can’t win support. He needs to organize and package his message in a pursuasive manner by challenging and confrontating the New Dawn Government policies in education, health , inflation, economic policies, CDF , social justice etc. as this is what responds to societal needs .

Voters don’t eat malice and propaganda.

Right now , I cannot see any thing to write home about in terms Fred creating checks and balances based on the government policies and alternative progressive leadership in him.

Clearly, Fred has never had direction politically just as I have indicated before.

Most of the time , he is politicking through propaganda and malice ; exactly the PF type of politics.

Like I have said before , Fred is a master of confusion , division and ethnic hegemony. He feasts on dirty politics and propaganda that never responds to the needs of society nor bring food on the table to a hungry citizen .

Clearly, Fred is another clear PF copy cut in terms of baseless political propaganda. No doubt !

Exactly the way he used to run the post newspaper . He is a person who enjoys confusion , malice , division and lacks content.

It is this confusion which made the PF get rid of him under ECL.

What he does not realize is that UPND is more experienced in the opposition and that the party has been in the opposition politics and have been there long enough than any purported opposition PF/ Socialist party .

M’membe and his PF were given time to run the country; M’membe who dearly controlled PF communication confusion and propaganda when PF ascended to power introduced war against the media in Zambia and sow a seed of tribalism , division , hate speech and ethnic hegemony.

I recall that UNZA Radio at that time suffered the worst humiliation because of my presence . HH himself went through a lot of persecution and that made M’membe happy in his Post newspaper editorials and articles.

Fred is one of the people behind PF propaganda and political approach to the kind of leadership we saw when PF ascended to power .

The Post Newspaper led a lawless life under Fred and was dealt with by ECL accordingly.

Today, he wants to claim that his loyalists are feeding him with information that Lusaka province has refused to celebrate failure .

It is clear that Fred understands less about the politics of today and has misleading information about the UPND .

Just his write up on propaganda in itself speaks volumes about his hate , divisive mentality , and myopic political approach .

Fred should be reminded that UPND created checks and balances by confronting PF policies such as ban on imported cooking oil , bad laws enactment , abuse of fundamental rights and freedoms , break down in the rule of law , policy inconsistency , carderism, mining policies, CDF implementation policies, removal of meal allowances , education policies on taking education as a cost and not an investment , and later on provided alternatives which today we call free education, increased CDF , decentralization, debt restructuring , inflation reduction, GDP, reinstatement of meal allowances, reopening of Indeni Refinery , bringing investment to $3.8 million in less than a year , focus on manufacturing fertilizer from within Zambia in order to address the mealie meal prices ; these are the issues and not the mediocre write ups we are seeing from him about hate and division .

I doubt that Fred understands that this is what brought UPND into power .

The street politics which brought PF and the Post Newspaper by way of using “dununa reverse “ songs taught Zambians bitter lessons to never again focus on tribalism , hate speech , mediocrity and street debates at the expense of their lives , that they will always vote for people based on issues not mediocrity.

The mediocrity we saw of more “money in your pockets” and singing songs as a campaign message taught Zambians a lesson. Most of these songs such as “Don’t Kubeba “ were not tied to policy but mere propaganda , were so costly on citizens to say .

Unfortunately, Fred’s line of thinking is just the same as the PF used; where you demean , divide, and defame people as a way of campaigning.

It can’t work in the modern day politics. Fred has nothing to offer and his political journey end will be a painful one . He will appear in the Guinness book as a time waster who feats on dirty politics , division, hate and propaganda.

He has now graduated to causing tension internationally through his public display of anti west crusade which will one day end in tears .

You cannot be preaching hate as a way of making yourself known instead of unifying the world and promoting decent diplomatic dialogue . Those are old politics practiced during the Hitler times .

If he thinks he has support , when in actual sense he is feasting on his PF friends who , all of them put together lost the 2021 elections, let him wait and see .

What Fred can’t see is that while some UPND members may complain of individual interests , they will not leave the UPND unless Fred gives them serious bribes which PF also tried to do but failed , got some weak souls but soon lost elections badly ; the bribes meant that PF was lying to itself on popularity.

I end here for now ! I hope Fred has ears to hear .

… President HH should unlock the mining sector without any further delay, says Samuel Banda

The silence from President Hakainde Hichilema over the future of Konkola Copper Mine and Mopani Copper Mine is worrying, says Advocates for National Development and Democracy Executive Director Samuel Banda.

Mr. Banda notes that despite the failure by the Minister of Mines and Minerals Development Hon Paul Kabuswe to revamp the mining sector, the Head of State has kept quit and failing to give direction on the future of the two mining firms.

Mr. Banda has demanded that President Hichilema should promptly handover KCM back to Vedanta Resources who are the legal owners in order to increase economic activities on the Copperbelt.

He further notes that any further delay may result in a worse situation as the poverty levels on the Copperbelt are increasing sharply.

“President Hakainde Hichilema should address and update the nation on the two status of KCM and Mopani mines. We are appealing to him (President Hichilema) in the interest of revamping the mining sector, he should update the nation and tell us how far the negotiations have reached with Vedanta Resources regarding KCM. And he should also update us on when exactly he will engage an investor to operate Mopani mine. Even as his government is engaging the investors to run our mines, President Hichilema should prioritize the interest of Zambians,” he said.

“It is clear that his Minister of Mines, following several disappointments regarding the official announcement as in when government will handover KCM back to Vedanta Resources, his Minister has disappointed us. It is clear that his minister is not in a position to revamp the mining sector and to successfully engage investors. Therefore, President Hichilema being the head of state and considering what he promised the people of Zambia that he will revamp the mining sector, he should honor his promise and engage investors as soon as possible. The non functionality of these two mines, they have continued to impact our economy negatively.”

Mr. Banda stated that government should also ensure that local contractors and suppliers are prioritized when it comes to business.

“The people of the Copperbelt depend on mining as their mainstay business. Students are looking up to the mines for school scholarships, suppliers, contractors are looking up to the mind for business opportunities. As this continued delay by the government is inflicting poverty on the people the Copperbelt and the people of Zambia. Today our national currency is not stable because we are not exporting Copper at a huge volume because of the non – functionality of these two mines,” he added.

“We are worried that his government may not even achieve the three million metric tones copper production target by 2031 which his government set because of the continued delay to unlock in KCM and Mopani Copper Mine. Therefore, we are demanding that President Hichilema should promptly handover KCM back to Vedanta Resources who are the legal owners of the mine because they are the major shareholder as they hold 80%. Otherwise, this delay is not just affecting the Copperbelt economy but is also affecting our economy.”

He said stakeholders do not expect any further delay to handover KCM back to Vedanta and subsequently finding a partner to run Mopani Copper Mine.

ISRAEL BUSINESS FORUM GENERATES US$800 MILLION DEALS

… key sectors that generated the deals included among others agriculture, energy, technology and innovation, and financial services

The Israel – Zambia Business Forum recently organised by the Zambia Development Agency (ZDA) and the Israel Ministry of Foreign Affairs in Jerusalem, has generated deals worth over US$800 million.

The forum was held on the side lines of the State visit by His Excellency Mr Hakainde Hichilema President of the Republic of Zambia.

Over 100 Israeli high tech companies in innovation, energy, financial services and agritech participated in the Business Forum together with their Zambian counterparts from agriculture, construction, financial services and innovation.

Key sectors that generated the deals included among others the agriculture, energy, technology and innovation, and financial services.

Specifically the deals included the following:

  • USD 5 Million- investment of Technology Incubator in Zambia
  • USD 50 Million-Investment of a deposit-taking financial Institution in Zambia
  • USD 645 Million investment into trade credit insurance and project guarantees
  • USD 100 Million investment of 71 Mega Watt Solar and wind energy plant

During the forum, a number of Israeli companies were impressed with the investment environment in Zambia and committed to partner with the Zambian companies on agriculture technology and innovation to increase productivity on crop yields for maize, wheat, avocados and mangos.

In this regard the Zambia Development Agency in collaboration with the Ministry of Foreign affairs in Israel, Export Institution of Israel and the Israel Chambers of Commerce agreed to host a Business Forum in Zambia to actualise partnerships and joint ventures with Zambian companies.

Speaking at the forum, His Excellency Mr Hichilema announced visa waiver for Israeli nationals coming into Zambia to fast track promotion and facilitation of investments from Israel into Zambia.

Israel ranks among the top three countries in the world in innovation with per capita income of USD 54,000.00 and therefore Zambia will greatly benefit from the Israel success and breakthrough in the space of innovation particularly technology and agriculture.

The business forum was held on 02nd August, 2023 in Jerusalem, Israel.

A consortium of Zambian suppliers in the Copperbelt and North Western Provinces has announced plans to stage a protest over alleged unfair business competition at Lumwana Mine in the North Western Province.

Consortium Secretary Kazhila Samukonga has charged that there are cartels at Lumwana Mine by foreign suppliers that are disadvantageous to local suppliers.

Mr. Samukonga said local suppliers want their concerns over the manner in which business is being done at Lumwana to be addressed by the authorities swiftly.

He said Zambian companies are not benefiting from the mining industry because foreign investors have formed cartels to externalise all the funds from the sector.

Mr. Samukonga further revealed that suppliers will further file a court injunction to restrain a firm operating as Kalonga Logistics Ltd from doing business at Lumwana in an unfair manner that is disadvantageous to local firms.

“We feel let down over various concerns we have been raising regarding business in the mines especially those in the North Western and now we are planning a protest. We want to know why Lumwana has brought in Coventry International Ltd trading as Kalonga Logistics to be a sole supplier to them. Coventry International is TradeCorp Affiliated. These and other concerns must be investigated immediately, or else there would be nothing for Zambian suppliers,” he said.

Meanwhile, the consortium has written to the Immigration Department requesting it to investigate a suspected case of non adherence to employment permits by named foreign nationals at Lumwana Mine.

A letter addressed to the Director General of the Immigration Department dated 8th August, 2023 stated in part: “We want to draw your attention to the fact that the aforementioned individuals received work permits to work as the procurement managers at Golden Camp Solution Ltd in Lumwana. However they now work as the Site liaison officers for TCL Supply Chain International in the commercial office at Lumwana, and one official enters the building as a representative for Coventry International Ltd, a foreign company that does business in Zambia as Kalonga Logistics Ltd.”

“You should be concerned about this, as these corporations have organized a cartel in Lumwana to prevent Zambian suppliers from receiving jobs or contracts there. Does the permission allow this named individual to use the same permit to operate at Golden Camp and TCL International? You should also be aware that the aforementioned businesses are Zambian supplier’s rivals, which explains our interest,” the suppliers wrote.
